Tokyo hopes pact inked during Manila talks

JAPAN and the Philippines will hold high-level defense talks next month, with both parties keen on signing a Reciprocal Access Agreement that is quite similar to Manila's Visiting Forces Agreement with the United States and would allow the countries to deploy troops on each other's territory.

Japanese Defense Minister Minoru Kihara and Foreign Minister Yoko Kamikawa will discuss "bilateral and defense and security issues affecting the region" in the face of an increasingly confrontational China at the July 8 meeting in Manila, the Department of Foreign Affairs said.

Ex-defense minister Itsunori Onodera, now a ruling-party member of the Japanese parliament, said Friday he hoped negotiations on the defense pact would "make rapid progress" at next month's meeting.

Onodera met with National Security Adviser Eduardo Año, Defense Secretary Gilberto Teodoro Jr. and Foreign Affairs Secretary Enrique Manalo to reiterate Japan's commitment to a strategic defense partnership with the Philippines.

LAWMAKERs from the European Union (EU) and 23 nations across the globe have condemned China’s aggressive activities in the West Philippine Sea (WPS). Their collective condemnation is contained in a statement on “Chinese Coast Guard aggression and provocation” issued by the Inter-Parliamentary Alliance on China (IPAC), a group of parliamentarians formed on June 4, 2020 on the anniversary of the 1989 Tiananmen Square protests and massacre.

The alliance aims to “help counter the threat of China’s growing influence to global trade, security and human rights.”

DOJ confident Timor-Leste will deny Teves’ appeal

THE Department of Justice (DOJ) expressed optimism Friday on the denial of the appeal that fugitive and expelled Negros Oriental Rep. Arnolfo Teves, Jr. intends to file following the extradition order issued by TimorLeste's Court of Appeals against him.

“We are very confident that the same decision would be rendered in the motion for reconsideration or the appeal would be denied in due course by the Timor-Leste judicial authorities,” DOJ Undersecretary Raul Vasquez said during a press conference.

Ministers and also the National Security Advisor, we believed that concluding the RAA is a very important step because the RAA is the most effective for either having a further collaboration with the Philippines, and to expedite the training with the Philippines as well,” Onodera said in press conference on the last day of a five-day visit to Manila.

“In the next month, the 8th of July, we will have 2+2 meetings. At that time, I hope the RAA will be ratified (signed),” he added.

Cagayan de Oro City Rep. Rufus Rodriguez, one of two Filipino lawmakers who signed the statement, said the declaration was circulated online three days ago.

It was signed by 33 parliamentarians from the EU and 23 countries, including the Philippines, United Kingdom, Australia, Japan, New Zealand, Germany, Switzerland, Italy, Netherlands, France, Norway, and Sweden, he said.

“We thank them and appreciate their support for our country, which has been at the receiving end of China’s intrusive and aggressive activities in the West Philippine Sea and inside our own 200-mile exclusive economic zone (EEZ),” the Mindanao lawmaker said.

The other Filipino congressman who signed the statement is Adrian Michael Amatong of Zamboanga del Norte.

Marcos has 30 days to sign or veto a bill transmitted to his office. If he does not act on the measure within 30 days, the bill lapses into law.

Free college education will now be more accessible to poor students, said Escudero who championed the passage of the bill during his tenure as chairman of the Senate Committee on Higher, Technical, and Vocational Education.

He described as a significant milestone in the pursuit of accessible higher education the new law, now officially known as Republic Act 12006.

House Speaker Martin Romualdez likewise hailed the development pointing out that the "law is a crucial step in our efforts to provide equal educational opportunities for all Filipinos, regardless of their financial situation."

He emphasized the importance of equal opportunities for all aspiring college students: "Our proposed legislation, which compels private higher education institutions (HEIs) to waive college entrance examination fees and charges for eligible students seeking college admission, has now been fully enacted."

48-percent increase from the P1.41 trillion recorded in 2022, marking the highest growth in tourism's gross value added since 2000. The Philippines also welcomed 5.45 million international tourists in 2023, surpassing the government’s target of 4.8 million. International tourist arrivals reached 2.9 million from January to March 2024, representing 38.1 percent of the 7.7-million tourist arrival target for the year. "But going beyond monetary values

Vasquez pointed this out after lawyer Ferdinand Topacio, the legal counsel Teves, bared plans to appeal the June 27 decision of the Court of Appeals of Timor-Leste that granted the request of the Philippines to have the expelled congressman extradited.

The 2+2 talks follow escalating confrontations at sea between Chinese and Philippine ships as Beijing steps up efforts to push its claims to nearly all of the South China Sea.

Tokyo and Beijing are also at loggerheads over Japan-controlled disputed islands in the East China Sea.

"We recognize the need to further deepen security and defence cooperation between our two countries," Onodera said.

"Japan is committed, ready to provide necessary assets to the Philippines to protect Philippine security," added Yoshiaki Wada, another member of Onodera's parliamentary delegation.

Meanwhile, the Chinese embassy in Manila said China is willing to work with ASEAN countries to enforce the Declaration on the Conduct of Parties in the South China Sea as well as to guarantee peace and stability in the region.

In a statement, the Chinese embassy said China’s position over territorial issues in the region has been consistent and clear, noting that it is in line with international law, including the UNCLOS.

''We firmly safeguard our territorial sovereignty and maritime rights and interests in the South China Sea,'' the embassy said.

It also said that China is "committed to properly managing differences through dialogue and consultation with countries concerned, and would like to work with ASEAN countries to fully and effectively implement the Declaration on the Conduct of Parties in the South China Sea, advance the consultation on the Code of Conduct in the South China Sea to jointly safeguard peace and

“By waiving entrance exam fees, we are removing a significant hurdle that prevents many talented and deserving students from pursuing their dreams of higher education," Romualdez added.

Under the “Free College Entrance Examinations Act,” students are exempt from paying examination fees and charges if they are a natural-born Filipino student; belong to the top 10 percent of their graduating class; and, if they belong to a family whose combined household income falls below the poverty threshold as defined by the National Economic and Development Authority (NEDA) or cannot afford to provide for their minimum basic needs duly certified as such by the Department of Social Welfare and Development (DSWD).

Students may avail of the waived entrance exam fees once they satisfy all other requirements specified by the private HEI, the Act stated.

The Commission on Higher Education (CHED) is given the authority to determine and impose sanctions against private HEI officials and employees who fail or refuse to comply with the provisions of the law.

and numbers, these figures also mean millions of lives being changed for the better,” Mr. Marcos said, commending the Department of Tourism (DOT) for its role in achieving these milestones.

The President expressed hope that the efforts during the UN Tourism Commission meetings would lead to better practices and increased tourism arrivals globally.

“I am very, very optimistic that your meetings will be a platform for collaboration, for discourse, and the sharing of best practices on such crucial topics for this sector as we prepare for the activities leading up to the World Tourism Day of 2024,” Marcos said.

Vasquez stressed the lawyers of Teves can only file a motion for reconsideration on the decision of the Court of Appeals since Timor-Leste, which only achieved independence from Indonesia in 2002, has yet to fully establish a Supreme Court where the appeal on the extradition decision could be filed.

“They have a period of appeal of 30 days,” said Vasquez, who cited Timor-Leste laws.

Contrary to the claims of Topacio, Vasquez said Teves can no longer seek political asylum in Timor-Leste.

“‘Political asylum was the first recourse that was availed of (by) former congressman Arnie Teves. This was

It said China is seeking to impose and enforce “no trespass” rules around Second Thomas Shoal or Ayungin Shoal, which is inside the EEZ of the Philippines.

“These rules have no basis in law. On the contrary, in 2016, when asked about the matter, the Arbitral Tribunal established by the United Nations Convention on the Laws Of the Sea—to which both the Philippines and China are a party—ruled that the Shoal was in the Exclusive Economic Zone of the Philippines,” the alliance said.

Speaking as erstwhile Justice Secretary, De Lima said the DOJ may initially treat this case as a simple immigration case, noting that the department may pursue immediate legal remedies instead of waiting for the proper filing of criminal cases against Guo before the courts.

