AMILIES of thousands of victims of extrajudicial killings during the Duterte administration are hoping to get justice for their dead loved ones from the International Criminal Court, former Bayan Muna Rep. Neri Colmenares said.

This as retired police colonel Royina Garma on Friday confirmed that Duterte ordered the implementation “on a national scale” of the so-called “Davao template” that rewarded cops for every drug suspect killed.

Garma, during her testimony at the House Quad Comm, revealed three modes of payment or rewards during the Dutert administra-

tion’s bloody war on drugs: first, for every suspect killed; second for the planned operations; and third, the refund of operational expenses.

Colmenares, who represented the National Union of People’s Lawyers that is cooperating with the ICC probe, said EJK perpetrators have made it difficult for families of victims to file cases here in the country.

“It is difficult to file cases here because it is difficult to get evidence.

No CCTV, no police report, no police investigating. Even prosecutors refuse to file cases,” he said.

Colmenares said some of the death certificates of the EJK victims showed they “died of broncho-pneumonia.”

For his part, Senator Ronald dela Rosa, who was PNP chief during the Duterte administration, denied knowing the so-called “Davao model” of the reward system for every drug suspect killed.

Dela Rosa said he did not engage in a reward system while he was PNP chief due to the lack of funds.

The only reward system he acknowledged was for the list of most wanted persons from the Department of the Interior and Local Government.

“I have no idea (why Garma made

that testimony),” Dela Rosa said.

Senator Bong Go also denied a reward system existed during the Duterte administration.

“I want to clarify that no reward system was implemented before in exchange for anyone’s life,” Go said.

“The former President has stated clearly numerous times that his administration never sanctioned nor tolerated any form of senseless killings,” he added.

Meanwhile, retired police colonel Edilberto Leonardo resigned as commissioner of the National Police Commission (Napolcom).

He submitted his resignation to the Office of the President following Police Lt. Col. Santie Mendoza’s controversial expose that he and Garma ordered the killing of retired police general and PCSO board secretary Wesley Barayuga.

571 FILIPINOS REQUESTED REPATRIATION FROM LEBANON–DMW

By Charles Dantes THE Department of Migrant Workers (DMW) on Saturday said at least 571 Filipinos in Lebanon have requested repatriation amid escalating violence.

Migrant Workers Secretary Hans Leo Cacdac said 221 Filipinos are prepared to leave, while 350 remain in processing with Lebanese immigration.

“About 20 will return this weekend. The process began last night, two arrived yesterday, and two more flights are scheduled,” Cacdac said.

He mentioned that 178 Filipinos are sheltered in four temporary facilities established by the Philippine government in Beirut, each staffed with medical personnel.

“China firmly opposes the US’s deployment of the landbased Mid-Range Capability missile system in the Asia-Pacific, including the Philippines, whatever its form,” she added.

Mao said China has the maritime situation “under control.”

“China and parties to the South China Sea have every capability and wisdom to properly address disputes through dialogue and consultation...

We hope that relevant parties will see the high sensitivity and harm of this issue.”

Meanwhile, the Department of Foreign Affairs clarified that the final document during the ASEAN Summit was a Chairman’s Statement prepared solely by Laos and not a joint statement from all member countries.

Foreign Affairs Secretary Enrique Manalo explained that while negotiations were held to draft a joint ASEAN statement, the member nations were unable to reach a consensus.

As a result, Laos issued its own statement independently, he said.

“So we had no real say on the language,” Manalo said.

“There were negotiations on a joint ASEAN statement but no consensus. Hence, Laos issued a statement on its own,” he added.

The chairman’s statement did not directly address the South China Sea tensions, which dominated discussions during the three-day ASEAN Summit.

IN BRIEF HOUSE LEADER SEEKS REVIEW OF UHC LAW ‘KILLER PROVISIONS’ HOUSE Deputy Majority Leader and Iloilo Rep. Janette Garin said she will file a resolution calling for a review of what she termed as “killer provisions” of the Universal Health Care law.

Garin, a doctor and vaccinologist, said health interventions such as medicines, vaccines, and medical devices need not undergo Phase IV clinical study under Section 34 of the UHC law.

She pointed out that after the Phase III clinical trial, health interventions are already considered safe and efficacious.

