‘Finalize Senate building cost’

SENATOR Alan Cayetano is urging the Department of Public Works and Highways (DPWH) to finalize the New Senate Building (NSB) budgetary cost of P25 billion to P27 billion, which is now higher than an earlier estimate of P23.3 billion.
Cayetano said it was revealed in the Senate Committee on Accounts hearing which he conducted on Wednesday that the cost for the construction of the NSB would be much higher.
The senator, committee chairperson, initiated the Senate inquiry due a spike of the budget allocation from P8.9 billion to over P23 billion.

DAR giving away 580 has. to 218 Cotabato farmers

THE Department of Agrarian Reform
(DAR) is set to validate 580 hectares of land in North Cotabato for distribution to 218 farmer-beneficiaries under the agency’s Support to Parcelization of Lands for Individual Titling (SPLIT) project.
Provincial DAR officer Evangeline Bueno said she would send a validation team to the estate in Malapatan, Carmen earlier placed under a collective certificate of land ownership (CCLOA) so that they could identify the qualified beneficiaries prior to the issuance of individual land titles.
“These agrarian reform beneficiaries are expected to benefit from the project, giving them an absolute ownership of the lands they are tilling after the Project SPLIT activities are completed and finally award them their individual land titles,” she said. The project involves the parcelization of lands and issuance of individual land titles to the Comprehensive Agrarian Reform Program beneficiaries who were previously awarded lands through CCLOAs under a cooperative or association.
In a meeting recently spearheaded by DAR, Project SPLIT was thoroughly discussed and explained among the beneficiaries and stakeholders to clarify doubts and concerns about the project.

CHO says leptospirosis cases in Bacolod down by 85%
BACOLOD City has seen a significant decline in leptospirosis cases, down by 85.4 percent the first seven months of 2024, according to the City Health Office (CHO). Data from Jan. 1 to June 29 showed only seven cases, including two fatalities, compared to 48 cases during the same period last year.
CHO Environment Sanitation Division head Dr. Grace Tan confirmed that there had been no clustering of cases in the city’s barangays. The CHO recorded one case each in Barangays Pahanocoy, Felisa, Alijis, Punta Taytay, Vista Alegre, Mansilingan, and Mandalagan.

Angeles City employees to get windfall in Dec.
ANGELES City – A total of 1,260 employees at the City Hall are bound to receive an additional P21,000 bonus each in December 2024. These personnel consisted of 915 permanent, 329 casuals, and 16 contractuals. On the other hand, 3,484 workers on contract of service (COS) status will get their P3,000-yearend gratuity on Dec. 5, 2024. Iloilo’s guardians of the sea run after illegal fishing

DESPITE an intensive campaign by the Iloilo provincial government, illegal fishing persists in the Visayan Sea deemed as one of the richest marine ecosystems in the Philippines.
Iloilo provincial administrator Dr. Raul Banias, concurrent chief of the Provincial Bantay Dagat Task Force, acknowledged the unabated illegal fishing in the Visayan Sea, renowned for its diverse marine life and designated as a fishing management area.
Banias noted that while the number of super large fishing boats locally known as “hulbot” had decreased, those that remained persisted with their illegal fishing methods.
“We hope and urge them to shift to legal fishing because our enforcement efforts against illegal fishing are relentless. The campaign will continue until
we eliminate illegal fishing,” Banias stressed.
He pointed out that arrests have led to a drop in the frequency of illegal fishing compared to previous years. “The situation in the Visayan Sea is like a cat-and-mouse game. When there’s no patrol, illegal fishers are active,” Banias added.
The provincial government plays a significant role in this effort, as maintaining the Bantay Dagat operations is “very expensive,” particularly due to fuel costs and wages. “Thanks to Governor Defensor, we have adequate support in terms of fuel and other resources to sustain our campaign,” Banias said.
He also directed the task force to further mobilize their intelligence assets on the ground to better understand and address the ongoing illegal fishing activities.
On July 9, another super “hulbot” was
seized by the task force for illegal fishing in the waters off Carles, Iloilo. This brought the total to nine super “hulbots” apprehended over in the past six months.
Gov. Arthur Defensor, Jr. has ordered the consistent monitoring and elimination of illegal fishing off Iloilo province, saying the unlawful practice causes massive destruction of marine biodiversity and affects the livelihood of small fishermen. The provincial government remained committed to supporting legal fishing practices.
Banias emphasized the importance of shifting from illegal to legal fishing, urging those involved to consider the longterm benefits of sustainable practices. of Corrections (BuCor) director general Gregorio Pio Catapang Jr. on Wednesday revealed that a total of 4,636 inmates have died from Jan. 1, 2020 to June 30, 2024. while incarcerated in jails being supervised by the BuCor.
Catapang said that as of July 11, a total of 1,182 persons deprived of liberty (PDLs) died in 2020; 1,166 in 2021; 925 in 2022; 876 in 2023; and 487 as of June 30, 2024.
With most of the causes of these deaths remained unknown, Catapang lauded the signing of a Declaration of Cooperation to Strengthen Procedures to Investigate Custodial Deaths of Persons Deprived of Liberty.
The document was signed by Justice Secretary Jesus Crispin Remulla, United Nations Office on Drugs and Crimes (UNODC) country manager Daniele Marchesi, and University of the Philippines (UP) Manila chancellor Michael Tee.
“We’re doing something really very great, a milestone,” said Catapang who expressed commitment to cooperate in the declaration.

