China infiltrating key PH sectors, says AFP

Media, schools, business being targetted—Brawner

CHINA is infiltrating various sectors in the country, including the academe and local government units, Armed Forces chief of staff Gen. Romeo Brawner Jr. said.

"They are slowly entering our country and trying to influence various sectors in our society, including the education sector, business, even the media, and local government units," Brawner said in a press briefing at Camp Aguinaldo after a command conference attended by President Marcos Thursday.

CHINA rejected the Armed Forces of the Philippines' (AFP) demand to pay for P60-million in damages following the aggressive actions and harassment by the China Coast Guard (CCG) against Philippine Navy troops during a resupply mission at Ayungin Shoal last June 17.

PRESIDENT Ferdinand Marcos, Jr. on Friday called for sweeping reforms to the country’s education system amid the lackluster performance of Filipino students in the 12 years since the K-12 program was implemented.

The chief executive called for solutions to teaching gaps ahead of Senator

During a press conference, China refused to accept responsibility and kept on blaming the incident on the Philippines, saying it has to “face the consequences of its actions.” Ayungin Shoal is within the 200-nautical mile exclusive economic zone (EEZ) of the Philippines and way too far from Beijing.

“The Philippine vessels were carrying out an illegal ‘resupply mission,’ which violated China’s territorial waters and staging a provocation when stopped by China Coast Guard, who acted lawfully and rightfully to defend China’s sovereignty,” China Foreign Minister spokesperson Mao Ning claimed.

Sonny Angara’s stepping in as head of the Department of Education (DepEd) when Vice President Sara Duterte vacates the position on July 19.

President Marcos emphasized the need to enhance graduates' employability under the K-12 system, which he said has fallen short of expectations.

"If you remember, we implemented K-12 because employers were looking for more years of training from our job applicants and here in the Philippines, it was lacking because it was only 10 years (primary plus secondary education), so we needed 12 years," he said.

Brawner said China is also allegedly using POGOs to gain entry into the Philippines.

Brawner said Beijing is reportedly doing the infiltration through a "United Front Works" strategy.

"Our counteraction against their United Front Works is that we are going to try to gather information from all of these and then give the proper agency the right kind of information,” he said.

“For instance, what we did in operations against illegal POGO establishments – those that were legal POGOs but suddenly became illegal because of other activities they are doing within the confines of their structures. That's what we are addressing," he added.

Brawner said China has also been using fake news as a tactic, which the AFP is countering with its West Philippine Sea MULAT communication plan.

"We need to awaken and be aware of what's happening internally in our country. Hopefully, our fellow countrymen will adopt it. The West Philippine Sea is our ocean, our rights, and our future. What we are doing is not just for the present but also for the future generations of the Philippines," Brawner said.

Earlier, Senator Risa Hontiveros raised the possibility of Chinese military spies securing Philippine citizenship through fraudulent means.

National Intelligence Coordinating Agency (NICA) director Ricardo de Leon said all information are being validated, including the possibility that POGOs may have been China’s “Trojan horse.”

Cruz noted that a communication equipment confiscated during a POGO raid in Pasay City had foreign characters, which experts said may have been used to directly communicate with China.

Trillianes also named Sen. Additionally, he asked the DOJ to charge the four respondents for violations of the Code of Conduct and Ethical Standards for Public Officers and Employees (R.A. 6713), culpable violation of the constitution, and violations of other laws as may be warranted by the evidence.

“In sum, Respondent Duterte and Respondent Go, both public officers of the Republic of the Philippines at the time of the commission of the offense, as ‘main plunderers’ in connivance with Respondent Go’s father, Respondent Deciderio Go, and his half-brother, Respondent Alfredo Go, together were able to amass at least PHP6.6 billion pesos worth of contracts with the DPWH (Department of Public Works and Highways) through a series of dubious transactions with unqualified Davao-based construction companies by taking undue advantage

“Geopolitical tensions in the Middle East, an unexpectedly large withdrawals in the US crude inventories, and optimistic fore -

On July 2, 2024, the oil companies implemented an increase on the prices of gasoline, diesel and kerosene by P0.95, P0.65 and P0.35 per liter, respectively.

The Senate inquiry, in turn, stemmed from the 2018 Philippine Center for Investigative Journalism (PCIJ) reports on the Duterte administration’s infrastructure projects.

Citing the records submitted by the Commission on Audit (COA) to the Senate committee, Trillanes said that it was found that "from the period of 2007 to 2018, at least PHP6.6 billion worth of government contracts were awarded to CLTG Builders and Alfrego Builders & Supply, combined.”

following reports of the proliferation of POGO operations in the entire country.

As stated in the draft ordinance, Castro said the provincial government ''genuinely believes that the adverse impacts of POGO operations surpass their alleged economic benefits and can potentially worsen existing social ills while posing a threat to the country’s overall economic stability."

As this developed, Albay Rep. Joey Salceda, chair of the House committee on ways and means, said a total ban on POGOs won't do good for the country.

"The government should not introduce a POGO ban. Period. It will kill any inducement to good behavior in that sector. It will also completely wipe out the incentive for legally compliant licensees to tip off illegal operations of non-compliant competitors," Salceda said.

Salceda said a lot of the tips on smuggling and illicit trade in the tobacco sector come from tax-compliant companies.

Data from the DOE showed that pump prices in the National Capital Region range from P54 to P86.77 per liter for gasoline, P52 to P81.70 per liter for diesel and P74.04 to P84.04 per liter for kerosene.

AFP requires soldiers to attach flag on battle dress

AFP Chief of Staff General Romeo Brawner Jr. issued a directive yesterday to all officers and enlisted personnel to attach the Philippine flag to the military's battle dress uniform. Public Affairs Office Chief Colonel Xerxes Trinidad said the initiative will be a visible reminder of AFP's commitment to upholding the Philippine sovereign rights and territorial integrity.

“This aligns with the broader efforts of President Ferdinand Marcos Jr to foster national pride and unity among Filipinos.” Trinidad said in a statement.

“The announcement reflects the AFP’s effort to provide a vivid representation of its determination to carry out its mission with honor and pride," he added.

"Okay. So, that was the reason we did it to make our graduates more employable," he added.

Proposed measures include shortterm courses aligned with industry needs and closer coordination with the private sector for job placements.

Addressing academic performance, particularly in science, technology, engineering and mathematics (STEM) subjects, the President stressed the importance of equipping students with technical skills to meet evolving job market demands.

"The other thing we're focusing on is the scores in the international standardized tests, particularly in STEM subjects where we're lagging behind and that's the area that's in high demand at the moment," he pointed out.

President Marcos also noted that ensuring teacher welfare and professional development remains pivotal to enhancing their performance.

"I reminded Senator Angara that the key to any successful program in the DepEd are the teachers," he said.

"They have families to take care of. They can't teach properly if they're worried about their family's situation. So we need to make sure they're in a good place so they can focus on teaching," Marcos added. In addition to the introduction of more short training courses and reforms in faculty benefits, the chief executive announced plans to simplify the curriculum to ensure students grasp the basics.

"Many students in Grade 5 and Grade 6 struggle with reading and basic mathematics. We need to go back to basics," he explained.

President Marcos also called for more lessons on Philippine history in the curriculum.

"For me, that is so important, for the simple reason that that is what will make a child understand what it means to be a Filipino," he said.

(Series of 2024),” BSP said. Nonetheless, BSP said higher prices of food items other than rice, transport charges, and electricity rates continue to pose upside risks to inflation. Meanwhile, House ways and means committee chair Joey Salceda said that inflation is "under control", as he expressed optimism that President Marcos' measures to reduce imported rice tariffs and boost agricultural production will yield results in the inflation figures for next month.

"As usual, it’s still about rice, but we are looking more at year-on-year effects now, rather than a continuing momentum of price increases. In other words, it’s not getting worse. It was 3.9 percent last month," Salceda said. Salceda also expressed hope that the impact of the El Niño phenomenon on fuel, water, and electricity prices will also "dissipate as the rains begin."

Construction of 50k houses eyed in Clark

THE Clark Development Corp. and the Department of Human Settlements and Urban Development are targeting to construct 50,000 housing units in Clark in Central Luzon.

Housing czar Jose Rizalino Acuzar and CDC president and chief executive officer Agnes Devanadera signed a memorandum of understanding to formalize the housing project partnership under President Marcos’ flagship Pambansang Pabahay para sa Pilipino (4PH) program.

