Authored by Associate Justice Maria Filomena D. Singh, the tribunal said the COA did not commit grave abuse of discretion when it dismissed Philhealth’s petition for review and that it correctly ruled that the staterun insurance firm’s authority to fix the compensation of its employees is regulated by law.

“As the manager of the State’s National Health Insurance Fund, PHIC must ensure the availability of funds and must carry out its fiduciary responsibility through effective stewardship, proper management, and maintenance of reserves,” the SC ruled.

“Hence, it is only proper if not imperative, for PHIC (Philhealth) to be more circumspect in utilizing the funds for the salaries and allowances of its employees,” it said.

In its petition, Philhealth insisted that it is granted fiscal autonomy under Republic Act No. 7875, the law that created the agency.

It particularly cited Article IV, Section 16(n) of R.A. No. 7875 which states: “The Corporation shall have the following powers and functions:… n) to organize its office, fix the compensation of and appoint personnel as may be deemed necessary and upon the recommendation of the president of the Corporation.” Philhealth also asserted that its authority provided by Section 16(n) of Republic Act No. 7875 was confirmed by former President Arroyo in two separate documents: the letter of former Health Secretary Francisco Duque III dated September 18, 2006, requesting for the early approval of the Philhealth’s Rationalization Plan (which President Arroyo approved in her marginal note) and the letter of Duque to Arroyo dated March 7, 2008, seeking the confirmation of the approval of the Philhealth’s Rationalization Plan.

It insisted that the confirmation given by Arroyo in these two communications was tantamount to presidential approval of the disbursed benefits and recognition of Philhealth’s fiscal authority and independence. President Marcos ordered on Friday all concerned government agencies to bring the Filipino seafarers to safety, resulting in the successful rescue of the 21 seafarers while one remains missing aboard the vessel.

Besides, the high court held that the Collective Negotiation Agreement (CAN) Incentive included in the computation of the Productivity Incentive Bonus for 2008 in the amount of P10.46 million received by Philhealth on March 29, 2010 was contrary to Administrative Order (AO) No. 135, Series of 2015 and Department of Budget Management (DBM Circular No. 2006-1.

AO 135 mandates that “the CNA Incentive should be sourced only from the savings generated during the life of the CNA.”

DBM Circular No. 2006-1, on the other hand, requires the amount of individual CNA incentive “shall not be pre-determined in the CNAs or in the supplements thereto since it is dependent on savings generated from cost-cutting measures and systems improvement, and also from improvement of productivity and income in GOCCs (government-owned andcontrolled corporations) and GFis (government financial institutions)

“A review of the CNA will show that PHIC failed to comply with the cited issuances. First, the CNA made no reference to the source of funding of the benefits and that savings were generated by PHIC that would allow the application of Administrative Order No. 135,” the SC said.

“Second, the CNA provided for a fixed amount with a yearly increase contrary to the requirement of DBM Circular No. 2006-1 that the benefit shall not be-predetermined as the same is based on the generated savings of PHIC…” it added.

All 21 of them are safe and sound, according to DMW Secretary Hans Leo Cacdac while search operations are underway to locate the missing seafarer.

Meanwhile, also acting on the order of President Marcos to speed up repatriation, the remains of the three Filipino workers who perished in a fire that hit their apartment in alMangaf, Kuwait, are likewise coming home Monday.

The fire also happened on June 12.

The Overseas Workers Welfare Administration posted on Facebook that its Kuwait Post will process the letter of acceptance of the next of kin and other documents to ensure smooth turnover of the remains.

Beginning at dawn, the 1.8 million Muslims undertaking the pilgrimage this year threw seven stones at each of three concrete walls symbolizing the devil in the Mina valley, located outside Mecca, the holiest city in Islam.

The ritual commemorates Abraham's stoning of the devil at the three spots where it is said Satan tried to dissuade him from obeying God's order to sacrifice his son.

The stoning ritual has been witness to multiple stampedes over the years, most recently in 2015 when up to 2,300 worshippers were killed in the worst hajj disaster.

The site has been revamped since then to streamline the movement of the large crowds.

Roads leading to the concrete walls were nevertheless packed early Sunday, with some pilgrims visibly struggling under the morning sun.

Some sat on the side of the road to rest and drink water, while others stretched out on the ground, apparently exhausted.

On Saturday, temperatures reached 46 degrees Celsius (114.8 degrees Fahrenheit) in Arafat, where pilgrims performed hours of outdoor prayers.

One treatment center in the area recorded 225 cases of heat stress and fatigue, the official Saudi Press Agency reported.

That figure was not comprehensive. Last year more than 10,000 cases of heat-related illnesses were documented during the hajj, 10 percent of which were heat stroke, a health ministry spokesman told Agence France Presse (AFP).

Senator Nancy Binay however has disputed recent claims regarding the cost of constructing the New Senate Building (NSB).

Contrary to the P23.3 billion figure cited by her successor, Senator Cayetano, Binay asserts that the true contract price for the NSB stands at P8.9 billion.

Binay previously chaired the Senate Accounts Committee responsible for overseeing the NSB project. She expressed her frustration over Cayetano, who took over the committee and raised the controversial cost estimate to Senate President Francis Escudero.

"That’s a mistake (the reported cost), He (Cayetano) never talked to me, he never asked me," Binay, quoted by ABS-CBN News, said, criticizing the lack of communication during the transition of the committee leadership. She emphasized she has yet to have a direct discussion with Cayetano about the ongoing construction and believes that an open dialogue would be more productive.

She highlighted that the land acquisition for the NSB, costing P1.6 billion and being paid on an installment basis, might have been mistakenly included in Cayetano's construction cost estimate.

According to Binay, separating the land purchase from the actual construction costs is essential for accurate reporting. She said the cost of the land should not be included in the total construction amount.

Binay also touched on the financial burden of the Senate's current rental expenses. She pointed out that the Senate is paying nearly P400 million annually in rent to GSIS, which owns the building, with close to P100 million alone for parking.

Reflecting on the origins of the NSB project, Binay acknowledged former Senator Panfilo Lacson's role in advocating for a permanent Senate building to mitigate these substantial rental costs. Looking ahead, Binay expressed her commitment to seeing the project through to completion.

Meralco warned that as the collection was deferred, this will have an impact on the rates in July.

"We would like to advise this early that our customers can expect generation charge to increase in succeeding months as we collect the deferred amounts on staggered basis as result of the recent developments," Meralco vice president and head of corporate communications Joe Zaldarriaga said. As a result of the ERC order promulgated on June 13, Meralco customers will see a P1.9623 per kWh decrease in the electricity rates this June instead of the P0.6436 per kWh increase.

