"We must ensure that our troops on the BRP Sierra Madre are well-provisioned and replaced regularly, despite the harassment by Chinese forces. We should not allow China's 'monster ship' to intimidate us into leaving Escoda Shoal," he told a forum on the West Philippine Sea at the Manila Prince hotel.
The Philippines lost control of Scarborough to the Chinese in April 2012.
Jardeleza, who served as Solicitor General under former President Benigno Aquino III, played a pivotal role as the principal agent in the landmark arbitration case against China at The Hague, which the Philippines won in 2016.

DoH directed to issue circular on ‘no-balance billing for indigents
THE House of Representatives Committee on Appropriations has directed Health Secretary Ted Herbosa to issue an administrative circular reiterating the no-balance billing for indigent patients admitted to all government hospitals.
The appeal came after Rep. Paul Daza of Northern Samar asked Herbosa during a congressional hearing about the compliance of national government and local government hospitals with the "no balance billing, no out-of-pocket policy."
“From the DOH side, as long as they are indigent and they are admitted to a DOH hospital, the policy is a no-balance billing,” Herbosa said in response.
Daza said the policy must also apply to indigent patients who were transferred to private rooms because of the unavailability of beds in the ward section.
For her part, House Deputy Majority Leader and Iloilo Rep. Janette Garin cited the need for Herbosa to issue an administrative circular on the subject Under PhilHealth Circular 20170006, eligible patients admitted in ward-type accommodation shall be covered by the NBB policy.

Upon completion, the dam will boost the Metropolitan Waterworks and Sewerage System (MWSS) supply from 80 million liters per day (MLD) to 438 MLD, potentially reaching 710 MLD.
This increase will support 2.2 to 3.5 million consumers within the MWSS service area.
Additional project components, including a pump station, access tunnel, and conveyance pipeline were 69.68 percent complete as of May 31, 2024.

Public warned against TikTok scam promising
THE Department of Social Welfare and Development (DSWD) has cautioned the public to be vigilant and to refrain from engaging with TikTok and other social media accounts that promise educational assistance from the agency.
“Once again, we advise the public not to engage with social media content that are not issued from the official social media accounts of the DSWD. These pages and groups contain fake information that aims to mislead the public or, even worse, gather personal information which can be used by online scammers to perform theft,” the department’s assistant secretary Irene Dumlao, who is also the agency spokesperson, said. THE Bureau of Immigration (BI) ordered the deportation of a Russian who was arrested for being an undesirable and overstaying alien.
The rowdy Russian man, identified as Andrei Umanskii, was apprehended following an order from the BI’s Board of Commissioners for his expulsion from the country, according to BI intelligence chief Fortunato Manahan Jr. He was ordered deported in 2023 after the BI’s board of commissioners found him to be overstaying for more than 3 years.
Umanskii has previously made headlines on two separate occasions in Palawan for his involvement in altercations. THE Naval Forces Northern Luzon (NFNL) upholds the Philippine sovereignty over the Benham Rise also known as Philippine Rise by deploying BRP Jose Rizal (FF150) to the country’s water feature on Tuesday.
The Philippine Navy said the deployment was part of the commemoration of the 7th year of renaming the territory from Benham Rise to Philippine Rise by former President Rodrigo Duterte in 2017.

THE Department of Trade and Industry (DTI) has padlocked an unlicensed warehouse in Valenzuela City and seized some P7.8 million worth of uncertified household appliances.
The raid on the warehouse was conducted in collaboration with the Valenzuela City Business Permit and Licensing Office.
The DTI found out that the warehouse, owned by Ibenson Trading Corp., was operating without a valid business permit.
DTI Secretary Alfredo Pascual warned all businesses operating illegally.
“The DTI will not hesitate to take decisive action to protect consumers and uphold fair trade,” Pascual said, citing the agency’s unwavering commitment to enforce the law and holding accountable the people behind illegal business operations.

