House eyes over P1-b cut in OVP budget for 2025

THE House of Representatives is planning to slash by half the P2.03 billion budget of the Office of the Vice President for 2025.

Lawmakers noted the Commission on Audit has disallowed P73.2 million out of the P125 million in OVP intelligence funds that were used up in just 11 days in 2022.

On Wednesday, former senator Panfilo Lacson disclosed that when scrutiny of her identity and dealings was intensifying, Guo sought intermediaries to relay to authorities her offer of up to P1 billion in exchange for making her legal problems in the Philippines disappear.

Nephrologists in these private dialysis units are also allowed to bill an additional professional fee of up to PHP 450 for services rendered. According to DOH, the next step will be a detailed PhilHealth Circular and operationalization by PhilHealth Management to ensure that the higher rate can already be claimed.

EDCOM 2 raises lack of access to power, PCs

THE Second Congressional Commission on Education (EDCOM 2) raised critical issues in the digitalization and electrification of schools during the Department of Education’s (DepEd) budget hearing on Tuesday.

In a news release, EDCOM 2 revealed that 1,755 school sites nationwide still lack electricity, with only 45 sites expected to be electrified by December 2023—just four percent of the 273 target sites in the 2024 General Appropriations Act.

“We’re looking at two figures: schools that lack computers and schools that lack electricity...There’s no point in jumping into all the schools that lack computers if the electricity issue hasn’t even been [resolved],” Senator Pia Cayetano said.

According to EDCOM 2, the Philippines remains one of the few countries in East and Southeast Asia without universal school electrification. This gap affects the country’s ability to participate in computerized international assessments.

Education Secretary Juan Edgardo ‘Sonny’ Angara suggested solar energy as a potential solution, particularly for remote schools.

EDCOM 2 co-chairperson Senator Sherwin Gatchalian also highlighted DepEd’s low computerization rates in 2023, with a 50 percent obligation rate and just 12 percent disbursement. He questioned the department’s ability to fully implement its tech programs.

“I appreciate Secretary Sonny’s vision in embracing technology...But without computers, as well as internet connectivity, we cannot harness the full potential of EdTech. What reforms will be undertaken to improve the delivery of the Computerization Program?” Gatchalian asked.

DepEd responded with plans to streamline the procurement process by allowing direct delivery of computers to schools, alongside a proposed P12.6 billion budget for the computerization program in 2024.

Angara noted DepEd will also seek support from local government units to accelerate the deployment of IT packages and e-learning tools.

A TROPICAL storm outside the Philippine area of responsibility named “Bebinca” had intensified on Wednesday, threatening to enter the country on Friday afternoon or evening. The Philippine Atmospheric, Geophysical and Astronomical Services Administration said the center of the storm was estimated at 1,825 kilometers east northeast of Eastern Visayas or 1,955 kilometers east of Southeastern Luzon.

“Bebinca” was moving westward at 25 km/hr with maximum sustained winds of 85 kilometers per hour, gustiness of up to 105 km/h and central pressure of 992 hPa. It was moving away from the United States island territory of Guam. It is forecast to strengthen, possibly reaching severe tropical storm status within 24 hours and typhoon status late Thursday.

DA, BOC intercept smuggled vegetables

THE Department of Agriculture (DA) and the Bureau of Customs (BOC) successfully intercepted a shipment of smuggled fresh carrots yellow onions, and cigarettes worth an estimated P136 million, at the Port of Subic on Wednesday. The illegal cargo, consisting of 58 metric tons of carrots and 86 metric tons of yellow onions, amounting to P21 million, was discovered in five containers aboard the vessel SITC Licheng, which had arrived from China on August 15.

The importer, Betron Consumer Goods Trading, had falsely declared the shipment as frozen fish egg balls.

The inspection, triggered by a request from the Bureau of Plant Industry-Plant Quarantine Service (BPI-PQS), revealed the discrepancy between the declared goods and the actual contents of the containers. Fresh vegetables require a sanitary and phytosanitary import clearance (SPSIC) from the BPI, whereas processed food items need permits from the Food and Drug Administration.

ILOILO CITY -- Hospitals across Western Visayas are operating at a 70 percent bed utilization the incidence of dengue continues to rise in the region which logged 51 deaths since last January, according to the Department of Health’s (DOH) regional office.

However, Hataman said he is saddened that the ruling excluded Sulu from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

“While we are happy with the decision of the High Court regarding the BOL, we cannot hide our sadness and disappointment with the verdict that Sulu is not part of the Bangsamoro region,” Hataman said in Filipino.

“No matter how many times we go back in history, Sulu is the cradle of the struggle for an independent Bangsamoro. From then until now, it remains a symbol of the Moro people’s resistance against oppression,” he added.

“The Bangsamoro is not complete without Sulu. This is a big blow to our efforts to promote the unity and bonding of the provinces in the region,” he said. Lanao del Sur Rep. Zia Alonto Adiong shared Hataman’s disappointment.

“Sulu has been a foundational part of the autonomous experiment in our region. Alongside Lanao del Sur, Sulu was one of the original provinces that formed the Autonomous Region in Muslim Mindanao (ARMM), embodying the aspirations of our people for self-governance, peace, and development,” said Adiong.

“We in Lanao del Sur understood that the former ARMM voted as one—transitioning into the BARMM as a united front, not as separate provinces,” he added. Adiong stressed that “Sulu and its people have always been central to the cause for autonomy.”

