8 Navy soldiers hurt in clash with Chinese

CHINESE maritime forces injured eight Philippine Navy soldiers, one seriously, and seized their guns in a violent encounter in the waters surrounding Ayungin Shoal.

The Filipino soldiers were part of a group delivering much-needed supplies to the crew of the marooned BRP Sierra Madre when their rigid hull inflatable boat (RHIB) was rammed by a larger Chinese vessel.

The military confirmed the incident hours after the media broke the story. It was unclear however whether the incident was the same one wherein the

boats punctured

Chinese rammed a resupply boat headed for BRP Sierra Madre.

"A Philippine Navy personnel sustained severe injury after the CCG's (China Coast Guard's) intentional high-speed ramming during the rotation and resupply mission to the BRP Sierra Madre (LS57) on June 17," it said in a statement.

It also said that the injured navy personnel "has been safely evacuated and received prompt medical treatment."

The statement however did not give further details about the encounter – the first time that Philippine soldiers were involved in a clash with Chinese forces surrounding the contested shoal.

According to a report by China Daily, the incident happened on Monday, June 17.

THE Catholic Church joined the calls to ban Philippine Offshore Gaming Operations (POGOs) in the country because it brings serious threats and harm to Filipinos.

Former Catholic Bishops Conference of the Philippines (CBCP) president Archbishop Socrates Villegas of Lingayen-Dagupan said in a pastoral letter that it’s time to end the POGO industry. He said the serious threats and harm POGOs bring far outweigh any promised benefits of allowing them to operate in the country.

Official data shows more than 6,000 people died in police anti-narcotics operations.

But rights groups estimate tens of thousands of mostly poor men have been killed by officers and vigilantes, even without proof they were linked to drugs.

Duterte had openly ordered police to shoot dead suspects during antidrug operations if officers believed their lives were in danger.

While the crackdown has been widely condemned and sparked an international investigation, only five other policemen have been convicted for killing drug suspects.

Three Manila police officers were convicted in 2018 of murdering a 17-year-old boy in 2017. Two other narcotics police officers were found guilty last year for separate killings in 2016 and 2017, the latter victim a South Korean businessman.

Lawyers say most families are too scared to go after their relatives' killers or do not have the money or time to pursue a case in the Philippines' creaky judicial system.

The Philippine drug crackdown is being investigated by the International Criminal Court, which said in 2021 that it appeared "a widespread and systematic attack against the civilian population took place pursuant to or in furtherance of a state policy."

Gatchalian also disclosed that the real birth date of Guo is on Aug. 31, 1990.

Bersamin also sits as the chairperson of the Presidential Anti-Organized Crime Commission (PAOCC), which recently announced it is preparing multiple charges versus Guo. The mayor has been linked to the illegal Philippine Offshore Gaming Operations (POGO) in Bamban. Guo appealed for a fair investigation and vowed to work with the authorities.

"I am respectful and humbly requesting the esteemed office of PAOCC to conduct a thorough and unbiased investigation into these allegations," she stated. In a report last Saturday, PAOCC said it would file serious, non-bailable criminal charges against Guo and others.

PAOCC spokesperson Winston John Casio announced the charges will be submitted to the Department of Justice (DOJ) on Friday, citing strong evidence against Guo, whose name and signature appear in numerous documents.

Casio said in a separate interview that the suspended mayor might also face human trafficking charges. The PAOCC is also looking into possible connections between illegal POGO activities in Bamban and Porac, Pampanga. Casio noted the ongoing investigation in Porac, with an evidence inventory set for completion by Saturday.

THE Philippines is eyeing to duplicate the success of online voting in the European country of Estonia in line with the goal of the Commission on Elections (Comelec) to make it easier for Filipinos living and working abroad to cast their votes in next year’s midterm election.

In a recent forum held at the Rappler office in Pasig where Comelec demonstrated the automated counting machines (ACMs), Chairman George Erwin Garcia of the Comelec assured the public that online voting will be introduced in 2025, a move that is set to revolutionize the voting process for millions of overseas Filipino workers (OFWs).

Garcia said the initiative aims to make voting more accessible and convenient for Filipinos living abroad, significantly pushing forward the country’s democratic process. He noted that if successful, the Comelec could extend online voting to senior citizens, persons with disabilities, and pregnant women in the Philippines, thereby increasing democratic participation.

