FORMER Senator Juan Ponce Enrile and two coaccused were acquitted of the P172-million plunder case filed against them by the Ombudsman on Friday.
The 100-year-old Enrile, who is chief presidential legal counsel of President Marcos, was cleared of plunder, defined as large-scale corruption, after a trial lasting 10 years. Prosecutors alleged he and other defendants took P172 million in public funds that were allegedly diverted to ghost projects, a crime punishable by life imprisonment.

"After due consideration, the court finds that the prosecution failed to prove the guilt of accused Enrile... of the offense charged beyond reasonable doubt," the Sandiganbayan said.
THE Philippine National Police (PNP) is reopening its investigation into the 2020 murder of Philippine Charity Sweepstakes Office (PCSO) board secretary Wesley Barayuga.
"I knew all along that I would be acquitted because... we haven't done anything in this case. I hope the people who filed those cases against us will examine their conscience," Enrile told reporters after his acquittal. Also acquitted were Enrile’s former chief of staff Jessica “Gigi” Reyes and businesswoman Janet Lim Napoles.
bring up alleged Chinese espionage ops in ASEAN Summit

On Sunday, PNP Chief Police General Rommel Francisco Marbil said he ordered the reopening of the cold case after whistleblower Police Lt. Col. Santie Mendoza told the House Quad Committee that he helped carry out the killing at the behest of ex-PCSO general manager Royina Garma. Mendoza narrated before congressmen how Garma allegedly facilitated the PCSO official’s roadside assassination on July 30, 2020 by providing the necessary information about his schedule, details about his vehicle and the funding necessary to carry it out.
GETTING to the bottom of Beijing's supposed covert operations in the Philippines will be at the top of Foreign Affairs Secretary Enrique Manalo's agenda during the upcoming ASEAN Summit in Vientiane, Laos.
The whistleblower also implicated incumbent National Police Commissioner Edilberto Leonardo in the planning of the murder.
Barayuga was a retired police general and lawyer who supposedly threatened to expose corruption within the PCSO shortly before he was shot dead in Mandaluyong City.
On Friday, Manalo assured that he will raise the issue with China, whose representatives will be present at next week's summit.

However, Presiding Justice Amparo M. Cabotaje-Tang, in a separate concurring and dissenting opinion, said Reyes is guilty of five counts of direct bribery in connection with the P172-million pork barrel scam.
She said the Daily Disbursement Reports of state witness Benhur Luy proved that Reyes received P46.38 million from Napoles.
"As established by the testimony of Ruby Tuason, she and accused Reyes met several times from 2006 to 2009. Tuason also explicitly declared that she personally delivered the money that she received from Luy in accused Napoles' office to accused Reyes. The money was given to accused Reyes, with Tuason serving as the intermediary, in connection with her participation in the scheme of accused Napoles to funnel the money which were earmarked for PDAF projects to her bogus non-government organizations (NGOs),” Cabotaje-Tang said.

“This is the lowest inflation rate since the 1.6 percent inflation rate recorded in May 2020,” PSA stated.
In the first nine months of the year, inflation averaged 3.4 percent, which falls well within the government's target range of 2 to 4 percent for 2024.
NEDA Secretary Arsenio Balisacan said the continued slowdown in inflation is expected to boost consumer confidence, driving higher spending and consumption and fueling business expansion.
“Additionally, easing food prices will relieve low-income households, enabling them to allocate more to other essential needs such as education and health. We will sustain the momentum as we assure the public that we will continue to pursue and carry out strategies to maintain stable prices of food and other commodities,” he added.
Balisacan highlighted the inflationmitigating effect of Executive Order No. 62, issued by President Marcos in June 2024, which reduced rice tariffs to 15 percent to sustain sufficient rice supply and keep prices affordable amid rising global prices.
“While we expect lower tariffs to reduce rice prices, we should continuously support local production through increased agricultural funding to complement this short-term measure,” Balisacan said.
Meanwhile, the Bangko Sentral ng Pilipinas (BSP) noted that the September 2024 inflation outturn of 1.9 percent settled slightly below its forecast range of 2.0 to 2.8 percent.
"This latest inflation outturn remains consistent with the BSP's assessment that inflation will continue to trend downwards over the succeeding quarters due to negative base effects

and the easing of supply pressures for key food items," the monetary regulator said in a statement on Friday.
"The downside risks are linked mainly to the impact of the lower import tariffs on rice, while upside risks come from higher electricity rates and external factors such as worsening geopolitical risks in the Middle East and Ukraine, which could impact global oil and food prices as well as the exchange rate," the BSP added.
"The Monetary Board will continue to take a calibrated approach in ensuring price stability conducive to balanced and sustainable growth of the economy and employment," the BSP assured ahead of the monetary policy meeting on October 16.
For his part, Finance Secretary Ralph Recto said that in view of the better-than-expected inflation outcome in September, the full-year rate is now expected to settle at around 3.2 percent.
“This gives the BSP more room to be aggressive in its monetary policy easing to help the economy grow at a faster rate and support the government in increasing its revenue collections,” he added.
As this developed, House Speaker Martin Romualdez vowed that the Lower Chamber would continue to back policies that ensure sufficient food supply at affordable prices.
“The intervention measures taken by the government under the leadership of President Marcos Jr. are now yielding positive results,” he said.
He specifically cited the President’s decision to drastically cut the rice import tariff from 35 percent to just 15 percent, and the direct sale of rice to the public through Kadiwa stores.
“These twin steps have significantly reduced the retail price of rice, from above P50-P60 per kilo to P40-P42 per kilo, or by at least 20 percent,” Romualdez noted.

