‘NO GUARANTEE QUIBOLOY

WON’T BE EXTRADITED TO US’

DELA ROSA JOINS CALL FOR FUGITIVE PASTOR TO SURRENDER

THE Philippine government could not guarantee that fugitive pastor Apollo Quiboloy will not be extradited to the United States, the Department of Justice said on Saturday.

This after Quiboloy’s camp reiterated the embattled pastor’s condition for President Marcos to issue a written guarantee that he would not be extradited to the US where he was indicted for conspiracy to engage in sex trafficking by force, fraud, and coercion, and sex trafficking of children.

“As to the guarantee that he is asking for, no one in the government can give that guarantee,” DOJ Undersecretary Raul Vasquez said during the Saturday News Forum in Quezon City.

“That is a legal issue that needs to be carefully studied because in the first place, no government official would want to violate the law. And all our treaties have the force of law once they are signed and concurred in by the Senate. That is part of our

NAIA ADOPTS MPOX SCREENING, QC LOGS 1ST CONFIRMED CASE

THE Bureau of Quarantine at Ninoy Aquino International Airport is now requiring arriving and departing travelers to declare if they have experienced rashes, vesicles, or blisters in the past month in order to prevent the entry of more mpox cases in the Philippines. The Department of Health made a minor change to screening questions for travelers in the electronic travel (eTravel) form, which should be completed before arriving or departing airports.

Passengers departing from or arriving in the Philippines are required to check “yes or no” as to whether they have been sick in the past 30 days, experienced rashes, vesicles, or blisters.

As this developed, the Quezon City government recorded its first mpox case, bringing the total number of active cases to five.

The patient, a 37-year-old male and a resident of the city, is currently admitted at San Lazaro Hospital in Manila.

legal obligation. And you can just imagine if we renege on our international obligation in favor of an individual,” he added.

Vasquez, however, noted the US has yet to request Quiboloy’s extradition.

The police are now halfway through its search at the Kingdom of Jesus Christ compound in Davao City to find Quiboloy.

On Saturday, Senator Ronald dela Rosa urged Quiboloy to surrender so that the lives of KOJC members could “return to normal.”

“I am also among those who would like to urge Quiboloy to surrender so that peace would return in the KOJC compound in Davao and for the lives of its people to go back to normal,” he said in a radio interview.

Dela Rosa is an ally of former President Rodrigo Duterte, who serves as administrator of KOJC properties after arrest warrants were issued by Davao City and Pasig courts against the pastor and his accomplices.

“If only we could encourage him to surrender but at the end of the day, it’s his call,” Dela Rosa said.

Interior chief Benhur Abalos also urged Quiboloy to surrender and face the charges filed against him.

SPEAKER LEADS

‘TULONG ESKWELA’ LAUNCH; P5.28B AID FOR SHS STUDENTS

SPEAKER Martin Romualdez led the launching of a transformative new social amelioration program by distributing a total of P5.28 billion in financial aid in just two days to 1.32 million Filipino parents of senior high students.

Romualdez, the main proponent of the Tulong Eskwela Program, said this project was part of the directive of President Marcos during his 3rd State of the Nation Address.

“This initiative is designed to alleviate the financial burdens that often hinder our senior high school students from realizing their full potential. By providing critical financial assistance to families across the nation, we are ensuring that education remains a reachable goal for every Filipino child, regardless of their economic background,” he said. The program was launched in 220 areas in all provinces nationwide, with each area of implementation having a total of 3,000 parents of senior high school students chosen as beneficiaries for the financial assistance under the Ayuda para sa Kapos Ang Kita Program (AKAP) of DSWD and another 3,000 for employment assistance under the Tulong Panghanapbuhay Sa Ating Disadvantaged/Displaced Workers (TUPAD) of DOLE.

“The integration of AKAP and TUPAD within the Tulong Eskwela Program not only provides immediate relief but also employment opportunities for the families of our students. This dual approach ensures that we are addressing both the short-term and longterm needs of our communities,” Romualdez said.

All in all, some 660,000 parents will be receiving P3,000 each from AKAP in cash aid and another 660,000 will receive P5,000 in employment assistance, for a total of P5.28 billion in financial aid to P1.32 million beneficiaries in simultaneous distribution ceremonies. Romualdez said the Tulong Eskwela Program not only provides monetary aid but also fosters an environment of encouragement and support by investing in Filipino students on the cusp of achieving their dreams.

CHINA VESSEL DELIBERATELY RAMS PCG SHIP THRICE IN ESCODA

THE Philippine Coast Guard BRP Teresa Magbanua was deliberately rammed multiple times by a Chinese vessel yesterday on Escoda Shoal, which has emerged as a new hotspot in the longrunning maritime confrontations between Manila and Beijing. “This afternoon, the Chinese Coast

Guard (CCG) vessel deliberately rammed and collided with the BRP Teresa Magbanua three times, despite no provocation from the Philippine Coast Guard,” PCG spokesperson for West Philippine Sea Commodore Jay Tarriela said.

Escoda Shoal is about 140 kilometers off Palawan and about 1,200 kilometers from Hainan island, the nearest major Chinese landmass.

The BRP Teresa Magbanua has been stationed there since April due to reports of Chinese reclamation activities. Beijing, however, accused the Philippine ship of deliberately running into a Chinese Coast Guard vessel. China claims almost all of the economically vital waterway despite competing claims from other countries and an international court ruling that its assertion has no legal basis.

INTERPOL NOTICE TO UNDERGO LOCAL JUDICIAL PROCESS—DOJ

THE Department of Justice (DOJ) on Saturday said subjects of Interpol red notices will not be automatically arrested in relation to the International Criminal Court’s (ICC) probe into former President Rodrigo Duterte’s drug war.

Justice Undersecretary Raul Vasquez said the Philippines is generally obligated to cooperate with the Interpol as a member state, but this cooperation can nonetheless be challenged in lo -

cal courts.

“The court can step in and investigate if the manner of cooperation is correct and if the implementation of a warrant or a red notice is valid or not. That is

a judicial process,” Vasquez said on ABS-CBN’s TeleRadyo Serbisyo.