To leave no stone unturned in ensuring the success of the new voting method, Garcia announced that Comelec officials were sent to Estonia to benchmark the Baltic country’s trailblazing online voting system.

“Just today, a commissioner and the head of the Information Technology Department left for Estonia, the first country in the world to implement voting. We want to learn how they secured and protected the votes

of their citizens using internet voting. Of course, it’s best to get ideas from other countries that have already successfully used the technology,” Garcia said.

Estonia has been offering internet voting to all its citizens since 2005, with 41% opting for this method in the recent European Parliament elections. The Estonian model features a seven-day online voting period while maintaining the option for in-person voting, ensuring flexibility and convenience.

The system, designed from the ground up to complement traditional voting, discourages coercion and vote-buying by allowing multiple online votes, with only the final vote counting. This ingenious feature, along with the rule that in-person votes overrule electronic ones, allows for greater election integrity.

Estonia’s system, initially developed by Estonian tech company Cybernetica and upgraded in 2014 with the help of international election company Smartmatic, has been providing a secure and effective online voting system to other countries like Norway, Germany, Canada, and Chile.

The introduction of the Automated Election System in 2010 has resulted in dramatic improvements in speed, accuracy, and security in the country’s electoral process. Observers see online voting as the next level in this evolution, promising to give a voice to the sizable Filipino diaspora, whose economic contributions hit a record high of US$36.14 billion in 2022.

The law provides that regardless of the consent of the child, it is unlawful for any person to offer, sell, distribute, advertise, promote, export or import such materials online, offline, or a combination of both.

Total control of power sector in the horizon?

WHEN the Electric Power Industry Reform Act (Epira) came into effect in 2001, it was anchored on two noble objectives: to ensure transparent and reasonable prices of electricity in a regime of free and fair competition and to protect the public interest.

But what happened more than two decades later appears to be the complete opposite as it has allowed major players to dominate the industry, particularly electric supply distribution.

Loopholes in Epira, among them the provision allowing cross-ownership and contracts with so-called associated firms, have allowed a key industry player, Manila Electric Company, to gain full control of both power generation and distribution.

Here we have what appears to be a conflict-of-interest situation that Epira wanted to prevent the dominance of a single market player in the energy sector.

What this means is a power supply distributor cannot generate either the electricity it distributes.

But legislators watered down that prohibition to introduce loopholes with the names “cross-ownership” and “associated firms.”

Cross-ownership means putting up companies in which distributing utilities, in this case Meralco, have shares in, while associated firms are power generating companies with close ties to it. Records will show tens of billions of pesos worth of power supply contracts given to cross-owned and associated companies in what’s called a competitive selection process through which Meralco gets its electricity supply.

Today, legislators are pushing for the quick renewal of the Meralco franchise.

But this would deprive the people, or at least those who will be affected, of the chance to have their voices heard.

As to why the franchise renewal is being fast-tracked, consumer and energy watchdog groups are saying the quicker the process is finished, the better for the giant utility and its franchise to escape public scrutiny. Indeed, if the process is allowed to take its natural course, it would take a long time for the giant utility to clear the air on many questions that have yet to be fully answered. First, ownership.

Does the Lopez clan still own and control the utility?

It appears the Marcos Sr. administration allowed the use of GSIS funds to purchase Meralco for the ownership of the utility’s subscribers.

But when Corazon Aquino took over as president in 1986, the utility was returned to the Lopez clan at no cost.

Under the Arroyo administration, the GSIS tried to regain control of Meralco which led to a legal battle at the SEC.

But while the case is pending, the Lopez family sold its equity to Metro Pacific In-

vestments Corp. (MPIC). The deal, made through stock swap, kept the Lopez clan’s stake in the giant utility.

Second, the authority to set power rates.

Power rates have taken an upward trajectory since Meralco set its weighted average capital cost (WACC) at 14.97 percent.

This is the profit margin the utility company is allowed, and this is what it has followed over the years.

Meralco has announced profits of more than P20 billion in the four quarters of 2023 and more than P10 billion nearing the first half of 2024.

Third, there’s apparently no compliance with the provisions of the law that granted Meralco its franchise.

Foremost is the requirement to report any and all changes in ownership of the franchise holder.

