Pass pro-people laws, PBBM urges Congress

PRESIDENT Marcos called on Congress to prioritize the passage of inclusive and people-focused legislation before the end of the year to drive national progress as Senate President Francis Escudero and Speaker Martin Romualdez held their first official leadership meeting yesterday.

(Meralco) would have to brace for higher rates by P0.6436 per kilowatt hour in their June bills due higher generation charges driven largely by higher charges at the electricity spot market. Meralco said the overall rate for a typical household would increase to P12.0575 per kWh from the previous month’s P11.4139 per kWh. Residential customers consuming 200 kWh will see an increase of around P129 in their total electricity bill. DMW confirms 3 OFWs killed in Kuwait fire

THE Department of Migrant Workers (DMW) confirms the deaths of three overseas Filipino workers (OFWs) in a fire at their building early Wednesday.

Migrant Workers Secretary Hans Leo Cacdac said the three, who died from smoke inhalation, were part of a group of 11 OFWs, all working for the same Kuwaiti construction company housed in the building that caught fire.

“For decades now, Negrenses have endured the rigors of sea travel, unnecessary expenses, bureaucratic red tape, [and] inefficiency, especially when there is a need to urgently access government services from regional centers on other islands,” Mr. Marcos said.

The chief executive also noted the glaring uneven growth and disparity of funding between the two provinces, which share many of same natural resources and industries such as sugar, tourism and renewable energy.

"At the heart of this new law, we have adopted a strategy that will instill and encourage long-term and consistent tax compliance by providing a twoyear amnesty on interests and penalties for taxpayers with unpaid real property tax," Marcos said. Recto welcomed the enactment of the RPVARA, which seeks to establish a just, equitable, and efficient real property valuation system in the Philippines, empowering local government units (LGUs) to be financially self-sufficient.

“Investors and landowners alike can expect one hundred percent transparency and accuracy in the valuation of their properties with this new law,” he added.

This reform in taxation will enable the professionalization of assessors, separating the technical aspect from the political aspect of taxation. It seeks to address problems associated with overregulation, overlapping policies, and questions on jurisdiction which often results in inconsistencies in valuation.

At least 20 government agencies are currently engaged in their respective valuation processes for various purposes.

By standardizing property evaluation, the RPVARA is now free to utilize the Philippine Valuation Standards (PVS) based on International Valuation Standards. This is a principle-based standard that promotes transparency and maintains a high level of trust in the practice of valuation.

It involves a comprehensive electronic Real Property Information System (RPIS) designed to function as a database of all real property transactions with the inclusion of the duty of the Registers of Deeds, Bureau of Internal Revenue (BIR), and notaries public, among others.

“The increase in the generation charge this month would have been higher, but Meralco took the initiative to cushion the impact of the higher pass-through costs to our customers with the help from some of our suppliers, which deferred the collection of portions of their generation costs,” Meralco senior vice president and head of regulatory management office Jose Ronald Valles said.

Meralco, along with Quezon Power (Philippines) Ltd., San Buenaventura Power Ltd. Co. (SBPL), and South Premiere Power Corporation (SPPC), deferred the collection of around P500 million in generation costs, pulling down this month’s generation charge by P0.1313 per kWh.

This will instead be billed on a staggered basis over the next three months, as approved by the Energy Regulatory Commission (ERC).

“We are still waiting for regulatory approval of our 400-MW interim power supply agreement (PSA) with Limay Power, Inc. which could significantly reduce our WESM exposure and generation costs,” Valles added.

Meralco's WESM charges were higher by P1.5203 per kWh due to tight supply conditions in May as average demand went up by more than 1,200 MW.

When sought for comment and update on Teves’ extradition case, the Department of Justice (DOJ) confirmed that he was indeed placed under house arrest, citing information provided by the Prosecutor General Office of Timor-Leste.

“The Prosecutor General’s Office of Timor-Leste has officially placed former House Representative Arnie Teves under house arrest,” the DOJ said, in a text message.

The justice department noted that the fugitive politician “will be under 24-hour security with only family members permitted to visit him.”

“The government will maintain close oversight of the situation to ensure that all procedures are both valid and appropriate,” the DOJ added.

The ERC also approved the implementation of a new feed-in tariff allowance (FIT-All) rate of P0.0838 per kWh starting June 2024, from the previous rate of P0.0364—or an increase of P0.0474 per kWh. Taxes and other charges also registered a P0.1046 per kWh net increase.

He was arrested in Dili, Timor Leste while playing golf based on the Interpol red notice issued against him in February.

DFA discloses additional visa requirement for Chinese tourists

THE Department of Foreign Affairs on Thursday released details on the additional requirement for Chinese citizens applying for a temporary visitor's visa.

The DFA stressed that Chinese nationals applying for a 9(a) Temporary Visitor’s Visa at Philippine Foreign Service Posts will be required to submit their Chinese Social Insurance Record Certificates.