SAN Mateo, Isabela – Hog raisers and stakeholders foresee a remarkable growth in the province’s swine industry with the forging of an agreement creating a “30-sow level techno-demo farm under the Integrated National Swine Production Initiatives for Recovery and Expansion (INSPIRE) program. The disappointed

THE self-styled “appointed son” thought his political support, magnified in voting numbers by his own theory of multiplication, would pay dividends.

It’s been an easy way to “massive” following and untold wealth since he started off being a soapbox preacher in the vicinity of Agdao market.

How he parlayed his own interpretation of the Bible into a Kingdom where he proclaimed himself the “appointed son of God” is a success story in itself, similar to Bernie Cornfeld who decades back told himself “he sincerely wants to be rich” and got people to invest in his ability to make them rich as well, until the roof fell upon him.

The late James Gaisano once entered Apollo’s “kingdom,” and, marveling at the expensive surroundings even of his airplane hangar, gawked and exclaimed “Pastor, ngano pa man mo-adto kita sa langit, nga mura na man og langit kini” (why do we need to go to heaven when your place looks like heaven already?).

A friend who was close to Bro. Mike Velarde of El Shaddai once told the other religious leader about a certain preacher from Davao who proclaimed to his followers that he was the “appointed son of God.” Whereupon, Bro. Mike smiled and jokingly said, “Aba, pamangkin ko pala siya!” (Ah, so he is my nephew!).

This piece is not about mocking religious beliefs.

Though baptized as a Catholic, I am not one to impose my religion on others, not even my children.

One has embraced a Christian denomination to follow her husband; another is borderline agnostic following her European partner while another remains Catholic.

I recall my good friend, the late Archbishop Oscar Cruz, who, when told that my daughter was to be married in a Protestant church, said “mas mabuti pa silang Kristiyano kaysa karamihan sa atin.”

I miss the good old archbishop, as straight a shooter in his language as he was with rifles. Nice that I am not from the archdiocese he last served before retirement. I do not quite like his successor, the re-incarnation of the political meddler whose name was Sin.

But enough of the trivia.

A believer of Pastor Quiboloy once said, after this administration started tightening the screws on SMNI and the “kingdom,” that the president has no sense of gratitude (“walang utang na loob”). Indeed, SMNI gave candidate BbM a cozy platform when he refused to debate via the Comelec-sponsored debates.

I recall being bashed by his followers when I said my presidential candidate would not participate in SMNI debates and interviews because the pastor had

declared support for BbM. I sneered and added, “ilan lang ba nakikinig sa SMNI” -- said in a moment of pique. I probably deserved their station manager’s opprobrium and the kingdom members’ disgust.

But “utang na loob,” though highly valued in our “damaged” culture, is likewise one of the barriers to good governance. It can be the mother of political misfits, whether elected or appointed.

Still, the “appointed son’s” predicaments are not about his religion. It’s about accusations, true or not, that he committed crimes deemed grave whether in our benighted land or in the land of milk and honey.

It is not a matter of religion. It is a matter of law; of crime and punishment as Fyodor Dostoevsky in his famous novel wrote

Sex trafficking of children, money laundering, rape, fraud and coercion are charges too serious to be papered over by a sense of gratitude, though all these charges have to be proven in a court of law, not through interminable Senate hearings.

So let our courts now go through the process.

And let the US State Department, after receiving the extradition requests of the Attorney General, formally ask our Department of Foreign Affairs for custody of the “appointed son” to face its own criminal justice system.

Sec. Crispin Boying” Remulla has said as much, invoking “clausula pacta sunt servanda,” sustained by the president Quiboloy endorsed. It is not a matter of religion. It is a matter of law; of crime and punishment as Fyodor Dostoevsky in his famous novel wrote.

But Dostoevsky wrote about an impoverished person fighting social injustice aimed at liberation from poverty, while Apollo Quiboloy has tons and tons of material wealth, using religion as source, or perhaps masquerade, and parlaying these into a fount of power.

One recalls how, in recent memory, he endorsed Gibo Teodoro who lost to his cousin Noynoy in 2010, and thought he hit the jackpot with PRRD in 2016, yet now faces the “politically incorrect” PBBM whom he supported in 2022. Religion, said Karl Marx, is the “opium of the people,” but if the detractors of the current president are right, religion is not where he gets his high.

Back to the circus

INSTEAD of being treated as a fugitive from justice, Alice Guo was treated like a celebrity deserving of a selfie with no less than the Chief, PNP and the SILG and a chartered jet ride from Indonesia.

It would seem that the only missing portion as one observer commented was a motorcade to complete the charade. It was altogether a weird spectacle that does not speak well on how we handle things of this nature.

Was it really necessary that the two top ranking officials had to be the ones to fetch Miss Guo from Jakarta?

To many people, it was an overkill.

A middle level law enforcement official would have sufficed.

But as we have seen, there were some people in the administration who apparently wanted to milk the occasion for whatever its worth.

But it seems that this has boomeranged. Now, there are questions about motives because of the way the whole thing was choreographed. The optics did not appear to have elicited praise from the public. Instead, a lot more questions are being asked together with some criticisms.

Some very suspicious minds are now thinking the plane ride may have been an opportunity to make a deal or give instructions to the ousted Mayor on what to do and what to say. This should have been thought of care-

fully so as not to give the wrong impressions to the already confused public. It was eerily reminiscent of the way Janet Napoles was treated when she was arrested.

