Smooth return for 20.5m students

Angara: Only 2% of public schools across the country remain closed

EDUCATION Secretary Juan Edgardo Angara reported a smooth opening of School Year 20242025 as 98 percent of public schools welcomed over 20 million Filipino students back on Monday, July 29, 2024.

Angara visited Carmona National High School and Elementary School despite the early morning rains due to a low pressure area to inspect the opening of classes.

“It’s a big deal. We really practiced ‘bayanihan’ so the students can go to school today,” Angara said in an interview. The Department of Education

(DepEd) said it recorded 20.5 million learners as of noon yesterday.

Of the total, 11,301,108 learners are from the elementary Level; 6,204,006 are Junior High; 2,870,891 learners are Senior High School; and 222,067 learners are under the Alternative Learning System.

Calabarzon reported the highest number of enrollees at 3,070,457 followed by Central Luzon with 2,216,637 learners and National Capital Region with 2,207,473.

Nationwide, 861,234 public school teachers and 45,565 school heads welcomed millions of learners, according to DepEd data.

An aerial inspection of Manila Bay on Monday found the oil slick from the tanker had dramatically reduced in size to 3.2-6.4 kilometers from 12-14 kilometers on Saturday, Encina told reporters.

Offloading the 1.4 million liters of industrial fuel oil from the tanker, which was resting on the sea floor under 34 meters of water, was expected to start on Tuesday and would take around 10 days to complete.

Rep. Jaime Fresnedi: Continuing Muntinlupa’s progressive march

UNTINLUPA is among the Philippines’ most affluent and progressive cities. It is home to many of the country’s most prominent companies and citizens, offering many Filipinos the opportunity to build better lives and access numerous opportunities. Its transition from a sleepy suburb to an economic dynamo resulted from the skill and commitment of its leaders.

As the city grew over the past four decades, its history was shaped by District Representative Jaime Fresnedi, fondly known by many as Jimmy or Tatay Jimmy. He served as Muntinlupa’s Vice Mayor for 11 years and Mayor for 18 years. Rep. Fresnedi brings his formidable experience to Congress, serving as the Lone District’s representative since 2022.

Rep. Fresnedi began his journey in government service as Muntinlupa’s Municipal Attorney in 1987. His excellence and dedication eventually led him to become the municipality’s acting Vice Mayor under President Cory Aquino’s administration. His service was also noticed by his constituents, who consistently chose him to remain in his post until he was finally elected as City Mayor in 1998.

He believes that education is the great equalizer, allowing the less fortunate to improve their lives and that of their families. To this end, he has filed House Bill No. 63 to provide free meals for kindergarten students, House Bill No. 64 to improve compensation for teachers, and House Bill No. 65 to establish an educational roadmap for the Philippines, among others.

Rep. Fresnedi also represents the interests of his constituents, bringing their concerns to the national government. As a lawyer and former local chief executive, he understands the importance of an efficient justice system and its contributions to public order and economic growth. To this end, he filed House Bill No. 56, which increases the number of branches of the Regional Trial Court in Muntinlupa Fresnedi is not solely concerned with matters of policy. He understands that people have immediate needs that must be addressed with compassion to help them overcome the challenges they face. Using his office, he has linked almost 30,000 Muntilupeños to national social welfare programs, providing medical, financial, educational, and livelihood assistance to those most in need.

In uplifting the status of Filipinos, their good health is essential to accomplish what they set out to do. He has filed House Bill No. 9686, proposing a Disability Support Fund to help persons with disabilities, House Bill No. 9691, which expands PhilHealth coverage to include mental health conditions, and House Bill No. 10352, which establishes a vision care program for indigent children.

Despite the new surroundings, Rep. Fresnedi’s focus was to serve well, and this is what he did. Just two years into his first term, he has already authored and co-authored 22 laws. These include Republic Act No. 11934, or the SIM Registration Act and RA 11953, a law that condones unpaid interests, penalties, and surcharges on loans made by beneficiaries of land reform. At the beginning of the Third Regular Session, he is the principal author and co-author of more than 250 bills and resolutions on matters which he believes will help advance not just economic progress, but the welfare of ordinary Filipinos. Typhoon, floods death toll hits 36

THE death toll due to typhoon Carina, the southwest monsoon locally called habagat and the tropical depression Butchoy has risen to 35, according to the National Disaster Risk Reduction and Management Council (NDRRMC).

Meanwhile, SM Supermalls and SM Foundation Inc. have launched Operation Tulong Express to extend immediate assistance to the typhoon-hit communities.

In its latest bulletin issued Monday, the NDRRMC said 14 of the 36 have been confirmed, while 22 other reported deaths were still being verified.

Senate ratifies bill amending motorcycle law

THE Senate on Monday unanimously approved Senate Bill (SB) No. 2555 which amends Republic Act 11235 or the Motorcycle Crime Prevention Act, otherwise known as the “Doble Plaka” (double plate number) Law.

The bill aims to provide fair and reasonable regulations for motorcycle riders, ensuring their security and safety by amending the provisions on the imposition of fines and imprisonment, adjusting them to a more reasonable amount and period.

The measure likewise proposes the installation of Radio Frequency Identification (RFID) stickers at the front of the motorcycle instead of the original decal plates for the safety of the riders.

Senate Majority Floor Leader Senator Francis Tolentino thanked all his colleagues for supporting SB 2555 which he sponsored.

“This representation would like to express its appreciation for all our colleagues who voted affirmatively in support of this measure and to thank all of you for amending the seemingly discriminatory Motorcycle Crime Prevention Act,” Tolentino said.

