Solon calls for hike in dialysis coverage

AHOUSE leader proposed an increase in Philhealth’s dialysis coverage from the current P2,600 to P4,200 as the National Kidney Transplant Institute described the rise in kidney diseases as alarming.

Rep. Stella Luz Quimbo, senior vice chairperson of the House Committee on Appropriations, said the proposed increase will allow Filipinos to have equitable access to kidney treatment and care and to provuicebetter support patients with chronic kidney disease.

“Raising the rate to P4,200 will better meet patients’ needs,” Quimbo said dur-

She said the current rate of P2,600 is insufficient to cover patients’ medical needs. “That is evident among my constituents in Marikina who seek additional medical assistance by sending their receipts,” she said in Filipino.

Both leaders expressed their commitment to further strengthen the 32-yearold diplomatic ties of the two countries, including exporting Ukrainian agricultural products to the Philippines.

Zelenskyy, who arrived in the country Sunday evening, revealed that Ukraine is set to open its embassy in Manila this year.

“We’re very thankful to be here in your country...which supports Ukraine, our territorial integrity and sovereignty,” Zelenskyy said.

President Marcos described Ukraine’s plan to open its embassy in Manila as “good news,” adding that the Philippines is willing to support the eastern European nation in any way possible.

“We will continue to do all that we can to promote peace and to bring an end to the fighting and to come to a political resolution [for] your country,” Mr. Marcos told his Ukrainian counterpart.

This approved law signifies the largest raise yet. Since 1988, public school teachers have been receiving allowances for their teaching expenses, starting at P100 and reaching P5,000 by 2021.

The Department of Education’s MATATAG Program is a comprehensive initiative to reform and enhance the Philippine basic education system, addressing key challenges and setting a path toward a more promising future for Filipino youth.

THE country’s oil firms implemented a mixed oil price movement on Tuesday with diesel and kerosene increasing by P0.60 and P0.80 per liter, respectively while gasoline prices were rolled back by P0.90 per liter effective 6am Tuesday. Seaoil Philippines, Jetti Petroleum, PetroGazz, PTT Philippines, and Cleanfuel issued separate advisories of the latest oil price movement due to the decision of the Organization of the Petroleum Exporting Countries and its allies to continue their production cut. Department of Energy (DOE) director for the oil industry management bureau, Rino Abad, said OPEC+ decision to extend the production cut of 3.66 million barrels per day from June to end 2025 “was disappointing”. “There is no oversupply or undersupply now in the global market, so it may swing both ways in weekly prices. Prices now are a bit stable so we are not expecting huge increases and decreases,” Abad said in a TV interview. Other factors affecting world oil prices include seasonal demand uptick due to forthcoming summer season and the announcement of the United States on the release of millions of barrels of gasoline products from government reserves to lower prices at the pump.

Remulla: Gov’t will go after parents peddling child porn

Remulla described parents engaged in the online sex trafficking of their children as the “worst enemies of the state,” adding that the government will remain relentless in pursuing these types of criminals.

Chiz: ‘SOGIE’ bills to face rough sailing

THE proposed legislations on Sexual Orientation, Gender Identity and Expression (SOGIE) will continue to face rough sailing in the Senate unless its proponents agree to some amendments, Senator Francis Escudero said on Monday. Escudero said he believes that the SOGIE-Based Anti-Discrimination bill has a better chance of being passed this year. He clarified that the SOGIE Equality and Anti-Discrimination bills are two different measures filed separately in the Upper Chamber. Senate Deputy Minority Leader Risa Hontiveros refiled Senate Bill (SB) No. 1600 titled “An Act Prohibiting Discrimination on the Basis of Sexual Orientation, Gender Identity of Expression or Sex Characteristics,’” which is known as the “SOGIESC Equality Bill” in the 19th Congress.

Listed as her co-authors in the proposed measure were Senators Loren Legarda and Mark Villar. SB 1600 is currently pending on second reading at the Senate since December 7, 2022. Hontiveros said 19 of her colleagues already signed the committee report on the SOGIESC Equality Bill.

“The government will never relent in fighting those who exploit these fragile treasures of society. They are the worst enemies of the State,” Remulla said. “But we need the help of a vigilant citizenry to weed them out,” he added.

In a resolution announced on Sunday, the DOJ Task Force on Women and Children and Against Trafficking in Persons found probable cause to hold Jonalyn Rivera Jordan of Dau, Pampanga criminally liable. The case stemmed from the complaint filed by the Philippine National Police (PNP) Women and Children Protection Center-Luzon Field Unit (WCPC-LFU) against the respondent. An undercover agent posed as a foreigner online where he met Jordan via Skype. She reportedly tried to ask for money in exchange for a live

video of her naked daughter. The communications between the undercover agent and respondent went on for quite some time. Eventually, the agent convinced Jordan to reveal her location, prompting the authorities to conduct rescue operations. They found the daughter performing live in front of a video camera. Authorities also rescued another daughter of the respondent. The DOJ said it has gathered enough evidence to indict the mother, considering the pornographic materials she was offering for $50 to online predators featuring her own children.

