Marcos orders wiretap probe

China must release alleged recording of convo with ranking AFP official

PRESIDENT Marcos ordered an inquiry into the alleged wiretapping of a high-ranking official within the Armed Forces of the Philippines (AFP) by the Chinese Embassy in Manila.

“We are looking into it because the fact of the matter is, there have been mentions of a tape that confirms that there was this agreement,” President Marcos said in a chance interview.

The President emphasized that it is premature to draw any conclusions

until he reviews the contents of the alleged wiretap.

“It’s in the possession of the Chinese Embassy and the Chinese government. So, until they release it, it’s harder to believe and to accept that there was an agreement,” he said.

When asked if he had issued any directives for government agencies to exercise additional caution, President Marcos said there was no such directive, but highlighted the ongoing policy on cybersecurity.

“There have been so many departments and agencies that have been victimized and I think we are all very aware of the risks of cybersecurity. We are very conscious of that,” he said.

The defense chief issued this warning during the fifth meeting of the presidential task force on El Niño response as the government gears up for La Niña.

During the task force meeting held at Camp Aguinaldo earlier this month, Teodoro said the Department of National Defense (DND) is ready to provide support to agencies involved in the price monitoring of basic necessities and prime commodities.

Makati healthcare benefits take spotlight

MAKATI Mayor Abigail Binay met with Filipino community leaders in Rome, Italy, where she talked about the essential healthcare services her city has been offering for the benefit of her constituents.

Binay went on an official trip to the Italian capital to attend a three-day summit titled “From Climate Crisis to Climate Resilience,” which was held at the Casina Pio IV, Vatican City from May 15 to 17.

Addressing around 60 community leaders representing overseas Filipino workers (OFW), Mayor Abby shared some of Makati’s best practices in terms of enforcing successful public health initiatives.

Understanding the concerns of OFWs regarding the high cost of healthcare in the Philippines, Binay

said it is possible for ordinary citizens to access these benefits if leaders have “strong political will and genuine commitment to public service.”

Mayor Abby highlighted the city’s success in leveraging tax revenues from the business sector to fund a comprehensive public health program, integrating technology-driven innovations.

The local government executive cited as example the Yellow Card program, which includes subsidized hospitalization at the city-run Ospital ng Makati (OsMak).

“A Yellow Card patient’s hospital

bill can reach millions, but we only charge a token fee of P500,” Mayor Abby told OFWs in Italy, eliciting enthusiastic applause.

She also mentioned that Makati City shoulders the maintenance medications of citizens struggling with hypertension, diabetes, high cholesterol, and more, alongside free dialysis and insulin for eligible patients.

For senior citizens aged 70 and above, full doses of maintenance medications are delivered monthly to their homes, reinforcing Makati’s commitment to preventive care.

Mayor Abby also announced the inclusion of the costly shingles vaccine, provided free to Yellow Card holders, and highlighted the city’s partnership with Makati Medical Center (MMC).

The agreement with MMC allows the city government of Makati to pay for

the full cost of diagnostics and therapeutic services of residents that are not available at OsMak.

Makati’s public-private partnerships further enhance healthcare accessibility. The Makati Life Medical Center, which offers 24/7 outpatient and diagnostic services, is set to become fully operational this year, featuring a state-of-the-art digital PET/ CT scanner.

It became the first hospital in the Philippines to acquire a digital PET/CT uMI 550 scanner that utilizes advanced artificial intelligence to enhance diagnostic precision by reconstructing images from comprehensive total-body data. It will also be made available for free to Yellow Card beneficiaries.

The city’s digital health information management system also ensures seamless access to medical records across

health facilities, promoting efficient and coordinated care.

During her visit to Rome, Binay also had the opportunity of meeting Pope Francis at the Mayors and Governors Summit organized by the Vatican last Thursday, May 16.

“The audience with the Pope was a crucial moment, allowing us to discuss our climate strategies and challenges in line with his call to action in Laudate Deum,” she said.

Mayor Abby joined other local government leaders from all over the world in a global roundtable where innovative and scalable solutions for climate resilience were showcased.

Her participation in the global roundtable underscored Makati’s involvement in leading climate action, sharing scalable solutions and reinforcing global commitments to resilience.

He noted it was a polite invitation since they cannot be compelled to attend the Senate hearing.

He said there is a diplomatic protocol under the Geneva Convention that should be followed. “They have the right just like us,” he added.

The Philippines, he said, signed the Geneva Convention in 1965 while China in 1975.

He reiterated that they will not focus on the “new model” of AFP supply mission, but the violation of the Anti-Wire Tapping Law.

Tolentino admitted they can’t do anything if the Chinese officials refuse to attend the hearing. So, they will just proceed to strengthen the existing law on wiretapping.

However, their non-appearance will just show that they’re hiding something and they’re not in good faith.

Meanwhile, ACT Teachers partylist Rep. France Castro on Sunday lauded the decision of the House of Representatives to finally investigate the supposed secret agreement between former President Rodrigo Duterte and China almost a year after she filed House Resolution 1216.

“It’s been almost a year since we filed House Resolution 1216 to investigate it, but it will only be heard now. I hope that apart from former Malacañang officials, like Harry Roque, Duterte himself will be summoned because he himself knows about their conversation with Xi Jinping,” she said.

She said the “secret deal” could have sparked the elevated incursions of China into the country’s territorial waters and exclusive economic zone.

Additionally, Guo signed all papers for Baofu Land, the company owning the POGO hub buildings. Although she admitted to owning 50 percent of Baofu Land Development Inc., which leased its 7.9-hectare property to POGOs, Guo claimed to have divested her shares before her 2022 mayoral run. However, Gatchalian pointed out that Guo’s name still appears on applications for the POGO hub with the Tarlac Electric II Cooperative, Inc. (TARELCO 2) for its electricity services. Several vehicles on the site were also registered in her name. Gatchalian criticized Guo for her alleged ignorance of human trafficking activities near the municipal hall. “You can see this POGO hub every day. Mayor Guo can’t say she didn’t know what was happening within her territory,” he argued.

While other government agencies have launched investigations into Mayor Guo, Gatchalian clarified that the Senate probe focuses specifically on POGO operations and Guo’s alleged involvement.