Tolentino has said the “Doble Plaka” law, if not amended at the appropriate time, would be like the Sword of Damocles hanging over the heads of motorcycle riders.

The agency also said six people were injured, while three were missing.

Moreover, the council said typhoon Carina, tropical depression Butchoy, and habagat affected a total of 4,553,762 individuals or 1,240,090 families.

THE Southern Police District (SPD) has arrested 69 suspects in its intensified crackdown against illegal drugs within its jurisdiction in Metro Manila SPD director Brig. Gen. THE country’s oil firms cut pump prices by as much as P0.85 per liter effective 6 a.m. Tuesday to reflect the movement of prices in the world oil market.

Pump prices will go down by P0.75 per liter for gasoline, P0.85 per liter for diesel and P0.80 per liter for kerosene.

Seaoil Philippines, PTT Philippines, Jetti Petroleum, Cleanfuel, PetroGazz and Chevron Philippines announced separately the latest oil price rollback.

This developed as the Department of Energy (DOE) announced a 15-day price freeze for kerosene and 11-kilo and below liquefied petroleum gas (LPG) is being implemented upon the declaration of state of calamity in some areas including the National Capital Region.

DOE director for the oil industry management bureau Rodela Romero said oil prices settled lower last week due to easing of fears of an Iran-Israel escalation of conflict after Tehran said it would not seek to retaliate to Israel strike.

“Added on the said relief on the oil markets are the uncertainty in the demand outlook and the continuous increase in the inventory of crude of the US. But energy analysts say that volatility on oil prices still prevails,” Romero said.

The oil companies implemented last week a decrease of P0.40/liter in diesel and P0.70/liter in kerosene while gasoline increased by P0.10/liter.

POGO problem far from over

THE ban on POGOs or Philippine Offshore Gaming Operators has received almost universal acceptance after President Marcos Jr. announced it at the end of his SONA or State of the Nation Address.

As we saw it, it was received with a standing ovation from those who attended the affair.

With the ban on POGOs, many of the country’s problems would be solved.

These include the entry of criminal syndicates from mainland China with links to local criminal syndicates, which have become a national threat.

Santa Banana, with the entry of Chinese criminal syndicates, there has been a proliferation of crimes and scams that have victimized not only the Chinese themselves, but Filipinos as well!

There had been kidnappings for ransom, torture, human trafficking, money laundering and even prostitution.

Above all, Santa Banana, cases of “fake Filipinos” with legitimate Philippine passports have been uncovered!

Clearly, the advantage of the ban far outweighs whatever the POGOs are paying in taxes to the government and the payment for licenses to operate.

Yes, some Filipino workers have been displaced by the ban, which has also included a ban on internet online gambling. But, this is minimal to the national threat the POGOs have made to the country.

With the ban on POGOs, now the problem the Philippine National Police must resolve is the operation of some illegal POGOs, some of them whose hubs have been raided.

Santa Banana, there is also the problem of POGOs being used by some local government executives, like Bamban, Tarlac’s suspended mayor Alice Guo, to cover their violations.

I have it on good authority the case of suspended Mayor Guo is not an isolated case. It could be only the tip of the iceberg.

With the banning of POGOs, some 20,000 Chinese POGO workers were given 60 days to leave the country. Those 20,000 Chinese to be deported could also be the tip of another iceberg.

Recall the notorious case of immigration people approving the entry of mainland Chinese through what was called the “pastillas” bribery scam, where Chinese passengers were allowed entry without screening in exchange for bribe money, which are rolled to look like pastillas, the Filipino carabao milk candy.

Just how many of these illegal Chinese entered the Philippines, we can only guess.

Just how many illegal POGOs have been operating, we can only guess too. My gulay, the POGO ban covers all POGOs.

The order of BBM to the PAGCOR (Philippine Amusement and Games Corporation) to wind up affairs of POGOs by year end would cover those that had been operating legitimately, but the existence of the illegal POGOs is another problem requiring extensive investigation by the police.

The way I see it is the POGO problem is far from being resolved by the ban. PAGCOR, the regulator of POGOs, can only do so much.

It’s for these reasons the POGO problem cannot be eradicated by simply banning them.

What I am truly concerned about is the possibility the operation of illegal POGOs in the county is just a cover for some sleeper cells of China’s People’s Liberation Army

As I said, the case of the Bamban, Tarlac suspended mayor is not an isolated case.

There could be other local executives also linked with POGOs, since their licenses to operate are granted by local governments unts.

This is why I believe the Alice Guo case is not something to laugh about considering the link of POGOs to criminal activities.

What I am truly concerned about is the possibility the operation of illegal POGOs in the county is just a cover for some sleeper cells of China’s People’s Liberation Army.

Recall that during raids of POGO hubs, the police discovered uniforms of the PLA.

Just what is the angle on the POGOs has not been fully disclosed.

It would do well for the National Security Council to look further into it.

It is for all these reasons the country’s problems with POGOs cannot just stop with the ban on all the POGOs.

PAGCOR takes center stage amid POGO ban

THE President of the Republic has spoken: Ban the POGOs! They have abused and made a mockery of our laws.

In a nutshell, those were the words President Ferdinand R. Marcos Jr uttered during his 3rd State of the Nation Address on July 22 afternoon with millions of Filipinos here and abroad glued to their TV sets watching him and hearing his directive and more pronouncements. Many of these illegal POGOs or the Philippines-based Offsho re Gaming Operators have run afoul with the law because of their criminal activities, ranging from illegal gambling to trafficking to rape and abuse of their victims. Their criminal acts drew the nation’s ire, provoking the President to declare an outright ban.