PH, The Netherlands seek stronger ties

DEPARTMENT of National Defense Secretary Gilberto Teodoro Jr. and Dutch Defense Minister Kajsa Ollongren vowed to further step up their bilateral defense and security relations, notably in the areas of combatting cybercrimes and espionage.

Meeting on Sunday on the sidelines of the 21st International Institute for Strategic Studies Shangri-La Dialogue, the two defense officials pledged to deepen cooperation as numerous issues and concerns emerge globally.

Ollongren said the Dutch government “can relate to the security concerns of the Philippine government.”

“We look forward to engaging The Netherlands in combatting cybercrime and espionage issues,” Teodoro told the Dutch defense chief. Ollongren said the two countries “are moving in the right direction.” The two defense officials were in Singapore to attend the annual Shangri-La Dialogue, considered Asia’s most significant defense gathering.

MMDA: Recycle, reuse plastic wastes

THE Metropolitan Manila Development Authority (MMDA) reminded the public that plastic bottles and plastic bags, when thrown away on the streets, take years to decompose.

The agency encouraged the public to reuse and recycle in order to reduce waste and prevent clogging of waterways. The MMDA also urged the public to participate in promoting proper waste management to minimize garbage and reduce the occurrence of flooding in the metropolis.

Agents bar four Americans, 1 Brit from entering country

IMMIGRATION officers have in-

tercepted four Americans and a Briton who were barred from entering the country for being sex offenders.

Bureau of Immigration (BI) Commissioner Norman Tansingco said four of the pedophiles were intercepted at the Ninoy Aquino International Airport (NAIA) while the other one was turned away at the Mactan-Cebu International Airport (MCIA).

Tansingco bared that the passengers are all registered sex offenders (RSO) as they have records of

conviction for sex offenses in their homeland.

“They were already included in our blacklist, thus they are perpetually barred from entering the Philippines. They were denied entry as their presence here could pose a serious risk to our women and children.”

He reiterated that the Philippine immigration act provides for the outright exclusion of aliens convicted of crimes involving moral turpitude, and added that they have launched their Project #Shieldkids Campaign to aggressively locate, arrest, and de -

port foreign sex offenders that might be in the country. Intercepted at the NAIA Terminal 1 was Alexander Balay, 33, who arrived aboard a Philippine Airlines flight from Tokyo. He was convicted of possession and intent to distribute child pornography by a court in Alabama.

Vincent John Cherer, a British national, was also turned away at the NAIA terminal 1 after arriving via an Air China flight from Chengdu, China. He was previously convicted of child sexual abuse in the United Kingdom.

Zubiri poised to file cyberlibel raps vs. rumormongers who maligned him

SENATOR Juan Miguel Zubiri said on Monday he will file cyberlibel charges against peddlers of “fake news” against him.

Zubiri claimed he has fallen prey to online disinformation, accusing him of using public funds to purchase luxury properties such as jets and mansions.

“I hope they (fake news peddlers) are ready because I will be filing cases. I will not stop until justice prevails,” the former Senate President said.

Zubiri belied all the black propaganda intended to tarnish the “good name” he has built over many years as a public servant.

He noted that the false information included videos posted on social media that curiously coincided with his recent ouster as Senate President.

“They came out with a first set of videos two months ago, on the first attempt to unseat me. When that failed, they produced a part two video, which was released during the week of the second attempt. The timing is impeccable,” Zubiri noted.

CAAP: Loakan Airport in Baguio gets expanded

THE Loakan Airport in Baguio City is undergoing improvements, including expansion of its terminal building to accommodate more passengers. The Civil Aviation Authority of the Philippines, (CAAP) said the passenger terminal building was being expanded from 650 to 859 square meters, increasing its capacity from 85 to 141 passengers at any given time. Additional check-in counters will also be provided, and the flow of passenger traffic in and out of the terminal building will be improved.

CAAP spokesman Eric Apolonio said lactating and prayer rooms will also be set up, and solar panels will be installed to ensure sustainable operations at the terminal.

Over the weekend, officials from the CAAP and the Department of Transportation (DOTr) inspected the ongoing development project to assess progress.

Muntinlupa to set up desk for LGBTQIA+

IN a bid to enhance inclusivity and protection for the LGBTQIA+ community, the Muntinlupa City government is set to establish a Rainbow Desk that will focus on addressing the special concerns and needs of the LGBTQIA+ community.

Barbers irked by illegal drug surge in Davao City, wants full inquiry

SURIGAO del Norte Rep. Robert Ace Barbers on Monday expressed dismay over reports that 37 personnel from Davao City’s Public Safety and Security Office tested positive for illegal drugs.

Solon warns vs. dangers of using vapes

HOUSE Deputy Majority Leader and Iloilo Rep. Janette Garin has warned the public against the use of vapes, saying that its long-term use can lead to death.

Garin, a former Health secretary, issued the warning following the Department of Health’s (DOH) report about the first vape-related death of a 22-year old male. According to the DOH, the victim died of heart attack following a severe lung injury. He has been allegedly using vape daily for two years.

