



























HE government’s position that the harassment of Filipino soldiers by China Coast Guard and militia personnel was simply a misunderstanding and not an armed attack drew a mixed reaction, with the Liberal Party saying it was “worrisome”while maritime and security experts upheld the “calm”response.
“The statement of Executive Secretary Lucas Bersamin that the incident was possibly just a misunderstanding or an accident is worrisome. It is very clear in the videos and pictures released by the Armed Forces of the Philippines that the CCG behaved aggressively. It is very clear the lives of our soldiers were endangered, considering that they were involved in a humanitarian and resupply mission,” the Liberal Party said in a statement.
“Striking a delicate balance between defending or fighting for our sovereignty and avoiding an escalation of tensions cannot translate to downplaying what are clearly illegal, aggressive and even barbaric acts of the CCG. We must vigorously assert our sovereign rights and demand justice for the harassment and injuries
inflicted upon our troops,” it added.
On Saturday, the National Task Force on the West Philippine Sea echoed Bersamin’s statement, saying it was not China’s intention to harm the Philippine Navy personnel.
“There is no reason for us to interpret this as an armed attack because China’s intention here is just to prevent the resupply from being successful,” said NTF-WPS spokesperson Commodore Jay Tarriela.
Tarriela did not offer how he came to that conclusion or whether he has spoken with Chinese officials to verify their intention during the June 17 incident.
“This is not an armed attack or a provocation for us to say that China really wants to escalate tension here. Basically, it’s just a blockade,” he added.
Maritime law expert Jay Batongbacal, for his part, said the incident “does not warrant engagement in self-defense.”
“It is not easy for the Philippines to just simply react to every incident as if it is an act of war and warrants full scale hostilities. It is now in that context that we should view developments over the past week. particularly statements issued by the government Friday night. In other words, remain calm,” Batongbacal said.
Analyst Chester Cabalza, president of Manila-based think tank International Development and Security Cooperation, added: “If we allow our Armed Forces to do the same thing just like what the China Coast Guard has been doing to us persistently, what is the difference of CCG then to our forces? We are playing a different game right now where we are using legal approaches and widening our diplomatic networks to show to the world that we are far more civilized.”
Tarriela said the resupply missions to the BRP Sierra Madre grounded in Ayungin Shoal will continue even as the country will not seek yet support from foreign actors.

6,000 RESIDENTS OF SURIGAO DEL SUR RECEIVE AID, SERVICES THRU BPSF

Speaker Martin Romualdez led the distribution of aid under the Cash and Rice Distribution (CARD) Program, the Start-up, Incentives, Business Opportunity and Livelihood (SIBOL) Program, and the Integrated Scholarship and Incentives for the Youth (ISIP for the Youth) Program in separate instances in the province.
“When there is BPSF in an area, there is definitely distribution under CARD, SIBOL and ISIP. And we separate it to ensure that we reach some sectors of society that are struggling in our time,” he said.
“Each of the sectors benefiting from these programs have their own unique challenges to face. That’s why we thought of programs that will target our countrymen so that they can be helped to rise to the challenges they face every day,” the Speaker added.
House Deputy Secretary General Sofonias Gabonada Jr., one of the leaders of the BPSF National Secretariat, said the CARD Program, which is aimed at helping those belonging to the vulnerable sectors such as senior citizens, PWDs, single parents, and Indigenous Peoples, among others, provides rice and cash aid to qualified beneficiaries.