"It would also be then unnecessary to still file a quo warranto case against her if the purpose solely is to put her immediately under preventive detention and stop her from performing her spurious position as mayor after the lapse of her current preventive suspension period," she explained.

A quo warranto case is a special civil action against a person who usurps, intrudes into, or unlawfully holds or exercises a public office without lawful authority to act.

A favorable ruling on the quo warranto case would strip Guo of her mayoralty post. It may even lead to the filing of other cases.

“The OSG team will meet next week to finalize the intended legal action based on all the available evidence,” Guevarra said.

Though the Court of Appeals of Timor-Leste released Teves from house arrest last week, Vasquez said the expelled legislator could still be re-arrested by local authorities. “As far as we could see it, he could be arrested as an undocumented alien,” he said. DND Undersecretary Angelito De Leon said the meeting gave added impetus to the implementation of the 2001 defense cooperation pact between the two countries.

tigation (NBI) that Guo's fingerprints matched those of Chinese national Guo Hua Ping.

“This evidence will be extremely useful,” the Solicitor General said. Guo has been ordered preventively suspended for six months by the Office of the Ombudsman which found strong evidence on the administrative complaints filed by the Department of the Interior and Local Government (DILG).

The mayor is also facing a nonbailable qualified human trafficking complaint before the Department of Justice (DOJ) over the operation of Zun Yuan Technology Center, a Philippine Offshore Gaming Operator (POGO) that was raided by government authorities in Bamban town.

De Lima recommended that Guo be placed at the immigration deportation facilities pending her trial for the multiple criminal offenses.

"Since Bamban mayor ‘Alice Guo’ is not the real Alice Leal Guo, but a 2003 Chinese child immigrant identified as Guo Hua Ping, and who merely stole the identity of the real Alice Leal Guo, the immediate legal remedy against her is a warrantless arrest by the BI," according to the former senator.

Guo can be deported to China where she belongs only after service of sentence, if convicted, De Lima said.

LP, admin 2025 unity slate unlikely

SEN.

on Friday said it would be unlikely for the Liberal Party and the administration to form a unity ticket in the 2025 midterm polls, because of "unresolved issues" involving the family of President Marcos.

Former Sen. Antonio Trillanes III earlier sought a coalition ticket composed of the Marcos administration and other major political parties to counter the planned run of the former President Rodrigo Duterte and his two sons for the Senate.

"I understand where former Senator Sonny Trillanes is coming from... although it is important to prevent the return to power of the Dutertes, at the same time, there are unresolved issues in our history such as human rights violations and plunder during the martial law dictatorship," Hontiveros said According to Hontiveros, she has been working at forging a broad alliance for 2025 for the past 2 years.

"Please take it as that the opposition has its own offer to our people, distinct from that of the administration," Hontiveros said.

Hontiveros is the highest-ranking elected official belonging to what many would consider as the opposition. Hontiveros believes there are other sectors they can invite to their alliance outside of the Marcos and Duterte forces. Trillanes had suggested that the administration can join forces with the "Dilawan " or Pink of the opposition.

While the standing of the former President in the "Winning Circle" for senators has been declining, Trillanes said, "we cannot underestimate him and the two other Dutertes since they have the money."

Sen. Ronald Dela Rosa, on the other hand, said if the Liberal Party joins the administration ticket, they will become administration and the Dutertes the opposition.

Since there is no prohibition. he said anybody can form a unity ticket against the Dutertes.

Makati to retain second district, rules Comelec

THE three remaining barangays in the second district of Makati City—Guadalupe Viejo, Guadalupe Nuevo, and Pinagkaisahan, will not be abolished and shall be entitled to elect a representative in the 2025 midterm elections, according to the Commission on Elections.

In a resolution, Comelec chairman George Garcia said the second legislative district of Makati City remained compliant with the fminimum requirements in what constitutes a legislative district.

He pointed out that each legislative district should comprise, as far as practicable, contiguous, compact, and adjacent territory; each city with a population of at least 250,000 should have at least one representative; and each province should have at least one representative.

The decision was made after the city and the legislative district lost the ten enlisted men's barrio (EMBO) barangays to Taguig City because of a Supreme Court ruling in April 2022. The Comelec also insisted that the residents of the 10 barangays formerly under Makati City and now part of Taguig City will not be able to vote for a congressman but can all vote for mayor, vice mayor and city council in the coming elections.

Army’s special forces mark 62nd anniversary

THE Special Forces Regiment (Airborne) of the Philippine Army marked its 62 nd founding anniversary with Army chief Lt. Gen. Roy Galido as guest of honor and speaker in simple ceremony held at the unit’s headquarters in Fort Magsaysay, Nueva Ecija last Tuesday.

In his remarks, Galido emphasized that warfare nowadays “is very different from the warfare we got used to and that modern warfare is asymmetric.”

“Therefore, the Army must think differently,” he stressed.

“When we talk about relevance, the Special Forces is top of mind. The three spears in the SF logo mean that SF can conduct missions on land, air, and sea. As part of the comprehensive archipelagic defense concept, we are expected to be an army that can defend on the maritime, air, and various domains,” he added.

Brig. Gen. Ferdinand Napuli, Army Regiment commander, said he was committed to “directing the future of the unit to maintain the high standards expected from the Special Forces and will continuously work towards an always ready, capable, and constantly evolving special forces now and in the years to come.”

Maragondon mayor bares achievements

MARAGONDON Mayor Lawrence Arca bared his achievements during his two-year tenure in his state of the municipality address (SOMA) delivered on Friday in Brgy. Poblacion.

Arca recounted that P10 million was allocated for infrastructure projects such as access roads, multipurpose hall, and a day care center in several barangays in the town.

The projects included a community electrification program to lift the quality of life of the residents in Barangay Pantihan, Arca said.

He also cited the acquisition of six new ambulances to speed up delivery of health services to his constituents. Dennis Abrina

Muntinlupa police nab ‘most wanted person’

THE Muntinlupa City police has announced the capture of a 36-yearold tricycle driver identified only as Maiko tagged as the “Top Most Wanted Person” in the city.

Maiko was nabbed on Friday in Brgy. Putatan, Muntinlupa City by operatives from the warrant and subpoena unit of the local police force.

Police said the suspect was facing multiple counts of acts of lasciviousness and one count of rape, with recommended bail totalling P380,000.

The suspect is currently held at the local detention center pending the issuance of commitment order from court.

Comelec gives demo on new VCMs

IN AN apparent bid to justify its decision to award the P17.9-billion contract to South Korean firm Miru Systems, the Commission on Elections (Comelec) on Friday gave a demonstration of the new voting machines to be used in next year’s local and national elections.

The demonstraction was organized by UP College of Engineering, with poll watchdog groups Computer Professionals Union and Kontra Daya in attendance. COMELEC spokesman John Rex Laudiangco, who also serves as the director for education and information, talked

about the changes in the voting process.

The new voting machines supplied by Miru Systems which won the COMELEC bidding held last March.

Laudiangco clarified that Miru was the sole bidder.

“They won because they were the

only firm which managed to participate in its two (bidding) Cycles,” he said.

He said the ballot papers to be used in the polls will be lighter, explaining that the recommended weight for the new machines will be 90 gsm (grams square meter).

The papers used by the previous Comelec service provider Smartmatic had a weight of 120 gsm, making them heavier and difficult to be sourced.

Despite of the change in the paper specifications, the COMELEC-issued pens will be in use “to avoid inconsistencies in the process that may arise if

Solon wants 10 Commandments posted in all schools nationwide

AN EVANGELIST-turned legislator on Friday expressed hopes the new Secretary of the Department of Education (DepEd) will support his proposal to display the Ten Commandments in every school nationwide CIBAC (Citizens’ Battle Against Corruption) party-list Rep. Eddie Villanueva

made the statement after President Marcos said he will announce the new DepEd Secretary who will replace Vice President and outgoing DepEd Secretary Sara Duterte by the end of June.

“I will propose to the new DepEd Secretary the posting of the Ten Commandments in our schools in order to promote the spiritual and moral well-

being of the Filipino youth as mandated by the Constitution,” Villanueva said.

