Marcos creates office to protect children from online sexual abuse

PRESIDENT Ferdinand Marcos Jr. has issued Executive Order No. 67 creating the Presidential Office for Children Protection (POCP).

The POCP's sole function is to protect children from abuse and exploitation. It seeks to address Online Sexual Abuse or Exploitation of Children (OSAEC) cases among other threats to the welfare of Filipino youth.

To conceal and disguise the nature and purpose of the corrupt payments, the co-conspirators used coded language to refer to the slush fund and caused the creation of fraudulent contracts and sham loan agreements to justify transfers. The coconspirators then allegedly laundered funds related to the bribery scheme through bank accounts located in Asia, Europe, and the United States, including in the Southern District of Florida,” the US DOJ said.

Bautista, who headed the poll body from 2015 to 2017, awarded Smartmatic a $199 million contract to supply the Philippines with 94,000 voting machines for the 2016 presidential election won by former President Rodrigo Duterte.

He has denied any wrongdoing, writing on X that he "did not ask for nor receive any bribe money from Smartmatic or any other entity."

Bautista alleged "key Philippine officials" were behind the cases against him.

"I will fight for my exoneration in court and show that I have not committed any crime against the US government or the American people nor have I taken advantage or prejudiced them in any way. I sense these charges were politically influenced by key Philippine officials," he added.

In a statement, Smartmatic confirmed two of its employees were indicted, saying that "regardless of the veracity of the allegations and while our accused employees remain innocent until proven guilty, we have placed both employees (Martinez and Elie Moreno) on leaves of absence, effective immediately."

"No voter fraud has been alleged and Smartmatic is not indicted...Voters worldwide must be assured that the elections they participate in are conducted with the utmost integrity and transparency. These are the values that Smartmatic lives by."

Comelec chairman George Garcia said the indictment was a "vindication" for the poll body.

"It would appear to be a sort of vindication on the part of the present Commission. We were right along when we disqualified Smartmatic. However, let's presume everyone innocent until the guilt is proved by the court," Garcia told ABS-CBN News.

The indictment alleges that between 2015 and 2018, Martinez, Jorge Miguel Vasquez, 62, and others "caused at least $1 million in bribes to be paid" to Bautista.

Martinez and Vasquez are each charged with one count of conspiracy to violate the Foreign Corrupt Practices Act.

Like Bautista, Martinez, Vasquez, and Moreno are also charged with one count of conspiracy to commit money laundering and three counts of international laundering of monetary instruments.

PRESIDENT Ferdinand Marcos, Jr. conferred Order of National Scientists awards on Carmencita David Padilla and Romulo Gelbolingo Davide as for their contributions to the fields of genetics, nematology or the study of roundworms, and plant pathology. Marcos issued Proclamations No. 642 and 643 on August 2, declaring Padilla and Davide as national scientists, respectively. Both proclamations were signed by Executive Secretary Lucas Bersamin.

QC gov’t obeys SC decision on disputed 7-ha. lot

THE Quezon City government on Friday vowed to respect a Supreme Court (SC) decision declaring that the city cannot foreclose and seize a seven-hectare lot occupied by the Manila Seedling Bank Foundation Inc. since the property is owned by the National Housing Authority, a tax-free institution.

“Although we haven’t received a copy, the Quezon City government fully acknowledges the Supreme Court’s decision regarding the invalidation of the zoning ordinance (enacted in 2003) relating to the property used by the Manila Seedling Bank,” the local government said in a statement.

“We shall always respect the rule of law, and undertake to thoroughly review the High Court’s decision to fully understand its implications,” it cited.

“We remain fully committed to ensuring that our local policies and legislation, whether past or present, adhere to the proper legal principles and serve the best interests of our people. We will closely monitor the decision and its directives, and have our legal office evaluate for our appropriate actions in accordance to the same,” it added.

The SC, in a July 30 decision, invalidated a Quezon City ordinance that reclassified the land used by the Manila Seedling Bank Foundation, which effectively deprived the entity of its use.

