Office will now allow indigent patients to use its guarantee letter to cover the professional fees of doctors starting October 30.

“PCSO’s guarantee letter is applied after the final billing – meaning after PhilHealth, DSWD and other health coverages. But what usually happens is that almost the entire medical bill is already covered by PhilHealth, and what’s left are the professional fees of doctors,” PCSO General Manager Mel Robles told Manila Standard in an interview.

“Before, the guarantee letter cannot be used to cover doctor’s fees, but now we are changing that policy. We can pay the professional fees now and in a timely manner. This will address the situation wherein the patient is stuck at the hospital and you accumulate a larger amount of bill just because you are yet to settle the professional fee dues,” he added.

For example, a patient who receives a guarantee letter worth P50,000 from PCSO can use it to settle the remainder of his or her medical bill.

THE Bangko Sentral ng Pilipinas’ (BSP) Monetary Board on Thursday slashed its overnight borrowing rate by 25 basis points to 6.25 percent, signaling its shift from monetary tightening cycle which started in 2022. BSP Governor and Monetary Board chairman Eli Remolona Jr. said while the 25-basis-point reduction would not have an immediate impact because of the lag between the BSP policy and banks’ actual interest rates, it would help support economic activity in 2025 by making the lending rates lower and credit easier. This would help drive consumption and investments in the Philippines next year, he said. “If the guarantee letter can cover all of the doctor’s fees, then everything is settled. If the doctor’s fees are more than the guarantee letter, then at least a portion of it is already covered by PCSO,” Robles said.

“PCSO is really for augmentation. The main health coverage system is PhilHealth,” he added.

Observers, however, noted that the challenge is really that of hospitals who refuse to accept guarantee letters other than that of DSWD.

“Some hospitals are really choosy. They only accept GLs from DSWD. But what if you are indigent and the bill is too high? Where will you get the money to cover the remainder of your bill?” said a writer who experienced it firsthand when her mother was hospitalized this year.

“You end up staying in the hospital longer and your remaining medical bill grows because you are stuck in that situation where you don’t have the means to pay the remaining bill. Bill shock talaga ang mangyayari,” she added.

For his part, Speaker Martin Romualdez said: “We are grateful to our PCSO GM for answering the grievances of our health care professionals, especially on the issue of professional fees.”

On Wednesday, Romualdez met with Robles and Philippine Medical Association president Dr. Hector Santos Jr.

DA to roll out ASF vaccines by next week

THE criminal case filed against embattled Bamban, Tarlac Mayor Alice Guo for misrepresentation will continue despite the recent Ombudsman ruling that essentially unseated her from office, the Commission on Elections (Comelec) said on Thursday. Comelec chairperson George Erwin Garcia said the misrepresentation complaint against Guo is different from the case lodged before the Office of the Ombudsman, which already dismissed the Bamban mayor from government service after she was found guilty of grave misconduct.

“We will proceed with investigation into the possible criminal liability of dismissed Bamban Mayor Alice Guo for violating election laws,” Garcia said.

The poll chief said the Ombudsman’s decision won’t affect the material misrepresentation case against Guo, saying that the grave misconduct case against the Bamban municipal mayor is administrative in nature while the Comelec is dealing with a criminal complaint.

“As far as the Comelec is concerned, our case is separate and independent. Even if she was removed from her position (as mayor), the (misrepresentation) case will continue to be tried,” he said.

Garcia said Guo could face one to six years imprisonment if found guilty and cannot run for any government position moving forward.

Ninoy Aquino Day to Aug. 23

THE administration of President Ferdinand Marcos Jr. on Thursday announced that August 23 this year will be a special non-working day. This is in observation of Ninoy Aquino Day, which is celebrated annually on August 21 to commemorate the assassination of former Senator Benigno "Ninoy" Aquino.

Since August 23 falls on a Friday, the special non-working day will be part of a long weekend running until August 25.

Last month, the President said the Marcoses and the Aquinos had always been okay amid the political history between the two families.

PRESIDENT Ferdinand Marcos Jr. has signed a new law creating three new Shari’a Judicial Districts and expanding Shari’a circuit courts from 51 to 63.

Republic Act (RA) No. 12018, signed August 12, 2024, amends Articles 138, 147, and 150 of Presidential Decree No. 1083. The Shari’a judicial system used to have five districts: Sulu, Tawi-Tawi, Basilan with Zamboanga del Norte, Zamboanga del Sur, Dipolog, Pagadian, Zamboanga Cities; Lanao del Norte, Lanao del Sur, Iligan, Marawi Cities; Maguindanao, North Cotabato, Sultan Kudarat, and Cotabato City.

The new districts include the sixth, covering Bukidnon, Misamis Oriental, Misamis Occidental, Camiguin, Cagayan de Oro City, and provinces in Regions XI and XIII; the seventh, encompassing Regions VI, VII, and VIII; and the eighth, which includes Metro Manila, the Cordillera Administrative Region, and Regions I, II, III, IV-A, V, and Mimaropa.

THE Department of Justice (DOJ) held on Thursday the second leg of its “Katarungan Caravan” at the medium security compound of the New Bilibid Prison (NBP) in Muntinlupa City.

The caravan marks the first implementation of DOJ’s Memorandum of Agreement with the Philippine Association of Law Schools (PALS), with the law students and supervising lawyers from the San Sebastian College of Law Legal Aid Office and the Emilio Aguinaldo College of Law.

“This is just one among the many projects in store for our dear [persons deprived of liberty] (PDLs) who we prepare to reintegrate to society in the near future, this time as reformed and more productive citizens vital for the country’s progress,” said DOJ Secretary Remulla.

He added that the DOJ remains fully committed to providing every Filipino better access to justice, especially PDLs who are separated from society.

The activity was spearheaded by the DOJ Action Center headed by program director Joan Carla Guevarra, under the supervision of Undersecretary Margarita N. Gutierrez.

Gutierrez expressed her gratitude for the contributions of DOJ partners and stakeholders and emphasized the need for continued collaboration.

