the expansionist claims of the People’s Republic of China. This is despite the two countries’ agreeing to de-escalate ongoing tensions in the contested region.
“We have hardly started to calm the waters, and it is already worrying that there could be instability in our airspace,” Mr. Marcos said.
“The Philippines will always remain committed to proper diplomacy and peaceful means of resolving disputes. However, we strongly urge China to demonstrate that it is fully capable of responsible action, both in the seas and in the skies,” he concluded in his statement.
The Philippine military on Saturday accused China's air force of "dangerous and provocative actions" against one of its planes patrolling over a disputed South China Sea reef.
Two China air force aircraft "executed a dangerous maneuver at around 9:00 a.m. and dropped flares in the path of our NC-212i," armed forces chief General Romeo Brawner said in a statement, recounting the alleged incident Thursday "over" Scarborough Shoal. He said the Chinese action "endangered the lives of our personnel undertaking maritime security operations," adding that the pilot and crew were unharmed and "safely returned" to a northern Philippines air base.
The Chinese embassy in Manila had no immediate comment on the alleged incident.
Beijing claims almost the entire South China Sea, brushing off rival claims of several Southeast Asian countries, including the Philippines, and an international ruling that its assertion has no legal basis.

used in treating leptospirosis, is readily available amid the surging number of patients afflicted by the bacterial infection weeks after the severe flooding in many areas in Luzon, the Department of Health (DOH) on Sunday said DOH spokesperson Assistant Secretary Albert Domingo, quoted by GMA News, said: “There is an adequate supply of doxycycline available in our public health centers for free.” Doxycycline is prescribed both as a prophylaxis and treatment for leptospirosis. Currently, a price freeze is in effect for this drug until September 23. According to Domingo, stocks of doxycycline declined in some regions, but half a million capsules are set to be released to the department.
Domingo however, clarified that suspected leptospirosis cases need to consult first with a doctor and obtain a prescription for the drug. The official emphasized doxycycline cannot be used on pregnant women and children 12 years old and below.
The official also said patients should consult a doctor, who will prescribe the appropriate antibiotic based on the patient’s physical condition.
The DOH earlier said the country’s health system can handle the rising number of leptospirosis cases, as the National Kidney and Transplant Institute (NKTI) reaches full capacity. Domingo also called on those who waded through floods amid the typhoon and Southwest Monsoon to immediately consult with a healthcare professional.

Araneta-Marcos recently inaugurated a permanent gallery on the second floor of the National Library of the Philippines for over 66,000 books, which she discovered while doing housekeeping at the Malacañan Palace.
Bookworms and academic scholars can now get their hands on cultural books and law books—some of them first edition copies signed by the author—that were kept in storage in Malacañang for years, if not decades.
Araneta-Marcos said the books, many of which had mold due to poor storage, would be put to better use by being accessible to the public.
“Part of my duties as ‘fierce lady’ is to fix one room a week in Malacañang. We went to a room and it was full of books, cultural books, heritage books, law books. THE creative industry is an unsung hero in the grand tapestry of nation-building. Beyond the glitz and glamour, it is a powerful engine for economic growth, generating jobs and foreign exchange.
More importantly, it shapes our national identity and soft power. We tell our stories to the world through film, music, fashion, and the arts, fostering cultural exchange and understanding. Creativity also fuels innovation, driving technological advancements and improving our quality of life.
Rep. Christopher “Toff” Vera Perez de Venecia of Pangasinan’s Fourth District has championed the Philippine creative industries and given them the voice they sorely needed in Philippine politics.
The esteemed lawmaker obtained a Bachelor’s Degree in Political Science from the Ateneo de Manila University and took public leadership courses at the Harvard Kennedy School of Government.
Drawing from his experiences as a TV and film actor, newspaper columnist, magazine editor, theater director, as well as producer and founder of two of Manila’s leading theater companies–The Sandbox Collective and 9Works Theatrical–he has trained the attention of the House to the needs of those who have valiantly worked to promote Philippine arts and culture, and who showcase in every form the magnificence of Filipino artistry.
One of his relevant acts to champion the creative industries is being the principal author of Republic Act 11904 or the Philippine Creative Industries Development Act, a landmark legislation that seeks to promote economic growth, nation-building, and creativity, which aims to make the Philippines the number one creative economy in the ASEAN region.
In 2023, the creative economy contributed P1.72 trillion or 7.1 percent of the country’s GDP, with 7.26 million individuals employed in the creative industries.
He also authored Republic Act 11961, or the Cultural Mapping Law, which was enacted into law on August 24, 2023. It aims to preserve and promote the country’s rich cultural heritage, creating a comprehensive cultural inventory that details tangible and intangible cultural properties, heritage sites, traditions, and practices.
Other legislations he authored include Republic Act 11960 or the One Town, One Product (OTOP) Philippines Act, which institutionalizes the OTOP Philippines program and shall serve as a stimulus program that will encourage MSME growth in the countryside through the development of Indigenous raw materials, utilization of local skills and talents, and featuring local traditions and cultures across the country, and Republic Act 11985 or the Philippine Salt Industry Development Act that aims to revitalize and modernize the Philippine salt industry, focusing on promoting sustainable salt production, improving the quality standards, and enhancing the competitiveness of locally produced salt.
Rep. De Venecia is also the lead convener of the Arts, Culture, and Creative Industries Bloc (ACCIB) as well as the Chairperson of the Special Committee on Creative Industries in the 18th and 19th Congresses, both of which provide legislative support to the creative economy.
Besides his continuous efforts to promote the creative industry in the Philippines, the district representative also made significant contributions to empower Pangasinan’s Fourth Congressional district.
One is the GALILA Arts Festival, a vibrant and inclusive multi-arts festival that celebrates the rich tapestry of local communities within the Fourth District of Pangasinan. Moreover, the celebration embraces the ethos of creativity and community empowerment by providing a platform for residents to actively participate in shaping and showcasing their cultural heritage, artistic expressions, and collective identities.
There’s also the Anakbanwan Creative Residency, which Rep. De Venecia launched in 2021 to provide a venue for creatives to immerse themselves in the different communities, experience cultural heritage, and learn from diverse practices in the Fourth District of Pangasinan. It invites artists across all disciplines to conduct research and immerse themselves in creative communities, experience cultural heritage, learn from diverse artistic practices, and experience the ecological

It puts as much emphasis on the creative process as it does on the outcome and is intended to engage with the public via dialogical artistic expressions.
Rep. De Venecia’s platform enables artists to create context and site-specific work while collaborating with a diverse cohort of local artisans, craft makers, and emerging arts communities in the historic region.

