“We cannot discuss AI and deepfakes without talking about social media. The Comelec regulates spending on radio, TV, and newspapers, but it remains unclear about social media,” Comelec chairperson George Garcia said.
“What about the paid social media influencers? How do candidates incur
expenses on social media? We should know how much their expenses are and if they are breaching the allowable expenses,” he added.
Garcia admitted there are ambiguities in Republic Act 9006 or the Fair Election Act on the matter of online regulation.
The Commission earlier sought for more powers in regulating candidates’ social media posts to avoid the spread of disinformation through AI-generated and deepfake online posts.

THE development of an airport on Pag-asa Island is among the priorities of the government, President Marcos said Thursday.
Pag-asa, the largest island the Philippines controls in Spratlys, is at least 285 nautical miles off Palawan.
Mr. Marcos also said the military runway project at the Balabac Island airbase is nearing completion.
Balabac is a town in Palawan strategically close to Chinese fortifications in the West Philippine Sea and is one of the four additional locations for the Enhanced Defense Cooperation Agreement (EDCA) between the Philippines and the United States.
“The construction of the Balabac military runway is in the last phase, especially because Palawan plays a big role in national security,” Mr. Marcos said during the distribution of assistance to farmers, fisherfolk, and families affected by the dry spell at the Edward S. Hagedorn Coliseum in Puerto Princesa City.

BI agents, cops nab 4 Japanese fugitives
FOUR Japanese nationals wanted for telecommunication fraud in Cambodia were arrested in separate operations by the National Capital Region Police Office (NCRPO) and the Bureau of Immigration (BI).
NCRPO director Maj. Gen. Jose Melencio Nartatez Jr., identified the four foreign fugitives as Sawada Masaya, Suzuki Seiji, Ueda Koji, and Kiyohara Jun. Sawada was the first to fall. He was intercepted upon his arrival at the Ninoy Aquino International Airport based on a warrant issued by Judge Hisashi Takeuchi of Omiya Summary Court in Japan.

LTO drive vs. traffic violators nets 18,000
MORE than 18,000 motorists have been apprehended in Metro Manila over the first six months of 2024, according to the Land Transportation Office (LTO).
The LTO-National Capital Region attributed the apprehensions of 18,025 drivers to its intensified campaign against traffic violators.

PH economy: Nowhere to go but up
WITH three days to go before President Marcos Jr. goes up the rostrum of the session hall of the House of Representatives to deliver his third State of the Nation Address (SONA), we’re certain he will underscore the economy’s continuing growth in the years ahead.
The Philippine economy posted gross domestic product growth of 5.7 percent in the first quarter of this year. The question now is whether this upward trajectory be sustained for the rest of the year.
The first-quarter economic growth was posted by various sectors: financial and insurance activities grew by 10 percent; wholesale and retail trade, 6.4 percent; manufacturing, 4.5 percent; industry, 2.6 percent; and services, 1.0 percent. With the Philippine economy more resilient than expected in 2023, current projections indicate that it could again achieve healthy growth this year of between 5 and 6 percent.
Inflation rates are expected to range between 3.2 and 3.6 percent this year after ending 2023 at 6.0 percent, above the 2.0 to 4.0 percent target range set by the government.
On the whole, the 2024 outlook for the country’s six key economic sectors is bright, according to Standard and Poor’s Global Intelligence.

The Philippines is considered the fourth most vulnerable country to climate change in the world due to its geographic location. It has a higher risk of exposure to natural disasters, such as rising sea levels.
Approximately $3.2 billion, on average, in economic loss could occur annually because of natural disasters over the next five decades, translating to up to 7 to 8 percent of the country’s nominal GDP.
Having grown faster than other economies in Southeast Asia in 2023 to end the year with 5.6 percent growth, the Philippines can expect a similarly healthy growth outlook for 2024.
But here’s where it gets really interesting.
Standard and Poor’s Global Intelligence believes the Philippines is on track to become a US$1 trillion economy by 2033.
Why? The Philippines economy grew at a pace of 7.6 percent in 2022, the fastest rate of economic growth recorded by the country since 1976.