THE Department of Energy (DOE) expects a mixed movement in pump prices next week due to volatilities in the global oil market.
DOE Director Rodela Romero said that based on the four-day trading, diesel will likely go up by P0.40 to P0.70 per liter while kerosene will also increase by P0.15 to P0.35 per liter. On the other hand, gasoline prices may go down by P0.50 to P0.70 per liter.
Romero said world prices shot up on news about Israel deliberating an attack on Iran’s oil infrastructure resulting in possible supply disruption.
She said reports of the imposition of the additional war premium and the impact of the hurricane Helene on the oil and gas in the US also affected the movement of prices.
On the other hand, weak global demand growth and a positive supply outlook offset the higher prices.
“Many key buyers of Persian Gulf sour crudes are confident that trade flows between Persian Gulf and Asia will not be disrupted. East Asia is neutral in the ongoing conflict,” Romero said.
On Oct. 1, 2024, the oil companies implemented an increase of P0.45 per liter for gasoline, P0.90 per liter for diesel and P0.30 per liter for kerosene. Diesel,

The clearing operation is being conducted in close coordination with local government units, the Department of the Interior and Local Government, and the Philippine National Police.
The MMDA urged the public, especially barangay officials, to report illegally parked vehicles and other obstructions on major roads and sidewalks in their areas. Alvarez likely to run vs. former staffer for Davao del Norte gubernatorial post
By Cherrie Anne Villahermosa
A POTENTIAL showdown looms
Davao del Norte Rep. Pantaleon Alvarez and his erstwhile protégé, Davao del Norte Gov. Edwin Jubahib.
Although Jubahib has yet to file his certificate of candidacy, Alvarez has hinted to this reporter that he might run for the gubernatorial post of Davao Del Norte.
Alvarez escorted his live-in partner Jennifer Maliwanag who filed her candidacy as councilor of Tagum City on Friday morning.
Incumbent Vice Mayor Allan Rellon and former Vice Mayor lawyer Eva Lorraine Estabillo also filed their COCs as running mates for the mayoralty of Tagum. They will be running under Alvarez’s Reporma party.
Alvarez who is already in his third and last term as congressman said he was not yet saying goodbye to politics.
“I want to clarify, I did not say that I am not running anymore. Although I cannot run as congressman because it’s already my last term, I still have other options and I still have until Oct. 8 to file (for) whatever positions. Right now, I am here to show my support to the candidacies of Jen (Maliwanag) and vice Mayor Allan Rellon and his running mate Atty. ling ling Estabillo. I haven’t decided yet what positions to file. There is no impossible in politics,” Alvarez said in an interview with Manila Standard.
Alvarez added that Reporma Party and PDP Laban has a standing agreement whereby the latter will support Reporma’s candidates and vice versa.
“We have an agreement that whoever PDP endorses we will support and vice versa, so right now PDP has endorsed the candidacy of Cesar Cuntapay for congressman of First District. Cuntapay will be the one to fill
in the position that I will be vacating so he will be our candidate. For governor, we don’t have a candidate yet, but I can fill that up. I can support myself as governor of Davao Del Norte. Who knows?,” he said. It is a common knowledge that Jubahib was a former staff of Alvarez when the latter made him run as governor in 2019.
Alvarez’s slate which included Jubahib and New Corella Mayor Jordan Federiso won by a landslide in 2019. Jubahib is seeking a reelection in 2025.
Alvarez has a reputation for being a kingmaker in local politics.
“Whatever positions I will decide, I think I can effectively serve the people of Del Norte. My track record will speak for myself, I will just continue what I gave started and that is to serve effectively the people of Davao Del Norte,” he said
“I would like to focus on three things; improving and expanding social programs for our people particularly in health and education, and stronger local governments that are resilient and sustainable thus strengthening our nation’s capability to respond to the challenges of climate change,” she said after turning in her COC.
The Makati mayor is included in the Marcos administration’s senatorial slate for the 2025 midterm elections, seeking to succeed her term-limited sister, Senator Nancy Binay.
In turn, Nancy will be running for Makati’s mayoralty post against Abby’s husband, incumbent Makati Congressman Luis Campos.
Abby is a new party member of the Nationalist People’s Coalition (NPC), which previously signed a coalition agreement with the Partido Federal ng Pilipinas led by President Marcos. She was listed as one of the most preferred senatorial bets in next year’s polls based on the Pulse Asia Research survey. Under Binay’s leadership, Makati has received the firstever ‘unqualified audit opinion’ from the Commission on Audit in 2017, confirming that the city’s financial statements accurately represent its accounts.
Additionally, in 2017, the local government posted a significant increase in revenue collections and met the performance target set by the Bureau of Local Government Finance (BLGF) under the Department of Finance. Binay’s administration achieved the highest revenue collection in years without increasing taxes. In her first six months in office, from July to December 2016, the city government surpassed the revenue collection for the same period in 2015 by over P600 million.
Solon seeks rollout of free anti-ASF vaccines to include small hog raisers
By Maricel V. Cruz
A SENIOR congressman has said distribution of free anti-African Swine Fever (ASF) vaccines to backyard growers will result in increased production and eventually lower prices for pork.
Camarines Sur Rep. Luis Raymund Villafuerte said backyard swine growers provide 70 to 80 percent of the local pork production, thus giving their livestock free anti-ASF shots will result in increased supply and lower prices. Since mid-2023, Villafuerte has been seeking state subsidy for backyard or small hog raisers once the government implements an anti-ASF immunization program.
He supports proposal for the Department of Agriculture (DA) to give anti-ASF shots to backyard hog growers, as President Marcos ordered the DA to speed up the rollout of the vaccines to curb the spread of the disease.
“As I have proposed since last year, the government needs to shoulder the cost of the vaccines for small-scale or backyard raisers, considering that many of them are still reeling from the twin impacts of ASF, which resurfaced locally in 2019, and the threeyear COVID-19 pandemic, and are thus in no position to pay for this extra medical expense amid their business losses,” Villafuerte said.
“Hence, I support this proposal for the government to give priority to giving free anti-ASF shots to the hogs of backyard raisers as the DA, through its BAI (Bureau of Animal Industry), fast-tracks its vaccine rollout as ordered by the President,” Villafuerte added.

CHED chairman Prospero De Vera III said Comelec will utilize the students and personnel from Higher Institutions (HEIs) with IT programs to handle modern electoral technologies and processes.
“One of the biggest problems in every election in the Philippines is the lack of skilled manpower in various aspects of the election. We often have too many voters, but never enough people to handle activities during the election period,” De Vera said.
“Our partnership with the COMELEC therefore is one of the solutions to boost manpower that is skilled and competent in handling modern electoral technologies and processes for the forthcoming 2024 National and Local elections,” he added.

