THE country’s biggest service and convergence caravan on Saturday rolled out a total of P563 million worth of government services and financial aid to over 60,000 residents of Batangas. Speaker Martin Romualdez, the main proponent of the Bagong Pilipinas Serbisyo Fair and Finance Secretary Ralph Recto, a native of Batangas, led the caravan that will last until today (Sunday).

2,000 COPS TROOP TO KOJC,

FAIL TO ARREST QUIBOLOY

PNP TO DIG IN AT COMPOUND UNTIL FUGITIVE PASTOR FOUND

SOME 2,000 policemen trooped to the Kingdom of Jesus Christ compound in Davao City early Saturday morning in a bid to arrest fugitive pastor Apollo Quiboloy.

Philippine National Police officers, however, failed to implement the non-bailable arrest warrant.

A 50-year-old male KOJC member also suffered a heart attack during the operation and died.

Despite failing to apprehend Quiboloy, Police Regional Office 11 Director Police Brigadier General Nicolas Torre III said they will not leave KOJC until the pastor is arrested.

“(Quiboloy) is there -- they are hiding him. We will not leave until we get him or his companions,” Torre said.

“This is an arrest warrant that we are implementing against a person who faces loathsome cases --

human trafficking, child abuse,” he added. Torre said police personnel have searched a third of the area as of 1 p.m. Saturday.

Earlier, Torre told the Senate committee on dangerous drugs and public order that capturing Quiboloy would be difficult due to the extensive and complex layout of the KOJC property, which includes underground spaces and tunnels.

The property features the partially completed “King Dome,” a large stadium, a hangar, and a taxiway leading to Davao’s Francisco Bangoy International Airport, along with 42 known structures. Nearby is Quiboloy’s school, Jose Maria College (JMC).

Police on Saturday deployed motion detec-

tors for the search operation, and unlike during the June 10 attempt where Quiboloy’s followers resisted with water cannons, the KOJC allowed police entry without resistance.

Quiboloy’s lawyer Israelite Torreon on Saturday afternoon appealed to the police to “stop their harassment” and leave the KOJC compound.

“The warrant of arrest is not a license to do this continuous harassment against the accused. That’s our stand,” Torreon said.

Quiboloy is facing a non-bailable qualified human trafficking charge before a Pasig court. He was also charged for violating Republic Act 7610 or the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act.

Former President Rodrigo Duterte, who is administrator of KOJC’s properties, has yet to comment on the raid.

Senator Ronald dela Rosa arrived at the KOJC compound Saturday afternoon and called on the police to leave the compound once they are done with their search.

“We cannot stress enough the need to put up service and help centers in every province in the Philippines. Government service directly to the people – this is the promise of President Marcos to our countrymen,” Romualdez said during the event attended by 143 House members, including former President Gloria Macapagal-Arroyo, Senator Ramon Revilla Jr. and other government and local officials.

This is the second time the BPSF went to the Calabarzon region following its first caravan in November 2023 in Sta. Cruz, Laguna.

The BPSF in Batangas was the 22nd installment of the caravan, which aims to reach all 82 provinces nationwide.

During the two-day festival of services, a total of P563 million worth of programs were brought to the entire province, P265 million of which were in the form of cash assistance programs.

The Department of Social Welfare and Development (DSWD) and the Department of Labor and Employment (DOLE) conducted continuous payouts for 34,000 beneficiaries across the province of Batangas.

Recto said the caravan aims to bring “not division but integration with a purpose to help… not conflict but comfort.”

“All agencies are here, and any help, advice, assistance, and relief will be freely given regardless of your status in life. These agencies are ready to sympathize with you without discrimination. As a citizen, you have the right to enjoy such care,” Recto said.

A total of 9,000 beneficiaries from Batangas also received rice and cash aid from three programs that target the vulnerable sectors of society that do not receive financial assistance from any established social amelioration program of the government.

Romualdez spearheaded the distribution ceremonies for the Cash Assistance and Rice Distribution (CARD) program, the Integrated Scholarship and Incentives for Program (ISIP) for the Youth and the Start-Up, Investments, Business Opportunities and Livelihood (SIBOL) program.

“As President Marcos said, no one should be left behind. So, we implement these programs to reach all our countrymen who need help. It’s not just the poor, but also our near-poor who are struggling with daily expenses,” Romualdez said.

‘NAPAKATANGA NAMIN’: PAOCC ADMITS LAPSES LED TO GUO’S ESCAPE

LAPSES and corruption within law enforcement agencies led to the escape of dismissed Bamban Mayor Alice Guo, Presidential Anti-Organized Crime Commission (PAOCC) spokesperson Winston Casio said yesterday.

“There are moving parts in an escape operation such as the one they did. Forgive my language and forgive my frustration -- napakatanga naman naming lahat sa law enforcement -kami lahat -- at hindi namin siya nabantayan at nakita (We are all dumb in law enforcement – all of us – that we were not able to track her down while making her way out of the country),” Casio said in a press forum.

“We don’t live in a fantasy world -we have to accept the fact that corruption is seeping into some agencies of government.”

“Someone, somewhere dropped the ball. Someone, somewhere dribbled -- kept on dribbling the ball -so we really have to investigate. Any investigation should begin with law enforcement agencies. Investigate us all. Call us out,” Casio added.

