Admits passing Cha-cha in Senate likely 'farfetched'

SENATE President Francis Escudero said he will have a dialog with Speaker Martin Romualdez in the coming days to “mend what needs to be mended” amid the difference in position of two chambers of Congress on the push to amend the 1987 Constitution.

FOUR days after a change in leadership at the Senate took place, the finger-pointing continued with Senator Ronald dela Rosa attributing the shake-up to the so-called “artista” bloc in the Upper Chamber.

Dela Rosa said the plot to have then Senate President Juan Miguel Zubiri ousted was unleashed after the latter refused to allow Senator Ramon Revilla Jr., who was suffering from an Achilles tendon injury, to attend a plenary session virtually.

Guo’s 16 cars, helicopter raises Sen. Risa’s eyebrows

SENATOR Risa Hontiveros, chairperson of the Senate Committee on Women, Children, Family Relations and Gender Equality, revealed during Wednesday’s hearing that 16 vehicles are registered under the name of Bamban, Tarlac Mayor Alice Gou.

THE Energy Regulatory Commission (ERC) suspended the operations of the Wholesale Electricity Spot Market (WESM) starting at trading intervals 1:05 PM in the Luzon Grid and 2:05 PM in the Visayas Grid with the imposition of the red alert status by the National Grid Corp. of the Philippines (NGCP).

Alvarez censured, escapes suspension

WITH 186 affirmative votes, five negative votes and seven abstentions, the House of Representatives has moved to censure Davao del Norte Rep. Pantaleon Alvarez for violating the code of conduct of the House of Representatives.

The move effectively amended Committee Report 1103, submitted by the House Committee on Ethics and Privileges chaired by COOPNATCCO Party-list Rep. Felimon Espares, which recommended the penalty of 60-day suspension for Alvarez.

THE Supreme Court (SC) has ordered Presidential Adviser for Poverty Alleviation Lorenzo “Larry” G. Gadon to pay a fine of P150,000 for gross misconduct with forfeiture of eligibility for judicial clemency.

It ruled that since Gadon had already been disbarred, he can no longer be disbarred anew. However, being ineligible for judicial clemency means that although disbarred lawyers can seek reinstatement, Gadon can no longer do so in light of the SC decision. No more smoking in NAIA parking

THE Manila International Airport Authority (MIAA) has imposed a ban on smoking in all parking lots at the Ninoy Aquino International Airport (NAIA).

This decision comes after a fire on April 22 destroyed 19 cars at the open parking lot of NAIA Terminal 3. The fire was caused by a lit cigarette butt that was improperly disposed of, according to a report by the Bureau of Fire Protection (BFP).

Fire Supt. Bayani Zambrano, the chief of the BFP arson investigation, stated that investigators found cigarette butts in the area where the fire started and determined that there was "no other ignition source except for the cigarette butts. There’s no electricity source in the area."

The agency confirmed that the lit cigarette butt ignited the fuel hose of a black sport utility vehicle, leading to the fire being ruled as an accident. The fire spread quickly due to the high temperature, strong winds, and dried grass in the parking area.

Following the BFP's investigation, MIAA general manager Eric Ines announced that the concessionaire of the parking lot, Philippine Skylander, Inc., took several measures to improve safety.

The chopper, Guo said, which she planned on using as an air taxi, had been sold to a British company recently.

“Your SALN is almost at P300 million,” Gatchalian recounted.

Guo told the Senate committee that she built her businesses through the assistance of her father, who gave her half a million pesos to over a million albeit not on a regular basis. Guo’s father owned and operated an embroidery and fabric company in mainland China.

So far as the luxury vehicle being linked to Guo is concerned, she said a certain car dealer owns the vehicle, which she used for a car show in Tarlac with permission.

Guo got in hot water when the POGOs located inside the Baofu Compound in Bamban were raided in March 2024.

Gatchalian suspects that the same compound may have been utilized for money laundering activities, as well as human trafficking, and other scams.

Guo stands as the proprietor of the land on which the compound is built, and as former incorporator of the Baofu Corporation. Senator Gatchalian believes that the syndicate operating at the compound is huge. “We don’t know where the money came from,” he said.

Gadon was also accused of “filing baseless criminal charges” against several SC officials.

After investigation, the IBP’s Committee on Bar Discipline recommended that Gadon be suspended for two years after it found that Gadon lied under oath when he claimed that Sereno falsified an SC temporary restraining order (TRO).

OFW on SA flight to go under the knife

T HE Department of Migrant Workers (DMW) reported Wednesday that an overseas Filipino worker (OFW), who was among the passengers of a Singapore Airlines flight that was hit by severe turbulence, has been scheduled to undergo surgery.

The DMW said the OFW suffered neck and back injuries during the incident last Tuesday when the plane she boarded from London to Singapore had to make an emergency landing in Thailand after experiencing dangerous turbulence.

“She is set to undergo surgery to address her neck fracture. No word as yet on the treatment or surgery options for her back injuries. Her condition remains sensitive, but stable,” the department said in a statement. Representatives from the Philippine Embassy in Bangkok (PE-BKK) visited the OFW in the hospital and arrangements are being made for a family member to join her as she recovers. Meanwhile, the Migrant Workers Office in London said that the UKbased Filipina staff nurse and mother of the two-year-old male infant is already a permanent resident in the United Kingdom. Her husband is there on a dependent’s visa. All three are in stable condition.

The fifth Filipino passenger, a 62-year-old male, was confined in the hospital’s intensive care unit (ICU) after becoming unconscious. Doctors are monitoring his condition for further evaluation and treatment. A nephew based in Bangkok is assisting him.

House Members agreed to lessen the originally proposed 60-day suspension of Alvarez following appeals from Camiguin Rep. Jurdin Jesus Romualdo and Northern Samar Rep. Paul Ruiz Daza.

As explained by Romualdo, censure is a formal reprimand or a public statement of the House of Representatives of its disapproval of the conduct of Alvarez.

"This approach fosters a more constructive and rehabilitative outcome allowing Alvarez to make amends and, in the future, be more circumspect in making statements in public," Romualdo said on Wednesday. Moreover, Daza argued that censure serves as a sufficient measure to address the misbehavior without excessively affecting Alvarez's obligation to serve his constituents.

Espares said the 60-day suspension is merely a recommendation of the panel and will adhere to the will of the majority. The decision stemmed from the case filed by Tagum City Mayor Rey Uy and others against Alvarez for disorderly behavior and gross neglect of duties in violation of the code of conduct of the House of Representatives.

CBCP insists divorce law will not cover unions sanctioned by church

THE Catholic Bishops Conference of the Philippines (CBCP) on Thursday said that divorce—once it becomes a law in the Philippines—will only be applied to civil marriages and not rites done by the Catholic church.

CBCP spokesperson Fr. Jerome Secillano made the remarks after the House of Representatives had approved on the third and final reading a measure seeking to legalize divorce as another mode for terminating marriage.

The bill aims to reinstate absolute divorce as a resolution for dysfunctional marriage after it was outlawed almost a century ago.

“It’s a betrayal of their constitutional mandate to uphold marriage and the family,” Secillano added.

The Catholic church spokesman reiterated that the CBCP would remain committed to going against divorce.

“We remain steadfast in our position that divorce will never be pro-family, pro-children, and pro-marriage. Divorce is actually anti-family, anti-marriage, and anti-children,” he said.

Secillano also said it is not true that divorce will prevent adverse impacts on children of constant quarreling of parents.