The department explained that the certificates must be registered for at least six months at the time of the visa application.

Those exempted from the visa requirement are Chinese citizens who are currently enrolled in primary, secondary, or college education—who will be required to submit proof of enrollment—and retirees over 55 years old.

The DFA also said that other exceptions will be considered on a case-bycase basis.

“The additional visa requirement is part of the DFA’s continuing efforts to enhance its visa policies and regulations for the safe and efficient entry of foreign visitors,” the department said, in a statement.

Last month, the DFA said the Philippines would tighten its visa requirements for Chinese tourists amid many fraudulent applications received in its embassy and consulates in China.

The DFA said it would require a visa applicant to submit a social insurance certificate as proof of identity.

Other requirements are proof of financial capability, such as bank statements, a notarized letter of support from a host in the Philippines if applying for an individual visa, and hotel and airfare bookings. A personal interview is required for individual applicants.

Foreign Affairs Undersecretary Jesus Domingo had explained that the stricter visa requirements intend to "weed out" the "illegitimate and unsavory" tourists from the legitimate ones.

PH, India reps meet to beef up nat’l security, defense ties

THE Philippines and India reaffirmed their commitment to strengthen defense and military cooperation during a meeting.

Major General Samarth Nagar, Head of Delegation of the National Defense College (NDC) of India recently went on a courtesy call to Assistant Secretary for Strategic Assessments and International Affairs, Marita I. Yoro, CESO III, at the Department of National Defense (DND) on June 4.

Yoro conveyed the DND’s readiness to host the delegation for the 5th Philippines-India Joint Defense Cooperation Committee IDCC and 3rd Service-to-Service (STS) Meetings this year, which serve as the primary defense dialogue mechanisms between both countries.

Nagar said the intent of NDC India to sustain robust engagements with the National Defense College of the Philippines (NDCP) and invited the military and civilian personnel of the College, the Armed Forces of the Philippines (AFP), and the DND to take courses in the NDC India.

Both sides expressed interest to boost cooperation on maritime security, counter-terrorism, cyber security, humanitarian assistance and disaster relief (HADR), and peacekeeping operations.

They also exchanged views and perspective on various regional security issues, including the West Philippine Sea (WPS), India’s challenges on its territorial borders, and security of supply chains in the Indo-Pacific region, among others.

Yoro expressed appreciation for India’s continued support for a rulesbased international order. Nagar invited the Philippine side to visit the NDC India as an opportunity to further discuss common defense and security challenges.

THE Commission on Elections (Comelec) has exceeded its 3.5 million target number of new voter registrants for the 2025 national and local elections (NLE). Based on the Comelec’s latest data, around 3, 642,176 registered to become voters as of Thursday, more than three months since the start of the voter registration in February.

“The seven-month voter registration period in time for the 2025 national and local elections. We have already exceeded the expectations we set out back in 2023,” Comelec chair George Garcia said. Of the number, Calabarzon topped the number of applicants with 632,493 followed by the National Capital Region with 510,590; Central Luzon with 422,092; and Central Visayas with 248,193.

Other regions with a high number of applicants are Davao Region with 248,193; Western Visayas, 213,030; Northern Mindanao, 180,018; Bicol Region, 165,056; Soccsksargen, 157,524; Zamboanga Peninsula, 118,972; Ilocos Region, 142,002; Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), 146,598, and Eastern Visayas, 128,291.

The ongoing nationwide voter registration will end on September 30.

Senators back ban on illegal POGOs

SENATE leaders have supported the stand of Department of National Defense (DND) Secretary Gilberto Teodoro to stop illegal Philippine Offshore Gaming Operators (POGO) from doing business in the country.

Teodoro also earlier said POGOs’ illegal operations in the country have become a national security concern.

Senate President Francis Escudero said he agrees with Teodoro who seems to be referring to illegal POGO operations that ‘do not operate as intended.’ Escudero also that all illegal POGOs should be closed whether they are close to military bases and their perpetrators arrested.

“If, on the other hand, he is also referring to legal POGOs, then I suggest that he discuss this matter of ‘national concern’ with PAGCOR (Philippine Amusement and Gaming Corporation) as it may involve national security,” Escudero said.

Senate President Pro Tempore Jinggoy Estrada said that aside from security concerns raised on POGO operations near military bases, there are

reports of some 250 others operating without licenses. He said this should prompt concerned authorities to conduct a crackdown.

The senator also said PAGCOR should immediately order the closure of illegal or unlicensed POGOs if they have enough information about their illegal operations.

He said the visas of workers of unlicensed POGOs should be canceled and deportation proceedings started immediately.

Senator Loren Legarda also said law enforcement authorities must take drastic action to prevent further criminal elements from using POGOs as fronts and shut them down now.

THE Bureau of Customs (BOC) has destroyed more than P595-million worth of smuggled cigarettes in a Customs-rented warehouse in Brgy. Baliwasan, Zamboanga City.

