STATE auditors have flagged the Office of the Vice President’s (OVP) supposed misuse of P375 million in confidential and intelligence funds (CIF) in 2023, representing the second year in a row that such an offense was recorded, a lawmaker pointed out.

This apparent lack of transparency has drawn criticism from 1-Rider Party-list Rep. Rodge Gutierrez, who described it as a "repeated pattern of fund mismanagement," citing the latest Commission on Audit (COA) report.

Gutierrez noted that this pattern resulted in another Audit Observation Memorandum (AOM) from the COA, which could escalate into a Notice of Disallowance (ND), as what happened with the OVP's 2022 CIF disbursements.

DEFENSE Secretary Gilberto Teodoro Jr. cautioned China against removing the BRP Sierra Madre —the country’s rusty warship deliberately grounded on Ayungin Shoal—saying the Philippines would consider it a "clear act of war” that will trigger a strong response from Manila, with potential support from the United States.

“If China were to take the Sierra Madre, that is a clear act of war on the Philippine vessel. We will react naturally,” Teodoro told CBS' "60 Minutes."

“That (BRP Sierra Madre) is an outpost of Philippine sovereignty so we’re not only talking about a rusty old vessel solely. We are talking about a piece of Philippine territory there,” Teodoro said.

The defense chief, however, was mum on supposed plans to acquire missiles capable of reaching China amid Beijing’s concerns over the move.

“It is not their (China’s) business. It is for the Philippine defense. What happens in our territory is for our defense. We follow international law,” Teodoro said.

Rody’s drug war targeted political rivals—Mabilog

Mayor Jed Patrick Mabilog – who went on self-imposed exile for seven years after being tagged a narco-politician by then President Rodrigo Duterte – said the bloody war on drugs of the former administration was also a smokescreen to target and eliminate political rivals.

And in Mabilog’s case, the elimination threat was quite literal, causing him to flee the country in 2017 and seek asylum in the United States.

“President Duterte repeatedly threatened me, through the media, saying outright that he would kill me,” Mabilog told members of the House Quad Committee yesterday. When asked by Surigao del Sur Rep. The Net Gainer score was generally negative until 2015 when it rose to positive numbers until the sharp decline beginning with the COVID-19 pandemic lockdowns. It has since trended back upwards but has not fully recovered to pre-pandemic levels.

“My initial assessment, I think the basis was laid out properly, and we saw in the initial deliberations, it's unfortunate that we did not have the proper resource persons from the [OVP],” Gutierrez said at the sidelines of Wednesday’s initial hearing of the House Committee on Good Government and Public Accountability into the OVP’s questionable budget utilization.

“However, we were still able to ask the proper questions with COA. Although this is just initial, it's very telling... and it seems that we have the same issues here [as in the previous year],” he added in a mixture of Filipino and English.

“The OVP’s CIF for 2023 reflects the same deficiencies as those highlighted in the 2022 report, indicating a troubling lack of accountability and transparency in handling these funds,” Gutierrez said in a separate interview.

“This is public money, not a personal slush fund. Repeated, templated reporting without detailed justification only raises suspicions of misuse.”

The Quad Committee’s investigation has revealed that Guo is indeed a Chinese national who exploited loopholes in Philippine legal and identification systems to set up businesses supposedly linked to illegal syndicates.

Based on what COA reported, the offenses in the [ND] are the same offenses noted in the AOM. We have to consider if there is a pattern of misuse or misfeasance. Is this malfeasance even?" he questioned.

Gutierrez further warned that the OVP had been given multiple chances to explain and justify its CIF expenditures since 2023, but the COA could only issue an ND due to insufficient documentation. He stressed that if the Vice President cannot properly account for these funds, she could be required to return the disallowed amounts to the government.

All four were involved in operating Philippine Offshore Gaming Operators (POGOs), specifically Hongsheng Gaming Technology and Zun Yuan Technology, which were linked to human trafficking and money laundering. It was likewise discovered that Guo fraudulently obtained a Philippine birth certificate and passport through the late registration of the birth system, allowing her to run for public office and establish businesses.

“This fictitious birth certificate paved the way for Ms. Alice Guo to solicit identification cards from different government offices, including the DFA, the BIR, and the LTO,” Luistro said.

PRESIDENT Ferdinand Marcos presided over the transfer of 51 Patient Transport Vehicles (PTVs) to local government units in Western Visayas and the Negros Island Region, improving access to critical care in rural and remote areas.

Each PTV is equipped with essential medical equipment, including a stretcher, oxygen tank, and blood pressure monitor.

The initiative is part of a nationwide effort by the Philippine Charity Sweepstakes Office (PCSO) to improve healthcare access, particularly in disadvantaged areas.