“It’s actually the same with divorce. It has several adverse impacts and effects on children. So, there is a real need to balance how we view this matter,” he said.

Apart from the Vatican, the Philippines is the only country in the world that has not legalized divorce.

BDO cites Meralco for non-compliance with ERC order

BANKING giant BDO-Unibank called the attention of Meralco for its failure to comply with an order from the Energy Regulatory Commission directing the power distributor to act on BDO’s application for electric connection.

In a letter sent to the House of Representatives, BDO’s law firm noted that the ERC eventually ruled in 2022 in favor of BDO.

According to the letter, Meralco asked for a 684-square meter land as a condition to connect a BDO development to electric supply.

Meralco officials at the House hearing confirmed BDO’s application for power connection for an expansion project in Makati City which would require “several hundreds of megawatts.”

The Meralco representatives said the required amount of electric supply would need a site for a

new substation, but “the problem is there is no such available space already” in the Makati CBD, thus their request for BDO to provide the land.

Meralco will shoulder costs for equipment and take care of everything “except the land,” they said.

The representatives said it was standard operating procedure for Meralco to ask for land to build new substations in cases of “new developments.”

They said if Meralco absorbed the cost of land in connecting big users to new supply, “all our costs” would go up.

Among the proposals made by Meralco to BDO was to integrate the substation in the bank’s “proposed vertical development” or build the facility underground.

“There is apparent discriminatio n because Meralco has imposed a burdensome condition on BDO concerning the latter’s application for electricity service,” read BDO’s letter ad-

dressed to lawyer William S. Pamintuan, head of Meralco’s legal services, and submitted to the franchise committee.

Surigao del Sur Rep. Johnny Pimentel asked Meralco if the negotiations with BDO were in a stalemate, to which utility officials replied that the bank’s energy requirements would entail “higher technical losses” if no new substation was built.

“To serve the needs of BDO, we’ll get the power from not so near substation facilities,” said the Meralco officials.

But Pimentel lamented that the ERC directive on the BDO-Meralco case had not been implemented until now.

“There was a decision for Meralco to act on this but after two years, until now, there has been no action from Meralco,” the lawmaker said.

The BDO letter to the House committee, according to Pimentel, “is a very serious concern.”

Think tank lauds NEDA decision to include more EVs in tax break

AN international think tank and a consumer advocacy group commended the recent approval of the National Economic Development Authority (NEDA) to finally include two and three-wheeled electric vehicles (EVs) in government tax incentives under Executive Order 12.

“We welcome the inclusion of e-motorcycles in the list of electric vehicles given temporary import tax breaks to accelerate the shift to green transportation,” according to Victor Andres Manhit, president of Stratbase Institute.

Abalos opens MMDA Cup 2024 sportsfest

Secretary Benjamin Abalos Jr. has emphasized the need for camaraderie and teamwork for effective public service by local government units (LGUs) across the country. Abalos made the statement as he opened the first Metro Manila Development Authority (MMDA) Cup 2024.

Batanes receives P5-m relief goods from OCD

Albay eyes enough electricity this year

WITH three additional power substations coming up, Albay expects to be a brownout-free province this year.

THE Department of Justice (DOJ) has upheld the legality of the Agreement for Cooperation between the governments of the Philippines and the United States concerning peaceful use of nuclear energy embodied in the 123 Agreement forged on Nov. 16 last year in San Francisco, California. In a three-page legal opinion address to the Department of Foreign Affairs, Justice Secretary Jesus Crispin Remulla, in his capacity as a member of the Nuclear Energy Program – Inter-Agency Committee (NEP-IAC), declared that the 123 Agreement conforms to the existing laws and compliance with international agreements and policies under-

taken by the Philippines.

Remulla rendered the opinion even as he expressed his agency’s ‘all-out’ support to the 123 Agreement.

“Considering the world’s perpetual and unending need for better sources of energy, nuclear energy research is an avenue our country can expeditiously explore with proper regulation and safety measures locked in place,” Remulla said.

It is important to note that the 123 Agreement covers the safe and secure use of nuclear energy for peaceful purposes wherein the parties undertake to transfer and share information, nuclear material equipment and components directly or through authorized persons such as the Philippine Nuclear Research Institute

Camarines Sur Rep. Luis Raymund Villafuerte appealed to his colleagues to support the measure mandating local government units (LGU) to work with pertinent government agencies in “crafting and implementing a long-term care program designed to keep senior citizens productive, actively engaged in their communities and resilient against illnesses plus other risks common among the elderly in their twilight years.”

“A national plan for promoting quality and long-term care and services for our elderly to keep them active and highly productive in society in their twilight years is essential to President Marcos’ vision for a prosperous nation where no Filipino is left behind,” said Villafuerte who has authored various laws benefitting senior citizens and other vulnerable sectoral groups.

Such programs should be anchored, said Villafuerte, on making essential goods, healthcare and other social services readily available to all elderly Filipinos at affordable costs, “given that poverty incidence in our country is at its highest among senior citizens, most of whom merely rely on pensions, gifts, or some allowances given by relatives to make ends meet or even have to do odd jobs to give additional financial support to their families.”

This pro-elderly proposal is contained in House Bill (HB) 7980, which Villafuerte, , president of the National Unity Party (NUP), had introduced along with Bicol Saro Rep. Brian Raymund Yamsuan, with the goal of requiring LGUs to work with four state agencies on putting up and running a long-term quality care program for the elderly.

The idea was “to keep them within the mainstream of society through the Department of the Interior and Local Government (DILG), the Department of Social Welfare and Development (DSWD), Department of Health (DOH), Department of Finance (DOF) by establishing and running a long-term quality care program for elderly Filipinos.” Villafuerte also wants LGUs to work on this program with the DILG, the DWWD, the DOH, and the DOF as envisioned by HB 7980 or the “Long-term Care for Senior Citizens Act.”

What’s going on here?

WOULD you want to vote for public officials via the internet?

It’s a tantalizing prospect, but it would soon be available only for Filipinos overseas. Any way you look at it, this is a welcome development as it would no doubt increase the turnout of Filipino voters abroad.

The Commission on Elections has begun the process of making online voting a reality.

It already conducted a first round of bidding but this failed as the two bidders were not able to submit the required documents.

A second round of bidding was held April 2, 2024. Four bidders were present, but two of them were deemed ineligible: AMA-Kevoting and Indra Sistemas.

Two others were deemed eligible, ePLDT-ebizolution-Voatz JV, which submitted a bid of P435.5 million, and Sequent-SMS GT JV, with a bid of price of P112 million.

Here’s where it gets interesting.

For one thing, Sequent’s bid of P112 million was not even one-fourth of the Comelec’s earmarked budget of P465 million for the exercise.

For another, this bidder appears to have no experience in a government election, no technical compliance and no adequate finances.

Observers wondered how this P112 million bid can cover the costs of cloud computing hosting for several months, an alternate back-up server, full cyber security measures, biometric authentication licenses, 24/7 technical support to voters worldwide, laptops and printers for every embassy and consulate, among many other requirements.

The Comelec conducted extensive market research to set the overall project budget, and two more experienced vendors set their offer much closer to their budget.

If the poll body had asked any of the reputable cloud computing and data security providers in the country, it should have realized that P112M will not even cover the cost of cloud services.

And then there’s the information available on the Delaware Department of State website showing that Sequent is a tax delinquent, owing taxes from their last filed annual report.

