THE Philippines and China’s hotline on the South China Sea would soon be elevated to include the level of presidential representatives and top diplomats, the Department of Foreign Affairs said.
The DFA said the recently signed “Arrangement on Improving Philippines-China Maritime Communication Mechanisms” would provide various “channels for communication” between the two countries, specifically on maritime issues. These avenues include one “through the representatives to be designated” by the Philippine and Chinese presidents.
Another channel is between the DFA and the Chinese Ministry of Foreign Affairs, including at the secretary (foreign minister) and undersecretary (vice foreign minister) levels or through their designated representatives.

Maritime law expert Jay Batongbacal of the UP Institute for Maritime Affairs and Law of the Sea said the proposed law is "foundational" in the country's commitment to UNCLOS.

It was revealed during the hearing that while there are 78 legal POGO operations supervised by the Philippine Amusement and Gaming Corp. (PAGCOR), a significant number of illegal operators continue to function.
The Presidential Anti-Organized Crime Commission provided intelligence on the locations and operations of 402 illegal POGOs across the country.
Undersecretary Gilbert Cruz, the PAOCC executive director, said the 402 includes canceled POGOs, as well as identified scam farms.
The role of LGUs was particularly emphasized following recent raids on POGO hubs in Bamban, Tarlac, and Porac, Pampanga. These operations uncovered extensive illegal activities, including human trafficking and other criminal enterprises, highlighting the need for local authorities to be vigilant and proactive.

Egg prices may go up 20% as schools open

THE Department of Agriculture warned prices of eggs may increase by 10 to 20 percent as the school opening nears.
According to the DA-Bantay Presyo (price watch), the price range of medium eggs in Metro Manila is set from P5.50 to P9.
“The start of the ‘ber’ months normally triggers the season of high egg demand, and just like what I said before, also during the opening of classes,” DA Assistant Secretary Arnel de Mesa said.
For the school year 2024-2025, the Department of Education set the opening of classes on July 29.
Philippine Egg Board Association president Francis Uyehara, however, said price spikes have already started in some areas, considering the effects of “third quarter syndrome” – or the disease outbreak period – in which layers are affected by mortality and decreased production.
“A price increase has already started last month, and it might continue until the holiday season toward December,” he said.
As this developed, the DA also warned unscrupulous traders who may be behind a possible price manipulation in a public market in Metro Manila.
This came after the price per kilogram of chicken surged to P250 in Muñoz market, higher than the P200 to P210 prevailing retail price range.
“Someone is taking advantage, that is why we are monitoring it and we already asked the) Muñoz market why they are selling at P250,” De Mesa said.
“What the Secretary said is that the target here is not only the sellers per se, especially those on the receiving end. We need to look at it from all the sources, maybe someone is taking advantage from the source, from the traders,” he added.

SENATOR Ronald Dela Rosa on Wednesday challenged those behind the death threats on one of his colleagues, saying the threat should be on him instead.
“You threaten me and not my fellow (senators) who are not accustomed to threats,” said Dela Rosa, a former chief of the Philippine National Police (PNP).
“They have been torturing people and now, they are threatening senators,” he noted Believing that the threats came from the Philippine Offshore Gaming Operators (POGO) sector, tagged as a multi-billion industry like a drug industry and cartel, Dela Rosa demanded that Gatchalian should be well-secured.
Senate President Francis Escudero gave assurance he would always help a fellow member of the Senate and stand ready to assist in whatever way he can.
“They know that. However, the decision to engage additional security personnel is a personal one that I cannot make for them,” Escudero said. He provided additional security to Gatchalian when the latter conducted an ocular inspection of a POGO hub in Porac, Pampanga.
But, he said the Senate is yet to provide him additional security on a daily basis.