According to recent reports, new Chinese regulations grant the Chinese Coast Guard the authority to detain trespassers in the South China Sea without trial and could be held for up to 60 days.

Meanwhile, the New Masinloc Fishermen Association on Sunday stood firm that they will continue fishing in the West Philippine Sea (WPS) despite China’s regulation of detaining any foreign nationals “trespassing” in the South China Sea.

Interviewed on Super Radyo dzBB, Leonardo Cuaresma, president of the

Zambales-based association, condemned China’s threats to jail WPS trespassers, saying that Filipino fishermen know that they are only fishing in the Philippine territory.

He also appealed for the Philippine government to deploy more personnel patrolling the West Philippine Sea daily.

“Kung kinakailangan siguro ay ibuhos natin ang ating buong lakas parang sa ganon ay makita nila na pinapakita natin na hindi nila teritoryo ang lugar na ‘yan,” he added.

Akbayan president and ‘Atin Ito’ co-convenor Rafaela David also strongly condemned China’s threat to detain alleged trespassers, who venture into the WPS.

In a statement, David called it a “desperate move” to undermine the growing and effective active citizenship of Filipinos asserting their rights in the region.

“China’s attempt to intimidate and deter Filipino citizens from exercising their rightful activities in the WPS will not succeed. Instead, it further galvanizes our resolve to stand up for our rights and freedoms,” David said.

“The international community must recognize and condemn these aggressive tactics by China, which are designed to stifle legitimate civilian movements and maintain their militarized presence in the WPS,” she added.

At the Senate, Senators Risa Hontiveros and Francis Tolentino said China risks violating international laws if it pushes through with its recent policy of detaining foreigners passing through South China Sea, known in Manila as West Philippine Sea.

Hontiveros said over the weekend that the Philippines might be compelled to sue China at the Hague Tribunal again if it enforces its new regulation. She called the policy illegal, highlighting it as further evidence of China’s emerging reputation as a rogue nation.

The senator believes the policy was in direct response to the ‘Atin Ito’ coalition, which recently conducted a peaceful civilian supply mission on the waters of Bajo de Masinloc (also known as Scarborough and Panatag Shoal), in solidarity with Filipino fishermen struggling at sea.

Hontiveros said this clearly struck a nerve with China. Instead of responding diplomatically, Beijing opted to impose tyrannical tactics that only exacerbated the situation.

Tolentino echoed her sentiments, saying the Philippines could file additional cases against China before the International Tribunal for the Law of the Sea (ITLOS) and the International Court of Justice (ICJ). He pointed out that China’s maritime boundaries are well-defined, extending only 12 nautical miles from Hainan, far from the disputed Scarborough Shoal or Bajo de Masinloc, which fall within the exclusive economic zone (EEZ) of the Philippines.

Proper waste disposal key to prevent metro oods

1-RIDER party-list Rep. Rodge Gutierrez on Sunday called the public to practice proper garbage disposal.

The lawmaker said the proper disposal of wastes and garbage as one of the key solutions discussed during the meeting of Speaker Ferdinand Martin Romualdez with the national government’s line departments to talk about flood mitigation measures.

He said Romualdez and officials of the Departments of Public Works and Highways, Department of Environment and Natural Resources, Department of Interior and Local Government, and Metropolitan Manila Development Authority have all agreed on a whole-of-nation approach to deal with the perennial problem of flooding.

“The takeaway of the meeting is that of a whole-of-nation approach. It doesn’t rely only on your national government. It cannot be solely relied on the programs and projects while we are anticipating, of course, the impending crises that come with floods,” he said.

“We also have to focus on the shortterm preventive measures. And one of them is we need to have an information drive.,” he added.

The group meeting also focused on more synergy of government programs, especially on the effects of a looming La Niña episode.

“So, they communicated, discussed the measures for La Niña. All government projects they want more synergy,” he added.

“Short-, medium- and long-term (solutions) were discussed here. In the long term, this is definitely where the national government projects will come in. Here are the big-ticket items, for example, which is very important is the issue of Laguna de Bay,” he stressed. Rio N. Araja

Tingog solon supports call urging BIR to ensure higher collections

TINGOG party-list Rep. Jude Acidre on Sunday expressed full support for the call of Speaker Ferdinand Martin Romualdez to the Bureau of Internal Revenue (BIR) to ensure that the agency would hit higher revenue collections and that the government could fund the programs of President Ferdinand Marcos Jr.

He said it is important for the BIR to further improve its tax collections and hit its revenue targets while Congress is doing its part to support the agency through legislation.

“We’d like to reiterate also the

position of the Speaker that Congress has also done their part to also assist BIR, especially with the passage of the Ease of Paying Taxes Act,” he said.

“So we are doing everything we can to support BIR and its revenue collection initiatives to make it easier for us to pay taxes,” he added.

Romualdez earlier urged the BIR to ensure the efficiency in tax collections, emphasizing that “hitting revenue targets means the government can fund its spending program, which will enable growth.”

“The Marcos Jr. administration is very aggressive in ensuring economic growth, and it is very important for the BIR not to miss its revenue targets to fund the President’s programs to combat hunger and poverty,” Acidre said.

“We are more aggressive with ensuring economic growth towards the end of this administration. Napaka-importante po na we don’t miss our targets to make sure that the economic growth, our trajectory to the economic growth that we’ve want to realize, is on track,” he said.

Lawmaker pushes measure to require college service training

Mikee Romero is batting for the approval of a bill requiring citizen service training for college students.

He backed the passage of the National Citizen Service Training and Reserve Officers’ Training Corps bill.

Romero is a reserve officer in the Philippine Air Force with the rank of lieutenant colonel.

The proposed measure would amend Republic Act No. 7077 or the Reservists’ Law that provides for the formation and training of a “citizen armed force of the Armed

Forces of the Philippines.” The bill’s final approval by the House of Representatives and Senate would expand the military reservists’ organization.