“This should serve as an eye opener to the public, especially to the youth—using vapes has its harmful effects and can be deadly, said Garin, herself a doctor.

“It is alarming. We have seen reports that children aged 13 years old are already using e-cigarettes and vapes,” the lawmaker added.

Garin pointed out that vaping is not an alternative to smoking cigarettes and such is not safer to use, adding that vape-users may have a medical condition called e-cigarette, or vaping, product use associated lung injury or EVALI.

EVALI is a serious medical condition in which a person’s lungs become damaged from substances contained in e-cigarettes and vaping products, according to Yale Medicine.

Meanwhile, Global Youth Tobacco Survey revealed that approximately one out seven youth, with age range 13 to 15, are already using vape.

DOJ rolls out caravan for justice to help 2017 Marawi siege victims

THE Department of Justice (DOJ) on Monday started providing free legal assistance to internally displaced persons (IDPs) and other victims of the 2017 Marawi siege still struggling to claims compensation.

The DOJ stressed that claims by qualified IDPs and other victims were mandated under Republic Act No. 11696, a 2022 law that provides compensation for loss or destruction of property, and death during the five-month conflict between government troops and militant groups in Marawi City.

Reports stated the more than 300 persons died and billions of pesos worth of property were destroyed during the siege.

The month-long caravan for justice in Marawi City was spearheaded by the Department of Justice Action Center (DOJAC) and the

Public Attorney’s Office (PAO). Justice Secretary Jesus Crispin Remulla has directed Undersecretary Margarita Gutierrez to supervise the July 3 caravan which will conclude a deadline for the filing of claims under RA 11696. The movement, dubbed “Katarungan Caravan,” is being conducted in line with Department Order (DO) No. 324, series of 2024 issued by Remulla. The National Bureau of Investigation (NBI) and the Philippine National Police (PNP) will provide clearances to speed up the claims processing.

“I entrust the welfare of our brothers and sisters of the Marawi Siege and the IDPs to our dedicated fellow public servants from DOJAC, PAO, NBI, PNP and to our volunteer private lawyers, take swift and decisive actions over their concerns and claims, ensure that no one will be left out,” Remulla said in a statement.

WHEN China came out with its questionable Nine-dash Line claim of the South China Sea, the Philippines went to the Arbitral Court at the Hague, and the Arbitral Court ruled the Nine-dash Line was illegal and a violation of the United Nations Convention of the Laws of the Sea.

But China continued with its aggressive claim on disputed waters, often preventing Filipino fishermen from fishing in those waters for their livelihood.

Then came China’s Ten-dash Line where China claimed also most the whole South China Sea as part of its territory, to the point of bullying our country’s coast guard and often preventing Filipino fishermen from fishing in the Exclusive Economic Zone.

Mourning Tweetums

My wife and I mourn the death of our close friend Barbara “Tweetums” C. Gonzalez.

In the 70’s, Tweetums had my wife and another close friend, Nena Barretto, decorate the Manila Hotel when Tweetums was with Jun Cruz, then board chairman of the Manila Hotel as GSIS Chairman.

Tweetums made a name for herself in advertising, and later on as a columnist of the lifestyle section of the Philippine Star. My wife and I will miss Tweetums.

nored by Russia and Israel, the International Court of Justice is hamstrung by a dysfunctional global system that sees countries comply with its rulings -- or not -- based on their own double standards, experts say. In 2022, the UN’s highest court ordered Russia to halt its invasion of Ukraine, still underway two years later. In May, it ordered Israel to immediately halt its military offensive in the southern Gaza city of Rafah, which is ongoing.

Do these refusals to comply with legally binding decisions testify to a lack of credibility and legitimacy on the part of the ICJ? Not really, according to analysts interviewed by AFP, who point instead to the responsibilities of nations within the global system. Without an international police or armed force, the ICJ “depends on the will and cooperation of states to implement its decisions,” says Raphaelle Nollez-Goldbach, a researcher at France’s National Center for Scientific Research.

Seoul to fully suspend 2018 military deal

SEOUL—Seoul will fully suspend a 2018 tension-reducing military deal with nuclear-armed North Korea, the South’s National Security Council said Monday, after Pyongyang sent hundreds of trash-filled balloons across the border.

Seoul partially suspended the agreement last year after the North put a spy satellite into orbit, but the NSC said it would tell the cabinet “to suspend the entire effect of the ‘September 19 Military Agreement’ until mutual trust between the two Koreas is restored.”

In the last week, Pyongyang has sent nearly a thousand balloons carrying garbage including cigarette butts and likely manure into the South, in what it says was retaliation for missives bearing anti-regime propaganda organised by activists in the South.

South Korea has called the latest provocation from its neighbor “irrational” and “low-class” but, unlike the spate of recent ballistic missile launches, the trash campaign does not violate UN sanctions on Kim Jong Un’s isolated government.

The North called off the balloon bombardment Sunday, saying it had been an effective countermeasure—but warning that more could come if needed.

