DOJ: POSSIBLE FOR GUO TO BE STATE WITNESS

ONLY IF THERE’S

POGO CRIMES MASTERMIND

THE Department of Justice on Saturday said there was still a small possibility of turning dismissed Bamban Mayor Alice Guo into a state witness following her return to the country from Indonesia.

However, Justice Assistant Secretary and spokesperson Mico Clavano said this was only possible if Guo could point out the mastermind behind illegal POGO activities in the country.

“As of right now, as far as we know because of what appears in the, investigation, she still stands as the most guilty, thereby disqualifying her to become a state witness,” Clavano said.

“But if we can identify and meet someone even bigger involved in the

illegal activities of POGO, then she might become a state witness, because she wouldn’t be the most guilty anymore if there’s an even bigger mastermind out there,” Clavano said.

On Thursday, Presidential AntiOrganized Crime Commission Executive Director Gilbert Cruz said they are now tracking down Duanren Wu, a former Chinese police officer whom he described as the “boss” of Guo and her associate, Cassandra Li Ong.

“That is who we’re after now. We

are not the only ones interested in him, even the international authorities are interested in him because of his significant participation and involvement in money laundering, not just in our country but worldwide,” Cruz said.

Wu is the top executive of Whirlwind Corporation – the firm that leased land to the Lucky South 99 POGO hub raided in Porac, Pampanga.

He is also the godfather of Ong who helped her and Guo flee the country on July 17.

Guo returned to the Philippines on Friday following her arrest in Indonesia. She faces several charges, including human trafficking, misrepresentation, graft, and corruption.

The DILG said it is coordinating with its Southeast Asian counterpart for the return of Wesley Guo, brother of former Bamban Mayor Alice Guo. PAOCC says it is also tracking down Duanren Wu, the alleged ‘boss’ of Guo.

Clavano said details of government personnel involved in the illegal exit of Guo will be revealed soon.

“According to the DOJ Secretary (Jesus Crispin Remulla), any action seems to be happening this month. Although I can’t guarantee that either, because if other factors or new information come up, it might get pushed back,” Clavano said.

“The POGO network is quite large. There’s a web of bosses, managers, supervisors that may be helping each other as well,” he added.

Earlier, President Marcos reiterated his firm resolve to hold accountable anyone implicated in aiding Guo escape the country.

“All of those who are implicated in assisting Alice Guo to leave the Philippines illegally as a fugitive from justice will certainly pay the price,” he said.

“You’re asking who will be booted out? It’s not just that we’ll kick them out. We’re also going to file charges against them because what they did is against the law and goes against all the interests of the Philippine judicial system,” he added.

Mr. Marcos earlier said he already has a “very, very good idea” as to who should be held responsible, including those from the Bureau of Immigration.

SPEAKER ASSURES SOLDIERS OF OVER 100% INCREASE IN DAILY ALLOWANCE

Saturday assured soldiers the administration will push for more than a 100 percent increase in their daily subsistence allowance in 2025.

“From P150 per day, we will double your daily subsistence allowance. Our target is to raise this to as much as P350 per day,” Romualdez said during the House of Representatives-AFP Southern Luzon Command fellowship at Camp Nakar in Lucena City.

As instructed by President Marcos, the leader of the 307-strong House said the increase would entail P15 billion in additional funding, which he committed to include in the 2025 national budget being scrutinized by his chamber.

He said the House has also passed on third and final reading the bill that will institutionalize a sustainable pension system for veterans and military retirees.

“Additionally, we are pushing for measures to provide quality healthcare and legal assistance for personnel in the lawful performance of their duties,” Romualdez said.

He said the House likewise remains committed to supporting the AFP Modernization Program, as well as House Bills 11, 6375, and 7764 — aimed at improving the nation’s overall defense posture.

DILG TO PROBE FRISKING OF POLICE BY KOJC MEMBERS – ABALOS

Interior Secretary Benhur Abalos said the DILG “would have to investigate” reports that members of the Kingdom of Jesus Christ (KOJC) subjected some unarmed female police to frisking before allowing them to enter the compound in Davao City in search for fugitive pastor Apollo Quiboloy.

“That is wrong for them to frisk our cops,” Abalos said on Saturday. “I would have to investigate

this – the circumstances of this frisking.”

