CONSUMER prices rose for four consecutive months in May, driven by spikes in electricity, fuel, and transportation costs, according to the Philippine Statistics Authority (PSA).

THE United States Coast Guard (USCG) will send assets to the South China Sea to support the Philippines in upholding its sovereign rights in its exclusive economic zone.

The Philippine Coast Guard (PCG), in a statement, further said the USCG will deploy its North Pacific Coast Guard following the proposal of PCG Commander Ronnie Gil Gavan for a “greater deployment to address the forthcoming threat” as China is set to implement new regulations including detaining supposed trespasses in what it considers its maritime boundaries.

Marcos pushes for PNP legal team

PRESIDENT Ferdinand Marcos Jr. has ordered a study for the possible establishment of a legal department within the Philippine National Police (PNP) to protect its officers from harassment and unfounded accusations.

During a command conference at Camp Crame on Tuesday, the President emphasized the need for a PNP legal office that would provide a defense counsel for officers facing complaints.

“We’ll create an internal legal office so they won’t have to pay for advice,” Mr. Marcos said.

He expressed concern over the weaponization of legal cases against police, highlighting that criminals often have skilled lawyers while officers lack representation.

The proposed department aims to assist officers, especially those who

can’t afford legal services, as well as defend against influential groups targeting the police.

“They are being sued left and right, some of them are powerful figures. So, of course, they have a lot of capability, a lot of resources, a lot of money. Tfirst Open Radio Access Network (Open RAN) Laboratory in Manila will be established soon after the Philippines and United States have finalized their discussions built on US President Joe Biden’s support for the country to advance its 5G rollout.

The 16th batch is comprised of 223 candidates (composed of 13 nurses and 210 care workers). The 222 candidates are scheduled to travel to Tokyo on June 11 and 12, 2024, while one careworker candidate who is exempted from the Japanese language training will travel at a later date. The candidates underwent a 6-month Preparatory Japanese Language Training in the Philippines, which concluded in May 2024. All candidates were hired through a government-to-government arrangement implemented by the Department of Migrant Workers (DMW) and the Japan International Corporation of Welfare Services (JICWELS).

Honest guard hailed by airport agency

THE Manila International Airport Authority (MIAA) has commended a security guard at the airport for his honesty.

MIAA general manager Eric Jose Ines praised Manuel Marcelo Jr. of N.C. Lanting Security Agency for finding a pouch and surrendering it to the airport management.

Reports showed that Marcelo, who was on duty at the Ninoy Aquino International Airport Terminal 2, found the pouch on an unattended pushcart. He asked people in the area if they knew the owner, but no one claimed it. This is said to promote greater market competition, improve network security, and lower costs with great potential in a mobile-first country such as the Philippines.

“DICT welcomes innovations like Open RAN to help in bridging the divide. On our end, we commit to create a supportive policy and regulatory environment that will pave the way for efficient deployment of Open RAN technology,” Varilla said.

DENR reports more businesses follow plastic waste program

THE Department of Environment and Natural Resources (DENR) reported that registered businesses have met their target of diverting plastics by 20 percent in the first year of implementing the Expanded Producers’ Responsibility (EPR) Act.

According to the DENR-Environmental Management Bureau (EMB), a total of 624,547 tons unaudited footprint for plastics in 2023 was reported and 20 percent or 124,986 tons of plastic packaging were reported to have been diverted.

DENR Secretary Maria Antonia Yulo Loyzaga gave credit to private enterprises for achieving significant strides toward the “shared goal of building a circular economy where waste is minimized, resources are protected, and the delicate balance of our planet is restored.”

The EMB also reported a 37 per cent increase in the number of businesses that registered under the EPR program, from 667 in 2023 to 917 companies as of May 6, 2024. Under the EPR Act, the targets for the recovery of plastic product footprint are: 2023, 20%; 2024, 40%; 2025, 50%; 2026, 60%; 2027, 70%; and, 2028, 80%.

Herbosa backs more funding for anti-rabies vaccinations

CITING the 160 deaths out of 169 human rabies cases from January to May this year, Department of Health (DOH) Secretary Teodoro J. Herbosa yesterday aired his full support for the budget request for the vaccination of dogs and cats. He noted that the 160 deaths have resulted in a case fatality rate of 94.67%. The status of the remaining 9 cases reported is still being verified. The 169 rabies cases, Herbosa said, is 13% higher compared to the reported 150 cases in the same period in 2023.