BOC acting district collector Arthur Sevilla Jr. said 8,816 cases and 1,014 reams of smuggled cigarettes were seized in operations in various areas of the Zamboanga Peninsula, Basilan, Sulu, and Tawi-Tawi from November 2023 to April 2024.

The cigarettes were manually shredded with a cutter, drenched in water, and repeatedly crushed by a payloader in the presence of partner agencies. These will be disposed of in a sanitary landfill in Brgy. Salaan, Zamboanga City.

The Professional Regulation Commission also recognized RTR as one of the top-performing schools during the PT licensure examinations, with 28 of its 29 students passing the board exams, garnering a batting average of a whopping 96.55 percent. PHILIPPINE National Police chief Gen. Rommel Francisco Marbil on Thursday said cops involved in illegal activities will not be allowed to return to the service.

In an interview, Marbil said he is not content with mere suspension or demotion for erring officers.

“We make sure that police involved [in illegal activities] can no longer return to the service and are instead incarcerated. That is what we want,” Marbil said.

Recent incidents involved a police colonel who was arrested for car theft in Parañaque City, and four police officers arrested for the abduction of four foreigners in Pasay City.

“We put accountability on the commanders. If police officers are found to be involved in illegal activities, their commanders will also be held responsible, just

like what we did in the SAF,” Marbil said. Marbil was referring to the case of two SAF commandos from Mindanao who were arrested in the Ayala-Alabang Village on May 18. Aside from the two, seven other officers, including their battalion commander, company commander, and platoon leader, are facing administrative cases and have been placed under restrictive custody. National Capital Region Police Office (NCRPO) Director Maj. Gen. Jose Melencio Nartatez Jr., for his part, said there is a need to focus on the reward and punishment as part of efforts to professionalize the organization.

Fonts matter

AS LAW students, our professors told us to be concise and direct in arguing our pleadings.

We were also reminded that allegations must be constructed logically and clearly, making it easier for justices and judges to read our pleadings.

I recall that as a young associate in the law firm of Romulo, Mabanta, Buenaventura, Sayoc and de los Angeles, our then Litigation Head and former Dean of the Ateneo School of Law, Eduardo de los Angeles, advised us to use short and easily understood sentences.

We were also taught to avoid legalese in our pleadings because what is already clear may easily become ambiguous.

When I started my law practice in the early 1990s, we were expected to be able to efficiently use the computer.

In fact, the most common computer program then was Word Perfect and fonts were not as integral a part of getting a message across as they are today.

Transitioning from typewriters to computers offered an immediate advantage, rendering correction fluid almost obsolete.

More importantly, documents or pleadings need not be retyped but only required quick correction before reprinting.

Recently, a former student, Anna Manalaysay, now a Partner in the London firm of Foran and Glennon sent me a Decision by the United States Court of Appeals for the Seventh Circuit for the case of Asyma Design, LLC v. CBL & Associates Management, Inc.

The appeal was dismissed because it was not signed by a lawyer and no reply brief was filed by Asyma (No. 23-2495).

Interestingly, the Decision “urge[d] all lawyers to read and follow this circuit’s Practitioner’s Handbook for Appeals (2020 ed.).”

This is “more important for the sore eyes of judges who must read copious legal materials, the Handbook… contains some important advice about typography.”

“Of the many typographic suggestions in the Handbook, the one most important to readers is that lawyers choose typefaces (often called fonts) suited for use in books and other longform presentations.”

“Both the Supreme Court and the Solicitor General use Century.”

“Professional typographers set books in New Baskerville, Book Antiqua,

Calisto, Century, Century Schoolbook, Bookman Old Style, and many other proportionally spaced serif faces. Any face with the word ‘book’ in its name is likely to be good for legal work.”

“Baskerville, Bembo, Caslon, Deepdene, Galliard, Jenson, Minion, Palatino, Pontifex, Stone Serif, Trump Mediaeval, and Utopia are among other faces designed for use in books and thus suitable for brief length presentations. Use the most legible face available to you.”

“Experiment with several, then choose the one you find easiest to read.

Typ[ing] with a larger ‘x-height’ (that is, in which the letter x is taller in relation to a capital letter) tends to be more legible.

“Matthew Butterick, a type designer turned appellate lawyer, offers advice similar to that in our Handbook.”

“He provides a different (though overlapping) list of typefaces good for use in legal briefs.”

“Judges are long-term consumers of lengthy texts. To present an argument to such people, counsel must make the words easy to read and remember.

“The fonts recommended in our Handbook and Typography for Lawyers promote the goals of reading, understanding, and remembering.”

Not only should lawyers write with clarity and unity of ideas but also legibly.

Rather than the digital age ushering an era of “post-legibility,” word processing applications only further underscore that not all fonts are created equal.

For computer users, legibility is synonymous with selecting the appropriate typeface for the materials the weary eyes of our justices and judges consume daily.

Handwriting and longhand may soon be things of the past, but fonts still matter.

