China warns arrest of trespassers in SCS

Philippine Coast Guard spokesperson for the WPS Commodore Jay Tarriela immediately denounced China's directive, calling it "illegal."
"These are things that we can say are illegal actions again by China," Tarriela said.
"The mere fact that they claim full sovereignty over our own exclusive economic zone and the only thing they justify is their imaginary ninedash line,” he added.
In a report published by the South China Morning Post on Thursday, the China Coast Guard warned that under the regulation, they can detain trespassers in the South China Sea without trial.
The regulatory document is expected to take effect in June.
"Foreigners suspected of illegally passing China's borders can be held for up to 60 days," the newspaper reported.
The Chinese Embassy in the Philippines has yet to make an official response when sought for comment on the report.
But according to Tarriela, he does not think China is serious in arresting civilians in the area because other claimant-countries, such as Vietnam, Malaysia, and Indonesia, would also criticize Beijing's actions.
Besides, Tarriela said it can be considered harassment if China arrests civilians from other countries.

Tax appeals court clears ex-CJ Sereno
THE Court of Tax Appeals (CTA) has found the Bureau of Internal Revenue (BIR) in violation of the tax code, revoking over P8.85 million of the supposed tax deficiencies of former Chief Justice Maria Lourdes Sereno.
These alleged tax deficiencies noted in the BIR tax review stretched from 2011 to 2016, covering her years as Associate Justice at the Supreme Court and as Chief Justice beginning in 2014 and ending in August 2016.
The 45-page decision inked on May 14 granted the petition of Sereno to review the final decision on disputed assessment (FDDA) issued by the BIR last January 2022. This was in response to the former Chief Justice’s objections to tax deficiencies.
“While the government has an interest in the swift collection of taxes, the BIR and its officers and agents cannot be overreaching in their efforts but must perform their duties in accordance with the law, with their own rules of procedure, and always with regard to the basic tenets of due process,” the CTA said.
The CTA said that while the BIR’s review of Sereno’s book of tax records was valid and necessary, the Formal Letter of Demand (FLD) and Final Assessment Notice (FAN), which inform the taxpayer of tax deficiencies, were made “void” because they stand in violation of the former Chief Justice’s right to due process.
Fuel prices mixed next week—DOE
DOMESTIC pump prices are forecast to have a mixed price movement next week, the Department of Energy said yesterday.
DOE director Rodela Romero said that based on the four-day trading in the world oil market, gasoline is seen to have a price rollback of P0.20 to P0.45 per liter while kerosene is expected to increase by P0.10 to P0.20 per liter.
Romero said diesel may increase by P0.20 per liter or will be rolled back by P0.10 per liter.
She said the latest price movement was influenced by reports that the Organization of the Petroleum Exporting Countries remains optimistic on oil demand growth despite economic and geopolitical uncertainties.
"This is further complemented by China's clarification on its stimulus program to bolster growth in its struggling economy and the US inventory draw," the DOE official said.
On May 14, the oil companies implemented a per liter decrease in gasoline by P2, diesel by P0.50 and kerosene by P0.85.
Year-to-date adjustment of gasoline and diesel stand at a per liter net increase of P7.25 and P4.20, respectively. Kerosene, on the other hand, has a net decrease of P1.65 per liter.

3-nation tie-up to curb teenage pregnancy in PH
TACLOBAN City—In a bid to curb teenage pregnancies in Eastern Visayas, the United Nations and the Korea International Cooperation Agency (KOICA) turned over two mobile health facilities that will offer free medical services to Samar and Southern Leyte provincial governments.
The facilities, dubbed TrucKABATAAN, form part of the Joint Program on Accelerating the Reduction of Adolescent Pregnancy in Southern Leyte and Samar.
The initiative is a joint effort between the Philippines and Korean in collaboration with the United Nations Population Fund, the United Nations Children’s Fund and the World Health Organization.
The program was targeting to some 275,000 adolescents in the region.
“Reducing teenage pregnancies is a key goal for the Philippine government - a goal that the United Nations and our partners are committed to help achieve by mobilizing knowledge, resources, and opportunities to better enable youth in the Philippines to reach their full potential. These mobile health facilities provide accessible health services that are key to empowering young people,” said Gustavo Gonzalez, UN resident coordinator in the Philippines.

