Ph rejects China’s ‘deceptive’ claims

PHILIPPINE and Chinese vessels collided near Ayungin Shoal, also called Second Thomas Shoal, in the West Philippine Sea, on Monday as Beijing steps up efforts to push its claims over the disputed area.

The Chinese Coast Guard (CCG) claimed a Philippine resupply ship in the area had "ignored many solemn warnings from the Chinese side.” Manila, in response, said it would "not dignify the deceptive and misleading claims of the China Coast Guard."

The Philippine Coast Guard deployed two vessels – BRP Malapascua and BRP Sindangan to Panatag Shoal, also known as Bajo de Masinloc. PCG spokesman Rear Admiral Armando Balilo said the deployment was to ensure the safety of Filipino fisherfolk in the area amid China's threat to arrest trespassers.

Pampanga LGU orders search for illegal POGOs

PAMPANGA Vice Governor Lilia Pineda ordered all mayors in the province to conduct “house-to-house inspections” to weed out illegal POGO hubs in their areas. Pineda said she gave the order even before the Presidential AntiOrganized Crime Commission announced it discovered small-scale "scam" hubs in Mexico and Bacolor towns.

THE Presidential Anti-Organized Crime Commission (PAOCC) is set to file human trafficking charges against Bamban town Mayor Alice Guo.

PAOCC spokesperson Winston John Casio made the announcement over the weekend, stressing that the "serious" and "non-bailable charges shall be filed "in the coming days."

He said that Guo had partial ownership of the properties where the alleged human trafficking activities had taken place.

Casio said Guo's name and her signature are found "in so many documents."

“Even before PAOCC came out with its intel report, I have raised the alarm to all mayors in Pampanga to conduct an inspection – house-to-house – and check if there are still POGOs in their cities,” she said.

Pineda said the provincial government would also issue this week a resolution banning all POGOs in the province.

"Two nights ago we were able to get an official document with her signature," he disclosed in an interview with ABS-CBN.

He said that money laundering is also among the other possible charges against Guo.

Casio said the cases are expected to be filed before the Department of Justice (DOJ) on June 21.

Anne Jalando-on Louis met the seafarers at Bahrain International Airport on Sunday shortly before they embarked on their journey back to Manila.

Upon arrival, the seafarers were taken to immigration for documentation before the Department of Health subjected them to debriefing due to the trauma they suffered from the Houthi rebels' attacks on the MV Tutor.

The seafarers received financial assistance of P230,000 from the government upon their arrival from their ordeal in the Red Sea-Gulf of Aden. Before coming home, the seafarers were also each given 192 Bahraini dinars (equivalent to P30,000).

Chief Justice hails CTA on tax safeguard mandate

CHIEF Justice Alexander Gesmundo has lauded the magistrates and personnel of the Court of Tax Appeals 9CTA) for continuously living up to their mandate as a safeguard against abuse of tax power as it is fairly weighing contrasting interests of both the state and its taxpayers.

“The service that you provide as a specialized court—fairly weighing the contrasting interests of the State and of its taxpayers, wisely reconciling and correcting tax issues, and serving as a safeguard against any abuse or circumvention of the power to tax—will remain all the more important given the growing needs of our developing nation, especially amid the myriad crises we face today and will face tomorrow,” Gesmundo said, in his keynote address during the 70th Founding Anniversary of the Court of Tax Appeals (CTA) on June 14, 2024, at the Philippine International Convention Center Reception Hall.

Gesmundo said that the CTA justices and personnel that the Supreme Court will continue to support the tax court’s pursuit of its mission.

The CTA has exclusive appellate jurisdiction to review by appeal decisions involving violations of the National Internal Revenue Code and the Tariff and Customs Code, as well as those involving local tax cases and assessment and taxation of real property.

Police chief: Crackdown on erring cops

METRO Manila police director, Maj. Gen. Jose Melencio Nartatez Jr. has pledged to crack down on any misconduct by police officers, following the arrest of a policeman who went AWOL and was involved in drug trafficking.

The suspect, identified as 31-yearold McNeil Bagunu, who was previously stationed at the National Police Training Institute (NPTI), was apprehended during a buy-bust operation at Purok-2 Formost Street in Barangay BF Homes, Parañaque City at around 2:30 a.m. on Sunday.

The police operation was carried out after a confidential informant provided information about Bagunu’s illicit drug activities.

A joint team from the Station Drug Enforcement Unit (SDEU) and Station Intelligence Section personnel of Parañaque City Police Station (CPS) conducted the entrapment and arrested Bagunu while he was in the act of selling illegal drugs to an undercover operative. Confiscated from the suspect were four plastic sachets containing 20 grams of shabu worth P136,000.00, as well as a caliber .45 pistol, one magazine, and ammunition.