Since July, 416 PTVs have been distributed across the country, excluding the National Capital Region.

In support of this program, the Office of the President has approved a P2 billion budget for 1,000 more PTVs, ensuring every town and city in the country will eventually have fully operational medical transport vehicles.

"This is about delivering on our promise of accessible health care for all Filipinos, especially in the most vulnerable communities," Mr. Marcos emphasized.

The president urged LGU partners to ensure that the PTVs are actively used and not left idle, as their prompt deployment can save lives.

MEMBERS of the Philippine Marines are back to secure the Senate of the Philippines starting Tuesday and will be deployed at the Senate lobby, security outposts, parking area, and the entire Senate compound.

The Senate, the workplace of the country’s 24 elected senators, holds its offices in the six-story building owned by GSIS in Pasay City.

The Marines replaced the security unit of the Philippine National Police (PNP), which will still occupy the outside of the Senate compound. However, personnel from the Of-

fice of the Sergeant-At-Arms (OSAA) will secure the inside of the Senate.

Retired Gen. Roberto Ancan, head of OSAA, said the return of the Marines was based on a directive by Senate President Francis Escudero to reinforce the Senate’s security.

Ancan said he also coordinated with the Department of National De-

fense, and the Armed Forces of the Philippines in the deployment.

Ancan dismissed any threat to the Senate. He also said the return of the Marines was not due to the ongoing Senate hearing on Philippine Offshore Gaming Operators(POGOs), especially since Shiela Guo—one of the suspects linked to this illegal activity—is being held in the Senate detention facility.

Detained church leader Apollo Quiboloy is also set to appear in the said Senate hearings. Senator Sherwin Gatchalian, who has been co-leading the Senate probe into the illegal POGO operations, earlier said he received death threats during the height of their

congressional inquiry.

Dismissed Bamban, Tarlac Mayor Alice Guo, who was also being investigated by the senators due to her links to POGO illegal activities, also claimed she was getting death threats.

In previous Senate hearings on the alleged criminal offenses committed by Quiboloy against some members of the Kingdom Of Jesus Christ (KOJC), some of his followers stormed the gates of the Senate.

The Senate Committee on Women, Children, Family Relations and Gender Equality, chaired by Senator Risa Hontiveros has been presiding over the upper chamber’s investigation on POGO and Quiboloy.

DOH leads celebration of ‘Generics Awareness’

THE Department of Health (DOH) led the celebration of “Generics Awareness Month” this September to honor the passage of Republic Act 6675, also known as the Generics Act of 1988.

The initiative aims to raise public awareness of the benefits of generic medicines, promote their accessibility, and highlight their safety, efficacy, and quality as affordable options for healthcare management.

The DOH collaborated with the Philippine Institute for Traditional and Alternative Health Care (PITAHC) and its Metro Manila Center for Health Development (MMCHD) for an engaging event with communities.

DOH Assistant Secretary Maylene Beltran of the Public Health Services Cluster and Director General Ma. Teresa C. Iñigo of the PITAHC led the ribbon cutting to commence the celebration. Activities such as Zumba were also held during the celebration.

China the top challenge in US history — Washington senior diplomat

CHINA presents the top challenge to the United States in all of its history, surpassing the Cold War, a top US official said Wednesday, as he urged Europe to get tougher on Beijing.

Deputy Secretary of State Kurt Campbell, a key architect of a 15-year push for the United States to reorient its foreign policy toward Asia, also urged greater US investment in advanced technology to compete better with China.

“There is a recognition that this is the most significant challenge in our history,” Campbell told the House Foreign Affairs Committee.

“Frankly, the Cold War pales in comparison to the multifaceted challenges that China presents,” he said.

“It’s not just a military challenge; it’s across the board. It is in the Global South. It is in technology. We need to step up our game across the board.”

President Joe Biden’s administration has been pressing China about technology exports to Russia that US officials say have allowed Moscow to ramp up military production for its war in Ukraine.

“The challenge is, we’ve got to get more support here on this,” Campbell said of US sanctions on Chinese firms, an issue he said he has been raising on visits to Europe.

Campbell said that most of Washington’s European allies shared concerns on China’s ties with Moscow but were still reeling from the “huge shock” of slashing energy imports from Russia since its invasion of Ukraine.

“For many of these countries, doing business with China has been a big deal for 15 or 20 years,” he said.

Acting on China, after Russia, could feel like “kind of a one-two punch. You can understand leaders in Europe have some anxieties.”

China argues that, unlike the United States, it is not providing weapons to either Russia or Ukraine, but Washington says Beijing is providing support that has military uses.