THE chair of the House of Representatives Committee on Appropriations has expressed full support for the National Irrigation Administration’s (NIA) latest initiative to revolutionize irrigation in rain-fed areas, transforming them into productive lands year-round.
The NIA Solar Irrigation project, covering 71 sites across the Bicol Region, targets an area of 1,810 hectares benefitting 4,560 farmers across the region.
With a total project cost of P1.5 billion, Rep. Elizaldy Co of Ako Bicol party-list group said the initiative promises significant advancements in agricultural productivity and income for the farmer-beneficiaries.
“This initiative by the National Irrigation Administration is a game-changer for our farmers," said Co. “With the availability of water during the dry season, we can expect an estimated additional income of P140 million every year for our farmers,” he said. The priority areas for this project are cur-
rently rain-fed zones that rely solely on rainfall for irrigation, limiting their planting seasons to only once a year.
With the project’s completion, these areas will have access to steady water supply even during the dry months.
This development will enable the farmers to plant rice during the rainy season and cultivate corn or other crops during the dry months, thus ensuring continuous agricultural activity throughout the year.
Co stressed the transformative impact of this project on the local farming community.
THE Philippine Amusement and Gaming Corp. (Pagcor) on Wednesday warned against social media influencers using digital platforms to promote illegal online gambling websites targeting the youth.
In a presentation, Pagcor said one of the “emerging challenges” in the gambling industry was the rapid growth of illegal casinos through social media.
“There are numerous influencers using platforms such as Facebook, Tiktok, and Youtube to encourage prospective players to try their luck in online gaming, so they promote websites or games like “wheels of whatever” even without license from Pagcor,” said Jessa Fernandez, Pagcor assistant vice president and head of overseas gaming licensing division. Fernandez said these gaming platforms were unregulated and offer no protection to its players. Worse, they could push the youth to gambling addiction.
What if we had fewer elected officials?
UNLESS Rep. Rodante Marcoleta and Caloocan’s Rep. Egay Erice can prove their case against a certain “Comelec official,” there is no point writing in this space about the offshore and local accounts containing almost a billion pesos. But listening to Erice’s misgivings (on a DZRH tele-radyo interview by Anthony Taberna last July 10) about the Miru voting machines raises genuine fears about a possible failure of next year’s mid-term elections.
Firstly, is Miru leasing a prototype of an automated system to us, which has not been used in any country before?
This is against the law which specifically provides that our voting systems must have been used in another country before.
Secondly, the “prototype” has what looks like a small monitor from which the voter could check the accuracy of his vote, instead of a print-out of our choices which we hand to the teachers for Comelec to base its revalidation in case of protest.
Given the long list of officials, namely 12 senators, one congressman, one governor and his vice, one mayor and his vice, plus provincial board members and municipal councilors, on top of which we have that 1987 Constitutional concoction called the party-list which has been bastardized through a SC decision penned by former Justice Antonio Carpio, how does the voter adequately check his vote from such a small monitor?
Has the Comelec done proper time and motion studies on how long this new system will take, given some one thousand voters per precinct?
Imagine an actual scenario where Candidate A, knowing that Candidate B is popular in a precinct, asks his loyalists to be first in line, who then delay the voting by taking their sweet time reviewing the results in the monitor, challenging the veracity of the results on the screen, thus creating heavy traffic that deprives Candidate B’s supporters from casting their ballot?
You will have mayhem, especially in hotly contested areas, leading even to violence, leading to a failure of elections.
The chairperson of the Senate Committee on Electoral Reforms had better call for a live televised demonstration where time and motion can be calculated, including the rife potentials for candidate-induced delays.
Pundits are now so ga-ga over the latest Pulse Asia survey and the fake Duter-tres challenge that we may be overlooking the voting system which will be used first and only in da Pilipins. ***
Which brings me to a favorite advocacy: why don’t we revise the 1987 Constitution and, among others, come up
with less elected officials?
First, if we elect senators by administrative region, at two per region, we will have to write only 2 names.
Second, if we vote for a presidential team, as in the US, that is only 1 vote.
Third, applying the same to the provincial slate, count another 1 vote. And for the municipal officials, another 1 tandem vote. In the case of a chartered city, we only vote for 1 tandem.
Four, we vote for the district congressman, 1 vote again.
Fifth, abolish the bastardized party list system where billionaire contractors rule over the “marginalized” roost.
Sixth, lengthen the term of office to either five or six years for all elected officials, with the barangay officials elected in mid-terms.
To sum up, we elect 1 presidential tandem, 2 senators, 1 district congressman, 1 gubernatorial tandem and 1 municipal tandem, a total of six, even five in the case of chartered and highly urbanized cities.

