AFORMER Cabinet official tried to facilitate the grant of gaming licenses to some of the illegal POGOs that have been recently raided and found engaged in illegal activities, Philippine Amusement and Gaming Corporation (PAGCOR) chairman and CEO Alejandro Tengco said.
“It is in the interest of the government to crack the whip against illegal operators, including the so-called offshore gaming operators or POGOs and their backers, because the criminal activities associated with their illegal operations pose serious threats to our people,” he said in a
statement issued on Saturday. Tengco said he will “reveal in the proper forum the identity of the former Cabinet member who had been lobbying for illegal POGOs, as well as the circumstances that led to the proliferation of illegal and criminal offshore gaming operations.”
Tengco said the number of licensees went down from 298 during the previous administration to only 43 under the Marcos government.
“What we need to question, in the first place, was how those 298 POGO licensees were able to secure their licensees in the past because clearly, during our cleansing process, we found most of them to be ineligible and outright suspicious,” Tengco said.
“We are also ready to reveal the roles of other controversial individuals behind these criminal POGO enterprises,” he added.
The agency is also investigating the role of other former officials and their conduits in lobbying for the grant of licenses to POGO applicants
with dubious backgrounds, he said.
“As a regulator, it is our mandate to ensure that only those with valid licenses are allowed to operate all forms of gambling and gaming activities, whether these are landbased casinos or online platforms,” Tengco said.
For his part, Senator Sherwin Gatchalian warned there may be more foreign nationals pretending to be Filipinos after the National Bureau of Investigation said suspended Bamban Mayor Alice Guo and Chinese national Guo Hua Ping are the same person based on their matching fingerprints.
“I think there are many more ‘Alice Guo’ out there. They are not just as high profile,” Gatchalian told Teleradyo Serbisyo.
NEXT DEPED CHIEF MUST ‘BRING UP PH TEST SCORES’ – MARCOS

PRESIDENT Marcos on Saturday
said he would need more time to choose the next Education Secretary, acknowledging that the Cabinet portfolio entails “complicated” work as he needs someone who can “bring up the test scores” in the country.
“Simply put, I struggled to choose because the work of DepEd is very complicated. We have to see really what the DepEd needs,” he said.
“Of course, there are many calls for the new secretary to be an educator. There are many calls for the new secretary to be an administrator. There are new calls for a historical professor. All of these, and they are all valid concerns. That’s what education is all about,” Mr. Marcos added.
The President earlier said he would name a new DepEd chief by the weekend after Vice President Sara Duterte tendered her resignation on June 19.
Asked if he has a shortlist, Mr. Marcos said: “I’m not going to let you tie me down to anything. We’re looking at everyone. We don’t make a shortlist.”
Earlier, the Program for International Student Assessment (PISA) said the Philippines logged a mean score of 14 on the creative thinking performance of 15-year-old students.

PRESIDENT Ferdinand Marcos led the signing of an alliance between his political party, the Partido Federal ng Pilipinas (PFP) and the National Unity Party (NUP) in a bid to forge stronger political ties for the upcoming 2025 midterm polls.
“It is good to see that we are still solidly behind the concept of unification, which we started before the 2022 elections,” said Mr. Marcos, who is also the PFP chairman.
“When you hear that phrase ‘marriage of convenience,’ then let us answer them: No. Unity is, in fact, our ideology. This is not just to win the next elections but to make the Philippines a better place,” he added.
He acknowledged that some would view alliances as typical political maneuverings but he underscored the ideological basis for the partnership – in particular for an inclusive Bagong Pilipinas.
“We speak now of unity, of Bagong Pilipinas – transforming the country to a better place,” President Marcos declared.
NUP president and Camarines Sur Rep. Luis Raymund Villafuerte said the alliance marked the “logical conclusion” of two years of close working partnership with Mr. Marcos and his administration.
8,000 LEYTE RESIDENTS GET P5K AID, RICE PACKAGE

