THE Philippine Embassy in Lebanon called on Filipinos in Lebanon to leave immediately while the airport remains operational amid rising tensions between Hezbollah and Israel.
“We advise all Filipino nationals to prioritize their safety and depart the country as soon as possible,” the embassy said in an advisory.
“If you are unable to leave Lebanon, we strongly recommend that you evacuate to safer areas outside of Beirut, South Lebanon, and the
Bekaa Valley.”
The department issued the urgent call as the situation in Lebanon got more intense amid “indications of an imminent attack by Israel on Hezbollah positions,” Foreign Affairs Undersecretary for Migration Affairs Eduardo Jose de Vega said
on Saturday.
Of the 11,000 Filipinos in Lebanon, more than 300 have returned home.
A total of 738 Filipino nationals earlier requested repatriation but 45 of them still have papers pending with immigration.
Meanwhile, 15 could not leave due to ongoing court cases while 322 have withdrawn their applications.
“Filipinos remain adamant on staying there. The ones interested in leaving are those who just arrived recently,” De Vega told PNA in a text message.
“In effect, the Embassy is saying that conditions in Beirut may look safe, but you never know. So, you should leave while you still can.
Other countries are making similar calls to their citizens.”
Philippine Ambassador to Beirut Raymond Balatbat, for his part, has yet to recommend raising the alert level in Lebanon where voluntary repatriation is in effect.
“As for raising the alert to Level 4, we are closely monitoring the situation and making necessary preparations for the evacuation sites to absorb the expected amount of repatriates,” he said.
Lebanon’s health ministry said an Israeli air strike on Saturday in southern Lebanon killed 10 Syrians, as the Israeli military reported hitting weapons stores of the Iranbacked Hezbollah movement.

THE Philippines requested the International Criminal Police Organization (Interpol) to issue a red notice for the arrest of former lawmaker Arnolfo Teves Jr., the Department of Justice said Saturday.
DOJ Undersecretary Raul Vasquez said the notice would alert Timor Leste about the arrest warrant issued by the Philippines.
The Philippines earlier filed an extradition case against Teves in connection with the killings of Negros Oriental Gov. Roel Degamo and eight other people, but the case is still under judicial review in Timor Leste.
“The Philippines requested an Interpol red notice. The red notice informs a member state to implement the arrest warrant issued by the Philippines,” Vasquez said
during a news forum in Quezon City.
Meanwhile, Vasquez said the DOJ has not received updates on a potential ICC arrest warrant to be issued in September against former President Rodrigo Duterte.
“We are not aware of that. None of our government agencies have been informed about anything,” he said.
He said any potential issuance of
a red notice or arrest request by Interpol would be carefully evaluated under Philippine laws.
“Any arrest made, if it happens, will be done according to our laws,” Vasquez said.
Justice Secretary Jesus Remulla earlier said the country is dutybound to help Interpol in case it serves an arrest warrant against Duterte and others named in the ICC probe.

THE owner of the tanker MT Terra Nova and its insurer, along with the IOPC Funds, have agreed to compensate those affected by the oil spill from the vessel’s sinking off Bataan, a Department of Justice (DOJ) official said.
DOJ Undersecretary Raul Vasquez confirmed the development during a news forum, noting that the parties involved have already committed to taking responsibility.
“We used the Mindoro oil spill as a template, and the good news
is that the owner of Terra Nova, its insurer, and the IOPC immediately stepped forward,” Vasquez said. Local officials have identified potential claimants for compensation, including 21 inhabitants of Bataan and approximately 31,000 residents of
Cavite, Vasquez added.
President Ferdinand Marcos Jr. has formed an inter-agency task force to address the possible impacts of the oil spill.
The task force is led by the Office of Civil Defense (OCD) and includes the Department of Environment and Natural Resources (DENR), the Philippine Coast Guard (PCG), and the Department of Interior and Local Government (DILG).
In a related development, the DOJ is continuing its investigation into another tanker, the Jason Bradley, which also sank off the coast of Bataan shortly after the MT Terra Nova. Vasquez said the owner of the Jason Bradley is facing an oil
smuggling case. Authorities have linked the vessel to previous illegal fuel operations and are currently investigating the circumstances of its sinking. The tanker went down just 600 yards from Mariveles port, raising red flags, according to Vasquez.
The National Bureau of Investigation (NBI), PCG, and Maritime Industry Authority (Marina) are handling the investigation.
In a separate development, Vasquez said that criminal charges will be filed against those involved in the Mindoro oil spill after motor tanker Princess Empress sank off Naujan Oriental Mindoro.