In December 2023, Cong passed on third and final reading its version of the NSTCROTC bill that shall compel college students to go a twoyear mandatory citizen service training, while ROTC would be optional. Villar raises concern over growing number of homeless cats and dogs

WITH an estimated 13 million stray animals on the loose, Senator Cynthia Villar has called for state-sponsored actions to control the growing population of homeless pets, particularly dogs and cats.

“Just like people, we need to put a stop to the increasing number of our pets, especially dogs and cats, which roam our communities when nobody takes care of them,” said Villar during a recent Senate hearing of the Committee on Agriculture and Food.

The senator noted that stray animals can pose significant threats to public health by spreading diseases such as rabies, leptospirosis, and other toxic viruses.

Villar also pointed out that the root causes of this problem were neglect, overpopulation, and lack of education on animal welfare and responsible pet ownership.

She said poor families often abandon pets after they give birth because they were unable to support the additional animals.

NAC hastens amnesty process in Mindanao

The National Amnesty Commission’s (NAC) has taken steps to facilitate the grant of amnesty to former Islamic separatist guerrillas in Mindanao.

The NAC met last Friday with a third party monitoring team (TPMT) in Cotabato City to tackle the processing of the amnesty applications of former combatants of the Moro Islamic Liberation Front (MILF).

“Amnesty is an important part of the peace agreement. For us in the TPMT, it is very interesting to know how the National Amnesty Commission (NAC), through its LAB (local amnesty board) operates and accepts application forms,” Marius said. Meanwhile, LAB-Cotabato head Mariam April Mastura said everyone covered by the Presidential Proclamation on amnesty is welcome to apply.

SAN PABLO CITY— The philanthropic organization Akay Ni Sol headed by former broadcaster Sol Aragones has transformed into a

THE Albay Electric Cooperative, Inc. (ALECO) has announced a massive clearing operation to address power line tripping and other technical issues that lead to frequent outages.

ALECO vice president Cezar Bordeos, Jr. said their cooperative does not intend to cause inconvenience, but had to repair their “reclosers,” which has been conking out recently.

In electric power distribution, reclosers are types of switchgears designed to detect and interrupt transient faults or abnormality in the supply of electricity.

ALECO explained that the 12-hour power interruption last May 17 had been scheduled for clearing operations and maintenance of their system. Hundreds of electricity consumers particularly in urban areas com-

plained about the outages. A threehour brownout occurred when a delivery truck hit a primary line near the Philippine National Police (PNP) headquarters in Legazpi City.

Never-ending impasse

THE Atin Ito flotilla of small fishing vessels, with the encouragement of the Philippine Coast Guard which stayed on the sidelines of the expedition that did not reach the Bajo de Masinloc, claimed “mission accomplished” after placing some buoys in the disputed waters of our WPS that China claims as part of their SCS. What mission, pray tell, did they hope to accomplish to begin with?

Pure propaganda with the local “patriots” and a disinterested Western press as audience, perhaps in the forlorn hope that China will be “shamed” into accepting an UNCLOS ruling that does not, in the fine print, even rule on the validity of our rights?

The Western media is concerned firstly with the war in the Middle East triggered by the brutal massacre of Jewish men, women and children by barbarous elements of the Hamas October last year. The carnage continues, the war seemingly unstoppable, despite all the efforts of Biden and his cohort European leaders. The Russian invasion of Ukraine is now on its third year, with no sign of easing and with both sides digging in, causing consternation in the grains and oil market, along with blocked supply and logistic chains. That too is what the West and America are preoccupied with.

Here in our part of the world, even our Southeast Asian neighbors have been quite tepid in their response to China’s persistent “bullying” of a founding member of the ASEAN.

It is only the US of A, along with some “moral” support from Japan, Australia, the UK and France, which has been giving the Philippines a certain level of encouragement, that they “have our back” in standing up against China’s persistent needling.

Our government is encouraged by Western support, where words, words, and more words protest against the Chinese “belligerence,” but realistically, we are left to puny measures of resistance such as the civilian-led “armada” that we have launched for the second time, hoping to “shame” China before a world that cares less about us.

We certainly admire the patriotism that has spurred these protest measures against China.

But critical minds, no less patriotic, also ask: what will come out of these shows of brave resistance?

To even suppose that China will be shamed enough is to harbor a naïve understanding of the geopolitical power equation that has the sleeping giant pitted against a weakened and weakening America which once colonized our islands.

Out of a quantum of caution, understandable since the fishing vessels carried unarmed civilians and were faced with mightier vessels of the PROC, the

expedition called off plans to sail to Scarborough, and, with media covering their derring-do, declared their mission “accomplished.”

Surely such acts of resistance awaken the long dead nationalism in the veins of our people, but then again, have not surveys continually sustained the overwhelming majority dislike and disdain of China due to its bullying in what we call the WPS part of the SCS?

But after that, what?

One wonders why our government officials refuse to seriously parley with our close neighbor, instead of relying on the words, words, words of an ally that in several countries have proved to be worthless, be it in Iraq or Afghanistan, and now about to be repeated in the Ukraine?

Whatever is wrong with seeking peaceful if temporary settlement through bilateralism just so dangerous waters are not roiled any further as to trigger an accidental confrontation where our people would be exposed to certain harm?

Relying too much on an UNCLOS document the other side does not recognize, and hoping for the rest of the world to condemn a taciturn China will not give us any benefits other than stress over an unending impasse.

Visa rules for Chinese nationals

THERE will be no stricter visa rules and regulations for Chinese nationals wanting to enter the country, only stricter scrutiny of visa requirements.

That’s the statement of President Marcos Jr. following the recent announcement of the Department of Foreign Affairs it would tighten the visa requirements for Chinese tourists amid a high number of fraudulent applications received in its embassy and consulates in China.

“There are no stricter rules for anyone. The rules are the same for all our friends who come,” he said.

THE Philippines has become the top target of online scammers and ranked with the highest scam rate in the 2023 Asia Scam Report published by the Global Anti-Scam Alliance and Gogolook.

