THE Philippines and Japan signed a key defense pact on Monday that will allow the deployment of troops on each other's territory, as they boost ties in the face of China's growing assertiveness.

The Reciprocal Access Agreement (RAA) was finalized in Manila during talks between Japanese Defense Minister Minoru Kihara and Foreign Minister Yoko Kamikawa and Philippine Defense chief Gilberto Teodoro and Foreign Affairs secretary Enrique Manalo.

Guevara said the DOE has issued the Department Circular No. DC2024-050014 or the “Guidelines on Biofuel Blend Implementation,” requiring the downstream oil industry participants to gradually increase the amount of coco methyl ester (CME) mixed in their diesel products. The circular directs local oil firms to implement a three percent CME blend in diesel fuel beginning Oct. 1, 2024, four percent by Oct. 1, 2025, and five percent by Oct. 1, 2026.

Guevara said a 30,000-kilometer test with a five percent CME blend showed a 10 percent mileage increase, translating to an estimated net savings of PHP4.17 per liter at current prices. OCD directs offices to reinforce DRRM

THE Office of Civil Defense (OCD) issued a directive to all OCD regional offices to implement disaster risk reduction and management engagement and partnership with different stakeholders and ensure its effective reinforcement.

“As we establish partnerships and formalize agreements, it is crucial to guarantee their proper and effective implementation,” said OCD Administrator Undersecretary Ariel Nepomuceno.

The undersecretary emphasized the importance of partnerships with various sectors to enhance the effectiveness of DRRM efforts across all thematic areas and bolster capabilities nationwide.

The OCD is continuously seeking to expand partnerships and engagement in DRRM initiatives, particularly in earthquake preparedness.

BI: More than 1 million passengers in June

THE Bureau of Immigration (BI) recorded more than one million international travelers departing from the Ninoy Aquino International Airport (NAIA) in June, surpassing the month of May travel record of 979,720 who left the country for a vacation abroad.

BI Commissioner Norman Tansingco attributed the rise in travelers to the end of classes of students, allowing families to have their vacations abroad.

“Revenge travel is real and is still very much evident. After the pandemic, a lot of people are itching to travel. After the end of classes, a lot of families saw the opportunity to take their vacations,” he added. The BI noted an increase in international departures in June compared to April and May.

In April, a total of 946,092 departed via the NAIA terminals, while in May, there were 979,720 departures. The BI said that they recorded 1,072,651 for the month of June, and expect the number to rise or remain high in July. Vito Barcelo

Lawmaker hints at COVID overpricing under Duterte

THE senior vice chair of the House Committee on Appropriations on Monday hinted at a “possible overpricing” in the procurement of COVID-19 test kits by the Department of Health (DOH) through the Procurement Service of the Department of Budget and Management (PS-DBM) during the previous administration.

Stella Luz Quimbo, a representative of Marikina’s second district, made the observation while presiding over the committee’s ongoing oversight hearing on the budgetary performance of the DOH and the Philippine Health Insurance Corporation (PhilHealth) for the first quarter of fiscal year 2024 and prior years.

SC orders suspension of cop for coercion, violence

THE Supreme Court (SC) has ordered the suspension of a police officer who has been found guilty of simple misconduct for using unnecessary coercion and violence while conducting a buy-bust operation. In a Decision written by Associate Justice Samuel Gaerlan, the SC’s Third Division ordered that Police Officer 2 Herminio A. Besmonte be suspended from office for six months, for having used excessive force against a suspect. Besmonte was the designated poseur-buyer in a buy-bust operation conducted in Las Piñas City to apprehend a person suspected of illegally peddling dangerous drugs. With two other colleagues, Besmonte tried to apprehend the suspect upon consummation of the buy-bust transaction.

THE first batch of the Philippine Air Force (PAF) contingent, along with essential equipment and operational cargo, arrived in Darwin, Australia on Sunday, marking the beginning of PAF’s participation in the prestigious Military Exercise Pitch Black 2024 (PBK24). The PAF contingent was ferried from the Philippines to Darwin via the Royal Australian Air Force (RAAF) KC-30 aircraft. The crucial equipment and operational cargo were transported by the RAAF C-130 and PAF C-295 aircraft, ensuring the seamless arrival of all necessary assets for the exercise. The main contingent will fly to Darwin a few days prior to the official start of the exercise. Pitch Black 2024 is a major biennial Australian and International military exercise, renowned for its large-scale, multinational large force employment. This year, it features participation from 20 nations, including the Philippines. The three-week exercise, scheduled to commence on July 12 and conclude on August 2, 2024, will incorporate a wide range of tactical flying and largescale operational collective training activities. The exercise will emphasize Offensive Counter Air and Air Interdiction operations in a multi-national coalition environment.

A notable highlight of this year’s exercise is the participation of PAF FA-50 fighter jet elements.

