THE Kingdom of Jesus Christ (KOJC) made a counteroffer of P20 million to anyone who can unmask the identity of the one who donated the P10 million bounty against its founder, Pastor Quiboloy.
"According to the officers of KOJC, they are offering P20 million to those who can provide information as to who gave the private money to (Interior) Secretary Benhur Abalos for the arrest of Pastor Quiboloy," KOJC legal counsel Israelito Torreon said in an interview with TeleRadyo.
“We are of the belief that receiving money from private individuals is illegal,” Torreon added.
Last month, Abalos announced that private citizens have pooled a P10-million reward for anyone who can give information that will lead to the arrest of the fugitive religious leader.
Quiboloy's co-accused – Crisente, Paulene and Ingrid Canada as well as Sylvia Cemañes and Jackielyn Roy –each have a P1 million bounty.
For his part, former President Rodrigo Duterte accused the administration of “demonizing” Quiboloy to divert attention from "corruption, incompetence and abuse of authority" in the country. Duterte, who is administrator of KOJC’s properties, said he will take legal action over the recent raids in Davao City.
"It's crazy because last night I couldn't sleep. I was so hyped because I had won that gold medal on floor," the 24-year-old Yulo said. "It still didn't sink in. This morning I was so sleepy, I didn't know what to do."
His double gold-medal finish catapulted the Philippines to the 21st position in the medal rankings as of Monday.
In Manila, President Marcos led a grateful nation in lauding Yulo for his historic back-to-back gold medal wins.
“No words can express how proud we are of you, Caloy!” President Marcos wrote on his official Facebook page. "You have achieved GOLD for the Philippines not once, but twice!" he added.

THE country’s top transportation officials warned against the stalled implementation of the Public Transport Modernization Program (PTMP) saying President Marcos remains firmly behind the initiative despite a majority of Senators seeking a moratorium on its implementation pending further review. In a radio interview, Land Transportation Franchising and Regulatory Board (LTFRB) chairperson Teofilo Guadiz III assured the program aimed at upgrading public utility jeepneys (PUJs) and consolidating operators servicing specific PUJ routes “will continue until the final stages of modernization are completed.”

THE Philippines continues to expand its military alliances with friendly states amid the flaring of tensions over disputed areas of the West Philippine Sea (WPS).
On Sunday, German Defence Minister Boris Pistorius and his Philippine counterpart Gilberto Teodoro vowed to establish long-term relations between their armed forces as they committed to signing a defense cooperation arrangement within the year. The two defense chiefs said their country’s armed forces would “expand training and bilateral exchanges, explore opportunities to expand bilateral armaments cooperation, and engage in joint projects.”

POWER retailer Manila Electric Co. (Meralco) said Monday it is reviewing the 20-day temporary restraining order (TRO) issued by the Taguig Regional Trial Court against its competitive selection process for an additional 1,000 megawatts capacity to determine its next legal steps.
Meralco said in a statement it has received the court order extending the TRO initiated by the Malampaya consortium.
“The TRO halts our CSP-related activities for 20 days, impacting our efforts to secure the most cost-effec-

"His glorious success is a shining example of what hard work, discipline, perseverance, and commitment to excellence can accomplish,” Estrada said in his resolution.
Manila Mayor Honey Lacuna said the city government will prepare a “hero’s parade” for Yulo as “our way of paying tribute to Caloy’s greatness.”
Speaker Martin Romualdez described gymnast Yulo as a “once-in-acentury Filipino athlete” following his exceptional double gold victory at the 2024 Paris Olympics.

"The country can count on the support of the Department of Transportation. The President is with them. No suspension will occur. The program will continue," he said over dzBB’s Super Radyo.
At least 22 of the 23 senators signed proposed Senate Resolution 1096, seeking the temporary suspension of the program implementation.
The PTMP, whose gradual implementation began in 2017, seeks to replace the traditional PUJs with vehicles that have a Euro 4-compliant engine to lessen pollution.

brief House members on the President’s budget proposal.
Romualdez said the national outlay “is the best tool we have to ensure that all our people, especially the poor, feel the tangible benefits of our economic achievements.”
He said by prioritizing programs that uplift the most vulnerable and provide essential services, the budget “serves as a bridge, connecting our economic successes with the daily lives of our people.”
“It is a testament to our commitment to inclusivity and equity, ensuring that the progress we make as a nation is shared by all,” the leader of the 308-strong House of Representatives said.
“Our mission is clear in studying the 2025 budget. We will all return to the Filipinos the taxes collected through programs and projects that benefit them. We will make sure that the government service is for everyone. Simultaneous lifting. No one will be caught. No one will be left behind,” he stressed.
Romualdez also said the 2025 national budget aligns with the Marcos administration’s spending priorities that follow the three pillars of the Philippine Development Plan 2023-2028, which are: 1). Develop and protect the capabilities of individuals and families; 2) Transform production sectors to generate more quality jobs and competitive products, and 3) Create an enabling environment by ensuring macroeconomic stability, improving bureaucratic efficiency and practicing good governance, among other key strategies.
“The national budget is a critical tool for steering a country’s development path. It not only determines how resources are allocated but also sets the
tive power supply for our customers.

“We will continue to support and invest in our sports programs to nurture and develop more world-class athletes like Caloy. His success is a shining example of hope and a source of inspiration for all of us,” he added.
The House of Representatives also doubled its cash incentive for Yulo to P6 million after his second Olympic gold medal.
Additionally, Yulo will receive a congressional medal "for his exceptional achievement and contribution to Philippine sports," Romualdez said. Yulo is also entitled to another P10 million incentive from the Philippine Sports Commission, bringing his total reward from the PSC to P20 million.
Real estate giant Megaworld also significantly upgraded its offerings to Yulo in recognition of his historic achievement.
Initially, Yulo was promised a fully furnished two-bedroom unit in McKin-

Transportation Secretary Jaime Bautista said, “continuing the Public Transport Modernization Program aligns with our common goal of benefiting the community and advancing public welfare.”
He insisted that the overall impact of the PTMP since its inception in 1992 has been “overwhelmingly positive.”
The transport chief assured that DOTr has been actively addressing some isolated issues through ongoing review and stakeholder consultations.
“We remain committed to refining the program to better meet the needs of our stakeholders,” Bautista added.
He asserted that suspending PTMP at this stage could disrupt services for many who depend on its benefits, adding that significant resources have already been invested in its development and implementation.
“This could undermine progress and damage relationships with stakeholders, particularly given that a significant percentage have already consolidated,” Bautista said.

He said on top of the spending priority list is education with an allocation of P977.6 billion, followed by public works with P900 billion, health with P297.6 billion, interior and local government with P278.4 billion, defense with P256.1 billion, social welfare with P230.1 billion, agriculture with P211.3 billion, transportation with P180.9 billion, judiciary with P63.6 billion, and justice with P40.6 billion.
“In the performance of our duty to allocate our financial resources, we bear the utmost responsibility to ensure that the budget proposals of every department and agency correspond with the welfare and advancement of the Filipino people and target their priorities and needs,” Speaker Romualdez told his colleagues.
He said it is critical for lawmakers “to exercise vigilance and guarantee that the allocation is utilized in accordance with its intended purpose,” adding that the House “plays a crucial and indispensable role in shaping the government’s policy-making direction.”
“Let us use this influence cautiously by promoting transparency and accountability. I am determined that with your diligence, we could strengthen the capacity of the government to secure the future of our nation,” he said.
He urged House members to engage officials of the executive branch “in open discussions during the deliberations while maintaining patience and understanding towards one another.”
“Let us engage in this process with the utmost integrity and a deep-seated commitment to transparency and accountability, ensuring that our decisions today will lead to a brighter, more equitable tomorrow for all,” he said.

"It is unfortunate that the obsession of this administration to demonize Pastor Quiboloy even before he could be convicted by a court of law is a clear maneuver to divert attention from the deepening crises pawned by corruption, incompetence and abuse of authority," Duterte said in a statement read during the Senate Committee on Public Order and Dangerous Drugs.
The Senate probe sought to look into the alleged excessive use of force in a June 10 attempt by the Philippine National Police to serve the warrants on Quiboloy at his properties in Davao City.
"It is with a heavy heart that I am constrained to take action against all those responsible for the coordinated but illegal raid,” Duterte said.
At least 15 PNP personnel were relieved following the raids, but PNP chief Gen. Rommel Marbil the sanction was not for alleged excessive use of force during the warrants.

Eleanor Cardona, KOJC's executive secretary and who read Duterte’s statement, told senators Quiboloy was “not evading the law” but was only taking steps to ensure his safety.

Over the weekend, the Department of Justice called on Quiboloy to surrender and face the charges against him.
"The wheel of justice may grind slowly, but it does function. We are striving to improve law enforcement and the administration of justice," DOJ Undersecretary Raul Vasquez said.
President Marcos in April assured Quiboloy all proceedings in his child and sexual abuse cases would be "fair," following the fugitive televangelist's conditions for his surrender, which includes protection from extradition as he also has pending cases in the United States.
“What I can promise is that all the proceedings will be fair. As to the involvement of the United States, that's going to take a long time. That's going to take years. So I don't think that it is something he should worry about," Mr. Marcos said.

Canada and the Philippines signed a Memorandum of Understanding on Defence Cooperation Memorandum at the start of the year, enabling both countries to cooperate on military training exchanges, peacekeeping operations, and disaster response.
This MOU takes PH-Canada bilateral defense relations to the next level and paves the way for a Status of Visiting Forces Agreement (SoVFA) between the two countries.

The Trade Union Congress of the Philippines (TUCP) on Monday called on the current administration to heed the call of private sector workers for a wage increase in the same way President Ferdinand Marcos Jr. increased government workers' pay.
The TUCP, the country's largest labor center, points out that the increase in public sector workers' wages should be matched by a long-overdue and much-deserved raise in private sector workers' wages.
The TUCP vows to push for the passage of House Bill No. 7871, also known as the Wage Recovery Act, which seeks to give a daily across-theboard P150 wage hike for all workers in the private sector.
While the TUCP lauded the President for issuing Executive Order No. 64 increasing the salaries of and granting additional allowance to government workers, the labor group expressed the hope that the government will grant the private workers petition for an increase.
After the last tranche of the Salary Standardization Law in 2023, this is a much-needed raise for our workers in the public sector to cope with the incessantly soaring prices of basic commodities and services driven by food inflation, especially rice, and electricity inflation.
The TUCP trusts that the President's leadership in raising the wages of government workers will be mirrored by the House of Representatives led by Speaker Martin Romualdez by prioritizing the immediate passage of the P150 across-the-board wage hike bill.