The PAOCC official admitted the commission received a tip that Guo was spotted in a private resort in the western tip of Luzon on July 14.

“When we attempted to serve the warrant and the mission order against Alice

Guo or Guo Hua Ping, our source inside that particular location informed us that she left in two speed boats together with some members of her party in the early hours of our operation,” he said.

The next time Guo surfaced was in Denpasar in Indonesia on July 17 where she left for Kuala Lumpur, Malaysia. From Kuala Lumpur, Guo proceeded to Singapore to meet up with her relatives before returning to Indonesia, where her sister, Sheila Guo, and

associate Cassandra Li Ong, were apprehended on Aug. 21. Casio said Guo will likely evade China due to Beijing’s strict position on gambling-related crimes, and will instead attempt to leave for countries belonging to the so-called Golden Triangle -- Myanmar, Laos, and Thailand.

Casio said the former mayor has ties to Cambodia as the Guo clan has established business and gambling interests in the country.

LAWMAKER SUPPORTS MORE PRIVILEGES FOR BARANGAY WORKERS

WITH the barangay as the basic administrative engine of grassroots development, Camarines Sur Rep. Luis Raymund Villafuerte cited the need that its officials be accorded the status of and given the privileges granted to regular government employees.

Villafuerte raised this point in backing the proposal of Speaker Ferdinand Martin G. Romualdez for the 19th Congress to craft a new legislation on a proposed Magna Carta for Barangays, to ensure the provision of comprehensive facilities and services for all barangays along with fixed and better benefits for village officials.

A key feature of this proposed Magna Carta is to classify barangay

officials as regular government employees, which, Villafuerte said, will mean that instead of getting mere allowances for their work under the current setup, village executives will each be entitled to a fixed salary plus 13th month and retirement pay, representation and transportation allowance (RATA), clothing allowance, insurance, medical and dental coverage, and all other fringe benefits enjoyed by state workers.

“A Magna Carta for our barangays is long overdue, given that these most basic units of our political system play a central role in the formulation, evaluation and implementation of policies from the national government level,” Villafuerte said.

“As the primary administrative engines of grassroots development with its officials given the daunting collective responsibility of implementing programs, maintaining public order, and ensuring the welfare of every Filipino,” he said, “a Magna Carta is a must to truly empower our barangays by making sure that all of them have appropriate basic services and facilities, and their local officials assured of benefits and privileges accorded regular government employees.”

The proposed Magna Carta should likewise empower the Sangguniang Barangays or village councils to determine the needed number of Barangay Tanods in their respective villages, considering that these watchmen are

the bastion of public order and safety at the community level, he said.

In two recent events of the Liga ng mga Barangay (LNB), Romualdez advocated the congressional passage of a proposed Magna Carta for Barangays, and said these officials should have comprehensive benefits, including their coverage under the Social Security System (SSS) so they could have lifetime insurance and pension upon their retirement.

Romualdez further told the LNB members that he has a separate bill giving each of them a fixed term of six years to insulate them from electoral concerns and allow them to focus on their tasks for their respective constituents.

Villafuerte said he agreed with Romualdez that barangay officials deserve their own Magna Carta, in light of the vital task    that they perform in linking their respective barangays to the national government with regard to the delivery of basic services at the community level.

VILLANUEVA ALARMED ON CURRENT STATE OF EDUCATION IN THE PHILIPPINES

SENATOR Joel Villanueva has expressed concern about the state of education in the Philippines, stating that it is crucial for the country’s longterm success.

During the 116th Commencement

Exercises at the Philippine Normal University on Friday, August 23, 2024, Villanueva emphasized the need for exceptional teachers in today’s world, highlighting the crucial role of future

educators in building a prosperous nation.

As a member of the Second Congressional Commission on Education (EDCOM2), Villanueva is advocating for substantial reforms to improve the quality of teacher education and training.

He emphasized the importance of nurturing outstanding teachers, citing research showing that the number one school-based factor in improving student success is a great teacher.

“If we want this country to become

truly great, we must focus on nurturing outstanding teachers, not just good ones,” he said.

Villanueva also addressed the deficiencies revealed in the EDCOM 2 Year 1 Report and the 2022 Program for International Student Assessment (PISA) Report, which include poor performance in reading, math, and science, as well as weak critical thinking skills among Filipino students.

To address these issues, Villanueva, alongside Senator Sherwin Gatchalian,

SOLON HAILS RELEASE OF P3.68B FOR ROLLOUT OF FREE GOV’T WIFI PROGRAM NATIONWIDE

REP. Tobias Tiangco has welcomed the release of the P3.68 billion budget but urges DICT to enhance the nationwide rollout of the Free Public WiFi program.

“The release of this budget signifies our strong commitment to expanding internet access for all Filipinos through the Free Public WiFi program. However, I hope we continue to expand these access points to ensure sustained and widespread improvements in internet connectivity across the nation,” Tiangco, chair of the House committee on information and communications

technology, said. Tiangco emphasized that DICT must take direction from President Bongbong Marcos’ SONA pronouncements since the administration clearly outlined the goals for digital transformation in the country.

Tiangco added “DICT’s role in achieving the goals set forth by President Bongbong is crucial and the committee will provide the necessary support as long as we see that the implementation of programs are conducted effectively.”