Push for prisoners Campbell’s tough talk comes despite easing tensions between the United States and China under Biden, with Republican presidential candidate Donald Trump more frequently speaking in Cold War terms about confronting Beijing.

Biden and his political heir Kamala Harris have supported dialogue with China even as their administration presses ahead with tough measures including a sweeping ban on exports of advanced chips.

Since a summit last year between Biden and President Xi Jinping in California, China has agreed to key US

requests of restoring military communications and cracking down on ingredients in fentanyl, the drug behind a US overdose epidemic.

Campbell contended that the Biden administration has strengthened the US position since taking over from Trump, in part by bolstering alliances.

“Four years ago, the general view globally was that China had eaten our lunch, that they were going to surpass us, economically and commercially, that we were in the midst of some sort of hurtling decline,” he said.

“I do not think that is what the general belief is today.”

Meeting another key ask of the Biden administration, China freed an American pastor, David Lin, who had been detained since 2006, the State Department confirmed Sunday.

The Cold War pales in comparison, the official said.

He said he was held with 11 other men in a packed cell with no privacy or furniture, sleeping on the floor and eating from dog bowls pushed under the bars.

‘We have a responsibility’

Daniel Frits Maurits Tangkilisan has been assaulted, arrested and prosecuted for his activism to protect a national park, but he is unbowed.

“Why be afraid? Why back down?

Your home should be defended,” the 51-year-old told AFP in Jakarta, where is awaiting a new ruling in legal proceedings against him.

Born and raised in the Indonesian capital, he “fell in love at first sight” with the remote Karimunjawa Islands National Park off Java on his first visit in 2011 and settled there.

Daniel began to notice the growing impact of illegal shrimp farms, which began to proliferate around 2017. Run-off from the farms killed off seaweed and forced marine life to move further from shore, impacting the livelihoods of fishing communities, he said.

In 2022, Daniel helped start the #SaveKarimunjawa movement, which pushed for a local zoning law banning the shrimp farms.

But his activism made him a target -he was threatened, assaulted and put in

a chokehold, and fellow environmentalists received death threats.

He was arrested in December 2023 over allegations of hate speech stemming from a Facebook post criticising illegal shrimp farming.

A local court sentenced him in April to seven months behind bars.

The conviction was overturned on appeal but prosecutors took the case to the Supreme Court, insisting he should not be recognised as an environmental activist.

‘Why be afraid? Why back down?’

“This is a price that must be paid,” Daniel said of the threats and legal battles.

And his activism has had some success, with recent government inspections forcing many illegal operations to shut.

“We have a responsibility to our children, grandchildren and future generations,” he said.

“If you give up... you say goodbye to your future.”

‘Hell on Earth’

Abdulaziz Bweete grew up in Kawempe, a shanty town in the Ugandan capital Kampala, and saw first-hand the devastating impact of environmental change in poorer communities.

PERHAPS it is a human tendency to forget the gravity of certain things when doing them becomes routine. It becomes easy to be desensitized to their implications.

Having documents notarized, for example, has become a commonplace activity especially in the vicinity of public offices. Notaries public set up shop side by side, their staff members processing the documents expertly and efficiently. Every day, in any given office, numerous people avail themselves of notarial services for a host of reasons – from attesting to the originality of works to narrating the circumstances of the loss of an important document or authorizing a family member to transact on one’s behalf. Or narrating one’s version of events in an affidavit or counter-affidavit.

The law says, however, that a notary public “should not notarize a document unless the persons who signed the same are the very persons who executed it and personally appeared before him to attest to the contents

This is brought to light with an impending probe on the lawyer who notarized the counter-affidavit of the dismissed mayor of Bamban town in Tarlac. The lawyer will explain why put his stamp on a document on a day the ex-mayor was presumed to already be on the run. It could only mean that he notarized the document even when she did not personally appear before him, as is required by the law.

These are fairly common — and abused — steps of verbalizing one’s faithfulness to the truth.

Yet another example is the taking of oaths before answering any questions on a public forum. Taking an oath is simply committing to state the truth, hence the oftused “and nothing but the truth so help me God.” It is a verbal articulation of something people are expected to do in the first place – tell the truth,

ONCE political allies, now locked in a high-stakes feud, Vice President Sara Duterte and House Speaker Martin Romualdez are sparring for nothing less than the presidency. Their public exchanges are laced with veiled accusations, setting the stage for what could become the defining power struggle of a generation. As the tension escalates, so do the questions: who will survive this political battlefield, and what will be left in their wake?

Nearly a year ago, simmering tensions between Duterte and Romualdez led to a political break-up, but the feud has recently heated up. Now, with Duterte leveling fresh allegations of budget manipulation and Romualdez firing back with accusations of hypocrisy, the two seem to be locked in a battle that blends personal vendetta with legal warfare. Both political figures are caught in a web of legal challenges, ranging from budget mismanagement to corruption allegations, further muddying the waters.