She was brought to Camp Crame and then escorted to meet the President in the Palace.

Playing with words

HOURS after Kingdom of Jesus Christ founder Pastor Apollo Quiboloy was taken into custody early Sunday evening, there was confusion on whether he was arrested as a culmination to a 16day standoff that pitted the Philippine National Police with the members of the KOJC.

Government officials initially said the pastor had been arrested. It made sense.

After all, they had been pursuing Quiboloy for a long time. There was a warrant of arrest which the PNP had been trying to serve on Quiboloy’s person outside the KOJC compound.

But lawyer Israelito Torreon said no; Quiboloy made “the ultimate sacrifice.”

“He could not bear to witness a second longer the sufferings that his flock was experiencing for many

days,” Torreon said of the pastor accused of sexual abuse and qualified trafficking, among others, both in the Philippines and in the United States.

“Surrender,” of course, means that the pastor, out of his own volition, gave up his person to the authorities. It conveys a willful submission to the law which one supposedly respects.

Was it an arrest or a surrender?

An “arrest” sounds otherwise, pointing to a resistance or refusal to be taken. Unfortunately for the person being arrested, he was overpowered. Defeated. Humiliated.

A surrendering pastor making the ultimate sacrifice on behalf of the people who follow him and regard him as some divine entity is more palatable to his supporters. What a poignant narrative that can be shoved down the throats of those with the misfortune of not knowing how to verify their leaders’ claim.

IN OUR previous column we discussed Sara Duterte’s strengths and weaknesses. We continue with the opportunities and threats.

Opportunities:

Emerging as an Opposition Leader: With discontent brewing within various sectors against Marcos’ policies, Sara is well-positioned to rally this dissenting voice. If she can channel frustrations with inflation, governance issues, or controversies surrounding Marcos’ administration, she could position herself as a viable alternative.

Solidifying New Alliances: By distancing herself from Marcos, Sara can potentially forge new political alliances, including with groups or individuals disenchanted with the current administration. This flexibility opens the door for broader coalitions in future elections.

Threats:

Retaliation from the Marcos Camp: Marcos’ allies may strike back, framing Sara’s departure as an act of betrayal, and could attempt to isolate her politically. If she becomes too vocal in her opposition, she risks being sidelined.

Political Fragmentation: If Sara’s public split with Marcos triggers factionalism within the Duterte base, she may struggle to maintain her influence over the Duterte bloc. Fragmentation could also weaken her capacity to consolidate power against Marcos.

The shifting tides

Sara Duterte’s motivations for turning opposition against Marcos can be understood through multiple lenses:

Political Survival: By turning opposition, Sara distances herself from potential scandals or policy failures that could define Marcos’ presidency. Her move may be calculated to preserve her political capital for the future, particularly if the administration becomes increasingly unpopular.

Setting the Stage for 2028: By severing ties with Marcos now, she positions her-

A new political era

Sara Duterte’s shift to opposition carries profound implications for both political dynasties.

That’s the reality of Philippine politics, where Sara Duterte’s bold gambit may yet prove to be a masterstroke – or her undoing

For the Dutertes, it allows Sara to break free from the Marcos shadow and reassert her family’s brand of governance – one marked by populism and strongman rhetoric.

However, if her opposition leads to significant fragmentation within her own base, the influence of the Duterte name may wane. For Marcos, Sara’s break signals vulnerability within his coalition. It underscores the inherent tensions that arise from political marriages of convenience. Should Sara continue to galvanize opposition, Marcos may find his once-stable alliance in tatters, paving the way for

end up holding the bag.

When all these will be over, both Alice Guo and Napoles will have plenty of time to compare notes in the women’s correctional facility because that is probably where Alice Guo is headed.

But he “surrendered” because he was told he must do so, or face other consequences. In any case, with the objective of the word play being obvious to all, does the difference even matter?

Beyond the word-twisting and face-saving attempts, what we should be looking at now is the plain injustice of somebody being so influential that he could avoid the long arm of the law, in the comfort of a fortress and under the protection of a powerful entity, for a protracted period.

And who now has the gall to say he was magnanimous enough to surrender out of concern for his people. We can think of other examples where words have been twisted and exploited to achieve a political aim. People must see through how the rich and mighty employ all means available, even their facility with words, to sway public opinion. But they cannot get away with so many things and not be caught – or, prevailed upon to surrender. Ultimately, they will be exposed for what they truly are, outside of the names and titles they bestow upon themselves.

Sara Duterte’s prospects hinge on her ability to consolidate opposition forces without alienating too many key players.

If she can maintain the loyalty of her father’s base while attracting new allies disenchanted with Marcos, she stands a strong chance of positioning herself as a formidable candidate in 2028. However, this tightrope walk could also backfire if her opposition becomes too antagonistic, leading to retaliatory political isolation.

Recommendations

To Sara Duterte: Focus on gradually building alliances within the opposition without fully burning bridges with Marcos.

Cultivate a narrative of independence while still demonstrating the pragmatism needed to navigate the political landscape.

Timing will be key – overplaying your hand too soon could isolate you from key supporters.

To Ferdinand Marcos Jr.: Address the growing discontent within his political coalition.

Reinforcing the unity narrative may no longer suffice.

Instead, focus on delivering tangible policy results that resonate with both his base and the public at large to prevent further defections.