Task force vs. hunger reorganized

Makati LGU starts vax drive against shingles

THE local government of Makati launched a free shingles vaccination drive to protect immunocompromised and senior citizens in the city.

Shingles is a viral infection caused by the varicella-zoster virus, which is the same virus that causes chickenpox.

It can cause severe pain and discomfort, including burning, tingling, and a red rash that turns into itchy, fluid-filled blisters.

“Our shingles vaccination drive is an important step in our continuous effort to ensure the health and safety of all Makatizens. By protecting the most vulnerable residents against shingles, we are working towards a healthier, better protected, and more resilient community,” said Mayor Abigail Binay.

To date, Makati is the only local government unit in the country to provide free shingles vaccine.

Binay tapped the Makati Health Department (MHD) vaccination teams to conduct house-to-house visits in various barangays to administer the first dose of the vaccine.

Nearly 12,000 residents pre-registered to receive the Shingrix vaccine as early as January this year.

The vaccine, requiring two doses, is intended for immunocompromised adults aged 19 and above and senior residents aged 50 to 80.

Sectoral regents raise alarm over UP-AFP pact

‘No land row between Nueva Vizcaya, Pangasinan’

NUEVA Vizcaya Gov. Jose Gambito said there is no boundary dispute between his home province and Pangasinan over the village of Malico.

“There is no boundary dispute because Malico is part of Sta. Fe, Nueva Vizcaya, and not part of San Nicolas, Pangasinan,” Gambito said. Gambito’s statement came amid the move of the Pangasinan provincial government to allocate P200 million worth of projects and services to the town of Malico.

Pangasinan Gov. Ramon Guico III in July said: “We know there is a dispute over this ter-

ritory. If Nueva Vizcaya claims it is theirs, we respect their point of view.”

Gambito, however, called out the Pangasinan local government for attempting to assert control over Malico by pouring funds into various projects.

Gambito also cited a previous agreement between the two provinces wherein both Nueva Vizcaya and Pangasinan were to contribute P600,000 each for a survey to be conducted by the National Mapping and Resource Information Authority (NAMRIA).

Bills to improve local hospitals near Senate OK

Anti-war movement goes to Cebu

THE imminence of a new world war intensifies as the US and its allies enter the economic-financial crash unfolding before our eyes these past few days.

Tokyo stocks plunged 12.4 percent Monday last on what Al Jazeera headlined “... over US economy fears” while across the ocean in the US, the Nasdaq lost almost $ 1-trillion in value. China bucked the global wave as Chinese consumers powered the Chinese economy.

There are ample reasons to believe the US is indeed ramping up for World War III, but it won’t start with a Big Bang.

It starts with one proxy war, then two, then more and the world is then engulfed eventually in a global war to decide this time, once and for all, if the capitalist system will survive the challenge of socialism, unique to this time and era expanding on a global scale in the Multi-Polar or what some call Poly-Centric, a global system of distributed financial power.

The US led the Collective West to open the Ukraine proxy war but failed to neutralize Russia as a first step to going full force into its “Pivot to Asia,” and then the US stumbled with Israel in West Asia from the unexpected Oct 7, 2023 Hamas raid into Israel taking hostages and dragging Israel into exposing its genocidal animal spirit and unmasked US moral superiority in its support for the genocidal state.

These left the “Pivot to Asia” with a faltering Taiwan and Philippine proxy war preps faltering.

The US- Taiwan proxy war strategy weakened as the independence party DPP lost control of the island province’s parliament, while the Philippine proxy war strategy met with great domestic opposition and the Great Wall of China’s vast maritime fleet and diplomatic strategy that isolated the Philippines from the ASEAN and the rest of the Global Majority.

All the US can do now is bide its time playing war games with “allies” with naval and military “joint” drills.

The US has lost its proxy war in Ukraine, now they’re testing Israel versus Iran.

