Earlier in June, the Department of the Interior and Local Government filed graft charges against Guo with the Office of the Ombudsman, prompting it to suspend her for up to six months.
Guo’s identity as a Filipino is also under question before the Senate.
Meanwhile, CIDG chief Leo Francisco said they are intensifying the fight against illegal POGOs due to standing orders from Executive Secretary Lucas Bersamin, Interior and Local Government Secretary Benjamin Abalos, Jr. and Defense Secretary Gilbert Teodoro.
“Our capability to monitor and respond to such activities is a testament to our commitment to maritime domain awareness and the protection of our territory, sovereignty, and sovereign rights. Rest assured, the AFP remains vigilant in safeguarding our maritime interests,” Trinidad added.
Justice Antonio Carpio has criticized China following its aggressive and illegal actions in Ayungin Shoal, echoing earlier statements from other stakeholders that such behavior is tantamount to a “serious escalation.”
Carpio said China through its Coast Guard and maritime militia forces clearly and seriously violated the international rules-based order when it boarded a Philippine vessel and harmed Filipino soldiers, who were conducting a lawful rotation and resupply mission last Monday, June 17.
“It’s serious when one State boards the naval vessel of another State. That’s serious because naval ships enjoy sovereign immunity. They cannot be arrested. If they are in the EEZ (exclusive economic zone), they have freedom of navigation. They have the right to be there,” Carpio said.
“This is really a blatant violation of international law of UNCLOS (United Nations Convention on the Law of the Sea). In that sense, it’s an escalation of China because they boarded and they towed one of our auxiliary ships,” he added.
UNCLOS stipulates that all states, whether coastal or land-locked, enjoy freedoms of navigation and overflight, among other internationally accepted rights.
“These freedoms shall be exercised by all States with due regard for the interests of other States in the exercise of the freedom of the high seas,” the Convention added.
Carpio acknowledged the messages of the international community—including the United States, European Union, Australia, Japan, and other nations—which expressed solidarity with the Philippines in condemning China for its actions.
“They (international community) are invested that UNCLOS survives, that UNCLOS applies to the South China Sea. We are lucky that they are equating [the attacks of China] to the collapse of UNCLOS,” he noted.
Carpio further made recommendations moving forward in response to China's attacks, particularly advocating for investment in advanced maritime equipment capable of matching or surpassing Beijing's coast guard capabilities.
“I think we should use fast boats. If you saw the picture, it was more like a thug boat. It was not a fast craft. You cannot bring a slow boat in that area because Chinese militia will swarm at you,” the former justice said.
“What we need are fast crafts. Small crafts but very fast that can go to the shallow waters for the purpose of resupplying Sierra Madre. But we can also use helicopters. Our Coast Guard vessels can carry helicopters. There are many ways of resupplying,” he added.

AT LEAST 18,271 elective positions will be up for grabs in the May 2025 National and Local elections, according to the Commission on Elections. At the provincial level, to be contested are 82 seats for governors, 82 seats for vice governors, and 792 seats for provincial board members. There are also 149 seats for mayor, 149 seats for vice mayors, and 1,682 seats for councilors at the city level. On the municipal level, there will be 1,493 seats for mayor, 1,493 seats for vice mayor, and 11,948 seats for councilors. The Comelec said there will also be 32 parliament members. One year after Wagner uprising, Putin more powerful than ever
WARSAW -- When Russian paramilitary chief Yevgeny Prigozhin sent his Wagner mercenaries charging towards Moscow last year in a short-lived rebellion, President Vladimir Putin looked weak and vulnerable.
But just one year on from the most serious challenge to his authority in almost a quarter of a century in power, the Kremlin leader now appears more secure than ever.
Prigozhin was killed in an aeroplane crash two months after the mutiny, in which his Wagner fighters seized Russia’s army headquarters in the southern city of Rostovon-Don, shot down military aircraft and marched halfway to the capital before Belarus mediated a deal to end the 24-hour uprising.
And in the aftermath a bruised Putin implemented a new rule: no one would ever be allowed the same level of autonomy again.
“Until Prigozhin’s rise, we did not have any cases when the commander of a strong military unit was able to have financial, political and media resources at the same time,” Nikolai Petrov, a fellow at the Chatham House international affairs think tank, said, describing the unique position the mercenary boss had acquired ahead of his rebellion.
Putin allowed Prigozhin to have all of those levers, not only because of their close personal relationship but because Russia’s ground offensive in Ukraine was losing momentum and he needed Wagner’s manpower. It was a costly error, and one that has made Putin since then prioritise control and loyalty when allocating resources, Petrov said.
Not only is “nobody now unloyal to Putin,” but the 71-year-old has sought “direct and constant control over most important players,” he said.