WHAT is really going on here?

We’re talking about the still ongoing raid on the Philippine Offshore Gaming Operator (POGO) named Lucky South 99 Outsourcing Corporation in Porac, Pampanga.

On June 4, 2024, combined forces of the Philippine National Police, its Special Action Force, and the Philippine AntiOrganized Crime Commission raided the compound of Lucky South 99 on the strength of a search warrant.

Based on news reports, the search warrant was issued by a Judge Maria Belinda Rama of the Malolos Regional Trial Court Branch 14.

But this search warrant was later on withdrawn by the same court for being tainted with irregularity, including the lack of specific items to be searched.

The search warrant had been served, however, with no one allowed outside the premises or back inside as of June 4, 2024.

The premises were already under the control of the combined PNP-SAFPAOCC as of that date. Foreign nationals, allegedly conducting illegal activities, were already placed under arrest.

If the search warrant has been withdrawn by the court, what happens to the items seized during the raid?

As pointed out by keen observers, any and all items seized due to what appears to be an illegal search are inadmissible as evidence and cannot be used in any proceeding for whatever purpose.

Article III, Section 2 of the 1987 Constitution says: “The right of the people to be secure in their persons, houses, papers and effects against unreasonable searches and seizures of whatever nature and for any purpose shall be inviolable, and no search warrant or warrant of ar-

rest shall be issued except upon probable cause to be determined personally by the judge after examination under oath or affirmation of the complainant and the witnesses he may produce, and particularly describing the place to be searched and the persons or things to be seized.”

After the first search warrant was voided, the PAOCC proceeded to apply for another search warrant, this time in San Fernando, Pampanga.

The new search warrant was implemented on June 7, 2024.

But the POGO complex was under PAOCC occupation for three days already.

What happened in between those dates?

The question has been raised: Will a second search warrant, assuming it is valid, supersede a voided first search warrant?

Hence, numerous incidents of intimidation and harassment of our fisherfolk and Coast Guard by the Chinese Coast Guard and Chinese maritime militia in recent years have convinced many Filipinos China intends to continue its gunboat diplomacy in the West Philippine Sea.

Two, Chinese-owned Philippine Offshore Gaming Operators or POGOs are turning out to be havens of various types of online scams and outright criminal activities, including kidnap-for-ransom,

murder and torture.

Yet, rather than addressing these legitimate concerns, Casio chooses to imply judicial corruption, thereby sidestepping any admission of the PAOCC’s own shortcomings.

Moreover, Casio’s insinuations about an information leak within the PAOCC or the court system further illustrate his strategy of deflecting blame.

By vaguely hinting at “penetration” of government levels by corrupt elements, he avoids a thorough investigation into the PAOCC’s internal controls and safeguards against such leaks.

This evasion prevents any meaningful accountability and reform within his own organization, perpetuating a cycle of incompetence and negligence.

We may have robust trade and investment ties with the Chinese, but obviously the tension in the West Philippine Sea caused by their intimidation and bullying of our Coast Guard and fisherfolk will severely impact on over-all bilateral ties and make more Filipinos distrustful of our neighbor.

How Casio shields the guilty in PAOCC’s latest scandal

For instance, in the United States, landlords have been prosecuted for failing to prevent or report criminal activities on their premises.

The potential for negligence on the part of Cruz is immense, ranging from turning a blind eye to dubious activities, failing to perform due diligence on tenants, or even actively colluding with

This starts with thorough investigations into all parties involved, including landowners like Roberto Cruz, to uncover any negligence or complicity in illegal activities.

It is imperative for the Philippine government to reform its systems of accountability.

The negatives can wait and for sure coach Tom Saintfiet would be in the best position to address them. That’s why he is the coach and I’m just a fan.

The arrival of Zico Bailey, Alex Monis, Dylan Demunyck, Scott Woods and Adrian Ugelvik – playing with Santi Rublico, Jesper Nyholm, Michael Baldissimo –brought a fresh air to the team and hope to fans. We have a great team for the future. While we marvel at the flashes of brilliance of the youth brigade and their potential, it was the group of elder statesmen of the team who made the biggest impact against Vietnam. Patrick Reichelt defied Father Time to score the opening goal for the Philippines. His postgoal celebration was perfect. Kevin Ingreso did his share, too, in the dying minutes of regulation, tying the game 2-2 against a shocked Vietnamese side.

THE Pampanga Giant Lanterns overpowered the Davao Occidental Tigers, 81-47, on Wednesday to stretch their hot streak in the MPBL (Maharlika Pilipinas Basketball League) Sixth Season at the Bren Z. Guiao Convention Center in San Fernando, Pampanga.

Showing why they’re the defending MPBL champion, the Giant Lanterns hel d the Tigers, the MPBL Lakan Season titlist, to just 17 points in the first half and led by as far as 79-41 in posting their 11th straight win after an initial loss in the round-robin elimination phase of the 29-team tournament.