“Together, we can advance our vision of providing PDLs with free access to justice. It is through our combined efforts that we can ensure a more inclusive and equitable justice system for all,” she said.

After repairs, Kamuning flyover south lane now open

THE southbound lane of the Kamuning flyover in Quezon City is now open for motorists after a three-month retrofitting process. The retrofitting work started in May, and its initial target completion is October.

Immigration agents nab Korean wanted for fraud

A SOUTH Korean wanted in Seoul for telecommunications fraud was arrested after hiding in the Philippines for more than 7 years, the Bureau of Immigration (BI) said.

The fugitive, identified as Park Seul Ki, was arrested in his residence in a village in Parañaque City by a team of operatives from the BI’s fugitive search unit (FSU).

“He had continuously eluded arrest for the past seven years since he fled to the Philippines to avoid prosecution for his crime. Finally, the long arm of the law has caught him and we will send him back to Korea so he can answer the charges filed against him,” BI Chief Norman Tansingco said. Cayetano raises 4-point appeal to budget panel

TO ENSURE the efficient allocation of the 2025 national budget, Senator Alan Peter Cayetano presented a fourpoint appeal to the Development Budget Coordination Committee (DBCC).

In his plea, Cayetano spelled out the following imperatives; scrutinizing online gambling, providing safeguards for the contracting of foreign loans, improving housing programs, and providing targeted aid to Filipinos in need.

The senator’s move came on the heels of last Wednesday’s Senate briefing with the DBCC on the proposed 2025 National Expenditure Program (NEP) which also included a presentation from the Department of Finance (DOF).

“We will harvest what we planted," Cayetano said, adding that the choices made in shaping the 2025 budget will directly influence the country’s future.

Cayetano’s first point urged the DBCC and the DOF to “put perspective” on online gambling.

He pointed out that even without a cost-benefit analysis, it was clear that online gambling poses a significant moral and social risk to the public.

“Even without any cost benefit analysis, it’s a scientific fact that an addiction that is openly offered and made available to people who are susceptible to that addiction, then patay na tayo (we are dead),” he said.

Expressing gratitude for President Marcos' stance on banning Philippine Offshore Gaming Operators (POGO), Cayetano called on the government to also consider eradicating online gambling in the country.

Police chief, six others suffer burns in gas explosion

SEVEN people including a municipal chief of police were hurt in a gas cylinder explosion inside the police station in San Simon, Pampanga.

In a report on Wednesday, the Pampanga Provincial Police Office (PPO) said the blast occurred at about 5:30 p.m. Tuesday inside the police station in Barangay Santo Niño, while the victims were preparing for a dinner party.

Investigation showed that the explosion was caused by the leaking butane cylinder attached to the portable stove being used by the victims.

Injured were San Simon police chief Maj. Leonardo Lacambra, SSgts. Mary Jane Genobili and Jay-R Mabborang, and civilian employees Rolalyn Pascua, Marvin Novesteras, Rowena Ignacio Celestial, and Euis Pauig.

They sustained first-degree burns and were

taken to the ASCOM Hospital in Apalit, Pampanga by Bureau of Fire Protection personnel.

Meat inspector sued for grave threat, libel

THE Presidential Task Force on Media Security (PTFoMS) has expressed support for a broadcaster in Aklan who filed harassment charges against a municipal meat inspector.

Apolonio Zaraspe, chairman of the Kapisanan ng mga Broadcaster sa Pilipinas (KBP) in Aklan and station manager of Energy FM Aklan, sued municipal meat inspector Charie Indelible, for alleged grave threats and cyber libel.

The case is under review by the Office of the City Prosecutor in Manila. The threats were allegedly made on Indelible’s radio program and Facebook page. An assessment by the Aklan Provincial Police Office noted that Zaraspe and his family were at risk.

Public transport modernization: What next?

NOW that Malacañang has put its foot down on the recent Senate proposal to suspend the implementation of the Public Transport Modernization Program (PTMP), formerly known as the Public Utility Vehicle (PUV) Modernization Program (PUVMP), will the initiative to rationalize the mass transport system in the country push through without any hitches?

One thing for sure is that militant drivers’ groups will continue to stage protest actions and demand that government allow them to ply their routes using their existing units.

But will street protests and work stoppage succeed in convincing the government the old jeepneys are still a viable proposition in this day and age?

Jeepneys, we recall, are the product of Filipino ingenuity in transforming World War II-vintage jeeps left by the Americans in 1945 into a new mode of mass transport capable of accommodating only a small number of passengers.

But after nearly 80 years in service, these traditional jeepneys are already an anachronism in an age when fast trains able to carry hundreds of passengers above ground or in subways are already the norm in many cities around the globe.

We think it is already time to upgrade our mass transport system, given limited road space and environmental considerations and give jeepney drivers and operators alternative means of livelihood.

Proposed Senate Resolution 1096, signed by 22 of 23 senators, had called for the modernization program to be put on hold “pending the resolution of valid and urgent concerns raised by affected drivers, groups, unions, and transport cooperatives with the end in view [of] ensuring a more efficient and inclusive implementation of the PTMP.”

The senators noted nearly 27,000 PUV units or around 19 percent of PUVs and other vehicles failed to consolidate despite the April 30 deadline. They attributed this to the government’s failure to properly educate drivers, operators, and transport groups about the program as well as the “burden of financing the cost of modern PUVs, which greatly exceeds the financial capacity of drivers and operators.”

Senate President Francis Escudero, however, clarified the suspension would apply only to those who have yet to comply with program requirements.

“What the Senate is asking for is simple, the government should first fix the program before they proceed with banning old transport models,” he said.

“They should slow down a bit and review the loopholes needed to be fixed before they fully implement it,” he added. Under the modernization program, jeepney operators and drivers must consolidate or join or form cooperatives to

ply their routes and to avail themselves of government assistance in modernizing and managing their fleets.