Since Meralco’s well-publicized sale from the Lopez family to the Metro Pacific Group, the House has not received a formal report about the change of ownership of the giant utility.

And fourth, reporting duties.

The power distributor’s franchise has been clearly defined in the law that granted it.

But Meralco now operates outside the National Capital Region which was not officially reported to Congress, a requirement of the law.

It’s the second reporting mandate that has been unfulfilled. Must Meralco be penalized for the glaring violation?

There is no record at all of any penalty so the next question emerges: Is Meralco above the law, the one that granted its franchise to be precise?

Should the fast-tracking of Meralco’s franchise slow down, perhaps even stop, to give way to answers which are not only crucial, but life-changing for millions of electricity consumers throughout its franchise area?

Is there anybody out there? NATO hones Arctic subs’ sonar skills

TROMSO, Norway – In the icy waters of the Arctic, NATO scientists are dissecting sound waves to improve the West’s ability to track Russian submarines, as global warming alters acoustics underwater.

“The only reliable source of information is acoustic waves,” Gaultier Real, the head scientist on board the NATO research vessel Alliance, told AFP during a stop in the northern Norwegian town of Tromso, on the eve of an expedition to the Barents Sea. The oceanographic ship, operated by the Italian navy and which AFP visited, is transporting Real’s team of scientists to the polar front, where the waters of the Atlantic and Arctic meet.

The aim of the scientific mission is to understand how climate change, which is warming the Arctic faster than the rest of the planet, is affecting the movement of underwater soundwaves.

Over the course of three weeks, the vessel will spread sounds underwater, which its hydrophones, or microphones in the sea, will pick up. The data will then be analyzed.

Noise pollution

There are strict rules to protect the Arctic’s fragile ecosystem.

If the team hears animals, they’ll halt work immediately.

“Marine mammals use sound to communicate, so if some animals are here, you’re able to hear them. If you hear them, you stop transmitting,” said Real, a senior acoustic scientist at NATO’s Centre for Maritime Research and Experimentation in Italy.

Oceanographic instruments will be submerged to measure the water’s temperature, salinity and pressure, parameters that affect the speed at which sound travels through water.

These parameters are changing due to the warmer climate, Real said, making it more

complex to predict and track the trajectory of sound waves.

As the dust settles, it’s time to dissect these assertions with a critical eye, leveraging the full weight of Philippine law and Supreme Court precedent. Core of controversy

Quiboloy’s legal team, led by Israelito Torreon, argues the police violated procedure by not informing Duterte before serving the warrants.

Torreon claims that, according to the rules, law enforcers should have sought Duterte’s permission before entering KOJC properties, and only in cases of refusal should they have forcibly entered.

Additionally, Torreon and his colleague, Dinah Fuentes, contend the simultaneous raids on multiple KOJC properties lacked reasonable belief Quiboloy and his associates were present at each location.

Billionaire Thaksin indicted for insulting Thai monarchy

BANGKOK – Thai prosecutors on Tuesday formally indicted influential former prime minister Thaksin Shinawatra under the kingdom’s strict royal insult laws over comments he made nearly a decade ago.

The case against the 74-year-old billionaire, twice elected premier and ousted in a 2006 military coup, is one of four before the courts that could unleash fresh political instability in the coup-prone kingdom.

SEOUL – Dozens of North Korean soldiers briefly crossed the heavily fortified border with the South on Tuesday and retreated after warning shots were fired, Seoul’s military said, adding landmine explosions had injured Pyongyang’s troops in the area.

It is the second such incident involving North Korean troops in two weeks, with Seoul’s Joint Chiefs of Staff saying they believed the Tuesday crossing -- like a previous one on June 9 -- was accidental.

The two Koreas remain technically at war as the 1950-1953 conflict ended in an armistice not a peace treaty, with the demilitarized zone and line of control dividing the peninsula one of the most heavily mined places in the world.

“Dozens of North Korean troops crossed the Military Demarcation Line today... (and) retreated northwards after warning shots” were fired, a JCS official said.

Seoul’s military also said Tuesday that several North Korean soldiers had been injured when a landmine exploded near the border, without revealing the date.

The North Koreans were working on creating “barren land” and laying mines along the border, an official from the JCS said, but ended up “suffering multiple casualties from repeated landmine explosion incidents during their work”.