“During our budget hearing in Congress, our Central Luzon Regional Director Venus Rebuldela and NCR [National Capital Region] Regional Director Michael Joseph Lorico were respectively hailed by their congressmen due to their quick response at the height of Typhoon Carina,” he said.
“When asked what boosted their efficiency, they pointed out their prepositioning efforts were instrumental in their swift response,” Marquez said.
The total number of warehouses is composed of hubs, spokes and last-mile facilities.
Currently, the DSWD has 12 hubs serving as the central storage facilities.

He said an additional 14,000 food packs would be distributed to the typhoon victims.
“We are here to find out what you need. And fortunately, before the typhoon came, we had already sent thousands of food packs, so when the typhoon entered, we were able to distribute them immediately,” Mr. Marcos said.
Batanes is among the provinces battered by the super typhoon, leaving 7,088 families or 21,348 individuals affected in its wake.
Batanes’ provincial government declared a state of calamity on Tuesday evening.
The National Disaster Risk Reduction and Management Council said five persons were reported dead due to “Julian.”
Two of the fatalities – one each in the Ilocos region and Cagayan Valley – have been confirmed while the remaining three from the Ilocos region were being validated.
SM J.O.B.S. continues to provide employment opportunities for job seekers, particularly to new graduates who recently entered the labor force. From July to September, SM Supermalls hosted more than 40 job fairs across the country, helping more than 25,000 job seekers connect with employers. The Philippine Statistics Authority noted an uptick in unemployment in July, attributed largely to the influx of new graduates still seeking employment. The
IT’S Teachers’ Day and there’s bound to be an abundance of tributes to teachers all around. Today they are heroes and can do no wrong. We remember our teachers all the way back from pre-school and remark on how they helped shape us all these years, how they taught us not only the required lessons but the real lessons in life. Their presence loomed large -- and it was not just because they stood in the middle of the room while the rest of us sat. Some of them become their students’ lifelong mentors and friends.
In fact for today I thought about writing about my teachers who are still in some way present in my life, either because their influence has stayed with me or I still catch up with them once in a while. But then I remembered, what about all the others whose impact was not as noticed or profound but who put in the work, nonetheless? Are they any less worthy of our tributes?
It was not until I became a fulltime teacher myself that I realized that before teachers are educators, they are people first. Like everyone else, they are not entirely good – and not entirely bad, either. They are complex characters who experience a range of emotions from the altruistic to the unsavory. They have good days and bad ones.
And so today I thought I would pay tribute to the teachers who: Wake up weighed down, feeling like they don’t want to get out of bed and go to class;
Are shy or introverted and who have to muster all of their energy to talk in front of many people the whole day, every day;
Who are neither witty nor funny and have trouble holding their students’ attention; Struggle with managing their temper especially when they have unruly students who don’t do as they must; Keep forgetting things; Are limited by physical or mental issues from doing more and doing better; Doubt their abilities and wonder whether they will ever measure up to what is expected of them;
Have to deal with so many things on the job that it is humanly impossible to be as prepared for class as they would like to be;
Feel frustrated that they could not get students worked up over something that would be helpful to them; Sometimes feel judgmental toward their students; Sometimes feel judgmental toward their colleagues; Sometimes feel judgmental toward their superiors;
Before we are educators, we are people first.
Try very hard – and often fail -- to make ends meet given their meager salary and the high cost of living; Balance the demands of the job with the demands of family; Are exhausted from being caregiver to family members who need special attention;
Are sometimes absent because of personal reasons beyond their control;
Spend significant time and energy going to and from school because of great distance or inaccessibility;
Sometimes feel like they were meant for something else but feel feel compelled to stay;
Face threats to their security; Want to quit or at least pause but are afraid of being judged; Want to complain about what is wrong with the system; Feel defeated by the flawed system;
Feel trapped in their personal circumstances; or
Wonder whether they are even making sense or making a bit of a difference.
Teachers are great because despite all these, they show up and do what they have to do. On any given day, this in itself is commendable. But to do so day after day, consistently over many years – now that’s a real feat.
Happy Teachers’ Day! adellechua@gmail.com
AS every Philippine political observer should know, the country’s political atmosphere is infused with U.S. propaganda, disinformation, cognitive warfare or PsyOps, whichever one of the many tags one may choose to use for the information warfare the Americans are employing to keep the Filipino masses in a constant state of “anti-China” mindset. This information warfare has been escalating since the “pivot to Asia” was announced by the U.S. in the November 2011 by then President Barack Obama. From that time on, countless situations have been creatively engineered to generate narratives projecting China as “aggressive” and “a bully.” They set up situations like the Scarborough Standoff, getting their proxies to arrest Chinese fishermen and they cry foul when the Chinese Coast Guards ships rescue their fishermen. The Scarborough Standoff was expertly spun into The Hague arbitration case tale brought to a panel that was neither a court nor did any arbitration as there was only one party to the case, but the narrative was woven into a very rich tapestry of legal is-
IS CHINA serious in demanding that the current tension in the West Philippine Sea should be solved only through diplomacy, that is, consultation and negotiation between our two countries?
We know very well that diplomacy has failed—and failed miserably—in putting an end to Chinese harassment of our Navy and Coast Guard vessels. These vessels have tried to bring food and supplies to the BRP Sierra Madre in Ayungin Shoal where we maintain a small military outpost to protect our maritime rights based on the 2016 ruling of the Permanent Arbitral Tribunal in The Hague and the UN Convention on the Law of the Sea or UNCLOS.
sues destined to be decided in favor of the US client, the Philippines, as it was all paid for and argued by only the Philippines. Justice Carpio even argued that China would be forced to comply anyway but eight years later, China still rejects the ruling.
The creativity of the Americans and their Filipino proxies is unlimited.
The intensity of the information war against China around the world, but particularly in the Philippines, intensified further as the U.S. under Trump launched his trade war against China, the Pentagon introduced the “Wuhan virus” inside China and Trump called in the “Kung Flu.” In 2022, the U.S. Congress allocated $500-million additional fund in its “America Competes Act” to fund anti-China information campaigns. This year, the U.S. Congress allocated $1.6-Billion funding for “anti-China
Our Department of Foreign Affairs has fired off hundreds of diplomatic protests and notes verbale to China’s Foreign Ministry after every untoward incident in the WPS in recent years. But Beijing has simply ignored all these protests, and even increased its military presence
information” budget for the next five years, and we are seeing in the Philippines the constant escalation of antiChina propaganda and political-social activist activities stemming from all these funds. One of such projects started in February of 2023 when U.S. Col. Raymond Powell kicked off the “assertive transparency” campaign using Tarriela and company in provocations in the guise of “supply missions” to the Ayungin shoal.
The “assertive transparency” project ran for a-year-and-a-half and even used civilian ships crewed by paid NGOs, without success against the Great Wall of ships of the Chinese Coast Guard and maritime militias. This was followed by the “Escoda shoal starve in” by the BRP Teresa Magbanua, again frustrated by China’s Great Wall of Ships that famished and dehydrated the Philippine Coast Guard ship crew and gave up limping away from the shoal.
The creativity of the Americans
in what is our own Exclusive Zone (EEZ) to prevent our Coast Guard, Navy and fisherfolk from asserting our rights under international law.
In the latest incident in the West Philippine Sea, reports indicate that a Chinese Navy missile boat used a high-intensity laser three times against a Bureau of Fisheries and Aquatic Resources (BFAR) aircraft conducting a maritime surveillance over the WPS, putting the lives of the Filipino crew in grave danger. The BFAR pilots issued a radio challenge to the Chinese vessel to stop the laser pointing but got no response.
We should continue to assert our maritime claim.
The next day, a Chinese helicopter also chased and flew close to BFAR’s BRP Datu Romapenet during its resupply mission near Bombay Shoal close to Palawan’s mainland. About an hour after the incident, it reappeared and flew as close as 20 meters from
and their Filipino proxies in staging new variations of their information war projects is unlimited. In a very complex “story telling a lie”, the U.S. spin-masters seized on the POGO industry when the thin line between legal and illegal operations are blurred, politics and corruption mix in, as a handle to create another “evil Chinese” narrative twirled around the story of Mayor Alice Guo, citizenship issues and, voila, a “spy network.”
The weaving of the spy network tale around Alice Guo was so intricately done by the U.S. network of creative and criminal talents that they found a “witness”, She Zhijiang, a convicted felon jailed in Thailand awaiting extradition to China for being guilty of illegal gambling. The U.S. spin masters created fake documents, location sites, etc. for its client state Qatar’s news channel, Al Jazeera, to report Alice Guo as a spy asset for China. Creative as the U.S. information warriors may be, they just can’t get
the BFAR ship. The recent encounter between the Philippines and China in the West Philippine Sea took place after our biggest “multilateral maritime cooperative activity” with allied countries such as the United States, Australia, Japan and New Zealand near Panatag (Scarborough) Shoal. We understand from the latest Philippine Navy report that the number of Chinese vessels in the West Philippine Sea dropped in the last week of September from the previous week. But it appears that there is now another swarm of Chinese vessels in the area, with the Philippine Navy having monitored more Chinese vessels in various locations.
It appears that Beijing does not intend to stop its provocative presence in our Exclusive Economic Zone at all, now or in the immediate future. Given this, we should continue to assert our maritime claim in the WPS based on international law, and expand our maritime cooperation with other friendly counties to counter China insistence on ownership of almost the entire South China Sea on the basis of a fictional and ludicrous “ten-dash-line” claim over the vital sealane.
the complex story correct down to the details, like witness She Zhijiang claiming Alice Guo and family left China for the Philippines in 2002 when in the Philippines senate investigation with Senator Win Gatchalian, it was established that Alice Guo was a student at Grace Christian High School from year 2000 to 2003. On that alone, the whole Al Jazeera story collapses.
We are not surprised that the National Security Council through its Assistant Director General, Jonathan Malaya, has expressed “skepticism” over claims of Guo being a spy, “Espionage is a reality in the Philippines,” Malaya said. “And it is likely that foreign spies are operating here. However, the details surrounding this case (involving Guo) don’t add up...” However, if we add up all the spy stories of the Philippines the past century, one finds that spying for the Americans is on top. rpkapunan@gmail.com