“This marks the first time the Philippines will deploy air assets to participate in an international exercise outside of the country, making it a monumental event in the history of the Philippine Air Force.” PAF Spokesperson Colonel Maria Consuelo Castillo said.

HEALTH officials in Iloilo province are on alert against a potential leptospirosis outbreak with the onset of the rainy and cropping seasons.

The Provincial Health Office (PHO) said leptospirosis cases have been reported from multiple municipalities since last January.

The PHO disclosed that from Jan. 1 to June 22, this year, 60 leptospirosis cases have been reported, although the figure was significantly lower from the 125 cases logged during the same period last year.

Among the affected areas, Leon town registered the highest number with four cases. Other affected municipalities were Alimodian, Cabatuan, Calinog, Janiuay, Miagao, Oton, and Tigbauan with three cases each, while Igbaras and Lambunao had two apiece.

PHO chief Dr. Maria Socorro Quiñon underscored the increased risk of leptospirosis infection during the rainy season, particularly among farmers who usually wade in dirty water and mud.

“We anticipate a rise in leptospirosis cases during this period, especially if people do not wear protective gear such as gloves and boots when wading through flooded fields and rice paddies,” Quiñon said.

\She emphasized that leptospirosis can enter the body through open wounds, thus she urged the public to take necessary precautions to avoid the disease.

Navotas to use robot to collect canal trash

THE Navotas City government on Monday forged a partnership with the Department of Science and Technology (DOST) and the Technological University of the Philippines (TUP) to address its concerns over solid waste management.

The tie-up involved thee deployment of the Aqua Trash Collector Bot (AQUABOT) developed by the TUP with DOST funding. The AQUABOT a remote-controlled vessel designed for the efficient collection of solid waste in small bodies of water such as creeks and canals.

It can collect up to 20 kilos of garbage per hour, significantly boosting the city’s capacity to maintain its waterways. Under the agreement, one AQUABOT unit will be stationed at Brgy. NBBS Dagat-dagatan.

At least 20 individuals will also receive specialized training to operate and maintain the AQUABOT effectively.

CAAP praises honest CDO airport janitor

THE Civil Aviation Authority of the Philippines (CAAP) has commended a janitor who returned a bag containing P50,000 he found in a pushcart at the Laguindingan Airport in Cagayan de Oro on Monday.

The cleaning man, Joshua Bustamante, spotted the bag and reported it to the airport management.

LAMITAN, Basilan— Some 97 Moro National Liberation Front (MNLF) combatants participated in the verification and socio-economic profiling process on July 4, 2024, in this island province.

The verification and profiling process was part of the MNLF Transformation Program currently implemented by the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) through the agreed terms of the GPH-MNLF Management Committee.

The program was designed to uplift the socio-economic conditions of the MNLF guerrillas, their families, and communities, being among the commit-

ments made by the national government under the 1996 Final Peace Agreement with the MNLF.

On September 30, 2023, the OPAPRU launched the MNLF Transformation Program in Basilan where 460 fighters completed the validation, verification, and socio-economic profiling process.

The peace agency sought to complete the profiling of all the remaining MNLF combatants in the province who are among the target beneficiaries for the fiscal year 2023.

Last year, a total of 1,705 MNLF combatants were profiled in Basilan, Lanao del Sur, Lanao del Norte, Cotabato City, Maguindanao del Norte, Maguindanao del Sur, and North Cotabato.

THE Philippines’ climate action programs have garnered $13.5 billion from development partners as of last June, according to the Department of Environment and Natural Resources.

With $13.5- billion technical and funding support, the country is making significant progress in its climate change action plan and support mechanisms, the DENR said.

Secretary Maria Antonia Loyzaga, who also represents President Ferdinand Marcos Jr. in the Climate Change Commission, underscored the importance of strategic coordination with development partners and financial institutions to achieve climate change mitigation and adaptation goals.

“This coordination ensures that adaptation and mitigation efforts are integrated across sectors, scales and regions,” Loyzaga said.

DENR data showed the country’s climate action initiatives were supported by the collaborative efforts of 31 development partners in 94

projects, 23 of which were loan-funded and comprising 96 percent of the total value of $13.5 billion.

The projects are mainly in the transport, agriculture, waste and industrial processes, and energy sectors.

In a statement, the DENR said transport projects alone accounted for $11.79 billion in loans with 21 ongoing and two upcoming projects, while the agriculture sector had $81 million in grants support livelihood enhancements and smart agricultural technologies.

The waste and industrial processes sectors received $11.79 million and $9.22 million, respectively, in project funding.

On the other hand, the energy sector also saw significant investment with projects of $1.08 billion.

The development partners are the Asian Development Bank, World Bank, GIZ, Japan International Cooperation Agency, United States Agency for International Development, European Union, United Nations Development Program and World Food Program, among others.