He also urged DICT to review current implementation of ICT programs in the country and prioritize the more urgent gaps.

CAAP CHIEF VISITS THAILAND, MEETS WITH AEROTHAI EXECS

CIVIL Aviation Authority of the Philippines (CAAP) director general Capt. Manuel Antonio Tamayo has visited Thailand and met with executives from Aeronautical Radio of Thailand (Aerothai) to discuss the latter’s administrative and operational structure.

Aerothai is a state enterprise under Thailand’s Ministry of Transport and is responsible for air navigation services for all phases of flight in Thailand’s national airspace system. Tamayo said the meeting also aimed to learn best practices for organizing the CAAP’s Air Navigation and Air Traffic Service.

CAAP and Aerothai also delved into technical discussions on recent advancements in aviation and air traffic management to accommodate the increasing capacity and traffic growth. This included topics such as Unmanned Aircraft Systems or drones and cross-border operations through the implementation of Air Traffic Flow Management.

CAAP and Aerothai also discussed the development of aviation personnel in line with the ICAO New Generation of Aviation Professionals Program, which is significant for the continuous improvement of CAAP. Joel E. Zurbano

Villanueva believes that investing in exceptional teachers will lead to a brighter future for the Philippines, emphasizing the importance of the 1.2 million Filipino teachers in making the country great again.

GATCHALIAN VOWS SUPPORT FOR UNIVERSAL SOCIAL PENSION BILL

DEPARTMENT of Social Welfare and Development (DSWD) Secretary Rex Gatchalian has expressed his full support to the enactment of House Bill 10423 or the Universal Social Pension Bill.

“We are fully supportive of it and it will certainly make our lives so much simpler. We are fully supportive and we understand that concept to make more people productive in a sense,”  Gatchalian told legislators during the deliberation of the agency’s 2025 proposed budget when asked by Marikina District Rep. Stella Quimbo on the DSWD’s stand on the bill.

HB 10423 or the Universal Social Pension bill seeks to make the government’s free social pension available to all senior citizens. Quimbo cited that senior citizens often provide childcare to younger members of the family and give way for the productivity of other household-members in exchange.

The DSWD chief agreed with Rep. Quimbo’s point that amending the exclusivity of social pension to indigent beneficiaries is likely to encourage a competitive working force. Maricel V. Cruz

PALACE CONFIRMS 18-MONTH SUSPENSION OF ABRA GOV OVER COVID-19 SHUTDOWN

MALACAÑANG confirmed the suspension of Abra Vice Governor Maria Jocelyn Valera-Bernos for her actions during the COVID-19 pandemic.

Executive Secretary Lucas Bersamin confirmed the order comes in response to Valera-Bernos’ decision to lock down a hospital in Abra while she was serving as the provincial governor.

The lockdown, which occurred at the height of the pandemic, has been met with criticism for allegedly impeding access to medical services in the province.

The Office of the Deputy Ex-

ecutive Secretary for Legal Affairs (DESLA) imposed the decision to suspend Valera-Bernos after finding her guilty of oppression and abuse of authority under the Local Government Code and conduct unbecoming of a public official under the Code of Conduct and Ethical Standards for Public Officials and Employees.

The 18-month suspension followed a December 2020 com -

plaint from Dr. Voltaire L. Seares, the hospital’s medical director, accusing  Valera-Bernos, then Abra governor, of locking down the hospital during the pandemic.

In a statement on August 22, Valera-Bernos defended her decision to impose restrictions during the COVID-19 pandemic, condemning the suspension imposed on her.

She explained her actions were solely intended to protect the people of Abra amid the escalating health crisis.

“I was the governor of the province at that time when Seares Hospital filed a complaint at the Office of the Ombudsman against me and other provincial officials for a decision I made for the sole purpose of ensuring the safety of all Abreños from the threats of

Covid-19,” Valera-Bernos said.

“It was never aimed to target any specific hospital, but a necessary and immediate action to mitigate the probable spread of the virus when at that time no known control and vaccine were available,”  she added.

According to her, the Office of the Ombudsman dismissed the complaint on  May 4, 2024, ruling that Valera-Bernos acted in good faith and within her duties as a public servant during a state of calamity.

“On May 4, 2022, the Office of the Ombudsman dismissed the complaint and ruled that my actions were done in good faith and within the bounds of my duty as a public servant during a state of calamity,” she explained.

CHINESE FIGHTER JET FIRES FLARES AT BFAR PATROL

CHINA “unjustifiably deployed” flares from Zamora Reef while a Philippine aircraft was on patrol to monitor and intercept poachers encroaching on the country’s waters on Aug. 22, the National Task Force for the West Philippine Sea (NTFWPS) said Saturday. This happened three days after a Chinese fighter jet “engaged in irresponsible and dangerous maneuvers” on August 19 as a Bureau of Fisheries and Aquatic Resources plane made a “maritime domain awareness flight” near Scarborough Shoal.

The first incident saw the Chinese jet “deploying flares multiple times at a dangerously close distance of approximately 15 meters from the BFAR Grand Caravan aircraft.”

China’s foreign ministry confirmed it undertook unspecified

“countermeasures” against two Philippine military aircraft that flew into its airspace over Zamora (Subi) Reef on August 22 but made no mention of the August 19 incident over Scarborough Shoal.

