MARCOS APPROVES PAY HIKE, UP TO P7K MEDICAL SUBSIDY FOR GOV’T WORKERS

PRESIDENT Marcos issued an executive order granting a four-tranche salary increase and annual medical allowance of as much as P7,000 to qualified government workers.
EO 64 covers all civilian government personnel in the executive, legislative, and judicial branches, constitutional commissions, and other constitutional offices.
“Given the prevailing economic circumstances, including the erosion of purchasing power due to inflation, there is a need to update the salaries and benefits of government workers, thereby promoting social justice, integrity, efficiency, accountability, and excellence, and ultimately translating to increased productivity and higher quality public services,” he said in the EO.

PARIS (Via PLDT Home) -- Carlos Edriel Yulo buried the heartbreak of his past Olympic show with a performance that dazzled the entire Bercy Arena and uplifted the spirits of his weary nation as he captured the gold medal in the men’s floor exercise on Saturday at the Paris 2024 Olympic Games.
The 24-year-old Filipino gymnast, who placed 11th in the Tokyo Olympics three years ago, where everyone expected him to win, delivered a flawless routine this time, culminating in a perfectly executed three-and-ahalf twist dismount that earned him a score of 15.000 --and the gold.
“We are a really small country. A portion of our athletes are not that rich, not the same as the US or UK, so to be able to get a gold medal is really big and huge for us,” said Yulo.
After his flawless display that got him 6.600 from difficulty and 8.400 from execution, Yulo pumped both his fists, saluted the fans and touched his heart as a gesture of thanks to an adoring crowd that included his girlfriend Chloe San Jose.
Right there and then, he knew he delivered his best ever performance.
He added: “I dedicate this to the Filipino people, who have supported me and are having a hard time as well. I just want to say thank you for watching me, praying for me throughout the competition.”

THE Department of Justice said it was looking at “interconnected” red flags that point to a possible “conspiracy” in the sinking of three vessels off the coast of Bataan, including the tanker MT Terra Nova that was carrying 1.4 million liters of industrial fuel.
The Department of Interior and Local Government, on the other hand, said it was determining if MT Terra Nova was carrying smuggled oil.
Interior Secretary Benhur Abalos said “every angle” will be explored in ensuring accountability for the oil spill.
“That (possible conspiracy) is part of the factfinding, and whatever interconnection there is... because that’s a red flag, right? They’re all close to each other – one came from Limay, another from Mariveles, and one ran aground. They’re pretty close, probably within 3 to 5 nautical miles or kilometers of each other,” DOJ Undersecretary Raul Vasquez said on Saturday.
“You can draw a lot of conclusions there,” he added. Vasquez said while the DOJ is operating under the presumption of evidence, it is eyeing the filing of a class suit against those responsible for the oil spill.

Without a hitch, Ernest John “EJ” Obiena, hoisted himself in the air, clearing 5.75 meters in one attempt on Saturday at the Stade de France to earn a seat in the men’s pole vault finals of the Paris Olympic Games. Eleven others who jumped the same height joined the 28-yearold Obiena in the championship round slated on Aug. 6.
Obiena’s liftoff went smoothly. When he landed, he quickly picked himself from the mat as he continued his hunt for a medal which eluded him in the Tokyo Olympics. The world no. 2 pole vaulter let out a loud roar after landing and later gave a friend, Emmanouil Karalis a fist-bump when he strutted his way out of the field. He joined world champion Armand Duplantis in the final round, after the Swede first jumped 5.6 meters in one try and 5.8 meters in the second. Obiena’s performance allowed him to go past the 5.70-meter jump, which gave him an 11th place performance back in the Tokyo games. DFA PLACES BANGLADESH UNDER ALERT LEVEL 1 AMID UNREST

THE Department of Foreign Affairs (DFA) has placed Bangladesh under Alert Level 1 as a precautionary measure in response to recent political demonstrations and civil unrest in the country.
The DFA has warned that the “security situation can deteriorate without warning.” Currently, there are approximately 700 Filipinos residing in Bangladesh.

Student rallies against civil service job quotas sparked days of mayhem that killed at least 206 people last month, according to an AFP count of police and hospital data.

