SINGAPORE —China’s defense minister warned Sunday of “limits” to Beijing’s idea of restraint on the South China Sea and over the deployment of ballistic missiles in the Asia-Pacific region.
Dong’s remarks at a security forum in Singapore were a clear reference to the Philippines and the United States, which have been boosting defense ties in the face of China’s growing military might and influence.
“China has maintained sufficient restraint in the face of rights infringements and provocation, but there are limits to this,” Dong told the Shangri-La Dialogue, which is attended by defense officials from around the world.
The Philippines and the United States are long standing treaty allies, and Manila is a key focus of Washington’s efforts to strengthen alliances and partnerships in the Asia-Pacific region, which has enraged Beijing.

Given its position in the South China Sea and proximity to self-ruled Taiwan, which China claims as its own, Philippine support would be crucial for the United States in the event of any conflict.
The US Army said in April that it had deployed a Mid-Range Capability missile system capable of firing the Standard Missile 6 (SM-6) and the Tomahawk Land Attack Missile in the northern Philippines for annual joint exercises.

By Rey E. Requejo By Rey E. RequejoTHE Department of Justice (DOJ) has endorsed a draft treaty between the Philippines and Spain that allows natural-born Filipinos to retain their Philippine citizenship even if they acquire Spanish nationality. The DOJ outlined its position on the matter in a legal opinion dated April 30, 2024. This development could significantly impact Filipinos seeking dual nationality. Justice Secretary Jesus Crispin Remulla explained that, under current laws, Filipinos do not lose their Philippine citizenship when acquiring citizenship from Iberian and Ibero-American countries, as well as the United Kingdom,
PHILIPPINE Coast Guard Commandant Admiral Ronnie Gil Gavan is calling on their counterparts from other countries to stop using water cannons.
According to Gavan, the use of water cannons against fellow coast guards will not help because it will make the situation even worse. Gavan made the statement during a special session at the Maritime Law Enforcement and Confidence Building at the IISS Shangri-La Dialogue in Singapore.

THERE have been no reported Filipino casualties after a building collapsed in Jeddah, Saudi Arabia last Friday, May 31, according to the Department of Migrant Workers (DMW).
DMW Secretary Hans Cacdac announced on Sunday, June 2, that the Migrant Workers Office (MWO) in Jeddah is closely monitoring the search and rescue operations at the collapse site.

“Our Migrant Workers Office in Jeddah visited the incident site and several nearby hospitals to check for any Filipinos taken there for treatment. No Filipinos were reported to have been injured,” Cacdac said. At least eight people have been rescued from the debris of the collapsed building, the Saudi Gazette reported.

POWER retailer Manila Electric Co. (Meralco) said Sunday nearly two million customers in parts of Batangas, Bulacan, Cavite, Laguna, Metro Manila, Pampanga, Rizal and Quezon were affected by the outages lasting an average of 1.5 hours starting at 2:17 p.m. on Saturday.
Meralco said in a statement that due to the red alert in the Luzon Grid on June 1, it implemented manual load dropping (MLD), but all services were fully restored by 11:47 p.m.
The National Grid Corporation of the Philippines (NGCP) lifted the red
alert at 12:35 a.m. on June 2 as total unavailable capacity reached 4,682 megawatts (MW).
“Due to the significant supply deficiency, rotational power interruptions had to be implemented across Luzon, including in Meralco’s service areas,
to manage the current system condition,” Meralco spokesperson and corporate communications head Joe Zaldarriaga said.
Meralco acknowledged the support of its commercial and industrial customers, which de-loaded a collective capacity of more than 200 MW as they helped in mitigating the impact of the Red Alert that lasted almost half of the day.
“We sincerely apologize to our customers for the inconvenience caused by this challenging situation. We continue to proactively exhaust all demand-side management efforts to help minimize, if not avert, power interruptions,” Zaldar-
riaga said.
Meralco assured its customers that it is monitoring the situation 24/7 and is ready to activate the Interruptible Load Program should there be a need.
NGCP said the Luzon Grid is under normal condition on Sunday.
The transmission company raised the red and yellow alert power supply situations on Saturday due to the outage of Ilijan Block A & B (1,200MW) arising from liquefied fuel terminal restriction.
A red alert status is issued when power supply is insufficient to meet consumer demand and the transmission grid’s regulating requirement.

Trillanes before the Quezon City Prosecutor’s Office were based on allegations by the two respondents which said that the former senator had sold Bajo de Masinloc and Panatag Shoal, both located along Scarborough Shoal, to China.
This alleged “sale” was said to have transpired during the former senator’s backchannel talks with Chinese officials in 2012. Another allegation against the former senator was his supposed actions to pay off a person who would stand as a “fake” witness against former president Rodrigo Duterte.
Trillanes earlier revealed that he plans to file with the National Bureau of Investigations (NBI) other criminal charges against several social media accounts for disinformation and equally libelous statements.
The deployment of “medium-range ballistic missiles” was “severely damaging regional security and stability,”

Remulla clarified that Commonwealth Act 63 stipulates that acquiring citizenship from Iberian or Ibero-American countries, or the UK, does not result in the loss of Philippine citizenship if the other country reciprocates the privilege and a treaty is in place.
Spain, he noted, is such a country, as its laws recognize that Spaniards acquiring Philippine citizenship do not lose their Spanish nationality.
Further, Remulla cited the Spanish Civil Code, which states that acquiring citizenship from countries like the Philippines does not lead to the loss of

The DOJ chief also pointed out that RA 9225 allows natural-born Filipinos who lost their citizenship through foreign naturalization to swiftly reacquire and retain it by taking an oath of allegiance to the Philippines.
He believes the proposed treaty with Spain would bolster RA 9225 by facilitating the retention of Filipino citizenship.
Should the treaty be finalized, Remulla recommended updating the Bureau of Immigration’s Memorandum Circular No. AFF-04-01, which outlines the current procedures for implementing RA 9225.

By Rey E. RequejoTHE Manila Economic and Cultural Office (MECO) announced on Sunday that Taiwanese companies are opening over 2,000 jobs for Filipino workers during the upcoming special one-day Job Fair and Career Expo in Isabela province on June 7.
MECO chairperson Silvestre Bello III said this event marks the beginning of a series of job matching initiatives by Taiwanese firms in the Philippines.
“We intend to have a Metro Manila wide fair for Taiwan jobs probably before the end of the year,” Bello added.
The job fair will see participation from approximately 12 Taiwanese employers, recruitment agencies, and universities, all convening in Ilagan City. They will be screening and interviewing candidates for various factory positions, caregiver roles, and even offering scholarship slots for students.
Notable companies like I-Mei Foods, a leading food processing and manufacturing firm, and SHPT Caretakers will be conducting online interviews and assessments of applicants.
Interested applicants are required to pre-register through the Department of Migrant Workers’ (DMW) registration portal, where they can also view the specific requirements and qualifications for the available jobs.
Participating agencies will perform a pre-screening of candidates before the actual job fair to streamline the process.
In addition to job vacancies, the career expo will feature scholarship offerings from at least three prestigious Taiwan universities.
Mingshin University of Science and Technology, Taipei University of Science and Technology, and Kunshan University will provide scholarships to students who qualify on June 7.

The PCG chief did not directly identify the China Coast Guard which also attended the said meeting.
The coast guard admiral emphasized that the water cannon is only used to save lives and properties from fire.
“Water cannons are not meant to light up fire. They are there to save lives and properties from fire or simply to put out fire; never to hose down the weaker ones to pieces to start the fire,” added Gavan.
Gavan assured that the Philippines will remain professional and calm despite the tension in the West Philippine Sea.
“We just have to go back to the basics of humanity. If we embrace together what is right, we won’t be wrong,” said Admiral Gavan.

bolstering the Philippine economy. Representatives Jay Khonghun of Zambales, Paolo Ortega V of La Union, Rodge Gutierrez of the 1-Rider partylist, Zia Alonto Adiong of Lanao del Sur, and Jil Bongalon of the Ako Bicol party-list highlighted the necessity of these reforms to keep pace with global economic trends.
“In this era of fast global digitaliza-
tion, the Philippines needs to level up by trying to compete, or at least be at
par with advanced economies. We are sorely lacking infrastructure, which is why our Asian neighbors left us behind,” Khonghun said.
Ortega echoed this sentiment, questioning the need to maintain the status quo after nearly four decades since the first Marcos administration. Gutierrez stressed the economic benefits of the proposed amendments. He urged the Senate to join them in unlocking the Philippines’ full potential and ensuring sustained economic growth through constitutional economic amendments.
“By attracting foreign investments
and fostering a competitive, inclusive business environment, we can generate more jobs for Filipinos,” said the partylist solon.
Bongalon, also a lawyer, highlighted the practical aspects of the reforms.
“We need some economic adjustments to keep pace with the demands of the global economy. Opening specific economic provisions can create a more dynamic and resilient economy facing future challenges,” he said.
The Tangere survey, conducted from May 21 to 25 with 1,500 respondents nationwide, revealed that 57 percent of Filipinos support key economic chang-
es to the constitution, a slight increase from April’s figures.
The strongest support was noted among respondents from Metro Manila, Southern Luzon, and the Bicol region, while opposition was more prevalent in Mindanao, Central Luzon, and among the upper-income classes.
The survey underscored the perceived benefits of the constitutional amendment, with respondents citing job creation (72 percent), higher economic growth (68 percent), increased salaries and work benefits (67 percent), and lower prices for goods and services (63 percent).

