PRESIDENT Marcos warned erring and corrupt cops will be punished as he upheld the Philippine National Police's bloodless campaign against illegal drugs.
"The police need to be disciplined, transparent and fair. Erring and corrupt police will face the appropriate sanctions. Remember your mandate -safety and service are the core of your duty," the President said during the 123rd anniversary of the PNP in Camp Crame yesterday.
Commending the leadership of PNP chief Gen. Rommel Marbil, Mr. Marcos said “noteworthy reforms and achievements" were achieved in recent months.
“Our crackdown on illegal drugs, smuggling, illegal gambling, private armed groups, human trafficking, and criminality has also strengthened significantly in ways that are not only effective but legal and lawful,” Mr. Marcos said.

PRESIDENT Marcos’ Partido Federal
ng Pilipinas (PFP) on Thursday officially sealed its alliance with the Nacionalista Party (NP), in what is seen as a decisive move to broaden the grand coalition under the Bagong Pilipinas banner.
During ceremonies sealing the pact, Mr. Marcos said the alliance with the 117-year-old NP would create a synergy between political forces that would be beneficial to the country.
The NP is the latest political force to hop onto the Marcos Administration’s bandwagon.

The CA said it found reasonable grounds to believe that Quiboloy’s money and properties were “linked to unlawful activities and predicate crimes” not only for qualified human trafficking, sexual and child abuse and sex trafficking of children, but also for fraud, conspiracy, marriage fraud, smuggling, and money laundering, among others.
“In order to avoid the possibility of the funds in the subject bank accounts and/or properties from being withdrawn, removed, transferred, concealed or placed beyond the reach of law enforcers, this Court finds it appropriate and judicious to issue a 20-day freeze order as prayed for by petitioner over said bank accounts, including all other related or materially-linked accounts, and the real and personal properties enumerated in the ex-parte petition,” the CA said in the decision signed by Associate Justice Gabriel Robeniol. “This performance keeps our position as one of Asia’s best-performing major emerging economies,” National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan said.
“For East Asia’s economies that have released their second quarter 2024 GDP growth, we follow behind Vietnam at 6.9 percent while leading Malaysia at 5.8 percent, Indonesia at 5.0 percent, and China at 4.7 percent,” he added.
Among the major economic sectors, industry and services posted year-onyear solid growth in the second quarter, at 7.7 percent and 6.8 percent, respectively.
However, the agriculture sector experienced a year-on-year decline of 2.3 percent, with the sector adversely affected by the El Niño phenomenon.
“While these numbers are encouraging, our growth performance could have been even more impactful on all Filipinos if not for the high inflation and interest rates that the country experienced in the last two years,” Balisacan pointed out.
“While inflation was faster at 4.4 percent in July 2024, we expect it to revert to its longer-term downtrend as we aim for our target range of 2 to 4 percent. Year-to-date, average inflation from January to July 2024 stands at 3.7 percent,” he added.
For his part, Finance Secretary Ralph Recto said the country’s impressive growth performance clearly demonstrates that infrastructure is the way forward.
“We need to build more, build better, and build faster so that Filipinos can reap the benefits of these highimpact projects at the soonest possible

Torreon declined to comment on the freeze order.
“No comment as of the moment because we really do not know anything about it prior to the issuance of the order,” Torreon said in an interview with Newsline Philippines.
"The KOJC does not want to speculate on the nature of the order, as it had no prior knowledge or indication of it. Therefore, we are withholding any comments on the matter until we receive an official copy of the order and the petition, including any attached documents that presumably led to the issuance of this order.”
Meanwhile, Davao Region police director Brig. Gen. Nicolas Torre III said based on their intelligence monitoring, Quiboloy is still within the 30-hectare property of the KOJC in Davao City.
“The indicators and informants are telling us he is still there and being guarded by his followers,” Torre said.
Torre said this was the information which they have been receiving even before a P10-million bounty was placed on the KOJC leader.
time,” Recto said.
“They will not only produce more jobs but improve the overall quality of life of our people,” he added.
Recto said favorable factors are in place to allow 10 million more Filipinos to be lifted out of poverty in the next four years and to achieve a singledigit poverty rate of 9 percent.
Meanwhile, Budget Secretary Amenah F. Pangandaman said the respectable second-quarter GDP growth indicated that the administration is allocating funds where they count the most.
“We are very happy with the good news of 6.3 percent GDP growth for the second quarter of 2024. This is a big leap from our 5.7 percent growth in the first quarter and even higher than our 5.8 percent projected growth,” she noted.
“This is especially good news as Congress begins deliberations on our proposed FY 2025 National Budget because it proves that our strategic prioritization in the budget is effective in implementing our Agenda for Prosperity,” she added.
“Rest assured, we are focused on pursuing job-creating growth and povertyreducing growth, and we are inspired to work even harder toward our inclusive economic transformation and sustainable growth,” Pangandaman said.
At the lower chamber, Speaker Martin Romualdez called the country’s 6.3 percent GDP growth in the previous quarter an “encouraging development,” as he attributed recent economic inroads to the strategic policies of President Marcos and a supportive Congress.
He expressed optimism over the country’s economic trajectory, highlighting the collaborative efforts between the executive and legislative branches as key drivers of this growth.

He said the Philippine National Police is carefully considering its moves due to the possibility of violence that may ensue should the police force its way inside the KOJC compound amid the presence of hundreds of Quiboloy’s die-hard supporters.
“The challenge is how to implement this (arrest) in accordance with the rules but at the same time, with least casualty on both sides. We don’t want it (violence) to happen,” he said.
Torre said they are ensuring the compound is tightly guarded to prevent the fugitive pastor's escape.
Police are also monitoring the KOJC’s air assets.
“We have our air unit. Our air unit is armed. Worse comes to worst, they can try the might of the government if they want to do that,” he said.

In Demember 2022, the United States Treasury Department imposed sanctions against Quiboloy. Quiboloy was indicted in November 2021 and placed on FBI’s most wanted list in February 2022 for the following charges: conspiracy to engage in sex trafficking by force, fraud, and coercion; sex trafficking of children; sex trafficking by force, fraud and coercion, and conspiracy for bulk cash smuggling.
The US Treasury Department said Quiboloy allegedly recruited “pastorals” or young women within the KOJC who were allegedly required to have sex with the pastor.
“Quiboloy exploited his role within the KOJC to rape his victims and subject them to other physical abuse, describing these acts as sacrifices required by the Bible and by God for the victims’ salvation. The pastorals, who were mostly minors when initially abused by Quiboloy, were told by him to ‘offer your body as a living sacrifice’,” the US agency said in a statement.

He also cited the police force’s intensified patrol operations and increased deployment that contributed to lower crime rate, as well as the improved cybersecurity capability of the PNP.
“These achievements were made possible because [of] the PNP’s resolve to uphold the rule of law and the unparalleled dedication and service of our police officers," he said.
“I trust that you will sustain your current initiatives and take care of the people’s increasing confidence in the PNP’s abilities,” Mr. Marcos added. Government records show that some 6,200 drug suspects were killed during the Duterte administration but human rights organizations say that the actual number is closer to 30,000.
This prompted the International Criminal Court to investigate former President Rodrigo Duterte and others involved in the bloody war against drugs during the past administration.
For his part, Marbil said the PNP remains dedicated to preserving human life while pursuing the fight against illegal drugs.
“Our battle against drugs abuse transcends mere law enforcement. It fundamentally aims to uphold the very fabric of our society as we pursue our anti-illegal drug campaign targeting high-value targets and identifying drug sources,” Marbil said in his speech.
“Our efforts ensure the well-being and dignity of every member of the community,” he added.
Marbil said around P36.5 billion worth of illegal drugs were seized since President Marcos assumed the presidency in July 2022.
“Our anti-illegal drugs campaign has made remarkable strides with the value of drugs seized increasing to approximately P36.5 billion between July 1, 2022 and July 31, 2024 to include the P9.68 billion in Alitagtag, Batangas, the largest haul in history and the highest recorded seized,” Marbil said.
Marbil said the new approach to combat illegal drugs has been effective in earning the trust and confidence of the people.
front with leaders having the same ideology and convictions would help improve the lives of the Filipinos.
“With this, we form a strong united front that [would] help us fulfill our shared goal for the Filipino people. And I’m sure everyone will agree that our goal is to strengthen the foundation of our nation to better serve our people,” he stated.
“So, I am very, very happy to have — that we are today formalizing that alliance and that alliance now has formed the largest political bloc in the Philippines. And that political bloc… No matter where we come from, we met because we agreed that what the Philippines needs — what we need to do to make the Philippines better, to make the lives of every Filipino better, what we need to do is come together.”
President Marcos enjoined all members of the “largest political bloc” to continue working for the dream and aspiration of making the Philippines a better country.
“And to say that we will — we came into office and when we leave office, that we leave the Philippines a better country and we leave the Filipinos in a better condition than we found them when we first came into office,” the chief executive said.
“That is the aspiration. That is the dream. And it can only be achieved through a unified effort by everyone and there is nothing more than we can do but to continue to work for that dream,” he stated.
It can be recalled that the late President Ferdinand Marcos, Sr. ran for and won the 1965 presidential elections under the NP banner.
Chinese suspects seek plea bargain in scam case
THE 17 Chinese nationals who were arrested in a suspected cyber scam den in Iloilo City in November 2023 have applied for a plea bargain for their cybercrime offenses in exchange for a lower sentence.
The Cybercrime Investigation and Coordinating Center (CICC) learned about the development of the case of the Chinese nationals who are facing charges for violation of Republic Act 10175 or the Cybercrime Prevent Act of 2012 and were arrested in a joint operation with the Bureau of Immigration, the Iloilo City Police and CICC.
The raid on the cyberscam den located in Barangay Lawa-an in Jaro District on Nov. 4, 2023, was made on the strength of a search warrant issued by Iloilo City Regional Trial Court Branch 39 after more than a month of surveillance.
Seized were 24 computers, 49 cellular phones, two switch hubs TP-link with 24 ports, two routers, one projector, one monitor, one modem, and one bundle and four boxes of subscriber identity module (SIM) cards.