EIRUT — Lebanon said an Israeli strike on Friday cut off the main international road to Syria, after Israel said Hezbollah was transporting weapons through the tiny Mediterranean country’s principal land border crossing.
The strike, which Israel has not commented on, comes after 310,000 people, mostly Syrians, have in recent days fled the war pitting Israel and Hezbollah in Lebanon for relative safety in neighboring Syria.
It follows an intense night of bombardment of Hezbollah’s main bastion in the southern suburbs of Beirut, with a US news website saying Israel targeted the militant group’s potential successor just a week after it killed its leader, Hassan Nasrallah.
The escalating assaults by Israel come as it weighs retaliation for Hezbollah backer Iran’s missile attack.
President Joe Biden said on Thursday that the United States was “discussing” possible Israeli strikes on Iranian oil facilities, in comments that sent oil prices spiking five percent.
Iran’s supreme leader, Ayatollah Ali Khamenei, will deliver a rare sermon on Friday, his first since his country’s missile attack on Israel, and also the first since Israel launched its wave of strikes on Hezbollah. Nearly a year after Palestinian militant group Hamas launched the deadliest attack on Israel in its history on October 7, Israel announced it was shifting its focus to securing its border with Lebanon.
The announcement last month came nearly a year after Hezbollah started launching low-intensity strikes on Israel, in support of its allies in Gaza, forcing 60,000 Israelis to flee their homes in the north of the country. Israel’s bombing in Lebanon has killed more than 1,000 people since the start of the escalation on September 23, according to the Lebanese health ministry, and forced hundreds of thousands to flee their homes in a country already mired in economic crisis.
The overnight strikes shook buildings in Beirut, with AFP correspondents in the city hearing successive loud explosions.
A target of one of Israel’s recent Beirut strikes was Hashem Safieddine, a potential successor to Hezbollah chief Nasrallah who was assassinated a week ago, US news site Axios said, citing three Israeli officials it did not identify. AFP
TOKYO — Japan will sweep regional airports for more unexploded ordnance after a bomb dropped by the United States in World War II blew up on a taxiway in the south, the country’s transport minister said Friday.
The 250-kilogram (550-pound) device blew up on Wednesday at Miyazaki airport -- a former base for “kamikaze” suicide pilots during the war -- shortly after a passenger jet taxied past.