“We firmly reiterate our call on the government of the People’s Republic of China to immediately cease all provocative and dangerous actions that threaten the safety of Philippine vessels and aircraft engaged in legitimate and regular activities within Philippine territory and EEZ and the right of all vessels and aircraft exercising freedom of navigation and overflight in the South China Sea,” the NTF-WPS said in a statement.

“Such actions undermine regional peace and security, and further erode the image of the PRC with the international community.”

Senate President Pro Tempore Jinggoy Estrada said the firing of

flares was “deeply concerning and must be condemned in the strongest terms.”

“Such actions are not only irresponsible but also dangerously provocative. Deploying flares multiple times at a dangerously close distance is neither professional, restrained nor standardized, contrary to China’s claims. It is irresponsible, a blatant violation of international law, and a direct threat to the safety of our personnel. It could have led to serious harm or even loss of lives,” Estrada said.

Zamora Reef is a feature in the West Philippine Sea that China reclaimed and militarized.

The atoll, situated within the territorial sea of Pag-asa Island, has been declared as a low-tide elevation by the 2016 Arbitral Ruling, which means it does not generate a territorial sea or an EEZ of its own.

The NTF-WPS noted that the

People’s Liberation Army Air Force (PLAAF) fighter jet 63270 “was in no way provoked, yet its actions demonstrated hazardous intent that jeopardized the safety of the personnel on board the BFAR aircraft.”

Meanwhile, the task force said the Philippine government would continue conducting maritime domain awareness activities within its sovereign territory, national airspace, and EEZ, as well as on the high seas, in accordance with the United Nations Convention on the Law of the Sea (UNCLOS) and the 2016 arbitral award.

Beijing claims most of the strategic waterway and has been involved in tense maritime confrontations with Manila in recent months, sparking fears of armed conflict that could draw in the United States, a treaty ally of the Philippines. With AFP

GOV’T WORKING ON CHARGES AGAINST RECRUITERS OF FILIPINOS RESCUED IN CYBER SCAM CASE

THE Philippines is working to file cases against the recruiters of Filipino nationals who were rescued in a cyber scam crackdown in Laos. At the Saturday News Forum in Quezon City, Department of Migrant Workers (DMW) Secretary Hans Leo Cacdac said Philippine authorities will get the statements of the victims once they return to the country.

“DMW particularly stands ready to help upon arrival of the… I would call them victims of illegal recruitment and human trafficking,” he said.

“We will work with the DOJ (Department of Justice) in terms of filing the necessary charges. We will get the statements of the victims to pinpoint who recruited them here in the Philippines and file the necessary charges,” he added. At least 129 Filipinos have sought government assistance so far following the crackdown on illegal companies located within the so-called Golden Triangle Special Economic Zone (GTSEZ) in Bokeo Province, Lao PDR.

GAZA DOCTORS LEFT IN THE DARK AS FUEL SHORTAGES HIT HOSPITALS

BEIT Lahia, Palestinian Territories -- In the dim corridors of Kamal Adwan Hospital in the northern Gaza Strip, mobile phone torches are now as essential as stethoscopes for doctors doing rounds without functioning generators.

Fuel shortages are widespread in the besieged territory after more than 10 months of war, further restricting services at those hospitals that are still open.

Ayman Zaqout had a hard time even reaching the Kamal Adwan, located in Beit Lahia, because of Israeli strikes and evacuation orders.

Once admitted, he discovered he would be treated mostly in the dark.

“There was no electricity and I don’t know how they will be able to treat me in these circumstances,”

he told AFPTV this week, grimacing from pain as he battled renal colic.

He was lucky to be treated at all.

Not long after he arrived, the hospital “stopped taking in patients” altogether, doctor Mahmoud Abu Amsha said, noting that “international organizations no longer supply it with the fuel needed for the generators.”

The fuel shortages could soon prove deadly, Abu Amsha said.

“Children in the incubators are threatened with cardiac arrest and

death, and there are also seven cases in the intensive care unit, and they will die due to the fuel shortage,” he said.

The war in Gaza began with Hamas’s unprecedented October 7 attack on southern Israel which resulted in the deaths of 1,199 people, most of them civilians, according to an AFP tally based on Israeli official figures.

Palestinian militants also seized 251 hostages, of whom 105 remain in Gaza including 34 the military says are dead.

Israel’s retaliatory military campaign has killed 40,265 Palestinians in Gaza, according to the Hamas-run territory’s health ministry, which does not give details of civilian and militant deaths.

The UN rights office says most of the dead are women and children.

Gaza’s 2.4 million people, nearly all of whom have been displaced at least once, have only 16 hospitals still functioning, all of them partially.

In the first days of the war, Gaza’s

only power plant stopped working and Israel cut off the electricity supply.

Fuel has since trickled in along with other humanitarian aid through Israelicontrolled checkpoints.

To respond to a major emergency – a particularly deadly air strike nearby or a sudden influx of wounded – medics at Kamal Adwan can still turn to solar energy.

“But it cannot be used for patients who need electrical equipment 24 hours a day,” Abu Amsha said.

The lack of fuel also makes it difficult to operate ambulances.