This should have deemed them not eligible to get a tax clearance in the Philippines.

There are also reports its tax filings show a paltry income for 2022 of only $278,800 and an operating loss of $94,518.

How can a company which is practically broke handle a project whose original budget has been set at P465 million?

During their public demos published on-line on Comelec’s Facebook page, Sequent failed to meet the requirements in Comelec’s terms of reference (ToR).

Sequent also failed to use the configuration data provided by Comelec to all vendors.

When their system needed to print some of the reports, such as ERs and certificate of votes, the positions and information on the printouts did not match what the Comelec requested.

Sequent insisted some of the features are due for future customization, but Comelec was very clear that those features needed to be present during postqualification testing as per Annex K of the ToR.

More alarmingly, one of the key requirements is the system must have been audited by a legitimate third-party certifying agent.

Sequent not only failed to show this certification but admitted their system is open-source and therefore auditable by anyone.

This disregards the very specific requirement of the Comelec ToR.

The firm also lacked a certificate from a government electoral authority that their system has been used before.

How can a company which is practically broke handle a project whose original budget has been set at P465 million?

In the ToR, Comelec specifically said: “This requirement will ensure that the first online voting in the Philippines will not be a testing ground for any of the prospective bidders. This requirement will also ensure that only those capable of running a secured online voting will be used.”

Sequent, however, only presented certificates from private companies that have licensed their system to conduct online elections for private companies, unions or universities, and merely mentioned a referendum in Madrid.

The company claimed those private companies are their “affiliates” and failed to show one single government election project.

The poll body clearly requested a certification from a government electoral authority that the system was used to elect public officials on a binding election.

There’s more. Sequent is said to have no ISO 14001 certificate, nor its equivalent, another key requirement of the Comelec.

During the postqualification phase, there were reports the Technical Evaluation Committee had serious concerns regarding the non-compliance of this company with the requirements.

Hence, the industry could not help but express shock when the Special Bids and Committee recently sent a communication to all bidders announcing their last-minute recommendation to award the project to this questionable vendor.

Japanese astronaut to be first non-American to set foot on Moon

WASHINGTON, DC – A lucky Japanese astronaut will become the first non-American to set foot on the Moon during one of NASA’s upcoming Artemis missions, US President Joe Biden announced.

The offer to Japan -- an opportunity many nations have long dreamed of -came as part of Prime Minister Fumio Kishida’s state visit, and as Washington seeks to strengthen ties with its key Asian ally.

“Two Japanese astronauts will join future American missions, and one will become the first non-American ever to land on the Moon,” Biden said in a press conference with Kishida.

Kishida hailed the announcement as a “huge achievement” and announced Japan would in return supply a rover for the program.

NASA’s Artemis program seeks to return humans to the Moon for the first time in over 50 years, and to build a sustained lunar presence ahead of potential missions to Mars.

Between 1969 and 1972, the US Apollo program saw 12 Americans -- all white men -- walk on the Moon.

NASA previously announced that the Artemis program would see the first woman and the first person of color land on the Moon.

“America will no longer walk on the Moon alone,” NASA chief Bill Nelson said in a video published on social media.

“Diplomacy is good for discovery. And discovery is good for diplomacy,” he added.

The European Space Agency has three seats reserved for future Artemis missions in exchange for technological contributions to the program

Taiwan scrambles jets in response to China drills

TAIPEI – Fighter

jets took off from a Taiwan airbase Thursday as the self-ruled island dispatched aerial and naval forces in response to China’s launch of military drills, while Taipei’s coast guard warned off Chinese vessels.

Beijing commenced two days of war games, dubbed “Joint Sword-2024A”, as a “strong punishment” for Taiwan’s “separatist acts”.

They come after the island swore in new President Lai Ching-te, who said in his inaugural speech on Monday that Taiwan “must demonstrate our resolution to defend our nation”.

China -- which claims Taiwan as part of its territory -- has denounced Lai’s speech as a “confession of independence.”

Beijing’s drills began at 7:45 am

and are taking place in the Taiwan Strait and to the north, south and east of the island, PLA Eastern Theater Command Naval Colonel Li Xi said.

“In response, ROC (Republic of China, Taiwan’s official name) Armed Forces have dispatched our aerial, naval and land assets in accordance with our protocols,” Taipei’s defense ministry said in a statement.

SUBJECT : Expansion of the Coverage of Advertising Expenses and Recognition of Accounts to Include those Relative to the Dissemination of Information Connected with the Official Functions and Programs of Government Agencies, through Social Media Platforms

1.0 RATIONALE/PURPOSE

1.1 Section 53.6; Rule XVI of the Implementing Rules and Regulations (lRR) of Republic Act (RA) No. 91841 provides that media documentation, advertisement, or announcement through television, radio, newspaper, internet and other communication media, may be procured through negotiated procurement from a particular supplier, contractor or consultant.

1.2 Considering that the rapid progression into the digital era is inevitable, especially seen in the surge of using virtual platforms and digital payments during the pandemic, it is necessary to update this Commission’s guidelines on the proper utilization of funds of agencies that use social media to post advertisements and disseminate agency information, including digitalization of agencies’ processes, records, and database through electronic governance.

1.3 This Circular is issued pursuant to this Commission’s exclusive authority to define the scope of its audit and examination, establish the techniques and methods required therefor, and promulgate accounting and auditing rules and regulations, including those for the prevention and disallowance of irregular, unnecessary, excessive, extravagant, or unconscionable expenditures, or uses of government funds and properties, as expressly stated under Section 2(2), Article IX-D ofthe 1987 Philippine Constitution.

2.0 COVERAGE

This Circular shall apply to all kinds of advertising procured through negotiated procurement under Section 53.6, Rule XVI ofthe IRR ofRA No. 9184 by any branch, agency, department, bureau, office, or instrumentality of the government, including. government corporations, government financial institutions, state universities and colleges, and local government units.

3.0 DEFINITION OF TERMS

(a) Advertisement2 pertains to contents that are required in the issuance of agency guidelines, the conduct of public biddings, the dissemination of important public announcements, and the promotion of the agency’s trade and business.

(b) Content3 means any text, photos, videos, or a combination of such, from the agency or third party entities, whether paid or made gratuitously, created by the agency or in its behalf, which is aligned to its mission and vision, for the benefit of the public.

(c) Boosted post4 is a regular post existing on the agency’s feed, timeline, home page or business page, that is promoted by the agency through a paid advertisement to ensure that the post will reach a wider range of audience based on a set of parameters.

(d) Social media applications5 are downloadable applications that can be stored in one’s computer, smart phone, tablet, or other similar gadgets. They are virtual communities that let users interact with one another by sharing information, messages, and contents, and posting reactions and comments thereon, free of charge.

(e) Electronic wallets or e-wallets6 are wallets in digital form that can be used to purchase goods and services sold on any available piatform, whether virtual or in-person, such as Paymaya, Gcash, Grabpay and the like.

(f) Electronic Payment or e-payment7 refers to the disbursement of money or equivalent electronic representations of legal tender, for purposes of paying government expenditures, solely through electronic means as opposed to the use of cash, check, or physical notes to accomplish the same. This includes the manner by which an obligation is extinguished by means of sending instruction for the debit of the government entity’s account and the corresponding credit to the payee’s account.

4.0 GUIDELINES

4.1 Items 4.0 and 5.3 of COA Circular No. 2021-0148 dated December 22,2021 are hereby adopted insofar as e-payments are concerned. The directives under said provisions shall be strictly complied with considering that payments under this mode do not require the personal appearance of the payee, whose account the government funds are directly credited.