THE Supreme Court (SC) on Thursday found a Quezon City zoning ordinance to be unconstitutional for depriving the Manila Seedling Bank Foundation of its property.
The case stemmed from the enactment of the Amended Quezon City Zoning Ordinance, which re-classified the said property into a Metropolitan Commercial Zone, and a portion of it into an institutional one.
The city refused to issue a locational clearance to the foundation consequently, the foundation failed to renew its business permit.
DRIED FISH. A resident of Noveleta, Cavite resident arranges fish to be sun-dried. Due to health and safety concerns, the catching and selling of marine products in the coastal areas of Cavite is currently prohibited. Danny Pata
In its decision dated July 30, 2024, the SC found that the ordinance reclassified the property used by the foundation to be ultra vires or beyond the city government’s scope of authority to issue.
Proclamation No. 1670 signed by then President Ferdinand E. Marcos granted usufructuary rights to the Foundation over the said property owned by the National Housing Authority (NHA).
The foundation used the seven-hectare property as an environmental center, which serves as a plant nursery for the government’s reforestation projects.
“The City lacked the authority to reclassify the property for a use different from that originally intended by Proclamation No. 1670, a national law. Local ordinances cannot amend a national law,” the SC said. It added that “local ordinances that contravene state-enacted legislation are null and void since LGUs (local government units) merely derive their power from the State legislature, as such, they cannot regulate activities already allowed by statute.”

Transportation Office (LTO) chief
LAND
Vigor Mendoza II on Thursday called on motor vehicle dealers to release all license plates in their possession as soon as possible to their rightful owners.
“On the part of the LTO, I can assure you that there is no longer a backlog on the license plates for four-wheel
vehicles. The problem, however, is that these license plates are not properly distributed and remain in the possession of the motor vehicle dealers,” he said.
The LTO chief said the agency conducted a surprise inspection of a car dealer in Quezon City and was taken aback to discover that about 600 pairs of plates remained undistributed to its clients. He sought an explanation from the concerned car dealer.
He vowed to make a series of regular inspections on the other dealers to check on the status of the license plates of buyers of brandnew vehicles, and to identify the problems on why they are not being distributed.
Citing a recent study, he said some of the motorists are no longer interested in claiming their license plates since they can still travel even without them.
He said such a situation has pushed the LTO to strictly implement the noplate, no-travel policy.
The policy is expected to be implemented within this year, the LTO said.
Mendoza said he has already instructed agency officials to work together with the motor vehicle dealers as well as with the local government units for the distribution of the unclaimed plates.
It underscored that “municipal ordinances are considered inferior in status and subordinate to the laws of the state; thus LGUs have no power to regulate conduct already regulated by the state legislature.”
Further, the SC ruled that the city cannot foreclose and seize the property for non-payment of real property tax, as it is owned by NHA, a taxexempt institution.
Since this exemption does not extend to the beneficial users of NHA’s properties, such as the foundation, then the city may satisfy its tax claim not through a foreclosure, but by directly assessing the foundation.

SEVERAL areas in Central Luzon are still flooded weeks after the onslaught of typhoons Butchoy and Carin, aggravated by the southwest monsoon or habagat, according to the National Disaster Risk Reduction and Management Council (NDRRMC).
In its latest bulletin, the NDRRMC said Central Luzon had the highest number of flooded areas, followed by Northern Mindanao, the Cordillera Administrative Region, and the Bangsamoro Autonomous Region in Muslim Mindanao.
The NDRRMC said at least 63 areas across the country were still under water due to inclement weather.
Affected population rose to 1,715, 194 families or 6,426,994 persons, with Central Luzon as the worst hit in terms of population with 1,000,332 families or 3,422,916 people. DUE to lack of professional employees with highly technical qualifications, Bureau of Corrections (BuCDor) chief Gregorio Pio Catapang Jr. ordered the modification of training courses in order to attract more applicants and meet the agency’s requirements.
Catapang said the BuCor was experiencing shortages of physicians, nurses, pharmacists, teachers, guidance counsellors, chaplains, and other highly technical professionals due to tedious training required of the applicants.
Citing as example the ratio of one doctor per 5,371 inmates as opposed to the ideal ratio of 1:700, the shortfall would be worsened by the forthcoming retirement of three doctors, Catapang said.
To remedy the situation, Catapang said they had to make some adjustments for the applicants with technical qualifications by reducing their training time to one and half months instead of the usual six months, and limit the training to an executive training course minus the tedious physical activities.

“Because you know, when you’re a developer, you hire a contractor, you build your building, and your developers make money. Straight contractor, your contractor will also make money,” he added.
He said the other tasks of the two KSAs would include the in-house planning for small projects, particularly cre
ating standard designs but with different facades to reduce monotony.
The hiring of private designers would only be done for bigger projects, he cited.
“Here’s what our government has done, there are no more developers. The developers here are your government. So your developers’ profit is gone. So let’s go straight to the contractor. So contractors just profit. That is what we will ask for a guarantee,” he stressed.
DHSUD will reduce the costs and price of housing projects that would eliminate capitalization and pre-selling of developers, he said.

EASTERN Samar officials want the Marcos administration to adopt House of Representatives Minority Leader Marcelino Libanan as congressional candidate and Gov. Ben Evardone as gubernatorial candidate in the 2025 mid-term elections.
A total of 58 delegates from Eastern Samar called on Speaker Ferdinand Martin G. Romualdez at the House and tendered their manifestos urging the administration to embrace the Libanan-Evardone team-up.
The delegation included Eastern Samar Vice Gov. Maricar Goteesan, 13 provincial board members, 19 municipal mayors, and 19 association of barangay captain presidents.
Responding to the manifestos, Libanan said they are “deeply honored and humbled by the declarations of support.”
“We – Governor Evardone and I – are determined to combine our efforts so that we can improve in a big way the living standards, social conditions, and economic opportunities for individuals and communities in Eastern Samar,” Libanan said. Libanan is set to stage a comeback and seek Eastern Samar’s lone congressional district seat in 2025.
He represented the same district in Congress for nine years from 1998 to 2007, and was a one-time provincial vice governor.
Libanan is currently 4Ps party-list representative in Congress.
Meanwhile, Evardone is set to seek his third and last term as provincial governor.
In May, Evardone resigned from the PDP Laban to join Marcos’ Partido Federal ng Pilipinas.
THE Commission on Human Rights (CHR) on Thursday backed Senator Raffy Tulfo for batting the passage of Senate Bill 2694 seeking to increase the pay of Filipino nurses.
“We applaud Senator Tulfo’s initiative as it will undoubtedly boost the morale of our nurses. It’s high time we prioritize our frontline service workers, particularly those in the health sector who are among the essential pillars of our nation,” CHR chairperson Richard Palpal-latoc said.
The measure aims to amend Republic Act 9173 or the Philippine Nursing Act of 2002 to upgrade the minimum salary grade of nurses from SG 15 to SG 19.
The Commission pointed out that to date, government nurses earn at least P36,000 a month, the lowest wage among Southeast Asian countries, forcing Filipino nurses to leave the country for better-paying jobs abroad.
“The Commission welcomes any initiatives that will finally address the longstanding call of Filipino nurses for increased pay. The salary raise is just a small gesture to recognize these modern heroes who answer the call of duty when the country needs them most," Palpal-latoc said.
Citing the Organization for Economic Cooperation and Development’s “Health at a Glance: Asia/Pacific 2022: Measuring Pro -
gress Towards Universal Health Coverage,” the Philippines is the largest exporter of nurses and doctors, resulting in a shortage of health professionals at the home front.
The data revealed that there are only four nurses per 1,000 patients.
“Upholding the principles of the 1987 Constitution, the CHR emphasizes the state's responsibility to protect labor rights and promote equal employment opportunities.
“Therefore, the Commission recognizes the necessity of implementing policies that will provide Filipino nurses with economic opportunities and fair treatment they rightfully deserve,” the agency said.