Al-Awda Hospital, also in northern Gaza, is desperately waiting for a fuel delivery to restart its generators, the hospital’s acting director, Mohammed Salha, told AFP.

“Two days ago, we closed some services and postponed operations. This puts the sick and wounded at risk,” Salha said. AFP

META BLOCKS IRAN-LINKED HACKERSON WHATSAPP, WARNS US CAMPAIGNS

SAN FRANCISCO – Meta said Friday it had warned US presidential campaigns to be wary after it discovered an Iran-linked hacking attempt using the WhatsApp messaging service.

NOKOR HITS US NUKE STRATEGIC PLAN REPORT

SEOUL – North Korea vowed Saturday to advance its nuclear capabilities, reacting to a report that the United States had revised its own nuclear strategic plan.

The country will “bolster up its strategic strength in every way to control and eliminate all sorts of security challenges that may result from Washington’s revised plan,” the official Korean Central News Agency (KCNA) reported.

The New York Times reported this week that a US plan approved by President Joe Biden in March was to prepare for possible coordinated nuclear confrontations with Russia, China and North Korea.

TORCH JOURNEYS TO PARALYMPIC GAMES’ HOME

STOKE Mandeville, United Kingdom –Four days before the Paris Paralympic Games begins, the Paralympic flame will on Saturday be lit next to the English hospital where the idea for the competition was born. The Paralympic movement dates back to 1948, when German neurologist Ludwig Guttmann organized sporting events for injured veterans at Stoke Mandeville Hospital, northwest of London.

The Stoke Mandeville Games were held to coincide with the 1948 London Olympics on grounds next to the hospital, which were then developed into the stadium where Saturday’s ceremony will take place. The first Paralympic Games took place in Rome in 1960, with 400 athletes competing from 23 countries.

The torch-lighting ceremony will take place at midday Saturday, and will be attended by Tony Estanguet, President of the Paris 2024 organizing committee, and Andrew Parsons, President of the International Paralympic Committee. It will be the first time since the London Olympics in 2012 that the Paralympic flame will be lit at its Stoke Mandeville home.

WhatsApp accounts linked to an Iranian “threat actor” sent messages pretending to be technical support for AOL, Google, Yahoo or Microsoft, according to Meta.

“This malicious activity originated in Iran and attempted to target individuals in Israel, Palestine, Iran, the United States and the UK,” Meta said in a post.

“This effort appeared to have

focused on political and diplomatic officials, and other public figures, including some associated with administrations of President Joe Biden and former President Donald Trump.”

Accounts involved in what appeared to be “social engineering” – duping people into providing access to networks or vital data – were blocked, according to Meta.

An investigation linked the attempts to the same hacking group

responsible for similar attacks aimed at political, military, diplomatic and other officials reported by Microsoft and Google, Meta said.

“Given the heightened threat environment ahead of the US election, we also shared information about this malicious activity with law enforcement and with the presidential campaigns to encourage them to stay cautious against potential adversarial targeting,” Meta said. AFP

TIME TO SHINE FOR TEAM PH AT 2024 PARIS PARALYMPICS

TEAM Philippines’ chef de mission Gerardo “Ral” Rosario is optimistic about the chances of the six Filipino Paralympians at the 2024 Paris Paralympics. As a two-time Olympian in swimming, Rosario is con dent in the athletes’ readiness to compete on the global stage, drawing inspiration from Carlos Yulo’s recent double Olympic gold medal victory. Rosario believes Yulo’s success will serve as a motivational boost for the national para-athletes as they prepare to bring pride and honor to the country.

The six Filipino Paralympians recently completed a 10-day preParalympic training camp in Nimes, France, and have now arrived in Paris for a tapering period before the opening of the 2024 Paris Paralympics on August 29.

The Philippine team is composed of three-time Paralympians Jerrold Pete Mangliwan (athletics) and swimmer Ernie Gawilan, along with para taekwondo jin Allain Ganapin, and first-timers swimmer Angel Otom, archer Agustina Bantiloc, and

athlete Cendy Asusano. They are currently settled in the Athletes’ Village, accompanied by their national para coaches, a physical therapist, and a masseuse from the Philippine Sports Commission’s Medical and Scientific Athletes Services (PSC-MSAS).

The 17th Paralympiad will officially commence with an opening ceremony at the Place de la Concorde, the largest square in Paris, on August 28 at 8 PM (2 AM, August 29, Philippine time). The

venue is expected to host up to 65,000 spectators.

Pilipinas Para Athletics head coach Joel Deriada expressed satisfaction with the enthusiasm shown by Mangliwan and Asusano during their nal week of training. He noted that both athletes met expectations during the pre-Paralympic camp, which provided an exclusive and focused environment for preparation.

Mangliwan will begin the Philippine para-athletics campaign in the men’s 400-meter T52 wheelchair racing heats on August 30 at 5:13 PM Philippine time, followed by the men’s 100-meter T52 wheelchair race on September 5 at 9:43 PM Paris time (3:43 AM, September 6 Philippine time). Asusano will compete on September 7 at 4:08 PM (Philippine time) in the women’s F54 javelin throw event.

Allain Keanu Ganapin, the lone taekwondo jin in the Filipino delegation, earned his spot at the Paris Paralympics by securing the only slot at the Asian Qualification Tournament in Tai’an City, China. This marks his second Paralympic appearance, having also quali ed for the Tokyo Paralympic Games in 2021.