But there was no widespread defiance or public outpouring of support for Putin.

Ukraine reinforces embattled hilltop town
KYIV — Ukraine is dispatching reinforcements to an embattled strategic hilltop town in the eastern Donetsk region, a vital flashpoint whose capture could accelerate Russian advances deeper in the industrial territory.
Donetsk has borne the brunt of fighting since Russian forces invaded in Feb. 2022, and Ukrainian forces are struggling to hold the line there against betterresourced Russian forces.
“Units of the 24th Mechanized Brigade have been redeployed to strengthen the defence of the Chasiv Yar sector,” the grouping said in a statement late Thursday.
“The situation in and around the town is extremely difficult. The enemy is constantly organising massive frontal assaults, and also trying to bypass the settlement from the north and south,” it added. S. Korea summons Russian ambassador
BEIRUT — Israel and Hezbollah traded fresh cross-border fire, as fears of a regional conflict grew after Israel revealed it had approved plans for a Lebanon offensive and the Iranbacked militants vowed to blanket their foe in rockets.
Hezbollah said it fired dozens of rockets into northern Israel Thursday in retaliation for a deadly air strike in south Lebanon that Israel said killed one of the group’s operatives.
Hezbollah also claimed several other attacks on Israeli troops and positions over the course of the day.
The Israeli military said its jets had struck two weapons storage facilities and several other sites belonging to the group, and that it had fired artillery “to remove threats in multiple areas in southern Lebanon”.
Just before midnight, the army said it had “successfully intercepted a suspicious aerial target that crossed from Lebanon”.
And early Friday, Lebanese media reported fresh Israeli strikes in the country’s south.
Experts are divided on the prospect of a wider war, almost nine months into Israel’s campaign to eradicate Hezbollah’s ally Hamas, the Palestinian militant group in the Gaza Strip.
Hezbollah and Israeli forces have exchanged near-daily fire since Hamas’s October 7 attack on southern Israel triggered the Gaza war, and the bellicose talk has escalated along with the strikes.
Israel’s main military backer the United States has sought to discourage any expansion of hostilities along the border.
In a meeting with visiting Israeli officials in Washington, Secretary of State Antony Blinken underscored “the importance of avoiding further escalation in Lebanon and reaching a diplomatic resolution that allows Israeli and Lebanese families to return to their homes,” according to a statement.

WASHINGTON, DC — New tensions emerged this week between President Joe Biden’s administration and Benjamin Netanyahu over the Israeli premier’s criticism of US weapons deliveries — comments the White House described Thursday as “vexing” and “disappointing.”
The issue began when Netanyahu claimed in a video posted on social media earlier this week that the US administration — Israel’s main military backer — has been “withholding weapons and ammunitions” from his country in recent months.
“Those comments were deeply disappointing and certainly vexing to us, given the amount of support that we
have and will continue to provide,” National Security Council spokesman John Kirby told journalists.
“No other country is doing more to help Israel defend itself against the threat by Hamas and, quite frankly, other threats that they’re facing in the region,” Kirby said.
The previous day, White House Press Secretary Karine Jean-Pierre told reporters that “we genuinely do not know what he’s talking about.”
With the exception of “one particular shipment of munitions,” Jean-Pierre said “there are no other pauses. None.”

THE Philippine Sports Commission is hoping to improve on the support it provides to the national athletes.
One prime example is the private support that the PSC got when it partnered with insurance company Allianz PNB Life.