As of May 11, 2024, Region XII (SOCCSKSARGEN) reported the highest (21) number of cases. This was followed by Regions IV-A (CALABARZON) and V (Bicol) with 18 cases each. Among the cases reported, 156 (92%) had a history of dog bites, while 10 (6%) cases with a history of cat bites, and the remaining 3 cases reported a history of bites from other animals.

The DOH continues to remind the public to get their pets vaccinated against rabies and to seek vaccination if they are bitten.

Herbosa emphasized that rabies is a viral infection that can be transmitted to humans through animal bites or even scratches, most commonly by dogs and cats. “Death caused by rabies is inevitable once infection begins, that’s why we urge all pet owners to be responsible and get their pets vaccinated against rabies,” he said.

“This not only protects the animals but also significantly reduces the risk of transmission to human,” he added.

The DOH chief further stated that rabies is preventable, and vaccination is the most effective measure to protect animals and humans.

Given the high percentage of cases involving dogs and cats, it is imperative that pet owners ensure their animals are vaccinated against rabies at 3 months old and every year thereafter, he said.

This not only protects the animals but also significantly reduces the risk of transmission to humans.

Marcos orders centralized plan to battle online abuse vs. kids

PRESIDENT Ferdinand Marcos Jr. has ordered the creation of a centralized system to detect and report online sexual abuse of children, reinforcing his administration’s commitment to child protection.

During a sectoral meeting on Tuesday, President Marcos discussed an action plan to combat online sexual abuse and exploitation of children (OSAEC) and child sexual abuse materials (CSAEM).

Department of Interior and Local Government (DILG) Secretary Benjamin “Benhur” Abalos Jr. stated that Marcos called for a whole-of-government approach to eradicate online child sexual abuse. This initiative will be included in the seal of good local governance, with specific parameters for all barangays and local government units nationwide.

“So what we talked about yesterday is what we’re gonna do, it’s gonna be capacitated. In fact, we will also include it as part of the seal of good local governance. We will put parameters for all barangays and local government units in the entire Philippines.,” he said.

Abalos highlighted Mr. Marcos’s commitment, calling online child sexual abuse the “worst of all crimes.”

He also noted that barangay ordinances against OSAEC and CSAEM will be implemented and replicated at municipal and city levels.

Mr. Marcos directed the Philippine National Police and other agencies to aggressively pursue and prosecute those involved in the creation and distribution of child sexual abuse materials.

Congress will pass medical marijuana bill, says Villafuerte

A SENIOR lawmaker is optimistic that Filipinos with debilitating illnesses will soon gain access to the currently banned medical cannabis as an alternative treatment for their maladies.

In a statement, Camarines Sur Rep. Luis Raymund Villafuerte said he expects that the 19th Congress, in its third and final session, will pass the bill that allows cannabidiol (CBD) as a treatment for severe illnesses.

Villafuerte made the statement in light of the House’s approval of the measure on second reading before the sine die adjournment. The bill legalizes the use of the non-addictive component of the cannabis sativa plant.

Villafuerte’s earlier proposals to legalize medical cannabis passed the House in the 17th Congress and advanced to the technical working group (TWG) level in the 18th Congress. However, they measure stalled owing to a lack of Senate counterpart bills.

This time, Villafuerte believes the proposed law will move forward when the 19th Congress resumes in July. The Senate version of the bill has already passed the committee level and was set for plenary deliberations.

“We are upbeat about the bill legalizing the medical use of CBD getting the final nod of both the House and the Senate when the 19th Congress reopens for its third and final session in July,” said Villafuerte, one of the lead authors of House Bill (HB) 10439.

ATHE National Housing Authority (NHA) has inaugurated its newly built Region XII office at Koronadal City, South Cotabato “to serve more Filipinos in need of housing assistance.”

NHA general manager Joeben Tai spearheaded the construction of the new three-storey building in Prime Regional Center, Barangay Carpenter Hill on a 1,072-square meter lot to accommodate 200 employees, providing them with “comfortable, resilient and modern office spaces fit for technical operations and day-to-day activities.”