“This is a fitting initiative for schools as a complementary institution of the church in strengthening the moral fiber of our youth. I hope the incoming DepEd head will support it.”

“The Bible states in Proverbs 22:6 that when we teach our children in their prime

years the foundational values that make God-centered and humane citizens, they will live out those lessons throughout their lifetime,” he added.

By displaying and teaching the Ten Commandments in schools, Villanueva said “we will be able to raise our youth in the fear of God, which is a key element for a stable and successful society.

The new machines also feature a touch screen function known as ‘direct-recording electronic voting’ that will be used for overseas voters, Laudiangco said. As such, it could not be used by the general public to avoid possible long queues, as well as to keep track of the votes cast, he said. However, the screen could possibly be used to either display the summary of the votes made or the voter’s ballot itself, a prospect still being deliberated as of today, he added. With Rolando Ng III

A COMBINED team of Customs and anti-illegal drugs agents have arrested a 28-year-old male suspect for alleged attempt to smuggle into the country banned marijuana oil estimated at P392,500 through the Port of Clark in Pampanga.

The Bureau of Customs (BOC) said the contraband was falsely declared as candles, but laboratory tests and K-9 sniffing showed that the shipment contained illegal substance.

The name of the claimant was withheld pending investigation.

Examinations conducted by the team composed of operatives of the BOC and the Philippine Drug Enforcement Agency yielded 12 plastic sachets containing 5,888 grams of marijuana oil, also known as tetrahydrocannabinoid.

A seizure and detention warrant was subsequently issued against the shipment.

A follow-up operation conducted by the team in Mabalacat City, Pampanga led to the arrest of the consignee.

BOC district collector Erastus Sandino Austria cited the port’s dedication in stopping illegal drug smuggling, ensuring strict border security at the Port of Clark.

Abalos stresses proper nutrition among children

Benjamin Abalos Jr. of the Department of Interior and Local Government (DILG) says he believes that proper nutrition especially among young schoolchildren, is the key that could help them perform better academically. The secretary also said proper nutrition dramatically addresses the problem of stunted growth among the children.

Abalos thus called for full cooperation and collaboration of all nutrition advocates and stakeholders in implementing the Philippine Plan of Action for Nutrition (PPAN) 2023-2028, the country’s framework and roadmap to combat malnutrition.

Speaking before the Philippine Partners’ As -

sembly for Nutrition on Tuesday, Abalos underscored that innovations in nutrition among schoolchildren have a direct relation to their improved academic performance.

“This is a good crowd. This is the main ingredient for the success of this PPAN program. It’s government, it’s NGOs (non-government organizations), it’s going grassroots,” said Abalos, who is also vicechairman of the National Nutrition Council (NNC). Abalos pointed out that proper nutrition or the lack of it, has something to do and has direct correlation with the students’ academic performance.

“It’s not always about the system, it could be about these kids having these nutritional problems. There is a direct correlation between nutrition and academic performance,” he said.

Ironclad wobbling

THE BBM administration has twice tried to de-escalate his security agencies’ tensions with China’s maritime forces in the two countries’ disputed areas of the South China Sea.

The first try, we can use the mnemonic “Vice Adm. Carlos de-escalation” that resulted in the “flawless” RORE mission to BRP Sierra Madre on Feb. 2, 2024.

The second is the “Bersamin de-escalation” of June 22 when the executive secretary used the terms “misunderstanding” and ”accident” to calm the furor over the June 17 “brawl.”

Both de-escalation attempts were treated as dead serious matters by the BBM government.

The first “Carlos de-escalation” (for short) was three months in the making, from Nov. 2023 when BBM raised the initiative with President Xi Jinping at the San Francisco APEC summit and went on until the controversial Adm. Carlos phone talk on the “new model” and the China-Philippines 8th Bilateral Consultation Mechanism meet in Shanghai in late January.

The second is the seriousness of the “Bersamin deescalation” as reflected by the convening of the Presidential Office for Maritime Concerns led by ex-general Andres Cenino and includes the National Maritime Council and UP Institute For Maritime Affairs and Law of the Sea led by US-proxy scholar Jay Batongbacal who was represented by somebody else.

The Bersamin pronouncement de-escalated the tensions by signaling “We’ll work with China.”

While many were happy following the two de-escalations, the unhappiness of the US was shown in immediate interviews by the US proxy media outlets ANC and ABS-CBN of “assertive transparency” empresario and US Air Force ex-Col. Raymond Powell first expressing disappointment that there was no Chinese Coast Guard interception at the “flawless” Feb. 2 RORE and after the “Bersamin de-escalation” warning the Philippines “to be careful in its efforts to de-escalate...”

Clearly, the Philippines and many Filipinos continue to allow Americans like Raymond Powell to slap them left and right to stop them from believing they have the agency or any right to their own thoughts on these matters, as Kit Tatad wrote in his March column that a ranking US diplomat talked to a high Filipino defense and asked, “Why are you talking to the Chinese?”

Most analysts think Gibo Teodoro is the high Filipino official who also ordered the transfer of Adm. Carlos’ entire team out of WESCOM.

The Americans countermanded the two de-escalation attempts and the Chief Executive of the land did nothing

to defend the dignity of the Republic, the Office of the President, and pursued its wobbling between de-escalation and carrying on with the subservience to US dictation to continue climbing the escalation ladder.

The constant wobbling should be wearing thin the patience of the Filipinos but the “idiotization” of many Filipinos by the US proxy media has achieved its unprecedented success.

The idiotization is so successful that most Filipinos don’t see they are following the tough “policeman of the world” America, actually the greatest wobbler of all time.

Why then is the US setting up more EDCA military bases in the Philippines and transferring Typhon missile launchers, moving troops around the country?.

This is manifested in its “strategic ambiguity” with regard to Taiwan and its “ironclad commitment” to defend the Philippines based on the Mutual Defense Treaty with so many “ifs” and “buts.”

Filipinos should open wide their eyes it is all in reality just “ironclad wobbling” by the US

Last June 25, the Washington Post headlined: “US and Philippines seek to de-escalate after sea skirmish with China.”

The US seeks de-escalation with China but prohibits the Philippines from de-escalating.

Let us recall the US efforts to de-escalate, starting with the 2022 Chinese boycott of military-to-military talks with the US after the 2022 Pelosi Taiwan visit, the US begged to resume it through the 2023 fake Spy Balloon furor. China only acceded in 2024. Behind the Filipinos’ back, the US is de-escalating with China.

Why then is the US setting up more EDCA military bases in the Philippines and transferring Typhon missile launchers, moving troops around the country?

In reply, let me point to a June 23, 2024 headline in several Philippine mainstream newspapers, “Philippine among top buyers of US aircraft, defense equipment,” while US financial mafia operations loot the country through proxy companies milking Filipinos power, water and public utilities, and US media proxies continue to distract and brainwash the Filipinos to “hate China.” (rpkapunan@gmail.com)

Antonio Costa: From quitting under cloud to EU top job?

LISBON – Just months after quitting over corruption allegations now crumbling, former Portuguese premier Antonio Costa could be poised for a comeback as head of the European Council.

The president of the council, who represents the EU’s 27 member states, is one of the top EU jobs, with the bloc’s top diplomat and the head of the European Commission to be decided at a Brussels summit starting Thursday.

Playing to his advantage, Costa is seen as a pragmatic socialist and skilful tactician, capable of negotiating unlikely agreements or turning setbacks into opportunities.

“In democracy, politics has to be based on compromise. One goes into politics to make deals,” the 62-year-old lawyer said in an interview this year.

Now Costa is himself part of a deal for the EU top jobs hashed out by the bloc’s leaders.

Coming from the EU’s southwestern fringe -- he is seen as bringing the right political and geographical balance to the team of Ursula von der Leyen, the German who is expected to get a second term as the commission president.

“He’s her perfect symmetrical opposite,” said one diplomat. “He is a Social Democrat, he is from the south.”

Approval at the Brussels would complete a stunning reversal of fortune.