The harmonized curriculum is designed to foster the development of a “well-rounded” Moro learning community through holistic approach in a structured and balanced curriculum.
Bangsamoro Education Minister Mohagher Iqbal said the framework of “harmonized curriculum basically combines tahderiyyah for kindergarten, Islamic Studies and Arabic Language (ISAL), and the DepEd national curriculum.” Nash B. Maulana
this, we will really see the difference of having reliable and affordable connections in Luzon, Visayas, and Mindanao.”
He further expressed his belief that the country’s push for e-governance, which is crucial for streamlining government services and reducing corruption, will not be effective if internet connectivity remains poor and expensive.
The Konektadong Pinoy Act aims to update outdated telecommunications rules that have made it difficult to improve internet connectivity in the Philippines. By removing the need for a legislative franchise, the bill simplifies the approval process for telecom companies, making it easier for new players to enter the market and drive competition.
Office under the DOTC (now divided into two departments, one for transportation, the other communications technology) during President Cory Aquino’s time, which in turn changed the then Bureau of Posts, which has a long history spanning 250 years from the time the Spanish colonialists established the first post office. This writer was the last postmaster-general of the Bureau of Posts and the first head of the Postal Services Office when the title of CEO became assistant secretary of the DOTC. Later, through the efforts of then senators John Henry Osmena and Mamintal Tamano and Quezon Rep. Bienvenido Marquez, through our initiative, the office became a GOCC and named Philippine Postal Corporation or Philpost with the CEO again called postmaster-general.
Like all GOCCs, policy-making is lodged in a board of directors appointed by the President. But administration and policy implementation is the function of the CEO, which, in the case of Philpost, is the postmastergeneral. Philpost used to be an attached agency to the DICT, later transferred to the Office of the President, mismo!
Little is heard about the postal system nowadays because technology has rendered most of its traditional services obsolete, with text messages substituting for greeting cards that go through the mail, and correspondence going paperless through electronic mail.
Its central office is housed in the iconic building built by national architect Juan Arellano and Tomas Mapua in 1926, destroyed during the Liberation of Manila by the carpet bombing of the Americans, thence rebuilt in 1946 with the Yuchengco construction firm as re-builder.
Until May 22, 2023 when it was mysteriously gutted by fire, it was a national landmark, which drew tourists to its spacious neo-classical lobby and its towering frontage pillars.
Little has since been heard about the efforts to rebuild the historic landmark, except for a few months back when its former water-borne mail receiving building beside the Pasig River was the focal point of the First Lady’s Pasig River Beautification project.
But now Philpost is wracked by a leadership crisis -- the unusual and highly irregular case where two men are claiming to be the rightful postmaster-general.
As a GOCC now somehow supervised by the Governance Commission for Government Corporations, members of the board of directors are appointed by the President of the Republic for a term of one year, or as hold-overs until a replacement is named.
Postmaster General Luis Carlos, appoint-
ed by Malacanang in April 2023, a month before the big fire gutted the Central Post Office building, was apparently replaced by the Philpost Board of Directors when a new director and Chairman of the Board, former QC councilor Michael Planas was appointed on June 11 by Malacanang.
So Planas is currently Chairman and Postmaster General as far as the current board is concerned.
However, Luis Carlos went to Malacanang and asked to be reinstated.
Whereupon, on July 16, he was given a new appointment as member of the Board from July 1, 2024 to June 30, 2025, with the presidential desire that he be nominated by the board as Postmaster General and Chief Executive Officer of the corporation.
There are so many stories emanating from the corridors of power in the palace beside the murky river Pasig
A “desire” letter is addressed to the board of directors, through its chairman, whereby Malacanang expresses its intent to have the subject member elected to a particular position in the GOCC.
It is the board which then perfects the appointment through a resolution, following the appointing authority’s desire.
Now the entire postal service is thrown into a leadership conundrum -- which is the legal PMG and CEO, Planas or Carlos?
The power struggle has affected the operations of the post office and demoralized its employees.
Not only is it bad enough that they are now crammed into the Foreign Service Mail Distribution Center in Port Area while waiting for their landmark building to be rehabilitated.
Worse, they do not know whose orders they are to follow.
Senior officials as well as rank and file could not care less whoever is the “boss,” as long as they know who the boss really is, and they are not entangled in the leadership conflict between Carlos and Planas.
All presidential appointments are coursed through the Office of the Executive Secretary, so how did this confused situation come to pass?
There are so many stories emanating from the corridors of power in the palace beside the murky river Pasig. This is but one of them.
SENATE Bill 2699, or the “Konektadong Pinoy Act,” presents itself as a solution to improve connectivity, enhance access to high-speed internet, and close the digital divide in the Philippines.
While these are objectives that need urgent action, the bill, upon closer scrutiny, threatens to compromise national security, undermine the integrity of the country’s radio frequency spectrum which is a critical and finite natural resource.
The spectrum is as valuable as our water, forests, and mineral reserves.
The 1987 Philippine Constitution mandates the government to protect and manage these resources for the benefit of the Filipino people, both present and future generations.
Senate Bill 2699 proposes a radical shift in this approach by eliminating the need for a congressional franchise and diminishing the regulatory powers of the National Telecommunications Commission (NTC).
This move could lead to the unregulated exploitation of the spectrum.
The Public Trust Doctrine, upheld by the Philippine Supreme Court, emphasizes the State’s role as a trustee of natural resources.
The government must manage these resources in a way that prioritizes public welfare over private gain.
Senate Bill 2699 risks violating this principle by loosening the requirements for spectrum allocation.
The bill’s proponents argue that reducing regulatory barriers will foster competition and spur economic growth.
However, the spectrum, like water or mineral resources, is a natural asset that
requires stringent regulation to prevent degradation and ensure quality service for consumers.
The removal of the legislative franchise requirement and the reduction of the NTC’s regulatory powers could allow unscrupulous players to gain access to our telecommunications networks.
The liberalization of critical infrastructure, when not accompanied by adequate safeguards, can lead to unintended consequences
Without rigorous vetting, the country risks opening its doors to entities that may not have the best interests of the nation at heart.
This concern is not unfounded, given our recent experience with the liberalization of online gaming, which led to various social, economic, and security issues.
In telecommunications, the stakes are even higher.
A compromised network could have dire consequences for national security, from espionage and data breaches to the potential disruption of essential services.
THE nation will extend a warm and rousing welcome to the contingent of 22 Filipino athletes who took part in the Paris Olympics.
We know they all tried their best to win medals and bring honor and prestige to the country simply by being there amid the expected stiff competition from outstanding athletes from other nations across the globe.
Our athletes brought home two golds and two bronzes in the much-awaited sports spectacle.
But while our medal output in this Olympiad could have been far bigger, we also know that athletes from other countries also adequately prepared for this and were just as focused on winning the coveted medals in this premier sportsfest.