WHAT do we have in common with Germany and France?
We’ve recently begun to forge closer defense and security cooperation with these two European countries to push back against increasingly tense confrontation with China in the West Philippine Sea that we consider part of our Exclusive Economic Zone according to the United Nations Convention on the Law of the Sea or UNCLOS.
Defense Secretary Gilberto Teodoro met with his German counterpart Defense Minister Boris Pistorius recently in Manila and agreed to sign a defense cooperation agreement by the end of the year.
The agreement would focus on mutual understanding regarding capabilities, training and exchange of information.
There have been escalating confrontations between Philippine and Chinese vessels in the disputed South China Sea, which Beijing claims almost entirely despite an international ruling its assertion has no legal basis.
“We collaborate because we have a shared vision of respect for the United Nations Charter… and our desire to see a stable and peaceful Indo-Pacific,” Teodoro told a joint news conference with Pistorius after their meeting in Manila.
The two officials vowed to build “long-lasting relations” between their armed forces and explored the possibility of Germany supplying military equipment to the Philippines.
It is entirely correct for Manila to boost defense ties in the Asia-Pacific region and beyond in the face of China’s aggressive claims over practically the entire South China Sea that is a key route of global trade.
Germany is one of the Philippines’ oldest formal defense partners through a 1974 administrative agreement that includes the training of Filipino troops in Germany.
The two ministers strongly opposed any unilateral attempt to advance expansive claims, especially through force or coercion. The German official clarified, however, that Germany’s engagements in the region “are not directed against anybody.”
At the same time, we are fortifying our security ties with France.
Recently, French fighter jets and support aircraft that took part in the Pegase 24 mission in the Indo-Pacific region made a stop-over in the Philippines for the first time. This was clearly an effort to underscore French capabilities and commitment to uphold freedom of navigation and overflight in the region and to display its global reach and airpower amid tensions between Manila and Beijing in disputed waters.
“The message of the Pegase mission is that we are able to send very quickly, very far, our best and our modern aircraft able to ensure the security of the area in the Indo-Pacific where French interests
are concerned and are threatened,” Brig. Gen. Guillaume Thomas from the French Air Defense and Operations Command told media.
“We want to demonstrate the expansion of our military partnership in the air domain to showcase the trust and vitality of our relationship and to demonstrate that France stands close to the Philippines,” he added.
The rationale for this is that France also considers itself as a nation of the Pacific, so it needs to protect its population, overseas territories, interests in the region, as well as its sovereignty forces in these territories at short notice. But the French general made it clear that French military activities here were not directed against any country.
We need to strengthen our security cooperation with friendly countries as part of a holistic approach to defend national sovereignty and territorial integrity
France really wants to forge closer ties with Manila and is actually in the early stages of negotiations on a Status of the Visiting Forces Agreement (VFA), which would allow both forces to engage more frequently.
“We don’t need a VFA in order to perform and to organize these stopovers, we already do. But it’s true that each time it is required to negotiate specific technical arrangements and if we had a broader VFA, that would be a framework for many frequent and even last-minute deployments that otherwise we need to prepare for a long run,” French Ambassador to Manila Marie Fontanel pointed out. This clearly tells us that our bilateral ties have grown by leaps and bounds in recent years.
Manila and Tokyo sealed an RAA early in July that took only about eight months to negotiate. Top of Form Bottom of Form
The RAA, similar in many respects to the country’s visiting forces agreement with the United States and Australia, allows the entry of Philippine and Japanese military forces into each other’s jurisdiction for joint exercises and disaster response.
We need to strengthen our security cooperation with friendly countries as part of a holistic approach to defend national sovereignty and territorial integrity.