Solon hits NLEX toll hikes as ‘adding salt to injury’

A MILITANT legislator has condemned the recent toll increases approved for the North Luzon Expressway (NLEX), saying it was like “adding salt to injury” particularly at this time when the public was grappling with escalating costs of goods and services.

“Any toll hike approved by the Toll Regulatory Board (TRB) is adding salt to injury as it will eventually jack up bus fares, prices of agricultural produce, and basic goods from the provinces transported through NLEX,” Rep. Arlene Brosas of Gabriela party-list group said.

NLEX Corp announced that the TRB has authorized a second tranche of periodic toll adjustments based on their 2018 and 2020 petitions.

Under the new rates, end-to-end travel from Metro Manila to Mabalacat City will cost an additional P27 for private vehicles, P68 for buses, and P81 for trucks.

“A gradual increase does not lessen the impact. It comes at a time when prices of basic utilities and services are already soaring,” Brosas noted. “It’s like slowly suffocating consumers as traders will inevitably pass on these additional costs.”

Motorists will face an immediate increase in travel costs, with private vehicle users paying an extra P27, bus passengers potentially seeing higher fares, and truck operators incurring an additional P81. These hikes will likely lead to increased transportation costs for goods, exacerbating the financial strain

on consumers who are already dealing with high prices across the board, Brosas asserted. She said she will file a House resolution on the matter, challenging and opposing the NLEX toll hikes, which she believes will further burden the Filipino people.

“A toll increase, even if gradual, will still burden the riding public who are already struggling with soaring prices. This decision reflects the government’s rejection of its responsibility to provide affordable services, showing a disregard for the plight of ordinary Filipinos. We will file a resolution to investigate the basis of this toll hike,” Brosas stressed.

THE World Bank (WB) has conducted an implementation support mission to evaluate the progress of the Manila Metropolitan Development Authority (MMDA) activities in pushing the Metro Manila Flood Management Project. This initiative was part of Component 2 of the project, which aims to improve solid waste management in barangays near pumping stations to ensure efficiency.

Abante, chairman of the human rights panel, quoted Biblical passages stating “Speak up for those who cannot speak for themselves, and “Open thy mouth, judge righteously, and plead the cause of the poor and needy.”

“This passages,” Abante said, “serve as a powerful reminder of our duty today: to protect the vulnerable and uphold justice.”

The lawmaker reminded the committee members and resource persons that the objective of the inquiry was “to determine whether human rights violations were committed against our countrymen during the conduct of the war on illegal drugs.”

“Our goal is to uncover the truth, to ensure accountability, and to uphold the principles of justice and human dignity. These hearings are not intended to persecute and to judge; they are a testament to the commitment of the House of Representatives to the Rule of Law and the protection of human rights,” Abante stressed.

Limitations to a lawyer’s speech

“LITIGANTS and their counsels are in closest proximity to the courts as parties in judicial proceedings. Their speech is subject to the greatest restriction because they voluntarily agree to abide by the Rules of Court and the decorum required in judicial proceedings” (G.R. 227004).

“In choosing to resolve their disputes before the courts, they agree to its resolution through fair and impartial proceedings without resorting to undue advantage other than arguing the merits of the case.”

“[T]he court has restricted public speech that violates the sub judice rule, the confidentiality of administrative proceedings, and illegitimate criticisms of litigants and their counsels…” (loc. cit.)

“The public speech of litigants and their counsel pertaining to the case should be assessed based on a clear and present danger of a substantive evil that will affect the administration of justice.

“This will be a matter for the court to assess based on the content of the speech, how it was delivered, and the platform used” (loc. cit.)

“This Court (Supreme Court) is very much aware that defendants must protect and defend their reputation when sued publicly and will give this the utmost consideration when they claim their freedom of speech.”

However, “lawyer-litigants who choose to use their skill to recklessly file cases to further their fame and notoriety… will be subject to the appropriate provisions of the Code of Professional Responsibility and Accountability and their commitments under the Lawyers’ Oath” (loc. cit.)

“Litigants and their counsels who choose to speak publicly may not be punished if their speech is limited to a fair and true commentary of the proceedings, provided, however, that public discussion was made in good faith and in furtherance of public interest. Counsels, owing to their duty of fidelity to the courts, must clearly provide the necessity of the utterance” (loc.cit.)