Acuzar said by creating economic opportunities in Clark, it could attract more businesses, workers, and residents from the nearby areas, including the National Capital Region, thereby addressing urbanization.

“Through this MOU, we can maximize the potential of Clark in terms of pursuing township developments under 4PH, hence, triggering economic activities there,” Acuzar said.

“Clark is one of the areas where expansion of development outside the National Capital Region is very ideal. Apart from its proximity to Metro Manila, it already has modern infrastructures that are necessary in a sustainable township,” he added.

Thai Navy chief calls on AFP head Brawner

ROYAL Thai Navy commander-in-chief Admiral Adoong Pan-lam on Thursday paid a courtesy call to Armed Forces of the Philippines chief Gen. Romeo Brawner Jr. to discuss mutual maritime security capabilities.

AFP spokesman Col. Xerxes Trinidad said Brawner thanked Pan-lam for Thailand’s continued military cooperation with the Philippines.

“The two parties also exchanged insights on enhancing their maritime security capabilities through joint maritime exercises and defense training,” Trinidad said.

The AFP said this bilateral military partnership was based on the 1997 Philippine-Thailand memorandum of understanding (MOU) on military cooperation.

“As founding members of the Association of Southeast Asian Nations (ASEAN), both parties reaffirmed their commitment to a rules-based international order to foster the region’s prosperity,” Trinidad added.

The AFP also said the military cooperation reflects common efforts to bolster defense collaboration with like-minded nations to maintain stability and peace in Southeast Asia.

Agents thwart P8.5-m cocaine smuggling bid

COMBINED operatives from the Bureau of Customs (BOC) and the Philippine Drug Enforcement Agency (PDEA) have arrested a Colombian national who was the consignee of a shipment containing liquid cocaine worth more than P8.5 million. The shipment, declared as “Clothing Remindershat capi product” arrived last June 21, and was subjected to rigid inspection in light of intelligence information on the package.

“A physical examination was conducted due to unusual x-ray images and K-9 sniffing was likewise conducted and indicated possible presence of illegal substances,” according to BOC district collector Erastus Sandino Austria.

He said examination of the shipment led to the discovery of three plastic bottles of yellowish liquid substance and found to contain “mixture of PET plastic, ephedrine and ethyl benzoate, cyclohexyl fentanyl and opioid,”

During a controlled delivery operation, the agents apprehended the 32-yearold Colombian national in Makati City.

Austria reiterated the Port of Clark’s commitment to the BOC’s anti-illegal drugs campaign, saying the BOC is steadfast in its commitment in preventing the entry of illegal drugs into the Philippines.

“Through rigorous inspections and coordinated efforts with other law enforcement agencies, we aim to safeguard the nation from the dangers of drug trafficking and ensure the safety and welfare of all Filipinos,” he added.

MMDA bags CSC bronze award in HR management

THE Metropolitan Manila Development Authority (MMDA) has affirmed its commitment to promote and enhance the well-being of its personnel through effective human resource management practices.

The MMDA made the affirmation after receiving the Bronze Award from the Civil Service Commission’s (CSC) Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIMEHRM), recognizing the MMDA as one of the top government agencies.

MMDA chairman Romando Artes expressed

gratitude for the recognition and pledged that the agency’s administrative service will continue to champion human resource management practices that promote, support, and enhance personnel's general well-being.

"We thank the CSC for this prestigious recognition that strengthens the MMDA's commitment to efficiency in public service delivery and bringing our services closer to the people. We assure the CSC that the MMDA will remain committed to implementing PRIME-HRM to maintain meritocracy and excellence in public service. This milestone will serve as inspiration to every personnel towards better delivery of services to the public," said Artes.

MMDA general manager Undersecretary Procopio Lipana, MMDA administrative service director Melchor Enguerra, and administrative service personnel accepted the award during the CSC 2024 Regional Human Resource Management Practitioners Congress last month. The bronze award conferred to the MMDA signifies that the MMDA met the PRIMEHRM Level 2-Maturity indicators on various human resource processes, practices, and competencies and managed and implemented its human resource management systems according to documented processes, thereby achieving process-defined HRM in the four core systems under PRIME-HRM.

De-escalation prevails; Typhon pull-out

THE Senate Committee on Foreign Affairs hearing on June 25, 2024 chaired by Senator Imee Marcos called to investigate the US Pentagon anti-Sinovac psyops and propaganda.

It tackled the foreign policy question of the “Bersamin de-escalation” versus the “Gibo anti-China hardline” with DFA Secretary Enrique Manalo sustaining the Bersamin line, announcing the department’s request to China to convene the 9th Bilateral Consultation Mechanism.

In the days after the hearing, it seemed the impasse between the two clashing policy directions, de-escalation and hardline resistance to China, remained irreconcilable.

But on July 2, 2024 the announcement came out from both countries’ foreign affairs office that Vice Foreign Minister Chen Xiaodong co-chaired the 9th Bilateral Consultation meeting with DFA Undersecretary Maria Theresa P. Lazaro in Manila.

The MoFA read out, which was much readily available on the Internet, stated:

“The two sides believe that maintaining peace and stability in the South China Sea serves the interests of both China and the Philippines, and is also the common goal of countries in the region.

“The two sides agreed to continue to maintain dialogue and consultation through the BCM and other mechanisms to handle differences and disagreements.

“During the meeting, the two sides also had an exchange on improving the maritime communication mechanism, promoting the dialogue between the coast guard of the two countries and advancing cooperation in marine science and technology and environmental protection, among other fields.

“The meeting was attended by representatives from competent authorities of diplomacy, national defense, natural resources, and coast guard of China and the Philippines.”

Right after the meeting, the Philippine dailies reported the usual teeming presence of the Chinese Coast Guard and its maritime fishing fleet volunteers were drastically reduced in number, a clear sign that “de-escalation” had begun.

Calm appeared to have returned to the two major areas of contention, the Scarborough and Second Thomas shoals.

Can we now heave a sigh of relief and actually expect rational, constructive and productive talks to turn crisis into opportunity?

Ex-USAF Col. Raymond Powell will not be happy about this development, likewise the legion of US Proxy-Pinoys in StratbaseADRI, the Rappler cabal of US media propaganda outlets here.

For the Filipino people, this is an opening for other strategic beneficial steps – like reviving the 60/40 Philippine-China Joint

Oil and Gas development of the Reed Bank resources, desperately needed by energystarved Philippines.

Good news also came to boost China in the eyes of Filipinos -- the spectacular rescue by Chinese Coast Guards of a sinking Filipino fishing boat crew.

The US Proxy local media tried to distort it as “CCG Obstruct Rescue...” or “CCG blocks, hinders...rescue,” but a Chinese video clearly showed the CCG threw lifebuoys onto the sinking boat and to a fisherman adrift at sea while no PCG ship had yet arrived.

The US Proxy-spokesman Commodore Jay Tarriela blatantly lied the CCG blocked the rescue which official PCG spokesman Rear Admiral Armand Balilo “lambasted” – confirming the CCG indeed extended help to the desperate Filipino fishermen.

Maybe soon, with BBM, we will succeed in kicking out the US EDCA military bases and secure the Philippines’ future from destruction and poverty

There are rumors going around that Ballilo may now suffer the same fate as “demoted” “de-escalation Vice Admiral Alberto Carlos.”

But for BBM’s own sake, we hope he doesn’t allow another mistake as the PCG may start a rebellion.

There are bits of good news from the bad news of US deployment in the Philippines of US IRBM (Intermediate Range Ballistic Missile) and Tomahawk long-range missile capable Typhon missile launcher.

Russian President Vladmir Putin has taken note of the missile launchers in the Philippines.

Senator Imee Marcos also expressed alarm at China aiming hypersonic missiles at the launcher sites in Luzon – the US has announced the pullout of these missiles and launchers by September.

This column takes some pride to claim some brownie points for these recent victories for peace by pushing the cause of “de-escalation,” and ”easing of tensions,” the restoration of the independence from the claws of the US and re-embracing the ASEAN cooperation with China.

Maybe soon, with BBM, we will succeed in kicking out the US EDCA military bases and secure the Philippines. future from destruction and poverty. (rpkapunan@gmail.com)

Push for PH investment attractiveness

WHEN Republic Act 6957, the law that authorized the financing, construction, operation and maintenance of infrastructure projects by the private sector, was signed on July 9, 1990, many of us had no expectation San Miguel Corporation would play a vital role in the country’s infrastructure sector.