EXCITEMENT BUILDS AS PARIS WELCOMES WORLD’S BEST PARA-ATHLETES

THE Paralympics begin in Paris on Wednesday, putting on display the talents of remarkable athletes in a city still riding the wave of the highly successful Olympics.

A new generation of Paralympians will be joined by seasoned veterans competing in many of the same sensational venues in the center of the French capital that hosted Olympic sports.

A total of 18 of the 35 Olympic venues will be used for the Paralympics from August 28 to September 8, including the Grand Palais which scored rave reviews for its hosting of the fencing and taekwondo.

The La Defense Arena is back as well, hosting the 141 gold-medal events in para-swimming, as is the Stade de France which hosts track and eld. The opening ceremony will take place at Place de la Concorde, which hosted skateboarding and other ‘urban’ sports during the Olympics. Just as for the

Olympics ceremony on the River Seine, the ceremony takes place away from the main stadium for the rst time at a Paralympics.

Ticket sales were sluggish, with less than half of the tickets reportedly sold by the time the Olympics were in full swing, but they have sped up markedly since then and organizers say several venues are sold out.

Every Games creates new stars, and this edition will be no exception, so look to American above-the-knee amputee sprinter/high jumper Ezra Frech, who at 19 has already attracted a burst of publicity about his journey to Paris.

More familiar names return too— British amputee sprinter Jonnie Peacock was one of the highest-pro le athletes of London 2012 and dusted o his running blade last year to make a comeback in his bid to win a medal at a fourth consecutive Paralympics. Strong Chinese team The Paralympics though always

Angel Otom, the first Filipino quadruple-gold medalist at the 12th ASEAN Para Games in Phnom Penh, Cambodia, will make her Paralympic debut in Paris, competing in the women’s 50-meter backstroke. Her coach had anticipated her journey to the Paralympics as early as 2021, given her consistent dedication and the support of her family and friends.

Ernie Gawilan, a seasoned Paralympian, placed sixth in the 400m freestyle and eighth in the 200m individual medley at the World Championships. This marks his third Paralympic appearance, following his competitions in Rio 2016 and Tokyo 2020.

Agustina Bantiloc, making her debut in the 2024 Paris Paralympics, hopes to inspire fellow para-archers and the entire para-sports community.

As the 2024 Paris Paralympics approach, Filipino para-athletes are determined to continue the momentum built by their fellow Olympians. The recent success of Filipino athletes in the Paris Olympics, where they secured two gold and two bronze medals, has set a high standard that the paraathletes are eager to uphold.

have a far wider message than simply sport and International Paralympic Committee president Andrew Parsons told AFP earlier this year he hopes the Paris edition will restore the issues facing disabled people to the top of the list of global priorities. Parsons believes the Games “will have a big impact on how people with disability are perceived around the world”.

“This is one of the key expectations we have around Paris 2024; we believe that we need people with disability to be put back on the global agenda,” the Brazilian said.

He argued that disability had fallen behind sexual and gender identity in recent years.

“We do believe people with disability have been left behind. There is very little debate about persons with disability.”

Paralympic powerhouse China will send a strong squad—the Chinese dominated the medals table in Tokyo three years ago winning 96 golds. Britain was second with 41 golds.

Riding the wave of its Olympic team’s success, host nation France will be aiming for a substantial upgrade on the 11 golds it won in 2021.

Ukraine, traditionally one of the top medal-winning nations at the Paralympics, will still send a team of 140 athletes spread over 17 sports despite the challenges they face in preparing as the war against Russian forces rages.

Athletes from Russia and Belarus will compete under a neutral banner, without team colors, but will not be permitted to take part in the opening or closing ceremonies.

The Russian and Belarusian federations were both suspended following the invasion of Ukraine in February 2022 but their competitors are allowed to compete as neutrals providing they have not shown any support for the war. AFP

PIZZA AND BURGERS FOR HUMANS ARE BAD FOR DOGS

WHEN we think of treating our dogs, it is tempting to share some of our favorite food with them. While it might seem harmless to share a slice of pizza or a bite of a burger with your dog, these human food can actually be harmful to them.

Dr. Richard Shaffer, in “Can Dogs Eat Pizza and Burger? Is It Safe?” published in the Daily Pawlicy website, urged owners refrain from giving human pizza and burgers to their dogs:

1. High Fat Content

One of the primary concerns with feeding a dog human pizza and burgers is their high fat content. Dogs require a balanced diet that is specifically formulated to meet their nutritional needs. While fats are a necessary part of a dog's diet, the amount and type of fat found in pizza and burgers are often excessive. A typical pizza is loaded with cheese, which is high in fat, and toppings like pepperoni or sausage which are processed and also high in fat. Similarly, burgers, especially those from fast food chains, are often greasy and contain high levels of saturated fats.

2. High Sodium Levels

Sodium is essential for dogs in small amounts, but the levels found in human food can be dangerously high for them. Processed meats used as pizza toppings and in burgers are particularly high in sodium, which can lead to salt poisoning in dogs if consumed in large quantities. Symptoms of salt poisoning include vomiting, diarrhea, excessive thirst or urination, lethargy, and even seizures. In severe cases, it can be fatal.