THE Department of Agriculture’s (DA) plan to expand the Kadiwa Stores through possible franchising has earned the nod of a lawmaker in the House of Representatives.
Rep. Tobias Tiangco of Navotas said he fully supports the proposal to open Kadiwa Franchise Stores because of its potential to further encourage MSME development in the country.
“We are optimistic that if the Department of Agriculture opens the initiative to cooperatives or even small- and mediumscale entrepreneurs, we can expand livelihood opportunities and even create jobs across the country,” he said.
Tiangco said expanding the operations of Kadiwa Stores can provide entrepreneurial opportunities, while also underpinning access to affordable basic commodities.
“With the administration’s direction of improving food production in the country, this approach can provide an end-to-end initiative that can improve food production and sustainability and market access for goods of Filipino farmers while offering an effective mechanism to mitigate inflation,” he added.
“I agree with Secretary Tiu Laurel’s statement that when President Bongbong Marcos took on the role of DA Chief at the start of his term, he was able to fully grasp the current situation of agricultural development in the country. This has led to numerous policies and programs which aim to modernize agriculture and improve food sustainability in the country,” he added.
Tiangco said the Kadiwa Program can become another pillar of the administration’s poverty alleviation program if its franchise program can be opened to small- and mediumscale entrepreneurs.

CHINA filed a formal protest against the presence of the Philippine Coast Guard vessel BRP Teresa Magbanua in Escoda Shoal, according to a report from the Chinese Foreign Ministry.
The Chinese Foreign Ministry reiterated China’s disputed claims over the West Philippine Sea, asserting its so-called “illegal rights” and insisting on the validity of its controversial nine-dash line.

THE Department of Social Welfare and Development (DSWD) has started the cash-for-work (CFW) payouts for college students who served as tutors and Youth Development Workers (YDWs), and parents and guardians of the elementary—beneficiaries of the Tara, Basa! Tutoring Program.
“Tutors and YDWs under the program will receive cash-forwork in exchange for the tutorial and parenting sessions they have conducted with the grade school learners and parents,” Asst. Secretary Irene Dumlao, who is also the DSWD spokesperson, said in a statement.
As of August 16, the DSWD has distributed the cash aid to the beneficiaries in Region 7 (Central Visayas), Region 12 (SOCCSKSARGEN), and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). BENNY Antiporda, former National Irrigation Administration acting chief has gone on a leave of absence from the National Press Club (NPC) after being implicated in the drug trade by a former Bureau of Customs intelligence officer who testified before a four-committee House hearing in Pampanga on Friday.
The NPC added that its board of directors accepted Antiporda’s offer to take a leave as NPC vice president “as he prepares to address, point by point, the allegations made against him.”
The NPC further said that Davao City businessman Michael Yang, a former adviser to then President Rodrigo Duterte and who was implicated anew in the illegal drug trade, is not a member of the organization, reports said.
NPC president Leonel Abasola, quoted by reports, said: “Mr. Yang is not, and was never, a member of the National Press Club nor affiliated in any way with the organization.”