SENATOR Sherwin
Gatchalian urged the Toll Regulatory Board (TRB) on Sunday to enhance its services ahead of any planned toll rate hikes, emphasizing the need for improvements by toll road operators.
The appeal comes after the TRB recently approved the second tranche of toll adjustments for the North Luzon Expressway (NLEX). The policy is set to take effect this Tuesday, June 4.
Gatchalian challenged the looming implementation of the toll fee adjustments amid ongoing complaints from motorists about the subpar services on NLEX.
“I pass through NLEX regularly and know the situation firsthand. People usually complain about the faulty cashless reader and horrible traffic, especially during weekends or holiday breaks when there is a surge of motorists,” he said.
The senator stressed that operators should rectify their defective cashless payment systems and implement traffic alleviation programs before any rate hike is enforced. He noted that motorists continue to endure vehicular bottlenecks, particularly near toll booths, due to these issues.
Gatchalian further pointed out that the erratic cashless payment systems significantly contribute to traffic congestion in certain areas. “Any rate adjustment on the country’s main toll roads should translate into higher service standards and better experience for motorists,” he emphasized.
THE provincial government of Pampanga thanked Makati City Mayor Abigail Binay for Makati City’s P1 million donation to support recovery efforts of the province from the effects of typhoons Egay and Falcon in 2023.
Pampanga Governor Dennis Pineda presented a Certificate of Appreciation to the mayor during the Provincial Disaster Risk Reduction and Management (DRRM) Council meeting held at Kingsborough International Convention Center in Guagua on Friday, May 31.
Earlier this year, Makati extended financial aid worth P47.5 million
to 75 disaster-stricken local government units (LGUs). Pampanga and two of its municipalities severely affected by tropical cyclones Egay and Falcon each received P1 million from the city.
“We are glad to be of help to other local government units severely affected by natural disasters. We are also willing to share our expertise and other available resources to support their recovery efforts and enable them to make the lives of their constituents better,” Binay said.
Mayor Abby recently visited the municipalities of Sta. Rita, Porac, Floridablanca, Lubao and Guagua to-
gether with former president and now Pampanga Rep. Gloria MacapagalArroyo and her son Mikey Arroyo. Local government officials warmly welcomed the visiting mayor. Binay also invited the said municipalities to come to Makati for benchmarking activities, underscoring the importance of sharing and learning from each other’s best practices and experiences.
“The increasingly complex and serious challenges we face compel us, local leaders, to band together and fortify our collective strength to build a sustainable future for our people,” Mayor Abby said.
By Rio N. ArajaTHE Land Transportation Office (LTO) issued a stern reminder to all motorists on Sunday about the importance of updating the agency on any sale or change of ownership of their vehicles.
This step is crucial to prevent potential legal complications, especially in the event of serious traffic accidents or criminal activities.
LTO Chief Vigor Mendoza II emphasized that the name appearing in the registration data of any motor vehicle is always presumed to be the owner and driver. Consequently, any investigations or liabilities will be directed toward this individual.
“It is really important to keep the data of your motor vehicles updated in the LTO, especially in case of change of ownership. Because whatever happens is not good, you will still be investigated and chased because your name is entered in the LTO database,” Mendoza stated. Past incidents have shown that failure to update ownership records can lead to significant legal troubles. Mendoza highlighted cases where former vehicle owners received show-cause orders or police investigations due to their vehicles being involved in criminal activities post-sale.
One notable incident occurred in Makati City, where a fatal road rage case led to a foreigner being presumed the driver of a Mercedes Benz based on outdated LTO data.
The police even visited his registered address in Las Piñas City, only to discover that the actual driver was another individual who was later arrested in Pasig City.

TACLOBAN City-The Leyte-Samar Heritage Society, Inc. (LSHSI) will hold its first “Pagsubay han Aton Kabilin: A Leyte-Samar History and Heritage Forum” with national artist for literature Resil B. Mojares, as the keynote speaker on June 6-7, 2024, at the Hotel Alejandro here.
“It’s high time that the stories of Leyte and Samar are brought to the forefront,” said Prof. Joycie DoradoAlegre, LSHSI president.
“Our history is rich, vibrant, and deeply intertwined with the nation’s past, yet it remains underrepresented in mainstream education,” said Dorado-Alegre, a professor at the University of the Philippines-Tacloban College. The forum addresses a critical gap in the current Philippine historical narrative, which often overlooks the significant events and cultural contributions of regions outside Metro Manila.
Aside from the arrival of Magellan in Homonhon on March 16, 1521, the First Mass in Limasawa on March 30, 1521, and Gen. Douglas MacArthur’s Leyte Landing on October 20, 1944, no other historical events in Eastern Visayas were featured in basic and secondary education materials, the group said.
Even the 1901 victorious Battle of Balangiga, fought by Samar freedom fighters, and the brutalities committed by the U.S. army against the people of Eastern Visayas were excluded from the mainstream historical narrative of our country, they added.
“Even more alarming is the absence of a discourse on culture and heritage in schools. Culture and arts activities are relegated to ‘intermission numbers’ and isolated to Buwan ng Wika programs. In effect, generations and generations of formally educated Filipinos are unaware of our local history, heroes, and heritage,” Dorado-Alegre said.
The event, aimed at reigniting interest in the rich history and heritage of Eastern Visayas, features a comprehensive program of panel discussions, cultural presentations, and expert talks.
The forum seeks to correct these omissions by providing a platform for local historians and scholars to present their research and perspectives, ensuring that future generations understand and appreciate Eastern Visayas’ local history and heritage.
SENATOR Cynthia Villar has disclosed she plans to retire from national politics and return to the local level, eyeing once more a seat at the Lower House as Las Piñas City representative or as Las Piñas City mayor.
Villar will end her third and final term as senator in June next year, having served two consecutive six-year terms as senator or a total of 12 years.
Should she decide to run for mayor, Villar is poised to challenge her niece— incumbent Vice Mayor April Aguilar— for the congressional post in the upcoming 2025 national and local elections.
Aguilar is the daughter of Villar’s late elder brother, former Las Piñas Mayor Vergel Aguilar. She will also end her nine-year reign as city vice mayor next year.