Additional rules are imposed on the lawyer’s speech, given the proximity of litigants and their counsel to the courts: “1. Lawyers can criticize the courts. However, the exercise of their freedom of speech as citizens is burdened by their responsibilities as officers of the court. Their criticism must be legiti-

mate, and must support the administration of justice.

2. Counsels are responsible for advising their clients that in choosing the courts’ forum, they are not allowed to attack the integrity of the courts unless they have actual proof that can sustain a disciplinary action; and Some cases are more public than others, owing to the public interest involved. A fair and true reporting of a matter relating to a pending case will not amount to a violation of the sub judice rule.

Lawyer-litigants who choose to use their skill to recklessly file cases to further their fame and notoriety… will be subject to the appropriate provisions of the Code of Professional Responsibility and Accountability.

Lawyers should also explain the arguments of the other party to give the public a balanced understanding of the case without editorializing. Comments or predictions as to how the courts will rule are not [permissible]” (loc.cit.)

Public commentaries may also be directed to the cases of other lawyers.

Being officers of the court, “[e]ven if they are not representing clients in court, their public speech as regards the Judiciary are limited by their oath and the Code of Professional Responsibility and Accountability” (loc.cit.).

The Supreme Court’s “disciplinary authority is broader than its contempt powers. In their public commentaries, lawyers must be careful not to exceed the limits of fair comment and criticism.

“Moreover, lawyers cannot give an opinion on the services given by other lawyers in representing their clients as part of their duty to give courtesy, fairness, and candor to their colleagues” (loc.cit.)

OUR president, as described by US Defense Secretary Lloyd Austin in Singapore last week, “spoke eloquently… about the rule of law in the South China Sea…and he’s right.”

Austin added “the harassment the Philippines has faced is dangerous –pure and simple. And we all share an interest in ensuring the South China Sea remains open and free.”

Our president repeatedly declares, in Australia as in Singapore, that we will not surrender even a square inch, or a square millimeter of territory to China, and vowed to defend our sovereignty over the West Philippine Sea.

In a question and answer forum in Singapore, he said if a Filipino citizen is killed while in the South China Sea, that would be “very, very close to what we would define as an act of war,” implying it would be reason to invoke a mutual defense treaty with our ally, the US of A. He then called on ASEAN centrality to come together and forge a consensus on the SCS issue.

But is ASEAN listening?

Proposed Magna Carta for Seafarers

CONGRESS first passed a proposed Magna Carta for Seafarers bill 10 years ago.

But this proposed law that seeks to protect the rights and welfare of about 700,000 of our seafarers has been in limbo since then because many questions had been raised about certain provisions deemed unacceptable to the sector.

Now, the Philippine Trade and General Workers Organization, the country’s biggest federation of labor unions and organizations, believes it is time for President Ferdinand Marcos Jr. to sign the new bill since the provisions they considered detrimental to the interests of seafarers have been removed.

The approved Magna Carta for Seafarers bill has several provisions that will protect the rights and welfare of seafarers.

One, it will provide for free training for cadets, interns, apprentices and onthe-job trainees.

Two, it will lead to reasonable and affordable training costs since the government will regulate all educational and training institutions offering

courses related to seafaring.

Three, seafarers will be adequately consulted before the enactment of any regulation or law impacting the industry.

Four, seafarers who are victims of violations of the provisions of the proposed law will have the right to free legal assistance and protection at the government’s expense.

Anything longer than that should trigger more stringent procedures like DNA tests and others to prove that one of the parents of the person whose late birth is being reported is a Filipino citizen.

The Solicitor General should now also file the quo warranto case against Mayor Guo in spite of her six months suspension.

There is a saying, if it looks like a duck, walks like a duck and quacks like a duck, it must be a duck.

I hope that in the end, Mayor Guo can prove she is indeed a Filipino. Otherwise, she not only made fools of us all but also made a mockery of our entire government system.

With no financial motive behind the attack, the president branded it “harassment” and said the leak had included “people’s personal information”.

WITH a record number of participants, the Mayor Eric Olivarez National Junior Tennis Championships begin today (Thursday) with 416 entries competing for top honors and ranking points across nine age categories at the Olivarez Sports Center and Parañaque courts in Sucat.

To accommodate the large number of entries from all over, organizers have transformed the Group 1 tournament presented by Dunlop to a twoweek event, highlighting the strong response to the Palawan Pawnshop nationwide tennis program.