The legal quagmire: Sara Duterte Sara Duterte, once an untouchable figure in Philippine politics, now faces mounting legal scrutiny. Her tenure as Vice President, and former Education Secretary, has been marred by accusations of misusing confidential funds and failing to provide transparency in how public money was spent. The sight of the Vice President remaining seated while her staff members are all standing with right hands raised is jarring. There was mention of the oath being applicable only to witnesses, and since she was not technically a witness, she did not have to take an oath.

Simply put, not taking the oath could free one from the obligation of telling the truth. Or so they think.

What is otherwise a fairly routine step of verbalizing a faithfulness to the truth has become a way to evade questions yet again. For now, and tragically, the focus is trained away from the actual controversies in question: how one could escape the country’s borders without the help of people in authority, and why there is an adamant refusal to account for how the people’s money was spent. What these gestures tell us is that the reverence for truth is being trivialized in small and big things alike. These are the depths to which we have gone and we hope the succeeding days would tell us this will not be condoned.

troubles are significant, those facing Martin Romualdez may be equally perilous. He, too, is under the spotlight—thanks to Duterte’s explosive accusations that Romualdez, alongside Appropriations Committee Chair Zaldy Co, manipulated the national budget for personal gain.

Duterte has publicly accused Romualdez of adding billions to the Department of Education’s budget for classroom construction, funds she claims were not authorized or controlled by her department during her time as Education Secretary. In one instance, she pointed to a P10 billion increase in the 2023 DepEd budget and a similar P5 billion adjustment in 2024, suggesting that Romualdez and Co overstepped their authority to control the funds and potentially channel them to favored regions. The implication is clear: Romualdez’s grip on the purse strings of the national budget allegedly serves personal or political interests, overriding standard government protocols.

Romualdez, however, has staunchly denied these claims, framing them as a deflection tactic. In a fiery speech during the 2025 General Appropriations Bill deliberations, he railed against “those who have their own sins” but “point fingers at others,” clearly alluding to Duterte without naming her. He emphasized that Congress would not tolerate hypocrisy or the misuse of public funds. Yet, his rhetoric has done little to quiet the whispers that something is indeed amiss in the way budget allocations are being managed. (to be continued)

Courts tapping AI to speed up cases disposal

THE country’s judicial system is tapping the advantages of artificial intelligence (AI) to speed up the disposition of cases.

Supreme Court (SC) administrator Raul Villanueva said some 500 cases are being filed annually in the courts across the country.

But the new rule of the SC now allows the use of AI in research and draft decisions, he added.

Villanueva said AI can also be used in legal monitoring because the SC would like to make sure that judges and even justices would be able to monitor the progress of their cases with older ones being given priority.

He said they are also developing a new technology to transcribe testimonies in local dialects to English.

“We are developing voice to text transcription. While testimony is being given, it is being recorded and transcribed. Hopefully we can develop an AI that can translate testimonies in dialects, for example, Ilokano to English.

Senator Grace Poe supports these initiatives to use AI technology in courtrelated works,” Villanueva said.

However, she underscored the need for stringent safeguards and vetting, he added.

“We will not rely too much on AI, but we can make use of the technology as an option to help check the human side of decisions, such as data, transcript and research information,” said Poe, chairperson of the Senate finance committee..

HING conduct plane maintenance drill

THE Philippine Air Force (PAF) and the US Hawaii National Guard (HING) are conducting a joint aircraft maintenance exercise in Cebu.

PAF spokesperson Col. Maria Consuelo Castillo said the event dubbed PAF- Hawaii National Guard (HING) Subject Matter Expert Exchange (SMEE) involved 35 PAF maintenance personnel and 13 members of the HING.

The activities involved one S70i BlackHawk helicopter for exchange of expertise.

“We conduct this every year with various fields involved under the Mutual Defense Board and Security Engagement Board (MDB-SEB) of the Philippines and the US.” Castillo told Manila Standard.

THE Department of Education (DepEd) has introduced flexible guidelines for the implementation of a scheme to address challenges faced by teachers and schools in managing resources.

In a memorandum order, the DepEd allowed schools to adapt class schedules based on their specific needs and capacities to ensure a smooth delivery of education despite constraints in the number of staff and facilities.

“The new provisions offer three options for adjusting instructional time, giving schools the ability to tailor their

approach while maintaining core learning standards.” DepEd stated.

Option A provides that all learning areas will be given 45 minutes a day for five days, and the Homeroom Guidance Program for 45 minutes per week.