Department of Finance Secretary Ralph Recto also addressed the issue, stating that PhilHealth was not responsible for the emergency allowances for frontline workers, as this responsibility was taken on by the national government. As a result, the reserve funds
were not used.
Recto said the government shouldered expenses and PhilHealth did not spend for a single vaccine.
“PhilHealth did not spend for a single frontline worker. The emergency funds of PhilHealth is precisely for something like a pandemic pero hindi nangyari. It was the past administration’s decision to borrow the money,” Recto said.
Poe also said: “We can now allocate the funds properly as
they should have been from the start. These should have been contingency funds for healthrelated eventualities.”
She further explained that many health workers complained of not receiving their pay from the national government.
Budget Secretary Amenah Pangandaman reported that out of the P89.9 billion in unutilized subsidies from PhilHealth, P27.5 billion has been released to settle overdue claims for over five million COVID-19 health workers.
THE Metropolitan Manila Development Authority (MMDA) has praised leaders in 45 villages in the National Capital Region for implementing the Mobile Materials Recovery Facility (MMRF) program aims to decrease waste, encourage separation of waste, and composting in the community.
The MMRF, also called the “Recyclable Mo, Palit Grocery Ko” program, allows residents in a certain barangay to exchange their recyclable materials for items like canned goods, instant noodles, and rice.
The MMDA said that 45 barangays in Metro Manila are now implementing MMRF operations, and are holding collection and market days. Residents will give items such as cartons, glass bottles, papers, and tin cans to their barangays for the MMRF collection. For every submission of the collected recyclables, residents will earn points that they can use to get commodities or grocery items during the scheduled MMRF Market Day. The earned and redeemed points of each participating resident are recorded in their own Ecosavers Passbook.

ANGELES CITY—Mayor Carmelo Lazatin, Jr. ordered the establishment of livestock checkpoints across the city to ensure that it will remain free from African swine fever or ASF. In Memorandum Order No. 1788, Series of 2024, Lazatin instructed the Angeles City Police Office headed by PCol. Amado Mendoza, Jr. and the Angeles City Traffic Development Office led by Francis Pangilinan to set up and man the border checkpoints for inspection of delivery trucks entering the city, which are possibly transporting livestock from ASFpositive areas from Batangas and Bulacan provinces.
“This preventive measure is to ensure that the city is free from ASF. Dahil nakasalalay po rito ang kalusugan, kaligtasan, at kabuhayan ng ating mga kababayan,” Lazatin reiterated. Lazatin said the city government is one with the Department of Agriculture (DA) in combatting the rapid spread of ASF, as the department already put up checkpoints across Luzon borders.

INDIAN doctors launched a nationwide strike Saturday, escalating protests after the “barbaric” rape and murder of their colleague that has channelled outrage at the chronic issue of violence against women.
The discovery of the 31-year-old doctor’s bloodied body on August 9 at a state-run hospital in the eastern city of Kolkata sparked furious protests in several cities across the country.
Many have been led by doctors and other healthcare workers, but also joined by tens of thousands of ordinary Indians demanding action.
In Kolkata, thousands held a candle-lit vigil into the early hours of Saturday morning.
“Hands that heal shouldn’t bleed,” one handwritten sign held by a
protester in the eastern city read.
“Enough is enough,” another read, at a rally by doctors in the capital New Delhi.
The murdered doctor was found in the teaching hospital’s seminar hall, suggesting she had gone there for a rest during a 36-hour shift.
An autopsy confirmed sexual assault, and in a petition to the court, the victim’s parents said they suspected their daughter was gangraped.
Those in government hospitals across several states on Monday halted elective services “indefinitely,” with multiple medical unions in both government and private systems backing the strikes.
On Saturday morning, the Indian Medical Association (IMA) escalated
protests with a 24-hour “nationwide withdrawal of services”, and the suspension of all non-essential procedures.
“We ask for the understanding and support of the nation in this struggle for justice for its doctors and daughters,” IMA chief R.V. Asokan said, in a statement ahead of the strike.
The IMA called the killing “barbaric.”