India asks top court: Be lenient on marital rape
MUMBAI — India’s government has asked the country’s top court not to toughen criminal penalties against marital rape during an ongoing case brought by campaigners seeking to outlaw it. The penal code introduced in the 19th century during British colonial rule of India explicitly states that “sexual acts by a man with his own wife... is not rape”.

Footage obtained by AFP showed a plume of soil blasting at least 10 metres (30 feet) into the air, with the explosion leaving behind a crater several metres across. No one was injured but flights were suspended until the evening.

At Miyazaki, three bombs have been found since 2011, including a one-tonne device discovered during resurfacing work at the airport’s parking apron, the Asahi Shimbun reported.
Miyazaki airport originated in 1943 as an imperial Japanese navy base, sending dozens of “kamikaze” aircraft on suicide missions.
Before the nuclear bombings of Nagasaki and Hiroshima in 1945, the US Air Force heavily bombarded dozens of Japanese cities. AFP
Prime Minister Narendra Modi’s government enacted an overhauled code in July which retains that clause, despite the decade-long court challenge by activists seeking to make marital rape illegal.
India’s interior ministry filed an affidavit to the Supreme Court on Thursday stating that while marital rape should result in “penal consequences”, the legal system should treat it more leniently than rape committed outside of marriage.
“A husband certainly does not have any fundamental right to violate the consent of his wife,” the affidavit said, according to The Indian Express newspaper.
“However, attracting the crime in the nature of ‘rape’ as recognised in India to the institution of marriage can be arguably considered to be excessively harsh.” India’s current penal code mandates a minimum 10-year sentence for those convicted of rape.
The government’s statement said that marital rape was adequately addressed in existing laws, including a 2005 law protecting women from domestic violence. That law recognizes sexual abuse as a form of domestic violence but does not prescribe any criminal penalties to perpetrators. AFP
GENEVA — The UN health agency said on Friday that it had approved the use of the first diagnostic test for mpox, a key tool in countries battling outbreaks. More than 800 people have died across Africa from mpox, where the disease has been officially detected in 16 countries, according to the African Union’s disease control centre.
“The approval for emergency
use” of the test “will be pivotal in expanding diagnostic capacity in countries facing mpox outbreaks, where the need for quick and accurate testing has risen sharply”, the World Health Organization said in a statement.
The test, called the Alinity m MPXV assay and manufactured by Abbott Molecular Inc., enables the detection of the mpox virus from
swabs taken from human lesions.
“By detecting DNA from pustular or vesicular rash samples, laboratory and health workers can confirm suspected mpox cases efficiently and effectively”, the WHO said. “Limited testing capacity and delays in confirming mpox cases persist in Africa, contributing to the continued spread of

bounced back from a quiet opening day outing last week with a stellar performance to lead the Lady Warriors to their second straight win in Pool B.
The sophomore winger dropped 11 points anchored on 10 attacks and one ace as UE dominated the 77-minute game to bolster its bid for a seat in the next round of the tournament backed by Shakey’s Pizza Parlor, GCash, Chery Tiggo, F2 Logistics, Peri-Peri Charcoal Chicken, Potato Corner, R and B Milk Tea and Summit Water.
Dongallo scored seven of her production in the third frame including five in the Lady Warriors’ 8-0 blitz that turned a slim twopoint lead into a 21-11 separation.
UE put up a better effort on floor defense and more variations on offense compared to its four-set win over Lyceum of the Philippines University.
“Before the start of the game sinabihan na kami ni (assistant coach) Doc Obet (Vital) na huwag magpakampante kahit sino ang kalaban. We really have to play kung ano man ang pinaghandaan namin,” said Dongallo, who only had one point in one set of action in the opener.
Riza Nogales had eight points while Bea Zamudio, Yesha Rojo and Kayce Balingit added five each for the Lady
Warriors, who received 26 free points off the Lady Altas’ errors. Jelai Gajero, who had 20 points against the Lady Pirates, played in the opening set and scored one point before sitting out the next two.
Perpetual tried to keep pace in the early exchanges but fizzled out midway.
Cyrill Alemaniana scored 11 points including a match point-saving hit for the Lady Altas before surrendering the game with a service error. Shaila Omipon chipped in with seven markers.
UE will try to make it three in a row against Mapua as hostilities in the competition which has Smart Sports, PLDT Fibr, Mikasa, Asics, Rebel Sports, Eurotel, Victory Liner, Commission on Higher Education (CHED), Philippine Sports Commission (PSC), SM Tickets as technical partners resume today.

THE University of Santo Tomas Golden Tigresses shook off the emotional baggage of their premature celebration in Game 2 and secured the 2024 VLeague Women’s Collegiate Challenge title with a commanding 24-26, 25-20, 25-21, 25-14 victory over the Far Eastern University Lady Tamaraws in their sudden death at the Philsports Arena in Pasig on Friday.
Despite a stumble in the first set, the Golden Tigresses demonstrated their composure and determination, knowing they had the firepower to subdue the Lady Tams. They swept the next three sets, with a dominant fourth set performance erasing the sting of their previous game’s dramatic conclusion.
In that match, UST had celebrated prematurely after taking a 14-13 lead in Set 5 followed by a Cassie Carballo crucial hit. However, FEU successfully challenged a net touch violation by UST’s setter, overturning the result and snatching the victory, which forced a winner-take-all Game 3.
In the decisive match, FEU started strong but couldn’t maintain control against a relentless UST squad.
The Golden Tigresses found their rhythm, particularly in the pivotal third set, where they pulled away, leaving the Lady Tamaraws with little room to respond. By the fourth set, UST took full command, preventing any FEU comeback and sealing the crown without the need for another dramatic fifth-set finish.
MVP Angge Poyos made a triumphant return after missing Game 2 due to illness, powering the Golden Tigresses to their seventh V-League title with a stunning 31-point performance, built on 29 attacks and two blocks. She also contributed eight excellent receptions, leading the squad to a dominant finish over three straight sets. The victory marked UST’s first VLeague championship since 2010, the same year it secured the UAAP Season 72 women’s volleyball title.