The tournament features four boys’ age division (12, 14, 16 and 18-andunder) with 64-player fields, while the 10-and-under unisex and the four girls’ categories have 32-player draws each.

The first batch of matches will play through June 9, with the second scheduled for June 13 to 16 at both venues.

“This is the biggest gathering of junior players, necessitating a twoweek format,” said Bobby Mangunay, tournament director of the PPS-PEPP program initiated by Palawan Pawnshop president/CEO Bobby Castro. Highlighting the two-week tennis festival is the Open men’s singles and doubles, set for June 8 to 16 at the Olivarez Sports Center. WORK on a new dormitory facility for national athletes inside the Rizal Memorial Sports Complex is about to take place.

A seven-story building will take the place of the pencak silat and boxing gymnasium and soon accommodate at least 180 athletes.

Philippine Sports Commission chairman Richard Bachmann said this on Wednesday after the Department of Public Works and Highways took a survey of the area of construction two weeks ago.

“A ground-breaking ceremony and work

on the construction of facilities are about to start here,” said Bachmann.

The present gym facility will be demolished next month to give way to the building of a new venue by August, according to Bachmann.

Bachmann said national athletes will soon have a better place to rest, study, and hang out when they are not in training.

Good internet connection will also be provided once the building is completed.

“This can house up to 180 athletes. It’s in the top floor where they can hang out,” added Bachmann.

Bachmann thanked Sen. Pia Cayetano for giving the government sports agency a budget of around P100 million to get work on the dorm complex started.

“The gym will soon be torn down to give way to this,” added Bachmann.

Study says labor emigration, FDIs reduce farm jobs

A STUDY by the Philippine Institute for Development Studies (PIDS) reveals that labor emigration, remittances and foreign direct investment (FDI) flows are not inclusive because they seem to worsen the situation in agriculture.

“Empirical evidence shows that although labor emigration increases employment in the capital-intensive sector of manufacturing, it reduces employment and production in agriculture,” according to the study “Inclusivity of Factor Flows in a Labor-Surplus Economy: Experience of the Philippines” authored by Dr. John Paolo Rivera, officer-in-charge executive director of the Asian Institute of Management’s Dr. Andrew L. Tan Center for Tourism and Dr. Tereso Tullao Jr., fellow and professor emeritus of Economics at De La Salle University.

The study was presented in a public webinar.

Tullao says while the expectation was that emigration would create space for unemployed Filipinos to fill the gaps left behind, the findings of the study suggest that this has not been the case. The study says the presence of remittances from labor emigrants has led to a noticeable rise in the reservation wage or the lowest wage a worker would be willing to accept for a particular type of job. This means fewer people are willing to work in labor-intensive sectors, which usually pay less.

BSP rate cut seen in Q4; Inflation to peak in July

ABANK research team expects the Bangko Sentral ng Pilipinas to start its monetary easing cycle in the fourth quarter, as inflation is seen to continue its upward momentum in the next two months.

The research and market strategy team of Metropolitan Bank and Trust Co., named as the country’s top forecaster for inflation and for exchange rate at the FocusEconomics 2023 Analyst Forecast Awards, said “yearon-year inflation is expected to peak in July and anticipated to begin its downward trend in August.”

“With the August and September inflation figures expected to have been released prior to the Monetary Board’s scheduled meetings in the fourth quarter of the year, Metrobank Research maintains its view that the BSP will likely begin its monetary

easing cycle in Q4 2024 should the US Federal Reserve start cutting in September 2024,” it said.

Metrobank issues the forecast after inflation rose slower-than-expected at 3.9 percent year-on-year in May from 3.8 percent in April, driven by the increase in the index of the housing, water, electricity, gas and other fuels.

This brought the five-month average inflation to 3.5 percent, within the government’s target band of 2 percent to 4 percent. On a month-on-month basis, inflation rose 0.1 percent in May, after slowing 0.1 percent the previous month.

Core inflation, which excludes selected food and energy items, continued to ease to 3.1 percent in May from 3.2 percent in April. Meanwhile, Finance Secretary Ralph Recto assured the public that the government is carefully balancing food and non-food inflation mitigation measures by conducting regular reviews and adjustments of policies to ensure that Filipinos’ purchasing power is well protected.