LARM bells should be ringing wildly by now after the recent revelation of the National Bureau of Investigation that nearly 1,200 fake birth certificates were issued to Chinese nationals from 2016 to 2019.
These documents were reportedly all processed by the civil registry of Sta. Cruz town in Davao del Sur.
This development has prompted lawmakers of the House of Representatives to call on the chamber’s leadership to probe the matter as soon as possible following reports that a Chinese national was recently arrested after applying for a passport in Davao City using a falsified document.
The NBI in Region 11 said the arrest was made after the Department of Foreign Affairs called the bureau’s attention to a 21-year-old Chinese male who gave contradictory statements about his identity in the course of applying for a passport.
According to Davao Oriental Rep. Cheeno Miguel Almario, a birth certificate is not something that can be easily given, fabricated, or bought.
“Filipinos are not for sale. There should be no fake Filipino,” he pointed out.
“We must understand that a birth certificate is more than just a document. It symbolizes a Filipino’s connection to their (sic) country. It is the first official document that every Filipino receives as birthright, establishing official tie to the nation,” he said. We agree.

Bangladesh students reject olive branch

MOSCOW – Russia downed 33 Ukrainian aerial drones overnight over Crimea and 10 naval drones heading for the peninsula, Moscow’s defense ministry said Thursday.

THE Armed Forces of the Philippines (AFP) on Thursday said it is exploring legal avenues against those reportedly spreading “false narratives” against the AFP.
In an interview, AFP Spokesperson Colonel Margareth Padilla commented on a recent spate of “information” which said that there were AFP officials who walked out during the recent command conference with President Ferdinand Marcos Jr. in Camp Aguinaldo on July 4.
Padilla earlier denied the said information and described it as “disrespecting the sacrifices of troops in line in duty.”
“Let me put in the context again, that supposed incident about officers of AFP walking out of the recent command conference is pure fallacy,” she explained.
Padilla also reiterated that the AFP will not tolerate efforts to malign AFP’s ranks and discredit its mandate.
“So as we speak we are exploring legal avenues to address this affront to the military profession,” Padilla said.
Aside from legal avenues, the AFP is also looking at different approaches like strengthening its cyber security system.

He also loves the lesser-known athletes, the underdogs and the forgotten heroes of the past. I will be forever grateful for the opportunity. AFTER winning her biggest purse in Wimbledon last week, Alex Eala will seek to get a higher ranking in the ITF W100 Vitoria-Gasteiz in Spain.
The 19-year-old Eala is now on a career-high 155 points after reaching the third qualifying round in the Wimbledon netfest early this month.
Eala is set to face Dutch netter Lia Tran in first round of the singles’ main draw of the $100,000 Spain tournament. Earlier, Eala and French partner Estelle Cascino won in straight sets over Spanish teen sisters Carolina and Jimena Gomez, 6-3, 6-2, as they started their campaign in the doubles on Tuesday at the hard courts of the Peña Vitoriana Tenis Club. Eala and Cascino took 56 minutes to get past the Gomez sisters and claim a seat in the quarterfinals. MIXED Martial Arts (MMA) is rapidly gaining popularity in Asia, with the Philippines emerging as a significant player on the mainstream stage.
Recently, the Philippines emerged with a decent finish at the 2nd Asian Mixed Martial Arts Championship held in Phnom Penh, Cambodia as Annie Lou Parungao led the way with a gold-medal performance, while Maricel De La Torre secured a silver, and Juvanie Bacus and Mcleary Ornido each earned bronze medals.
“I have always dreamed of bringing honor to our country. It has been a tough journey, full of many challenges, but I am grateful that despite these difficulties, I never gave up on my dream to honor our country through the sport I pursue,” Parungao said.

Displaying his experience and composure, Lascuña finished with a bogeyfree 67, which included birdies on Nos. 13 and 15, netting him a two-stroke lead over LJ Go with a 204 total.