Meralco said the adjusted rate for the June billing period reflects a P1.8308 per kWh decrease in generation charge. It said the increases in transmission charge and feed-in tariff allowance are retained at P0.1450 per kWh and P0.0474 per kWh, respectively. Taxes and other charges, meanwhile, have a net reduction of P0.3239 per kWh.

“We ask for the understanding of our customers over the delayed bills as we implement the newly issued order of the ERC. Rest assured that Meralco will implement adjusted due dates to give our customers enough time to pay their bills,” Zaldarriaga said. Meralco, Quezon Power (Philippines) Ltd., San Buenaventura Power Ltd. Co., and South Premiere Power Corp., deferred P500 million in generation costs to cushion the impact of higher pass-through charges to Meralco's customers. These will be collected over the next three billing periods, as cleared by the ERC.

"With these already deferred costs, and the recent order of the ERC to also stagger the collection of WESM charges, around P0.77 per kWh will be added every month to the generation charge in the July to September bills," Zaldarriaga said. The higher rates in June were driven by the higher feed-in tariff allowance, increase in prices at the Wholesale Electricity Spot Market and higher transmission charges due to a directive by the ERC to partially lift the suspension on settlement amounts in the reserve market.

LTO says no plate, no travel policy for QC trikes

THE Land Transportation Office (LTO) on Sunday vowed to implement its ‘no plate, no travel’ policy on tricycles used as public transportation in Quezon City starting July 1.

It cited the agency was able to address the almost 3,000 backlogs on tricycle license plates in the city last month.

“With all the license plates already distributed to all tricycles being used in public transport in Quezon City, your LTO will presume that tricycles with no license plates but are being used in transporting passengers in Quezon City are colorum, or operating illegally,” LTO chief Vigor Mendoza II said. LTO shall coordinate with the Quezon City government in enforcing the policy.

Mendoza said the ‘no plate, no travel’ rule in Quezon City will serve as a pilot run of the stricter road safety and anti-colorum measures, which the LTO plans to implement nationwide, particularly on four-wheeled vehicles.

IN CELEBRATION of Father’s Day, Muntinlupa City hosted its annual fun run “Takbo, Tatay, Takbo” this June 15 at the Muntinlupa Sports Center.

This year’s event began with warm-up exercises followed by the gun start at 5:15 AM that sent runners into the 10K and 5K races.

The course started from the Sports Center, navigating through different streets and roads, and back to the Sports Center. The City Government provided portable restrooms and water stations to ensure the comfort and hydration of participants throughout the run.

Carlito Fantilaga of Brgy. Sucat won the P10,000 cash prize for finishing first in the 10K run, and Eric Medalla of Brgy. Alabang won P7,000 for winning the 5K race. Second and third-place finishers of both 10K and 5K runs were also awarded cash prizes.

All participants received complimentary finisher shirts, singlets, and running kits as remembrance of their participation in the fun-filled fitness activity.

FOR the Department of Health (DOH), a Reuters investigative report on an alleged “secret campaign” of the US military “to discredit China’s Sinovac” vaccination which targeted the Philippines, “deserve[s] to be investigated.”

The DOH on Sunday released a statement on the Reuters report, which said: “The U.S. military

launched a clandestine program amid the COVID crisis to discredit China’s Sinovac inoculation – payback for Beijing’s efforts to blame Washington for the pandemic. One target: the Filipino public.”

“At the height of the COVID-19 pandemic, the U.S. military launched a secret campaign to counter what it perceived as China’s growing influence in the Philippines, a nation hit especially hard by the deadly virus,” the Reuters report said. When asked for a comment, the DOH said: “the findings by Reuters deserve to be investigated and heard by the appropriate authorities of the involved countries.”

vows to stop rampant smuggling of cigarettes

THE Philippine National Police (PNP) vowed to eradicate cigarette smuggling following reports that the government lost a staggering P25.5 billion in 2023 due to the illicit trade.

PNP chief Gen. Rommel Francisco Marbil said the battle against counter-

feit and smuggled cigarettes is not just a fight for revenue or law enforcement.

“It is a crusade to safeguard the health of our people and ensure economic stability,” he said in a news release Sunday. “We will not rest until every illicit operation is dismantled, every counterfeit product seized,

and every violator brought to justice.” The Bureau of Internal Revenue (BIR) reported that the spread of counterfeit and smuggled cigarettes contributed to a 15.9 percent decline in revenues last year, equivalent to PHP25.5 billion.

‘Release OR/CR, plates on time or face sanctions’

THE Land Transportation Office (LTO) on Sunday warned agents and car and motorcycle dealers of “stern consequences” should they fail to release license plates and Official Receipt/Certificate of Registration (OR/ CR) on time.

“We already have an initial list of the agents and their dealerships that were recommended for sanctions, including fines and suspension of accreditation,” LTO chief Vigor Mendoza II said.

The LTO’s decisive action to punish errant agents and car and motorcycle dealers is fully backed by President Ferdinand Marcos Jr. when he ordered the agency and the Department of Transportation to address backlog on license plates and other LTO documents on time.

In a DOTR memorandum, Malacañang cited that all vehicle dealers must comply with the LTO’s prescribed processing timelines for the release of motor vehicles plates. Incuded in the memorandum is the imposition of “the necessary penalties, such as termination of dealership, on dealers who fail to comply.”

Solon files bill on UP research board seat

QUEZON City Rep. Marvin Rillo has introduced a bill aiming to give the research, extension, and professional staff (REPS) of the University of the Philippines (UP) their own seat on the school system’s Board of Regents (BOR).

This proposal, filed under House Bill No. 7821, is meant to enhance the representation and influence of this crucial sector within the UP system’s highest governing body. The single seat that REPS and administrative staff currently share in the BOR would be split into two.

Rillo, who serves as the vice chairperson of the House committee on higher and technical education, emphasizes that this proposed change will democratize the governance of the UP system, ensuring that every sector within the institution has a distinct voice and vote in the BOR.

“Our measure, once enacted, will make UP more

democratic… It will also further boost UP’s institutional research capabilities,” Rillo stated in a press release emailed Sunday, June 16.

AFP launches Cyber for Peace Initiative

Concerns raised over China ban on fishing in WPS

SENATE Majority Leader Francis Tolentino has advised Filipino fishermen to take extra precautions when venturing into their traditional fishing grounds in the West Philippine Sea (WPS).