4.2 The provision on “Advertising Expenses” under Item 9.1.3.5 of COA Circular No. 2012-001 dated June 14,2012 is hereby amended to read as follows:

9.1.3.5 Advertising Expenses General Guidelines

One of the austerity measures adopted under Administrative Order No. 103 dated August 31, 2004 is the suspension, among others, of paid media advertisements, except those required in the issuance of agency guidelines, rules and regulations, the conduct of public bidding and the dissemination of important public announcements. Advertisements or contents posted on social media applications, like Facebook, Instagram, Twitter, and the likes, by the verified official account of the agency, shall be allowed following the guidelines under Section V(D)(6)(a) (i)(e), Annex H of the 2016 Revised IRR of RANo.9184.

The use of government-funded social media campaigns for political objectives or to promote partisan interests by government officials and agencies is strictly prohibited and may result in administrative and/or criminal charges.

Additional Documentary Requirements Depending on Advertisement Media

☐ Bill/Statement of Account, or monthly progress billings, which may include electronic invoice or screenshots of electronic payment covering total cost of activities, fees, inclusive of all applicable government taxes and charges based on deliverables agreed in the agency’s work plan. Screenshots of electomic payment may be allowed if accompanied with a Certification issued by an authorized agency officer9 certifying the veracity of the content of the screenshots.

☐ Copy of newspaper clippings evidencing publication and/or CD in case of TV/Radio commercial

☐ Complete link of the advertisement or content posted on social media

☐ Market study/Feasibility study confirming that the supplier, contractor or consultant could undertake the project at more advantageous terms

☐ Market study/Feasibility study of the social media applications best suited to the agency’s needs

☐ Agency’s Monitoring and Evaluation Report of social media services rendered by the contractor/consultant complying with requirements, goals, initiatives, campaign, etc., of the agency within a prescribed timeframe

☐ Report on advertising/campaign through social media applications duly reviewed and approved by the agency containing but not limited to the following:

• Content of advertising/information disseminated in various social media applications

• Data relative to reactions/perception/comments of the public such as mentions, sentiments, trends, etc.

• For boosted posts:

o The type of boost availed of, duration of the boost, and the results of the boost (the number and kinds of audience reached, number of views, engagement acquired, and reactions/comments received)

o Annexes A and H of COA Circular No. 202101410

4.3 The agency concerned shall include in its Annual Procurement Plan the specific mode of advertisement and/or media platform to be implemented and the corresponding budget, fund source and mode of procurement to be adopted, among others, in accordance with the provisions ofRA No. 9184.

4.4 In view of the peculiarity of the virtual platforms used by social media applications, their global presence and far-reaching effect to the public, registration11 with the Philippine Government Electronic Procurement System may be dispensed with, subject to the conditions for exemption to be issued by the Government Procurement Policy Board. 12

4.5 An Information and Communication Plan shall be prepared showing the brief description of the project, programs and activities to be covered, and the corresponding target and number of beneficiaries, and period of its implementation.

4.6 The agency shall continuously undertake a strict monitoring and evaluation of its communication and information dissemination activities/campaigns.

4.7 Recognition of Accounts Advertising expenses incurred under this Circular shall be debited against the appropriate account code under Advertising, Promotional and Marketing Expenses.13 This account is debited to recognize the costs incurred for advertisement expenses to promote and market products and services; publish invitations to bid and other authorized government advertisements; and disseminate important public announcements.

5.0 SAVING CLAUSE

Any clarification or request for assistance on the implementation of this Circular or cases not covered herein shall be referred to this Commission through the Government Accountancy Sector.

In the event that any of the proVIslon of this Circular is declared invalid or unconstitutional, all the provisions not affected thereby shall remain valid and with legal effect.

6.0 REPEALING CLAUSE

All circulars, memoranda, and other issuances or any part thereof inconsistent with this Circular are hereby revoked, amended or modified accordingly.

7.0 EFFECTIVITY

This Circular shall take effect after 15 days from publication in a newspaper of general circulation.

Russian assets plan for Kyiv to dominate 3-day G7 meet

STRESA, Italy – G7 finance ministers gather in Italy on Thursday for a three-day meeting dominated by plans to use Russian assets to help Ukraine, as well as new sanctions on Moscow and the commercial threat posed by China.

The ministers and central bankers from the Group of Seven world powers are meeting in Stresa, on the shores of northern Italy’s Lake Maggiore, to prepare for the larger summit of G7 heads of state next month in Puglia.

Top of the agenda is a plan to finance crucial aid to Ukraine using the interest generated by the 300 billion euros ($325 billion) of Russian central bank assets frozen by the G7 and Europe.

The United States has proposed granting Ukraine, which has been fighting a Russian invasion for more than two years, up to $50 billion in loans secured by this interest.

“It’s vital and urgent that we collectively find a way forward to unlock the value of Russian sovereign assets immobilised in our jurisdictions for the benefit of Ukraine,” US Treasury Secretary Janet Yellen said this week.

The details of the US plan have not yet been finalised, including who would issue the debt -- the US alone or G7 countries as a whole.

But it will serve as a basis for G7 discussions, according to a Treasury source in Italy, which as G7 president this year is hosting the Stresa talks.

The US proposal is an “interesting way forward” but “any decision must have a solid legal basis”, the source said.

Time is of the essence, as the slow speed of European material reaching Kyiv and the near-halt in US aid for months during wrangling in Washington have strained Ukraine’s capabilities just as Russia has regained the initiative on the ground. AFP

UN court to rule in Mexico request

THE HAGUE, Netherlands – Judges at the UN’s top court were scheduled Thursday to hand down a decision on Mexico’s request for emergency measures over Quito’s embassy raid last month to snatch a former top Ecuadoran politician.

Ecuadoran security forces stormed the Mexican embassy in Quito in early April to arrest former vice president Jorge Glas, who is wanted on corruption charges and had been granted asylum by Mexico.

Mexico dragged Ecuador before the International Court of Justice in The Hague, asking judges to declare Quito in breach of international law and hand down “provisional measures” -- court-speak for a set of urgent interventions -- while its case was ongoing.

Judges will give a decision at 1300 GMT on Thursday at the opulent Peace Palace, home of the ICJ. The case proper, however, could still take months, if not years.

Quito’s rare incursion on diplomatic territory sparked an international outcry, and led Mexico to break ties with Ecuador and pull its diplomats out of the country.

Late last month, Mexico’s representative Alejandro Celorio Alcantara told judges Ecuador’s raid “crossed a line,” setting a dangerous precedent when it came to international relations.

“There are lines in international law which should not be crossed,” Celorio said.

The judges on Thursday will rule on Mexico’s immediate requests, including that Quito should “take appropriate and immediate steps to provide full security of diplomatic premises... and archives, preventing further intrusion against them”.

Mexico is also asking judges to order Ecuador to “refrain from any act or conduct likely to aggravate or widen the dispute of which the Court is seized”. AFP

Ex-White House hopeful Haley to vote for Trump

WASHINGTON, DC – Former presidential hopeful Nikki Haley said Wednesday (Thursday in Manila)she will vote for Donald Trump in the US election, but said her one-time bitter rival would have to work to win over her moderate support base as he faces President Joe Biden in November.