Pluses outweigh minuses

WHEN President Marcos Jr. will deliver his second State of the Nation Address or SONA on July 22, he can hold his head high because there have been more pluses, which far outweigh the minuses, as far as the country’s economic recovery is concerned.

All this, despite the more than three years of pandemic which brought the country down on its knees, and all the threats and challenges the country was and still is facing, which have been happening, like the Russia-Ukraine War and the IsraelHamas War which could engulf the whole Middle East, Santa Banana!

On a scale of 1 to 10, 10 being the highest, I am giving BBM a score of 9, my gulay! Since assuming office on June 30, 2022, President Marcos Jr. has undertaken initiatives to promote and achieve economic prosperity.

The notable successes and efforts include:

1. Economic Recovery and Growth:

The Philippine economy has shown signs of recovery post-pandemic, with GDP growth rates that indicate a rebound.

The economy grew by 7.6 percent, one of the highest in the region. He continued the “Build, Build, Build” infrastructure program initiated by the previous administration, aiming to improve transportation, logistics, and connectivity, thereby boosting economic activity.

2. Investment Promotion: Marcos Jr.’s administration has actively promoted the Philippines as an attractive destination for foreign investments.

3. Agricultural Reforms: Initiatives to modernize agriculture and support farmers through subsidies, training, and better access to technology have been emphasized to boost productivity and food security. Programs aimed at ensuring food security by improving agricultural output and stabilizing prices have been implemented.

4. Tourism Revival:

The administration has focused on revitalizing the tourism sector, which was impacted by the pandemic. Campaigns to attract international tourists and improve tourism infrastructure are part of this effort.

Businesses have reported ongoing issues with bureaucratic red tape and inefficient regulatory processes, which hinder economic activity and investment.

3. Public Debt and Fiscal Deficit:

The administration has faced criticism over the growing national debt, which has raised concerns about fiscal sustainability. Managing the fiscal deficit remains a challenge.

Climatologists and other experts say the effects are irreversible for people alive today, and will worsen as long as humans add greenhouse gases to the atmosphere.

These gases are carbon dioxide which enters the atmosphere through burning fossil fuels; methane, emitted during the production and transport of natural gas and oil; nitrous oxide, emitted during agricultural, land use, and industrial activities, combustion of fossil fuels and solid waste; and fluorinated gases, emitted through a variety of household, commercial and in-

dustrial applications. It is reassuring the Philippines, highly vulnerable to the impacts of climate change, has committed to reduce emissions by 75 percent by 2030, one of the most ambitious targets in Southeast Asia.

PARIS – Last month was the hottest June on record across the globe, the EU’s climate monitor said Monday, capping half a year of wild and destructive weather from floods to heatwaves. Every month since June 2023 has eclipsed its own temperature record in a 13-month streak of unprecedented global heat, the Copernicus Climate Change Service (C3S) said.

“This is more than a statistical oddity and it highlights a large and continuing shift in our climate,” said the service director, Carlo Buontempo.

“Even if this specific streak of extremes ends at some point, we are bound to see new records being broken as the climate continues to warm.” This was “inevitable” as long as humanity kept adding heat-trapping gases into the atmosphere, he said. AFP

MANILA-UST survived a hardfighting Ormoc-OCCCI squad, 6555, in the second day of competition in the PSL National Finals at the Victoria Sports Club in Quezon City.

Using its size, manpower and experience, Manila had to endure a gruelling three-quarter match before finally getting settled in the fourth.

The match was a virtual David versus Goliath as Ormoc, lacking in height, but displaying a big fighting heart, pushed its rival to the limit.

Laura Hoffman, who recently qualified for the athletics event at the Paris Olympics, attributes her passion, drive, and competitive spirit to her parents.

“Thank you to my mom, an incredible role model and the most selfless person I know. I am so grateful for all her work behind the scenes,” she said in a recent post honoring her parents, Laura and Jason.

“Thank you to my family for so much love and support since I began running. Shoutout to Dad for running my first race (a 5k, lol) with me. Thank you to Sean for always believing in me,” Hoffman added.

Hoffman earned her spot at the Olympics based on her world ranking. As a dual citizen, she is eligible to represent the Philippines because her mother, Laura, is a Filipino who hails from Puerto Galera in Mindoro.

A standout at Duke University, Hoffman secured her Olympic berth by finishing 39th in the women’s 400m hurdles world rankings, where the top 40 athletes advanced to the Paris Games.

Her teammate, John Cabang Tolentino, also qualified by ranking 30th in the men’s 110m hurdles, where the top 40 similarly advanced to the Olympics.

Gov’t revenues surged 14.6% to P2.13t in first six months

Ralph Recto said Monday the national government collected P2.13 trillion in revenues as of end-June 2024, up 14.6 percent from the same period last year.

Non-tax revenues also expanded by 64.5 percent to P316.52 billion, he said.

