SENATE TEAM NABS GUO’S ACCOUNTANT

4 TEAMS STILL TRACKING DOWN GUO, SIX OTHERS WITH LINKS TO POGOS

HE Senate has arrested Nancy Gamo, the accountant of suspended Bamban Mayor Alice Guo, on Saturday.

The arrest came hours after the Senate deployed four teams to serve arrest warrants against Guo, who was cited in contempt after she failed to appear at hearings in connection with the ongoing probe on illegal POGOs, and six other individuals, including Gamo.

The tracker teams, however, failed to locate Guo and the six other individuals.

The arrest order covered five of the mayor’s family members -- her biological parents Wenyi Lin and Jian Zhong Guo, her brothers Seimen Guo and Wesley Guo and sister Shiela Guo -- as well as the former head of the now defunct Technology and Livelihood Resource Center Dennis Cunanan. Gamo underwent a medical

checkup after she was brought to the Senate where she will stay pending the resumption of the hearing on the illegal activities of POGOs.

Gamo was reported to be in good medical condition after she was nabbed at about past 1 p.m.

One of the tracker teams from Office of the Senate Sergeant at Arms (OSAA), which was accompanied by a police contingent, failed to find Mayor Guo at her given address at the QJJ Farm in Bamban.

Two teams went to a garment factory in Marilao, Bulacan but failed to serve the warrant to Wesley, Shiela and Seimen Guo. The teams were also barred entry from yhe garments factory

THE government has launched its nationwide rice price monitoring to assess the impact of the rice tariff reduction across the entire supply chain, from importers to retailers. The Department of Trade and Industry and the Department of Agriculture teamed up for the extensive price monitoring initiative, which covers a wide range of retail

markets, including supermarkets, hypermarkets, and grocery stores under the DTI’s jurisdiction, as well as wet markets under the DA.

“These data-driven reports will inform policymakers’ decisions to ensure stable rice supply, distribution, and pricing,” said Trade Secretary Alfredo Pascual, who also chairs the National Price Coordinating Council (NPCC).

Pascual said the DTI would remain steadfast in the rigorous

identified with the Guos in Valenzuela City.

A separate team also failed to locate Cunanan.

The mayor failed to attend the June 26 and July 10 hearings of the Committee on Women, Children, Family Relations and Gender Equality chaired by Senator Risa Hontiveros.

“Their testimony is critical so they need to attend,” Hontiveros said.

Hontiveros said the eight were ordered to appear before her committee on July 29.

Guo’s legal counsel, Stephen David, said she will surrender when her mental state is stable, adding that his client is already consulting with a doctor.

Guo’s lawyers filed a petition for certiorari before the Supreme Court Wednesday to block the invitations and subpoena of the Senate panel.

The suspended mayor also asked the high court to direct the Senate committee to desist from inviting her to attend the hearing.

Her lawyers said Guo has already been tagged as a “spy” and “POGO operator” during the hearings.

“Her Constitutionally

guaranteed freedoms and rights have been repeatedly violated, ignored, and/or disregarded,” Guo’s lawyers said.

The arrest warrants came a few days after the Court of Appeals issued a freeze order on the assets of Guo and other key individuals linked to illegal POGOs.

Key individuals covered by the freeze order include Zhiyang Huang and Baoying Lin, who are suspected of orchestrating human trafficking and fraudulent activities through entities such as Zun Yuan Technology Inc., BAOFU Land Development Inc., and Hongsheng Gaming Technology Inc.

Hontiveros also directed the OSAA to serve subpoenas to the following individuals who were likewise ordered to appear before the Senate: Jaimielyn S. Cruz, Roderick Paul B. Pujante, Juan Miguel Alpa, Katherine Cassandra Li Ong, Alberto Rodulfo De La Serna, Ronelyn B. Baterna, Michael Bryce B. Mascarenas, Stephanie B. Mascarenas, Rodrigo A. Bande, Jing Gu, Xiang Tan, Daniel Salcedo Jr., Chona A. Alejandre, Duanren Wu, Marion Ryan O. Chua, Julian M. Linsangan III, Josefina Mascarenas, and Edwin C. Ang.

SENATOR Sherwin Gatchalian is seeking a probe on the proliferation of fake birth certificates and other government IDs being sold at P300,000 each.

He raised the alarm on the racket which he said has produced “200 Alice Guos” – a term he used to describe Chinese nationals who have obtained falsified birth certificates in Santa Cruz, Davao del Sur between 2018 and 2019.

“Syndicates may be behind the proliferation of fake birth certificates as well as the apparent abuse of the late birth registration system,” said Gatchalian, who filed Senate Resolution 1053 seeking an investigation on the illegal practice.

“In effect, you have 200 Alice Guos,” he said, in reference to suspended Bamban Mayor Alice Guo whose nationality is being questioned.

He said the racket was discovered after a Chinese national attempted to apply for a Philippine passport, but could not speak Tagalog when he was interviewed by Department of Foreign Affairs personnel.

On Tuesday, Hengson Lemosnero, originally identified by the National Bureau of Investigation as Hanlin Qiu, was apprehended at the DFA office in Davao City. He is reportedly one of the 200 Chinese nationals who acquired falsified birth certificates from Davao del Sur.

During the Senate deliberations on the Philippine Statistics Authority’s 2024 budget, it was disclosed that at least 308 fake birth certificates were used for Philippine passport applications from January to September 2023. Six of these birth certificates belonged to foreign nationals who were issued Philippine passports.

The DFA also disclosed that foreign nationals often pretend to be Filipinos by presenting authentic birth certificates and valid government-issued IDs.

Initially, 10 Kadiwa centers in Metro Manila and Bulacan participated in the program that would run every Friday, Saturday, and Sunday.

“We appeal to beneficiaries not to take advantage of this program by reselling the P29

rice from Kadiwa centers. We want to ensure that the largest number of those in the vulnerable sectors will benefit from this program of President Bongbong Marcos,” DA Secretary Francisco Tiu Laurel said. During the trial, Kadiwa will prepare booklets to track rice purchases of P29 per kilo of rice beneficiaries that include senior citizens, single parents, persons with disabilities, and recipients of the government’s 4Ps program.