Under Option B, learning areas may be given uniform time allotments of 50, 55, or 60 minutes each. English, Mathematics, Science, and Good Manners and Right Conduct/Values Education must be taught five times a week.

CUSTOMS intelligence and investiga-

tion agents have seized two tankers for alleged involvement in illegal fuel transfer tantamount to smuggling at the Navotas Fish Port.

The operation conducted last Wednesday yielded P20.35 million worth of unmarked fuel, or highly dutiable petroleum products without proper fuel markings, indicating non-payment of taxes and duties.

Customs Commissioner Bienvenido Rubio sent a strongly worded message to crime groups that continue to conduct illegal operations and remain involved in the scheme known in the underground as “paihi” (leak).

“They should know by now that nothing will stop us from fulfilling our

mandate of protecting our borders and ensuring that only safe and well-tested products reach our markets. The distributed 1,234 E-Titles covered 2,921.96 hectares under the Department of Agrarian Reform’s (DAR) land parcelization initiative aimed at providing the farmers’ ownership of agricultural lands.

In addition to the Coron beneficiaries, 53 CLOAs covering 4.8 hectares were also handed out to farmers in Narra, Palawan, as part of DAR’s regular initiatives. His first eagle came on the par-5 16th, where he executed a brilliant bump-and-run chip shot from 12 yards, counteracting an earlier mishap on the 12th. He followed it up with a birdie on the 17th, making the turn at 34.

The Fil-German ace maintained his momentum by birdying the third hole and recovered from a misstep on No. 5 with another eagle on the next. Facing a tricky downhill lie from 18 yards out, Jahns confidently selected his reliable 60-degree wedge.

wants the Philippine government to extend Executive Order (EO) 62 which reduced import duties on electric vehicles (EVs) to zero beyond its 2028 expiration date.

“We hope the Philippine government will kindly consider extending the deadline for EO 62. I think it will be positive for all EV vehicles to accelerate electrification by sales of hybrid models and BEV [battery electric vehicle] models,” said Honda Motor Co. Ltd. vice president and head of regional operations in Asia and Oceania Toshio Kuwahara.

Honda’s commitment to electrification in the Philippines is evident in its plans to introduce the Honda Zero series BEV and expand its hybrid electric vehicle lineup.

Honda launched the new CRV e:HEV and the Civic e-HEV, along with Honda’s first fully-electric motorcycle EM1 e: and a new generation of electric power tools.

Recto: CREATE MORE bill to bolster PH investments

FINANCE Secretary Ralph Recto assured Singaporean investors that the upcoming CREATE MORE law will significantly improve the ease of doing business in the Philippines.

The bicameral conference committee of the Senate and the House of Representatives earlier approved the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy (CREATE MORE) bill.

“The new amendments to the country’s fiscal incentives regime—known as CREATE MORE—are designed to attract even more Singaporean investors to lay down roots and flourish in the Philippines,” Recto said before over a hundred Singaporean investors at the 4th Philippine-Singapore Business and Investment Summit (PSBIS).

Showcasing the Philippines’ more open and liberalized investment landscape, Recto said the bill, which is expected to be passed within the year, would enhance both fiscal and nonfiscal incentives, resolve key investor concerns and respond to emerging global developments It will streamline business compliance by reducing documentary requirements.

A dedicated Registered Business Enterprise Taxpayer Service (RBETS) will be created to provide personalized tax compliance support for investors and serve as a one-stopshop for the Bureau of Internal Rev-

enue’s (BIR) services. The bill also directly addresses investors’ concerns about value-added tax (VAT) by exempting export-oriented enterprises from paying it.

It also provides a more attractive incentive package for registered projects or activities with an investment capital exceeding about $260 million (P15 billion).

Under the enhanced deductions regime, registered business enterprises (RBEs) will enjoy a 5 percent reduction in corporate income taxes, from 25 percent to 20 percent. The maximum duration of tax incentives availment will be extended by 10 more years, from 17 years to 27 years. Another 10-year extension will be allowed for labor-intensive projects. Meanwhile, RBEs will also benefit from the 100-percent deduction on power expenses—significantly cutting costs for the manufacturing sector.

THE Philippine Movement for Climate Justice (PMCJ) expressed concern over the endorsement of a coal power plant in Toledo City by the Department of Energy (DOE).

PMCJ said the country’s energy future is now at risk, jeopardizing billions of dollars in renewable energy (RE) investments and threatening Filipino consumers with higher electricity prices tied to outdated and harmful fossil fuel sources.

A report by the Institute for Energy Economics and Financial Analysis warned that the country stands to lose an estimated $30 billion in renewable energy investments due to the coal policy.