A third force?
RIGHT after the publication of our Thursday column titled “Let the games begin” where I listed the most probable administration senatorial candidates, I got a lot of questions from friends.
An online publication re-printed the names of the Likely 11, attributing the list to me, as printed in this paper. Some creative socmed practitioners came out with a meme that showed the faces of the 11 with a caption “Bagong Pilipinas, Lumang Mukha.”
The common thread of reactions from many was, “Wala na bang iba?” – which is Pilipino for that memorable clip from Brad Pitt as Achilles in the movie about the siege of Troy. I responded to friends that I merely culled the list from sources, and had nothing to do with the choices of the administration leaders nor the parties coalesced with it. That none of the named candidates came out to disclaim their inclusion in the list nor their desire to be part of what is billed as another “Unity” team under the Bagong Pilipinas nom de guerre for 2025 gives credence to the BP 11, or 10, as Ping Lacson has not, as far as I know, made a decision.
This week or next, just before the SONA, research firms should be coming out with their 2nd quarter political survey.
Sometime in early 2023, I discussed with members of our Thursday lunch group the possibility of a third force for the senatorial race in the 2025 mid-terms, of generally respectable persons who would at least make the Senate qualify to be rebranded as the “august” chamber.
For one, we have a preponderance of non-lawyers, except for Escudero, the two Cayetanos, Tolentino and Pimentel, since Angara is soon taking over DepEd.
Not that it is a qualification, but legislation is about making laws.
Neither do we have a medical doctor, considering that health is one of the most important public concern, the others being education, food security and law and order.
Instead, we have so many actors and media celebrities, who should collectively increase if elections were held today. Which is why I have always advocated for a Senate elected by administrative region, also as a means to give representation to those regions which have not been represented in the present or even previous Senates.
But that is not possible unless we thoroughly revise the present Constitution.
If the BP 10 or 11 becomes a complete slate by the end of September or earlier, the “other” political blocs (not parties because strictly speaking we have none) will be left to the Duterte loyalists in the
PDP, namely, Bong Go, Bato, Baste Duterte, and perhaps Philip Salvador, as well as former BbM ES Vic Rodriguez whose recently launched book “Kingmaker” authored by Gerry Lirio is a very interesting read.
The once mighty Liberal Party has thus far only Kiko Pangilinan. His allies Chel Diokno and Bam Aquino fly different flags.
The political Left claim they will field a slate, likely to be headed by Rep. France de Castro, VP Inday Sara’s bete noire. Will the Left and the yellow-pinks join forces?
Of course it is unthinkable for them to join a coalition with the Davao group or

There are a few names in the BP’s Likely 10 or 11 that would lend sanity and sobriety to the the Senate, and there are some in all the other political blocs that could have joined together to form a credible “Third Force,” perhaps a credible and winnable Siete (as Ocho Derecho is cursed).
But that is unlikely to happen.
The first reason is incompatibility in political beliefs, or a stubborn disinclination to form coalitions where common ground, even temporarily, could be forged.
The second and more important consideration is money, loads of it, to be able to campaign nationally. Realpolitik is such that big bucks are bet on presidential elections, and little on mid-term senatorial contests.
As I keep stating, it is the system that sucks. It is hopelessly broke.
So for as long as we elect senators by nationwide vote, and we have flags of convenience masquerading as political parties, we will have to suffer the clowns, the buffoons, the vested interests and the plunderers for a long time to come.
Rice for all
ONE of the campaign promises of then presidential candidate Ferdinand ‘Bongbong’ Marcos Jr. was, if elected, he would work towards bringing the price of rice, the staple food of Filipinos, to P20 per kilo. After two years of his administration, many Filipinos, particularly those living in poverty, are still waiting for that campaign promise to become reality. There’s hope on the horizon, however. No, not P20/kilo rice. But the next best thing, as of now, is P29/kilo rice in selected stores.
Last July 5, the Department of Agriculture headed by Secretary Francisco Tiu Laurel Jr. launched a large-scale trial of “Program 29’ aimed at providing high-quality rice at P29 per kilo to as many as 6.9 million vulnerable households, representing around 35 million Filipinos.
Ten KADIWA centers in Metro Manila and Bulacan are participating in the trial program, where rice will be sold at P29 per kilo every Friday, Saturday, and Sunday initially.
Rice priced at P29 per kilo had earlier been made available in three KADIWA centers.
The large-scale trial aims to gather comprehensive data on supply, demand, and logistics, essential for the smooth nationwide rollout of the program. During this period, KADIWA will also prepare booklets to monitor rice purchases of P29 beneficiaries, which include senior citizens, single parents, persons with disabilities and beneficiaries of the government’s 4Ps program. The identified KADIWA sites are in the offices of the Bureau of Animal Industry and National Irrigation Administration in Quezon City; Bureau of Plant Industry in Manila; Food Terminal Inc. in Taguig City;
PhilFIDA in Las Piñas; Caloocan City; Valenzuela City; Brgy. Fortune and BF City in Marikina City; and San Jose del Monte City in Bulacan.
Secretary Laurel has emphasized the importance of preventing abuse of the program by beneficiaries reselling subsidized rice.
He has appealed to beneficiaries not to take advantage of this program by reselling the P29 rice from KADIWA centers as the DA wants to ensure the largest number of those in the vulnerable sectors will benefit from the program.
Program 29 and Rice-for-All are timely and appropriate interventions by the national government to make affordable rice available to our people all-year round
Genevieve Velicaria-Guevarra, Assistant Secretary for Consumer and Legislative Affairs of the Agriculture Department, urged consumers qualified to participate in the P29 rice program to bring identification cards and reusable containers or bags to minimize plastic usage.
ASec. Guevarra, who also oversees the KADIWA program, said in addition to lower-priced rice at designated centers, consumers can also buy more affordable essential items such as eggs, meat, and vegetables.
Where is the fugitive Apollo Quiboloy?
HAS Apollo Quiboloy flown the coop and is already hiding in parts unknown, perhaps in China, if we’re to believe unverified reports?
In any event, what is clear is the government is determined to bring him to justice for high crimes.
A P10 million reward awaits anyone who will step forward and provide credible information that would lead to the arrest of Quiboloy, according to the Department of Interior and Local Government.
There’s also a P1 million reward each for the arrest of Quiboloy’s five subordinates Cresente Canada, Paulene Canada, Ingrid Canada, Sylvia Camanes and Jackiely Roy.
They are facing charges for violations of Republic Act 7610, or the Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act.
On April 11, a Pasig City court also issued a warrant for the arrest of the self-proclaimed “appointed son of God” for qualified human trafficking,
a non-bailable offense. In June, about 100 policemen stormed the Kingdom of Jesus Christ Compound in Barangay Buhangin in Davao City to arrest Quiboloy and his companions, but they were not there.
The question now is: Can Quiboloy and his fellow indictees for serious crimes continue to thumb their noses at authorities and hide from the law?