A red notice is a request to law enforcement to locate and provisionally arrest a person pending extradition, surrender, or similar legal action following the issuance of a warrant or similar order from a requesting country’s court.

Hence, according to the Interpol, member-states can apply their own laws in deciding whether to arrest a person.

“That is when the question of whether the order is valid and whether the crime the subject of the notice is wanted for is a crime in the member country comes in,” Vasquez said.

“The parties involved can avail of our judicial processes,” he added.

Justice Secretary Jesus Remulla earlier said the country is dutybound to help Interpol in case it serves an arrest warrant against Duterte and others named in the ICC probe.

“We respect Interpol’s actions 99.9 percent of the time…If a problem arises, they (ICC) will bring it to Interpol. We are members of Interpol, and we do not block any movement of Interpol unless a policy contradicts our international commitments. The future issue at hand now is that if a warrant of arrest is issued – it’s Interpol’s job to serve it, and we have a duty to Interpol,” Remulla said.

MARCOS INSTITUTIONALIZES ONE-STOP E-TRAVEL DECLARATION SYSTEM

President Marcos signed Administrative Order No. 24 institutionalizing the government’s eTravel system to streamline border control and health surveillance for international travelers.

“Robbed in the middle of London. Whilst stopping for lunch on the way to the airport. Our passports and belongings – gone. Traumatized,” she said. The beauty queen and her family toured England and

the hometown of her father, Ian. Among the places the Grays visited were Castle Combe, Shambles, Edinburgh, and Fraserburgh.

COMMANDER BRAVO, OTHER MILF REBELS, SEEK GOV’T AMNESTY

ABDULLAH Macapaar, better known as “Commander Bravo,” has sought to apply for amnesty from the government for his part in political crimes committed as a leader of the Moro Islamic Liberation Front (MILF).

“He (Macapaar) already expressed his intention to apply for amnesty,” Office of the Presidential Adviser on the Peace Process Communications and Public Affairs Services Director Darwin Wee said. However, Wee said there will be a “review process” for Commander Bravo, who led major military operations in the past.

“With amnesty, it obliterates your previous sins, sins that are borne out of your political struggle or cause; this does not cover heinous crimes,” he said.

According to Wee, Commander Bravo is among almost 800 former rebels who have applied for amnesty. These applications included 686 former members of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF), 59 former MILF, 47 former Moro National Liberation Front (MNLF), and two former Rebolusyonaryong Partidong Manggagawa ng Pilipinas/ Revolutionary Proletarian Army/ Alex Boncayao Brigade (RPMPRPA-ABB).

Wee said the government expects between 1,000 to 3,000 former MILF rebels to apply for amnesty offered by the government.

(TWG) led by the Department of Information and Communications Technology (DICT) and Bureau of Immigration (BI) will manage the system.

The group will also include the Department of Tourism, Department of Migrant Workers, Department of Transportation, Bureau of Quarantine, and Bureau of Customs.

The President urged full cooperation from all relevant govern -

ment agencies and emphasized compliance with the Data Privacy Act.

Funding for the eTravel system will come from existing budgets, with continued support included in future budget proposals.

Launched in December 2022, the eTravel system streamlined travel declarations and was expanded in April 2023 to cover all international passengers.

INDIGENT SENIORS CAN NOW RECEIVE SOCIAL PENSION ON MONTHLY OR QUARTERLY BASIS

INDIGENT senior citizens can now receive their social pension on a monthly, bi-monthly, or quarterly basis instead of the previous semestral or every six months payout.

DSWD Assistant Secretary Irene Dumlao all DSWD Field Offices, through the regional directors, were directed to follow the new schedule of social pension payouts.

“This is to ensure that the social pension will be received by the beneficiaries more frequently rather than every six months only,” said Dumlao.

DSWD Secretary Rex Gatchalian earlier said semestral payment of social pensions will no longer be allowed starting July 1.

“If monthly releasing of stipend is not feasible, the allowed frequency of payment shall only include bi-monthly and quarterly releasing. Semestral payment shall no longer be allowed effective July 1, 2024,”the DSWD chief’s memorandum read.

The DSWD Secretary’s directive also stated that the conduct of monthly releasing of stipend

is exempted if majority of the beneficiaries are residing in geographically isolated and disadvantaged areas (GIDAs); the province, city, or municipality is declared under state of calamity or under natural or human-induced crises such as armed conflict; and other unavoidable and uncontrollable circumstances and situations, subject to the validation of the respective field offices.

The Social Pension or SocPen is an additional government assistance under the Expanded Senior Citizens Act of 2010 which provided for a monthly stipend amounting to P500 to indigent senior citizens as augmentation for their daily subsistence and medical needs.

Indigent senior citizens are now entitled to a monthly stipend of P1,000 from the previous P500 per month starting January.

Dumlao said the SocPen program is for indigent senior citizens who are frail, sickly or with disability, and without pension or permanent source of income, compensation or financial assistance from his/her relatives to support his/ her basic needs.

CUSTOMS TO INTENSIFY EFFORTS VS. SMUGGLING DURING ‘BER’ MONTHS

THE Bureau of Customs said it will continue its vigilance against smuggling to ensure that all duties and taxes are paid amid the increase in volume of imports expected to arrive during the holiday season. This after a raid conducted by the Customs Intelligence and Investigation Service - Manila International Container Port (CIISMICP) at a warehouse in Bulacan resulted in the seizure of more than P5 billion worth of cigarettes.

Alvin Enciso, the chief of CIISMICP, said: “We do not want to be a haven for counterfeit items. That is not the kind of message we want to send potential investors and even tourists. More so, that is not what the Marcos administration wants the country’s reputation to be.”

“We have the manpower, the resources, and the technology to counter these illegal activities. There is no place in the Philippines for this and any organization that tries to pursue smuggling under our watch will have the law to answer to,” he added.

The “ber months” period – a reference to the months of September, October, November, and December — is a critical time for Customs as unscrupulous traders try to take advantage of the high volume of imports to sneak in illegal goods. Joel Zurbano

DUO-TERTE? RODRIGO ASKED TO RUN AS SARA’S VP IN 2028

FORMER presidential legal counsel

Salvador Panelo on Saturday said he advised former President Rodrigo Duterte to run for vice president in the 2028 elections.