Antique bishop denounces killing of lay minister

A CATHOLIC bishop has denounced the killing of a lay minister, saying the latest spate of senseless killings in Leyte province has brought fear and anxiety in communities in the province.

Bishop Marvyn Maceda of San Jose de Antique deplored the murder of Marcelino Combate, a case which he said added to a growing list of “unsolved” killings in the area.

“Another life lost to senseless kill-

ings!” said Maceda, who was ordained and served as a priest in the Diocese of Naval for more than 20 years before he became a bishop in 2019.

“I am alarmed because this is already the thirteenth killing in the 3rd district of Leyte since last year and many more cases of individuals gunned down years before,” he said.

The bishop said the victim was one of the lay ministers he recruited in 2011 when he was the parish priest at the Immaculate Conception Parish in

Leyte town.

The 52-year-old victim was gunned down by unknown assailants while riding on his motorcycle home on June 9, after celebrating the “Kasaulugan sa Pulong” in two remote barangays of the town.

According to him, Combate volunteered to serve the far-flung villages despite the security risks involved. He also urged the authorities to investigate the killing and bring the responsible to justice.

Families get aid after Kanlaon eruption

NEGROS Occidental—Following the eruption of Mt. Kanlaon on June 3, the Department of Social Welfare and Development (DSWD) has extended crucial support to 1,600 families across various barangays severely impacted by the disaster.

According to the DSWD, 569 families from La Castellana and Bago City each received ₱10,000 in financial assistance, amounting to a total of ₱15.79 million through the agency’s Assistance to Individuals in Crisis Situation Program.

In addition to the financial aid, the DSWD distributed 288 hygiene kits, 97 sleeping kits, 193 family kits, and 194 family food packs to the affected families.

DSWD 6 Information Officer Atty. May Rago-Castillo assured that no family would be displaced, emphasizing that the regional office is prepared to assist with essential needs and provide psycho-social support to the evacuees.

Five Chinese nabbed over shooting

FIVE Chinese nationals and their Filipino companion were arrested for shooting and wounding two other Chinese individuals at a hotel in Paranaque City. The suspects, identified as Peng Guowei, Cheng Guoliang, Deng Etouzin, Tu Hongwei, and Liu Deli, were involved in the shooting that took place at Bayview International Tower 1 along Roxas Boulevard on June 15.

The victims, Li Hui and Li Xiang, were taken to Ospital ng Parañaque for medical treatment and are now in stable condition.

The incident was reported to the Tambo Police Sub-station by a barangay watchman at 12:10 a.m.

Responding policemen found the victims with gunshot wounds in Room 1201 and conducted a hot-pursuit operation, resulting in the arrest of four of the suspects at Room 1901 of Bayview Tower 3.

Three QC buildings get solar power

THREE buildings in Quezon City Hall are now solar-powered.

Mayor Joy Belmonte said the city government is extensively implementing its solarization program this year to reduce dependence on non-renewable energy for all cityowned buildings, hospitals and schools through the use of solar energy, and to promote climate action initiatives among QCitizens.

To date, close to 600 photovoltaic solar panels are installed in the city hall’s major buildings.

The 15-floor high-rise main building has 180 panels, the Legislative Building with 108, and Treasury Building with 290 panels.

Dale Ferral, city engineer, said the three buildings equipped with solar panels could save up to around P1.5 Million yearly in electrical expenses.

BI detains Chinese posing as Vanuatuan

A CHINESE man was arrested by immigration officers after introducing himself as a Vanuatuan citizen, who tried to leave the country with fake travel documents. The fake Vanuatuan citizen, using the name Alex Cooper, was intercepted at the Ninoy Aquino International Airport (NAIA) 3 terminal before he could board a Thai Airways flight to Bangkok. First Lady Liza Araneta-Marcos led the recent launch of the Children’s First 1,000Day Coalition (CFDC) in this island province in a bid to vigorously push the fight against malnutrition. focusing on the critical early years of child development.

The CFDC initiative aims to support 34 nutritionally at-risk mothers across 12 barangays in San Lorenzo town.

According to CFDC national chairman Jose Lina, the beneficiaries were identified by local health workers with an eye on significant neglect during the first 1,000 days of the children’s lives, often due to poverty and other factors. Lina pointed out that the program’s strategy involves raising awareness about the importance of nutrition of the babies’ first 1,000 days.

The initiative will provide direct interventions to mothers and children to ensure they receive adequate healthcare and nutrition, the CFDC said.