TWO programs initiated last year by Speaker Martin Romualdez yesterday benefited a total of 8,000 qualified residents in Leyte, each receiving P5,000 in financial assistance as well as rice packages. Romualdez personally led the distribution ceremonies of the Cash and Rice Distribution (CARD) Program and the Integrated Scholarship and Incentives for the Youth (ISIP for the Youth) Program in the province.
“We will continue to help our countrymen who need help, those from vulnerable sectors and our college students,” he said.
The CARD and ISIP Program distribution usually coincides with the Bagong Pilipinas Serbisyo Fair (BPSF), which rolls out millions of pesos in
services and financial assistance to many qualified sectors in the country.
“These two programs are important for us in Congress because they directly help the sector of qualified students, senior citizens, PWDs, indigenous peoples, single parents and many others,” the Speaker said. For the CARD program, a total of 5,000 qualified beneficiaries from Leyte each received P5,000 in financial aid through the DSWD’s Assistance to Individuals in Crisis Situations (AICS) Program and 20 kilograms of rice in a simple ceremony held at the Tacloban Astrodome in Tacloban City. A total of 3,000 qualified beneficiaries in Leyte under the ISIP program each received P5,000 each, also through the DSWD’s AICS, and 5 kilograms of rice at the Alba Hall of the Leyte Normal University.

DOJ OFFICIAL: TEVES EXPECTED TO RETURN TO PH LAST WEEK OF JULY

DEPARTMENT of Justice (DOJ) Assistant Secretary and spokesperson Mico Clavano on Saturday said the DOJ is expecting the return of suspended Negros Oriental Rep. Arnulfo “Arnie” Teves Jr. to the Philippines on the last week of July.
Clavano added: “Well, it depends on the other party when they’ll file their (motion for reconsideration), because that’s when the Court of Appeals can get the case going. So, let’s say if they file by Monday, hopefully, we’ll have a decision by the end of next week.”
“So, if we’re given 30 days from Tuesday, is that correct? Tuesday, so around the last week of July, we’ll see Mr. Teves here in the Philippines,”
Clavano said. The official also said Teves’request for political asylum has been rejected by Timor-Leste.
“There really isn’t any basis (for political asylum) because he’s not politically persecuted here in the Philippines. The other side is saying that even the president has the indicators that they really want to imprison Mr. Teves, it’s like he’s already been found guilty,”
Clavano said.
“It’s the furthest thing... So, I don’t see any reason why they would say that there are indicators...from the President, from the Secretary of Justice indicating that he has already been found guilty,” he added, saying it is because their case is strong.
Teves is currently facing murder charges for his alleged involvement in the assassination of Negros Oriental Governor Roel Degamo in 2023. Additionally, he and several others have been charged with the murders of three individuals in Negros Oriental in 2019.
The DOJ earlier expressed optimism on the denial of the appeal Teves intends to file following the extradition order issued by TimorLeste’s Court of Appeals against him.
“We are very confident that the same decision would be rendered in the motion for reconsideration or
the appeal would be denied in due course by the Timor-Leste judicial authorities,” DOJ Undersecretary Raul Vasquez said during a press conference.
Vasquez pointed this out after lawyer Ferdinand Topacio, the legal counsel Teves, bared plans to appeal the June 27 decision of the Court of Appeals of Timor-Leste that granted the request of the Philippines to have the expelled congressman extradited.
Vasquez stressed the lawyers of Teves can only file a motion for reconsideration on the decision of the Court of Appeals since Timor-Leste, which only achieved independence from Indonesia in 2002, has yet to fully establish a Supreme Court where the appeal on the extradition decision could be filed.
“They have a period of appeal of 30 days,” said Vasquez, who cited TimorLeste laws.