This is in the context of a possible political tandem with incumbent Vice President Sara Duterte running for president.

“Mr. President, my advice to you is to run for mayor for now. You need Davao... Run for mayor, then in 2028, run as vice president of your daughter (Sara),” Panelo said in a press conference.

“With a Duterte-Duterte tandem, it’s certain. Those who turned their backs on you will return because you are so strong,” he added.

According to Panelo, Duterte did not directly respond to his advice.

“He (Rodrigo) said, ‘Okay. Continue your Duterte-Duterte advocacy. We will see,’” Panelo said.

“He is open to everything. You will not be able to corner him. He will never tell you... He will only respond if there is clamor,” he added.

PH LIFTS IMPORT BAN ON POULTRY FROM CALIFORNIA, S. DAKOTA

THE Department of Agriculture

lifted the ban on the importation of domestic and wild birds, including poultry products, from California and South Dakota.

This after both US states reported no new outbreaks of avian influenza (bird flu) since early June. The temporary ban was initially imposed on California in January 2023 and on South Dakota in November 2022 due to confirmed outbreaks of the H5N1 subtype of bird flu.

The strain has caused millions of bird and poultry deaths and can occasionally infect mammals, including humans. Agriculture Secretary Francisco Tiu Laurel Jr. signed Memorandum Order No. 37 that al -

lowed the importation of wild and domestic birds, including poultry products such as meat, hatching eggs, day-old chicks, and semen for artificial insemination, from areas in California and South Dakota.

These states have not reported new bird flu outbreaks since June and May 2023, respectively.

The poultry sector is a crucial part of Philippine agriculture,

contributing approximately 18 percent to farm output and playing a vital role in food security.

The sector posted a 2 percent growth in the first half of 2023, driven mainly by chicken production.

Central Luzon leads in bird inventory with 33.68 million, followed by Calabarzon with 27.32 million, and Northern Mindanao with 25.87 million.

JAPANESE ANIMATOR MIYAZAKI AMONG FIVE RAMON MAGSAYSAY AWARDEES THIS YEAR

AWARD-WINNING Japanese filmmaker Hayao Miyazaki, a director and founder of the renowned Japanese animation powerhouse Studio Ghibli, is recognized as one of the 2024 Ramon Magsaysay Awardees. Miyazaki is being honored for “his lifelong commitment to the use of art, specifically animation, to illuminate the human condition, especially lauding his devotion to children as the torchbearers of the imagination, to whom he has passed the light and spark of his own.” The Ramon Magsaysay Award Foundation said the 83-year old Miyazaki “tackles complicated issues, using art to make them comprehensible to children.

“He educates by entertaining,” the foundation said.

Among his films are “Spirited Away” and “The Boy and the Heron,” which both won the Academy Award for Best Animated Feature. The other awardees this year are

Bhutan’s Karma Phuntsho, Vietnam’s Nguyen Thi Ngoc Phuong, Indonesia’s Farwiza Farhan, and Thailand’s Rural Doctors Movement.

Phuntsho founded an educational charity in Bhutan while Nguyen is a Vietnamese physician who dealt with the effects of a toxic chemical used by the United States during the Vietnam War. Farhan heads a foundation dedicated to protecting Sumatra Island’s Leuser Ecosystem.

“This year’s Ramon Magsaysay Awardees have reminded us that the future is shaped by those who dare to envision a better world and dedicate themselves to turning that vision into reality,” the foundation said.

Each of them will receive a medallion bearing the likeness of the late President Ramon Magsaysay, a certificate inscribed with their citation, and a cash prize.

The award will be formally bestowed at the 66th Ramon Magsaysay Awards Presentation Ceremonies on November 16 at Manila’s Metropolitan Theater.

IN BRIEF

OVER 100

FOREIGNERS NABBED IN ILLEGAL ONLINE GAMING HUB

THE Bureau of Immigration arrested more than 100 foreign nationals in an illegal online gaming hub in Cebu.

BI intelligence division chief Fortunato Manahan Jr. said their operations in a resort in Brgy. Agus in Lapu-lapu City in Cebu was conducted in coordination with the Presidential Anti-Organized Crime Commission (PAOCC), the National Bureau of Investigation (NBI), the Armed Forces of the Philippines (AFP), the Philippine Center on Transnational Crime (PCTC), and the Inter-Agency Council Against Trafficking (IACAT).

The raid stemmed from a mission order issued by BI Commissioner Norman Tansingco against 13 illegal aliens monitored for overstaying and working without permit in the said location.

During the raid, hundreds of foreign nationals were found to be engaging in illegal online gaming operations on makeshift work stations inside the resort premises. The arrested foreign nationals will undergo inquest proceedings and will be temporarily detained prior to deportation.

Tansingco said the resort owners should also face charges for harboring illegal aliens in the area.

“We will suggest to the authorities to file cases against resort owners to allow their properties to be used by illegal aliens in their covert operations,” he said.

“This will serve as a warning to those who might attempt to start illegal online gambling operations, which has already been banned by the President,” Tansingco added.

Vito Barcelo MMDA, MARIKINA START REHAB OF BARANGAY PARK

THE Metropolitan Manila Development Authority (MMDA) and the local government of Marikina City started the rehabilitation and improvement of the recreational park in Barangay Jesus Dela Peña, Marikina City.

The project was proposed by Rep. Marjorie Ann Teodoro to create a public space in the community and is targeted to be completed in December.

MMDA chairman Don Artes said redeveloping parks aims to decrease urban decay, reduce urban heat effects, and provide safe and clean areas for family events and wellness activities. He added the MMDA is committed to continuing to build and develop parks in open spaces in Metro Manila for public enjoyment.

The pocket park covers an area of 1,133.21 square meters and will include landscaping works, concrete benches with roof sheds, playsets, outdoor gym, and a twostory burial chapel.

“We aim to have this open space used by the people of Marikina to enjoy and relax with their families,” Marikina Mayor Marcelino Teodoro said. Joel Zurbano

INDIGENOUS MOTHERS CONTINUE SEARCH FOR CIA EXPERIMENT SITE

AGROUP of indigenous women are hoping to stop the bulldozers at a former Montreal hospital which they believe could hold the truth about children still missing from a grisly half-century-old CIA experiment.