The challenge now is for every Filipino athlete who wants to excel in future Olympics to strive to improve the skills through rigorous training and participation in local and international competitions so each one can meet the high standards set by the International Olympic Committee in each sports category.
It is understandable the focus of our attention would be on 24-year-old gymnast Carlos Edriel Yulo who won two gold medals in the vault and floor exercises. It’s an awesome achievement as we know
Our athletes should always be guided by the Olympic motto of ‘Stronger, Higher, Faster’ and begin to prepare for the future
that he trained really hard for this and that he can further hone his skills after his first Olympics stint in Tokyo in 2022. We congratulate Yulo for this singular feat and hope he can achieve greater heights in his sporting career in the years ahead.
Two of our women boxers, Nesthy Petecio and Aira Villegas, meanwhile, managed to enter the quarterfinals and win bronze medals. We wish them well in their quest for excellence in their chosen sport. Perhaps in the next Olympics?
EJ Obiena, considered the world’s No. 2 pole vault athlete, may have faltered in his bid to win a medal, but nonetheless managed to land in fourth place. He has vowed to do better in the next edition of the Olympics four years from
IN A significant legal development, Andres
“Andy” Bautista, the former chairman of the Commission on Elections (Comelec) in the Philippines, was indicted by a US federal grand jury in Florida on charges of bribery, money laundering, and conspiracy.
This commentary delves into the historical context, jurisdictional complexities, legal issues, and potential defenses surrounding this high-profile case.
Roots and reach
The controversy surrounding Bautista dates back to his tenure as Comelec chairman from 2015 to 2017, during which he oversaw the 2016 presidential election.
Bautista awarded a $199 million contract to Smartmatic, a company that provided 94,000 voting machines.
Allegations of bribery surfaced, implicating Bautista and Smartmatic executives in a scheme to influence the contract award.
The complexity of this case lies in its international jurisdictional issues.
The alleged crimes span multiple countries, involving Philippine public officials and foreign nationals, thus invoking the Foreign Corrupt Practices Act in the US.
The cooperation between the US Justice Department, the Philippine Department of Justice, and the Office of the Ombudsman underscores the international dimension of the investigation.
Legal implications of misconduct
Allegations vs. Bautista and co-accused: Bribery and corruption: Bautista allegedly received over $1 million in bribes from Smartmatic executives between 2015 and 2018.
Money laundering: Bautista and the coaccused face charges of conspiracy to commit money laundering and international laundering of monetary instruments.
Legal provisions and court precedents:
Foreign Corrupt Practices Act: The FCPA prohibits US citizens and businesses from bribing foreign officials to obtain or retain business. Bautista and the executives are charged under this act.
Money Laundering Control Act: This US federal law criminalizes money laundering and sets penalties for laundering monetary instruments.
The government has a duty to ensure any entity granted access to the nation’s critical infrastructure is thoroughly vetted and operates under stringent oversight.
Senate Bill 2699, as it stands, undermines this duty and places the nation at risk.
The NTC currently plays a vital role as a quasi-judicial body that scrutinizes applicants, ensuring that only those who meet stringent legal, technical, and financial criteria are granted access to the spectrum.
This vetting process is designed to prevent entities that may not be capable of providing reliable service or that may pose a risk to national security from entering the market.
By reducing the NTC’s role to a mere registrar, Senate Bill 2699 effectively strips the commission of its ability to protect the public interest. Furthermore, the bill’s emphasis on speed
The international bribery scandal of Andy Bautista
Philippine Anti-Graft and Corrupt Practices Act (Republic Act 3019): This act penalizes public officials who receive or solicit bribes.
Philippine Plunder Law (Republic Act 7080): Bautista could face plunder charges if the total value of ill-gotten wealth exceeds P50 million.
The Bautista case serves as a stark reminder of the farreaching consequences of corruption and the importance of upholding the rule of law
Anticipated legal defenses
1. Denial of Wrongdoing: Bautista has denied receiving any bribes, maintaining his innocence. This defense aligns with the presumption of innocence principle.
2. Lack of Jurisdiction:
The defense may argue the US lacks jurisdiction over a Filipino national for acts committed outside the US. However, the FCPA’s extraterritorial reach and the international cooperation aspect weaken this defense.
3. Insufficient Evidence: Challenging the sufficiency and admissibility of evidence, like the trail of monetary transactions, will be crucial for the defense.
4. Statute of Limitations: The defense might invoke the statute of limitations, arguing the alleged acts occurred beyond the permissible period for prosecution. However, this is unlikely to succeed given the timeline of the allegations. Procedural Roadmap
and efficiency should not cause a decline in service quality and security. The result could be a telecommunications landscape dominated by operators who prioritize profit over service, leaving consumers with subpar internet access and a weakened digital infrastructure. It is imperative that lawmakers approach Senate Bill 2699 with caution. The bill’s well-intentioned goals must be balanced against the need to protect the public interest, national security, and the integrity of our telecommunications spectrum. Efforts should be focused on enhancing the NTC’s capabilities, improving its efficiency, and ensuring that it has the tools necessary to oversee a rapidly evolving telecommunications landscape.
Opening up the telco market by relaxing strict regulations intended to protect national patrimony and interest does not necessar-
2. Trial: Presentation of evidence, witness testimonies, and cross-examinations. Defense strategies to refute the prosecution’s claims.
3. Verdict and Sentencing: If convicted, Bautista faces severe penalties, including up to 20 years in prison for each count of money laundering and conspiracy, substantial monetary fines under both US and Philippine laws, and forfeiture of assets acquired through illegal means. Case Viability: A Preliminary Assessment The US Department of Justice has likely amassed significant evidence, given the involvement of multiple jurisdictions and agencies.
The charges are serious, and the detailed indictment suggests a robust case against Bautista and his co-accused.
However, the defense’s effectiveness in challenging the evidence and leveraging legal technicalities will be critical. Recommendations
1. Enhanced Anti-Corruption Measures: Strengthening anti-corruption laws and their enforcement in both the Philippines and the US. Increasing transparency in public procurement processes.
2. International Cooperation: Continued collaboration between nations to combat transnational crimes. Mutual legal assistance treaties to facilitate evidence sharing.
3. Public Accountability: Ensuring that public officials are held accountable for their actions.
Promoting a culture of integrity and ethical behavior in public service. The Bautista case serves as a stark reminder of the far-reaching consequences of corruption and the importance of upholding the rule of law.
Public officials must adhere to the highest standards of integrity, and international cooperation is vital in addressing complex, cross-border criminal activities.
1. Pre-Trial Motions: Motions to dismiss based on jurisdictional grounds or insufficiency of evidence. Discovery process to obtain evidence from the prosecution.
ily help bridge the digital divide or result in universal, sustainable, inclusive and meaningful (USIM) connectivity as in the case of the entry of third telco DITO wherein stateowned China Telecommunications Corporation is the second biggest stakeholder. The liberalization of critical infrastructure, when not accompanied by adequate safeguards, can lead to unintended consequences that far outweigh the aspired benefits.
As Filipino consumers and citizens, our lawmakers must adequately protect our security and our national patrimony in the digital domain.
While fast connectivity to boost economic growth is a top priority, it should not come at the cost of our nation’s security, sovereignty, and long-term welfare. Our collective aspiration for inclusive prosperity must be sustainable and secure.