Tolentino issued the advisory after China imposed a new policy to arrest and detain fishermen for up to 60 days without trial within its claimed territories, which include the disputed Bajo de Masinloc or Scarborough Shoal.

Tolentino noted that Filipino law enforcers historically patrolled Bajo de Masinloc, ensuring the area’s status as a traditional fishing ground of the Philippines. In the past, foreign fishermen, including Chinese and Vietnamese, were apprehended for illegal poaching in these waters.

“And now it is the other way around. We will be detained for 60 days without trial,” said Tolentino, chairman of the Senate Special Committee on Maritime and Admiralty Zones.

The Department of Health (DOH) is on high alert as the previously declining trend in dengue cases currently showed

signs of levelling off.

“This could be the start of a rise in cases nationwide—if we will not search and destroy ‘mosquito water’—stagnant water in any areas or containers that may breed dengue mosquitoes,” the DOH warned.

As of last June 1, the DOH has recorded 70,498 dengue cases and 197 deaths across the country since the beginning of the year.

Recent data highlights that in the last three to four weeks, there were 5,368 new cases, a slight increase from the 5,305 cases reported two weeks ago. While the past two weeks saw a lower

figure of 3,793 cases, the DOH remains cautious in interpreting the data.

Notably, seven regions have shown increases in dengue incidents over the past month, namely Cordillera, Ilocos, Zamboanga Peninsula, Cagayan Valley, Caraga, MiMaRoPa, and Northern Mindanao.

To ensure accurate monitoring and effective public health responses, the DOH has instructed all hospitals and clinics to promptly report dengue cases.

Taking a long view

(Part 1)

OUR previous economic managers convinced Congress that rice tariffication instead of quantitative import restrictions was the way to go.

They took advantage of a not-too-serious rice price crisis in 2018 brought about by inventory mismanagement by the then NFA administration, which was at loggerheads with the presidential adviser under whom supervision of the rice regulatory agency was kept.

So Congress passed RA 11203, which President Duterte signed into law on Valentine’s Day, 2019, which aimed to lower the price of rice for consumers, while providing funds from tariff collections to improve farm productivity.

The removal of quantitative restrictions on rice importation was long advocated by previous economic managers along with free trade champions in the business community.

The WTO which we joined in 1995 also frowned on quantitative restrictions. We were thrice granted extensions by the WTO, the last till 2017.

Then COVID 19 came a year after, and, aside from lockdowns which distorted the free movement of goods and even people, both production and distribution suffered.

The situation was exacerbated by Russia’s invasion of Ukraine which resulted in the cost of oil, grains and fertilizers, along with logistics to spike upwards.

Then NEDA director-general Karl Kendrick Chua claimed RTL was successful in taming rice prices while palay production increased in 2021 to 20 million tons, 3.5 percent higher compared to 2020. But 2020 was the height of COVID-19 and the lockdowns, so we must treat the comparison with some grains of salt. In 2021, rice imports rose to 2.9 million tons.

Palay farmers complain that RTL, which was met with a massive flood of private sector imports, resulted in very low farm-gate prices, at P15 to P17 per kilo.

When the new administration took over mid-2022, it was met with a flurry of price increases in many commodities, from sugar to rice, to even onions, the price of which got housewives and cooks to cry a river each time they sliced the aromatic. Rice prices kept creeping up since, and ballooned when India, the world’s biggest exporter, banned exports of non-basmati rice to protect the domestic market.

Since 2021, we have become the world’s largest rice importer.

I dispute this appellation though, because China with its 1.4 billion people does not quite report actual import volumes, especially the usual cross-border trade between Vietnam and the provinces of Guangxi, Guangdong and Nanning. Still, our import volumes defy all incremental palay production gains.

In 2010 when I took over the NFA, I was shocked to note that government, both by its account and that of privately-financed zerotariff imports, had 2.25 million tons for that year, 10 percent over the previous year, almost all from Vietnam.

NFA calculated the per person consumption of rice at 132 kilos per year, thus requiring national consumption at 12.5 million tons with 94.6 million population then.

After a review by the Bureau of Agricultural Statistics (before it was subsumed into the PSA and NEDA), we brought down the estimated per capita consumption to 120 kilos, 10 percent lower, which meant an equivalent lower demand for importation.

Since palay production then amounted to some 18 million tons, the equivalent local rice was at 10.8 million tons, more or less.

The shortfall was 1.7 million, but accounting for our over-importation in 2010, where we inherited 59 days inventory (as against the regulatory 15 to 30 days), along with 178 billion in sovereign debt, we reduced NFA imports to 200,000 tons, and allowed the private sector to import 660,000 tons.

We had no shortage nor price spikes in 2011 despite reduced importation, and in place of zero tariffs, NFA bidded out the import permits to earn some income that the BoC forfeited, where before these were merely awarded on a questionable firstcome, first-served basis.

The immutable law of supply and demand tells us that when supply is low, and demand is high, prices will increase.

So clearly, we have to look at the rice problem first by determining what really is the country’s consumption versus what its palay farmers produce.

Why did NFA during the last three years of PGMA peg consumption at 132 per capita?

Was that the product of correct numbercrunching, or was it a political decision?

One has to reckon that in this and other countries, staples like rice are subject to the economics as well as the politics of rice. And often, the political considerations trump economic sense, because a rice shortage and high rice prices bring down approval ratings, and impact on electoral chances.

ENERGY security is essential for a nation’s economic stability and growth.

In the Philippines, a consistent and affordable power supply underpins all the vital sectors of the economic spectrum like manufacturing, public transportation, and healthcare.

The productivity and efficiency of these sectors rely on a stable energy source, benefiting both businesses and consumers by minimizing disruptions.

As the country transitions from traditional fossil fuels to renewable energy, liquefied natural gas (LNG) emerges as a critical cleaner transitional bridge fuel for generating electricity. Energy security, as defined by the United Nations, is “the continuous availability of energy in varied forms, in sufficient quantities, and at reasonable prices.”

A reliable energy supply maintains economic productivity, public safety and convenience.

When power outages occur, industrial operations, public services, and the lives of affected consumers are abruptly disrupted.

The Malampaya gas field, the country’s only indigenous source of natural gas, currently supplies about 12 percent of Luzon’s dependable capacity, powering four major power plants with a total 2,081 MW. However, with new drilling efforts to extend its lifespan yet to commence, there is an urgent need to shift to imported Liquefied Natural Gas (LNG) to meet fast growing energy demands.