NEW players have been selected to make up the Philippine national men’s football team in the coming’s King’s Cup, set to be held from October 8 to 14 in Thailand.
New coach Albert Capellas have made adjustments with at least three veterans unavailable and with Fil-British goalkeeper Neil Etheridge focusing his energies with Thai League 1 champions Buriram United.
The 34-year-old Etheridge, who has been with the Philippine squad since 2008, has signed a two-year deal with Buriram United, and won’t be around with the Baldissimo brothers Michael and Matthew, who are recovering from injuries.
“He (Etheridge) is focused with his new club. We will see what happens. The coaches have not closed the door on him. It does not mean that if you are not selected, you won’t be selected in
the future,” said Philippine Football Federation national training director Freddy Gonzalez. Gonzalez, along with PFF president John Gutierrez, Capellas and national women’s coach Mark Torcaso, talked about the status of the Philippine men’s and women’s teams during a meeting with scribes at Studio 300 in Makati on Friday.
Among the new players coming in are goalie Kevin Rey Mendoza, who plays for Indonesian club Persib Bandung, and Joshua Grommen, Jesper Nyholm and Christian Rontini -- booters playing in clubs abroad.

UNIVERSITY of Santo Tomas tries to check a two-game slide as it tangles with Far Eastern University, as struggling teams Ateneo and National University seek to end their first round campaigns on a high note Saturday in the UAAP Season 87 collegiate men’s basketball tournament at the SM Mall of Asia Arena. The last two games served as a reality check for the Growling Tigers, who after a promising start are now hanging in the middle of the pack with a 3-3 record.
After matching their worst start in Season 85 two years ago, the Tamaraws have learned the lessons of their heartbreaks in the first five contests and finally know how it takes to win games under new coach Sean Chambers.
“I have learned a lot from all the coaches in the league in teaching their kids,” said Chambers after FEU pulled off a 66-65 overtime win over Ateneo.
“My job is to make sure we elevate our guys’ game plan for them just to win games. So that’s why I’m trying to elevate our game in the last two to three weeks. We will continue to get better,” he added.
Tip time is at 4:30 p.m., with UST eyeing its first winning record in the first round since UAAP Season 82 (2019), when it won four of the first games under then-coach Aldin Ayo. The 6:30 p.m. tussle between the Bulldogs and the

ARELLANO University relied on Ernest Geronimo’s late heroics as it pulled the rug from under College of St. Benilde, 73-71, yesterday to breathe life to its waning Final Four aspiration in NCAA Season 100 at the Filoil EcoOil Arena. Geronimo, a sophomore guard from Morong, Rizal, battled cramps and poured in six of his 14 points in the fourth quarter including a short jumper from the right window that proved to be the dagger that gave the Chiefs a 3-6 record.
It was another giant-sized win for AU, which also slew defending champion San Beda last Sept. 28.

The Blazers came into the game hoping it could pull off another escape after it survived the San Sebastian Stags, 96-94, Tuesday. They were denied by Geronimo and the Chiefs though and sent them sprawling to their second defeat in six outings. Worse, CSB got knocked out of the pedestal where it used to be unflappable and now share the lead with Mapua (6-2). And it was because of Geronimo’s big shooting ways.

THE Board of Investments (BOI) is actively pursuing the endorsement of nearly P2 trillion worth of projects in the fourth quarter of 2024 after endorsing P4.3-trillion investments for green lane processing in the first nine months.
BOI director for investments assistance service Ernesto delos Reyes Jr. said the queue of projects up for endorsement remains substantial.
“Our running total is quite hefty. There quite a number of projects in the line-up,” delos Reyes said at the sidelines of the Renewable Energy Forum organized by the Economic Journalists Association of the Philippines (EJAP) and Aboitiz Power Corp. Friday.
The One-Stop Action Center for Strategic Investments (OSACSI) certified 158 projects valued at P4.299 trillion as of September 2024. Majority of the projects are renewable energy, numbering 128, while six are digital infrastructure projects, 22 are food security projects and two are in manufacturing. The projects, streamlined through the green lane initiative of Executive Order (EO) 18, enjoy expedited processing of permits and approvals.
Delos Reyes acknowledged that while many green lane projects, particularly in renewable energy, have long lead times, two already commenced commercial operations.
“The Cayanga-Bugallon Solar Project in Pangasinan and the Calabanga project are already operational, with the green lane significantly expediting their permits,” he said.
The BOI said it is collaborating with legislators to codify EO 18 into law. House Bill 08039, filed with the support of Rep. Jose Manuel Alba, is under consideration, with a supplementary bill being developed by the office of Rep. Ferjenel Biron to enhance its provisions.

THE Philippines ranked among the top 40 percent of 50 countries assessed by the World Bank for its inaugural Business Ready (B-READY) report.
The Anti-Red Tape Authority (ARTA) welcomed the Philippines’ inclusion in the top 40 percent or second quantile of the 50 economies included in the report.
B-READY is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaced and im-
proved upon the Doing Business project. The report examined three major pillars: regulatory framework, public services and operational efficiency.
The Philippines achieved a score of 70.68 in regulatory framework at 16th place; 50.80 in public services at 24th place; and 57.95 in operational efficiency at 36th place.
Achieving a second quintile ranking, the Philippines demonstrates strong performance with potential for further advancement, according to ARTA.
It said the country’s impressive 16th place in the regulatory framework pillar highlights its progress in fostering a business-friendly environment.
The achievement underscores the Marcos administration’s success in establishing clear and effective regulations that streamline business op-
erations throughout their lifecycle, it said.
While celebrating the feat, ARTA acknowledged the need to elevate performance in public services and operational efficiency.
The report identifies key areas for improvement, including business entry, business location, market competition and business insolvency for the Philippines.
ARTA said it is committed to addressing these challenges through ongoing initiatives aimed at enhancing government service delivery.
Meanwhile, it said the Philippines’ strong performance in labor, international trade and utility services reflect significant strides in improving labor conditions, digitalizing trade processes and ensuring transparent utility services.