“THUS, it has been held that a designation of a place to be searched as ‘MASAGANA compound located at Governor’s Drive, Barangay Lapidario, Trece Martires, Cavite City’; ‘the house of the accused Estela Tuan at Brgy. Gabriela Silang, Baguio City’; or ‘premises of Felix Gumpal Compound located at Ipil Junction, Echague, Isabela’ is sufficient description of the premises to be searched” (G.R. No. 213875, July 15, 2020).
“The search warrant in the instant case clearly complied with the foregoing standard since it particularly described the place to be searched, which is [Merlina’s] ‘house at Gitna, Brgy. Cuyab, San Pedro, Laguna.’
“[It] sufficiently described the place to be searched with clear indication that [it] was intended to authorize a search of the entire house of [Merlina]… to the exclusion of the other two structures or buildings similarly located along the street of Gitna.”
“What is… involved in this case is a singular structure containing multiple family dwellings or units therein – a fact which was discovered only after the search warrant was enforced and the search of [Merlina’s] house was conducted by the police officers.
“The… issue therefore lies in the validity of… the search of… a supposed multiple-occupancy structure containing several units occupied by other persons other than [Merlina].”
“[T]he units or rooms where [Merlina] and her siblings lived all form an integral part of the house, which, as already discussed, was sufficiently described with particularity under the warrant.
“The rooms inside the house, which were in fact occupied by family members of [Merlina], cannot be treated separately as they form part of the house where [Merlina] actually resided” (op. cit.).
Supreme Court has said a description of a place to be searched is sufficient if the officer with the warrant can, with reasonable effort, ascertain and identify the place intended
Prudente v. Dayrit is instructive on this point, viz.: “The rule is, that a description of a place to be searched is sufficient if the officer with the warrant can, with reasonable effort, ascertain and identify the place intended.”
“People v. Tuan [described that]… the ‘house of the accused Estela Tuan at Brgy. Gabriela Silang, Baguio City,’ [containing] several rooms, was specific enough
ties between the Philippines and the United States have edged closer and closer in recent years amid ongoing tensions in the West Philippine Sea.
The latest development along this direction is Washington’s announcement it will provide $500 million (P29.2 billion) in military assistance to the Philippines.
This comes close on the heels of the recent meeting between our Foreign Secretary Enrique Manalo and Defense Secretary Gilberto Teodoro Jr. and their American counterparts, Secretary of State Antony Blinken and Secretary of Defense Lloyd Austin III
Here’s Blinken talking: “We are now allocating an additional $500 million in foreign military financing to the Philippines to boost security collaboration with our oldest treaty ally in this region.”
Blinken noted that Washington’s relationship with Manila “is the strongest that it has ever been.” The assistance, he added, is “a once-in-a-generation in-
vestment to help modernize” the Armed Forces of the Philippines and the Philippine Coast Guard.
We are glad, therefore, that Washington stands by its ‘ironclad defense commitment’ to the Philippines under the Mutual Defense Treaty forged in 1951
For his part, Austin said “this level of funding is unprecedented” and “sends a clear message of support for the Philippines” from the United States. US President Joe Biden had included in this year’s budget more than $128 million to fund important infrastructure projects under Washington’s Enhanced Defense Cooperation Agreement with Manila. This represents a two-fold increase for enhancing the EDCA sites agreed with the Philippines under the 2014 agreement.
For his part, Secretary Teodoro Jr.
THE ongoing geopolitical tension between Malaysia and the Philippines over the territorial claim of Sabah has once again come into sharp focus.
On July 4, Malaysia submitted a diplomatic note to the United Nations Secretary-General António Guterres, firmly rejecting the Philippines’ renewed claim to Sabah.
The diplomatic note from Malaysia categorically rejected the Philippines’ filing, arguing the Philippines’ claim over Sabah’s baselines disregards Malaysia’s “indisputable sovereignty” over the state.
To understand the present status quo and the historical entanglements involving Sabah, it is essential to look into the historical background and legal frameworks that underpin these claims.
Historical background
The Sabah dispute dates back to the 17th century when the Sultanate of Sulu, based in the southern Philippines, was granted control over the territory by the Sultan of Brunei.
In 1878, the Sultan of Sulu leased Sabah to the British North Borneo Company.
This lease has been a central point of contention: Malaysia views it as a permanent cession, while the Philippines interprets it as a temporary arrangement, maintaining that sovereignty was never relinquished.
When Malaysia was formed in 1963, Sabah chose to join the Malaysian Federation after a referendum facilitated by the Cobbold Commission.
However, the Philippines has consistently maintained its claim, arguing the inhabitants of Sabah were not adequately consulted and the region should rightfully belong to the Philippines based on historical sovereignty.
The dispute saw a significant legal development in 2023 when the Paris Court of Appeal ruled in favor of Malaysia, nullifying an earlier French court’s ruling that had awarded $15 billion to the heirs of the Sultan of Sulu for oil-and-gas extracted by Petronas.
This ruling bolstered Malaysia’s legal standing and further complicated the Philippines’ efforts to reclaim Sabah.
and, therefore, satisfied the constitutional requirement of definiteness” (op. cit.).
The description of the place to be searched in the search warrant was specific enough since there is only one house located at the stated address.
“[E]ven assuming that an ambiguity or inaccuracy in the interior description of the place to be searched may affect the validity of the warrant, such finding, which only emerged after the warrant was issued, has no bearing on its validity or invalidity.”
Citing the United States case of Maryland v. Garrison, “items of evidence that emerge after the warrant is issued have
said the US funding, including those for EDCA, would “serve to secure the Philippines’ credible deterrent posture” against “unlawful foreign aggression.”
It is true, he said, that every peso or dollar spent on strengthening Philippine capabilities to defend itself and to deter unlawful aggression will be a plus against any threat whether from China or any other country.
The funding would not only be for defense but also for civil defense purposes such as humanitarian assistance and disaster response.
The EDCA sites would also serve as venues for joint cooperation and interoperability between the United States and the Philippines and multilateral exercises with allied nations.
In other words, these are multidimensional investments that will assist Philippine development and serve to prevent unwanted and unlawful aggression by building a credible deterrent posture. Manila and Washington both share concerns regarding Beijing’s “escalatory actions in the South China Sea, the East China Sea, and elsewhere.”
We are glad, therefore, that Washington stands by its “ironclad defense commitment” to the Philippines under the Mutual Defense Treaty forged in 1951.
The fight for Sabah: Sovereignty, oil, and international law
Charting a course: The Philippines’ options
The Philippines has several avenues to pursue its claim over Sabah:
1. Diplomatic Channels: Engaging in sustained diplomatic efforts through bilateral talks with Malaysia and leveraging international support.
2. International Arbitration: Bringing the dispute before an international body like the International Court of Justice or the International Tribunal for the Law of the Sea (ITLOS). Historical precedents, like the ICJ’s ruling in the Pedra Branca dispute between Singapore and Malaysia, could serve as a framework.
The Sabah dispute remains a complex and sensitive issue, deeply rooted in historical claims and contemporary geopolitical interests
3. Legal Arguments: Utilizing historical documents and treaties, including the 1878 agreement and subsequent interpretations, to build a robust legal case. The Philippines could also reference the principle of self-determination, arguing the people of Sabah should have a say in their sovereignty.
4. Economic Incentives: Proposing joint development agreements or economic incentives that might make a settlement more palatable to Malaysia.
Exploring Malaysia’s possibilities Malaysia, on the other hand, has its own strategies to defend its sovereignty over Sabah:
1. Legal Precedents: Citing the 2023 Paris Court of Appeal ruling and other international legal precedents to reinforce its claim.
2. Diplomatic Measures: Continuing
no bearing on whether or not a warrant was validly issued.”
“The validity of the warrant must be assessed on the basis of the information that the officers disclosed, or had a duty to discover and disclose, to the issuing Magistrate” (op.cit.).
“On this point, it has been held that the requirement of particularity as to the things to be seized does not require technical accuracy in the description of the property…
“It would be unreasonable to expect PO2 Avila, or an outsider such as Labrador for that matter, to have extensive knowledge of the interior set-up or floor
to engage the UN and other international bodies to support its sovereignty claims. Malaysia can argue the principle of uti possidetis juris, which supports the maintenance of pre-existing administrative boundaries post-independence.
3. Public Relations Campaign: Highlighting the historical and contemporary ties between Sabah and Malaysia to garner domestic and international support.
4. Strengthening Presence: Increasing economic and infrastructural investments in Sabah to reinforce its administrative control and integrate the state further into the Malaysian Federation. Recommendations
Moving forward, the Philippines should consider a multi-pronged approach:
1. International Mediation: Seeking mediation from a neutral international party could facilitate dialogue and potentially lead to a resolution that respects both nations’ interests.
2. Comprehensive Legal Strategy: Developing a detailed legal framework based on historical treaties, international law, and human rights principles to present a compelling case in international forums.
3. Regional Cooperation: Engaging ASEAN members to mediate and support a peaceful resolution, leveraging regional stability and cooperation.
4. Economic Partnerships: Proposing collaborative economic projects that could benefit both Malaysia and the Philippines, thereby providing mutual incentives for a diplomatic resolution.
5. Public Diplomacy: Conducting a robust public diplomacy campaign to educate the international community about the historical and legal bases of the Philippines’ claim.
The Sabah dispute remains a complex and sensitive issue, deeply rooted in historical claims and contemporary geopolitical interests.
As Malaysia and the Philippines navigate this contentious territory, a balanced approach that combines legal, diplomatic, and economic strategies will be crucial in seeking a resolution that upholds international law and promotes regional stability.
plan of [Merlina’s] house without, however, having apparent authority or opportunity to access the premises prior to the search” (op. cit.).
The Supreme Court held that “the validity of the warrant must be assessed on the basis of the pieces of information made available to Judge Morga at the time PO2 Avila applied for the issuance of the search warrant.”
The warrant application was “sufficiently supported by the sketches of Labrador, and the testimonies of PO2 Avila and Labrador, who were, in fact, personally examined by Judge Morga in the form of searching questions and answers” (op. cit.).
Ukraine asks Mexico to arrest Putin, if...
MEXICO CITY
– The Ukrainian embassy in Mexico on Wednesday (Thursday in Manila) asked the Mexican government to arrest Russian leader Vladimir Putin if he attends the inauguration that he was invited to of president-elect Claudia Sheinbaum.
Kyiv’s delegation, which called Putin a “war criminal,” also thanked Mexico for extending an invitation to Ukraine’s President Volodymyr Zelenskyy for the ceremony on Oct. 1.
“We are confident the Mexican government would comply in any case with the international arrest warrant by handing over the aforementioned (Putin) to the United Nations judicial body in The Hague,” the Ukrainian embassy said in a statement.
In March 2023, the International Criminal Court issued an arrest warrant for Putin on allegations of war crimes over the forced deportation of Ukrainian children to Russia following Moscow’s invasion in early 2022. AFP
US executes second prisoner for murder