SMC, after all, was essentially a food and beverage manufacturing company.

But with the vision of its leaders, it has evolved into one of the country’s most diversified conglomerates with portfolio, aside from food and beverage manufacturing, in banking, energy, packaging, and infrastructure among others.

At present, it is one of the private entities pushing and uplifting the country’s attractiveness to investment locators through infrastructure projects.

There is no stopping SMC when it comes to infrastructure projects. Under the leadership of Chairman and CEO, Ramon S. Ang, more transport infrastructure projects are calendared to start rolling next year. The Toll Regulatory Board reported three infrastructure projects that will impact on the ease of travel in Luzon will be undertaken by SMC. These are the Southern Access Link Expressway (SALEX), the Northern Access Link Expressway (NALEX), and the South Luzon Expressway (SLEX) TR5.

Component 1 of Greater Capital Region Integrated Expressways Network, the Northern Access Link Expressway (NALEX) consists of two Phases.

Phase 1 is a proposed 136.4-kilometer expressway envisioned to provide connectivity between the Metro/Mega Manila, the New Manila International Airport in Bulacan and Central Luzon as an extension and/ or linkage of the Metro Manila SkywayStage 3 at Balintawak. Meanwhile, Phase 2 is a demand-driven expansion from Masantol, Pampanga to Tarlac City. Its Supplemental Toll Operation Agreement was approved on May 6, 2022. Project cost for Phase 1 was placed at P148.30 billion.

SMC can address these environmental concerns as it continues to be a nation-builder helping improve the country’s competitiveness

On the other hand, the STOA for SALEX was approved on June 27, 2022.

The proposed SALEX is component 2 of the Greater Capital Region Integrated Expressways Network according to the PPP Center website.

It will be a 40.65 km elevated expressway network comprising of the Shoreline Expressway and three Metro Manila Skyway Stage Extensions, namely: C3-R10

Climate change impact on biodiversity

CLIMATOLOGISTS

have warned again sea levels in the Philippines are rising at about twice the global average and are smashing into biodiversity.

The rise of mean sea-level for the Philippines has been noted in several studies to be above the global average rate, ranging from 5.7 to 7.0 mm per year.

This means rising sea levels, higher temperatures, and increased frequency of typhoons and extreme weather events can cause floods, landslides, and erosion that pollute water resources, damage infrastructure, destroy crops, and lead to loss of lives and livelihoods.

Weathermen say the sea level in the Philippines – a country of 115 million population with more than 36,000 kilometers coastlines – is rising three times faster than the global average, putting many of its coastal villages in peril, according to climate scientist Rosalina de Guzman, chief of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) climate data section.

With 70 percent of the country’s municipalities facing large bodies of water, including the Pacific Ocean, that could spell a “big impact” on those populations, she said.

The warming of ocean temperatures due to climate change also poses a severe threat to the Philippines’ vibrant coral reefs

Scientists have attributed sea level rise to warming temperatures, which melt the polar ice caps, causing oceans to expand. But what is biodiversity?

This covers the different kinds of life we find in one area – the variety of animals, plants, fungi, and even microorganisms like bacteria that make up our natural world.

Each of these species and organisms work together in ecosystems, like an intricate web, to maintain balance and support life.

Weather experts say strong storms,

IN THE shadowy corridors of global geopolitics, a provocative assertion by Matthew Pottinger, a former top US national security adviser, reverberates like a distant thunderclap.

Speaking at the Heritage Foundation, Pottinger declared China’s recent provocations in the South China Sea, particularly its aggressive stance against the Philippines, are a “dress rehearsal” for a more ominous conflict: an attack on Taiwan.

This assertion carries the weight of historical precedence, strategic calculus, and the ever-present specter of a broader confrontation.

Pottinger’s projection

Pottinger’s argument is not without merit. Historically, great powers have often tested their adversaries in smaller theaters before launching larger campaigns.

The Spanish Civil War (1936-1939) served as a prelude to World War II, where Nazi Germany and Fascist Italy honed their military tactics.

Similarly, the Korean War (1950-1953) was a proxy battleground for Cold War tensions, setting the stage for later confrontations.

Strategically, the Second Thomas Shoal, while not a significant geostrategic location on its own, offers China a probing ground to demonstrate its capabilities and resolve.

By targeting this “tiny model of Taiwan,” Beijing can assess the reactions of the United States and its allies, calibrate its military strategy, and refine its tactics for a potential blockade or invasion of Taiwan.

Pottinger’s call for US support to resupply Filipino marines on the shoal underscores the necessity of signaling to Beijing that such maneuvers will not go unchecked.

Furthermore, Pottinger’s advocacy for a more robust mutual defense response aligns with the logic of deterrence.

The US-Philippines defense treaty, one of five in the Indo-Pacific, is designed to deter aggression through the promise of collective defense.

By demonstrating a willingness to enforce this treaty, the US could dissuade

Extension, Quirino Extension, and Buendia Extension. Estimated project cost during approval was Php 152.39 billion.

The SLEX TR5 is approximately 417 kms from Lucena City to Matnog, Sorsogon. It will have eight segments with Segment 1 stretching 61 kms. from Lucena to Gumaca, Quezon.

Travellers and commuters welcome news on the forthcoming projects in addition to the report that SMC is still keen on pursuing the Pasig River Expressway project which broke ground in 2021 attended by Executive Secretary Salvador Medialdea and Transportation Secretary Arthur Tugade.

The PAREX is an elevated expressway consisting of six lanes stretching 19.37 km. It will establish a direct link between Metro Manila’s western and eastern cities; decongest traffic; and contribute to the efficiency of the country’s road transport

many of which cut through land in a country that averages 20 a year, can induce higher sea level which contributes to storm surge that can rise upwards of 15–20 feet, displacing thousands or even millions of citizens in coastal communities.

Experts note that rising sea levels, higher temperatures, and increased frequency of typhoons and extreme weather events can cause floods, landslides, and erosion that pollute water resources, damage infrastructure, destroy crops, and lead to loss of lives and livelihoods.

The warming of ocean temperatures due to climate change also poses a severe threat to the Philippines’ vibrant coral reefs.

Rising sea temperatures lead to coral bleaching, a process in which corals expel their symbiotic algae, causing them to turn white and become more susceptible to disease and death.

What is the government action on climate change in the Philippines? We are glad the Philippines has committed to reduce emissions by 75 percent by 2030, one of the most ambitious targets in Southeast Asia.

To accelerate its transition to a green economy, the country also aims to increase the share of renewable energy to 35 percent of the power generation mix by 2030 and 50 percent by 2040.

From shoals to Taiwan: Dress rehearsal for war?

China from escalating its provocations, not just in the South China Sea but also towards Taiwan. Challenges to Pottinger’s claims However, there are compelling counterarguments that challenge Pottinger’s projection.

Historically, not all conflicts serve as preludes to larger wars.

The Falklands War (1982) between Argentina and the United Kingdom did not precipitate a broader conflict despite initial fears. The localized nature of some disputes can remain just that—localized.

Enhancing the ‘Quad’ security dialogue and fostering multilateral discussions on regional security could help mitigate risks

Strategically, China’s actions in the South China Sea could be interpreted as a means of consolidating regional dominance rather than rehearsing for a larger conflict.

Beijing’s primary aim might be to assert its claims over disputed territories and resources, which is a longstanding goal rather than a stepping stone to an invasion of Taiwan.

The incremental approach to expanding influence in the South China Sea might not necessarily translate to a full-scale military operation against Taiwan, given the latter’s vastly different strategic and logistical challenges.

Moreover, engaging in direct military support for the Philippines could escalate tensions unnecessarily.

Historical precedents like the Vietnam War illustrate the perils of entangling alliances and the potential for local conflicts to

system. SMC is not shelving the project but putting it on hold as the company is trying to address environmental concerns.

‘We are trying to address it [environmental concerns], so it is on hold for now,’ RSA was quoted as saying.

Oppositionists to the Pasig River Expressway expressed the view the project would impact negatively on the Pasig River and the overall ecosystem of the metropolis.

In its letter to the PSE Disclosure Department dated May 28, 2024, SMC stated it is “conducting a thorough evaluation and study of all factors and concerns that may affect and have an impact on the viability of the construction and operation of the Pasig River Expressway Project, with the end in view of satisfactorily addressing such factors and concerns, inclusive of the sentiments expressed on the possible effects of the Project on the environment.”

draw in superpowers with disastrous consequences.