Imagine a chessboard where the pieces are constantly shifting, and every move carries the risk of checkmate.

That’s the reality of Philippine politics, where Sara Duterte’s bold gambit may yet prove to be a masterstroke – or her undoing.

In Philippine politics, alliances are always in flux.

But only time will tell whether this move will ultimately strengthen her position or pave the way for her political downfall.

Some are even also accusing the good DILG Secretary of grandstanding because of the coming 2025 elections wherein he is reportedly running for a Senate seat.

Guo’s subsequent appearance in the Senate also rekindled the circus atmosphere that characterized her first hearings before her escape.

The Senate must simply concentrate on the identities of those corrupt government officials who protected and benefited from POGO and help it become the monster that it is Strategic shift or political realignment?

It will result in Guo being charged in court like Napoles with her taking all the blame without revealing who the masterminds are and those public officials who benefitted immensely from the POGO operations.

Like Napoles, she will keep her mouth shut. And as we have seen, Napoles was found guilty and is still languishing in jail. It is a sad fact of life that sometimes in our judicial system, the more guilty ones remain free while those that were used

The only difference with the two cases is the amount of money involved and the damaged done to the country. POGO money dwarfs the amount in the Napoles case. In one report alone, Alice Guo was said to have paid P200M to some people for her escape. No wonder those who were monitoring her suddenly became deaf and blind which aloud Alice Guo to escape. And our good Senators want the ousted Mayor to put her safety in the hands of people who cannot locate her whereabouts before her escape? Right now, the most important infor-

mation that the public would want to know are the names of corrupt public officials who benefitted financially from the POGO operations and those who protected and connived with the foreign nationals who masterminded the financial scams, human trafficking, kidnappings and prostitutions that have blighted the country’s reputation.

The public is already satisfied that Alice Guo is in fact Guo Hua Ping. Since there is an identity case filed in court against her, the Senate should just allow the court to be the one to declare her as an imposter.

The Senate must simply concentrate on the identities of those corrupt government officials who protected and benefited from POGO and help it become the monster that it is. Once that is done, the Senate can take a bow.

Landslide wrecks

Vietnam village as Yagi toll rises

HANOI

– A landslide in the wake of the deadly Typhoon Yagi devastated a Vietnamese village, state media reported Wednesday, as severe flooding in the aftermath of the area’s strongest storm in decades claimed victims across multiple countries.

The landslide engulfed the remote mountainous village of Lang Nu in Lao Cai province, killing at least 22 people and leaving another 73 people still missing, multiple media reports said.

Yagi struck at the weekend bringing winds in excess of 149 kilometers per hour and a deluge of rain that has caused flooding not seen in decades. Officials have reported more than 140 killed in Vietnam alone.

Laos, Thailand and Myanmar have all also been hit by floods in the aftermath of the storm, with fatalities reported in both Thailand and Laos.

Nguyen Tran Van, 41, who has lived near the Red river in the Vietnamese capital Hanoi for 15 years, told AFP:

“This was the worst flooding I have witnessed.

“I didn’t think the water would rise as quick as it did. I moved because if the water had risen just a bit higher, it would have been very difficult for us to leave.”

Hanoi has seen its worst floods since 2008 according to state media, with police, soldiers and volunteers deployed to help of hundreds of residents along the banks of the swollen Red river to evacuate their homes in the early hours as water level levels rose rapidly.

Nicaragua strips nationality of 135 exiles

SAN JOSE, Costa Rica – Nicaragua on Tuesday (Wednesday Manila time) revoked the citizenship of 135 former political prisoners who were freed and flown to Guatemala last week in a deal negotiated by the United States.

The parting punishment was announced in a statement from the judiciary, which rights activists say is under the thumb of strongman President Daniel Ortega and his wife, Vice President Rosario Murillo.

A court in the capital Managua said the 135 exiled prisoners were being stripped of their citizenship after being convicted “of criminal acts that threaten the sovereignty, independence and selfdetermination of the Nicaraguan people.”

Wildfires around LA blanket city in smoke

LOS ANGELES – Out-of-control wildfires surrounding Los Angeles continued to grow Tuesday, forcing families to evacuate and blanketing the sky with choking smoke.

Three separate blazes have erupted around the United States’ second biggest city, fueled by a punishing heat wave and fanned by gusting winds. Thousands of firefighters, with support from the US National Guard, were battling to slow the spread of fires tearing through tinder-dry brush.

There have been no reports of deaths or serious injuries, but tens of thousands of homes and businesses are being threatened by the looming flames.

The fast-moving Airport Fire in Orange County has consumed more than 3,600 hectares since it was started accidentally on Monday afternoon by workers operating heavy equipment. The blaze, to the southwest of Los Angeles, was spewing thick smoke into the air, sparking the closure of nearby schools. AFP

Protesters invade Mexican Senate

MEXICO CITY --Crowds of protesters invaded Mexico’s Senate on Tuesday (Wednesday Manila time), forcing lawmakers to suspend a debate on controversial proposals by outgoing President Andres Manuel Lopez Obrador to allow voters to elect judges.

The judicial reform plan, which experts say would make Mexico the world’s only country to elect all judges, has sparked mass demonstrations, diplomatic tensions and investor jitters.