This is part of a process toward the phaseout of traditional jeepneys and their replacement with eco-friendly but more expensive modern units that will be partly subsidized by the government.

In response to mass actions contemplated by drivers’ groups against public transport modernization, the Department of Transportation says more that 80 percent of jeepney operators and drivers nationwide already belong to transport cooperatives.

This is the first requirement for their inclusion in the program.

The President’s disagreement with the Senate resolution is clear.

“They are saying the PTMP was rushed. The [program] has been postponed seven times. Those who have been objecting and asking for [its] suspension are in the minority. Eighty percent have already consolidated.

“So how do we do this? The 20 percent will decide the lives of the 100 percent? We listened to the majority and the majority said we should continue this.”

The jeepney modernization program actually began in 2017 and seeks to replace traditional jeepneys no longer roadworthy with vehicles that have Euro 4-compliant engines to reduce air pollution.

The cost of the vehicles, at least P2 million each, will only be partially subsidized by the government.

Data from the Department of Transportation showed 83.38 percent of transport operators and drivers had consolidated or joined cooperatives or corporations to help them acquire new, environmentally friendly jeepneys under rationalized routes.

A total 1,781 cooperatives with 262,870 members have also been accredited by the DOTr’s Office of Transport Cooperatives.

For the Land Transportation Franchising and Regulatory Board, the Chief Executive’s decision reflects the government’s “steadfast commitment to the importance of modernizing the country’s public transportation system for safe, efficient and sustainable operations.”

In volatile election season, US firms battle internet ‘brand disinformation’

WASHINGTON, DC – From Google to Netflix, prominent US companies are battling internet boycott calls over their perceived political leanings in a polarizing election season that has exposed them to what researchers call “brand disinformation.”

The online campaigns, which falsely claim both Netflix and Google are funding or favoring Democratic nominee Kamala Harris ahead of the November election, illustrate how brands are vulnerable to political falsehoods that can expose them to financial perils.

Those calling for a boycott, researchers say, include fake accounts on the platform X.

The site is owned by Elon Musk, who has endorsed Donald Trump and appears to exert an outsized influence on voters through the platform, which has become a hotbed of disinformation.

The recent boycott calls targeting Netflix, which also spread on other platforms such as TikTok and Instagram, were triggered by false claims of a $7 million donation from the streaming service to Harris’s campaign, AFP fact-checkers reported.

Reed Hastings, the service’s cofounder and executive chairman, made a contribution to Vice President Harris’s campaign but the company said it was a “personal donation” and had “no connection to Netflix.”

Still, calls to “cancel Netflix” flooded social media sites, with many users falsely claiming the company was indirectly funding the Harris campaign. Some shared screenshots of their canceled subscriptions. Nearly a quarter of the boycott calls

Enter Harry Roque, the former presidential spokesperson who apparently missed his true calling as a scriptwriter for soap operas.

In his latest plot twist, Roque has kindly suggested that Vice President Sara Duterte take over the presidency—just temporarily, mind you—because President Ferdinand Marcos Jr. might have a “chronic illness.”

Yes, you read that right. And no, this is not satire.

So, what’s got Harry so concerned?

According to him, there are these “persistent allegations” that Marcos Jr. is engaging in some extracurricular activities with illegal substances.

And since the World Health Organization classifies addiction as a chronic disease, Roque decided it’s time to bring in the understudy.

After all, nothing screams “patriotism” like suggesting your boss step aside because of rumors, right?

Now, let’s take a moment to appreciate the sheer brilliance of Roque’s logic here.

This is the same Harry Roque who served as the mouthpiece for Rodrigo Duterte, the man whose administration made “war on drugs” synonymous with “death toll.”

And now Roque is suddenly the compassionate advocate for those struggling with addiction? How touching!

It’s like watching a villain in a telenovela suddenly decide that maybe they’ve been a little too mean. Cue the dramatic

Cyabra identified hundreds of fake profiles on X –- many with a recent history of pro-Trump content -– which called for a boycott of the tech giant while promoting another search engine.

China should stop all these provocations that only reveal its total lack of commitment to a rules-based order in this part of the globe.

You know, with facts, evidence, and maybe even a dash of decorum? Just a thought.

And while we’re on the subject of recommendations, here’s another one: Perhaps the next time you want to play political chess, try to avoid using the country as your game board.

It’s a little tacky, and, frankly, it’s giving the rest of the world a real show—and not in a good way.

Let’s all take a moment to appreciate the rich tapestry of Philippine politics, where the lines between drama, comedy, and tragedy blur so often that you’re never quite sure which one you’re watching.

And remember, when in doubt, just ask yourself: What would Harry Roque do? Then do the exact opposite.

KOLKATA, India – Thousands took to the streets of Kolkata early Thursday morning to condemn the rape and murder of a medic that has triggered protests across India demanding better safety for women.

The discovery of the 31-year-old’s brutalized body last week at a state-run hospital has sparked widespread outrage, with Prime Minister Narendra Modi demanding swift punishment for those who commit “monstrous deeds” against women

Large crowds marched through the streets of Kolkata in West Bengal to condemn the killing, with a candlelight rally at midnight coinciding with the start of India’s independence day celebrations on Thursday.

The protesters in Kolkata, who marched under the slogan “reclaim the night”, called for a wider tackling of violence against women and held up handwritten signs demanding action.

“We want justice,” read one sign at the rally. “Hang the rapist, save the women,” read another.

“The atrocities against women do not stop,” midnight marcher Monalisa Guha told Kolkata’s The Telegraph newspaper.

“We face harassment almost on a daily basis,” another marcher, Sangeeta Halder, told the daily. “But not stepping out because of fear is not the solution.”

Doctors in government hospitals across several states on Monday halted elective services “indefinitely”, demanding speedy justice and better workplace security.

Japan regularly experiences major typhoons which can cause fatal landslides. Typhoons in the region are forming closer to coastlines, intensifying more rapidly and lasting longer over land due to climate change, according to a study released last month.