Utilizing LNG for power generation not only ensures a stable power supply but also reduces greenhouse gas emissions by 50 percent, making it a more environmentally friendly op-

tion compared to other fossil fuels.

A Pulse Asia Survey commissioned by the Stratbase Institute revealed that 85 percent of Filipinos support increasing the use of renewable energy sources like solar, wind, and hydropower.

Driven by technological improvements, large-scale investments, and supportive policies, the long-term outlook of experts remains positive with continued decreases in costs.

EVERAL senators recently expressed disappointment over the failure of the Anti-Money Laundering Council (AMLC) to do its work in connection with the now-viral POGO hub in Bamban, Tarlac.

During the Senate investigation it was revealed the contractor that built the infamous POGO hub could not be found, there also being no trace of the P6.1 billion used to construct it.

For Senator Sherwin Gatchalian, the AMLC “totally failed to perform their mandate,” saying the POGO hub was being used for large-scale money laundering by a syndicate.

The senator said the AMLC’s monitoring was “very weak,” this despite several government measures aimed at removing the Philippines from the Financial Action Task Force (FATF) Grey List, a roster of countries recognized for their weak antimoney laundering measures.

Weak monitoring is only a symptom of a much bigger disease— weak institutions. Weak monitoring begets even weaker enforcement.

Our regulatory authorities seem weak compared to large multinational compa-

nies holding dominant market positions with the power to ignore government actions. Take Google and Apple for example. These two tech platforms continue to defy calls to block unregulated players from their mobile app stores. Several months ago, both the Securities and Exchange Commission and National Telecommunications Commission banned certain investment platforms for being unregistered in the country, aimed at protecting Filipino investors.

Both regulators issued warnings against popular platforms like Etoro, XM, and Gemini, with others being totally banned like OctaFX, MiTrade, and Binance. The biggest is Binance—a widely used cryptocurrency exchange in the country—which has pleaded guilty to antimoney laundering infractions in the US and its founder to serve jail time for this and other offenses.

IN THE tumultuous arena of global power, a high-stakes chess match unfolds in the IndoPacific.

On one side stands China, advancing its formidable “Blue Dragon” strategy, a geopolitical gambit aimed at asserting dominance over crucial maritime routes and expanding its sphere of influence.

On the other side is the United States, with its Indo-Pacific Strategy designed to counter Beijing’s ambitions, ensuring freedom of navigation and regional stability.

The outcome of this struggle could redefine the world order, influencing everything from global trade costs to military alliances.

As we delve into this geopolitical drama, it becomes evident why China’s strategy faces formidable hurdles, while the United States might find a more favorable path to success.

China’s Blue Dragon strategy is ambitious and multifaceted, seeking to establish control over the East China Sea, the South China Sea, and the Indian Ocean.

This involves a combination of militarizing artificial islands, asserting extensive territorial claims, and strategically positioning itself to influence key maritime routes.

The South China Sea, in particular, has become a flashpoint. With its man-made islands bristling with military hardware, China aims to project power and control vital shipping lanes.

However, China’s strategy is fraught with significant challenges.

First and foremost, the international community’s reaction has been one of increasing resistance.

The arbitrary “nine-dash line” claim, which covers almost 90 percent of the South China Sea, has been widely rejected.

In 2016, an international tribunal in The Hague ruled against China’s claims, although Beijing has dismissed the ruling.

This defiance of international law has not only strained China’s relations with its neighbors—such as Vietnam, the Philippines, and Malaysia—but has also galvanized a broader coalition of countries wary of China’s intentions.

Furthermore, China’s aggressive postur-

Both the NTC and SEC have requested a ban on these apps. Months later, they remain available to Filipinos.

None of these apps are registered with SEC, much less AMLC, hence the ban. If the AMLC cannot even monitor locally registered companies, what more unregistered foreign companies?

P6.1 billion will look like chump change compared to the billions of dollars that continue to be laundered through these unregulated platforms.

Apple and Google are manifestly indifferent to the national interest of the Philippines, where they enjoy a huge following. How can these companies hold so much power that they can choose to ignore the government?

Maybe it’s about time for our legislators to review whether the Philippine Competition Commission is carrying out its mandate.

We should look into Google and Apple’s anti-competitive practices, since this is the only logical explanation for them to act with such impunity and ignore our regulators because of their dominant market position.

South Korea has even gone as far as passing an Anti-Google law addressing this.

What is clearly needed to overcome this challenge is a whole-of-nation approach to solve our shady global reputation for being a money laundering hub.

Whether our legislators and regulators will take any action remains to be seen.

Such perceptions can undermine China’s soft power and erode trust among potential partners. In contrast, the United States, with its Indo-Pacific Strategy, is better positioned to succeed for several reasons. Firstly, the strategy is rooted in a broad coalition of like-minded democracies that share common values of freedom, rule of law, and open markets.

This coalition includes not only traditional allies like Japan and Australia but also increasingly important partners like India and Southeast Asian nations.

The diplomatic and military cooperation

This can improve local technology standards and greater economic integration with global markets. Reliable electricity ensures smooth business operations, reducing downtime and increasing output. The stability of power supply will bolster the country’s competitiveness and the confidence of potential foreign investors to choose the Philippines for as the next location of their enterprises. Despite these potential benefits, the LNG industry faces challenges, particularly regarding the volatility of global LNG prices. Addressing these challenges will need strategies to mitigate the impact of fluctuating LNG prices such as long-term supply contracts and diversifying LNG suppliers to ensure competitive pricing and supply stability.

The integration of LNG with existing fossil fueled and renewable energy sources offers a balanced approach to the country’s energy transition in alignment with the global aspiration towards zero carbon emissions. With continued government support and investments from the private sector, the Philip-

Countries were to break out into three working groups on Sunday looking at nuclear safety and security, humanitarian issues, and food security and freedom of navigation on the Black Sea. DeChambeau played down a hip issue that struck on a couple shots, soreness he blames on working to finish a new house.

“It was tougher to get through on a couple shots. It’s OK. I’ve had it for a long time now. It’s just something that popped up,” said DeChambeau.

“I’ve been playing a lot of good golf and working on my house, so I haven’t really had time to rest like I want.

Sinner tests new no. 1 ranking in Halle tourney

HALLE—Jannik Sinner will take his new world number one status for a test run next week at the Halle Open, with the Italian saying on Saturday he is ready to tackle what he admits will be a limited season on grass.