Senate president Gerardo Fernandez Norona declared an “indefinite recess” because demonstrators had entered the building, as television images showed crowds of protesters inside the upper house chamber. He later called for the debate to resume on Tuesday evening in an alternative location, hours after upper house lawmakers began discussing the proposals. AFP

Harris rattles Trump in scorching televised presidential debate

PHILADELPHIA – Kamala Harris put Donald Trump on the defensive in a fiery televised debate Tuesday (Wednesday Manila time), getting under her rival’s skin as they battled for a breakthrough in an agonizingly close US presidential election.

In a performance that earned her the endorsement of pop superstar Taylor Swift, the Democrat baited the “extreme” Republican into angry responses on issues ranging from abortion to democracy and foreign policy.

The 59-year-old US vice president managed to knock former president Trump off his game in their first and only scheduled showdown, which featured a series of bitter personal attacks on both sides.

Trump said afterwards the ABC News-hosted clash in Philadelphia was his “best debate” but snap polls and commentators said Harris had won, with her campaign quickly challenging him to a second debate in October.

With less than two months until election day, Harris was under pressure to deliver in front of an audience of tens of millions after her sudden rise

to the top of the Democratic ticket in place of US President Joe Biden. She started on the front foot by surprising Trump by approaching him to shake his hand before they took to their lecterns -- and then kept the upper hand.

Trump repeatedly raised his voice as he hit back at the vice president on immigration and the economy, branding her a “Marxist” and blaming her for what he said were the failings of President Joe Biden’s administration.

Trump insisted that while having pushed for the end of the federal right to abortion, he wanted individual states to make their own policy. Deadly Israeli strike hits Gaza Strip humanitarian zone

PALESTINIAN TERRITORIES – Israel struck a declared safe zone in Gaza on Tuesday, in a strike the Hamas-run territory’s health ministry said killed at least 19 people and the Israeli military said targeted Palestinian militants.

The strike hit Al-Mawasi in the southern Gaza Strip, which Israel had designated as a “humanitarian zone” early in the war, and prompted condemnations from the region and beyond.

Samar al-Shair, one of tens of thousands of displaced Palestinians who have sought refuge in the coastal area, said the attack came “as we were sleeping in our tents”.

She told AFP the Israeli military had asked Palestinians to go to Al-Mawasi, “telling us it was safe. Where is the safety?”

Israel has carried out occasional operations in and around the area, including a strike in July that the military said killed Hamas military chief Mohammed Deif, and which Gaza health authorities said left more than 90 people dead.

As mediation efforts again appeared to stall, Israel’s Defense Minister Yoav Gallant said a truce and hostage release deal was a “strategic opportunity” that would give his country a “chance to change the security situation on all fronts”.

Gallant said that after more than 11 months of war in Gaza, Hamas “as a military formation no longer exists” and has been reduced to “guerrilla warfare”.

Meralco reports increased power rates in September

CONSUMERS of Manila Electric Co. (Meralco) will experience higher rates of P0.1543 per kilowatt-hour in September 2024 on the back of increased transmission charges.

Meralco spokesman Joe Zaldarriaga said this brought the overall rate for a typical household to P11.7882 per kWh from the previous month’s P11.6339 per kWh.

He said residential customers consuming 200 kWh would see an increase of P31 in their monthly electricity bill.

Zaldarriaga said the transmission charge for residential customers rose P0.2913 per kWh on higher ancillary service charges following the resumption of commercial operations of the reserve market on Aug. 5, 2024.

Total ancillary service charges from the reserve market were double the charges from the National Grid Corporation of the Philippines’ (NGCP) ancillary service procurement agreements (ASPAs). The share of ancillary service charges to NGCP’s transmission rate rose to more than 50 percent.

Zaldarriaga said the higher transmission charge more than offset the reduction in the generation charge, which went down by P0.1547 per kWh.

INTERNATIONAL Container Terminal Services Inc. (ICTSI) said Wednesday it expects to complete its $800-million new international container terminal in Bauan, Batangas by 2028.

The port operator, owned by businessman Enrique Razon Jr., said the design and engineering studies for the Luzon International Container Terminal (LICT) are underway, with construction set to begin in early 2025. The project will follow strict environmental guidelines to minimize disruption to the local ecosystem.

The facility is set to become the country’s second largest container facility after the Manila International Container Terminal (MICT). Upon completion, the terminal will feature up to 900 meters of quay and at least

eight ship-to-shore gantry cranes and an estimated capacity of over two million TEUs per annum.

Beyond expanding capacity, LICT is expected to support the Philippines’ renewable energy goals, particularly in Southern Luzon. With the country shifting toward cleaner energy, the new terminal will meet growing demand for efficient and eco-friendly marine handling solutions in the region.

“We’re proud to drive positive change at home by developing a world-class port capable of handling the largest container vessels. This

boosts our capacity and helps lead the shift toward a more sustainable shipping industry,” said ICTSI vice president and head of global engineering for infrastructure and project delivery Nathan Clarke.

“Our new Bauan terminal’s ability to accommodate large ships sets it apart and positions us as a leader in efficient and eco-conscious trade. At the end of the day, if a terminal is unable to handle larger vessels, it’s also unable to fully embrace the new technologies leading to a sustainable future,” he said.

ICTSI’s sustainability track record, seen in its 36-year operation of MICT, serves as the foundation for the Bauan terminal. Over the years, ICTSI has implemented initiatives like advanced waste and water management systems, circular economy practices, biodiversity conservation programs and decarbonization efforts to reduce its environmental impact.

THE Board of Investments (BOI) approved another renewable project of ACEN Corp., its 8th solar plant for green lane certification.