The indicator the US helped plot the Hamas political leader Ishmael Haniyeh’s assassination is the speed with which the US 12 warships fleet were dispatched to the Persian Gulf to defend Israel from possible Iran and its allies’ retaliation.

Russia sent to Iran its Secretary of the Security Council of the Russian Federation, Sergei Shoigu, with unprecedented plane loads of advanced air defense and electronic warfare equipment.

IN A move as baffling as it is audacious, Senator Robinhood Padilla has thrust himself into the Constitutional spotlight with a petition that reveals a startling ignorance of the law or a perilous reliance on incompetent legal counsel.

Last Monday, Padilla, who chairs the Senate Committee on Constitutional Amendments, filed a petition with the Supreme Court, seeking an “authoritative declaration” on whether Congress should vote jointly or separately in proposing amendments to the Constitution.

This legal quagmire stems from the ambiguous wording of the Constitution itself.

While Article VI clearly delineates when the Senate and the House of Representatives should vote separately or jointly, Article XVII, which addresses amendments to the Constitution, remains frustratingly silent on the matter.

This silence has birthed a contentious rift: the Senate maintains the chambers should vote separately, while the House of Representatives argues for a joint vote.

Padilla believes the Supreme Court’s intervention is necessary to resolve this impasse.

However, he is on a collision course with judicial reality.

His petition is destined for dismissal, as it fundamentally misinterprets the scope and authority of the Supreme Court.

The crux of Padilla’s petition lacks this essential controversy.

The Philippines needs robust Constitutional literacy and competent legal advocacy

The differing views between the Senate and the House do not constitute the kind of justiciable issue required for the Supreme Court’s intervention.

Thus, the petition is not just flawed—it is dead on arrival.

This ill-fated petition underscores a more troubling reality: the profound defects embedded in the 1987 Constitution.

Crafted in haste by the unelected 1986 Constitutional Commission under the aegis of President Corazon Aquino, who sought legitimacy following her extra-Constitutional

KEVIN Durant called Stephen Curry’s 36-point effort in the United States’ 95-91 win over Serbia a “god-like performance” as the four-time reigning Olympic champions pulled off an exhilarating fourth-quarter comeback Thursday.

Curry kept the USA in the game as Serbia dominated through the first three quarters and threatened a semifinal upset, leading by 13 going into the final period at Bercy Arena.

The US outscored Serbia 32-15 over the last 10 minutes to set up a blockbuster final with hosts France on Saturday, a repeat of the gold medal match three years ago at the Tokyo Games.

“Steph, man that was a God-like performance, because he felt like he was struggling throughout the whole tournament,” said Durant, a three-time Olympic gold medallist.

“We always said, ‘Each night it could be somebody different.’ And tonight he showed up.”

Curry didn’t do it alone as Joel Embiid hit a series of clutch shots and finished with 19 points.

An astonishing five-minute burst to start the fourth quarter brought the US back into the game before the starstudded team took control.

“We tried not to get too discouraged. Late in the third quarter, they hit us pretty hard... but we just kept pushing. We were able to pressure them, get them to miss shots, and we were out on the break,” said Durant LeBron James, who had 16 points, ranked the win as one of the greatest in his record-breaking career.

FRANCE basketball star Victor Wembanyama said Saturday’s (Sunday morning in Manila) Olympic final in Paris represents a “once-in-a-lifetime” chance to win gold at home.

The hosts returned to the final for the second straight Olympics after defeating Germany 73-69 and will take on the United States or Serbia for the title.

France has never won gold -- settling for silver on three occasions in 1948, 2000, and at the pandemic-delayed Tokyo 2020 Games. They again find themselves potentially 40 minutes from a coveted crown, with Wembanyama key to their hopes.

“It’s a chance to write history even more,” said the 20-year-old Wembanyama, last year’s top pick in the NBA draft.

The San Antonio Spurs center enjoyed a fine debut season, winning the Rookie of the Year award, but is fully focused on leading his country to glory in Paris.