The survey gathered data from 20,000 respondents from the Philippines, Japan, Taiwan, Korea, Thailand, Vietnam, Indonesia, Malaysia, Singapore, Hong Kong, and China. According to an April 2024 report by the PNP Anti-Cybercrime Group, there has been an increasing trend of online selling scams which recorded 47 incidents during the first week surging to 55, then 63 during the third week for a total 165. Mind you, these are only the reported cases. Safe to assume that actual numbers are much multiple times higher because people tend to just let go and charge to experience when the amounts involved may be too small and not worth the time and bother. This kind of attitude is exactly what the scammers are banking on and are laughing their way to the bank with daily cash hauls from scamming activities.

So how many are the overstaying Chinese tourists in the Philippines?

The DFA has conceded the number could be in the “thousands or more,” but deferred to the National Security Council as to the actual figures. From now on, the DFA policy on visitor visas for Chinese nationals will have to strike a balance between the country’s need to boost business and tourism, on the one hand, and national security, on the other. This is how it should be, given heightened tensions between our two countries on the West Philippine Sea.

DOJ says CDA chief has authority on appointments

THE Department of Justice (DOJ) said that the power to appoint personnel of the Cooperative Development Authority (CDA) with positions lower than the deputy administrator is vested with the CDA administrator. DOJ Undersecretary Raul Vasquez issued the legal opinion on behalf of Justice Secretary Jesus Crispin Remulla, citing provisions stated under Republic Act No. 11364 or the CDA Charter of 2019.

The law mandates that “in no uncertain terms that the power to appoint CDA personnel with a rank lower than a Deputy Administrator is vested with the CDA Administrator.”

“As the statute is clear, plain, and free from ambiguity, it must be given its literal meaning and applied without attempted interpretation,” the DOJ opinion said.

CDA chairman Joseph Encabo sought legal opinion to address conflicting views on the power to appoint under RA 11364 and RA 6939 that created the CDA.

Encabo noted that RA 6939 allowed the then CDA Board of Administrators to appoint all personnel in the agency regardless of position and rank.

According to Encabo, RA 11364 departs from this rule by allowing the CDA administrator the power to appoint personnel lower than the position of deputy administrator.

The DOJ said the CDA Board of Directors that Encabo chairs may review the recommendations of the Human Resource Merit Promotion and Selection Board (HRMPSB) on the top five ranking candidates for appointments lower than deputy administrator and recommend candidates.

But it said “the eventual decision on who to appoint rests solely with the CDA Administrator.”

“Thus, the CDA Administrator may or may not appoint the persons recommended by the CDA Board of Directors, as it is the sole discretion of the CDA Administrator whom to appoint,” it pointed out.

Gaza hospital says 20 killed in Israeli strike

PALESTINIAN Territories – A Gaza hospital said Sunday an Israeli air strike targeting a house at a refugee camp in the center of the Palestinian territory killed at least 20 people.

“We received 20 fatalities and several wounded after an Israeli air strike targeted a house belonging to the Hassan family in Al-Nuseirat refugee camp in central Gaza,” the Al-Aqsa Martyrs Hospital said in a statement. Witnesses said the strike occurred

around 3:00 am local time. The Israeli army said it was checking the report.

TAIPEI – They might have bigger fish to fry, but Taiwan’s next president and vice president spent the eve of their inauguration on Sunday dangling rods over a murky pond at a shrimp fishing farm.

President-elect Lai Ching-te and his deputy Hsiao Bi-khim hauled visiting foreign dignitaries, including presidents and a king, along for the fishing expedition at the Zhishan Shrimp Fishing Farm in the capital Taipei. Shrimp fishing is a popular pastime in Taiwan, especially on weekends when families flock to farms to catch and barbecue crustaceans.

In front of cameras, Sunday’s unlikely group of fishers appeared relaxed as they sat on chairs around an indoor pond while assistants dressed in black helpfully attached bait to the end of their fishing lines.

Lai, Hsiao and their guests -- including some leaders of the handful of countries that maintain diplomatic ties with Taiwan -- then patiently waited for the shrimp to bite.

“Taiwan is not alone,” Lai, wearing an open-neck striped shirt, told the visitors after they arrived at the fishing farm.

Zelensky expects Russia offensive in northeast Ukraine to intensify

KYIV – Ukrainian President Volodymyr Zelensky told AFP in an exclusive interview he expects Russia to step up its offensive in the northeast and warned Kyiv only has a quarter of the air defences it needs to hold the front line.

Russian forces, which had made only moderate advances in recent months, launched an assault in the Kharkiv region on May 10 that has brought them their biggest territorial gains in a yearand-a-half.

Zelensky said Russian troops had managed to advance between five to 10

kilometers along the northeastern border before being stopped by Ukrainian forces.

But he warned it may only be the “first wave” in a wider offensive.

“I won’t say it’s a great success (for Russia) but we have to be sober and understand that they are going deeper into our territory,” he said, speaking from Kyiv on Friday in his first interview with foreign media since the offensive began.

Taiwan coast guard ramps up patrols on eve of inauguration

KINMEN, Taiwan – Taipei’s coast guard ramped up patrols over the weekend around its outlying islands that have seen increased presence of Chinese vessels, the agency said Sunday, the eve of Lai Ching-te’s inauguration as Taiwan’s new president. China claims democratic Taiwan as part of its territory, maintaining a neardaily military presence with frequent appearances of fighter jets, drones and naval ships around the island. It has also in recent months sent in Chinese coast guard ships around Kinmen, an outlying island administered by Taipei located just five kilometres

(three miles) from the Chinese city of Xiamen.

Taipei’s Coast Guard Administration said on Sunday they have sent out personnel to “patrol all hours of the day and night” around Taiwan’s three major outlying islands: Kinmen, Matsu and Penghu.

THE Asian Cycling Confederation (ACC) will confer to PhilCycling president Abraham “Bambol” Tolentino the 2024 ACC Merit Award during the continental body’s Congress next month in Kazakhstan.

ACC secretary-general Onkar Singh informed Tolentino of the award in a correspondence dated May 16.

“The Executive Committee of the Asian Cycling Confederation has decided to confer the 2024 ACC Merit Award for your exemplary service towards the development of the sport of cycling in your region,” Singh said in his letter to Tolentino.

“I feel honored,” said Tolentino, president of the Philippine Olympic Committee who was first elected president of the PhilCycling in 2008. The ACC Congress is scheduled on June 6 at the Hotel Kazakhstan in Almaty.