The municipal mayors will comprise the legislature.
In the province of Nueva Vizcaya, that will be 15 mayors acting like a board of directors in a corporate setting. Makes sense, right?
In a city like Makati, the 24 barangay chairmen constitute the legislature, which after all meet only twice a week in most cases.
Who else would know the needs of their constituency better than the barangay chairs and the municipal mayors?
Where there are so many barangays, as in the City of Manila with 897, we consolidate these into larger constituencies.
My barangay in Malate has some 400 registered voters, while a barangay in QC could have 10,000 or more. Rationalize these proportionate to population density and land area.
Where there are far too many municipal mayors (like Cebu or Bohol), they can take turns sitting in the provincial legislature at two or three years each.
Lesser elected officials will mean better governance at less expense to the taxpayers.
We don’t even have to automate our elections.
But this requires a re-writing of a new Constitution which will perhaps not happen in my lifetime.

Images of the bloodied former president raising his fist defiantly in the air as the Stars and Stripes fluttered in the background have only served to bolster his image among his supporters.
“Evil came for the man we admire and love so much,” said the right-wing firebrand Congresswoman Marjorie Taylor Greene.
“I thank God that his hand was on President Trump.” House Speaker Mike Johnson told a news channel that Trump’s escape, with only a slight ear wound, was “a miraculous thing,” while Senator Marco Rubio of Florida wrote on X that “God protected Trump.”
Former White House chief strategist Steve Bannon, currently serving a prison sentence for contempt of Congress, said “Trump wears the Armor of God.”
Never mind that one rally-goer was killed -- a volunteer firefighter who died
shielding his family -- while two others were seriously wounded. Nor that, until his foray into Republican politics, tycoon Trump displayed a distaste for religion, even mocking believers, according to a former aide.

IF WE’RE to go by the provisions of the1987 Constitution, it is the Armed Forces of the Philippines that is the protector of the people and the State, and its goal is to secure the sovereignty of the State and the integrity of our national territory.
But we know by now that national security should not just be the concern of the military and the political leadership, but also of the other sectors in society, including the business sector and civil society or the organized citizenry.
It is also known as the whole-of-society approach, and Defense Secretary Gilberto Teodoro Jr. wants business leaders to help the government in crafting “creative financing solutions” to ease the financial burden on the government in implementing the military’s modernization program.
He mentioned this in his recent remarks before members of the Management Association of the Philippines, well aware that trillions of pesos are needed to fund the continuing modern-
ization of the AFP even as the government must also spend for infrastructure, social services, education, and other priorities.
Teodoro emphasized the need to find off-budget, nontraditional financing sources for modernization, instead of the old Bases Conversion and Development Authority or the BCDA model where government relied on selling land to finance military modernization.

THE recent signing of the Reciprocal Access Agreement between us and Japan prompted the Chinese government to tell us that we should look back at our history and learn from it.
China was obviously referring to the fact that during the Second World War, Japan was our enemy that brutally occupied our country for almost four years and China was then our ally.
But change being one of the few things sure in life aside from death and taxes, there is now a big change.
Japan is now a different country from what it was during WW2. It is now a bastion of democracy together with Germany and both are now among the most respected and loved countries in the world.
That’s right folks, the two villains of WW2 are now respected in the international community of nations.
And how about the WW2 victors?
According to some surveys, Russia is the most hated followed by China as number two.
Even the United States, although still liked and respected, has gone down in stature.
Times have indeed changed quite a bit.
Japan has become a shining example of a democratic country while China has become authoritarian wanting to own almost the whole of the South China Sea including a slice of our territory.
It has also now become a habit of China to brand all countries in the region as trouble makers every time these countries try to assert their rights and ownerships of their territories encroached by China thru its nine-dash line proclamation.

THE National Economic and Development Authority (NEDA) Board on Wednesday approved key changes to the Laguna Lakeshore Road Network (LLRN) project and other major infrastructure programs.
The NEDA Board, which President Ferdinand Marcos Jr. chairs, approved the modifications to the Phase 1 scope of the LLRN Project, including the development of connecting roads and interchanges in Barangay Tunasan in Muntinlupa City, and San Pedro, Biñan, and Cabuyao in Laguna.

REPRESENTATIVES of the Philippines and the United States met on Tuesday to tackle security aid and utilization concerns of Enhanced Defense Cooperation Agreement (EDCA) sites.
US Joint Chiefs of Staff chairman General Charles Q. Brown, Jr. had meetings with the Philippines’ National Security Advisor Eduardo Año, Defense Secretary Gilberto Teodoro Jr., and Armed Forces Chief General Romeo Brawner Jr. in Manila.
The US Joint Chiefs of Staff public affairs office on Wednesday said “The leaders discussed ongoing efforts to strengthen the alliance.”
These include “bilateral security assistance, utilization of (EDCA) agreed locations and the importance of maritime domain awareness to counter illegal, coercive, aggressive, and deceptive activities.”
“The leaders also shared their assessments of the regional security environment, including recent events in the vicinity of Second Thomas Shoal, and the importance of maintaining a free and open Indo-Pacific,” the Joint Chiefs of Staff office stated.