MOPS is the pricing benchmark used by the country’s oil importers. Romero said gasoline prices may have no adjustment or will have a price rollback of P0.20 per liter. On the other hand, diesel pump prices are expected to go down by P0.20 to P0.40 per liter and kerosene by P0.30 to P0.35 per liter.
“The downward pressure is attributed to the weakening demand from China and the plans of OPEC+ to increase supplies in the world market. On the other hand, crude oil futures extended gains yesterday due to the escalating geopolitical risk from renewed conflict in the Middle East and the lower US crude inventories,” Romero said.
She said oil companies increased the price of liquefied petroleum gas (LPG) products by P0.27 to P0.30 per kilogram for August.
Romero said however that areas declared under a state of calamity will have a 15-day price freeze for 11-kg and below for LPG and kerosene.
On July 30, oil firms cut the price of gasoline by P0.75 per liter, diesel by P0.85 per liter and kerosene by P0.80 per liter due to easing fears of an Iran-Israel escalation after Tehran said it would not seek to retaliate to the Israel's strike last week and uncertainties in the demand outlook and the continuous increase in the inventory of crude of the US.
Year-to-date, total adjustment of gasoline and diesel stand at a net increase of P9.60 per liter and P6.85 per liter, respectively.
On the other hand, kerosene has a total net decrease of P0.30 per liter. Alena Flores

PRESIDENT Ferdinand Marcos Jr. praised the achievements of new Career Executive Service Officers (CESOs) on Monday, highlighting their role in transforming public service.
Speaking at the awarding ceremony in Malacañang, President Marcos cited the CESOs’ impact on government reform and their commitment to a more inclusive and sustainable society.
“Congratulations on being the worthy
recipients of the Presidential Gawad CES.
I’m sure your achievements will serve as an inspiration to all CESOs present and those listening,” the President said.
“As public servants, our CESOs have the power to reform our government and
our country. You are instrumental in creating a more inclusive and sustainable society for our citizens,” he added.
He also noted the CES’s increased occupancy rate, now at 50%, aligning with the Philippine Development Plan 2023 to 2028.
He specifically commended Regional Director Josefina Abilay, Assistant Secretary Teresa Camba, Schools Division Superintendent Miguel Aposin, and OIC Deputy Executive Director Eduardo Quilang for their outstanding contributions.
THE Presidential Task Force on Media Security (PTFoMS) requested the Provincial Prosecutor of Masbate for clarification on the filing of a murder charge against two local journalists who were also accused of membership with the local communist terrorist movement.
PTFoMS executive director, Paul M. Gutierrez, in a letter to Masbate Provincial Prosecutor Jeremias Mapula, sought
assurance that Mapula adhered to the provisions of Department Circular 20 (DC20), series of 2023, issued by the Department of Justice (DOJ) in identifying local broadcasters, Benjamin Gigante and Jose Alfaro as being members of the Communist Party of the Philippines –New People’s Army (CPP-NPA) and that there are enough evidence pointing to them as participants, with two more ac-
complices, in the killing of a certain Richard Bauso last April 6, 2024 in the town of Cawayan.
Specifically, Gutierrez sought clarification if the purported membership of Gigante and Alfaro with the CPP-NPA had been validated by the appropriate intelligence units of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP).
Gutierrez reminded Mapula that as the government’s mechanism to address all violations on the right to life, liberty, and security of all members of the media, the PTFoMS is chaired by the Secretary of Justice “with the full support of all the attached agencies of the Department of Justice, including the National Prosecution Service (NPS), of which you are a part of.”
The chief executive urged all civil servants to embrace the core values of patriotism, excellence, integrity, and spirituality, stressing the importance of these values in shaping a stable and effective government.
“I challenge you to join me in reinventing ourselves as civil servants and the bureaucracy, to provide the stability and continuity we will need for our long-term programs and visions for them to succeed,” President Marcos stated.
Govt on track to meet targets in fiscal plan
By Maricel V. Cruz
DEPARTMENT of Finance (DOF)
Secretary Ralph Recto has assured the House of Representatives that the government is on track to achieving its targets under the refined MediumTerm Fiscal Program that gradually reduces deficit and debt, creates more jobs, increases incomes, and reduces poverty.
“When I took on the Finance Secretary hat, my first priority was to recalibrate our growth and fiscal targets to ensure that they are achievable and adaptable to external shocks. Our refined Medium-Term Fiscal Program reduces our deficit and debt gradually in a realistic manner; while creating more jobs, increasing our people’s incomes, and decreasing poverty in the process,” he said during the FY 2025 National Budget Deliberations on Monday.
The program took into account ongoing external trends that heavily influence the global economy at present while still recovering from the pandemic, such as geopolitical tensions.
“And under this, we have ensured that every peso to be collected or borrowed will be stretched to deliver the biggest bang per buck for the Filipino people,” he added.
‘Don’t sign Magna Carta for Seafarer’s Bill’
By Maricel V. Cruz
A GROUP advocating for Filipino seafarers’ rights has appealed to President Ferdinand Marcos Jr. not to sign the recently ratified Magna Carta for Seafarer’s Bill which reinstates a provision that requires seamen to put up a bond for awards of disability benefits.
In a statement, the Seafarer’s Rights Philippines said the group was dismayed over the move of Congress to approve the bond requirement under Section 59 of the new version of the bill.
“President Ferdinand Marcos, Jr. did not sign the old version of the bill because it was violative of the equal protection rule under the Constitution. It makes seafarers as the only group of workers, local or OFWs, who would not receive their awards immediately,” Seafarer’s Rights Philip -
pines said.
“The awards won by seafarers would be tied up with appeals to the Court of Appeals and the Supreme Court, which usually lasts for years or even a decade. It does not make sense for the President to sign this version, when nothing was really done to make the bond provision palatable,” it added.
Section 59 of the new version of the bill disallows the immediate execution or payment to the complainant-seafarers of awards they received from final judgments of the National Labor Relation Commission (NLRC) and the Voluntary Arbitrator under the National Conciliation and Mediation Board (NCMB-DOLE).
These are mostly awards for disability benefits the seafarers suffered in the line of duty, and which would render them permanently or temporarily incapacitated to continue working.

According to Uy, candidates in today’s political arena will go to great lengths to secure victory, often leveraging the power of social media. These platforms have become essential for launching campaigns and engaging voters, offering wider reach.
“You know, there are candidates who will resort to nothing less than full domination (just) to be elected,” Uy said.
The secretary said however, the same platforms that enable the spread of infor-
mation can also facilitate disinformation.
“That’s’ why they can only launch it on social media platforms. That’s the platform that has gained traction, and again we go back to my position, which is that this made the platform the enabler (of information and disinformation).

SENATE Majority Leader Francis Tolentino, who will be seeking reelection in the 2025 elections, has resigned from the Partido Demokratiko ng Pilipinas (PDP).
The PDP- Laban was the ruling political party during the administration of former President Rodrigo Duterte. Just recently, PDP decided to drop Laban (Lakas ng Bayan) as part of its name during its national council meeting and anniversary celebration in Cebu.
Tolentino’s resignation came after the appeal of its new party president, Senator Robin Padilla, for him to step down as vice president for Luzon and quit PDP in order to focus on his job as majority leader.
Tolentino admitted he was hurt by Padilla's request since he was already with the PDP when the actorturned politician joined the party.
Tolentino clarified however, that he remains a friend of Duterte, the PDP national chairman.
He maintained his stance that the International Criminal Court cannot enter the country to investigate Duterte and others in connection with international body’s probe on the bloody drug war under the previous administration..
Last July 25, Padilla wrote a letter to Tolentino asking him to leave the party.
But even before Padilla asked him to quit PDP, Tolentino said he had earlier sent a letter to Rep. Jose Alvarez, former party president, saying he would no longer participate in the party’s activities.

HOUSE deputy speaker and Las Piñas Rep. Camille Villar on Monday urged her colleagues at the House of Representatives to support the passage of a bill creating a P10-billion cancer fund and free medicine assistance program for poor patients.
“Considering that one of the goals of the national economy is a more equitable distribution of opportunities and raising the quality of life for all, especially the underprivileged, it is high time that those who have less in life be given the lifeline to fight the cancer disease despite their lack of resources,” Villar said in
filing House Bill 5686.
“The incidence and mortality rate of cancer in the Philippines has been increasing in the past decades. This trend is expected to continue if organized and sustained specialized care and preventive measures against cancer are not initiated,” she added.
Data show that cancer is the third leading cause of morbidity and mortality in the country. The leading causes of cancer-related deaths in the country are lung, liver, breast, colon cancers and leukemia. Cancer, which afflicts 189 people per 100,000 population, kills four Filipinos every hour or 103 every day.
Cancer treatment in the country is expen-
sive, Villar said, noting that chemotherapy for cancer patients is estimated to cost about P100,000 per session. She added that the cost of treatment by radiation, or even examination by MRI, is likewise burdensome even to middle-income patients, and often beyond the reach of the poor.
“This is why cancer has gained a reputation as the disease for the rich. The painful truth is that it can afflict anybody, regardless of economic status,” she pointed out.
To give poor cancer patients the hope of healing and recovery, Villar proposed the establishment of a cancer treatment program to be administered by the Philippine Health In-