PManila Electric Co. (Meralco) declared as “best bids” the offers of the subsidiaries of San Miguel Corp. and ACEN Corp. for 500 megawatts of renewable energy supply.
Meralco said in a statement three generation firms—SMC’s hydro arm San Roque Hydropower Inc. (SRHI) and ACEN units Gigasol3 Inc. and Santa Cruz Solar Energy Inc. (SCSEI) submitted their qualification documents, technical proposal and bid price on July 17.
The power retailer said that during the bid opening on the same day, its bids and awards committee for power supply agreements (BAC-PSA) announced that SRHI submitted the lowest total headline rate of P7.10 per kilowatt-hour (kWh) for 340 MW of the total RE requirement.
Gigasol3 offered P8.1819 per kWh for 139 MW of the requirement, while SCSEI cornered the remaining 21 MW at a rate of P8.1998 per kWh.
“As a highly regulated entity, Meralco has conducted its business in full compliance with the rules and regulations issued by the ERC and DOE,” Meralco BAC-PSA chairman Lawrence Fernandez said.
The BAC-PSA said all offers received were below the P8.2380 per kWh reserve price set for the competitive selection process.
Meralco said the submissions underwent a very stringent pass/fail completeness assessment and pre-qualification evaluation.
The BAC-PSA is also set to conduct a post-qualification evaluation, submit its recommendation and report to Meralco’s board for approval prior to the issuance of
notices of award. The 10-year PSA resulting from the CSP will cover Meralco’s 350-MW midmerit requirement starting February 2025 which will increase by 150 MW beginning February 2026. The CSP is in accordance with the Department of Energy’s (DOE) Department Circular No. DC202306-0021 and Energy Regulatory Commission (ERC) Resolution No. 16, Series of 2023. Representatives from the DOE and consumer groups attended the CSP as observers. The proceedings were also streamed live, and all contracts resulting from the bidding would be subjected to regulatory proceedings and evaluation by the ERC.

AIR Seoul began commercial flights to Bohol-Panglao International Airport (BPIA) from Incheon, South Korea Wednesday night.
The airline’s inaugural flight arrived at BPIA at 11:18 p.m., carrying 190 passengers and received water cannon salute from the airport’s aircraft rescue and firefighting team. Civil Aviation Authority of the Philippines (CAAP) information officer Karen Villanda said Air Seoul is now operating daily flights to BPIA, augmenting the existing services offered by two other airlines connecting Incheon and Bohol.

PSE index tops 6,700 level despite decline of Asian stocks
PHILIPPINE stocks breached the 6,700 level Thursday despite the decline in regional markets.
The 30-company Philippine Stock Exchange index went up by 17.30 points, or 0.26 percent, to close at 6,705.01, while the wider all-shares index climbed 8.24 points, or 0.23 percent, to reach 3,602.86.
Philstocks Financial Inc. Mikhail Plopenio said investors cheered the continuous improvement of the Philippine peso against the US dollar. The peso closed at 58.25 against the greenback Thursday, up from 58.29 Wednesday.
Investors continued to bet on possible interest rate cut by the Bangko Sentral ng Pilipinas in its next policy meeting.

Ayala Land eyes P14-b IFC loan for sustainable projects

Inc. (ALI) is finalizing a P14-billion sustainability linked-bonds with International Finance Corp. (IFC) to fund projects with sustainable features.
ALI chief finance officer Augusto Bengzon said in an interview at the sidelines of the company’s P6-billion ASEAN sustainable bond listing ceremony Thursday it is also in talks with IFC for P14-billion sustainability-linked bonds.
The P14 billion IFC loan will have a tenor of eight years, and IFC will be sole lender for the bonds.
Bengzon said the P6 billion worth of bonds listed with the Philippine Dealing & Exchange Corp. and the P14 billion from IFC are part of ALI’s sustainability-linked program.
“So we are looking at P20 billion. The P6 billion is small, so another P14 billion is coming up. We are trying to close this within this week,” Bengzon said.
“Our developments have sustainable features, transport hubs, walkable CBDs, green features and circular waste management. We are borrowing money to build our developments, which have sustainability features embedded in them,” Bengzon said.
ALI vice president and treasurer Jose Eduardo Quimpo II said the rate for the IFC bonds would depend on the group’s ability to meet its sustainability commitments.

CONGLOMERATE SM Investments Corp. (SMIC) returned to the offshore bond market with the issuance of $500 million five-year US dollardenominated bonds amid strong investors demand.
SMIC said Thursday its largest offshore bond issuance since 2014 was 3.2-times oversubscribed with total demand reaching $1.6 billion.

The notes carry a coupon rate of 5.375 percent. The final spread represents a 35-basis-point tightening from initial price guidance. The five-year notes were distributed to high-quality global accounts. The notes were distributed 87 percent to Asia and 13 percent to EMEA (Europe, Middle East, and Africa).