“They gave me a wild card into qualifying (in 2019) so I’m happy to come back here,” said the Italian.

“It can only help but build confidence for Wimbledon.”

Sinner arrived in Halle this week after a delayed municipal reception at his home village of San Candido in the German dialect-speaking Italian Alps.

IOC issues 1st list of Russians, Belarusians eligible for Olympics

LAUSANNE, Switzerland—A total of 14 Russian and 11 Belarusian athletes were included on Saturday by the International Olympic Committee (IOC) on an initial list of “Individual Neutral Athletes” (AINs) eligible to compete in the Paris Games.

The athletes had to qualify for the Games and pass a double check, first by their international sports federations and then by the IOC, to prove they did not actively support the war in Ukraine or have any links with their countries’ armies.

The athletes named on Saturday compete in four disciplines.

Sixteen are wrestlers. The IOC has also approved two weightlifters, three trampoline gymnasts and four road cyclists, including Aleksandr

Vlasov, who was fourth in the 2021 Giro d’Italia.

“Our cyclists passed the ‘test’,” Vyacheslav Ekimov, the President of the Russian Cycling Federation told Russia’s state-run TASS news agency.

“The IOC allowed us to the Olympics, although I did not expect a different development. As for Vlasov, despite all his past statements, I think he will participate in the Olympics. And with great pleasure,” Ekimov said.

The President of the Russian Trampolining Federation, Nikolai Makarov told TASS he was not entirely happy.

“The fact that the IOC has decided to admit Angela Bladtseva to the Olympics is very good news,” he said.

“But I don’t understand why another one of our contenders for the

only ticket - Yana Lebedeva - is not on the list. I hope that her name will be on the next list.”

Saturday’s IOC statement also listed taekwondo, but that section included no names.

“It is absolutely true - none of our taekwondists will perform at the Olympic Games in Paris,” Vadim Ivanov, Russia’s taekwondo head coach told the state-run RIA Novosti news agency.

Titles and rankings will be contested in each category.

Players earn points based on their performance in each tournament, with no limit on the number of events they can enter in a series. However,

only their best results will count towards the final rankings for the 72 spots in the JPGT Match Play Championships at The Country Club in Laguna in October.

For the Luzon Series, the best four results will count, while the best two results will matter for the Visayas and Mindanao Series. Players competing in multiple series will have their best three results considered.

The top four players in each category from the Luzon series will advance to the head-to-head national finals, along with the top two from each category in the Visayas and Mindanao series. Lauren Hoffman has gone below the Philippine national record, which Robyn Brown used to hold.

Hoffman, who is in strong contention for Olympic qualification to the 2024 Paris Games, took the bronze medal when she ran and finished with a time 56.10 seconds in the women’s 400-meter hurdles of the Edmonton Invitationals at the Foote Field in Alberta over the weekend.

This gave Hoffman her sixth medal in the event this year. She was ahead of Brown, who checked in at fifth place in 56.93 seconds.

Brown used to hold the national mark at 56.44 seconds, which was set at the 2022 Southeast Asian Games.

That national mark fell repeatedly after Hoffman submitted a 56.39-second performance during the Hurricane Collegiate Invitationals in Miami last March.

French sprinter Shana Grebo claimed the gold medal at 55.59 seconds, while US runner Milan Young took the silver in 56.03 seconds.

Hoffman has remained steady in the Olympic qualification rankings this week at no. 34, with the top 40 expected to make it to the Olympiad and the window for confirmed athletes ending on June 30.

The 25-year-old Hoffman has 1218 points, same as Puerto Rican Grace Claxton, who is ahead of her at no.33.

Brown is outside the qualification window at no.41.

Obiena getting comfortable with new set of poles

ERNEST John Obiena is getting focused on the things that he needs to do to get in shape for the 2024 Paris Olympics.

The 27-year-old Obiena is getting comfortable with his new set of poles, which he will finally be able to use in two more competitions before he plunges into action in the quadrennial meet.

“My fitness has been optimal. When I started the season, it was not the way I wanted it to. Now, I try to compartmentalize, and focus on the things that are important to me,” said Obiena in an interview with the Manila Standard.

Obiena began the season with four medals, which consisted of three golds and a bronze in the seven meets that he has joined. He did this before he received a new set of sticks ordered for him by the Philippine Athletics Track and Field Association and its president Terry Capistrano after Obiena broke his during competition and training.

After the Paris leg, Obiena heads to the Metz’ training camp organized by the Philippine Olympic Committee for the Philippine delegation.

Celtics aim to regroup after Mavs avoid NBA Finals sweep

LOS ANGELES—Poised for an NBA coronation in Dallas, the Boston Celtics instead suffered the most lopsided Finals loss in franchise history, but with a 3-1 series lead Jaylen Brown says there’s no need to panic.

“These are the moments that can make you or break you,” Brown said after the Mavericks demolished the Celtics 122-84 in game four of the best-ofseven championship series.

“We have to reassemble,” Brown said.

“We have to look at it and learn from it, and then we’ve got to embrace it and attack it.

TRB acquires NDC property in Pandacan

THE National Development Company (NDC) and the Toll Regulatory Board (TRB) signed a memorandum of agreement (MOA) and several deeds of absolute sale on the acquisition of an NDC property in Pandacan, Manila affected by the implementation of the Metro Manila Skyway Stage 3 Project.

Both parties signed the agreements on June 11, 2024 at the Philippine Innovation Hub in Makati City.

The MOA ensures a smooth and equitable process for the acquisition of properties impacted by the Skyway Stage 3 Project. Through transparent negotiations and mutual understanding, both parties said they reached a consensus that upholds the interests of all stakeholders involved.

“We are pleased to announce the successful signing of the memorandum of agreement between NDC and TRB. This agreement reflects our commitment to responsible urban development and community welfare,” said NDC general manager Antonilo Mauricio.

The foreign debt of the Philippines climbed by nearly $10 billion, or 8.3 percent, to reach $128.7 billion as of end-March from a year ago, the Bangko Sentral ng Pilipinas (BSP) said over the weekend. Maynilad eyes earlier IPO to finance P163-b capital spending

It said that on a quarter-on-quarter basis, the external debt rose 2.6 percent from $125.4 billion as of endDecember 2023.

The BSP said despite the uptick in the debt stock, the external debt ratio (EDT expressed as a percentage of gross domestic product) remained at prudent levels, recording at 29 percent from 28.7 percent in the last quarter of 2023.

It said that other key external debt indicators also remained at comfortable levels.