THE US Supreme Court on Friday denied a request by the Biden administration to lift a block in several Republican states on expanding sex discrimination protection to transgender students.
President Joe Biden’s administration moved in April to extend rules forbidding sex-based discrimination in schools to cover gender identity.
Courts in 10 Republicancontrolled states temporarily blocked the rules, and the administration petitioned the Supreme Court to intervene. But in a 5-4 decision, the judges declined to take action while the legal process at the state level is still playing out.
Conservative justice Neil Gorsuch and the court’s three liberal justices issued a partial dissent.
The protections were part of a larger set of new rules on antidiscrimination, all of which will remain blocked in the Republican states while the legal challenges proceed.
A NEW Zealand diplomat was involved in a “security incident” in Paris, officials in Wellington said Saturday, amid reports the individual was beaten and robbed at home.
“We can confirm that there has been a security incident involving a New Zealand Embassy staff member in Paris,” a spokesperson for New Zealand’s foreign ministry said in a statement.
“The Embassy is supporting the staff member involved and is cooperating with French authorities. We are not commenting further out of respect for our staff member’s privacy.”
The condition of the unnamed embassy staff member was not given.
According to the Times of London, a 34-year-old diplomat was assaulted by two men who forced their way into the victim’s Paris flat on Thursday afternoon. He was reportedly tied up, hit in the face with a pistol and robbed before his assailants left in a vehicle with stolen number plates.

LEBANON’S health ministry said an Israeli air strike on Saturday in southern Lebanon killed nine people, as the Israeli military reported hitting weapons stores of the Iran-backed Hezbollah movement.
The toll from the strike in the Nabatieh area is one of the largest in southern Lebanon since Hezbollah and Israeli forces began exchanging near-daily fire over their border after war in the Gaza Strip began in October.

ISUZU Philippines Corporation (IPC) has stepped up to support customers affected by Typhoon Carina with its new Typhoon Assistance Program.
This initiative offers a 30 percent discount on parts and labor for all inundated Isuzu vehicles in the National Capital Region (NCR) and Luzon area.

CARLOS Yulo, now a two-time Olympic gold medalist, began his journey to world-class excellence as a young athlete in the Palarong Pambansa, competing as a public elementary school student.
Standing at 4’11”, Yulo made history in the 2024 Paris Olympics by winning gold in the men’s oor exercise and vault, becoming the rst Filipino athlete to achieve such a feat. His success follows in the footsteps of Palarong Pambansa alumni like the late Lydia de Vega, Asia’s sprint queen.
Yulo’s gymnastics career started during his time at Aurora Quezon Elementary School (AQES) in Malate, Manila. His talent for tumbling, cartwheeling, and performing somersaults in physical education classes caught the attention of his P.E. teacher, Ezra Atienza-Canlas, who soon became his rst personal coach.
Canlas, a Master Teacher II specializing in Home Economics, P.E., and the arts, nurtured Yulo’s potential from as early as Grade 1.
She fondly recalls how her young protégé balanced his studies, training, and love for computer games. During competitions, Canlas often served as Yulo’s second parent.
“Since the beginning, I handledYulo’s school forms, from SF 1 to 7, and his report card,”Canlas reminisced, recalling Yulo as an eight-year-old boy who loved to do cartwheels and somersaults in neighborhood playgrounds.
This interview with Canlas took place at a burger joint near AQES on August 11, shortly after Yulo’s Olympic triumph. Canlas was attending a Regional Assembly of Educational Leaders (RAEL) seminar organized by the Department of Education when the news broke of Yulo’s historic wins.