THE Department of Public Works and Highways (DPWH) has completed the construction of a flood mitigation project and a farm-to-market road (FMR) that fortifies community resilience and props up the local economy in the towns of Boac and Gasan in Marinduque. DPWH Marinduque district engineer Richard Emmanuel Ragragio identified the two projects worth P9.5 million, as the 88-lineal meter flood control structure strategically built in Barangay Bachao Ibaba in Gasan. “The newly completed river wall is a significant measure in establishing a sustainable and resilient infrastructure that will protect residents from the threat of flooding and water overflowing to their properties, livestock, and essential resources,” Ragragio said.
WHEN I wrote in my last column that the Philippine Offshore Gaming Operations problem was far from over despite the total ban of all POGOs by President Marcos Jr., I did not realize to what extent it has reached with all the crimes, including kidnapping with ransom, torture and murder, and the scams, human trafficking, and many more that accompanied them, Santa Banana!
Lawmakers had given the League of Cities and the League of Municipalities a list of no less than 402 illegal POGOs operating nationwide, including their addresses, photographs and incorporators. These included their illicit operations. My gulay, these should alarm the President as to the extent POGOs had proliferated and how far they have become a threat to national security. These were collated by the Presidential Anti-Organized Crime Commission, which saw the crimes and scams the POGOs had gone into to threaten not only national security but also the wellbeing of everyone in the country.
The irony of it all is that POGOs are outlawed in China and most of the incorporators are Chinese nationals.
Many of them entered the country illegally.
And yet, there are those who claim that with the ban on POGOs, the government has lost no less than P20 billion in government revenues from taxes paid by POGOs, including permits and licenses, not counting rental of houses and condos by the Chinese involved in POGO operations.
There has been an estimate that no less than 20,000 Chinese would have to be repatriated to China because of the ban.
I would even guess the number could swell to half a million when we include all the POGO illegals.
With what we see in the involvement in POGO operation of Bamban,Tarlac suspended mayor Alice Guo, I can outright say the involvement of many local executives with POGOs would be far-reaching.
Then, what should be done with the list of 400 plus illegal POGOs operating nationwide?
To me, that’s a real problem that defies solution, Santa Banana!
The only solution I think is for the President to get together with the Senate and the House of Representatives to find a solution to the problem brought about with the creation and operation of POGOs which started during the past administration.
They can start with the closure of the illegal POGOs and then have all the illegal Chinese repatriated, even if it takes more than a year to do it.
It’s a problem that must be resolved.
With the ban also on internet gambling, it can be done.
Actually, the problem brought about by the POGOs worsened by the entry of Chinese crime syndicates that gave birth to the crimes and scams borne by the POGOs.
Considering that many city and municipal executives are also involved with POGOs, Santa Banana, it shows how extensive corruption has gone nationwide.
The problem can be solved, but it needs the political will of the President with the help of every Filipino
It’s an epidemic of sorts. Santa Banana, the problem is alarming! Government must face the problem head-on.
As I said, and I must repeat, the President and the Senate and the House of Representatives must get together soon enough. It’s a problem that threatens our national security and every Filipino.
The findings of the PAOCC on what extent the illegal POGOs had gone could be the start.
As reported, the PAOCC not only has the addresses of the illegal POGOs, but complete photographs and incorporators. But as I said, the PAOCC needs help.
The problem can be solved, but it needs the political will of the President with the help of every Filipino, considering the POGO problem affects all Filipinos
VATICAN CITY – Pope Francis’s bookish side has emerged, after the Vatican published a letter in which the pontiff encouraged young priests to read --- while revealing he himself likes the great tragedies.
“How can we speak to the hearts of men and women if we ignore, set aside or fail to appreciate the ‘stories’ by which they sought to express and lay bare the drama of their lived experience in novels and poems,” asked the pontiff in his July 17 letter to priests-to-be, published by the Vatican on Sunday in eight languages.
In the lengthy text -- peppered with references to literary greats like C.S. Lewis, Marcel Proust, T. S. Eliot and fellow Argentinian Jorge Luis Borges -- Francis argued reading was “part of one’s path to personal maturity” and therefore crucial not just for those joining the priesthood but all Christians in general.
Noting Paul the Apostle was a reader, Francis plugged for time spent reading, noting that a good book can “(keep) us from other choices that are less wholesome” and open up minds “trapped by a few obsessive thoughts.”
“In moments of weariness, anger, disappointment or failure, when prayer itself does not help us find inner serenity, a good book can help us weather the storm until we find peace of mind,” wrote the 87-year-old Argentine Jesuit.
The pope -- whose tastes also run to jazz and soccer -- has sometimes dropped clues as to his preferred reading lists. He has mentioned Dostoevsky as a favorite author and confessed to having read Italy’s seminal 1827 novel “The Betrothed,” three times, calling author Alessandro Manzoni the champion of “victims and those who come in last.”
In a speech about artificial intelligence to the G7 in June, Francis cited Robert Hugh Benson’s 1907 dystopian novel “Lord of the World”: “It’s nice
to read it, it’s interesting,” he told the Group of Seven leaders.
In his letter to young priests, Francis pointed out that reading -- which he noted requires greater personal engagement than watching films or television -- improves one’s vocabulary, develops intellectual capacity and reduces stress and anxiety.
He said he regretted that literature was considered non-essential in the training of priests.
An ‘open mind’
“We desperately need to counterbalance this inevitable temptation to a frenetic and uncritical lifestyle by stepping back, slowing down, taking time to look and listen. This can happen when a person simply stops to read a book,” wrote the pope.
In his letter to young priests, Francis pointed out that reading... improves one’s vocabulary, develops intellectual capacity and reduces stress and anxiety
In a personal aside, Francis recalled teaching high school literature at a Jesuit school at the age of 28, encountering resistance from students who did not want to read certain selections.
Arguing that even difficult or boring texts had value, the pope said people should approach reading with “an open mind” and “a willingness to be surprised.”
“I, for my part, love the tragedians, because we can all embrace their works as our own, as expressions of our own
THE Philippine government faces major challenges in its health sector which experts say impede its ability to provide quality, accessible, and equitable healthcare to the 115 million population.
These challenges include global health crises and natural disasters, weak health systems performance, and gaps in the continuum of care.
Underserved populations continue to suffer from a high prevalence of tuberculosis, a curable disease -- including multidrug-resistant TB; a concentrated HIV epidemic; rising infectious disease outbreaks – including measles, dengue, and zoonotic diseases; high unmet need for family planning; high teenage pregnancy rates; and preventable maternal and newborn deaths.
The government previously launched a 20-year TB elimination strategy which focused on three key areas: integrated patient-centered TB care and prevention, bold policies and supportive systems as well as intensified research and innovation.
Instance, the National TB Program is the government’s commitment to address the TB problem -- which has about one million who have active tuberculo-
sis – and its main strategy is to use the Directly-Observed Treatment Shortcourse to detect and cure TB patients. Health authorities say significant progress has been recorded since the Philippines, which ranks fourth highest in TB incidence globally, adopted the DOTS strategy in 1996.
We understand USAID also supports national and local governments in implementing the Universal Health Care Law by enhancing health leadership and governance, training healthcare workers
In 2021, the estimated TB incidence in the Philippines was 741,000; an estimated 61,000 people died from the infectious disease that year, and the Philippines reported 321,564 TB case notifications.
It is heartening the Philippine government is on a high gear addressing health issues and concerns through programs and initiatives like the Philippine National AIDS Council for HIV/ AIDS cases and the National Tobacco
IN A significant legal development, the Supreme Court has upheld the Court of Appeals decision to reinstate AMA Rural Bank of Mandaluyong to full operational status.
This decision, which denied the petitions of the Bangko Sentral ng Pilipinas and the Philippine Deposit Insurance Corporation, marks a pivotal moment in the controversy surrounding the bank’s closure.
The protagonists
AMA Rural Bank:
Founded by Amable Aguiluz, AMA Bank is part of the larger AMA Group, known primarily for its educational institutions. The bank faced closure due to alleged financial instability.
Bangko Sentral ng Pilipinas:
As the central bank of the Philippines, BSP oversees the monetary and banking system, ensuring financial stability.
Philippine Deposit Insurance Corporation:
PDIC is tasked with protecting depositors and ensuring the stability of the banking system by insuring deposits and managing bank closures.
The BSP, through its Monetary Board, decided to close AMA Bank under Section 30 of RA 7653, which allows for the “close now and hear later” approach to prevent asset dissipation.
This decision was challenged by AMA Bank, leading to a legal battle over the legitimacy and fairness of the closure.
The Court’s ruling
The SC’s First Division found no reason to reverse the CA’s ruling, which had ordered the BSP to restore AMA Bank’s operations and the PDIC to return seized assets.
The SC highlighted several key points:
Judicial Review of Police Power: While the BSP’s police power includes closing banks without prior hearing, such actions are subject to judicial review. The SC emphasized its duty to declare acts void if they exceed jurisdiction or involve grave abuse of discretion.
Arbitrary and Capricious Action:
The SC described the BSP’s issuance of MB Resolution 1705.D as “arbitrary,
personal drama,” he said.
“In weeping for the fate of their characters, we are essentially weeping for ourselves, for our own emptiness, shortcomings and loneliness.”

The Philippine strategy for TB elimination, embodied in the Updated Philippine Strategic TB Elimination Plan 2020-2023, aims to achieve a 15 percent reduction in mortality and a 12 percent reduction in incidence, using the cascade of care framework and describing major strategies in screening, testing and diagnosis, treatment, and prevention.
Out-of-pocket expenditure still accounts for a hefty proportion of health spending, putting Filipino families at risk for impoverishment when accessing health services.
Cross-cutting issues like gender inequality and the impact of climate change also affect people’s access to quality healthcare.
It is animating the US Agency for International Development is helping address these by working with the Philippine government to strengthen health systems, promote positive social norms and behaviors, and improve the quality of primary health care.

capricious, and whimsical,” noting that AMA Bank had been profitable from 2015-2019.
Precedents: The SC referenced past cases, such as Overseas Bank of Manila, Provident Savings Bank, and Banco Filipino Savings and Mortgage Bank, where it intervened in closures deemed excessive or unjust.
Implications, impact
The SC’s decision has profound implications for both parties:
The Supreme Court’s decision to reinstate AMA Rural Bank underscores the delicate balance between regulatory authority and judicial oversight
For AMA Bank:
Operational Restoration: The bank is poised to resume full operations, which could stabilize its financial situation and restore depositor confidence.
Asset Recovery: The return of assets and records by the PDIC is crucial for the bank’s revival.
For BSP and PDIC: Policy Reassessment: The ruling may prompt a reevaluation of the “close now and hear later” policy to ensure closures are justified and not arbitrary.
Operational Transparency: Increased scrutiny and judicial oversight could lead to more transparent and evidencebased decision-making processes. Regulatory framework
The SC’s decision is anchored in several key provisions and precedents: RA 7653 (The New Central Bank Act): Empowers the BSP to close banks but mandates judicial oversight to prevent abuse of discretion.