THE number of building permits issued in April 2024 rebounded 12.8 percent year-on-year, according to data from the Philippine Statistics Authority (PSA).
Local building officials approved 13,332 building permits in April, up from 11,822 in the same month last year. This followed a 14.2-percent decline in March.
Residential buildings accounted for the most permits issued in April, with 8,764, or 65.7 percent of the total. This represents a 9.6 percent increase from the 7,997 residential permits issued in April 2023. Single-family homes were the most common type of residential construction, making up 82.2 percent of all residential permits.
Non-residential construction permits came in second with 3,057 issued, representing 22.9 percent of the total. This sector saw an 18.3-percent annual increase. Commercial buildings led the way in non-residential permits, accounting for 70.8 percent.
Permits for additions, which expand existing buildings’ height or area, and alterations and repairs, contributed 4.4 percent and 7.0 percent of the total, respectively. Additions saw a significant increase of 31.2 percent percent year-on-year, while alterations and repairs rose 16.6 percent.
The total value of construction projects in April hit P39 billion, a 30.8-percent increase from P29.82 billion in April 2023.
Non-residential buildings held the highest value at P17.54 billion, accounting for 45.0 percent of the total. This marked a 27.2-percent growth from P13.79 billion recorded in April 2023. Commercial buildings also led the way, contributing P6.26 billion (35.7 percent). Residential buildings had a total construction value of P17.09 billion, up by 31.9 percent from P12.95 billion in April 2023. Single-family homes again topped the category with a value of P11.57 billion (67.7 percent).

PAG-IBIG Fund approved an P815million developmental loan to construct 17 medium to high-rise condominium buildings in San Mateo, Rizal under the government’s Pambansang Pabahay para sa Pilipino Housing (4PH) program.
Once completed, the project will provide a total of 4,670 units for PagIBIG members living in the area, officials said Tuesday.
“I am pleased to report that there is a consistent growth of proponents partnering with Pag-IBIG Fund in building sustainable and self-sufficient communities through the 4PH Program. Buyer-beneficiaries of the 4PH will now have access to more

IP E-Game said in a disclosure to the stock exchange Friday its board authorized the company to invest in soon-to-be-formed company that would engage in the REIT business.
The board also allowed its president and chief executive Jaime Enrique Gonzalez and/or its chief financial officer Mary Jenelle Palma to execute and sign the relevant investment and/ or subscription agreements and other documents and papers related to the
planned investment.
“The investment of the issuer in the REIT corporation is subject to the approval of the pertinent regulatory bodies, after compliance with the relevant laws, rules and regulations in the incorporation, registration and listing of the said REIT company,” IP E-Game said.
An REIT is a corporation that primarily invests in income-generating real estate such as office spaces, malls, service apartments, hotels, hospitals, warehouses and the likes.

THE Department of Transportation (DOTr) said Friday it completed the expansion of bike lane infrastructure in Intramuros, Manila.
DOTr assistant secretary for road transport Jose Lim IV said the expanded bike lanes would benefit various stakeholders including tourists, students, persons with disabilities and residents.
“These bike lanes stand to benefit 1.9 million cyclists, tourists, students and other stakeholders,” Lim said.
The transport agency launched 9.6 kilometers of bike lanes in March.
Lim said the bike lanes would play an important role in wooing tourists in Intramuros for using offering guided tours using bicycles.
“The active transport project here in Intramuros has become unique because tourists were being offered guided tours around the historical landmarks while riding bicycles. We call it cycling tours,” he said.

THE Department of Agriculture (DA) and the Bureau of Animal Industry (BAI) said they are swiftly addressing an outbreak of Q fever detected in imported goats at a government breeding station in Marinduque province. The zoonotic disease, transmissible from animals to humans, prompted a decisive action to safeguard public health and minimize economic disruptions.
“BAI is conducting extensive surveillance in the affected areas to identify and manage any new cases promptly. Additionally, BAI is collaborating with the Local Government Unit for further actions within Marinduque,” said BAI-National Veterinary Quarantine Services division chief Christian Daquigan. Q fever, caused by zoonotic bacterium Coxiella burnetii, silently infects animals but can spread to humans through birthing products, urine, feces and milk.
The European Centre for Disease Prevention and Control confirmed the existence of Q fever. The US Center for Disease Control and Prevention, however, clarified that most people recover from Q fever without antibiotics.
Those displaying symptoms that can resemble the flu may require treatment with doxycycline.
The recent outbreak in Marinduque triggered a series of measures by the BAI to contain the disease and prevent further spread. These measures prioritize protecting both animal and human health.
The BAI culled all confirmed infected goats and animals potentially exposed to the disease to break the chain of transmission and prevent further outbreaks.
The BAI said it is actively tracing animals that may have come into contact with the infected goats, either at the breeding station or during transportation, ensuring no pockets of infection remain undetected. It is also working closely with the local government unit (LGU) of Marinduque, leveraging local resources and expertise to effectively manage the situation on the ground.
The BAI directed the procurement of additional PCR reagents for emerging and re-emerging animal diseases to ensure an accurate and timely diagnosis of Q fever.