day, Villar confirmed her plans to retire from national politics. “I will run for mayor or Congress,” she was quoted saying.
Should she decide to run for Congress, her daughter, incumbent Deputy Majority Leader and Las Piñas Rep. Camille Villar, will have to switch positions with her mother and run for the Senate instead.
The Villar’s has another incumbent family member in the Upper Chamber, Senator Mark Villar whose term is yet to expire in 2028. At present, the Senate has two pairs
of siblings: Senators Alan Peter and Pia Cayetano, as well as Senators Joseph Victor Ejercito and Jinggoy Estrada, who are half-brothers.
Cynthia and Mark became the second mother-son tandem to simultaneously serve in the Senate. Estrada and his mother Loi Ejercito were the first to pull off such political move when they worked together in the 13th Congress (2004-2007).
Before stepping down from national politics, Villar gave assurance she would wind up all her tasks as chairperson of both the Senate Committee on Agriculture and Food and the Committee on Environment and Natural Resources.
“The renewal of the Rice Tariffication Law (RTL) and the Livestock, Poultry and Dairy Bill, the 11 legislations on protected areas which are already on the Senate floor, I will finish them before my term ends,” Villar said.
HOUSE of Representatives Minority Leader and 4Ps party-list Rep. Marcelino Libanan wants the national government to spearhead the creation of a “secure patient information sharing system” which he said would go a long way in improving health outcomes.
“There’s no question that a patient information sharing system among healthcare providers can lead to faster diagnosis and treatment, especially in emergency cases, and lessen the hazard of life-threatening medical errors,” Libanan said.
“We would urge the Department of
Health to start putting up the system, along adequate privacy safeguards,” Libanan, said in a statement on Sunday.
A lawyer by profession, Libanan also holds a bachelor’s degree in medical technology, which involves the study of science applications to diagnose, treat, and prevent health problems.
“We are now living in a world of greater people mobility. Individuals can have a sudden medical emergency anywhere, and yet their digital or physical medical records are somewhere else,” Libanan pointed out.
THE Muntinlupa City government will distribute free rubber shoes and school supplies to all public school students in the city, targeting some 98,000 young learners from daycare to Grade 12.
“We are committed to supporting our students and ensuring they have the resources they need to succeed. By providing these high-quality sneakers and school supplies, we aim to ease the financial burden on families and boost student morale,” said Mayor Ruffy Biazon. The Balik Eskwela Package contains a school bag, notebooks, pencils or pens, pad paper, and a set of crayons. Additionally, Kindergarten to Grade 6 pupils will also receive blue and white MUNwalk sneakers, while Grades 7 to 12 students will get black rubber shoes. Wards of
Santa Rosa City, Japan firm ink pact on disaster
IN a move to bolster its disaster preparedness capabilities, the Santa Rosa City government under Mayor Arlene Arcillas, has forged a strategic partnership with TAU Corp., a Japanese company known for its expertise in disaster response.
The formal agreement, titled the ‘Master Agreement for Services on Affected-Vehicle Removal in times of Disaster,’ was forged during a visit by the city delegation to Saitama, Japan. Under the accord, TAU will serve as the primary partner of the City of Santa Rosa in times of disasters. The company’s core services involved the towing and removal of damaged vehicles from roadways post-disaster, along with providing designated storage facilities for the towed vehicles.
The setup aims to mitigate the impact of disasters, safeguard critical infrastructure, and speedily address damages incurred by public facilities and road networks.
Arcillas expressed admiration and confidence in TAU, emphasizing the importance of fostering strong ties with various private sectors, both at home and abroad, to advance the city’s objectives and enhance the wellbeing of its residents.
She underscored the significance of the partnership by highlighting Japan’s longstanding reputation for exemplary disaster resilience and rapid recovery efforts, citing the nation’s track record of efficiently overcoming natural disasters and setting global benchmarks in disaster management practices.
“I firmly believe that entering into this agreement is a prudent choice. Japan has long been recognized for its exemplary disaster resilience and rapid recovery mechanisms. It has faced and overcome countless natural disasters with remarkable speed Roy Tomandao
UP Mindanao urged to offer Nursing study
A LAWMAKER has urged the University of the Philippines (UP) to introduce a Nursing course in its Mindanao campus to “further democratize student admission” in state-run universities and colleges (SUCs).
“Now that UP has decided to launch a Doctor of Medicine program in its Mindanao campus, the university might as well also offer a BSN (Bachelor of Science in Nursing) program there,” Makati City Rep. Luis Campos Jr. said in a statement on Sunday.
“We are prepared to support UP with additional funding, if necessary, should it choose to put up a nursing school in Mindanao,” said Campos, vice chairperson of the House Committee on Appropriation.
“Anybody can have a heart attack or figure in a road crash at any time, and get rushed to the nearest hospital for treatment. Medical practitioners of that hospital should be able to quickly access that individual’s health history through a system,” he added.
Libanan allayed fears of potential data privacy violations, saying the law already allows the processing of restricted personal details for medical action.
He cited Chapter 3, Section 13 (e) of the Data Privacy Law of 2012, or Republic Act No. 10173.
Campos said he is counting on UP and other SUCs “to invest aggressively in the country’s future nursing workforce” amid the looming national and global shortage of practitioners. Campos has filed House Resolution No. 1510 seeking a P- billion special education fund to enable SUCs that still do not offer the BSN program to start their own nursing schools.
Child Development Centers will also receive a school bag, notebooks, pencils, a set of crayons, and a tumbler.
Last school year, the city government provided students with black leather shoes and school supplies. Mayor Biazon explained that the switch to sneakers this year was necessary because some of the recipients last year still have usable leather shoes and the parents requested rubber shoes that may be used for physical education classes.
“We believe that by providing these essential items, we are not only helping our students academically, but also contributing to their overall well-being. These sneakers are practical and stylish, ensuring our students feel confident and ready for the school year ahead,” Biazon added.
AS PART of its 77th pre-anniversary celebration, the Philippine Air Force (PAF) has launched the sixth leg of its pre-anniversary exhibit series at Robinsons Place in Butuan City on June 1. Hosted by the Tactical Operations Group 10, Tactical Operations Wing Eastern Mindanao, the three-day exhibit offers mall-goers a chance to explore PAF’s diverse capabilities in territorial defense, combat support, and humanitarian assistance and disaster response.
The opening ceremony featured an impressive K-9 capability demonstration by the 710th Special Operations Wing highlighting their skills and expertise.
Visitors also had the unique opportunity to experience virtual flight training through desktop simulators and visit a recruitment booth to assist aspiring Airmen and Civilian Human Resources with their questions and guide them through the recruitment process. Vince Lopez
THIS continuously unfolding saga over a small-town mayor in Tarlac, a lady named Alice Guo who was elected in 2022, has become a telenovela with new twists at every hearing, senators undoing each other with new “strip-tease” findings.
One wonders if all this going ga-ga over Guo would indeed aid in crafting legislation.
The laws on citizenship are clear. If violations are found out, our senators could just direct the Philippine Statistics Authority, the Bureau of Immigration, and even the National Bureau of Investigation, to conduct the needed investigation, and ferret out the truth.
Why the need to extend the telenovela over Guo, much like Ang Probinsyano which mercifully ended after four or five years of running with every new episode intended to prolong the raking in of advertising sponsorships, is beyond me.
If the issue is about the proliferation of POGOs, which started in Cagayan, via a special law authored by the current presidential legal counsel giving ample authority over a special economic zone called CEZA at the tip of Luzon to operate online gaming beyond its territorial metes and bounds, then by all means, ban them all. Even the government of China, whose citizens are the main market of the POGOs has asked us to stop these operations which they claim to be illegal under their laws, and upon which a lot of clandestine monies have been funneled, er, laundered.
Let PAGCOR and the Anti-Money Laundering Council and the Bangko Sentral do the work then, instead of going gaga over Guo, and unleashing a Sinophobia with all its aberrant effects, along with Ludlumesque espionage insinuations.
We have been co-existing with Chinese through centuries, even before Ferdinand Magellan came to our shores, and many of us have co-mingled Malay, Chinese, even Caucasian blood running through our veins.
All of a sudden, because of conflicts in the interpretation of international law, the usual interference of the powerful US of A taking advantage of our military weakness side-by-side with our colonial mentality, the bullying by Chinese militia vessels and their Coast Guard after we agreed to additional EDCA sites aimed at Taiwan, we have started looking at China and the Chinese as enemies.
And now this enmity is highlighted by the curious but irrelevant Senate investigation into one Chinay called Guo, with both traditional and social media all het up over her.
Curious too that a Chinoy, whose parents are probably infused with 100 percent Chinese blood while sporting a Pinoy surname, is at the ramparts of the stripping of Guo’s bona-fides.
Our political leadership through the years has been enriched by Chinese an-
cestral roots.
From Laguna’s Jose Rizal, to Cavite’s Emilio Aguinaldo, Cebu’s Sergio Osmena Sr., Ilocanos Elpidio Quirino and Ferdinand Marcos Sr., to Corazon Aquino and her son Noynoy, even Rodrigo Duterte, all trace lineage to ancestors from the land Marco Polo called Cathay.
Even now, several dynasties mimicking perhaps the history of their forebears, lord it over from North to South, West to East of our archipelago. An enumeration of these Chinoy political families will take an entire column space.
Suffice it to mention here family names like Lacson (Belated Happy Birthday, Senator Ping!), Locsin, Cojuangco, Yap, Dy, Tan, Uy, and many others who have become political leaders in country and countryside.
One wonders if all this going ga-ga over Guo would indeed aid in crafting legislation
And who are the shapers of our economy, whose manufactures and malls, even food every Filipino patronizes these days?
Many of these taipans built their empires from their first generation who started as lowly merchants selling everything from siopao to siok-tong, beer to fried chicken, junk food chips to instant noodles, to almost everything under the sun.
Now they are into banking, real estate, high-rise housing, and the biggest fast food purveyors in the country.
Our wholesale markets, whether Divisoria in Manila or Carbon in Cebu or Uyanguren in Davao have been “suki” of generations of retailers for everything from housewares to food.
I know nothing about Alice Guo, and couldn’t care less about Bamban in Tarlac which we no longer pass on our way to the capital of the province or places farther north.
If their POGO operators have committed violations of law and even crimes, then shut them down for all this non-gambler cares.
I just do not know how this Alice Guo can be deported to China, if her bona-fides are a Filipino passport and none other, and a birth certificate issued by our official census registry, and none other. Meanwhile, stop the Senate telenovela. Nakaka-umay na po.
We are becoming the laughing stock of the world, and for the ordinary Filipino wondering about the ways and means to buy uber-expensive rice and ulam, “malayo sa bituka ‘yan.”
THE Visayas Container Terminal in Iloilo City is undergoing a significant transformation under the management of International Container Terminal Services Inc. This modernization aims to enhance the terminal’s infrastructure and operational capabilities, acting as a catalyst for regional economic integration within Western Visayas and fostering greater intra-regional trade and cooperation.
The Visayas, known for its robust agricultural and fisheries sectors, has historically faced limitations due to inadequate port facilities. The modernization of VCT addresses these limitations by transforming the Iloilo Commercial Port Complex into a more efficient and competitive trade gateway. ICTSI’s investment in the terminal includes the introduction of advanced cargo-handling equipment, expansion of operational quay length, and enhancement of storage and warehousing facilities. These upgrades are expected to streamline operations, reduce turnaround times for vessels, and increase the terminal’s handling capacity, accommodating the growing volume of trade in the region, which is essential for its economic prosperity.
The VCT’s strategic location, connecting maritime trade with land-based transportation networks, positions it as a critical hub for the movement of goods within Western Visayas.
The Philippine Ports Authority has awarded ICTSI a 25-year concession to
manage and upgrade the terminal, reflecting a long-term commitment to the region’s economic future.
The economic implications of the VCT upgrade are no less than game changing.
According to 2023 PPA data, cargo throughout in the Visayas reached 38.1 million metric tons last year, accounting for approximately 19 percent of the total cargo volume across the country.
The modernization of the Visayas Container Terminal represents a strategic investment in the economic future of Western Visayas
When the upgraded VCT is in full operation, it is anticipated to handle an increased volume of 100,000 twenty-foot equivalent units and 2 million metric tons of non-containerized cargo annually.
This capacity expansion is expected to attract more international container ship arrivals, thereby enhancing the region’s trade capabilities.
The modernization of VCT is expected to reduce trade costs and eliminate bot
WHILE the Marcos Jr. administration has been unrelenting in efforts to tap foreign investments through official and working visits to several countries since assuming office in mid2022, it appears from a broader perspective, the Philippines is lagging behind other countries in the region in attracting precious investments shifting away from China.
That’s according to the Japanese investment bank Nomura, which recently described the Philippines as falling behind the flock of Asia’s “new flying geese.”
The investment bank pointed out the shift in supply chains away from China has set in motion what Japanese economist Kaname Akamatsu called the “wild-geese-flying pattern” of economic growth, whereby production shifts from
the lead goose (advanced nation) to the next flock of geese (developing nations). Nomura noted the Philippines and Indonesia do not appear to be the first choice for global companies looking for new production bases elsewhere, despite being among the fastest growing economies in the region with favorable demographics and strong reform prospects.
Power rates that remain the highest in the region and poor connectivity after decades of underspending in infrastructure keep transport and logistics costs high
Among the new flock of Asian geese, Nomura said, Vietnam and Thailand are the clear winners based on the results of a survey of around 130 companies. The two front-runners are expected to continue to build on these gains, despite Thailand facing a structural deterioration in competitiveness.
SAN Miguel Corporation (SMC) and Metro Pacific Tollways Corporation (MPTC) are merging to build a new tollway linking Cavite and Batangas.
This is the beginning of the partnership between these two behemoths; more projects are underway.
This is more than just a business deal; it sets a dangerous precedent and clearly violates Republic Act 10667, the Philippine Competition Act.
The plan for a 96-kilometer tollway seems poised to benefit travelers.
Yet, this alliance between Ramon S. Ang of SMC and Manuel V. Pangilinan of MPTC raises many concerns.
Imagine two giants shaking hands, but the tremor is felt by the common people.
This merger could mean higher toll fees, like a hidden tax on the everyday commuter.
It could also mean fewer choices, akin to a marketplace where only one seller remains. The future of fair competition in the Philippines is at stake, with consumers potentially paying the price.
The proposed tollway, linking Cavite to Batangas and connecting to the CaviteLaguna Expressway, is a testament to what can be achieved when two powerful entities pool their resources.
But behind this veneer of progress lies a blatant attempt to sidestep competitive practices and monopolize the infrastructure sector, a clear violation of the Philippine Competition Act.
The Act explicitly aims to “enhance economic efficiency and promote free and fair competition in trade, industry, and all commercial economic activities.” This merger stands in stark opposition to those goals.
Section 14 of RA 10667 prohibits agreements between competitors that restrict competition, such as price-fixing and market-sharing.
We witness a classic case of market allocation: Ang and Pangilinan are not merely joining forces for the common good; they
tlenecks through improved port efficiency and capacity, driving the development of regional value chains and production networks. This is essential for fostering stronger intra-regional trade and cooperation, as businesses within the region will be able to move goods more efficiently and at a lower cost.
Envisioned to become a logistics powerhouse for the entire Western Visayas region, the new VCT will provide integration of the port with road and rail infrastructure and further enhance connectivity, making it easier for businesses to access the port and ship their goods. This improved connectivity is crucial for the economic integration of the Western Visayas and will enable efficient movement of goods within the region and to international markets. Moreover, the jobs and multiplier effect of linked industries that will be generated because of the VCT will be tremendously driving economic growth not only in Iloilo
The bank cited at least two factors for the failure of the Philippines to corner a bigger chunk of foreign investments: barriers to entry in the local manufacturing sector and our geopolitical tensions with Beijing,
The Philippines has been unable to benefit significantly from supply chain relocations in the electronics sector despite the commodity accounting for nearly 60 percent of its total exports.
This reflects serious issues in the manufacturing sector, which is still small and even declining in its share of total output.
Power rates that remain the highest in the region and poor connectivity after decades of underspending in infrastructure keep transport and logistics costs high.
To make matters worse, Nomura said, our maritime dispute with China is hampering the inflows of Chinese investments: “Recent geopolitical concerns from the dispute in the South China Sea could be an impediment to Chinese companies looking to diversify supply chains into the Philippines.”
But there’s good news amid all this. The Philippines can tap investment opportunities particularly in industrial parks and nickel.
Property developers can put up industrial parks using foreign capital while mining firms could cash in on growing global demand for electric vehicle batteries relying heavily on nickel. So what are we waiting for?
are consolidating their dominance over a crucial geographic area, effectively sidelining any potential competitors. This is not about collaboration for mutual benefit; it’s about eliminating competition to tighten their grip on the tollway market.
Moreover, Section 15 of the Act prohibits abuse of dominant position, including “limiting production, markets or technical development to the prejudice of consumers” and “applying dissimilar conditions to equivalent transactions.”
Merging SMC and MPTC’s separate proposals into one unified project eliminates the healthy competitive tension that drives innovation, fair pricing, and improved service
By merging their separate projects into one mammoth enterprise, these tycoons are not just stifling competition—they’re setting the stage to control pricing and access, dictating terms that could be unfavorable to consumers and other businesses.
Under Section 20 of the Act, mergers and acquisitions that substantially prevent, restrict, or lessen competition are scrutinized.
This project, under the guise of efficiency, is a prime example of how such consolidations can be detrimental.
Merging SMC and MPTC’s separate proposals into one unified project eliminates the healthy competitive tension that
but across the entire Western Visayas. ICTSI’s investment plan for the VCT also incorporates sustainable practices and green technologies. Initiatives such as energy-efficient cargo handling equipment, comprehensive waste management systems, and robust environmental impact mitigation measures will be implemented to minimize the port’s ecological footprint. This commitment to environmental stewardship ensures that the economic benefits of the port modernization do not come at the expense of the environment. In addition to sustainability, ensuring a safe and secure maritime environment is paramount for facilitating smooth trade operations. ICTSI will prioritize the implementation of advanced safety and security protocols at the VCT, including state-ofthe-art navigation systems, vessel traffic management technologies, and robust port security infrastructure to safeguard operations and protect stakeholders. The VCT concession exemplifies a suc-
drives innovation, fair pricing, and improved service.
This alliance demonstrates an alarming disregard for the principles of fair competition. The Philippine Competition Commission must not just investigate but rigorously investigate this merger, as it reeks of an anti-competitive agreement that will likely lead to higher toll fees, less accountability, and fewer consumer choices.
The supposed benefits of this merger are dwarfed by the potential for abuse of market power and the creation of a monopoly.
Furthermore, this merger circumvents the spirit of Section 17 of RA 10667, allowing the PCC to review mergers and acquisitions that may result in substantially lessening competition.
This backdoor dealing between Ang and Pangilinan undermines the regulatory framework designed to protect the public from the overreach of corporate power.
The cozying up of these rivals under the pretext of a collaborative infrastructure project is not just a business strategy—it’s a direct assault on the competitive principles enshrined in Philippine law.
This tollway may pave the way for better roads, but it also paves the way for monopolistic practices that ultimately harm the Filipino people. The PCC must scrutinize this merger and set a strong precedent that no entity, regardless of its power or influence, is above the law.
Ang and Pangilinan may have found common ground in their quest to dominate, but their merger buries the spirit of competition.
This isn’t a partnership for progress; it’s a pact for profit at the expense of fair play and consumer welfare. The Philippine Competition Act was designed to prevent precisely this kind of market manipulation, and it’s high time we see its provisions enforced with the full force of the law.
cessful model of public-private collaboration in port development. ICTSI’s industry expertise and financial resources, combined with the Philippine Ports Authority’s oversight and regulatory framework, create a synergistic partnership that can drive national economic growth through private sector participation. This collaboration leverages the strengths of both sectors to ensure the successful development and operation of the port. The modernization of the Visayas Container Terminal represents a strategic investment in the economic future of Western Visayas and aligns with the government’s broader economic goals. By enhancing the region’s maritime trade capabilities, improving connectivity, and unlocking the economic potential of its key industries, the upgraded VCT is expected to drive regional economic growth and development, heralding a new era of prosperity for the Visayas and the nation as a whole.

