“The purpose of the validation is also to determine how many police would be fielded in areas of concern, and how many areas will be put under Comelec control,” Fajardo said.
In the 2022 presidential elections, Comelec placed 104 municipalities and 14 cities under the red category or areas of great concern, previously called election hotspots.
Areas tagged as green have no problem and no cause for concern while those tagged as yellow have
a history of political unrest. Areas placed under the orange category are those where armed groups are present.
The PNP earlier said it is looking to implement the gun ban earlier to thwart election-related violence in the 2025 polls.
The gun ban may only be implemented during the campaign period, set to begin on January 12, 2025, but Comelec said it will “seriously consider” adjusting the implementation period.
The gun ban also covers controlled chemicals and explosives.

THE Commission on Elections will release its final ruling on the misrepresentation complaint against dismissed Bamban mayor Alice Guo before Oct. 30.
“Before Oct. 30, we will have a recommendation, not just on Guo but on the other cases pending,” Comelec chairman George Erwin Garcia said. The Office of the Ombudsman earlier submitted its decision to perpetually disqualify Guo from holding public office to Comelec.
Garcia said a candidate can be removed if one is declared a nuisance candidate; is facing a complaint of misrepresentation, or is ordered by the Ombudsman to be perpetually disqualified from holding public office.
“The third one is most crucial for us. Even if a case is pending before another court, the Comelec can always implement and execute a decision of the Office of the Ombudsman,” he said.
“As far as the Comelec is concerned, we will enforce or implement the Ombudsman’s decision,” he added. Calls have snowballed for Comelec to bar Guo, also known as Guo Hua Ping, from running for public office.
“This is yet another brazen attempt to undermine the country’s laws. I strongly urge the Comelec to immediately enforce the necessary legal measures to disqualify her from seeking public office,” Senator Sherwin Gatchalian said. Senator Risa Hontiveros said Guo will be committing perjury if she declares that she is Filipino in her certificate of candidacy.
“The COC is an important document executed under oath. If Guo Hua Ping will insist on her lie, perjury will be added to the list of crimes where she is involved,” Hontiveros added.
Lanao del Sur Rep. Zia Alonto Adiong also denounced Guo’s declaration of her intention to run for Bamban mayor.
“Allowing her candidacy would not only be a mockery of the law but also an insult to the Filipino electorate. We have seen candidates disqualified as nuisance candidates for far less—for having similar names to incumbents or lacking the resources to run a viable campaign. Guo Hua Ping’s deceitful background and foreign ties represent a far greater threat to the integrity of our elections,” Adiong said.
“We cannot afford to allow our electoral system to be manipulated by individuals with questionable motives and shadowy pasts. The people of Bamban, Tarlac deserve better, and so does our country,” he added.

Should the two of them win, there will be three Tulfo brothers in the Upper Chamber, together with Senator Raffy Tulfo.
Former Justice secretary and ex-senator Leila De Lima is also making a comeback in the political arena as Mamamayang Liberal party-list’s first nominee. Makati 2nd District Rep. Luis Campos Jr. also filed his COC for the city’s top local post in the upcoming midterm elections, directly going against his sister-in-law, Senator Nancy Binay who is seeking the same post next year.
Campos, who is in his third and last term as congressman, is running with incumbent 1st District Rep. Romulo Peña Jr. as his vice mayor.
For his part, Justice Secretary Jesus Crispin Remulla said the National Prosecution Service (NPS) will seize the opportunity to go “all-out” in prosecuting Guo and her co-respondents in the qualified human trafficking case lodged against them.
“[The Department of Foreign Affairs] (DFA)’s decisive call to revoke the passport of Guo undoubtedly opened the doors to justice, this marks the beginning of a relentless pursuit to ensure accountability and uphold the rule of law,” Remulla said.
“(We will) prosecute this case to the fullest until justice is served,” he added.