Heeding the presidential order, PAGCOR chairman and CEO Al Tengco, right after the SONA, announced ways to enforce the ban even as two leaders of the House cautioned their lawmaking colleagues and law enforcers against acting hastily. Tengco was quoted by Reuters as saying: “No problem in closing down POGOs because I can invoke national security and the President’s order.”

The PAGCOR chairman, voted “Executive of the Year” by a global publication, correctly stressed the ban would cut across various industries -- from gaming to labor-employment to skills upscaling to livelihood retraining for around 40,000

people who would be displaced.

Law enforcers must now act in coordination with PAGCOR and other agencies to prevent these firms from going underground and avoiding taxes even as Tengco was quick to add the government faced the loss of around P23 billion a year in license fees and taxes on the POGOs.

Amidst these grim possibilities, the economist of the House, Rep. Joey Salceda called on PAGCOR and other regulators to find a way of enforcing the ban without affecting the IGLs (internet gaming licensees).

Regulation, not a sweeping gaming ban, is the best answer to the issue of revenue generation

“POGO is just a small part of a bigger pie called IGL, which is the Internet Gaming Licensees; that’s 43 percent of PAGCOR. Only P12 billion goes to POGO,” Salceda told reporters at the SONA venue.

The trick is to go technical and find out what sets POGO and IGLs apart, according to Salceda.

New era in cooperation

WE READ with interest the joint statement issued by the United States and Japan on Sunday following high level discussions aimed at enhancing their already close defense cooperation.

This gains particular relevance, given the tottering situation in the region, not excluding what they described as China’s “unlawful maritime claims, militarization of reclaimed features and provocative activities in the South China Sea.”

We are persuaded by the statement –dubbed “2+2” talks between US Secretary of State Antony Blinken, Defense Secretary Lloyd Austin and their Japanese counterparts – which said China’s “foreign policy seeks to reshape the international order for its own benefit at the expense of others.”

The statement, issued after Blinken’s and Austin’s talks with Japanese Foreign Minister Yoko Kamikawa and Defense Minister Minoru Kihara, also confirmed plans to establish in Japan a

new Joint Force Headquarters, headed by a three-star US commander, for the 54,000 military personnel stationed there. This will serve as a counterpart to Japan’s planned Joint Operations Command for all its armed forces, making the two militaries more nimble in the case of a crisis over Taiwan or the Korean peninsula, given the Hawaii-based Indo-Pacific Command is around 6,500 kilometers away and 19 hours behind.

AS TYPHOON Carina’s relentless downpour continued to wreak havoc nationwide, the Philippine Red Cross has once again proved its indispensable role in disaster response and recovery.

Under the steadfast leadership of Dick Gordon, the PRC mobilized its resources with unparalleled urgency and precision, saving lives and providing relief to thousands of displaced Filipinos.

The Red Cross is not merely a name; it is an emblem of hope and resilience.

Founded in 1863, the International Red Cross and Red Crescent Movement has a long and storied history of alleviating human suffering during crises.

The PRC, established in 1947, has been a pillar of humanitarian aid in the Philippines, consistently stepping up during the nation’s darkest hours.

From the aftermath of World War II to the devastation wrought by Typhoon Yolanda in 2013, the PRC has been at the forefront, providing critical assistance when it was needed most.

You can forgive Tengco for his bullish remarks because PAGCOR’S figures don’t lie.

In the first half of the year, PAGCOR chalked up a hefty net income of P6.56

This month Japan and the Philippines -- Blinken and Austin’s next stop for a “2+2” -- signed a defense pact that will allow the deployment of troops on each other’s territory.

This followed the first trilateral summit in April between the leaders of Japan, the Philippines and the United States in Washington.

As with Manila, Japan and South Korea have also moved to bury the hatchet over World War II, with US President Joe Biden hosting both countries’ leaders at Camp David last August.

The National Task Force for the West Philippine Sea refuted China’s claims it inspected the supplies the Philippine military was carrying to ensure only humanitarian necessities were ferried to the grounded BRP Sierra Madre and there was no boarding nor inspection.

“To clarify, the Philippines did not and will never seek permission from the PRC to conduct resupply missions to Ayungin Shoal,” the task force said. The Task Force statement is plausible.

The unyielding spirit of the Philippine Red Cross

As of Friday afternoon, the PRC Operations Center recorded 114,619 displaced individuals across multiple regions, from Metro Manila to Ilocos Norte.

The sheer magnitude of this operation is staggering.

Over 500 individuals received direct assistance, and more than 400 were rescued by PRC emergency response units. This was not just a response; it was a lifeline.

The PRC’s commitment goes beyond immediate relief.

The PRC stands as a testament to what can be achieved when a nation comes together in the face of adversity

Volunteers delivered hot meals to over 21,500 individuals in evacuation centers, and clean water was distributed to 129 families in Cavite.

The activation of 102 PRC chapters, with Red Cross 143 volunteers on the ground, exemplified a coordinated and comprehensive effort to mitigate the impact of Typhoon Carina.

Historically, the PRC has risen to the occasion in times of crisis.

Contributions, no matter how small, can make a significant difference in the lives of those affected by this calamity.

As the storm clouds gather and the waters rise, let us not forget the enduring spirit of the Filipino people, nor the tireless efforts of those who rush to their aid.