Chief Justice and JBC ex officio chairman Alexander Gesmundo led the launch of ORAS on Thursday at the SC session hall. ORAS was conceptualized by the JBC in line with the SC’s Strategic Plan for Judicial Innovations 2022-2027.
The online system will be pilot-tested and used for the upcoming vacancies for presiding justices in the Court of Appeals and the Sandiganbayan on June 13, the SC said in a media briefer.
However, ORAS may not yet be used for applications for lower court vacancies starting May 22, the High Tribunal clarified.
The JBC is a constitutional office that accepts and screens applications, and nominates appointments to the judiciary, Om-
budsman, Deputy Ombudsman, special prosecutor in the Office of the Ombudsman, and the chairperson and regular members of the Legal Education Board.
“The JBC ORAS is a platform that basically took the Personal Data Sheet that the JBC requires and placed it online,” said lawyer Michelle Sharon Clara Domingo, chief of the JBC Office of Policy and Development Research.
Domingo added that ORAS also has features that make user experience convenient and accessible, as well as integrated to the Philippine Judiciary platform to ensure that no dubious accounts would be created.

“In line with the United Nations Convention on the Rights of the Child, it is incumbent upon the State to take all appropriate measures to ensure that the rights of all children are guaranteed,” it said.
“A whole-of-society approach should be mobilised to ensure that the State is able to protect, respect, and fulfil the rights of every Filipino child. Once the bill is passed, the Commission’s efforts toward guaranteeing the children’s right to a safe and empowering environment will continue, and we hope that this will translate to additional financial and human resources to effectively carry out our role as the Ombud for Children,” Epres said.

THE Bureau of Corrections on Friday assured transparency in the investigation launched by the Commission on Human Rights on prison strip searches on visitors of persons deprived of liberty (PDLs). In a statement, BuCor Director General Gregorio Catapang Jr. debunked claims by militant groups of a possible whitewash in the investigation of strip searches on female visitors of inmates
at the New Bilibid Prison.
“The Commission on Human Rights, they are at the forefront of this investigation, so how can there be a possibility of whitewash? Let us stick to the facts and not muddle and politicize the issue,” he said.
“We submitted to this investigation to prove that we have nothing to hide, in fact, we welcomed this investigation by the CHR which started Monday afternoon,” he added.
Catapang said the seven corrections officers involved with the strip cavity search were awaiting the subpoena from CHR for them to submit their sworn statements. He said BuCor is one with the CHR in its mission to recognize and uphold human rights, more so with apersons deprived of liberty.

The confiscated narcotics included 5,697.84 kilos of shabu, 77.81 kilos of cocaine, 55,088 pieces of ecstasy and 3,907.17 kilos of marijuana.
The agency’s latest data also showed some 6,178 high-value targets were arrested as well as 92,901 other drug personalities.

Immigration to deport wanted American-Korean
AN AMERICAN-KOREAN wanted in South Korea for telecommunications fraud was arrested by immigration officers at the Ninoy Aquino International Airport (NAIA). Bureau of Immigration Commissioner Norman Tansingco identified the passenger as Shin Seung Chul, who was intercepted at the NAIA Terminal 1 before he could board a Philippine Airlines flight to Narita.
The passenger was arrested after his name appeared on the hit list of the BI’s Interpol system, indicating he is a wanted fugitive in South Korea.
Shin was later turned over to personnel of the BI-NAIA’s border control and intelligence unit (BCIU) who then brought him to the BI warden facility in Camp Bagong Diwa, where he will remain while undergoing deportation proceedings.
According to the report, Shin is subject of an Interpol red notice issued in 2016.
He is wanted for fraud in Seoul involving 572 million won, or roughly more than $418,000.
Shin allegedly conspired with two other suspects in defrauding a victim of his money by employing a scheme known as voice phishing.