The results of this pilot program will inform broader improvements and expansion plans into other regions such as the Bangsamoro Autonomous Region in Muslim Mindanao, Mimaropa, Eastern Visayas, and Bicol, where malnutrition rates are notably high, according to the National Nutrition Council data.

Expressing gratitude to Mrs. Marcos for her personal involvement in the regional launch, Lina stressed the need for a comprehensive, unified approach to addressing malnutrition.

Battle of Bessang Pass: Signal victory for Filipinos

THE Battle of Bessang Pass was truly a signal victory for Filipinos the country should be proud of.

But sadly, after almost 80 years, that battle where some 1,200 Ilocanos and Igorots gave up their lives, is hardly remembered.

The Battle of Bessang Pass has been romantically described in the annals of the Armed Forces of the Philippines as the Battle Among the Clouds.

Located in Brgy. Malaya, Cervantes, Ilocos Sur, Bessang Pass is a strategic gap with an altitude of 5,250 feet above sea level that serves as a gateway to the Cordillera mountains and the city of Baguio.

As told by my late eldest brother, Desi Jurado, then a second lieutenant and company commander of Company E of the 121st Infantry of the guerilla movement of the USAP-NL at Northern Luzon, had to fight the Japanese Imperial forces then retreating to the Cordilleras when the Americans started to return to the Philippines after over three years of Japanese Occupation.

The Japanese Imperial Forces were then led by General Tomoyuki Yamashita, known as the “Tiger of Malaya,” having occupied Singapore, Vietnam, Malaya, Cambodia, Laos and Burma, now known as Myanmar.

When the Americans landed at Lingayen Gulf on Jan. 9, 1945 and marched towards Manila, the Japanese retreated to the south of Manila, thinking that the Americans had to cross the Pasig River.

The so-called “Rape of Manila” then occurred when the Japanese tried to kill everybody, including women and children who were hiding in churches, and even in hospitals.

When the Americans crossed the Pasig River, the Japanese retreated to the Cordilleras in Northern Luzon where they planned to make their last stand.

The place was called Bessang Pass and the battle did not occur in just one day, but five months from Jan. 9 to June 15.

It was on June 15, 1945 when the final assault of the 121st Infantry, then led by Major Conrado Rigor, made its final strike by the company of my brother Desi.

My other brother Willie was also with the 121st Infantry but was with another group.

My brother Desi told me they had difficulty in assaulting the Japanese who were on higher ground.

The Japanese even had tanks, my brother told me.

But, somehow with enough guts and determination, they succeeded in the assault , leading to the surrender of the Japanese forces.

But, Yamashita could not be found. In any case, the backbone of the Imperial Forces had no choice but to surrender.

My brother Desi was awarded a Silver Star for that assault.

As for Yamashita, who hid with his staff in the wilds of Kalinga and Apayao farther north, he was later on trapped by another guerilla force.

Yamashita officially surrendered in Baguio City on Sept. 2, 1945, and was hanged in Los Banos for crimes against humanity for the Rape of Manila.

The Battle for Manila occurred on Feb. 3 to March 1945. The Rape of Manila was officially called the second worst rape of a city after Warsaw, Poland.

After the first atomic bomb was dropped on Hiroshima on Aug. 6 and another atomic bomb on Nagasaki, Japan surrendered on Sept 2, 1945 on the USS Missouri.

What is really sad and lamentable about the Battle of Bessang Pass – a signal victory against colonialism – is that it is not included in the Araw ng Kagitingan which is officially celebrated as A Day of Heroes every April 9.

Sadly, only two presidents recognized the Battle of Bessang Pass, Ferdinand E. Marcos Sr. and Fidel V. Ramos,who bth fought in wars.

It was Ramos who built a shrine to commemorate the Battle of Bessang Pass at Cervantes, Ilocos Sur in memory of those who sacrificed their lives there in the name of freedom.

I have been writing about this every year because I realize it can reflect the damaged culture of Filipinos.

Lamentably, we used to mark the Surrender of Bataan and the Fall of Corregidor as a national holiday until they included them in the Day of Heroes, and still no recognition of the Battle of Bessang Pass.

It is for this reason why once again, I urge President Ferdinand Marcos Jr. to include among those celebrated as heroes the noble men who sacrificed their lives at the Battle of Bessang Pass.

Bongbong Marcos, an Ilocano, should realize the Battle of Bessang Pass was won by Ilocanos and Igorots where no less than 1,200 of them sacrificed their lives to uphold the freedom we are now enjoying.

MANY countries have adopted measures to address climate change through green building.

Green Building is “the practice of creating structures and using processes environmentally responsible and resource-efficient throughout a building’s life-cycle from siting to design, construction, operation, maintenance, renovation and deconstruction.”