The principle of proportionality in international relations suggests a measured response—diplomatic pressure, economic sanctions, and regional coalitions—might be more effective and less risky than immediate military intervention.

Strategic actions

Assessing Pottinger’s projection requires a balanced view of both historical precedents and current geopolitical realities.

His argument that China’s actions in the South China Sea are a rehearsal for Taiwan is plausible but not conclusive.

The strategic and historical contexts provide both support and caution for such a stance.

Pottinger’s call for a more assertive US response should be tempered with diplomatic finesse.

The US should indeed reinforce its commitments to allies like the Philippines to deter Chinese aggression, but this should be coupled with sustained diplomatic efforts to engage Beijing.

Enhancing the “Quad” security dialogue and fostering multilateral discussions on regional security could help mitigate risks. At the same time, the US must avoid provocations that could escalate into unintended conflicts.

A calibrated approach that combines military readiness with diplomatic overtures is essential.

The Biden administration’s mixed messages on AI negotiations with China highlight the need for coherent and consistent policies that address both competition and cooperation.

In conclusion, while Pottinger’s projection of China’s actions as a dress rehearsal for Taiwan raises valid concerns, a balanced strategy of deterrence and diplomacy is paramount.

The US and its allies must navigate these turbulent waters with a keen eye on history, strategy, and the overarching goal of regional stability.

The stakes are high, and the path forward demands both vigilance and restraint.

An earlier letter to the PSE dated March 19, 2024 stated Parex Corporation, an affiliate of SMC, “will discuss with the Toll Regulatory Board the actions that will be taken with respect to the Project.” Last March, it was reported SMC will no longer be pursuing the project taking into consideration public opinion it will not be good for the public welfare.

“We are very sensitive to the opinion of the public,’ RSA said. I have no doubt SMC can address these environmental concerns as it continues to be a nation-builder helping improve the country’s competitiveness.

Mexico prepares for Hurricane Beryl landfall

CANCUN, Mexico

– Tourist resorts in Mexico steeled Friday for a hit from Hurricane Beryl, expected to bring ferocious winds and a dangerous storm surge to the Yucatan Peninsula after slamming Jamaica and the Cayman Islands.

“Conditions to soon deteriorate for the Yucatan Peninsula” with “hurricane-like winds, dangerous storm surge, and damaging waves expected to begin shortly,” the National Hurricane Center warned 01:00 am Friday.

Having restrengthened to a Category 3, Beryl is bearing down on tourist destination Tulum with winds of up to 185 kilometers an hour and “little change in strength is expected before landfall” on Friday, the NHC said.

The storm has left a trail of destruction across the Caribbean and the coast of Venezuela, killing at least seven people.

It is the first hurricane since NHC records began to reach the Category 4 level in June and the earliest to hit the highest Category 5 in July.

In Mexico, schools in the area bracing for a hit were suspended and shelters set up for locals and tourists.

In Cancun, a two-hour drive from Tulum, people have been stocking up on food and other essentials for days and hotels have boarded up their windows.

Around 100 domestic and international flights scheduled between Thursday and Friday have been canceled at Cancun airport, the main hub in the Mexican Caribbean.

Beryl is expected to hit the Yucatan Peninsula, emerge over the Gulf of Mexico, then arrive in the northern state of Tamaulipas, which borders the United States.

Hundreds of tourists were evacuated from hotels along Mexico’s coastline while some were still attempting to take buses out of the impact zone.

However, some were still enjoying a sunny day at the beach before taking shelter in their hotels. AFP

WASHINGTON, DC – US President

Joe Biden is hoping a televised interview on Friday (Saturday Manila time) will steady his imperiled reelection bid -- but a repeat of his disastrous debate performance could be his downfall.

In the week since his debate against Donald Trump -- their first head-to-head of the 2024 election cycle -- 81-year-old Biden has failed to quell panic among his Democratic Party.

For 90 minutes last Thursday, a raspy Biden struggled to express himself clearly, stumbling over words and losing his train of thought.

A growing chorus in his party has since called for him to prove he has the energy to defeat Trump in November, and handle another four years in the White House.

Despite winning the backing of Democratic governors, who met with him at an emergency meeting on Wednesday, at least three of his party members in Congress have called on him to step aside, as have several major newspaper editorial boards and a raft of political commentators.

The president has said that he is “not leaving” and is “in this race to the end,” but post-debate polls have shown Trump’s narrow lead widening.

Biden has also not yet spoken publicly without a teleprompter since the debate, other than some brief remarks.

So Friday’s interview with ABC presenter George Stephanopoulos, set to be recorded during a campaign trip to Wisconsin, will be a key moment for Biden to dispel the worries and reset expectations. With soaring anticipation for the inter-

view, ABC has switched up its original plan of airing excerpts through the weekend, and will instead broadcast it in full Friday at 8:00 pm.

Biden will face a journalist who knows the workings of political communication like no one else.

Stephanopoulos worked for former Democratic president Bill Clinton during his first campaign and was one of his closest advisors during his first term in the White House.

Biden, a former stutterer, will also have to win back confidence with clear and cohesive speech, as much as on substance.

Former House speaker Nancy Pelosi, one of the most influential Democratic voices, has deemed it “essential” that the president do one or even two high-profile interviews. AFP

MADRID – Spanish Prime Minister

Pedro Sanchez’s wife arrived at a Madrid court to testify before a judge Friday as part of a preliminary corruption probe into her business ties in a case that has infuriated the Socialist leader.

Last month, a Madrid court summoned Begona Gomez to testify on July 5 “as an investigated party” as part of a judicial inquiry into “the alleged offenses of corruption in the private sector and influence peddling”.

She arrived at the Madrid court shortly before 10:30 am, where she was to enter a closed hearing before judge Juan Carlos Peinado, who is running the preliminary investigation, an AFP correspondent at the scene said.

The preliminary investigation was opened on April 16 following a complaint filed by the anti-graft NGO Manos Limpias (Clean Hands), which is linked to the far right.

The right-wing opposition has pounced on the affair as proof of their claims that Sanchez and his left-wing government are corrupt.

But he has denounced it as a smear campaign.

MUMBAI – Indian Prime Minister Narendra Modi on Monday makes his first visit to Russia since the invasion of Ukraine, walking a fine line between maintaining a longstanding Moscow alliance while courting closer Western security ties. Russia is a key supplier of cut-price oil and weapons to India, but its isolation from the West and growing friendship with China have impacted its time-honoured partnership with New Delhi. The United States and its Western allies have in recent years cultivated ties with India as a bulwark against Beijing and its growing influence in the Asia-Pacific, while also pressuring it to distance itself from Russia.

Earlier this week, Sanchez told Cadena SER radio he was feeling “totally calm and confident” because there was “absolutely nothing” in the allegations, denouncing “a legal strategy of harassment aimed at overthrowing” his government.

BANGKOK – More than 700,000 hectares of forest in Indonesia have been cleared for mining since 2001, including large tracts of primary forest, a new analysis using satellite data has found. The TreeMap, a conservation start-up, used high-resolution imagery from several satellites and two decades of data from the long-running Landsat program to map mines and related infrastructure and track deforestation.

Modi, who was returned to power last month as leader of the world’s most populous country, last visited Russia in 2019 and hosted President Vladimir Putin in New Delhi two years later, weeks before the invasion.

Russia’s war in Ukraine has “transformed” ties with India, said Swasti

Nandan Unnikrishnan of the New Delhi-based Observer Research Foundation said the upcoming in-person meeting showed the two sides were looking for ways forward.

“There have been pressures on India, and there have been pressures on the India-Russia relationship,” Unnikrishnan said.

“Face-to-face interactions help in working out positions,” he added. “I’m sure Mr Modi would like an assessment from Putin on the Ukraine war.”

New Delhi has shied away from explicit condemnation of Russia for its invasion of Ukraine and has abstained on United Nations resolutions censuring Moscow. But Russia’s war in Ukraine has also had a human cost for India.