ACEN’s SanMar Solar project, developed by subsidiary Santa Cruz Solar Energy Inc. (SCSEI), aims to generate 587megawatt-peak of solar energy once fully operational.

The green lane certificate, formally presented to ACEN by BOI officials on Aug. 29, 2024, is expected to expedite the project’s development.

PHILIPPINE stocks fell Wednesday ahead of the release of the August inflation data from the United States.

The 30-company Philippine Stock Exchange index lost 39.75 points, or 0.57 percent, to close at 6,944.88, while the wider allshares index slipped by 20.09 points, or 0.53 percent, to 3,766.21. Asian benchmarks also went down as Wall Street ended mixed overnight.

Analysts said investors were closely awaiting the release of US August inflation rate data which could provide a clue on US Federal Reserve’s policy direction.

“A rate cut is expected to ease economic concerns,” Regina Capital Development Corp. head of sales Luis Limlingan said. Investors were also watching the presidential debate between US presidential candidates US vice president Kamala Harris and former US president Donald Trump.

The peso, however, jumped Wednesday to close at 55.97 against the US dollar from 56.38 on Tuesday.

PH companies should do more to put an end to plastic pollution

IT IS no wonder that the Philippines is the world’s third biggest contributor to plastic pollution.

Swelling rivers and other waterways in the aftermath of heavy rains transport tons and tons of plastic wastes to the ocean.

Open landfills near waterways contribute to the migration of plastic wastes into the open sea. As the World Bank noted in a recent study, emerging markets like the Philippines have been hardest hit by the plastic pollution crisis.

Half of the top 10 countries contributing to plastic leakage in rivers and seas are located in Southeast Asia. The banks says the lack of waste management infrastructure, waste colonialism and the proliferation of single use plastics and plastic sachets, which offer basic goods in small units to cater to a population with a low average income, have all contributed to the problem. Reports estimate that almost 60 billion sachets are used annually in the Philippines

The Philippines, along with China, Indonesia, Thailand and Vietnam, accounts for 55 percent to 60 percent of plastic waste entering the ocean.

The invasion of plastic wastes into the ocean will ultimately affect the livelihood of fishermen, curb fish production and endanger food security.

Ocean Conservancy, a non-government organization in the United States that works for cleaner oceans, and global consulting company McKinsey have described the Philippines as the third-ranking contributor to plastic pollution in the world, with 2.7 million metric tons of plastic waste generated every year.

Their study estimated that 20 percent of the waste end up in ocean environments About 74 percent of plastics that leak into the ocean were initially collected but escaped from open landfills that are located near vulnerable waterways, according to the World Wide Fund for Nature.

The country’s lead policy-making government body on climate change has called for an effective waste management as part of the long-term solutions to environmental challenges.

The Climate Change Commission made the call in the observance of the National Cleanup Month in September, encouraging communities to actively participate in cleaning and protecting the environment.

“We must adopt better habits and implement efficient waste management practices. While cleanups are important, they only address the symptoms of a broader waste problem. Every piece of plastic waste we manage brings us closer to reduce the long-term need for cleanups,” the agency said.

Inadequate waste management, according to the CCC, has become a major concern in building a climate-resilient community. Environmental degradation disrupts ecosystems and poses serious risks to public health and safety.

The CCC says flooded streets, polluted waterways and the heat-trapping effects of excessive waste contribute to more frequent and severe weather events, underscoring the urgent need for large-scale cleanup efforts.

The private sector, meanwhile, should take the problem of plastic pollution more seriously. A few companies have started to provide solutions to the pollution scourge but they may have to do more to make an impact.

Fortunately the SM Group of the Sy family, through SM Retail, is installing waste segregation bins in 75 stores nationwide to reduce waste and promote sustainable practices.

SM Retail recently installed recycling bins in 25 branches across the National Capital Region (NCR), with 50 additional provincial branches scheduled to follow in the coming weeks.

As climate change persists, Filipinos should now have a a different mindset about waste management to mitigate disaster risks. The World Bank in a recent study observed that unrecycled plastic, for one, is either deposited in landfills or discarded freely in the environment.

The bank said it has led to a buildup of plastic waste in sewers, stormwater drainages, rivers, and the sea, leading to human health and sanitation risks, clogged infrastructure and flooding and economic losses for sea-based industries, including fisheries, tourism and shipping.

THE Aurora Pacific Economic Zone and Freeport Authority (APECO) expressed full support for the application of Indigenous Peoples communities in Dinalungan, Casiguran and Dilasag (DiCaDi) for a certificate of ancestral domain title (CADT).

APECO president and chief executive Gil Taway said CADT is a crucial document that recognizes the ancestral land rights of these communities.

Danish firm CIP investing $30m to join RE auction

DANISH company Copenhagen Infrastructure Partners (CIP) is investing $30 million in preparation for joining the Green Energy Auction Program (GEAP) for large wind projects by 2025.

“Our intention until about mid next year, [when] we expect the GEAP auction to take place, is to spend roughly $30 million or so on development activities,” CIP partner and offshore wind lead for the growth markets fund Robert Helms said.

The initial investment forms part of the $5.5-billion investment targets comprising of $5 billion for its 2-gigawatt offshore wind projects and $500 million for its 300-MW onshore wind project.

The OSW projects will be developed in offshore Camarines Norte and Camarines Sur (1,000 MW), offshore of Northern Samar (650 MW) and offshore Pangasinan and La Union (350 MW).