Even so, the North’s military “appear to be recklessly pressing ahead with the operations,” the official said.

This year, North Korea has been working to remove streetlights from roads and dig up railway tracks that connected the two countries when ties were better, they added.

Jayson Tatum said the bitter sting of past postseason defeats powered the Boston Celtics to their record-breaking 18th NBA championship title on Monday against the Dallas Mavericks.

The 26-year-old Celtics star produced a masterful 31-point performance as Boston completed a 4-1 series triumph with a resounding 106-88 victory. The win couldn’t have been sweeter for Tatum, who just over a year ago was being derided as a playoff “choker” after the Celtics suffered a traumatic game seven home court defeat to Miami in the Eastern Conference finals.

Past pain inspired Celtics

That shattering loss came a year after the Celtics had lost 4-2 to Golden State in the NBA Finals, with the Warriors clinching the series on Boston’s home court.

Tatum said those back-to-back defeats had left Boston with a “relentless” desire to finally close out a championship.

“It took being on the other side of this and losing in the Finals and being at literally the lowest point in a basketball career that you could be, to next year, to the following year, thinking that was going to be the time, and come up short again,” Tatum said.

“Coming up short and having failures makes this moment that much better. Be-

cause you know what it feels like to lose.

“You know what it feels like to be on the other side of this and be in the locker room and hearing the other team celebrating, hearing them celebrate on your home floor.

“That was devastating.”

Tatum though was all smiles on Monday after finally entering the NBA’s winner’s circle.

“It’s a hell of a feeling,” Tatum said. “I dreamed about what it would be like, but this is 10 times better.”

BSP likely to maintain rates this month to support peso

THE Bangko Sentral ng Pilipinas (BSP) is expected to keep interest rates unchanged this month to prevent the further depreciation of the peso against the US dollar, according to a bank economist. The peso closed at 58.62 against the greenback Tuesday, still near a 19-month low, but slightly stronger than Friday’s 58.65.

Robert Dan Roces, chief economist at Security Bank Corp., said the BSP’s Monetary Board would likely hold its policy rate steady in the upcoming June 27 meeting, mostly because of the prevailing weakness of the Philippine peso and anticipations of pronounced disinflation not occurring until the end of the

third quarter of 2024.

Last month, the Monetary Board kept the overnight borrowing rate steady at 6.5 percent for the fifth consecutive policy meeting since October 2023.

It also maintained the interest rates on overnight deposit and lending facilities at 6.0 percent and 7.0 percent, respectively.

“The peso’s fragility, exacerbated by external economic pressures and capital outflows, makes a compelling case for maintaining higher interest rates to support the currency and mitigate potential inflationary pressures from further depreciation,” Roces said.

THE Philippines retained its 52nd spot in the 2024 IMD World Competitiveness Ranking of 67 economies.

IMD or the Institute for Management Development based in Lausanne, Switzerland compiles the annual world competitiveness ranking based on various indicators under economic performance, government efficiency, business efficiency and infrastructure.

It said the Philippines ranked 40th this year in terms of economic performance, 49th in terms of government efficiency, 43rd in terms of business efficiency and 61st in terms of infrastructure.

Singapore reclaimed the first place this year, followed by Switzerland and Denmark.

Other Asian countries also performed strongly, with Hong Kong at 5th spot, Taiwan at 5th, China at 14th, Thailand at 25th, Indonesia at 27th and Malaysia at 34th. The United States ranked 12th globally.

“We believe the most competitive economies of the future will be those able to anticipate and adapt to this changing global context while simultaneously creating value and well-being for their people. And that will also make them sustainable,” said Arturo Bris, director of the IMD World Competitiveness Center (WCC), which has been behind the annual ranking

since its inception in 1989.

Tourism sector contributed 8.6% to PH economy last year—PSA

THE tourism industry contributed 8.6 percent to the Philippine economy in 2023, higher than in the previous years, the Philippine Statistics Authority (PSA) said Tuesday.

It said the tourism sector’s contribution to the gross domestic product increased from 5.2 percent in 2021 and 6.4 percent in 2022.

Tourism direct gross value added reached P2.09 trillion in 2023, up by 48 percent from P1.41 trillion in 2022.

This was the highest growth rate in tourism since data compilation began in 2000.