However, it also noted the suspension of fund turnover due to subsequent CA resolutions deferring the execution of the initial decision, showcasing the complexity and ongoing nature of the legal proceedings.
Recommendations
For AMA Bank:
Strengthening Financial Health: Implement robust financial management practices to prevent future crises.
Enhancing Transparency: Maintain transparent operations to rebuild trust among depositors and stakeholders.
For BSP and PDIC: Reviewing Closure Policies: Reassess the criteria and processes for bank closures to ensure decisions are evidencebased and justifiable.
Improving Oversight Mechanisms: Enhance oversight and accountability mechanisms to prevent arbitrary actions.
For the Judiciary: Maintaining Vigilance: Continue to exercise judicial review to protect against abuses of discretion by regulatory bodies.
Celebrated cases
The ruling echoes past celebrated cases where the SC intervened to correct regulatory overreach: Banco Filipino Savings and Mortgage Bank: The SC ordered the reopening of Banco Filipino, deeming its closure unjustified.
Overseas Bank of Manila: The SC’s intervention led to the reversal of the bank’s closure, emphasizing the need for judicial oversight in regulatory actions. The Supreme Court’s decision to reinstate AMA Rural Bank underscores the delicate balance between regulatory authority and judicial oversight. It reinforces the judiciary’s role in safeguarding justice and preventing regulatory excesses, setting a precedent for future cases in the Philippine banking sector.
Constitutional Duty: The SC underscored its role in ensuring that executive actions align with Constitutional principles and justice. The PDIC, in its statement, acknowledged the turnover of documents, records, and branches to the CA-designated Special Sheriff as per the CA and SC directives.

PREK TAKEO, Cambodia – Cambo-
dia’s Prime Minister Hun Manet on Monday launched a controversial $1.7 billion canal project that aims to provide a new link from the Mekong river to the sea. At a launch event in Prek Takeo, southeast of the capital Phnom Penh, Manet called the 180-kilometer project “historic,” as drums sounded and fireworks shot into the air.
The event was attended by thousands wearing t-shirts bearing images of Manet and his father Hun Sun , who ruled the country for nearly four decades.
“We must build this canal at all costs,” said Manet, who drew cheers as he launched the project by pressing a ceremonial button with his wife Pich Chanmony. AFP
Australia raises terror threat level
SYDNEY – Australia on Monday raised its terrorism threat level to “probable,” with the country’s top intelligence official citing a homegrown rise in “extreme ideologies.” Intelligence chief Mike Burgess said there was no indication of an imminent attack, but there was an increased threat of violence in the next 12 months.
“Australia’s security environment is degrading, is more volatile and more unpredictable,” Burgess told reporters.

Firefighter, 24, first victim of huge blaze
MONTREAL, Canada – A 24-year-old firefighter has died while battling a vast and still uncontrolled wildfire in western Canada, the federal police announced Sunday (Monday Manila time).
The man, whose name was not immediately released, became the first casualty of a huge fire near the beloved tourist town of Jasper in Alberta province. Last year’s historically bad fire season claimed eight lives.
The victim, a Calgary native, suffered a serious injury Saturday afternoon when struck by a falling tree “while fighting an active fire northeast of Jasper,” said a statement from the Royal Canadian Mounted Police. He was transported, first by helicopter and then by air ambulance, to a hospital but was later declared dead, said Parks Canada, the federal agency that manages the national parks. AFP

Hasina’s son urged the country’s security forces to block any takeover from her rule, while a senior advisor told AFP her resignation was a “possibility” after being questioned as to whether she would quit.
“She wanted to record a speech, but she could not get an opportunity to do that,” the source close to Hasina told AFP.
Bangladesh’s army chief Waker-UzZaman was schedule to address the nation on Monday afternoon, a military spokesman told AFP without giving further details.
Waker told officers on Saturday the military “always stood by the people,” according to an official statement.
The military declared an emergency in Jan. 2007 after widespread political unrest and installed a military-backed caretaker government for two years.
Rallies that began last month against civil service job quotas have escalated into some of the worst unrest of Hasina’s
15-year rule and shifted into wider calls for the 76-year-old to leave.
“Your duty is to keep our people safe and our country safe and to uphold the constitution,” her son, US-based Sajeeb Wazed Joy, said in a post on Facebook.
“It means don’t allow any unelected government to come in power for one minute, it is your duty.”

BEIRUT – Urgent calls grew for foreign nationals to leave Lebanon, which would be on the front line of a regional war, as Iran and its allies readied their response to high-profile killings blamed on Israel.
While diplomats worked to avert a feared conflagration, France’s Emmanuel Macron and Jordan’s King Abdullah II said Sunday a regional military escalation must be avoided “at all costs,” the French presidency said after they held a telephone call. With major military action from Lebanon’s Iran-backed Hezbollah movement and others widely expected, Israeli Defense Minister Yoav Gallant said: “If they dare to attack us, they will pay a heavy price.”

N. Korea deploys 250 ballistic missile launchers to border with South Korea ‘to defend sovereignty’
SEOUL – North Korea has deployed 250 ballistic missile launchers to its southern border, with leader Kim Jong Un describing the weapons as a “powerful treasured sword” to defend its sovereignty, state media said Monday.
The olive green mobile launchers were displayed during a special “transferring” ceremony in the capital Pyongyang on Sunday, the official Korean Central News Agency reported. The missile launchers were an “up-todate tactical attack weapon”, Kim was quoted as saying in a speech.

Hurricane Debby threatens Florida, other parts of US with major floods
WASHINGTON, DC – Debby strengthened into a hurricane late Sunday (Monday Manila time) as it bore down on Florida’s Gulf Coast with potential for history-making levels of rain and major flooding, prompting evacuation orders.
Debby grew rapidly into a Category One hurricane, the lowest on a fivestage scale, thanks to unusually warm Gulf of Mexico and is expected to slam into Florida’s Big Bend region around mid-day Monday.
The National Hurricane Center warned there is a danger of life-threatening storm surges along Florida’s Gulf Coast with six to 10 feet (1.8 to 3.0 meters) of inundation above ground level in some areas.
The storm will probably cause catastrophic flooding with “potentially historic heavy rainfall” when Debby moves northeast across Georgia and South Carolina over the next few days, the NHC said.
Korea Association of Defense Industry Studies told AFP. Each launcher was designed to hold four missiles, Han said, adding that Pyongyang’s supply of arms to Moscow might have “interfered with the North’s capacity to actually produce 1,000 missiles.” Relations between the two Koreas are at one of their lowest points in years, with the North ramping up weapons testing and bombarding the South with balloons full of trash.
South Korea has responded by resuming propaganda broadcasts along the border, suspending a tension-reducing military deal and restarting live-fire drills near the border. AFP
“We are looking at potentially really, really significant flooding that will happen, particularly in north-central Florida,” Governor Ron DeSantis told an emergency briefing on the storm Sunday.
He and NHC deputy director Jamie Rhome have stressed that Floridians should be making and completing their final emergency preparations immediately.
As of 11:00 pm, Debby was about 160 kilometers west of Tampa carrying maximum sustained winds of 75 miles per hour and moving north at 12 miles per hour, the advisory said.
As residents rushed to prepare, mandatory evacuations were ordered for part of Citrus County, Florida, with eight other counties under voluntary evacuation orders, local media reported. AFP

THE Philippine Basketball Association (PBA) is set to introduce a new innovation called the four-point play in the upcoming 49th season, starting with the Governors’ Cup on August 18 at the Araneta Coliseum.
League commissioner Willie Marcial stated that the acceptance and adaptability of this new rule by fans and players will determine its permanence in the league. “Tingnan natin. Kung maging suc-
cessful ito, tuluy-tuloy ito,” said Marcial during Monday’s Media Day at the Le Parc Event Hall in Pasay City. Last month, the board of governors approved the proposal to add the four-point arc shot, a basket made from 27 feet away from the hoop. The PBA plans to implement the four-point line in the coming season. This innovation was first introduced in the last two All-Star Games, where Robert Bolick completed a historic five-point play, en-
abling Team Mark to force a draw with Team Japeth in the Bacolod City edition.
Marcial emphasized the importance of evaluating the rule’s impact, stating, “Tingnan natin kung ano puede natin, or puede din it mawala.” If successful, the fourpoint play will be retained in future conferences.
Marcial believes that the fourpoint arc will encourage players to extend their shooting range, adding

– While local talents aim to leverage their familiarity with the Del Monte layout, numerous contenders are poised to showcase their skills and determination in the ICTSI Junior PGT Mindanao Series.
The third leg of the four-part regional tour kicks off today (Tuesday, Aug. 6) with intense competitions across eight divisions in four age-group classes. These categories feature players who have honed their skills on the mountain-top course with its narrow, winding fairways and numerous hazards.
The spotlight will be on the boys’ 10-12 age category as Javie Bautista makes a rare JPGT appearance, seeking points to secure a spot in the series’ culminating Match Play Championship in October.
Ralph Batican, who edged out Jared Saban in a thrilling sudden-death victory at South Pacific last week, hopes to claim a second straight-leg title at home. However, Saban, the runaway winner at Apo, is eager for redemption, setting the stage for a spirited battle in the 36-hole competition sponsored by ICTSI.
Bautista, coming off an impressive streak of performances in the US, is expected to be a strong contender. The 12-year-old Ateneo standout, who clinched first place in the boys’ 1214 Advanced category at the Georgia State Golf Association Junior Tour Summer Series in Tifton, Georgia, will tee off with local players Paul Badelic and Gideon Namocatcat at 7:40 a.m. on No. 1.
Saban will start his bid against CdO’s Rio Sia and local talent Kiel Elveña at 8:10 a.m. In the girls’ 10-12 division, Rafella Batican aims for back-to-back victories after edging Kimberly Barroquillo by two at South Pacific. Rafella Batican will face
a new dynamic to the game. The Governors’ Cup will also feature the return of import Justine Brownlee to Barangay Ginebra and his rival Allen Durham to the recently-crowned Philippine Cup champions, Meralco Bolts. Additionally, Rain or Shine is bringing back veteran Aaron Fuller, who will reunite with former coach Yeng Guiao. Fuller previously played under Guiao’s coaching at NLEX and later with Blackwater and TNT.