Pampanga overtook San Juan (91) at the third spot, trailing Nueva Ecija and Quezon Province, both with 10-0 cards.

Lervin Flores, a former Gilas Pilipinas 3x3 member, delivered the most for Pampanga with 15 points and 19 rebounds, followed by reigning MPBL Justine Baltazar with 14 points, 10 rebounds, 4 assists and 2 blocks.

Other Giant Lanterns who shone were Encho Serrano with 11 points, 3 rebounds and 2 assists, Archie Concepcion with 10 points and 3 rebounds and Kurt Reyson with 8 points, 8 rebounds, 5 assists and 2 steals. With the 6-foot-5 Flores and the 6-8 Baltazar crashing the boards, the Giant Lanterns grabbed 63 rebounds against the Tigers’ 30, which they translated to a 48-22 edge in points inside the paint as well as a 24-5 advantage in secondchance points.

Earlier, Iloilo clamped down on South Cotabato in the third quarter then rev up its offense in the fourth to tally an 89-83 victory and rise to 5-7. On the positive side, the team has a promising core, and the PFF has the time to add more. We had several chances against Indonesia and even more against Vietnam, but Señor Reichelt can only do so much and the much hyped local player that we have tends to disappear during crucial international matches. The coaching staff also needs to address our midfield and backline. We can’t expect the youth brigade to instantly jell with a few practice sessions before big games.

But again on the more positive vibe, there are three FIFA windows before the Mitsubishi Electric Cup and I heard that friend-

More importantly, give him time to score his first victory as the national coach of a very different national team.

Beermen, Bolts aim for key 3rd win in finals

THE Meralco Bolts will need a lot of effort to hurdle the San Miguel Beermen in Game 5 of the 48th Philippine Basketball Association (PBA) Philippine Cup finals today at the Araneta Coliseum.

The Beermen showed the depth of their bench in Game 4, when they got back at the Bolts, 111-101, to tie their best-of-seven championship series at 2-all.

“If we need to do something, to take on their scorers, it’s going to take a lot of effort from us. They have so much weapons. We need to get better, not only from one, but from five guys,” said Bolts’ coach Luigi Trillo.

The Beermen drew big points from June Mar Fajardo, who played inspired, after he was hailed as the PBA – NUSTAR RESORT CEBU Best Player of the Conference.

The 6’10”Fajardo, who earned his 10th Best Player of the Conference trophy just before the game, came out with a seasonhigh 28 points, while collaring 13 rebounds to also log his 13th straight double-double.

Bed-ridden boxer needs help for his medical treatment

THE family and close friends of boxer Junjesie “Tornado” Ibgos are seeking donations to help fund his medication for a rare autoimmune disease that has derailed his boxing activities.

The 29-year-old Ibgos, who hails from Aurora, Zamboanga del Sur, and is battling neuromyelitis optica (NMO), an autoimmune disease of the central nervous system that affects the optic nerves and spinal cord.

According to his friend, Edmond Lapitan Dellosa, Ibgos may be bedridden for life.

Dellosa shared a heartfelt plea on social media, accompanied by photos of Ibgos lying in a hospital bed, saying, “We are once again appealing to your hearts to help our brother in the boxing industry.”

“He can no longer walk and is bedridden. We hope we can help him,” added Dellosa, who is a licensed match-

maker with the Games and Amusement Board.

Ibgos last entered the ring on October 23, 2022, where he suffered a first-round technical knockout loss to Weljon Mindoro in a non-title, eight-round middleweight bout at the Elorde Sports Complex in Parañaque City.

Throughout his career, Ibgos fought in 20 professional bouts, securing 13 wins, 11 of them by knockout. He suffered seven losses, five of which were by stoppage. Due to mounting hospital expenses, Ibgos has been brought home as his family can no longer afford his medical bills.

The tollway company started its annual pavement repair program which targets to cover a 63,195.80 square-meter section of NLEX and 39,201.14 sq. m. section of SCTEX. Some portions will undergo asphalt resurfacing, whereas areas with minor damage will go through patching works.

Nine NLEX bridges and overpasses were also repaired to maintain their reliability. THE Department of Transportation (DOTr) on Thursday broke ground for the construction of a P16.9-billion depot in Calamba City, Laguna for the North-South Commuter Railway (NSCR) System.

Transportation Secretary Jaime Bautista said the ground-breaking for the NSCR Banlic Depot signals the rapid progress of the project a year after its land development and other preparatory works were threshed out in 2023.

“We mark the significant progress since June last year in land development and other preparatory works such as geotechnical investigation, fencing, clearing, erecting temporary project site offices and access roads,” Bautista said.

First Gen awards LNG contract to Tokyo Gas

FIRST Gen Corp. of the Lopez Group said Thursday it awarded a contract to TG Global Trading Co. (Tokyo Gas) for the supply of one liquefied natural gas (LNG) cargo of 125,000 cubic meters to be delivered next month to its wholly owned subsidiary First Gen Singapore Pte. Ltd.