The former South Carolina governor, 52, abandoned her White House ambitions in March after suffering several heavy defeats in primary contests -- and had not previously indicated whether she would support the man who referred to her repeatedly as “birdbrain.” Despite having made withering criticism of the scandal-plagued ex-president, Haley said at an event for the Washington-based Hudson Institute, a conservative think tank, that she was urging Trump to make nice with her support base.

“Trump would be smart to reach out to the millions of people who voted for me and continue to support me and not assume that they’re just going to be with him. And I genuinely hope he does that,” she said. More than two months after ending her White House campaign, Haley has continued to scoop a significant chunk of votes in presidential primary contests -- underlining a persistent refusal among a sizable bloc of Republicans to get behind Trump.

“I put my priorities on a president who’s going to have the backs of our allies and hold our enemies to account, who would secure the border -- no more excuses -- a president who would support capitalism and freedom, a president who understands we need less debt, not more debt,” she said.

“Trump hasn’t been perfect on these policies. I’ve made that clear, many, many times. But Biden has been a catastrophe. So I will be voting for Trump.”

Catantan to train with men’s squad

SAMANTHA Catantan will train with the national men’s team once she gets back from a brief vacation in the Palawan.

Top Filipino fencer Nathaniel Perez and members of the national men’s side will help Catantan bring up her game when she finally competes in the Paris Olympics in two months’ time.

“Puro lalaki sila. Hanggang makaalis si Sam sa Pilipinas, puro mga lalaki ang ka-training niya,” said Catantan’s coach Rolando “Amat” Canlas in an interview with the Manila Standard.

Canlas said this before Catantan and her family, including her dad Rodolfo and mom Aileen, left for Palawan on Wednesday for a short break.

Samantha’s dad Rodolfo, who recently found a job as a driver for a restaurant, also took a break from work, and was granted a leave by his employers when they learned of his daughter’s status.

“Very supportive si Papa. Busy lang sa work si Papa. Pero nag-leave siya to spend time with the family. Umiiyak siya nu’ng napanood niya laban ko sa qualifier,” said Catantan of her dad, who worked as a driver for companies and homes for many years and as a jeepney driver when his kids were younger.

Catantan is set to go through series of training camps in Manila, Italy and France in the coming weeks.

The 27-year-old Catantan arrived Monday to a heroes’ welcome at the Ninoy Aquino International Airport’s Terminal 1, and later at the University of the East Recto campus and the Philsports fencing hall in Pasig.

Catantan earned a seat for the Philippines during the Asia-Oceania Zonal Olympic Qualifier on in Fujairah, United Arab Emirates last April 28.

Catantan took a three-week break in the US after the qualifier, giving her a chance to recover from a muscle strain she sustained during the finals’ match and take care of her final exams at Penn State University.

Catantan competed in the Olympic qualifiers, while wearing brace on her left knee, which underwent surgery 10 months ago, following an ACL injury she sustained during the 2023 Cambodia Southeast Asian Games at the women’s foil semifinals.

THE AFF Mitsubishi Electric Cup 2024 draw is done and over with and surprise, surprise the Philippines is in Group B along with familiar foes Vietnam and Indonesia. It is like having the World and Asian Cup qualifiers group stage on an extended loop, but with the addition of Myanmar and Laos. So after the June qualifiers, games against Vietnam and Indonesia before the end of the year are pretty guaranteed. In Group A, Thailand, Malaysia, Singapore, Cambodia and the qualifying round winner will slug it out for the top two spots to advance in the last four.

The Philippines has not won the Mitsubishi Electric Cup (formerly the AFF Suzuki Cup). It was able to advance to the semifinals several times in the past but it was the farthest the team formerly known as the Azkals has gone in the tournament. And just like in the past, The Designated Kit Man is hoping that 2024 is the year that the team will get to the finals.

But first, the national team should think of the qualifiers next month before setting its sights on the AFF tournament. The Philippines sits at the bottom of Group F with just a point after four games. It needs to win its away games against Vietnam and Indonesia and pray that the seven points will be enough for second spot behind powerhouse Iraq, which has already claimed a spot in the knockout phase with two games to spare.

There have been reports of Coach Tom Saintfiet going all over Europe and other places to recruit players to suit for the team next month. Some of these players are really good and could make the June squad formidable and give the Vietnamese and the Indonesians tough matches. But then again, these reports are nothing much but loose talks and rumors, not until they show up with the team next month. Some claims also mentioned that several high-profile players have not answered the invitations extended by Saintfiet and the Philippine Football Federation (PFF), which is nothing new. The PFF has been chasing these players – the PAWS (the pabebe azkals wannabes – for some time now and everytime the FIFA windows get closer, we hear nothing more from them.

If there are players who want to suit for the country when it is convenient to say so, I believe there are more out there who really want to represent the country if given the opportunity to do so. We can always find players, who would want to play for the Philippines because they want to and not because it’s their last option. If the PFF extends an invitation to these players, it should see to it until it’s done. Bottomline, ‘wag din sana paasa.

On an equally serious note, the Mitsubishi Electric Cup will be Tom Saintfiet’s real test as the national coach. The tournament will give us a clear picture where the national team stands. Despite the relatively short time that he has been handling the team, the regional competition will be a good yardstick on what he has done for the team and a glimpse of its future. Praying mighty hard that the team will do well come December.

The Philippines will open its campaign in the Mitsubishi Electric Cup 2024 on December 7 against Indonesia.

Long-time Azkals captain Neil Etheridge is reportedly moving to either Thailand or Malaysia soon. Etheridge, who played for EFL Championship side Birmingham City, is being linked to possible transfer to Buriram United of Thailand and Johor Darul Ta’zim in the Malaysia Super League. A social media post by Birmingham City added fuel to these rumors when it confirmed that Etheridge will not be coming back to the club after this season. Hoping the best of luck for Etheridge as he makes a very important decision for his career that will also impact his stint in the national team.

RYAN Monsalve sputtered in a frontside finish, missing the opportunity to replicate his first-round performance and turning the chase for the ICTSI Villamor Philippine Masters crown into a wild, furious battle.

The rookie pro appeared poise to dominate when he surged to a five-stroke lead over Angelo Que with a five-birdie, one-bogey card after 11 holes at the Villamor Golf Club yesterday. However, a bogey on the fourth hole and a double bogey on the challenging No. 5 allowed his rivals to close the gap. Another mishap on the eighth hole left Monsalve clinging to a shaky lead.

Despite these setbacks, Monsalve managed to grab the lead at fourunder 140. But his inability to build a commanding cushion left him vulnerable to an anticipated charge from Que and a mix of contenders heading into the pivotal round of the P2 million championship, the fourth leg of this year’s Philippine Golf Tour.

This set the stage for a high-stakes showdown of strategy, ball control and putting on a challenging, risk-and-reward course.

“I didn’t feel like I played too badly, I just ended up with a bogey and a double bogey,” said Monsalve, reflecting on his costly mistakes on the closing holes.

On the par-3 No. 4, he dumped his tee shot into the greenside bunker and couldn’t get up-and-down. Despite hitting the fairway on the next, his ball landed on a bare lie, sending his approach shot into the bunker, where he needed two shots to escape, resulting in a 6.

PAULINE del Rosario emerged slightly steadier than Harmie Constantino and Florence Bisera in a turbulent finish, salvaging a gritty 73 to forge a three-way tie for the lead heading into the final 18 holes of the ICTSI Ladies Villamor Philippine Masters yesterday (Thursday).