New Delhi said in February it was pushing Russia to release some of its citizens who had signed up for “support jobs” with the Russian military, following reports some were killed after being forced to fight in Ukraine. AFP

Along with the Catalan amnesty law, the Gomez affair has complicated life for Sanchez, whose brother is also facing a graft probe triggered by another Manos Limpias complaint, prompting a barrage of right-wing criticism. AFP

It estimates that mining -- including pits, processing facilities, tailings areas and roads -- resulted in the clearing of 721,000 hectares of forest between 2001 and 2023. An estimated 150,000 hectares of that was primary forest, areas with high carbon stock and tall trees that include intact old growth, according to the analysis released this week. AFP

SPORTS Garcia ‘expelled’ by WBC chief after racist rant

LOS ANGELES—The World Boxing Council (WBC) expelled embattled fighter Ryan Garcia from its events on Thursday after he posted a racist rant on social media.

WBC President Mauricio Sulaiman said in a statement on X, formerly Twitter, that Garcia would not be allowed to take part in any fights involving the global boxing body.

“Exercising my authority as president of the WBC, I am hereby expelling Ryan Garcia from any activity with our organization,” Sulaiman said in a statement.

“We reject any form of discrimination. I fear for Ryan’s well being as he has declined multiple attempts for our help with mental health and substance abuse.”

Garcia, 25, is currently serving a oneyear ban imposed by the New York State Athletic Commission after failing a drug test before his victory over Devin Haney in April. That win was subsequently declared a no-contest.

He was also arrested on felony vandalism charges last month for reportedly causing around $15,000 worth of damage at a hotel in Beverly Hills.

The WBC imposed its ban Thursday after Garcia used a racist slur repeatedly during a livestream broadcast on X.

The boxer also mocked George Floyd, the African-American man murdered by police in Minneapolis in 2020 whose death sparked worldwide protests.AFP

Arcilla retains Dimaporo Open tennis crown as Acabo retires

JOHNNY Arcilla secured another Open crown, adding to his impressive collection with a victory in the Gov. Imelda Dimaporo National Open at the Mindanao Civic Center court in Lanao del Norte recently.

Unlike his hard-fought three-set victory over Eric Jed Olivarez in last month’s Olivarez Cup, however, this win came more easily as his opponent, Alexis Acabo, retired due to fatigue after the opening set, which Arcilla won, 6-1. Acabo’s decision to withdraw spoiled what could have been an exhilarating conclusion to an excitement-filled tournament in Lanao del Norte. The fifth-ranked Acabo had previously upset Olivarez, 6-4, 6-3, in the semifinals, setting the stage for a thrilling championship match. However, his exit left a large crowd of spectators and sponsors deeply disappointed.

Following the match, Acabo apologized, citing exhaustion from his grueling clash with Olivarez as the reason for his retirement.

Arcilla, who also edged out Olivarez in the previous year’s tournament, had thwarted his doubles partner Nilo Ledama in a fierce semifinal match, 6-4, 6-4. The many-time PCA Open champion showcased his vast repertoire of shots to convincingly win the opening set of the final showdown in the tournament presented by Dunlop.

In the men’s doubles, Fritz Verdad and Rolly Saga stunned the ArcillaLedama pair in the semis and then defeated Jose Maria Pague and Eric Tangub, 7-5, 6-3, to clinch the crown in the event hosted by Mayor Dimaporo and organized by Provincial Sports Coordinator Nelson Lasola. Nicole Ann Bautista and Nichole dela Rita captured the women’s doubles trophy by repelling Minette Bentillo and Judy Ann Padilla, 6-3, 6-3, in the event supported by Philta, Universal Tennis and ICON Golf & Sports.

In the Legends division, Wilbur Orillano and Alexander Diego topped the men’s doubles 30s, while Dencio Canilas and Roy Denopol emerged victorious in the 40s division. Other winners in the event, which served as part of the Palawan Pawnshop tennis program, included Alvin Lomongo and Remas Generelao (50s), Roy Baulete and Camilo Lasquite (60s), and the pair of Bentillo and Benedict Lim in mixed doubles.

Bachmann, an Olympian’s

son, proud of Gilas PH feat

PHILIPPINE Sports Commission chairman Richard Bachmann, a son of a former basketball Olympian—a rarity these days—expressed pride in how Gilas Pilipinas made its way to the semifinals of the FIBA Olympic Qualifying Tournaments 2024 at the Arena Riga.

The sports chief said he is thrilled of Gilas Pilipinas’ feat, just like how he felt for his dad Kurt when Team Philippines saw action in the 1960 Summer Olympics in Rome.

At that time, it was Kurt Bachmann, who scored the winning shots in their game against Spain in the preliminaries and in the classification stage versus Puerto Rico and Mexico.

The most memorable was when Bachmann and Team Philippines beat Spain, 84-82, to become the first Asian squad to defeat a European rival in the Olympics.

The exploits of that team came to fore when Gilas Pili-

pinas won over Latvia, 89-80, early Thursday morning (Philippine time) in their first game in the FIBA Olympic Qualifying Tournament 2024 at the Arena Riga.

On the strength of that stunning victory, the Philippines advanced to the semifinals against Brazil even though it lost a close 94-96 to Georgia, due to a better quotient record.

Bachmann is upbeat that things will be better for Gilas when they clash with Brazil in their semis encounter this Saturday.

“Proud of my dad over what he accomplished, and hopefully we can have a basketball team in the Olympics,” said chairman Bachmann.

PH’s teen FIDE Master bags bronze in

THE Philippines’ Christian Gian Karlo Arca claimed a bronze medal in the Open rapid section of the Eastern Asia Juniors and Girls Chess Championships in Karawaci-Tangerang, Indonesia Thursday night.

The 15-year-old FIDE Master from Panabo, Davao del Norte pulled the rug from under International Master Prin Laohawirapap of Thailand in the ninth and final round and to claim the bronze. Arca, a ninth-grader from Dasmarinas Integrated High School, and Paohawirapap actually wound up tied for third with seven points, but the former took third place due to the winner-overthe-other rule.

FM Dinh Nho Kiet of Vietnam pocketed the gold after he bested FM Satria Duta Cahaya of host Indonesia via tiebreak after the two finished with 7.5 points each. Cahaya settled for the silver.

John Jerish Velarde also of the Philippines finished tied for ninth to 14th spot with 5.5 points. In the girls’ rapid category, Mhage Sebastian finished fourth to seventh with six points, or just a full point behind eventual winner Shafira Devi Herfesa of Indonesia, who outpointed countrywomen WIM Laysa Latifah and WFM Samantha Edithso via tiebreaker after the three wound up with seven points apiece.

Arca and the rest of the team, which is headed by National Chess Federation of the Philippines chief executive officer GM Jayson Gonzales, are expected to plunge back into action in the standard event that started on Friday.

Tearful Murray

LONDON—Andy Murray suffered a losing start in his farewell to Wimbledon on Thursday, weeping openly in front of his adoring fans before admitting: “I wish I could play forever.” Murray, a two-time singles champion at Wimbledon, and brother Jamie were defeated 7-6 (8/6), 6-4 by Rinky Hijikata and John Peers of Australia in the first round of men’s doubles.

It was the first episode of a retirement three-parter -- the 37-year-old Murray is scheduled to play mixed doubles with Emma Raducanu at Wimbledon before he retires at the Paris Olympics.

After having a metal hip inserted in 2019, suffering ankle damage this year and undergoing surgery to remove a cyst from his spine which ruled him out of singles at Wimbledon, Murray has reluctantly accepted the writing is on the wall.

His career has yielded three Grand Slam titles, two Olympic golds, a Davis Cup and the world numberone ranking.

“Look it’s hard because I would love to keep playing but I can’t. Physically it is too tough now, all of the injuries, they have added up and they haven’t been insignificant,” he said.

stop so it is hard.”

He added: “It was obviously really special to play with Jamie.

Tears flowed when video tributes were paid to Murray by a number of stars including Roger Federer and Rafael Nadal.

“You were never alone,” said eight-time Wimbledon champion and 20-time Slam champion Federer, the man defeated on Centre Court when Murray claimed Olympic gold in 2012.

“While you carried your own dreams, you also carried theirs.” Nadal, the 2008 and 2010 champion at the All England Club and the holder of 22 majors, said: “We were proud to play against you.”

Seven-time Wimbledon champion and the winner of 23 women’s Grand Slams Serena Williams told Murray: “Your golden days belonged to everybody.” Career-long rival Novak Djokovic was courtside Thursday to witness Murray’s emotional evening in the spotlight.

Higher charges to support SMC investments in NAIA

THE Department of Transportation (DOTr) said Friday the higher airport charges and passenger terminal fees at Ninoy Aquino International Airport (NAIA) would enable the San Miguel Group, the new concessionaire, to recoup some of its investments.