The development is said to feature several 12-story buildings with integrated commercial spaces, set against a backdrop of lush greenery and mountainous scenery.
“This will be our model township Pambansang Pabahay project here in Mindanao. It has a nice, theme-park look, open park with green and mountain scenery around,” Acuzar said.
The DHSUD chief said he believes fu-
ture beneficiaries of the project will be inspired to be productive citizens when they decide to live in such a beautiful place.
Emphasizing the importance of communal spaces, Acuzar advocates for substantial allocations for parks, playgrounds, and other amenities. He noted that everyone can feel equal in open parks regardless of their economic status.
The Valley View Township project, managed by SHFC under the leadership of President and CEO Federico Laxa, exemplifies the program’s commitment to improving living standards through innovative housing solutions.
In addition to Valley View, Acuzar also inspected another 4PH project in Tagoloan, which began construction last month.
LAS Piñas City Rep. Camille Villar on Sunday to enhance the development of highly skilled workforces through technical and vocational education and training would not only improve the government services but likewise boost the performance of private businesses.
In signing up as co-author of House Bill No. 9903 or the proposed Department of Technical Education and Skills Development Act, she underscored that skills development is critical in ensuring that workers are able to properly and efficiently do their jobs.
“We need to make sure that our workers are fully adept at performing their tasks. A skilled workforce would make it easy for government offices and private businesses to properly function. To this end, we need to sustain a talented pool of
manpower, which is possible through technical education and skills development,” she said.
She said it is the duty of the government to “provide relevant, accessible, high-quality and efficient technical education and skills development in support of the development of high-quality Filipino manpower responsive to and in accordance with Philippine development goals and priorities.”
The Constitution requires the State to “encourage active participation of various concerned sectors, public as well as private technical-vocational institutions (TVls) being direct participants in and immediate beneficiaries of a technically educated and trained workforce, in providing technical education services and training opportunities,” she noted.
HBN 9903 would provide the legislative cover to the constitutional mandate.
AGRI Party-list Rep. Wilbert T. Lee is urging the government to assist fisherfolk who will be affected by a unilateral fourmonth fishing ban imposed by China in the West Philippine Sea (WPS).
Lee also said that Filipino fisherfolk have the right and freedom to fish in the area, adding that he expects China to be more aggressive in driving away those attempting to fish in disputed waters that have since been ruled by the United Nations Convention on the Law of the Sea (UNCLOS) that China had no legal basis to claim historic rights to.
The lawmaker said it is the right of Filipinos to fish in the country’s exclusive economic zones (EEZs) . He also slammed the “pattern of bullying and harassment” coming from China against Filipino fishermen in te WPS.
The fishing moratorium imposed by China started in May and will end on Sept. 16.
The Bicolano lawmaker said that while he commends the government for promptly filing a formal protest over China’s fishing ban, it must make more tangible actions to protect the livelihood of fisherfolk.
On the June 2 episode of GMA 7’s “Si Manoy ang Ninong Ko” where Lee is one of the hosts, the plight of fishermen in
Escoda Shoal, Palawan was tackled, as the tension in the area brought about by the territorial dispute also affected their livelihood.
Aside from assistance to the fishermen beneficiaries of the program who were given Fishing Aggregating Devices (FADs) or payao, the GMA TV host reiterated his call for the government to exhaust all means to provide long-term solutions to their perennial problems.
Lee then renewed his call for the urgent passage of his proposed House Bill No. 9011 or the “Fishing Shelters and Ports Act” where the Bureau of Fisheries and Aquatic Resources (BFAR), in coordination with the Department of National Defense (DND) and other relevant government agencies, shall establish fishing shelters and ports in nine occupied maritime features in the WPS and Philippine Rise.
The fishing shelters and ports to be established in the islands of Lawak, Kota, Likas, Pag-asa, Parola, Panata, Patag, Rizal Reef, and Ayungin Shoal will serve as safe spots for fishermen to take refuge from foreign militia or unforeseen circumstances, a place where they can rest, store gears and supplies, as well as access communication devices.
Teodoro meets with South Korea, EU officialsBy Vince Lopez
DEPARTMENT of National Defense (DND) Secretary Gilberto Teodoro Jr. on Saturday met with Shin Won-Sik, Minister of National Defense of South Korea, and Josep Borrell Fontelles, High Representative of the European Union for Foreign Affairs and Security Policy and Vice President of the Commission for a Stronger Europe in the World and discussed regional security challenges and to deepen defense cooperation.
“We look forward to the future of South Korea - Philippine relations,” Teodoro said, adding that the Philippines values the 75 years of defense and security cooperation between the two countries.
Teodoro also thanked Shin for South Korea’s support to the Philippines on the West Philippine Sea issue.
Shin said South Korea wants to foster a stronger and forward-looking defense and security relations with the Philippines.
Teodoro, in his meeting with Fontelles, said the Philippines needs the EU’s support in multilateral forums. Fontelles in turn said that the EU is willing to extend assistance to the Philippines in areas such as maritime security and cybersecurity.
“We have to do more in this part of the world. Let us do more than courtesy visits,” Fontelles said.
Teodoro and Singapore Defense Minister Dr. Ng Eng Hen meanwhile reaffirmed on Saturday the broad-based bilateral defense and security relations between their two countries.
Meeting on the sidelines of the 21st International Institute for Strategic Studies Shangri-La Dialogue, Teodoro and Ng also vowed to further strengthen their cooperation in areas of mutual interest such as regional security.
Mexico electing first woman president
MEXICO CITY – Mexican voters are expected to make history Sunday (Monday in Manila) by electing their first woman president, a milestone in the crime-plagued country where genderbased violence and discrimination have long been rampant.
Ruling party candidate Claudia Sheinbaum, a former Mexico City mayor and a scientist by training, had a 17 percentage point lead over her main opposition rival Xochitl Galvez on the eve of the vote.
The only man running, centrist Jorge Alvarez Maynez, was trailing far behind as a particularly violent campaign season marked by a string of candidate murders drew to an end.
It means that, barring a huge surprise, a woman is almost certain to break the highest political glass ceiling in Mexico, where around 10 women or girls are murdered every day.
That prospect motivates other women to succeed and to think “yes you can,” said Blanca Sosa, a 31-year-old store worker in Mexico City. AFP
North Korea sends 600 more balloons
SEOUL – North Korea has sent around 600 more trash-filled balloons containing everything from cigarette butts to plastic across the border, Seoul’s military said Sunday, adding security personnel were collecting them as they landed.
“North Korea has resumed launching waste balloons towards South Korea,” since around 8 pm Saturday evening, Seoul’s Joint Chiefs of Staff said in a statement. As of around 10 am Sunday, “approximately 600 balloons have been identified, with about 20 to 50 balloons per hour moving through the air,” it added.
The balloons are landing in South Korea’s northern provinces, including the capital Seoul and the adjacent area of Gyeonggi, which collectively are home to nearly half of the South’s population.
North Korea began sending hundreds of balloons carrying bags of trash earlier this week, which Seoul has slammed as “low-class”, warning of strong countermeasures unless Pyongyang stops such “irrational” provocations. AFP