“Of course, (it’s) some part of a dream come true. A big part of a goal we set ourselves months back,” he said.

Yulo to take well-deserved break after double gold feat

AFTER a stellar performance at the 2024 Paris Olympics, where he clinched two gold medals, Carlos Yulo is set to return to the Philippines next week.

The 24-year-old gymnast is planning to take a much-needed break from competition to focus on his personal life and enjoy the rewards of his success.

Yulo, who has been a relentless force in the world of gymnastics, shared his plans during an appearance on 24 Oras alongside Philippine Olympic Committee President Abraham Tolentino on Thursday.

“After this, I will focus on my personal life. I won’t neglect my physical and mental health,” Yulo said, emphasizing the importance of self-care following his remarkable achievements.

The significance of his accomplishments is still sinking in for Yulo, who expressed disbelief over his historic double gold victory. “It’s been four days, and it still hasn’t fully sunk in that I won gold, and not just one, but two. This was my ultimate goal. I’m not wishing for anything else right now,” he added.

Upon his return, Yulo plans to reconnect with his family in Leveriza, Manila, and work on strengthening his relationships, particularly with his father, Mark, and his mother, Angelica. This period of rest will also give him the opportunity to address personal matters that have taken a backseat due to his rigorous training and competition schedule.

Ando vows to keep Olympic dream alive

DESPITE falling short of a podium finish in the women’s weightlifting 59kg division at the Paris Olympics, Elreen Ando remains steadfast in her pursuit of Olympic glory.

The determined athlete has her sights set on the 2028 Los Angeles Olympics, where she hopes to redeem herself and secure a medal for the Philippines.

“Mag-LA pa po ako. Saka kailangan ko pa rin talagang magsikap sa training. Kulang pa talaga ‘yung mga buhat ko para makamit natin ‘yung medal,” Ando said, reflecting on her need for continued hard work and perseverance in training.

Although she did not win a medal, Ando’s performance was still remarkable as she achieved two new national records.

With Tokyo Olympic gold medalist Hidilyn Diaz watching from the sidelines, Ando successfully lifted 130kg in her final clean and jerk attempt, resulting in a total lift of 230kg. This surpassed her previous national records of 128kg in clean and jerk and 228kg in total lift.

AFTER a year of meticulous planning, the muchanticipated UAAP Esports Tournament is set to commence on Tuesday, August 13, at Areté Ateneo.

This groundbreaking event, which will fall under ‘special events’, marks a significant milestone for the league, as it introduces esports into the UAAP’s roster of events.

The tournament was initially proposed to the UAAP by former University of the Philippines Board of Managing Director and current UP College of Human Kinetics Dean Francis Diaz during UAAP Season 85.

Although originally scheduled to take place at the end of Season 86, logistical challenges necessitated a postponement.

Now, it is poised to launch UP’s hosting year.

Ateneo de Manila University will host the inaugural tournament, showcasing its commitment to innovation and inclusivity.

BANK of the Philippine Islands (BPI) said Friday it raised P33.7 billion from the issuance of sustainability bonds on strong take-up from retail and institutional buyers.

BPI treasurer Dino Gasmen said during the bond listing ceremony at the Philippine Dealing & Exchange Corp. the offering was

6.7 times oversubscribed from an initial issue price of P5 billion.

The BPI SEED (sustainable, environmental and equitable development) bonds due 2026 represents the third tranche of the bank’s P100-billion bond program approved by its board of directors in 2022.

The BPI SEED Bonds, the bank’s foray in the sustainable bond format, is also its largest thematic bond issuance to date.

LRT-1 to suspend operations for 3 weekends

LIGHT Rail Manila Corp. (LRMC) an-

nounced on Friday a temporary three-weekend suspension of LRT-1 operations to pave the way for LRT-1 Cavite Extension Phase 1 opening in the fourth quarter 2024.

LRMC would implement the temporary suspension on Saturdays and Sundays of Aug. 17 to 18, Aug. 24 to 25 and Aug. 31 to Sept. 1, 2024. It said that no commercial train service would be available from Fernando Poe Jr. Station to Baclaran Station during those periods.