Tengco said if the gray market was properly regulated, PAGCOR would be

able to grab a taxable amount -- between P200 billion and P250 billion- a windfall which in turn would benefit the public and the country.

This goes without saying PAGCOR is sitting pretty amid the thankless job of regulating a blue-chip industry that helps fund some government projects and charity, Tengco said.

PAGCOR has also been monitoring not only the illegal online games but also other classifications like e-sabong, Facebook ads, mobile applications, offshore sites, spam messages, among others. Regulation, not a sweeping gaming ban, is the best answer to the issue of revenue generation.

On this count, Tengco scores high in my book.

De Lima says Duterte behind drug war killings

FORMER Senator Leila De Lima on Monday insisted that former President Rodrigo Duterte was the mastermind behind the alleged extrajudicial killings (EJKs) that characterized the previous administration’s war on drugs.

“There is no doubt in my mind that former President Rodrigo Duterte is the mastermind, as he was the instigator and inducer of the drug war killings. The drug war was implemented as an official Duterte program of government when he assumed office as President,” De Lima told the House Committee on Human Rights, which is conducting an inquiry into alleged drug-related EJKs during the Duterte administration.

De Lima, who has been a vocal critic of Duterte’s drug policies and was detained for several years on what she claimed were politically motivated illegal drug charges before eventually being cleared, provided a detailed account of how these killings were allegedly orchestrated and carried out.

The former senator said that the drug war was an official government program under Duterte, implemented through Oplan Double Barrel, a documented operational plan of the Philippine National Police (PNP).

“These killings were intentionally and deliberately carried out as part and parcel of Oplan Double Barrel upon Duterte’s orders as President and Chief Executive from 2016 to 2022,” De Lima said in her opening statement.

“This Public Inquiry is a product of CHR’s proactive approach towards fostering a constructive dialogue across all stakeholders on the phenomenon of red-tagging. We recognize that it is a

widespread practice, therefore a matter of serious concern which may pose grave threats to one’s life, liberty, and security,” CHR chairperson

Richard Palpal-latoc said.

“We hope that this Inquiry will help us come up with concrete recommendations to ultimately address the situation through the willingness of duty-bearers and rights-holders to participate in this undertaking,” he added.

The inquiry, “Public Inquiry on the Current Situation of Human Rights Defenders with focus on incidents of Red-Tagging,” is aimed toward being carried out as a fact-finding

undertaking in aid of investigation through a transparent and public manner.

The conduct of national public inquiries require a wide range of expertise within the institution, including researchers, educators, investigators and people with experience in policy development.

In its first session of the inquiry, the CHR gathered domestic and international resource persons, who had established a reputation in identifying patterns of systemic violations before, during, and after the acts constituting red-tagging.

Young chess prodigy Nicolas bags double titles in Taiwan

AYOUNG Filipino chess player has made history by winning double gold at the Chinese Taipei Chess Association International Open Tournament 2024 held recently in Taoyuan, Taiwan.

Nika Juris Nicolas, a National Master and an 11-year-old student of Victory Christian International School, emerged victorious in both the Open Standard and Open Blitz Championships. She claimed two gold medals and trophies, cementing her status as a top competitor in her age group.

Nicolas dominated the under-13 Standard Open category and emerged as the overall champion in the merged U13, U15, G13, and G15 categories. She scored a total of 7.0 points, with 6 wins, 2 draws, and 1 loss. Her victories included matches against Min-Hao Lin, Shao-Yen Hung, Enzo Wang, Hao-Xuan Huang, Yu-En Yen, and Yu Chen Cheng. She drew with AFM Hao Chen Yung and Yu-Chi Xavier Wang and lost only to Rainen Yi-Fan Simpson.

In the Open Blitz competition, Nicolas won the Under-13 class and placed 3rd overall in the merged categories (Open, U19, U17, U15, U11, U9, U7, G19, G17, G15, G11, G9, and G7). She recorded 7 wins and 2 losses, defeating Adrian Tung Jan, Hung-Chuan Chiu, Cheng-Yan Yang, Chen-Hao Wu, Nok Hang Jonathan Ho, Lourecel Hernandez Ecot, and Howard Sun. Her only losses were to International Masters Adelard Bai and Raymond Kaufman.

“Again, I would like to dedicate my victory to my countrymen. It’s an honor to represent our country,” said the amiable Nicolas. Her achievements have significantly boosted the nation’s morale.

“We’re very proud of what she has accomplished, and I think she’s representative of the quality of the younger generation,” said her mother, lawyer Nikki de Vega, who also serves as the Legal Adviser of the National Chess Federation of the Philippines, led by Chairman and President Prospero “Butch” Arreza Pichay Jr.

Globetrotters are coming back to Manila

KNOWN as the court jesters of basketball, the Harlem Globetrotters are back for a fifth time in Manila. They visited Manila to do their dribbles and tricks in 1953, 1964, 1982, and 2009 and they are coming back on Nov. 12 at the Smart Araneta Coliseum.

The Globetrotters have never been known to play serious basketba ll, but their court antics surely attract a big crowd whenever they’re around.

“It’s been too long, way too long (since they were in Manila). One thing that we know is that Asia has some of the most passionate fans in the whole world, bar none. Carlos Edriel Yulo, the Philippines’ premier gymnast, achieved historic final spots in the All-Around, Vault, and Floor Exercise of Men’s Artistic Gymnastics. This marks a significant improvement from his performance at Tokyo 2020, where he only reached the final in Vault, narrowly missing a podium finish with a fourth-place standing.