Chinese Defense Minister Dong Jun warned Sunday his military is ready to “forcefully” stop Taiwan independence but called for greater exchanges with the United States.
The remarks at an annual security forum in Singapore followed the first substantive face-to-face talks in 18 months between the two countries’ defence chiefs.
“We have always been open to exchanges and cooperation, but this requires both sides to meet each other halfway,” Dong told the Shangri-La Dialogue where he met with US Defense Secretary Lloyd Austin on Friday.
“We believe that we need more exchanges precisely because there are differences between our two militaries.”
Dong and Austin met for over an hour at the luxury hotel hosting the forum, which is attended by defence officials from around the world and in recent years has been seen as a barometer of US-China relations.
After the meeting, Austin said that telephone conversations between US and Chinese military commanders would resume “in the coming months”, while Beijing hailed the “stabilising” security relations between the countries.
This year’s Shangri-La Dialogue comes a week after China held military drills around self-ruled Taiwan and warned of war over the USbacked island following the inauguration of President Lai Ching-te, who Beijing has described as a “dangerous separatist”.
“The Chinese People’s Liberation Army has always been an indestructible and powerful force in defence of the unification of the motherland, and it will act resolutely and forcefully at all times to curb the independence of Taiwan and to ensure that it never succeeds in its attempts,” Dong told the
forum on Sunday.
“Whoever dares to split Taiwan from China will be crushed to pieces and suffer his own destruction.”
On the South China Sea, which China claims almost entirely and where it has been involved in confrontations with Philippine vessels, Dong warned of “limits” to Beijing’s restraint.
“China has maintained sufficient restraint in the face of rights infringements and provocation, but there are limits to this,” Dong said.
President Joe Biden’s administration and China have been stepping up communication to ease friction between the nuclear-armed rivals, with Secretary of State Antony Blinken visiting Beijing and Shanghai last month.
A key focus has been the resumption of military-to-military dialogue, which is seen as critical to preventing flashpoint disputes from spinning out of control.
China scrapped military communications with the United States in 2022 in response to then-US House Speaker Nancy Pelosi’s visit to Taiwan. AFP

SINGAPORE – Ukrainian President Volodymyr Zelensky expressed disappointment Sunday “some world leaders” had not signed up to a peace summit, after China signaled Xi Jinping would not attend and with Joe Biden yet to commit.
Zelensky made the remarks at a security forum in Singapore as he appealed for more military aid for Ukraine, which has been ceding ground to Russian troops.
Ukraine is also trying to whip up attendance at the peace meeting in Switzerland this month where it hopes to win broad international backing for its vision of the terms needed to end Russia’s war.
Zelensky said more than 100 countries and organizations had signed up to the conference, in a place not yet disclosed, and he urged Asia-Pacific nations to join.
“We are disappointed that some world leaders have not yet confirmed their participation in the peace summit,” Zelensky said at the Shangri-La Dialogue, without mentioning China or the United States by name.
The peace summit threatens to be overshadowed if key Ukraine backer Biden -- who is locked in campaigning against Donald Trump and has given no sign he would participate -- ultimately stays away.
China also said Friday it would be “difficult” to participate in the conference if Russia did not participate.
Beijing believes the conference “should have the recognition of Russia and Ukraine, equal participation of all parties and fair discussion of all peace plans”, foreign ministry spokeswoman Mao Ning told a regular news conference.
“Otherwise, it is difficult for the conference to play a substantive role in restoring peace,” she said. Zelensky also met with US Defence Secretary Lloyd Austin on Sunday on the sidelines of the Singapore security forum. Zelensky told reporters they had a “very good” meeting.
In a post on X, Zelensky said the pair discussed “the defense needs of our country, bolstering Ukraine’s air defense system, the F-16 coalition, and drafting of a bilateral security agreement.” AFP

China probe successfully lands on far side of Moon for samples
BEIJING – China’s Chang’e-6 lunar probe successfully landed Sunday on the far side of the Moon to collect samples, state media reported -- the latest leap for Beijing’s decades-old space program. The Chang’e-6 set down in the immense South Pole-Aitken Basin, one of the largest known impact craters in the solar system, state news agency Xinhua said, citing the China National Space Administration. It marks the first time that samples will be collected from the rarely explored area of the Moon, according to the agency. The Chang’e-6 is on a technically complex 53-day mission that began on May 3. On Sunday, it descended from its orbit about 200 kilometers above the Moon to scour the surface for a landing site, Huang Wu, an official at the China Aerospace Science and Technology Corporation, told state broadcaster CCTV. TWO new sets of poles are on their way to the Philippines’ top pole
vaulter Ernest John “EJ” Obiena.
The new gear will reach Obiena’s hands within the week, after Philippine Athletics Track and Field Association president Terry Capistrano and one of his supporters, Ed Lasquete, acquired new equipment for him.
Bo Navarro, whose group FilAm Sports is helping around from the behind scenes, said the move provide Obiena new equipment came after he broke two poles while competing and preparing for two tournaments last week.
Obiena broke his second pole during practice, forcing him to borrow poles from his rivals to save his campaign Friday at the Diamond League - Oslo Bislett Games in Norway, where he settled for the bronze.
Days before the Bislett tournament, Obiena broke his pole during competition and landed seventh place at the 2024 Ostrava Golden Spike - World Athletics Continental Tour Gold in Ostrava, Czech Republic.
The new poles are supposed to complement Obiena’s current set and will cost at least $35,000.
With Obiena expected to have three sets of poles in his arsenal, he will be fully equipped for his coming preparations for the Paris Olympics.
Lasquete, a former Olympian who saw action for the Philippines many years ago and who has been helping Obiena since he came to the United States for the Los Angeles Grand Prix, is helping around with Fil-American pole vaulter Alyanna Nicolas.
The second set of poles are headed for Rome from San Jose, California, with Lasquete making sure that Obiena gets them in one piece.
A third set of poles will be transported via cargo ship.
CARLO Paalam and Hergie
Bacyadan became the fourth and fifth Filipino boxers, respectively, to make it to the 2024 Paris Olympics, following scintillating wins in the World Boxing Olympic Qualification Tournament 2 on Sunday in Bangkok, Thailand.
Bacyadan, who used to compete in Vovinam, breezed to a shutout 5-0 win over Venezuela’s Maryelis Yriza in their quota match to secure one of the four tickets at stake in their 75-kg weight class.
The Filipina previously survived Veronika Nakota of Hungary in the second round, scoring a 3-2 split decision to advance to the all-important quota bout.
Meanwhile, Paalam, the Tokyo Olympics’ silver medalist, found himself reeling against the ropes but amazingly managed to squeeze out of his predicament and is now on his way to Paris. Paalam and Bacyadan made it five qualifiers from boxing after Eumir Felix Marcial, Nesthy Petecio and Aira Villegas.
The other 10 athletes headed to Paris are fencer Samantha Catantan, gymnasts Carlos Yulo, Emma Malabuyo, Aleah Finnegan and Levi Jung-Ruivivar, as well as pole vaulter EJ Obiena, weightlifters Vanessa Sarno, John Febuar Ceniza, and Erleen Ann Ando and rower Joanie Delgaco.
PATRICK Bren Coo clinched the silver medal at the 2024 Asian Cycling Confederation BMX Championships in Thailand to validate further his rising potential in the discipline.
The silver medal he clinched at the Kamol Sports Park in Nong Chok on Friday came after his men’s elite bronze medal last year at the Hangzhou Asian Games and the gold medal he captured as a junior rider in the 2019 Asian championships in Malaysia.
“I’m so blessed and I’m happy that all my hard work are paying off,” said the 22-year-old Coo, an Olympic Solidarity scholar who spend most of the year at the UCI World Cycling Center in Aigle, Switzerland, for his training and traveling the globe for his competitions.
Coo finished behind Thailand’s BMX ace Komet Sukprasert, who won his third straight Asian championships gold medal as he gears up for the Paris Olympics.
Japan’s Shimada Ryo completed the men’s elite podium of the championships that gathered more than 500 athletes in Asia.
“My congratulations to Patrick, he’s been working hard and his dedication and passion for BMX is getting stronger each day,” said Philippine Olympic Committee president Abraham “Bambol” Tolentino, also head of the national association for cycling, PhilCycling.
Coo thanked Tolentino and the Philippine Sports Commission for their massive support to his campaign focused on the 2028 Los Angeles Olympics.
THE untested layout notwithstanding, the men of the Philippine Golf Tour brace for a spirited duel of ball control, precision and accuracy when the ICTSI Lakewood Championship kicks off tomorrow (Tuesday, June 4) in Nueva Ecija. The Lakewood Golf and Country Club in Cabanatuan City is hosting a tournament of this caliber for the first time, presenting a new kind of challenge with its unfamiliar terrain and greens, which levels the playing field for the country’s leading players and rising stars.
While the cast has played the course once or twice during practice rounds, several pros get their last chance to re-familiarize themselves with the 7,049-yard layout in today’s (Monday) traditional pro-am tournament, where they will be paired with amateur guests of the sponsoring ICTSI and event’s supporters.
The course boasts multi-bunker fairways interconnected by 16 man-made lakes serving as water hazards, emphasizing the impor-
tance of course management. While the seasoned campaigners look to dominate, the young talents aim to sustain their impressive performance from the last PGT leg in the Philippine Masters, where Hyun Ho Rho slugged it out with veteran Angelo Que in a thrilling duel before losing steam in the stretch, settling for a runner-up finish. However, the 19-year-old Korean is eager for another shot at a breakthrough win, along with Aidric Chan, who finished solo sixth, and Ryan Monsalve, who ended up seventh after leading the first two rounds. A couple of aces who won two of the first four legs of this year’s 10-stage tour, organized by Pilipinas Golf Tournaments, Inc. and supported by PGTI official apparel Kampfortis Golf, also seek to redeem themselves from mediocre performances at the Masters, including Apo leg winner Jhonnel Ababa and Caliraya Springs champion Clyde Mondilla. Tony Lascuna, who tied for third
the last time, is also expected to figure in the title hunt in the P2.5 million championship, along with fellow former leg winners Rupert Zaragosa, Reymon Jaraula, Guido van der Valk, Michael Bibat and Zanieboy Gialon. Que, however, has bowed out due to a previous commitment, while Lloyd Go, who shared third place with Lascuna and amateur Jeffren Lumbo at the Masters, is competing in the Abema Tour in Japan, also this week. Still, the field remains as talentladen as ever with players like Sean Ramos, Dino Villanueva, Jay Bayron, Nilo Salahog, Russel Bautista, Kristoffer Arevalo, Ivan Monsalve and Jonas Magcalayo ready to spring a surprise or two.
Daiya Suzuki, who tied for eighth at the Masters, along with Ozeki Kakeru, Fukuyama Kota, Collin Wheeler, Kang Chonkoo, Koi Inoue and Myungchal Hwang form part of a formidable foreign contingent that adds another layer of challenge to the 72-hole championship.
Fast races to highlight full IRONMAN, 70.3 Subic
ONE week into the highly anticipated Century Tuna IRONMAN Philippines and the IM 70.3 Subic Bay, contenders are honing their skills for a race filled with challenges, not only prepared to test their power, speed and stamina but also to employ strategies crucial for victory in these premier endurance races. The race, headlined by a diverse field of runners with varying strengths, united by a common mission in different age-group divisions, will be unique battle of participation and collaboration. It is the only event that features both the full-distance (3.8km swim, 180km bike and 42.2km run) and half IRONMAN races (1.9km swim, 90km bike and 21.1km run).
“We’ve maintained the two-loop swim course but have made some adjustments,” said race director Neville Manaois. Lane lines have been removed and replaced with color-coded buoys marking the route every 50 meters – yellow for the outbound path (yellow), red for turning points and orange for guide back. The bike course is divided into two parts. The first part, starting at SCTEX (Subic-Clark-Tarlac Expressway), is a two-loop (45km) segment covering a total of 90km. The second 90km of the full-distance event is new, requiring athletes to complete six loops in Subic Bay.
This section leads participants through Argonaut, NCT road, and San Bernardo Road, offering a challenging and fast-paced race. Given the multi-loop course, athletes are recommended to use GPS devices to track their distance and laps. Organizers will provide hydration, food and access to personal need bags.
The Philippines registered $312 million in net outflows of foreign portfolio investments or hot money in April 2024, higher than the $236-million net withdrawals in March, the Bangko Sentral ng Pilipinas (BSP) said Friday.
It said that on a year-on-year basis, the April 2024 net outflows were smaller than $352 million net withdrawals in April 2023. The BSP said despite the net withdrawals in April, the four-month foreign investments yielded net inflows of $65 million, a turnaround from the $680-million net outflows seen in the same period last year.
The transactions on foreign investments registered through authorized agent banks (AABs) showed gross outflows of $1.2 billion and gross inflows of $914 million in April 2024.
Hot money refers to foreign funds temporarily parked in the equities and money markets to take advantage of short-term interest.
The BSP said the $914-million registered investments in April went down 35.1 percent from $1.4 billion recorded in March 2024. About 59.5 percent of registered investments were in Philippine Stock Exchangelisted securities amounting to $544 million, while the remaining 40.5 percent were in peso government securities worth $370 million.
Investments mostly came from the United States, the United Kingdom, Singapore, Luxembourg and Hong Kong with a combined share of 87.9 percent.
The BSP said the $1.2-billion gross outflows in April also decreased 25.4 percent from the gross outflows in March 2024 amounting to $1.6 billion.
The US remained the top
destination of outflows, receiving $527 million or 43 percent of total outward remittances.
It said that on a year-on-year basis, registered investments in April 2024 went up 28.2 percent from $713 million in April 2023 while gross outflows increased 15.1 percent from $1.1 billion a year ago.
Registration of inward foreign investments delegated to AABs by the BSP is optional under the rules on foreign exchange (FX) transactions. It is required only if the investor or its representative will purchase FX from AABs and/or their subsidiary/affiliate foreign exchange corporations for repatriation of capital and remittance of earnings that accrue on the registered investment.
7 of 10 Filipinos consume pirated online content
SEVEN of 10 Filipinos admit consuming pirated content online in 2024, a significant jump from 58 percent in 2023, according to the latest YouGov consumer survey on piracy commissioned by the Asia Video Industry Association’s (AVIA) Coalition Against Piracy (CAP).
This makes the Philippines the second-highest consumer of pirated content in the Asia Pacific, trailing Vietnam (71 percent).
It says that while 92 percent of Filipino respondents are aware of the negative consequences of piracy, including malware risks and harm to local industries, the allure of free content online continues to drive high piracy rates.
Globe, a staunch advocate of intellectual property protection, underscored the need to boost efforts against piracy, particularly passing legislation to institutionalize site blocking, as the incidence of piracy continues to rise.
“This worrying trend highlights the urgency of strengthening enforcement against piracy, which can be done through amending the Intellectual Property Code to enable site blocking,” said Yoly Crisanto, Globe’s chief sustainability and corporate communications officer. Darwin G. Amojelar
By Jenniffer B. AustriaFASTFOOD chain operator Jollibee Foods Corp. said over the weekend it will continue to monitor the impact of the continued depreciation of the peso against the US dollar on its operations.
Jollibee chief finance officer
Richard Shin said in a virtual press briefing that while the strong dollar could boost the purchasing power of consumers with dollar remittances,
it could also have an impact on its import requirements.
The peso closed at 58.51 against the US dollar on May 31, 2024, near an 18-month low.
Shin said that in term of supply management, Jollibee is sourcing 60 percent of its raw material requirements from overseas and 40 percent from local vendors.
He said while the fast-food chain is using forward contracts and hedges to protect them from higher prices in the
future, the peso-dollar exchange rate remained a concern over uncertainty on how much further the local currency would depreciate against the dollar.
“We continue to monitor because second quarter is a new quarter,” Shin said.
“But it is a concern in the sense how weak is the peso going to go? How strong is the dollar going to go? So those questions are still out there. So we keep monitoring,” he said.
THE Department of Trade and Industry (DTI) said it ramped up its enforcement of the Vape