Licayan reached the quarterfinals of the boys’ 12-and-under category and teamed up with Azl Gonzaga to win the 10-and-under unisex doubles title. In other results, Sta. Rosa, Laguna’s Joy Ansay pulled off a 2-6, 6-3, 1-0 (ret.) win over top seed Sandra Bautista to capture the girls’ 18-and-under trophy. Unranked Adrian Cagitla from San Pablo City surprised No. 2 France Dilao, 4-6, 6-3, 6-0, to reign in the premier division of the tour-
nament, which served as a prelude to the Mayor Eric Olivarez Open Championship beginning on Wednesday (Aug. 7).
Other winners in the week-long tournament held under the Palawan Pawnshop junior program initiated by president/CEO Bobby Castro included Nadalito Berille, Andrew Davis, Al Tristan Licayan, and Erynne Ong.

The other doubles winners in the tournament, sanctioned by Philta and supported by Universal Tennis Ranking and ICON Golf and Sports, included Andres Arcilla and Liam Simpao, Isabel Ataiza and Paglalunan (14-and-under), Frank and France Dilao, and Kristina Tan and Jillianne Tenoria (18-and-under).
AUSTIN Reaves eagerly anticipates two key aspects of the upcoming NBA season: connecting with his fans and integrating with the new additions to the Los Angeles Lakers.
As the team regroups for the first time after the 2023-2024 NBA season, Reaves is enthusiastic about the opportunities ahead.
Last April, Reaves left his hometown of Newark, Kansas, embarking on a three-month road trip that included meet-and-greets in Nevada and visits to three countries: Scotland, China, and the Philippines. During his time in China, Reaves signed an agreement with high-performance footwear brand Rigorer. In the Philippines, Reaves became the brand ambassador for the sports betting app company Arena Plus, before returning to the United States on Sunday. Reflecting on his time in the Philippines, Reaves shared, “We wanted to
have an opportunity to come back to the Philippines and be around these amazing people. Arena Plus came up with the idea and got the opportunity done, and I’m excited to be a part of this.”
Reaves signed the agreement with Arena Plus in the presence of Total Gamezone Xtreme Inc. President Jasper Vicencio and his representative Andrew Matthew Reilly on Saturday at Shang The Fort in Taguig City. Vicencio expressed his enthusiasm, stating, “We welcome Austin Reaves. This shows how far Arena Plus has gone in terms of growth.”
The 6’5” Reaves, who averaged 15.4 points in the previous NBA season, was deeply impressed by the passion of Filipino basketball fans during his participation with Team USA in the 2023 FIBA World Cup. This experience sparked his interest in giving back to his followers in the Philippines. Peter Atencio

WORLD Cup holders Spain and fourtime gold medallists the United States are on course for a showdown in the Olympic women’s football final with the two heavyweights favorites to win on Tuesday.
Led by reigning Ballon d’Or Aitana Bonmati, Spain faces surprise semifinalists Brazil in Marseille while a rejuvenated USA under new coach Emma Hayes meets Germany in Lyon. The Americans are the traditional powerhouse of women’s international football and their performances at the Olympics suggest they are back as a force after a disappointing World Cup last year. Hayes only took over in May and is still getting to know her team but the USA topped their group with three wins from three and edged an impressive Japan after extra time in the quarter-finals, with Trinity Rodman scoring the crucial goal. They have already beaten Germany in the tournament, and that 4-1 thumping in Marseille in the group stage suggests they should fancy their chances of winning through to the gold medal match in Paris on Saturday.
“We are so confident going into games. That comes from Emma. She believes in us so much,” said the forward Sophia Smith when asked about the impact of the new coach.
Hayes, 47, arrived after over a decade of success at Chelsea and is hoping to lead the USA to a record-extending fifth gold since women’s football was introduced at the Olympics in 1996. They last won the title in 2012.
“I coached Chelsea for 12 years. I am not going to be disappointed at anything this team does because I respect football at the top level, and for us to arrive tactically at the place we have so quickly is a real credit to the players,” the coach said of her new charges. AFP
PARIS (Via PLDT Home) – Aira Villegas and Nesthy Petecio are poised to make their mark at the hallowed grounds of Roland Garros as they chase their Olympic dreams and aim to sustain Team Philippines’ drive for greater success at the Paris Games. The boxing action moves from the North Paris Arena to the iconic Paris sports complex for the medal rounds starting Tuesday.
Villegas will be the first to step onto this prestigious stage, preparing for her semifinal bout in the same locker rooms once used by tennis legends Rafael Nadal, Novak Djokovic, and Roger Federer. The Tacloban native will face
Turkish boxer Buse Naz Çakıroğlu in the 50kg semifinal at around 10 p.m. local time on Tuesday (early Wednesday morning in Manila). The winner will advance to the gold-medal match, facing either Wu Yu of China or Kazakh Nazym Kyzaibay.
Following Villegas, Petecio will enter the fray on Wednesday night, taking on Poland’s Julia Szeremeta in the 57kg semifinals. On the other side of the semis are top seed Lin Yu Ting from Chinese Taipei and Turkey’s Esra Yildiz Kahraman.
Olympic newcomer Villegas is looking to extend her Cinderella story all the way to the gold-medal fight, while
Petecio aims for her second Olympic final with hopes of finally securing the top spot. The prospect of a Philippine victory celebration at Roland Garros looks promising, especially with the recent modernization of the facilities, including the addition of a roof to Court Philippe-Chatrier, making it suitable for hosting Olympic boxing events. Earlier, Roland Garros was a familiar territory for Olympic tennis, where Djokovic clinched the men’s singles crown, completing a super grand slam by adding the Olympic title to his victories in Wimbledon, the French Open, the Australian Open, and the US Open.
PARIS—The Philippines celebrated its a hundred years of Olympic participation in the most spectacular and historic way—two gold medals courtesy of gymnast Carlos “Caloy” Yulo.
“It took three generations for Hidilyn [Diaz] to win our first Olympic gold in Tokyo and it took another Olympic cycle to double that achievement,” said Philippine Olympic Committee (POC) president Abraham “Bambol” Tolentino on Monday, the morning after Yulo’s amazing Paris weekend where he won the floor exercise on Saturday and the vault on Sunday.
“Answered prayers,” said Tolentino, in an almost hoarse voice as he incessantly cheers every Filipino competing in this Paris Olympics.
“Caloy Yulo is definitely on a different level, with two Olympic gold medals, he will be on top of the conversation as one of the Philippines’ greatest athletes,” he said. “Mabuhay ka

Home)– It takes a village to raise an Olympic gold medalist. That, in essence is the message of Philippine Sports Commission (PSC) chairman Richard Bachmann on Sunday as he lauded the collective efforts extended by various individuals and sectors for the success of gymnast Carlos Yulo in the 2024 Paris Olympics here.
After being crowned as floor exercise champion on Saturday, Yulo put the exclamation point to his breathtaking campaign with yet another flawless routine the following day, this time in the vault, to claim his second gold medal at the Olympiad, kicking off a frenzied celebration back home.
As the Philippines’ first male Olympic champion, and first, in his sport, Yulo unleashed an exceptional performance, highlighted by a 15.433-point score on his first vault and an average of 15.116, to cement his status as the Philippines’ newest sporting icon and its greatest Olympian.
He also joined the likes of the Philippines’ first Olympic champion Hidilyn Diaz and eight-division world titlist Manny Pacquiao in the pantheon of all-time greats.
Yulo’s rare double-gold showing, Bachmann said, won’t be possible without the help of Team Yulo – coach Aldrin Castaneda, a therapist and even the indefatigable gymnastics president Cynthia Carreon.
“It was a destiny shaped by everyone’s efforts,” said Bachmann. “Thanks to everyone’s support, the nation celebrates the milestones we’ve achieved. In just two days, Carlos Yulo brought home two gold medals, but we’re not stopping there.”
Boxers Nesthy Petecio and Aira Villegas are already assured of a bronze medal each after advancing to the semis of their respective events, while Ernest John Obiena is competing in pole vault finals at press time. Villegas, Philippine boxing’s surprise package here, battles Turkiye’s Buse Naz Çakıroğlu on Wednesday at 4:18 a.m. (Philippine time), where a win will guarantee her a silver medal, while Tokyo silver medalist Petecio also aims to upgrade her bronze medal when she takes on Poland’s Julia Szeremeta on Thursday at 3:46 a.m.
“We commend everyone’s involvement in bringing the country back to glory. I am confident that all Filipinos are celebrating this special achievement like never before,” added Bachmann.
Caloy Yulo! The most bemedalled Pinoy athlete!”
“Caloy is the most bemedaled athlete in Philippine history with 23 gold medals and a total of 38 medals,” said Tolentino, adding Lydia De Vega and Elma Muros-Posadas each won 24 medals in their careers. “We all love them.”
The celebration, Tolentino said, is not over— especially the expectation for more gold medals.
“EJ [Obiena] and Aira [Villegas] and Nesthy [Petecio] are to go on board and the confidence level for them to succeed is that high,” Tolentino said.
Obiena was to compete in the men’s pole vault final on Monday night while flyweight

WITH both teams already securing their spots in the second round as leaders of their group, Cignal and Akari face off today (Tuesday) in a crucial match that promises not only to extend their winning streaks but also to boost their momentum and confidence heading into the crossover round of the Premier Volleyball League Reinforced Conference.
The match, set at 1 p.m. at the Philsports Arena in Pasig, is expected to be a nail-biter, potentially going down to the final spike or serve, as both teams put their unbeaten records on the line. Cignal boasts experience, while Akari brings a fierce desire to continue its impressive run and establish itself as an early contender in Pool B.
Cignal enters the match following a record-setting, three-set victory over defending champion Petro Gazz, setting a league milestone for the fewest errors in a single game with just six. Akari, on the other hand, is coming off a dominant shutout win against the winless ZUS Coffee. But the HD Spikers have been particularly impressed by Akari’s back-to-back reverse sweeps against the Choco Mucho Flying Titans and the Petro Gazz Angels. “Yung performance ng Akari

Balisacan said that among major emerging economies in the region, the Philippines posted one of the fastest growths in the first quarter, next to India (7.8 percent), equal to Vietnam (5.7 percent), but ahead of China (5.3 percent), Indonesia (5.1 percent), Malaysia (3.9 percent) and Thailand (1.3 percent).