“We are vigilantly tracking persistent inflation drivers and employing a whole-of-government approach in crafting data-driven policy measures to effectively counter their effects in a sustainable manner. Our top priority is to ensure that the majority of Filipinos, especially the poor and vulnerable sector, benefit from these interventions,” he said.

EDC to revise export target, turns cautious

THE Export Development Council is poised to cut growth expectations under the Philippine Export Development Plan (PEDP) amid unexpected developments on the global and local fronts.

Export Marketing Bureau (EMB) director Bianca Pearl Sykimte said the EDC recognizes the need to adjust its ambitious targets, which were drafted during the pandemic recovery period.

“Back then, the global economic trend was positive. However, the current situation necessitates a more cautious approach,” she said. The 2024 export target under PEDP is $143.4 billion, higher than the Philippine Development Plan’s (PDP) goal of $107 billion.

The EDC, a public-private partnership created to guide the country’s export industry, is expected to announce the revised and more moderate targets in its next meeting in July 2024.

Despite the adjustment to the PEDP, Sykimte said the more conservative PDP targets remain achievable. The PDP has a more cautious growth projection compared to the PEDP and is currently on track, she said.

The EDC said it is focused on initiatives that simplify and expedite the process of exporting from the Philippines. These efforts aim to reduce administrative burdens and enhance the overall competitiveness of Philippine exports.

A key initiative is the upcoming launch of a free trade agreement (FTA) information portal later this year. The online platform will act as a one-stop shop for exporters, providing readily available information on all aspects of FTAs.

A game-changing feature will be the “rules of origin simulator”, a tool that assists businesses in determining if their products qualify for preferential tariffs under specific FTAs, reducing uncertainties and simplifying export procedures.

PHILIPPINE stocks rebounded, while the peso fell as inflation rate quickened to 3.9 percent in May from 3.8 percent in April.

The bellwether Philippine Stock Exchange index closed at 6,441.32, up 54.90 points, or 0.86 percent, from the previous trading day, while the broader all-shares index went up by 14.65 points, or 0.43 percent, to reach 3,453.69.

THERE’S a lot of talk about a proposed economic growth center in Luzon. And we cannot fault economic scholars about their optimism on the Luzon Economic Corridor (LEC). When such plan has the support of two major economic powers, the new growth corridor can be off to an auspicious start.

The United States and Japan are the primary funders of the LEC. A trilateral summit of the US, Japan and the Philippines in April led to the LEC concept aimed at spurring economic partnerships among the three allies. It is the first project under the Group of Seven’s (G7) Partnership for Global Infrastructure and Investment (PGII) in the Indo-Pacific region.

The LEC essentially will link the ports and major economic hubs found in Subic, Manila and Batangas.

The initial components of the newly-launched corridor are the Subic-Clark Railway Project (SCRP), the expansion of Clark International Airport and the development of the Clark National Food Hub.

BUSINESSMAN Leandro Leviste, a son of Senator Loren Legarda, has increased his stake in broadcast network ABS-CBN Corp. to 10 percent ahead of the company’s annual stockholders meeting this month.

ABS-CBN said in a regulatory filing Wednesday Leviste’s LL Holdings Inc. and Countryside Investments Holdings Corp. (CIHC) now own 90 million shares in ABS-CBN and ABS-CBN Holdings Corp (ABSP), which is equivalent to 10 percent beneficial ownership in the broadcaster. LL Holdings and CIHC are now in the process of converting their ABSP shares into common shares. LL Holdings acquired 8.5-percent interest in ABS-CBN in May 2024, making Leviste the second largest shareholder of the media firm after the Lopez family’s Lopez, Inc.

The acquisition of more shares will bring Leviste closer to gaining a seat in the company’s 11-man board of directors.

GLOBE Telecom asked its customers to be cautious of fake SIM registration links circulating online which lead to malicious sites aimed at duping them into sharing sensitive information.

The telecom unit of the Ayala Group said fraudsters have been spreading fake links on social media, enticing mobile users to register. Once clicked, these fake URLs lead to blogs filled with online ads.

“We appeal to our customers to please use only our official platforms to register new SIMs. The only way to register your new SIMs is through our SIM registration site or the GlobeOne app,” Globe vice president and head of consumer mobile business Darius Delgado.

“Any other site pretending to be a registration portal is fraudulent and dangerous. Please be vigilant,” he said.