FRANCE  could become the fourth country with which the Philippines enters into a Visiting Forces Agreement (VFA) type of pact following Japan, as both nations seek to strengthen their defense cooperation.

The official visit of  France  Minister of Armed Force Sebastien Lecornu and his meeting with Defense Secretary Gilbert Teodoro in December 2023 resulted in a letter of intent to establish a “stronger defense partnership in all areas of strategic training and industrial domains.”

French Ambassador to the Philippines Marie Fontanel said that while both parties have not yet committed to any specific timeline, the possibility of a first draft for  France  might happen in September 2024.

“France  and the Philippines [also] met in Paris in May, late May. I think it was the fourth joint committee on defense cooperation. And both parties agreed on the process, and the agreement was that  France  would be the one to start writing

the first draft of a VFA,” Fontanel recounted.

“They agreed that  France  would take the pen to write the first draft. And I think they did not commit to any specific timing, but maybe by September, autumn period,  France  will be in a position to issue the first draft. And that would be then possibly the start of discussion between the Philippines and  France  on the French draft,” she added. Fontanel congratulated the Philippines and Japan for concluding a successful Reciprocal Access Agreement (RAA) for a short span of time. She expressed the same confidence for a possible VFA-type of agreement with the Philippines. In a related development, China remained firm in disregarding the legality of the 2016 arbitral ruling

that upheld the Philippines’ exclusive economic zone in the South China Sea, calling the verdict was “illegal” and  “invalid.”

The spokesperson of the China Embassy in the  Philippines claimed that Manila was joining other countries in “ganging up” against China over the maritime row between the two countries, GMA News reported.

“To cling to this position and the arbitral award will get the Philippines  nowhere but farther and farther away from the right path,” the Chinese Embassy stated.

International think tank  Stratbase  ADR Institute meanwhile is calling for more joint patrols in the West Philippine Sea between the Philippines and like-minded countries, amid continuous illegal and aggressive actions of China in the area.

Stratbase  President Professor Dindo Manhit urged like-minded countries to “reinforce cooperation and elevate partnerships by conducting joint patrols and military exercises”.

Among the countries that reaffirmed their support for the

award during the conference were Australia, Canada, France, Japan, and the United States. Also present were the ambassadors of Austria, Bangladesh, the European Union, Germany, Greece, New Zealand, Norway, Poland, Romania, and Vietnam, and representatives from Brunei, Cyprus, Czech Republic, Indonesia, Ireland, Italy, Netherlands, Singapore, Spain, Switzerland, and the United Kingdom. Manhit emphasized the importance of the arbitral ruling and cooperation with like-minded states amid China’s continuous aggression in the West Philippine Sea.

“This year, we witnessed actions – the most aggressive by far -performed against our fellow Filipinos at sea. Our troops, fisherfolk, and vessels encountered several attempts to block rotation and reprovision missions, numerous occasions of firing of water cannons, and an alarming number of collisions and near-collisions… Our boats may be damaged, and our lives may continuously be at risk, but our will to defend the West Philippine Sea has never been stronger,” Manhit said.

NIA WILL NEED AT LEAST P200B YEARLY TO FUND IRRIGATION PROJECTS ACROSS THE COUNTRY

THE National Irrigation Administration (NIA) will need at least a P200 billion budget annually for its irrigation projects to ensure food security in the country.

NIA Administrator Eddie Guillen further said that the P200-billion budget would fund “short to longterm projects of the agency such as the construction of high dams, restoration projects, solar pump irrigation initiatives, and water impounding projects.”

The NIA chief, quoted by GMA

News, disclosed that the agency already proposed P200 billion to the Department of Budget and Management (DBM) for next year’s budget.

However, Guillen said the DBM only approved P42 billion due to limited fiscal space.

The official nevertheless expressed confidence that Congress will help the agency receive a bigger allocation once the budget deliberations for the P6.352-trillion proposed national expenditure plan begin.

The DBM is targeting to submit to

1,329 MMDA PERSONNEL SET FOR DEPLOYMENT TO AID IN TRAFFIC DURING SONA

THE Metropolitan Manila Development Authority (MMDA) will deploy 1,329 personnel during the third  State of the Nation Address (SONA) of President Ferdinand Marcos Jr., MMDA Special Events chief Emmanuel Miro on Saturday said. In a news forum in Quezon City, Miro said the MMDA personnel would help in aiding the traffic situation during the  SONA.” This includes handling traffic, managing parking, clearing operations, and our technical team who will monitor the highways,” Miro said.

Traffic measures will be implemented in key Quezon City areas, including Luzon Avenue, Tandang Sora, and Ever Gotesco, which will conduct road and sidewalk clearing along the highways

leading to the Batasang Pambansa Complex.

Miro said that a final coordination meeting with Congress, the Senate, and the Office of the President is scheduled, along with a meeting with the National Capital Region Police Office (NCRPO) to finalize security plans and deployments.

Moreover, Miro said the security for the President’s third  SONA  on July 22 is already 100 percent ready.

“I’m not the right person for security. But as part of the security interagency, it seems like everything is okay. It looks like we’re a hundred percent good,”Miro said.

Meanwhile, the Philippine National Police (PNP) said it would enforce a single-day gun ban on July 22 as part of its security measures for the President’s third  SONA.

Congress the proposed budget next year a week after the third State of the Nation Address (SONA) of President Ferdinand Marcos Jr. on July 22.

For 2024, the NIA received a P70.22-billion allocation under this year’s General Appropriations Act.

Meanwhile, Guillen said the four high dams —which stand above 75 meters or with a reservoir storage capacity above 60 million cubic meters— are now up for bidding.

The four high dams projects of the NAIA are the following: P8.6 billion

Tumauini River Multipurpose Project (TRMP) in Isabela province; P19 billion Panay River Basin Integrated Development Project (PRBIDP)in Iloilo composed of two the Panay High Dam, the Panay Afterbay Dam; a high line canal; and a floodway component the P22.7 billion Ilocos Norte-Ilocos Sur-Abra Irrigation Project II (INISAIP II) and the P9 billion Ilocos Sur Transbasin Project. Mr. Marcos earlier said he wants the high dams finished by the end of his term in 2028.

the public the government is prepared for La Niña. MMDA Special Events head Emmanuel Miro announced during a Quezon City news forum that the agency is actively clearing waterways across the metropolis.