In November, Costa abruptly resigned after eight years as prime minister after being implicated in a probe into his administration’s handling of energy-related contracts.

Riding the wave of the global economic recovery and a tourism boom, Costa undid some of the austerity measures imposed by his predecessors

The corruption probe -- while not formally closed -- has since appeared to come apart, with a court determining in April there was no indication a crime had been committed.

Family from Goa

The Lisbon-born Costa was raised in intellectual circles frequented by his father, a communist writer with family roots in Goa, Portugal’s former colony in India, and his mother, a journalist and women’s

New focus on coral reefs

WITH record-high sea temperatures bleaching coral reefs worldwide, reef guards and environmentalists have suggested immediate restoration

This issue affects the Philippines since this archipelago of 115 million people is within the Coral Triangle, a marine area in the western Pacific Ocean which includes the waters of Indonesia, Malaysia, the Philippines, Papua New Guinea, Timor-Leste and Solomon Islands.

The Philippines has the Apo Reef, off the coast of Occidental Mindoro within the Coral Triangle, the second largest contiguous coral reef in the world, second only to the Great Barrier Reef in Australia.

The Apo Reef Natural Park consists of three islands which are surrounded by lush mangrove forests.

Coastal ecosystems like mangroves, sea grass and coral reefs are critical to the healthy functioning of the planet, according to environmentalists.

Mangroves and seagrass can capture more carbon than forests on land.

Healthy coral reefs can absorb wave energy and are home to nearly a quarter of the oceans’ biodiversity. Coral reefs, some of the most diverse and valuable ecosystems on Earth, support more species per unit area than any other marine environment, including about 4,000 species of fish, 800 species of hard corals and hundreds of other species.

—“—

Our efforts must include building coral resilience as well to threats like climate change

The dismal condition of our reefs –boldly described as in a rapid decline – is further exacerbated by destruction of marine habitats including dumpand-fill projects, destructive fishing practices, pollution, climate change and other anthropogenic pressures.

In the Philippines, coral reef fisheries provide livelihood for more than a million small-scale fishers who contribute almost $1 billion annually to the country’s economy. Over half a billion people depend on reefs for food, in-

IN RECENT developments concerning the House Committee on Human Rights’ probe into alleged rights violations during the Duterte administration’s war on drugs, the issue of compelling attendance by Senator Ronald “Bato” Dela Rosa and former President Rodrigo Duterte has sparked significant legal and political discourse. Here’s an analysis of the situation, exploring arguments from various perspectives on both sides of the debate.

Arguments compelling attendance

1. Command Responsibility: As former Philippine National Police Chief during the drug war, Senator Bato Dela Rosa held a pivotal role in its implementation.

The principle of command responsibility under international law, which the Philippines recognizes through various treaties and conventions, holds leaders accountable for actions taken under their command.

Dela Rosa’s presence is essential to clarify his role and responsibility in any alleged human rights violations.

2. Constitutional Duty: The Philippine Constitution mandates that Congress has the power to conduct inquiries in aid of legislation.

This includes investigations into matters of public interest and importance, like human rights abuses.

Former President Duterte and Senator Dela Rosa, as public officials during the period in question, have a duty to participate in these inquiries to uphold transparency and accountability.

3. Judicial Precedents: Philippine Supreme Court precedents emphasize the oversight function of Congress and the importance of legislative inquiries in uncovering truths that may inform future legislation or policy decisions.

These rulings underscore the legality and necessity of compelling attendance

Nicknamed “babush” -- a term of endearment for a little boy in Goa -- Costa joined the Socialist Party youth wing in 1975 when he was just 14, a year after a coup ended a decades-long right-wing dictatorship.

Educated in law and political science, Costa’s big political break came in 1995 when he was named secretary of state for parliamentary affairs in the minority government of Antonio Guterres, the current UN secretary-general.

Four years later, he became justice minister. Then after a brief stint as a member of the European Parliament, he became interior minister in 2005 in the Socialist government of Jose Socrates.

The rapidly growing population needs increasing amounts of fish and other marine organisms.

Coral reefs, which protect coastlines from storms and erosion, provide jobs for local communities, and offer opportunities for recreation, provide sources of food and new medicines.

As a response to the coral degradation in the country, the Department of Science and Technology and the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development funded the “Filipinnovation” on Coral Reef Restoration Program that started in 2012.

We have also passed several laws to protect marine life, including the Wildlife Resources Conservation and Protection Act and amended Philippine Fisheries Code of 1998.

But environmentalists strongly urge there is need for more action.

We must avoid touching reefs or anchoring our boats on them since contact with the reef will damage the delicate coral animals, and anchoring on the reef can kill corals, reason we must look for sandy bottoms or use moorings.

Our efforts must include building coral resilience as well to threats like climate change.

Congressional summons vs. Senator Dela Rosa, former president Duterte

when the public interest and Constitutional mandates are at stake.

4. Inter-Parliamentary Courtesy: While inter-parliamentary courtesy is traditionally observed between the Senate and the House of Representatives, it typically pertains to matters directly affecting legislative functions.

In this case, the inquiry focuses on actions taken prior to their current senatorial or private citizen status, thus reducing the applicability of this courtesy.

Arguments vs. compelling attendance

1. Self-Incrimination: Both Duterte and Dela Rosa may invoke their right against self-incrimination guaranteed by the Constitution.

By maintaining a balanced approach and upholding legal principles, Congress can fulfill its duty to the Filipino people while respecting the rights of all individuals involved

This right shields individuals from being compelled to testify or provide evidence that may incriminate themselves in criminal proceedings.

2. Separation of Powers: Critics argue the congressional inquiry may encroach upon the judicial branch’s authority, especially if the purpose veers towards a criminal investigation rather than legislative oversight.

This argument hinges on maintaining the separation of powers and preventing

The move to municipal politics allowed Costa to distance himself from Socrates -- who stepped down in 2011 after negotiating an international bailout for the country, and was arrested in 2014 on charges of corruption and tax evasion.

Determined and tenacious

That same year, Costa became head of the Socialist Party and although the party lost 2015 elections, Costa came to power by forging an unprecedented pact with the radical left to “turn the page on austerity”.

Riding the wave of the global economic recovery and a tourism boom, Costa undid some of the austerity measures imposed by his predecessors in exchange for an international aid package.

legislative overreach.

3. Selective Targeting: Some proponents argue the inquiry targets specific individuals without a clear legislative purpose, potentially devolving into a political spectacle rather than a genuine pursuit of legislative reform or accountability.

4. Executive Privilege: Former President Duterte, invoking executive privilege, may refuse to divulge certain information or attend hearings on matters that fall under privileged executive communications or decisions.

Resolution and Recommendations In evaluating these arguments, it is imperative for the House Committee on Human Rights to clarify the scope and purpose of its inquiry.

Balancing the rights of individuals against the public interest in transparency and accountability is a delicate task.

The committee should ensure the inquiry adheres strictly to legislative oversight functions, respects Constitutional rights, and avoids perceptions of political bias.

Recommendations include fostering a cooperative environment where witnesses feel compelled to attend voluntarily, while respecting legal rights and ensuring fair treatment.

Congress should also consider providing clear guidelines on the limits of inquiry to prevent potential abuses of power or violations of individual rights.

Ultimately, the pursuit of truth and justice should guide these proceedings, ensuring that any findings contribute meaningfully to legislative reforms aimed at protecting human rights and upholding the rule of law in the Philippines. By maintaining a balanced approach and upholding legal principles, Congress can fulfill its duty to the Filipino people while respecting the rights of all individuals involved.

In October 2021, after failing to win budgetary support from two small far-left parties, Costa called snap polls which finally brought him an absolute majority in January 2022.

Appreciated by Socialists across Europe, his pragmatic streak also helped him extend his influence beyond his political sphere.

In 2020, he visited Hungary’s hardline Prime Minister Viktor Orban to overcome opposition to a post-COVID recovery plan that proved crucial for Portugal. AFP

103 Taiwanese nabbed for alleged cyber fraud

JAKARTA – Indonesian police have arrested more than 100 Taiwanese at a villa in Bali over alleged cyber fraud, authorities said Friday.