HOUSTON – A Utah man was executed on Thursday for the 1998 murder and sexual assault of his ex-girlfriend’s mother, the second execution this week in the United States.
“The execution warrant for Taberon Dave Honie has been carried out,” the Utah Department of Corrections said.
The execution of Honie, 48, is the western state of Utah’s first execution in 14 years. On Wednesday Texas executed a man for the 1997 murder of a woman who was jogging in her Houston neighborhood.
Arthur Lee Burton, 54, was put to death by lethal injection at the state penitentiary in Huntsville, and pronounced dead at 6:47 pm, officials from the Texas Department of Criminal Justice said.
Burton was convicted of the July 1997 murder of Nancy Adleman, a mother of three who was attacked while out jogging. Adleman was strangled with her own shoelaces.
Burton’s lawyers appealed to the Supreme Court to stay his execution but the request was denied without comment. AFP
Tropical Storm Debby makes second landfall
WASHINGTON, DC – Tropical Storm
Debby made its second landfall in the United States on Thursday, the National Hurricane Center said, days after it lashed southeastern parts of the country, leaving at least six dead.
“Debby makes landfall near Bulls Bay South Carolina,” the NHC said in an early morning advisory, warning of major floods in parts of the Carolinas and Western Virginia.
Debby made its first landfall on Florida’s Gulf Coast on Monday as a Category One hurricane, packing sustained winds of 130 kilometers per hour.
It later weakened to a tropical storm.
In July, at least 18 people were killed when the powerful Hurricane Beryl tore through the Caribbean before hitting the southern US states of Texas and Louisiana. AFP
Ukraine advanced ‘up to 10km’ into Russia, says ISW
MOSCOW – Ukrainian troops have advanced up to 10 kilometers into Russia in possibly the most serious border incursion of the conflict, the Institute for the Study of War said on Thursday.
Pro-Kyiv forces stormed into Russia’s southwestern Kursk region on Tuesday morning, deploying around 1,000 troops and more than two dozen armored vehicles and tanks, according to the Russian army. Kyiv has not officially commented on the operation.
Russia’s top general vowed on Wednesday to crush the incursion and push the Ukrainian fighters back to the border.
“Ukrainian forces have made confirmed advances up to 10 kilometres (six miles) into Russia’s Kursk Oblast amid continued mechanized offensive operations on Russian territory,” the US-based Institute for the Study of War said in its latest update.
“The current confirmed extent and location of Ukrainian advances in Kursk Oblast indicate that Ukrainian forces have penetrated at least two Russian defensive lines and a stronghold,” it added.
The advance has centred on the logistical hub of Sudzha, a town of around 5,000 inhabitants located eight kilometres from the Ukrainian border.
There have been scant updates from officials in Moscow.
But Russian military bloggers, who have links to the army, also reported Kyiv had made significant advances and lamented deteriorating circumstances. AFP
DETERMINATION. Pigeons gather around
DETROIT – President Joe Biden said Wednesday (Thursday Manila time) he is “not confident” Donald Trump would concede peacefully if he loses the US election, as the Republican’s rival Kamala Harris warned a Trump victory would usher in a lawless administration set on curtailing Americans’ freedoms. Trump has been impeached twice and indicted twice over various alleged attempts to cheat in the 2020 election -which he still has not acknowledged he lost -- and was convicted of 34 felonies over a hush money scheme to deceive voters in 2016.
His false claims of widespread fraud in 2020 preceded the storming of the US Capitol -- and the wounding of more than 100 police officers -- by a violent mob de-
termined to prevent the certification of his defeat.
“If Trump loses, I’m not confident at all,” Biden told US network CBS after he was asked if he expected a peaceful transfer of power in 2025.
“He means what he says. We don’t take him seriously,” Biden warned. “He means it.”
The president’s remarks, which air fully on Sunday, came soon after Harris had sounded the alarm over Trump’s conduct in the opposite scenario -- victory for the 78-year-old billionaire.
Speaking to a crowd in Eau Claire, Wisconsin as part of a multi-day tour of swing states, she used the former president’s own words -- as well as his felony convictions -- to argue that a second Trump term
CARACAS – Venezuelan opposition candidate Edmundo Gonzalez Urrutia, who claims to be the rightful winner of the country’s presidential election, on Wednesday (Thursday Manila time) defied a Supreme Court summons over the disputed results. Election authorities declared President Nicolas Maduro the winner of the July 28 vote without releasing detailed results, prompting the opposition to cry foul and sparking protests last week which left at least 24 people dead, according to rights groups. Multiple countries, including the United States and several Latin Ameri-
can nations, have recognized Gonzalez Urrutia as the winner, and have called on Venezuela to publish election data. Maduro, who has called for Gonzalez Urrutia and opposition leader Maria Corina Machado to be locked up, took the dispute to the Supreme Court to have his victory “validated.” Election authorities said they had handed the election data to the court -both institutions are widely considered to be loyal to Maduro’s government.
The 74-year-old Gonzalez Urrutia, who had been summoned to appear in court on Wednesday morning, said he doubted how impartial the procedure would be. AFP
would be a disaster for America.
She pointed to his vow to be a dictator “on day one,” his threats to weaponize the Justice Department against his political enemies and his 2022 comment demanding the “termination” of constitutional provisions over his 2020 election defeat.
“Someone who suggests that we should terminate the constitution of the United States should never again have a chance to stand behind the seal of the president of the United States,” Harris said, exhorting Americans to reject the “chaos, fear and hate” of Trumpism.
Harris reprised the theme hours later at a rally in Detroit, where she called herself and her new running mate, Minnesota Governor Tim Walz, “joyful warriors” in the White House battle. AFP
JERUSALEM --Israel has vowed to eliminate new Hamas chief Yahya Sinwar, the alleged mastermind of the Oct. 7 attack, with regional hostilities threatening to boil over as the Gaza war enters its 11th month.
The naming of Sinwar to lead the Palestinian militant group came as Israel steeled itself for potential Iranian retaliation over the killing of his predecessor Ismail Haniyeh last week in Tehran. Speaking at a military base on Wednesday, Prime Minister Benjamin Netanyahu said Israel was “determined” to defend itself.
“We are prepared both defensively and offensively,” he told new recruits.
Army chief Lieutenant General Herzi Halevi vowed to “find him (Sinwar), attack him” and force Hamas to find someone to replace him.
Sinwar -- Hamas’s leader in Gaza since 2017 -- has not been seen since the October 7 attack, the deadliest in Israel’s history.
A senior Hamas official told AFP Sinwar’s selection sent a message that the organization “continues its path of resistance.” Analysts believe Sinwar has been both more reluctant to agree to a Gaza ceasefire and closer to Tehran than Haniyeh, who lived in Qatar.
“If a ceasefire deal seemed unlikely upon Haniyeh’s death, it is even less likely under Sinwar,” said Rita Katz, executive director of the SITE Intelligence Group, adding Hamas would “only lean further into its hardline militant strategy”.
US Secretary of State Antony Blinken has said it is up to Sinwar to help achieve a ceasefire, saying he “has been and remains the primary decider.” Civilians in both Israel and Gaza met Sinwar’s appointment with unease. Mohammad al-Sharif, a displaced Gazan, told AFP: “He is a fighter. How will negotiations take place?” In Tel Aviv, logistics company manager Hanan, who did not want to give his second name, said Sinwar’s appointment meant Hamas “did not see fit to look for someone less militant, someone with a less murderous approach.” AFP
Plete edged out Isabella Tabanas with a clutch birdie from the fringe in sudden death, winning the girls’ 13-15 age category of the ICTSI Junior PGT Mindanao Series 3 at Del Monte Golf Club here on Thursday.
Plete, who started the final round three shots behind, mounted a strong comeback with a birdie-filled back nine. She took a one-stroke lead to the 18th hole, but Tabanas responded with a birdie of her own from six feet to force a playoff at 224.
Plete closed with a 73, while Tabanas faltered with a 76.
As the pressure mounted in the playoff, both players struggled with their approach on the par-5 18th with Tabanas miscalculating her shot from 50 yards and Plete’s ball barely reaching the fringe from a closer spot. But after Tabanas’ chip shot from 20 yards left her five feet past the hole for potential par, Plete made a spectacular putt from 10 feet to clinch the victory, drawing cheers from the gallery and leaving Tabanas frustrated.
“It was nerve-wracking on the last hole,” Plete admitted. “Playing against my best friend in a playoff was very scary. Winning this series for the first time is a huge achievement for me, though I know it will bring more pressure.”
Plete’s victory was a redemption of sorts after leading the first round of the Mindanao Series 2 at South Pacific last week but falling short. She matched Tabanas’ opening 74 on Tuesday and fell by three with a second-round 77.
Despite miscues from Tabanas, Plete’s perseverance and birdies on Nos. 12 and 14 secured her first win in the nationwide series put up by ICTSI to provide young golfers with diverse venues and formats to refine their skills.
Finalist Rane Chiu from Cebu placed third with a 248 after an 80. In the boys’ 13-15 division, Alexis Nailga outdueled fellow local player Clement Ordeneza, winning by three strokes with a 54-hole total of 219.
Nailga, who placed second to AJ
Wacan at South Pacific, showed resilience, matching Ordeneza’s last three pars to card a 73.
“I was pressured after bogeying No. 15, but I stayed focused,” said the 15-year-old Nailga from Montessori Academy. “This win boosts my confidence, but I’m aware of the pressure to perform in the next tournament.”
Ordeneza also finished with a 73 for a 222, while Luciano Copok from Manila took third with a 236 after a 79.
In the girls’ 16-18 division, Ally
Gaccion of Cagayan de Oro all but sealed the title with a 71 and a 54-hole aggregate of three-under 213. She distanced herself from Bukidnon’s Crista Miñoza, who faltered with an 85 after a decent second-round 75, finishing 30 strokes behind Gaccion with 243.
“My drives and irons were better, and I made good putts,” said Gaccion, who described her round as “average” despite the strong performance. She bogeyed two of the first three holes but recovered with four birdies and just one ad -
ditional bogey. In the boys’ 16-18 division, Cliff Nuñeza overcame a five-shot deficit with a gutsy 74, taking the lead at 226. Despite struggling with a 77, halfway leader John Rey Oro remained within striking distance at 228, while two-stage winner Patrick Tambalque shot a 75 to close in at 230, setting the stage for a thrilling final round in the premier category of the nationwide series culminating in the Match Play Championship at The Country Club in Laguna in October.
THE Quezon Huskers turned hot in the fourth quarter and rallied to beat the Rizal Xentromall Golden Coolers, 83-78, on Wednesday and regain traction in the MPBL (Maharlika Pilipinas Basketball League) Sixth Season elimination round at the Quezon Convention Center in Lucena City. Trailing, 56-69, the Huskers clustered 20 points, highlighted by Judel Fuentes’ 13 straight, in 5 minutes and 12 seconds to seize control at 76-69, snapping their two-game slide and climbing to 17-2 in the round-robin elimination phase of the 29-team tournament.
Fuentes finished with 33 points, 3 rebounds and 2 assists to earn the Daily Fantasy Best Player honors. Jason Opiso provided support with 10 points and so did LJ Gonzales with 8, all in the last quarter where he and Fuentes outscored the entire Rizal crew 21-14. Other Huskers who delivered were
Ximone Sandagon with 7 points and 4 rebounds and Gab Banal with 6 points plus 6 rebounds.
The Golden Coolers, behind Alwyn Alday, Kraniel Villoria and John Apacible, surged ahead 57-44, halfway through the fourth quarter but couldn’t sustain their fire and drop to an 11-10 slate.
Alday wound up with 29 points, 3 rebounds and 4 assists, Villoria tallied 11 points, 11 rebounds plus 6 assists, and Apacible 14 points plus 5 rebounds.
In other games, Paranaque subdued Quezon City TODA Aksyon, 74-62, and Bicolandia nipped Bulacan, 73-72. The Parañaque Patriots, drawing firepower, from JR Olegario, John Uduba and Paolo Castro, pulled away at 62-43 and never wavered en route to a 13-8 card.
Olegario notched 21 points and 3 steals, Castro 11 points and 5 rebounds, and Uduba 10 points and