THE Occidental Mindoro local government is backing out of a “sister province” pact with China’s Gansu province amid a public outcry following a recent brutal encounter between Philippines and Chinese forces in Ayungin Shoal as well as reports of illegal POGO operations in the provinces.
In a radio interview with Balitang Mindoro, Occidental Mindoro Gov. Eduardo Gadiano confirmed he is no longer pursuing the special relationship with Gansu, a province in north-central China, even after he signed a memorandum of understanding (MOU) with a Gansu delegation on June 15.
He said there was nothing binding about the signed MOU because it only signaled the beginning of more detailed discussions about the nature and coverage of the “sisterhood” pact.
“Discussions over the sister province pact have been going on for a long time, but it only came to fruition when the Gansu delegation came here last week. But it became such a big deal on social media because of the publicity surrounding Bamban Mayor Guo and the POGO issue as well as China’s bullying in the West Philippine Sea,” Gadiano said in Filipino.
PRICES of rice are expected to drop by P6 to P7 in the coming months with the early implementation of the lowered rice tariff.
The lowered rice tariff is provided under Executive Order 62 issued recently by President Ferdinand R. Marcos Jr, according to Department of Agriculture (DA) Assistant Secretary Arnel de Mesa.
De Mesa, in a news briefing in Quezon City, also said the Philippine Statistics Authority (PSA) earlier
projected rice prices to drop because of the tariff reduction.
EO 62 orders the modification of nomenclature and tariff rates on various products to ensure a continuous supply of goods and to protect the purchasing power of the Filipino people.
De Mesa explained that the
validity of EO 62, particularly on the rice tariff reduction is 15 days upon its publication, or by July 6 while for other commodities will take effect 30 days upon its publication.
EO 62 also acknowledges the need for a new multi-year and comprehensive tariff schedule that will provide transparent and predictable tariff structure.
De Mesa further said EO 62 does not aim to set aside local production of Filipino farmers, but to ensure affordable prices of imported commodities, the government said.
“Our priority is local production,” the official said.
De Mesa also said EO 62 does
not aim to provide more income to foreign farmers instead of the Filipinos.
The government is looking for ways to reduce rice tariffs and eventually reduce rice prices in the Philippines, which are also affected by the movement of prices in the international market, he said.
De Mesa said EO 62 also calls for a review of tariffs every four months.
The review, De Mesa said, aims to determine if there are significant changes of prices of commodities in the international market, particularly on rice that has to be determined by the Tariff Commission, or by the government.

A MAGNITUDE 5.1 earthquake was recorded in Gigmoto, Catanduanes, the Philippine Institute of Volcanology and Seismology (Phivolcs) said early Saturday morning. In its Earthquake Information Number 2 advisory, Phivolcs said the tremor was recorded at 8:41am with the epicenter traced to 14.05 degrees north, 124.74 degrees east- 048 km north 53 degrees east of Gigmoto. PHIVOLCS SAYS TAAL
PRESIDENT Ferdinand Marcos Jr. has ordered additional funding for the Philippine Sports Commission (PSC) to support Filipino athletes competing in the 2024 Paris Olympics.
During a send-off ceremony on June 21, President Marcos emphasized the government’s commitment to advancing the cause of Filipino athletes.
“So, on top of all these efforts, I direct the Office of the Executive Secretary to release to the Philippine Sports Commission [additional] funds to help support the preparation and participation of our athletes in these upcoming Olympics,” Mr. Marcos said during the event at the Ayuntamiento de Manila in Intramuros.
This funding is in addition to the P52 million already allocated for the athletes’ preparation, training, and participation. In 2023 alone, the government invested P1.15 billion in sports through the PSC.
The President highlighted ongoing projects, such as the rehabilitation of the Rizal Memorial Sports Complex and the PhilSports Complex, along with the development of the National Academy of Sports System in Tarlac and the Philippine Sports Training Center in Bataan.
Albay Rep. Joey Salceda on Saturday recommended Commission on Higher Education (CHED) chairperson Prospero de Vera and Synergeia Foundation president Milwida Guevara as possible candidates for Department of Education (DepEd) secretary.
“I have two names in mind for secretary: Popoy de Vera and Nene Guevara. Few have ever had an impact on the education sector
as large as the impact these two people have had on the sector,” Salceda said.
Salceda said De Vera’s push for funding for community colleges under the Universal Access to Quality Tertiary Education (UAQTE) program “helped poor and underserved communities produce more college graduates than ever before.”
UAQTE, or the Free College Tuition Law, was principally authored by Salceda.
“That changed the landscape for
basic education because most community colleges produce teachers,” Salceda said.
He added De Vera streamlined linkages between DepEd and CHED in offering basic education programs.
“We also worked together in keeping proprietary private schools alive during the pandemic. As many as 140,000 basic education students in private colleges for low-income communities would have been kicked out of the system without
our tax reduction policies and the subsidies we pushed for,” Salceda said.
He added that Guevara is “responsible for highlighting the structural defects of the education system and what needs to be done.”
The lawmaker said it is important that the Education Secretary post is not left vacant for too long.
“It will be wise of (Marcos) to choose from these two. They’re the strongest hands in education,” Salceda said.
THE Philippine Institute of Volcanology and Seismology (Phivolcs) on Saturday said it has monitored degassing activity over Taal Volcano’s main crater. According to Phivolcs’ visual monitor in Agoncillo Observation Station, Taal generated thick plumes that rose to 2,400 meters before drifting northwest.
“Taal has been degrassing significant volumes of volcanic gas since March 2021,” Phivolcs said. The agency also said 4,641 tonnes per day of SO2 was measured in Taal last Thursday.
In the 24-hour observation of the National Disaster Risk Reduction and Management Council (NDRRMC) of active volcanoes in the Philippines, Taal exhibited one volcanic tremor that lasted four minutes.