“It will just be a matter of time before other coal players in the country will follow suit. The following weeks will be a balancing act for DOE, on how to deal with other energy players who definitely will demand a leveling of the playing field,” said Ian Rivera, national coordinator of PMCJ.

The group said despite the existing coal moratorium, several companies continue pushing for new coal projects.

It said that globally, alongside Vietnam and China, Philippine coal imports grew 7.6 percent percent, with market forecasts indicating continued growth.

“Disturbingly, the Philippines’ dependence on coal has been growing, exceeding Poland and China in terms of percent of the energy mix. The data also shows that the Philippines is the most reliant on coal in Southeast Asia,” it said.

“These moves are reckless and dangerous, tethering the country’s energy mix to a toxic polluting that harms public health, the environment and the climate,” said Rivera.

“Pollution from coal-fired power produces noxious amounts of nitrogen oxides, sulfur oxides, particulate matter [particularly its deadly form as PM2.5] and even radiation. This pollution contributes to acid rain, premature death, and greenhouse gas emissions. Greenhouse gas emissions from coal-fired energy plants puts the Philippines at risk for extreme weather events caused by global warming, like mega typhoons and droughts,” Rivera said.

PMCJ said that from an economic perspective, the argument against coal was becoming more pronounced. By 2025, banks, investors and financial institutions are expected to increasingly favor RE over coal, supporting a more diversified energy mix.

SMC Tollways issuing P35-b bonds to fund expansion plan

SMC Tollways Corp., a unit of conglomerate San Miguel Corp.-led SMC Infrastructure, plans to raise up to P35 billion from the issuance of peso-denominated fixed-rate bonds.

Under the plan, SMC Tollways will issue P30 billion worth of bonds with an oversubscription option for another P5 billion to fund expansion plan.

Ratings agency Philippine Ratings Services Corp. (PhilRatings), said it assigned a credit issue rating of PRS Aaa with a stable outlook on the company’s proposed bond offering. PRS Aaa is the highest rat-

ing assigned by PhilRatings.

Obligations rated PRS Aaa are of highest quality with minimal credit risk. This also means that the company’s capacity to meet its financial commitment on the obligation is extremely strong.

Meanwhile, a stable outlook means that the assigned rating is likely to be maintained or to remain unchanged in the next 12 months.

PhilRatings said that in assigning the rating, it considered SMC Tollways’ sustained improvement in profitably and easing leverage levels.

It said SMC Tollways is under the infrastructure group of the diversified conglomerate, and its tollways operations are experiencing strong demand.

THE Philippine stock market surged to its highest level in more than two years Thursday after the US Federal Reserve reduced its interest rates for the first time in four years.

The bellwether Philippine Stock Exchange index jumped 46.26 points, or 0.65 percent, to close at 7,202.16, the highest since March 2022, while the broader all-shares index advanced by 23.72 points, or 0.62 percent, to reach 3,871.68.

The Fed reduced its rates by 50 basis points to a range of 4.75 percent to 5 percent. It also plotted two more 25-basis-point-rate cut in the succeeding policy meetings.

Analysts said the aggressive US Fed rate cut would boost expectations the Bangko Sentral ng Pilipinas (BSP) would also implement another round of rate cuts later this year.

Rizal Commercial Banking Corp. chief economist Michael Ricafort said the market was also boosted by continued strengthening of the peso against the dollar.

The peso climbed Thursday to close at 55.61 against the US dollar from 55.72 Wednesday. Five of the six stock market sectoral indices ended higher. CLIMATE change and conflicts are threatening progress in the fight against infectious diseases like AIDS, tuberculosis and malaria, a group dedicating to eradicating the illnesses warned on Thursday.

The world has managed to shrug off the damaging effects of the Covid-19 pandemic on efforts to tackle other illnesses, said the Geneva-based Global Fund.

But it was still faced with “crises including climate change, conflicts and political turmoil, the erosion of human rights and attacks on gender equality, antimicrobial resistance, and growing debt and economic problems”.

These “put the poorest and the most marginalised people at greater risk of infectious diseases”, the fund said in its annual report. Global Fund had injected more than five billion dollars in 2023 into the battle against AIDS, tuberculosis and malaria, diseases kill hundreds of thousands of people every year and affect millions more.

tion representing Canadian doctors on Wednesday apologized to indigenous peoples for harm they suffered at the hands of medical professionals, including forced sterilization and apprehensions of newborns.

At a ceremony in Victoria, in westernmost British Columbia province, Canadian Medical Association (CMA) president Joss Reimer apologized for decades of systemic racism, neglect and abuse.

The CMA, she said, “is deeply sorry for the harms First Nations, Inuit and Metis peoples have experienced and continue to experience in the Canadian health system.”