“Caloy was just like any other kid—playful but focused when it came to his studies,” Canlas shared. “His average grade in elementary was 88. He loved what he was doing, and all the teachers adored him. He was truly a teacher’s pet.”
Living just a short walk from AQES, Yulo often made his way to school
on foot. Before every competition, he always felt the need to consult his mother, Angelica. Canlas fondly recounted a story of Yulo reaching out to his mother before a competition in Cebu years ago.
Yulo’s involvement in school activities extended beyond gymnastics.
He was an active member of the Junior Red Cross Youth Council (RCYC) under the Philippine Red Cross (PRC) from 2009 to 2012 and was a cub scout with the Boy Scouts of the Philippines (BSP).
As AQES’s RCY adviser, Canlas proudly witnessed Yulo’s rise from local competitions like the Manila Meet to bigger gymnastics stages.
“Yulo’s achievements inspire not just the Manila Red Cross Youth but the entire nation,”Canlas said.“After school, he would eat a quick meal and then head to the gym at the nearby Rizal Memorial Sports Complex.”
Watching Yulo compete in Paris brought back memories for Canlas.
She said seeing him perform on the Olympic stage moved her to tears, and reminded her of the young boy she once guided.
After his elementary days, Yulo brie y attended Araullo High School in Taft Avenue, Manila, before transferring to Adamson University. There, he continued competing, excelling in gymnastics events.
In 2016, Yulo accepted a scholarship offer from the Japan Olympic Association, moving to Japan to train
and hone his skills. He also continued his education, earning an associate degree in literature from Teikyo University in 2022.
GOING INTERNATIONAL
Yulo’s competitive career began in 2008, and by 2009, he was competing in the Palarong Pambansa in Tacloban, Leyte. He helped the National Capital Region team secure a gold medal and placed fth in the individual allaround event. His determination grew stronger after winning a silver medal in the oor exercise.
The following years saw Yulo continue to shine in Palarong Pambansa events, winning multiple
medals in gymnastics disciplines like the floor exercise, vault, and individual all-around. He also made his mark at the Philippine National Games, earning gold medals across di erent events.
In 2013, Yulo met his future coach, Munehiro Kugimiya, when Japanese trainers came to the Philippines to work with the national gymnastics team. This partnership would prove pivotal in Yulo’s ascent to international success.
Yulo made his senior international debut at the Melbourne World Cup, where he earned a bronze medal in vault.
His success continued at the Baku and Doha World Cups, where he won silver medals. In 2018, Yulo became the first
Filipino gymnast to qualify for a World Championships nal, where he earned a bronze in the oor exercise.
At the 2020 Tokyo Olympics, Yulo finished fourth in his first event-the floor exercise final--and later redeemed himself with historic victories in the floor and vault exercises, capturing two gold medals and etching his name in the annals of Philippine sports.

OLYMPIC double gold medalist Carlos Yulo shared a key message for supporters and sponsors of athletes during a one-on-one interview with TV5’s Cheryl Cosim, a day after he joined fellow Filipino athletes in a homecoming parade in Manila.
Yulo emphasized that expecting immediate results from athletes competing on the international stage is unrealistic.
“Sa una, mahirap maglabas ng resulta. Sa start, kailangan talagang hintayin. Matagal ang proseso. Hindi siya agad-agad. Hindi siya overnight,” said the 24-yearold Yulo, acknowledging that success in sports requires patience, hard work, and long-term dedication.
This lesson, Yulo said, doesn’t apply only to gymnastics but to all athletes across various disciplines. He emphasized the grueling nature of training and competition, especially at the international level.

The young gymnast highlighted the importance of collective support for athletes, stressing that while sponsors and fans are essential, they must also understand the time and e ort it takes for athletes to grow and achieve.
In a heartwarming moment,Yulo recently appeared on the noontime show Eat Bulaga, surprising young gymnast Jezzy James Cabaluna. He gifted her with his“lucky charm” chalk box, which he used during his gold-medal-winning performances in the floor exercise and vault events. Moved by the gesture, Jezzy was brought to tears.
Yulo’s message was clear: “Sa support na mabibigay sa atleta, wag po mag-eexpect na may resulta agad. Pagtulungan po natin ang atleta na mag-grow at ma-discover ang sarili niya, sa kahit anong sport pa nila through training.”

In preparation for the 2024 Paris Olympics, Yulo spent several months training overseas. He teamed up with Olympian Lee Jun-ho in South Korea and Jake Jarman in Lilleshall, England. Training sessions were intense, Yulo said, “Sobrang hirap po talaga, kahit anong sport iyan. Hindi pag-gising mo, panalo ka na.”
Olympics, Yulo has received an outpouring of support from both the private and public sectors. Former Ilocos Sur Governor Chavit Singson pledged a P5 million reward, boxing icon Manny Pacquiao hinted at a gift, and Toyota announced they would be giving Yulo a Land Cruiser Prado.