The three-weekend closure aims to integrate the existing system of LRT-1 with the Cavite Extension in terms of signaling system, perform systems operation demonstration tests and conduct the necessary op-

erational exercises to ensure the safety and reliability of the extended system.

“This system migration is a critical step in ensuring the safe and efficient operations of the extended LRT-1 line. We understand the inconvenience this may cause to our passengers; however, we would like to assure that the temporary closures will result to long-term convenience once the extended LRT-1 line becomes operational. We are working diligently to complete this project as safely, efficiently, and quickly as possible,” LRMC general manager Enrico Benipayo said.

POGO exit to have little impact on Globe revenues

GLOBE Telecom Inc. said Friday the exit of Philippine Offshore Gaming Operators (POGO) from the Philippines will not significantly impact its revenue stream.

“We have a certain percentage of our revenues on the B2B side of the business that is actually getting revenues from the POGOs. It’s not so significant. At the end of the day, we support the directive of the President to actually exit POGOs in the country,” said Darius Delgado, vice president and head of Globe’s consumer mobile business.

President Ferdinand Marcos Jr., in his third State of the Nation Address,

ordered the Philippine Amusement and Gaming Corp. to close down POGOs in the country by the end of the year.

Globe president and chief executive Ernest Cu said the previous exodus of POGOs had already reduced revenue from the sector. “So, minimal impact to Globe at this stage,” he said.

Globe reported a net income of P14.5 billion in the first half of 2024, a 1-percent increase from the same period last year. Excluding a one-time gain from tower sales, normalized net income surged 19 percent to P11.9 billion in the first half from a year earlier.

DigiPlus logged 389% profit growth in Q2

DIGIPLUS Interactive Corp. (DigiPlus) said Friday its net income surged by 389 percent in the second quarter of 2024 to P3.2 billion from a year ago.

DigiPlus said in a disclosure to the stock exchange its strong financial result was fueled by the robust performance of its digital retail segment, combined with the rationalization of revenue sharing with Philippine Amusement and Gaming Corp. (PAGCOR) for electronic games im-

plemented in April 2024. Second-quarter revenues jumped 295 percent to P18.9 billion from the same period last year on higher user traffic combined with fresh contribution from new game offerings. EBITDA (earnings before interest, taxes, depreciation and amortization),

an alternate measure of profitability to net income, jumped 351 percent year-on-year to P3.4 billion.

Net income in the first half expanded by 377 percent to P5.2 billion from P1.1 billion in the same period last year as revenues soared 263 percent to P32.5 billion from P8.9 billion.

“The first semester was encouraging for DigiPlus. Despite the challenges, we strive to continue to inno

vate and deliver unparalleled digital entertainment experiences to our customers. By optimizing user engagement through personalized experiences and diversifying our content

EastWest Bank achieved P3.5-b profit as revenues grew 24% in first semester

EASTWEST Banking Corp., the banking arm of the Gotianun family, achieved a net income of P3.5 billion in the first half of 2024, driven by robust core revenue growth from a larger asset base and higher yields. Net revenues amounted to P20.3 billion, up 24 percent from the previous year, on the back of a 28-percent increase in net interest income to P16.6 billion, the bank said in a disclosure to the stock exchange Friday.

Net interest margin (NIM) widened to 8.1 percent, supported by a focus on consumer lending, which now represents 82 percent of the bank’s loan portfolio.

Robinsons Land reports 25% growth in attributable net income to P7.25b

ROBINSONS Land Corp. (RLC)., the property arm of the Gokongwei Group, said Friday net income attributable to its parent company increased 25 percent in the first six months of 2024 to P7.25 billion.

Excluding one-time gain on the reclassification of its GoTyme investment, RLC’s net income reached P6.52 billion, up 9 percent year-onyear, the property firm said in a disclosure to the stock exchange.