“With this requirement of Phase IV, Filipinos will have no recourse but to go to other countries to gain access to any breakthrough in science.

This Section 34 of UHC is just one of the many provisions deemed restrictive and detrimental to health care accessibility,” Garin said.

Garin also slammed the creation of the Health Technology Assessment Council (HTAC), pointing out that it was being influenced by antipharmaceutical groups and former officials.

“We can change the PhilHealth chief a hundred times but unless we amend the law as soon as possible, Universal Health Care can never be achieved,” Garin said.

“I call on the leadership of both Houses to make the amendment to the UHC a priority,” she added.

THE Quezon City Government intensified its cancer initiatives as part of the city’s celebration of Breast Cancer Awareness Month.

In a statement, the local government unit said QC residents can avail of free clinical breast examinations and mammograms for women ages 50 years old and above. All 66 health centers offer these services all year round from Mondays to Fridays, 8 a.m. to 5 p.m.

This year, the Quezon City Health Department (QCHD) screened 56,393 women for breast mass. At least 23 were referred to East Avenue Medical Center, while 35 were referred to the Quezon City General Hospital (QCGH) for further assessment and laboratory tests.

“We are aware that this kind of procedure is a bit expensive for the residents as so they are hesitant to get checked up. So now it’s free and we’ve extended this service to everyone at QCitizen, especially for women,” Mayor Joy Belmonte said.

OMMISSIONER Robert Joseph De Claro assumed his post as the new officer-incharge of the Social Security System, replacing Rolando Ledesma Macasaet who resigned earlier this month.

The SSS said the Social Security Commission (SSC), the policymaking body of the state pension agency, made the decision.

De Claro has served on the SSC since Jan. 11, 2023, representing the

Employers’ Group.

As commissioner, he chaired the IT and Collection and Contribution Committee and participated in key committees covering audit, risk, investment, and governance.

LAW REMOVES ‘MOTHER TONGUE’ USE IN KINDER TO GRADE 3

Republic Act 12027 or the Act Discontinuing the Use of Mother Tongue as Medium of Instruction makes the use of regional languages optional in monolingual classes.

Under the new law, the medium

of instruction shall revert to Filipino and English while the mother tongue will serve as “auxiliary media of instruction.”

Section 2 of the law states that mother tongue-based multilingual education (MTB-MLE) may be applied in monolingual classes provided that it complies with the following requirements: - An official orthography is developed and published by the

Komisyon sa Wikang Filipino (KWF); - An officially documented vocabulary published by the KWF such as glossary, dictionary, encyclopedia or thesaurus; - Literature on languages and culture, such as big books, small books, picture stories, or wordless picture books; - Grammar book; and - The availability of teachers in the school who speak and are

trained to teach in the mother tongue.

A monolingual class is composed of learners who speak the same mother tongue and are enrolled in the same grade level in a given school year.

The Department of Education, in consultation with the KWF, shall develop a language mapping policy within one year from the effectivity of the law.

THE Manila International Airport Authority (MIAA) on Saturday denied allegations made by the New NAIA Infrastructure Corp. (NNIC) that its VIP service allowed passengers to bypass airport procedures for a fee of P800.

The NNIC is now the private operator of Ninoy Aquino International Airport while MIAA serves as airport regulator.

The NNIC earlier announced it is implementing a new protocol for handling courtesies and accommodations for VIPs, Important Persons (IPs) and passengers requesting for VIP treatment at the airport.

It said the new protocol is expected to curb misuse of VIP courtesies extended at the airport.

But MIAA said its VIP service, particularly its Meet-and-Assist Service (MAAS), strictly adhered to Customs,

“Historically, the service was a privilege given by MIAA free of charge, primarily in the name of public service, to uphold reciprocity arrangements with counterpart agencies and foreign governments. It was subsequently offered to private individuals for a fee,” MIAA said.

“Subsequently, the passenger facilitation process was further developed and formalized through Service Level Agreements (SLA) with border control agencies operating in the NAIA who, together with MIAA, were integral members of the NAIA Quality Management System,” it added.

The VIP privileges, which were intended for dignitaries and other important individuals, were easily accessible in the past for P800.