3. Toxic Ingredients

Many of the ingredients commonly found in pizza and burgers are toxic to dogs. Onions and garlic, often used as seasonings or toppings, are particularly dangerous. These

ingredients contain compounds that can damage a dog's red blood cells, leading to a condition known as hemolytic anemia. Even small amounts of onion or garlic can be harmful, and the effects may not be immediately apparent.

4. Spices and Seasonings

Human pizza and burgers are often seasoned with various spices. Spicy food can irritate a dog's gastrointestinal tract. Sauces like tomato sauce on pizza often contain added sugar and salt, as well as ingredients like onions and garlic, further increasing the risk to your dog's health. The high acidity of tomato-based sauces can also lead to stomach upset in some dogs.

5. Processed Ingredients and Additives

Burgers, especially those from fast-food chains, often contain a variety of processed ingredients and additives that are not suitable for dogs. These may include preservatives, artificial flavors, and colorings, which can cause allergic reactions or other health issues in dogs. Processed cheese is another concern. It often contains additives and high levels of sodium.

Many fast-food burgers contain fillers and by-products that are not nutritionally beneficial for dogs. These ingredients can be difficult for dogs to digest and may contribute to longterm health problems.

6. Risk of Obesity and Related Health Problems

Regularly feeding dogs human pizza and burgers can lead to obesity. Obesity in dogs is linked to a range of health problems, including diabetes, heart disease, joint issues, and a

shortened lifespan. The high calorie content of pizza and burgers, combined with their unhealthy fat and sugar levels, can quickly add up and lead to excessive weight gain.

Once a dog becomes obese, it can be challenging to help them lose weight, especially if they have developed other health conditions as a result. Maintaining a healthy weight is important for a dog's overall well-being, and feeding them human food like pizza and burgers undermines this goal.

7. Nutritional Imbalance

Dogs require a specific balance of nutrients, including protein, fat, carbohydrates, vitamins, and minerals, to maintain their health. Commercial dog food are formulated to meet these needs, while human food like pizza and burgers are not.

Regularly feeding dogs these food can lead to deficiencies or excesses of certain nutrients, which can cause health problems.

Healthy and Safe Alternative

· Dog Friendly Burgers:

It is possible to make a healthy version of a burger snack by using dog-friendly ingredients. Start with lean ground beef, pork or chicken. Mix in finely chopped vegetables like carrots, squash, and sweet potatoes for added nutrients and fiber. Do not season with salt, onions, garlic, or any other harm-

ful spices. Form the mixture into small, bite-sized patties and cook them thoroughly on a stovetop or grill, ensuring there are no raw spots. Let the burgers cool completely before serving. Always remember to serve in moderation and consult with a vet for any specific dietary needs.

· Dog-Friendly Pizza:

For a safe pizza treat for dogs, start by making or using a simple, whole-wheat or oat-based dough. For the "sauce," use plain, unsweetened pumpkin puree or mashed sweet potatoes, which are safe and nutritious for dogs. Top the pizza with dog-friendly ingredients like shredded cooked chicken, diced carrots, and a sprinkle of grated, low-fat cheese like mozzarella (in moderation). Avoid using any onions, garlic, or seasoning. Bake the pizza in the oven at 350°F (175°C) for about 1015 minutes, until the crust is golden and the toppings are heated through. Let it cool completely before serving, and cut it into small, bite-sized pieces to ensure easy digestion.

IAPWA: SAVING ASPINS AND ENDANGERED ANIMALS IN THE PHILIPPINES

UNKNOWN to many Filipinos, a UK-based animal welfare group engaged in the fight against the dog meat trade in the Philippines from late 2017 to the close of 2019. Over those two years, their rescue operations led to numerous raids and the rescue of over 60 dogs destined for slaughter. International Aid for the Protection and Welfare of Animals (IAPWA) funded at least 10 operations against the dog meat trade (DMT) and provided for the upkeep of the rescued Filipino dogs.

IAPWA has been a beacon of hope for animals in need. Founded by Nicky Stevens, this UK charity has been instrumental in fighting the cruel dog meat trade here in the Philippines, albeit cut short by the onset of the 2020 global pandemic. Their commitment extends beyond rescue, also ensuring the well-being and rehabilitation of these animals. From its humble beginnings aiding a single stray dog in Borneo, IAPWA's reach has expanded significantly, offering veterinary care and securing loving homes for thousands of cats and dogs around the world. This organization exemplifies the profound impact that dedicated individuals and groups can have on animal welfare and the fight against inhumane practices worldwide.

Continuing its campaign in the country at the onset of 2024, IAPWA has indeed made significant strides, this time, in wildlife conservation in the Philippines.

With the passionate desire to save animals, Nicky Stevens, founder and chief executive officer (CEO), and Rebecca Lewthwaite, head of Individual Giving, in collaboration with a dedicated team on the ground, have been instrumental in the rescue of endangered species since March 2024. This includes the Philippine pangolin and the Talking Mynah in the Palawan region. These efforts are crucial, especially considering the vulnerable status of the pangolin, which is often cited as the most trafficked mammal in the world. The organization's proactive operations in Palawan reflect a growing global awareness and commitment to animal welfare.