Corp.’s (SMCC) fabrication yard for the Metro Manila Subway is operating at full capacity, producing 90 segments per day, or 15 tunnel rings, the Department of Transportation said Friday.
Equipped with 18 sets of mold rings, the MMSP’s fabrication yard in Baliuag, Bulacan, is now capable of producing at least 1,586 tunnel rings, ensuring a steady supply of segments to support the project’s construction timeline.
The yard, covering about 86,650 square meters, began development on Oct. 7, 2023, and became fully operational by Sept. 2, 2024.
“The transportation of said fabri-
cated tunnel segments from the Baliuag Yard to the Contract Package 103 [CP103] construction site, the contract package that houses Camp Aguinaldo and Anonas stations, is scheduled for December 2024,” the DOTr said.
The agency said the start of tunneling works would mark a significant milestone in the development of the project.
The ongoing efforts at the Camp Aguinaldo Station and the operational Fabrication Yard highlight the project’s forward momentum, keeping it on track toward completion within the targeted timelines, it said.
CP103, covering the civil works for Anonas and Camp Aguinaldo stations and viaduct segments, was awarded to Sumitomo Mitsui Construction Corp.
WASHINGTON—The key US services sector saw economic activity expand for a third month in a row in September, according to survey data released Thursday, with new orders picking up.
The growth comes weeks ahead of the US presidential election in November, with businesses eyeing the results of the White House race as they firm up plans for 2025 and beyond.
The Institute for Supply Management’s (ISM) services index jumped to 54.9 percent in September, more than analysts expected and up from August’s 51.5 percent reading.
This was also the highest reading since February 2023, ISM said.
A consensus estimate only expected an increase to 51.6 percent, Briefing. com noted, though that would still be above the level of 50 percent mark that separates growth from contraction. Driving the increase were a 6.6 percentage point rise in the business activity index and a 6.4 percentage point bump in the new orders index.
But the employment index shrank for the first time in three months, ISM said.
And ISM survey chair Steve Miller noted that “concerns over political uncertainty are more prevalent than last month.”AFP
Ltd. (SMCC) on Sept. 27, 2022.
“Following the commencement of works on May 1, 2023, significant progress has been made on CP103, particularly at Camp Aguinaldo Station. Construction at this key station has advanced to the Basement 3 Level [platform level], marking a critical phase in the development of the Metro Manila Subway Project,” the DOTr said.
The subway project has a route length of 33.1 kilometers from Valenzuela City to Paranaque City, with a connection to the Ninoy Aquino International Airport and interoperability services with the southern Metro Manila and Laguna stations of the North-South Commuter Railway (NSCR).
“Higher-than-anticipated interest payments and higher capital spending are being partly financed by a one-off increase in non-tax revenues. The 2025 budget adopts a broadly neutral fiscal stance that will help mitigate downside risks to growth, but additional tax policy measures should be considered to create more space for spending in priority areas,” it said.
The IMF mission said the medium-term fiscal consolidation remains appropriate and should be supported by a sustainable plan to raise tax revenues and implement expenditure reforms in order to protect social spending and ensure deficit targets are met.
It said tax reforms could prioritize excise taxation, enhancing VAT efficiency, improving tax administration, and ensuring effective control of tax incentives.
The mission recommended introducing a carbon tax and prioritizing excise taxation, improving valueadded tax efficiency, enhancing tax administration, and ensuring effective control of tax incentives.
The IMF also advised the government to reduce current spending, manage fiscal risks associated with public-private partnership projects, and strengthen public financial management at both national and local levels.
THE Philippine Chamber of Commerce and Industry (PCCI) said it supports the enactment of a law imposing value-added tax (VAT) on digital services.
PCCI president Enunina Mangio said the law would enhance fair competition and potentially benefit domestic businesses.
“By imposing VAT on both local and foreign digital services, the government is fostering a more competitive environment for local providers and encouraging innovation in their offerings,” she said.
Republic Act No. 12023 extends the 12-percent VAT to non-resident digital service providers, aiming to create a level playing field for local and foreign providers.
Mangio said a formalized taxation system could motivate local service providers to register their businesses, enhancing credibility and building consumer trust.
The new law also modernizes the country’s tax system and improves tax collection efficiency in the expanding digital economy, she said.
Mangio said revenue generated from VAT could be reinvested in ICT infrastructure and digital initiatives, benefiting local providers and creative industries. Othel V. Campos

PHILIPPINE stocks climbed Friday after the headline inflation rate dropped to 1.9 percent in September 2024, the lowest in 52 months.
The Philippine Stock Exchange index rallied 79 points, or 1.07 percent, to close at 7,467.92, while the broader all-shares index picked up 59 points, or 1.48 percent, to reach 4,041.65.
“Philippine shares were bought up towards closing as investors were positively surprised by the latest Philippine consumer price index print for September, which came in at just below 2 percent, giving the monetary authority greater control on when to relax interest rates,” Regina Capital and Development Corp. head of sales Luis Limlingan said.
Inflation in the first nine months of 2024 averaged 3.4 percent, falling within the government’s target range of 2 percent to 4 percent for the year.
The Philippine Statistics Authority attributed the slower September inflation rate to a decrease in the cost of food and non-alcoholic beverages. Transport costs also fell more sharply in September compared to the previous month.
US stocks, meanwhile, fell overnight due to Middle East tension and upcoming payroll reports.
“Markets remain volatile after Iran’s missile strike on Israel and Israel’s ground operations,” Limlingan said.
Four of six sectoral indices ended in the green, with industrial rising by 1.93 percent and financials increasing by 1.50 percent.
Property, on the other hand, declined 1.02 percent, while mining and oil slipped by 0.75 percent.
Value turnover was moderate at P5.91 billion, with 107 advancers and 87 decliners.
Monde Nissin Corp. was the top index gainer, increasing by 6.51 percent to P10.80, while Wilcon Depot Inc was at the bottom, declining by 2.64 percent to P16.94.
Meanwhile, Hong Kong stocks resumed their China-fueled rally Friday on a broadly positive day for Asian markets, while oil prices extended gains after soaring on fears over the ongoing conflict in the Middle East. With AFP