ILOILO Gov. Arthur Defensor Jr. and the Iloilo Police Provincial Office (IPPO) are ramping up efforts to curb illegal migrant activities in the province.
At a press conference this morning, t he governor emphasized his administration’s firm stance against foreign nationals engaged in unauthorized business activities, particularly the controversial Philippine Offshore Gaming Operators (POGOs).
“Our task, along with the police, is to ensure that unauthorized activities do not take place in our province. What is not allowed, is not allowed,” Defensor said.
He cited his collaboration with the IPPO to identify and address any existing POGO hubs in the province.
However, the governor admitted he has not yet discussed with the Bureau of Immigration (BI) the presence of long-term foreign nationals in the province.
He plans to coordinate with local mayors to verify if any POGO operations exist in their respective areas, ensuring that laws are correctly enforced. Based on current reports, he noted that Iloilo remains free of POGO activities.
“We have BPOs, but we haven’t heard from our PNP (Philippine National Police) that there are POGOs in the province,” Defensor said.
He revealed that no proposals have been made to establish a POGO hub in Iloilo.
“A POGO needs a license to operate in the Philippines, functioning similarly to a call center. The problem arises if they operate without a license and engage in other activities,” Defensor said.
“POGOs do not generate employment for our locals; that’s why we are not interested in them,” he added.

Benjamin Abalos Jr. has said that the agency wants to update the existing Local Government Code to correct defects and return some of the responsibilities of local government units to the national government.
Among the supposed faults was mandating barangays, towns and cities build or maintain infrastructure like roads, schools, and hospitals even if the LGUs might not have funding for that.
“How about the fifth and sixth class (municipalities)?” Abalos asked, refer-
ring to the lowest categories of local government units based on income and population.
“Our recommendation is that from now on, all educational construction should be national,” Abalos said in an interview aired on PTV4. He emphasized that the devolution of powers in the Local Government Code should be done properly

LAST week, Police Brig. Gen. Aligre L. Martinez was relieved from his post as Police Director of Region 11 Headquartered in Davao City.
The relief was apparently related to the way the Police tried to serve the warrant of arrest on Pastor Apollo Quiboloy.
Martinez was not the only one relieved. Included were scores of other PNP personnel of various ranks which included the PNP Director for Operations Maj. Gen. Ronald Oliver Lee. These appear to be because former PRRD criticized the serving of the arrest warrant as an overkill.
Having watched some TV footages of the operation and read the available written accounts, the operation contrary to what critics said was conducted properly, resulting in no violence that would have gotten people hurt.
It is the PNP response to the criticisms that is in fact the overkill.
What did Camp Crame expect FPRRD to say?
He is, after all, an ardent loyal friend and supporter of Pastor Quiboloy. He is also the appointed administrator of the Pastor’s properties.
I hope the PNP people in Camp Crame are not simply politicking.
Have they forgotten Mamasapano?
That operation which resulted in the death of all the PNP personnel involved except one who escaped before the firefight was severely criticized because of poor planning and inadequate number of personnel used for the operation. Charges were even filed against individuals.
Now, Camp Crame is saying the plan they prepared themselves is an overkill? And what lapses is the PNP Spokesperson talking about?
How exactly did Camp Crame want the operation to have been conducted?
The worst thing the PNP leadership can do is to turn their backs on those relieved personnel due to the criticism of former PRRD?
It seems it is Camp Crame that is getting confused.
PNP Region 11 simply implemented the Camp Crame plan.
If there was no show of force and an inadequate number of personnel were sent and overwhelmed by the zealous followers of the son of god, they would be licking their wounds now. What the personnel who participated in the operation need right now is the backing of their superiors instead of relief which will now negatively affect their service records.
It also sets a very bad precedent to future missions.
More importantly, this action by Camp Crame has now impacted the mo-
rale of the entire PNP rank and file.
Who would want to participate in future police operations and give his or her best if what one gets is relief?
The PNP leadership must remember that uniformed services like the Police will not be able to perform effective service if morale is low or nonexistent.
If that operation was conducted in the National Capital Region the show of force might have been indeed excessive.
But the operation was in Mindanao whose operational environment is entirely different.
There, one must prepare for the worst because the situation can turn for the worst at any time.

Sending the usual team of two or three people to serve the arrest warrant would have been foolhardy because of the fanatical supporters of Pastor Quiboloy who were prepared to do anything to protect their leader.
Even with all the force sent by the PNP, there were minor scuffles which fortunately did not become violent. By all accounts, therefore, the operation was a success.
It is the reaction of the PNP national leadership to the criticism of former PRRD that is perhaps the problem. When a routine government activity is mixed with politics, the issue becomes problematic.
In fact, I have learned the scuttlebutt now circulating among senior officers is the relief was indeed a reaction to the comment of former PRRD.
Whether that is true or not, the PNP has now a bigger problem in its hands because once the rank and file loses confidence in their leaders, the operational efficiency of the organization is affected.
Yes, the leadership can continue issuing orders but the respect and belief in their leaders will have to be regained.
Camp Crame should also explain why it finds it necessary to react every time FPRRD does one of his Psywar tactics. Such action simply shows lack of confidence.