PNP-Davao Region Director Brig. Gen. Nicolas Torre III said unarmed female cops were bodysearched by KOJC members.

During the Senate Committee on Justice and Human Rights public hearing chaired by Senator Ronald Dela Rosa in Davao City on Friday, Torre said they allowed it after a negotiation with the lawyers of the KOJC on the first day of the search for Quiboloy and five others on Aug. 24.

The KOJC founder and his aides are wanted for qualified human trafficking and violating the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act.

Quiboloy also has a standing warrant of arrest from the Federal Bureau of Investigation (FBI) for alleged frauds and for sex-trafficking girls and women aged 12 to 25 to work as personal assistants or “pastorals” who were allegedly required to have sex with him.

“We are also exploring resources to further strengthen archipelagic defense and international alliances in the face of modern-day security challenges,” Romualdez said.

At the same time, the House leader committed funding for areas that have been declared as communist insurgency-free.

“We in the House of Representatives are fully committed to supporting the peace-building efforts in recently cleared areas. To consolidate these gains, I will advocate for more infrastructure and barangay development projects, which are crucial for long-term stability,” Romualdez said.

RIO DE JANEIRO — Brazilian music legend Sergio Mendes, who helped catapult bossa nova onto the global stage in the 1960s with hits including “Mas Que Nada,” died in Los Angeles at the age of 83, his family said. Mendes’ family said the composer and pianist “passed away peacefully” Thursday at his home, surrounded by his wife and children. “For the last several months, his health had been challenged by the effects of long-term COVID,” the statement added.

The three-time Grammy winner, who trained as a classical pianist, arrived on the scene as bossa nova — Brazil’s silky mix of samba and jazz — was taking the world by storm, popularized by Joao Gilberto’s “The Girl From Ipanema” among other hits. Mendes’ mastery of jazz brought him to the attention of American saxophonist Cannonball Adderley, who chose the Brazilian’s group “Sexteto Rio” to record his album “Cannonball’s Bossa Nova” in 1963. Three years later, Mendes became an international sensation in his own right with his album “Sergio Mendes & Brasil 66,” which featured the now legendary “Mas Que Nada” — his adaptation of a Jorge Ben standard.

Throughout his career, Mendes skillfully blended samba rhythms and jazz grooves with bossa nova harmonies and Californian pop to produce a deceptively simple but hugely popular style dismissed by some as “easy listening.” He recorded more than 35 albums in total and toured with some of America’s jazz greats, including Frank Sinatra. DOJ SAYS TIMOR-LESTE LEADER WANTS TEVES TO BE BACK IN MANILA SOON

It will not be too long before wanted former lawmaker Arnolfo Teves Jr. would return to the Philippines.

The Department of Justice (DOJ) on Saturday also said “that the government of Timor-Leste does not want the fugitive “to stay longer” in their country.

Teves fled the Philippines last year after he was tagged as the alleged mastermind behind the murder of late Negros Oriental Governor Roel Degamo, who was shot to death in a compound in March 2023.

DOJ spokesperson Mico Clavano Timor-Leste President Jose RamosHorta mentioned that it will not be too lang before he (Teves) will go home.

“I don’t think that the President of Timor-Leste wants him (Teves) to stay longer,” Clavano, quoted by ABS-CBN News, said.

The DOJ expects extradition

operations against Teves to start in the coming weeks, after Pope Francis’ visit in the southeast Asian nation.

“There is a papal visit happening [in Timor-Leste] from September 9 to 11,” the DOJ spokesperson said, adding that: “We hope to execute the operation right after the papal visit… That will depend on the authorities of Timor-Leste.”

The government earlier released a statement, saying that Timor-Leste’s Court of Appeals has denied Teves’ request to reconsider his extradition.

But the former lawmaker’s legal counsel labeled the announcement as “fake news.”

“Ang lumabas ay stay order. Nalito si Totoy (Clavano). That’s the problem when you send a boy to do a man’s job,” Teves, quoted by ABS-CBN News, said.

Teves’ camp has repeatedly asserted that the Negrense politician fled the Philippines to avoid political persecution.

In February, the DOJ said it received an order from a Manila court for the immediate cancellation of Teves’ passport as the court ruled that the former lawmaker is “indeed a fugitive from justice” whose right to travel can be restricted in the interest of public safety.