Meanwhile, Joanie Delgaco made history as the first Filipina to excel in Olympic rowing. She delivered an impressive performance in the Women’s Single Sculls, finishing first in the repechage after securing fourth place in the qualification round.

Petecio, Marcial to continue unfinished Olympic business

Olympic medalists Nesthy Petecio and Eumir Marcial try to continue their unfinished business in Tokyo as they open their campaigns on Tuesday in the Paris Olympics boxing competitions at the North Paris Arena here.

The 32-year-old Petecio, who settled for the silver medal three years ago in the Japanese capital, is on a mission to finally strike gold this time.

Her journey begins against Indian boxer Jaismine Lamboria in the 57-kg Round of 32 at 5:54 p.m. (11:54 p.m. Philippine time).

Jaismine is a Commonwealth Games bronze medallist from a family of boxers. She had compet-

ed in the 60kg category in the initial World Qualifiers and was allowed to participate in the 57kg event as a reserve in the Bangkok qualifiers, where she reclaimed the 57kg quota India was forced to surrender following fellow boxer Parveen Hooda’s 22-month suspension for a whereabouts failure.

Parveen had initially secured the 57kg quota after winning the bronze medal at the 2023 Asian Games, but had to relinquish her spot at the Summer Games.

Jaismine was no slouch in Bangkok as she made it into the quarterfinals with 5-0 wins over Azerbaijan’s Mahsati Hamzayeva Aghamaliyeva and Switzerland’s Ana Milisic in the first two rounds, respectively.

“Walang hinto, hangga’t walang ginto,” said Petecio, repeating the battle-cry she started after bagging the silver medal in Tokyo.

Marcial, the bronze medalist in the Olympiad three years ago, needs just four wins to win the gold here.

DO Unibank Inc. (BDO), the country’s largest lender, said Monday its net income climbed 12 percent in the first half of 2024 from a year ago on the back of continued growth from core businesses.

First-half net earnings reached P39.4 billion, up from P35.19 billion in the same period last year, the bank said in a stock exchange filing.

It said second-quarter net income amounted to P20.9 billion, or 11.8

FIGARO Coffee Group Inc. (FCG) said its pizza chain Angel’s Pizza booked P1.2 billion in sales on GrabFood in the first half of 2024, up 63 percent from the same period last year with over 925,000 transactions.

MAKING economic policy decision is not easy. There are two principal reasons for this. One reason is that economic policymakers have to choose between different technological approaches to the implementation of a project.

The other—and possibly more consequential — is the costs that Philippine society at large has to bear as a result of the project’s implementation.

The current tempest regarding POGOs (Philippine online gaming operators) is yet another reminder that government projects or programs yield costs as well as benefits to the Philippine economy and that all protests and programs must, wherever possible, undergo rigorous cost-benefit analysis to determine whether the potential benefits to the Philippines economy are commensurate with the costs to be borne by the Philippine society as a whole.

The cost-benefit analysis may determine that the costs — social as well as political — are more or less commensurate with the benefits to be derived by the economy. That would be acceptable, and economic decision-making can proceed on that basis. Or the analysis may conclude that a proposed project or program will yield much benefit to the Philippine economy, while exacting little cost from Philippine society. That would be the best situation for economic policymakers.

Unfortunately, a low-cost-high-benefit situation is a rarity, and economic policymakers usually find themselves having to make decisions regarding projects or programs that bestow benefits on the Philippine economy, but give rise to high costs —often not easily quantifiable — on Philippine society. In such instances, the policymakers have to make the agonizing determination whether the involved social and political costs are so high as to render a project or program unacceptable.

The POGO imbroglio is the most recent example of the tough decision-making that economic policymakers often have to do. A serious cost-benefit analysis of the POGO Industry weighed the billions worth of revenue received by the Philippine Amusement and Gaming Corp. (PAGCOR) against the illegal activities that

the Philippine National Police (POP) and the Presidential Anti-Organized Crime Commission (PAOCC) say the POGOS are engaged in—such as human trafficking, sexual exploitation, physical abuse, kidnapping, espionage, extortion, digital fraud, tax evasion and money laundering. To say that the social cost from the POGOs’ presence in this country outweighs the economic benefits they have brought in is to grossly understate the direness of the situation.

When President Ferdinand Marcos Jr. delivered his State of the Nation Address (SONA) last week, he apparently listened from his three economic managers. The Secretary of Finance, Secretary of Budget and Management and Secretary of SocioEconomic Planning had recommended the closing down of the POGO industry. Secretary Ralph Recto, for one, said that the social cost exacted by the POGO industry was too great; Secretary Amenah Pangandaman had said that the economy did not need the POGOs. PAGCOR should be introduced to the concept of cost-benefit analysis. There is no place in economic management for projects and programs whose benefits come at too high a social cost to Philippine society.

Strong sales boosted Meralco’s first-half profit by 26% to P22.4b

Mreported a 21-percent increase in consolidated core net income in the first half to P23.2 billion from P19.2 billion in the same period last year, driven by higher sales volumes of the distribution utility (DU) and increased sales in the second quarter.

Meralco said that of the total CCNI, the distribution business continued to account for the biggest share of 55 percent or P12.8 billion.

Power generation contributed 27 percent or P6.2 billion, while the retail electricity supply (RES) and non-electricity businesses brought in a combined P4.2 billion or 18 percent.