DOE to auction 12,599 MW of RE capacity this year

THE Department of Energy (DOE) plans to auction 12,599 megawatts of renewable energy (RE) capacity under the Green Energy Auction Program 3 and 4 this year.
DOE Undersecretary Rowena Guevara said this would be an exciting year for renewable energy as GEAP 3 would include pumped-storage hydro and impounding hydro projects.
The GEA-3 will include non-feedin-tariff eligible RE technologies—699 MW from impounding hydro; 3,120 MW from pumped-storage hydro; and 380 MW from geothermal.
The target delivery will be from 2028 to 2030 for both impounding hydro and pumped-storage hydro and 2024 to 2030 for geothermal. Meanwhile, Guevara said the GEAP 4 would involve RE plus energy storage systems.
“Originally, we’re thinking of 8,200 MW for GEA 4, but it might go up,” she said.
She said GEAP 5 is expected to happen by middle of 2025, with focus on offshore wind power projects.
The DOE expects renewables to overtake coal in the power generation mix by 2028, with the entry of the large offshore wind projects.
Guevara said, however, that some coal-fired power plants with a capacity of 1,300 megawatts would still come in because they were filed before the government issued the moratorium on coal-fired facilities.

THE Philippines’ trade deficit widened 4.5 percent year-on-year in May 2024, as exports slightly dropped, the Philippine Statistics Authority (PSA) said Wednesday.
Preliminary data showed the country’s total external trade in goods amounted to $17.26 billion, representing an annual decrease of 1.2 percent from $17.46 billion in the same period last year.
Trade deficit reached $4.60 billion, with exports falling 3.1 percent to $6.33 billion and imports nearly flat at $10.93 billion.
The PSA said that in the first five months of 2024, exports amounted to $30.84 billion, a 7.8-percent increase from $28.61 billion recorded a year earlier.

products continued to be the country’s top exports in May 2024 with total earnings of $3.56 billion or 56.2 percent of the total exports during the period.
This was followed by other manufactured goods with an export value of $337.62 million and other mineral products with $302.90 million.
The United States remained the country’s major trading partner with total exports of $1.08 billion, followed by Hong Kong, $904.79 million; Japan, $882.70 million; China, $847.12 million; and Thailand, $ 267.14 million.

ed to $51.43 billion, down by 1.7 percent from $52.29 billion a year ago.
China was the country’s biggest source of imported goods in May, amounting to $ 2.73 billion. It was followed by the Korea, with $989.60 million; Indonesia, $972.15 million; the United States, $748.19 million; and Thailand, $707.44 million. The National Economic and Development Authority (NEDA) underscored the importance of diversifying the country’s growth drivers, boost investments and improve its export performance.
“While we continue to buoy consumption and enhance services, we must reinvigorate the other pillars of economic growth—investment and exports, particularly manufacturing and agribusiness—to sustain growth and make it more resilient in the years and decades to come,” NEDA Secretary Arsenio Balisacan said in an economic forum Monday.

BDO Capital and & Investments Corp., the investment banking arm of BDO Unibank Inc., expects more equity and bond deals in the second half of 2024 despite the high interest rate environment and volatile equities market.
BDO Capital president Eduardo Francisco said in a recent forum that several companies reported plans to issue corporate bonds on expectations that there would be only one or two interest rate cuts by the Bangko Sentral ng Pilipinas this year.
Francisco said one or two 25-basispoint rate cuts would be lower than the market expectation of 100-basis-point adjustment at the start of the year.
He said more companies were expected to raise funds through preferred shares offering, follow-on offering and initial public offerings (IPO) in the second semester.
“The flavor for the next quarter will be preferred shares. We are looking at four to five deals, and of course, there will also be IPOs,” Francisco said.

SENATOR Pia Cayetano on a bright, sunny day flew to the Malampaya gas platform on June 28, 2024, just a day after heavy rains battered the offshore production vessel.
Inspecting the facilities and seeing them firsthand, the ocean-loving lady lawmaker fell in love with the mega gas production platform and its intricate operations. The Malampaya natural gas field, operated by SC 38 Consortium led by Prime Infrastructure Capital Inc. of tycoon Enrique Razon Jr., awed Ms. Cayetano and contributed to her understanding about the depth of the country’s energy problem.
The Malampaya production platform is an engineering marvel that cost $4.5 billion to build and install.
The field produces natural gas that is compressed and exported through a 504-kilometer pipeline to the Batangas onshore facility in Southern Luzon. Its offshore floating production platform is found in water 43 meters deep while its subsea wells lie at a depth of 850 meters.
Ms. Cayetano, the new chairperson of the Senate Committee on Energy, presumably does not want the the investments in Malampaya go to waste. She is optimistic that the full development of the country’s natural gas resources, including Malampaya, will turn the corner and make the Philippines a significant producer and enable it to catch up with neighboring countries