THE two floating solar power projects of ACEN Corp. in Laguna Lake with combined investments of P18 billion are expected to deliver 420 megawatts by 2027. Ingrid2 Power Corp. will develop a 140-MW peak floating solar power project, while GigaWind1 Inc. will build a 280-MWp floating solar facility in Laguna Lake, based on documents submitted to the Department of Environment and Natural Resources.
The two companies were awarded renewable energy contract area utilization agreement (RECA) by the Laguna Lake Development Authority (LLDA) in August 2023 for the development, construction, installation, testing, commissioning, operation and maintenance of a lake-based solar farm.
The parties aim to produce sustainable and renewable energy to augment the power supply of the national grid and meet the government’s end of transitioning to a clean energy future.
Each floating solar project will generate 200 to 300 jobs during construction and operation phases.
A floating solar PV system has various advantages compared to rooftop and ground-mounted solar PV systems such as a relatively higher energy yield as the cooling effect of the surrounding water helps reduce thermal losses and extends its lifespan.
The use of a floating solar PV system also reduces the need for valuable land area, saves drinking water that would otherwise be lost through evaporation and possibly limits algae growth due to the shading effect of floating solar over water surfaces.

BIR seizes Flava machine selling illicit vape products
THE Bureau of Internal Revenue (BIR) said Thursday Commissioner Romeo Lumagui Jr. led the confiscation of a vending machine openly selling illicit vape products under the Flava brand which the agency earlier ordered to cease operations. The confiscation was due to a report made by a netizen on Lumagui’s official Facebook page, it said.
“Upon confiscation, it was discovered that Flava vape products were being sold for P500 each,” the BIR said.
The agency said this was worrisome because illicit vape products were openly being sold in a building where a gym, dance studio, gymnastics studio, basketball court, cafe and bakery, laundry station, water station and a restaurant are a few steps away. Children could have bought the Flava vape since the vending machine is open to the public, it said.
“Selling illicit vape is illegal, whether the same be through vending machines or online stores. The BIR will confiscate and raid any illicit vape products. We are thankful to the netizen-informant who reported the vending machine around two weeks ago in my official Facebook page. We confiscated the vending machine this morning. The BIR welcomes all informants against illicit vape. Rest assured, we will act on all verified targets,” Lumagui said.

Clark Water recently led the ribboncutting ceremony for its new solar power facility at Pumping Station 1, with Clark Development Corp. president and chief executive Agnes Devanadera and other CDC officials.
Clark Water ventured in sustainable power in 2019, with the installation of a 23-kilowatt solar panel in its wastewater treatment plant, resulting in significant cost savings.

BANK of the Philippine Islands (BPI) said Thursday it booked a record net income of P30.6 billion in the first half of 2024, up by 21.5 percent from a year ago level on the back of robust revenue and loan growth.
Total revenues grew 23.8 percent year-on-year to P81.2 billion, boosted by the 22.2-percent increase in net interest income to P61.3 billion, the bank said in a
stock exchange disclosure.
Average loans expanded 18.4 percent, while net interest margin widened 23 basis points to 4.26 percent.
Non-interest income went up 28.7 percent to P19.9 billion, driven by the 28.8-percent increase in fee income to P17 billion. Foreign exchange gains climbed 58.6 percent to P2.2 billion.
The strong fee income performance was led by higher service charges, bancassurance income and credit card fees.
BPI said its first-half performance resulted in a return on equity of 15.5 percent and return on assets of 2 percent.
Operating expenses reached P38.3 billion, up 21.9 percent from a year ago, on more spending for manpower, transaction processing costs and technology,
resulting in a cost-to-income ratio of 47.1 percent
The bank logged provisions of P3 billion, up 50 percent from last year as non-performing loan ratio increased to 2.2 percent.
BPI said net profit in the second quarter reached P15.3 billion, up 17.5 percent year-on-year as revenues expanded by 23 percent to P41.7 billion.
Total assets grew to P3.1 trillion as of end-June, up 15.8 percent year-on-year. Total equity stood at P406.5 billion, with an indicative common equity tier 1 ratio of 14.2 percent and a capital adequacy ratio of 15 percent, both above regulatory requirements.
BPI also disclosed plans to issue P5 billion worth of fixed-rate bonds with an option to upsize depending on demand.