The Department of Information and Communications Technology earlier warned the public against these fake SIM registration sites, saying these are geared towards getting sensitive information from SIM users.

Globe said it completed major improvements to its SIM registration channels as it hopes to protect customer data and deter fraud.

These include advanced encryption protocols to secure data transmission during registration, live photo capture and use of optical character recognition (OCR) technology for document verification.

Tzu Chi, UDM team up to support scholars

THE Tzu Chi Foundation Philippines and Universidad de Manila (UDM) signed a memorandum of agreement (MOA) on May 22, 2024 at the Buddhist Tzu Chi Campus in Sta. Mesa, Manila to provide financial support for underprivileged students.

“In a society where access to quality education is often hindered by financial constraints, this partnership is a beacon of hope,” said Dr. Ma. Felma Carlos-Tria, UDM president and chief academic and executive officer.

Tria expressed gratitude to the Tzu Chi Foundation for its generosity and belief in the transformative power of education.

UDM, described as a “school for the underprivileged,” faces a high dropout rate of up to 41 percent, primarily due to financial incapacity.

“Many students drop out to work, as they lack the means to attend school daily.” Tria said.

In response to incidents of students fainting from hunger, the university established a community pantry and soup kitchen, supported by volunteers from the UDM community.

The Tzu Chi Foundation’s commitment to addressing economic hardships among students inspired the expansion of its scholarship program and the formation of the partnership with UDM. Its scholarship program provides students with monthly stipends and allowances for transportation, lodging, food, internet, books, uniforms and other school needs.

The foundation also offers character formation and skills training through monthly Humanity classes, which include lessons on Tzu Chi philosophy, essential life skills, financial literacy and mentorship.

Daniella Macogue, a former Tzu Chi scholar and current social worker for the Charity Department, shared her transformative experience.

Coming from a low-income household, she struggled in her first year of college but found relief and support through Tzu Chi’s scholarship program, graduating with Latin honors in 2023. She credited the foundation’s Humanity classes for molding her character and confidence.

Located within the Manila Chinese Cemetery, the new funeral building offers over 800 blessing cabinets for cinerary caskets.

The building features eight arrays, each with 7 floors and 15 rows, providing a total of 105 cabinets per array.

Each cabinet measures 50 centimeters in length, 40 centimeters in height and 30 centimeters in depth and can accommodate up to two urns.

The rights of use for the cabinets are perpetual, and there are no administration fees, easing the financial burden on families while ensuring deep respect for the ancestors.

Sweet enigma: Why IU captivates

NOT everyone would choose to spend their hard-earned weekends cramped outside the baking heat of the Philippine Arena, lacking sleep, and nourishment, their vehicle parked way away, squeezed among crowds of young people, risking being enveloped in an unpleasant blend of body odor and cologne.

Not many would choose that indeed, except of course, when IU has come to visit.

The Korean sensation, who is adored by many, has held a nearly godlike status in the country for quite some time. This is remarkable, given that she has only visited once before, back in 2019 before the pandemic.

Senator Revilla expressed gratitude for the President’s approval and highlighted the significance of the legislation for teachers’ welfare.

“At present. teachers are receiving a teaching allowance called ‘chalk allowance’ of P5,000 annually. But due to skyrocketing prices, this chalk allowance is no longer enough. More than chalk and other classroom supplies for blended modality in teaching, the teachers now need an internet connection, electricity, laptop, and others for more effective teaching,” the senator explained.

IASKED a close friend why, apart from being kind and a true pal, she feels the need to help promote my song “Stranded Man,” a digital single dropped by NSFU Records last May 24, which I wrote and sang.

Her reply struck me and I was flattered, to say the least. She said she believes in the song because it has depth as a composition, and that she admires that side of my character that doesn’t rest on my laurels.

For that thing about my drive, I see some wonder in turning a song I composed into a record. It’s a process I won’t get tired of going through. It’s the main point of creativity. Create something out of thin air, and then share it for people to access if and when they want to. The fact that it’s officially out there gives me that sense of fulfillment that I have done something. I can’t force anyone to listen to it, but if I can touch one soul with a song I wrote, that doubles the joy.