THE Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) and the provincial government of Kalinga are set to implement two infrastructure projects worth P89.8 million funded under the PAMANA (Payapa at Masaganang Pamayanan) program of the national government.
“The residents of this remote hinterland barangay are gearing up for increased socio-economic activity as they will soon be better connected to the rest of the municipality.” OPAPRU said on Saturday.
The PAMANA projects P89.8 million include the construction of a bridge and a road linking Brgy Poswoy to the town center and neighboring areas.
According to provincial planning and development coordinator Flordeliza Moldero, the two projects stemmed from consultations with Ending Local Communist Armed Conflict (ELCAC) conducted by the provincial government. Rex Espiritu

“We thank newly confirmed DepEd Secretary Sonny Angara for making the approval of Kabalikat sa Pagtuturo Act’s IRR one of the first acts of his good and promising administration,” Revilla added.
He said approval of the IRR was the culmination of the long process towards the finalization of the measure, but he was delighted that it is now ready for implementation
“After a long wait and a long fight, we won for the welfare of our teachers,”
the senator said.
“This is our dream for them as support and recognition of their important role in the education sector,” he said. The law institutionalized the grant of teaching allowance to public school teachers. Starting next year, public school teachers will receive P10,000 for the purchase of tangible or intangible teaching supplies and materials, for the payment of incidental fees, and for the implementation or conduct of various learning delivery modalities.

Libanan is batting for the creation of a new Samar Island Region in a bid to decentralize and boost the delivery of essential government services to the least developed provinces in the country.
Libanan filed House Bill No. 10727 citing the three provinces of Northern Samar, Samar and Eastern Samar, including their cities, municipalities and barangays as composite areas of the proposed new Samar Island Region.
“Our measure, once enacted, will expedite the dispensing of national government services to the communities of the three Samar provinces,” he said. Regional Development Council to drive economic growth and jobs creation,” he added. If approved, the Samar Island Region would become the country’s 19th administrative region.
This means all national government line departments, such as health, education and social services must put up regional offices in the new region.
The bill does not specify the seat of the Samar Island Region, but proposes the creation of a technical working group that would recommend to the Office of the President the preferred site of the regional center.
Tulfo wants to get rid of imported fake, substandard
A PARTY-LIST lawmaker is set to file a measure seeking to stamp out online sales of substandard and fake products mostly from China.
ACT-CIS party-list Rep. Erwin Tulfo feared that unless eliminated, the proliferation of such products would lead to the loss of jobs for a significant number of Filipino workers as local firms would be constrained to close shops to avoid further losses and possible bankruptcy.
“If this is not prevented, many manufacturers in the Philippines who follow the correct rules of our law will be forced to close due to losses. And when this happens, hundreds of thousands of our countrymen will definitely lose their jobs," he said. As many as 15 businessmen, mostly manufacturers and dealers of appliances, personally came to his office to seek help because their
businesses have been affected by the rampant sale of sub-standard and fake products that are sold at cheaper prices, he added.
“These businessmen, they are the ones who pay the right taxes and follow all the regulations and rules established by our law. But they are the most affected and are now losing money due to unfair sales in the market,” Tulfo said. Rio N. Araja
A CAUSE-oriented parents’ organization has scored government officials’ acceptance and permission to the promotion of mobile clinics donated by the tobacco industry, represented by a local cigarette manufacturer.
The Parents Against Vape said the public display of such endorsement of donated mobile clinics, raised serious ethical, legal, and health-related issues.
“The actions of these government officials and the accompanying display of support could be construed as a blatant endorsement of an industry that is known for its detrimental health effects,” the group said.
The concerned parents asserted that the endorsements were deeply troubling for possible violations of Republic Act 9211 or the

The race, featuring a 1.9km swim, 90km bike, and 21.1km run, also highlighted the newly developed Davao City Coastal Roa d. Van der Linden, the 50-year-old Olympian from Schagen, North Holland, built an early lead with a
strong swim and bike performance, which proved crucial as he withstood a determined late charge from John Patrick Ciron and Franklin Yee in the run segment to clinch the overall men’s championship in 04:19:27. Meanwhile, Ramo showcased her strength in all events but shone brightly in the bike and run stages securing the overall women’s title in 04:48:18.