THE Department of Agriculture (DA) expressed cautious optimism over the drop in the September inflation, primarily attributed to a decrease in food prices, particularly rice.
Inflation in September decelerated to 1.9 percent, the lowest rate since May 2020.
This decline was largely driven by a reduction in food inflation, with rice prices falling to 5.7 percent from 14.7 percent in August.
Rice, a staple food, constitutes a significant portion of the consumer basket.
“Food prices have significantly declined from the highs posted in the same period last year, with vegetables such as onion and tomatoes, sugar, fish and rice
leading the way with the help of various interventions of the Marcos administration,” said DA Secretary Francisco Tiu Laurel, Jr.
He anticipated further price reductions due to the lowered tariff on imported rice and India lifting its export ban. However, Laurel cautioned that the upcoming Christmas season could temper the decline in food prices due to increased demand.
The administration meanwhile is expecting a “broadbased and less volatile” inflation,
amid the implementation of measures aimed at taming the prices of goods and services.
This was after the country’s headline inflation further slowed to 1.9 percent in September, the lowest recorded since the 1.6 percent rate logged in May 2020.
In a statement issued Friday night, Budget Secretary Amenah Pangandaman welcomed the easing of inflation, saying it shows that the current administration’s goal to bring progress to the country is within reach.
“This proves that we remain on track with our Agenda for Prosperity, with the average inflation rate now standing at 3.4 percent, well within the government’s target range of 2.0 (percent) to 4.0 percent for 2024,” Pangandaman said.
The September inflation is lower than the 3.3 percent inflation rate in August and the 6.1 percent in September 2023.

inflation rate is consistent with inflation trends in other Southeast Asian countries, further cementing the Philippines’ position as “one of the major key players in Southeast Asia.”
She attributed the slowdown to the big drop in rice inflation, now at 5.7 percent from 14.7 percent in August, and the steady supply of high-value crops that reduced the price of vegetables.
She assured that the Marcos administration would continue to do its best to enhance agricultural productivity, expand logistics infrastructure, ensure the efficient delivery of social services, and provide inflation-related subsidies, such as fuel subsidies for qualified public utility vehicle drivers, fuel assistance to farmers and fisherfolk, and the fertilizer discount voucher program.
The budget chief said the government would also address the impact of La Niña that may persist until the first quarter of 2025.

THE Philippine government is not raising the alert level in Lebanon anytime soon but its embassy in Beirut continues to operate as if mass repatriation is about to be placed, the Department of Foreign Affairs (DFA) said Saturday.
At the Saturday News Forum in Quezon City, DFA Undersecretary for Migration Eduardo Jose De Vega said no Filipino has been hurt so far in the series of Israeli strikes against Hezbollah targets in Lebanon and that most “are still adamant” about staying in the country.
“Since hostilities in Israel and Gaza began in October, we already were calling on them to go home voluntarily. So, far only around 500 returned,” he said. For Filipinos unable to leave because their employers refuse to release their passports, De Vega urged them to seek immediate assistance from the Philippine Embassy in Beirut.
“This is a phenomenon that happens not just in Lebanon, pero kung saan-saan (but everywhere). What we can do, kung walang (if they don’t have a) passport, we can always issue travel documents for them to go home,” he said.
“It will be complicated to get the exit clearance if ayaw i-release ng employer (ang pass-
port) but puwede pang ilaban (but we can always appeal if the employers don’t want to release their passports) and we could use our assistance-to-national fund or the DMW (Department of Migrant Workers) can use their own funds to pay for penalties.” Alert Level 4 or mandatory evacuation is only declared in case of a large-scale internal conflict or if the host country has suffered a full-blown external attack.
On top of this, Foreign Affairs Deputy Assistant Secretary for Middle East Office Marlo Miranda said, the department is also considering the Filipinos opposed to the elevation of alert level.
“There’s another camp of OFWs who don’t want the Alert Level 4 to be raised because that would eventually mean hindi na sila makakabalik sa Lebanon kapag nagpa-repatriate sila (that they can no longer return to Lebanon if they get repatriated),” MIranda said.

DPWH COMPLETES P94M FLOOD CONTROL PROJECT IN MINDORO
THE Department of Public Works and Highways (DPWH) has completed the P94 million flood control project in Occidental, Mindoro, ahead of its scheduled completion in December this year.
DPWH Secretary Manuel Bonoan said the completed infrastructure, the Riverside flood control project in Barangay Tubuli, Paluan, Occidental Mindoro will protect communities from the adverse effects of flooding along the Apnikan River. The project involves the construction of a 431-linear meter concrete revetment wall with steel sheet piles reinforcing the riverbank’s capacity against heavy and persistent flooding, causing bank erosions and water overflow to nearby communities.