Under Tolentino’s watch at PhilCycling, Daniel Caluag raced in men’s BMX racing at the London 2012 Olympics and two years later in the Incheon 2014 Asian Games won for the country it’s one and only gold medal.

Tolentino’s also responsible for the county’s only International Cycling Union (UCI)-standard BMX racing track in Tagaytay City which hosted the 2019 Southeast Asian Games and the 2023 ACC Asian championships.

Four Philippine-registered UCI Continental Teams also emerged under Tolentino—7-Eleven-Cliqq by Road Bike Philippines, Go-For-Gold Cycling Team, Victoria Sports Pro Cycling Team and Standard Insurance by Standardized Cycling Team.

In pandemic years 2020 and 2021, Tolentino went beyond competitive cycling by donating dozens of bicycles to various communities when the bike was the most essential mode of transportation during the lockdown.

Obiena secures gold in LA; Hoffman rises in rankings

HARD work continues to pay off for both Filipino pole vaulter EJ Obiena and Fil-American hopeful Lauren Hoffman, who jumped up in the Olympic qualification ranking and broke the Philippine record for a third time this year.

After spending six weeks in a training camp, Obiena celebrated his first gold medal on American soil, while Hoffman’s chances of making it to the Paris Olympics have improved.

THE Premier Volleyball League is set to hold its first-ever Rookie Draft on July 6, a landmark event designed to bolster team rosters with fresh talent and enhance the league’s competitive balance.

This comes on the heels of another successful PVL All-Filipino Conference, where Creamline triumphed over Choco Mucho, securing its fourth straight AFC championship and eighth overall crown.

The draft process will allow member teams to select players who have not previously competed in the league, with the order of selection determined by a lottery for the first round and a reverse ranking based on the previous AFC standings for subsequent rounds.

After Creamline and Choco Mucho, the teams are ranked as follows: Petro Gazz, Chery Tiggo, PLDT, Cignal, Akari, Nxled, Farm Fresh, Galeries Tower, Capital1, and Strong Group.

One of the draft’s primary goals is to prevent bidding wars between teams for players, promoting a fairer acquisition process.

This is to facilitate digital and integrated pre-border technical verification and cross-border electronic invoicing of all imported commodities.

environment against sub-standard and dangerous imported goods.

“A single electronic invoicing system controlled by the Philippine government is necessary to effectively monitor international trade transactions of all imported goods,” the AO read.

THE Department of Energy (DOE) plans to allow longer maintenance period for power plants to avoid breakdowns that could lead to outages.

A RECENT publication by state think tank Philippine Institute for Development Studies (PIDS) argued that economic charter change could unlock the services sector’s immense potential in driving economic growth. The study titled “Insights into Economic Charter Change and the Case for Services Reform”, authored by PIDS senior research fellow Ramonette Serafica, underscored the need for adaptable policies and government structures. These include designing regulations that keep pace with the evolving global economy and changing consumer preferences. “By adopting adaptable policies and institutions, governments and stakeholders can capitalize on emerging trends, foster innovation, and enhance competitiveness,” she said.

Serafica noted the growing importance of the service sector. In 2020, it was the primary recipient of investment activity globally, accounting for 72 percent of total foreign direct investments (FDI).

The growth rate of services also continued to outperform that of manufacturing in both trade and investments in several countries in East Asia and the Pacific.

“We should allow also the plants sufficient time to do their maintenance work,” Energy Secretary Raphael Lotilla said.

He said other countries like Japan have longer periods for maintenance works.

“They will be able to take a deep

dive into really inspect the different parts of the plant...Preventive maintenance is very important. And just like in aircraft, you have to have regular maintenance to be done. And enough time to carry out the maintenance,” the energy chief said.

He said while the DOE wanted a longer maintenance schedule, other factors also affects the schedule.

Stocks likely to sustain sideways trading

LOCAL stocks are expected to sustain their sideways movement this week as investors remain cautious amid lingering risks.

BDO Securities said markets would likely keep an eye on the US Federal Reserve’s commentary this week for greater clarity around the interest rate path.

“Moreover, the release of Fed minutes and flash purchasing managers index might provide insights on whether inflationary pressures in the US have further eased,” it said.

While the Bangko Sentral ng Pilipinas last week hinted possible rate cuts by the second half of the year, analysts said investors remained cautious as inflation rate remained high.

“We retain the view that expectations must be tempered as ultimately inflation approaching 2 percent is what is going to dictate rate cycle changes,” online brokerage firm 2TradeAsia.com said.

“Disappointment from past deferral of rate hikes must also drive weaker

rallies hinged on Q3 pivot,” it said.

The Philippine Stock Exchange index climbed 106 points, or 1.64 percent last week to close at 6,618, while the broader all-shares index jumped 1.35 percent to reach 3,524.

Average value turnover improved to P9.59 billion as foreigners turned into net buyers by P2.92 billion.

Philstocks Financial Inc. research head Japhet Tantiangco said that while the index climbed from recent lows, the market remained attractive for bargain hunting.

“The prospects of a possible rate cut by the BSP as early as August following their less hawking stance in their latest meeting may also give sentiment a boost. With this, the market could move up an upward bias,’ Tantiangco said.

The market’s support is seen at 6,400 this week, and resistance at 6,700.

Figaro spending P1b to roll out 80 stores in 2024

FIGARO Coffee Group Inc. said it plans to spend P1 billion in 2024 capital expenditures to roll out 70 to 80 stores this year.

Figaro chairman Justin Liu said in a recent interview the company remained aggressive with store expansion plans across all brands to ensure a double-digit growth for the company.

“I think, we will still see double-digit growth for 2024 compared to 2023 because we have a lot of stores which are still under construction and we are still growing our store count,” Liu said.

Liu said while it would open most of the new stores within Luzon, the company is also opening new branches in the Visayas and Mindanao.

Liu said, however, the company was seeing the impact of high inflation and high interest rates on its operations as customers turned more conscious about their spending.

“It is a challenge on how do we innovate our products to still become value for money and catered to our low to middle-class market,” Liu said.