THE local government of Taguig City unveiled over the weekend a stateof-the-art Mobile Command and Control Vehicle (MOCCOV) designed to manage and coordinate material and manpower resources during emergencies.
Developed through collaborative funding from Senator Alan Peter Cayetano and the Department of Science and Technology (DOST), the Filipino-invented vehicle aims to enhance disaster response capabilities.
THE Department of Justice (DOJ) on Saturday said it has an idea of where former Bureau of Corrections (BuCor) Gerald Bantag is hiding.
DOJ Assistant Secretary and spokesperson Mico Clavano also said he is hopeful the arrest can be conducted “peacefully” and is open to Bantag’s voluntary surrender.
“Well, as any fugitive would do, he is not hiding in just one place. These locations are remote areas where he has supporters,” Clavano said.
DOJ emphasized that Bantag’s voluntary surrender is still welcome and would bring certain benefits. “Mr. Bantag knows that surrendering will mean certain concessions on the part of the judgment.
Mitigating circumstances will come into play if he surrenders voluntarily,” Clavano said.
In April, National Bureau of Investigation (NBI) agents conducted raids in Laguna and Caloocan City, targeting the suspected hideouts of Bantag to execute an arrest warrant. However, Bantag was not located during the operations.
The DOJ filed murder charges against Bantag and the late former deputy security officer Ricardo Zulueta over the death of journalist Percy Lapid.
The Court of Appeals (CA) earlier denied the plea of Bantag seeking to nullify the murder charges filed by the DOJ.
In a four-page resolution authored by Associate Justice Ronaldo Roberto Martin, the CA’s Second Division upheld the orders issued by the Regional Trial Court of Las Piñas City on November 16, 2023 order and February 26, denying the motion to quash information and warrant of arrest issued by the court following his indictment for murder cases.
DETERMINED TO BUILD ITS MILITARY AS TENSIONS CONTINUE IN WPS
THE country is “determined as ever” to build up its military as tensions in the West Philippine Sea continue to run high.
National Security Adviser Eduardo Año made the disclosure following the June 17 confrontation at Ayungin Shoal.
“In the face of all these foreign incursions, we are determined as ever to progressively build our defense capabilities to effectively deter and counter all threats to our nation’s peace and security,” Año, quoted by ABS-CBN News, said at a reception aboard Philippine Coast Guard ship BRP Melchora Aquino docked in Manila port.
Año highlighted China’s harassments and provocations in the Philippine waters, which he said, were always handled by Philippine uniformed personnel with restraint and responsibility.
“As a sovereign state, it is our duty as well to upgrade our readiness and capabilities to assert our rights and push back against illegal, coercive, aggressive and deceptive tactics. In this respect, no country can stop us from bolstering our defense posture and tell us what to do and what not to do within our Exclusive Economic Zone,” the official said.
Año also said the government remains committed to resolving the issues through dialogue and diplomacy, as well as by working with the international community to uphold maritime law.
“Rebuilding a conducive environment for peaceful dialogue and consultations is also something that we have to continue working on together. While we vehemently denounce and repeatedly express grave concerns on the continued hostile behaviors of our neighbor, our commitment and pursuit for peace and stability within and around our territory is not pushed to the side,” Año, quoted by ABS-CBN News, said.
He continued, “In fact, we have been exerting our best efforts to urge China to respect and act following international laws, rules, and orders and be true to their words by translating them into actions.” Department of Foreign Affairs (DFA) Secretary Enrique Manalo earlier said the government hopes to convene the Philippines-China Bilateral Consultation Mechanism on the South China Sea in early July

THE World Bank’s (WB) Board of Executive Directors on Friday (US time) approved funding support for two government projects designed to help ensure safe and resilient schools, as well strengthen economic recovery in the Philippines.
In a news release, the WB said it has approved EUR466.07 million ($500 million) for the “Infrastructure for Safer and Resilient Schools Project” designed to support the resilient recovery of disaster-affected schools in selected regions of the country. Resilient recovery means improving schools’ abilities to continue its functions after being hit by natural disasters.