But the police told them they were there based on a lawful order of the court. At the heart of this controversy lies the procurement of new automated counting machines and the battle between the Com
mission on Elections and South Korean poll tech firm Miru Systems.
The stakes are high; the truth, it seems, is elusive. Historical backdrop
We must delve into the tangled history of election technology controversies in the Philippines.
From 2010 to 2022, Smartmatic was the dominant player in providing election technology.
But its tenure was marred by allegations of irregularities and corruption, most notably involving former Comelec chairman Andres Bautista.
In 2016, Bautista was implicated in a bribery scheme linked to Smartmatic, leading to an investigation by US authorities due to the involvement of American financial institutions.
Fast forward to 2023, and Smartmatic found itself barred from participating in the bidding process for the 2025 elections, paving the way for Miru Systems to step in.
Yet, the shadow of Smartmatic’s past seemed to loom over Miru as well, with allegations of faulty technology and irregularities in countries like Congo and Iraq.
Despite these controversies, Miru secured the multibillion-peso contract after two public biddings and a thorough postqualification evaluation.
Marcoleta’s claims, Garcia’s retort
In a press conference, Marcoleta alleged a high-ranking Comelec official – widely believed to be Chairman George Garcia –had amassed a staggering $15.2 million in offshore bank accounts, with significant deposits originating from South Korea during critical milestones in the procurement process.

Quiboloy said there was already a $2-million bounty on his head, a claim that has been denied by the FBI.
The question now is: Can Quiboloy and his fellow indictees for serious crimes continue to thumb their noses at authorities and hide from the law?
Maybe not for long, with the government announcing an offer of a P10 million bounty for his head.

Apart from Program 29, there’s also the Agriculture Department’s “Rice-for-All” program that will sell rice at prices lower than current market rates.
According to Guevarra, the government’s “Rice-for-All” program will be launched in the following weeks to make rice prices affordable by ordinary Filipinos. Rice prices under the program will range from P45 to P48 per kilo. The DA plans to roll out the “Rice-for-All” program in KADIWA centers first before expanding it to other areas.
Proactive Measures: Garcia’s willingness to sign a waiver and invite an NBI investigation demonstrates transparency and a commitment to clearing his name. Such proactive measures are indicative of a public servant with nothing to hide.

The unfolding drama is a microcosm of the broader battle for integrity and transparency in the electoral process. These allegations must be thoroughly investigated to preserve the sanctity of the democratic process. Both sides must commit to upholding the highest ethical and legal standards, ensuring that the truth prevails and justice is served. In the shadows of doubt, only the light of truth can guide the way forward.