But other demands by the students remain unmet, including a public apology from Hasina for the violence and the dismissal of several of her ministers.
They have also insisted that the government reopen schools and universities around the country, all of which were shuttered at the height of the unrest.
DMW SAYS APPEAL FOR RELEASE OF PINOYS IN YEMEN ‘IN THE WORKS’
THE appeal for the release of the 17 Filipino crew members of the Houthi-seized MV Galaxy Leader in Yemen, especially the three who were hospitalized and are exhibiting malaria symptoms, is “in the works,” the Department of Migrant Workers (DMW) said.
During the Saturday News Forum in Quezon City, DMW Secretary Hans Leo Cacdac said the three sick sailors are currently in a hospital while the other 14 are still on board the vessel.
On the immediate release of the three, he said it “is something that is still in the works.”
The DFA earlier informed President Ferdinand R. Marcos Jr. about the condition of the three. It confirmed that the Sana’a government in Yemen has provided necessary medical assistance.
Honorary Consul toYemen Mohammad Saleh Al-Jamal had also sought the assistance from Sana’a authorities for the release of the Filipino crew members,
citing humanitarian reasons because of their declining health.
A planned visit by Al-Jamal on board MV Galaxy Leader is also being worked out, the first since he was allowed to board about three months ago.

MEMBERS of the police, backed by military troops, have launched a manhunt against gunmen who ambushed and killed a vice mayor and his police escort in Barangay Pandan, South Upi, Maguindanao del Sur, at about 5 p.m. on Friday. HOUSE LEADERS OKAY WITH ICC USING FINDINGS

MORE lawmakers expressed openness to allowing the International Criminal Court to use the findings of the House Committee on Human Rights’ probe into the extrajudicial killings (EJKs) related to the bloody war on drugs during the administration of President Rodrigo Duterte.
Deputy Speaker David Suarez of Quezon, Assistant Majority Leader Ernesto Dionisio Jr. of Manila and House Committee on Dangerous Drugs Chairman Robert Ace Barbers of Surigao del Norte said the public nature of the hearings allows the ICC to reference and use the information as needed in its own probe into the alleged crimes against humanity during Duterte’s controversial anti-drug campaign.
The House leaders echoed the position of Santa Rosa City Rep. Dan Fernandez, who said the findings of the human rights panel could serve as evidence in the ICC probe.
Solicitor General Menardo Guevarra earlier said the ICC prosecutor can interview persons of interest in its investigation, while Justice Secretary Jesus Remulla said the country is duty-bound to help Interpol in case it serves an arrest warrant against Duterte and others named in the ICC probe.
“We respect Interpol’s actions 99.9 percent of the time…If a problem arises, they (ICC) will bring it to Interpol. We are members of Interpol, and we do not block any movement of Interpol unless a policy contradicts our international commitments. The future issue at hand now is that if a warrant of arrest is issued – it’s Interpol’s job to serve it, and we have a duty to Interpol,” Remulla said. The House committee on human rights, chaired by Manila Rep. Bienvenido Abante Jr., has been conducting an extensive probe into drugrelated EJKs during the previous administration.
Suarez said the results of the House inquiry, as public records, are accessible to anyone, including international bodies like the ICC.
Barbers said the detailed records and transcripts from the EJK hearings are available for the ICC and others to access.
He said the ICC investigators might find useful leads or information within these public records that could aid in their probe. Government records show that some 6,200 drug suspects were killed during the Duterte administration but human rights organizations say that the actual number is closer to 30,000.

POLL CHIEF SAYS HE’LL COORDINATE WITH US ON POSSIBLE BANK FRAUD CASE

George Garcia said he will coordinate with the US Department of Justice to flag a possible bank fraud case after a US-based bank account was allegedly used to pose as his offshore account.
Earlier, SAGIP Party-list Rep.
Rodante Marcoleta claimed that Garcia owned illegal offshore accounts in New York and in the Cayman Islands, both of which Garcia had dismissed as fake.
Garcia, quoted by ABS-CBN News, said he thinks the US should take action since this is bank fraud. He said that the United States Patriot Act mandates American agencies to strictly enforce policies to prevent fraud.
He also said there might be possible identity theft since his name was made to appear as the owner of the bank account.
Garcia added that he prefers to appear and participate before Congressional investigations to debunk allegations that he accepted illegal funds through his alleged offshore accounts.
He noted that the US will also always “”protect its systems” in these cases.
Garcia earlier signed a waiver to allow Philippine authorities to check his bank accounts after a former lawmaker received an anonymous tip that the Comelec chief was hiding illegal funds in offshore accounts.
Garcia also said he has never traveled to the US or any of its territories where his alleged offshore accounts were opened.
Garcia had rejected calls for him to resign, and instead dared his accusers to prove the authenticity of the documents they had been presenting to the public.
The Comelec chief also said that the “demolition job” against him and his agency has one end goal: to coerce them to use the old vote counting machines in the 2025 elections, ABS-CBN News further reported.