The company targets to complete the offshore wind projects within the term of President Ferdinand Marcos Jr.

Helms said they were open to taking a partner for CIP’s planned renewable energy projects.

Inc. on Wednesday reminded its customers to be extra vigilant against tampering and theft of their water meter. “In the recent weeks, we have received an increased number of cases of theft and tampering of water meters in our service area and filed criminal cases against captured suspects in Quezon City and Makati City. We would like to remind everybody that meter theft and tampering are both against the law, and violators and their abettors will face detention and penalties,” said Manila Water corporate communication affairs group director Jeric Sevilla. Section 8 of the Republic Act 8041 – National Water Crisis Act poses strict sanctions and penalties on pilferage of water meters, main lines, pipes and related or ancillary facilities; stealing of water for profit or resale; possession of stolen or tampered water meters; and the willful acceptance or tolerance of the said actions. The company said those who would be apprehended and its accomplices could face jail time of six months to two years, while plumbers by profession and employees of water service-related companies who serve as collaborators may face imprisonment for two to six years. Group urges gov’t to ramp up efforts vs. internet fraud

A DIGITAL advocate group asked the government to ramp up its efforts against internet fraud and text scams more than just aligning its focus on revising the SIM Registration Act.

Digital Pinoys said the key to curbing SIM-based crimes is “enforcing the law to its fullest extent,” as text scams and other cyber offenses are still prevalent almost two years after Republic Act No. 11934, or the SIM Card Registration Act, was signed.

“In the end, law enforcement agencies should be well-equipped and be able to do their job with regard to SIMbased offenders because even if the law is strong, but without proper enforcement, it will be nothing,” Digital Pinoys national campaigner Ronald Gustilo said.

He said suspected internet felons obviously exploited the emergence of the cutting-edge technology by operating above SIM-based platforms, like the OTT apps such as Telegram, Viber, Messenger and Signal.

This developed as the Department of Information and Communications Technology called for a review of the SIM Registration Act, noting that it needs an update as scammers found new ways to execute their crimes.

According to the Philippine National Police, the number of cybercrimes increased by 21.8 percent in the first quarter of 2024 from the same period in 2023.

The group also advised the government to expand its fighting arena to virtual messaging platforms, as scammers also use messaging scams to evade SIM registration.

DICT spokesperson and assistant secretary Renato Paraiso said scammers were now using internet-based messaging platforms for crimes like Viber and Messenger, among others, and are also using foreign sims.

Bangko Sentral maintaining thrift banks’ MLR at 20%

THE Bangko Sentral ng Pilipinas (BSP) said Wednesday it is maintaining the thrift banks’ minimum liquidity ratio (MLR) at 20 percent.

“The BSP recognizes the thrift banking industry’s valuable contribution to the country’s economic growth through its lending activities. Nonetheless, the BSP views that maintaining the minimum liquidity ratio [MLR] of 20 percent is appropriate,” the BSP said in a statement.

It said this ensures that covered banks will have an adequate liquid assets to withstand potential stress events, while continuing to meet their clients’ funding needs.

The BSP said the 16 percent MLR during the pandemic is not warranted at present.

Chinese entrepreneurs gather in Malaysia for global convention

THE Filipino-Chinese Chamber of Commerce and Industry (FFCCCII), led by president Dr. Cecilio Pedro, participated in 17th World Chinese Entrepreneurs Convention in Malaysia from Sept. 9 to 11, 2024.

Organized by The Associated Chinese Chambers of Commerce and Industry of Malaysia (ACCCIM) with the theme “Draw a New Order and Create a New Situation”, the convention brought together over 4,000 business leaders from the private and public sectors as well as experts and scholars from around the world to foster dialogue, learning and collaboration aimed at enhancing global economic prosperity.

OILING it down to essentials, some people clamored for Perf De Castro’s inclusion in the OG Rivermaya reunion because he did great lead guitar work on two of the band’s classic hits.

Arguably, that’s not enough to secure him a spot alongside the four members who were part of the band’s first three albums, where most of the hits came from.

However, Perf’s work in and outside Rivermaya proves how valuable guitar solos can be when played with gusto and grit. Several hit songs by Filipino bands have benefited from guitar work that elevated the tracks beyond being just breathers before the final choruses

I’m going to list down 10 of these classic songs blessed with superior solos, and I can bet that it’s a list more credible than some ranking of this type done by pseudo-experts on social media.

I’m not technically an expert in reading guitar lines but I have been a recording artist and songwriter long enough to know what works melodically. I am not including guitar solos that are merely show-offs.

Let this list weep, in random order.

1. “Kaleidoscope World” (Francis Magalona) - Perf, yeah him, apparently led a troika of guitarists to deliver those fine guitar lines in the final minute and some seconds of the song. None of us ever minded that Kiko, backed by members of Hardware Syndrome, need not reappear once the guitar took center stage, nor has any radio station faded it out because no more vocals is coming to close out. There goes the greatest guitar closer heard on an OPM hit.

2. “Parting Time” (RockStar) - The whole band came a minute and a half into this song penned and sung by lead vocalist Paul Sapiera. We were just being prepared for the instrumental highlight which you can hum if you can’t play it. Back when I was in high school, a classmate could play that

superb lead guitar note for note. It’s a pity he did not become a rock star.