VP SARA SAYS SHE WILL NOT SEEK CONFIDENTIAL FUNDS FROM GOV’T IN 2025
VICE President Sara Duterte said she will not seek confidential funds for next year, under the government’s P6.35 trillion national budget for 2025.
“For the Office of the Vice President, no, wala kaming proposal ng confidential funds for [next year],” Duterte, quoted by a GMA News report, said.
Duterte had also previously let go of the P500 million confidential and intelligence funds (CIF) under the proposed 2024 national budget.
During the plenary deliberations on the 2024 proposed budget of the Department of Education (DepEd),
Senator Pia Cayetano said that Duterte also had let go of the agency’s P150 million confidential funds.
Earlier, Duterte announced resigned as DepEd chief and vice chairperson of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).
In a statement announcing her resignation, Duterte said her resignation as DepEd was not due to weakness but out of concern for
teachers and students.
Earlier, Duterte has asked the Supreme Court (SC) to dismiss the three petitions assailing the constitutionality of the transfer of the amount of P125 million by the Office of the President (OP) to the Office of the Vice President (OVP) for use as confidential funds in December 2022.
In a 16-page consolidated comment, Duterte through her counsel, former Solicitor General Estelito Mendoza, argued there is no “justiciable controversy” in the petitions that would warrant the Court’s exercise of its power of adjudication.
Mendoza served as solicitor general from 1972 until 1986 during the term of the late President Ferdinand
Marcos, father of the sitting President Ferdinand Marcos Jr.
According to Mendoza, the petitions do not allege that Duterte exercised “grave abuse of discretion, much less any discretion” in the release of the Contingent Funds for use as confidential funds of the OVP.
“Indeed, the mandate of the Honorable Court does not include the duty to answer all of life’s questions. No question, no matter how interesting or compelling, can be answered by this Court if it cannot be shown that there is an actual and antagonistic assertion of rights by one party against the other in a controversy wherein judicial intervention is unavoidable,” Mendoza said.
‘EU, PH WILL ESTABLISH FREE TRADE AGREEMENTS BEFORE END OF MARCOS ADMIN’

THE European Union (EU) and the Philippines are eyeing to establish the EU-PH Free Trade Agreement (FTA) before the Marcos administration ends, Chris Humphrey, Executive Director of EU-ASEAN Business Council, said. Humphrey, in an exclusive interview with the Manila Standard also said Europe’s economic relation with the Southeast Asia region is at its strongest and its highest level of involvement.
The official also said, “Engagements have been more robust, accompanied by a significant increase in trade agreements.”
“I can tell you we are very encouraged by President Marcos’ administration, particularly the economic team, and we are keen supporters of making progress on the EU-Philippines FTA negotiations as well,” Humphrey said. Humphrey discussed the status of the formal negotiations for the PH-EU FTA, which will resume in the third quarter of 2024. He said
that the level of ambition on both sides is in a great position after the stocktaking exercises made in March 2024.
Humphrey is optimistic that the PH-EU economic relations in the next five years will be in “better directions.” Once the EU-PH FTA is signed, he said preferential tariff rates on both sides will take place which will facilitate greater investments.
“Agreement will mean preferential tariff rates. It would also mean the removal of non-tariff barriers as well
on both sides, and that is something that the industry would always welcome, which hopefully would lead to a closer alignment on standards. Again, that makes life easier for businesses on both sides,” he said.
“It would also mean more openness in terms of government procurement issues. On the services side, an opening up of services issues on both sides as well, and that will clearly help in both directions. So overall, once it’s agreed and then implemented, life will get much easier,” he added.

REPATRIATION efforts for the 27 Filipino crew members of the M/V Transworld Navigator are underway, Overseas Workers Welfare Administration (OWWA) chief Arnell Ignacio said over the weekend.

Yemen’s Houthi rebels owned the attack on M/V Transworld Navigator, and on another ship, Stolt Sequoia, in the Indian Ocean using cruise missiles.