That sets the stage for a day-long battle of wits and nerves among three of the Ladies Philippine Golf Tour’s top players. Del Rosario, trailing for much of the round, managed to limit her mistakes to just one bogey in the last four holes, finishing with a 37-36 round and putting herself in contention for another Tour crown.

“I haven’t hit many fairways since the first round. My game hasn’t been at its best this week, which is why I struggled a lot,” Constantino admitted after opening her title-retention bid with a 73 on Wednesday.

Constantino worked her way to the top with an impressive one-under card on the front nine. De spite a bogey on No. 10 and a birdie on the 12th, she struggled to maintain her lead, faltering towards the end.

“O ther than my driving struggles, everything was fine. My irons were great. I think I just need to hit better shots tomorrow (Friday) and pick my lines,” said Constantino, the back-to-back winner at Palos Verdes and Caliraya Springs.

However, she quickly downplayed her chances for a third straight win, adding: “I have no expectations for tomorrow, I’ll just enjoy playing.”

Despite wresting the first round lead and barely ret aining it, Bisera acknowledged her struggle with the challenging Villamor course.

THE National Economic and Development Authority (NEDA) said the Philippines should diversify its sources of growth to ensure the sustainability and inclusivity of economic expansion.

NEDA Secretary Arsenio Balisacan, in an economic forum at the Grand Hyatt Manila in Taguig City on May 22, highlighted the country’s present sources of growth, the challenges that constrain the potential of various sectors and the government’s initiatives to address such challenges.

“On the demand side, it is apparent that our growth has been mainly domestic consumption-driven, with other expenditure components, particularly investments and exports [external demand], contributing to less than half of GDP growth,” he said.

Balisacan said while a vigorous services sector may characterize an economy undergoing the usual development pattern, increasing productivity and enhancing the agriculture sector’s competitiveness are critical, given their linkages to other industries.

“Indeed, success in raising agricultural productivity is vital to sustained and inclusive growth. The same can be said for manufacturing, which has traditionally been a source of stable and well-paying [high-quality] jobs for the skilled and semi-skilled workforce,” he said.

Gov’t posted P42.7-b budget surplus in April

THE government posted a P42.7 billion budget surplus in April, lower than the P66.8-billion recorded in the same period last year, the Bureau of the Treasury said Thursday.

Data showed that government spending surged 32.25-percent in April, outpacing the 21.90-percent growth in government revenue collection.

Revenue collection reached P537.2 billion in April, surpassing the P440.7 billion collected in April 2023 by 21.90 percent or P96.5 billion. This was driven by higher year-on-year growth in both tax and non-tax revenues.

The Treasury said, however, the fourmonth budget deficit widened by 12.66 percent or P25.8 billion to P229.9 billion from a year ago.

The Bureau of Internal Revenue (BIR) collection rose 12.65 percent or

P42.5 billion to P378.5 billion (net of refunds) in April compared to last year.

The bureau’s collection growth was due to an overperformance in all major tax types.

Bureau of Customs collections in April were recorded at P80.7 billion, reflecting a P13.2-billion or 19.52-percent increase from the previous year.

The Bureau of the Treasury (BTr) income surged to P64.0 billion in April, more than tripling the amount registered in April 2023. This growth was driven by increased dividend remittances from government-owned and controlled corporations (GOCCs) in compliance with

a directive to raise annual net earnings remittances to 75 percent from 50 percent. National government expenditures reached P494.5 billion, up by 32.25 percent or P120.6 billion from a year earlier. The expansion was driven by higher releases of the national tax allotment (NTA) and subsidies to GOCCs and the release of funds for the Coconut Farmers Industry Trust Fund (CFITF).

Net of interest payments, the government recorded a P110.2-billion primary surplus in April, compared to the previous year’s P113.1 billion. This resulted in a four-month budget primary surplus of P30.6 billion, reversing the P15.9billion primary deficit posted in the first four months of 2023.

Real GDP growth in the first quarter of 2024 was recorded at 5.7 percent, underscoring the country’s position as one of the fastest-growing economies in the region. The revenue and tax effort ratios for the quarter also improved.

Cebu Pacific gets fifth new aircraft this year

CEBU Pacific (CEB) said Thursday it received its fifth new aircraft this year as part of its fleet expansion program. The aircraft, a fuel-efficient A320neo, landed at the Ninoy Aquino International Airport in Paranaque City on May 21.

“Adding another NEO aircraft to our growing fleet supports our goal of reducing our carbon footprint,” said CEB chief strategy officer Alex Reyes.

LOCAL shares rebounded Thursday from two straight days of decline on the back of declining oil prices in the world market.

The bellwether Philippine Stock Exchange index climbed 52.77 points, or 0.80 percent, to close at 6,659.99, while the broader all-shares index rose 13.34 points, or 0.38 percent, to reach 3,537.29.

CITICORE Renewable Energy Corp., the power generation arm of businessman Edgar Saavedra, priced its initial public offering (IPO) at P2.70 per share, lower by 30.4 percent than the high end of its initial price range of P3.88.

At this price level, CREC will raise P5.4 billion in proceeds from the sale of 1.76 billion common shares and an overallotment option of 267.86 million shares,

The offer period will run from May 27 to May 31, with the tentative listing and start of trading on the Philippine Stock Exchange on June 7, according to the company’s preliminary prospectus. This will make CREC as the second IPO this year after mining firm OceanaGold Philippines.

CREC has a pipeline of renewable energy projects in line with its goal of adding approximately 1 gigawatts of ready-to-build/under construction solar energy capacity each year through 2027. CREC secured a financing arrangement with Rizal Commercial Banking Corp. (RCBC) last month for up to P20 billion loan for the construction of multiple solar power plant projects with a combined installed generating capacity of at least 600 megawatts to 1 GW.

The initial tranche involves P9 billion arranged by RCBC Capital Corp.

The project financing structure is believed to be the first-of-itskind in the Philippines, which covers various project portfolios instead of the typical per-project financing structure.

The proceeds of the initial funding tranche will be applied towards CREC’s development of certain solar power plant projects in Batangas, Pampanga, and Negros Occidental.

San Jose del Monte wants MRT Line-7 route realigned

THE city government of San Jose Del Monte in Bulacan province wants the Metro Rail Transit Line 7 (MRT-7) route realigned amid concerns over traffic congestion.

Mayor Arthur Robes said construction-related issues including possible traffic congestion, quality of living, disruption in the delivery of essential services, among others are major concerns which prompted for the need of a consultation.

“Our city government consolidated

The city mayor said the proposed railway route follows Quirino Highway, a key thoroughfare used by a

“We have also forwarded options where this essential project can push through while also ensuring that the general welfare of the people of San Jose Del Monte is met,” he said.

Robes said the LGU is not part of the negotiations on right of way (ROW) issues affecting the project, citing that property owners likely directed their appeal to the Department of Transportation (DOTr).

“We are looking forward to working with the Department of Transportation and San Miguel Corp. to fast track the successful completion of

this vital infrastructure project.” said Robes.

Transportation Secretary Jaime Bautista said Monday the construction of the 22-kilometer project might face a delay until 2027, subsequently postponing its formal operations to 2028, if SMC decided to push through with its proposed alignment.

The MRT-7 railway spans 22 kilometers and encompasses 14 stations, commencing from North Ave. in Quezon City and concluding at San Jose del Monte, Bulacan. The infrastructure development is expected to serve about 800,000 passengers daily.