This “racism and discrimination,” she added, according to prepared remarks, “is deplorable and we are deeply ashamed.”

Amazon drought punishes Colombian border town

LETICIA, COLOMBIA -- Extreme drought affecting large parts of South America has dramatically reduced the flow of the Amazon River where Colombia borders Peru and Brazil, choking food supplies and threatening residents’ health.

“The Amazon is drying up,” the mayor of the Colombian border town of Leticia, which lies on the smaller of two branches of the river that flow through the Three Frontiers area, complained to AFP. The level of the Amazon, the world’s biggest river by volume, fell 10 meters (33 feet) in Leticia between June and August, Colombia’s Institute of Hydrology, Meteorology and Environmental Studies said.

The receding waters have turned the banks of the river into steep walls of earth, preventing the barges that supply Leticia’s 60,000 people with food, drinking water and fuel from docking in the town. The water level is so low that the community has built wooden stairs from the pier down to the water.

US says it thwarted Chinese ‘state-sponsored’ cyber attack

WASHINGTON, UNITED STATES

The US Justice Department on Wednesday said it had neutralized a cyber-attack network that affected 200,000 devices worldwide, alleging it was run by hackers backed by the Chinese government.

The malware infected a wide range of consumer devices, including routers, cameras, digital video recorders and network-attached storage devices, according to a US statement, with the overall network termed a “botnet.”

“The botnet devices were infected by People’s Republic of China (PRC) state-sponsored hackers working for Integrity Technology Group, a company based in Beijing, and known to the private sector as ‘Flax Typhoon,’” the statement said.

In a court-authorized operation, US authorities “took control of the hackers’

computer infrastructure” and disabled the network, it added.

Several countries, notably the United States, have voiced alarm in recent years at what they say is coordinated Chinesegovernment-backed hacking activity targeting their governments, militaries and businesses. Beijing rejects the allegations.

In February, US authorities said they had dismantled a network of hackers known as “Volt Typhoon,” which was targeting key public sector infrastructure like water treatment plants and transportation systems at the behest of China.

‘AI development cannot be left to market whim’

THE development of artificial intelligence should not be guided by market forces alone, UN experts cautioned on Thursday, calling for the creation of tools for global cooperation.

But they held back from suggesting the creation of a muscular worldwide governing body to oversee the rollout and evolution of a technology, the proliferation of which has raised fears around biases, misuse and dependence.

The panel of around 40 experts from the fields of technology, law and data protection was established by UN SecretaryGeneral Antonio Guterres in October.

Their report, published days before the start of a high-profile “Summit of the Future,” raises the alarm over the lack of global governance of AI as well as the effective exclusion of developing countries from debates about the technology’s future.

Of the UN’s 193 members, just seven are part of the seven major initiatives linked to AI, while 118 are entirely absent -- mostly nations of the global south.

“There is, today, a global governance deficit with respect to AI,” which by its nature is cross-border, the experts warn in their report.

“AI must serve humanity equitably and safely,” Guterres said this week.

“Left unchecked, the dangers posed by artificial intelligence could have serious implications for democracy, peace, and stability.”

‘Too late’?

To the backdrop of his clarion call, the experts called on UN members to put in place mechanisms to grease the wheels of global cooperation on the issue, as well as to prevent unintended proliferation.

“The development, deployment and use of such a technology cannot be left to the whims of markets alone,” the report says.

It called firstly for the creation of a group of scientific experts on AI modeled on the Intergovernmental Panel on Climate Change (IPCC) forum of experts, whose reports are the last word on the issue of climate change. AFP

Steel bridge, road improvement projects completed in Pampanga

THE Department of Public Works and Highways (DPWH) has implemented various road enhancements in the the town of Magalang and major highways of San Fernando City, Pampanga.

DPWH Regional Office III Director Roseller A. Tolentino said that the DPWH Pampanga 2nd District Engineering Office recently completed a total of P187.21-million road improvements along the 2.48-kilometer segment of Manila North Road (MNR) in San Fernando City. The project covered the asphalt overlay, reblocking at intermittent sections, and installation of road safety devices along the busy MNR – San Fernando City section in Barangays Telabastagan, Saguin, and Dela Paz. Also in San Fernando City, the DPWH Pampanga 1st DEO completed the road reblocking and asphalt overlay at the damaged sections of Jose Abad Santos Avenue (JASA) in Barangay Dolores and Barangay San Juan.

Costing P93.1 million, the project covered the improvement of the 1.93-kilometer section of JASA, including the installation of regulatory signs and solarpowered traffic signal yellow blinker lights at critical sections like RR Crossing Bridge, Palawe Bridge, Lazatin Flyover, and MNR/JASA Flyover.