Consolidated revenues went up 9 percent to P21.33 billion from the same period last year on the back of a double-digit growth in sales across its mall, hotel and logistics businesses.

Philippine Coast Guard honors Gerald Anderson for

ACTOR Gerald Anderson has been recognized by the Philippine Coast Guard (PCG) for his heroic efforts during Super Typhoon Carina, where he extended help to numerous victims.

At a ceremony held at the National Headquarters of the Philippine Coast Guard in Manila on Aug. 8, Anderson received the “Search and Rescue Medal.” PCG Commandant Admiral Ronnie Gil L. Gavan commended the actor’s selfless actions.

Anderson, also an auxiliary commander of the PCG, rescued several residents in Barangay Santo Domingo, Quezon City, who were trapped due to massive flooding caused by the typhoon’s relentless rain.

PCG Spokesperson Rear Admiral Armando Balilo highlighted Anderson’s active role in humanitarian and disaster response operations, noting his ongoing aid to Aetas in Zambales, recovering families in Marawi, and his donations of medical supplies and tents during the COVID-19 pandemic. Balilo also mentioned Anderson’s contribution of school supplies to children on Pag-Asa Island, alongside Auxiliary Ensign Julia Barretto and other PCGA members. Senator Robin Padilla praised Anderson as an inspiration to fellow Filipinos, embodying the true essence of a Philippine Coast Guard Auxiliary (PCGA) member.

Anderson joined the PCGA in 2016.

FILIPINO skincare brand Dermorepubliq has rapidly become popular due to its minimalist approach to skincare and its focus on addressing the specific needs of Filipino skin.

Founded in 2020, the brand was born during the pandemic out of its owner’s personal struggle with acne and the desire to create effective yet gentle skincare solutions. Offering a range of serums, toners, and facial washes free from harsh chemicals and prioritizing natural ingredients, Dermorepubliq became an instant hit among TikTok users who shared similar struggles and tested the products themselves. True to its commitment to providing affordable yet high-quality skincare, the local brand has elevated its service by recently opening its corporate headquarters in Quezon City.

Located at Cyber Park in Eastwood City, the 394-square-meter facility is designed to accommodate the brand’s expanding operations. During the unveiling, Dermorepubliq founder and president Keith Sta. Barbara spoke with some members of the press about the brand’s journey before it became TikTok Shop Philippines’ top skincare brand.

“It’s literal blood and sweat, to be honest. Because, since we were a pandemic baby, when the pandemic happened, we all got stuck at home. And that took its toll on me, with my overtime, deadlines, and being cooped

He then recalled using local and international brands but found it costly. To address this, he enrolled in a skincare formulation course in Australia for a year. He eventually tried his luck and applied what he had learned by developing three products. After testing, he sought out a manufacturing facility to help bring them to market.

“It involved a lot of trial and error. At that time, what I knew about skincare formulation was all theoretical. It took about three to four months just for the development. We had to go to the manufacturer and have the products tested and approved by the FDA,” he continued.

Six months later, he introduced the products online and tested their potential on TikTok. Sta. Barbara credited the netizens who used and promoted their products in videos, which helped Dermorepubliq go viral and trending.

“I think one of our advantages is that we got in early. When they launched their TikTok Seller platform, it was only about two weeks old. We got in right away. And for the videos, it’s not even our videos that went viral; it’s the videos of other people using it,” added Sta. Barbara.

With four years in the industry, he admitted it was still a struggle to prove to the local market that local skincare brands can offer results comparable to international brands.

“At the end of the day, we need to ensure the quality is there. Marketing can only go so far. If you release a substandard product, it’s hard to

“I think we pioneered a lot of things in the local skincare niche. When we started, the trend was rejuvenation. Everyone had to be ‘toasted’ before seeing results. That’s how we differentiated Dermorepubliq,” he stated.

“We will not over-promise results. But you will not experience harshness or redness on the skin. We formulate our products specifically to avoid that scenario,” Sta. Barbara added.