The gross international reserves (GIR) reached $104.1 billion as of end-March 2024 and represented 3.8 times cover for short-term (ST) debt based on the remaining maturity concept.

The debt service ratio (DSR), which relates principal and interest payments

(debt service burden) to exports of goods and receipts from services and primary income, improved to 8.9 percent from 13 percent in the same period last year on lower scheduled debt service payments in the first quarter of 2024.

“The DSR and the GIR cover for ST debt are measures of the adequacy of the country’s foreign exchange [FX] resources to meet maturing obligations,” the BSP said.

BSP said the rise in the debt level was due to resident entities’ net availments of $2.5 billion, largely by private sector banks which raised $2.1 billion funds from offshore creditors for general corporate expenditures, refinancing of borrowings and liquidity purposes.

THE Energy Regulatory Commission (ERC) said Sunday it denied motions from various parties seeking to reconsider Manila Electric Co.’s approved actual weighted average tariff (AWAT), which led to a P21.7-billion refund to consumers.

The ERC, in a 3-2 vote, issued an order on June 14, 2024, denying motions for reconsideration (MRs) filed in July 2022 by the National Association of Electricity Consumers for Reforms Inc. and Romeo Junia. It also denied a motion for partial reconsideration and clarificatory judgment

filed by former ERC Commissioner Alfredo Non Jr.

The motions sought to reconsider the June 2022 decision and dismissal of the case, arguing it was contrary to the aims of the ERC’s rules for setting distribution wheeling rates (RDWR) and the Electric Power Industry Reform Act (EPIRA).

The ERC found no merit in the contentions made in the motions, saying it exercised its general rate-setting authority and power to act on applications under EPIRA in approving Meralco’s AWAT application.

The case involved ERC case No. 2020-043 RC, where Meralco filed

an application for issuance for provisional authority for the confirmation of the true-up calculation of its AWAT vis-a-vis the ERC approved average rate implemented for the lapsed regulatory years. The ERC said that without any definite rate-setting rules to govern the subsequent regulatory period for all entry groups under the Performance Based Regulation (PBR), the lapsed regulatory years continue to expand for all private distribution utilities (PDUs), where no applicable rate was set, for about 7 years for the first entry group in which Meralco is included.

OCEANAGOLD Philippines Inc. (OGPI) is teaming up with Holcim Philippines Inc. to explore the feasibility of utilizing mine tailings in cement production.

OGPI president Joan Adaci-Cattiling said the mining firm looks forward to a potential breakthrough in sustainable mining practices in the Philippines.

She cited Holcim’s established “circular economy” program that incorporates waste materials into cement. She said the company is continuously in search of means to put the mine waste into good use and reduce its mine footprint. Holcim is set to acquire some tailing samples from OGPI’s facilities for testing to conduct initial assessments.

While the mining firm and the cement company commit to do their share for the study, they are yet to formalize their partnership.

“We’re just waiting for the permit. Right now, we’ve found a way to put plan tailings to good use,” she said. Cattiling said OGPI utilizes 30 percent of its tailings as backfilling within the mines. The practice not only supports mine infrastructure but also minimizes its environmental footprint. The company was the first mining firm to establish a paste-backfill plant. The plant produces the backfill used to fill voids created by blasting, reducing the volume of recovered tailings while increasing the company’s compliance to sustainability. is looking at an earlier launch for its initial public offering to secure funding for its five-year, P163-billion capital expenditures program.

“We are looking for opportunities to do the IPO earlier if market conditions improve,” said Maynilad chief finance officer Ricardo Delos Reyes, highlighting the company’s readiness for a major capital-raising activity.

The company should list at least 30 percent of its outstanding capital stock on the Philippine Stock Exchange by January 2027. Maynilad said it could not disclose yet how much it would raise from the IPO. “It will depend on the valuation of the market and the market conditions prevailing during the time of the IPO,” delos Reyes said.

Maynilad said its planned blue bond offering in July 2024 would allow it to gauge investor interest while raising funds for its huge sustainability expansion plan. Delos Reyes said the market acceptance for bond issuance is good at the moment, citing attractive interest rates.

“We’ve looked for a chance to involve more people to participate in building our water sector’s infrastructure,” he said.

The blue bond offering, a special investment category supporting sustainable projects, aims to raise P12 billion with an oversubscription option for another P3 billion. Maynilad would use the proceeds to water and wastewater infrastructure projects, including reducing nonrevenue water (NRW).

“This blue bond offering is one of the initiatives to finance our P163 billion capex program for the next five years,” Delos Reyes said.

Share prices seen moving sideways on bearish mood

SHARE prices are expected to move sideways this shortened trading week on bearish sentiment.

Financial markets are closed Monday to give way for the observance of Eid’l Adha.

Philstocks Financial Inc. research head Japhet Tantiangco said the market turned bearish amid the negative economic developments.

“The market’s 50-day exponential moving average has also gone below its 200-day counterpart forming a death cross which indicates the possibility of a downtrend moving forward. All in all, the market’s chart has shown bearish developments,” Tantiangco said.

He said that while the market’s recent decline could provide opportunities for bargain hunters, this could not lead to a rally.

He said investors were waiting for positive catalysts, primarily one which would hint of monetary policy easing soon in the Philippines.

“Hence next week, unless we see positive developments on the outlook of our interest rates, the local market may only move sideways with bargain hunting providing the upside force. Downside risks including the less dovish outlook of the Federal Reserve and the sustained weakness of the Peso may continue to weigh on market sentiment,” he said.

Chart wise, the market may still test the 6,400 level. However, if it fails to get back above the 6,400 upper level, the market’s new trading range moving forward is seen from 6,150 to 6,400, analysts said.

GLOBE Telecom said over the weekend it is expanding its network to over 500 geographically isolated and disadvantaged Areas (GIDAs).

The company invested P265 billion for capital spending and P236 billion in operational expenses over the past three years to boost its network capabilities.

SEC files criminal case vs. casino junket operator

said over the weekend it filed a criminal complaint against the group of casino junket operator Hector Aldwin Liao Pantollana for allegedly soliciting investments from the public without license.

It said it filed a complaint with the Department of Justice on May 31, 2024 against Philippine National ESports League, Horizon Players Club and Team Z for alleged violations of several provisions under the Securities Regulation Code (SRC), and Anti-Money Laundering Act, as amended (AMLA).

These firms, all headed by Pantollana, are not registered as corporations with the SEC and have no secondary license that would authorize them to conduct investment solicitation activities from the public, it said.