“Preparation for La Niña is ongoing right now. We are continuously working on clearing our canals, estuaries, and other waterways through our flood control office,” Miro said.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) issued a La Niña Alert on Friday, predicting a 70-percent chance of La Niña forming between August and October and lasting until early 2025. PAGASA warned of increased rainfall, tropical cyclones, floods, and landslides in vulnerable areas. President Ferdinand Marcos Jr. has since confirmed the government is taking necessary steps, with the Department of Energy (DOE) and the Department of Agriculture (DA) already preparing. Charles  Dantes PNP HAILS PBBM DECISION TO VETO BILL SEEKING CHANGES ON POLICE ORG

THE Philippine National Police (PNP) on Saturday expressed its support for President Ferdinand Marcos Jr.’s decision to veto the proposed PNP reform bill.

The bill seeks the institutionalization of offices created by the National Police Commission (Napolcom), such as the Directorial Staff, Area Police Command, and Special Offices, and strengthened National Administrative and Operational Support Units.

In his veto message, Mr. Marcos said the provisions under the bill “run counter to administrative policy and efficiency.”

“The PNP understands the President’s concerns about maintaining fairness and equality in compensation for all officers, as well as avoiding unnecessary bureaucracy and potential security risks,” it said in a statement.

The PNP also assured the public and the administration that the service will carefully consider the President’s observations. “The PNP is committed to working closely with the administration and Congress to develop better legislation that strengthens the police force without any unintended drawbacks,” it added.

NOGRALES BACKS MARCOS ON SHORT COURSES TO BOOST K TO 12 PROGRAM

REP. Fidel Nograles, chair of the House of Representatives Committee on Labor is backing President Ferdinand Marcos, Jr.’s idea of introducing short courses to improve the employability of  K to 12 graduates.

The proposal comes after President Marcos said that ten years after the K to 12 program’s implementation, it was unable to achieve its goal of improving the employability of graduates.

Mr. Marcos also said he discussed the idea of providing mini-courses of three to six months, or even one-year courses with incoming Education Secretary Juan Edgardo Angara.

According to Nograles, the introduction of short courses could be coordinated with the private sector to ensure that these fulfill industry needs.

As this developed, Nograles also hailed as “good news” the results of the Philippine Business for Education’s (PBEd) 2024 Jobs Outlook Study, which showed that four in five employers or 86.6 percent of employers in  in the Philippines are willing to hire K-12 graduates, while 13.4 percent of employers are “not keen on hiring them.” Maricel V. VP’S ‘DESIGNATED SURVIVOR’ REMARK EARNS FLAK FROM HOUSE LEADER

DEPUTY Speaker and Quezon Rep. David    Suarez  has joined a growing number of his colleagues in the House of Representatives in expressing concerns over Vice President Sara Duterte’s recent “designated survivor” remark.

“Offhand, the VP’s statements are not what we expected from someone holding the second highest office in the land,”  Suarez  commented.

Duterte earlier said she would not attend President Ferdinand Marcos Jr.’s State of the Nation Address (SONA), which did not sit

well with young stalwarts of the House of Representatives.

Lawmakers said her remarks about being the ‘designated survivor’ are both inappropriate and “reckless.”

Her statement shows a lack of maturity that he should have as a high government official,” Suarez

added.

Suarez  also expressed his apprehension about the potential implications of VP Duterte’s statement. “It raises a critical question: What are the implications of such a statement for the safety and unity of our government leaders?” the lawmaker pondered.

“Regardless of her intentions, her remark is a reminder of the importance of ensuring the security and safety of the President and other officials in the line of succession,” he emphasized. “Such rhetoric hints at scenarios that are alarming and baseless, sowing unnecessary fear among the public.”

Assistant Majority Leader Paolo Ortega V pointed out the negative

impact of the Vice President’s dramatic framing and emphasized that such remarks can undermine public confidence and unity.

“The Vice President’s absence from the SONA, framed in such a dramatic and fear-inducing manner, does a disservice to the spirit of public service and solidarity. It’s imperative that our leaders demonstrate resolve and composure, especially during national events,” Ortega said.

Rep. Zia Alonto Adiong, chairman of the Ad Hoc Committee on Marawi Rehabilitation and Victims Compensation, said that leaders must be mindful of their words and actions, particularly when discussing critical issues that impact the nation’s safety and stability.

SOLON RAISES URGENCY TO PROBE COMELEC CHIEF’S ALLEGED P1B OFFSHORE ACCOUNTS

WHILE the House of Representatives has not received any resolution for a congressional probe into the alleged ill-gotten wealth of Commission on Elections (Comelec) chair George Garcia, it is imperative that this issue must come to light to protect the credibility of the country’s electoral process.

House Majority Leader Manuel Jose Dalipe made the statement, and expressed confidence that Garcia is fully capable of addressing the issues raised against him

by SAGIP Party-list Rep. Rodante Marcoleta. Marcoleta earlier vowed to file a resolution on the matter.

Citing reliable sources and documentary evidence, Marcoleta earlier accused an unnamed top official of the Comelec of opening offshore bank accounts and receiving up to P120 million from the controversial South Korean firm Miru Systems. Garcia denied he received a bribe from Miru which bagged the P17.99 billion contract for the procurement of a new automated election system (AES) for the 2025

National and Local Elections.

“Given the serious nature of the allegations made by Congressman Marcoleta against Chairman George Garcia, it is imperative that all the issues being raised against him and the reasons why these are being raised must be addressed, especially as we are now entering the election season,” Dalipe, representative of Zamboanga City, said.

“Personally, I think that Chairman Garcia did a good job in signing an absolute waiver for the AMLAC to investigate his alleged offshore accounts, but we still need to get to

the bottom of this issue to remove all doubts about the  COMELEC. This investigation will provide Chairman Garcia the opportunity to answer all accusations, thereby removing any doubts about his credibility and integrity,” Dalipe added.