Meanwhile, the DPWH Pampanga 3rd District Engineering Office reported the improved rural mobility brought by the recently-completed steel bridge in the town of Magalang. Replacing a hanging bridge, a 60-meter steel bridge was installed to provide a safer and more reliable access between Barangay Turu and Barangay Balitucan. With the completion of the steel brige, locals are no longer restricted to access the bridge on foot as it can also accommodate light to moderate vehicles.

THE Philippines’ investment in transportation infrastructure projects will stimulate economic growth, create jobs and attract more tourists, according to Department of Transportation (DOTr) Secretary Jaime Bautista.

Bautista emphasized the crucial role of the transportation sector in enhancing the country’s economic productivity.

“The transportation sector is at the forefront of boosting economic growth by efficiently moving essential services across and between islands and nations,” Bautista said.

“The huge investments on transport infrastructure will create

jobs, livelihood opportunities and increased economic activities within and around our project sites,” he added.

To boost tourism and encourage international tourists to visit the Philippines, Bautista cited big-ticket projects in the aviation, railway, road and maritime sectors.

These projects include the rehabilitation and modernization of the Ninoy Aquino International Airport (NAIA) and other regional airports as well as the construction of the North-South Commuter Railway (NSCR), Metro Manila Subway, Metro Rail Transit Line-7, among others.

Other transport projects include the modernization and construction of new ports to accommodate cruise tourism and expansion of bike lanes throughout the country. DOTr assistant secretary for communications and commuter affairs Hector Villacorta said an efficient transport system fuels a freeflowing logistics supply which will eventually bring a range of economic

benefits into full play Villacorta said the agency complied with the directive of President Ferdinand Marcos Jr. in keeping the supply chains — from products, information and finances — flowing unimpeded.

THE Metropolitan Manila Development Authority (MMDA) has unveiled a mural on the facade of its EDSA building, featuring stars from the Metro Manila Film Festival (MMFF) in celebration of its 50th anniversary.

In collaboration with iAcademy students, murals showcasing posters from MMFF films over the past five decades will be painted along EDSA to highlight Philippine cinema history.

The unveiling event, which took place on Sept. 19 at the MMDA Auditorium, includes key initiatives such as a Classic Posters Exhibition and a mural project led by Phonsie Castaneda and artists AG Sano and Sim Tolentino. The launch featured live mural painting, a display of posters, and speeches from industry figures.

considered myself a patient person until I found myself staring at a pot of wax that refused to melt quickly. It was like watching rice cook - you know it’s going to happen, but it takes forever. From melting the wax to mixing in the scents at the right temperature and then waiting for it to cool down, each step requires you to slow down. To add to that, curing time before candles can be used or sold takes more than a week. This whole process was a humbling reminder that some things in life, much like candle making, cannot be rushed. It’s a good lesson, though. Sometimes, we need to slow down and let things unfold in their own time.

Lesson 2: Embrace creativity (even if it gets messy)

One of my favorite parts of the session was when Teacher Izzie said, “What I love most about candlemaking is the idea of coming up with a creative output. It warms my heart to see a product I personally designed and created.” She was right! Candle making is like art class meets science experiment, with a dash of your favorite perfume. You get to choose the colors, the scents, and the containers. The possibilities are endless! I went a little wild and accidentally squeezed too much of a dye from a dropper. But that’s the beauty of it - you learn by experimenting. It is so much like life. Sometimes, you mix things up, and it works out but at other times, not so much. You simply have to embrace the creativity and the mess that comes with it.

Lesson 3: The importance of being present (and very mindful!)

Candle-making requires a surprising amount of focus. It is a delicate process that demands your full attention. I realized that this craft is a form of meditation in itself. It forced me to be present at the moment, to pay attention to each step, from measuring the wax to pouring it into the mold. Oh, yes, there is candle math, as Teacher Izzie would call it. I have to constantly stop in between steps to make sure I’m calculating

correctly mentally, manually on paper, or digitally. In our fast-paced world, it’s a nice reminder to slow down and be mindful of all the little moments in life. Lesson 4: Finding joy in simplicity (and that perfect scent) There’s something incredibly satisfying about seeing a candle you made from scratch. It’s a simple joy, but trust me, also a profound one. Watching the candle take shape with a fragrance you carefully chose is like winning a small, personal victory. It is the same feeling you get when you find your perfectly baked cookies out of the oven. This experience reminded me that joy does not always have to come from grand achievements or big events. Sometimes, it’s the simple things, like the act of creating something with your own hands, that bring the most happiness. Candle-making turned out to be a source of valuable life lessons, with a dash of Filipino humor along the way. It taught me patience, encouraged my creativity, grounded me in the present (and kept me away from my phone), and helped me find joy in the mundane.