AGENTS INTERCEPT KOREAN NATIONAL WITH P17.2M
GOVERNMENT agents intercepted a Korean national who was caught carrying Japanese money equivalent to P17.2 million at the Ninoy Aquino International Airport - Terminal 3. The undeclared currency was discovered in the foreigner’s checkin baggage during a routine X-ray inspection. A subsequent physical examination revealed several bundles of Japanese Yen. LEGAL CANNABIS CLUBS LIMP INTO NEXT PHASE IN GERMANY
O-CALLED cannabis clubs will be allowed to sell the drug legally in Germany starting Monday, but in practice it will be some time before the associations get up and running.
Germany legalized cannabis in April, allowing adults to possess 25 grams (0.9 ounces) and cultivate up to three marijuana plants at home.
As the next step in the reform, from July 1 it will be possible to legally obtain weed through regulated “cannabis clubs” in the country.
The associations will be allowed to have up to 500 members each and will be able to distribute up to
50 grams of cannabis per person per month.
Mariana Cannabis, an umbrella organization for around 180 future cannabis clubs across Germany, already has around 20,000 members. But at the group’s production site in Leverkusen, just north of the western city of Cologne, there are no seeds or cuttings to be seen. That is because before the clubs
can begin operating, they must apply for a licence that can take up to three months to obtain.
“We are impatient, but we still have to wait,”Keno Mennenga, a spokesman for Mariana Cannabis, told AFP.
In Munich, members of the Cantura cannabis club have been paying 25 euros ($27) a month since March, before the first part of the law even came into force.
The club has invested thousands of euros in office space, security and cultivation equipment, according to its CEO, Fabian Baumann.
“We need around eight weeks from cutting to harvesting,” he said. “If everything goes well, we’ll be able to supply cannabis to our members this
year. That would be wonderful.”

Lewis was asked to turn around a newspaper that continues to pile up Pulitzer Prizes half a century after the Watergate scandal it instigated, but which has lost $77 million in 2023 despite job cuts and the disappearance of its Sunday supplement.
However, the former journalist, who made history in the late 2000s with a scoop on the expenses of British MPs when he was editor of the Daily Telegraph, is finding his position increasingly vulnerable.
For weeks now, revelations have multiplied about his role, when he was working for the Murdoch family’s conservative media group about 12 years ago, in a scandal of illegal phone tapping by the tabloid The News of the World.
On Friday, Lewis was at the center of an investigation by his own journalists.
According to the Washington Post, he gave the go-ahead in 2011 for the destruction of thousands of emails, fueling suspicions that he was destroying evidence, which he denies.

The new factory, covering 42,500 square meters, is located just north of Ferrari’s current campus. Dubbed an “e-building,” the 25-meter-high rectangular structure will be partially powered by more than 3,000 solar panels installed on the roof, generating a peak capacity of 1.3 megawatts. The goal is for the building to be entirely powered by renewable energy sources, both internal and external, by the end of the year.
The new facility will manufacture not only Ferrari’s legendary combustion engine cars but also its hybrid models and the highly anticipated all-electric sports car, slated for launch in 2025. SAMANTHA Catantan’s quali cation to the Paris Olympics has inspired the people who originally formed the grassroots sports program that discovered and helped her develop her talents to do even more.
Christian Canlas, one of the rst coaches who handled Catantan in her early years as a young foil fencer, said interest is now growing in the sport and with the Paris Olympics just around the corner.
“Mas na-inspire kami na kaya natin ito. Iyung mga bata ngayon, na gusting matuto, dumarami pa,” said Canlas, who is currently teaching kids who are into sport at the Canlas Fencing School in Pittsburgh St, Cubao, Quezon City.
Canlas said they are dealing with an increasing number of enrolees, which was sparked by Catantan’s success in the sport. And it’s not just with kids who are seeking to enroll in his club, but in other clubs as well.
The 22-year-old Catantan, who is currently in Venice, Italy, for a training camp, rst learned fencing through Canlas under the QC Sports Enhancement Program (QCSEP) when they had an outreach program on the streets of San Francisco del Monte.
It was in the working class neighborhood of San Pedro St., back in 2011 when Catantan and her three sisters picked up swords and rst sparred with Canlas, along with many other kids.
Her dad Jon was a jeepney driver back then, and her Mom Aileen, who sells kakanin, just wanted to keep her kids o the streets at night, decided to let Sam and her sisters join classes.
Samantha was part of the fth batch of enthusiasts to whom Canlas imparted lessons before he turned her over to University of the East coach Rolando Canlas Jr.