The 2018 military deal, signed during a period of warmer ties between the two countries which remain technically at war, aims to reduce tensions on the peninsula and avoid an accidental escalation, especially along the heavily fortified border. AFP

European powers seek to censure Iran at UN

VIENNA, Austria—Britain, France and Germany will seek to censure Iran over its lack of cooperation with the UN nuclear watchdog at its board meeting from Monday despite US opposition, diplomats told AFP.

According to the International Atomic Energy Agency, Tehran is the only non-nuclear weapon state to enrich uranium to 60 percent, while it keeps accumulating large uranium stockpiles.

That is approaching the enrichment levels of 90 percent needed for atomic weapons. It is also well above the authorised 3.67 percent used for nuclear power stations.

Iran has always denied wanting to acquire a nuclear weapon, but the rapid expansion of its nuclear programme has no “credible civilian justification,” said one diplomat who asked not to be named.

Diplomats told AFP that submitting a motion against Iran at the Vienna meeting was driven by an “urgency to react to the gravity of the situation”.

The planned resolution comes after the IAEA board passed the last one of its kind in November 2022. AFP

Mediators press Israel, Hamas to agree to truce

—Fresh strikes were reported in the Gazan city of Rafah overnight into Monday, as mediators urged Israel and Hamas to agree to a truce and hostage release deal outlined by US President Joe Biden.

Since Biden spoke at the White House on Friday, Prime Minister Benjamin Netanyahu has insisted Israel will pursue the war—now nearing its ninth month—until it has destroyed Hamas and freed the captives taken during the Palestinian militant group’s unprecedented Oct. 7 attack.

Hamas has said it “views positively” what Biden described as an Israeli proposal.

US Secretary of State Antony Blinken called Israeli war cabinet member Benny Gantz and Defence

Minister Yoav Gallant to discuss the deal, the State Department said in a pair of statements Sunday night.

In the calls, Blinken “commended” Israel on the proposal and “emphasized that Hamas should take the deal without delay.”

Netanyahu, a hawkish political veteran leading a fragile right-wing coalition government, is under intense domestic pressure from two sides.

Protesters backing an immediate hostage release, who rallied again Saturday in Tel Aviv, want him to

strike a truce deal, but his far-right allies are threatening to bring down the government if he does.

Meanwhile, fighting has continued to rock Gaza, with Israel’s military reporting air strikes and ground combat on Sunday.

Gaza’s European hospital reported late Sunday night that three people were wounded in a strike on a neighborhood in northern Rafah, while eyewitnesses reported multiple injuries and deaths in a strike early Monday on a home west of the city.

Trump warns jail time could be ‘breaking

WASHINGTON, DC—Donald Trump has suggested that sending him to prison could prove a “breaking point” for his supporters -- a warning that will fuel concerns of political violence around the US presidential election on Nov. 5. In an interview aired Sunday (Monday in Manila) on Fox News, the former president and current Republican White House hopeful acknowledged the possibility of jail time or house arrest following his historic criminal conviction in a hush money trial.

“I’m ok with it,” Trump said, but added he was “not sure the public would stand for it.”

“I think it would be tough for the public to take. You know at a certain point there’s a breaking point,” he said.

The warning will resonate in a country already concerned about the prospect of civil unrest and political harassment in the run-up to the November election.

Trump will now be running as a felon, and he has repeatedly refused to commit to accepting the result should he lose to President Joe Biden.

Syria war monitor: 16 killed in Israeli hit near Aleppo

BEIRUT—A war monitor said 16 members of pro-Iran groups were killed in an Israeli strike near northern Syria’s Aleppo early Monday, with state media also reporting a deadly Israeli attack.

“The death toll of the Israeli strike on a factory in Hayyan in western Aleppo province has risen to 16 proIran group members, including Syrian and foreigner fighters,” said the Syrian Observatory for Human Rights.

The Britain-based Observatory, which relies on a network of sources inside Syria, had initially reported 12 dead.

It said pro-Iranian groups composed of local and foreign fighters have considerable influence in governmentcontrolled Hayyan.

Israel has carried out hundreds of strikes on its northern neighbor since the outbreak of Syria’s civil war, mainly targeting army positions and Iran-backed fighters, including from Lebanon’s Hezbollah group.

The strikes increased after Israel’s war with Hamas in the Gaza Strip began on October 7, when the Iran-backed Palestinian militant group launched an unprecedented attack against Israel.

But the Observatory said they slowed after a deadly April 1 strike on the Iranian consulate in Damascus, blamed on Israel, that sent regional tensions skyrocketing and triggered Iran’s firstever direct attack on Israel.

The Syrian defence ministry said in a statement that “after midnight... the Israeli enemy launched an air attack from the southeast of Aleppo, targeting some positions” near the city, reporting “martyrs” and “some material damage”.

While Israel rarely comments on individual strikes in Syria, it has repeatedly said it will not allow archenemy Iran to expand its presence there.