(DOH) officials and medical experts have welcomed the recent decision of a Quezon City Regional Trial Court (RTC) dismissing the  dengvaxia  cases against former DOH chief Janette Garin and other doctors for lack of sufficient evidence.

“We are pleased and very thankful to note the decision of the QC-RTC. This was the state of how the justice system works – haphazard accusations

without real fact-checking and believing non-experts,”Doctors for Truth and Public Welfare (DTPW) convenor Dr. Minguita Padilla said in a statement.

“The prosecution and its supposed star witnesses, Dr. Clarito Cairo, Dr. Tony Leachon, and Dr. Erwin Erfe, could not cite any concrete evidence that came with the hasty accusations.  They misrepresented themselves as experts in the trial and their testimonies were declared inadmissible,” she added.

Villacorta III, the prosecution’s witnesses were not real experts to offer an opinion on  dengvaxia  that resulted in the dismissal of the cases: “Expert witnesses have a special duty to the court to provide fair, objective, and non-partisan assistance.”

DTI ISSUES PREVENTIVE MEASURES TO SUSPEND TRADE OF SEVERAL VAPE BRANDS PENDING PROBE

The Department of Trade and Industry (DTI) has issued preliminary orders and preventive measures to suspend the trade of several vape brands, including Shft Dr Freeze, Aerogin & Don Bars, Chillax, Black Elite, and Lost Mary, pending a formal investigation.

The DTI also suspended the Philippine Standard licenses of these brands.

The said brands face formal charges for violating Section 4(d) of Republic Act (RA) No. 11900, also known as the Vaporized Nicotine and Non-Nicotine Products Regulation Act.

Suspension takes effect immediately and will remain in place until the formal charges are resolved. The move is in line with Section 11

of Executive Order (EO) No. 913 (1983), which strengthens the DTI secretary’s rulemaking and adjudicatory powers.

Violation of the suspension may force the affected brands to face penalties ranging from P2 million for the first offense to P5 million and cancellation of licenses for the third offense.

The DTI Office for the Special Mandate on Vaporized Nicotine and Non-Nicotine Products, their Devices, and Novel Tobacco Products (OSMV) recently released a policy advisory on the elements of offenses under RA No. 11900, to  ensure consistent enforcement and predictable resolutions for formal charges.

The DTI encourages consumers to report any retailers, distributors, or manufacturers who are violating the law.

LEADERS PAY TRIBUTE TO BITAY LACSON JR.

TOP leaders of Negros Occidental paid homage to former governor Daniel “Bitay” Lacson Jr., who passed away due to a lingering illness at his family home here Friday night. Lacson, 77, was appointed by then-president Corazon Aquino as the post-EDSA governor and went on to lead the province from 1986 to 1992, with the iconic slogan “Hope Shines in Negros.”

He was also chairman of the Philippine National Bank and the Government Service Insurance System.

In a statement on Saturday, Governor Eugenio Jose Lacson said Negros Occidental “has lost a brilliant and well-loved leader.” The governor noted that as the country enters the Christmas season, “we fondly recall the ‘Star of Hope’ that Governor Bitay initiated, bringing new meaning to the traditional  parol  (lantern).”

Bacolod City Mayor Alfredo Abelardo Benitez said the Negrenses “lost a true public servant, whose life is worth emulating by the younger generations.”

Former governor Rafael Coscolluela, who served as the vice governor of the late Lacson before succeeding him from 1992 to 2001, called the passing of his predecessor a “sad day for Negros Occidental.”

SECOND AND THIRD MPOX CASES

THE Quezon City government reminded its residents to take preventive measures against mpox (previously known as monkeypox) after detecting its second and third cases in the city.

This as the City Epidemiology and Surveillance Division (QCESD), both the second (29-year-old male) and third ( 36-year-old male) mpox cases are undergoing home isolation and

receiving needed medical attention. “Mpox is no joke. Its effect is severe, especially for people with a weak immune system, so it is very important that we ourselves take

care not to get the virus, and not to infect ourselves. Still practice hand washing, and stay away from people who show symptoms of mpox,” Mayor Joy Belmonte said.