In response, a spokesperson for Beijing’s mission to the European Union said: “NATO should stop hyping up the so-called China threat and provoking confrontation and rivalry, and do more to contribute to world peace and stability.”
“It is known to all that China is not the creator (of) the Ukraine crisis. China’s position on Ukraine is open and aboveboard,” they added. China has refused to condemn Russia’s invasion and last year released a paper calling for a “political settlement” to the conflict, which Western countries said could enable Russia to retain much of the territory it has seized in Ukraine.
China and Russia’s strategic partnership has grown closer since the invasion. Beijing presents itself as a neutral party in the war and says it is not sending lethal assistance to either side, unlike the United States and other Western nations. 66 Chinese aircraft surround Taiwan
TAIPEI – Taiwan’s defense ministry said Thursday it had detected 66 Chinese military aircraft around the island in a 24-hour window, a record-high this year, a day after it said Beijing was conducting exercises in nearby waters. China claims self-ruled democratic Taiwan as part of its territory and has said it will never renounce the use of force to bring it under its control.
Thursday’s record follows Taipei a day earlier spotting Chinese aircraft around the island that it said were headed to the western Pacific for exercises with the PLA aircraft carrier Shandong.
“66 PLA aircraft and seven PLAN vessels operating around Taiwan were detected up until 6 am Wednesday) today,” the defense ministry said in Thursday’s statement.
Fifty-six of the aircraft crossed the sensitive median line bisecting the Taiwan Strait -- a narrow 180-kilometer waterway separating the island from China. AFP
Myanmar junta ‘trying to destroy country’
BANGKOK – Myanmar’s junta appears to be “trying to destroy a country it cannot control,” the UN special rapporteur to the country warned on Thursday. Clashes between an alliance of ethnic minority armed groups and the military have shredded a Beijing-brokered truce in January.
The ceasefire had briefly halted widespread fighting in the northern part of the Southeast Asian nation since a military coup ended democratic rule in 2021.
“The junta is on its heels, it’s losing troops, it’s losing military facilities, it is literally losing ground,” UN special rapporteur Tom Andrews said during a briefing to the national security body of neighboring Thailand.

CAMARINES Sur Rep. Luis Raymund Villafuerte on Thursday expressed relief over the government’s much-awaited release of the last tranche of the health emergency allowance (HEA) for healthcare workers who worked during the COVID-19 pandemic.
At the same time, Villafuerte said he is hopeful the Department of Health (DOH) has completed by this time all the paperwork needed for it to pay out the long-due benefits due to the medical frontliners.
“We are keeping our fingers crossed that the DOH has wrapped up by now its nationwide mapping of the HCWand non-HCW beneficiaries in every private hospital and LGUs, plus the actual amounts due each of them, because the speedy release of the long-due arrears to the Department’s regional offices, and then to the private hospitals and LGUs, is contingent on the timely completion of this huge paperwork,
as had been recommended by the DBM, Villafuerte, senior vice chair of the House committee on appropriations, said.
“It’s already a year and two months after the WHO (World Health Organization) declared the worldwide health emergency spawned by Covid-19 as officially over, so it’s really time now for our medical frontliners during the three-year pandemic to get the economic benefits due them for their untold sacrifices to save lives back then,” Villafuerte, a lead author of the laws that had provided for such benefits to our medical frontliners during the Covid-19 health crisis, added. The Department of Budget and Management (DBM) released the remaining P27.453 billion HEA on July 5. The amount covers the 5,039,926 unpaid HEA and 4,283 COVID-19 sickness and death compensation claims of eligible healthcare and non-healthcare workers who served the country during the pandemic.

THE La Niña phenomenon is expected to spawn above-normal rains from October to December in the National Capital Region (NCR), according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
Metro Manila must brace for heavy rainfall of up to over 140 percent in the last three months of the year, said Analiza Solis, Climate Monitoring and Prediction Section chief at PAGASA.
“October, November, (and) December, La Niña will most likely be a category. We have seen the possible impact of La Niña on our rainfall because the probability of having abovenormal rainfall conditions is higher over most parts of the country,” she said.
“In terms of forecast rainfall, in percent generally, we see near-to above-normal rainfall conditions but dominantly abovenormal rainfall conditions by October,” she added.
The metro is forecast to experience 146.4 percent of rainfall in October, 149.8 percent in November and 163.7 percent in December. Pagasa earlier announced a La Niña watch, citing a 60 percent chance of La Niña to develop from June to August.