The Department of Energy (DOE) concurred and endorsed SB 2247, which seeks to make indigenous, or local, natural gas supply a priority for use in power generation. The bill seeks to fill gaps in the further development of Philippine natural gas resources, as evidenced by the Malampaya field.
The bill will make it a state policy to buy Filipino gas first, a move that seeks to open the doors to a wave of investments in the Philippine energy sector. It specifically aims to encourage further the exploration of new natural gas fields and give local production priority over imported fuel, or liquefied natural gas, for power generation.
The bill justifies the continued operation of Malampaya field under Service Contract 38, which the Marcos administration extended by another 15 years. Prime Infra has committed to drill up to three new wells to extend the lifespan of the Malampaya field.
SB 2247, meanwhile, will lay the foundation for a truly Filipino gas industry that shields the Philippines from the need to import LNG at higher prices.
Malampaya has proven that it can deliver when needed. When power supply fell short on April 16, 2024, Malampaya gas sustained the operations of power plants that fuel 20 percent of the Luzon grid demand.
National Grid Corporation of the Philippines had to declare yellow and red alerts on power supply when generators were deemed unreliable for their supply.
SB 2247 will precisely offer stability and address this power deficiency.
“Reliability is you will have power 24/7, security is when you have access, and that is where indigenous [gas] comes in,” says Cayetano. “When we have our own source, that gives us more security. It’s very simple.”
Malampaya supplies about 20 percent of Luzon’s electricity needs and has significantly contributed to the nation’s energy independence since 2001.
“Our next big challenge is exploration and ensuring energy supply for the next 15, 20 years,” says Cayetano.
The Malampaya offshore gas field delivered more than its export capacity in April after the Luzon island was placed on red and yellow alerts.
PHILIPPINE stocks fell Wednesday, ending two straight days of gains, on hawkish comments from the US Federal Reserve on inflation.
The 30-company Philippine Stock Exchange index shed 67.31 points, or 1.03 percent, to close at 6,489.35, while the broader all-shares index slipped by 28.20 points, or 0.80 percent, to end at 3,510.04.
The peso, however, climbed to finish at 58.32 against the US dollar Wednesday, up from 58.44 Tuesday.
US Fed Chairman Jerome Powell said during a Congressional testimony while inflation had displayed some “modest progress”, more “good data” were needed to boost confidence that inflation wads moving towards the central bank’s target of 2 percent.
Analysts said investors also took profits Wednesday after the stock index closed to its highest level in six weeks or since May 27, 2024.
“Moreover, although the Bangko Sentral ng Pilipinas’ rate cut in August was highly anticipated by investors, the possibility that the rate cut may lead to further weakness of the peso to below 59 against the dollar negatively affected sentiment,” Philstocks Financial Inc. research analyst Claire Alviar said.
All sectors ended in the red, led by industrial which declined 1.64 percent, followed by mining and oil which dropped 1.56 percent and property, which dipped 1.02 percent. Value turnover reached P3.67 billion.
The Philippines could soon join the list of these Asian gas producers and that is not a pipe dream. Ms. Cayetano’s visit to the Malampaya platform offered a peek into the potential of the Philippines’ only indigenous gas resource. It could become one of the country’s main energy sources and offer a lifeline amid geopolitical turmoils.
“When you experience this and you see the kind of investments that goes into ensuring energy security and energy reliability, you will be impressed,” says Cayetano.
The lawmaker will preside over the fate of a bill pending at the Senate that could give fruition to her belief that indigenous natural gas is a gamechanger in the Philippine energy sector.
Senate Bill 2247, or the proposed Philippine Downstream Gas Industry Development Act, is an affirmation that the Philippines is blessed with gas and oil. President Ferdinand Marcos Jr.
Prime Energy said gas supply to customers peaked at 290 million standard cubic feet per day (MMSCFD). The total is against the current maximum capacity of Malampaya wells at 262 MMSCFD.
“When needed by the grid, Malampaya was able to reliably deliver even more than export capacity. Malampaya was able to deliver on demand because all producing wells were available and there was sufficient reserve in the gas export pipeline,” said Prime Energy managing director and general manager Donnabel Kuizon Cruz. “The system reliability and availability of Malampaya in March was 100%. Malampaya has long maintained top-quartile reliability performance.”