They have spent the last two years trying to delay the construction project by McGill University and the Quebec government.

“They took our children and had all kinds of things done to them. They were experimenting on them,” said Kahentinetha, an 85-year-old activist from the Mohawk community of Kahnawake, southwest of Montreal, who goes by just one name.

The activists are relying on archives and testimonies that suggest

the site contains unmarked graves of children formerly interned at the Royal Victoria Hospital and Allan Memorial Institute, a neighboring psychiatric hospital.

In the 1950s and 1960s, behind the austere walls of the old psychiatric institute, the US Central Intelligence Agency funded a human experiments program called MK Ultra.

During the Cold War, the program aimed to develop procedures and drugs to effectively brainwash people.

Experiments were conducted in Britain, Canada and the United States, subjecting people – including indigenous children in Montreal – to electroshocks, hallucinogenic drugs, and sensory deprivation.

“They wanted to erase us,” said Kahentinetha.

A leading figure in the Indigenous rights movement who has traveled to Britain and the United States to denounce colonialism, she called this fight “the most important of (her) life.”

“We want to know why they did this and who’s going to take the blame for it,” she said.

In the fall of 2022, the mothers obtained an injunction to suspend work on a new university campus and research center at the site – a project worth $643 million.

Fellow activist Kwetiio, 52, who also uses just one name, said they insisted on arguing the case themselves with-

out lawyers, “because in our ways, no one speaks for us.”

Last summer, sniffer dogs and specialized probes were brought in to search the property’s expansive and dilapidated buildings. They managed to identify three areas of interest for excavations.

But, according to McGill and the government’s Societe Quebecoise des Infrastructure (SQI), “no human remains have been discovered.”

The Mohawk mothers accuse the university and the government infrastructure agency of breaching an agreement by selecting the archaeologists who did the search and then ending their work too soon.

“They gave themselves the power to lead the investigation of crimes that were potentially committed by their own employees in the past,” says Philippe Blouin, an anthropologist working with the mothers. AFP

BRAZIL BLOCK ON X COMES INTO EFFECT AFTER JUDGE’S ORDER

A BLOCK on Elon Musk’s X social network in Brazil started to take effect early Saturday after a Supreme Court judge ordered its suspension, according to AFP.

Brazilian Supreme Court judge Alexandre de Moraes on Friday ordered the suspension of the platform following a months-long standoff with the tech billionaire over disinformation in South America’s largest nation. Moraes handed down the ruling after Musk failed to comply with an order to name a new legal representative for the company.

Early Saturday access to X, formerly known as Twitter, was no longer possible for some users in the South American country, who were presented with

REPUBLICAN White House nominee Donald Trump sought Friday to contain the blast radius of a fierce backlash over his remarks publicly backing away from rightwing positions on reproductive rights.

The ex-president has been under fire from conservatives over an announcement that in a second term he would ensure free in vitro fertilization (IVF) – an expensive fertility procedure that many in the antiabortion movement want to see curbed.

The rift widened as he hit out at his home state Florida’s six-week abortion ban, calling it too restrictive and suggesting he planned to vote for an upcoming ballot measure that would make the procedure legal until a fetus becomes viable. Trump, 78, walked back the comment ahead of a rally in the battleground state of Pennsylvania on Friday, telling Fox News that “I will be voting no.” But conservatives had already begun criticizing Trump’s ever-shifting positions

a message asking them to reload the browser without being able to log in successfully.

Musk, who also owns Tesla and SpaceX, reacted with fury to the judge’s order, branding Moraes an“evil dictator cosplaying as a judge” and accusing him of “trying to destroy democracy in Brazil.”

“Free speech is the bedrock of democracy and an unelected pseudojudge in Brazil is destroying it for political purposes,” the billionaire, who has become increasingly aligned with right-wing politics, wrote on X.

The two have been locked in an ongoing, high-profile feud for months as Moraes leads a battle against disinformation in Brazil.

Musk has previously declared himself a “free speech absolutist,” but since he took over the platform formerly known as Twitter in 2022 he has been accused of turning it into a megaphone for rightwing conspiracy theories.

He is a vocal supporter of former US president Donald Trump’s bid to regain the White House.

Moraes ordered the “immediate, complete and comprehensive suspension of the operation of” X in the country, telling the national communications agency to take “all necessary measures” to implement the order within 24 hours.

He threatened a fine of 50,000 reais ($8,900) to anyone who used “technological subterfuges” to get around the

on abortion, with a new Republican policy platform dropping calls for a national ban and the tycoon’s recent claim that his government would be “great” for reproductive rights.

The pushback from anti-abortion groups on his latest remarks was swift, with activists warning that he risks alienating his base.

Evangelical theologian Albert Mohler said Trump’s positions appeared “almost calculated to alienate pro-life voters” while conservative commentator Erick Erickson posted that Trump’s abortion stance “will be a bridge too far for too many.”

Trump’s rally, in Johnstown, was notable for the absence of any remarks on reproductive rights, despite Thursday’s big IVF announcement.

The campaign of Democratic candidate Kamala Harris was happy to weigh in on the issue, smelling blood in the water.

“The majority of Americans support abortion access, they support IVF, they

block, such as a VPN. The judge also demanded Google, Apple and internet providers “introduce technological obstacles capable of preventing the use of the X application” and access to the website –though he later walked back that order.

The social media platform has more than 22 million users in Brazil.

Musk shut X’s business operations in Brazil earlier this month, claiming Moraes had threatened the company’s previous legal representative with arrest to force compliance with“censorship orders.”

On Wednesday, Moraes told Musk he had 24 hours to find a new representative or he would face suspension. AFP

PANDA PAIR IN TOKYO TO RETURN TO CHINA

TWO ageing pandas at a Tokyo zoo will be returned to China next month for medical care, the city’s governor said, with visitors queuing on Saturday to catch their last glimpse of the couple. The pandas Ri Ri and Shin Shin arrived at Ueno Zoo in 2011 and were due to stay until February 2026, but Japan and China agreed it would be better for the 19-year-olds to return to their home country.

“Symptoms such as high blood pressure have been observed since two years ago. They’re currently taking medication and undergoing tests, but there has been no significant improvement,” Tokyo Governor Yuriko Koike told reporters on Friday.