Van der Linden set the tone early, dominating the swim and bike stages of the grueling race. His powerful start (00:27:50) created a substantial lead, giving him the cushion needed to withstand a fierce challenge from Ciron and Yee, who both mounted strong comeback in the final run stages.
Despite his Filipino rivals’ valiant effort, van der Linden’s early advantage and steady pace in the run allowed him to cross the finish line first, securing a well-earned victory. He timed

CAGAYAN DE ORO – Cliff Nuñeza and Ally Gaccion are primed for their next challenge as the ICTSI Junior PGT Mindanao Series resumes today (Monday, Aug. 12) at the Pueblo de Oro Golf and Country Club here.
Both players are bracing for intense competition as they aim to secure top honors in their respective divisions while earning crucial ranking points to boost their bids for the upcoming Match Play Championship.
The final leg of the four-stage regional series sees Nuñeza and Gaccion striving to replicate their contrasting victories from last week’s Del Monte tournament.
“Focus on the range and improve my putting,” Nuñeza said, outlining his strategy for the Pueblo de Oro showdown. He narrowly edged out Bacolod’s John Rey Oro in the boys’
16-18 division and is aware of the challenges posed by the par-72 course, known for its winding fairways bordered by deep ravines. Nuñeza remains cautious, particularly of Oro, who claimed victory in the Visayas Series I in Iloilo, placed third in Bacolod and Negros Occidental, and finished second last week. Determined to secure back-to-back victories, Nuñeza is also mindful of the strong competition from players like Ignacio Lim and John Paul Oro.
Under the nationwide series format, organized by Pilipinas Golf Tournaments, Inc. and sponsored by ICTSI, the best two results from the four-leg competition will determine the top two players in each category who will advance to the national finals.
For those competing in multiple series, their top three results will be
counted, with only the best player from each class advancing.
Despite her dominant performance at Del Monte, Gaccion is committed to delivering an even steadier performance on her home course.
“Hopefully, I’ll do better since Pueblo is my home course,” said Gaccion, 17. “My edge lies in familiarity and ball placement. I know where to go if I get into trouble and how to handle the greens’ speed.”
Meanwhile, Ralph and Rafella Batican are eyeing their third consecutive victories in the 10-12 division after dominating the South Pacific and Del Monte legs. Ralph, in particular, delivered a stunning performance at Del Monte, mastering the course with an impressive 18-under 126 total, with no bogeys.

PARIS—From a colorful, sometimes controversial opening ceremony to boxers caught up in a gender row to respectful bows on the gymnastics podium, the 2024 Olympics served up many memorable moments.
Rain on opening parade
Organizers promised a spectacular opening ceremony and the rain-soaked boat parade on the River Seine ended up making global headlines, but not for the expected reasons.
Church leaders, conservatives and even US presidential candidate Donald Trump were left outraged by a scene involving drag queens and lesbian DJ Barbara Butch that appeared to parody Jesus’s Last Supper.
Artistic director Thomas Jolly denied any such intention. He and others involved ended up facing vicious online harassment that led to police complaints.
Djokovic’s roar of approval
Novak Djokovic stunned Carlos Alcaraz in a memorable men’s final to clinch tennis gold and become only the fifth player to complete the Golden Slam of all four majors plus Olympic gold.
The 37-year-old celebrated with a roar which echoed around Roland Garros before the tearful Serb clambered into the player’s box to embrace his wife Jelena and two children.
“There is no greater inspiration than representing your country,” said the 24time Grand Slam title winner.
Alcaraz was also in tears, claiming he “had let Spain down”.
Biles bows to ‘queen’ Andrade Simone Biles may have been the star of the show but she was widely praised for bowing to her arch-rival Rebeca Andrade on the podium.
Biles said it was “just the right thing to do” after she and team-mate Jordan Chiles finished in silver and bronze medal position respectively behind the Brazilian in the floor final.
“Rebeca’s so amazing, she’s queen,” said Biles.
Romanian Ana Barbosu was later awarded the bronze medal after the Court of Arbitration for Sport ruled that Chiles should not have been upgraded from her initial fifth-place finish.

CARLOS Yulo will always be deeply grateful to his Japanese coach, Munehiro Kugimiya, who began training him at the age of 16.
Kugimiya first met Yulo in Manila in 2013, when the Filipino gymnastics prodigy was just 13 years old. At that time, Yulo was already making waves by winning multiple titles at the Palarong Pambansa at the elementary level.
In 2016, three years after working through a grassroots program with the Gymnastics Association of the Philippines, Yulo began his intensive training under Kugimiya.
Eight years later, Yulo emerged as a double gold medalist at the Paris Olympics.
“I wouldn’t have reached this level if it weren’t for my coach. He helped me build a plan, taught me how to train, and also supported me in my education. I am incredibly thankful and grateful to him,” Yulo shared during a Thanksgiving