He said that over the medium term, the DOF anticipates a 10.3-percent average annual growth in revenues to support the Filipino people’s growing needs, rising from P4.27 trillion in 2024 to P6.25 trillion by 2028.

Recto said every peso would be stretched to deliver a bigger bang per buck, ensuring sustainable funding for the nation’s HEARTS (Health; Education; Agriculture; Roads and Infrastructure; Technology; and Security and Social Protection).

Recto also highlighted the government’s stronger collaboration with the private sector as part of its efforts to expedite infrastructure projects and service delivery nationwide.

Meanwhile, Recto said he is willing to recommend to the President to stop the operations of illegal Philippine Offshore Gaming Operators (POGO) in the country.

THE Bangko Sentral ng Pilipinas expects the Philippines to exit the money laundering ‘gray list’ of the Paris-based Financial Action Task Force by January 2025.

BSP Governor Eli Remolona Jr., who is also the chair of the Anti-Money Laundering Council, said the FATF would determine by October this year during its plenary meeting if the Philippines fulfilled the 18 action items.

Remolona said the government already fulfi lled 15 of the 18 action items to exit the FATF gray list.

“This has become classifi ed as largely addressed, and we still have three more action items to work on,” he said during a forum organized by the Economic Journalists Association of the Philippines and San Miguel Corp. in Manila Monday.

“We don’t get out of the gray list by October. Once we’ve been told we have largely addressed those three remaining

items there’s an exit process that then ensues. If that works out, then we will exit in January,” he said.

THE Securities and Exchange Commission (SEC) said Monday it secured the conviction of five officers of lending company All-in 7,000 Lending and Trading Corp. for submitting falsified documents for registration.

It said that in a decision dated June 25, 2024, the Branch 47 of the Metropolitan Trial Court of Pasay City found Jerlie Singh, Erlinda Ocampo, Elaine Ocampo, Erwin Ocampo and Amarjit Singh guilty of violating Article 172(1) of the Revised Penal Code (RPC) on the falsification of public documents by a private individual. The SEC filed a complaint against the incorporators, officers and stockholders

of the lending firm after it found that they submitted a falsified document for their company registration.

Based on SEC’s investigation, All-in 7,000 submitted a certifi cate of bank deposit purportedly issued by Banco De Oro Pasay-Two Shopping Center Branch as part of its registration as a lending company with the commission in 2017 to prove that it has a paid-up capital of P1 million, as required by Republic Act No. 9474, or the Lending Company Regulation Act of 2007 (LCRA). The SEC said that upon verification, it found that the submitted certificate of bank deposit was falsified and was not issued by the bank or the manager.

The BSP chief also said while the peso lost value against the US dollar, it was moving in line with other Asian currencies. “You can see that the peso is in good company. Pilmico, Gold Coin complete $23.1-m facility in China

GOLD Coin China, a subsidiary of Pilmico Foods Corp. and Gold Coin Group, raised its feedmill capacity with the completion of the $23.1-million state-of-the-art facility in Yunnan, China. The feedmill, the largest of its kind in Yunnan Province, is equipped with the latest technology and automation equipment to enhance processes and optimize efficiency.

“The launch of this new facility in Yuxi, Yunnan Province, is a testament to our commitment to expand our presence in key markets through investments in more efficient facilities across the region. For this feedmill specifically, we worked with key stakeholders to embed some of the latest technology and automation equipment to enhance our processes and optimize feedmill efficiency,” said Pilmico and Gold Coin Group president and chief executive Tristan Aboitiz.

The Yuxi-based feedmill operates on an initial capacity of 150,000 metric tons (MT) per year, with near-term plans to expand to 290,000 MT and a future potential maximum capacity of 500,000 MT.

The facility, which commenced commercial production in June 2024, is expected to produce 75,000 MT this year.

The facility will cater to a wide range of species including swine, poultry, aqua, ruminants and premix, allowing the company to reach an even broader customer base. It is the second of its kind in Gold Coin China’s operations and is expected to set new standards for feedmill production in the region.

“This mill is the second of its kind in our China-based operation. This mill will ensure that our customers are provided with the highest quality feed across multiple categories,” Aboitiz said.

The Yunnan feedmill is part of the Aboitiz Group’s strategic moves to strengthen its feedmill capacity in the Asia Pacific region, alongside the upcoming 200,000 MT feedmill in Long An, Vietnam.

Construction works for the project include pipelaying, asphalt pavement restoration and pipe bridge construction.

The service improvement project is comprised of two major components.

COMING from a family that values traditions and legacy, I’ve had a fixed notion of what it’s like to run a family business.

Let me share some background about that. My grandfather had a flourishing career as an accountant. Being good at his profession took him places and brought him to great heights. During his time, he headed the Bureau of Internal Revenue and, afterward, set up his own accounting and auditing firm.