LAS PIÑAS CITY ROLLS OUT ‘LAB ON WHEELS’
THE Las Piñas City government has launched its “Lab on Wheels” program to provide free medical laboratory services to residents.
Mayor Imelda Aguilar stated that the city’s mobile laboratory, staffed by members of the City Health Office (CHO), will travel to the 20 barangays in the city to offer complimentary medical services such as chest X-rays, ECGs, fasting blood sugar tests, and cholesterol tests.
She said the deployment of the mobile laboratory aims to bring high-quality medical services closer to the city residents.
“We are bringing medical services closer to residents to help lessen the burden of paying for laboratory examinations in private clinics or hospitals,” Aguilar said.

AGENTS SEIZE P6M CONTRABAND
GOVERNMENT agents at the Ninoy Aquino International Airport (NAIA) intercepted 19 smuggled shipments of assorted drugs worth more than P6 million at the Central Mail Exchange Center (CMEC) in Pasay City.
The team from the Bureau of Customs and NAIA InterAgency Drug Interdiction Task Group confiscated the shipments containing high-grade marijuana, ecstasy, cannabis oil, and dry opium poppy flowers.
The shipments were declared as basketball and trading cards, gift toys, electrical machines and apparatus, jewelry, nutritional oil, jigsaw puzzles, and boots, which according to the Bureau of Customs, was a clear case of technical smuggling.

FORMER Negros Oriental congressman Arnolfo Teves Jr. has been released from house arrest in Timor Leste, his lawyer, lawyer Ferdinand Topacio said on Saturday.
“We confirm the published reports appearing on Timor Leste (TL) media--which have reached our country--to the effect that Rep. Arnolfo Teves has been ordered released from house arrest by the tribunal conducting extradition proceedings relative to the request made by the Philippine govern -
ment,” Topacio said in a statement. But Topacio was quick to say “certain conditions” were imposed for his release, “including regular reporting to a court officer and a commitment not to leave TL while the extradition case is pending, which conditions are customary in litigations of this nature.”
“Otherwise, he has been restored to full liberty in accordance with the order of the TL high court’s voiding of the preventing detention order due to defects in the extradition request,” Topacio stressed. Teves has been placed under house arrest by a Court of Appeals in TimorLeste after it deemed the extraditee to be a “flight risk.”
The court noted that the former legislator is facing multiple murder charges in the Philippines and that he came to Timor-Leste by private plane in April 2023. It said that Teves lives in a rented house with a monthly rent of $10,000 with his wife and two children and has more than 20 employees, 10 of which
were Filipino and 10 of which were Timorese.
The court also noted that he is working as a partner of a construction firm, whose owner gave him financial support.
As this developed, former governor of Negros Oriental Pryde Henry Teves said he was dismayed that authorities tagging him as “Most Wanted Person” when he has not gone into hiding.
“I have been always consistent with that, di ba? Law abiding naman tayo. I will never run away from obstacles. You know that’s our duty to our citizens and then Kristiyano tayo eh. I will not run away from it. So ako na mismo ang pumunta,” Teves told a television interview.
THE Department of Agriculture (DA) said Saturday all livestock afflicted with the Query or Q fever have been depopulated and condemned, with surveillance and contact-tracing efforts underway in affected areas.
In the Saturday News Forum in Quezon City, DA Assistant Secretary Arnel De Mesa said the government made this decisive action after samples from imported goats from the United States tested positive for Q fever.
“Noong na-confirm ng series of laboratory tests itong Q fever, doon sa 94 na kambing na naiangkat at nakarating ng Marinduque, iniutos po agad ng ating Kalihim iyong kagyat na depopulation or condemnation noong mga nasabing kambing magmula pa doon sa quarantine areas sa Pampanga (When it was confirmed that the goats that were imported and brought to Marinduque were positive for Q fever, our Secretary im-
mediately ordered depopulation and condemnation, even for the quarantine areas in Pampanga),” De Mesa said.
He said depopulation was also conducted for all goats and cows in areas falling within the 500-meter radius of the infected site.
“Natapos po iyon kahapon o noong isang araw iyong depopulation noong mga kambing at baka na nandoon sa surveillance area at tuluy-tuloy din naman iyong contact tracing na ginagawa (We
finished the depopulation of goats and cows in the surveillance area yesterday or the other day, and contact tracing is continuing),” he added.
The DA is also coordinating with the Department of Health to monitor the health of the people residing in the affected area, especially the farmworkers. Q fever is a disease caused by the bacteria Coxiella burnetii, which naturally infects goats, sheep, and cows.
THE ongoing review of the budget of the New Senate Building (NSB) will be transparent to ensure high quality
at a reduced cost, Senator Alan Peter Cayetano said.
Senate President Francis Escudero earlier announced that the construction of the NSB in Taguig City will be
stopped pending reviews of increasing costs.
Cayetano, the new chairperson of the Committee on Accounts, said that two concurrent reviews are ongoing.
One is focused on the first and second phases of the project while the other scrutinizes the third phase, which requires an additional P10 billion.
“Eventually, magkakaroon ng (there will be) face-to-face briefings and question-and-answer para maging klaro lahat ‘yan (to clear all issues),” he said in a statement.
Currently, the Senate in Pasay City is renting its building from the Government Service Insurance System for P7.8 million and the parking lot from the Social Security System for P500,000 monthly. Cayetano said the Department of Public Works and Highways and a Senate coordinating group, including former Committee on Accounts chairpersons Senator Nancy Binay and former senator Panfilo Lacson, have been briefing him and Escudero.