DOTr plans to start MRT-3 bidding in first quarter of 2025
THE Department of Transportation (DOTr) plans to launch a solicited bidding process to select a private company for the operations and maintenance (O&M) of MRT Line 3 by the first quarter of 2025.
“We continue to develop our solicited PPP MRT3 project. We are being assisted by the Asian Development Bank. The first quarter of 2025 is our target [rollout of the bidding],” Transportation Undersecretary Timothy John Batan said.
Batan, however, clarified that while the government was pursuing a solicited bidding process for MRT 3, this would not preclude the private sector from submitting unsolicited proposals. He said the recent resubmission by Metro Pacific Investments Corp. and Sumitomo Corp. for the MRT3 project under the PPP Code was returned by the PPP Center because it was “incomplete.”
Batan also said the agency would return the separate unsolicited proposals of San Miguel Corp. and MPIC due to the new PPP Code.
The DOTr, under the Duterte administration earlier granted SMC an original proponent status (OPS) to operate and maintain the MRT3 system.
An OPS gives a company a competitive advantage to its competitors during the competitive Swiss Challenge for the project.
The government operates MRT Line 3, while MRTC, owned by Metro Rail Transit Holdings II Inc. led by businessman Robert John Sobrepeña, is responsible for the design and construction of the EDSA rail transit system.
MRTC financed the construction of the modern rail system stretching along EDSA’s 10.5-meter median from North Ave. in Quezon City to Taft Avenue in Pasay City. The company infused P4.49 billion worth of equity into the project.

PH stocks seen trading sideways this week
By Jenniffer B. AustriaPHILIPPINE stocks are expected to keep moving sideways this week, as investors await the release of April inflation data.
Analysts said investors would monitor the release of May 2024 inflation which would set the stage for the Bangko Sentral ng Pilipinas’ (BSP) move on its next policy meeting also this month.
Online brokerage firm 2TradeAsia. com said inflation would likely range between 3.7 percent and 4.5 percent on higher energy rates and agricultural prices and the impact of the weaker peso against the US dollar.
“Note that most inflation items remain cost-push, which implies that speculation of rate hikes should be minimal, unlike other economies abroad,” 2TradeAsia.com said.
The bellwether Philippine Stock Exchange index fell below the 6,400 level last week before closing at 6,433, still down by 2.82 percent or 186 points.
The market’s decline was largely due to the increase in treasury and bond yields as well as continued concerns over inflation and interest rates.
Average turnover increased to P8.7 billion, while average net foreign selling widened to P1.61 billion.
“All signs are pointing to restrictive monetary policy staying for a good chunk of second half of 2024; funds are expected to remain generally risk-ft until the new data suggests otherwise, and the tension between price stability mandate of central banks versus damaging impact of running record level rates is likely to spillover to 2025,” 2TradeAsia.com said.
FIRST Gen Corp. of the Lopez Group and Tokyo Gas Co., Ltd. are studying expanding their liquefied natural gas (LNG) partnership to include LNG procurement and the possibility of building new terminals.
“Throughout the construction phase, Tokyo Gas was there advancing their share. So, this was just really
transitioning from essentially a collaboration where they’re advancing to becoming officially an equity holder in the First Gen LNG joint venture,” First Gen president and chief operating officer Francis Giles Puno said.
Puno said the two companies are looking at areas of collaboration such as LNG supply sourcing.
“Obviously, they’re one of the largest. As a gas player from Japan, they’re one of the largest and one of the ones with the highest reputation known globally. So, we’re hoping to collaborate with them in terms of how we can, in fact, improve our efficiencies, including procurement of gas,” Puno said.
First Gen LNG Holdings Corp., a wholly-owned subsidiary of First Gen, executed a shareholders’ agreement (SHA) and share subscription agreement (SSA) with Tokyo Gas Co. Ltd. Tokyo Gas will subscribe to shares and become a shareholder in FGEN LNG Corp., the owner and operator of the interim offshore terminal (IOT) project in Batangas City.
Tokyo Gas of Japan is a leading LNG player with more than 50 years of experience in the LNG business.
First Gen executive vice president and chief commercial officer Jon Russell said Tokyo Gas supported the company throughout the development and construction of the IOT project.

VIENNA, Austria—The OPEC+ group of oil-producing nations meet on Sunday to debate their output policy, with an extension of current production cuts likely as geopolitical and economic challenges cloud the market.
The biannual meeting of the 12-member Organization of the Petroleum Exporting Countries (OPEC) led by Saudi Arabia and its 10 partners headed by Russia was originally
scheduled to take place at the cartel’s headquarters in Vienna.
But last week the conference was moved online, before some members were asked to travel to the Saudi capital Riyadh. The virtual meeting is due to start at 1100 GMT.
Analysts told AFP that the 22 OPEC+ members are likely to opt for caution in the face of geopolitical uncertainties by extending current production cuts into the third quarter of
SEOUL—South Korea will aim to secure critical mineral imports and boost trade ties with Africa as President Yoon Suk Yeol hosts dozens of heads of state from the continent at a major summit on Tuesday.
Africa’s abundant mineral resources are considered important globally for sectors ranging from electric vehicle manufacturing to defense industries.
South Korea is one of the world’s largest producers of high-tech semiconductors, home to top memory chipmakers Samsung Electronics and SK hynix.
The East Asian country “is a hightech manufacturing powerhouse, but it relies heavily on imports for over 95 percent of its raw mineral needs,” Yoon told AFP in written comments