The Designated Kit Man
BY this time, much has been said about the personal life of our Paris Summer Games double gold medalist Carlos Yulo and less about his accomplishments on why he is the greatest Filipino Olympian ever.
This is a pity—the guy will be coming back to the country but instead of celebrating what could have been our greatest triumph in the biggest sporting event in the world, he is being subjected to personal matters that we have no business to meddle with in the first place.
Let his victories not be overshadowed by other narratives that he doesn’t de-
serve and by comments of people who suddenly became experts on family matters and relationships. Moreover, let our hero be at peace without him explaining or answering things that should be between him, his mother, or his significant other. Let’s celebrate his victories the way he richly deserves them and nothing more.
I’m also a parent and I only demand a few things from my kids – for them to love and respect us their parents; and for them to be good people when they grow up. Anything more than these is nothing but bonuses and blessings that will be met with utmost gratitude, pride, and happiness. Just the same, thank you Caloy for a job well done!

Speaking of possibilities, businessman and former number one patron, at least officially, of the Philippine Women’s Salamat, Caloy!
National Football Team Jeff Cheng has been busy of late. The former Team Filipinas manager says work has kept him preoccupied ever since he resigned from his post. But despite this, he has kept a watchful eye on the team.
“There are many ways to help out the team. We built not only friendships but we built a family already so whatever they need, if I can help in my own small way, I’ll be more than happy,” Cheng said before the start of a Thanksgiving Dinner he hosted Wednesday night celebrating the first anniversary of the Filipinas’ historic participation in the FIFA Women’s World Cup in New Zealand and Australia last year.
But more than anything else, Cheng would want that whatever the team has accomplished in the past will be sustained at the minimum. There were plans for ID camps in the United States and here in the country. There were also talks to have a friendly for the Filipinas against an Asian team this month in Vermosa but until now, nothing has come out of these plans and talks. Cheng says he hasn’t heard anything yet from the PFF.
“There is no monopoly in good ideas.
Maybe they (the new administration) have their own ways or maybe they are just, I don’t know, warming up. They may want to have their own ways and we should give them that opportunity,” Cheng explained. Offhand, he admitted there were many takeaways and lessons learned during their incredible run to the World Cup and success in regional football has been wonderful. Cheng says rising from the 66th-ranked team in the world to at least 38th within two years sums up the accomplishments of the Filipinas.
“Sana lang masustain nila ang momentum. Hindi mapasukan ng intriga at iba pang bagay. Focus lang kasi national team ito. Sometimes at the end of the day, we make one or two people happy but if you make the right decisions, you make a country of 110 million people happy and proud. So we just hope and trust the new leadership. That’s all that we can do right now,” Cheng explained. Cheng also confirmed that he recently met with Dan Palami, the former manager of the Philippine Men’s National Football Team, a few weeks ago over coffee. While there were no specifics on the discussion they had. Cheng
said they will continue to find ways to champion the sport they both love even if not in an official capacity anymore. Cheng also revealed that a collaboration between him and Palami in the future to benefit football is a possibility.
“We have always been friends and we’re always focused on each of the different aspects of football. Ako sa women’s, siya sa men’s and I think that he has done a good job there and we always try to do our best. So one day, if there is an opportunity to work together, it will be a good thing,” Cheng added. Cheng says he is also open to the idea of helping the country host the FIFA Futsal Women’s World Cup next year. “Wala pa naman nag-approach or anything but I will consider it if ever,” he said. For now, Cheng says he is looking forward to the participation of the Davao Aguilas in another season of the Philippines Football League. Stay safe. Stay happy peeps!

Obiena is determined to return to the Olympics, hoping to compete in Los Angeles in 2028.
To secure his place, the 28-year-old pole vaulter knows he must maintain his world ranking and stay within the top 40 over the next four years.
“My goal right now is to hopefully hold my world ranking. We’ll see,” Obiena shared, just days after competing in the Paris Olympics. Currently ranked No. 2 in the world, Obiena revealed that he kept his true condition hidden from his rivals in the lead-up to the competition.
Obiena overcame a back injury to finish fourth in the men’s pole vault event at the Stade de France. “I was that close. All things considered, I was that close,” said the 6-foot-2 athlete. During a Zoom call with reporters on Wednesday, Obiena was joined by his top supporter, James Lafferty, who shed light on the athlete’s condition. Obiena had been dealing with recurring back pain, which led him to undergo a secretive medical procedure just 12 days before the event.
PLDT High Speed Hitters crushed Farm Fresh’s momentum from their back-to-back victories, securing a 2520, 25-23, 25-23 win to gain the needed push heading into the crossover phase of the Premier Volleyball League Reinforced Conference at the Philsports Arena in Pasig yesterday (Thursday).
Facing a determined Farm Fresh team riding high on two consecutive victories, the High Speed Hitters showcased their grit and composure to prevail in a tightly contested match that lasted one hour and 21 minutes.
PLDT’s victory was even more impressive given their tough five-set defeat to the Chery Tiggo Crossovers last weekend.
Elena Samoilenko continued her streak of steady performances, and the locals delivered superb all-around games, leading the High Speed Hitters to their fourth win against one loss, thus securing their place in the next round of the Pool A eliminations. This victory also advanced Creamline and Chery Tiggo, who both hold 3-1 records, to the next round as top teams, while Farm Fresh finished fourth with a 2-3 mark.
The next phase will see the top three teams from Pool A clashing with the bottom three from Pool B and vice versa, with the Top 8 advancing to the knockout quarterfinals of the mid-season conference of the league organized by Sports Vision.
“Everyone is happy with the adjustments we’ve made, we really worked hard,” said ace playmaker Kim Fajardo in Filipino, who produced 12 excellent sets and scored three points to earn the game’s top honors.
Looking ahead to the crossover round, Fajardo emphasized the need for the team to stay focused and study each opponent, while praising the team’s camaraderie and chemistry.
“The fact that he competed was amazing. The fact that he landed fourth was beyond amazing,” Lafferty said, describing Obiena’s resilience. Obiena’s pain originated in the lumbar region of his spine, and the severity of his condition required urgent attention. Lafferty and his team flew Obiena out of his training camp in Normandy to Italy for a cortisone shot—a procedure that, given its proximity to the spine, was far from routine. After just two days of rest, Obiena returned to Normandy to resume his preparations.
Lafferty explained their decision to keep the injury under wraps: “To tell everything was foolish at that time. Because all the pole vaulters who were competing are trying to move ahead.”
In the competition, Obiena and Greece’s Emmanouil Karalis both cleared 5.90 meters on their first attempts. However, Obiena ultimately lost on a countback after missing two attempts at 5.85 meters, leaving him just shy of a medal.
Sweden’s Armand Duplantis, the Tokyo Olympic gold medalist, successfully defended his title with a record-breaking 6.10-meter vault, setting a new Olympic record. Duplantis then went on to surpass his own world record by clearing 6.25 meters. Sam Kendricks of the United States claimed the silver with a 5.95-meter vault.
Obiena’s fourth-place finish, despite the chal-
IT’S going to be a hectic season for the Meralco Bolts in the PBA Season 49 Governors’ Cup kicks off later this month, with a demanding schedule of six games per week.
The Bolts are excited to welcome back returning import Allen Durham, whose presence is expected to provide a significant boost to the team. After a well-deserved rest, the roster is ready to hit the court, and head coach Luigi Trillo is confident that Durham’s familiarity with the league will allow him to quickly adapt to the challenges ahead, especially just two months after their Philippine Cup victory.
“We’re happy that he’s here. He knows the league,” Trillo said on Tuesday during the PBA Media Day held at the Le Parc Events Place in Pasay City. Durham, a 6’6” powerhouse and former Best Import Awardee, returns to the PBA after a four-year stint in Japan’s B.League, where he played for three different teams. His most notable achievement during this time was winning a championship and Finals MVP with the Ryukyu Golden Kings, alongside Filipino reinforcement Carl Tamayo.
“In his three-year absence from the Philippines, he continued to play at a high level in Japan,” Trillo added.
Looking ahead, Trillo emphasized that the Bolts are not just preparing for two conferences but three, with the added challenge of the East Asia Super League also on their calendar.
“So, in a way, we’ll have to hit the ground running,” Trillo con. Peter Atencio

PARIS (Via PLDT Home)—Is
it the end of the line for twotime Olympic medalist Nesthy Petecio?
The 32-year-old Petecio failed to match or even upgrade her Tokyo Olympics silver medal following a shock 1-4 split decision loss to Poland’s Julia Szeremeta in the semifinals of the women’s 57 kg category at the Paris 2024 Olympics on Thursday morning (Manila time).

Petecio’s Olympic legacy remains intact as she claimed the bronze, joining an elite list of multiple medal winners, namely weightlifter Hidilyn Diaz (gold in 2020 Tokyo, silver in 2016 Rio); gymnast Carlos Yulo, a double-gold medalist in Paris; and swimmer Teofilo Yldefonso, double-bronze winner (1928 Amsterdam, 1932 Los Angeles).
Petecio also became the first Filipino boxer to win medals in two consecutive Olympics.
Her bronze matched that of teammate Aira Villegas’ after the latter bowed to Turkey’s Buse Naz Cakiroglu early Wednesday. Their feats are the Philippines’ fifth and sixth bronze medals in the

Agra, who is also a member of the Philippine Masters Athletics team and will compete in the javelin and discus throw events, emphasized the importance of promoting an active lifestyle among masters and seniors across various sports, not just athletics. He and Commissioner Coo are currently working to establish a Philippine Masters Games Association and seek its affiliation with the international governing body.
“We want to encourage active lifestyles for masters and seniors, not just in athletics but in other sports as well,” said Atty. Agra, who also serves as the President of the Pilipinas Obstacle Sports Federation (POSF).
The team will arrive in Gothenburg on August 10, 2024, allowing for two days of acclimatization to familiarize the athletes with the venue before the opening ceremony on August 12. The competition will commence on August 13, with three athletes competing on the first day: Judith Staples in Pole Vault, Brenda Zinampan in the 100m Women’s event, and John Aguilar in the 100m Men’s event.
ECONOMIC BRIDGES. Bangko Sentral ng Pilipinas (BSP) Governor Eli Remolona Jr. callS on the Consular Corps of the Philippines to build ‘economic bridges’ that will address global fragmentation —as reflected in trade wars and trade disruptions – that adversely affect economic growth. Remolona says that trade disruptions resulting from the Russia-Ukraine conflict caused supply shocks that led to the highest global inflation rates in decades. THE Bangko Sentral ng Pilipinas (BSP) said Thursday the Monetary Board, its policy-making body, approved the lifting of the moratorium on the grant of new digital banking licenses starting Jan. 1, 2025, allowing four more digital banks to operate in the country.
The central bank said the new licenses, which include converting existing bank licenses to digital ones, would tap the potential of these banks to boost the Philippine financial system while managing risks.
Since issuing the Digital Banking Framework in December 2020, six digital banks have started operating in the Philippines. The moratorium’s lifting will accommodate four more licenses, either for new banks or conversions.