Consulting LLC — a Florida-based firm — deposited $276.42 to Garcia’s alleged account in Chase Bank to prove that the account exists.
Jaleo Consulting LLC is managed by a certain Jose A. Herrera, according to records from the State of Florida.
Documents from the Barbados Corporate Registry Data — made public by the International Consortium of Investigative Journalists — showed that Herrera had served as a director of Barbados-based Albatross Technologies Corporation, which shared the same Barbados office address as Smartmatic International Corporation.
In 2023, the Comelec banned Smartmatic from participating in any election procurement after the former contractor was tagged in a US bribery case against former poll chief Andres Bautista.
In April, the Supreme Court reversed the Comelec’s decision to disqualify Smartmatic from all election biddings, saying that “finding of grave abuse of discretion on the part of the COMELEC En Banc is not sufficient basis to nullify the public bidding.”
DPWH DEVELOPS MASTER PLANS FOR 18 RIVER BASINS IN NCR TO PREVENT FLOODINGS

THE Department of Public Works and Highways (DPWH) said it has developed individual master plans for the 18 major river basins in the country, including the Pasig, and Marikina rivers in the National Capital Region (NCR) to mitigate flooding during heavy rains.
Public Works Secretary Manuel Bonoan said these master plans are tailored to address the specific characteristics and needs of each area, ensuring more efficient and targeted management of flood risks.
“While there is no single nationwide master plan for flood control, our decentralized strategy allows us to customize solutions for each major river basin, considering their unique geographical, hydrological, and environmental conditions,” Bonoan said.
“To maintain the relevance and efficacy, the DPWH updated these master plans as needed to account for ongoing developments such as urbanization, climate change, and other environmental factors. Regular updates allow us to incorporate the latest data, technologies, and best practices to ensure our strategies remain robust and responsive to new challenges,” Bonoan added.
The DPWH official has compared flood control planning to national road planing, saying, “rivers cross multiple political boundaries, requiring coordinated efforts among various local and national entities. In contrast, national road planning can be segmented and managed within clear political boundaries, simplifying the process.”
He said collaboration with local government units, other national agencies, and international partners is essential from the crafting of the master
plan and feasibility study to the detailed engineering design and realization of specific flood management projects.
He said flood control measures effective in one basin may not be suitable for another due to differences in river flow, topography, rainfall patterns, and land use.
“Factors such as mountains, plains, coastal areas, ecosystems, soil types, vegetation cover, urbanization, agricultural activities, and infrastructure developments all play crucial roles in shaping these master plans,” he said.
He said the DPWH is currently coordinating with the international organizations such as the Japan International Cooperation Agency (JICA), Asian Development Bank (ADB), World Bank (WB), and Export–Import Bank of Korea (KEXIM) for the implementation of these master plans.
CANADIAN WARSHIP DOCKS IN MANILA AS PART OF GOODWILL VISIT

THE Royal Canadian Navy (RCN)’s warship HMCS Montreal docked in Manila as part of the country’s goodwill visit to the Philippines which will continue until August 6.
Considered one of the most advanced warships, the HMCS Montreal is equipped with “extensive antisubmarine and anti-surface warfare weapons and sensors to complement their substantial anti-air warfare defenses.”
In addition, it also has extensive “state-of-the-art damage control and machinery control systems.”
The Canadian Embassy announced that the goodwill visit is a testament to “Canada’s strong commitment and engagement in the region under its Indo-Pacific Strategy.”
The warship’s deployment in the Philippines is part of Operation HORI-
ZON which displays Canada’s commitment to promote peace and stability “in support of a rules-based international order in some of the world’s busiest and most vital waterways.”
“The arrival of HMCS Montreal, is another demonstration of the exceptionally close relationship between Canada and the Philippines, especially as this year marks the 75th anniversary of the establishment of diplomatic ties between our two countries,” Canadian Ambassador David Hartman said.
Commanding Officer of HMCS Montreal Travis Bain echoed these sentiments, reaffirming the RCN’s commitment to strengthening its partnership with the Philippines through collaborative efforts with the Philippine Navy, emphasizing “sailorto-sailor exchanges and strengthening interoperability between the two navies.”