The Tourism Satellite Account captures various sectors such as accommodation services, food and beverage serving activities, transport services, travel agencies and other reservation services, entertainment and recreation services, shopping and miscellaneous services.

Among the forms of tourism expenditures, inbound tourism expenditure posted the highest annual growth of 87.7 percent, amounting to P697.46 billion in 2023.

This was followed by domestic tourism expenditure which grew 72.3 percent to P2.67 trillion last year from P1.55 trillion in 2022.

Meanwhile, outbound tourism expenditure posted a 10-percent growth to P208.25 billion from P189.29 billion in 2022.

Internal tourism expenditure, comprising inbound and domestic tourism expenditure, grew by 75.3 percent from P1.92 trillion in 2022 to P3.36 trillion in 2023.

San Miguel pegs rates for P20-b bond offering

DIVERSIFIED conglomerate San Miguel Corp. set the rates for its P20-billion bond sale.

The fixed-rate bonds are composed of Series O due 2031 and Series P due 2034. Interest rates for Series O were set at 7.2584 percent per annum and Series P at 7.719 percent.

last week, would have a base offer of P15 billion and an oversubscription option for another P5 billion.

The bonds will be issued as the second and final tranche of the company’s P50billion bond shelf registration program approved by the SEC in June 2021.

ALI said in a disclosure to the stock exchange Tuesday it signed a share purchase agreement to acquire Aboitiz Equity Ventures Inc.’s 50-percent interest in Cebu District Property Enterprise Inc. (CDPEI) for P1.8 billion.

“This acquisition will consolidate ALI’s ownership of CDPEI, the developer of Gatewalk Central. ALI envisions Gatewalk Central to be one of its key Cebu estates that will contribute to ALI’s growing presence in the Visayas region,” ALI said. Budget Secretary Amenah Pangandaman approved the special allotment release order and notices of cash allocation amounting to around P1 billion chargeable against the Local Government Support Fund – Support and Assistance Fund to Participatory Budgeting (LGSF-SAFPB) under the FY 2024 General Appropriations Act or Republic Act No. 11975. Stakeholders push for LNG adoption to secure PH energy requirements

They live by the quote, “No love is greater than that of a father for his son.” The Balio team is motivated by the desire for exposure and experience, hoping to make lasting memories through their participation in Clash of Kawali.

QUEZON City Mayor Joy Belmonte led the launching of TiboQC, a new federation in the city that addresses the lack of representation for lesbian, bisexual, queer, and transgender men (LBQT) within the LGBTQIA+ community.

Coinciding with the Pride Month, GALANG Philippines Executive and TiboQC convener Anne Lim emphasized the importance in strengthening LBQT voices and ensuring they are better represented in the community.

“TiboQC is a federation of LBQT organizations across Quezon City, consolidating groups from all six districts. This launch marks a crucial step towards amplifying LBQT voices and ensuring greater representation,” said Lim.

MUSIC legend Celine Dion vowed Monday that her “passion as a performer will never disappear,” despite health struggles she says are still just a small part of her monumental story.

“I’m not dead,” the singer told AFP on the red carpet ahead of the premiere of the new documentary I Am: Celine Dion that focuses on her soaring career and more recent struggles with a rare neurological disorder that has hampered her ability to perform.

“When life imposes something on you, you have two options. You deal with it or you don’t want to deal with it,” Dion said, calling her decision to speak out about her condition in the documentary both “the greatest gift and the greatest responsibility.”

The 56-year-old first disclosed in December

2022 that she had been diagnosed with Stiff Person Syndrome, a progressive autoimmune disorder with no cure.

Treatment can help alleviate symptoms of the condition that can cause stiff muscles in the torso, arms, and legs as well as trigger severe spasms.

“The show will still go on,” she promised but said it was important to be honest about the struggle.

Irene Taylor , the Academy Awardnominated director behind the film, told AFP that Dion’s one ask was to be able to tell her own story, in her own words.

“Would that be possible? Instead of other people talking about me?” she recalls the superstar requesting.

“That was like music to my ears as a storyteller,” Taylor said.

“She just opened up and was very authentic ... in her joy and also in her suffering.”