The Majority Leader highlighted that the credibility of the  COMELEC  is crucial, especially with the 2025 midterm elections fast approaching. Ensuring that the poll body operates with the highest standards of integrity is essential for maintaining public trust in the electoral process, he added.

BASTE DUTERTE SAYS HE’LL STAY IN DAVAO, WON’T RUN FOR SENATOR IN 2025

DAVAO City Mayor Sebastian “Baste” Duterte is not interested in joining the senatorial race in May 2025, denying the claim of his elder sister, Vice President Sara Duterte.

“Wala na sa akong interes, wala na sa akong ambisyon, human ang akong kinabuhi naa diri sa Davao. Mao ni akong gusto, ganahan ko sa dagan… di man perpekto sa akong kinabuhi diri (“I am not interested, that’s not my ambition. My life is here in Davao, this is what I prefer, and I am content with my life here”),” Duterte said in his first Basta Dabawenyo   talk show streamed through his Facebook page.

The mayor, quoted by Mindanews, made the statement when the program host asked if his participation in the Hakbang ng Maisug prayer rallies is meant to “bring clamor for his potential senatorial bid in the 2025 mid-term national elections.”

Former President Rodrigo Duterte has been leading the Maisug rallies held in different parts of the

country, first conducted at the San Pedro Square in the city in January.

Among other reasons, the rallies oppose changing the 1987 Constitution through the people’s initiative and criticize the alleged corruption and abuses of the Marcos Jr. administration, Mindanews reported.

In a media interview in Cagayan de Oro City on June 25, Vice President Duterte claimed the Duterte patriarch and her brothers Paolo (Davao City 1st District representative) and Sebastian are “raring to run” for senator in 2025.

“They are all raring to run. PRRD will run as senator, my elder brother Paolo Duterte will run as senator, Sebastian Duterte will run as senator,” the Vice President said, insisting that “three Dutertes next year, that’s confirmed.”

VP Sara said that Sebastian may even run for President in 2028.

However, the younger Duterte downplayed the possibility of him running for higher positions in the future during the talk show.

DSWD TO WORK CLOSELY WITH CSC, DOH ON TOBACCO DONATIONS

THE Department of Social Welfare and Development (DSWD) said it is committed to work closely with the Civil Service Commission (CSC) and the Department of Health (DOH) to ensure consistency in interpreting existing policies and regulations pertaining to donations from individuals or businesses related to the tobacco industry.

Asst. Secretary Irene Dumlao, who is also the DSWD spokesperson, said the legal opinion issued by the Department of Justice (DOJ) should not be interpreted as promotion of tobacco consumption.

“The DOJ opinion should not be viewed as a promotion for tobacco consumption. We are committed to adhere to the provisions of the CSCDOH Joint Memorandum Circular (JMC) and in our international commitments to the World Health Organization Framework Convention on Tobacco Control (WHO FCTC),” Dumlao said.

The WHO FCTC is the first international treaty negotiated under the auspices of the World Health Organization.  It was adopted by the World Health Assembly on May 21, 2003 and entered into force on February 27, 2005.

CESSNA OVERSHOOTS PLARIDEL RUNWAY, PILOT INJURED—CAAP

A CESSNA 152 aircraft with two persons on board has overshot the end of runway 35 of Plaridel Airport in Bulacan, the Civil Aviation Authority of the Philippines (CAAP) reported on Saturday.

Initial reports showed that the plane (with registration RP-C 5656) had a bumpy landing on runway 17 and continued without slowing down until it reached runway 35. According to CAAP, the aircraft attempted a missed approach but couldn’t do so due to insufficient airspeed. It then collided with the perimeter fence and a nearby residential property.

CAAP stated that the incident happened around 1: 50 p.m. The Aircraft Rescue and Fire Fighting vehicle (ARFF) Plaridel immediately responded and provided assistance to the pilots.

One of the pilots sustained minor injuries, and fortunately, there were no occupants in the house affected.  The CAAP’s Licensing and Certification Department (LCD) and Aircraft Accident Investigation and Inquiry Board (AAIIB) will conduct separate investigations of the incident.

Two months ago, two persons were also hurt after a Cessna C172type aircraft made an emergency landing in La Union. Joel E. Zurbano

LTO TO MOTORISTS: USE ‘AKSYON ON THE SPOT’ TO CLAIM LICENSES

Motorists who have not claimed their plastic-printed driver’s license are urged to make use of the “Aksyon on the Spot” for faster printing.

LTO chief Assistant Secretary Vigor  Mendoza said those who have not claimed the plasticprinted driver’s license scan or take a photo of their paper-printed driver’s license and send it to the Viber platform of the “Aksyon on the Spot.”

“We will immediately print their driver’s license here in the Central Office and we will also give them the option if they want their plastic-printed driver’s license through our accredited courier service,’ said Mendoza.

Based on the consolidated LTO data, only five percent of those affected by the backlog are yet to claim their plastic-printed driver’s license. This prompted Assec Mendoza to appeal to these five percent motorists to claim their plastic-printed driver’s license.

Under the guidance of Department of Transportation Secretary Jaime  Bautista and the leadership Mendoza, the LTO is able to address the millions of backlog on paper-printed driver’s license.

Mendoza also emphasized that no motorists should have a paperprinted driver’s license since the backlog was already addressed.

NOKOR HITS NATO SUMMIT DECLARATION

NORTH Korea has denounced a declaration at a recent NATO summit that condemned Pyongyang’s weapons exports to Russia, calling the document “illegal,” state media said Saturday. In a joint declaration this week, NATO leaders condemned North Korea for “fuelling Russia’s war of aggression against Ukraine,” by “providing direct military support” to Moscow. NATO leaders also voiced “profound concern”over China’s industrial support to Russia.

Pyongyang has repeatedly denied allegations that it is shipping weapons to Moscow, but in June leader Kim Jong Un and Russia’s President Vladimir Putin signed an agreement that included a pledge to come to each other’s military aid if attacked.

Pyongyang’s Korean Central News Agency reported Saturday that the foreign ministry “most strongly denounces and rejects” the NATO declaration.