Growth target in 2024
“We will release the second-quarter growth performance later this week. We expect the economy to have remained strong and maintain our regional growth standing,” National Economic and Development Authority (NEDA)
Secretary Arsenio Balisacan said at the House of Representatives Monday.
The country’s gross domestic product (GDP) expanded by 5.7 percent in the first quarter of 2024, coming from a high
He said that based on the latest data, the Philippines is expected to pass the upper-middle-income (UMIC) threshold by 2025, provided that the economy achieves the low end of the growth target and the average foreign exchange does not exceed P58 against the US dollar. “Otherwise, reaching the UMIC status could be delayed to 2026,” said Balisacan.
Balisacan said the Development Budget Coordination Committee (DBCC),
“Easing inflation, sustained improvements in labor market conditions and stable remittance growth will support household spending. The government will also continue implementing measures to address the elevated prices of rice and select food items and ensure food security to protect Filipinos’ purchasing power,” he said.
Balisacan said despite the fiscal consolidation strategy, government spending would support growth by improving efficiency in delivering priority programs and projects. The Marcos administration will ensure the timely implementation of the programs and projects under the 2024 and 2025 national budgets, he said.

DEPARTMENT of Finance (DOF)
Secretary Ralph Recto said Monday the government is on track to meeting its fiscal goals to gradually lower deficit and debt, create more jobs, increase income and reduce poverty.
“When I took on the Finance Secretary hat, my first priority was to recalibrate our growth and fiscal targets to ensure that they are achievable and adaptable to external shocks. Our refined Medium-
Term Fiscal Program reduces our deficit and debt gradually in a realistic manner; while creating more jobs, increasing our people’s incomes and decreasing poverty in the process,” Recto said during the FY 2025 national budget deliberations on Aug. 5, 2024.
The program took into account ongoing external trends that heavily influence the global economy while still recovering from the pandemic such as geopolitical tensions.
“And under this, we have ensured that
every peso to be collected or borrowed will be stretched to deliver the biggest bang per buck for the Filipino people,” he said.
He said to fund the P5.77-trillion government budget in 2024, the DOF scouted for more resources without imposing new taxes on the people or passing debts to be paid by future generations.
Recto said this is why the DOF hiked the government-owned and -controlled corporations’ (GOCCs) dividend rates to

Total revenue collection from January to June grew by 15.6 percent to P2.15 trillion. Of this amount, tax collections increased 10 percent to P1.84 trillion, while non-tax grew surged 63.3 percent to P314.2 billion.
CEBU Pacific said Monday it took delivery of three new aircraft, boosting its operational resilience and meeting the resurgent demand for air travel.
The newly-accepted aircraft touched down at the Ninoy Aquino International Airport (NAIA) in Manila and included an A330neo, which arrived on July 26 and an A320neo and A320ceo on Aug. 3 and Aug. 4, respectively.
This brings the total number of aircraft that CEB received this year to 10.
“Our continuous fleet expansion efforts underscore our commitment to provide safe, affordable and accessible flights for every Juan,” CEB president and chief commercial officer Xander Lao said.
“As the demand for air travel continues to rise, we are confident that we will be able to cater to more passengers looking to connect with other people or discover new destinations with Cebu Pacific,” he said.
Airbus neos are the latest-generation aircraft that burn 15 percent less fuel per flight and produce less noise compared to the previous generation. The reduction in fuel consumption leads to a corresponding reduction in aircraft carbon emissions.
Cebu Pacific announced on July 2, 2024 it signed a binding memorandum of understanding (MOU) with Airbus for the purchase of up to 152 A321neo aircraft for $24 billion (P1.4 trillion) based on list prices, the largest aircraft order in Philippine aviation history.

STT Cavite 1 data center gets coveted design certification
ST Telemedia Global Data Centres
Philippines (STT GDC) announced Monday that the STT Cavite 1 data center was awarded the Uptime Institute Tier III Certification of Design Documents (TCDD).
The company said this marks a significant milestone in the Philippines’ technology and capability within the global digital infrastructure landscape. It also underscores the company’s commitment to delivering world-class data center infrastructure and solidifies its trajectory towards becoming an industry leader.
The TIER III certification involves rigorous assessments of a data center’s design and construction. Unlike TIER I and TIER II, a data center certified with Uptime TIER III Constructed Facility Certification does not permit shutdowns during maintenance or replacement.
The certification provides reassurance that the stated level of resilience of the critical infrastructure has been validated on site to meet the stringent requirements of the Uptime Institute, making it an ideal choice for organizations with missioncritical applications and demanding uptime requirements.
“The Uptime Institute’s TCCF certification for STT Cavite 1 marks an achievement for us in the Philippines, showcasing our nation’s growing expertise in the data center industry,” said STT GDC Philippines president and chief executive Carlo Malana.
Pierre Albert San Diego, head of construction and design at STT GDC Philippines, spearheaded the design of STT Cavite 1. He is the country’s first Accredited Tier Designer of Uptime Institute in 2015.
“This achievement demonstrates the team’s ability to deliver to world-class standards. I am proud to have played a part alongside our exceptional team. STT Cavite 1 is committed to ongoing innovation, and we look forward to pushing boundaries in future projects,” said San Diego.

(PSE) said in a notice posted on its website MGH had complied with the amended minimum public ownership (MPO) requirement after its parent firm Fil-Estate Management Inc. (FEMI) assigned 55 million MGH shares to thirdparty investor Smart Share Investments Limited (SSIL).
The 55 million MGH common shares represent 2 percent of the outstanding common shares of MGH.
“With the registration of the said 55 million MGH common shares in the name of Smart Share, a third-party investor unrelated to MGH, the public float of MGH now stands at 10.67 percent thus, remedying the temporary
MPO breach of the company in the last five months,” MGH said in a disclosure to the stock exchange.
The PSE flagged MGH in February for its non-compliance with the amended MPO, after its public float fell to 8.67 percent. It gave the company six months to remedy the problem.
Shares of MGH were last traded on Feb. 27, 2024 when it closed at P1 apiece.
Meanwhile, MGH said it completed the acquisition of 100-percent stake in Metro Solar Power Solutions Inc. based on an enterprise value of P325 million.
“The acquisition of Metro Solar as a 100-percent subsidiary of MGH
will allow MGH to engage, thru Metro Solar, in the business of development, construction, operation and maintenance of power generation facilities sourced through solar, wind or other renewable sources of energy,” the company said.
Metro Solar is a company primarily organized to erect, commission, maintain power-power generating plants and related facilities for the conversion of renewable energy into usable form fit for electricity generation and distribution. It has a 65-megawatt solar power project in Pililla, Rizal which is targeted for commercial operation by the fourth quarter of 2025.

I WAS saddened, but not surprised, by the fact that the passing last week of economist-banker Sixto K. Roxas attracted very little attention. I don’t think it’s fair that Roxas – Ting to his friend and colleagues and SKR to his staff – should pass on to the Great Beyond without some recollection of his life, his times and his contribution to Philippine society, especially to the economy.
Roxas founded the Philippine money market – the place where users of all kinds of financial resources make deals. That was Ting Roxas’s crowning achievement and his greatest contribution to the development of the Philippine economy. If the National Artist Awards Program is ever to include a National Artist for Financial Arts, Roxas should be the first awardee, albeit posthumously.
It is not surprising that no notice of Roxas’s passing was taken by the mil-
lennials and Gen Z members. Afterall, Roxas scored his greatest achievements, and his peak of professional stature, in the 1970s and 1980s. But students of this country’s financial system should have known about Roxas’s place in history.
Roxas’s vehicle of choice for the establishment of the Philippine money market was Bancom Development Corporation, an investment house that he founded in the late 1960s with the Barcelon and Del Rosario interests. Roxas, fresh from a stint as the first director-general of the Macapagal-era Program Implementation Agency (PIA), recruited the brightest minds in the Philippine financial sector and welded them into the most powerful private financial institution in this country. Bancom was soon put together, as advisor and/or lender, to some of the biggest and most creative financial deals. Many Bancom officers later became chief executive officers

The new no-contract FiberX plan promises maximum flexibility, allowing customers to sign up for a six- or 12-month short-term commitment with no credit checks or documentation needed.
Customers will also avoid running the risk of late payments with the plan’s no billing feature, eliminating concerns about complex billing and credit issues.
Customers also get to benefit from additional savings by getting 12 months of subscription for the price of 11 months on select higher plans. The plan also features no termination or cancellation fees, providing subscribers with peace of mind.
Customers who opt for higher No-Contract FiberX Plans will be equipped with the latest Wi-Fi 6 modem free of charge.