Meralco chairman and chief executive Manuel Pangilinan said that due to the power retailer’s strong operational and financial performance in the first half, “we are prepared to upgrade our initial guidance of P40 billion CCNI to P43 billion CCNI for the full year 2024.”

“In terms of dividend, our policy will stay at 50 percent payout of core EPS [earnings per share] with a lookback to assess and determine if warranted by the then circumstances, if such payout can be improved,” Pangilinan said.

The Meralco board, in its meeting Monday, approved interim cash dividends of P10.295 per share payable to shareholders of record as of Aug. 28,

2024, and payable on Sept. 23, 2024. This represents a dividend payout of 50 percent of core EPS, or an implied yield of about 6 percent.

Pangilinan expects Meralco to sustain its robust performance throughout the year with the steady growth trajectory of the economy and vowed to continue to invest in more generation capacity.

Meralco’s consolidated reported net income also rose 26 percent to P22.4 billion from P17.9 billion last year. Consolidated revenues grew 6 percent to P237.5 billion from P224.8 billion in 2023, mainly due to higher volumes distributed by the DU.

Consolidated DU energy sales volumes in the first half of the year rose to 26,954 gigawatt-hours (gWh) from 24,792 gWh, as volumes of Meralco and Clark Electric Distribution Corp. went up by 9 percent and 7 percent, respectively.

UnionBank’s second-quarter income surged by more than 50%

UNIONBANK of the Philippines (UBP), the financial unit of Aboitiz Equity Ventures Inc., said Monday its second-quarter net income surged by more than 50 percent to P3.1 billion from P2 billion in the same period last year.

UBP chief finance officer Manuel Lozano, in a disclosure to the stock exchange, attributed the bank’s robust second-quarter performance to higher revenues and decline in expenses.

“Our focus on higher margin consumer segment and continued expansion of our customer base will allow us to sustain this growth momentum in the years to come,” said Lozano.

Net income reached P5.1 billion in the first half, down over 20 percent year-on-year while top-line revenues rose 8.3 percent to P37.3 billion.

Consumer loans now account for 59 percent of its total loan portfolio, or nearly 3 times higher than the industry average.

DOTr finalizing order to hike NAIA charges before turnover

THE Department of Transportation (DOTr) is finalizing an administrative order (AO) to increase airport charges at Ninoy Aquino International Airport (NAIA) before the government hands over the management of the main gateway to the private sector.

“It’s still undergoing review by our regulator. We expect to issue the AO before the handover,” DOTr Undersecretary for planning and project development Timothy John Batan said.

Batan said the DOTr expects to turn over the operations and maintenance (O&M) of NAIA to New NAIA Infrastructure Corp. (formerly SMC SAP & Co. Consortium) by Sept. 14, 2024.

Transportation Secretary Jaime Bautista earlier said airport charges, which include landing and take-off as well as parking fees, are expected to increase to recover the investments made by San Miguel Group, the new concessionaire of NAIA.

San Miguel Group earlier said it is mobilizing at least P88 billion in capital investments within the first six years and at least P122.3 billion in capital investments for its entire 25year concession period.

The government expects to generate P900 billion in revenues in the course of the entire 25-year concession period, inclusive of the P30 billion upfront payment, P2 billion annual payment and 82 percent government revenue share.

NNIC in March 2024 signed the P170.6-billion contract to operate, maintain and upgrade NAIA for 15 years, extendible for another 10 years. Meanwhile, a consumer group called on the government and the winning airport rehabilitation consortium to improve airport facilities and services first, before increasing the airport fees.

Bantay Konsyumer, Kalsada at Kuryente (BK3) secretary-general Patrick Climaco said in a statement the privatization of the NAIA was supposed to help the government fund the airport’s rehabilitation project.

“Our airport serves as the face of the country to the world. Due to the problems in NAIA, the government opted to do Public-Private Partnership to solicit help from the private sector in funding the rehabilitation and improvement of quality of facilities and services in NAIA,” Climaco said.

YOKOHAMA Tire Philippines Inc. (YTPI) bares plans to step up local sourcing of natural rubber to 100 percent by 2026 from 54 percent at present, increasing the company’s domestic rubber sourcing to almost P1 billion. Department of Trade and Industry (DTI) Secretary Alfredo Pascual noted YTPI’s commitment to supporting the government’s initiatives to promote rural and agricultural development.

“From 1 million tires when they started, they are now producing over 9 million tires. And with the expansion, they will be producing more than 10 million tires. Part

of that is going to be sold locally, but the bulk will be for the export market, which is also very good for the country. But for this to be meaningful, we want local raw material sourcing to be done by Yokohama,” Pascual said during the groundbreaking of the expansion project in Clark Freeport Zone Monday.

With the expansion, the tire company revealed plans to source up to 30,000 metric tons (MT) of rubber and manufacture over 10 million tires annually.

The expansion is expected to add 500 jobs, bringing total employment to 3,500, improve YTPI’s production capacity by 5 percent and strengthen the company’s position as a leading player in the tire manufacturing sector.

PESHAWAR – At least 42 people have been killed in a land feud between tribes in northwestern Pakistan, officials said on Monday, during days of fighting with machine guns and mortars.

Inter-family feuds are common in Pakistan but they can be particularly protracted and violent in the mountainous northwestern region of Khyber Pakhtunkhwa, where communities abide by traditional tribal honour codes.