THE National Telecommunications Commission (NTC) said Thursday it is cracking down on pre-registered SIM cards and improper assisted registration.
The telecom regulator convened a meeting with telecom companies, SIM distributors and dealers as part of its efforts to enforce the provisions of Republic Act 11934 or the SIM Registration Act.
The dialogue aimed to address issues related to the sale of pre-registered SIM cards and irregular forms of assisted registration.
The meeting marks the first in a se-
ries of initiatives planned by the NTC aimed at fostering a better understanding among stakeholders regarding the legal obligations and penal provisions stipulated under the SIM Registration Act. The law mandates strict adherence to guidelines governing the registration and distribution of SIM cards to enhance national security and protect consumers against misuse and fraudulent activities. DOTr prioritizes accessible ports for smooth supply chains
THE Department of Transportation said keeping the supply chains flowing through accessible ports across the archipelago will support various industries and ensure inclusive growth for Filipinos.
Transportation Secretary Jaime J. Bautista said seaports must keep the supply chains flowing as part of the thrust to enhance mobility and connectivity.
“Our seaports should be able to fully support the shipping, fishing, trade, agriculture, and tourism industries,” Bautista said in a statement.
He stressed that modernizing ports should not only entail improving facilities but also ensuring the efficient and faster turnaround of vessels.
“This efficiency eventually leads to lower logistics costs, opportunities for tourism, economic sustainability, and inclusive growth,” Bautista said.
Recognized as one of the top performing government-owned and controlled corporations (GOCCs), the PPA remitted P5.06 billion to the government as cash dividends or over 50 percent increase of the agency’s 2022 remittance.

THE National Commission for Culture and the Arts’s (NCCA) National Committee on Dance (NCD) has announced the return of the national dance competition “Sayaw Pinoy!”
Aiming to promote the various forms of dance and raise the consciousness of artists when it comes to the value of artistic excellence, the competition includes four categories: folk dance, contemporary dance, ballroom formation, and hip hop.
Open to all Filipino citizens residing in the Philippines aged 13 and above,
the competition will be held at the Metropolitan Theater on Sept. 26 for the folk dance category and on Sept. 27 for the contemporary dance category. The ballroom formation and hip hop categories will be held at the Kartilya ng Katipunan on Sept. 28.
The winning groups for every category will be awarded with a P70,000 cash prize.

Breaking down the spots: A skin journey
AT A TIME when contouring, highlighting, and all other makeup techniques are now common knowledge among makeup enthusiasts, all I wanted was to be able to go out for work with the most minimal makeup application. My secret wish for the past 15 years has been to face the world barefaced. The main obstacle was the presence of freckles and Hori’s Nevus on the apples of my cheeks.
Freckles are small brown spots on the skin, often appearing in areas that get sun exposure. Meanwhile, Hori’s Nevus manifests as benign, seemingly harmless blue-gray to gray-brown patchy pigmentation, predominantly on the cheeks’ prominences. This condition typically emerges during adulthood and is most prevalent among middle-aged Asian women, like myself. Hori’s Nevus is frequently misdiagnosed as it may resemble or coexist with melasma. Genetics and hormones are known to contribute to its development.
For a long time, I blamed myself for acquiring what I always thought was melasma due to excessive sun exposure without sunscreen. I used to walk to my office without using any
sunscreen or an umbrella. The brown spots on my cheeks, which made me look like the female version of Archie Andrews, were a constant source of insecurity. I felt self-conscious going out bare-faced and always tried to find a solution to draw attention away from what I considered “stains” on my face.
After trying out pricey skincare sets from other known clinics, none solved the problem despite heavy peeling sessions and all. I turned to a quick fix instead and tried all sorts of concealers, color correctors, and heavy foundations to make the brown spots on my face look invisible.
I did have winning moments of minimizing their appearance for a while, but with our default humid weather, makeup could only last
for a little while unless I stayed in an airconditioned room all the time. My spots continued to make their presence known after a while, and it was a struggle. I couldn’t even put blush makeup on without rubbing off the powder or foundation underneath and uncovering my “freckles.” It was truly frustrating.
In a society where colonial mentality still exists, I found it funny when people who noticed my skin issue tried to make me feel better with comments like, “Ayaw mo n’yan, tisay ka!
(mestiza)?” or “Yung iba nga naglalagay pa n’yan!” (referring to the faux freckles makeup trend). The funniest comment I can remember receiving was, “Totoo ba ‘yan?” (pointing at my brown spots!).
The turning point came when I went to a board-certified dermatologist, Dr. Kaycee Reyes.