A 29-year-old (second mpox case) started exhibiting symptoms (mouth lesion on August 21 and self-reported in an institution the next day. He was tested on August 28, and his result returned positive on August 30.  The third case (36-year-old) experienced a fever on August 26 and had an onset

of rash on August 27. His specimen was brought to the Research Institute for Tropical Medicine (RITM) and came back positive on September 5.

Belmonte said QCESD has initiated contact tracing efforts and is closely monitoring the identified individuals who have been exposed to the patients.  Two weeks ago, the city government reported the first case of mpox in the city, a 37-year-old man. He is undergoing treatment and  home quarantine.

ROMUALDEZ SEEKS GOVERNORS’ HELP IN FIGHTING POVERTY

Romualdez has urged the country’s provincial governors to support and help in a whole-of-government approach to fight poverty and other problems the nation and their communities are facing.

This came after Romualdez met with 27 provincial governors Thursday, with  former Congressman Anton Lagdameo, who is special assistant to President Ferdinand  Marcos Jr., giving the governors the opportunity to discuss their concerns with him.

During the meeting, Romualdez underscored the importance of cooperation between the national government and local govern-

ment units to achieve meaningful progress in confronting poverty and other issues.

“The problems we face - poverty, lack of infrastructure, health and education disparities - require the collective will and resources of the entire government. I am calling on all of you, our provincial governors, to be our partners in this whole-ofgovernment approach,” he said.

The leader of the 307-strong House said President Marcos is targeting to reduce the poverty rate to single digit by the end of his six-year term in 2028.

“Let us help our beloved President to attain that goal, which means getting millions of Filipinos out of poverty,” he added.

He pointed out that governors

and local officials can help in substantially reducing poverty by assisting the national government in keeping food prices down and improving agricultural productivity, and in efficiently delivering services to their communities.

Romualdez also expressed his intention to build stronger ties with local leaders and vowed to keep the lines of communication open.

For his part, Lagdameo echoed the call for cooperation, acknowledging the essential role of provincial governors in ensuring that national programs are successfully implemented on the ground.

CUSTOMS AGENTS CONFISCATE SMUGGLED PARCELS WITH ILLEGAL DRUGS IN AIRPORT OPERATIONS

GOVERNMENT agents at the Ninoy Aquino International Airport (NAIA) intercepted five smuggled parcels containing illegal drugs worth more than P6.8 million. The parcels were seized at the Central Mail Exchange Center in Pasay City. They originated from Thailand, Canada, and California, and were destined for individuals in Tondo, Manila; Taytay, Rizal; Bulacan; Pampanga; and Mandaue City. Based on import documents, the shippers misdeclared the contents as toys, cards, books, and chili paste, a clear case of technical smuggling.

Customs examiners discovered 4,877 grams of kush, a type of hybrid cannabis, along with seven disposable vapes containing 63 ml of cannabis oil, after conducting a 100 percent examination of the parcels.

The operation on Friday conducted by a composite team from the NAIA InterAgency Drug Interdiction Task Group, the Bureau of Customs (BOC), and the Philippine Drug Enforcement Agency, was carried out in accordance with President Ferdinand Marcos Jr.’s directive to intensify the fight against illegal drugs. The BOC emphasized that despite the ongoing anti-narcotics campaign, international drug syndicates continue to exploit the postal system for smuggling prohibited substances.

Commissioner Bien Rubio reiterated the agency’s commitment to preventing illicit goods from entering the country. He highlighted the importance of collaboration among law enforcement agencies to combat drug trafficking and ensure the safety and security of the people.

MMDA MEETS WITH LGU EXECS ON NAVIGATIONAL GATE REHABILITATION

officials met with local executives of the cities of Malabon and Navotas to discuss the ongoing rehabilitation of a navigational gate that was damaged three months ago.

A barge forcibly entered the channel from the sea, causing damage to the navigation gate in Barangay Tanza Uno in Navotas City on June 7. Several barangays in Malabon and Navotas experienced flooding, especially during high tides, due to the malfunctioning gate.

During the meeting on Friday, MMDA chairman Romando Artes, Navotas City Mayor John Rey Tiangco, and Malabon City Mayor Jeannie Sandoval agreed on established protocols for ship entry and exit to prevent future gate destruction.