Capital1 boosts team strength with top recruits
IN A strategic move to reinforce their squad in the Premier Volleyball League, Capital1 coach Roger Gorayeb and team co-owner Mandy Romero have successfully drafted three promising players, much to the delight of the entire team.
“I’m thrilled because we got the players we wanted. They will significantly help the team, especially in positions where we have been slightly weak,” said Gorayeb in Pilipino, highlighting the significance of acquiring hitter Leila Cruz, libero Roma Mae Doromal, and Jenya Torres to strengthen specific positions. The trio will make their league debut when the Solar Spikers face the Akari Chargers on July 18. Romero echoed Gorayeb’s sentiments, saying, “We are very happy because we got our wishlist. Before the draft, we targeted these three players. We believe their talent and grit align with the team’s thrust, goals and the future we’re building.”
Picking second overall in the historic draft, the Solar Spikers selected the 5-foot-10 Cruz, whose ceiling, power and skills make her a threat in defense against opposing outside spikers. She will reinforce the team’s frontline alongside Rovie Instrella and Sydney Niegos.
Gorayeb revealed that he liked what he saw in setter Julia Coronel but chose Cruz since the team had already secured a solid playmaker in Iris Tolenada during the off-season. In the second round, Capital1 addressed the hole in the libero spot by tapping Doromal. The team rounded out its selections with Torres, also an outside hitter from La Salle like Cruz.
This acquisition not only addresses the team’s need for robust blockers but also provides a tactical edge against opposing outside hitters.
“I was really looking for height because they are opposite spikers. Now we have blockers for the opposing outside hitters,” said Gorayeb, known for his strategic acumen. He has been particularly enthusiastic about the height advantage their new recruits bring.
Rowena Bautista, deputy secretary-general of the Gymnastics Association of the Philippines, shared that the training camp in Metz, France, where Yulo and other Filipino Olympians are preparing, boasts of complete equipment of the same brands to be used in the Paris competition.
In an interview with Radyo Pilipinas 2, Bautista said that Yulo’s daily sessions are overseen by national coach Aldrin Castañeda and occupational therapist Hazel Calawod. Yulo, 24, has expressed confidence in achieving a podium finish in Paris, provided he maintains his difficulty level and execution. He
admitted that while he is refining his routines, he will be more prepared this time around.
“I am polishing my moves to reach the required difficulties,” said Yulo, among the first Filipino Olympics batch to leave and acclimatize for the Paris Games.
Yulo’s relentless preparation bore fruit at the 2024 Men’s Artistic Gymnastics Asian Championships, where he secured four gold medals last month.
Meanwhile, gymnasts Aleah Finnegan, Levi Ruivivar, and Emma Malabuyo are expected to arrive in Metz on July 12 and 13.
“All the miscues offensively, and the turnovers. We’ll get better with that -but it starts on the defensive end.
“As long as we defend we’ll give ourselves a good chance to win every night.”
Curry agreed that defense would be the key to the Olympic campaign.
“We can work out the kinks and the timing on offense, but if we compete like that and commit to playing defense, we’ll be fine against anybody,” Curry said.

SILANG, Cavite—Levonne Talion finally secured victory after three unsuccessful campaigns in the ICTSI Junior PGT Luzon Series, achieving a commanding 25-stroke win over Maria Montserrat Lapuz in the girls’ 13-15 division with a 76 at the Riviera Golf and Country Club yesterday (Thursday).
Talion effectively clinched the title in the fourth leg of the seven-stage regional series with rounds of 85 and 80, showcasing a stronger finishing performance to highlight her dominance. She achieved her goal of scoring in the 70s on the softened but challenging Couples course, which she calls home.
Despite a double bogey on the fourth hole after overshooting the green and threeputting, Talion rebounded with a birdie on the next hole. She maintained control with a series of pars, even as she endured bogeys on the 12th, 13th and 15th holes.
Talion finished with a four-over card, bringing her 54-hole total to 241. This victory follows her fourth-place finish in the series’ kickoff leg at Splendido Taal and two third-

THE Philippine National Men’s Basketball Team came two victories short of making it to the 2024 Paris Olympic Games in France. Coach Tom should also inspire our team to go beyond what is expected. To beat the odds and make the players believe that they themselves can be at par with the rest of the world. Of course, this is easier said than done, but Coach Tom can learn a lot from Coach Tim’s playbook. And this is not to belittle or to impose on Coach Tom.
If there is one thing that Coach Tim did
which made his team overachieve, it was to strengthen the mental fortitude of his players. Once the mind willed it, the players outdid themselves. Coach Tim made them believers and not just players wearing the sun and the three stars. I just wish our football teams, not only the team formerly known as the Azkals and the Filipinas, will have this mentality. This belief that they belong to the competitions that they are into, not just because of the learning experience, but because they deserve to be there. That mindset is that they should be the best versions of themselves whether on the court or on the pitch because they are playing for the flag and country is the ultimate requirement.
The team formerly known as the Azkals will have two opportunities to strengthen their mental fortitude before the Mitsubishi Electric Cup, the biggest regional competition this year, starts in late November.
Lately, I have been ranting on some issues. Something like not being invited to a press conference and some other related matters. Which made me realize that if I’m willing to raise hell, then I should always be ready to suffer the heat and the consequences. It is just fair. The universe will not stop just because I felt wronged. It goes both ways. And heck, I might have just misread the events and the circumstances as they unfold. But I will not use the argument