1. SIARELCO is a non-stock, non-profit electric cooperative duly organized and existing under and by virtue of the laws of the Republic of the Philippines, with principal office at Cabataan, Brgy. 12, Dapa, Surigao del Norte.
2. It holds an exclusive franchise from the National Electrification Commission to operate an electric light and power distribution service in certain municipalities of the province of Surigao del Norte, namely: Burgos, Dapa, Del Carmen, Gen. Luna, Pilar, San Benito, San Isidro, Sta. Monica, and Socorro. LEGAL BASES FOR THE APPLICATION

Pursuant to Republic Act No. 9136, ERC Resolution 26, Series of 2009, and other laws and rules, and in line with its mandate to provide safe, quality, efficient, and reliable electric service to the electricity consumers in its franchise area, SIARELCO seeks approval, confirmation, and authority from this Honorable Commission to implement its proposed Capital Expenditure (CAPEX) Plan for Years 2025 to 2027. 4. The proposed projects under the CAPEX Plan for Years 2025 to 2027 are summarized hereunder, as follows:

5. The proposed CAPEX projects are discussed in detail in “SIARELCO’s Capital Expenditure Plan for Years 2025 to 2027” with technical and financial analysis and supporting data presented in ERC-prescribed templates. FINANCIAL AND ECONOMIC EVALUATION
6. Project Cost and Financing Plan. SIARELCO’s proposed CAPEX Projects for the years 2025-2027 amounting to Two Hundred Thirty Million One Hundred Seventy-Five Thousand Twenty-One Pesos and 10/100 (PhP230,175,021.10) will be financed through loans from the National Electrification Administration (NEA) and other lending institutions. Said loans will be amortized annually over a fifteen (15) year period, commencing in 2025 and concluding in 2040, with a six percent (6%) interest rate per annum. The table below summarizes the annual financing of the proposed CAPEX projects.
7. Cash Flow. As will be shown in the table in the next paragraph, SIARELCO’s Reinvestment Fund for Sustainable Capital Expenditure (RFSC) Collections for years 2025 to 2027 will sufficiently cover the cost of the proposed CAPEX projects subject of the instant Application. Accordingly, SIARELCO can viably pursue and implement the proposed CAPEX plan without necessarily causing any increase in its electricity rates.
8. Rate Impact. As shown in the table below, SIARELCO will have an excess ending cash balance from year 2025 onwards. As such, the implementation of the proposed CAPEX projects is not expected to have any impact on the cooperative’s existing RFSC rate as it is sufficient to cover its existing loan amortizations for previously implemented approved CAPEX projects, as well as the new loan amortizations to the NEA and other lending institutions.

The Commission hereby sets the instant Application for determination of compliance with the jurisdictional requirements, expository presentation, Pre-Trial Conference, and presentation of evidence on 24 October 2024 (Thursday), at nine o’clock in the morning (9:00 A.M.), through the MS Teams Application as the online platform for the conduct thereof, pursuant to Resolution No. 09, Series 0f 20201 and Resolution No. 01, Series of 2021 (ERC Revised Rules of Practice and Procedure).2

Making a surprise first appearance in the White House briefing room, Biden said that Israel’s Benjamin Netanyahu “should remember” US support for Israel when deciding on next steps.
“If I were in their shoes, I’d be thinking about other alternatives than striking oil fields,” Biden told reporters, when asked about his comments a day earlier that Washington was discussing the possibility of such strikes with its ally.
Biden added that the Israelis “have not concluded how they’re, what they’re going to do” in retaliation for a huge ballistic missile attack by Iran on Israel on Tuesday.
The price of oil had jumped after Biden’s remarks Thursday.