“I know some people will be sad to see them go, but when we think first of the health of the beloved pandas, it would be best to see them off warmly.”

A final viewing is scheduled for September 28, but local media reported on Saturday that people were already lining up to get one last look at the pandas. The pair gave birth in 2017 to cub Xiang Xiang – the zoo’s first baby panda since 1988, who became a massive draw – as well as twins in 2021.

Many fans shed tears when Xiang Xiang was returned to China last year, and her departure was broadcast live on local television.

The black and white mammals are immensely popular around the world, and China loans them out as part of a “panda diplomacy” programme to foster foreign ties. AFP

PACIFIC BLOC SCRUBS DOCUMENT OF TAIWAN

A JOINT declaration by Pacific leaders was reissued Saturday morning with mentions of Taiwan removed after China slammed an earlier version as a “mistake” that “must be corrected.”

After five days of talks in Tonga, a “cleared” communique was released Friday that reaffirmed a 30-year-old agreement allowing Taiwan to take part in the Pacific Islands Forum. But the wording immediately raised the ire of Chinese diplomats, who piled pressure on Pacific leaders to amend the document.

The forum reissued the communique without explanation Saturday morning, conspicuously deleting the paragraph concerning the bloc’s “relations with Taiwan.” “It must be a mistake. It must be a mistake,” China’s special envoy to the Pacific islands, Qian Bo, told reporters Friday.

“This is a surprising mistake made by someone. I’m not sure, but I think it must be corrected.”

Qian earlier said he had contacted the bloc’s secretariat in the hope of clarifying the situation.

“This should not be the final communique, there must be a correction on the text.”

The original paragraph – titled “Relations with Taiwan/Republic of China” – said leaders had “reaffirmed” the 1992 decision that paved the way for Taiwan’s participation in the forum. AFP

TACKLING METRO MANILA TRAFFIC: A CANDID CONVERSATION

AS THE gentle patter of rain echoed through the cozy confines of the Arms Hotel & Café in J. Nakpil Street, Manila, former mayor Isko Moreno sat down with us to share his insights on the long-standing traffic woes plaguing the metropolis. Joined by Chi Atienza, the youngest daughter of former Manila mayor Lito Atienza, Yorme, as he is affectionately known, addressed the issue with his trademark candor and occasional warm smile.

“The traffic problem cannot be resolved overnight, but it can be managed over time,” Moreno stated emphatically. He went on to recount the steps he took during his tenure as Manila’s mayor to address the crippling congestion caused by the heavy trucks moving in and out of the North Harbor.

“We managed to create solutions for those problem trucks. The trucking firms simply followed the plans we laid out, and it was a win-win situation for everyone,” he explained.

Moreno also expressed his support for the plans of San Miguel Corporation’s chairman, Ramon Ang, to utilize the sides of the Pasig River for potential road easements. “It makes sense, as it can create solutions to the lack of roads, especially with the everincreasing number of vehicles,” Moreno said.

Beyond Ang’s proposal, Moreno shared his own vision – the creation of another road easement along the inner portion of the Pasig River, running from Marikina to Escolta. “This can be done with the participation of the private sector and the political will of the local government,” he said with conviction.

The former mayor also noted the untapped potential of the Pasig River ferries, suggesting that the various stops along the route could be made more efficient and closer together to enhance their effectiveness as a mode of transportation.

As the conversation drew to a close, one couldn’t help but wonder about the purpose of Moreno and Chi Atienza’s presence at the Arms Hotel & Café, surrounded by our colleagues from Samahang Plaridel, a group with close ties to former Manila mayors Fred Lim and Lito Atienza.

Inside, the spacious and well-appointed cabin of the JS8 PRO is designed to cater to the needs of growing families. The standard power panoramic sunroof floods the interior with natural light, while the plush, black leather upholstery and independent front and rear climate controls ensure maximum comfort for all seven passengers. Technology is also a strong suit, with the dual 12.3-inch digital screens, including a full LCD gauge cluster and a floating central touchscreen infotainment system with Apple CarPlay and Android Auto.

Under the hood, the All-New JAC JS8 PRO is powered by a turbocharged 1.5-liter, direct-injection inline-4 gasoline engine that produces 182 horsepower and 300 Newton-meters of torque. Paired with a 7-speed dual-clutch transmission, this powertrain promises a smooth and efficient driving experience, even with a full complement of passengers.

Priced at just P1,350,000, with monthly payments as low as P14,245, the All-New

In a city grappling with the daily frustrations of gridlock, Isko Moreno’s candid insights and unwavering commitment to finding solutions offer a glimmer of hope for those seeking a way forward. YOUNG PH PADDLERS GET TO SHOW WARES IN WORLD DRAGON BOAT TILT

THE country’s hosting of the 2024 ICF Dragon Boat World Championships will open a door of opportunity for Filipino paddlers raring to see action on the international stage.

Aside from the various local squads that will compete during the Oct. 28-Nov. 4 meet, the national team has strengthened its junior ranks in a training camp

that the Philippine Canoe Kayak Federation set up in Davao City. From 21 junior men paddlers and eight women, PCKF president Leonora Escollante said they’d

FOR the 11 Filipino athletes who represented the country at the recent World Masters Athletics competition in Gothenburg, Sweden, punctuality—both on and o the track—was a non-negotiable priority.

In Sweden, where everyone strictly adheres to schedules, being on time is essential. Thanks to their o cial timekeepers, Lacoste Watch and Wrist_Pod, the athletes were always on track, whether heading to practice or preparing for their competitions.

Among the standout performers were pole vaulter Riezel Buenaventura and javelin thrower Danilo Fresnido. Competing in a world-class tournament

recruited more paddlers from Davao City, Iligan City, Zamboanga City, Samal Island, San Miguel, Leyte, Paoay, Ilocos Norte, Cebu City, Cagayan, Manila and Calbayog City.

``They’ve been training for over a month now. We will make sure that our junior paddlers will be competitive during the world championships,’’ said Escollante. whose under-18 paddlers now ballooned to 38 male and 19 female.