Liu expects its pizza brand Angel’s Pizza to be the leading pizza chain in the country over the next five years in terms of customer preference and store count.

“It is very difficult to say when, but hopefully within the next five years. It is very challenging because our competitors are larger than us and more capitalized than us. It’s a very competitive market,” Liu said.

Angel’s Pizza accounts for the bulk of Figaro’s sales and net profit. Liu said because of this, bulk of Figaro’s new store openings would also be for Angel’s Pizza.

“We are allocating more of the capital to where the growth is. That’s why we’re also open to creating new brands,” Liu said.

Figaro booked net income of P430.4 million in 2023, up 84 percent from 2022 as revenues climbed 55 percent to P5 billion from P3.23 billion.

The company also reported a net income of P105 million in the first quarter of 2024, up 5 percent from the same period last year as revenues grew 27 percent to P1.3 billion.

No Filipino too far away for SSS reach, says Macasaet

IN the eyes of Rolando Macasaet, president and chief executive of the Social Security System (SSS), no Filipino is too far away, whether in the Philippines or elsewhere in the world, not to be reached by the state pension fund.

Exhibit A: In a press briefing, Macasaet announced that the SSS would grant calamity loan assistance to SSS-member overseas Filipino workers (OFWs) displaced by the 7.4-magnitude that jolted Taiwan on April 3.

Exhibit B: The SSS reached out to the families of three OFWs who died in an unprecedented massive flooding in Dubai, the United Arab Emirates.

Exhibit C: The SSS gave assurance on social security coverage for all Filipino seafarers and maritime professionals following formation of the Maritime Industry Tripartite Council among labor organizations, manning agencies, ship operators and concerned government agencies.

Hence, it may be said that this Zamboanga-born SSS hombre was the most pro-active administrator of the pension fund. He tirelessly pushes programs meant to promote and further strengthen SSS programs and initiatives.

Under his leadership, the agency rolled out KaSSSangga Collect Program geared at providing insurance coverage and protection for non-organic or temporary government employees, notwithstanding the fact that under its Charter, SSS was created to serve mainly the private

sector workforce.

Thus, more than 500,000 government workers under job order and contract of service arrangements not covered by the Government Service Insurance System (GSIS) were given SSS insurance.

The SSS also forged partnerships with local government units in setting up internet-based desks or e-centers to access all communities across the country, further bolstered by the SSSeWheels described as a “mobile service program that brings SSS services closer to far-flung communities.”

Macasaet and his team also maintain municipal hall dialogues with stakeholders nationwide.

Essentially, he covers all bases to see to it that the SSS enjoys a seamless journey of public service under his watch as the 20th chief of the pension fund, having been appointed to the post on Jan. 5, 2023.

Prior to that, he was president and general manager of the GSIS for three years during the watch of then President Rodrigo Duterte.

“President Ferdinand R. Marcos has high expectations from us to provide guaranteed safety nets to the Filipino people. We have to work doubly hard so we could provide our current members and pensioners on what is just and due to them without putting in jeopardy the financial protection of current members and future pensioners,” he said.

NLEX Corp.’s income surged to P2.7b in Q1

NLEX Corp. said over the weekend its net income rose 28 percent in the first quarter of 2024, driven by traffic recovery and higher toll.

The operator of North Luzon Expressway (NLEX) and Subic Clark-Tarlac Expressway (SCTEX) posted a net profit of P2.7 billion from January to March, up from P2.09 billion in the same period last year.

The company’s operating revenues were derived mainly from toll at NLEX, SCTEX and NLEX Connector. Toll revenues reached P6 billion in the first quarter, higher by 19 percent than P5 billion posted in the first quarter of 2023 because of higher traffic volume and impact of toll adjustments implemented in June and October 2023.

NLEX Connector also started to contribute to the company’s toll revenues starting August 2023.

Average daily traffic at NLEX reached 333,270 daily vehicle entries as of end-March, higher than the 2023 figures by 4 percent, while average daily traffic in SCTEX reached 81,446 daily vehicle entries, or 1 percent above last year’s figures covering the same three-month period.

NLEX Connector traffic reached 17,173 daily entries for the first quarter of 2024.

Total cost of services as of the first quarter amounted to P2.1 billion, higher by 11 percent than P1.9 billion recorded a year ago.

Bases Conversion and Development Authority’s (BCDA) revenue share rose 17 percent to P573 million, pertaining to fees paid to the staterun corporation and representing 50 percent of toll revenues in SCTEX.

Philippine National Construction Corp.’s fees increased 7 percent in the first quarter to P275 million, proportional to the increase in NLEX toll revenues during the period. The fees consist of the government share in NLEX revenues, of which 90 percent is remitted directly to the national government and the balance of 10 percent to PNCC.

NLEX spans about 105 kilometers or 598 lane-kms., servicing an average of 323,791 vehicles per day as of end-2023.

The SCTEX is a 91-km. or 362 lane-km. expressway, stretching from Subic-Tipo until La Paz, Tarlac, connecting the special economic zones in Subic, Olongapo City and Clark to Tarlac City.

DOE endorses 19 power projects for grid study

THE Department of Energy (DOE) said over the weekend it endorsed to the transmission operator 19 power projects for system impact study in April 2024, composed mostly of solar projects.

“In April 2024, the DOE issued 19 SIS endorsements to the NGCP [National Grid Corp. of the Philippines] which are all new applications,” the department said.

The projects were issued clearance to undertake SIS to the NGCP to determine the capacity of the power grid to accommodate additional capacities and identify necessary improvements needed such as transmission lines, transformers or substations.

These projects include 131.78-MW Bay 2 floating solar project of Nortesol IV Inc. in Bay, Laguna; 303.8-MW Kalayaan 4 wind energy project of Viento Energy 2 Corp. in Quezon province; and 160-MW Angat optimization project of San Roque Hydropower Inc.

Other endorsed projects are the 140MW Ingrid 2 floating solar plant of Ingrid 2 Power Corp. in Laguna de Bay; 20.23-MW Taft solar project of Taft Solar Energy Corp. in Eastern Samar; 131.78-MW Bay 1 floating solar project of Newasia Power Energy Corp. in Laguna de Bay; and 180-MW Bluefin solar project of TPI Azimuth Corp.