According to the Observatory, Israeli strikes on Wednesday in western and central Syria killed a girl and six fighters working with Hezbollah, including three Syrians.

Hezbollah, a Hamas ally, has long fought in support of Syrian President Bashar al-Assad in his country’s civil war.

Alcaraz books Tsitsipas rematch, Swiatek advances

PARIS—Carlos Alcaraz produced his best display of the tournament to line up a quarter-final rematch with Stefanos Tsitsipas at the French Open, while Iga Swiatek ramped up her bid for a third successive Roland Garros title with a 40-minute blitz on Sunday.

Alcaraz says he feels much more like himself in Paris after an injury-hit build-up saw him sidelined by a sore forearm for almost a month.

Beermen eye strong start; Bolts expect tough series

“Game 1 is important for every team. We just gotta have to start strong, win Game 1 and see what happens,” said Beermen coach Jorge Gallent, two days before the start of their best-of-seven finals affair at 7:30 p.m. on Wednesday

For the Bolts, they went through a lot of difficulties against the Ginebra San Miguel Gin Kings, whom they beat 78-69 last Friday to barge into the All-Filipino finals for the first time.

“When San Miguel was undefeated for 10 games, you could read that they’re already in. But, that’s the past, and we’ve been through a lot,” said Trillo.

“We respect them but at the same time, we believe in our guys. I personally believe that we have enough. It’s not going to be easy,” added Trillo.

In all, the Beermen are celebrating their 37th finals appearance (as SMB) ever since they won the 1982 invitationals.

The Beermen will be led by CJ Perez and Don Trollano, with their averages of 21.27 points and 5.45 rebounds, and 13.27 points and 5.45 boards.

The Bolts can count on Chris Newsome and Allein Maliksi in their game, with the former norming 15.36 points and the latter chipping 13.64 points per game.

DELEGATES of over 15 universities across Mindanao gathered at the Iligan Medical Center College covered court as the Mindanao Peace Games (MPG) formally made its comeback to the annual sports calendar over the weekend.

Hosted by Iligan City, the Mindanao Peace Games with a tagline of “Kalaro. Kaibigan. Kasama.” welcomed more than 650 women student-athletes from across the region as its participants to compete over seven sports scattered across the different venues in the city —basketball, volleyball, football, badminton, table tennis, obstacle race course, and chess.

Coach Erwin Pelayo of Ateneo de Zamboanga University, one of the conveners of the MPG, stated that this is by far the biggest number of participating schools they have encountered since the games’ inauguration in 2014, also noting that the Palawan State University saw the advocacy of the games and registered their own women student-athletes in hopes of growing their exposure in competitive play without the rivalry.

The Philippine Sports Commission, through the Office of Commissioner Olivia “Bong” Coo provided support to the all-women event once they saw requests from the MPG organizers. In a message delivered by Project Head Director Evan Regodon, PSC chairman Richard Bachmann reiterated the mandates of the agency in promoting sports as well as raising awareness in the value of gender inclusivity and peace-building through sports.

THE Bangko Sentral ng Pilipinas (BSP) said Monday it is supporting the efficient roll-out of the eTravel Customs System in all international airports.

The system enables all arriving and departing travelers to fill-out the electronic customs baggage declaration form (e-CBDF) and electronic currencies declaration form (e-CDF) using the eTravel website.

It also reminded the public on the strict implementation of rules on cross-border transfer of currencies provided under Section 4 of the Manual of Regulations on Foreign Exchange Transactions (FX Manual), as amended.

“Any person, who brings into or takes out of the Philippines foreign currency, in excess of $10,000 or its equivalent in other foreign currencies is required to declare the whole amount brought into or taken out of the Philippines using the e-CDF,” the BSP said.

It said that for Philippine currency, a person may bring into or take out of the Philippines an amount not exceeding P50,000.

“Amounts in excess of the limit shall require prior written authorization from the Bangko Sentral ng Pilipinas (BSP); and declaration of the whole amount brought into or taken out of the Philippines in the e-CDF,” the BSP said.

The BSP advised all travelers to fully comply with these requirements to ensure seamless international travel clearance.

Alternergy raises over P20b in 15 months since IPO

ALTERNERGY Holdings Corp. said Monday its capital raising activities surpassed P20 billion over a period of 15 months since its initial public offering (IPO) in March 2023.

Alternergy said it would use the funds to accelerate construction of up to 204 megawatts (MW) of new capacity targeted to come online by 2025.

These are the 112-MW Tanay wind power project in Tanay, Rizal, the 64MW Alabat wind power project in Quezon and the 28-MW Solana Solar power project in Hermosa, Bataan.

“Alternergy’s initial capital raising activity since the IPO in March 2023 is almost at the homestretch. The P20billion funding will support the timely completion of new generation capacities to contribute to the government’s target to increase renewable energy share and help beef up the country’s power supply situation” Alternergy president Gerry Magbanua said.

Alternergy raised bulk of the financing amounting to P8 billion for Alternergy Tanay Wind Corp. from Bank of the Philippines Islands and Security Bank in May.