DHAKA – A mob wielding bamboo rods and plastic pipes beat several suspected supporters of Sheikh Hasina on Thursday, vowing to quash a rumored rally for the ousted Bangladesh premier outside her childhood home.

Hasina, 76, fled by helicopter last week to neighboring India as student-led protests flooded Dhaka’s streets in a dramatic end to her iron-fisted 15-year rule. Thursday is the anniversary of the 1975 assassination of her father, independence hero Sheikh Mujibur Rahman, during a military coup -- a date her government had declared a national holiday. Previous years saw huge rallies around Bangladesh to mark the occasion, but those glad to see Hasina toppled were eager to ensure supporters of her Awami League party did not have a chance to regroup.

“Fugitive and dictator Sheikh Hasina has ordered her goons and militia forces to come to the site so they can produce a counter-revolution,” Imraul Hasan Kayes, 26, told AFP.

“We are here to guard our revolution so that it doesn’t slip out of our hands.” With no police in sight, hundreds of men -- most of them not students -formed a human barricade of the street leading to Hasina’s old family home, where her father and many of her relatives were gunned down 49 years ago.

The landmark was until recently a museum to her father, but it was torched and vandalised by a mob hours after her fall.

Several people the crowd suspected of being Awami League supporters were thrashed with sticks, while others were forcibly escorted away.

In her first public statement since her abrupt departure, Hasina had this week asked supporters to “pray for the salvation of all souls by offering floral garlands and praying” outside the landmark.

Thousands of civil servants were required to join public demonstrations marking her father’s death during her tenure.

Awami League organisers would also set up temporary public address systems around Dhaka to blare Mujib’s old speeches as well as devotional songs praising his leadership.

Immigration concerns endure in UK town hit by 10-day riot

ROTHERHAM, United Kingdom – Ten days after the riots, the scars of violence are still visible outside the hotel housing asylum seekers in Rotherham, northern England, where many residents remain shellshocked and still worried about immigration.

“It was terrifying,” Clive Wingate, who lives near the now-infamous Holiday Inn Express, told AFP.

“When they were lighting the bins to push into the building, where there were people inside, what were their intentions?” the 66-year-old pensioner asked.

The images from Rotherham were among the most striking of the recent riots across England and Northern Ireland.

Hundreds of men, some draped in the English flag, gathered outside the hotel, chanting “kick them out” while outnumbered police came under fire from bricks and burning objects.

The nationwide riots -- the worst in the country since 2011 -- began after a knife attack that killed three girls during

a dance class on July 29 in Southport, another northern town.

False rumors that the suspect was a Muslim asylum seeker spread on social media, and although police corrected the record, anti-immigration riots erupted for more than a week, leading to more than 1,000 arrests. At the Holiday Day Inn in Rotherham, an economically deprived town in South Yorkshire, a police cordon still marked it as a “crime scene” this week. Signs of fire damage and plywood covering doors and windows remained as indicators of the violence. The leafy area several kilometers from the town center is usually peaceful, residents said, adding that the asylum seekers housed there while their applications are processed were not a major problem. The rioters “deserve jail, they are morons”, said Charlotte Bedford, who was out walking her dog. “If you want to protest, protest peacefully”, added the 34-year-old.

Pacio eager to revisit rivalry with Brooks

IT’S safe to say that Joshua “The Passion” Pacio hasn’t forgotten about Jarred “The Monkey God” Brooks.

In fact, his determination to fully recover from an ACL injury is largely fueled by this intense rivalry with the outspoken American mixed martial artist.

“The thing between me and him is an unfinished business. It needs to be settled, and I am determined to be the one to finish it,” the reigning ONE Strawweight MMA World Champion said.

The 28-year-old Baguio City native is eagerly working towards recovery, undergoing physical therapy since June.

However, there remains no definite timetable for his return to action. This uncertainty led to ONE Championship recently crowning an interim titleholder.

NUEVA ECIJA and Batangas took different routes forward in the MPBL (Maharlika Pilipinas Basketball League) Sixth Season elimination round on Wednesday at the Batangas City Coliseum.

The Nueva Ecija Vanguards started strong and went on to tally a wire-to-wire 65-57 victory over Davao Occidental while the Batangas City Tanduay Rum Masters shook off a sluggish opening to subdue the Paranaque Patriots, 80-72.

Leaning on a spread-out offense, Nueva Ecija erected a 43-24 halftime spread and repelled Davao’s comeback attempts to notch its 18th win against two losses in the two-division, 29-team tournament.

The Philippine Football Federation is reportedly arranging friendlies for the Filipinas in October and late November or early December. The venues for the possible tune-up games are also being finalized. Interestingly, Jamlang added that if plans push through, the Filipinas and the Men’s team will be both busy in these times. Alternately playing in home and away games.

Speaking of seeing action, the national team formerly known as the Azkals will compete in three tournaments in the next three months aside.

Jamlang said the men’s national team will take

part in the Merdeka Cup in Malaysia next month, King’s Cup in Thailand come October and the 2024 AFF Mitsubishi Cup in late November. The two tournaments are part of the preparation for the biggest football event in Southeast Asia.

“All eyes are on the Mitsubishi Electric Cup so kailangan nating maghanda at siguraduhin na yung mga players na magiging available sa dalawang tournament before before the Mitsubishi Electric Cup ang mabibigyan na minutes at tamang assessment,” Jamlang explained.

Like the Filipinas Manila Camp, the Mitsubishi Electric tournament falls on non-FIFA dates. Clubs can choose not to send Filipino players who can possibly play for the Philippines. Jamlang said the PFF will surely make the best of the possible talents that will be available in late November.

Jamlang said he expects that a lot of emphasis will be placed on Scandinavian and North America-based players because they will be on break during that time. And these players should be the ones to be most familiar with Coach Thomas Saintfiet’s game plan.