DOTr Secretary Jaime Bautista said the airport charges, which include landing and take-off as well as parking fees, would increase before end-2024.

“Airport charges are not a big percentage of the airline’s expenses. We are working with the airlines on this,” he said.

Bautista also said passenger terminal fees would also increase by 2025. He said the proposed increase to P950 from P550 is subject to review by the

Metrobank Research expects BSP to hold rates until October

METROPOLITAN Bank & Trust Co.’s research unit expects the Bangko Sentral ng Pilipinas (BSP) to keep the interest rates steady until its October 2024 meeting, citing easing inflation data.

The Philippine Statistics Authority reported June inflation at 3.7 percent, within the BSP’s forecast range. The figure aligns with the Bangko Sentral ng Pilipinas’ forecast of inflation settling within a range of 3.4 percent to 4.2 percent for June.

“With year-to-date inflation at 3.5 percent, we maintain our forecast for an average of 3.3 percent to 3.6 percent in 2024, but now see a higher likelihood of settling closer to the lower end,” Metrobank Research said.

“The last increase was in 2000, so [it has been] 24 years without an increase. We also have the lowest passenger terminal fee if you compare it to other airports in other countries,” he said.

“It’s about time. We need to implement reforms. We need to modernize the airport, so if we want a better experience, of course there will be a cost,” he said.

Bautista said the government is on track to turning over the

Research predicts the BSP will begin cutting interest rates by 25 basis points on Oct. 17, followed by another 25-bps in December to support the peso.

It said the possibility of an earlier policy change remains. Metrobank Research acknowledges a potential Aug. 15 action by the Monetary Board if July inflation continues to decline and the US Federal Reserve strengthens dovish signals on its own easing cycle.

The research unit anticipates rice tariff reductions to further slow inflation. While the Philippine Statistics Authority projects an impact by July, Metrobank Research estimates it would be more felt in August, potentially lowering rice prices by P7 to P9 per kilogram.

“We believe monthly inflation will likely peak in July and trend downward thereafter,” Metrobank Research said.

Demand for PH luxury condo units remains robust

A REAL estate consultancy firm said despite a noticeable slowdown in the broader secondary condominium market in Metro Manila and a tepid response in the pre-selling sector, demand for luxury and ultra-luxury units remains robust.

“Demand for these segments is primarily driven by a consumer base awash with cash, as well as investors banking on these units’ capital appreciation potential. Astute investors also utilize these properties as hedges against inflation,” said Colliers director and head of research Joey Roi Bondoc.

The return of expatriates to the Philippines is also playing a role in bolstering demand, particularly for luxury units which has seen a significant upswing since 2022.

Preferred locations among expats are Fort Bonifacio, Makati CBD, Ortigas Center and Rockwell Center where there are larger unit sizes and because of their proximity to essential amenities like offices, schools, hospitals and retail establishments.

These properties maintain high occupancy rates and stable rents due to their meticulous upkeep and hotel-like amenities and services. The exclusivity and prime location of these units make them the top choice for high-ranking executives of multinational corporations (MNCs) and diplomats, Colliers said.

Rockwell, for example, consistently maintains occupancies between 90 percent and 95 percent. The sustained demand is driven by the convenience, accessibility and exclusivity that these properties offer to tenants.

Prime residential buildings in Makati continue to attract consular officials and top executives due to their proximity to Ayala Avenue’s corporate offices. Meanwhile, Fort Bonifacio’s upscale to ultra-luxury units enjoy high occupancy rates, complementing the growing presence of multinational knowledge process outsourcing (KPO) firms in the area.

Major players like Google, JPMorgan and PwC have established operations in Fort Bonifacio, further attracting expats and driving demand for luxury condominiums.

operations and maintenance (O&M) of NAIA to SMC Group within the year.

The SMC-led New NAIA Infrastructure Corp. (formerly SMC SAP & Co. Consortium) signed a P170.6-billion contract in March 2024 to operate, maintain and upgrade NAIA for 15 years, extendible for another 10 years.

San Miguel Group earlier said it is mobilizing at least P88 billion in capital investments within the first six years and at least P122.3 billion in capital investments for its entire 25-year concession period.

The government expects to generate P900 billion in revenues in the course of the 25-year concession period, inclusive of the P30 billion upfront payment, P2 billion annual payment and 82 percent government revenue share.

Stock market down on profit taking despite lower inflation

SHARE prices succumbed to profittaking Friday despite the release of government data showing a slower inflation rate in June 2024.

The Philippine Stock Exchange index ended the week at 6,492.75, down by 14.74 points, or 0.23 percent from previous trading, while the broader all-shares index lost 6.88 points, or 0.20 percent, to finish at at 3,508.99.

The market was trading in the green for most of the day after the government reported that June inflation eased to 3.7 percent from 3.9 percent in May. The latest figure brought the firsthalf average inflation to 3.5 percent, which is within the government’s 2024 target range of 2 percent to 4 percent. Investors, however, took profits towards the market close after two straight days of rally.

Philstocks Financial Inc research analyst Claire Alviar said sentiment was dampened by the national government’s rising outstanding debt.

Government debt surged by 8.4 percent to reach a record P15.35 trillion as of end-May 2024 on continued borrowings and depreciation of the peso.

Sectoral indices ended mixed, with services declining by 1.43 percent. Mining and oil and industrial also dropped by 0.49 percent and 0.16 percent, respectively.

Financials rose 0.22 percent, while proper and holding firms advanced by 0.21 percent and 0.15 percent, respectively.

Value turnover hit P4 billion, while foreign investors were net sellers by P11.47 million.

Meanwhile, Asian markets were largely down on Friday, a day after Tokyo’s indexes hit record highs as traders prepared for a key US jobs report while European exchanges edged up on calming electoral news from the United Kingdom and France.

Japan’s Nikkei 225 ended flat while the broader Topix index, which a day earlier surpassed its previous peak set in 1989, also shed some of its gains.

“The fact that the Topix, which indicates the overall performance of the Japanese market, has in turn broken its own record, is news of great importance,” said analyst Takuma Ikemoto of the Tokai Tokyo Intelligence Lab. With AFP

ACEN Corp. said Friday its subsidiary ACEN Renewables International Pte. Ltd. (ACRI) secured a five-year syndicated green term loan and revolving credit facility amounting to $150 million from a consortium of international financial institutions.

ACEN said this further solidified the market’s trust and confidence in Ayala-led power generation unit’s robust renewable energy pipeline across the region.

CTBC Bank (Philippines) Corp. and CTBC Bank Co. Ltd. acted as structuring bank and arranger, respectively, and formed a strategic alliance with five banks – Singapore branches

of CTBC Bank Co., Ltd., Malayan Banking Berhad, Chang Hwa Commercial Bank, Ltd., Land Bank of Taiwan and Mega International Commercial Bank Co., Ltd.

“The participation of different international banks in this transaction which includes a long-term revolving facility is a demonstration of the

financial community’s strong confidence in ACEN’s leadership in the renewable energy sector and their full support for our growing pipeline outside our home market. We are thankful to the lenders for their trust as we strategically head towards our goal of reaching 20 GW by 2030,” ACEN group treasurer Cecile Cruzabra said.

CTBC Bank (Philippines) senior vice president of institutional banking group Mike Albotra said the banks’ strong support for ACEN is a clear manifestation of their faithfulness to their respective sustainability goals and desire to reduce the threat of rising global temperature.

“Our introduction of ACEN to the Taiwan investors last year has indeed

Globe calls for policy reforms as PH connectivity

GLOBE Telecom Inc. asked the government on Friday for policy reforms to remove barriers in connectivity as the Philippines continues to rate below the global average.

The rating, however, was still be-

low the global average of 74.8 and way behind Southeast Asian neighbors such as Singapore, which garnered 97.8, Malaysia with 95.0 and Thailand at 91.0.

The Philippines’ score places it among the lowest five in the region, better only than Cambodia (72.6), Laos (65.3), Myanmar (63.8), and Timor-Leste (39.2).

SM turns over 107th school building to support education

SM FOUNDATION Inc. (SMFI), the corporate social responsibility arm of the SM Group, said it turned over its 107th school building to the San Fernando South Central Integrated School in San Fernando, La Union.