It also raised P2 billion representing the first tranche of the green corporate loan from BDO Unibank last week.

Magbanua said another P2 billion representing the second tranche of the green corporate loan is expected to be raised in the first half of 2024.

Alternergy raised P1.62 billion from its initial public offering in March 2023 and P1.45 billion in preferred shares issuance in November 2023.

The company is also expected to close additional financing of P5.33 billion for Alabat Wind Power Corp. and P1 billion for Solana Solar this month.

“Once the final signings of the remaining P6.3 billion are done, we expect to go back to the drawing board to further plan for the next round of capital raising activity to reach our medium-term target of 500 MW capacity by 2026,” Magbanua said.

“We are grateful to the financing and investing community who have embraced our innovative funding solutions. The loans so far secured are under the Green Finance Framework we crafted with the Asian Development Bank (ADB), while our inaugural IPO had been successful even in the amidst volatile market sentiments,” he said.

These new initiatives for clean energy require a new mindset, systems, and approaches to build the necessary infrastructures, financing, and leadership to lift us from the old carbon-induced energy. The race for renewables greets us all with an anticipation of a better future. I can’t wait to see a carbonneutral Philippines.

THE Social Security System (SSS) said Monday it is increasing its investments in real estate investment trusts (REITs) to boost the agency’s income and provide better returns for its members.

SSS president and chief executive Rolando Ledesma Macasaet said the state pension fund expressed optimism on generating more profit from its P6-billion investment in nearly all the REITs available in the Philippines.

Macasaet said of the P6-billion investment, more than 75 percent were purchased this year and yielded around 8 percent.

This promising figure is expected to significantly boost the SSS investment portfolio, instilling a sense of optimism among stakeholders, he said.

Macasaet’s bullish outlook on REITs prospect is underpinned by expected interest rate cut in the second half of the year and the increasingly favorable market conditions. The positive outlook sets the stage for potentially higher returns on SSS’ investments.

loan and receive a maximum net amount of P20,000. Meanwhile, those without existing emergency loan may apply for a P20,000 loan.

GSIS said to qualify for emergency loan, active members should be working or residing in the calamitydeclared areas, not be on unpaid leave, have no pending legal cases, have paid premiums within the last six months and have a net take-home pay of not be lower than P5,000 per the General Appropriations Act.

Old-age and disability pensioners residing in the calamity areas may also avail of the loan provided their net monthly pension after availing of the loan is at least 25 percent, it said. The loan has a low interest of 6 percent and with a repayment period of three years.

Members and pensioners may apply for the loan using the GSIS Touch mobile application, which may be downloaded from the Google Play Store and Apple App Store.

Battery swap technology provider Gogoro PH eyes prepaid energy plans

GOGORO Philippines, the leader in electric mobility and battery-swapping technology, is making their hightech rides more accessible through prepaid offerings.

DTI issues first batch of PS licenses to heated tobacco manufacturer

THE Department of Trade and Industry’s Bureau of Philippine Standards (DTI-BPS) issued the first batch of Philippine Standard (PS) licenses to heated tobacco manufacturers.

“Effective June 5, 2024, no vape products can enter the country without a product standard [PS] mark or license, or ICC markings,” said DTI Consumer Protection Group Undersecretary Amanda Nograles.

The agency awarded PS licenses to Technocom System Sdn. Bhd. and Shenzhen Adwell Technology Co. Ltd. after a rigorous vetting process under technical regulations mandating product certification for heated tobacco products (HTPs) and vape products. These regulations are governed by Republic Act 11900, or the Vaporized Nicotine and Non-Nicotine Products Regulation Act.

The DTI-BPS website listing certified products shows licenses were granted to Venture Technocom System,

the manufacturer of the IQOS ILUMA heated tobacco device, and to Shenzhen Adwell Technology. The licenses are valid for three years and must be renewed six months before expiration. Venture Technocom System and Shenzhen Adwell Technology are the

only factories to obtain PS mark licenses for any product under the Vape Law. PMFTC Inc. and Royal Connections Inc. are listed as authorized importers of the IQOS ILUMA device. Retailers of vape, heated tobacco, and other novel tobacco products

DENR launches initiative to curb biodiversity loss, climate change

THE government is bolstering efforts to lower biodiversity loss, make communities more resilient to disasters and temper resource exploitation.

The Department of Environment and Natural Resources (DENR) last week launched the “Sukat ng Kalikasan” (SnK) framework and toolkit during the International Day for Biological Diversity as part of a sciencebased approach in the management of natural resources and upgrade of climate and disaster resilience.

DENR Secretary Maria Antonia Yulo Loyzaga is optimistic over the

effective implementation of the Philippine Ecosystem and Natural Capital Accounting System (PENCAS) Act with the SnK launch.

The PENCAS Act, or Republic Act No. 11995, is the law establishing a system to measure the country’s natural resources and stop unchecked development and resource exploitation.

Under the law, the DENR will work with the Philippine Statistics Author-

ity (PSA), the Interagency Committee on Environment and Natural Resources Statistics (IACENRS) and the National Economic and Development Authority (NEDA).