THE Board of Investments (BOI), in partnership with the Department of Agriculture (DA), approved P9.59 billion worth of agricultural projects under the 2022 Strategic Investment Priority Plan.
Trade Secretary and BOI chairman Alfredo Pascual highlighted the government’s focus on agricultural investments to modernize the sector, enhance food security and foster sustainable practices.

FDIs include investment by a nonresident direct investor in a resident enterprise, whose equity capital in the latter is at least 10 percent, and investment made by a nonresident subsidiary/associate in its resident direct investor.
DOTr set to hold Swiss Challenge for Laguindingan airport

THE Department of Transportation (DOTr) said it expects to hold the Swiss Challenge for the upgrade and operations contract for Laguindingan International Airport in northern Mindanao by August 2024.
“We are finalizing the privatization of the Laguindingan airport. The Swiss Challenge will be, I think Aug. 12 or 13,” DOTr Secretary Jaime Bautista said Wednesday.
“We’re expecting there will be a Swiss Challenge,” he said.
Swiss Challenge is a form of procurement, usually required in an unsolicited project, to provide other parties an opportunity to challenge the bid of the proponent.
The agency earlier said at least two challengers paid a non-refundable participation fee of P250,000 or $4,500 for the Laguindingan Airport Swiss Challenge.
The airport project is an unsolicited proposal from Aboitiz InfraCapital, accepted by the DOTr and the Civil Aviation Authority of the Philippines following the provisions of Republic Act No. 11966 or the Public-Private Partnership (PPP) Code of the Philippines.
The challenge process involves the submission of comparative proposals to finance, design, construct, operate and maintain the Laguindingan International Airport under a 30-year concession period.
FDIs can be in the form of equity capital, reinvestment of earnings and borrowings. The BSP said nonresidents’ net investments in debt instruments decreased by 38.8 percent to $407 million from $665 million in April 2023.
Nonresidents’ net investments in equity capital (other than reinvestment of earnings) and their reinvestment of earnings declined by 48.1 percent to $68 million from $132 million and 4.2 percent to $81 million from $84 million, respectively.
Equity capital placements in April came largely from Japan, the United States, Malaysia and Singapore.
The BSP said these went most-
ly to manufacturing, real estate, wholesale and retail trade and financial and insurance industries.
It said despite the decline in FDIs in April, the level increased by 18.7 percent in the first four months to $3.5 billion from $3 billion recorded in January to April 2023.
This reflects investor confidence in the Philippine economy’s resilience amid global uncertainties, the BSP said.
THE country’s hosting of the Loss and Damage Fund (LDF) Board will unlock more opportunities for the Philippines in terms of access to climate finance, according to Finance Secretary Ralph Recto.
“Hosting the LDF Board will unlock more opportunities for the Philippines to accelerate its access to climate finance and investments, which are critical for future-proofing our economy and ensuring sustainable and inclusive growth for all Filipinos,” Recto said in a statement.
LDF is a global financial mechanism designed to provide support to countries’ response and recovery from losses and damages caused by climate change. The Philippines garnered a
seat on the board in December 2023.
The Philippines was selected over Antigua and Barbuda, Armenia, The Bahamas, Barbados, Eswatini, Togo and Kenya to host the LDF Board.
“We were chosen because of our strong commitment and concrete climate actions on the ground, and we thank the President for his steadfast support and dedication in making this happen,” Recto said.
The 26-member LDF Board selected the Philippines as the host during its second board meeting in Songdo, South Korea on July 9, 2024.