SMFI said that over its four-decade journey, it has been pivotal in advancing social good and fostering positive change in the communities it serves. Alongside healthcare, sustainable agriculture and disaster relief, education stands out as a cornerstone where SMFI continues to spearhead impactful initiatives.

SMFI’s education programs place particular focus on serving learners from vulnerable communities. Its partnership with government, particu-

larly in the Department of Education’s Adopt-A-School Program, aims to address crucial infrastructure needs and classroom deficits.

Data from the DepEd show that for the 2023-2024 school year, over 20 million students nationwide were enrolled, with Region 4-A leading at over 3 million students. Despite these numbers, the country faced significant challenges with a reported deficit of about 150,000 classrooms.

“To date, in collaboration with the DepEd, SMFI has built and turned over 108 school buildings and 366 classrooms, benefiting 18,300 students,” said SM Foundation executive director Deborah Pe-Sy.

ALI, Prime Infra team up to manage waste in Cebu

AYALA Land Inc. (ALI) and its real estate investment trust AREIT Inc. (AREIT) teamed up with Prime Integrated Waste Solutions Inc. (PWS) for a sustainable waste management project in Cebu City.

ALI said in a statement the project would recover up to 90 percent of solid waste from its eight office buildings in Cebu through cutting-edge segregation and treatment methods.

The eight properties include eBloc Towers 1 to 4, Central Bloc Towers 1 & 2, Tech Tower, and Ayala Center Cebu Tower.

PWS, a unit of Prime Infra, operates an automated materials recovery facility (MRF) equipped with state-ofthe-art technologies from Europe and Asia—including vibrating sieves, baler systems, magnetic separators and air density separators. Te facility maximizes resource recovery and minimizes landfill use.

Their strategic focus includes converting segregated plastic waste into refusederived fuel (RDF) and other valuable resources.

“With the help of PWS’ state of the art facility in Cebu, we look forward to reducing 80% of the waste generated by our Cebu office portfolio, by year-end. We are proud to note that this will secure Ayala Land’s position as the largest office portfolio to commit to a circular economy approach – and will mean 359 tons of waste diverted from landfills in the area,” said ALI senior vice-president and head of leasing and hospitality Mariana Zobel de Ayala.

“This effort is a move forward towards our significant sustainability objectives. We currently manage the largest portfolio of properties using renewable energy sources and are also the largest office portfolio certified Edge Zero Carbon, in the country,” she said. Jenniffer B. Austria

DTI 2 signs agreement on consumer education

THE Department of Trade and Industry Region 2 signed a memorandum of agreement (MOA) on consumer education and advocacy with the Safety Network Community Riders (SNCR) aimed at bolstering consumer protection.

DTI Region 2 provincial director Michael Paggabao and SNCR president Melvin Jake Pablo Umaya led the signing of the agreement.

Aligned with the DTI’s goal to empower and safeguard consumers, this collaboration will champion access to safe and reliable products, fair pricing, accurate consumer information, and effective complaint resolution systems.

It will also ensure that business establishments progressively adopt ethical and consumer-friendly policies.

“This partnership is a testament to our shared commitment to consumer welfare,” said Paggabao.

“By working hand in hand with SNCR, we can expand the reach of our consumer education programs and create a more informed and empowered consumer base in the region,” he said

ect operated by EDC’s wholly-owned subsidiary BacMan Geothermal Inc. which harnesses the thermal energy of brine, a by-product from EDC’s 120-MW Palayan Bayan 1 flash geothermal power plant to generate electricity without the need for additional steam.

“Every megawatt of additional power that enters the grid is crucial. The projected 215.8 gigawatt-hour of power that the Palayan Bayan binary power plant will generate each year will not only contribute to our energy security agenda, but also to our important contribution toward the cleaner energy transition goals as set in our National Renewable Energy Program, which targets a renewable energy mix of 35 percent by 2030 and 50 percent by 2040,” Energy Secretary Raphael Lotilla said.

The project employs a zero-discharge system that ensures brine and other fluids are efficiently re-injected

into the reservoir, minimizing environmental impact.

PBGPP was successfully synchronized with the Luzon grid in January this year. The plant’s gross annual generation is projected at 253,000 megawatt-hours with net annual generation of 219,800 MWh. The facility is also expected to reduce the country’s carbon emissions by an estimated 72,200 tons each year.

PBGPP is one of four geothermal growth projects conceived and commenced during the COVID-19 pandemic, which are all targeted to be operational within 2024 with a combined overall capacity of 86 MW.

Canada rolls out digital services tax, faces US pushback

OTTAWA—Canada’s deputy prime minister on Thursday defended a digital services tax that was quietly rolled out last week, despite pushback from business groups and threats of US reprisals.

The three-percent tax on large or multinational companies such as Alphabet, Amazon and Meta that provide digital services to Canadians, was forecast in the 2024 federal budget to bring in Can$5.9 billion (US$4.2 billion) over five years.

It was enacted by an order in council on June 28.

PH woos Indonesian companies to invest in critical minerals sector

THE Department of Trade and Industry (DTI) pitched to potential investors in Indonesia the Philippines’ rich natural resources and ripe economic climate for investments in mining and green metals processing.

The DTI’s Philippine Trade and Investment Center in Jakarta (PTICJakarta) vouched for the Philippines’ Green Metals Initiative, the country’s standing policy on critical minerals processing, in a presentation at the Indonesia Nickel and Cobalt and EV Conference from June 11 11 to 13, 2024.

PTIC Jakarta led by commercial attaché and economic official Jeremiah Reyes met with industry representatives who expressed interest in exploring mining and processing opportunities in Philippines.

As part of the DTI’s strategic approach to positioning the country as a regional hub for sustainable and innovative manufacturing services, Reyes

said the Philippines is leveraging its reserves of green metals to establish itself as a significant player in the transition towards a clean economy.

According to the United States Geological Survey, the Philippines was the second-largest producer of mined nickel in 2023, with an estimated production of 400,000 metric tons.

The Philippines has 26 producing nickel mines, making it the top exporter of nickel direct shipping ore globally, mostly to China.

The Philippine nickel industry remains a key player in the global market, supplying raw materials for the manufacturing of stainless steel, batteries and other industrial applications.

Apart from nickel, the Philippines also has abundant sources of other critical minerals, such as cobalt (typically produced alongside nickel in the form of mixed-nickel cobalt sulfide), copper, chromite, gold, and iron.

Speaking publicly about it for the first time since the rollout, Deputy Prime Minister Chrystia Freeland said Canada was following the lead of other G7 nations such as Britain, France and Italy.

Ottawa had proposed the tax in 2019 but held off implementing it to allow for the conclusion of talks on a global treaty on taxing multinationals.

Those negotiations dragged on without a deal, and “it’s simply not reasonable, not fair for Canada to indefinitely put our own measures on

hold,” Freeland said.

“Canada’s preference is and always has been a multilateral solution on the digital service tax,” she added, noting that bilateral talks with Washington continue.

DTI seizes uncertified appliances worth P8.4m

THE Department of Trade and Industry’s (DTI) said Friday its Task Force Kalasag conducted successful operations in Valenzuela City and across Samar and Leyte, seizing a combined P8.4 million worth of uncertified household appliances and lowcarbon steel wires.

A joint operation with ACT-CIS Partylist Rep. Erwin Tulfo and the city’s Business Permit and Licensing Office resulted in the confiscation of nearly 10,000 uncertified household appliances, including induction cookers, electric kettles, electric fans and more in Valenzuela. The seized products lacked the required Philippine Standard (PS) Marks and Import Commodity Clearance (ICC) Stickers, violating Republic Act No. 4109 (Products Standards Law) and other regulations.

Meanwhile, a five-day enforcement operation in Samar and Leyte led to the seizure of 314 rolls of non-compliant low-carbon steel wires valued at nearly P600,000. The products lacked the mandatory PS or ICC markings and relevant manufacturer information, posing potential safety hazards in homes and workplaces.

Trade Secretary Alfredo Pascual reiterated the agency’s unwavering commitment to protecting consumers and ensuring product safety and quality across various industries.

In a letter to Biden, they warned that the tax would disproportionally hit US companies and would have “a chilling effect” on US investment in Canada. They also lamented as unprecedented Ottawa making it retroactive to 2022.

DOT welcomes order expanding e-visa processing for Indian travelers

THE Department of Tourism (DOT) lauded the President for his decisive action in expediting e-visa processing for Indian nationals which is seen to boost tourism arrivals from India, a key market for the Philippines.