Citing a ministry spokesman, the agency said the declaration“incites new Cold War and military confrontation on a global scale,”and requires“a new force and mode of counteraction.” AFP

24 EX-DEMOCRATIC SOLONS ASK BIDEN TO WITHDRAW

TWO dozen former congressional Democrats published an open letter Friday urging President Joe Biden to allow other candidates to compete for the party’s presidential nomination ahead of November’s US election.

The move is another blow for the 81-year-old Biden as he seeks to reassure voters that he is fit for office after his tumultuous debate performance in late June against Republican rival Donald Trump.

In the letter, the 24 signees

META

said Biden would “best serve the nation he loves” by releasing delegates who are pledged to vote for him at the Democratic National Convention – which is otherwise set to cement his role as the party’s official nominee – and instead allow others to

compete to lead the ticket.

“We are confident that one or more capable Democratic candidates would step forward. Excitement and optimism would ensue,” read the letter addressed to the “American people” and reported by Politico.

In multiple public appearances this week, Biden has emphasized that he plans to stay in the race and become the Democratic nominee.

However, 19 of the party’s currently serving lawmakers have called on him to bow out of the race due to concerns over his health and mental acuity in the wake of the June 27

debate debacle.

“The President’s integrity and vision are intact. However, the energy and stamina the President needs for a campaign and a next term are diminished,” the letter said.

It added that it was concerned not just about the presidency but also congressional seats sliding into Republican hands.

“If the worst happens and we face another Trump term, the Democrats need at least one house of Congress to protect our liberty and the rule of law from total GOP control of the federal government,” the letter said. AFP

LIFTS RESTRICTIONS ON TRUMP’S FB, INSTAGRAM

META said Friday it was lifting restrictions on US presidential candidate Donald Trump’s Facebook and Instagram accounts, ending measures put in place after his supporters violently stormed the US Capitol in 2021.

It said that “former President Trump, as the nominee of the Republican Party, will no longer be subject to the heightened suspension penalties.”

Trump’s Facebook and Instagram accounts were suspended indefinitely a day after his supporters attacked the US Capitol on January 6, 2021, and it was determined he

ALEC Baldwin’s trial for involuntary manslaughter collapsed in spectacular fashion Friday as a judge found key evidence over a fatal shooting on the set of “Rust” had been withheld from the defense, and dismissed the case.

Judge Mary Marlowe Sommer, presiding over the trial in Santa Fe, New Mexico, said bullets potentially linked to the death of cinematographer Halyna Hutchins that could have been favorable to Baldwin’s case had not been shared with his lawyers by police and prosecutors.

The Hollywood A-lister immediately burst into tears, as the case – which could have seen him sentenced to 18 months in prison if found guilty – was abruptly tossed out in sensational scenes.

“The state’s willful withholding of this information was intentional and deliberate. If this conduct does not rise to the level of bad faith, it certainly comes so near to bad faith as to show signs of scorching prejudice,” said Marlowe Sommer.

“The court concludes that this conduct is highly prejudicial to the defendant.”

Baldwin was holding a gun in the direction of Hutchins during a rehearsal in October 2021 when the weapon fired, killing Hutchins and wounding the film’s director.

It added that US presidential candidates “remain subject to the same Community

MYANMAR rescuers have recovered five bodies, including that of a 12-yearold girl, following a boat accident in commercial hub Yangon, the local fire service said.

The boat sank on Wednesday in the Yangon river after a collision with another vessel, according to local media reports.

Rescuers had recovered five bodies from the river, the fire service said in a statement on its Facebook page late Friday. The bodies of three men, a 16-yearold boy and a 12-year-old girl had been sent to Yangon General Hospital, it said. Boat accidents are common in Myanmar, a poor country with rudimentary transport and weakly enforced safety regulations. In 2016, 73 people, including many teachers and students, drowned when their overloaded vessel capsised in central Myanmar on the Chindwin River. AFP

7 DEAD IN VIETNAM AFTER LANDSLIDE

AT LEAST seven people were found dead in northern Vietnam after a landslide triggered by heavy rain buried the van they were travelling in, state media reports said on Saturday. Northern Vietnam has entered its rainy season, with heavy downpours and flooding making travel along mountain roads treacherous.

The landslide hit the 16-seater van around 4 a.m. local time (2100 GMT) as it drove through Bac Me district in Ha Giang province, state media said. Rescuers had recovered seven bodies, including a boy. Six others were found alive and taken to a nearby hospital, state media said, adding rescuers were searching for those missing.

Photos and videos on state media showed excavators, ambulances and hundreds of rescue workers at the muddy hillside road. Reports said three people travelling in a separate vehicle had been at the site when the landslide hit but their fate was unclear. Ha Giang province

Baldwin’s celebrity lawyer Alex Spiro argued the actor had no responsibility for checking the weapon’s deadly contents and did not know it contained live rounds.

But the defense’s case also rested heavily on discrediting the police investigation.

The“Good Samaritan”was a former police officer and a family friend of Gutierrez, the armorer. He told police the bullets matched the rounds that

And Spiro on Thursday introduced evidence that live bullets potentially linked to the shooting had been handed to police, but not disclosed to Baldwin’s lawyers.

This strategic partnership aims to boost local food production by 50 percent above the national average, improve farmers’ livelihoods, and promote sustainability.

SariSuki will leverage its vertically integrated supply chain expertise to manage all stages of production, from cultivation to distribution, while ACEN will provide land for farming, starting with its Ilocos Norte wind farms.

The collaboration focuses on responsible land use, empowering

farmers with training and modern tools, and ensuring efficient market access.

The initial phase in Ilocos Norte will cultivate various crops, including high-demand produce and potential exports like ube and pineapple.

Farmers will receive training to become “agripreneurs” and adopt modern farming techniques.

The initiative not only addresses the pressing issue of food insecurity but also contributes to sustainable development by promoting responsible land use and empowering local communities.

The program’s success in Ilocos Norte will pave the way for its expansion to other ACEN project sites across the Philippines, creating a lasting impact on the country’s agricultural landscape.

AI-DRIVEN HEALTHCARE SOLUTIONS TO DEMOCRATIZE ACCESS

N THE face of personal tragedy, innovation often finds a way to progress. For Angelo Antonio Buendia, founder of Advanced Abilities, the loss of his younger brother to liver cancer in 2016 sparked a relentless pursuit of early detection and preventive care technologies.