In 2015, the Philippine Green Building Code, approved as a referral code of the National Building Code, seeks to improve the efficiency of building performance by setting guidelines and standards to enhance sound environmental and resource management and lessen the impact of buildings to health and the environment.

Buildings affect energy use, water consumption, air quality, and waste pro-

duction, among others. Noteworthy is the fact that even before the implementation of the Green Building Code, San Miguel Corporation has incorporated green building in its projects.

OnJune 2, 40 years ago, SMC inaugurated its head office complex in Ortigas Center, Mandaluyong City.

It is noted for its unique architecture and at that time its green design was considered among the first in the country.

Inspired by the Banaue rice terraces, the building has angled, terraced and vegetated facade designed by the Mañosa brothers.

One of the brothers, Architect Francisco Mañosa, was recognized as National Artist of the Philippines in the field of architecture.

Resisting responsibility

WAS there or was there no collision between vessels of the Philippines and China in the West Philippine Sea, particularly in the waters adjacent to Ayungin Shoal or Second Thomas Shoal?

The Chinese coast guard said in a statement Monday a Philippine resupply ship in the area had “ignored many solemn warnings from the Chinese side” and “approached the... Chinese vessel in an unprofessional way, resulting in a collision.”

But the Armed Forces of the Philippines underscored it would not dignify China’s “misleading claims” on the reported collision.

According to AFP Public Affairs Office chief Col. Xerxes Trinidad, the main issue is the illegal presence of Chinese vessels in the Philippines’ exclusive economic zone.

“The AFP will not discuss operational details on the legal humanitarian rotation and resupply mission at

Ayungin Shoal, which is well within our EEZ. We will not dignify the deceptive and misleading claims of the China Coast Guard,’’ Trinidad said. Trinidad is correct. For those still clutching their pearls, consider this: in the grand scheme of political faux pas, a borrowed sip is fairly benign.

It’s not Watergate; it’s not even a tsokolet.

If anything, it’s an endearing reminder that our leaders are, after all, human. They laugh, they tease, they share moments that remind us of the friendships behind the formalities.

shkovich will go on trial on espionage charges in Russia’s Urals city of Yekaterinburg behind closed doors on June 26, the court overseeing the process said on Monday.

The Wall Street Journal reporter was arrested in March 2023 while on a reporting trip in Yekaterinburg and has been held in Moscow’s notorious Lefortovo prison since.

He became the first Western journalist since the Soviet era to be arrested for spying in Russia.

Last week, Russia’s prosecutor general accused him of working for the CIA and “collecting secret information” about tank maker Uralvagonzavod in the Sverdlovsk region where he was arrested.

CANBERRA – An Australian journalist and former high-profile prisoner said Chinese officials tried to “block” her at a press conference in Canberra on Monday in an apparent attempt to stem negative coverage of Premier Li Qiang’s visit.

A former anchor for Chinese state broadcaster CGTN, Cheng Lei spent three years detained in China on murky spying accusations before she was released to Australia in October 2023.

She has written extensively about the bleak conditions and tough treatment she faced while in detention.

Cheng, now working as a journalist for Sky News Australia, said Chinese officials tried to stop her being filmed when she arrived to cover Li’s visit to the nation’s parliament on Monday.

More than two years after Russia invaded, leaders and top officials from more than 90 states spent the weekend at a Swiss mountainside resort for a two-day summit dedicated to resolving the largest European conflict since World War II.

Ukrainian President Volodymyr Zelenskyy hailed the diplomatic “success” of the event, to which Russia was not invited.

The path was open for a second peace summit, with a view to ending the war with a just and lasting settlement, he added.

“Russia and their leadership are not ready for a just peace,” Zelenskyy told the closing news conference.

“Russia can start negotiations with us even tomorrow without waiting for anything -- if they leave our legal territories.”

In a holiday message late Sunday, US President Joe Biden called for the implementation of a ceasefire plan he outlined last month, saying it was “the best way to end the violence in Gaza” and to help civilians suffering “the horrors of the war between Hamas and Israel.”

At least one strike hit Bureij refugee camp in the central Gaza Strip, residents said.

Palestinian officials in the far-southern city of Rafah reported tank shelling early on Monday, before the start of the daily “local, tactical pause of military activity” announced by the army.

A daytime “pause” for aid deliveries announced at the weekend by Israel’s military around a southern Gaza route appeared to be holding, while elsewhere in the Palestinian territory an AFP correspondent said strikes and shelling have decreased.

It said the pause “for humanitarian purposes will take place from 8:00 am until 7:00 pm every day until further notice along the road that leads from the Kerem Shalom crossing to the Salah al-Din road and then northwards.”