THE Chamber of Thrift Banks (CTB), the umbrella organization of the country’s thrift banks, marked its 50 years with a strong performance as total assets surged to P1.04 trillion as of end-2023, marking a 7.3-percent increase from the previous year’s P968.28 billion.
CTB said core lending also went up16.3 percent to P677.6 billion, indicating sustained lending activity in the sector’s niche market.
“In the past year, the thrift banking sector, under CTB’s leadership, demonstrated robust performance,” CTB president Cecilio San Pedro said. Confidence in the sector remained high, with deposit liabilities growing by 6.5 percent yearon-year to P789.3 billion and total capital reaching P157 billion, reflecting a 10-percent increase and ensuring a robust capital adequacy ratio of 16.98 percent, above the required minimum of 10 percent.
San Pedro said non-performing loan ratio remained manageable at 6.4 percent, underscoring the sector’s prudent risk management practices.
TRANSUNION, the global information and insights company, said the credit card market in the Philippines continued to experience growth, with opportunities for further expansion through greater financial inclusion.
According to insights shared at the recent 2024 TransUnion Financial Services Summit in Hong Kong, credit card origination volumes have consistently grown every quarter since the third quarter of 2022 and closed in on the milestone of 1 million new cards per quarter in the third quarter of 2023, despite a normal seasonal dip that was observed in the following fourth quarter.
Total outstanding credit card volumes increased from 9.3 million cards in the fourth quarter of 2022 to 11.2 million cards in the fourth quarter of 2023.
The credit card penetration rate, or the percentage of adults holding at least one credit card, reached over 15 percent in the same period. These trends represent a growth of around 20 percent in both overall volume and penetration rate in 2023, it said. Additional data from the Credit Card Association of the Philippines (CCAP) was consistent with the trends observed by TransUnion. Its data showed credit card spending increased by 39 percent to P853 billion in the first half of 2023 – a jump from the 29 percent increase in the previous year. The trends in card originations, total volume, penetration and spending all indicate a promising growth trajectory for the credit card market in the country.
“Over the past five decades, CTB has faced various challenges and seized numerous opportunities, playing a significant role in shaping regulatory reforms like the Thrift Banks Act of 1995,” said San Pedro.
“We have expanded our mission to promote economic development through savings mobilization and credit extension, particularly to SMEs and the housing sector,” he said.
CTB said it recognizes the significance of digitalization for innovation to continue the success of thrift banks. The organization integrates artificial intelligence (AI) to extend its efficiency in serving their customers.

Taiwan-PH group seeks to empower 1,000 scholars
THE Taiwan-Philippines Educational Development Foundation (TPEDF), led by chief executive officer Lin Chai-Liang, continues to fulfill its mission of offering educational opportunities to deserving yet underprivileged Filipino youth by enabling them to study at various institutions in Taiwan.

CFBCI meets with Customs for enhanced trade facilitation
THE Chinese Filipino Business Club, Inc. (CFBCI) and the Bureau of Customs (BoC) held an exclusive meeting at the Diamond Hotel Philippines on July 5, 2024 to discuss pertinent customs topics and importation concerns.

THE Filipino-Chinese Catholic Youth (FCCY) held its 31st national convention from June 12 to 16, 2024 in Dumaguete City.
The event, themed “Together, Rooted in Communion, Participating in One Mission”, brought together delegates from across the Philippines for a week of faith-deepening activities, team building and camaraderie. The convention provided an opportunity for the youth to deepen their faith in Jesus Christ, form new friendships and create lasting memories. Delegates engaged in various activities designed to foster spiritual growth and community bonding.
Highlights of the event included the formation of care groups, an amazing race city tour, and an evening of lantern making.
Participants explored Dumaguete’s historical landmarks, completing challenges at various checkpoints during the amazing race. The tour included stops at iconic locations such as the Dumaguete Cathedral and the famous Rizal Boulevard. The race allowed the delegates to learn about the city’s rich history and forge strong connections through teamwork and camaraderie.
During the lantern making, participants created lanterns inspired by their respective patron saints. The activity showcased the artistic talents of the youth and reinforced their connection to their faith and community.

A GROUP of Taiwanese donors held Project Ligaya, a charity event led by Shirleen Hsieh, a delegate for the 2024 International Youth Goodwill Ambassador of the Overseas Community Affairs Council (OCAC), at Bahay at Yaman ni San Martin De Porres Inc. in Bustos, Bulacan on July 6, 2024.
The event aimed to spread love and charity, promote Taiwanese culture, leave a lasting impression on the children, inspire them to explore educational and work opportunities in Taiwan and help them build a brighter future through cross-cultural exchanges.
“We want to give back to the community. We’ve received many donations, and we hope to make this an annual event so we can continue helping,” Hsieh said.
About 200 children from Willing Hearts Orphanage Inc., Bethany House Sto. Niño Orphanage, Philippine Children’s Mission, Bahay at Yaman ni San Martin De Porres Inc. and Nazareth Home for Children enjoyed a day filled with traditional Taiwanese activities.
They made Taiwanese lanterns, played night market games and enjoyed Taiwanese snacks and cultural toys.
Aside from the activities for the children, Project Ligaya also provided the five orphanages with P50,000 each, as well as electric fans, mosquito repellents, tissue rolls and laundry detergents.
Minister Dustin Yang of the Taipei Economic and Cultural Office in the Philippines (TECO) emphasized the importance of strengthening the relationship between Taiwan and the Philippines and expressed hope that the children might have the opportunity to study or work in Taiwan when they grow up.