The corporate regulator, in its complaint, implicated the alleged leaders of the casino junket operations (CJO)—Zeus Liao Pantollana, Reymond Lacsamana Galang, Quarry Quieng and Erwin Bangalan.

Also implicated were those who participated in the investment-taking activities of the Pantollana group.

It said that based on the investigation conducted by SEC Enforcement and Investor Protection Department, the group allegedly engaged in soliciting investments from the public to finance their casino junket operation and casino financing activities.

NFA exceeds rice procurement target in first six months of 2024

The National Food Authority (NFA) said over the weekend it surpassed its revised palay (unmilled rice) procurement target in the first half of 2024 after procuring 3.37 million 50-kilogram bags.

Hydrogen blocks exploration gets investor interest

THE Department of Energy (DOE) said over the weekend Australian, European and North American companies have expressed interest in hydrogen blocks located in Zambales province.

DOE Undersecretary Alessandro Sales said the agency conducted roadshows to drum up interest in the country’s hydrogen and petroleum blocks which close on August 27.

“We were pleasantly surprised at the level of interest with our areas we are bidding out for hydrogen exploration. There were numerous companies from Australia, Europe and North America that have expressed their interest to participate in bidding for these hydrogen contracts,” Sales said.

“These hydrogen contracts are in fact novel in today’s world because apparently, it’s only the Philippines that has bid an area purposely for hydrogen exploration,” he said.

The DOE is offering two predetermined areas for native hydrogen exploration adjacent to the northern portion of the Zambales Ophiolite Complex and the western portion of Central Luzon were also offered.

PDA-PH-1 in the provinces of Zambales and Pangasinan covers an estimated 134,096 hectares while PDA-PH-2 spans 96,439 hectares.

Sales said Japan and China are moving forward with hydrogen but from a different point of view— manufacturing hydrogen.

“What we’re doing is enabling the other side of it, producing naturally occurring hydrogen,” Sales said.

The DOE opened the bid round for hydrogen exploration in February.

“We invite local and foreign investors to be our partners in achieving energy security and self-sufficiency in the region and the entire Philippines, “ Energy Secretary Raphael Lotilla said during the launch. Sales earlier said the DOE would select applicants who could demonstrate a good understanding of the possible resource potential of these areas and would carry out a work program to efficiently map and test its potential.

“We continue to scour the countryside for additional palay that we could buy to bolster the national buffer stock,” he said.

Despite the high purchases at increased prices, the NFA still has around P12 billion remaining from its total P17-billion budget allocated for rice procurement this year, including

funds carried over from the previous year. The funds ensure continued buying activity in the second half.

Cement manufacturers support DTI guidelines for Tatak Pinoy Law

THE Cement Manufacturers Association of the Philippines (CeMAP) expressed support for the Department of Trade and Industry’s (DTI) signing of the implementing rules and regulations (IRR) for Republic Act No. 11981 or the Tatak Pinoy Law.

“We are confident this will lead to bigger investments, more jobs in our communities, increased tax contributions to the government and the development of more sustainable products,” said CeMAP president Reinier Dizon in a statement.

President Ferdinand Marcos Jr. enacted the law in February 2024. The IRR was signed on May 22, 2024.

The Tatak Pinoy Law aims to boost innovation to make industries more competitive globally.

Dizon said the enactment of the law shows strong political will and genuine commitment towards Philippine economic progress through support for domestic industries and Filipino workers.

“There’s more than enough domestic capacity to meet the market’s needs. With a capacity close to 50 million tons, there’s

actually a significant surplus, ensuring stable and reliable cement supply for both government and private sector projects,” Dizon said.

Local integrated manufacturing companies include Eagle Cement Corp. and Northern Cement (San Miguel Group), Republic Cement & Building Materials, Holcim Philippines Inc., Cemex Holdings Philippines (Solid Cement & Apo Cement), Taiheiyo Cement Philippines, Goodfound Cement Corp. and Century Peak Cement.

Domestic capacity is expected to increase by 5 million tons, including 3 million from Taiheiyo and 2 million from the Cemex Rizal cement plant in 2024.

The raw materials for these companies are sourced locally and converted into finished goods within the Philippines.

Total cement imports reached nearly 7 million metric tons in 2023, despite the anti-dumping duty imposed on several Vietnamese manufacturers and traders.

MARINA installs new blockchain enabled system

THE Maritime Industry Authority (MARINA) said it is set to roll out a new online system to improve services for Filipino seafarers and other maritime clients.

Transportation Undersecretary for maritime Elmer Sarmiento said Friday MARINA’s blockchainenabled automatic certification system (BEST) allows real-time processing and updating of all applications online.

“It will allow MARINA clients to pay online, track and update their transactions, and offer notifications for certificate expiration,” Sarmiento said.

The system, according to the transport executive, will also enable the Philippine Coast Guard (PCG) to “check upon the authenticity of documents being presented to them.”

Sarmiento said the Department of Transportation (DOTr) is pushing for an online ticketing and advance booking system for passenger ships to eliminate queues most especially during long weekends and holidays.

“Because of the increasing volume of passengers since we started recovering from the pandemic, we have seen how the manual and on-the-day selling of trip tickets caused long queues and congestion in our ports, especially during the holiday season,” he said.

“With this, the DOTr and MARINA have been discussing making it mandatory for shipping lines to establish their own online ticketing system, like in the aviation sector,” Sarmiento said. He said the DOTr is pushing for digitalization as part of efforts to modernize the maritime industry.

giant Adidas has launched an investigation into alleged largescale bribery in China after senior employees were accused of embezzling millions of dollars, the Financial Times reported Sunday.

A letter, allegedly written by “employees of Adidas China”, accused several Chinese employees by name, the paper reported.

Those accused included one of the company’s executives involved with Adidas’ marketing budget in China, which it said stood at 250 million euros ($268 million) a year.

Another Adidas China manager is said to have received “millions in cash from suppliers, and physical items such as real estate”, according to the FT.

Adidas could not be reached immediately for comment.

The letter, which was posted this month on the Chinese social media platform Xiaohongshu, was no longer visible on the website on Sunday, but a purported copy, the authenticity of which AFP was unable to verify, was posted on several accounts.

Adidas had received a letter on June 7 alerting it to “potential compliance violations in China” and was “intensively investigating” the matter, the FT said.

Meanwhile, the SMC vigorously pursues flood control endeavors by desilting major waterways such as the Tullahan and Pasig rivers, spending at least P1 billion a year out of its own coffers for the purpose. The Tullahan project has been markedly successful even as the clearing operations on the Pasig River are still ongoing.