FGEN said it awarded the contract to Tokyo Gas following a successful international tender. The LNG cargo will be delivered by an LNG carrier which will be unloaded into the storage tanks of the BW Batangas floating storage and regasification unit (FSRU) berthed at the First Gen Clean Energy Complex (FGCEC) in Batangas City.

The LNG will be utilized by FGEN’s existing gas-fired power plants which are also located in the FGCEC.

FGEN has a portfolio of four gasfired power plants with a combined capacity of 2,017 megawatts that have been supplied for many years with gas from the Malampaya field, an indigenous offshore gas field.

This will be the fifth LNG delivery of FGEN. Other previous suppliers are CNOOC Gas and Power Trading & Marketing Ltd., Shell Eastern LNG, Trafigura, TotalEnergies Gas and Power Asia Private Ltd. FGEN LNG constructed its interim offshore LNG terminal and executed a five-year time charter party for the charter of the BW Batangas, which will provide LNG storage and regasification services. FGEN teamed up with Tokyo Gas for the IOT terminal, with FGEN LNG Holdings owning 80-percent shareholding and Tokyo Gas having 20 percent, once finalized. FGEN officials earlier said they were looking at expanding their LNG partnership to include gas procurement and the possibility of building new terminals.

THE Department of Trade and Industry (DTI) and the Philippine Exporters Confederation Inc. (PhilExport) signed a memorandum of understanding (MOU) to strengthen the country’s export sector and integrate it further into global value chains.

The strategic partnership leverages the Philippines’ free trade agreements (FTAs) including the Regional Comprehensive Economic Partnership (RCEP) to unlock new opportunities for Filipino exporters.

A key aspect of the MOU is the launch of a comprehensive trade education and advocacy campaign to equip exporters with the knowledge and tools they need to navigate FTAs and capitalize on the benefits they offer.

Conversion of Kalangitan landfill seen to open 30,000 jobs

STATE-RUN Bases Conversion and Development Authority (BCDA) said 30,000 await Tarlac residents with its plan to transform the Kalangitan Landfill into a more productive and impactful venture.

BCDA president and chief executive Joshua Bingcang said the agency gathered support from local government units in Tarlac to revitalize the area occupied by the landfill.

Secretary Ralph Recto has welcomed the enactment of the Real Property Valuation and Assessment Reform Act, which was signed into law as Republic Act No. (RA) 12001 by President Ferdinand Marcos, Jr. on June 13, 2024 to establish a just, equitable and efficient real property valuation system in the Philippines.

“With this milestone DOF priority bill, we are finally fixing the long outdated system for property valuation in the country and putting an end to inconsistent and unjust costs that hinder our local governments from delivering fast and reliable public service,” Recto said.

“We can expect our LGUs to be adequately funded and more equipped to attend to the needs of their constituents. Investors and landowners alike can expect one hundred percent transparency and accuracy in the valuation of their properties with this new law,” he said.

RA 12001 will establish a single system of valuation for real properties that is aligned with international standards to be used for local and national taxation, among other purposes. The reform also professionalizes the assessors and separates the technical aspect of the valuation process from the political aspect of taxation, addressing overregulation, overlapping policies and jurisdiction resulting in inconsistency in valuations.

THE Energy Regulatory Commission (ERC) on Thursday approved the staggered payment of Wholesale Electricity Spot Market (WESM) purchases by distribution utilities (DUs) for four months starting in June.

The ERC said it is set to issue an order to the Independent Electricity Market Operator of the Philippines (IEMOP), operator of the WESM, and the DUs to immediately implement the payment scheme.

It said it would also direct the IEMOP not to impose penalties on DUs as a result of the arrangement.

“By proactively monitoring generation costs of all power utilities, the

ERC aims, through this measure, to mitigate the impact of the high generation rates particularly for consumers of DUs with high WESM exposure amidst the recent heat waves in Luzon, Visayas and Mindanao and a series of red and yellow alerts in the Luzon and Visayas Grids,” the ERC said.

It said that under the Article 32 of the Magna Carta for Residential Electricity Consumers (MCREC), DUs could offer alternative payment options to consumers under terms mutually acceptable to both parties.

“Consumers, who have the right to be informed of these options and other matters affecting their electric service, should contact their respective DUs for information on the avail-

able alternative payment options or to request for special payment terms to settle their unpaid bills,” the regulator said. The ERC issued the statement after Manila Electric Co. announced an increase in the June rates by P0.6436 per kilowatt-hour, driven largely by the higher WESM charges.

Meralco WESM charges went up by P1.5203 per kWh due to tight supply conditions in May. Meralco sourced 33 percent of its power supply requirements from the WESM last month.

TRB prepares guidelines on barrier-free expressway

THE Toll Regulatory Board (TRB) is drafting guidelines to ensure a smooth transition and effective implementation of the barrier-free expressway system across the Philippines.