The proliferation of cyber fraud groups in Southeast Asia has become a growing concern in recent years, and authorities in countries including China, Indonesia and Malaysia have stepped up efforts to stop them.

Bali immigration authorities said that after a tip-off from Indonesian police, they raided the villa in Tabanan Regency on Wednesday, where the group of 12 women

and 91 men was found with hundreds of mobile phones and other electronic devices. They were accused of abusing immigration permits and conducting online scams targeting Malaysians, said Indonesian immigration official Safar Muhammad Godam.

He added that officials could not charge them because the alleged crimes fell outside their jurisdiction, but were “closely working together” with related authorities, including those in Malaysia.

“Their activities target individuals outside the country, making it very difficult to

meet the elements of a criminal offense in such cases,” Godam said in a press conference.

“They are subject to administrative immigration actions. In the near future, we will proceed with deporting all of the 103 foreign nationals.”

They are currently being held at an immigration detention centre in Bali for further questioning, he added.

Indonesia, with tip-offs from Chinese authorities, has previously confronted international cyber fraud networks targeting victims in China. AFP

ATLANTA – A halting Joe Biden struggled Thursday (Friday in Manila) to allay concerns he is too old for a second term in the White House in a fiery debate with Donald Trump marked by personal insults.

A bombastic Trump lashed out at his successor, calling him a failure on the economy and the world stage.

Biden looked to hit back, but his delivery was faltering as he spoke rapidly in a raspy, trailing-off voice, stumbled on his words and stared open-mouthed.

His performance, after he spent the week secluded in preparation, sparked new concern within his Democratic Party as polls show Trump is tied or ahead for the November election. It was the first debate ever between a president and former president -- and each accused each other of being history’s worst.

Trump and Biden, who were each the oldest president when first elected, even accused each other of being childlike as they argued over their golf swings.

Biden, 81, and Trump, 78, did not shake hands as they walked to their podiums at the CNN headquarters in Atlanta. There was no live audience and their microphones were muted as the other spoke.

Biden hit Trump with clearly rehearsed lines as he sought to remind millions of television viewers that Trump would be the first convicted felon in the White House.

“You have the morals of an alley cat,” Biden said.

Trump, a veteran of rallies and reality television, spoke loudly as he ran through a long list of complaints about Biden’s record. AFP

MIRU’s TRACK RECORD: A CONCERN FOR THE US

Rep. Rodante Marcoleta, SAGIP Party-List

AN investigative piece by the US-based journal

Politico has cast a spotlight on Miru Systems, questioning the deployment of their voting technology in Iraq and Congo― nations supported by US election funding but plagued by technical glitches. More than focusing on technological snafu, the article calls the attention of the US Agency for International Development (USAID) to reassess the wisdom of supporting countries using Miru technology.

Even more grimly, the Politico investigative report cited sanctions imposed by the US Treasury Department on the president of the Congo Election Commission for corruption―stating how he padded a contract for Miru’s machines by up to US $100 million which was then deposited into a company he controlled.

This scrutiny gains local significance as Miru bagged a solebidder contract with Comelec to supply voting equipment for the Philippines’ 2025 elections. Despite calls for vigilance from election watchdogs and lawmakers, Comelec’s lackluster response was: “The winners in Congo and Iraq are happy and satisfied with Miru’s performance.” Really?

Amplifying these concerns is the dubious connection between Miru and Russian elections. Miru is openly affiliated with Bauman Moscow State Technical University, a relationship instrumental in the development of election scanners used in Russia’s contentious 2018 presidential election and subsequently in Iraq, yet another authoritarian regime. Who knows―it might be the scanning technology we will use come 2025.

Miru’s involvement in Russia reportedly began around 2009 and extended to their recent 2024 presidential elections. It may be recalled that during the March 19 Senate hearing, the company representative boasted on the supply of technology in that Russian elections―which was marked by Putin’s sweeping victory for a fifth term. Such ties, ignored by Comelec amid the global pushback against Russian electoral practices, could cast a cloud of doubt over the transparency of the Philippines’ electoral venture.

Filipinos’ trust in Western-led democratic principles versus their skepticism of Russian and Chinese aggression, as revealed by Pulse Asia surveys, underscores the potential geopolitical conflict in Comelec’s choice. A recent survey by Pulse Asia confirmed this, with 80% of Filipinos expressing a desire for the Philippines to work with the United States to counter China’s increasing belligerence in the West Philippine Sea. Another survey revealed that 61% of Filipinos distrust China, while 58% distrust Russia. Comelec should seriously weigh the wisdom of being associated with a company doing business in Russia even as the administration labors to bolster our ties with the US and western democracies.

These unsettling revelations beg one question: Did Comelec even realize that the optical scanners it purchased might have originated from Russia, where elections are reportedly a farce? Proper due diligence should have alerted Comelec to these shady connections that could result to shady elections. The outcome of such due diligence, or lack of it, might not just impact on the credibility of our own elections, but also the nation’s international repute as a regional beacon of democracy caught in a tense geopolitical landscape.

That said, something smells fishy with Comelec’s choice. And the smell reportedly reeks from the Philippines all the way to the Cayman Islands in the Caribbean, North America, China, and Singapore.

Hike broadband infra spending, group urges govt

A TOP international think tank called on government to allocate more budget for broadband infrastructure to expand access and boost the speed of internet connectivity needed to become competitive in the global digital economy.

Stratbase ADR Institute president Professor Victor Andres Manhit said connectivity is now an indispensable utility to bridge the digital divide in the Philippines and to make the benefits of economic growth inclusive.

“President Marcos has on many occasions acknowledged the importance of a sound and stable digital infrastructure for the Philippines,” Manhit said.

“But we have to make sure that this does not only happen in select areas of the archipelago. No one must be left behind in our country’s pursuit of digital advancement.”

The Philippines still lags in terms of broadband speed and coverage. According to Ookla’s Speedtest Global Index as of early 2024, the Philippines ranked 63rd in mobile internet speed and 77th in fixed broadband speed globally.

“These rankings show how much we still have to catch up in terms of connectivity. This is a clear hindrance to our competitiveness at a time when we are angling to be a middle-income economy,” said Manhit.

Probe Sofitel closure, workers’ plight—Hontiveros

SENATOR Risa Hontiveros on Friday sought a Senate investigation on the impending closure of the Sofitel Philippine Plaza Hotel in Pasay City, which will affect 500 employees.

The iconic hotel will stop its operations on July 1, 2024. In her proposed Senate Resolution No. 1059, Hontiveros said the closure raised significant concerns among its employees and their representatives.

“We call for greater transparency from Philippine Plaza Holdings Inc. (PPHI), and demand answers regarding the true reasons behind this decision,” she said.

The senator cited recent reports saying that PPHI, the owner of the hotel currently managed by French multinational hospitality company Accor S.A., requested a 25-year extension of its lease from the Government Service Insurance System.

However, on May 10, 2024, the hotel announced that it was closing down permanently, despite brisk business.

“We must ensure that the existing laws and policies are able to protect the rights and welfare of workers,” she said.

She said the Senate intends to investigate the legitimacy of the closure, the treatment of employees in light of this development, and its potential impact on labor policies in the hospitality sector.

The probe will look into the upholding of labor laws and safeguarding the rights of the workers involved.

SENATE President Francis Escudero called on the Office of the Solicitor General (OSG) to take a more active role in shaping legislation, highlighting its responsibility to defend laws in the Supreme Court.

The Senate President said the OSG’s early involvement in the legislative process could help prevent constitutional challenges.

“This will avoid potential constitutional issues,” he said as he commended Solicitor General Menardo Guevarra’s leadership and urging the office to innovate and adapt to new challenges.

NEW YORK—

Bronny James, the 19-year-old son of Los Angeles Lakers superstar LeBron James, was selected 55th overall by the Lakers in Thursday’s second round of the NBA Draft, setting up the first father-son combination in NBA history.

It’s a dream come true for fourtime NBA Most Valuable Player James, who said for years he dreamed of playing alongside his son.