THE Philippine automotive industry sustained a positive performance in the first seven months of 2024, with total sales reaching 265,610 units, marking a 10.9-percent increase from 239,501 units sold in the same period in 2023.
The Chamber of Automotive Manufacturing of the Philippines Inc. (CAMPI) and the Truck Manufacturers Association (TMA) attributed the steady growth to the surge in passenger car sales and a steady rise in commercial vehicle sales in July.
“New product launches, improved product offerings, good sales momentum, as well as supply availability helped neutralize the impact of Typhoon Carina, especially towards the latter part of July,” said CAMPI president Rommel Gutierrez. Passenger car sales showed a 17.3-percent increase, reaching 70,798 units, compared to 60,357 units in the same period the previous year.
The substantial growth highlights a growing consumer preference for personal vehicles and indicates a positive trend in purchasing power and economic confidence.
Commercial vehicle sales grew 8.7 percent to 194,812 units compared to 179,144 units a year ago.

POWER generation charges likely decreased this month on lower demand and better supply, power retailer Manila Electric Co. said Thursday.
“While we have yet to receive all the billings from our suppliers, indications point to lower generation charge this month. This is mainly due to lower WESM [Wholesale Electricity Spot Market] prices brought about by better supply conditions,” Meralco vice president and spokesperson Joe Zaldarriaga said.
Zaldarriaga said the average peak demand decreased by 690 megawatts in July from the previous month. “We continue to remind the public to practice energy efficiency to have better management over their power consumption and electricity bills,” he said.
Preliminary data from WESM operator Independent Electricity Market Operator of the Philippines (IEMOP) showed that the system-wide average price last month declined 3 percent to P6.15 per kilowatt-hour (kWh) from P5.97 per kWh. The company raised P5.5 billion as of end-2023 from private investments made by third parties Xterra Ventures Pte Ltd., Summit Telco Corp. Pte Ltd. and Summit Telco Holdings Corp.
“In addition to these private placements, the company’s management continues to have discussions with its existing investors and other entities to fulfill the target equity raise such that the company targets to raise additional equity via private placement before the end of 2024 to partially address the negative equity position,” DITO CME said.

DITO CME plans to convert the existing shareholder advances of Udenna Corp. and China Telecommunication into equity by end-2025. This will result in a net total for conversion of about P15.96 billion as of 2023.
DITO CME said it expects to complete the follow-on-offering (FOO) by September 2024, raising equity between P1.95 billion and P4.2 billion.

FILINVEST REIT Corp. (FILRT) said Thursday the average office occupancy rate across its portfolio fell to 79 percent in the first half of 2024 from 84 percent in the same period last year as companies continued to vacate office spaces amid the shift to work-from-home or hybrid setups. FILRT said in a disclosure to the stock exchange that to counter this decline, it was aggressively rebuilding its portfolio occupancy by securing new leases from traditional companies and new BPO companies. These new deals will replace the BPO tenants that have downsized due to the shift to work-from-home or hybrid set-ups of its employees.
PHILIPPINE stocks climbed Thursday as investors ignored Wall Street’s decline and cheered the strong 6.3-percent gross domestic product growth in the second quarter of 2024.

The Philippine Statistics Authority reported that the economy expanded 6.3 percent in the second quarter of 2024, faster than the adjusted 5.8-percent growth recorded in the first quarter.
This brought the country’s gross domestic product (GDP) growth to 6.0 percent in the first half of the year.
“Many cheered the data as it is faster than the Q1’s 5.8 percent,” Philstocks Financial Inc. research analyst Mikhail Plopenio said.
Sectoral indices ended mixed. Services rose 0.89 percent, while industrial and holding firms advanced by 0.82 percent and 0.42 percent, respectively.

DTI appoints new president, board chairman of pharma unit
THE Department of Trade and Industry (DTI) announced the appointment of Maria Blanca Kim Lokin as president and chief executive and Winston Castelo as chairman of the board of the Philippine Pharma Procurement Inc. (PPPI).
The DTI said in a statement Thursday the leadership change reinforces the government’s dedication to improving the healthcare sector by ensuring affordable, highquality healthcare for all Filipinos.
Lokin, a former DTI undersecretary and seasoned media professional, brings extensive experience to her new role, while Castelo, a three-term representative, played a key role in drafting crucial healthcare legislation.
The new leadership aims to build on PPPI’s achievements, including the re-launch of Botika Ng Bayan and the introduction of new product lines. These initiatives align with the President’s 8-point socioeconomic agenda for accessible healthcare.
PPPI’s pilot Central Medical Store (CMS) program has already generated substantial savings for local government units and hospitals, with up to 42 percent savings on the approved budget for the contract and facilitated the distribution of Remdesivir vials to private hospitals at reduced prices.

situation and release funds for the urgent purchase of vaccines,” said DA
Secretary Francisco Tiu Laurel Jr.
The DA said it would also provide industrial lime to hog producers in Batangas to disinfect burial areas for swine.
The agency said a collaboration with the police and military is underway to enforce checkpoints and prevent the spread of ASF-infected animals to other areas.
DA assistant secretary for livestock and poultry Dante Palabrica said the DA might need to purchase at least 10,000 vaccine doses for the emergency response.
The DA said emergency procurement would significantly shorten the purchase period by about two weeks, and local government units (LGUs) would have the authority to declare a state of emergency within affected areas to control the outbreak.
The DA’s bids and awards committee and the Bureau of Animal Industry will simultaneously prepare the necessary resolution to formalize the emergency procurement process.
The agency said its proactive steps underscore its commitment to addressing the ASF outbreak effectively and minimizing its impact on local pig production.
DOT keeps 2024 target of 7.7m international arrivals despite geopolitical tension with China
THE Department of Tourism said Wednesday it is keeping its 2024 target of 7.7 million international visitor arrivals despite geopolitical issues affecting some Chinese travelers.
The agency said the country welcomed 3.6 million visitors as of Aug. 7, led by South Korea, the United States, China and Japan.
The DOT is intensifying promotions in those markets and others, including Europe and Southeast Asia.
“We are hoping to be able to attain the target. At the same time, we are rolling up our sleeves in terms of the challenges that confound us,” Tourism Secretary Christina Frasco said.
The DOT plans to explore joint initiatives such as a single visa for multiple Southeast Asian countries and liberalize
visa policies for markets like India.
Addressing concerns about the Philippines becoming an “expensive destination,” the DOT cited high demand and limited accommodations as factors.
Working with the Philippine Hotel Owners Association, the DOT aims to increase flights and double hotel room capacity by 2028.
Frasco said domestic tourism is thriving, leading Southeast Asia in generating $53.3 billion in 2022.
Expanding the Philippines’ hospitality brand, the DOT is building 22 additional tourist rest areas, including one in Batanes, and exploring tourism opportunities in lesser-known destinations such as Sulu and the Kalayaan Group of Islands. Othel V. Campos
they highlighted issues such as delayed delivery, poor seed quality, and mismatches between available stocks and farmer preferences.
Philippine Statistics Authority (PSA) data show that the average yields remain below the target of 5 tons per hectare, hindering local production’s profitability and competitiveness against imports. Domestic output has not kept pace with population growth, leading to increased reliance on rice imports.
“Farmers need support beyond quality seeds, including irrigation, fertilizer, credit, farm machinery, crop insurance, marketing assistance, and other key interventions that RCEF may not fully cover. RCEF should be part of a comprehensive support system for rice farmers, not a standalone program,” Montemayor said.

loans of universal and commercial banks grew 10.1 percent year-on-year in June 2024. The Bangko Sentral ng Pilipinas said that on a month-on-month seasonally-adjusted basis, outstanding universal and commercial bank loans, net of placements with the BSP, also rose 0.4 percent.
Outstanding loans to residents grew at a slightly slower rate of 10.1
percent in June from 10.2 percent in May, while outstanding loans to non-residents went up by 9.8 percent, faster than 8.1 percent in the previous month.
Outstanding loans for production activities climbed 8.3 percent in June from 8.4 percent in May. The figure was mainly composed of loans to key industries such as real estate (up 12.3 percent); wholesale and retail trade, and repair of motor vehicles and motorcycles (9.3 percent); manufacturing (8.9 percent); transportation and storage (26.2 percent); and electricity, gas, steam, and air-conditioning supply (5.7 percent).
Consumer loans to residents expanded 25.0 percent in June, slightly slower than May’s 25.6 percent, driven primarily by an increase in credit card loans.
Meanwhile, money supply or domestic liquidity (M3) grew 6.6 percent year-on-year to about P17.5 trillion in June, a modest increase from 6.5 percent in May. On a month-onmonth seasonally-adjusted basis, M3 increased by about 0.5 percent.
The domestic claims slowed slightly, rising by 10.5 percent year-on-year in June compared to 10.7 percent in May. Claims on the private sector grew by 11.7 percent in June from
11.6 percent in May reflecting the continued expansion in bank lending to non-financial private corporations and households.
Net claims on the central government expanded by 12.1 percent from 12.2 percent due to the sustained borrowings of the national government and the decline in its deposits with the BSP.
The BSP said net foreign assets (NFA) in peso terms rose 8.3 percent year-on-year in June, up from 4.9 percent in May. The BSP’s NFA saw a growth of 12.3 percent, while banks’ NFA contracted, primarily due to higher bills and bonds payable.
gross domestic product growth forecast for the Philippines this year, which is at the lower bound of the government’s 6 percent to 7 percent target range.
“If you look at the [second-quarter growth of] 6.3 percent, you’re up from 5.8 percent in first quarter. That’s seem strong, but underlying details actually suggested that growth momentum would be actually softer,” said Koh. Ralph Harvey Rirao