An Israeli official, speaking on condition of anonymity, told AFP “there was no change” in the military’s policy and stressed fighting “continues as planned.”

An army spokesperson told AFP the pause was in effect on Monday, and the military in a statement said troops were still operating in Rafah and central Gaza, reporting “closequarters combat” that killed several militants. AFP

8 killed in train crash as driver misses signal

KOLKATA, India – At least eight people were killed in India on Monday when a goods train driver missed a signal and slammed into an express passenger train from behind, police and railway officials said.

Three passenger carriages were derailed and flipped on their side, while one carriage was thrust high into the air, precariously balanced on another.

The incident in West Bengal state is the latest to hit India’s creaking rail network, which carries millions of passengers each day -- and the most recent reported failure of drivers missing basic signals.

Around 50 people were injured and taken to hospital, Jaya Varma Sinha, chairman of India’s Railway Board said in a statement.

“A goods train disregarded the signal and hit the train from behind,” Sinha said.

The dead included the driver and his co-driver, who missed the signal, as well as a train guard and five passengers, she added.

Sinha said the casualties could have been worse, but a guard wagon and two others carrying post that were attached to the back of the passenger train took the brunt of the crash. AFP

In Beijing, China hit back on Monday after G7 leaders warned Beijing to stop sending weapons components to Russia, saying their end-of-summit statement was “full of arrogance, prejudice and lies”.

When Group of Seven leaders met last week in Italy, souring trade relations with Beijing as well as tensions over Ukraine and the South China Sea were a focus of their discussions.

LUIGI Trillo started his coaching career with the Adamson Falcons, who took a painful nosedive with 41 losses in 43 games in the first three of his six years as a coach in the UAAP men’s basketball tournament two decades ago.

The Falcons got a taste of just one win in 14 matches in 1999 and took 28 straight losses over the next season, before finally getting over the hump and back on track during Trillo’s fourth year with the collegiate squad.

Data show that in the first five months of 2024, foreign investments approved by the BOI amounted to P114.37 billion, while domestic investments totaled P525.85 billion. These projects are expected to create 13,871 jobs for Filipinos.

It said that in the first four months, total cash remittances amounted to $10.78 billion, a 2.8-percent increase from $10.49 billion registered in the same period last year.

Meanwhile, personal remittances which include non-cash items sent through other channels rose 3.1 percent to $2.86 billion in April from $2.77 billion a year earlier.

“The increase in personal remittances in April 2024 was due to remittances from land-based workers with work contracts of one year or more and sea- and land-based workers with work contracts of less than one year,” the BSP said.

It said total personal remittances rose 2.8 percent to $12.01 billion from January to April from $11.68 billion in the same period last year.

Globe taps Nokia to deploy modern network solutions

GLOBE Telecom Inc. teamed up with Nokia to deploy a new platform in key areas across the Philippines meant to provide a superior broadband experience to customers.

Nokia said Globe would deploy its BNG solution in key areas in the Philippines including North Luzon, South Luzon, National Capital Region, Visayas and Mindanao to modernize its infrastructure.

Once deployed, Nokia’s solution will support Globe’s residential wireline postpaid and prepaid broadband services.

The new structure will help Globe optimize the total cost of ownership (TCO) while introducing a capability to support fixed wireless access (FWA) services, enabling Globe to offer the solution towards fixed mobile convergence.

“We are committed to continuously improving our network infrastructure to provide the best possible broadband experience to our subscribers,” said Joel Agustin, Globe senior vice president for network planning and engineering at its network technical group.

“Nokia’s new BNG solution introduces capability to evolve into a flexible multi-access gateway that can combine wireline and wireless access technologies, enabling us to further increase efficiencies. We are looking forward to working with Nokia on this crucial initiative,” Agustin said.

Nokia’s solution includes 7750 Service Router (SR), which will be used as a BNG platform to support broadband services with subscriber management, bandwidth management and per-subscriber policy control.

Globe will also use Nokia’s 7750 SR Extended Services Appliance (ESA) to support CarrierGrade Network Address Translation and Application Assurance functions.

Jetstar Asia resumes flights to Clark International Airport

SINGAPORE’S Jetstar Asia restarted its services to Clark International Airport (CRK), offering even more options for budget-conscious flyers.

The airline said flight 3K775 took off from Singapore’s Changi Airport in the morning of June 16, 2024, marking the resumption of its services to Clark.

The low-cost carrier’s fleet of Airbus A320s will operate four return services each week between Singapore and Clark, increasing to five return services starting Oct. 18, 2024.

The expansion will offer more than 90,000 low-fare seats between the two destinations per year.

“Clark serves as an important hub for both business and leisure travelers, and we are excited to offer more travel options for our customers,” Jetstar Asia’s chief operating officer Geoffrey Lui said.