“In the history of the NBA, there has never been a father and a son that have shared an NBA basketball court,” Lakers’ general manager Rob Pelinka said. “That feels like something that could be magical.” LeBron, a 39-year-old Lakers playmaker and four-time NBA champion, will be busy on the US team at the Paris Olympics next month while son Bronny is set to join the Lakers in NBA Summer League games in Las Vegas.

LeBron James posted photos on Instagram with the one-word caption “LEGACY!!!!!!” and images of himself with Bronny as a child, of both of them dunking and another with father and son side-by-side in Lakers jerseys.

Gilas Pilipinas falls short vs. Turkish five in tuneup game

GILAS Pilipinas fell short in tuneup game against Turkey in Istanbul, 8473, as the squad continued their preparations for the Olympic Qualifying Tournament.

Justin Brownlee paced the Philippine side with 21 points and was backed up by June Mar Fajardo who posted a double-double with 17 points and 11 rebounds.

No other Gilas player scored in double figures with youngsters Carl Tamayo and Kai Sotto chipping in seven points apiece. Dwight Ramos, who has been given a bigger responsibility in setting up the offense had a good all around performance with eight rebounds and seven assists although he struggled with his scoring with only four points.

EuroLeague veteran and 2023

NBA Draftee Tarik Biberovic led Turkey with 23 points on 5 of 9 shooting from the three-point range.

The home team was in control for much of the game but Gilas kept battling back. Turkey only led 42-40 at the half. The Philippine side could turn the game around as they kept sending their opponents to the free throw line. Turkey made 18 of 22 freebies with Fajardo and Sotto combining for nine personal fouls. Gilas, on the other hand, only had seven free throw attempts.

The biggest problem for the coach Tim Cone-led squad was the threepoint shooting of Turkey as they went 14 of 41 from downtown. This included a dagger triple from Biberovic to up their lead to eight points, 81-73, in the closing minutes of the match.

“It was a tough loss against Turkey. We had our first taste of the type of opposition we will be facing in the OQT,” said Gilas team manager Richard Del Rosario. “While others may see it as a satisfying first game, our team mindset is - almost is not enough. We only have one shot at make it to the Olympics and we cannot be satisfied with almost winning. We move on to the next game with a firmer belief that we can hold our own against higher ranked teams with a real chance of reaching our mission of making it to Paris.”

Next up for Gilas is another tuneup match against a fellow OQT-bound team in Poland this Saturday.

Gilas Boys open FIBA U17 World Cup bid vs. Lithuania

THE Gilas Boys are all set for a tough campaign in the FIBA U17 World Cup, set to kick off with a formidable challenge against powerhouse Lithuania at Istanbul’s Sinan Erdem Dome on Saturday, June 29 (Manila time).

Faced with the daunting task of playing against the 7th-ranked team globally, the nationals are undoubtedly the underdogs as they aim to defy expectations in their 5:30 p.m. clash, hoping to make a significant impact in the 16-team tournament. Guided by coach Josh Reyes, the team finds

motivation from their senior counterparts, Gilas Pilipinas, which recently displayed resilience despite a tough 84-73 loss to Turkey in a friendly match. The absence of star guard Kieffer Alas due to a left-knee injury presents a challenge, yet Kurt Nathan Velasquez, Joaquin Ludovice, Irus Chua,

and Champ Arejola are stepping up in the Final 12 lineup.

The roster also features Elijah Williams, Cletz David Amos, Edryn Morales, Bonn Daja, Paul Diao, Jaime Gomez De Liaño, Samuel Alegre, and Noah Banal, all determined to surpass the Philippines’ 13th-place finish in the 2018 World Cup.

Following their opener against Lithuania, the Gilas juniors will confront World No. 2 Spain on June 30, followed by a match against No. 15 Puerto Rico on July 2 after a day’s rest, concluding their group stage engagements. While no teams will exit after the group phase, Gilas aims to build a strong record to secure a favorable position and avoid tougher opponents in the crossover Round of 16.

NEW Zealand netter Lulu Sun ended Alex Eala’s Wimbledon dreams with a 7-6 (7-3), 7-5, win on Thursday evening at the end of the third-round qualifiers at the grass courts of the All England Lawn Tennis and Croquet Club in London. Eala fell into a series of errors at the end of their 100-minute clash.

Apple’s journey: Lessons from the green

AT just 16, Dominique “Apple”

Gotiong has found a profound passion for golf, extending beyond the sport to valuable life lessons. Her dominance in the ICTSI Junior PGT Visayas Series at Bacolod Golf and Country Club highlighted this, offering insights and growth opportunities.

Gotiong recognized the importance of precision, especially in her short game and putting, pushing her to focus on these aspects for overall improvement. Reflecting on her successful debut in the ICTSI circuit aimed at developing young talent, she said: “I learned a lot from the JPGT event.”

Playing on the challenging BGCC course was a highlight for Gotiong. The course became a teacher, helping her refine skills and adapt to various conditions,

each game contributing to her development as a well-rounded golfer.

“The most important thing I learned was being able to play in BGCC. It’s a very nice course and a good opportunity for me to improve my all-around game,” added the rising Cebuana star, who dominated the girls’ 16-18 field by 18 strokes.

For Gotiong, golf is more than a game – it reflects life’s broader lessons, teaching patience, resilience and self-reflection.

“I like golf because I learn about life. For me, it’s more than just a sport,” she said. “Yes, you get to learn from your parents or from school. But in golf, you learn from yourself.”

She hopes girls her age see golf as a journey of personal growth, learning life skills and values. Her

encouragement is rooted in her experiences and the benefits she’s gained from the game.

“I hope girls my age play or practice golf. I hope they would also see that it’s not just a game or sport where you hit balls, but it’s something where you can learn about life,” she shared.

Her advice is simple yet profound – work hard and never give up. She knows these words are easy to say but challenging to live by. However, she believes perseverance and effort pay off, not just in golf but in any sport or endeavor.

“Work hard and never give up. When you work hard, it pays off. It’s important to just try your best even if it’s really difficult,” she said. “Whatever sport you’ll pick –golf, tennis or soccer – just never give up.”

But in the next game, Sun clinched the point with an ace, for a 6-5 lead.

Eala’s three unforced errors in the 12th game gave Sun the set and the match at 7-5. The world no. 162 Eala reached the third round after hurdling France’s Jessika Ponchet and Slovenia’s Tamara Zidansek, giving her a chance to close in on Wimbledon’s main draw.

Eala has so far earned a total of prize money of $130,741 this year (P7.69 million). Last week, she made $3,478 from competing in the $150,000 Venetto Open in Gaiba, Italy. Eala reached the quarterfinals, but bowed to Sara Errani, 0-6, 6-7. (3).

The central bank’s overall confidence index (CI) dipped to 32.1 percent from 33.1 percent in the first quarter.

The BSP said the decline reflects a decrease in optimism and an increase in pessimism among respondents.

Rendento Paolo Alegre Jr. of the BSP’s Department of Economic Statistics attributed the weakened confidence to softer demand for goods and services, ongoing international conflicts that could push oil prices higher, El Niño and other ex-

treme weather events, and persistent inflationary pressures that could dampen consumer spending.

Business confidence is expected to weaken further in the third quarter, with the overall CI projected to fall to 43.7 percent from 48.1 percent in first quarter.

The survey also indicated a less upbeat outlook for the next 12 months, with the overall CI declining to 56.5 percent from 60.8 percent in the first quarter.

The wholesale and retail trade sector showed a more positive outlook,

Cayetano pushes indigenous gas for energy security

SENATOR Pia Cayetano, chairperson of the Senate Committee on Energy, on Friday pushed for the development of indigenous gas resources, citing the need for a “long- term solution” to ensure national energy security and reliability.

Cayetano made the statement after visiting the Malampaya Shallow Water Platform situated 50 kilometers off the coast of Palawan with executives of Prime Infra and Prime Energy.

“When you experience this [visit] and you see the kind of investments that goes into ensuring energy security and energy reliability. Reliability is you will have power 24/7, security is when you have access, and that is where indigenous [gas] comes in,” Cayetano said in an interview.