THE Bangko Sentral ng Pilipinas (BSP) on Friday increased its bills offering to P160 billion from P140 billion amid strong demand for longer tenor securities.
The BSP said it approved a higher allocation mix of P100 billion from P90 billion for the 28-day BSP bills and P60 billion from P50 billion for the 56-day tenor. Total tenders reached P158.772 billion and resulted in bid-to-cover ratios of 0.8x and 1.4x for the 28-day
and 56-day tenors, respectively.
Market participants attributed the undersubscription in the shorter-tenor security to their funding requirements for expected loan releases and client withdrawals.
The BSP accepted the P76.169 billion total tenders for the 28-day BSP bills and awarded in full its offering for the 56-day tenor.
The weighted average interest rates increased by 0.22 basis point to 6.6764 percent for the 28-day tenor
but decreased by 0.57 bp to 6.6624 percent for the 58-day tenor. Meanwhile, the range of accepted yields narrowed for both tenors—6.6600 percent to 6.6950 percent for the 28-day BSPB and 6.6500 to 6.6700 percent for the 56day BSPB.
“Looking ahead, the BSP’s monetary operations will continue to be guided by its assessment of prevailing liquidity conditions and market developments,” the BSP said.
THE Social Security System (SSS) announced Friday that SSS housing loan mortgagors or borrowers should present a payment reference number (PRN) for their loan payments beginning June 2024 for easier transactions that will be posted on the same day.
SSS president and chief executive Rolando Ledesma Macasaet said the transition to real-time processing of loans (RTPL) is designed to enhance the convenience of housing loan borrowers. Macasaet said that it enables the real-time posting of housing loan payments to individual loan accounts, ensuring a seamless and efficient process.
“The PRN for loans is a systemgenerated number corresponding to a loan billing statement of the individual loans by the borrower, which contains certain characters to distinguish the housing loan from other SSS loan programs,” he said.

The news that Simon Le Bon was named a Member of the Order of the British Empire (MBE) by King Charles adds to the group’s growing legend, solidifying its place in music history.
Simon Le Bon’s voice has been the defining force of the band, from hits like “Hungry Like a Wolf” to “Ordinary World” and the lesser-known “Falling Down.” Nick Rhodes and John Taylor ’s distinctive keyboard and bass styles helped shape Duran Duran’s synth-driven, bass-heavy sound. The contributions of Roger and Andy Taylor , along with past member Warren Cuccurullo, completed the band’s iconic lineup.
Le Bon’s honor outside of the band is a fitting testament to how he has handled his role well, as the title specifically noted his contributions to music and charity. Perhaps more important than his effort for the growth of music - which is saying he’s merely sharing his massive talent and doing his job in the best manner possible - is the fact he is giving back in ways not expected of a rock star.
In his acceptance, he stressed his involvement with “some of the causes I believe in.” He said that the MBE moment helped “raise awareness for the Blue Marine Foundation and the importance of their conservation work.”
A quick check points to Centrepoint, which Le Bon also mentioned, being the United Kingdom’s “leading youth homelessness charity.” MBE was forever linked to music heroes after Queen Elizabeth I I gave the insignia to all members of The Beatles in 1965. The Fab Four got it early in their career, in their early 20s and prior to the release of their fourth studio album “Help,” as George Harrison joked that MBE stood for “Mr. Brian Epstein.”