Unsurprisingly, the PPA has remained steadfast for five decades and counting as it celebrates its 50th anniversary in 2024. Yet the PPA’s impact goes beyond facilitating trade. Under the PPA’s development plans, modernized ports will facilitate trade and create a significant number of jobs in construction, logistics, and various port services. This job creation not only strengthens the local economy but also provides opportunities for the Filipino workforce. Besides the economy, the PPA’s efforts bolster tourism, a significant revenue generator for the Philippines, which flourishes with well-maintained and accessible ports. Cruise ships and ferries rely on efficient port operations to
deliver tourists to their destinations, which boosts tourism and creates jobs in various sectors like hospitality, retail, and transportation.
The PPA’s role goes beyond simple management; it actively fosters development within the port system. By attracting private sector investment through initiatives like the Public-private Sector Participation (PPP) program, the PPA helps modernize port facilities and improve overall efficiency. This focus on continual improvement ensures that Philippine ports remain competitive on the world stage, benefiting the local economy for years to come.
Established in 1974 by Presidential Decree No. 505, the PPA has a rich history guiding the nation’s maritime development. Initially tasked with establishing and managing a rationalized national port system, the PPA’s mandate has grown alongside the Philippines’ economic aspirations. In December 1975, Presidential Decree Number 857 amended P.D. 505, effectively expanding the organization’s scope and function to include implementing an integrated program for the planning, development, financing, operation, and maintenance of ports or port management offices in the country under its port system. PPA is an attached Department of Transportation (DOTr) agency
for policy and program coordination regarding maritime concerns.
Its mission is clear: to provide “modern, sustainable, and resilient port infrastructures and facilities” alongside “responsive, reliable, and efficient port services.” The PPA focuses on managing existing ports and actively developing and improving them. The organization strives to create a regulatory framework that is “transparent, fair, and relevant to the needs of all stakeholders,” ensuring a level playing field for businesses operating within the Philippine port system. Looking towards the future, the PPA has a clear vision. By 2030, it aims to be a key player in an “integrated transport and logistics system” to provide port facilities and services that meet “global best practices” while fostering a regulatory environment that contributes to “national development.” The PPA’s focus on efficiency, modernization, and collaboration positions it as a critical driver for a thriving Philippine economy in the years to come.

KOREAN boy band Stray Kids is set to return to the Philippines for their dominATE World Tour. Both the group and concert promoter Live Nation Philippines have confirmed on social media that they will perform at the Philippine Arena on Nov. 23.
In a recent social media update, the eight-member K-pop group announced that their tour will begin in Seoul this August, with plans to meet their fans across Asia and Australia.
Ahead of their concert series, Stray Kids will release their new mini album Ate on July 19. This return to the Philippines follows their appearance at the Asia Artist Awards held in the country last December.
Details on ticket sales for their Philippine concert are still under wraps.
Her hits, so far, include “Sigurado,” “Tanging Dahilan” and “Bugambilya,” a track that won at the BillboardPH Women in Music, specifically for its Listener’s Choice category. Personally I view “Tanging Dahilan” as a standout piece, with its strong chorus perfect for her vocal character.

Multiple outlets, including Puck and Variety, reported that both Meryl Streep, who brought the icy editor Miranda Priestly to life, and Emily Blunt, who played her assistant Emily Charlton, are on board to reprise their roles. Meanwhile, Anne Hathaway’s involvement remains unconfirmed, despite her character’s importance in the original story.
Screenwriter Aline Brosh McKenna, who penned the first film, is also returning and is said to have played a key role in securing Streep’s participation.
According to reports, the new film will explore the challenges facing the fashion magazine industry in the digital age. That has been the observation of the head of StarPop Rox Santos , himself an accomplished mainstream Pinoy music stalwart and the overall album producer of Belle’s album Daylight and EP releases “Somber,” “And Solemn,” and the freshly out five-song package “Believe” which was dropped just last July 5.
“Working with Belle is fun and engaging because she knows what she wants as an artist. She knows her sound and musical vision,” said Rox who co-wrote with Belle and a couple of others the songs “Road Trip” and “Somber and Solemn,” both from the EP Somber released June last year.
The hit-making producer is elated about how the new EP Believe had turned out after listening to the songs tightly mixed and mastered. Its production has raised the level of excitement for Belle’s birthday concert of the same title, set this Saturday (July 13) at The Theatre in Solaire, Metro Manila.