“With so many reasons to visit Clark, our crew and our passengers have been looking for -

SAN Miguel Corp. and ACEN Corp.’s power units expressed interested in joining the competitive selection process (CSP) for Manila Electric Co.’s 500-megawatt mid-merit renewable energy (RE) capacity. Meralco vice president and head of utility economics Lawrence Fernandez said the company held the pre-bid conference for the 500-MW mid-merit requirement on Friday.

“Representatives from all interested bidders, namely, Gigasol3, San Roque Hydro Power and Santa Cruz Solar we’re in at-

tendance,” Fernandez said. Gigasol 3 is a 63-megawatt solar plant in Palauig, Zambales, while Santa Cruz Solar Energy is developing a 283-MW solar farm in San Marcelino, Zambales. Both solar plants are controlled by ACEN of Ayala Group. Meanwhile, San Miguel Corp.’s San Roque Hydro Power Corp. owns the 435MW hydro facility in Pangasinan. Meralco earlier said the 10-year power supply agreement (PSA) resulting from the CSP would cover Meralco’s 350-MW mid-merit requirement starting February 2025, which would increase by 150 MW

beginning February 2026. Meralco’ s BAC set the bid submission deadline on July 17. The conduct of the CSP complies with the Department of Energy’s (DOE) policy on renewable portfolio standards (RPS) and forms part of the company’s commitment to source an increasing portion of its supply requirements from RE sources. RPS is a policy mechanism that requires electric power industry participants such as generators, distribution utilities and suppliers to source or produce a specified fraction of their electricity from eligible RE resources.

THE Maritime Industry Authority (MARINA) said Monday four of its webbased systems were attacked and compromised on June 16, 2024.

MARINA said it immediately deployed personnel at its central office to implement measures to ensure the protection of the integrity of the systems. The MARINA Information Technology (IT) team, with the assistance of the Department of Information and Communications Technology-Cybercrime Investigation and Coordinating Center (DICT-CICC), is investigating the data breach.

The agency said it is accelerating efforts to mitigate the data breach and have systems operational to receive and process applications on June 18, 2024.

“The MARINA commits to strengthen its cyber security protocols to prevent any future cyber-attack,” the agency said.

Other government agencies, including the Philippine Health Insurance Corp., Department of Science and Technology and Bureau of Customs were also targeted by cyberattacks in recent weeks.

According to a report by Kaspersky, 15,312 ransomware incidents were recorded in the country in 2023, ranking fourth in Southeast Asia (SEA).

Ransomware targeting businesses in SEA last year was highest in Thailand with 109,315 incidents blocked by Kaspersky. Indonesia trails closely with 97,226 ransomware attacks and Vietnam with 59,837.

AIA Group eyes more investments in Asian healthcare

The Hong Kong-based pan-Asian life insurance group completed the purchase of MediCard, a leading health maintenance organization in the Philippines, in the first quarter of 2023.

“With the acquisition of Medicard, we’re really doubling down on healthcare in the Philippines,” said AIA Group chief marketing officer Stuart Spencer in a Makati City interview.

CANADA and the Asian Development Bank (ADB) announced a partnership to create a new CA$360 million trust fund (US$255 million). The Canadian Climate and Nature Fund for Private Sector in Asia (CANPA) will support private-sector projects in Asia and the Pacific focused on climate and nature-based solutions while accelerating gender equity. Canada is providing CA$350 million for project investments and CA$10 million for technical assistance.

Wilcon weighs expansion in Southeast Asia

WILCON Depot Inc., the country’s leading home improvement and finishing construction supply retailer, said it is studying plans to expand its footprint across Southeast Asia.

Wilcon president and chief executive Lorraine Belo-Cincochan said in a news briefing Monday following the company’s annual stockholders meeting that overseas expansion is under discussion, but it not a part of the group’s immediate plans.

“This is something we discuss and ultimately we do want to plan for it. If ever, it is not yet in the immediate future,” Belo-Cincochan said. She said that in venturing outside the country, the company would study the different local companies that expanded overseas and became successful.

“We will study other companies that expanded overseas and learn how they became successful,” she said.

Wilcon said the home improvement industry continued to face challenges as sales were affected by high interest rates and delay in construction projects. The company is still aiming to surpass last year’s net income of P3.48 billion even as first-quarter profit fell 23.1 percent on lower sales and higher expenses.

It said that from January to March this year, net income amounted to P740 million, down from P962 million in the same period last year as net sales also declined 2.5 percent yearon-year to P8.31 billion.

THE Securities and Exchange Commission (SEC) said Monday it filed a money laundering case against Silverlion Livestock Trading Corp. for alleged illegal solicitation of investments from the public.