The video for “Sweet Release” was a family collaboration, co-directed by Kiana herself with Gab Valenciano and MJ Arda Gabriel Valenciano as the director of photography (DOP), ensured every shot was captured beautifully. Kiana V also took care of the editing, adding her personal touch to tell the story visually.

The creative vision of the video was spearheaded by Kiana V, PMPC Star Awards for Music’s Best Female R&B Recording Artist for 2022. “Beyond the Board” goes beyond Margielyn’s impressive competition record, delving into her humble beginnings, the challenges of overcoming a serious injury, and the pressure of representing the country on the world stage.
When asked what lessons she gained from the Olympian and how it changed her perspective towards sports in general, Gretchen shared how dedicated Margielyn was to learning that even in the absence of skate parks in the Philippines, she couldn’t stop herself from winning.
“Her ability to adjust to what’s given to her. How did she manage to learn? They go to different countries, they train there before tournaments. Whatever they have or what is given to them, they
use it because they have no choice. It’s admirable because normally, others would give up but not her— it’s a team effort,” Gretchen continued.
She then expressed her desire to give justice to the untold stories of other Filipino athletes and with her coming from the world of sports and now having the power to tell these stories through Beyond the Board, she described it as her “true calling”.
“I feel like stories like these should not be overlooked. I mean, we have a lot of sports heroes. It’s not just Margielyn, we have Hidilyn [Diaz], we have EJ Obiena, we have Manny Pacquiao. I think we need more of these stories to be told,” Gretchen added.
Gretchen also shared that the film highlighted the importance of giving athletes a platform so their stories would be heard and known, especially those people who aspire to carry the Philippine flag one day.
THIS Pride Month, the Free To Be U campaign joined the Philippines’ “Love Laban 2 Everyone” Pride Festival with a dedicated booth focused on HIV awareness at Quezon City Memorial Circle on June 22.
Organized by Maintaining Epidemic Control (EpiC Philippines), supported by PEPFAR and USAID through FHI360, the Pride booth aimed to destigmatize HIV and promote prevention, testing, and treatment via QuickRes.org. Attendees engaged in HIV trivia games, received informational materials, and booked health appointments through QR codes.

“HIV affects many young and queer Filipinos,” noted Teresita Bagasao, Project Director of EpiC Philippines. “Accessible information and services are crucial, supported by platforms like QuickRes.org.”
The “Love Laban 2 Everyone” event, Quezon City’s third Pride PH Festival, attracted over 200,000 attendees. It featured a Pride Expo and March, symbolizing unity and celebrating diversity across Asia’s largest Pride celebration.
“You will be inspired if she can do it, I can do it even if I have nothing in life. If this person makes her way to that level, nothing’s impossible. Just to be able to share that story. Inspiration, and to be able to lift people through what it takes to be in the elite level, that’s what matters. I mean, it’s one thing to dream and another thing to understand what it means to get there,” she stated.

Serving as the eldest of the two sister hotels, Seda Ayala Center is found at the heart of the bustling city’s Cebu Business Park. Meanwhile, the hotel’s serviced residences offer four types which are the studio room, one-bedroom, two-bedroom, and three-bedroom units. Every unit has a kitchenette which includes a refrigerator, an induction cooktop with range, a microwave oven, and a kitchen kettle. Starting with the one-bedroom unit, the bigger rooms also offer a washer/dryer as well as a lounge chair and coffee table. The three-bedroom unit is the only one that offers a bathtub.
While it offers almost the same amenities as Seda Ayala Center such as a swimming pool, function rooms, a gym, and Misto, Seda Central Bloc features a rooftop bar called Straight-Up, which boasts a spectacular view of the city’s skyline.