WHEN life gets tough, I often yearn for simpler days and reminisce about summers past. Recently, while chatting over tea and coffee with a friend, old memories of my carefree childhood fl ooded back

Summer was always filled with excitement. As soon as school ended, my internal clock flipped. Unlike the school days when my mother struggled to wake me, during summer I woke naturally with the first light, eager to meet friends at the bakery or corner store.

Those days were spent playing whatever games we fancied, under the blazing sun, oblivious to its heat. We played football or volleyball with neighborhood older brothers coaching us and rode bikes around the block.

Returning home sometimes meant discovering we’d lost our slippers while raiding neighbors’ fruit trees.

We’d throw our slippers to knock down mangoes, duhat, or carmays, eating them right away.

I recall being the “mother” in Chinese garter, leaping as high as possible, and the rhythmic counting of teks and pogs. Making pamato in tau-tauhan, playing piko and step-in, we’d end up covered in dust and our shirts stained from holen or dampa

In Kasipa sa Manggis, players kick a rattan ball (sipa) to hit hanging manggis on bamboo, competing for victory. Benhur Abulencia directs Sining Kambayoka Ensemble, narrating the journey of a Meranaw boy through Kasipa games and discovering family values.

Agusan Manobo and Lapakonon Manobo children play Buwa-buwan, an outdoor game where runners try to outpace the “taya.” Hugis Dance Project presents this game in Butuan City, choreographed by Dariel Endencia and Railey Clark Baring, and directed by Carlito Amalla and Gerard Hechanova

Complemented by videos exploring origins, attire, music, and gameplay, each film underscores CCP’s commitment to preserving and promoting folk and indigenous arts. They also harness modern technology to create instructional videos and books documenting unpublished dances nationwide, ensuring cultural legacies endure.

Design and art exhibit unveils cutting-edge works by emerging creatives

BENILDE Open Design and Art 2024, in collaboration with De La Salle University and the Embassy of Switzerland, presents its inaugural exhibit.

Showcasing works by grant recipients who received P300,000 each, the exhibit features a diverse range of artistic expressions including video, textiles, puppetry, visual art, apps, augmented reality, sculpture, photography, software, and more.

The 10 grantees include Nice Buenaventura and Costantino Zicarelli, RJ Fernandez, Lyra Garcellano, Aaron Kaiser Garcia, Rambie Lim, Gabe Mercado, Lala Monserrat with Russ Ligtas, Geric Cruz and Jazel Kristin Issay Rodriguez, Mikayla Teodoro, Michael Vea, and Errol Balcos

There is also a category that features the realized projects of 17 College of St. Benilde students called Best of

Benilde who were granted full curatorial support. The grantees are Louisa Ray Cagaligen, Xandrix Antaso Corpuz Jr, Danielle Cusi, Asia Entico, Gela Mae C. Gamil, Veronica Landig, Pia Maghirang, Earl John Marquez, Rexcel Cariaga and Dars Juson, Camille Jay Pinton, Brian Ilustrisimo Razon, Jonas Roque, Shane Mariel Figuerra, Charles Cedric Quianzon, John Patrick Pascua, Maria Abigail Uson, Akira Watanabe, Liezel Ann Nierves, Glaeor Magne Dominguez, Mariana Julian Bernal with faculty mentor Alejandro Hector Reyes, Jasmine Fiona Tan, and Jasmila Clarisse San

Also on exhibit at the Museum of Contemporary Art and Design (MCAD) Manila are pieces by renowned Swiss artist Heidi Bucher (1926-1993).

Exhibitions will run until June 30 at several spaces in De La Salle College of Saint Benilde – School of Design + Arts (SDA) Campus, Museum of Contemporary Art and Design (MCAD)

Manila, and Hub for Innovation. Weekly free tours for the public will be provided every 20 minutes from the lobby at the SDA campus.

There will also be scheduled public programs, talks on Swiss artist Heidi Bucher featuring her sons - Indigo and Mayo, activities, fireside chats on creative courage, grant proposal writing, women in design and architecture, and innovative industry unicorns.

The Benilde Open grantees and Best of Benilde students will also have a lineup of talks and activities on puppetry, psychogeography, performance, fashion, and board games. At the same time, Benilde faculty will host a series of workshops on printmaking, prosthetics, intellectual property, and lesson plan design with exhibitions. These are open to students, faculty, and non-Benildeans.