“When we have our own source, that gives us more security. It’s very simple... Kung ako ang tatanungin mo, ‘yan ang priority ko. Yung security natin na ang bansa natin, hindi mapipilay dahil wala tayong kuryente,” she said.

The Malampaya Deepwater Gas-toPower project is the country’s first and only indigenous gas resource off the province of Palawan. It supplies about 20 percent of Luzon’s electricity needs and has significantly contributed to the nation’s energy independence since 2001.

“Our next big challenge is exploration and ensuring energy supply for the next

15, 20 years. Because our supply now is based on the planning that was done 20 to 30 years ago...It’s about planning longterm. That’s what I hope I can bring to the discussion and help by way of policymaking,” Cayetano said.

Prime Infra president and chief executive Guillaume Lucci extended his appreciation to Cayetano for her visit, noting that having a member of the Senate witness the efforts of the team to “keep the lights on” underscores the critical importance of their work. Lucci said the visit coincides with Malampaya’s continuous preparation for its Phase 4 drilling program, which aims to drill and tie-in two new deepwater wells starting 2025 and produce new gas by 2026.

“We remain committed to supporting the Department of Energy’s initiatives to enhance the development of the country’s indigenous fuel resources the idea being that gas is a natural transition fuel as the Philippines moves towards renewable energy,” said Lucci.

Prime Energy managing director and general manager Donnabel Kuizon Cruz said exploration and development of a late-life gas field like Malampaya requires extraordinary feats of engineering, which Prime Energy and the SC 38 Consortium are committed to delivering safely.

with a CI of 37.2 percent compared to 32.2 percent in the previous quarter. Conversely, the construction and services sectors displayed lower confidence, with CIs of 35.2 percent and 39.7 percent respectively.

Trading firms, except for importers, had a generally less optimistic outlook. Importers’ confidence index rose to 33.3 percent from 31.4 percent in the first quarter. Businesses anticipate a depreciation of the peso against the US dollar in the second and third quarters, but a possible appreciation in the next 12 months. They also expect inflation and peso borrowing rates to rise in the second and third quarters, and over the next year. Respondents forecast an average inflation rate of 4.3 percent in second quarter, 4.4 percent in third quarter and 4.5 percent for the next 12 months, exceeding the government’s target range of 2 percent to 4 percent.

Globe supports gov’t audit of SIM registration data amid scams

GLOBE Telecom said Friday it is supporting a proposed government audit of its SIM registration database amid persistent scam texts.

Globe vice president and head of consumer mobile business Darius Delgado said the audit would serve to affirm the integrity of Globe’s SIM registration database and its efforts to consistently enhance its SIM registration platform.

“We’re halfway into the second year of the implementation of the SIM Registration Act, and the DICT’s call is timely. We take this as an opportunity to show our efforts in ensuring that our SIM registration data have been validated,” Delgado said.

He said most scam messages now reaching mobile users are sent outside telco networks. These instead use over-the-top media services or chat apps, Rich Communication Services (RCS) chats for Android users, other Internet-based messaging platforms and fake cell towers.

Globe also renewed its call for the full implementation of the National ID system to standardize the type of ID accepted for SIM registration, adding credibility to the process. The law allows the use of various types of government-issued IDs that may be prone to tampering and at worse, fake.

GCash was tapped to pilot test the government’s National ID eVerify Platform, which will authenticate the identities of public and private sector customers in various transactions.

Globe initiated a sweep of its SIM registration data last year, following reports that non-human photos had been used to register SIMs. Since then, it has been deactivating unverified submissions.

It also deactivated and removed from its subscriber base over 30 million unregistered SIMs following the lapse of the registration period (Dec. 27, 2022 to July 30, 2023) for SIMs already in use before the SIM Registration Act took effect.

Globe said it also continues to proactively block SIMS linked to fraudulent activity.

inDrive operator resumes operations

RL Soft Corp., the operator of inDrive, resumed operations in the Philippines after a five-month hiatus over alleged violation of the government’s fare matrix.

The company teamed up with local transport group Laban TNVS, signaling a commitment to working within the regulations and prioritizing the needs of Filipino drivers and passengers.

“We are excited to resume operations here in the Philippines,” Afanasii Petrov, inDrive’s business development manager for Southeast Asia, said.

“Filipinos need more options for ride-hailing services as much as drivers need more sources of income. We believe that our app and this partnership will significantly bridge the gaps in the industry,” he said.

InDrive started operations last week in Metro Manila, Bacolod, Baguio, Butuan, Iloilo and Cagayan de Oro.

It also operates in over 700 cities in more than 46 countries.

“We wanted to break barriers and get to the bottom line of our drivers’ concerns. This way, we can address them immediately and provide better services to our passengers,” Petrov said when asked about the importance of inDrive’s partnership with Laban TNVS.

Through this partnership, inDrive and Laban TNVS will strive to open more income opportunities to Filipino drivers as inDrive will provide its services free of charge to its members during its first two to six months of operations.

By using inDrive, drivers can easily connect with passengers, promptly receive ride requests, efficiently navigate potential routes, and facilitate smooth transactions. After this period, inDrive will implement a service charge of 10 percent in all transactions. Laban TNVS president Jun De Leon is optimistic about the development. Darwin G. Amojelar

PH shares sustain winning streak for 5 days on BSP cues

PHILIPPINE stocks continued their five-day winning streak as the market closed above the 6,400 level Friday on the latest positive cues from the Bangko Sentral ng Pilipinas (BSP).

The 30-company Philippine Stock Exchange index ended the week at 6,411.91, up 21.33 points or 0.33 percent, while all shares index closed at 3,486.66, higher by 8.96 points or 0.26 percent.

“Investors cheered the BSP’s signal of possible rate cut by their August meeting, as well as its downward revision of the inflation rate forecast for this year and next

year,” Philstocks Financial Inc. research analyst Claire Alviar said.

The PSEi was also up 3.39 percent week-on-week.

Value turnover improved to P5.92 billion from the P4.4 billion average in June.

Analysts said the seasonal quarterend window dressing activities also helped boost trading in the market

over the past trading days.

Indices ended mixed, with mining and oil declining by 0.86 percent and financial retreating 0.51 percent. On the other hand, holding firms rose 0.93 percent, followed by property which climbed 0.50 percent and services by 0.49 percent.

Meanwhile, the yen extended losses to a fresh 38-year low Friday, putting investors on guard for a possible intervention by Japanese authorities ahead of the release of key US inflation data later in the day.

Asian equity markets advanced following a positive lead from Wall Street, though there is speculation of a possible pull-back on profit-taking and concerns the recent tech-fueled

rally may have run too far.

Traders took the Japanese unit to as much as 161.27 per dollar as they pushed the envelope with officials in Tokyo, who stepped into forex markets twice in April and May after the yen tumbled.

However, while vice finance minister Masato Kanda said this week that the government was ready to act 24 hours a day, analysts said authorities were more concerned about the pace of the movements rather than any particular red line.

On Thursday, finance minister Shunichi Suzuki added that “we have strong concerns” about the yen’s weakness and “necessary measures” would be taken if needed. With AFP

Cavitex declares 30-day toll holiday beginning July 1

CAVITEX Infrastructure Corp. (CIC) said Friday it will implement a 30-day toll holiday on the Manila-Cavite Expressway (Cavitex) starting July 1, 2024.

“We will fully implement a 30-day toll holiday in all exits of the Cavite Expressway for all vehicle classes, supporting the decision of the Toll Regulatory Board (TRB). This will help our motorists with the rising cost of fuel and inflation,” CIC president

BSP raises securities offer to P180b

THE Bangko Sentral ng Pilipinas increased its securities offering to P180 billion, with the allocation retained at P100 billion for the 28day tenor, but raised to P80 billion from P60 billion for the 56-day tenor.

Total tenders reached P194.622 billion and resulted in bid-to-cover ratios of 1.14x and 1.01x for the 28-day and 56-day tenors, respectively, it said Friday.

The BSP awarded in full its offering for the 28-day BSPB and accepted P79.662 billion out of the P80.972-billion total tenders for the 56-day BSP bills.