of commercial banks and other business entities. So great has Bancom’s prestige become that at least one commentator was heard to speak of a “Bancom man.” Roxas and his Bancom truly were game-changers. Up until their entry into the Philippine financial scene, the financing of business activities and the generation of interest and fee income were done on the basis of traditional banking operations. With the entry of quasi-banking into the Philippine financial marketplace, sources of financial resources could now generate interest income even on an overnight
PSEi falls below 6,600 level on US recession fears
THE local stock market suffered a bloodbath Monday that saw the index crashing below the 6,500 level amid fears that the US economy may be heading for a recession.
The 30-company Philippine Stock Exchange index plummeted by 170.57 points, or 2.58 percent, to close at 6,434.72. The broader all-shares index also plunged by 80.43 points, or 2.24 percent, to settle at 3,516.47. Veteran stockbroker Jonathan Ravelas said global stocks slid as investors questioned the US Federal Reserve’s policy response to economic slowdown. He said investors were now flocking to bonds for safety.
“Watch for break below 6,400 as 6,000 levels at risk,” Ravelas said. All sub-indices ended in the red. Industrial suffered the biggest decline, dropping by 3.53 percent followed by property, which lost 3.35 percent. All index members ended in the red with Universal Robina Corp. dropping 8.7 percent. There were only 34 advancers versus 175 decliners, while 45 stocks closed unchanged. Value turnover reached P5.17 billion. Meanwhile, the PSEi composition would remain unchanged based on the regular index review covering the July 2023 to June 2024.
The PSE said the current index members remained among the top stocks in terms of market capitalization, liquidity and free float level.
“The index review ensures that market barometers feature the most qualified stocks based on the set criteria,” said PSE president and chief executive Ramon Monzon. The constituents of the PSE Dividend Yield and Holding Firms indices will also remain unchanged while the rest of the indices will see updates in their composition.

basis and users of financial resources would have funding sources other than the traditional bank loans. At the heart of these novel ways of providing and accessing financing was Bancom.
The beauty about Bancom was that it was mainly a Philippine company. Prior to the start of Bancom’s operations, investment banking/quasi-banking was largely the domain of foreign investment and commercial banks. Bancom planted the Philippine flag on the international financial soil. Roxas in effect told the international financial community that Filipinos possessed the capability for undertaking non-traditional as well as traditional banking operations.
So firmly had Roxas established his reputation in the US banking community that in due course he received a tribute that only outstanding foreign bankers were accorded – membership in the board of directors of a major US bank. In Ting Roxas’s case, the bank was American Express International Banking Corporation, AEIBC offered Roxas a directorship. No other Filipino
banker has ever been accorded such an honor by the US banking community. Unfortunately, there was a downside to the AEIBC directorship; it meant that Roxas had to spend a substantial amount of time in New York. During one of his long absences away from Bancom, his top lieutenants got the company involved in one or two bad financing deals. Those deals eventually brought the company down. Today, there are in this country many financial institutions engaged in non-traditional banking. Some are better than others. But in my view, there is no financial institution that could rival Bancom in its heyday. The Philippine financial system needs an institution like Bancom.
It is a great pity that Roxas was largely forgotten during the last years of his life. He was a giant in this country’s financial system. Looking around at the current banking scene, I can see no one who measures up to him.
I salute you in death as I saluted you in life, SKR. (llagasjessa@yahoo.com)

Axelum rebounded with P208-m profit in first six months
By Jenniffer B. Austria
AXELUM Resources Corp., the country’s leading fully-integrated manufacturer and exporter of coconut products, returned to profitability in the first half with a net income of P208 million from a loss of P126 million in the same period last year.
Axelum said in a disclosure to the stock exchange Monday it posted firsthalf revenues of P3.2 billion, up 14 percent from the same period last year, driven by the robust volume growth of its white meat business including desiccated coconut, coconut milk powder and sweetened coconut.
Gross profit rose 50 percent year-onyear to P735 million with gross margin translating into a 23-percent increase despite elevated input costs and lower average selling prices.
“We continue to build on our recovery momentum from the previous quarter. In addition, we are seeing rising demand for our products in other key growth markets particularly in Europe and Asia,” said Axelum president and chief operating officer Henry Raperoga.
Net income in the second quarter amounted to P101.7 million, a turnaround from the P56.7-million net loss posted in the same period a year ago as sales totaled P1.64 billion. Axelum saw double-digit sales growth across major product categories this quarter despite lower selling prices.
key components to bring in investments, expand domestic enterprises, and enhance our productivity and competitiveness,” the PCCI said in a statement.
The group said the moratorium explicitly applies to new greenfield power generation projects and does not impact existing or committed coal-fired power plants, those with firm expansion plans or projects with significant progress.
It also endorsed the DOE’s comprehensive energy strategy, recognizing coal’s continued importance for economic growth while transitioning to cleaner alternatives.
The PCCI cautioned against adopting western policies that may not be suitable for the Philippine
context while expressing concerns over the potential damage the allegations could inflict on the DOE and the entire energy industry, potentially deterring foreign direct investments.
The business group stressed the urgent need to prioritize energy security and resilience, citing recent incidents such as the Panay power outage, summer alerts and Typhoon Carina-related disruptions.
The PCCI, a non-government organization, is the umbrella group of business associations in the Philippines.

CLARK International Airport Corporation (CIAC) and the Philippine Charity Sweepstakes Office (PCSO) signed an agreement allowing the latter to establish a back-up draw court facility within the Clark civil aviation complex.
The agreement, signed on Aug. 2, 2024 by CIAC president and chief executive Arrey Perez and PCSO general manager Melquiades Robles, grants PCSO the use of a 4,000-square-meter CIAC property along Ninoy Aquino Street.
“This MOA is more than an agreement between two agencies in the service of the people. It is, by necessity, a collaboration to strengthen each other’s most noble functions,” Perez said.
Under the agreement, PCSO will provide CIAC with advertising slots during its broadcasts, support for its corporate social responsibility (CSR) initiatives and donate emergency response vehicles for the use of CIAC and its locators. CIAC said it is committed to
supporting PCSO’s expansion and innovation in sweepstakes games.
“[Our facility] should not just be a back-up waiting for disasters but should be equipped with high-end, broadcast quality production equipment which can serve CIAC and the community of Clark, as well,” Robles said.
The backup facility will rise at the former site of the Philippine Red Cross bio-molecular laboratory for COVID-19 testing. Othel V. Campos

Group seeks review of RTL funds meant for farmers’ training
THE Federation of Free Farmers (FFF) asked the Congressional Oversight Committee on Agricultural and Fisheries Modernization (COCAFM) to conduct a comprehensive performance review of the rice farmers’ training programs funded by the Rice Tariffication Law (RTL).
“The funds should be used to upgrade the training and extension programs of these DA agencies, in line with the DA’s overall strategy and thrusts to improve farmers’ productivity and competitiveness. While TESDA can help, it has neither the capability nor the mandate to provide this service”, said FFF national manager Raul Montemayor.
The group also recommended a reassessment of the allocation of the P1 billion annual training budget among the implementing agencies.
FFF stressed the need to realign the funds to bolster the training and extension programs of the Department of Agriculture’s (DA) agencies, aligning with the DA’s overall strategy to enhance farmers’ productivity and competitiveness.
Around P1 billion has been allocated annually for rice farmers’ training programs since 2019 from the P10-billion Rice Competitiveness Enhancement Fund (RCEF) allocated under the RTL.
The Technical Education and Skills Development Authority (TESDA) received 70 percent of the funds, with the remaining 30 percent being split equally among the Agricultural Training Institute (ATI), the Philippine Rice Research Institute (Philrice) and the Philippine Center for Postharvest Development and Mechanization (Philmech). THE Board of Investments (BOI) and the Hongkong and Shanghai Banking Corporation Ltd. (HSBC) showcased the Philippines as a prime destination for Chinese green technology investments in a recent webinar.
The webinar “Unlocking Sustainable Growth in the Philippines: RE, Electric Vehicles, and Green Metals Processing” highlighted the country’s impressive achievements in building a globally competitive and sustainable economy, offering compelling opportunities for Chinese companies to participate in the Philippines’ green growth story.
The BOI, through Investments Promotion Services (IPS) executive director Evariste Cagatan and Industry Development Services (IDS) executive director Ma. Corazon Halili-Dichosa, shared with the attendees the updates on the country’s economic landscape, positioning strategy, advantages and investment opportunities in complementary key sectors for promotion to China.
HSBC Philippines chief executive Sandeep Uppal affirmed the immense business opportunities available to investors in the Philippines.
“For me, what really stands out in the Philippines is what I call the 3Gs. First is growing economy. It has been one of the fastest-growing economies in ASEAN and continues to do so with growth rates anywhere from 6 percent to 7 percent,” Uppal said.
26 million liters per day (MLD) within the first to third year after commissioning, 32 MLD within the sixth year and 38 MLD on the succeeding years until reaching the fifteenth year of delivery.
Tagum Water started its operations in 2020 with the conclusion of the commissioning period of the water treatment plant.
MWPV assumed 100-percent ownership of Davao Norte Water in 2022 after the purchase of all shares of iWater Inc. in the consortium, effectively increasing MWPV’s ownership of Tagum Water to 90 percent.
About 65 percent of Tagum City’s water supply is now being delivered by Tagum Water, serving over 200,000 residents.
“Second is the growing population. Its fast-growing population of 117 million has a median age of only 26, which is probably the youngest in ASEAN,” he said.
“The third G is growing liberalization. The country is continuously opening up for foreign investments, including the renewable energy sector,” he said in the webinar.
HSBC Philippines officials said they witnessed enormous, worldclass opportunities existing in the Philippines compared to when they started in 1875.
Cagatan affirmed this by highlighting the country’s business-friendly investment climate, economic reforms, available government support and incentives.