While having your subjects or your sources as friends is one of the most welcome upsides of being a journalist, it is not the main reason I do this job. I might have upset, annoyed or even angered some people with the topics of my columns, but then again, you just can’t please everyone. Someone or some people will still have something to say, whether reasonable or based on facts is totally a different matter, on almost anything. Some will raise definite concerns. Others para mema lang. But one will be lucky indeed if the argument came from logic and not just because of a phrase in the column that someone just quoted without the full context or worse, drawing a conclusion from just a screenshot.
Being a journalist is a hard job. But at the end of the day, our loyalty belongs first with the public. We are here, I think this applies to most of us, to find out the truth and help our readers or our audience make informed choices that will impact their future. We are here not to make friends. PROJECTS approved by the Board of Investments surged 36 percent in the first half of 2024 to a record P950 billion from a year ago, the Department of Trade and Industry said Thursday.
Data show that of the total investments, 30 percent represented foreign projects amounting to P286 billion ($5 billion).
The DTI said that while the Bangko Sentral ng Pilipinas reported a 37-percent drop in net foreign direct investments in April, there is a buildup in the investment pipeline.
“The April decline in FDI is viewed as a temporary setback, primarily influenced by global economic headwinds,” said DTI Secretary Alfredo Pascual.
“Our confidence in the Philippine economy remains unshaken, support-
ed by a 19-percent increase in FDI over the first four months of the year compared to last year. We are also banking on the investment pipeline built from the BOI’s high level of foreign investment approvals,” he said.
Renewable energy investments dominated the investment landscape, with the electricity, gas, steam and air-conditioning supply sector drawing 96.3 percent of the total approved investments. Among them was a P297 billion investment by Ahunan Power Inc. in CALABARZON.

projects in May 2024 energized the investment landscape. Solar Solutions Inc. led with a substantial P150billion initiative in CALABARZON to expand solar energy capacity, while BlueWave Energy is investing P120 billion in Central Luzon, focusing on offshore wind energy development.
Region IVA (CALABARZON) captured the highest regional investment approval, totaling P592 billion ($10.4 billion), a 262-percent increase from the previous year. Other regions, including Western Visayas (Region VI) and Central Luzon (Region III), also saw vital investment approvals. May 2024 also witnessed approvals for substantial foreign equity investments. THE Energy Regulatory Commission said Thursday the resumption of operations of the reserve market may be delayed, pending the completion of the public consultations on the floor and ceiling price.
“It looks like it will be a long discussion which may impact on the timeline also for the resumption of the reserve market, because we definitely want the resumption to happen only when we have the offer floor and price cap,” ERC chairperson Monalisa Dimalanta said.
The ERC said the move is part of the agency’s mandate to protect the welfare of consumers, while also ensuring that the entry of investments in the Wholesale Electricity Spot Market (WESM) and the reserve market is not affected.

Amber Kinetics is expanding its manufacturing operations in the Philippines and the US with potential investments of up to $400 million.
Amber Kinetics president Edgar Chua said the company was studying opening two to three manufacturing sites in the US for long-duration kinetic energy storage system (KESS) that would support the growth of renewable energy.
A flywheel is a rotating device which stores kinetic energy. The flywheel does not contain nor emit any hazardous materials over its design lifespan of 30 years. The modular system is suitable for applications such as capacity or demand reduction and ancillary services.
Chua said Amber Kinetics would also put up another facility in the Philippines which is expected to be completed by the first quarter of 2025.
He said investments could reach $100 million in the Philippines, and $200 million to $300 million in the US.

Chua said the Philippines manufacturing facility, which would have a capacity of 30,000 units annually, would be its third plant.
He said the US sites were expected to be operational in 12 to 18 months. Each US plant will have a capacity of 50,000 flywheel units per year.
“We are currently doing a fund-raising both in the US and in the UK. Once we are successful and complete the fund raise, then we can already start the implementation of the plant,” Chua said.
He said they were also looking at building a small facility in Australia.
Chua said Amber Kinetics may conduct an initial public offering in the US after three years. The company is also in talks with potential investors such as sovereign wealth funds and investment companies.
“And I think the IPO may come three to five years down the road once the company has demonstrated sustained profitability and growth because then, we will have good pricing for the share price,” he said. Alena Mae S. Flores

PH stocks rally above 6,600 on rate cut optimism

PHILIPPINE stocks rallied Thursday to close above 6,600 level on expectations the US June inflation rate slowed down, which boosted hopes of a possible rate cut.
The bellwether Philippine Stock Exchange index surged 119.89 points, or 1.85 percent, to close at 6,609.24, while the wider all-shares index added 45.64 points, or 1.30 percent, to finish at 3,555.68.
“The local index rose strongly with Asian markets on the back of a record rally in US stocks, fueled by bets that June inflation data will reinforce expectations of Federal Reserve interest rate cuts starting in September,” China Bank Capital managing director Juan Paolo Colet said.
The US June inflation rate is slated for release on Friday.
Colet said trading was also boosted by broadening consensus that the Bangko Sentral ng Pilipinas would start monetary policy easing in August.
All indices ended in the green, with holding firms increasing 2.35 percent, followed by industrial (1.85 percent) and property (1.67 percent).
Value turnover reached P5.5 billion with 117 advancers, outnumbering 68 decliners, while 60 stocks were unchanged.
Meanwhile, Asian and European stocks on Thursday tagged along with a Wall Street rally that saw another round of record highs as bets on a September interest rate hike surged following comments by Federal Reserve boss Jerome Powell.
The advances also saw Hong Kong and Shanghai push higher after struggling in recent weeks over worries about the Chinese economy, with investors awaiting a key Communist Party meeting next week.
On a second day of testimony to lawmakers, Powell said decision-makers would not wait until inflation had hit the bank’s two percent target before loosening monetary policy, adding: “If you waited that long, you’ve probably waited too long.”
His remarks came before the release of the latest consumer price index reading on Thursday, which is expected to show a further slowdown.
Traders ramped up bets on the Fed reducing borrowing costs in two months’ time, with analysts saying Powell was telegraphing to markets that the decision had been made.
The comments soothed recent fears among investors that officials might keep rates at their two-decade high for some time owing to a still strong labour market and inflation staying stubbornly above two percent. With AFP
Megawide raises P5b in fresh capital from peso bond issue
MEGAWIDE Construction Corp. said Thursday it raised P5 billion in fresh capital from the issuance of peso-denominated fixed-rate bonds, as the attractive interest rates drew strong demand. Megawide said in a disclosure to the stock exchange the bond offering was 1.6-times oversubscribed, with total demand reaching P6.4 billion. The strong investor interest enabled Megawide to exercise the over-allotment option and increase total proceeds to P5 billion.
The bond consisted of Series C (P3.1 billion maturing in 3 years from issue date), Series D (P1.1 billion maturing in 5 years) and Series E (P819.2 million maturing in 7 years).
Interest rate for Series C was set at 7.6348 percent per annum, Series D at 8.0580 percent and Series E at 8.4758.