“We have a motion to approve the Laguna Lakeshore Road Network Project Phase 1 ...confirmed and approved the Laguna Lakeshore Road Network Project Phase 1 changes in scope, extension of implementation period and revised financing strategy,” Mr. Marcos said during NEDA’s 19th meeting in Malacañang.
The project, initially approved in 2021, involves the construction of a 37.5-kilometer primary road and a 12-kilometer viaduct from Lower Bicutan, Taguig to Tunasan, Muntinlupa, alongside a 25.5-kilometer shoreline viaduct and embankment from Tunasan to Calamba, Laguna.
Expected to boost economic activity in the National Capital Region, CALABARZON, and Central Luzon, it is slated for completion in 2027.
NEDA Secretary Arsenio Balisacan noted the project’s potential to reduce transportation constraints, promote regional economic development, and provide safer, more convenient travel.
The second phase of the LLRN
Project, extending from Binangonan, Rizal, to Calamba, Laguna, is under feasibility study and expected to be completed by December 2024.
The NEDA Board also approved the P4.5-billion Bohol-Panglao International Airport Project and changes to the Laguindingan International Airport Project in Misamis Oriental.
The expansions aim to increase passenger capacity and improve facilities, supporting tourism and job creation.
Additionally, a $30-million Project Development and Monitoring Facility (PDMF) loan was approved to assist agencies in preparing and managing public-private partnership (PPP) projects.
San Fernando LGU’s ‘Isang Guro’ project
THE San Fernando City government in Pampanga recently launched its “Isang Guro, Isang Barangay” project. Mayor Vilma Balle-Caluag and the City College of San Fernando, Pampanga (CCSFP) administration led the launch. By 2028, Caluag envisions that every barangay in the city will have at least one professional teacher. Apart from the free tertiary education, the beneficiaries of the “Isang Guro, Isang Barangay” project will be eligible for scholarship grants including one from the project partner North American University in Texas, USA, the local government said. SBMA seaport, airport projects for completion
SUBIC Bay Freeport—The Subic Bay Metropolitan Authority (SBMA) has announced that port infrastructure projects supporting the Luzon Economic Corridor (LEC) development initiative of President Ferdinand Marcos Jr.’s administration are expected to be completed by 2028.
SBMA Chairman and Administrator Eduardo Jose L. Aliño disclosed that the first project, a Multipurpose Port Terminal (MPT) at the Lower Mau, will include a 570-meter wharf with a depth of 12.9 meters and a back-up area of 17.2 hectares for warehouses and open storage areas. Another MPT that is set to be constructed at the Redondo Peninsula, will have a 600-meter wharf, with a depth of 14 meters and a breakwater. Operatives arrest three over crimes in Japan
OPERATIVES of the Bureau of Immigration (BI) arrested three foreign fugitives wanted for numerous crimes in Japan. Arrested were identified as Ueda Koji, Kiyohara Jun and Suzuki Seiji, who were caught inside a subdivision in Paranaque City.
The trio were arrested pursuant to a mission order issued by BI Commissioner Norman Tansingco, after receiving information from the Japanese government about their crimes. A DISGRUNTLED former hotel employee has been arrested over the killings of two Australians and a Filipina in the Philippines, a government official and police said Wednesday.
The bodies of a man and two women were found in a hotel room in Tagaytay City, south of Manila,
on July 10, with their hands and feet bound and packaging tape over their mouths.
The suspect was identified from CCTV footage as a former employee of the hotel, Tagaytay Mayor Abraham Tolentino told AFP.
The man, who had been sacked for stealing, had fled to a nearby province.
He surrendered on Tuesday night and “admitted everything”, Tolentino said.
“He said this was his revenge,” Tolentino said.
Police told AFP the man had been a utility worker at the hotel when he was fired in March.