LAPID LEADS AID DISTRIBUTION FOR MASINLOC FISHERMEN
SENATOR Lito Lapid on Thursday led the distribution of financial assistance and food packs to fishermen in Masinloc, Zambales who lost their livelihood due to China’s fishing ban in the West Philippine Sea. More than 600 fishermen and market vendors have been affected by the fishing ban imposed by China in the Philippines’exclusive economic zone since June 15. They have so far benefitted from the Department of Social Welfare and Development’s (DSWD) Assistance to Individuals in Crisis Situation (AICS) program.
Aside from the relief goods, the senator handed out P3,000 each to fishermen and vendors. Based on data, more than 3,000 fishermen were affected by the fishing ban in the municipality.
Lapid promised the people of Masinloc that he will return to deliver assistance as he thanked them for the warm welcome and friendly reception he received during his stay in the town.
CHR BACKS DOJ PLAN ON AUTOPSY ON DEAD INMATES
THE Commission on Human Rights (CHR) on Saturday welcomed the Department of Justice’s (DOJ) commitment to conduct forensic autopsies on deceased prisoners. In an agreement recently signed by the DOJ and the CHR, the DOJ was tasked to look into the deaths of inmates in the custody of the Bureau of Corrections (BuCor), in accordance with international standards and good practices.
Justice Secretary Jesus Crispin Remulla signed the declaration of cooperation aimed at enhancing procedures for investigating custodial deaths of inmates. The declaration was also signed by the University of the Philippines (UP) College of Medicine and the United Nations Office on Drugs and Crime (UNODC). The agreement provides that DOJ will ensure that deceased inmates from prisons in Metro Manila, including the Correctional Institution for Women, are immediately transported to the UP College of Medicine for forensic autopsies. UP pathologists will perform the autopsies following international standards.
Meanwhile, the UNODC will provide technical assistance and support to maintain collaborative efforts. Rule 71 of the United Nations Standard Minimum Rules for the Treatment of Prisoners, also known as the Nelson Mandela rules states that “the prison director shall report, without delay, any custodial death, disappearance or serious injury to a judicial or other competent authority that is independent of the prison administration and mandated to conduct prompt, impartial and effective investigations into the circumstances and causes of such cases. The prison administration shall fully cooperate with that authority and ensure that all evidence is preserved.”

THE Department of Social Welfare and Development (DSWD) reiterated the need to secure a travel clearance for children 17 years old and below who are traveling abroad alone or without their parents. As appropriate, PSA-issued Marriage Certificate of the parents if legitimate child (Original and Photocopy); if unmarried parents, PSA issued Certificate of No Marriage (CENOMAR) of the mother issued by Philippine Statistics Authority (Original and Photocopy); Certificate of No Marriage from the Local Civil Registry if fictitious marriage are also among the documents being asked. In case of a deceased parent, PSA issued Death Certificate (Original and Photocopy) should be submitted. Another important document needed is a notarized Affidavit of Consent signed by both parents, or the person exercising parental authority or legal custody over the minor, whichever is applicable, permitting the minor to travel to a foreign country indicating the specific destination, purpose of travel, inclusive date of travel, the accompanying person and its relation to the minor.

WASHINGTON – Defense Secretary Lloyd Austin on Friday scrapped a plea agreement with 9/11 mastermind Khalid Sheikh Mohammed, just two days after the announcement of a deal that reportedly would have taken the death penalty off the table.
Deals with Mohammed and two alleged accomplices announced Wednesday had appeared to have moved their long-running cases toward resolution – but sparked anger among some relatives of those killed on September 11, 2001, as well as criticism from leading Republican politicians.
“I have determined that, in light of the significance of the decision to enter into pre-trial agreements with the accused... responsibility for such a decision should rest with me,” Austin said in a memorandum
addressed to Susan Escallier, who oversaw the case.
“I hereby withdraw from the three pre-trial agreements that you signed on July 31, 2024 in the above-referenced case,” the memo said.
The cases against the 9/11 defendants have been bogged down in pre-trial maneuverings for years, while the accused remained held at the Guantanamo Bay military base in Cuba.
The New York Times reported this week that Mohammed, Walid bin
Attash and Mustafa al-Hawsawi had agreed to plead guilty to conspiracy in exchange for a life sentence, instead of facing a trial that could lead to their executions.
Much of the legal jousting surrounding the men’s cases has focused on whether they could be tried fairly after having undergone methodical torture at the hands of the CIA in the years after 9/11.
The plea agreements would have avoided that thorny issue, but they also sparked sharp criticism from political opponents of President Joe Biden’s administration.
Republican lawmaker Mike Rogers, the chairman of the House Armed Services Committee, sent a letter to Austin that said the deals were “unconscionable,” while House Speaker Mike Johnson said they were a “slap in the face” to the families of the nearly 3,000 people killed in the September 11 attacks.
And Republican presidential candi-
date Donald Trump’s running mate, JD Vance, described the agreements as a “sweetheart deal with 9/11 terrorists,” saying during a campaign rally: “We need a president who kills terrorists, not negotiates with them.”
Mohammed was regarded as one of Al-Qaeda chief Osama bin Laden’s most trusted and intelligent lieutenants before his March 2003 capture in Pakistan. He then spent three years in secret CIA prisons before arriving at Guantanamo in 2006.
The trained engineer – who has said he masterminded the 9/11 attacks“from A to Z”– was involved in a string of major plots against the United States, where he had attended university.