THE Commission on Elections (Comelec) has said that new voters for the May 2025 elections might reach 4 million, surpassing the poll body’s target of 3.5 million.
Comelec recorded 3,776,971 applicants for new voters from February 12 to June 18. Of which,1,889,788 were women and 1,887,183 were men.
It was only in May when the Comelec met its three million projected voter registrants for the ongoing registration period. Calabarzon logged the most number of new voters with 651,481, followed by the National Capital Region with 527,334, and Central Luzon with 442,848. SENATOR Grace Poe has expressed disappointment over the unrealized plans and promises under the public utility vehicle (PUV) modernization program, which has been introduced seven years ago.
She cited the high cost of modern jeepneys, lack of route plans, and inadequate safety nets as reasons for the uncertainties faced by thousands of drivers and hardship for commuters.
Poe earlier filed Senate Bill No. 105, calling for a “just and humane” PUV Modernization Program (PUVMP), including transitory assistance and services rendered to operators, drivers, and other stakeholders. The Land Transportation Franchising and Regulatory Board announced that starting May 1, 2024, unconsolidated jeepneys would no longer be allowed to ply their routes and risk being impounded.

THE International Committee of the Red Cross said 22 people were killed in shelling that damaged its Gaza office, as the Israeli army intensified strikes in the besieged Palestinian territory.
Exchanges of fire across the Lebanese border between Israel and the powerful Iranbacked militant group Hezbollah have also escalated in recent weeks, raising fears of an even wider war.
UN Secretary-General Antonio Guterres said Friday that the cross-border hostilities must not turn Lebanon into “another Gaza,” warning of the risk of triggering a catastrophe “beyond imagination.”
His warning came as Israel stepped up its strikes in the Gaza Strip, where one hospital in Gaza City reported at least 30 dead.

Ukraine on Saturday said Russia had launched a “massive” overnight attack on energy infrastructure in the country’s west and south.
“Equipment at (operator) Ukrenergo facilities in Zaporizhzhia and Lviv regions was damaged,” the energy ministry said, adding that two employees were wounded and hospitalized in Zaporizhzhia
It said this was “the eighth massive, combined attack on energy infrastructure facilities” in the past three months.
More than two years into the Russian invasion, targeted missile and drone attacks have crippled Ukraine’s electricity generation capacity and forced Kyiv to impose blackouts and import