AboitizPower urges ‘balanced’ energy mix to avert power outage
By Alena Mae S. Flores
ABOITIZ Power Corp. on Friday proposed a “balanced approach” to energy security with 50 percent coming from renewables and 50 percent from baseload power plants to avert power shortage.
“We need to make sure that the coal power plants, the fossil fuel power plants that we have will continue to run and support our baseload. Without that, we might end up going back to 1998. We might end up like Mindanao. We’re so dependent on a single power source,” AboitizPower chief engineering and project officer Don Paulino said during the EJAP-Aboitiz Power Renewable Energy Forum.
He said the baseload capacity supply “will be really dependent on available technology, but also the affordability.”
Paulino said other power companies also made investments on innovation including
battery technology and AI (artificial intelligence) integration to help increase plant reliability and availability.
“This is important to really think about as an industry. We are now applying AI in our power plants in Visayas and in Mindanao,” Paulino said.
“Availability is one of the key drivers. And that’s part of our transition story. Not because we want to lend them the plants that are burning fuel. What we want to do is to actually allow them to contribute to the energy transition by increasing their availability. And that’s why innovations like AI technology, making our power plants smart, is an important part of what we’re trying to do now,” he said.
Energy Secretary Raphael Lotilla said in the same forum that the government is not pursuing RE development “only for RE sake.”

AIRBUS, in partnership with the Department of Transportation, Department of Energy and Civil Aviation Authority, is conducting a feasibility study to explore developing a sustainable aviation fuel (SAF) ecosystem in the Philippines. The initiative aligns with the Philippines’ commitment to sustainable aviation and follows the establishment of an SAF committee under the National Biofuels Board, overseen by the DOE. The study will adhere to guidelines set by the International Civil Aviation Organization (ICAO) and serve as a crucial step in shaping the Philippines’ SAF roadmap.
“On behalf of our partner agencies CAAP, DOE, DOST, and other NBB SAF Committee members, we thank our private-sector partners for participating to jumpstart the foundations of our SAF industry,” said DOTr Undersecretary for aviation and airports Roberto Lim.
“The study will help develop relevant policies, regulations, and programs to advance economically viable SAF production in the Philippines,” said Lim.
As an ICAO member, the Philippines is committed to achieving the industry’s net-zero carbon emission target by 2050. The nation will rely on a basket of measures: fleet renewal, disruptive technologies, operations improvement, SAF and carbon offset to reach this goal.
Airbus will contribute to the country’s SAF feasibility study in support of the Philippine’s SAF roadmap and as a partner of ICAO ACT-SAF. The company will analyze country-specific macroeconomic data, evaluate SAF feedstocks and production pathways, assess relevant implementation support, financing, and policies, as well as draft an action plan.
SUNWEST Water and Electric Co.
Inc. (SUWECO) said Friday it would scale down operations starting Oct. 5 because the National Power Corp. (NPC) deferred payments on its subsidy billings.
Some of the overdue payments date back to May, SUWECO said in a statement. Despite sending subsidy billings to NPC since then, the submissions were partially unprocessed and unpaid, it said.
The company said its attempt to transmit the subsidy billing for August also failed, bringing the cumulative outstanding amount due to SUWECO to more than P285 million.
The issue stems from a January decision by the Energy Regulatory Commis-
sion (ERC) that dismissed an application by First Catanduanes Electric Cooperative Inc. (FICELCO) and SUWECO to amend their electricity supply agreement (ESA).
SUWECO said it filed a motion for reconsideration with the ERC in March but has yet to receive a ruling.
The company reiterated to NPC that its motion was still pending and that its decision was not yet final. Under the terms of the universal charge for missionary electrification (UCME) agreement, deductions from billing collections are not permitted.
NPC has not responded to SUWECO, forcing the power generator to scale down its operational schedule through ro-
tational brownouts averaging up to three hours per day, the company said.
“We are hoping for the understanding of the thousands of member-consumers of FICELCO who will be directly affected by the brownouts,” said SUWECO business unit head Floro Barrameda. “We have done everything in our control to prevent this, but unfortunately, NPC has taken a position adverse to the memberconsumers of FICELCO by its refusal to honor its obligations.”
Barrameda said that while SUWECO remains committed to providing reliable power to Catanduanes residents at a reasonable cost, the lack of subsidy settlements by NPC has resulted in operational constraints. Alena Mae S. Flores

FILIPINOS are known to bear some of the most creative minds in the world. From the medium of fine arts to the realm of performing, many Filipinos have garnered international recognition for their creative work within various fields. However, the local creative industry is often overlooked, leaving many creatives struggling with lacking support while still underappreciated by the general public despite their potential to thrive.
Recognizing the need to take action to allow
the industry to fully prosper, the Department of Trade and Industry (DTI) has partnered with the National Commission for Culture and the Arts (NCCA) as well as the British Council Philippines (BCP) in staging the 2024 Creative Nation Summit. The two-day summit, which coincided with the end of the Philippine Creative Industries Month (PCIM), featured several plenary presentations and panel discussions among industry leaders, policymakers, and creative professionals about the future of the creative economy in the Philippines when it comes to creative technology,

“The talent and the potential are huge, which is why it is right that we celebrate this and that we think hard together about how we can further support the creative agenda, empower creative firms, artists, creators, content providers, creative workers, and unleash that talent and the heritage, tradition, and the culture upon which it is based,” said Beaufils.
DTI Undersecretary Rafaelita Aldaba, PhD added to the discussion by pointing out how the creative industries in the country have contributed about 1.72 trillion US dollars to the Philippines’ GDP and provided jobs to more than 7.26 million Filipinos.
“With the massive contribution of the creative industries in jobs and business in the Philippines and globally, it is important to have a clear foresight of the trends that shape the future,” said Aldaba, further discussing how the local industries of film and music have been seeing
growth and garnering recognition abroad.
“In developing innovative industries, we are emphasizing the integration of technology, and culture, and unlocking new avenues for artistic expression, making creative experiences more accessible and engaging,” she added.
Apart from discussions about topics such as the future of the global creative economy, the state of creativity and technology in the current world, and the opportunities that came with the challenges in creative technology, the first day of the summit saw performances from the Mandaue Cultural Dance Troupe, Folk singer Bayang Barrios, and the Performance Martial Arts Philippines.