His children, my mother and aunt, eventually became accountants and took over the firm he built. They were guided to a path that led them to become CPAs, and in the case of my aunt, a lawyer specializing in tax cases. That company is still active to this day after four decades. Unfortunately, this wasn’t a career path that sparked my interest. If my grandfather were still alive, I envision the frown of disappointment on his face, knowing that the third generation in our family would not be continuing the legacy he built. I adore my grandfather and

The case is different, though, with the Follosco family. Having the chance to meet and talk to Maret Follosco Bautista, CL Follosco Group’s CEO, I saw the concept of a family-run business in a different light. As the company initially ventured into agriculture, the organization’s current state has expanded and diversified into several different businesses.

This was brought about by the varying interests of the family members and allowing them to explore other fields that may be related to the family’s core business. This expansion contributed to the organization’s growth and, at the same time, allowed members of the family to venture out into doing something that they found fulfilling. Not to say that the Follosco family keeps everything within themselves, but they do give back to the people who helped them along the way and foster their development along with theirs.

What probably captured me most during Ms. Bautista’s talk with the class was her mentioning that she was merely the steward of her generation. Her reign as the current CEO is meant to carry their family business and transition it to the next generation. I admire how humbly she sees herself as the organization’s leader, ensuring that the strong foundation and values their father built are passed down to the generation after her. Among these values are integrity, prudence, and living within your means. In my opinion, this is what makes her and the company great.

Here are my key takeaways from this CEO

series session. The only person who can tell you where to go is yourself. Sometimes, something that seems destined for you is not what you truly want. What is important is that the roots and values you have from family are something you build your foundation on, whatever you decide to do.

Given this realization, I may not be continuing the business that my grandfather built. Still, I am continuing his legacy by keeping the values and discipline he taught us in my heart. DA revises hog recovery program amid ASF outbreak

THE Department of Agriculture

(DA) revised its hog recovery program to prioritize sow-weaner operations and artificial insemination, a strategic move aimed at combating the ongoing African Swine Fever (ASF) outbreak and revitalizing the country’s swine industry.

The revised program renamed Modified Integrated National Swine Production Initiatives for Recovery and Expansion, or Modified INSPIRE, aimed at reviving the swine industry and reducing pork imports following the devastating effects of African Swine Fever (ASF).

“In the absence of a vaccine, there is a clear need to refocus the strategy for hog industry repopulation and recovery to stabilize pork prices, reduce import dependence, and boost food security,” said DA Secretary Francisco Tiu Laurel.

The new strategy requires beneficiaries to adopt modern climate-controlled or biosecurity level 1 compliant fa-

cilities. Multiplier farms will distribute breeding stocks, while production farms will supply piglets to members or registered buyers.

The DA allocated support packages ranging from P10 million to P16.2 million for various farm sizes and existing facilities, covering biosecure facilities, animal husbandry supplies, weaners and hauling trucks.

The program aims to replace 60,000 metric tons, about 10 percent of imported pork, by boosting domestic hog production. This is crucial as the swine industry continues to grapple with ASF, which has significantly reduced the hog population from 12.7 million in 2018 to 9.8 million in September 2023.

Adult smokers in PH feel ‘comfortable’ buying illicit cigarettes

MORE adult smokers in the Philippines, along with smokers in three other countries, are becoming increasingly comfortable buying illegal cigarettes, according to a new study commissioned by JTI.

Citing the JTI study during the EJAP Midyear Economic Forum, JTI Philippines director for fiscal and regulatory affairs Robert Eugenio said while 50 percent of the smokers interviewed for the study felt that illicit tobacco trade is a threat to their country, 43 percent of them would be “comfortable buying cigarettes that they know to have been produced or sold illegally”.

About 33 percent of adult Filipino smokers covered by the study said they would be willing to patronize illegal cigarettes.

Eugenio said illicit trade in tobacco is a global problem that world governments should address before it becomes “normalized.”

The study entitled “Fighting the Dark Underworld” was participated in by adult smokers in France, the United Kingdom, Canada and the Philippines, which examines how geo-political environments, fragile economies and a lack of serious deterrents create the ideal conditions for a surge in criminal activity and increased profits for criminal networks.

Eugenio said validating the results of the JTI study is the fact that smuggled and non-tax paid cigarettes were being sold openly in stores and other public areas.

“In some areas in Mindanao, eight out of 10 cigarettes sold come from illegal sources,” he said. Government revenues from the tobacco industry fell from a record high of P176 billion in 2021 to just P135 billion in 2023, which could be partly attributed to rampant tobacco smuggling, he said.

He lauded Congress for approving the Anti-Agricultural Economic Sabotage bill, which classifi es tobacco smuggling as an act of economic sabotage, that can boost government’s campaign against tobacco illicit trade.

He also cited that the recent directive of President Ferdinand Marcos Jr. to all government agencies to intensify the fight against the illicit tobacco trade has already provided a strong impetus even before the bill is signed into law.