“One of the players we are most excited about is Bjorn Christensen. He’ll be coming from Norway and we are looking at one or two more. The papers of Nick and Anthony Markanich, who are playing in the United States, are now being processed but as of now we can’t confirm yet if both will be available for the tournament,” Jamlang said.

If these players are able to suit up for flag and

country, then the national team will have a lot of options on offense, something that the team formerly known as the Azkals really needed in their last few games. Imagine having Christensen and Nick Markanich on the offense with Sebastian Rasmussen, Jarvey Gayoso, and old but reliable Patrick Reichelt as other options, then the team will be indeed a tough one to beat on the pitch. Madly hoping that the team will bring the championship home. But of course, the operative word here is if. Then again, libre ang mangarap because it is the only option that we have right now. Always the eternal optimist when it comes to our national football teams, The Designated Kit Man is hoping that we all rally behind our national teams in the next few months.

I’m also hoping that the PFF will not do a National Golf Association of the Philippines when it comes to the uniform of our national players which despite knowing that the Paris Olympic Games will happen in late July to mid-August, still failed to deliver Bianca Pagdanganan and Dottie Ardina’s national kits in time. Despite missing podium, Obiena honored in Manila

THE City of Manila, through Mayor Honey LacunaPangan, awarded a P500,000 cash incentive to Olympian pole vaulter Ernest John “EJ” Obiena during a ceremony at the Mayor’s Office on Wednesday afternoon.

The cash award serves as the city government’s deep appreciation for Obiena’s outstanding performance and for making his fellow Manilenos proud despite missing a podium finish recent 2024 Paris Olympics.

Obiena, a native of Tondo and a University of Santo Tomas (UST) alumnus like Mayor Lacuna, bagged a 4th place finish in the men’s pole vault event by clearing 5.90 meters. His near-podium finish was a vast improvement from his 11th-place finish at the Tokyo 2020 Olympics, solidifying his place among the world’s top athletes.

“We extend our heartfelt congratulations to EJ Obiena on his best Olympic finish to date. His 4th place

performance in such a high-pressure event speaks volumes about his talent and perseverance,” said Mayor Lacuna. “As a proud Manileño and fellow Thomasian, we joyfully welcome him back to his home city, where his family, friends, and neighbors are all eager to celebrate his achievements.”

Mayor Lacuna also commended Obiena for his exemplary sportsmanship, especially in recognizing the new world and Olympic records set by Sweden’s Armand Duplantis during the same event.

“EJ gave us a truly thrilling performance, clearing the bar time and again with grace and determination. Though the top spot eluded him this time, his

sportsmanship shone as he joined tens of thousands in applauding Duplantis’ incredible world and Olympic record of 6.25 meters,” she said.

Mayor Lacuna expressed her gratitude and pride, reaffirming the City of Manila’s deep appreciation for Obiena’s contributions to Philippine sports.

“You are a true Manileño hero, EJ. We

love you here in the Magnificent Manila,” she concluded. Obiena was also among the Filipino Olympians given P1 million incentives by President Bongbong Marcos. He did not join the Heroes’ parade as he took more pressing matters before his departure on Thursday for another international competition in Europe.

THE San Miguel Beermen are set to compete in the upcoming Philippine Basketball Association (PBA) Governors’ Cup with an almost intact roster, just days before the tournament kicks off this Sunday. After a strong showing in the Philippine Cup, which saw them reach the finals, the Beermen have made minimal changes to their lineup.

A notable addition is Fil-Canadian guard Avan Nava, the team’s first-round pick at No. 12 in the recent PBA Draft.

Following lengthy contract negotiations, the 6-foot-2 guard will now bolster the Beermen’s backcourt as Nava is expected to make an impact alongside key players like Philippine Cup MVP June Mar Fajardo, CJ Perez, Marcio Lassiter, Don Trollano, and Jericho Cruz.

Resurgent Foxies drub Solar Spikers, stay alive

FARM Fresh kept its quarterfinal hopes alive with a crucial 3-0 victory over Capital1 on Thursday, halting the latter’s impressive three-game winning streak via a 25-17, 25-23, 2520 victory in the Premier Volleyball League Reinforced Conference at the Philsports Arena.

In a notable individual battle, Yeny Murillo outshone Marina Tushova despite scoring 15 points, including 13 from attacks, as her efforts were well-supported by Trisha Tubu, who added 12 points, all from attacks, and by Caitlin Viray and Rizza Cruz, who both contributed nine points.

The team’s cohesive performance was key as they aim to break into the quarterfinals by overcoming the Solar Spikers in just one hour and 35 minutes.

Farm Fresh had previously been on the back foot after two consecutive losses, but Japanese coach Shota Sato expressed confidence in his team.

“Our level of play is there despite the setbacks,” said Sato through an interpreter. “I trust our players, and we’ll make the necessary adjustments in training.”

INVESTMENT pledges received by the government’s investment promotion agencies climbed by 28 percent in the first six months of 2024 to P1.024 trillion from P797.70 billion a year ago, data from the Philippine Statistics Authority show.

The PSA said investment commitments amounted to P309 billion in the first quarter and P717 billion in the second quarter of 2024.

Approved foreign and Filipino investments in the second quarter climbed 125.4 percent from P317.23 billion a year ago. Filipino nationals contributed P525.51 billion or 73.5 percent of the total.

THE Philippine peso closed at a new four-month high against the US dollar ahead of the Bangko Sentral ng Pilipinas’ decision Thursday to reduce its overnight borrowing rate by 25 basis points for the first time in more than two years.

The peso closed at 56.90 against the US dollar, up from 56.95 Wednesday. The local currency has been appreciating since last week after the government announced a second-quarter gross domestic product growth of 6.3 percent, which represented an uptick from 5.7 percent in the first quarter.

Strong gross international reserves amounting to over $104 billion as of end-June and expectations of BOP surplus this year are also supporting the value of the peso, according to analysts.

The US Federal Reserve was widely expected to also reduce its own interest rates in September, allowing regional currencies to recoup some of their previous losses against the greenback.