NU targets 20 campuses by 2028
THE National University (NU) is embarking on an ambitious expansion strategy, aiming to establish 20 campuses across the Philippines by 2028.
This underscores NU’s commitment to providing quality, accessible and affordable education to young Filipinos nationwide, it said in a statement.
The SM Group acquired a majority ownership of NU in 2008, when it was struggling to get enrollees since the 1998 fire that razed the main building of the university. The year before the partnership with SM, NU’s student population was only at 1,800.

Naguilian, Bauang and San Juan. Once completed, it will reduce travel time from Rosario to San Juan from one and a half hours to just 40 minutes, further promoting investments and economic development up north.
San Miguel-led Private Infra Dev Corp. holds the concession for TPLEX, an 88.85-km., four-lane, high-speed toll road that connects Northern Luzon to Manila. It is designed to integrate with other major toll roads such as North Luzon Expressway and Subic-Clark-Tarlac Expressway.

Former PAGC official pushes regulation of gambling ads
A FORMER commissioner of the Presidential Anti-Graft Commission (PAGC) is calling for stricter regulation of gambling advertisements, citing their negative impact on families and individuals.
Nicasio Conti, who led PAGC and now heads Capstone-Intel Corp., said in a statement the government should acknowledge the harm caused by gambling addiction and take steps to prevent its promotion.
“Just as we recognize the devastating health impacts of smoking and imposed strict advertising bans, we must do the same for gambling to protect our society, especially the most vulnerable,” said Conti.
He compared the addictive nature of gambling to nicotine, highlighting the financial and social problems both vices can cause. Conti said gambling is also linked to mental health issues such as depression, anxiety and suicidal tendencies. He said the economic losses on the two vices are similar. Smoking results in substantial healthcare costs on illnesses and loss of productivity, while gambling causes severe financial problems, including debt and bankruptcy.

To ensure the timely and complete disclosure of information by publicly listed companies (PLCs) on their annual and special meetings to their stockholders and stakeholders, the Securities and Exchange Commission (the “Commission”), pursuant to its regulatory power to promote corporate governance and protect minority investors, through, among others, the issuance of rules and regulations consistent with international best practices under Section 179(d) of Republic Act No. 11232, otherwise known as the Revised Corporation Code of the Philippines, mandates all PLCs to upload the minutes of their regular and special stockholders’ meetings, subject to the following guidelines:

THE country’s tourism revenue from inbound visitors reached P282.17 billion in the first half of 2024, up by 32.81 percent from P212.46 billion in the same period last year, the Department of Tourism (DOT) said Thursday.
DOT Secretary Christina Frasco underscored the increasing appeal of the Philippines as a premier travel destination and the effectiveness of the government’s initiatives to revitalize the tourism sector.
“The significant increase in our
tourism earnings to P282.17 billion in just the first half of 2024 is a testament to the relentless efforts of the Marcos administration in revitalizing our tourism sector,” said Frasco.
The income generated through tourism directly translates into more opportunities and improved livelihoods for Filipinos, reinforcing the critical role this industry plays in the nation’s progress, she said.
Data show that as of July 10, 2024, international visitor arrivals reached 3,173,694, with South Korea, the United States, China, Japan and Australia as the top five source markets.
The DOT said it expects arrivals, revenue generation and the number of Filipinos employed in tourism-related industries to further grow in the second half.
DigiPlus joins Fortune Southeast Asia 500

DIGIPLUS Interactive Corp., a leading digital entertainment company in the Philippines, was included in the latest Fortune Southeast Asia 500 list.
The list, which ranks the largest companies in Southeast Asia based on their fiscal year 2023 revenues, placed DigiPlus in the 482nd position, with revenues totaling $490.2 million and a profit of $73.4 million. DigiPlus joined 37 other Philippine companies on the list.