THE investigation into the death of Filipino nurse Reyna Jane Ancheta, who was found dead on a highway in Abu Dhabi after going missing for three days, is still ongoing, the Department of Migrant Workers said Saturday.

DMW Secretary Hans Leo Cacdac said the Philippine government will sponsor the flight of Ancheta’s husband, Kenneth Paul, to the United Arab Emirates so that he could personally observe the probe until her remains can be repatriated.

“I don’t have details as of now as we are also waiting. I don’t want to preempt the results of the UAE authorities,” he said.

“The repatriation of her remains depends on the investigation. What we can do at the moment is to bring her husband there so he can witness the investigation and the process of her repatriation,” Cacdac added.

In an earlier GMA News interview, Kenneth Paul said he could not contact his wife since Oct. 6.

He said he was later informed by her agency that she died in a car accident.

‘PH, NZ IN TALKS FOR DURIAN EXPORTS’

ANILA and Wellington are now in talks for the possible entry of durian exports into the New Zealand market, President Marcos said.

Mr. Marcos said this was brought up during his bilateral meeting with New Zealand Prime Minister Christopher Luxon on the sidelines of the ASEAN Summit in Laos on Friday.

“Our Department of Agriculture and the Ministry for Primary Industries in New Zealand are already in discussion on how to achieve this [durian export],” he said.

Luxon noted the growing engagement between the two states in the areas of trade and economy.

Earlier, Wellington requested market access for its onions to the Philippines.

Malacanang said consultations are “expected to be completed soon.”

“I think on the economic front, we’ve talked about onions and pineapples. Pineapples are coming to New Zealand, onions [are] going to the Philippines, I hope. So, I

think we’ve made some good progress there,” Luxon said.

On top of trade, Luxon cited the positive developments in Wellington’s engagement with Manila on education, security, as well as the political field.

The Philippines and New Zealand are working on elevating their diplomatic ties and are finalizing the Proposed Roadmap to Comprehensive Partnership 20242025.

Mr. Marcos said the two governments have been making “some good progress” on the roadmap’s text.

“The roadmap that’s being finalized now, we should have it ready by the 60th anniversary of [the] establishment of diplomatic relations between our two countries,” he said.

“I think that’s well on its way. Quite frankly, there are no real obstacles. It’s just a question of finalizing the

In a notice posted on social media Friday evening, the Comelec said the deadline was moved from Monday, Oct. 14 to Wednesday, Oct. 16.

“Please take notice that the Commission (en banc) approved the extension of the deadline for the filing of Petitions Against Nuisance Candidates from Monday, 14 Oct. 2024 to Wednesday, 16 Oct. 2024, from 8 a.m. to 5 p.m.”

In its memo dated Oct. 11, the poll body noted the extension is pursuant to the order of Malacanang suspending government work on Oct. 14 to 15 for the holding

of an international event in Pasay City.

Earlier, Comelec chairman George Erwin Garcia said at least 66 senatorial aspirants out of the 183 hopefuls are assured of being in the official ballot for the May 2025 midterm elections.

The poll body said its Law Department is expected to submit its recommendations in November on who will be retained, removed, and declared nuisance candidates for next year’s polls.

However, the number may still increase, Garcia said.

Other senatorial aspirants are facing various issues, including those whose parties issued two certificates of nomination and acceptance (CONAs).

IN BRIEF NAIA-4 TO TEMPORARILY CLOSE STARTING NOV. 6 FOR RENOVATION NAIA Terminal 4, also known as the Manila Domestic Passenger Terminal, will be temporarily closed for renovation starting on Nov. 6.

The renovation aims to address the aging infrastructure and improve the overall passenger experience, said the NAIA Infrastructure Corporation (NNIC), the airport’s new private operator.

NNIC said they will prioritize safety upgrades, improve passenger flow, and modernize facilities.

The renovated terminal is expected to reopen in February 2025.

Terminal 4, also known as the Old Domestic Terminal, is the oldest of the four existing terminals. Currently, the terminal serves AirSWIFT with 12 daily flights, Sunlight Air with two daily flights, and Cebu Pacific’s CebGo with 36 daily flights.