PARIS (Via PLDT Home)—Weightlifter John Ceniza aspired of this moment all of his life. But a pinched nerve in his neck after the Philippine team’s training in Thailand last April has shattered his confidence and raised doubts on his dream.
He wasn’t sure he could even lift his starting weight at 125kgs, but he tried. Once, twice, thrice – all unsuccessful.
He was uncertain. And he was right.
As he rushed to his corner after his DNF stint, he met POC Secretary General Atty. Wharton Chan and buried himself in his embrace, two grown men crying – the sight of which was so painful, it felt like death in the family.
“Mabigat po sa pakiramdam, sobrang sakit dahil nabigo ako at nabigo ko ‘yung Pilipinas,” said John, one of the 19 other empty-handed Filipino Olympians suffering the same fate in the 2024 Paris Olympics.
The weight of the world seemed to have pressed down on John and his fellow fallen Olympians
EJ, Bianca, Dottie, Lauren, John, Carlo, Jarod, Kayla, Elreen, Vanessa, Aleah, Levi, Emma, Hergie, Sam, Kiyomi, Joanie and Eumir.
Once a deafening roar, the cheers when they made it to the Olympics, had dwindled to a distant echo.
Years of sacrifice, of early mornings and late nights, of endless repetitions and grueling workouts, of shunning junk food and taking in sustenance with nary any taste, had led to this moment -- slipping through their fingers like grains of sand.
Us common folks only see the big winning and losing moments.
We don’t see EJ’s bad back. Dottie’s sick parents. Sam’s battered knee. The chaos in Vanessa’s mind.
The unbearable pain in John’s neck and shoulders.
“Hindi pa po kasi ako naka-recover talaga ng maayos. Nerve kasi ‘yung injury ko, 3 nerves na naipit sa leeg ko na sobrang sakit,” said John, his body defeated, but his spirit still intact.
As the crowd dispersed, the stadium emptied, and the lights dimmed, John was left alone at the Athlete’s Village with his thoughts. He thought of his country, family, coaches and friends. He had let them down. But more than that, he had let himself down. John had poured every ounce of himself into this endeavor, only to fall short.
The road ahead would be difficult, littered with setbacks, injuries, and moments of doubt.
But John vowed he would return, stronger, wiser, and more determined. Until then, he would endure the pain, learn from his mistakes, and prepare for his redemption.
“Yes po, babawi po tayo para sa Pilipinas. Kukunin pa natin ‘yung gold,” he vowed. The Olympics would witness his return. Of that, he was certain.
mass organized by the Philippine Embassy in Paris, France.
Kugimiya and Yulo parted ways last year, with Aldrin Castaneda taking over as his coach. However, Yulo plans to reunite with Kugimiya in Japan to show him his Olympic medals once his commitments in the Philippines are fulfilled.
A hero’s welcome awaits Yulo and the rest of the Philippine delegation when they return to Manila on Wednesday.
Yulo’s victories did not go unnoticed by Kugimiya, who was in Paris as part of the Sri Lanka delegation. He watched Yulo from the sidelines and personally witnessed his gold-winning moments.
COLLEGE of St. Benilde snapped a twogame losing streak with a commanding 2513, 25-22, 25-21 victory over the University of the Philippines, putting the Lady Blazers back on course in their title-retention bid in the V-League Women’s Collegiate Challenge at Paco Arena in Manila on Sunday. Wielyn Estoque led the charge with 14 points, including 11 attacks, two blocks, and an ace, while Zamantha Nolasco provided strong support with 11 points, highlighted by eight kills and a game-high three blocks. Their combined efforts were crucial in the Lady Blazers’ comeback after suffering consecutive losses in this pre-season tournament, which they won last year.
“Marami, marami pa dapat i-improve. Any kind of win is a big boost. Sino man kalaban natin next, we have to be prepared,” said CSB head coach Jerry Yee.
Trailing 8-10 in the third set, CSB rallied to seize a five-point lead at 16-11, eventually securing a straight-set victory. Errors from UP, including a net touch by Kianne Olango and an attack error by Yesha Noceja, con-
tributed to Benilde’s sweep of the Fighting Maroons.
“We were experimenting with new players in the rotation, and we didn’t quite find the right combination in the first few games. Hopefully, this rotation will stick,” added Yee.
The Lady Blazers dominated the attacking department, recording 15 kills to UP’s 8 in the opening frame. They also broke a 17-all tie in the second set with a 5-1 run, pulling ahead 22-18 to set the stage for their win.
Middle blocker Kassandra Doering led UP with 12 points on 10 attacks and two blocks, but her efforts weren’t enough to prevent her team from slipping to a 2-2 record.
The Lady Blazers will next face the Colegio de San Juan de Letran Lady Knights on Aug. 18 at 5 p.m. at the Ynares Sports Arena in Pasig. Meanwhile, UP will look to

Sarno looks forward to work with right team
VANESSA Sarno is determined to approach her next Olympic bid with the right team and a conducive environment. The 20-year-old weightlifter expressed her plan after her uneventful debut in the Paris Olympics, where she struggled in the women’s 71kg event, failing to lift 100kg in three attempts—well below her personal best of 108kg, which is the national record.
Sarno’s challenges began during her training at the Metz camp, where her personal coach, Richard “Pep” Agosto, was not present to guide and motivate her.
“I’m comfortable with him. He knows me, understands what’s going on in my mind,” Sarno shared.
Instead, Sarno was assigned coach Nicholas Jaluag, a change that disrupted her preparation and affected her mental state leading up to the competition.
“When I left Manila, it became really tough for me. My mentality weakened, and I wanted to give up. The environment felt toxic like they didn’t want me there,” Sarno explained. After her unexpected performance, Sarno apologized and opened up about the difficulties she faced, particularly the lack of alignment with Jaluag. Fortunately, the Philippine Olympic Committee intervened, and Agosto rejoined her, renewing the two-year mentoring relationship that had been crucial to her development.
“I know her emotionally. She’s been with me for two years. She sees me as a father figure, and I’ve even sought sponsors to help treat her injuries,” said Agosto, who had helped Sarno through a challenging hand injury. Peter Atencio

AN ECONOMIST of Rizal Commercial Banking Corp. (RCBC)
forecasts a 25-basis-point cut in the Bangko Sentral ng Pilipinas’ (BSP) policy rate this month in line with the same projection for the US Federal Reserve funds rate in September.
RCBC chief economist Michael Ricafort said in a report the BSP’s policy-making Monetary Board (MB) might start adjusting its key rate on Aug. 15 because it would have no meeting in September when the Fed is widely expected to cut its own rate.
Ricafort said the Monetary Board might keep the key rates steady just like what the Fed did during its July meeting or could start cutting the rates on Aug. 15 “especially if a Fed rate cut in September 2024 becomes more imminent since there will not be a BSP rate-setting meeting in September 2024.”
He said the projected adjustment this month is possible “so that interest differential would eventually be maintained.”
Ricafort said that after the August BSP policy-setting meet, the next schedule is on Oct. 17, 2024.

Gov’t debt as of end-June 2024
Debt to GDP ratio in first half of 2024
THE government’s debt service jumped 41.1 percent in the first six months of 2024 on higher interest payments and amortization, the Bureau of the Treasury (BTr) said over the weekend.
Data from the BTr showed the total debt payments from January to June amounted to P1.28 trillion, up from P907.92 billion in the same period last year.
Interest payments in the first six months climbed 33.55 percent to P377.22 billion from P282.45 billion a year ago. Principal amortization also went up 44.7 percent to P905.55 billion from P625.46 billion.
Debt service in June amounted to P66.07 billion, lower than P88.40 billion in the same month last year.
Outstanding government debt climbed to P15.48 trillion as of endJune 2024, a 0.9 percent increase from the end-May level on new borrowings and the peso’s depreciation against the US dollar. Of the total debt stock, 31.71 percent was external debt, while 68.29 percent represented domestic debt. The end-June domestic debt level increased 1.2 percent to P10.57 trillion from the end-May 2024 level. The government targets to bring down the debt-to-gross domestic product
(GDP) ratio to 57 percent by 2028.
The Treasury said that with the release of the second-quarter gross domestic product (GDP) which grew by 6.3 percent year-on-year, the debtto-GDP ratio was recorded at 60.9 percent as of end-June 2024, slightly down from 61.0 percent a year ago and 60.1 percent at the end of 2023.
The national government’s fiscal deficit settled at 5.3 percent of GDP in the second quarter of 2024 and 4.9 percent in the first half. The 2024 fiscal turnouts reflected an increase from the 4.8 percent deficit-to-GDP ratio for the second quarter and first half of 2023.
The government is projecting a full-year fiscal deficit equivalent to 5.6 percent of GDP in 2024, coming from 6.2 percent in 2023 in line with fiscal consolidation efforts.
“To establish a robust and effective nuclear regulatory body by 2026, capacity building of potential regulatory officers and plant operators — estimated at 7,000 people, including professionals, technicians and craftsmen — will be continuous before and after its creation,” the report said.
The program says capacity building and education for government agencies, the private sector, students and communities will be ongoing and intensified.
“Convergence of domestic capabilities with international sources for the supply chain is targeted before NPP construction starts,” it said.
The program aims to have necessary laws on the nuclear legal and regulatory framework in place by 2025, followed by relevant implementing rules and regulations.