Agri product deliveries to get toll rebate starting June 1

THE government, along with tollway operators, are set to implement a toll rebate program on June 1 to shield agricultural products from the brunt of rising inflation. The Toll Regulatory Board (TRB), the Department of Finance (DOF), the Department of Transportation (DOTr) and the Department of Agriculture (DA), in collaboration with the toll expressway concessionaires and operators of Manila Cavite Expressway, North Luzon Expressway, Subic ClarkTarlac Expressway, Muntinlupa Cavite Expressway and South Luzon Expressway, launched the Agri-Trucks Toll Rebate Program.

The program allows DA-accredited truckers transporting agricultural goods/products to receive toll rebates equivalent to the recent enumerated toll increases. It will initially run for three months, subject to evaluation for possible extension.

“This program aims to protect the welfare of the general public by minimizing the impact of toll rate increase on the overall inflationary situation to ensure the stability of food prices,” TRB executive director Alvin Carullo said.

“The TRB, together with the different government agencies, acknowledges the toll expressway concessionaires and operators for their full support and cooperation as this will not be possible if they did not agree to implement this exemption,” Carullo said.

To qualify for the toll increase exemption, agri-trucks should be duly accredited by the DA and should have a valid Autosweep and/or Easytrip RFID accounts.

“Submitted documents will undergo a verification process within seven working days. Enrollees will be notified of their enrollment status via their registered email addresses,” the TRB said.

SEC approves SM Prime’s P100-b financing program for expansion

THE Securities and Exchange Commission (SEC) approved the P100-billion bond shelf registration program of property developer SM Prime Holdings Inc.

THE Federation of Free Farmers (FFF) raised concerns over what it called significant gaps between official rice stock and output data released by the Philippine Statistics Authority (PSA).

It said while the PSA reported national rice stocks at 1.64 million tons as of April 1, 2024, enough for 44 days of consumption, calculations based on previous inventories, rice production and documented imports suggested a higher stock level of 2.46 million tons lasting 66 days.

“The discrepancy of about 800,000 metric tons, equivalent to about 22day supply, is very significant. If the PSA data are correct, it means that

our palay output has been overstated all along. They also imply that our rice supply will tighten in the coming months, especially since El Nino’s impact on the second quarter harvest is expected to be more serious,” said FFF national manager Raul Montemayor.

The PSA reported a 2-percent decline in first-quarter 2024 rice production, attributed to El Niño. Yields dropped 1.8 percent, while harvested area decreased minimally by 0.13 percent.

Data, however, showed that rainfed areas, typically more vulnerable to dry spells, fared better than irrigated farms.

VISTA Land & Lifescapes Inc. and AllDay Supermarket, both owned by the Villar family, posted double-digit growth in their first quarter profits, showing strong resilience amid macroeconomic challenges.

Gov’t wants to revamp public transport

More than 2k railway personnel complete training

THE Philippine Railway Institute (PRI) has trained at least 2,867 railway personnel, exceeding 76 percent of its target for basic and fundamental training in 2024.

Based on PRI data, 2,867 out of 3,772 personnel who completed the basic and fundamental training courses comprise 76.01 percent trained operations and management personnel—with a target of 80 percent for 2024.

On the other hand, 361 out of 501 total train drivers or 72.02 percent have completed the refresher training courses.

Transport Secretary Jaime J. Bautista said the PRI must ramp up the quality of training of personnel, while adapting to the rapidly chang-

ing global railway landscape.

The transport chief emphasized that by equipping railway human resources—operators, engineers, and other personnel—with the latest rail technology, the railway sector can level up passenger experience.

Bautista cited state-of-the-art training simulators granted by the Japanese government to PRI, which signals the digitalization of major rail projects such as MRT-7, NorthSouth Commuter Railway (NSCR), Metro Manila Subway and LRT-1 Cavite Extension.

The PRI, established in 2019, is the country’s top research and training center handling research and capacity building for railway personnel.

THE Department of Transportation (DOTr) is pushing for the modernization of public transportation to entice car owners to make the switch, aiming to reduce traffic congestion.

“A travel innovation we are developing is an automated fare collection system for buses, trains, jeepneys, even taxis,” Transportation Secretary Jaime Bautista said.

“Ongoing negotiations with various financial institutions for the intermodal use of debit cards and other non-cash payments schemes would keep us in step with modern public transport systems in highly urbanized metropolis abroad,” he said.

Bautista said a transport cooperative in Central Luzon recently became the first to use the automated fare collection for their fleet of modern PUVs.

The transport chief said the EDSA Busway or EDSA Carousel has proven to be the most efficient road transport so far. It was conceptualized and established during the pandemic. The busway is an exclusive lane for public buses and emergency vehicles.

“An unsolicited proposal to privatize the operations of the EDSA Busway is being reviewed by the PublicPrivate Partnership Center before we consider the proposal,” Bautista said. He said the concept of the busway is being replicated in Metro Cebu and Metro Davao. They are called bus rapid transit or BRT.

The Cebu BRT spans 13.18 kilometers throughout the Cebu metropolis, with 17 stations. It will provide enhanced mobility using dedicated public buses for the already congested roads of Cebu.

Meanwhile, the Davao Transport Modernization Project involves establishing more than 600 kilometers of road networks to be used by more than a thousand public buses, including 300 electric vehicles.

“Later this year, we will begin constructing the EDSA Greenways after completing the preparatory work,” Bautista said.

The EDSA Greenways is an elevat-

ed pedestrian walkway parallel to five stations of MRT Line 3 along Metro Manila’s main highway.

“We are also tinkering with the idea of expanding the bike lanes along EDSA to be shared by the more than 170,000 motorcycles that use the highway every day.” Bautista said. According to Bautista, creating protected bike lanes along main roads within and outside Metro Manila need the support of local governments.

“We have built and expanded the bike lanes in San Fernando-Pampanga, Kalibo, Lipa, Quezon City and Laoag,” he said, adding the bike lanes in Intramuros have become a hit among foreign tourists who get to see first-hand Manila’s historical landmarks while riding bikes.

Bautista said the government is pushing for more electric public utility vehicles among transport groups.

“Success stories are beginning to sprout on electric jeepneys and buses in the provinces, hopefully enticing others to go electric,” he said.

“Last February, transport groups in Laguindingan and General Santos City in Mindanao proudly showed us their modernized PUVs including electric jeepneys that are pleasantly patronized by local commuters,” Bautista added.

Bautista also said that the country’s Public Transport Modernization Program is now proceeding with the second component – Route Rationalization.

“Local governments are helping us match the consolidated transport groups with appropriate local routes, balancing the PUV fleet with the number of passengers,” he said.

According to Bautista, the whole process of modernizing public transport will take a minimum of three years.

He emphasized that the iconic Philippine jeepney will not be phased out.

MPT South kicks off ‘Drayberks alerto kada kilometro’

METRO Pacific Tollways South (MPT South) is prioritizing driver safety this National Road Safety Month with the launch of their “Alerto Kada Kilometro” (Alert Every Kilometer) campaign.

‘Burning Sun’ trends online after docu

A NEW BBC documentary titled Burning Sun:

Exposing the Secret K-Pop Chat Groups has brought back anger about the upsetting Burning Sun scandal from 2019 in Korea. It talks about two Korean female journalists who investigated and uncovered corruption and abuse.