“The succeeding phases wherein all the exit barriers will be removed is initially scheduled in 2025 to 2026,” he said.

Carullo said the benefit of having a barrier-less toll road is that there will be no more stopping at toll gates, thereby improving the flow of traffic, eliminating choke points and bottlenecks and increasing the throughput of tollways.

International Flight Attendant Day 2024 by providing relaxation, wellness, and entertainment for over 800 cabin crew who were on-duty, on reserve, and on training.

To recover its investment, Carullo said the operators can implement a toll increase of an extension of the concession period.

Carullo said the agency already completed the third proof of concept testing for the country’s electronic toll collection (ETC) interoperability.

“Unfortunately some technical issues are within the system of the MPTC [Metro Pacific Tollways Corp.] Group, so they are asking for the postponement of the implementation from July to October,” he said.

“Right now the TRB Secretariat is reviewing the reason for the request,” he said.

The toll collection interoperability project was launched in 2017 with the signing of a memorandum of agreement (MOA) between the Department of Transportation, Department of Public Works and Highways (DPWH), Land Transportation Office, TRB, San Miguel Group, Metro Pacific Group and the Ayala Group. The agreement states that the toll road companies are required to make adjustments in their systems to enable interoperability and an integrated toll collection.

Carullo said the average penetration rate of ETC transactions across all tollways is at 90 percent.

He said the Toll Collection System Interoperability Project is designed to provide motorists the ease and convenience of maintaining only one RFID sticker and one account/wallet. San Miguel Corp., which operates Skyway, South Luzon Expressway, STAR Tollway and NAIAx, uses AutoSweep RFID tag, while Metro Pacific Tollways Corp., which operates Manila Cavite Expressway, C5 Link Expressway and Cavite Laguna Expressway, uses EasyTrip RFID tag for electronic toll collection.

Sue Ramirez makes musical theater debut in ‘Little Shop of Horrors’

MOVIE and television actress Sue Ramirez is venturing into musical theater for the first time in Sandbox Collective’s production of Little Shop of Horrors. In the production, she portrays the unlucky-in-love heroine, Audrey, sharing the role with Karylle Tatlonghari

Speaking to Manila Standard Entertainment, the 27-year-old actress said she had to make major adjustments and unlearn a few things because theater is an entirely different world.

“I had to unlearn everything because it’s a totally different world out here. What I like about doing theater is they encourage you to make mistakes, unlike in TV, where it’s fast-paced. In TV projects, you can prove you’re a good actor when you can do only one take,” she explained.

“In theater, on the other hand, when you make mistakes, a lot of people will help you out. They will give you tips on how you can improve your performance. The rehearsals have been really fun; we’ve all been making mistakes,” Sue continued.

Talking about her co-actors in the musical, she said, “They all inspire me. They’ve been so helpful. A lot of people still don’t know that I can sing, but I’m constantly improving with the help of our director and vocal coach.”

The Sandbox Collective is staging Little Shop of Horrors at the Globe Auditorium, Maybank Performing Arts Theater. Opening this July as part of their 10th anniversary season, the production guarantees an unforgettable theatrical experience like never before.

Based on the 1960 film by Roger Corman, Little Shop of Horrors tells the tale of Seymour Krelborn, a down-onhis-luck floral assistant who discovers a mysterious plant with an insatiable appetite for human blood. As the plant, named Audrey II, grows and gains fame, Seymour finds himself tangled in a web

of fame, love, and moral dilemmas. With a blend of humor, horror, and heart, the musical has captivated audiences worldwide since its debut Off-OffBroadway in 1982.

At the heart of the production is the music of legendary composer Alan Menken and the lyrics of Howard Ashman. Together, they have created compositions that have earned numerous accolades, including several Academy Awards and Grammy Awards. FOR BTS ARMY members, as the K-pop phenomenon’s fan base is known, the timing of Jin’s discharge from South Korean military service couldn’t have been more fortuitous. Just 24 hours after the oldest member of the world’s biggest boyband was discharged from duty, the South Korean capital was overtaken by BTS fans, with tens of thousands of people lining up Thursday to join the group’s annual party.

Organized by HYBE, the band’s agency, the BTS FESTA last year saw 400,000 fans attend.

This year’s event, held at a sprawling sports complex in southern Seoul, is expected to exceed the record, with Jin giving out free hugs at a nearby location to a select group of 1,000 lucky raffle winners in a “huggathon”.

Four centuries later, Freemasonry continues to inspire Filipino men

FREEMASONRY, originating in England in 1717 as an intellectual movement and spreading across Europe driven by nationalism, established itself in the Philippines during the 1800s. Over time, it evolved into a civic movement promoting fraternity and philanthropy.

Martin Ozaeta, previously in the poultry business, first encountered Freemasonry through his friend, Kuyang Placi. Initially sparked by curiosity, Martin immersed himself deeper into the brotherhood, embracing its principles of self-improvement and moral teachings.