The PENCAS law will serve as a tool for determining the contributions of ecosystems to economic development.

The DENR, with the establishment of the Geospatial Database Office, is encouraging a scienceinformed and risk-based approach to address the complex and interconnected challenges of climate change, biodiversity loss, energy transition and sustainable development.

DID you know that most of the world uses the same two words for tea? One variation is the one used in English (tea), French (thé), Spanish (té) and Dutch (thee). The other is a variation of chá (in Mandarin and Cantonese), such as chai in Hindi, shay in Arabic and chay in Russian. There’s an interesting reason for this.

Both words originate in China, which is widely believed to be the ‘home of tea’ and where the plant was first domesticated, and come from the Chinese character: In Mandarin and Cantonese, it’s pronounced ‘cha.’ Countries around the world that use the word ‘cha’ originally imported tea over land, through the Silk Road, from the northern regions of China where they pronounce the word ‘cha.’ However, in the dialect spoken in the southern

coastal province of Fujian, the word is pronounced ‘te.’ This port is where 17th century Dutch merchants traded tea to bring to Europe, bringing back with them the pronunciation of ‘tea.’ There are, of course, exceptions to this. But for the most part, wherever you are in the world, there’s a good chance you’ll know how to ask for a cup of tea with just those two words!

TWO of the largest reservoirs in America, which provide water and electricity to millions, are in danger of reaching ‘dead pool status,’ a result of the climate crisis and overconsumption of water, experts say.

Lake Mead, in Nevada and Arizona, and Lake Powell, in Utah and Arizona, experienced their lowest ever levels last year. ‘Dead pool’ status would mean the water level in the dams was so low it could no longer flow downstream and power hydroelectric power stations.

The Lake Mead reservoir, which is the largest artificial body of water in America, was created in the 1930s by the construction of the Hoover Dam, an engineering masterpiece. Lake Powell, the second largest, was created in the 1960s with the construc-

tion of the Glen Canyon Dam.

“The conditions in the American west, which we’re seeing around the Colorado River basin, have been so dry for more than 20 years that we’re no longer speaking of a drought,” said Lis Mullin Bernhardt, an ecosystems expert at the United Nations Environment Programme (UNEP). “We refer to it as “aridification” –a new very dry normal.”

Lake Mead and Lake Powell not only provide water and electricity to tens of millions in Nevada, Arizona, California, Wyoming, Colorado, New Mexico and Mexico, but they also provide irrigation water for agriculture. Experts warn that as the crisis deepens, water cuts will need to be introduced, but this may not be enough.

Stressing that SnK will bridge the gap between economic planning and environmental conservation, Loyzaga said SnK is “customized for the Philippine context” and its adoption places the government “in a more resilient position to manage our natural resources sustainably while achieving our development goals.” DENR News

COVID-19 erased a decade of gains in life expectancy

DATA crunched by the UN World Health Organization (WHO) has revealed that the COVID-19 emergency reversed more than a decade of gains in life expectancy, reinforcing the need for countries to agree on a global pandemic treaty to protect future generations.

According to the UN agency, between 2019 and 2021—the early years of the global health emergency—life expectancy around the world dropped by 1.8 years to 71.4 years, which is the 2012 level.

Responding to the findings, WHO Director-General Tedros Adhanom Ghebreyesus highlighted the fragility of global health advances when confronted with unprecedented emergencies like the pandemic, which caused more than seven million confirmed deaths.

“In just two years, the COVID-19 pandemic erased a decade of gains in life expectancy,” Tedros said. “That’s why the new Pandemic Agreement is so important: not only to strengthen global health security, but to protect long-term investments in health and promote equity within and between countries.”

Regionally, the Americas and South-East Asia felt the biggest impact of the coronavirus, with life expectancy dropping by around three years.

In contrast, Western Pacific countries were minimally affected during the first two years of the pandemic, with only small losses in life expectancy and healthy life expectancy.

The WHO’s World Health Statistics 2024 report confirmed that COVID-19 was the third highest cause of death globally in 2020 and the second highest a year later.

The coronavirus was also the leading cause of mortality in the Americas for 2020 and 2021.

Before the pandemic, noncommunicable diseases remained the top killer, the UN health agency said, accounting for 74 percent of all deaths in 2019.

IN A recent television appearance, Ogie Alcasid discussed his wife Regine Velasquez ’s acknowledgment in a previous interview that she no longer sees herself as the top songstress.

“Yes, we discuss it regularly,” he remarked. “Every day, we come to new understandings.”

Ogie, a singer-songwritercomedian, shared that his wife is humble and accepting of reality.

“Once, I found her watching her old videos from when she was younger. She’d reminisce about her incredibly high vocal range back then and how splendid she was. I’d reassure her that she’s still excellent now, just with a different style. She sings with more heart, especially since I’ve been in her life,” he said.

Ogie also mentioned that Regine acknowledges the presence of numerous new and younger singers in the industry now, understanding that older artists like them may eventually fade into the background.