Analysts expect PH stocks to move sideways ahead of BSP policy meet
PHILIPPINE stocks are expected to move sideways as investors await the Bangko Sentral ng Pilipinas (BSP) policy meeting later this week.
Analysts said investors would wait for the outcome of BSP’s monetary policy decision.
“A policy rate cut is expected to sustain the local market’s upward momentum while an unchanged policy rate might lead to a market decline,” Philstocks Financial Inc. research head Japeth Tantiangco said.
“Investors are also expected to monitor the development at Wall Street. A further easing of recession concerns is seen to help living market sentiment while a worsening of the said concerns is expected to weigh on the market,” he said. The market support is seen at 6,400,

ONCE upon a time, a young boy from a poor neighborhood played with seashells on the shores of Bacoor, Cavite, while his father eked out a living selling table salt.
That boy struggled with his studies financially, but eventually became an industry leader, holding various executive positions in multiple companies both at home and abroad.
Presently, Edgar Chua is chairman of the Makati Business Club and the Philippine Business for the Environment. He is also chairman of the College of Saint Benilde, the University of La Salle Bacolod, and chief executive of De La Salle Philippines.

Chua is a member of the advisory board of Mitsubishi Motors Philippines Corp. and Coca-Cola Bottlers Philippines. He is also affiliated with the Integrity Initiative, the National Resilience Council, and the Philippine Disaster Resilience Foundation.
He held key positions in various subsidiaries of the Shell Group of Companies, both locally and globally, including chairman and president of Pilipinas Shell Petroleum from September 2003 to May 2017.
Chua was first elected as an independent director of Phinma in April 2021.
He earned his bachelor’s degree in chemical engineering from De La Salle University in 1978 and attended various international seminars and courses, including a senior management course at INSEAD in Fontainebleau, France.

“I had to consider the cost of transportation. And more importantly to me then was to start making money for my family. It would take ten years in medicine for that to happen—four years in pre-med and another five years in proper. Then a few more years for internship, and then the board exams. So, I asked myself, where do I go?” Chua recalled.

better off offered to shoulder his studies at DLSU. “Education is the great equalizer. It gives everyone a shot at a fairly brighter future,” Chua said matter-of-factly. After college, his first job was at Procter & Gamble, selling a popular brand of margarine. It was short-lived, and two days later, he quit to join Unilever as a technical management trainee. After about a year, Shell hired him as a salesman—with a car to boot. Altogether, he was receiving P1,800 a month, and he was happy with it. Chua stayed about 36 years with Shell, gradually climbing the corporate ladder. There were tempting offers along the way, but he stuck it out with the fuel industry, where he eventually met his wife, Veronica, who was then working for Caltex. “Outside, we were competitors, but we also worked hard together to ensure the overall quality of petroleum supply and strengthen our industry,” he said.
THE Government Service Insurance System (GSIS) said is extending its restructuring program for service loans (RPSL) until May 19, 2025, providing a good opportunity for borrowers to benefit from longer and more affordable payment terms.
“The GSIS offers a restructuring and condonation program for all past due loans. This underscores our commitment to help members and pensioners manage their financial well-being and get back on track by offering flexible terms and condoning penalties,” said GSIS president and general manager Wick Veloso.
The GSIS RPSL, launched in May last year, is a new restructuring program that provides delinquent borrowers more options to lower their past due balances and offer a more flexible and affordable option to pay off their loans. It is designed to aid former members, old-age pensioners, reemployed
members, borrowers who previously availed of PRRD and those with overdue loans. The program provides a one-time condonation and restructuring option, making it easier for borrowers to manage due and demandable service loans, as well as their penalties and surcharges.
Borrowers can apply for the program through the GSIS Touch, over-the-counter (OTC) payment at any GSIS branch, M. Lhuillier, USSC or via UnionBank or Landbank mobile or web apps. Applicants are required to submit a duly accomplished form along with a photocopy of the GSIS ID, Phil ID, passport, or any two valid government-issued IDs.
“We urge government employees to reach out to our customer service team, visit our website or branches nationwide to apply. Our dedicated team is ready to assist and provide personalized support tailored to your needs,” said Veloso.

MERALCO PowerGen Corp. decided to withdraw its bid for the privatization of the 796.64-megawatt Caliraya-Botocan-Kalayaan (CBK) hydroelectric power plant complex in Lumban, Majayjay and Kalayaan, Laguna.
“On CBK, when I joined MGEN, we decided that we limit the limited resources that we have. And today, there’s still the limited portfolio that we have in order to at least provide the value for CBK that would be com-
petitive. We decided not to proceed with that,” Meralco PowerGen president Emmanuel Rubio said. Meralco PowerGen, the power generating arm of Manila Electric Co., is one of the Power Sector Assets and
Liabilities Corp.’s eight qualified bidders for the CBK power plants.
The other companies are the consortium of Aboitiz Renewables Inc., Electric Power Development Co. and Sumitomo Corp. (Thunder consortium); consortium of China Huadian Hong Kong Company Ltd. and Citicore Renewable Energy Corp.; First Gen; Prime Energy Corp.; Giga Ace 11 Inc.; Korea Water Resources Corp.; Marubeni Corp.; and Semirara Mining and Power Corp.
Five companies—Marubeni, Semirara, Thunder Consortium, First Gen and ACEN Corp.’s Giga Ace 11 partici-
pated in the pre-proposal conference.
“I think, let the others with the bigger portfolio. I think that’s how they’re going to justify the participation of ACEN, FirstGen and Aboitiz,” Rubio said.
He said another concern is the impending Green Energy Auction Program 3 which would include pump storage hydro projects.
“And, there’s also a GEAP for pump storage. So, if there’s a GEAP for pump storage, it would be difficult to value CBK if you’re competing with a pump storage and a GEAP. That’s what I think,” Rubio said.
THE Department of Energy (DOE) issued the invitation to bid for the second round of competitive selection process (CSP) for microgrid system provider (MGSP) that will cover 41 lots composed of 85 identified unserved and underserved areas involving up to 13,548 households.
The DOE said interested bidders should submit expressions of interest to participate in the MGSP bidding on Aug. 30, 2024. It set the pre-bid conference for interested bidders on Sept. 18, 2024, the deadline of submission and opening of bids on Oct. 8, 2024 and the issu-