Security Bank plans to issue P5-b bonds in Q3

SECURITY Bank Corp. reported plans to issue P5 billion worth of fixed-rate bonds with an oversubscription option.

The bonds will have a tenor of 5 years and 1 month and will be marketed at a fixed rate of 5.7 percent per annum, the bank said in a statement Monday.

The public offer period will run from July 8 to August 13, 2024. Minimum denominations were set for P100,000 and increments of P10,000 thereafter.

DoubleDragon cuts short bond o er period on strong demand

DOUBLEDRAGON Corp. said Mon-

day it ended the offer period for its bond sale five days ahead of schedule on strong demand from investors.

DoubleDragon said in a disclosure to the stock exchange the bond offering was fully subscribed on July 5, 2024, prompting it to shorten the offer period, which was originally scheduled to end July 10, 2024.

“We seek the understanding of the investing public for cutting short the DD retail bond offer period due to oversubscription way ahead,” the company said.

The company did not say how much it raised from the offering, but based on the filing with the Securities and Exchange Commission, it originally planned to issue P3 billion worth of fixed-rate bonds with an oversubscription option for another P3 billion.

The bonds carry an interest rate of 8.008 percent per annum. The bonds will be issued from the company’s P10billion bond shelf registration program.

Double Dragon said that due to strong demand it plans to issue another tranche of retail bonds “very soon”.

“DoubleDragon has not issued any peso retail bond for over five years, and DD is extremely grateful to the unwavering support of the investing public on its return to the retail bond market,” the company said. BDO announces 3rd sustainability bond o ering

BDO Unibank Inc., the country’s largest lender, plans to raise fresh capital in the second half of the year through the issuance of fixed-rate peso bonds despite the high interest rate environment.

This marks the bank’s third peso-denominated sustainability bond following a P52.7-billion issue in January 2022 and P63.3-billion offering in January 2024.

BDO said in a disclosure to the stock exchange Monday it would issue at least P5 billion worth of bonds as third tranche from the peso-denominated sustainability bond.

The proposed issuance will have a tenor of one-and-a-half years and a coupon rate of 6.325 percent per annum.

Security Bank will list the bonds in the Philippine Dealing and Exchange Corp. on Aug. 20, 2024.

The bonds will be issued from the bank’s P200-billion bond and commercial papers program.

It said it would use the proceeds to support the bank’s lending activities and expand its funding base.

It said it would use the net proceeds to finance and/or refinance eligible assets as defined in the bank’s sustainable finance framework and diversify the bank’s funding sources.

The Securities and Exchange Commission (SEC) confi rmed that the proposed issuance complies with the requirements set forth under the ASEAN Sustainability Bond Standards and the SEC ASEAN Sustainability Bond Circular.

BDO said it reserves the right to amend the terms and the timing of the issuance as it deems necessary.

It tapped ING Bank N.V. Manila Branch as the sole arranger of the proposed issuance, with BDO Unibank and ING as the selling agents and BDO Capital & Investment Corp. as the financial advisor.

Recto cites need to augment subsidy fund for rice farmers

Secretary Ralph Recto said Monday the government is actively working with Congress to secure additional resources for the Rice Competitiveness Enhancement Fund (RCEF) as part of its broader strategy to bolster the agricultural sector.

Recto disclosed this initiative at the EJAP-SMC Economic Forum 2024, highlighting the government’s commitment to supporting farmers and improving global production and competitiveness.

“The substantial increase in this year’s agriculture budget, reaching P221.7 billion, affirms our commitment to supporting farmers and investing in crucial initiatives like irrigation, farm-to-market roads, agricultural machinery and research and development,” Recto said.

He emphasized the sizable increase in the agriculture budget for 2024 of 27 percent to P221.7 billion, intended to be channeled into various initiatives.

The Department of Agriculture (DA) plans to download P20 billion from the RCEF by September 2024 to provide crucial support to farmers.

The RCEF, established under Republic Act 11203 or the Rice Tariffication Law, allocates P10 billion from rice import tariffs for farm mechanization and input support. The law replaced quantitative restrictions on rice imports with a tariff-based system.

Recto said to ensure food security, which is a top priority of President Ferdinand Marcos Jr., the government is sparing no effort to address the current rice-driven inflation due to its price increases in the global market.

First Gen taps volunteers to monitor reefs

CLEAN energy leader First Gen Corp. and non-profit sister organization ABS-CBN Foundation Inc. (AFI) have organized an 18-member team of citizen scientists in Lobo, Batangas, to support of a long-term program to help preserve the marine ecosystem in the Verde Island Passage (VIP).

First Gen and AFI have integrated the citizen scientist approach into the Lobo Reef Monitoring Program, a component of the wider Project Center of Center (Project COC) initiated 20 years ago by First Gen for VIP’s marine ecosystem protection.