The DOE also granted approval for the conduct of SIS to the 196.7-MW Daanbantayan solar project of Freya Renewables Inc. in Cebu; 100-MW Albay wind project of Pacific Impact Energy Corp. in Guinobatan, Albay; 100-MW Infanta-Dasol wind project of First Gen Visayas Energy Inc. in Pangasinan; and 211.5-MW Burgos 1 solar project of Linang Energy Corp. in Pangasinan.

Winning NAIA bidder to build express hotel

SAN Miguel Corp.’s New NAIA Infrastructure Corp. (NNIC) is constructing an airport express hotel next to Terminal 2’s north wing as part of the expansion of Metro Mania’s main gateway, according to the Department of Transportation (DOTr).

Transportation Secretary Jaime Bautista said NNIC, which would take over the operations of NAIA by Sept. 14, 2024, plans to construct a hotel for airport passengers.

“To be built adjacent to the north wing of Terminal 2 is a three-story Airport Express Hotel to accommodate those who missed their connecting flights and those who have early morning departures,” Bautista said.

NNIC also plans to expand two of the four passenger terminals of NAIA.

He said the north wing of Terminal 2 would be expanded towards the Philippine Village Hotel and Nayong Pilipino area, while the south wing would be extended towards Terminal 1 once the International Cargo Complex and fuel farm were relocated.

Bautista said the Terminal 2 expansion would lead to a higher capacity from 9 million passengers per year to 32 million and the north concourse of Terminal 3 would be expanded to accommodate 25 million passengers a year from 14 million.

He said the passengers using Terminal 3 would have convenient access to the Metro Manila Subway with the final station of its airport service to be constructed in front of the terminal.

“Terminal 1 will be rehabilitated, while Terminal 4 will eventually be closed after Terminal 2 has been expanded. Terminal 4 will be repurposed as a warehouse and site of admin offices,” Bautista said. Passenger capacity at all terminals would increase from 32 million passengers a year to 60 million, he said.

GSIS launches digital tool to enhance government property management

THE Government Service Insurance System (GSIS) launched a new digital tool called Property Inventory Application (PIA) to enhance the management of government properties.

PIA is part of the GSIS’s commitment to strengthen the protection and stability of government infrastructure.

“With PIA, we are not just making it easier to manage property records, we’re also enhancing how we assist government agencies in protecting their assets through insurance. It’s a major step towards strengthening

our country’s infrastructure,” GSIS president and general manager Jose Arnulfo Veloso said.

Developed internally by GSIS, PIA addresses the challenge of annually accomplishing and submitting the property inventory form, a mandate enforced by both GSIS and the Commission on Audit (COA).

Traditionally, tracking government property records was a manual, slow and error-prone process that often resulted in incomplete data and risks in asset management.

PROPERTY giant Megaworld notches its biggest sustainability milestone to date as it officially achieves carbon neutrality for all its company-owned office and mall developments across the country.

This achievement covers 52 developments, all of which are 100 percent operational, Megaworld-owned commercial properties located in the company’s various townships all over the Philippines.

Based on data compiled by Megaworld in partnership with Diligent, a global leader in leader in governance, risk, and compliance (GRC), the company’s gross carbon emissions from operational Megaworldowned properties accounted for about 69,000 metric tons in 2023, 98 percent of which came from electricity consumption

(Scope 2), while the rest were from fuel consumption (Scope 1). Of this total, 51 percent came from Megaworld-owned mall developments while the remaining 49 percent was recorded from its office properties.

With the company’s recent move to begin tapping renewable energy as a power source, Megaworld was able to offset about 36,000 metric tons of carbon emissions during the previous year. Through its partnership with MPower, a subsidiary of Meralco, Megaworld is looking into a 100 percent shift to renewable energy for all its company-owned office and mall properties in the next three years.

Since 2021, Megaworld has already planted around 100,000 trees inside its dedicated carbon forests across the country.

Experts say “carbon neutrality means carbon dioxide emissions released by any public or private company’s operations is balanced with an equivalent amount of carbon dioxide they reduced or removed.”

Richard Gere explores war’s toll in ‘Oh, Canada’

AS ONE of the West’s most famous Buddhists, and a close friend of the Dalai Lama Richard Gere has thought long and hard about the moral quandary at the heart of his new film Oh, Canada

Gere plays Leonard Fife, a revered documentary filmmaker with a murky past, who is hailed as a hero for his refusal to fight in the Vietnam War.

“Whether it is a just or unjust war, can I kill someone? What do I do to defend our family?... We all ask ourselves that question,” Gere said at Cannes Film Festival on Saturday. According to his Buddhist studies, “from an absolute point of view, if you either are to be killed, or kill someone else, better that you be killed,” he told AFP

To guarantee a principal obligation in the sum of P175,000.00 Mortgagee’s consent necessary in case of subsequent encumbrance of alienation of the property; other conditions set forth in Doc. No. 165; Page No. 34; Book No. 771 of the Not. Pub. of Quezon City, Mary Marilyn Hechanova. Date of Instrument - Feb. 14, 1986 Date of Inscription - March 7, 1986 8. Plaintiffs eventually paid the loan; however, they failed to process and submit to the Registry of Deeds the Certificate of Full Payment and Deed of Release of Mortgage from the defendant bank in order to cancel the encumbrance. 9. After more than 37 years, they tried to locate the office of the Defendant Bank in order to obtain documents for the cancellation of the encumbrance; unfortunately, the bank is no longer holding office in their indicated address or the last known address as provided by the defendant bank in the Securities and Exchange Commission (SEC). A copy of the defendant bank’s latest GIS as filed in the SEC is hereto attached and marked as Annex “D”. Plaintiffs likewise caused the personal delivery of the letter to the defendant, unfortunately, no one was in the last known address of the defendant in order to receive the letter; a copy of the Affidavit of Service of the person who delivered the letter is hereto attached and marked as Annex “E”. 10. The defendant bank could not be found anymore despite the diligent efforts made by the plaintiffs to find the defendant bank in the address indicated in their last GIS as filed with the SEC in order to get the needed documents for the cancellation of the annotation or encumbrance at the back of their title. Plaintiffs exhausted all means to locate the defendant bank but to no avail. 11. As a result, plaintiffs are constrained to file this complaint in order to cancel the annotation of the encumbrance at the back of their title, particularly ENTRY NO. 5844/T--MORTGAGE. 12. Plaintiffs have uninterrupted possession of the property from that time that they acquired the property until the filing of this complaint. 13. In addition to the payment of the loan as a ground for cancellation of annotation or encumbrance plaintiffs invoke prescription as another ground for cancellation or removal of the encumbrance. Leading network cements leadership with digital milestones, multi-platform distribution

BEYOND GMA Network’s dominance on air, the Philippine media giant has also emerged as a trailblazer in the digital space as it expands its presence to grow online audiences and adapt to TV viewers’ viewing habits.