The Sunni Muslim Madagi and Shiite Mali Khel tribes have been fighting since Wednesday, when a gunman opened fire at a council negotiating a decades-long dispute over farmland, local police official Murtaza Hussain said. North Korea mobilizes choppers for flood rescue

SEOUL – North Korea deployed military helicopters to bring thousands of people stranded in a flood-hit zone to safety, state media reported Monday. The official Korean Central News Agency reported leader Kim Jong Un last week “personally guided” a military rescue -- including 10 helicopters and navy lifeboats -- shaking the hands of the pilots “one by one”.

Kim reprimanded officials for their failure to prepare and respond to the recent torrential rains, despite previous orders to enhance the country’s measures against natural disasters, it said.

Last week, North Korea conducted a crisis response meeting to discuss strategies to mitigate the impact of natural disasters on agriculture.

North Korea has been enduring record-breaking downpours, and one day in July Kaesong City experienced an unprecedented 463 mm (18.2 inches) of rain.

COVID-19 drives high Australia mortality rate

SYDNEY – COVID-19 is still driving Australia’s above-average mortality rate, research showed on Monday, with experts predicting the disease’s impact will continue to be felt for years to come.

The Australian Actuaries Institute found that five percent more people died than would be expected in 2023, amounting to 8,400 excess deaths. Experts measured the number of people who had died as a direct or indirect result of Covid and found the excess mortality rate was still higher than prepandemic levels.

About 4,600 deaths were directly attributed to COVID-19, the ninth leading cause of death last year.

Non-Covid-19 excess deaths, meanwhile, were “particularly apparent” in Australians over 75 years old -- with previous infections and interruptions in healthcare related to COVID increasing risks related to heart disease, stroke, diabetes and dementia. AFP

CARACAS – Nicolas Maduro was declared the winner of Venezuela’s presidential election Sunday (Monday Manila time) but the opposition and key regional neighbors immediately rejected the

results.

The opposition coalition itself claimed victory by a large margin, after an election campaign tainted by claims of political intimidation and fears of fraud, and following predictions by pollsters that Maduro would lose but was unlikely to concede after more than a decade in power.

He won re-election with 51.2 percent of votes, while opposition candidate Edmundo Gonzalez Urrutia received 44.2 percent, according to the electoral council, which in its majority is loyal to the president. Maduro, 61, addressed celebrating supporters at the presidential palace minutes after the announcement.

“I can say, before the people of Venezuela and the world, I am Nicolas Maduro Moros, the re-elected president of the Bolivarian Republic of Venezuela,” Maduro said.

“There will be peace, stability and justice. Peace and respect for the law.” But Venezuela’s opposition coalition insisted it had garnered 70 percent of the vote, rejecting the figures from Maduro’s loyalist electoral authority.

“We want to say to all of Venezuela and the world that Venezuela has a new president-elect and it is (candidate) Edmundo Gonzalez Urrutia,” opposition leader Maria Corina Machado told journalists, adding: “We won.”

Costa Rican President Rodrigo Chaves also denounced the official result as “fraudulent,” while Chile’s president described it as “hard to believe.”

JAKARTA, Indonesia – Indonesia President Joko Widodo said Monday “everything was still in progress” during a visit to the country’s planned new capital, the flagship of his two terms in office but plagued by delays.

The capital is due to move from traffic-clogged and sinking Jakarta to the planned city of Nusantara in East Kalimantan province, but the project is months -- even years -- behind schedule. Widodo was expected to attend a flag ceremony in Nusantara on Aug. 17 to mark Indonesia’s Independence Day and has invited VIPs including ambassadors and key investors to the event. Nature-based steps to ease disaster risks

THE government last week reiterated its call for nature-based solutions (NbS) such as forest restoration, coral reef protection and swamp preservation to fight climate change and minimize the adverse effects of extreme weather.

The Climate Change Commission (CCC stressed the importance of NbS in disaster risk prevention, reduction and management to prepare for extreme weather events brought by climate change and build a climateresilient country.

The CCC believes in the critical role of NbS and ridge to reef approach in managing climate risks and adapting to disasters. These solutions strengthen the livelihood of coastal communities, ensure food security and enhance the protection for vulnerable communities, leading to a more sustainable and resilient future for the next generations. These solutions are vital to address ecological challenges such as climate change, disasters, food security, and climate resiliency.

The solutions are anchored on the Philippine National Adaptation Plan (NAP) and draft National Determined Contribution Implementation Plan (NDCIP), aligned with the guidelines set by the United Nations Framework Convention on Climate Change (UNFCCC).

PhilMech turns over P71m to Piddig coop

THE Philippine Center for Postharvest Development and Mechanization (PhilMech) inaugurated on July 18 a P56.5-million rice mill designed to help 1,000 farmers increase their income by as much as 30 percent.

PhilMech director Dionisio Alvindia said the state-of-the-art multi-stage rice mill is part of the P71 million worth of postharvest facilities turned over to the Piddig Basi Multipurpose Cooperative for the benefit of its 1,100 members who manage 1,400 hectares of rice lands. Included in the package are two recirculating dryers each with a capacity of 12 tons worth P8.1 million and other equipment worth P6.4 million. Aside from agricultural machinery and postharvest facilities allocated for this year, the cooperative was previously awarded a rice combine harvester valued at P1.8 million.

Alvindia said the rice mill could process as much as three metric tons of palay per hour, producing 930 50-kilo bags of rice during an 8-hour run.

“This mill will increase the rice recovery from palay to 65 percent, higher by 7 percentage points compared to the national average of 58 percent. And that means a lot to increasing farmers’ incomes,” Alvindia said.