Seoul is looking to “actively support business-to-business exchanges,” to boost overall trade, Yoon added. AFP
AGARBAGE crisis looms in Luzon with medical wastes from hundreds of hospitals left untreated once the government decided to shut down the lone engineered sanitary landfill in Capas, Tarlac.
This was disclosed by a group of hospital and toxic waste treaters as they expressed fear for patients and workers of hospitals including small clinics who might be exposed to health hazards.
Danny Abadilla, president of Clark Sanitation Services, speaking to members of the Capampangan in Media (CAMI) Friday morning, said the planned closure of the landfill site in October would render thousands of hospitals “stuck and helpless” with un-collected hospital waste
Bautista assured the public over the weekend of sufficient public utility vehicle (PUV) capacity to service passengers nationwide after the consolidation deadline lapsed on April 30, 2024.
Bautista said there are “enough” PUVs operating in Metro Manila and other cities, adding that 80 percent of operators and drivers had consolidated into cooperatives or corporations as part of the PUV Modernization Program (PUVMP).
“Overall, [the report of the Land Transportation Franchising and Regulatory Board] is that we have enough capacity. Those who consolidated are offering required seats here in Metro Manila,” Bautista said.
Bautista said there are more than enough PUVs plying certain routes, which requires the rationalization of routes through the Local Public Transport Route Plan (LPTRP).
“There are routes that we need to reduce vehicles because they are too many [for one route],” he said.
Bautista said the Department of Transportation (DOTr) and the LTFRB are working with local government units to rationalize these routes.
“With the finalization of this LTPRP, we can ensure that the routes are profitable and sustainable and that would mean they can invest in modern vehicles,” he said.

mounting each day. Abadilla said the Kalangitan Sanitary Landfill is the “only sanitary landfill accredited by DENR to accept medical wastes.”
The engineered sanitary landfill, operated by the Metro Clark Waste Management Corp. (MCWMC) under a 25-year contract with the state-run Clark Development Corp. (CDC), is expected to stop operations by Oct. 5 with no clear alternative site to replace it.
“The looming garbage crisis in
Central and Northern Luzon regions will not only affect households and industries but will certainly pose major health problems as soon as the government’s plan to close down the engineered sanitary landfill in Capas is implemented,” he said.
“It’s [Kalangitan landfill] immediate closure is a helpless situation. We cannot collect and process medical and hospital wastes if there are no available and fully compliant sanitary landfill where we could dispose treated wastes”, Abadilla said.
“Most, if not all toxic wastes treatment firms will have no recourse but to stop the collection and processing of highly toxic medical wastes” the group declared during the press forum.
Abadilla said most of these hospital wastes that are coming from Metro Manila, Cavite, Laguna and as far as Palawan are treated in their recovery facility before being taken to the Kalangitan Sanitary Landfill which is the only waste facility accredited by the Department of Environment and Natural Resources (DENR).
Abadilla said that if the Bases Conversion and Development Authority (BCDA) and Clark Development Corp. (CDC) would close the waste facility by October, the stoppage of collecting and treatment of hospital wastes is expected to affect the health of patients and hospital workers in the frontline, and the community.

AboitizPower wants ‘digital twin’ system for all projects
By Alena Mae S. FloresABOITIZ Power Corp. is looking at applying the “digital twin” principle across its power generating plants to increase efficiency and reliability and manage downtime, its executives said.
AboitizPower teamed up with REPCO NEX Industrial Solutions of Thailand to introduce the Philippines’ first smart power plants as part of the Aboitiz Group’s push towards a “techglomerate.”
The project, dubbed “Project Arkanghel,” will develop digital twins for AboitizPower’s circulating fluidized bed (CFB) coal-fired power plants including the 300-megawatt Therma South plant in Davao City and the 340-MW Therma Visayas Plant in Toledo City, Cebu. Digital twins are a virtual replica of a power plant that
mimics its operational processes and systems, giving operators a tool that can simulate or stress-test scenarios and detect faults and glitches earlier and in real time, all within a virtual environment.
“To answer your question, we can apply this to all of the plants,” AboitizPower Thermal chief operating officer of operated assets Aldo Ramos.
Aboitiz Data Innovation chief executive David Hardoon said the principle of digital twin requires enough data and asset information.
“We had to go for a learning program to understand our broilers to build this, that being said, it is applicable to critical equipment, it is also applicable to some point to the balance of plant, for the entire place,” Hardoon said.
THE Department of Agriculture (DA) is taking steps to simplify the import process for agricultural products and reduce food prices by establishing a technical working group (TWG). The TWG, headed by Undersecretary for policy, planning and regulations Asis Perez, will focus on streamlining procedures and eliminating unnecessary hurdles such as non-tariff barriers for importers. It aims to make it easier for qualified importers to obtain licenses and exempt them from submitting redundant registration documents.
The group will collaborate with the National Economic and Development Authority’s (NEDA) Committee on Tariff and Related Matters (TRM) to allow the import of specific agricultural products exceeding the current Minimum Access Volume quotas. It also seeks to eliminate administrative fees associated with agricultural product imports while the processing and requirements for obtaining sanitary and phytosanitary permits, crucial for agricultural imports, will be simplified. The group will address inefficiencies in
logistics, transportation, distribution and storage of imported agricultural products. Special Order No. 768 also mandates all concerned DA agencies to publish the streamlined procedures, requirements and policies in the Official Gazette or a national newspaper to ensure transparency and wider communication.
Agriculture Secretary Francisco Tiu Laurel also established a TWG secretariat which will be responsible for monitoring the TWG’s progress, ensuring efficient operation and submitting regular reports to the DA. Othel V. Campos
THE Department of Agriculture (DA) said over the weekend it will issue a temporary ban on the importation of live cattle, meat, meat products, bovine processed animal proteins and cattle semen originating from the United Kingdom with the resurgence of the mad cow disease in Scotland. The World Organization for Animal Health World Animal Health Information System (WOAH-WAHIS) and an official letter from the UK Chief Veterinary Officer confirmed the presence of a recent case of classical Bovine Spongiform Encephalopathy (BSE) in Europe.
Memorandum Order No. 20 issued by the DA on May 30, 2024, is a precautionary measure to check and deter the entry of C-type BSE case in South Ayrshire, Scotland to Philippine soils.
BSE is a fatal nervous system disease in cattle that can have devastating consequences for the livestock industry and food safety. The disease can be transmitted to humans through consumption of infected meat products, causing Creutzfeldt-Jakob disease (CJD), a fatal brain disorder.
Agriculture Secretary Francisco Tiu Laurel said the DA values public health and the preservation of the country’s P260 billion livestock industry
The temporary import ban is a necessary precaution to prevent the spread of BSE in the Philippines, it said.
The DA said while imported beef is a popular ingredient in restaurants and processed foods, it aims to minimize disruption while prioritizing safety.
Shipments already in transit, loaded or accepted at port from the UK will be allowed entry, provided the products were slaughtered or produced before April 10, 2024.
The DA said it would also enforce stricter inspections at all ports of entry for meat and meat by-products, live animals and bovine processed animal proteins originating from any country. The exercise will ensure that only safe and non-infected commodities enter the Philippines, it said.
WITHOUT a doubt, the Government Service Insurance System (GSIS) is in capable hands under the management of veteran banker Jose Arnulfo “Wick” Veloso.
He brings to the state pension fund his vast banking experience spanning 36 years, both domestically and internationally, enough to make him appreciate the true value of money, sound investment practices and high dividends.
“After three decades of working in banks, it’s now time for me to use what I have learned in international finance and banking to contribute to nation building,” Veloso said during his inaugural as GSIS president and general manager on Sept 8, 2022.
“I now carry the responsibility of making sure that the retirement benefits of government employees are well managed,” he said.
As the skipper of the GSIS state of affairs, Veloso wants to leave behind a legacy of empowerment for over two million state employees and some 550,000 pensioners. He wants to give them better income opportunities, decent homes and business skills, more than anything else.
To do this, he is keen on investing the GSIS funds using his expansive mastery of the banking industry.
“We like to improve the members’ benefits, including grant of low-interest loans with longer repayment period, and bigger loan amounts,” he said.
Among the dramatic reforms he has so far instituted was the launch of the GSIS Digital ID Service which coincided with the fund’s 87th year.
“This enhancement marks a significant step in its efforts to automate processes, streamline services and amplify the customer service experience for its members and pensioners,“ the fund said.
In another significant move, the GSIS teamed up with the Japan International Cooperation Agency in a new technical agreement with Tokyo through the rollout of a technical cooperation project seeking to enlist specialists to help the pension fund grow its insurance business and continue to safeguard civil servants and government assets.
Japan’s high-tech toilets go global, with sales surging
KITAKYUSHU, Japan—As Japan plays host to a record influx of tourists, one of the country’s more private attractions -- the high-tech toilet -- is becoming a must-have in luxury bathrooms worldwide.
With their warm seats and precision spray technology, bidet toilets are the norm in Japan, where more than 80 percent of homes have one, according to a government survey.
Now sales are surging abroad and especially in the United States, led by A-list bidet fans such as Drake, the Kardashians and Alexandria OcasioCortez.
Japanese company TOTO, which pioneered the electric bidets it claims have sparked “a global revolution from wiping to washing”, says overseas revenue for toilets has roughly doubled from 100 billion yen ($673 million) in 2012.
The pandemic was a key driver, bringing a home-renovation boom but also germ-conscious consumers desperate for an alternative to toilet paper after shelves were cleared by panic-buyers.
Senior TOTO executive Shinya Tamura, who oversees international business, told AFP the brand’s growth has been a word-of-mouth success.
When people first learn how the toilets’ water jets work, with pressure and temperature controls, “there’s an image that it’s not pleasant”.
But “we can’t explain how good it is with words. You need to experience it”, Tamura said.
“After a while, most users can’t live without it.”
The company’s international net sales for housing equipment are currently less than a third of those in Japan.
It wants to boost sales in the Americas by 19 percent over two years to “establish a solid position” there and offset less urgent demand in China. AFP
“This joint effort is not just about protecting the future of government assets. With a robust insurance framework, this collaborative mission is a pro-active approach in demonstrating the GSIS commitment to building a stronger and safer nation through sustainable infrastructure practices,” Veloso said.
Veloso was president and chief executive (CEO) of the Lucio Tan-held Philippine National Bank (PNB) prior to his appointment to GSIS.
Under his leadership, the PNB was conferred the “Best Managed Bank” award for demonstrating excellence amid the COVID-19 pandemic in 2020 by the Singapore-based Asian Banker which also named him “Best CEO” during the company’s annual Leadership Achievement Awards.
Prior to his PNB stint, Veloso worked as an international banker during which he gained his financing savvy, specifically in global banking and markets.
In 2012, Veloso was designated the first Filipino CEO of HSBC Philippines until he moved over to the PNB in 2018.
“Veloso has worked directly with Filipino and multinational customers for many years. Part of his work at the British multinational universal bank and financial services holding company HSBC was to regularly build relationships with institutional funds and investors with businesses and interests in the Philippines,” his profile read.
Throughout the COVID pandemic, Veloso collaborated with government leaders and banking industry captains to help keep the national economy afloat.
He was subsequently elected president of the influential Bankers Association of the Philippines (BAP) until March, but remained director of the organization since 2015.
At the BAP, he also helped craft the rules and regulations along with the Bangko Sentral ng Pilipinas and legislators to enhance the efficiency and the effectiveness of banks and banking services and boost their contributions to national economic growth.
Veloso was also the Philippine Commercial and Industrial Bank’s domestic treasury head as well as PCI Capital’s treasurer from 1993 to 1994.
From 1989 to 1993, he worked as Citibank’s fixed income portfolio manager where he honed further his treasury and trading acumen, giving rise to his rare distinction as “alpha male in the Philippine treasury market.”
Veloso completed his bachelor’s degree in Commerce, major in Marketing Management at the De La Salle University in Manila, in 1986.