The SEC said that together with the Anti-Money Laundering Council (AMLC), it filed a joint complaint on June 4 charging Silverlion chief executive Ryan Cagod Ladoing with violation of Section 4(b) of Republic Act No. 9160 or the Anti-Money Laundering Act, as amended. It said the complaint was filed after Ladoing was found to be in possession of more than P14 million in cash during the conduct of a consented search by operatives of the Philippine National Police Anti-Cybercrime Group (PNP ACG), together with the SEC Zamboanga Extension Office in 2022.

More than 60 percent of the region’s population works in sectors most at risk from climate change.

The fund will encourage opportunistic investments, leveraging ADB’s private sector platform and capabilities. It follows the successful deployment of the Canadian Climate Fund for the Private Sector in Asia (CFPS) in 2013 and CFPS II in 2017.

“And we’re looking at options all over Asia to invest in healthcare as a general category. We chose the Philippines because of the potential, the opportunity and how well-managed, well-run and established Medicard is.”

“As of now, there’s no Chinese contractors in our upstream. The way DOE runs it really is it’s a commercial arrangement by the contractors. They can apply, they can farm into existing contracts. But at the moment, none of our service contracts have Chinese contractors,” he said.

PH on track to meet plastics waste target

THE Philippines is on track to reach its target of recovering and diverting 80 percent of plastic packaging by 2028.

Secretary Maria Antonia Yulo Loyzaga last week expressed confidence the Philippines would hit the target after businesses managed to divert 20 percent of plastics waste in the first year of implementing the Expanded Producers’ Responsibility (EPR) Act.

The DENR-Environmental Management Bureau (EMB) reported 624,547 tons of unaudited footprint for plastics in 2023, with the target of 20 percent, or 124,986 tons of plastic packaging, diverted. A WASTE recovery and recycling campaign kicked off across the country’s capital region as part of a partnership between Coca-Cola Beverages Philippines Inc. (CCBPI), the local bottler of the global beverage brand, and the Metropolitan Manila Development Authority (MMDA).

The partnership integrates CCBPI’s Tapon to Ipon: Basta Klaro, Panalo! Program with MMDA’s Mobile Material Recovery Facility (MMRF) project tagged “Recyclable Mo, Palit Grocery Ko.” The two programs allow community members to exchange recyclable materials for commodities or grocery items within a four-month pilot period.

MMDA’s MMRF program now serves as a collection channel for used clear PET bottles of any brand, as well as Coca-Cola returnable glass bottles and crates,

The EPR law requires businesses to conduct proper waste management of plastic packaging products such as sachets, rigid plastic packaging products, plastic bags and polystyrene.

The EMB reported a 37-percent increase in the number of businesses that registered under the EPR program, from 667 in 2023 to 917 companies as of May 6, 2024.

Under the EPR Act, the targets for the recovery of plastic product footprint are: 2023, 20 percent; 2024, 40 percent; 2025, 50 percent; 2026, 60 percent; 2027, 70 percent; and 2028, 80 percent.

The DENR has issued Administrative Order (DAO) 2024-04 promulgating the interim guidelines on the compliance audit reporting for legally bound enterprises under the EPR law.

The DAO aims to help EPR-registered obliged enterprises, collectives and producer responsibility organizations and their respective independent thirdparty auditors with the annual EPR Compliance Audit Report (ECAR). It provides temporary guidance and templates for developing the ECAR, constituting the EPR Compliance and Audit reports.

The deadline for the submission of the ECARs to the Environmental Management Bureau (EMB) is on June 30, or the first working day immediately after that.

THE Department of Science and Technology Regional Office X made strides in its mission to integrate science and technology (S&T) and promote grassroots innovations by supporting the Damugu Weavers Association through several interventions.

The DOST assistance includes the provision of an industrial high-speed sewing machine, training on synthetic dyeing in collaboration with the DOST-Philippine Textile Research Institute (PTRI) and support in product promotions.

The support was made is through the Grassroots Innovation for Inclusive Development (GRIND) project. The initiative significantly enhanced production by 300 percent. The improved products, which had lasting and more vibrant colors, increased the selling price or value by 9 percent.

Some Chagusaba are commons in which communities may retrieve grass resources when they need, while some Chagusuba are managed in a more structured way. This management of semi-natural grassland contributes to harnessing biodiversity. Sinhayan, who initiated the formation of the Damugu Weavers Association in 2018, has witnessed the decline of weaving in her community. At its inception, the group consisted of only five weavers besides herself.

Still, despite the challenges, she was determined to revive and sustain the weaving tradition using “sudsud” (Cyperus rotundus). The plant thrives in moist soil and serves as the primary material for mats and other woven items.