The sex scandal centered around the Burning Sun Club, a nightclub in Seoul owned by former K-pop star Seungri. The club became notorious for allegations of sexual assault, prostitution, and the distribution of illegal videos that involved big names in the Korean entertainment industry including Seungri, Jung Joon-young, Choi Jong-hoon, and Yang Hyun Suk

The BBC documentary highlights the investigative work of Park Hyo-sil and Kang Kyung-yoon, who uncovered secret online chatrooms where K-pop idols and other celebrities allegedly shared explicit content and bragged about illegal activities.

It also sheds light on the bravery of the journalists who faced online harassment and death threats for bringing the story to light. It also exposes the collusion between some celebrities and the police force, who allegedly turned a blind eye to the crimes.

The “Burning Sun” scandal had a devastating impact on the careers of those involved exposing Seungri, along with other celebrities like singer Jung Joon-young, who were sentenced to prison for their roles in the scandal.

The event also sparked a national conversation about gender inequality and the dark side of the K-pop industry, where immense pressure and a culture of wealth and privilege allegedly led some celebrities down a dangerous path.

The documentary also showed the late K-pop idol Goo Hara’s immense role in giving key details in the scandal.

Reporter Kyung-yoon said Hara gave that important missing piece in her report shedding light on the hilarious crimes of the Burning Sun club.

“I still remember her voice clearly when she called me and said, ‘I’m Ha-ra’. She told me that she wanted to help. Koo Ha-ra and Choi Jong-hoon had been close friends since their debuts, and she had some kind of connection to Seungri and Jung Joonyoung. She told me that she saw their phones and saw ‘so many strange things’ and that I was right,” explained Kyung-yoon.

However, after sharing these details, Hara took her own life on November 29, at the age of 28. The incident took place within a mere two months following the tragic passing of K-pop artist Choi Jin-ri , also known as Sulli, who was discovered dead in an apparent suicide on October 14.

Sulli was a close friend of Hara, whom the latter described as her little sister. Koo herself was a victim of molka, perpetrated by her ex-boyfriend Choi Jong-bum . He had blackmailed her with a video of their intimate encounter in September 2018, resulting in his sentencing to a year and a half in prison in August 2019. However, the sentence was suspended for three years.

Following the tragic death of Hara, Jung was sentenced in prison for six years while K-pop idol Seungri was given a three-year sentence in August 2021 by a military court.

Recently, Seungri was released from prison last year in February while Jung was set free in March this year.

MA Network’s Lyn Ching has been a broadcast journalist since 1994. She has been onscreen for 30 years now and has hosted several shows, including the now iconic early morning news magazine program Unang Hirit.

For three decades, Lyn has interviewed numerous stars and personalities. Despite the industry’s constant evolution, she has not only maintained her youthful appearance but also flourished. So, what’s Lyn’s secret? Lyn stays happy, takes good care of herself, and always finds something good in every situation. When asked how she lasted this long in a cutthroat industry, Lyn said, “I think it’s patience. You won’t get everything that you want every time. So just, choose your battles. Just find happiness in every moment. For that interview, what made you happy? For this moment with a friend, what made you happy? Find what makes you happy in every moment.”

“Find the positive in every negative. That’s what I always tell my kids. There’s always something positive. Find that. You’ll be happy,” Lyn said with confidence.

In her fifties, Lyn looks radiant and happy. Her youthful glow is evident. “I’m fifty years old. So, I think the secret to being happy: If you’re satisfied with your life, you’ll be happy. It comes from within,” Lyn reflected.

This inner happiness radiates outward, evident in her vibrant personality and infectious smile. But she doesn’t rely on happiness alone. She understands the importance of nurturing her body and mind. Lyn’s self-care regimen is simple but multifaceted. She prioritizes exercise, hitting the gym three times a week, walking regularly, and even practicing pilates. “I exercise a lot. Too much,” she admitted with a chuckle.

But it’s not just about physical fitness. Lyn also emphasized the importance of scalp and hair care. “I’ve been with Svenson for ten years. I have a lot of problems with my hair,” she revealed. Lyn is talking about one of the leading hair loss treatment centers in the country. It was during the launch of a breakthrough treatment called NexoHair at Svenson’s West Avenue branch in Quezon City that I met and interviewed Lyn. This dedication to hair health has not only helped her combat genetic hair loss but also instilled good habits in her daughter. “Even

While Lyn is dedicated to self-care, she doesn’t deprive herself of life’s pleasures. “I love food too much. I don’t really stop,” she confessed. She finds a balance between enjoying her favorite treats and maintaining a healthy lifestyle, experimenting with ketogenic diet and intermittent fasting.

Lyn understands the importance of enjoying the simple things, surrounding herself with positive people, and finding contentment in each moment. “Find what makes you happy in every moment,” she said for the nth time as a reminder.

When probed if there is still anything she wishes to pursue in life at this point of contentment and success, Lyn was quick to respond, “Is there anything I still want to do? Not really. Because on the side [aside from morning show hosting], I do travel vlogging now just because I love traveling. I also interview Hollywood stars, which I love.”

Lyn shared how she enjoys everything that’s being given to her. She explained, “I don’t shoot for the stars, not anymore, I’m past that stage. I’m just enjoying everything as they come. So the last interview I did was with Emily Blunt and Ryan Gosling for the Fall Guy.” Giddily, she mentioned, “Just seeing his blonde hair, and beautiful eyes, made me happy. Like that! Just find what makes you happy and then just appreciate it for that moment.”

Happiness at home

Lyn’s positive outlook has not only benefited her career but also her family life. The strong foundation has created a happy and stable home environment, contributing to her overall well-being. She speaks lovingly of her husband and children, emphasizing the importance of partnership and mutual support.

“We’re partners in everything, first and foremost. Before the kids, it’s us. My husband and I, make things easier for each other. And I think my kids see that,” she explained.

“I always tell my daughter, even if you ask her, ‘I hope you find someone like Daddy.’ He’s a good man,” Lyn beamingly and reassuringly said.

Appreciating the smallest things seems to have blessed her immensely. Positivity is becoming Lyn Ching’s legacy, and her real secret to longevity.

“The Supreme Court has stated that if you don’t have money and you’re poor, you can’t give anything, and it’s not a crime not to provide support because poverty is not a crime, especially in a country where many are poor,” he explained.

“The criminal offense is twofold: willful infliction of psychological violence against the woman and her child by denying them the financial support that is legally due to them,” he continued.

“So, for example, if you’ve been without money for several months but now you have some, but you still don’t give it, and it causes psychological harm to the woman and her child, it’s still a criminal offense.”

“The second offense is to control or restrict the woman or her child’s movement or behavior,” he said. “It’s like blackmailing

them. Especially if the mother and child have no money, and you say, ‘Okay, if you don’t come here or if you don’t do this, I’ll withhold support,’ because support should come without conditions as it is an obligation as a father,” he concluded. In front of Alan, Pia Cayetano Boy Abunda, and Irah, Junell pledged to be consistent with his financial support, agreeing to provide P4,000 every month. “I can’t do anything if that’s all he can afford,” Irah commented, which Pia commended.

“That’s a good attitude. Because as the law says, the obligation to provide support is based on the capability of the provider and the needs,” she said.

“If you can only afford to give P4,000 but of course, if you can increase it, that would be better, right? But stick to your commitment. If you need to be reminded, it can be considered deliberate,” Pia emphasized.

Alan added that the show is willing to help if Junell decides to take a vocational course through TESDA.

In addition to the P2,000 for a new delivery bag from the show, Tito Boy said he would contribute P9,000 for the monthly amortization of his motorcycle.