The respective weighted average interest rates for the 28-day and 56-day tenors declined by 0.13 basis point (bp) and 0.27 bp to 6.6751 percent and 6.6597 percent.

Meanwhile, the range of accepted yields widened for both tenors—6.6400 percent to 6.6880 percent for the 28-day BSPB and 6.6000 percent to 6.6700 percent for the 56-day BSPB.

“Looking ahead, the BSP’s monetary operations will continue to be guided by its assessment of prevailing liquidity conditions and market developments,” it said. Ralph Harvey Rirao

and general manager Raul Ignacio said.

The tollway segments which will enjoy toll-free journeys for all vehicle classes are expressway exits in Kawit, Paranaque, C5 Link segment Merville and Taguig exits and the

newly-inaugurated Segment 2 (Sucat Interchange).

President Ferdinand Marcos Jr. earlier announced the granting of a toll holiday for all expressway segments under the stewardship and management of the Cavitex joint venture firm in a speech at the recent inauguration of the CAVITEX C5 Link Segment 2.

“We welcome TRB’s policy and operational decision guided by the general directive of the President –which was arrived at after considering all the implementation details and systems preparation that must be in place,” Ignacio said.

“We commend TRB for the due deliberation that had taken place as part of our regulator’s decision-making process,” he said. TRB was earlier criticized by some quarters for a few days’ delay in issuing the directive for a toll holiday.

“There is no place for hasty decision making and action-taking for major policies and moves like this,” Ignacio said.

CIC is the private developer, builder and financier of Cavitex, in partnership with the Philippine Reclamation Authority (PRA) under a public private partnership (PPP) agreement.

PEZA director-general Tereso Panga expressed support for Alsons Group’s initiatives, emphasizing the agency’s commitment to promoting economic zones in rural areas.

He cited the success of existing ecozones in propelling LGUs to become among the richest in the Philippines.

ald’s Philippines and leading building solutions provider Holcim Philippines teamed up to accelerate decarbonization efforts and promote circularity within their operations.

“Together with partners like Holcim which continuously innovate to be better for the planet, we’ll be able to learn and integrate solutions as we grow and open more new stores. With every action that we take for the environment, we’re planting the seeds for a greener and more sustainable future,” said McDonald’s Philippines president and chief executive Kenneth Yang.

The partnership aims to expand McDonald’s Green and Good platform, featuring restaurants built and operated with a significantly lower environmental footprint. Holcim will

provide building solutions with a lower carbon footprint and fewer virgin materials to further enhance these stores’ sustainability. Green and Good stores were launched in 2021 and already incorporate various sustainable practices such as recycling steel building frames, eco-pavers, and bricks made with shredded plastic, reducing energy consumption through the use of solar panels, LED lights, smart air conditioning systems, low-power water heaters and heat-reflective glass.

A key aspect of the collaboration is sustainable waste management through Geocycle, Holcim’s technology that converts qualified waste into alternative fuels and raw materials for cement production. The practice reduces reliance on landfills and virgin resources. Othel V. Campos

BAC-MAN Geothermal Inc. is seeking the approval of the Energy Regulatory Commission (ERC) to develop and operate a dedicated point-to-point limited facility to connect the 20-megawatt Tanawon geothermal power project (TGPP) in Sorsogon City to the Luzon grid.

BGI, a subsidiary of Energy Development Corp., said in a filing with the ERC that it is constructing a 7.5-kilometer, 230-kilovolt transmission line which includes a switchyard and

other related facilities to convey the electricity generated by the TGPP to the consumers.

The connection asset will connect the TGPP directly to the Palayan Binary Power Plant and Bac-Man Switchyard owned and operated by BGI. BGI said the connection is financially feasible, with the cost estimated at P637.12 million.

The company said it has sufficient funds on hand to undertake the construction, development, operation and maintenance of the entire project.

BGI expects to complete the con-

struction within the second quarter of 2024.

“The company intends to have the connection asset in place and ready for the commissioning of the Tanawon Geothermal Power Plant Project, which is scheduled to happen within the fourth quarter of 2024,” the company said.

BGI said that given the urgent need for additional capacity by 2025 and onwards, the completion of TGPP within the projected time frame is critical to ensuring that additional capacity would be available for the grid in a timely manner.

GSIS renews partnership with PLDT unit for data infra

THE Government Service Insurance System (GSIS) said it renewed its partnership with the data center subsidiary of PLDT Inc. to bolster its disaster recovery and business continuity capabilities.

Under the deal, GSIS will further leverage VITRO Inc.’s colocation services and secure data center infrastructure, ensuring uninterrupted operations even during natural calamities.

“The GSIS is embarking on a significant initiative that will enhance its disaster recovery plan and help ensure that reliable service is available to our members and pensioners anytime,

anywhere,” GSIS president and general-manager Jose Arnulfo Veloso said.

PLDT Enterprise provides network services and IPVPN backhaul to support infrastructure connectivity, ensuring that data travels the shortest and fastest route to its destination.

“We are honored to be entrusted with the colocation service for the disaster recovery site of GSIS. Our aim is to ensure that in the event of calamities, GSIS can continue to uphold the welfare of government employees and their families, ensure timely delivery of social benefits, and foster financial security,” said PLDT and Smart first vice president and head of enterprise and international core business Mitch Locsin.

Weak peso seen fueling June inflation

THE Bangko Sentral ng Pilipinas said inflation rate in June 2024 likely settled within a range of 3.4 percent to 4.2 percent.

“Increases in the prices of agricultural commodities like rice, vegetables, meat and fish, along with the peso depreciation and higher domestic oil prices, are the primary sources of upward price pressures for the month,” the BSP said.

The peso closed at 58.61 against the US dollar Friday, still near the record low.

The BSP said, however, lower electricity rates and fruit prices could contribute to the deceleration in inflation.

“Going forward, the BSP will continue to monitor developments affecting the outlook for inflation and growth in line with its data-dependent approach to monetary policy formulation,” the BSP said.

Jollibee Group to tap franchising to support rapid expansion overseas

RESTAURANT chain operator Jol-

libee Foods Corp. said Friday it plans to rapidly expand its global footprint overseas through franchising.

Jollibee president and chief executive Ernesto Tanmantiong announced the plan during the company’s virtual annual stockholders meeting. The company aims to continue opening new stores in existing markets and enter new territories.

“Our goal is to become the franchisor of choice in the quick-service restaurant industry by attracting and developing top-tier franchisees,” Tanmantiong said. The company seeks “financially strong, capable and culturally compatible master franchisees” that can pro-

vide significant scale, access to capital and deep local market expertise, he said.

Jollibee operates in 17 countries across different regions.

Tanmantiong expressed confidence that potential franchisees will benefit from a strong customer base and attractive returns on their investments, given the company’s resilient and popular brands.

While Jollibee has several local and foreign brands under its umbrella, Tanmantiong said the group remains focused on expanding its flagship Jollibee brand both domestically and internationally.

There are over 1,600 Jollibee stores worldwide, accounting for nearly half (49 percent) of the group’s systemwide sales.

borrowing rate unchanged at 6.5 percent, in line with market expectations.

“The policy rate currently stands at a 17-year high. Concerns over inflation and currency depreciation leave the bank with limited room to ease policy,” Oxford Economics said.

“We expect headline inflation to edge up slightly in June before falling in the following months as the impact of tariff cut on imported rice filters through,” the UK think tank said.

”Given the limited exchange rate passthrough to inflation, we still expect the central bank to cut the policy rate in Q4. That said, risks are tilted to an earlier cut if inflation pressures

come under control sooner,” Oxford Economics said.

Oxford Economics said the Philippine peso has been trading near a record low of 59 against the US dollar in June.

“This reflects bearish sentiment following signals from the BSP that rate cuts may begin as early as August and markets discounting fewer rate cuts this year by the US Federal Reserve. Nevertheless, the exchange rate passthrough to inflation has been very limited. As a result, BSP interventions in the FX market to support peso is likely to remain infrequent and occur only when the market is under stress,” it said.