Meanwhile Trump, campaigning in North Carolina, offered a far more provocative view of what he thinks a response to Iran should be, referencing a question posed to Biden this week about the possibility of Israel targeting Iran’s nuclear program.
“They asked him, ‘what do you think about Iran, would you hit Iran?’ And he goes, ‘As long as they don’t hit the nuclear stuff.’That’s the thing you want to hit, right?” Trump told a town hall style event in Fayetteville, near a major US military base.
Biden “got that one wrong,” Trump said.
“When they asked him that question, the answer should have been, hit the nuclear first, and worry about the rest later,” Trump added.
Trump has spoken little about the recent escalation in tensions in the Middle East. But he issued a scathing statement this week, holding Biden and Harris responsible for the crisis.
Biden’s appearance at the famed briefing room podium was not announced in advance, taking reporters by surprise.
It comes at a tense time as he prepares to leave office with the Mideast situation boiling over and political criticism at home over his handling of a recent hurricane that struck the US southeast.
Biden said he was doing his best to avoid a full-scale conflagration in the Middle East, where Israel is bombing Lebanon in a bid to wipe out the Iranian-backed militia Hezbollah.
“The main thing we can do is try to rally the rest
of the world and our allies into participating... to tamp this down,” he told reporters.
“But when you have (Iranian) proxies as irrational as Hezbollah and the Huthis (of Yemen)... it’s a hard thing to determine.”
Biden however had tough words for Netanyahu, with whom he has had rocky relations as he seeks to manage Israel’s response following the October 7 Hamas attacks on Israel.
The Israeli premier has repeatedly ignored Biden’s calls for restraint on Lebanon, and on Israel’s war in Gaza, which has killed more than 40,000 Palestinians.
Biden deflected a question on whether he believed Netanyahu was hanging back on signing a Middle East peace deal in a bid to influence the US presidential election.
“No administration has helped Israel more than I have. None, none, none. And I think Bibi should remember that,” Biden said.
“And whether he’s trying to influence the election, I don’t know, but I’m not counting on that.”
Biden said he had still not spoken to Netanyahu since the Iranian attack, which involved some 200 missiles, but added their teams were in “constant contact.”
“They’re not going to make a decision immediately, and so we’re going to wait to see when they want to talk,” the US leader added.
Iran said its attack was in retaliation for the killing of Hezbollah leader Hassan Nasrallah.

A WAVE of violence in a Mexican cartel stronghold shaken by gang infighting has left around 150 people dead over the past month, according to the state prosecutor’s office.
They include five men whose bodies were found with gunshot wounds Thursday night on a main avenue in Culiacan, authorities said. A turf war broke out on September 9 between two factions of the Sinaloa Cartel, one of Mexico’s most violent and powerful drug trafficking organizations.
Some local police suspected of involvement have been disarmed by the military.
The clashes follow the dramatic July 25 arrest on US soil of Sinaloa Cartel co-founder Ismael “El Mayo” Zambada, who claimed he had been kidnapped in Mexico and delivered into US custody against his will. Zambada, 76, was detained along with Joaquin Guzman Lopez, a son of El Chapo, who is serving a life sentence in the United States.
The violence is believed to pit gang members loyal to El Chapo and his sons against others aligned with Zambada, who pleaded not guilty to a raft of charges in a New York court last month.

During the culmination of the Visayas leg of the Indigenous Peoples Games (IP Games) at the Manuel Torres Sports Complex in Bago City, Negros Occidental, Bachmann emphasized the importance of preserving the rich heritage of the nation’s indigenous groups.

1. Choking Hazard and Obstruction Risk
One of the primary concerns with feeding chicken necks to dogs is the risk of choking. Chicken necks are small and bony, which can easily become lodged in the throat. Large breeds may have a better chance of chewing them thoroughly, smaller dogs may attempt to swallow the neck whole, leading to potential airway obstruction.
The bones in chicken necks are not hard, which might seem safe for dogs to chew. The small, brittle bones can break into sharp fragments, increasing the chances of choking, internal injury, or a blockage in the digestive tract.
2. Salmonella and Bacterial Contamination
“Raw chicken, including chicken necks, carries a significant risk of contamination with harmful

Chicken necks contain a relatively high amount of fat compared to other parts of the chicken. A diet high in fat can increase the risk of pancreatitis in dogs, a condition where the pancreas becomes inflamed and causes severe abdominal pain, vomiting, and diarrhea. Pancreatitis can be acute or chronic and requires immediate veterinary attention, often leading to prolonged treatment and dietary restrictions afterward.
4. Dental Damage from Bones Chicken necks can cause dental damage, particularly if the bones are not chewed properly. Many dog owners feed bones like chicken necks with the assumption that they will help clean their dog’s teeth. While bones are often seen as
a natural toothbrush for dogs, they can lead to cracked or broken teeth.