The traditional recycling process begins with the safe collection and disassembly of spent batteries.
Specialized technicians use precision tools to carefully separate the various components, from modules and cells to other parts.

An emerging technology called direct recycling takes this a step further. It aims to repurpose battery cells directly without extensive processing, by testing individual cells and identifying those with usable capacity. This approach has the potential to significantly extend battery lifespan and reduce the need for new battery production.
Before reaching the recycling stage, spent EV batteries can find new life in less demanding applications, such as providing backup electricity to the power grid during times of high demand.

At 22, Tolentino, a college robotics student, has broken the Philippine record three times since the qualification period began last year. His record-breaking performances have boosted his confidence and secured his rankings, leading him to this pivotal moment.
Now, it’s time for Tolentino to prove his mettle against the world’s best in his field, including Tokyo Olympics silver medallist Grant Holloway from the United States. Holloway, a three-time world champion (2019 Doha, 2022 Eugene, and 2023 Budapest), is the second-fastest man in history in this event, with a personal best of 12.81 seconds set at the U.S. Olympic Trials on June 26, 2021.
“It’s been a long journey since last year to reach my goal. This year has been especially busy,” said Tolentino.
Tolentino participated in 10 meets during the quali cation period, in addition to 10 meets last year.
Before the qualification window opened, the then 21-year-old Tolentino broke the 13.78-second mark set by Clinton Bautista in the Hanoi Southeast Asian Games with his 13.65-second performance, earning him the gold medal at the Euskadi Championships in Mendizorrotza, Vitoria.
“We trained hard to get the points we needed,” said Tolentino, who competed in eight more meets before the Paris Olympics, finishing with a final ranking of 28.
Tolentino set a new Philippine record this year with a time of 13.37 seconds at the ICTSI-Philippine Athletics Championship last March.
As the highest-ranked Filipino track athlete in the meet, Tolentino will now face the top-qualified athletes during the heats.
Among them is Spain’s Asier Martinez, ranked 23rd, with a best time of 13.31 seconds set last May.
Holloway, the top-ranked competitor in Tolentino’s heat, has a personal best of 12.86 seconds and is the Tokyo Olympics silver medallist.
Also vying for the podium are Jamaica’s Hansle Parchment, ranked second, and American Freddie Crittenden.

Carina Woudenberg, in her article "Why Do Dogs Bark?" examines the various reasons for dogs' barking, emphasizing that it as a complex form of communication. This concept is humorously illustrated in a Far Side cartoon, where a researcher interprets dog barks as simply saying "Hey." The humor in this depiction reflects a deeper truth: similar to human speech, a dog's bark communicates a diverse array of meanings, influenced by tone, body language, and context.
Linda Simon, a veterinary surgeon based in London, England, draws a parallel between a dog’s bark and human speech, emphasizing that both are intricate forms of communication. Simon notes that studies show people, even non-dog owners, are remarkably good at matching a dog’s bark to its cause. This suggests an inherent ability to understand canine vocalizations, akin to recognizing emotions in human voices.
However, as Russell Hartstein, a certified dog behaviorist and trainer from Los Angeles, points out, interpreting a dog's bark is not always straightforward. He asserts that "all behavior is situational and contextual," meaning that each dog's bark can vary depending on the individual dog and the specific situation.