A year after the pandemic locked us all inside homes, somebody named Daniel Bernardo sent me out of the blue a picture of his copy of the Syato album Sticking By. He said “Super nice ng Syato album niyo. Great vocals and amazing music. I enjoy listening to this CD of yours while there is a pandemic.”

I wrote all the songs on that album, so you can imagine how happy I was receiving such a message from a - may I describe him “beautiful”

- stranger.

Since I am talking about my songwriting, I’d rather not define what’s my idea of a wellwritten song. But let’s share how I would pen a particular track. In the case of “Stranded Man,” I was at home idly playing some chords on a new keyboard I bought when suddenly I hit a pattern that sounded good to me. The fact that my wife Kaye commented well after hearing that same set of chords convinced me that I’ve got a song at hand.

For months I only had those chords and a phrase to start working on: “Maipit man ako sa traffic.” Why traffic? I am a product of Metro Manila so getting stuck in traffic is an experience I am so familiar with.

After I landed here in America, I still didn’t have the proper words for it except for the chorus. I even asked a poet-friend if he could supply spoken words for the verses. I was impatient and sometimes that’s a good thing.

I wrote the verses myself once I felt some inspiration recalling a moment while I was in EDSA seeing an attractive woman cross the pedestrian lane during a traffic stop. That led to the opening line of the first verse: “Masdan ang

After I completed the song, I had it demoed with me raw-singing while playing the keyboard. I thought of it as a song I can sing at the tail end of a noisy party when everybody already had drinks, settling down, and there’s a piano for me to play on.

The demo reached the ears of Manilabased musicians Andrew Mendoza and Chi Capulong. Andrew who goes by the name Neon when performing already did his live and raw version of “Hosanna Kapiling Ka” which was my first song release as simply Yugel, not a member of a band nor the columnist-book author with a surname.

The two of them produced the song and “Stranded Man” became an R&B track with an aggressive

The good ol’ drummer boy added, “Yung unique sound mo and (style) continue to inspire. I can’t wait to see what the future holds for you. Keep pushing boundaries and making incredible music. Cheers to this exciting new chapter sa buhay mo.”

I guarantee that I didn’t pay him a dollar to say that. Those are words from a man who during one of our first gigs long ago looked straight at me in serious stare and - seeing that I was being tentative on my bass playing - gestured that I should just play relaxed. We were locked in as the band’s rhythm section since that moment. It makes me smile that Mike appreciates that I try to push boundaries, which I think I am not conscious of. I just move on and go to the next song. I am currently collaborating with a Los Angeles native and chances are my next release is something I wrote and produced by him. I am also looking at the possibility of collaborating with Medwin Marfil (of True Faith) who recently made headlines after getting married to his true love, right in the capital of summer of love, San Francisco. I sent him a demo of a song that Syato should have recorded called “Isipin Mo,” and he commented, “Ganda ng song. I would love to sing it.” The thing about making music and having the passion for it, you just keep on going. You’re never stranded.

ALEC Baldwin is to star in a reality TV show, the US actor announced Tuesday, a month before he stands trial for manslaughter over a deadly film set shooting.

The 30 Rock star and his wife Hilaria said they wanted viewers to see “the ups and downs” of life with their seven children, who range in age between 19 months and 10 years.

“We’re inviting you into our home to experience the ups and downs; the good, the bad, the wild and the crazy,” the couple said on Instagram.

“Home is the place we love to be most. We are the Baldwins, and we’re going to TLC! God help you all,” they added, referring to the channel that will broadcast the flyon-the-wall show.

The announcement comes just weeks before the 66-year-old faces a jury in New Mexico over the on-set death of cinematographer Halyna Hutchins Baldwin, a producer and star of Rust , was rehearsing a scene in October 2021 with a loaded Colt .45

when it discharged, killing Hutchins and wounding director Joel Souza Baldwin has repeatedly denied responsibility, insisting he did not pull the trigger on the gun, which should not have contained a live round.

The actor last month sought to have the charges dismissed, but the application was rejected by the judge in the case. He faces up to 18 months of incarceration if convicted.

The armorer who loaded the gun, Hannah Gutierrez, was sentenced in April to 18 months’ prison after being convicted of manslaughter. Baldwin, who memorably portrayed Donald Trump on Saturday Night Live , has been largely absent from the screen in the years since Hutchins died. News of his new show – which is due to hit the airwaves in 2025 –brought a mixed response on social media.