The BSP, however, made the first move in its policy meeting Thursday and signalled another 25-bps cut later this year.

THE average annual income of Filipino families in 2023 increased 15 percent to P353,230 from P307,190 in 2021, the Philippine Statistics Authority said Thursday.

The figure also surpassed the P313,450 recorded in 2018, according to the PSA survey.

PSA Undersecretary and national statistician Claire Dennis Mapa said Filipino families spent an average of P258,050 in 2023, an increase

of 12.8 percent from P228,800 in 2021. In 2018, the average annual family expenditure was P238,750.

Among the regions, the National Capital Region (NCR) registered the highest average annual family income in 2023 at P513,520.

This was followed by CALABARZON with P426,530 and Central Luzon with P375,240.

The Bangsamoro Autonomous Region in Muslim Mindanao

(BARMM) recorded the lowest average annual family income with P206,880, followed by Zamboanga Peninsula with P257,140 and Negros Island Region with P266,290. Similar with average annual family income, NCR recorded the highest average annual family expenditure among the regions in 2023 at P385,050, followed by CALABARZON at P310,320 and Central Luzon at P298,700.

Share prices decline ahead of BSP interest rate reduction

PHILIPPINE stocks dropped Thursday on last-minute profit-taking while investors were waiting for the Bangko Sentral ng Pilipinas’ (BSP) policy decision.

The bellwether Philippine Stock Exchange index fell 12.05 points, or 0.18 percent, to close at 6,692.91, while the wider all-shares index shed 1.15 points, or 0.03 percent, to settle at 3,628.15.

Philstocks Financial Inc. research head Japhet Tantiangco said investors turned cautious ahead of the BSP’s policy meeting, which was scheduled after the market closed.

The BSP reduced the key rate by 25 basis point to 6.25 percent.

“Compelling factor for early cut centers on push to support growth after second quarter gross domestic product showed modest consumption and soft private investment,” said Metrobank chief economist Nicholas Mapa. Mapa expects two more rate cuts to happen this year.

Sub-indices ended mixed, with services rising by 0.68 percent and property by 0.22 percent. Mining and oil dropped by 1.1 percent, financials by 0.77 percent and holding firms by 0.48 percent. Value turnover reached P5.17 billion. Foreign investors were still net buyers, with total net inflow reaching P3.58 million.

GT Capital logged P13.8-b income

GT CAPITAL Holdings Inc. (GTCAP), the listed holding company of the Ty family, said Thursday its first-half net income declined 17 percent to P13.8 billion from last year’s record profit which was boosted by one time-gains.

Recurring net income, which excludes the P3.2-billion extraordinary gains recorded last year, climbed 5 percent.

“Coming off the record performance in 2023, GT Capital continued to show positive growth in the first half of 2024,” GTCAP president Carmelo Maria Luza Bautista said.

Bautista said the group managed to sustain its growth momentum on sustained performance of its banking and automotive businesses.

“We remain encouraged by the strong core business fundamentals of GT Capital and the resiliency of the domestic economy,” Bautista said.

He said that with seasonal demand expected to pick-up in the last two quarters of the year, the group is optimistic about the company’s performance in the second half.

The company said its first-half earnings were supported by the record-high net income reported by Metropolitan Bank & Trust Company (Metrobank) at P23.6 billion, as well as the 11.5-percent retail vehicle sales growth achieved by Toyota Motor Philippines (TMP), which led to a 7-percent increase in the automotive company’s consolidated revenues during the period to P113.9 billion.

SEC approves DITO’s P4.2-b follow-on offer

THE Securities and Exchange Commission (SEC) said Thursday it approved the P4.2-billion followon offering of DITO CME Holdings Corp., a company led by businessman Dennis Uy.

DITO CME, which owns the country’s third telecom player DITO Telecommunity, will sell 1.953 billion common shares at P1 to P2.15 apiece, subject to the company’s compliance with certain requirements.

The company said it would use the proceeds to fund the commercial rollout of its network expansion and for general corporate purposes.

The offer will run from Sept. 5 to Sept. 12, in time for listing of the shares on the main board of the Philippine Stock Exchange on Sept. 20, according to the latest timeline submitted by the company.

The company tapped BDO Capital & Investment Corp. as the sole underwriter for the transaction.

FDC said in a disclosure to the stock exchange total revenues and other income in the first half rose 30 percent year-on-year to P55.5 billion. The group’s banking business accounted for 38 percent of FDC’s net income. This was followed by power with 31 percent; property business, composed of the real estate and hospitality segments, 22 percent; and sugar milling, 9 percent.

“FDC’s strong performance in the first half of 2024 was broad-based, led by banking, power, and real estate. THE Sugar Regulatory Administration (SRA) plans to submit a formal proposal for fuel subsidies in the sugar sector and expanded benefits under the Sugarcane Industry Development Act (SIDA) to Congress.

SRA administrator Pablo Luis Azcona said the proposal was well received by legislators.

“I discussed fuel subsidy and expanding benefits and services under SIDA with Cong. Mark Enverga who chairs the committee on agri and it was received well,” Azcona said.

He also revealed ongoing talks with representatives from Tokyo University to introduce advanced technologies to improve sugar mill efficiency.

Higher-yielding sugarcane varieties from Japan have been planted, with hopes of a new breeding program pending positive results. Import restrictions necessitate using seeds instead of cuttings, which may delay the program.

The SRA’s efforts align with Agriculture Secretary Francisco Tiu Laurel’s directive to expand SIDA’s services and benefits to include fuel subsidies, enhanced liming, fertilization, irrigation and farm mechanization programs to bolster the industry’s productivity.

PSAC asks gov’t to protect hog industry

THE Private Sector Advisory Council (PSAC) Agriculture Sector asked the government to enhance the protection and sustainability of the Philippine hog industry.

The council, during a meeting with the President Tuesday, emphasized a strategic, phased approach to managing the African Swine Fever (ASF) threat, recommending a contained rollout of AVAC vaccines in isolated areas, focusing on backyard and select large commercial farms.