GYMNASTS Karl and Elaiza Yulo may no longer represent the City of Manila in the coming Batang Pinoy 2024 competitions in Puerto Princesa City, Palawan after two other local government units (LGUs) have shown serious interest in adopting the Yulo siblings.
“Several LGUs have approached us about having the kids represent their teams, especially for Batang Pinoy,” said the Yulos’ mother, Angelica in Filipino. “As parents, we cover all expenses for Batang Pinoy, unlike other LGUs that fully support their athletes.”
She emphasized that assistance with plane tickets and accommodation would significantly help.
“Kanya-kanyang gastos kasi kaming parents kapag batang Pinoy, unlike sa ibang LGUs na sagot talaga nila ang gastos ‘pag nag-compete. especially ‘pag dala nila uniform ng kanilang
lugar,” she added. She revealed that Calamba and Meycauayan have shown serious interest and have promised to process the younger Yulo’s residency.
Athletes from Manila have long desired more proactive support from the city government for grassroots athletes competing in regional and local competitions and those participating in international events.
Other LGUs, such as Cebu, Baguio, and Ormoc, have enacted ordinances providing incentives for athletes who win medals in local and international competitions.
For example, Ormoc awards P50,000 for gold medalists, P30,000 for silver, and P20,000 for bronze from the recent
Palarong Pambansa. Angelica’s elder son, Carlos Yulo, has represented Manila in many local competitions and brought pride to the city through his global achievements. He is set to compete in the Paris Olympics, aiming for a medal.
Like Yulo, EJ Obiena, also from Manila, is expected to perform well in the coming Olympiad.
Angelica vows to nurture and support her other children to Olympic success, with several LGUs committed to support them if they carry their banners in future events.

LAUREL, Batangas—Adverse weather conditions forced the suspension of the second round of both the Philippine Golf Tour and the Ladies PGT, with only a handful of players able to complete the 36-hole play in the men’s side Wednesday here.
In a statement, the organizing body, Pilipinas Golf Tournaments, Inc. (PGTI) announced that the completion of the unfinished second round would start at 6:30 a.m. on Thursday, with the third round set to resume before 10 a.m.
After a two-hour stoppage due to a lightning threat, the PGTI decided to suspend the round altogether as heavy rains continued to batter the Splendido Taal Golf Club and nearby areas.

THE Bangko Sentral ng Pilipinas (BSP) amended foreign exchange (FX) regulations to improve data collection and strengthen oversight of banks.
The changes aim to ensure banks submit reports that comply with the BSP’s standards in a timely manner. This will enhance accountability among both banks and their personnel.
The updated regulations define non-compliant reports, including those with errors, delays, or omissions. They also introduce revised monetary penalties based on the reporting entity and violation type.
The maximum penalty is P1 million per violation or P100,000 per day for continuing violations. These penalties are authorized under Republic Act No. 7653, as amended by Republic Act No. 1121.
The BSP outlined a process for notifying banks and their personnel of FX policy violations and associated penalties. This includes the right to appeal or request reconsideration.
The BSP emphasized its commitment to fairness, consistency and reasonableness in imposing penalties. It considers general principles, types of enforcement actions, due process, and specific circumstances of each case.
The implementing circular will take effect 15 days after publication in the Official Gazette or a Philippine newspaper of general circulation. Banks have until Dec. 31, 2024, to adjust their systems and processes to comply with the new rules. Ralph Harvey Rirao
BOTH the Asian Development Bank and the International Monetary Fund expect the Philippine economy to grow 6 percent year-on-year in 2024, following the revised 5.5-percent expansion in 2023.
The two global financial institutions also forecast a 6.2-percent gross domestic product (GDP) growth for the Philippines next year, making it one of the fastest-growing economies in Asia.
“Growth forecasts for the Philippines for 2024 and 2025 are unchanged,” the ADB said in its July update to its Asian Development Outlook. “Domestic demand, along with a recovery in merchandise exports, drove the 5.7-percent GDP growth in the first quarter of 2024.”
“Household consumption growth, while below last year’s level, remained the main contributor supported by low unemployment and remittances from overseas workers. Brisk public infrastructure spending continued to lift growth. Merchandise exports rebounded, particularly electronic products [about 60 percent of total exports, while services exports remained buoyant, including tourism and business process outsourcing,” it said.
The ADB said the moderating inflation and expected monetary easing in the second half of 2024 would support household consumption and investment.
The ADB kept its inflation forecast for the Philippines at 3.8 percent in 2024 and 3.4 percent in 2025.
The IMF, in its latest World Economic Outlook report, also expects the Philippines to grow faster than most economies in Asia this year.