THE Philippine economy likely grew 6.3 percent in the second quarter, faster than the 5.7-percent expansion in the first quarter, Moody’s Analytics said Monday.
Moody’s said the secondquarter gross domestic product growth was driven by base effects, stronger exports and government spending.
“In the Philippines, we expect economic growth to accelerate to 6.3 percent year-on-year from 5.7 percent in the March quarter. The result will be flattered by a low base effect,” Moody’s Analytics said.
“A year earlier, growth slowed substantially to 4.3 percent, and in quarter-on-quarter terms, GDP went backwards. This time, robust goods exports and government spending should drive growth,” Moody’s said.
The Philippine Statistics Authority (PSA) is scheduled to release the second-quarter GDP figures on Aug. 8, 2024.
The National Economic and Development Authority (NEDA) also said the economy likely sustained the strong growth in the second quarter. The government expects the economy to growth between 6 percent and 7 percent in 2024.
THE Philippine Competition Commission (PCC) showcased its success in integrating competition principles into the national economic strategy at the Competition Policy Symposium 2024 held in Bangkok, Thailand.
The integration is a key feature of both the 2017-2022 and 2023-2028 Philippine Development Plans (PDP) that underscore the crucial role of competition in advancing digitalization, attracting investments, and protecting consumer welfare.
PCC executive director Kenneth Tanate noted the agency’s commitment to enhancing consumer welfare and attaining market efficiency by diminishing anti-competitive practices, reducing barriers to entry and reentry and lessening

(PLP), a subsidiary of the Meralco PowerGen Corp. (MGen), plans to participate in the request for proposals of Singapore’s Energy Market Authority to build two new hydrogen-ready combined cycle gas turbines with at least 600-megawatt (MW) generation capacity.
“And now focusing on Singapore, the gas plants in Singapore, we just got additional 100 MW, and we might participate in the bidding for
regulatory burdens. He also acknowledged the unique challenges and opportunities presented by digitalization, highlighting the potential for both increased competition and heightened risks of market consolidation and collusion.
Tanate detailed the PCC’s proactive approach to regulating competition in digital markets, utilizing tools like forensics and data analytics to investigate cases, and actively engaging with stakeholders to promote fair competition.
The agency’s track record includes addressing mergers and acquisitions in online shopping and banking, as well as conducting studies in telecommunications and advertising. Othel V. Campos
the new plants that Singapore wants to do—two 600 MW units, so we might bid for one, 600 MW,” Meralco PowerGen chairman Manuel Pangilinan said.
Meralco PowerGen is the power arm of Manila Electric Co., the Philippines’ biggest power distributor.
The Energy Market Authority (EMA) of Singapore awarded to Pacifi cLight in March the right to build, own and operate two power generating units that will provide 100 MW by the second quarter of 2025.
Meralco PowerGen president Em-
manuel Rubio said the award to Pacifi cLight “aligns with our commitment to providing dependable, reliable, and sustainable power to Singapore’s rising energy demand.”
“The service [that] this is providing is equivalent to our dispatchable reserve and paid capacity fee and when generated is paid energy fee in the spot market,” he said.
PacificLight delivered consolidated core net income of S$148.7 million (P6.4 billion) in the fi rst half and is expected to achieve only slightly lower than the full year 2023.
We are committed to rooting out these illegal operations and bringing those responsible to justice,” said BIR Commissioner Romeo Lumagui Jr.

MANGROVES provide a wide variety of services, not just to the environment, but also to people. Their submerged roots serve as a haven for a plethora of marine animals.
Likewise, their trunks, leaves and branches provide a home for tree-dwelling mammals, reptiles, amphibians and birds. Furthermore, the closely knit roots of mangroves prevent coastal soil erosion just as their branches and leaves form a natural wind-barrier that protects coastal communities from strong gusts of winds, especially during storms.
Apart from their capacity as natural barriers and biodiversity hubs, the most impeccable feature of mangroves is their ability to capture and store carbon. Like most plants, mangroves capture carbon from the atmosphere. What makes them special, however, is the fact that the sediments where they are usually located also have the capacity to act as carbon sinks. This makes mangroves effective in carbon sequestration, making them highly valuable assets in climate change mitigation.
In the Philippines, mangroves are recognized as highly protected naturebased solutions to climate change. This prompted the development of several mechanisms aimed at the protection, preservation, and rehabilitation of Philippine mangrove systems, which includes legislations and key documents. Initial statistics estimate that the Philippines had 450,000 hectares of mangrove forests in 1920. By 1990, this decreased to 317,500 hectares and in most recent statistics, it decreased further to 311,400 hectares.
Despite the significant reduction of mangrove forest coverage over the past century, the Philippines remains home to numerous mangroves sites. Various areas across the country have become focal points for ongoing efforts to protect, preserve and rehabilitate these vital ecosystems. The rich mangrove ecosystems found throughout the Philippines contribute uniquely to the nation’s ecological and socio-economic wellbeing.CCC News
THE Climate Change Commission reiterated its commitment to promote women’s empowerment, especially in ecological decision-making.
With women bearing the brunt of the impacts of climate change, the CCC said they should have an expanded role in establishing climate-resilient communities.
Mainstreaming women is not just to reduce the impacts of climate change in their lives, but to include them in crafting solutions to this global crisis, the CCC said.
The CCC has teamed up with the Economic and Social Commission for Asia and the Pacific (ESCAP) and United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) to promote gender empowerment and enhance women’s access to climate decisionmaking through a two-day consultation titled “Harnessing the Power of Data to Inform Gender-Climate Change Nexus.”
The intergovernmental panel on climate change has cited the disproportionate and differentiated impacts of climate change on women, highlighting the need for genderresponsive strategies in climate action.
UN chief calls for action to mitigate rising temparatures
THE UN chief issued an urgent call to action to better protect billions around the world exposed to crippling effects of extreme heat, as global temperature rise continues unabated.
The appeal comes against the backdrop of record temperatures and deadly heatwaves–from the United States to Africa’s Sahel and Europe to the Middle East–that have killed several hundred people this summer.
During the Hajj, for instance, scorching heat claimed over 1,300 pilgrim lives.
“Billions of people are facing an extreme heat epidemic–wilting under increasingly deadly heatwaves, with temperatures topping 50 degrees Celsius around the world. That is 122 degrees Fahrenheit – halfway to boiling,” Secretary-General António Guterres said at a press conference at UN Headquarters in New York.
“The message is clear: the heat is on. Extreme heat is having an extreme impact on people and planet. The world must rise to the challenge of rising temperatures.”
The UN chief highlighted that while “crippling heat is everywhere,” it does not affect everyone equally.
Those most at risk include the urban poor, pregnant women, children, older persons, those with disabilities, the sick, and the displaced, who often live in substandard housing without access to cooling. UN News

For instance, women often face higher risks and burdens from climate impacts, as they make up a large percentage of the world’s poor and are more dependent on threatened natural resources.
They also have less access than men to resources, decision-making structures, technology, training and extension services that would enhance their capacity to adapt to climate change.
According to the United Nations
Children’s Emergency Fund, 80 percent of people displaced by climate change are women, stressing the urgency of integrating gender considerations into climate policies.
The consultations discussed several topics, especially those related to gender, such as the overview of national policies and plans that include climate-related content, identifying relevant gender and climate change indicators to support monitoring of national priorities, and
prioritization exercise and next steps toward filling data gaps.
The aspects covered women’s issues in the mainstreaming of gender in policy formation, reporting, and monitoring and evaluation. The consultation seeks to advance and support an inclusive approach in soliciting from women’s perspectives and leveraging their unique skills. By doing so, it addresses the gap in recognizing the capability of women in decision-making. CCC News
‘Trust and respect’ feed interfaith rice growing success in PH
Calud: The machines which are rented to our members have greatly increased productivity. It takes one whole day to plough a one-hectare field by hand with a water buffalo, but just one hour using a rotavator.
Harvesting rice by hand in the same field takes around two days, but just one to two hours using the combine harvester. The copping income from my rice paddy has increased from P20,000 ($340) to P24,000 ($410) which is a significant amount.
Usman: Before the cooperative existed, we had to a combine harvester from a private lender which took 10 percent of the value of our crop as payment, while we kept 90 percent. Since we established our cooperative and acquired our own harvester, nine percent goes to the association and now each farmer receives 91 percent. That extra one per cent makes a big difference. Meanwhile, with our contribution the association can afford to pay for the irrigation that we need as our crops are not rain-fed.
Calud: What we worry about most is access to water as we are downstream of other communities.
During the recent El Nino climatic event when there was less water, we had to negotiate with our upstream neighbors to release enough for our needs. Fortunately, we get on well, so this was not a problem, but climate change does remain a concern to all rice cultivators, as the crop grows in water paddy fields.
Usman: We are one association and we represent two religions, Muslim and Christian. My grandfather was a Muhaja-
deen who fought for our land. He later became a religious man and welcomed the Christian settlers who came to Bangsamoro, the predominantly Muslim part of southwestern Mindanao island. So there is trust and respect between the communities because of this historic connection.
Calud: We rarely talk about this being a Christian and Muslim association. Our ancestors were respectful of each other’s religion and culture, so we have never had any quarrels. Today my children play alongside the sons and daughters of Mona.
Usman: The perception of people who believe that Christians and Muslims cannot get on is wrong. There is no conflict only mutual respect and this is a legacy that we have handed down to our children and their classmates.
Calud: There is a saying among farmers here that when harvest comes we speak English. We say the words, “short, failure, overdraft.” Short, because after we have paid our expenses we are short of money, failure, because another harvest has failed to bring in enough money and overdraft, because we need to borrow money to survive. However, with the new machinery this is no longer the case and we are making money.
Usman: We are making progress in this community, but it’s still difficult to make ends meet. We want to ensure that all people in the community have access to health services and that their children go to school and that they can eat three times a day. And above all we want peace. UN News

DISNEY/MARVEL superhero comedy Deadpool & Wolverine continued on a record-setting pace this weekend in North American theaters, clawing its way to an imposing $97 million in ticket sales, industry watcher Exhibitor Relations said Sunday.
That brings its domestic total to $395.6 million – for the eighth best second weekend ever, Variety reported – while international ticket sales were even more impressive, at $428 million.
Buoyed by the popularity of Ryan Reynolds (Deadpool), and his pal Hugh Jackman (Wolverine), the movie has already set a new record for the highest domestic gross for an R-rated feature, a distinction held since 2004 by Mel Gibson’s epic drama The Passion of the Christ ($370 million, not inflationadjusted). Universal’s weather thriller Twisters held tight in second place, taking in $22.7 million for the Friday-through-Sunday period. Glen Powell and Daisy EdgarJones play storm chasers caught in the middle of fast-converging tornadoes. In third was Warner Bros.’ new film Trap , at $15.6 million. Analyst David A.