On average, Terminal 4 handles approximately 2,900 passengers each day, with 1,400 arriving and 1,500 departing, representing 2.23 percent of NAIA’s total daily passenger volume.

During the renovation, all airlines currently operating out of Terminal 4 will temporarily relocate to Terminal 2. Joel Zurbano

CUSTOMS SEIZES P7.5-M WORTH OF ECSTASY, CANNABIS CANDIES GOVERNMENT agents assigned at the Ninoy Aquino International Airport intercepted four parcels containing smuggled party drugs, cannabis oil and candies worth more than P7.5 million.

The operation was conducted by the Bureau of Customs in close coordination with the NAIA Inter-Agency Drug Interdiction Task Group (IADITG), Philippine Drug Enforcement Agency, and Police Aviation Security Group (Avsegroup), following intelligence reports about suspicious packages at the Central Mail Exchange Center (CMEC) in Pasay City.

Customs personnel placed the shipments under X-ray scanning that revealed suspicious images. K9 units confirmed the presence of prohibited substances.

The seized items included thousands of ecstasy tablets, liquid Gamma-Hydroxybutyrate (GHB), marijuana oil, and marijuanainfused jelly candies with a street value of P7,590,500.

Authorities said ecstasy and GHB are party drugs that produce feelings of euphoria, relaxation, sociability, and an increased sex drive.

The shipments were misdeclared as personal items such as “massage oil” and “coffee.”

PRAYER WHEREFORE, premises considered, applicant Siargao Electric Cooperative, Inc. (SIARELCO), respectfully prays of this Honorable Commission that: 1.

Upon initial review of the instant Application and pending evaluation thereof, the cooperative be permitted to implement of any of the proposed projects within their respective implementation years, or as may be deemed necessary and urgent under prevailing circumstances; and

The Commission hereby sets the instant Application for determination of compliance with the jurisdictional requirements, expository presentation, Pre-Trial Conference, and presentation of evidence on 24 October 2024 (Thursday), at nine o’clock in the morning (9:00 A.M.), through the MS Teams Application as the online platform for the conduct thereof, pursuant to Resolution No. 09, Series 0f 20201 and Resolution No. 01, Series of 2021 (ERC Revised Rules of Practice and Procedure).2

CAPITAL EXPENDITURE PLAN 5. The proposed CAPEX projects are discussed in detail in “SIARELCO’s Capital Expenditure Plan for Years 2025 to 2027” with technical and financial analysis and supporting data presented in ERC-prescribed templates.

FINANCIAL AND ECONOMIC EVALUATION 6. Project Cost and Financing Plan. SIARELCO’s proposed CAPEX Projects for the years 2025-2027 amounting to Two Hundred Thirty Million One Hundred Seventy-Five Thousand Twenty-One Pesos and 10/100 (PhP230,175,021.10) will be financed through loans from the National Electrification Administration (NEA) and other lending institutions. Said loans will be amortized annually over a fifteen (15) year period, commencing in 2025 and concluding in 2040, with a six percent (6%) interest rate per annum. The table below summarizes the annual financing of the proposed CAPEX projects.

Cash Flow. As will be shown in the table in the next paragraph, SIARELCO’s Reinvestment Fund for Sustainable Capital Expenditure (RFSC) Collections for years 2025 to 2027 will sufficiently cover the cost of the proposed CAPEX projects subject of the instant Application. Accordingly, SIARELCO can viably pursue and implement the proposed CAPEX plan without necessarily causing any increase in its electricity rates.

Rate Impact. As shown in the table below, SIARELCO will have an excess ending cash balance from year 2025 onwards. As such, the implementation of the proposed CAPEX projects is not expected to have any impact on the cooperative’s existing RFSC rate as it is sufficient to cover its existing loan amortizations for previously implemented approved CAPEX projects, as well as the new loan amortizations to the NEA and other lending institutions.

SIARELCO is directed to host the virtual hearing at SIARELCO’s principal office located at Cabataan, Barangay 12, Dapa, Surigao del Norte, as the designated venue for the conduct thereof, and ensure that the same is open to the public. Moreover, Applicant shall guarantee that, during the conduct of the expository presentation, the participation of the public shall not be impaired.