Davao City Mayor Sebastian Duterte hosted the training of the junior paddlers at the base camp through the help of Clarice Jane Calolot and Rey Sumagaysay.

Coached by John Paul Selencio and Ronald Tan, the junior team for the worlds will be nalized a month before the competition as the nation aims to corner a great fraction of the medals at stake. At least 20 countries have already con rmed their attendance as the PCKF and host Puerto

earning him second place behind Italy’s Carlo Sonego.

“As a coach of our national athletes, I train alongside them in the gym and during weight training. When we practice javelin throwing, I ensure they nish rst so I can supervise their throws,” said Fresnido, who still holds the Philippine national javelin record with a throw of 72.93 meters, achieved during the SEA Games in Laos on Dec. 17, 2009.

The rest of Team Philippines from the National Masters & Senior Athletics Association of the Philippines (NMSAAP) also made a good account of themselves in what is considered the “Olympics” of senior and masters athletes.

that drew 1,400 athletes aged 35 and above, including former world champions, Buenaventura secured a silver medal by leaping 3.15m, just behind her German rival’s 3.45m. “Live your life to the fullest. Life is short yet wonderful. Train smarter as time goes by, allocate more time to recover, and eat wisely and on time,” Buenaventura advised.

Fresnido, a coach for the national elite division, clinched the Philippines’ rst medal at the 2024 World Masters Athletics Championships, taking silver in the men’s javelin throw for the 50-54 age group. The three-time Southeast Asian (SEA) Games gold medalist launched the javelin to an impressive 56.34 meters on his third attempt,

Edward Kho, an academician, emphasized the need to balance time according to priorities. “As a masters athlete, time management is essential because I must t my training into my other regular responsibilities, including work, reading, and rest,” said Kho, who nished fth in Heat 2 of the men’s 50-54 400m hurdles.

For Brenda Zinampan, who reached the semifinals in the women’s 45-49 100m, time management is crucial. “Effective time management is vital, especially for masters athletes like us, as it is the gateway to mastery. Without it, we risk burnout, injury, fatigue, and demotivation. With e ective time management, we become more productive and in control.”

TIME AND PRIORITIES

Despite being a late bloomer in athletics, pole vaulter and discus thrower Judith Staples knows how to prioritize her training alongside her corporate responsibilities. “Prioritizing is a highly e ective solution for busy, schedule-challenged masters athletes, especially those managing their own businesses or still working full-time. E cient time management helps balance your activities, so you don’t overlook the important things. Learn the di erence between urgent and important. Situations won’t always be perfect, but at least they’ll be manageable. And don’t forget to have fun,” Staples added.

Collegiate athletics coach Edward Obiena also stresses the need for balance. “Time management is essential for maintaining a life-work balance. Masters athletes have responsibilities beyond training and need to observe strict discipline and time management to succeed both as athletes and in life.”

TOPS BATTLE OF PURPLE CHAMPIONS

Anytime Fitness Mall of Asia took third place, completing the course in 9 minutes and 2 seconds. Winning the title didn’t come easy for Team Ecoland Davao. All teams faced grueling workouts in the qualifying rounds, striving to complete the challenges in the shortest time. For the champions, teamwork, focus, and e ective communication were key to their success. Re ecting on their third win, the team shared, “We are incredibly grateful for the opportunity to compete again and proud to be champions. This event reminded us that anyone can be a champion if they work hard and persevere. Our journey shows that dedication pays o .”

Princesa City Mayor Lucilo Rodriguez Bayron expect a much bigger turnout compared to the previous editions of the world championships.

With still ve months away, the Philippines has already surpassed the participation of 15 countries back in 2022 when Racice, Czech Republic hosted the worlds with the organizers anticipating a much bigger record entry.

Filipino paddlers snagged the overall title during the 2018 worlds held at Lake Lanier Olympic Park in Gainsville, Georgia, United States by topping the 10-seater and 20-seater senior mixed 200-meter and 500m races.

At that time, they also brought home silver medals in the big boat mixed 2000m and small boat men’s 500m.

An estimated 3,500 paddlers from 35 to 50 countries across the globe are anticipated to see action in the world championships, all of them eager to experience one of the most elite beach destinations on the planet.

The PCKDF and the organizing committee together with the ICF, are looking forward to witnessing all national dragon boat teams to race in the 200 meters, 500m and 2000m distances.

The Philippine Canoe and Kayak Federation (PCKF) is the governing body of all paddling sports in the Philippines, which include canoe and kayak sprints, slalom canoe, stand-up paddling (SUP) outrigger canoe ocean racing and dragon boat.

The PCKF is a regular member of the Philippine Olympic Committee (POC), the South East Asian Traditional Boat Association, the Asian Canoe Confederation (ACC), and the ICF as recognized as such by the Philippine Sports Commission (PSC).

UNDERSTANDING YEAST INFECTIONS IN DOGS: CAUSES, SYMPTOMS, TREATMENT, AND PREVENTION

YEAST infections in dogs are a common health issue, particularly in certain breeds or those with underlying conditions and compromised immune systems. While yeast naturally exists on a dog's skin, infections occur when this fungus multiplies excessively, leading to various health problems.

In the American Kennel Club website, Harriet Meyers says in her article “Yeast Infections in Dogs: What to Know,” that understanding the causes, symptoms, and treatments of yeast infections is essential for keeping your dog healthy and comfortable.

Causes of Yeast Infections in Dogs Yeast, a single-celled microorganism belonging to the fungus kingdom, is usually present in small quantities on a dog’s skin. However, when there is an imbalance, such as an underlying medical condition, yeast can proliferate and cause infections. Meyers highlights several factors that can lead to yeast infections, including food sensitivities, environmental triggers, and parasites like fleas. These conditions can disrupt the skin’s defenses, creating an environment conducive to yeast overgrowth. In addition to these triggers, bacterial infections or hormonal imbalances can also contribute to yeast infections. Particularly in the case of ear infections, Meyer notes that water or debris trapped in the ear canal, food sensitivities, and even physical issues like eardrum damage, polyps, or tumors can pave the way for yeast to thrive.