Representatives from the Department of Public Works and Highways, the Philippine Coast Guard, PNP Maritime, and Shipyard Association also attended the meeting held at the MMDA main office in Pasig City. The officials also agreed to install flood lights and LED boards at the stations to properly monitor the condition of the navigational gate being repaired, making it visible to ship owners and operators.

2 PUBLIC SCHOOL TEACHERS RECOGNIZED IN METROBANK AWARD

TWO public school teachers from Zamboanga were awarded for their remarkable contributions to basic education in the 2024 Metrobank Foundation Outstanding Filipinos Award.

The two were among the ten recipients of the said award.  The awardees received a P1 million cash prize, a gold medallion, and “The Flame” trophy at the ceremony, held as part of Metrobank’s 62nd Founding Anniversary celebration.

Ma. Ella F. Fabella, a Master Teacher II at Maasin Learning Center in Zamboanga City, and Franco Rino C. Apoyon, Head Teacher II at Kabasalan National High School in Zamboanga Sibugay, were recognized for their dedication to inclusive education, innovative teaching programs, and positive impact on their communities.

Fabella, an Indigenous People’s Education (IPEd) Program teacher, is an advocate of Sama-Bajau children, encouraging them to take pride in their heritage. She initiated “Project B.E.A.R. (Bajau Educational Activities and Recreation)” and launched the “Pantawid Tutorial Reading Program,” where parent leaders of the 4Ps (Pantawid Pamilyang Pilipino Program) serve as tutors for Sama-Bajau learners.

Apoyon,an environmental education advocate for over 11 years, has promoted “Greenducation” in Zamboanga Peninsula and remote barangays through the Youth for Environment in Schools Program.

TRUMP SENTENCE DELAYED

SENTENCING for Donald Trump in his New York hush money trial was delayed Friday until after November’s election, a win for the Republican as he battles Kamala Harris in the knife-edge White House race.

The former US president had been scheduled to be sentenced on September 18 for falsifying business records in a scheme to silence a porn star’s politically damaging story.

But Judge Juan Merchan postponed it to November 26 – three weeks past the November 5 election, as requested by Trump’s lawyers.

“This is not a decision this Court makes lightly but it is the decision which in this Court’s view, best advances the interests of justice,” he wrote.

The postponement comes as Trump and Democrat Harris prepare to face off on the debate stage next Tuesday in the already extraordinary presidential race.

Trump welcomed the sentencing delay, taking to his Truth Social platform to blast the case as a “witch hunt.”

“This case should be rightfully terminated,” he added.

FAMILIES of children at a Kenyan primary school where a dormitory blaze killed 17 boys were facing an anguished wait Saturday for news of their missing loved ones.

Kenya’s Deputy President Rigathi Gachagua told reporters at the scene of the tragedy on Friday that 70 youngsters were still unaccounted for. The fire at Hillside Endarasha Academy in the central Nyeri county broke out around midnight Thursday, engulfing a dormitory where more than 150 boys were sleeping.

President William Ruto declared three days of national mourning starting from Monday after what he described as an “unfathomable tragedy.”

He said 17 children aged between nine and 13 had lost their lives, while 14 had sustained injuries and were being treated in hospital.

“I pledge that the difficult questions that have been asked such as how this tragedy occurred and why the response was not timely will be answered; fully, frankly, and without fear or favour,”Ruto said in a statement.

Far Eastern University’s Mae Reyes will be the first back-toback correspondent for her school since UAAP Season 82. As a BA Communications student from FEU Manila, Mae will bring us stories from Morayta as the team seeks to return to the UAAP Final Four. She is also a production assistant for an events management group and a key figure in FEU events like the Tamaraw Media Awards 2023 and TAM DokyuFest 2023. Adamson University’s Ella Regudo returns this Season 87 after taking over correspondent duties midway through last year’s UAAP Women’s Volleyball tournament. BORACAY Island is set to cater to Muslim travelers with the opening of a private beach cove exclusively for Muslim women.

The initiative is part of the Department of Tourism’s (DOT) efforts to make the Philippines a more inclusive travel destination.

The exclusive cove, located within the Boracay Newcoast development, will officially launch on September 10. This move was inspired by suggestions from foreign diplomats, including the ambassadors of Malaysia and Brunei.