The Philippine Ports Authority (PPA) commemorates its 50th anniversary today, July 11, 2024, celebrating half a century of dedicated service and significant contributions to the nation’s port infrastructure and economic growth. This milestone event highlights PPA’s journey from its establishment to becoming a pivotal agency in the country’s development.
The origins of PPA trace back to a time when port administration was primarily handled by the Bureau of Customs (BOC) and the Bureau of Public Works (BPW). In the early 1970s, with over 591 national and municipal ports and 200 private ports scattered across the Philippines, there was a clear need for a centralized body to oversee port planning and development. This necessity led to the creation of the Philippine Ports Authority under Presidential Decree No. 505, later amended by P.D. No. 857 in December 1975. This decree expanded PPA’s functions to include the integrated planning, development, financing, and maintenance of ports nationwide. Further amendments in 1978 and 1987 through Executive Orders No. 513 and No. 159 respectively, granted PPA police authority, established the National Ports Advisory Council (NPAC), and vested PPA with full responsibility for port construction projects, relieving the Department of Public Works and Highways (DPWH) of this duty.
In a speech during the 2024 Government-Owned or -Controlled Corporations (GOCC) Day at the Philippine International Convention Center on May 6, 2024, President Ferdinand Marcos Jr. praised the Philippine Ports Authority (PPA) for its significant contributions to the nation’s economic growth.
Represented by General Manager Jay Santiago, the PPA was acknowledged for its remarkable performance, notably its record-breaking remittance of P5.06 billion in cash dividends for 2023, which equates to 58.25% of its net earnings.
This recognition highlights PPA’s role in enhancing the quality of life for Filipino citizens through improved port services and infrastructure.
President Marcos emphasized that the event was not just about acknowledging financial contributions but also about encouraging greater performance and excellence among GOCCs.
He noted that in 2023, the PPA was one of the leading dividend contributors, ranking fourth overall.
The President expressed confidence that GOCCs, including the PPA, would continue to surpass previous records,
contributing significantly to the nation’s progress.

Unloading the record-breaking container in March 2024 emphasized that MICT’s ability to handle such an enormous cargo volume demonstrates the Philippines’ robust port infrastructure and logistical capacity. This efficient port system plays a crucial role in facilitating the flow of goods across borders, which benefits various sectors like manufacturing, logistics, and transportation, resulting in a 10 percent increase in overall container traffic for the Port of Manila in 2022 and solidifying its position as a critical gateway in Southeast Asia.
Besides its commitment to its vision and mission, the PPA embraced other advocacies to help promote nationbuilding. For instance, the agency participated in sustainability efforts by planting 4 million mangroves or seedlings across the Philippines from 2020 to 2024, in coordination with the Department of Natural Resources (DENR).
The PPA takes environmental responsibility seriously. Since 2020, it has required permit holders to plant 1,000 trees or mangroves as part of its commitment to minimize its environmental impact, which aligns with the Climate Change Act and the “Lingap at Alagang Bayanihan” project. The PPA seeks partnerships with various organizations to ensure environmental protection and continued port development, demonstrating its dedication to sustainability.
In the meantime, since PPA’s efforts also help boost local tourism, the agency continues to ensure organized cruise hubs to further support the sector. PPA
emphasized this commitment when two cruise ships carrying nearly 4,000 tourists docked smoothly in Manila on February 26, 2024. This incident highlights the Philippines’ growing popularity as a cruise destination, having been awarded “Best Cruise Destination in Asia” in 2023. The PPA also ensured a seamless arrival process. Pre-arrival meetings and a designated traffic flow plan helped avoid congestion. This efficient handling comes after a previous incident involving the same cruise line (Norwegian Jewel), where passenger frustration arose due to traffic issues. The Philippines expects to welcome over 100,000 cruise passengers in 2024, signifying the continued growth of the tourism industry. Moreover, the agency achieved a stellar performance in 2023. They collected a record-breaking P25.4 billion in revenue, with an impressive Collection Efficiency Ratio (CER) of 99.12%, collecting nearly all port dues, cargo charges, and other fees. This financial success underscores the PPA’s strong financial management and its ability to generate revenue, making it an attractive investment opportunity. PPA credits this success to its strict enforcement of the Cash and Carry System. This system requires users to pay fees upfront before rendering services or releasing cargo. Additionally, the PPA ensures that port users comply with contractual obligations and regulations.