Today, the Damugu Weavers Association comprises 37 indigenous members, predominantly Talaandig, ranging from 21 to 77 years old. They utilize the locally abundant sudsud grass, which their elders have found a way to manually process by drying, flattening and weaving into mats, and later turning it into a variety of other products, such as bags, laptop cases and table runners. AT LEAST one of the years between now and 2028 will very likely set a new temperature record, breaking through the crucial 1.5°C temperature limit, the UN weather agency, WMO, said last week. The latest forecast from the World Meteorological Organization (WMO) indicates that there is an 80 percent likelihood that the world will see the annual average global temperature temporarily exceed 1.5°C above preindustrial levels for at least one of the next five years.

THE Climate Change Commission (CCC) lauded President Ferdinand R. Marcos, Jr.’s signing of Republic Act No. 11995 (RA 11995), or the Philippine Ecosystem and Natural Capital Accounting System (PENCAS) Act, saying the institutionalization of national resource accounting will protect and promote ecological balance and advance climate resilience of the Philippines. The CCC said the PENCAS represented a “significant stride towards aligning the country’s economic policies with sustainable practices to ensure that climate change mitigation and adaptation are at the center of the country’s national development plans, consistent with the vision of President Marcos of a climate smart and resilient Philippines.”

CCC vice chair and executive director Robert Borje saidPENCAS initiated the adoption and integration of internationally accepted environmental economic accounting frameworks into the country’s resource management.

The PENCAS, Borje added, mandates the compilation of officially designated statistics on the depletion, degradation, and restoration of natural capital, environmental protection expenditures, pollution, and quality of lands, air and water. He said the data sets would be the basis for national decision-making processes on economic, environmental and health policy developments.

The law established a mechanism for monitoring and reporting that will contribute to the protection, conservation, and restoration of Philippine ecosystems and environmental resources. CCC News

SB19’s Stell showcases artistic versatility in solo debut single

SB19’s main vocalist, Stell , has fi nally decided to do a solo project after thinking about it for a long time. Even though his bandmates and others encouraged him before, Stell wanted to wait until he felt the time was right.

On Friday, June 14, Stell released his first solo single, “Room,” and announced that he has joined Warner Music Philippines. During the launch, the 29-year-old P-pop star also introduced the music video for the single.

The project, in partnership with 1Z Entertainment, showcases Stell’s impressive vocal ability and hints at the other talents he has up his sleeve as an artist.

OVER the years, Gabriel “Gab” Valenciano has made a name for himself outside his famous clan. Apart from being known as the second son of OPM icon Gary Valenciano, many know him as the creative dynamo whose viral “Super Selfie” videos were noticed by American superstar Beyoncé

Gab’s “Super Selfie” videos were produced while he studied at the Full Sail University in Florida graduating with certificates for recording arts and recording engineering. Architect David Yu finished the dual PhD in Built Environment/ Architecture from UK’s University of Reading (UoR) and UST in 2022.

Through his TNE research, Yu explored the role of informal settlements in architecture and its governance implications.

“This area of study fascinated me because it revealed the agency and creativity of residents who often shape their environments,” he explained. “We can develop more inclusive and peoplecentered approaches to urban design. This knowledge can empower both residents and policymakers to create

Architects John Ong and Joey De Vera, Yu’s colleagues at the UST College of Architecture, also earned the same dual PhD degree. With their upgraded credentials, all three have taken on new roles in the college. Yu is now program coordinator, Ong wears the hat of coordinator of assessments, while De Vera has been named coordinator of the college’s Building Technology and Building Utilities Cluster.

Ong and De Vera are focused on applying their TNE learning in the field of research, a key element in a thriving academic institution. “I learned how profound the approach of British education is in the realm of research. My methods in reading and writing have immensely improved from my experience in studying PhD at the University of Reading,” Ong said.

“My TNE experience has opened up the expansive realm of research and this has inspired me to do more research work related to my profession,” De Vera added.

Architect Brian Lim, another TNE graduate from UST College of Architecture, has seen his research work featured in the 2023 conference of the Industrial Society for Industrial Ecology, held in Leiden, Netherlands. The UST educators are pouring their expertise and experience into making the Dominican institution the country’s top architecture school. They also hope their research can help change the world for the better.

“My ultimate goal is to publish my findings and contribute to the field of urban design,” said Yu. De Vera, in his case, seeks to study more about artificial intelligence. “In the coming years, I see my field evolving at an unprecedented rate and pace given the ever-developing world of AI. It has practically revolutionized both the teaching and design professions, opening up new possibilities for innovation and collaboration.”