TWO reigning queens of the Miss Philippines organization lent their support to this year’s celebration of National Aspin Day, spearheaded by the Philippine Animal Welfare Society (PAWS), a volunteer-based NGO aiming to prevent animal cruelty through education.
Miss Supranational Philippines 2025 Tarah Valencia and Miss Charm Philippines 2025 Cyrille Payumo, both animal lovers, will join the activities for the 4th National Aspin Day on Aug. 18, to be held at the Rain Garden of Ayala Malls Vertis North in Quezon City.
The annual celebration of National Aspin Day was launched by PAWS in 2021, with the objective of promoting love and better treatment for the Philippines’ native dog, the Asong Pinoy or Aspin, previously known as askals or asong kalye. PAWS has worked over the years to change Filipinos’ minds and hearts about aspins.
“People found it acceptable to just leave their native dogs on the streets to fend for themselves,” said PAWS executive director Anna Cabrera, citing the great disparity in how pet owners used to treat purebred dogs and aspins.
The National Aspin Day celebration will feature a Grand Aspin Parade, Pet Breakfast Buffet, the Giant “I LOVE MY ASPIN” Formation, and the PAWS Aspin Club Meet-Up, with participation from PAWS Celebrity Ambassadors.

THE Philippine Madrigal Singers continues to celebrate its 60th year. With a mission to serve humanity through music, the group carries on its musical legacy through various performances. Most recently, it concluded its Canadian tour, which took place in April.
As it prepares to end its anniversary in October, what better way to reminisce about its story than by looking into the people who came, sang, and left with their hearts singing?
The Philippine Madrigal Singers was established in 1963 by National Artist for Music Andrea O. Veneracion. During her postgraduate studies in Indiana, she discovered a choir that performed madrigals, a genre popular in the 15th and 16th centuries. Seeing the challenge, she brought it to the Philippines and the University of the Philippines, where she then conceived the UP Madrigal Singers
The group had an unusual composition of singers. Yes, there were male and female members, but they were arranged in the form of ‘quartets’. Shaped in a semi-
circle, the conductor herself sat at the leftmost end. They had to be conscious of one another every time they sang.
Bernadette de Leon, a member in the 1960s, was part of the batch that sang at the Second International Choral Festival in New York. Known for their thunderous, roaring applause, it came too suddenly for the group. It was the week when former US President Dwight Eisenhower passed away. As such, Ma’am OA found it fitting to perform a more somber piece –Randall Thompson ’s “Alleluia” –as a tribute. After they sang their ‘Amen,’ silence filled the air, but not for long. Cheers and acclaim soon followed. The rest, as they say, was history.
Robert Delgado , who sang with the group in its famed 1989 batch, remembered juggling his time between studies, the group, and other endeavors. Apart from the usual thrice-a-week, two-hour rehearsals, he also had to be with the Madz for events organized by the CCP, concerts, private engagements, state dinners, and international tours held every year.
Indeed, there was never a year that
it wasn’t laid back, as it was always set out to perform and sing.
The Madz is widely known for its wins in various competitions. It was the first choir to win the European Grand Prix twice, in 1997 and 2007. Among them was a piano student who considered himself a ‘diehard fan’ since his early years in UP. He sang with distinguished tenors and became a soloist. He recounts that all of them were trained the same way by Ma’am OA. He was even part of a committee that would select her successor when she retired in 2001. All of them were poised to sit at the end of that circle.
As it turned out, it would be him. Now, Mark Anthony Carpio sits at the end of the semi-circle, still singing with the group as its choirmaster for more than twenty years.
The legacy of the Madz, then and now, remains strong and steadfast in its desire to ‘sing from the heart’. It remains committed to sharing its passion for the greater good through its harmonies. As long as it continues to sing and make music, it will share the vision once dreamed by Ma’am OA, now in full fruition – the vision of a ‘singing Philippines’.

IN OUR beauty-crazed society today, achieving youthful, radiant, or glass skin seems to be on top of the general beauty wish list. While topical creams with popular key ingredients and dermatological procedures have long been the go-to solutions, the trend is shifting toward more holistic approaches.
As I regularly scroll through my TikTok and Instagram feeds, I see numerous content creators and celebrities endorsing beauty drinks left and right. The demand for anti-aging products that work from the inside out is on the rise, and collagen supplements have become a significant player in this market.
It’s a good thing that at the recent launch of Sip2Glow, a ready-to-drink collagen brand by
Chan continued to share, collagen came from the Greek word κόλλα (kolla) which means “glue” and -γέν (gen), denoting “producing.”
Enhanced skin elasticity and hydration
Kate Adajar
content creator and celebrity daughter Ashley Sandrine Yap, the event highlighted important things we need to know about collagen straight from a medical doctor. The event, well-attended by the press and Ashley’s fellow content creators and celebrities, was held at the Electric Garden in Bonifacio Global City, Taguig. Her younglooking dad, Richard Yap, seen these days as a mainstay of GMA afternoon series Abot Kamay Na Pangarap, was revealed to be the brand ambassador. As medical practitioners share differing views on collagen supplements, Sip2Glow invited board-certified dermatologist and registered pharmacist Beatrice Maxine Chan to debunk some myths, share some fun facts, and weigh in on the benefits of taking collagen. I learned that in the 1970s, collagen supplements were used as a substitute for sugar and fat, especially by those who were trying to lose weight. “Collagen is the most abundant protein in our body,” Dr. Chan shared, “It accounts for 30 percent of our body’s total protein.” Additionally, aside from our skin, collagen can also be found in our bones, cartilage, blood vessels, and intestines. As Dr.
Collagen is a crucial protein that provides structure to the skin. Drinking collagen supplements can significantly improve skin elasticity and hydration, reducing the appearance of fine lines and wrinkles. This is particularly beneficial as natural collagen production declines with age. Lifestyle-related factors that make us lose collagen faster are unprotected sun exposure, smoking or exposure to air pollution, stress, lack of sleep, or alcohol abuse.
Support for joint health
Collagen is not only vital for skin but also for maintaining healthy joints. Regular intake of collagen can help reduce joint pain and stiffness, making it a popular supplement among athletes and older adults. It aids in maintaining the integrity of cartilage, the tissue that protects joints.
risk of osteoporosis.
Enhanced muscle mass. Collagen is also beneficial for muscle health. It provides essential amino acids that aid in muscle repair and growth, making it a valuable supplement for those looking to maintain or increase muscle mass. As a response to critics who say that collagen supplements are just degraded in the intestines and do not work, Dr. Chan said, “It depends. It will depend on what type of collagen you are taking.” She then asked her audience to focus on hydrolyzed collagen. “Hydrolyzed collagen is collagen that has been degraded into smaller pieces. This makes it easier for them to be absorbed and digested by our body,” Dr. Chan explained. “It has higher solubility compared to native collagen.”
After introducing the different types of collagen supplements in the market like capsules or tablets and powders or liquid forms, Dr. Chan revealed, “It is the powder or liquid form that has the highest bioavailability or gets absorbed quickly by our body.” According to the study she showed, it is known that liquid collagen is absorbed into the bloodstream more quickly and efficiently and shortens the digestion time of protein than solid supplements do.
Improved gut health
Collagen contains amino acids like glycine, which promote gut health by strengthening the gut lining. This can aid in the prevention and management of gastrointestinal disorders, contributing to better overall digestive health.
Stronger hair and nails. Collagen plays a role in the health of hair and nails. Consuming collagen can lead to stronger, shinier hair and more resilient nails, addressing common beauty concerns related to aging.
Bone
maintenance. As we age, bone density tends to decrease, increasing the risk of fractures. Collagen supplements can support bone health by stimulating bone formation and helping to maintain bone density, thereby reducing the
“To summarize, you have to take collagen for at least 12 weeks to see or observe any noticeable benefit,” Dr. Chan reminded at the end of her talk.
“You also have to make sure you do not discontinue intake for one month, otherwise, the results will rapidly decline.” She also added that dietary supplements are not meant to cure, treat, or prevent diseases. It is best to seek advice and get proper guidance from a dermatologist.
The launch of Sip2Glow by Ashley is another step towards embracing holistic beauty solutions. While external treatments have their place, nourishing the body from within through collagen supplementation goes beyond just aesthetics. As we continue to seek ways to maintain our youthful looks and energy, it is essential to remember that true beauty and good health should be pursued together. No matter how cliché it may seem, beauty does start from within density