Embrace climate resilience to mitigate disasters—CCC

THE Climate Change Commission (CCC) last week stressed the critical role of climate resilience in safeguarding the Philippines from the escalating impacts of severe weather fluctuations.

The CCC highlighted the climate adaptation as the Philippines started observing the National Disaster Resilience Month (NDRM) in July.

Under the theme Bantayog ng Katatagan at ang Pagbubuklod sa Layuning Kahandaan (Pillar of Resilience and Uniting for Preparedness), this year’s observance cited the necessity of proactive measures to enhance the country’s ability to withstand and recover from climaterelated disasters.

As the impacts of climate change become more evident, embracing climate resilience is crucial, the CCC said.

The agency advocates for preparedness by urging individuals and communities to stay informed about climate-related risks and integrate climate considerations into their disaster plans. Families are encouraged to create emergency plans that account for climate hazards and to prepare disaster supply kits with essentials, such as water, food, medication and important documents. UK Supreme Court ruling hailed as victory for environmental campaigners

IT COULD be more difficult for oil and gas companies to build new wells in the United Kingdom (UK) of Great Britain and Northern Ireland, experts said last week following a landmark UK court decision that some believe may also set a precedent for other nations.

The UK Supreme Court ruled earlier this month that the County Council of Surrey, in southeast England, should have considered the full climate impact of a proposed series of wells near the town of Horley. The court agreed with environmental campaigners who said that–as part of its environmental impact assessment–the council should have considered not just the greenhouse gas emissions from building the wells but

also from the burning of the oil that they contain.

While the decision does not mean that future fossil fuel projects will be rejected, it does mean that local councils–who make planning decisions in the UK–will have to consider the broader environmental footprint of oil and gas developments.

“It is a very important ruling,” said Patricia Kameri-Mbote, the director of the law division at the United Nations Environment Program (UNEP).

“It ensures that the true environmental cost of fossil fuel projects is considered.”

While the decision only applies to the UK, it will likely be considered closely by other courts around the

world, said Kameri-Mbote.

The decision comes during a summer of extreme weather, driven by an intensifying climate crisis. There have been deadly heatwaves and wildfires across southern Europe with temperatures reaching more than 44°C in Greece.

According to UNEP’s Emissions Gap Report 2023, unless countries deliver more than promised in their existing climate plans–known as Nationally Determined Contributions–the world is heading for a 2.5-2.9°C temperature rise above pre-industrial levels this century. In order to meet the 1.5°C Paris Agreement goal, the world needs to cut emissions of planet-warming greenhouse gases by 42 percent by 2030. UNEP News

The world’s corals are bleaching fast —what it means for the ocean’s future

At the heart of each individual coral is a polyp, a clear, tube-shaped animal with a ring of tentacles that it uses to catch prey. Some corals surround themselves with a limestone skeleton forged from calcium absorbed from sea water.

Corals get their color from thousands of plantlike organisms known as zooxanthellae, which live inside the corals and provide them with food. It is a symbiotic relationship that is fundamental to the health of reef ecosystems around the world. Despite their tough exterior, warm water corals are sensitive creatures. When water temperatures rise, they become stressed and expel their zooxanthellae, leaving them prone to disease and starvation.

That is why researchers are so worried about a heat wave sweeping across the ocean. Since early 2023, water temperatures have risen by as much as 5°C in some places. In February 2024, the average global sea surface temperature had passed 21°C, a record high. Just a few weeks later, perhaps the world’s most-famous collection of corals, the Great Barrier Reef, was baking under unprecedented heat.

Researchers say a combination of climate change and the El Niño weather event are driving the record sea surface temperatures.

The Great Barrier Reef has captured the most attention but researchers say similar situations are playing out in the Caribbean Sea, the South Atlantic, the Red Sea, the Gulf of Mexico, the Western Indian Ocean and the waters of East Asia.

Reefs that were once brimming with life have been reduced to what Carvalho from UNEP called “graveyards,” filled with the grey and white carcasses of dead and dying corals.

Researchers believe the bleaching event is continuing to gain steam and could soon become the most-widespread on record.

ILM producer Percy Intalan of Idea First Company accepted the highest award of the night at the 7th edition of The Eddys, held on Sunday at the Ceremonial Hall of Newport World Resorts in Pasay City.

Holding the Best Picture trophy alongside actors Elijah Canlas and Romnick Sarmenta from the film About Us But Not About Us, Intalan thanked the viewers and declared that Filipino cinema is alive and well.

“It’s been a great year for Philippine cinema due to the combined dedication of the producers. I know it’s not easy to bet on this industry, but we keep fighting, and many thanks to the films that have drawn people to the theaters. It’s not an easy task. It’s a continuous climb and struggle, but there’s a ray of hope, and I don’t believe that the future of Philippine cinema is bleak,” Intalan said in his acceptance speech.