“Some Muslims can swim in public but other Muslims will prefer swimming in this (private area). And I’m sure those Muslims swimming in public, if they have a choice, (would also prefer that) because at present they don’t have a choice,” said DOT Undersecretary for Muslim Affairs Myra Paz Valderrosa-Abubakar

“They [previously] had a meeting in Boracay and they mentioned to the mayor na sana merong private area sa Boracay (that hopefully there could be a private area for Muslims in Boracay),” she added.

On the other hand, Valderrosa-Abubakar said that the mayor of Aklan enthusiastically supported the idea, identifying a suitable

area within the Megaworld-owned Boracay Newcoast. This development also houses the Savoy Hotel, one of the first Philippine hotels to obtain Halal kitchen certification.

The DOT’s commitment to making the Philippines Muslim-friendly aligns with President Ferdinand Marcos’ emphasis on halal tourism in his State of the Nation Address. To further improve the Philippines’ appeal to Muslim travelers, the DOT is focusing on training frontline tourism workers. In collaboration with the Department of Science and Technology (DOST), the DOT has developed specialized halal training modules.

“With the introduction of this training module developed by the DOST, we see great benefit upon our accommodation enterprises and other tourism enterprises so that we can transform the Philippines into one of the most competitive Halal and Muslim-friendly destinations,” said Tourism Secretary Christina Frasco By investing in science and technology, the Philippines aims to elevate its tourism offerings and attract a wider range of visitors.

“Through our partnership with the DOST, we will leverage Science, Technology, and innovation to enhance the Philippine tourism experience,” she continued.

SINGER-ACTOR JK Labajo is releasing a cover of Kenny Rogers’ “Through the Years” today, Sept. 8, and he’s inviting his fans to participate in making the music video.

Coinciding with Grandparents’ Day, JK took to his Instagram to share a photo of him and his grandmother, posting the mechanics on how his fans could be part of the music video.

“Gusto ko na kasama kayo sa

‘Through The Years’ music video, so post kayo ng picture or video with your lola and/or lolo (kahit nung bata pa kayo) at baka makasali kayo sa MV na ilalabas this Sept. 8, kasi sakto, Grandparents Day ‘yun,” wrote JK.

The song was first heard in the film, Lolo and the Kid, which starred Joel Torre and Euwenn Mikaell. JK is also part of its cast.

When asked on how he came up with this idea, JK told the Manila Standard Entertainment that he had

learned that many people could relate to the film and involving them in the song would be exciting.

“I mean, a lot of people watched the film, for example, and really related to the story, a lot of people who listened to the song, related to that story. ‘So, why don’t we intertwine that with a music video, for example, and make them be a part of it as well?’,” the musician said.

He also revealed that, so far, his team had already received over 200,000 photos and videos combined and they had to manually check each one of it to carefully select the best materials for the music video.

parents. And then, there’s a lot of entries. Actually, we’re super, super grateful,” continued JK. In an interview, the 23-yearold singer shared how his grandmother played a crucial role in shaping his character.

He recalled the countless valuable life lessons he had learned from his grandmother, whom he called as the “person I love”.

“There are a lot of advice. Every day, she has a lot of advice for me. She is quite stubborn. So, if I’m quite stubborn, it’s because I inherited it from her,” quipped JK.

But if there’s one thing that her grandmom would always tell him, he told the Manila Standard Entertainment, “My grandmother taught me to always be kind to others.” On the other hand, JK shared that one thing that would make him remember his grandmother— a scent of a liniment.

“For the person I love, for example, I think [liniment] oil reminds me of my grandmom. Everytime I smell a liniment oil, I want to see her,” he shared.

Speaking of scents, JK continued to become busier as he was recently announced as the face of STR8 Philippines’ newest line of perfumes and the “Ere” singer had nothing but gratitude.

“Honestly, it feels great when brands get you, because it means trusting, right? If you’re somebody who has a product, and then you get somebody to endorse that product, it’s a built-in relationship with more trusts. So, I feel that l’m really lucky, honestly,” JK stated.

“It’s really the relationship with them that I enjoy more. Getting that partnership and working with them for a long period of time, it’s really nice. Obviously, you get to meet the people behind STR8 Philippines. It’s also nice to grow that relationship within the industry. So, I feel really happy,” he added.