The DOE said in a statement late Tuesday NGCP energized the Dumanjug-Corella 230 kV Line 1 and Dumanjug 70 MVAR on July 16, 2024, connecting Cebu to Bohol.
It said that with a 600-megawatt transfer capacity, the Cebu-Bohol 230 kV Interconnection Project would boost supply reliability in the Bohol grid by providing direct access to bulk generations from Cebu, in addition to the existing Leyte-Bohol submarine cable.

Cebu Pacific to restructure capital ahead of $24-b aircraft purchase

THE board of Cebu Air Inc., the operator of Cebu Pacific, approved a plan to use a portion of its additional paid-in capital to address a retained earnings deficit. The budget airline said the restructuring plan uses P20.65 billion from its additional paid-in capital, as reflected in the December 2023 audited financial statements, to eliminate a deficit of P16.26 billion.
Cebu Air’s remaining additional paid-in capital will stand at P4.38 billion once the deficit is eliminated.
Cebu Air said the plan aims to improve the company’s overall financial health.
Cebu Pacific announced on July 2 that it signed a binding memorandum of understanding (MOU) with Airbus for the purchase of up to 152 A321neo aircraft for $24 billion or P1.4 trillion based on list prices, the largest aircraft order in Philippine aviation history.
The purchase agreement to finalize the transaction is expected to be completed in the third quarter of the year.
Cebu Pacific reported a net income of P2.24 billion in the first quarter of
2024, up by nearly 108 percent from P939 million in the same period last year.
Cebu Pacific generated P25.3 billion in revenue in the first three months, a 21-percent increase from the previous year. It flew over 5.5 million passengers in the first three months, marking a 14-percent increase from the same period last year and a 3-percent growth from the preceding quarter.

RIME Infrastructure Capital Inc. and its whollyowned subsidiary Prime Solar Solutions Corp. inaugurated on Wednesday a 64-megawatt solar power plant in Maragondon, Cavite.
The Maragondon plant is one of two power facilities under Prime Solar’s first project, supplying up to 128 megawatts of clean, renewable energy.
The other plant is in Tanauan, Batangas, and total capacity is expected to power about 84,000 households and displace over 100,000 tons of coal per year.
The Maragondon and Tanauan solar power plants, constructed in April 2023, employ the most advanced execution technology which drove its quick progress to full completion.
“The completion of the Maragondon solar power plant is a significant milestone for the Prime Infra’s energy portfolio. We have reached this point of course thanks to likeminded partners who not only envision a more
sustainable future but actively work towards achieving it,” Prime Infra president and chief executive Guillaume Lucci said.
“The plant inaugurated today is certainly a part of Prime Infra’s wider sustainable strategy and continue to be very much aligned to our purpose of building better lives and resilient economies through critical infrastructure,” said Lucci. He said Prime Infra would continue to support the government’s transition agenda to clean energy sources.
“We will proactively explore opportunities within the renewable space while capitalizing on innovative solutions to achieve energy security, dependability and affordability,” he said.

(CREC) and partner San Miguel Global Light and Power Corp. (SGLP) expect to complete their 153.5-megawatt solar power project in Barangay Lucanin, Mariveles, Bataan next year.
“We’re doing the engineering design. Timetable is once we secure all the remaining permits, we look to start construction before year-end. Timetable would be one year, so by end of 2025,” CREC president Oliver Tan said.
Construction cost is around P6 billion based on industry estimates. The joint venture is looking at a 70-percent project financing and 30-percent equity funding for the project.
CREC signed on June 28 an investment and shareholders agreement with SLGP to jointly develop, build
and operate the solar power plant. SLGP, a unit of San Miguel Global Power Holdings Corp., is engaged in power generation such as the exploration, development and utilization of renewable energy resources. The parties agreed to work and cooperate in the financing, construction, ownership, operation and maintenance of the plant through the subscription to a special purpose entity.
CREC will initially own 49 percent and SGLP will take 51 percent of the total issued and subscribed capital stock of the joint venture company. CREC said that upon reaching the construction phase, it would subscribe to additional shares, resulting in an ownership split of 50 percent each between CREC and SGLP. Alena Mae S. Flores