“We’ve seen it in the films released last year and the upcoming films this year. Producers should keep fighting and stay strong. It’s heartening to see the dedication of everyone involved in filmmaking, from writers and people behind the scenes to cinematographers, directors, and actors. They all give their best,” he continued.

Intalan also thanked the Society of Philippine Entertainment Editors (SPEEd), who organized the prestigious annual event.

“Thank you for the support of the entertainment editors because you tell people to appreciate our projects, which we worked hard on. It’s not true that a film is just thrown together, so the story of our hard work is spread because of you, and for that, we are very grateful.”

How couple Megan Young and Mikael Daez build deeper connections through travel

Travel has always been a big part of their relationship, creating unforgettable memories together. Even before they got married in 2020, their social media showed beautiful pictures from their trips. They visited tropical beaches and busy cities, experiencing different cultures and landscapes side by side. This shared love for exploring new places became very important to their relationship.

Speaking to Manila Standard Lifestyle, Megan and Mikael explained that being together for years has helped them become more organized when it comes to traveling – figuring out who would handle what and deciding on destinations.

Mikael admitted that in the early stages of their relationship, they were still learning about each other, but as they discovered each other’s interests, they became more comfortable with traveling together.

“And now I think our roles are more defined. More often, Megan is the one who looks for places because that’s what she likes,” said Mikael.

On the other hand, Megan shared that her husband was assigned to booking, highlighting that he would be the one rationalizing whether they would spend too much on a fancy place or a restaurant.

Now, budget airline Cebu Pacific, in partnership with the Singapore Tourism Board (STB), has appointed Megan and Mikael as its newest ambassadors to bring their travel expertise to explore the Lion City.

When asked about the places and activities they

are excited to try in Singapore, the married couple expressed their excitement to experience the unexpected things that Singapore has to offer.

“One of the things that we mentioned was we go to Singapore at least once a year, and every time we go, there’s always a different reason for us to visit. And it’s exciting because I don’t know what to expect. But the unexpected always excites both of us,” said Megan.

SM Megamall is set to undergo a major renovation. The challenge lies in executing this transformation while accommodating its daily foot traffic of nearly a million visitors, making it one of the busiest malls in the country and in the world. The mall will remain fully operational throughout the process.

According to a source from SM, similar successful renovations were previously carried out at SM Mall of Asia, minimizing disruptions to mallgoers. This approach will be replicated at SM Megamall, ensuring seamless construction that enhances rather than interrupts the mall experience.

“We’ve done some major renovations at SM Mall of Asia, too, but the construction proceeded as if no major renovations were occurring. We will implement the same scheme at SM Megamall,” a source from SM told Manila Standard Life. “You’ll see pavements and a few walls, but we’ll ensure that the mall experience for our patrons remains uninterrupted.”

Located on a sprawling 10-hectare property in Ortigas Center, Mandaluyong City, the country’s third-largest mall will begin its significant transformation this month. Expect substantial changes that will redefine the shopping and leisure landscape.

SM Megamall is putting on a new face

Designed by Benoy, the architectural firm behind renowned projects such as Icon Siam in Thailand and Jewel Changi in Singapore, SM Megamall’s new aesthetic draws inspiration from the natural beauty of the Philippines as the “country of a thousand islands.” Aptly named “Crystal Islands, this visionary design integrates nature-inspired elements throughout, creating a unique retail environment within the Ortigas Business District. Anticipate expansive green spaces seamlessly blending with the mall’s interior.

The redevelopment includes the addition of 20,000 square meters of leasable space, enriching the shopping and dining options. Visitors can look forward to brighter, wider hallways, more open spaces, and higher ceilings, enhancing the overall ambiance. Parking facilities have been expanded, providing over 1,000 additional slots to accommodate increased visitor traffic.

A highlight of the renovation is Level 5’s airconditioned garden, featuring state-of-the-art ETFE roofing technology. This innovative space will bring an outdoor feel indoors, complete with

lush greenery, natural light, and tranquil water features—a perfect setting for relaxation, dining, and leisure activities.

Movie enthusiasts will be delighted by the all-new cinemas, equipped with cutting-edge technology for an unparalleled viewing experience. The cinema complex will feature seven theaters, two Director’s Club theaters, and a large-format cinema designed for special event screenings.

Samurai chefs take over Botejyu

IN A culinary spectacle happened at Botejyu Philippines’ SM East Ortigas branch on June 30 when Samurai Iron Chefs showcased their mastery in the kitchen.

Iron Chefs Satoshi Sasaki and Michelin-starred Takayuki Osanai with their cooking skills by mixing traditional Japanese cooking with new ideas to create a fresh Japanese dining experience.

Sasaki, renowned for his skillful preparation of okonomiyaki, crafted a premium rendition of the moonlight egg okonomiyaki, while Osanai elevated the prawn tempura platter to new heights with his meticulous techniques and unique flair.