“It was a major blow to our family,” Buendia said, “and it made me realize the importance of early detection in saving lives. I knew I had to do something to help others avoid the same fate.”

This profound experience ignited a passion in Buendia, leading him to explore how to combine artificial intelligence (AI) and medical devices. He sought out pioneers in AI technology, eager to uncover solutions that could identify diseases like Hepatitis B, the silent killer that had claimed his brother’s life.

Buendia’s quest for innovation started as early as 2018, about the time when he founded Advanced Abilities, initially focusing on software development for his insurance business.

Frustrations with third-party developers fueled his desire to create tailored solutions that met the specific needs of his industry. This foray into IT laid the foundation for the company’s future endeavors.

Fast forward to today, Advanced Abilities has blossomed into a multifaceted tech company with a diverse portfolio of software applications, partnerships, and in-house developments.

Revolutionizing Healthcare through Technology

Their latest offerings include an OFW platform, an insurance marketplace, and a groundbreaking suite of smart tech solutions. The AI Smart Scan, a portable AI-driven X-ray system capable of rapidly detecting 32 different pathologies, including tuberculosis, is a modern device for early disease detection.

Developed in collaboration with medical professionals and DeepTek, a leading medical imaging AI company, the Smart Scan has the potential to transform diagnostic capabilities in resource-limited settings.

“Our goal is to democratize access to high-quality

healthcare by leveraging AI,” Buendia explained.

Further, Advance Abilities has partnered with an Israeli company, EFA Technologies, to introduce a portable complete blood count (CBC) machine that promises to revolutionize blood diagnostics.

It has also forged alliances with companies specializing in AI-powered mammogram analysis, further expanding its reach in the realm of preventive healthcare.

“We believe that AI has the power to transform healthcare, and we are constantly seeking out new ways to apply this technology to improve patient outcomes,” said Buendia.

Beyond Healthcare and Towards a Tech-Driven Future

Beyond healthcare, Advanced Abilities has expanded into other sectors, including insurance, OFW welfare, and e-commerce. Their online insurance brokerage marketplace, Policymate, provides a convenient platform for consumers to compare and purchase insurance products.

Their Advanced eSIM solution, developed in partnership with a British company, offers travelers seamless connectivity and data roaming capabilities.

Buendia’s unwavering belief in automation and collaboration has been a driving force behind Advanced Abilities’ success. He emphasized the importance of working together with partners who share his vision of leveraging technology to improve lives.

“Collaboration is key to innovation,” he said, noting that overcoming resistance to new technologies, especially in the healthcare sector, required persistence and education.

Concerns about AI replacing human expertise were met with assurances that these tools are designed to augment, not supplant, healthcare professionals.

“AI is not here to replace doctors, but to empower them with better tools to make informed decisions,” Buendia emphasized.

Looking to the future, Advanced Abilities is actively expanding its operations, hiring and training personnel to meet the growing demand for their innovative solutions.

It is also exploring opportunities to collaborate with local government units (LGUs) and modernize their healthcare systems.

“We are excited about the possibilities that lie ahead. We believe that technology can help us create a healthier and more

LOCAL CEMENT FIRM AWARDED FIRST DOBID CERTIFICATE OF PREFERENCE

REPUBLIC Cement, a leading building materials manufacturer in the Philippines, was recognized as the first cement company in the country to receive Domestic Bidder’s (DoBid) Certificates of Preference from the Department of Trade and Industry (DTI).

“With this, we can continue supporting the Philippine economy through the many jobs we create and maintain, sustaining livelihoods and building thriving communities. We fully support the Philippine government in their thrust to supporting locals,” said Republic Cement vice president for Strategy Reinier Dizon, adding that the company is very proud to be the first cement company to be DoBid certified.

The DoBid certification covers a range of Republic Cement’s popular brands, including Republic, Republic

Portland Plus, Fortune, Rapidset, Rapridest PlusS, Wallmaster, and Kapit-Balay Masonry.

The certification assures consumers and government contractors that they are using locally manufactured cement compliant with the Tatak Pinoy Law, which promotes the use of Philippine-made products.

The certification helps with the government’s push to promote local products for a brighter economic future.

DTI undersecretary Rafaelita Aldaba stressed the importance of the manufacturing sector under the Tatak Pinoy initiative and encouraged local companies to apply for DoBid certification to expand their market reach and competitiveness.

“It is through private sector partnerships such as this that we are truly able to achieve the objectives of our Tatak Pinoy mission,” she said.

HONDA’S E:HEV TECH EXPLAINED

HONDA Cars Philippines has introduced its groundbreaking e:HEV hybrid system to the local market not too long ago. Launched with the RS variant of the All-New CR-V in September 2023, the e:HEV technology is a game-changer, boasting impressive performance and environmental benefits.

At the heart of the e:HEV system is a powerful combination of two electric motors – the Traction Motor and the Generator Motor – which together deliver 184 PS and 335 Nm of torque. This electrified powertrain is mated to a new 2.0-liter Direct Injection Atkinson Cycle engine, providing an additional 148 PS and 183 Nm of torque. The seamless integration of the electric and gasoline components allows the e:HEV to achieve outstanding driving pleasure and exceptional environmental performance.

The e:HEV’s intelligence shines through its three distinct driving modes: EV Drive Mode, Hybrid Drive Mode, and Engine Drive Mode. In EV Drive Mode, the vehicle runs solely on battery power, offering a quiet and emissions-free driving experience. In Hybrid Drive Mode, the engine primarily acts as a generator, supplying power to the battery and/or traction motor. Engine Drive Mode utilizes the gasoline engine as the main power source. This smooth and seamless transition between modes allows the system to optimize power delivery and fuel efficiency for various driving conditions, creating a more comfortable

experience for both the driver and passengers.

One of the standout features of the e:HEV is its selfcharging capability. The system’s regenerative braking and traction motor can harvest energy from braking and deceleration, recovering friction losses and extending the car’s electric driving range. The engine can also act as a generator, keeping the battery primed for action and further optimizing fuel economy.