THE original watercolor illustration for the first edition of “Harry Potter and the Philosopher’s Stone” – the book that introduced the world to the young bespectacled wizard – will go up for auction in New York on Wednesday.
The work by Thomas Taylor, who was just 23 years old in 1997 when he painted the iconic image of the young boy with the lightning bolt scar and the round glasses, is expected to fetch from $400,000 to $600,000 at Sotheby’s.
Taylor was working at a children’s bookstore in Cambridge, England, when he was tapped by publisher Barry Cunningham at Bloomsbury to paint the image for J.K. Rowling’s book, which was to be released in London on June 26, 1997.
He was one of the first people to read the book, getting an early copy of the manuscript to inform his artwork, according to Sotheby’s books specialist Kalika Sands.
“So he knew about the world before anybody else and it was really up to him to think of how he visualized Harry Potter,” Sands told AFP.
Rowling and Taylor were unknown when the book was released, and few expected it would become a global phenomenon. Only 500 copies of the first edition were printed, and 300 of them were sent to libraries, according to Sotheby’s. But the book soon became a runaway bestseller.
Twenty-seven years later, the so-called “Potterverse” features Rowling’s seven original books, a blockbuster film franchise, a critically acclaimed stage play and video games.

THE United States unveiled sanctions against 12 top leaders of the Russia-based cybersecurity firm Kaspersky Lab, a day after banning the sale of its popular antivirus software on national security grounds.
The widespread sanctions target many of Kaspersky Lab’s most senior leaders, including its chief operating officer, while sparing the chief executive and the company itself, the Treasury Department said in a statement announcing the designation.
“Today’s action against the leadership of Kaspersky Lab underscores our commitment to ensure the integrity of our cyber domain and to protect our citizens against malicious cyber threats,”said the US Treasury’s under secretary for terrorism and financial intelligence, Brian Nelson.

The brilliance of APAPA’s creations hinges on quality materials. Traditionally, threads were painstakingly hand-spun. Today, the association relies on polyester threads sourced from Baguio.

The Department of Trade and Industry (DTI) has been a pillar in APAPA’s journey. The Calabarzon-based farmhouse kitchen has withstood all bar none. From a pandemic and volcanic eruption, to changing tastes and times, the only slaughter of any sort has been proverbially speaking.
One thing is sure for the award-winning farm-to-table restaurant as it celebrates its first birthday in its latest address in Tagaytay City’s Barangay Neogan.
That is, the husband-wife tandem of chefs Jayjay and Rhea Sycip know how to do anything from scratch and live to tell the tale.
Chef Jayjay recently hosted a private lunch with members of the media including Manila Standard, where he intimated the following stories of some of his favorite dishes to serve.
The menu started off strong with appetizers such as grilled ox tongue, edamame hummus with feta, and crab and potato salad.
Grilled ox tongue: “One of my favorites is galbijjim (Korean braised short ribs). So this is galbijjim on a stick… This one, we cooked it with ox tongue, skewered it, braised it, grilled it. Then the dots there are carrot puree, radish puree, kimchi, and edamame.”
Edamame hummus with feta: “With hummus you’re using so many ingredients, but this one we’re only using two ingredients, which are edamame and olive oil. The edamame brings out the really, really umami flavor with the addition of the olive oil. The feta de Malagos, it’s infused with herbs already. And then the bread is actually our house made ciabatta.”
Crab and potato salad: “The vinaigrette is actually with crab fat, Chinese black vinegar. It’s very similar to a Japanese potato salad. What’s unique with this one is we’re using kangkong. The kangkong two-ways: the leaves are fried, the stems are pickled and then julienned. Then we added carrots and corn for texture. This is one of my favorite salads at The Fatted Calf.”

Established in 1898, the DPWH has played a pivotal role in the nation’s development through its infrastructure projects aimed at driving economic growth and improving public welfare.
Currently under the leadership of Secretary Manuel M. Bonoan, the agency continues to steer its vision and strategic direction toward a more connected and resilient Philippines.
The DPWH’s development into its present structure underwent a long process of evolution spanning a century of significant events, laying the groundwork for the country’s physical foundation.
Its origins date back to the Spanish colonial era, making it as old as the Philippine government itself. The department began in 1565, when the first settlement roads were constructed using forced labor.
Fortresses were connected by improved trails, serving as supply lines and means of communication. In 1867, the Spanish Governor General was designated as the Chief of Public Works, marking the formal beginning of the DPWH’s history.
In 1868, the Bureau of Public Works and
Highways (Obras Publicas) and the Bureau of Communications and Transportation (Communicationes y Meteologia) were organized under a civil engineer known as the “Director General.”

When it comes to their common interests, based on the photos they shared on their accounts, aside from showing the world their love for each other, both Denver and Danrev seemed to love traveling and spending some of their time doing workouts.
Going on their fourth year of being together, the two had gone to places like Italy, Turkey, Greece, and Alaska.