PH hosting disaster risk reduction forum

THE Philippines and the United Nations Office for Disaster Risk Reduction (UNDRR) announced last week that registrations are now open for the Asia-Pacific Ministerial Conference on Disaster Risk Reduction (APMCDRR) to be held on October 14-18, 2024 at the Philippine International Convention Center in Pasay City, Philippines. The APMCDRR is the main platform in Asia and the Pacific to advance, monitor, review and enhance cooperation for the implementation of the goals, targets and priorities for action of the Sendai Framework for Disaster Risk Reduction 2015-2030. The event unites governments, intergovernmental, international, national and civil society organizations, the private sector, science, academia, and stakeholder groups from the Asia-Pacific in developing strategies and initiatives and exchanging good practices in risk prevention, mitigation, preparedness, response and recovery.

The theme “Surge to 2030: Enhancing ambition in Asia-Pacific to accelerate disaster risk reduction” is a critical opportunity to review risk reduction efforts, share innovative solutions, and course correct policies and actions to accelerate risk reduction in the face of climate change and other uncertainties.

Key aspects of NbS and ridge to reef approach include protecting and restoring coral reefs, protecting peatlands and growing and restoring forests. These actions sustainably manage and restore ecosystems that support in addressing planetary concerns.

“Nature-based solutions are one of the easiest ways to maximize and utilize the roles of our forests, mangroves, and other natural resources in protecting and sustaining our communities. This step creates long-term benefits for future generations and addresses the urgent concerns of the planet,” says Secretary Robert E.A. Borje, vice chairperson and executive director of the CCC.

Integrating these solutions, he says, helps our natural resources function more effectively in critical ways. Forests and peatlands serve as carbon sinks, storing carbon dioxide, reducing the average global temperature and lessening the emissions of greenhouse gasses.

PH community leader wins Forest Champions Award

ROME—Filipino community leader Nida Collado last week won the 2024 Wangari Maathai Forest Champions Award for her outstanding achievements and steadfast commitment to forest conservation and restoration and improving livelihoods.

The award was presented by the Collaborative Partnership on Forests (CPF), which is chaired by the Food and Agriculture Organization of the United Nations (FAO), at a ceremony during the 27th Session of the Committee

on Forestry (COFO) here.

“Ms Collado’s passion and innovative thinking have created lasting and positive change in forest management and restoration of mangroves—she is an inspiration for all of us,” said FAO Director-General QU Dongyu.

The community in San Vicente, Palawan, in the western Philippines, faces challenges such as poor reforestation seedling survival rates, poaching, illegal wildlife trading and destructive farming practices. It is also recovering from the devastation of Typhoon Rai in December 2021.

As the President of the Macatumbalen Community-Based Forest and Coastal Management Association (MBFCMA) since 2002, Nida Collado has led the association and community members in restoring and protecting their environment through innovative techniques and strong community involvement.

These include reforesting 1,450 hectares of denuded land and protecting 400 hectares of remaining forests and the community’s water source. By 2009, she had successfully mobilized projects from both government and non-government organizations, further encouraging community participation. She educates farmers on the harms of slash-and-burn farming and organizes six women’s groups, two youth associations, and one men’s association to promote collective responsibility in forest and mangrove protection. IN A groundbreaking move, the Zero Waste Cities Network (ZWCN) has formally launched its Philippine chapter, uniting local government officials and zero waste advocates in a collaborative effort to advance sustainable waste management nationwide.

Supported by GAIA Asia Pacific, Mother Earth Foundation, Urban Movement Innovation (UMI) and the Global Methane Hub (GMH), the initiative aims to embed Zero Waste principles across communities, fostering environmental awareness and equitable progress.

UN report says hunger numbers still stubbornly high, goal remains far off

PROGRESS fighting global hunger has been set back 15 years, leaving around 733 million people going hungry in 2023, equivalent to one in 11 people globally and one in five in Africa, according to the latest UN State of Food Security and Nutrition in the World (SOFI) report published last week.

“The bottom line is that we are still far off-track towards the goal of ridding the world of hunger, food insecurity and malnutrition by 2030,” said Maximo Torero, chief economist at the UN Food and Agriculture Organization (FAO), in reference to the Sustainable Development Goals (SDGs) and specifically SDG 2: Zero Hunger.

Torero noted that if current trends persist, around 582 million people will still face hunger in 2030, half of them in Africa. Despite progress in combating

stunting and in promoting breastfeeding, global hunger levels have remained stubbornly static for three consecutive years. Between 713 million and 757 million people were undernourished in 2023, around 152 million more than in 2019, according to the report, a joint publication by FAO, the International Fund for Agricultural Development (IFAD), the UN Children’s Fund (UNICEF), the UN World Food Program (WFP),and the UN World Health Organization (WHO). Regional trends show a stark contrast with hunger continuing to rise in Africa, affecting 20.4 percent of the population, while remaining stable in Asia at 8.1 per cent. Led by DXL Architectural Design Services, the project will introduce several new facilities, including the Fridays Puerto Galera Conference Hall, Fridays Beach Club, Pool Bar, Wellness Cabanas, a Game Room, and a Jungle Gym for children. Additionally, the resort will construct an exclusive Pier Dock for guests arriving from Berberabe or the Batangas City Main Port.

“This expansion combines modern conveniences with sustainable principles, reflecting a contemporary Filipino aesthetic,” said Romeo Co, General Manager of Fridays Puerto Galera.

“Our goal is to become the preferred MICE (meetings, incentives, conferences, and exhibitions) resort in Puerto Galera, Mindoro Province.”