By introducing the e:HEV hybrid system in the Philippines, Honda Cars Philippines is taking a significant step towards its global goal of carbon neutrality through zero environmental impact by 2050. This innovative technology not only delivers

outstanding performance and efficiency but also showcases the company’s commitment to a more sustainable future for mobility.

CAN DOGS EAT PAN DE SAL?

PAN DE SAL , a beloved Filipino bread roll, holds a special place in many households. Known for its slightly sweet taste and soft texture, pan de sal is a staple in Filipino breakfasts and snacks. Given its popularity, it is natural for dog owners to wonder if it is safe to share this treat with their furry companions. While pan de sal is not toxic to dogs, there are several factors to consider before offering this bread to your pet.

Nutritional Content of Pan de Sal Pan de sal is typically made from flour, water, sugar, yeast, and salt. Some recipes may include milk or butter for added flavor and texture. Here is a closer look at a typical bread’s nutritional components from Dr. Sandra Burke in the “Is Bread Safe for Dogs? Understanding the Risk” published in the American Pet Society website:

1. Flour: The primary ingredient, usually wheat flour, provides carbohydrates which are a source of energy. However, dogs have different carbohydrate needs compared to humans and too many carbs can lead to weight gain.

2. Sugar: Sugar is added to give it sweetness. While a small amount of sugar is not harmful to dogs, excessive sugar intake can lead to obesity, dental problems, and even diabetes over time.

3. Yeast: Yeast helps the dough rise and gives the bread a fluffy texture. Once baked, yeast is harmless, but raw yeast can be dangerous for dogs if ingested, as it can ferment in their stomachs and produce toxic levels of ethanol.

4. Salt: Salt enhances flavor but too much salt can be harmful to dogs, leading to dehydration and, in severe cases, salt poisoning.

5. Milk and Butter: Some recipes include dairy products which are generally safe for dogs in small amounts unless they are lactose intolerant.

Potential Risks of Feeding Pan de Sal to Dogs

While the individual ingredients in pan de sal are not toxic, there are potential risks associated with feeding it to dogs:

1. Excessive Calories and Weight Gain: Pan de sal is calorie-dense due to its carbohydrate and sugar content. Regular consumption can contribute to obesity, which is a risk factor for many health issues including arthritis, heart disease, and

diabetes.

2. Digestive Issues: Dogs’ digestive systems are not designed to handle large amounts of bread. Consuming pan de sal can lead to gastrointestinal upset, including symptoms like bloating, gas, and diarrhea.

3. Allergies and Sensitivities: Some dogs may have allergies to wheat or gluten. Symptoms of food allergies in dogs include itching, ear infections, and gastrointestinal issues.

4. Salt Content: High salt intake can lead to increased thirst and urination, and in severe cases, salt poisoning which manifests as vomiting, diarrhea, tremors, and seizures.

Guidelines for Feeding Pan de Sal to Dogs

Burke stressed that if you decide to give your dog pan de sal, it is important to do so in moderation and to follow these guidelines:

1. Small Portions: Offer only a small piece of pan de sal as an occasional treat. This minimizes the risk of overloading your dog with unnecessary calories and sugar.

2. Check for Additives: Ensure that the pan de sal does not contain any harmful additives like xylitol (a sugar substitute that is toxic to dogs), raisins, chocolate, or other ingredients that could be harmful to your pet.

3. Observe Your Dog: After giving your dog a small piece of pan de sal, monitor them for any adverse reactions such as vomiting, diarrhea, or signs of an allergic reaction. If any symptom is observed, discontinue feeding and consult your veterinarian.

4. Balance Their Diet: Remember that treats should not make up more than 10 percent of your dog’s daily caloric intake. The majority of their diet should come from balanced, nutritionally complete dog food.

5. Consult Your Veterinarian: Before intro-

ducing any new human food into your dog’s diet, it is always a good idea to consult your veterinarian, especially if your dog has pre-existing health conditions or dietary restrictions.

Alternatives to Pan de Sal

If you are looking for safe and healthy treats to share with your dog, consider these alternatives:

1. Vegetables: Carrots, green beans, and cucumber slices are low-calorie, nutritious treats.

2. Fruits: Apples (without seeds), blueberries, and watermelon (without seeds) can be refreshing and healthy options.

3. Commercial Dog Treats: There are many dog treats available in the market that are specifically formulated to meet the nutritional needs of dogs.

4. Homemade Dog Treats: You can make

homemade treats using dog-friendly ingredients like pumpkin, and sweet potatoes. While pan de sal is not toxic to dogs, it is not an ideal treat due to its high carbohydrate, sugar, and salt content. If you choose to share pan de sal with your dog, do so sparingly and keep an eye out for any adverse reactions. Always prioritize a balanced diet tailored to your dog’s specific nutritional needs. By making informed decisions about what food to share, you can ensure your pet stays healthy and happy.

HOW TO KNOW IF YOUR CAT TRULY LOVES YOU

Last of two parts

Meowing and Vocalizations

Cats use meowing primarily to communicate with humans, and different types of meows can indicate various emotions and needs. A short, quiet meow can be a greeting, while longer, drawn-out meows may signal that they want attention or are hungry. Tshash notes that owners often learn to discern their cat’s mood based on the tone and pitch of their meows, indicating a form of affectionate communication.

Purring: A Multifaceted Signal

Purring is commonly associated with a cat’s contentment, but it can also indicate other states such as nervousness or even pain. When accompanied by relaxed body language, such as laying in your lap, purring is a strong sign of affection and trust. Both Grzyb and Tshash emphasize that a cat purring while resting on you is expressing comfort and happiness.

Greeting You at the Door

A cat that greets you at the door is displaying a behavior similar to dogs. This welcoming gesture often includes walking between your legs and curling their tail around you. According to Grzyb, this behavior shows that your cat missed you and is happy to see you. It can also be a

signal for attention to their needs, such as food, water, or a clean litter box.

Following You Around

If a feline companion consistently accompanies you as you move from one area to another, it may signify their appreciation of your presence and desire to remain in close proximity. According to Grzyb, this conduct is indicative of a bond of trust and affection. This conduct is akin to the welcoming gestures of a cat, however, it encompasses a continued proximity to you throughout the day.