Any interested stakeholder may submit its comments and/or clarifications at least one (1) calendar day prior to the scheduled initial virtual hearing, via e-mail at docket@erc.ph, copy furnish the Legal Service through legal@erc.ph.

The Commission shall give priority to the stakeholders who have duly submitted their respective comments and/or clarifications, to discuss the same and propound questions during the course of the expository presentation.

EZBOLLAH said it launched a salvo of missiles at an Israeli military base on Saturday, as Israeli troops battled militants in Lebanon and Gaza on Yom Kippur, the holiest day in the Jewish calendar.

Cities around Israel were quiet with markets closed, flights stopped and public transport halted as observant Jews fasted and prayed on the Day of Atonement.

But with the country at war against Hezbollah and Hamas, troops remained engaged in combat on the northern and southern frontiers amid a firestorm of criticism over the wounding of four UN peacekeepers in Lebanon.

Hezbollah, which has lost its leader and a long list of key commanders to Israeli strikes since the start of the war in Lebanon, on Saturday said it struck an army base with missiles to the south of the city of Haifa.

Hezbollah fighters were “targeting the explosives factory there with a salvo of... missiles,”the group said in a statement.

Air raid sirens sounded on Saturday in northern Israel, with the Israeli military saying it had intercepted a projectile launched from Lebanon.

In the hours ahead ofYom Kippur, Israel faced severe

diplomatic backlash over what it said was a “hit” on a United Nations peacekeeping position in Lebanon.

Two Sri Lankan peacekeepers were hurt in the second such incident in two days, the UNIFIL mission said Friday.

The military said Israeli soldiers had responded with fire to “an immediate threat” around 50 meters (yards) from the UNIFIL post.

As Israel faced a chorus of condemnation by UN chief Antonio Guterres, Western allies and others, the military pledged to carry out a“thorough review.”

UNIFIL peacekeepers in Lebanon have found themselves on the frontline of the Israel-Hezbollah war, which has killed more than 1,200 people in Lebanon since September 23, according to an AFP tally of Lebanese health ministry figures.

Four peacekeepers have been injured including two Indonesians who were hurt on Thursday when an Israeli tank shot at their watchtower, according to UNIFIL. Sean Clancy, the Irish military’s chief of staff, said he did not believe Israel’s explanation of Friday’s incident.

“So from a military perspective, this is not an accidental act,” said Clancy, whose country has troops in UNIFIL. French President Emmanuel Macron said he believed the UN peacekeepers had been “deliberately targeted.”

Guterres condemned the firing as“intolerable”and “a violation of international humanitarian law,” while the British government said it was “appalled.”

US President Joe Biden said Friday he was “absolutely”asking Israel to stop firing at UN peacekeepers.

The incidents came more than two weeks into Israel’s war with Iran-backed Hezbollah in Lebanon, which has seen Israeli warplanes conduct extensive strikes and send ground troops across the border.

Diplomatic efforts to negotiate an end to the fighting have so far failed, but Lebanese Prime Minister Najib Mikati said his government would ask the UN Security Council to issue a new resolution calling for a “full and immediate ceasefire.”

Lebanon’s military said on Friday that an Israeli strike on one of its positions in south Lebanon killed two soldiers.

After the Yom Kippur holiday, attention is likely to turn again to the expected retaliation against Iran, which launched around 200 missiles at Israel on October 1.

Israeli Defence Minister Yoav Gallant vowed this week that his country’s response would be “deadly, precise and surprising” with Biden’s administration pushing for a “proportionate” response that would not tip the region into a wider war.

Biden has urged Israel to avoid striking Iranian nuclear facilities or energy infrastructure.

SOCIAL media platform TikTok said it will slash hundreds of jobs, with a significant number of employees in Malaysia expected to be affected, as the company shifts to AI-assisted content moderation.

TikTok, owned by China-based ByteDance, said Friday it would cut several hundred jobs around the world, without providing a breakdown by country.

Less than 500 jobs in Malaysia are expected to be affected by the move.

A TikTok spokesperson said that the job cuts were part of an effort to boost content moderation.

“We expect to invest $2 billion globally in trust and safety in 2024 alone and are continuing to improve the efficacy of our efforts, with 80 percent of violative content now removed by automated technologies,” the spokesperson said in a brief statement.