This targeted approach aims to prevent cross-contamination and ensure the vaccine is reserved for the grower/finisher population. President Marcos highlighted that the government’s objectives align with the private sector’s recommendations and the Department of Agriculture’s (DA) plans.

The Council emphasized the need to fast-track the review and assessment of the MSD1 vaccine.

DA to establish composting facilities to address high fertilizer costs

THE Department of Agriculture said it would establish a composting facility to convert biodegradable wastes into organic fertilizers.

Agriculture Secretary Francisco Tiu Laurel said the initiative seeks to address challenges faced by marginal farmers, who are increasingly burdened by the high costs of chemical fertilizers.

supports sustainable farming practices but also reduces the need for synthetic fertilizers and pesticides, leading to significant cost savings and increased returns on investment for farmers,” he said.

TransCo, NGCP sign agreement for inventory of transmission assets

Sorp. (TransCo) and the National Grid Corporation of the Philippines (NGCP) signed an agreement to resume the physical inventory of transmission assets to bolster the reliability and integrity of the country’s transmission infrastructure.

TransCo, represented by president and chief executive Fortunato Leynes and NGCP, represented by president and chief executive Anthony Almeda, signed a memorandum of agreement (MOA) on Aug. 14, 2024 aimed at ensuring accurate records and updated asset registries.

Under the MOA, TransCo is permitted to conduct a comprehensive physical inventory and validation of transmission assets. The purpose of this undertaking is to update TransCo’s records and fixed asset registry, reflecting

current and accurate information. The physical inventory will be conducted exclusively by TransCo’s employees, including its officers, and staff. All activities will be conducted in accordance with established protocols and guidelines under the concession agreement.

“TransCo believes in a diplomatic and developmental approach towards providing a solid foundation for future asset management and operational efficiency. With this agreement, TransCo can ensure the interest of the government and its citizens,” said Leynes. THE Energy Regulatory Commission (ERC) approved power retailer Manila Electric Co.’s (Meralco) bid to implement an increase of up to P0.33 per kilowatt-hour to recover the fuel costs of its gas plants for 12 months starting October 2024.

The ERC, in its notice of resolution dated Aug. 13, 2024, allowed First Gen Corp.’s subsidiaries First Gas Power Corp. (FGPC) and FGP Corp. (FGP) to recover the difference between the previously approved pass-through costs and the landed cost of liquefied natural gas (LNG) and the new gas sale purchase agreement (GSPA).

It also authorized Meralco to collect the costs from consumers over a period of 12 months commencing from the October billing.

ERC chairperson Monalisa Dimalanta said the possible increase in Meralco’s rates would reach up to P0.33 per kWh per month, or equivalent to P66 for households consuming 200 kWh each month. Meralco has yet to release its own computation.

Dimalanta said the actual rates would depend on the LNG utilization of the gas plants.

NEDA defends ‘food threshold’ computation

THE National Economic and Development Authority on Thursday addressed misconceptions about the “food and poverty thresholds” as computed by the Philippine Statistics Authority.

“We recognize that poverty pertains to a state of deprivation and an individual’s perception of the quality of life they enjoy compared to their aspirations. The food threshold represents the cost of a food bundle that meets the energy and micronutrient requirements of the average Filipino. Over time, we expect food [and non-food] preferences to change, partly due to lifestyle changes, changes in relative prices and even increases in income,” NEDA Secretary Arsenio Balisacan. Balisacan said these thresholds serve as part of a broader set of tools used to assess the country’s development progress and to measure the effectiveness of the government’s policies and programs in addressing poverty.

“They are not, and were never intended to be, prescribed budgets for a decent standard of living. They do not dictate how much a family should spend on food, nor do they provide an idea of a desirable household budget. Instead, these thresholds, along with other socioeconomic indicators, are metrics that we use to determine the inclusiveness of the country’s economic growth and if our policies have improved the well-being of the poor,” he said.

ATI posted P1.76b in first-half net income

ASIAN Terminals Inc. said net income fell by 18.2 percent to P1.76 billion in the first six months of the year from P2.15 billion in the same period in 2023. The port terminal recorded a total revenue of P7.4 billion in the January to June period, up slightly by 0.2 percent from P7.44 billion in the same period last year.

Revenues from South Harbor (SH) international containerized cargo increased from last year by 6.4 percent on account of higher container volumes.

However, revenues from Batangas Container Terminal (BCT) and ATI Batangas were lower than last year by 31.4 percent and 4.9 percent, respectively, on account of lower international container volumes and lower international Roro volumes, which were partly offset by a higher number of passengers and domestic Roro volume.

Government share in revenues for the first half of 2024 amounted to P1.31 billion, higher by 2.4 percent from P1.28 billion last year as a result of higher revenues subject to port authorities’ share.

Cost and expenses in the first six months of 2024 amounted to P3.32 billion, 3.7 percent higher than P3.20 billion in the same period last year.

Depreciation and amortization in 2024 increased by 8 percent to P1.01 billion from P940.7 million in 2024. Labor costs of P962.7 million this year were up by 9.2 percent compared to P881.8 million last year due to salary rate increase and additional headcount.

ATI has set aside P2.7 billion in capital expenditures this year, higher from P2.2 billion capex in 2023.

CCebu Pacific eyes wider air network

EBU Pacific is aggressively pursuing expanded air traffic rights through bilateral negotiations to support its aggressive growth plans.

“We’ve made our wish list. Every year, we do that at the start of the year,” Cebu Pacific president and chief commercial officer Xander Lao said.

“South Korea was one of them. We’re fortunate, the Philippine government got that through,” Lao said.

The Philippines and South Korea signed a new agreement on July 4, 2024, expanding the 20,000 weekly seats each from Manila to points in Korea and vice versa, to 30,000 weekly seat capacity

exclusively for the Manila-Incheon route.

South Korea used to be the largest tourism source of the country before the pandemic.