Reflecting on his journey, Martin expressed surprise at how his initial curiosity led to such a profound personal transformation. For him, becoming a Freemason was less about status and more about personal growth, learning from accomplished members of the brotherhood.

“I didn’t expect that my initial curiosity would lead me to embrace such a profound journey. It wasn’t about pride or status; it was about personal growth and learning from the accomplished members of the brotherhood,” he explained.

Martin’s journey officially began with an orientation in February 2008 and culminated when he attained the rank of Master Mason on June 5, 2010. As he spent more time in the lodge, Martin found inspiration in the modest achievements of professionals around him, who had excelled in their lives.

For Martin, joining Freemasonry wasn’t mere happenstance; it felt like destiny guiding him toward an organization that valued self-improvement, unity, and service to others. His wife, Emmar, and son, Maro, supported his journey, participating in special projects and embracing the organization’s values.

“Joining Freemasonry wasn’t a coincidence; it felt like destiny guiding me toward an organization that values selfimprovement, unity, and service to others. It has made me a better man, husband, father, and member of the community,” Martin stated.

Through Freemasonry, Martin underwent a transformative journey toward becoming a better man, guided by principles that resonated deeply with his beliefs and aspirations.

He continued to embrace Freemasonry for its role in ongoing selfimprovement, underpinned by the motto “Good men made better.”

“Through Freemasonry, I’ve also learned more about myself, grown from diverse experiences, and enhanced my values for ongoing personal development and service to others,” he concluded.

IN SPORTS, the scoreboard doesn’t always reflect the true measure of victory. Winning isn’t just about collecting trophies or earning titles, it’s about embracing challenges, learning from setbacks, and transforming missed opportunities into stepping stones toward growth.

That’s exactly what Filipina athlete Maxine Esteban exemplifies. Her journey to the Paris Olympics proves the power of resilience and standing up when you fall. An Olympic fencing athlete, Maxine’s path has been anything but linear.

Her foray into fencing began at the age of 12, inspired by Lindsay Lohan’s character in the 1998 film The Parent Trap. Fascinated by the sport’s elegant-looking and striking fencing outfit, Maxine transitioned from figure skating—a sport she had to abandon due to the closure of the most accessible skating rink at a local mall. This early disruption in her athletic pursuits set a precedent for how Maxine would handle future challenges –with adaptability and determination.

Before fencing, Maxine dabbled in other sports, but it was fencing that captured her heart.

“I tried to switch to other sports like taekwondo and swimming,” she shared.

Despite her talent and passion for the sport, her journey was filled with obstacles. In a shocking turn of events, Maxine was removed from the Philippine national fencing team following an ACL (anterior cruciate ligament tear). Despite her best efforts to communicate her readiness to return after surgery, she was excluded without explanation, a decision that left her heartbroken.

Maxine’s achievements in fencing are mirrored by her academic excellence. Her educational background is as stellar as her athletic career. She not only graduated from Ateneo de Manila University with a BS Management Engineering degree but also summa cum laude with a BA Applied Sciences degree from the University of Pennsylvania. These accomplishments reflect her dedication and discipline, qualities that have undoubtedly fueled her success in fencing.

As Maxine prepares for the Paris Olympics, her outlook remains positive and focused. She views her participation as an honor and is determined to enjoy the moment, free from the pressures that often accompany such competitions. Supported by her family and empowered by her recent struggle, Maxine approaches the Olympics with a sense of gratitude and excitement.

“I feel very honored and overwhelmed to be competing in the Paris Olympics,” she said.

THE country’s leading broadband service provider enhances its customer service portfolio by expanding its 171 hotline to include Cebuano language support.

Starting this month, PLDT Home callers will have the option to choose Cebuano, making the service more accessible and personalized for Cebuano-speaking customers.

“We want to connect better with our customers by improving our customer care channels. Localizing our hotline for Cebuano speakers is a significant step in that direction,” said Jeremiah de la Cruz , PLDT Senior Vice President and Head of Consumer Business-Home.

The new 171 hotline experience begins with a welcome message, both in English and Cebuano. If the call comes from the Cebu area code (032), callers will first hear a greeting in Cebuano, followed by an English option. Customers who select Cebuano as their preferred language will be connected to a Cebuano-speaking agent. This ensures that every customer can communicate in the language they are most comfortable with, enhancing their call experience. With the addition of the Cebuano language option, PLDT Home is making customer interactions more personal. Customers can now communicate their concerns in Cebuano, ensuring they are

understood and assisted promptly by Cebuano-speaking agents, whether for service inquiries, technical support, or other after-sales concerns.

This initiative aligns with PLDT’s commitment to providing accessible and reliable customer service, a key part of its broader goal to elevate the overall customer experience. This year, PLDT Home has introduced several customer service enhancements, including digital chatbots, proactive customer updates, and improved installation and repair services.

“We plan to add more dialects in the future and continue innovating our customer care channels,” dela Cruz added.