(DTI) Secretary Alfredo Pascual commended the First Philippine Industrial Park (FPIP) for its significant contribution to the industrial growth and economic development.
Pascual emphasized FPIP’s role as a hub for innovation, productivity and job creation during his visit on July 17, 2024, highlighting its alignment with the national goals for sustainable economic development.
“We at the DTI laud the park’s focus on fostering the growth of exportoriented industries, particularly those engaged in light to medium non-polluting manufacturing, which aligns with our national goals for sustainable economic development,” said Pascual.
FPIP, a PEZA-registered zone since 1996, houses over 150 locators and generates an average of $3.5 billion in annual export sales.
Pascual acknowledged the park’s success in attracting major players like Brother, Canon and Nestlé due to its strategic location, world-class infrastructure and sustainable practices. The DTI’s collaboration with FPIP’s industrial business group has been instrumental in identifying and promoting prime investment locations, boosting the Philippines’ position as an attractive investment destination.

“The newly planted mines are estimated to number in the tens of thousands,” it added. During the months-long effort to strengthen defenses along the demilitarized zone -- already one of the most heavily mined areas in the world -- there have been at least 10 instances where mines exploded, resulting in “multiple casualties” among the soldiers, the ministry said.
North Korean soldiers mobilized for this effort have been living under “inadequate barracks conditions without weekends or change of duty, working 12 to 13 hours a day on average,” the ministry noted.
A photo released by the ministry showed three soldiers carrying what appeared to be wooden boxes, which the ministry identified as landmines. Another photo showed a group of soldiers carrying an injured comrade on a stretcher.

COUNTRY music has intrigued Filipino musicians like me who see it as that genre you wish you could perform but you’re too far to have known it by heart, having been born and raised thousands of miles away from the daily grind of American life. For this same reason, I would be amazed each time I hear someone or a band playing country music.
Here in Southern California, I am significantly exposed to country music on the radio whether on the road or in some establishment. Occasionally, I would witness a few acts playing live country music.
I was privileged enough to watch the cover band Country Nation while recently celebrating the Fourth of July at a spacious park in the city of Anaheim. The group’s song choices are interesting as they play songs like “Pink Cadillac,” an original by Bruce Springsteen, and “Jolene,” a classic by Dolly Parton and one of the greatest country songs of all time. The band having two lead vocalists Tommy “Buck” George and Stacey Anne makes them a more engaging act, sexier if you must say.
I watched them again just a week later at the Roosevelt Bowl in Perris Hill Park in San Bernardino. They performed as part of the city’s Sizzlin’ Summer Nights Concert Series. This time around I got to talk to Buck before their set and our short conversation felt like I got deeper into country music more than I ever could by reading about it.
“Country music is folk, all of it. It’s all about people’s relationships. I love rock and pop and relatively all kinds of music but country music to me fits like a glove,” said Buck who writes his songs, a couple of which earned radio airplay at some point in his run.

Buck explained, “Every audience is different. Sometimes you think they’re not into it but they
are. Not everybody goes to the movies and screams at the screen. Some people are quiet. I think our audience usually finds us. I don’t think I ever have to find an audience. They will find us.”
That’s certainly true. I discovered them by chance.
The fact that their repertoire is filled with popular songs rendered beautifully thanks to their gift of playing and connecting with the crowd would easily attract even perfect strangers to what they offer. Hearing Buck and Stacey vocally blending as they repeat Jolene’s name over and over sounds suave to the ear and presents Country Nation as a superior entertainer.
The band leader who looks and acts the part with such bravura, pointed out, “The explosion of female empowerment created better jobs for women and provided an opportunity for artists as well. It’s great when I see female voices in the country genre. Taylor Swift started as a country singer. Having a girl singer is a natural progression for the band.”
Buck, as a little kid playing with toy cars and trucks, recalls her mother, a woman who came from Portugal, listening to country music to learn more about the English language. Country Nation, formed in

Asked about his originals, Buck said, “I’m thinking of coming back to that, maybe. Let’s see. I write songs all the time. When you are doing your stuff you have to find an audience as opposed to them finding you.”
One thing about Buck and the rest of the Country Nation, apart from being appreciative of other musicians, he understands the essence of being one. He has none of that angst and foolish pride. He shared, “It’s not easy but it’s lovely. I’m not gonna say it’s rewarding any other way. You could have money but you are sad. You could have no money but you are happy. Money and fame are not the yardstick of happiness. It’s love and surrounding yourself with people you love, having friends, and loving what you do.”