The company uses a combination of human moderators and automated detection to review content posted on the platform.

Susumu Ogawa, 84, was five when the bomb dropped by the United States all but obliterated the Japanese city 79 years ago, and many of his family were among the 140,000 people killed.

“My mother, my aunt, my grandfather,and my grandfather all died in the atomic bombing,” Ogawa told AFP a day after the survivors’group Nihon Hidankyo was awarded the Nobel Peace Prize.

Ogawa himself recalls very little but the snippets he garnered later from his surviving relatives and others painted a hellish picture.

“All they could do was to evacuate and save their own lives, while they saw other people (perish) inside the inferno,” he said.

“All nuclear weapons in the world have to be abandoned,” he said. “We know the horror of nuclear weapons, because we know what happened in Hiroshima.”

What is happening now in the Middle East saddens him greatly.

“Why do people fight each other? ...hurting each other won’t bring anything good,” he said.

AROON Cali made the Philippines proud by emerging as the top podium finisher in the men’s 30-39 division title at the Ultraoceanman 25 km event held recently, in Palermo, Sicily, Italy.

The veteran Filipino swimming coach, based in Davao City, also finished an impressive fifth overall in the men’s individual category, trailing behind top finishers Rachapov Rishat of Kazakhstan (5:33:32.50, men’s 20-29), Volpi Laura of Italy (5:49:44.65, women’s 50-59), Amar Alain of France (6:08:28.83, men’s 40-49), and Adilkhanov Madi of Kazakhstan (6:34:15.84, men’s 20-29).

“I didn’t expect to compete because my visa arrived late, but I’m thrilled to have earned a place for the Philippines. It was tough, being an international competition,” Cali shared after his victory.

Exhausted but elated, he mentioned plans to enjoy Italy’s cities and looked forward to visiting the Rome Vatican.

This year marked Palermo’s second consecutive time hosting the prestigious ULTRAOCEANMAN Italy, an international open-water swimming event that attracted athletes from around the globe.

The competition took place at two of Sicily’s most scenic locations, with the 25 km ULTRAOCEANMAN race starting from the Marina di Costa Rossa port in Pozzillo.

Haroon Cali nearly missed out because of visa issues, but in the end, it was all worth it.

The route, which tested both endurance and stamina, led participants through some of Sicily’s stunning coastal landscapes, finishing at the picturesque L’Ombelico del Mondo beach in Mondello.

Panabo chess tourney last October 1, Fide Master Christian Gian Karlo Arca of Panabo City, Davao del Norte will continue his quest for an International Master (IM) norm in the upcoming Asian Juniors and Girls Chess Championships to be held on Oct. 12 to 19 at the Knights Templar Hotel in Tagaytay City.

The 15 years old Arca, a Grade 10 student of Panabo City National High School won the gold medal in the Open Blitz, a side event of the FIDE World Youth Chess Championships held in Montesilvano, Italy from Nov. 12 to 24, 2023.

“I will work even harder to get the International Master title. I will not waste the suppor t given by my family and my sponsors who trust in my ability,” said Arca, playing under the guidance of School Principal Manuel Esperanza and Coach AGM Ramil Langamon.

To get an IM title, a player must achieve three required title norms over 27 or more games and a FIDE rating of 2400 or more.

Arca who totes a Standard FIDE rating of 2199 already has two norms.

He acquired his first IM norm during the 18th IGB Dato’ Arthur Tan Malaysian Open Chess Championships, a nine -round tournament held at the Midvalley Megamall in Kuala Lumpur, Malaysia from Aug. 26 to Sept. 3, 2023.

This resolution follows their dominant 2-0 sweep of defending champions, Team Liquid Philippines, during their final elimination round match at the Green Sun Hotel in Makati City on Sunday.

Falcons captain, Angelo “Pheww” Arcangel, acknowledged their need for consistency, saying, “Siguro, our biggest lesson is to be consistent. Napatunayan namin ito. Hindi kami naging all throughout.”

The Falcons, who maintained their championship-winning lineup from the M5 World Championship, secured the second seed in the upper bracket of the final playoffs.

HOUSEHOLD SOUNDS THAT STRESS OUR PETS EVERY DAY

RDINARY household sounds that we often take for granted can be a significant source of stress for our pets, leading to behavioral issues and distress.