WHEN it comes to feeding our canine companions, it is natural to wonder if certain food meant for humans are suitable for dogs. Rice, one of the most common staple food worldwide, often raises questions among dog owners: Is it safe for dogs? Should it be part of their diet?
Rice is not only safe for dogs, but it can also be a great addition to their diet in certain circumstances, but with considerations.
“Rice should be given in moderation, and not all types of rice are created equal. For instance, white rice is commonly recommended for dogs with upset stomachs because it’s easy to digest, while brown rice has more nutrients but is harder on the digestive system due to its higher fiber content,” said Dr. Gilbert Evans in “Is Rice Safe For Dogs? According to Dr. Evans, the following are the types of rice that are good for your dog’s health:

Veterinarians often recommend a bland diet that includes boiled chicken and white rice for dogs experiencing stomach upset.

However, it takes longer to digest, which can be problematic for dogs with sensitive stomachs or those prone to gastrointestinal distress. PEOPLE might know Sam Concepcion for the hit songs “Dati,” “Mahal Na Mahal,” and “Diwata,” but for Filipinos born in the early 2000s, he was the young man who starred in a commercial showcasing his singing and rapping skills over a Sinigang
Laughing when reminded of this ad, Sam told Manila Standard Entertainment that he still remembers his lines well.
After winning Little Big Stars, Sam became a prominent pop star, making appearances on TV and in movies. Now, he is returning to his theater roots. With his parents having been actors at the Metropolitan Theater, Sam recently starred as Popoy in the musical adaptation of One More Chance “I don’t think it was planned. It wasn’t planned but I think it was inevitable. My parents were both from theater,” said the 31-year-old singer.
“I owe everything to the theater— everything that I know, everything that I learn, and it opened so many doors, including in the mainstream,” he continued.
When asked if he plans to stay in theater long-term, Sam said, “I never really left. I always return to theater when opportunities arise; it feels like home to me.” He explained that while he works across different media, theater is where he finds true fulfillment.
Currently, Sam is transitioning from his role in One More Chance to a lead role in the Philippine adaptation of Once on This Island. He expressed excitement about juggling these varied roles, saying it provides a balanced reflection of his passions and ambitions.
The actor and singer acknowledged the challenge of shifting from drama to lighter roles, noting the difference in genres and the demanding schedule
of performing multiple shows. He described his new role as fun and vibrant, a stark contrast to his previous work.
“On one hand, I do drama, OPM, and classic films—like One More Chance On the other hand, I get to perform in classic theater productions. They are two different things, but they reflect what I love to do and what I aspire to do. So, it’s a really good balance for me,” he explained.
Regarding the transition from drama to a lighter genre, Sam shared, “I’m sure it’s going to be challenging. There might be days when I do an afternoon show in one genre and then rush to another theater for a different show.
So, Tagalog, English, classic theater, pop, OPM—it’s really different.” “And here, I get to just have fun. It’s a very bright, vibrant story where I get to play a prince-like character. So, it’s very different,” he added.

FILIPINO culinary aspirant Chelsea Louise Villanueva has concluded the Canada-ASEAN Scholarship for Educational Exchanges for Development (SEED) granted by The Canadian Bureau for International Education (CBIE). Funded by the Canadian Department of Foreign Affairs Trade and Development, the fellowship provides qualified applicants from ASEAN with short-term exchange opportunities for study, or research in Canadian post-secondary institutions at the college, undergraduate, and graduate levels. Facilitated through institutional collaborations, the open call for applications was cascaded by the Nova Scotia Community College (NSCC) Halifax to its academic partner, the De La Salle-College of Saint Benilde (DLSCSB) Manila, where Villanueva was then pursuing Culinary Arts under the School of Hotel, Restaurant, and Institution Management (SHRIM).