GMA Network President and CEO Gilberto R. Duavit, Jr. highlighted the network’s digital strides at the GMA Annual Stockholders’ Meeting, which was conducted virtually on Wednesday, May 15.

“We continued to expand our presence in the digital space, more solidly establishing our relevance to the growing online audiences, particularly in the key social media platforms,” said Duavit.

“Through all our contentproducing teams within the network and its subsidiaries, we’ve expanded our content offerings, ramped up the volume of exclusive digital content, and implemented specific strategies to enhance audience growth while improving engagement and audience diversity,” the television executive added.

GMA Network’s digital online ad revenue, inclusive of its websites, grew 72 percent year-on-year.

The network’s official online channels on YouTube, Facebook, and TikTok had 45.2 billion video views in 2023, a 38 percent increase from 2022.

GMA also witnessed a substantial uptick in subscribers and followers across its official social media platforms, reaching a combined total of 345.6 million at the end of 2023, a 17 percent increase from the preceding year.

GMA also expanded its terrestrial broadcast with 12 new Digital Terrestrial TV transmitter stations, reaching 108 stations nationwide. Internationally, GMA is renewing traditional carrier agreements and pursuing new IP-based subscriptions.

Investments in technology included launching the SD-FHA broadcast solution and upgrading regional stations to digital SD and HD. The network adopted A.I.-driven video

enhancement and plans further A.I. integration in 2024.

A year of strategic partnerships

With the digital space now vital to viewership, GMA Network forged strategic partnerships in 2023 to provide additional platforms for program and content distribution.

A special licensing agreement with Viu gave audiences access to programs such as The Write One Love Before Sunrise, and Unbreak My Heart, a coproduction with ABS-CBN.

The highly successful primetime show Maria Clara at Ibarra and the network’s adaptation of the movie Maging Sino Ka Man were distributed through Netflix.

The fresh tracks served as Pablo’s latest solo project following his collaboration single “Akala” with his brother Josue back in January.Earlier this month, Pablo, alongside fellow SB19 members Stell, Ken, Josh, and Justin, released a collaboration single with music producers Ian Asher and Terry Zhong titled “Moonlight.”

Recently, the premier P-pop group wrapped up its successful Pagtatag! World Tour with shows in Dubai and Japan. The group also concluded its world tour with back-to-back concerts on May 18 and 19 at the Smart Araneta Coliseum.

Successful return to film production

2023 also saw GMA Network returning to the film arena with two network-produced films, The Cheating Game and Firefly, and two co-produced movies, Video City and Five Breakups and a Romance Firefly received critical acclaim and numerous awards globally. After its success at the Metro Manila Film Festival (MMFF), it continued to dominate at the inaugural Manila International Film Festival (MIFF), winning multiple awards, including Best Picture.

Both network-produced films were released on streaming platforms: The Cheating Game on Netflix in 2023 and Firefly on Prime Video in April.

Looking ahead, GMA Pictures has five productions lined up for release in 2024 and early 2025. Coproductions of four other films are also underway for 2024.

While 2023 was relatively a good year for GMA, the Network closed the year with a consolidated net income of P3.162 billion, down by 42 percent year-on-year.

GMA Network’s 2023 net consolidated revenue was at P18.637 billion, a 14 percent decline yearon-year. It managed to contain its consolidated operating expenses at Php 14.592 billion, a fractional increase of 1.15 percent over the prior year.

NOW in its second year, the International Wellness Tourism (iWT) Expo was recently held at the massive Tokyo Big Sight, Japan’s largest international exhibition center. The venue has 16 exhibition halls, and 24 conference rooms, and handles approximately 300 expos every year. It can easily be identified on the city’s landscape by its unique inverted pyramids.

The iWT, organized by RX Japan Ltd. (sister company of RX Global Ltd., organizers of the very popular annual World Travel Mart in London) is Japan’s first exhibition dedicated to wellness tourism. The Expo aims to give wellness tourism the prominence it deserves and contribute to the future in which people around the world can achieve physical and mental well-being through travel. This three-day global event featured trade exhibitions, international conferences, and business-to-business sessions.

This was the first time that the country’s Department of Tourism (DOT) participated, and it occupied a 48.6-square-meter booth which it shared with some of our country’s wellness tourism stakeholders. Naturally, as an attached agency of the DOT, the Philippine Retirement Authority (PRA) did not want to lose out on the opportunity to meet the event’s expected senior attendees.

PRA wants to promote our country as the Asian region’s preferred retirement haven. As of the last count, 4,271 Japanese nationals have applied for the Special Resident Retirees Visa (SRRV) and have settled here in our country. Our current Marketing strategy is to increase participation in similar events all over the world that attract senior citizens so that the present number (78,342) of foreign retirees in our country will continue to increase through the years.

I wanted to try it myself but the queue never got short so I decided to give way to the curious Japanese crowd and let them experience and enjoy it while they could.

I’m glad that our country has positioned itself as the next emerging destination for wellness and medical tourism, especially with our highquality healthcare services, further heightened by the compassion and love of our healthcare professionals.

It was quite heartwarming to see many elderly Japanese drop by our desk to ask for more details about the SRRVs that we process for those who intend to make our country their new home. Of course, we had to ask the two students, contracted by DOT as interpreters, to help us explain to the guests the intricacies of the special visa we granted the retirees.