(Metrobank) expects faster growth in its auto and home loan business on anticipation of interest rate reduction in the second half.
“We see an overall positive growth trajectory for our auto and home loan businesses as we expect more bookings towards the end of the year given expectations of lower rates in the second half as well as through our offers like the Happy Holideals loan promo,” Metrobank consumer lending group head Peaches Cuenco said over the weekend.
Metrobank chief marketing officer Digs Dimagiba said at the launch of Metrobank’s Happy Holideals promo at One Ayala in Makati on Friday that the bank’s plans could be adjusted depending on the situation.
“As with all financial institutions, there are plans in place, whether we keep them or whether it goes up or down. As I said earlier, we are resilient. We adjust our plans already. This is one of them. We are declaring the holidays early, so that people can already get into that holiday,” Dimagiba said.
Metrobank’s consumer portfolio posted a 13.7-percent year-on-year growth in the first half of 2024. Metrobank expects a sustained growth for its auto and home loans business, driven by consumer demand and its unique offers which aims to help their clients to achieve their goals such as owning cars or properties.

DENNIS Trillo has established himself as one of the most talented actors in the country. With a career spanning over two decades, his impressive filmography highlights his outstanding skills in front of the cameras.
Needless to say, his impressive track record of portraying complex and multifaceted characters brings a unique depth to such a role. Thus, his inclusion as a villain in the top series Pulang Araw has viewers excited to see what he will bring to the table.
Beginning Aug. 21, Trillo will debut as Col. Yuta Saitoh, a character that has generated considerable buzz among viewers. The series is currently topping the charts on Netflix Philippines.
In a recent press conference, the 43-year-old actor delved into his role as the ruthless Japanese soldier.
“At the start, they will definitely feel anger because Col. Yuta Saitoh is a villain and a bad guy. But I think, in some way, my character will have a redemption, and that’s important. No villain suddenly becomes a villain out of nowhere,” Trillo said of his character. He elaborated on Saitoh’s backstory, revealing that his character’s hostility towards Filipinos stems from a traumatic experience during his childhood in the Philippines.
“He harbors anger towards Filipinos because when he was growing up here, thieves broke into his house and killed his family. Everything has a backstory, and everyone who is bad has a chance to change,” Trillo added.
The actor, who is playing a baddie role for the first time, also highlighted the series’ significance for Filipino viewers, particularly younger generations.

THE name “Hong Kong” means fragrant harbor, referring to Victoria Harbor, the body of water connecting Hong Kong Island to Kowloon. In the mid1800s, the harbor was filled with boats carrying all kinds of spices brought in from and going to be delivered to many parts of the world. It was said that sailing on the harbor, one would smell a certain fragrance from the loads of spices on the boats nearby.
Hong Kong, a Special Administrative Region of China, has a population of 7.5 million in a 426-square-mile territory, making it the most densely populated area in the world. The city hosts many ethnic groups, with the Filipinos ranking the highest, at 2.7 percent. It is also the fourth-ranked global financial center and is home to the seventh-highest number of billionaires of any other city in the world.
It’s been eight years since I last visited this former Crown Colony. I was once again thrilled by the energizing buzz of activity that the city is known for and, of course, by the opportunity to have my fill of honest-to-goodness real Chinese cuisine again. Driving through downtown with all those humongous buildings on both sides of the street reminds me that Hong Kong prides itself as the city with the most skyscrapers in the world.
Immediately after arrival, my friends and I decided to spend the rest of the day enjoying the sights of the city. Our Hong Kong-based contact told us that, since my other companions were first-timers in the city, it would be best to make them see the entire city from a perfect vantage point. So we drove up to Victoria Peak and were mesmerized by the magical view of the colors sparkling from the city’s many buildings like jewels of different colors glittering in the horizon.
The magnificent view made us hungry, thus, sumptuous Chinese cuisine was next on the agenda. Our Hong Kong friend brought us to this specialty restaurant known for having the best crustacean items on the menu, which pleased my companions no end, but I had to go for the pork and beef items as I am allergic to shellfish. It was a much-appreciated taste of authentic Chinese food, rich in all the ingredients that give such cuisine its delectable flair.
The event we came to Hong Kong for was the Golden Age Expo and Summit which the city hosted for the ninth consecutive year. It was held at the massive and modern Hong Kong Convention and Exhibition Center which has 83,000 square meters of exhibition space.
Opened 36 years ago, it is easily recognizable by its turtle-shaped roof and is one of two major MICE venues in the city, the other being the AsiaWorld Expo.
This assembly attracted thousands of senior citizens residing in Hong Kong because it displayed many items, gadgets, and facilities needed for elderly care. Of course, we had our booth, for the Philippine Retirement Authority, where we offered our country’s very attractive Special Resident Retirees Visa Program.
From among the thousands who attended the 3-day event, we were able to get 225 serious inquiries. They are Hong Kong residents
who have been thinking of retiring to another country. They have already asked us for the list of requirements needed for the issuance of our Retirement Visa and have also inquired which Philippine banks we have accredited to receive their visa deposits. We were also visited by a couple who assured us that they would arrive in the Philippines middle of this month and another couple arriving in December, both having decided to reside permanently on our shores. It was a very productive participation in this event.
Of course, such success demanded a celebration. It was very kind of our Hong Kong friend to mark such a triumph by treating us to a 14-course Chinese dinner! It’s been many,
many years since I have partaken of a Chinese lauriat so I wasn’t ready for this onslaught of delectable Chinese dishes over 3 hours, more so my companions who have never had a real lauriat before. It certainly was an experience for all of us, albeit overwhelming, but definitely a fantastic culinary delight. Although we didn’t have enough time to see more of Hong Kong’s attractions, the amount of delicious Chinese food we enjoyed made up for whatever tourist destinations we missed out on. Although Victoria Harbor is no longer fragrant, the many delights that the city offers continue to please the senses.