In her article, “Common household sounds are stressing out our pets, but little research has been put into giving them a happier life,” Dr. Emma K. Grigg from the University of California, Davis, notes that we still know very little about how everyday noises affect the well-being of our pets. Her research reveals that the sounds made by household appliances, which we barely notice, can cause our pets considerable discomfort.

In Grigg’s recent study, published in Frontiers in Veterinary Science, she and her colleagues conducted surveys of dog owners and analyzed online videos to document the reactions of dogs to various household sounds. The results were alarming, with many dogs displaying clear signs of fear, anxiety, and distress in response to sounds like the low-battery beep of smoke detectors, the high-pitched chirps of microwave ovens, and the roar of vacuum cleaners. These sounds may seem trivial to us, but dogs reacted intensely to high-frequency and intermittent sounds, such as those emitted by electronic devices, much more than to low-frequency, continuous sounds like vacuums.

Grigg says dogs often display behaviors such as pacing, trembling, hiding, or staying close to their owners when these noises occur.

Unfortunately, many pet owners are unaware of the distress their pets are experiencing.

In fact, Grigg found that in 45.6 per cent of the videos, the owners were amused by their pets' reactions, and in some cases, even deliberately antagonized their dogs to get a more dramatic response. This insensitivity highlights a broader issue of misunderstanding the emotional needs of pets, particularly when it comes to how they react to seemingly mundane household sounds.

One of the critical findings of Grigg's study is that dogs' heightened sensitivity to highfrequency sounds makes them especially vulnerable to distress from these noises. Unlike humans, dogs can hear sounds at much higher frequencies, which means that the beeping of a

This research not only sheds light on a specific problem but also underscores the lack of attention given to pet welfare in general.

Grigg points out that while there has been significant progress in understanding animal behavior and welfare in recent years, much more needs to be done to educate both professionals and the general public about how to recognize signs of stress and anxiety in pets.

She mentions that in veterinary education, applied behavior is often underrepresented, with many veterinary students graduating without adequate training in diagnosing and treating behavioral issues.

In fact, Grigg refers to a study by Calder et al., which found that only 26.8 per cent of graduating veterinary students in North America felt prepared to handle behavior problems in their practice. This gap in education reflects a broader issue within the veterinary field, where the behavior of companion animals is often seen as less important than the physical health of the animal. However, as Grigg argues, understanding the behavioral and emotional needs of pets is just as vital to their overall well-being.

The implications of Grigg’s research go beyond simply understanding how household sounds affect pets. She points out that many

pet owners turn to outdated or uninformed sources for advice on pet care, which can lead to negative outcomes for both pets and their owners. A lack of education on how to properly care for pets, particularly when it comes to recognizing signs of stress or anxiety, can result in behavioral problems that are difficult to manage. This can lead to a strain on the human-animal bond and, in some cases, cause pets to be surrendered to shelters.

Grigg advocates for a more holistic approach to educating pet owners and professionals about animal behavior. She believes that coursework in companion animal behavior, welfare, and human-animal interactions should be more widely available in undergraduate and veterinary programs. By providing students with a deeper understanding of the needs of pets, we can improve the quality of life for both animals and humans.

Grigg points out that a better understanding of pet behavior would not only reduce stress and injuries caused by aggressive or fearful animals but also alleviate the emotional toll on shelter workers and veterinarians who have to manage pets with behavioral issues.

Moreover, Grigg’s work emphasizes that the behavior of companion animals should be considered a valid and important topic within the life sciences. While many animal science programs focus on wildlife or production animals, there is a growing interest in studying the behavior and cognition of dogs and cats, as these animals play a significant role in our daily lives. Grigg calls for a shift in how we approach animal behavior studies, arguing that pets deserve the same level of attention and care as other animals in scientific research.

Grigg’s article. highlights a critical yet often overlooked aspect of pet care: how everyday household sounds can cause significant distress to our pets. Her research demonstrates the need for greater awareness and education on this issue, both for pet owners and professionals. By better understanding the emotional needs of our pets and the impact of our environment on their well-being, we can create a more harmonious and less stressful living environment for them. Grigg’s work calls for a shift in how we view and treat our pets, urging us to prioritize their mental and emotional health just as much as their physical health.