“We are confident that this initiative will have a positive impact on the Philippine tourism industry. We are committed to providing a warm and welcoming experience for all our visitors, and this streamlined e-visa process is a testament to that commitment,” said Tourism Secretary Christina Garcia Frasco.

According to the DOT, the new process will reduce the time and effort required to obtain a visa, making it more convenient for Indian tourists to plan their trips.

India is a major source market for the Philippine tourism industry, with a growing number of Indian tourists visiting the country each year. In 2019, before the pandemic, over 170,000 Indian tourists visited the Philippines, contributing significantly to the economy.

The DOT is collaborating closely with the Department of Foreign Af-

IN BRIEF

China cracks down on Macau syndicates HONG KONG—Loan sharks earn tens of millions of dollars a year by providing underground money exchange services and cash smuggling networks for Chinese gamblers in Macau, China’s Public Security Ministry said Friday. Macau, known as the Las Vegas of the East, is the only city in China where gambling is legal, but the mainland Chinese visitors who fuel the city’s multibillion-dollar economic pillar are bound by the country’s strict foreign exchange controls. Under those restrictions, a Chinese citizen is allowed to change no more than $50,000 worth of yuan into foreign currency in a given year, and to carry no more than $5,000 in cash in or out of the country on any one trip.

But Chen Shiqu, the deputy crime bureau chief of Beijing’s Public Security Ministry, said Friday there had been a surge in recent years of illegal “money changing parties”, state media reported.

These parties changed Chinese yuan into Hong Kong dollars in underground banks in Zhuhai -- a mainland city adjacent to Macau -and hired a stream of individuals to smuggle the cash across the border to gamblers “like ants moving home”, Chen said. AFP

Denmark accuses bank of laundering

COPENHAGEN--Denmark has charged the Nordic bank Nordea with laundering 3.5 billion euros ($3.8 billion) for Russian clients, the country’s financial prosecutors said Friday.

“Nordea did not adequately investigate transactions by Russian clients of the bank and ignored warnings about foreign exchange trades in Copenhagen,” Denmark’s National Special Crime Unit said in a statement. The alleged laundering happened between 2012 and 2015.

Nordea, which is based in Helsinki, said it expected to pay a fine and had set money aside for provisions in 2019.

“We are disappointed that this affair has been brought in front of the courts,” Nordea’s chief legal counsel Anders Holkmann Olsen said in a statement. “Nordea has recognized on several occasions that at the time there were lapses in our systems and processes for fighting financial crime.”

The bank said it has spent 11 billion kroner ($1.6 billion) since 2015 to prevent financial crimes. AFP

Nestlé’s unit charged over contaminated pizzas PARIS—Nestlé’s French subsidiary has been charged in a case involving contaminated pizzas that are suspected of having led to the death of two children, the company said Friday.

The unit that manages the factory in the north of France that made the Buitoni-branded pizzas as well as Nestle France were indicted this week, the company said in a statement, without providing details of the charges. French investigative magistrates opened a probe in May 2022 for involuntary manslaughter and unintentional injuries after several customers fell sick from eating pizzas containing E.coli bacteria. Huawei eyes no. 1 spot in PH data center power and cooling solutions

WITH digitalization and transition to green energy in full swing in the Philippines, global tech giant Huawei is eyeing to become the top vendor of power and cooling solutions for the country’s booming data center sector by 2027.

“The data center industry will drive Philippine economic growth in the next 20 years,” Steve Kim, president of Huawei’s Data Center Facility and Critical Power Business in Asia-Pacific (APAC), said at the Philippines Cloud and & Data Center Convention 2024 held in Conrad Manila on July 4. Kim is bullish about Huawei’s prospects in the Philippines, where it is currently among the top four in data center facilities products and systems.

“We plan to be No. 1 in three years’ time,” he said.

It also helps that the Philippines boasts of having many data center experts, according to Kim.

“Data centers are the foundation for the digital economy. Huawei will play a big role in this AI era,” Kim said.

Even as evolving artificial intelligence or AI will mainly drive the

growth of data centers globally, Kim highlighted new trends and big challenges that need to be addressed to keep data centers growing while keeping them safe and secure.

In particular, Kim said urgency with demands, higher power density, harder electricity acquisition, and more critical for reliability are shaping the emerging intelligent computing era.

Acknowledging these developments as a leading global provider of ICT infrastructure and smart devices, Huawei is reinforcing its state-of-the-art PowerPOD data

center energy lineup to serve increasing domestic demand for data centers, which Kim projected to grow by 100 times —from the current capacity of 200 MW—in the coming years.

Huawei’s end-to-end data center energy solutions include prefabricated modular DC, smart modular DC, smart power supply, smart cooling, as well as smart DC management system—all of which have No. 1 market shares not only in China but also globally.

“I’m sure the PowerPOD will also be popular in the Philippines,” Kim said. “It is the optimal choice for data center power supply.”

These products are aimed at speeding-up construction of efficient and high-quality intelligent computing data centers using Huawei’s best practices, amid rapid delivery demands which traditional construction fails to meet.

State-of-the-art technologies have also allowed Huawei to adhere to global sustainability and environmental adaptability standards for its power electronics products, which have built-in protection systems to prevent accidents like fire.

As the Philippines moves closer to tapping more green energy sources, including solar, Huawei is well-positioned to connect its data center power supply products to the greener grid.

“In the next 20 years, the Philippines will have more clean energy. A lot of the data centers here will be powered by clean energy,” Kim noted.

This also supports the aim of the Philippine government to decarbonize or reduce carbon emissions by utilizing more renewable energy sources, Kim added.

“Fast deployment, flexible cooling, green energy, and ultimate reliability of our data center facilities—these form the core of Huawei’s winning strategy in the intelligent computing era,” Kim said.

SM Foundation and BingoPlus Foundation have forged a partnership to provide technology education to youth from vulnerable communities. Is Jessy Mendiola ready to do sexy roles, again?

TVery Wang

Nickie Wang

Jessy Mendiola kept things lighthearted during a recent livestream media interview. While her name hadn’t been called yet, she was playfully hiding behind the cameraman filming the event. As soon as the host announced her arrival, Jessy emerged with a radiant smile, instantly greeting the press with her confident presence and infectious energy.

Yes, Jessy Mendiola is officially back.

After a five-year hiatus, celebrated her homecoming to ABSCBN’s Star Magic. Looking resplendent, Jessy couldn’t contain her enthusiasm.

“Finally, after five years, I’m back home,” she declared, her voice brimming with joy. “I’m overwhelmed with happiness to be back with my Star Magic family.”

The break, she explained, was a time for healing and growth. Now, with a clear head and a heart full of joy, she’s ready to dive back in and continue her journey as an actress, and even a content creator.

Jessy’s maturity shone through as she spoke about her return. “I’m entering the industry again with the right mindset,” she revealed. However, the challenges of balancing work and family life, particularly with a young daughter, were a concern. Thankfully, management assured her of their support, both professionally and personally.

Her husband, Luis Manzano, is her pillar of strength. Jessy

openly acknowledged his support for her showbiz comeback. “He’s the one pushing me to accept roles like the ones I played before,” she shared. Jessy addressed the possibility of taking on sensual roles, admitting it might require some convincing. But with her husband’s support, she’s ready to face any challenge.

“He’s the one pushing me to accept sexy roles, to be honest,” Jessy revealed.

“Having a husband who understands the industry makes everything so much easier.”

This comeback is all about embracing new opportunities. Jessy is eager to hone her skills and is open to workshops to ensure a smooth return. She’s particularly excited about exploring other roles on television and in films

“I want to do action and since I’m a mom now, I can accept mother roles and I’d be more than unwilling to play the character,” she said adding that she hasn’t done much hosting in the past and she’s going to be open to doing that if there’s an opportunity.

While specific plans are yet to be announced, her dream list of actors to work with is impressive. Working alongside veterans like Vilma Santos, Dingdong Dantes, Marian Rivera, and Piolo Pascual is a clear indication of her ambitious spirit. A reunion with her former on-screen partner Jericho Rosales would be another exciting prospect for fans.

“I have a long list, but I want to do a project with Luis, too. I haven’t done any project with him,” Jessy said.

Meanwhile, the possibility of becoming the First Lady of Lipa City, should Luis pursue politics, was met with a playful quip.

“Leading lady muna ako ng ABS-CBN,” she quipped.