Breeds Prone to Yeast Infections

Some dog breeds are more genetically predisposed to developing yeast infections than others. Harriet Meyers lists several breeds that are particularly susceptible, including the West Highland White Terrier, Basset Hound, Cocker Spaniel, Silky Terrier, Australian Terrier, Maltese, Chihuahua, Poodle, Shetland Sheepdog, Lhasa Apso, and Dachshund. Dogs with floppy ears, such as Golden Retrievers and Labrador Retrievers, are also at a higher risk, especially if they frequently swim. These breeds' ear structures can trap moisture, creating an ideal environment for yeast to grow.

of yeast infections in the ears are crucial. Meyers stresses that if a yeast infection is left untreated, it can spread deeper into the ear, potentially causing severe complications such as hearing loss, vestibular imbalance, or neurological damage.

Yeast Infections on Paws

Dogs' paws are another common site for yeast infections. The paws are frequently exposed to wet and dirty surfaces, which can trap moisture and dirt between the toes and pads. Additionally, contact with grass, weeds, and other irritants can trigger allergies or cause cuts and scratches, making the paws more susceptible to infection.

Meyers points out several symptoms of paw yeast infections, including excessive licking and chewing of the feet, redness and irritation of the skin, brown discharge in the nail beds, pink salivary staining on the hair around the paws, and hair loss. It is important to note that excessive licking of the paws can be due to various reasons, including anxiety, boredom, injury, parasites, bacteria, or food allergies. Therefore, early examination and diagnosis by a veterinarian are essential to relieve discomfort and prevent complications.

Yeast Infections on Skin

Yeast dermatitis is a skin inflammation caused by yeast infections and can occur on any part of a dog’s skin. However, as Meyers explains, it is most common in areas with skin folds that can trap moisture, such as in wrinkly breeds like the Chinese Shar-Pei. The symptoms of a yeast infection on the skin include intense itching, red and inflamed skin, greasy or crusty patches, thickened skin, darker skin color, hair loss, and a musty smell.

Breeds like Miniature Schnauzers, Bichon Frise, and Shih Tzu are also prone to yeast infections due to the thick hair in their ear canals, which hampers airflow and prevents the ears from staying dry. Additionally, any dog with allergies is more likely to develop yeast infections, as allergies can exacerbate skin and ear conditions that allow yeast to flourish.

Recognizing Yeast Infections in Dogs

Yeast infections can manifest in various parts of a dog’s body, including the ears, paws, and skin. Meyers provides detailed descriptions of how to recognize these infections in her article.

Yeast Infections in Ears

Yeast infections on the skin can start in a localized area, but if left untreated, they can spread and affect the entire body, including the dog’s face and mouth. Often, these infections are accompanied by secondary bacterial infections, which can complicate the condition.

The dog’s ear canal is a prime location for yeast infections because it is dark, warm, and moist—conditions that yeast thrive in. According to Meyers, the most common types of yeast found in a dog’s ears are Candida and Malassezia. Symptoms of an ear yeast infection include scratching and digging at the ear, rubbing the head on surfaces, excessive shaking of the head, and a musty odor emanating from the ear. Other signs include brown, yellow, or bloody discharge, crusted skin or fur on the ear flap, swelling and redness, and hair loss around the ear base. Early diagnosis and treatment

Finally, after different anti-allergy meds and demodectic mange meds and many tests in three clinics, Margaux was diagnosed with yeast infection and was given meds good for 14 days. Then the vet instructed Save ALL on how to manage the skin condition: avoid some food and bathe Margaux twice a week. (Save ALL file photo)

Treatment of Yeast Infections in Dogs

Treating yeast infections in dogs depends on the location and severity of the infection.

Meyers explains that for yeast infections in the outer ear, veterinarians typically prescribe a topical antifungal cream. For infections deeper in the ear canal, antifungal drops or oral medication may be necessary. Cleaning the ear thoroughly and using eardrying solutions can help prevent the infection from recurring.

For yeast infections on the paws, treatment may involve disinfectant sprays to kill germs and daily ap-

plication of a topical antifungal lotion or spray. To prevent the dog from licking its paws and allowing them to stay dry while healing, an Elizabethan collar might be recommended.

Skin infections caused by yeast may require both topical and oral treatments. Medicated antifungal shampoos are often used to clean the greasy skin and should be left on the dog’s skin for about 10 minutes before rinsing. Bathing may need to be repeated for up to 12 weeks, depending on the severity of the infection. Meyers also notes that veterinarians may prescribe antifungal medications and antibiotics to treat any accompanying bacterial skin infections.

Prevention of Yeast Infections in Dogs

The good news, as Meyers points out, is that yeast infections in dogs are not contagious to other dogs or humans. Prevention focuses primarily on keeping the affected areas clean and dry. For instance, to prevent ear infections, it is crucial to thoroughly dry your dog’s ears after swimming or bathing to avoid moisture build-up. If your dog shows signs of a skin rash, musty smell, or excessive scratching or licking, taking them to the veterinarian promptly can prevent an infection from spreading and becoming more serious.

Meyers emphasizes that while the prognosis for yeast infections is generally good when treatment guidelines are followed, it is important to address any underlying problems such as allergies, hypothyroidism, or seborrhea. If these issues are not managed, there is a high likelihood that the yeast infection will recur.

Yeast infections in dogs are a prevalent health issue that can cause significant discomfort and complications if not addressed promptly. Meyers’ article “Yeast Infections in Dogs: What to Know” provides a comprehensive overview of the causes, symptoms, and treatments of these infections, emphasizing the importance of early diagnosis and prevention. By understanding the factors that contribute to yeast overgrowth and taking proactive steps to keep your dog’s skin, ears, and paws clean and dry, you can help your pet stay healthy and free from the discomfort of yeast infections.

A lot of effort was put in it, a lot of personal touch,” Voo explained.

Nasi Lemak is considered as a national dish in Malaysia, where Santan has its own restaurant. It is made of rice cooked in coconut milk and pandan leaves to render its appetizing and irresistible fragrance. It is usually served with sambal—a spicy sauce— and various other side dishes.

For the Filipinos, however, the best sellers include breakfast favorite ‘Beef Tapa with Scrambled Eggs’ and the recently introduced ‘Bacolod Chicken Inasal’ from JT’s Manukan Grille, according to AirAsia Ancillary Manager Pax Paloma.