Tail Language

Cats use their tails to express a range of emotions. A content cat will hold their tail upright with a slight hook at the tip, indicating they are happy and confident. A slowly wagging tail that touches you is another sign of affection. Tshash explains that a tail held high is a sign of a happy and affectionate cat.

Bringing You Presents

Although it might be unpleasant, a cat bringing you a dead mouse or other prey is a sign of love. This behavior stems from their hunting instincts and is their way of sharing their success with you. Grzyb notes that cats will also bring toys as a substitute for live prey, showing their affection through this gesture.

Sleeping Near You

Selecting to sleep near you is a positive indication of trust and affection from your cat. Cats are in a vulnerable state when they sleep, so choosing you as their sleeping companion signifies a sense of safety and security. Even if they rest just out of arm's reach, they are showing their trust in your care and protection.

Strengthening the Bond

To ensure your cat continues to show affection, it is important to engage in behaviors that strengthen your bond. Daily playtime with toys such as ribbon wands or laser pointers can help. Grzyb recommends consistent, predictable interactions to build trust and associate you with positive experiences.

While cats may not express their love as overtly as dogs, they have their own unique ways of showing affection. By paying attention to their body language, vocalizations, and behaviors, you can understand the depth of your cat’s love and build a stronger bond with them. As both Katie Grzyb and Mustafa Tshash highlight, recognizing these signs can lead to a rewarding and affectionate relationship with your feline friend.

Carrots and cucumber are healthy alternatives to pandesal if you want to give treats to your dog.
Dogs can eat pan de sal in moderation, as it is generally safe for them to consume. However, bread should not be a significant part of their diet, as it offers little nutritional value. Make sure that the pan de sal has no raisins, chocolates, xylitol and other ingredients that are toxic to dogs.

MANG INASAL LAUNCHES NEWLY-IMPROVED, JUICIER PORK BBQ

FOR Filipinos, there's something magical about BBQ— the aroma, the sound of sizzling meat, and the unique flavors of marinades all coming together.

"Inihaw” has become a vital part of every Filipino celebration. From birthdays to festivals, every Filipino family’s table has its version of grilled meat, whether it's fish, chicken, squid, or pork.

This has always been the mantra of the fast-food chain Mang Inasal—to be part of every Filipino’s milestone.

Known for its flavorful grilled chicken, Mang Inasal celebrated its 20th anniversary last year. Mang Inasal President Mike V. Castro told Manila Standard Cravings that Filipinos have patronized their products over the years.

“Siguro dahil nahuli namin ang panlasang Pilipino. You know where you can get the delicious Chicken Inasal, the tasty Pork Barbecue. Then after eating, it's perfect to have the Halo-halo or Crema de Leche as desserts. For merienda, you can have the Pork Palabok or you can have the Empanada," Castro said.

"And all of that, when combined, that's why we call it a fiesta. The simple joys of a Filipino family are satisfied by Mang Inasal. That's why we are so happy that we are supported by the Filipino families,” he added.

To further strengthen its commitment to delivering high-quality grilled food, Mang Inasal launched its newlyimproved pork BBQ, alongside the an-

When asked what was the difference between the new pork BBQ and its previous version, Castro said: “Pork barbecue was already a part of Mang Inasal’s menu but what we did the past few months was we improved its juiciness and tenderness.”

“So now, when you try Mang Inasal [pork BBQ], you will taste its smokysweet flavor. At the same time, as soon as you take it off the stick, you won't

10 YEARS STRONG: MONTH-LONG CELEBRATION AT MARCO POLO ORTIGAS MANILA

ARCO Polo Ortigas Manila, the Philippines’ first sky hotel, is marking its 10th anniversary with a month-long celebration of moments that deliver the brand’s renowned world-class hospitality standard.

“The past decade has been a most extraordinary journey for us, and we are immensely grateful to our supportive stakeholders—our hardworking team, reliable public and private partners, and our esteemed patrons—for being with us through the years,” said Resident Manager Olivier Foucke.

“It is humbling to have grown with Pasig City and its Ortigas Central Business District community, and we remain committed to our mission to reimagining experiences that captivate every individual," he added.

Thomas Salg, President of Wharf Hotels tasked to steer the refresh of Marco Polo Hotels across Hong Kong, mainland China and the Philippines, could not agree more.

"We strongly believe tourism in PH will pick up. Marco Polo Ortigas Manila is now almost back to pre-pandemic levels," he said in an interview.

"We are quite happy where we are now. The recovery may be slower that what we anticipated, but we see a lot more travelers doing bleisure or a mix of business and leisure," Salg said.

Admitting that the COVID-19 pandemic has upended the hospitality industry, Salg said travelers and servicd providers alike have become more "cost conscious."

"We are trying to reset the world. During the first few months after the pandemic, we saw revenge tourism at its peak," he said.

"But now, everybody wants to recover -- a bit of a savings mode. Plus long haul travel is still an issue," Salg added.

The hotel, situated at the heart of Ortigas, remains top of the mind for travelers given its five-star accreditation.

Marco Polo Ortigas Manila steadily grew its upscale patronage, most especially for dining, and its contemporary Cantonese restaurant Lung Hin received multiple local and international accolades for its traditional and authentic cuisine.

"The hotel is in very good condition -- not yet fully recovered, but very strong. We are looking at next one to two years for full recovery," Salg added.

Since 1993, the association has been holding the event in Metro Manila as an annual market for discounted travel deals catered to its members, which has been growing significantly each year. In celebration of its 31st iteration, the expo will be heading to the Visayas and Mindanao regions for the first time.

“It is our first venture outside of Metro Manila, making it a historic occasion,” said PTAA President and TTE 2024 VisMin Edition Evangeline Tankiang Manotok

“Cagayan de Oro is the city of golden friendship, which stands proudly in the heart of Mindanao. We believe this vibrant and welcoming city will bring us good fortune and foster lasting business relationships,” said Manotok.

The event will also allow attendees to connect with travel experts based in Visayas and

Mindanao, who will be able to share information about unique destinations and help them plan their trips and excursions. Apart from the booths of participating exhibitors, the event will also feature other fun activities for attendees such as raffle draws, corporate game shows, presentations, and a quiz bee challenge.