ACTOR and host Luis Manzano and singer-songwriter Jayda have teamed up in a video to make fun of the one thing they have in common—being a nepo baby.
Following a trend that involves someone introducing themselves along with what people assume about them, the pair took turns saying what people have been telling them as children of wellknown figures in the industry.
“I’m a nepo baby, of course, lagi akong tinatanong kung kanino ako nagmana ,” said Jayda.
“I’m a nepo baby, of course, sinasakyan ko lang ang kasikatan ng magulang ko ,” said Luis.

While Luis joked about how he became famous despite not having any talent, Jayda further shared how people believe that being a nepo baby made it easy to enter the industry.
“We’re nepo babies, of course, wala kaming choice sa mga magulang namin ,” said Jayda towards the end of the video. A nepo baby, or nepotism baby, is a term usually given to people whose parents took similar careers to them. This often leads to the assumption that such people easily get into their respective careers simply because of the success of their parents.

THE Philippine Madrigal Singers celebrates its 60th year, continuing its mission to serve humanity through music.
Founded in 1963 by National Artist for Music Andrea O. Veneracion, the choir began after her postgraduate studies in Indiana, where she encountered madrigals, a genre popular in the 15th and 16th centuries. Inspired by the challenge, she brought this genre to the Philippines, forming the UP Madrigal Singers at the University of the Philippines.
The group brought an unusual composition of singers. Yes, there were male and female members of course, but assorted in the form of ‘quartets’. Shaped in a semi-circle, the conductor herself sat at the leftmost end. They, then, had to be conscious of one another every time they sang.
Bernadette de Leon , a member in the 1960s, recalled how much hard work had to be exerted in their early years.
“We had to meet at lunchtime to copy our lines by hand, there were no photocopy machines back in those days,” she says in a short conversation.
The setting also doubled her efforts in rehearsing with an unconventional setup.
Bernie, as amiably called by her peers, was part of the batch that sang at the Second International Choral Festival in New York. While they
were known for their thunderous, roaring applause, it came too suddenly for the group. It was the week when former US President Dwight David Eisenhower passed away. As such, Ma’am OA found it fitting to perform a more somber piece – “Randall.”
Thompson’s Alleluia – in paying tribute. After they sang their “Amen,” silence was in place, but not for long. Cheers and acclaim soon followed. The rest, as they say, was history.
Ma’am OA, as the conductress was fondly called, is known by her strict guidance of the Madz during her tenure. This is summed up in an interview by the CCP; “I don’t care if you are a good singer, or you’re the best singer I have. You have to attend rehearsals kasi that’s the only thing that will keep us together.”
Robert Delgado, who sang with the group in its famed 1989 batch, remembered the need to juggle his time between his studies, the group, and his other endeavors. Apart from the usual, thrice-a-week, two-hourlong rehearsals, he also had to be with the Madz in events organized by the CCP, concerts and private engagements, as well as state dinners and international tours that are usually held every year.
Indeed, there was never a year that they weren’t laid back as they set out to perform and sing.
Delgado would later be known for his arrangements of popular songs. Among his classic pieces was his take on “Bituing Walang Ningning,” originally penned by Willy Cruz. Through his artistic flair, he uses them to build an “imagined community” as he calls
that would unite choirs in harmony.
Today, he holds his online courses that would uplift aspiring arrangers to make more music, apart from his exhibition of the Robert Delgado Choral Festival.
The Madz is widely known for its wins in various competitions. They were the first choir to win the European Grand Prix twice in 1997 and 2007. Among them is Mark Carpio . A tenor since 1992, he considered himself to be a ‘diehard fan’ since his early years at UP College of Music. He got to sing with distinguished tenors which developed his voice. Later, he became a soloist. More than the limelight, however, he recounts that all of them were trained the same way by Ma’am OA. He was even part of a committee that would select her successor as she retired in 2001. All of them were poised to be one – to sit at the end of that circle.
As it turned out, it would be him. Now, sir Mark is at the end of the semi-circle, still singing with them as its choirmaster for twenty-three years and counting.
The legacy of the Madz, then and now, remains strong and steadfast in its desire to ‘sing from the heart’. They remain committed to sharing their desires for the greater good through their harmonies. For as long as they continue to sing and make music together, they’ll be able to share the vision, once dreamed by Ma’am OA, now in full fruition – the vision of a “singing Philippines.”

Oftentimes, people with coughs who do not feel any other symptoms tend to leave it be and wait for it to resolve itself. However, experts have come to notice how coughs have progressively become worse in recent times.