Despite being a younger organization, IAPWA's impact is noteworthy, demonstrating

that with dedication and targeted actions, even smaller groups can contribute meaningfully to the global conservation effort and influence positive change for wildlife protection.

DMG believes in the topnotch quality and authenticity of Buchiton products while remaining costfriendly to the Filipino market. Withlink and DMG plan to open at least 23 outlets across the Philippines by the end of 2026. The first store opened at SM San Lazaro in Manila on August 1, 2024. Buchiton offers three main ramen varieties: Shiraton, Akaton, and Kuroton. The menu also includes popular Hiroshima side dishes like gyoza and karaage.

Straight from Hiroshima, one of the major cities on Japan’s Honshu Island known for its savory and flavorful culinary delights, Buchiton Tonkotsu Ramen is

known for its specialty broth crafted to create a distinctive taste profile. It achieves this taste through a combination of high-quality ingredients and innovative, flavorful toppings directly sourced from Japan.

The authentic, rich, and creamy broth is meticulously prepared using traditional methods. The broth is slowly cooked for hours to extract maximum flavor from pork bones, resulting in a deep umami taste that is both savory and satisfying. This authentic preparation method, combined with fresh, handmade noodles and carefully selected toppings, ensures a genuine Hiroshima ramen experience that stands out for its depth of flavor and attention to detail.

“It’s the broth that matters,” said Matthew Ablis, COO of DMG. “The specialty broth is imported from Hiroshima, Japan. This is what makes our ramen deliciously unique.” The ramen is seasoned with chili bean sauce, chili oil, and chili peppers to create complex spiciness that complements the umami of the pork.

DMG believes Buchiton’s high-quality, authentic ramen can be offered at affordable prices to the Filipino market. The company is also seeking franchisees to expand the brand’s reach nationwide.

Buchiton Tonkotsu Ramen opened its Philippine store at SM San Lazaro on August 1, 2024, and plans to rapidly expand its network in the country, with 23 outlets planned by 2026.

“Buchiton targets to open three outlets this year, 10 by 2025, and 10 by 2026,” Ablis said.

WHEN beauty vlogger Mae Layug began her cosmetic brand GRWM three years ago, she wanted her brand to become not just as a beauty line but also as a movement that aligns glamor with compassion.

Aside from revolutionizing the Philippine beauty industry, Mae positioned herself to make sure to contribute to the wellbeing of animals.

GRWM, which stands for “Get Ready With Me”, employs eco-friendly packaging and sustainable sourcing practices. It actively supports animal welfare organizations and initiatives, donating a portion of profits to shelters and rescue programs that help abandoned and abused animals.

“And then, I promise to myself when I start a business, and the business goes well, we will rescue animals and we will find an organization to support,” said Mae.

GRWM’s headquarters in Cavite became a home of stray cats and dogs. They maintain their office to have stray feeders and bowls ofwater to somehow help homeless cats and dogs to find comfort.

In fact, early this year, her brand collaborated with the petfocused foundation Pawssion Project by contributing P1.6 million from the sales of one of their popular products, the Multi-use Milk Tint in the shade Pomelo.

“So, last February, we launched the limited edition box for the shade pomelo. It’s our flagship product. What we made was 100 percent of the sales garnered from this product was donated to Pawssion Project.

The donation became a way to sustain the lives of over 600 animals in its shelters in the provinces of Bulacan and Bacolod City. It also helped in building a clinic, a water tank, and a confinement area for all the rescued, abandoned animals.

The dream for Mae was actually to build a shelter for the homeless animals which became a reality through the project. But with the campaign, it enabled her to make that dream into a reality. She decided to

create an open yard for new dogs, conduct a free spay and neuter initiative, and carry out a month-long stray feeding program.

“So, I’m so happy that through this project, we were able to build a clinic for the fur babies. And we’re planning to come back there hopefully this August or next month, September. So, they were to build a clinic to treat dogs and cats which are in need of treatment,” she continued.

After the campaign, Mae promised to stay true to their commitment in providing aid to more animals who are in need of care and comfort.

Benilde (DLS-CSB) created an assistive learning kit to promote braille literacy. The Braillwise Kit was conceptualized following the advice from his mentor to “think outside of the box”. There was an innate urge to design a product to help underrepresented communities.

“On my way home after class, I noticed the braille markings in the college elevator. I realized I did not see these anywhere else,” Villegas shared.

“This led me into a rabbit hole of information.”

As he researched, he noted that five million out of 101 million Filipinos suffer from visual impairment – and 1 in 13 are kids.

Brailleworks.com, one of the leading providers of reading materials for those with special needs, revealed while 90 percent of employed people with blindness can read and write braille, 74 percent of the adults with visual impairment remain unemployed.

The kit includes 26 dual-sided 3D-printed braille blocks. One side features embossed letters and corresponding braille, while the other side has a larger braille equivalent with Velcro for tactile feedback. The set also includes a practice Velcro board and a tactile playmat made from recycled PVC foam, designed to make learning braille engaging and effective.

“Improving braille literacy can significantly impact health, wellness, and socio-economic status,” said Villegas, the project leader. “This kit aims to boost braille reading skills, leading to better academic performance and greater independence.”

The project received the Best Thesis Award from the World Design Organization, recognized for its contribution to enhancing quality of life through industrial design.