Data from the Department of Tourism (DOT) showed that Korean visitors to the Philippines reached 682,362 as of May 2024.

Lao also said that the Philippines and Hong Kong agreed to increase flight entitlements that allows Cebu Pacific to add more frequencies into Hong Kong.

“Part of our wish list, by the way, was India because we did think that the bilateral air talks between India and the Philippines are still limited today. So, even though we can’t reach it today with our aircraft, it’s really planning for the future,” Lao said.

“The other one where we said that there is a need to increase bilateral is Australia. Currently, the flight entitlements are fully allocated to Australia amongst the Philippine carriers,” Lao said.

“Viva has so many artists, and we were all competing for space on platforms like Spotify. I saw a chance to go independent and decided to take it,” he said.

How River Joseph found his way into acting

THE call to become an actor and portray a character that may either be close to who you truly are or far from it is not for everyone. It demands a skill to be able to fully convince an audience about the realism of your portrayal as well as a determined spirit to endure the harshness that comes with the entertainment industry.

With his latest acting stint as Steven Hermoso in the TV series Pamilya Sagrado showcasing his promising skills in the craft, one would think that River Joseph regarded acting as a dream that has long been brewing ever since he was a child. However, acting was something he never thought he would be doing.

During a lunch meeting with several members of the press, the actor shared how he ended up pursuing this career.

He would often accept criticisms from his family as well as ask the director if what he did was good after one take since he was the type of person who would always need feedback from others.

Having to work with big names in the industry such as Piolo Pascual, who plays the role of corrupt politician Governor Rafael Sagrado in the series, was also helpful in improving his acting skills since he would receive advice from them.

“I never expected to also be part of showbiz. My inclination before, when I was a kid, was always business,” said River.

He added that acting was never a part of his life until he started doing commercials. As he got to be a part of numerous productions, he began to enjoy what he was doing.

“It’s so fun to be part of the whole production. Seeing the whole project come to life, just being around the people, the set, the crew, and the cameraman. It’s nice when it’s a different project every time,” said River.

The actor shared that he was first discovered by his manager through his TikTok videos during the pandemic. While he was posting various videos on the platform, he received a message asking if he would like to audition for a RIZE artist video. He then went through with the entire audition process without any shortcuts.

When he first shared to his family and friends about his desire to act, they were initially surprised. While his father, who had wanted to be an actor when he was younger but was not allowed to do so, was supportive of it, his mother was skeptical about it at first before eventually becoming his number one supporter.

“She always wants to go to the set, wants to visit me but I feel like

Vilma Night: Vilma Santos finally takes the spotlight

GROWING up, Vilma Santos, the country’s Star for All Seasons, has always been the epitome of the ideal Filipina actress for me. With her charming smile, smooth skin, and inexplicable glow, she has always had that celebrated “artista” aura.

But it is not just her looks that make her stand out, it is her warmth and kindness in every encounter. I remember the time when she found out I was part of her film’s promotions. She held my hand so tight, looked me in the eye, and sincerely thanked me—a gesture I’ll never forget.

Last Saturday, Ate Vi, as she’s lovingly called, was honored at the launch of Vilma Night, a special event showcasing her six decades of work in the industry. The exhibit was a treasure trove of her legacy, featuring posters, never-before-seen photos, magazines, and even vinyl records of her musical recordings. It was a walk down memory lane, not just for her, but for everyone who has followed her career. As clips from her most memorable films played, she couldn’t help but reflect on her journey. “Looking back at all those films, I realized it’s such a joy to see all the projects I did back in the day. When I think about it, it dawns on me that I have done wonderful movies.” The crowd cheered in agreement, celebrating the many iconic roles she has brought to life. Santos has played numerous

Ate Vi’s humility shone through as she spoke about her career. “While you mature, you realize that you have done a good job. I am so proud of it. It feels good.”

But there was a tinge of sadness in her voice when she mentioned the films that no longer have master copies. “I just feel sad because I still have movies I can be proud of and ones this generation can still appreciate but we no longer have master copies of them. I thank God and feel so blessed that I was given the chance to do these films.”

TAYLOR Swift will return to the stage in London on Thursday to end the European leg of her Eras tour, a week after her Vienna concerts were canceled due to a suicide attack plot.

For a lot of fashion designers, crafting the perfect wedding gown and suit for a bride and a groom is an art they pour their hearts into. This is especially true for fashion designer Ryan Chris who has been a part of the wedding attire market since 2011.

Following his childhood dream after initially taking up Advertising in college, Chris began his career in fashion by opening a gown rental shop. After noticing that the wedding market has led numerous clients to his doorstep, he soon began producing gowns and suits for brides and grooms with a timeless classic and formal style in mind.

I want it to be timeless,” the fashion designer added.

Meanwhile, fashion designer Carina Canlas, who has more than 20 years of experience in the wedding industry, also shared her source of inspiration for crafting impeccable designs for brides and bridesmaids.

“We usually get our inspirations from people and through the years, our expertise [and] our experience, from color and from what we envision our clients to wear,” said Canlas.

The designer behind the Dress Your Bridesmaids brand said that she has a preference for the bias cut style.

“That’s one of our fortes. It’s very simple [and] elegant but [it has] a striking design,” she said.

Canlas also added that her brand, which initially only catered to dresses for bridesmaids, officially launched their line of bridal gowns during the Manila Bridal Fair fashion show held

Serving as the first bridal fair held at the Manila Prince Hotel, the twoday event showcased the various products and services of brands for couples who were planning their dream wedding day.

Manila Prince Hotel president and former senator Attorney Joey Lina shared that the event served as a way of introducing the hotel to the public as a great place for wedding receptions while also showcasing several brands which can help make one’s wedding more beautiful and memorable.

“To be married is a very important milestone in one’s life so why not make the most of the wedding and the wedding reception,” said Lina. The Manila Bridal Fair was held at the grand ballroom of the Manila Prince Hotel last July 26 and 27.