From old names who have long been a part of both showbiz and politics seeking re-election to newcomers whose fame may give them a chance to secure their coveted positions, the recent filing period has considerably drawn the attention of the public.

With the opposing views surrounding celebrities entering politics spreading across social media, Manila Standard Entertainment took the time to talk with several people from the youngest generation of voters, the Gen Z, to give their comments and discuss their thoughts over such developments.

“This upcoming election is filled with a lot of different opinions. I can say that this is a usual occurrence in our country where populism is part of our political system,” said Anthony.

Meanwhile for Marie Antonnete Dantes, 24, with populism among candidates has become the standard for most of the voters of whom to elect, they tend to set aside the qualifications of an individual should have before entering the public office.

“Having this advantage, gives the disadvantage to the people who vote for them, simply because they were blinded by their popularity and not being aware that these celebrities don’t have enough knowledge for the position they’re running for,” she stated.

First time voter Audrey Nicole Alcaraz, 18, expressed her disappointment over personalities who

only run just to earn power and authority without realizing the responsibilities it comes with.

“Just from watching their interviews, I became dismayed from how detached they are from reality.

They do not realize the many burdens of becoming a leader for the people, the responsibilities they’re obliged to have and the sacrifices they have to make. And I think because of this ignorance, consequences will be met and the people of this country will suffer,” explained Nicole.

Echoing the previous statements, Tourism student Alejandro Adriatico, 20, believes that a deserving candidate is one that bears the right qualifications for the job.

“I want someone who knows what they are actually doing.

Someone that has experience and not just there for the spotlight. A candidate that has genuine care for our people, with an honest and clear plan is what matters to me,” he said.

Medical technician student Mariane Julia San Juan, 23, emphasized that an individual seeking for a public position must be someo n e w h o thinks of the welfare of his people.

“I’m looking for a candidate who has one word, has dedication and does things that will be good for everyone, not just for a few. I also look for a candidate who is not corrupt, and it’s really good for me if the candidate has finished school and has experience interacting with both rural or urban areas,” said Julia.

Lastly, architecture student Gemmalyn Jorge Amahan, 23, will opt for leaders who have clear intentions to serve the people genuinely, highlighting that they can provide solutions to the country’s existing problems.

“I look for a candidate with competence, integrity, empathy, and a solid educational background. They should have a deep understanding of issues, a clear vision, and the ability to implement real solutions. Also, transparency and accountability is important, a genuine commitment to serving the public, not personal interests.

In the video shared to social media, Sassa Gurl can be seen holding a bright yellow ballot box as she comically walked around and mimicked Rivera’s iconic scenes in the film, which had earned her the Best Actress award at the 2024 Cinemalaya Independent Film Festival last August.

“Teacher Emmy n’yo, PAGOD NA! Introducing Teacher EME!” the post’s caption read.

Notably, Sassa Gurl was also part of the film as Babe, one of the younger voters who is vocal about her views against the corrupt politi-

Revolving around the story of a teacher protecting a ballot box holding the votes of a town, Oebanda had written Balota based on the state of the elections in the country, which he had called absurd in a post expressing his sentiments about the film back in 2023.

“Yes, the elections in this country is absurd. That’s probably an accepted fact across the political spectrum,” said Oebanda, who openly admitted that the results of the last elections impacted him negatively.

“Democracy is heavy. It is one big joke we must take seriously. It’s ripe for satire because it is broken.

But it isn’t the only way to make society better. Tawanan natin pero baguhin rin natin,” he said further.

Balota is set to premiere in cinemas nationwide on Oct. 16.

EcoPlay will involve 68 schools across Marikina City, Quezon City, and Taguig City and Pateros (TAPAT). Video lessons, session guides, and EcoPlay game kits will be used in classrooms, and grade 3 students will participate in Eco Gardens, fostering environmental responsibility. CITY OF DREAMS SWEEPS STELLIERS ASIA AWARDS 2024 WITH THREE MAJOR WINS CITY of Dreams Manila received three awards at the Stelliers Asia Awards 2024, recognizing its contributions to the hospitality industry.