RSA has no plans yet to retire within the next five years, but looks forward to passing the baton to his eldest son John Paul.

Microsoft vows to expand high-speed internet access to 1m Filipinos

US software giant Microsoft Corp. has pledged to expand high-speed internet access to one million Filipinos.

The announcement was among the highlights of US President Joe Biden’s updates at the recent 2024 Group of Seven (G7) Summit in Fasano, Italy.

The annual meeting focused on the Partnership for Global Infrastructure and Investment (PGI), the G7’s flagship infrastructure program.

Microsoft and BlackRock were among the companies that announced

billions in investments supporting PGI priorities. Microsoft committed nearly $5 billion to digital infrastructure, cybersecurity, skills training and other capacity building initiatives in Kenya, Indonesia and Malaysia. The company also plans additional infrastructure investments and programs in Thailand and the Philippines.

Norway to provide $103m to Ukraine to secure electricity, repair infrastructure

OSLO—Norway said Sunday that it would provide 1.1 billion kroner ($103 million) to Ukraine to help repair its energy infrastructure and secure the country’s electricity supply before next winter.

“Russia is carrying out massive, systematic attacks to paralyse the power grid, but Ukrainians are working day and night to maintain essential electricity supplies for the population,” Prime Minister Jonas Gahr Store said in a statement.

DOT aims to position PH as premier cruise hub

THE Department of Tourism (DOT) is gearing up to boost cruise tourism in the Philippines under President Ferdinand “Bongbong” Marcos, Jr .’s leadership.

At the Expo Maritime Philippines Cruise Travel Tourism and Maritime Career Convention 2024, Tourism Secretary Christina Frasco shared details of the National Tourism Development Plan (NTDP) approved in 2023. Secretary Frasco highlighted that the NTDP aims to position the Philippines as a top tourism spot in Asia. A key focus is to enhance cruise tourism, which could bring more visitors and jobs to local communities. The plan includes improving ports, making it easier for cruise passengers to enter the country, and promoting our beautiful destinations.

She also highlighted efforts to diversify tourism offerings, resulting in increased cruise calls and passengers.

“In our effort to develop cruise tourism, we have sought to engage partners from all over the world, which has now resulted in 125 cruise calls in 2023, bringing an estimated 101,573 passengers. As of May 28, 2024, we have already had around 117 cruise calls, with an estimated 123,000 passengers,” said Frasco. Despite challenges like infrastructure and entry requirements, she also mentioned that the DOT is collaborating with relevant agencies to address them.

“This showcases the growing appeal as a premier cruise destination. But we do not wish to stop there. We are well aware that with our 7,641 islands in the Philippines, you will never run out of cruise destinations. That is why the effort is to collaborate with our destinations, our local government units, as well as our private cruise tourism stakeholders to expand as much as possible the number of destinations that our cruises can go to,” she continued.

Plans include constructing more cruise ports, expanding existing ones, and improving seaport conditions nationwide. The DOT also aims to liberalize visas for cruise tourism and collaborate with international stakeholders through memberships and participation in key events.

“We are committed to making the Philippines more cruise-friendly by articulating on behalf of the Department of Tourism the desire of the private cruise tourism stakeholders for the streamlining of government regulations to make it as easy and convenient as possible to come to the Philippines,” added Frasco.

Frasco also emphasized the DOT’s dedication to enhancing the Philippines’ appeal as a cruise-friendly destination, aligning to make the country a tourism powerhouse in Asia.

VISITING a Central Asian country that was once part of the Soviet Union is a unique opportunity, so when my friends mentioned their trip to Uzbekistan, I made sure to tag along.

Although Tashkent is the capital of the country, we chose to focus on Samarkand, a 2,750-year-old city known for its rich cultural heritage. Despite being the country’s third-largest city, it holds significant historical importance. Samarkand was conquered by Alexander the Great in 329 BC, destroyed by Genghis Khan in 1220 AD, and eventually rebuilt by Timur centuries later. One of the city’s major attractions is the Gur-e-Amir, the towering tomb of Timur. Samarkand is renowned for its ornate and colorful mosques and mausoleums.

Samarkand is right along the historical Silk Road, a 6400-kilometer trade route in the 2nd Century BC, which facilitated economic, cultural, political, and religious interactions between the East and the West. Simply put, the Silk Road was the ancient trade route that linked China to the Mediterranean countries. We couldn’t wait to learn more about this Uzbek city so, after checking into our hotel, we immediately engaged a tour operator to show us the city’s interesting attractions. What immediately caught my attention was how clean and well-designed the city’s roads are. I couldn’t see a single piece of litter along the way, and colorful flowering plants were always on both sides of the road, even those in the downtown area.

The city’s old section has historical buildings and monuments, shops, and old private houses, while the new section holds administrative buildings, cultural centers, and educational institutions. The hotel we’re staying at is in the new section, part of a vast tourism complex that includes the city’s 28000-squaremeter Congress Center which is fronting our hotel and the Hilton

Reliving history along China’s Silk Road

Samarkand Regency. The Gur-e-Amir was our tour’s first stop. It is an octahedral mausoleum, crowned by a blue dome, with its exterior walls made up of blue, light blue, and white tiles set up into a geometrical pattern against a terracotta background. Inside the main chamber is the tomb of Timur, easily identified because a solid block of dark green jade is placed over it. This piece of gemstone has great historical value because it was used as part of worship in an emperor’s palace and on the throne of a descendant of Genghis Khan

The next stop was right at the center of the city, the most important attraction in Samarkand. Registan Square banners the very best of Oriental architecture. Three grand buildings face the center of the square, and each one of them has its unique décor.

Taken from an Uzbek word, “Registan” means a sandy place, because in the olden days, this location was all covered with sand.

The square started with no buildings around it and was the venue for gathering residents to announce the new rules of Genghis Khan, for celebrations, and executions.

Many centuries later, two rulers at different times built the three madrassahs, Arabic for schools, that now dominate the area. The one at the center, Ulugh Beg, is named after a popular mathematician and astronomer.

The madrassah on the right is named Sher-Dor, meaning “with lions,” and has on its summit two large mosaics of lions, which were made to represent students, ready to attack two deer, which represent knowledge. A student has to exert effort to gain knowledge.

The building on the left is named Tilla-Kori, which means “gilded,” because the walls of this madrassah have an abundance of golden colors, beautifully framed by two strong minarets.