THE state-run Philippine Ports Authority (PPA) is investing P3.5 billion to construct new cruise terminals near popular tourist destinations across the country.
PPA general manager Jay Daniel Santiago said the agency is investing P700 million each to build cruise terminals in Camiguin, Boracay, Coron in Palawan, Puerto Galera and Bohol.
Santiago expects the PPA to bid out the construction of these cruise terminal projects this month.
Future looks bright for PH cruise sector
The investment comes on the heels of the successful completion of the P500-million Cruise Ship Port in Dapa, Surigao del Norte. The port is expected to significantly benefit Siargao Island and the entire province.
“We see that it is not enough to depend only on airplanes. We need to open other channels for entry. That’s what we’re doing. We’re opening cruise terminals, so that cruise ships can directly enter our localities without having to go through the airport,” Santiago said.
These new terminals aim to solidify the Philippines’ position as a top cruise destination in Asia, attracting even more foreign tourists.
The Philippines is targeting 7.7 million international visitor arrivals
this year. Data from the Department of Tourism showed that the arrivals reached 2.8 million in the first six months of 2024, up 13 percent from the same period last year.
South Korea remained the country’s largest market for tourism with 792,482 visitors; followed by the United States with 493,900; China, 191,222; Japan, 181,844; Australia, 130,975; and Taiwan, 114,952.
Among the ports under PPA which cater to cruise vessels are the Ports of Currimao in Ilocos Norte, Salomague in Ilocos Sur, Manila, Bohol and El Nido, Palawan.

THE Department of Public Works and Highways (DPWH) said it has completed the widening of the Sagana Bridge along the Bongabong-SaganaRoxas-San Aquilino Road.
DPWH Regional Office IV-B Director Gerald A. Pacanan said that the the widened bridge ensures reinforced resilience and durability, especially to heavy vehicles traversing the Sagana bridge, hence augmenting transportation of local goods and access to essential services to its neighboring towns and municipalities.
The project covers the construction of two (2) additional lanes or one ane on both sides of the bridge complementing the existing two lanes de-
signed to cater to the increasing number of motorists in the area.
Implemented by DPWH Southern Mindoro District Engineering Office, the completed bridge project also involves the widening of the carriageway, and the construction of approach slabs, retaining walls, “Through the widening improvements of the Sagana Bridge, which complements the Bongabong-Sagana-Roxas-San Aquilino Road, residents and motorists in the area can now expect smoother and faster travel time,” Pacanan said.
Costing P22.92 Million, the completed project is funded under the 2023 Regular Infrastructure Program.

Joshua Garcia and Julia Barretto star in Star Cinema’s first movie for 2024. The project is crucial for the film studio, evident in their careful handling of it as their debut film of the year.
At a media conference held at the Dolphy Theater in ABS-CBN compound on Wednesday, the former couple addressed questions about their comfort level working together again after their breakup five years ago.
“I guess the movie answers that question. We wouldn’t do it if we weren’t ready,” Julia replied.
When asked if they were concerned about the project reopening old wounds or stirring up controversy, Joshua responded succinctly, “We are secure in our relationship. We know what we want and what we don’t want.”
The onscreen pair expressed gratitude to their fandom, known as JoshLia, for their continued support despite their breakup, and for enthusiastically rallying behind them upon the announcement of their reunion project.

AFTER Marian Rivera made waves online on Monday, July 9, by translating a question for a candidate at Century Tuna Superbods 2024, the actress reacted to seeing her name on X’s trending list.
During the beauty and fitness competition, Marian was one of the judges. When it was her turn to ask her question, the contestant politely requested that Marian translate it into English.
The 39-year-old actress made the audience laugh when she said, “I will try my best. Are you ready for this? Listen very carefully. Here’s my question.”
In a side interview during Cinemalaya 2024’s press conference on Wednesday, July 10, Marian was asked about her reactions to being on the trending list.
Marian laughed as she quipped, “I did my best.”
The Kapuso actress is gearing up for the release of her upcoming movie, Balota, which is one of the Cinemalaya entries this year. Directed by Kip Oebanda , Balota will be screening from August 2 to 11.
“Juancho has his journey, Zy has hers, and all our characters here in the movie reflect each other’s journeys,” Julia explained alluding to their characters in the story.
“We all experience different pains and joys, but it’s about healing, letting go, accepting, setting free. The film will take you on a rollercoaster ride. We’re excited to shake up your lives for two hours,” she added.

AMERICAN boy band Big Time Rush is gearing up to enchant fans throughout Asia with its debut tour this October. The group is set to perform in Manila, Bangkok, and Singapore.

ON Sunday, the Philippines’ Alethea Ambrosio and Brandon Espiritu made a strong showing at the finale of Miss and Mister Supranational 2024 pageants, held in Nowy Sącz, Malopolska, Poland.
Ambrosio finished in the Top 12 and was named Miss Supranational Asia and Oceania 2024, at the finals won by Harashta Haifa Zahr a of Indonesia.
The Asia-Oceania Continental title is awarded to the highest-placing delegate from the region who did not advance to the Top 5.
Meanwhile, Espiritu achieved the country’s highest placement in Mister Supranational, finishing as second runner-up to Fezile Mkhize of South Africa. He also bagged the social media influencer challenge award.

Century Tuna Female Superbod Grand Winner Justine Felizarta, the Miss Tourism World 2022 1st runnerup, also took top honors. Both winners received P500,000 tax-free each.