“When she expresses this concern, I reassure her that we’re still relevant. Just because there are new singers doesn’t mean we won’t be noticed anymore. What matters is that we know our place in the industry,” he pointed out. The talented entertainer takes pride in the fact that young singers admire them. “Exactly! Fresh talent is abundant out there now, but what’s gratifying is that we have their support. Regine feels both proud and humbled whenever these aspiring artists reach out to us.”

“That’s why, if you’ve noticed, she makes it a point to appear on their shows whenever possible. She wants to be involved in the lives and careers of these newcomers. She remembers how, when she was starting, established singers like Ms. Pilita Corrales Ms. Kuh Ledesma , and Ms. Pops Fernandez also extended their support to her,” Ogie concluded.

Nora Aunor , the Superstar and National Artist for Film and Broadcast Arts, has agreed to a sequel for her classic movie Bona , which was showcased in the Cannes Classics section of the recent Cannes Film Festival in its remastered version.

“Of course, with Ate Guy!” he says. “There have always been actors from my dad’s era and before that, I’ve wanted to collaborate with. Now that I’m at this point in my career, it almost feels like it might never happen. But if it does, it’ll be fantastic! It will certainly be an unforgettable experience,” he stated.

Ndirector Kurt Soberano ’s debut masterpiece Under A Piaya Moon , which bagged eight major awards at the 2024 Puregold CinePanalo Film Festival including Best Picture, is having a commercial screening run in the province that inspired it.

The awardwinning film, starring Jeff Moses, Pau Dimaranan, Chart Motus, and seasoned actor Joel Torre opened in Ayala Malls Capitol Central and SM City Bacolod on May 29.

In its premiere at the recently concluded Puregold CinePanalo Film Festival, Under A Piaya Moon captivated audiences and critics alike. It nabbed eight awards and numerous nominations including Pinakapanalong Mahabang Pelikula (Best FullLength Film), Panalong Aktor for Jeff Moses (Best Actor), Panalong Pangalawang Aktor for Joel Torre (Best Supporting Actor), a Mowelfund Special Citation, MTRCB Responsableng Paglikha, Panalo sa Cinematography, Panalo sa Editing, and Panalo sa Production Design.

According to Soberano, the choice to put Negros Occidental was a labor of love, as a Bacoleño himself. For him, few provinces have changed and grown the way Negros Occidental has throughout the years, which makes it a perfect backdrop for a story like Under the Piaya Moon, which is all about growth, exploration, and perseverance.

Under A Piaya Moon is Soberano’s beautifully crafted homage to his province Negros. Unlike many award-winning films dominated by Manileño culture, Piaya Moon is a defiant film, with its dialogue being spoken entirely in the local Negros language of Hiligaynon. Upon its release, it was adored by audiences and critics alike for its sincere display of Negrense culture, particularly its rich culinary tradition.

“It’s in the sweetness of piaya and the depth of muscovado sugar that this movie seeks to reflect the collective identity of Negrenses, and our indomitable, enduring spirit,” said Soberano. “I made this movie in part to celebrate Negros, both to celebrate how it’s progressed, and preserve the culture we can’t afford to lose.”

Outside of being a landmark film when it comes to Negrense culture, Under A Piaya Moon is

also notable for being a heartwarming film about the delicate balance of professional success and personal growth, and how the breaking of bread can bind families. The film tells the story of Stephen, who arrives in town as the heir to his grandparents’ local panaderia but finds himself caught between his professional aspirations, his family’s troubled past, and the irresistible pull of Negrosanon culture.

Netplates expands in Quezon City with new La Parillada outlet

NETPLATES Corp. announced the expansion of its food service business with the opening of a new La Parillada outlet in Quezon City.

La Parillada, which offers a blend of American and Mexican cuisine, is owned and operated by Netplates Corp. The firm is involved in cloud kitchen and franchise development, overseen by internationally renowned Chef Boy Logro.

Jeff Agudelo, general manager of Netplates Corp., stated that the opening of the new La Parillada outlet signifies the company’s serious expansion into the food service and franchising sector.

The new outlet is located on the second floor of the Royale Place Mall, beside the Ever Commonwealth Mall near Commonwealth Avenue.

“We are offering the La Parillada brand as a franchise opportunity for entrepreneurs,” Agudelo said.

“It’s also a venue for consumers to enjoy old-fashioned barbecue ribs and similar products,” said Lagro, who is also the mastermind behind the La Parilla food chain.

The company disclosed plans to launch a public offering in the future to fuel its growth strategy. Agudelo said the food service industry is an important growth sector that would boost the Philippine economy.

Agudelo expressed confidence that with new store openings and franchise support for La Parillada, Netplates Corp. would become a major player in the food service industry, drawing on Lagro’s 50 years of experience in the culinary business.

The company plans to open 20 outlets in the next three years. It hopes to raise P200 million in funds for the expansion from the firm’s retained earnings and from third-party investors. The franchise investment is pegged at P3.5 million per outlet. La Parillada has three restaurant outlets in Metro Manila.