Duran Duran, formed in 1978 with Simon Le Bon and Nick Rhodes as the only constant members, released their 16th studio album Danse Macabre last October. Le Bon, who received an award from the King of England at age 65, called it a “totally unexpected honor.”
Le Bon, married to Yasmin since 1985 and father of three, plans to continue with the band that made him famous. He described his MBE appointment as a bright spot in their “continuing journey.”
Despite side projects like Arcadia and Power Station , Duran Duran’s ability to reinvent themselves has kept them successful over the years.
Le Bon’s key contributions include most of the band’s lyrics, often described as “oblique,” and his distinctive singing voice, which features prominently in their greatest hits.
I grew up listening to Duran Duran, influenced by my late older brother, Eulogio Losorata Jr., who loved ‘80s music and would have been thrilled about Le Bon’s MBE. Duran Duran was at their peak when I first became aware of music in the early ‘80s, often compared to The Beatles of their era. I eagerly watched their music videos on a daily show hosted by Long Tall Howard Medina and preferred them over their rival, Spandau Ballet
In my early years covering the music scene, I had the opportunity to attend a press conference featuring them before a concert in Manila. While I was among the Filipino reporters asked to sit in front of the band members and throw questions, I quickly asked what their take on that rivalry was. Le Bon said in jest, “We won the race!” That’s gold and true. As a high schooler spending summer in Claveria, a coastal municipality on the island of Masbate where my mother was born, I heard for the first time on the radio something dubbed as a comeback single of Duran Duran. The message of that song has gotten clearer as I grow older: “And as I try to make my way to the ordinary world/ I will learn to survive.”
“Ordinary World” topped the US Billboard Top 40/Mainstream chart and won an Ivor Novello Award in 1994. It reintroduced Duran Duran to a new generation, showcasing them as enduring talents rather than ‘80s pinups. To me and their fans worldwide, Simon Le Bon and the band have always been extraordinary.

As a fashion designer himself, Francis Libiran is keen on making sure that all of his designs show his passion to bring a smile and satisfaction to whoever wears them.
His carefully crafted designs for wedding attires were recently put in the spotlight during Hilton Manila’s two-day Bridal Fair. With the theme of “Ever After - A Journey Through Time,” the bridal fair
featured top industry suppliers ranging from venue styling to floral arrangements, aiming to provide inspiration for couples making plans to make their wedding ceremony as magical and joyful as possible.
The bridal fair also had a runway show, which prominently featured Libiran’s enchanting work of bridal gowns and suits for grooms.
In an exclusive interview with Manila Standard Life, Libiran shared how he came to start his journey in the fashion world when he was young.
“My interest in fashion started at an early age. My mother Rebecca is my personal icon of style and elegance and she influenced me into taking fashion as a career,” the fashion designer recounted.
In college, he took up a degree in Architecture. However, after receiving his diploma from the University of Santo Tomas, he decided to finally pursue his passion in fashion design at the Fashion Institute of the Philippines.
Throughout his time in the industry of fashion, Libiran has been known for using various design techniques such as art deco patterns and cutouts, custom laser-cut materials, intricate embellishments, and custom embroidery. However, regardless if they are intricately designed wedding gowns, dainty headpieces, or even clutch bags, all
of his designs have one thing in common—heart.
“On every design that I make, I always pour my heart into it,” the fashion designer said simply. Libiran also made it a point to motivate himself to think that every single piece of clothing that he crafts represents the Philippines’ craftsmanship and talent to the entire world, hence, it should always be made in the best possible way. Representing the country for his craft is something that the fashion designer would always take pride in doing.
“Whenever I represent the country [in] global fashion events, when the name Francis Libiran is called as a representative of the Philippines, it is with great honor, pride, and gratitude that I stand before an international audience wearing the Philippine flag on my chest,” said Libiran.
As he celebrates his 25th year in the fashion industry, Libiran is looking forward to more projects to come.
“The future is bright for Team Francis Libiran and we look forward to many collaborations and projects lined up in commemoration of our 25th year. Our ready-to-wear product line is something to look forward to, among others,” said Libiran.

Since opening in Cebu City 28 years ago, Bo’s Coffee has supported local coffee farming communities by funding coffee mills, enhancing production efficiency and yields.
In September 2023, Bo’s Coffee partnered with The Dream Coffee to establish a coffee mill in T’Boli, South Cotabato. Operational by November
2023, the mill serves as a hub for processing coffee from T’Boli, Lake Sebu, and nearby provinces. The mill’s facilities include drying beds, processing areas, and storage. This initiative increased production by 275 percent, employed 42 people, and involved 50 farmers from six communities for the 2023/2024 harvest season.
“What I appreciate the most about working with Bo’s Coffee is that they walk their talk. They don’t just partner with community-focused enterprises to generate surface-level talking points. I’ve seen firsthand that they make these investments because they want to contribute to felt impact in the lives of Filipino coffee producers,” says Larissa Joson, The Dream Coffee founder.

Back in 2019, the project increased the average farmers’ income by as much as 48 percent compared to the old practice of selling to middlemen and traders,” Domine adds.