“While APN is not common, its potential link to chicken necks is a significant concern. The disease can be debilitating, requiring extensive rehabilitation and medical care. The risk, albeit rare, further underscores the potential dangers of feeding chicken necks to dogs,” Dr. Ross noted.

There are many safer alternatives to chicken necks that can provide your dog with the necessary nutrition and enjoyment without the associated risks. If you are looking for safe chew treats, consider the following options:
- Dental Chews: Specially designed dental chews can help maintain your dog’s oral hygiene without the risk of splintering bones.
- Rawhide Alternatives: Look for high-quality, rawhide-free chews made from natural ingredients that are easier to digest and pose a lower choking hazard.
- Cooked, Boneless Chicken: If you want to feed your dog chicken, ensure it is fully cooked and boneless to avoid bacterial contamination and the risks associated with bones.

Adams notes that sunflower seeds are rich in vitamin E, which plays an essential role in maintaining healthy skin and a glossy coat. Vitamin E also serves as an antioxidant, protecting against cellular damage caused by free radicals.
`Cats can suffer from a deficiency in B1 (thiamine), which can lead to neurological issues, and sunflower seeds, in moderation, can help prevent this deficiency. Selenium, another vital component found in these seeds, is an antioxidant that supports the thyroid gland and boosts the immune system.

Kira Balinger admitted that she found it hard portraying the role of an Overseas Filipino Worker (OFW) in her latest film, Maple Leaf Dreams, together with actor LA Santos
During the “Spotlight Presscon”, Kira said that she wanted to bring the stories of the “modern-day heroes” to life and to represent them through the story of Molly.
“I think the hardest part is really wanting to do the OFW role properly—with all honesty on how hard it is to be an OFW,” said Kira, who considered the role as one of her most challenging roles to date.
Recounting her own experience, Kira shared that as someone who has a family working abroad, she could somehow relate to her character.
“My sister and her family are in Hong Kong. They’ve been there for most of their lives. So, as the youngest, it was so hard not to grow up with my sister and her family. I would just see her kids on video calls,” said Kira.
Taking the role of Molly, a migrant worker who decided to move to Canada to provide a better life for her family, Kira stated that the goal of the film is to become an eye-opener about the struggles of every OFW in the world.

FOR the third consecutive year, the Taiwan-Philippines Education Development Foundation (TPEDF) has sponsored airfare and baggage allowance for Filipino scholars traveling to Taiwan.
Led by CEO Lin Chai-Liang and Chairman Su Kuo Fang , the foundation aims to help Filipino students access academic and technical opportunities abroad.
TPEDF works with the Taiwan government’s Overseas Community Affairs Council (OCAC) and the Taipei Economic and Cultural Office (TECO) in the Philippines to support the Study in Taiwan Program.
This initiative provides scholarships for Filipino students to enroll in a three-year high school program, with the option to continue for a four-year bachelor’s degree. The program also includes hands-

Voluntate is the first Filipino to attend the school under the scholarship program and is on track to graduate in 2025.
Voluntate’s journey began in 2022 when he arrived in Taiwan during the height of the COVID-19 pandemic. Despite initial challenges, including testing positive for the virus, he adjusted and now balances his studies with part-time work as part of the program’s hands-on training component.
“I am able to pay for my meals, school fees, and dormitory expenses, and I can also help my family back home,” Voluntate said. He added that his experience in Taiwan has helped him grow more independent and open-minded.
TPEDF continues to raise funds to support new scholars each year, aiming to provide more Filipino students with access to education and cultural exchange opportunities in Taiwan.