IN RECENT months, one cannot deny the rise to stardom of “Nation’s Girl Group”

BINI and the continued prominence of P-pop Kings SB19. With both groups inching their way to becoming household names as well as global hits in the international music scene, their success brings immense pride and joy to the country.

However, this level of fame and success by both groups did not come overnight.

For the longest time, boy and girl groups were mostly associated with the K-pop industry as big names from the various generations of idols in South Korea seemed to be the only ones that reached mainstream success worldwide. Because of this, it comes with no surprise that avid Filipino fans graciously gave their support to such groups while those emerging from the Philippines were met with raised eyebrows as there was an assumption that they were only “copycats” of the real deal.

SB19 knows this all too well since their debut in 2018, which was met with various criticism ranging from their looks and style to how people perceived them to be trying too hard to imitate the famous South Korean acts at the time. Meanwhile, the reception for BINI’s debut in 2020 was more tame but only drew the interest of a few.

Despite the drawbacks, the two groups persevered and continued with their musical stints, consequently growing their respective fanbases as they showcase their talents to the country and the rest of the world.

Their continued efforts in producing high quality music and unforgettable performances to their fans eventually led to their success, earning them international recognition through various awards as well as opportunities to showcase their music not only to their fans in the country but also to foreign crowds.

Notably, BINI received the Rising Star Award at the Billboard Philippines Women in Music, the National Outstanding P-pop Female Group of the Year at the Excellent Filipino Awards, and the Voices of Asia Award at the Billboard Korea Billboard K Power 100 this year. Meanwhile, some of SB19’s accolades this year include the Most Popular Recording/

Performing Group at the Box Office Entertainment Awards, the Favorite Asian Act at the Nickelodeon Kids’ Choice Awards, the Favorite Pop Culture Moment and the Gen Z-Approved Hit at the Nylon Manila Big Bold Brave Awards, and the Voice of Asia Award as well.

With both groups garnering the attention and praise of the public both locally and globally, the perception towards P-pop groups among those who were initially skeptical about their debuts seemingly saw a tonal shift as more came to realize how much they had to offer. Because of their show-stopping performances rivaling that of global acts mixed together with their masterfully produced pop songs, more people saw just how capable P-pop groups could actually be. The number of people who came to love the groups’ music notably

increased as songs initially left ignored following their release began topping the charts for weeks, such as with BINI’s “Patropiko,” “Salamin, Salamin,” and their most recent single “Cherry On Top.” They have also been garnering more attention with collaborations with famous artists and music producers like with SB19’s singles together with international record producers Ian Asher and Terry Zhong (“Moonlight”) as well as Black Eyed Peas member apl. de.ap (“Ready”).

The continued success of the two groups also paved the way for more people to pay attention to the rising P-pop groups such as G22, Alamat, HORI7ON, KAIA, Pluus 1st.One New:ID BGYO and many others.

Now, as the P-pop industry continues to thrive with both BINI and SB19 at the forefront of it all,

SB19 has received numerous awards for their songs and performances

P-pop groups have definitely cemented their place in OPM as well as the global stage and serve as the prime examples of the incredible world-class talent that the Philippines has to offer the global stage.

OPM soloist Arthur Miguel shared that through his music, it was his goal to be the “voice” of those who struggle to express their emotions.

During the press conference of Warner Music Group’s We Play Here concert, the pop singer revealed that his currently writing songs that his listeners could relate to.

“I’m currently in the writing stage. So, I’m working on songs for my upcoming releases. As of now, my goal as an artist is still to be the voice for the people who listen because we all share the same issues, life crises, things like that,” said Arthur.

“I want to provide a voice for those who find it difficult to express their feelings. Then, I wanted to be like the voice for them,” he added.

Delving into his songs, the 24-yearold artist described his latest EP, MU which means “malabong usapan”, as his “warnings” for Gen Zs who are currently in unsure relationships.

“It consists of five songs. Basically, the EP explains what you might go through when you enter a ‘situationship’. That’s the main point of the EP,” stated Arthur.

“If you’ve been ghosted or have loved at the wrong time—it’s kind of a warning for everyone that when you take a risk in a relationship that isn’t certain, there are so many things you could end up experiencing,” he continued.

Performing in front of his crowd during the school tour, Arthur performed some of his hit songs such as “Liham” and “Ang Wakas”.

Arthur Miguel is one of the OPM artists who headlined the We Play Here School Tour last Aug. 23, at the College of Science Amphitheater, University of the Philippines Diliman.

PLUME RELEASES NEW TRACK ‘PANGGAP’

ALTG Records’ Baguio-based singersongwriter Plume bares his soul and emotions in his second single “Panggap,” released on Aug. 30 on digital platforms worldwide. The track explores the theme of masked emotions and the quest for genuine happiness.

The inspiration behind “Panggap” stems from the story of an individual struggling and pretending to be happy. Plume explains, “The main inspiration for the song is about someone who’s trying to pretend to be happy. While he is pretending, he’s trying to find someone to pretend with, and as they go on with their lives and journey, they eventually learn to be happy together without having to pretend.”

A personal experience also influenced the creation of Plume’s track. “There was a day when I was having a bad day, and I was talking to someone who was also feeling down. Instead of telling her I was also in a bad mood, I pretended I was fine and just tried

to cheer her up so that at least one of us would feel better.”

One of the most striking lines from “Panggap” is “Tumawa ka lang, ngumiti ka lang na tila wala nang bukas pa.

“I wanted the listener, or in this case, the person in the story, to just be happy. You don’t have to pretend. Just be happy. If you can smile, just smile. Live your life to the fullest, as if it’s your last day to be happy. So why not do it right now?,” says Plume.

Through the song, he hopes to inspire listeners to embrace their true emotions.

“I hope that those who are pretending to be someone they’re not or hiding their true feelings, that when they listen to this song, will be inspired to be true to themselves. If you’re sad, cry. If you’re happy, laugh. I hope this song encourages people to be honest with their emotions,” he ends.

“Panggap” is now available on all major streaming platforms.

CHILDREN aged 7 to 12 across the Philippines are gaining crucial financial literacy through Pru Life UK’s Cha-Ching program, which aims to enhance money management skills among Filipino youth.