Whether due to patriotism, caution or indifference, 10 Muscovites interviewed by AFP asserted their right to a “normal” life despite the conflict and escalating tensions between Moscow and the West.
They avoided directly addressing Russia’s offensive on Ukraine, that
Moscow calls a “special military operation.” Russia has criminalized criticism of the conflict and arrested and detained thousands since February 2022, when it ordered troops across the border. Alexandra said the atmosphere in Moscow is “the same as before” the conflict began.
“People go for walks, get to know each other, enjoy themselves, live, work and go about their lives. In that respect, nothing has changed,” she said.
Behind her, a crowd of young people, glasses in hand, were chatting, drinking and eating at Moscow’s “Central Market”—a three-story establishment full of chic bars and food stalls.
It is a different scene from Kyiv, some 750 kilometers away. Although the Ukrainian capital has retained some form of nightlife, those frequenting bars and restaurants have been forced to grow accustomed to night curfews, air raid sirens, soldiers marshalling the streets, as well as missile and drone strikes.
The project involves the construction of a five-tower, 1,100-unit midrise residential community inside a 1.3-hectare property in Barangay Malagasang 1-G.
Each unit, spanning 27 square meters, will cost P1.7 million to a little more than P2 million. The project will have amenities such as a clubhouse and a basketball court.
Located at the heart of one of Cavite’s sprawling districts, the future development is expected to offer convenience, accessibility and mobility.
“Public-private sector collaboration of these kinds are very encouraging, especially those focusing on underserved segments, such as housing. We believe that this residential development will benefit both Imuseños in the immediate locality and potential residents from Southern Tagalog and Metro Manila,”
Robinsons Naga’s iconic Tree of Life reopens to the public
ROBINSONS Naga’s renowned Tree of Life is now open to the public once again.
Unveiled in 2018, it marked a milestone as the country’s first digital installation by artist Jefre and the inaugural permanent display featuring 3D projection mapping in a mall setting. Inspired by Bicol’s taro leaf, the 15-meter fiberglass sculpture captivates viewers with its stunning transformations using projections.
Visitors can immerse themselves in captivating visuals, from celestial scenes to whimsical landscapes, during daily 3D mapping shows from 6 pm to 9 pm. Jefre, also known for creating The Victor, the Philippines’ tallest multimedia sculpture, views the Tree of Life as a symbol of Naga’s values and community spirit.

The project in Imus City, Cavite is under the government’s “Pambansang Pabahay Para sa Pilipino Housing (4PH)” program.
Based on the partnership, PH1WD will be the project owner and oversee the entire development process, while engineering and infrastructure company Megawide will undertake the construction as soon as the necessary permits and clearances are secured.
Secretary Jose Rizalino Acuzar of the Department of Human Settlements and Urban Development (DHSUD) said during the groundbreaking ceremony the project will significantly contribute to the Marcos administration’s objective of deliver-
ing one million housing units annually until 2028.
Imus City Mayor Alex Advincula for his part believes that this project is a success of his administration’s commitment to bring forth better quality of life in the City of Imus.
“This is the fulfillment we’ve been wanting for our disadvantaged countrymen. We made a promise that they would have a dignified, orderly, and safe home in a peaceful community. For that, I am delighted we have partnered with Megawide’s PH1WD to bring their quality of development to this 4PH project with the guidance of DHSUD. This also demonstrates a seal of approval to our city’s ongoing progress and future prospects,” he said.
The 4PH has already been rolled out and implemented in other areas and cooperation among the major stakeholders – the host LGU, the national government through the DHSUD and the private sector developer – will be critical in replicating this model in more vicinities and key to addressing the 6.5-million nationwide housing backlog.

Saavedra said that Megawide has been a consistent partner of the Philippines government in infrastructure projects such as the 10,000 public classroom units under the PublicSchool Infrastructure Project, the Parañaque Integrated Terminal Exchange, Mactan-Cebu International Airport and the construction of Clark International Airport, to name a few.
Saavedra said the huge 6.5-millionunit backlog in residential development in the country is primarily in the affordable segment of the market. He said the project would primarily cater to teachers, policemen and government employees and they can finance their housing purchases thru Pag-IBIG Fund.
“If this project succeeds, we can scale this up,” Saavedra said.

J.Lo cancels tour amid Affleck split rumors
JENNIFER Lopez said Friday she was canceling her summer tour to spend more time with her family as rumors circulate over a split with actorhusband Ben Affleck
The singer’s and her promoter’s announcement also comes after reports that sales for the mutli-date event were flagging.
In her newsletter On the JLo, which she sent to fans on Friday, the actress and singer revealed the tour was off.
“I am completely heartsick and devastated about letting you down. Please know that I wouldn’t do this if I didn’t feel that it was absolutely necessary,” Lopez wrote. “I promise I will make it up to you and we will all be together again. I love you all so much. Until next time...”
The email also included a message from tour promoter Live Nation noting that “Jennifer is taking time off to be with her children, family and close friends.”
The cancellation comes after several adjustments and curtailments were made to the tour, including slicing dates off and rebranding it as a greatest hits tour, rather than one focused on her latest album.
But it also comes with Lopez and Affleck’s apparent troubles dominating the tabloid and entertainment press.
Reports suggest the pair – who married in 2022, almost two decades after their first relationship fell apart – have been living separately in Los Angeles.
People Magazine said relations between the Good Will Hunting star, 51, and the “On The Floor” singer, 54, were strained because of their different approaches to celebrity.
“She likes to open her heart to her fans and to the world,” the magazine quoted an unnamed source saying. “He is more introspective and private. This has been difficult day-to-day.”
The pair first met on the set of the widely panned movie Gigli, released in 2003. They became a media sensation as they dated but postponed their planned 2003 nuptials, then announced their relationship was over in early 2004.
“Bennifer” – the couple’s public nickname from their first highly publicized relationship – set the internet alight in 2021 when photos of them together again began circulating. They wed in a small ceremony in Nevada in July of the following year. Then they had a star-studded ceremony at Affleck’s lavish waterfront compound in the southeastern US state of Georgia in August.
The couple reportedly bought a $60 million home together in Los Angeles last year. AFP

THERE has been a cultural revival of OPM (Original Pinoy Music) in recent years. The local scene, once dominated by foreign music, is now embracing more traditional sounds, embellished with modern music-making techniques and genres.

LITTLE over a two-hour drive south of Cebu City is the firstclass municipality of Dumanjug, my father’s hometown. It is bordered to the north by the town of Barili, to the east by Sibonga, to the west by Tañon Strait which is between Cebu province and Negros Oriental, and to the south by Ronda.
My siblings and I used to spend our summer vacations there in our old ancestral house located along the highway. Even at such a young age, we have always been curious about the town’s name. Our Aunt Conchita, the younger sister of my father, told us one evening that during the Spanish era, some Spaniard soldiers passed by the place and wanted to know where they were. The soldiers approached a crowd and asked. The villagers thought the visitors wanted to know what was happening, so one of them replied, “Si Duman na huog” (Duman fell). Not understanding what it meant, the Spaniards thought the name of the place was “Dumanahug” which later was shortened to Dumanjug. Fact or fiction, it doesn’t matter because it sounds right.
I remember my siblings, cousins and I would play right in the middle of the road fronting our ancestral house as very few vehicles would drive through it, especially at night, with nothing but the moonlight illuminating the road. After our games, our grandmother would call us in, for us to take a shower and get ready for dinner, after which she would have a box of Tootsie Rolls for us to choose from. On some mornings, we would walk to the beach, which was just beyond the town plaza and either just play along the shoreline or take a swim in the usually cold water.
Sometimes, my cousins would drag me along and we would head towards the upper part of town where kapok trees abound. We would then practice our marksmanship by trying to hit the kapok fruits with our slingshots. There were no winners as none of us was skilled enough. That was our life in the sleepy town of Dumanjug, which continues to evoke beautiful memories of fun summers with our cousins.
Fast forward to how it is today – I am amazed at the town’s transformation. It’s just like someone waved a magic wand because a sleepy town it certainly no longer is. My nephews, Efren Gica as mayor, and his brother Erwin as vice mayor, have changed the municipality into a charming, visually enthralling destination for the young and old. With a population of approximately 60,000 occupying 37 barangays, the town is now buzzing with activity, with many beautiful places to visit.
YOUR MONDAY CHUCKLE HEARD FROM A HUSBAND: When she talks, it isn’t conversation. It’s filibuster!
Formerly known as “The Land of Golden Friendship,” it is better known now as the “Home of the Governors” simply because most of the governors of Cebu province come from this town. The current Cebu Governor Gwendolyn Garcia’s family has its
roots in Dumanjug.
What can visitors do when they visit town? For one, the 170-year-old St. Francis of Assisi Church is very well preserved. This is most significant to me because my father, the eldest of the boys in his family, was named after the town’s patron saint, in honor of whom the town fiesta is celebrated every Oct. 4. This is when the colorful Bisnok Festival sets in where hundreds participate in the street dancing which ends with the ritual showdown. The festival’s name is derived from the Cebuano words, “Bisaya,” meaning a native from the Visayas, and “Manok” (chicken), to highlight the town’s most popular culinary offering. Performers in their attractive costumes dance merrily on the streets with the performances focusing on the preparation and cooking of the native chicken.
For those who enjoy communing with nature, there is the enchantingly undeveloped Pityak Falls, which is not only Instagrammable but also a refreshing spot for urban denizens like me who are always in search of relaxing getaways. Phase 1 of a beautiful Boardwalk along the bay has been opened but this will soon be extended to 12 kilometers long. To further increase its tourism value, the municipality has included in its Master Plan Cruise Tours in the near future, starting from the area fronting the Boardwalk.
The municipal government will build a new Government and Business Center designed by popular architect Jun Palafox on a 27-hectare lot with a budget of P527 Million. The new 500-square-meter Public Market is now almost done and a 10-bed Dialysis Center will open in a few months. Great things are happening in my father’s hometown. Kudos to my nephews for their vision and determination to transform this once-sleepy town into a vibrant destination. Definitely, it’s no longer “the little town of Dumanjug!” For feedback, I’m at bobzozobrado@gmail.com