3. “Nosi Ba Lasi” (Sampaguita) - This song has quite everything as a rock track: a cool wordplay for a title, a rock goddess for its singer, and nearly 50 seconds of pure guitar solo bliss. Not to mention, the catchy guitar riff in the intro, after the first chorus, and the outro.

4. “Banal Na Aso, Santong Kabayo” ( Yano ) - The guitar part after the first chorus is something to behold. But Eric Gancio must have felt he needed to deliver more to bring the song to Dong Abay ’s Joker laugh before the final verse.

5. “Enveloped Ideas” (The Dawn) - The keyboard riff in this song is an instant new wave Pinoy classic. So strong a recall that we tend to forget the shining moment of the band’s celebrated lead guitarist Teddy Diaz. He was like a comet that passed through the sky - at his brightest during that sequence on the band’s signature song.

6. “Titser’s Enemi No. 1” (Juan de la Cruz Band) - Short, sweet, recallable. Give the late Wally Gonzalez 10 seconds to shine and he would forever.

7. “Your Love” (Alamid) - Dex Facelo is here not because he is my friend, nor the fact he wrote this beautiful song about God. If you’re listening deep enough; right after the second chorus, the instrumentation there prepared us all to hear an Earth-shaking guitar solo. Dex the lead guitar guy did not disappoint.

8. “Arise” (Wolfgang) - Basti Artadi yelled the words “Take you away” before Manuel Legarda showed us why he’s among the finest lead guitarists in Pinoy rock, ever.

9. “Pagsubok” (Orient Pearl) - You can name this tune by listening to the lead guitar part alone.

10. “214” (Rivermaya) - That our Perf guy is appearing in this list for the second time stresses the point why he still made a name for himself even after he left Rivermaya too early. His work here features the best guitar solo in a Rivermaya song, no offense to Rico Blanco and Mike Elgar who are good guitarists in their own right.

WHERE were you when Olympian Carlos Yulo won his back-to-back Paris Olympics gold medals? Where were you when boxers Nesthy Petecio and Irene Villegas each took home a bronze medal? Where were you when pole vaulter EJ Obiena narrowly missed out on a bronze?

Many would answer they were cheering, clasping their hands, and holding their breath, waiting for the results.

But where were you when these athletes suffered their first injury from relentless training or faced their first loss in competition?

In an interview with Yulo, host Luis Manzano expressed gratitude for the gold medalist’s significant contributions to Philippine sports and acknowledged his challenges leading up to the Paris Olympics.

Luis was right, wasn’t he? How many of us have taken the time to understand the stories of our Olympians before their greatest competitions?

This is the heart of the documentary series Puso in Paris 2024, which offers a behind-thescenes look at the athletes’ journeys and the factors that contributed to their success.

In a screening of the docu-series, director Clev Mayuga highlighted the importance of supporting our national athletes to foster a positive sports environment.

“When we were deciding on the focal point of Puso in Paris, we knew that the message would be that Filipino Olympians already belong on the world stage. So how do we show that? And how do we tell that story to people not exposed to the daily lives of our Olympians?” said Mayuga.

“I care deeply about this project, and I hope it allows us to understand why our athletes deserve more support,” she added.

The documentary series, filmed during the athletes’ training and competitions, explores their personal stories, challenges, and victories. From Yulo’s journey to gymnastics success to the weightlifters’ inspiration from Hidilyn Diaz, the episodes reveal the human side of their Olympic dreams.

“As storytellers, our challenge was to engage people before the Olympics and handle

The four-part documentary was filmed during the lead-up to the 2024 Paris Olympics and released before the athletes’ medal quests, marking a century since the Philippines’ first Olympic participation.

AMERICAN designer Tory Burch unveiled a collection imbued with the spirit of sport – but without venturing into sportswear – at New York Fashion Week on Monday.

ACTRESS Cheska Kramer and her daughter Kendra Kramer are stepping into the spotlight to promote cervical cancer awareness, underscoring the importance of health education and open communication within families.

The mother-daughter duo joined a panel discussion titled “Her Story, Her Strength: Speaking Up on What We DeCerv,” organized by MSD Philippines, to encourage women to take preventive measures against the disease.

Cervical cancer, often caused by human papillomavirus (HPV), remains a significant health concern in the Philippines, with 12 Filipinas dying from the disease each day. While it is preventable through vaccination, stigma surrounding HPV, which can be sexually transmitted, often discourages women from seeking care.

Cheska emphasized the need for mothers and daughters to openly discuss health issues, particularly cervical cancer.

“It is essential that we have open communication with our children,” she said. “Intentional parenting allows children to feel comfortable coming to us with anything.”

echoed her mother’s sentiments, highlighting the importance of early health education. “I’m grateful to have a mom who makes time for me. I tell her everything, and this openness has made me more aware of the preventive measures we can take, like vaccination,” Kendra shared. The Kramers urged other families to prioritize health literacy and foster open dialogue about cervical cancer prevention. “We’re open to talking about how we can prevent diseases like this. It’s important to value and take care of our bodies,” Cheska added.

The event featured experts who provided insights into cervical cancer prevention, including discussions on the availability of HPV vaccines at pharmacies and the financial benefits of early detection and prevention.

Cervical cancer survivor Belay Fernando and advocate Bea McLelland also shared their experiences, calling for greater awareness and support for women battling the disease.

The Kramers’ advocacy continues to inspire families to take charge of their health, stressing that preventive measures can help protect future generations.