‘Atin ito’s’ forays exploit poor fisherfolk
“FARMERS and fisherfolk were the two poorest groups of workers in the Philippines in 2021, with nearly one in three living below the poverty threshold, compared to the national average of around one in five,” according to a survey by the Philippines Statistics Authority released in July of 2023.
But between Filipino farmers and fisherfolk, the latter is in far worse condition.
As reported in various media in Jan. 2024, “...malnutrition is most prevalent among fishing families,” a study by the Department of Science and Technology Food and Nutrition Research Institute showed. Expanded National Nutrition Survey collected in 2018, 2019, and 2021 showed one in every five infants to toddlers aged five in the Philippines was underweight.
“Three out of 10 kids in the same age group from among fisher families were stunted, and 3 out of every 10 children aged between 5 and 10 years old were underweight and stunted.”
Lawyer Gloria Ramos, vice president of non-government group Oceana, linked poverty and lack of access to affordable food as factors to malnutrition among kids from the fishing sector.

The poverty crisis of our fisherfolk actually stems from decades-upon-decades of government neglect of the fisherfolk communities and the poverty problem in general, as well as by government abandoning national economic development programs in favor economic and financial exploitation of the nation’s economy by the oligarchic elite and its foreign financial controllers.
But it’s not only the oligarchic exploitation we must add, it’s the Westernfunded Filipino NGO communities who have exploited the poor farmers and fisherfolk as “do gooder” projects to raise funds among Western “philanthropic” (such as Philippine Rural Reconstruction Movement, put in quotes because they all have geopolitical motives) funding agencies like USAID, Caritas, AusAid, etc.

PH Sea civilian mission” in a “symbolic” action to highlight Philippines’ claims to Scarborough Shoal.
In the first “Atin Ito” foray into the Ayungin Shoal in Dec. 2023, the convoy of ships and boats led by Edicio de la Torre quickly turned tail at the first sign of Chinese Coast Guard’s shadowing.
This second time they were sending pump boat fuel and some food for fishermen asked to wait around the Scarborough Shoal and wait for the 50 Western and local media to video them.
What happened to the fishermen after “Atin ito’s” second media event, where would the fishermen get such “free” fuel and food again?

Theoretically, the fishermen catch their own fish and should be economically independent but after fuel cost and selling off the best catch only trash fish is let for the family.
The “Atin ito” forays are part of the “assertive transparency” strategy of “Project Myoushu” crafted by the US Office of Naval Intelligence through the Cordian Knot Center for National Secuirty Innovations in Stanford University led by ex-USAF colonel Raymond Powell, a name you will see regularly interviewed on ANC and 24 Oras news shows and leading PCG spokesman Commodore Tarriela’s public statements.
“Atin ito” is one of the most cynical displays of opportunistic exploitation of the Filipino poor by the US-Filipino proxy clique for the propaganda purposes of the US.
If China takes its response to the next higher stage, which is to ban Filipino fishermen from fishing in the entire Scarborough Shoal as in post-2012 stand-off, all the fishermen of Zambales will suffer even worse poverty.
ASEAN and China are working towards a collectively beneficial sharing of the South China Sea resources, the Philippines will miss out on this if it keeps up its collaboration with the U.S. in destabilizing the regions and its economic stability and progress.
Freedom of speech in our times
THIS is the last of four columns on the Badoy case. I wrote this series with my colleague Ally Munda from LVZ Law. Going back to the balance of rights, historically, the Philippine judiciary has exercised its contempt powers judiciously, aware of the implications for free speech and public discourse. The decisions to cite individuals for contempt are often accompanied by thorough reasoning that delineates the line between acceptable criticism and actions that undermine the court’s authority. It is important to remember the nature of contemptuous action is that it interferes with or frustrates the administration of justice.
Even in the Badoy decision, the negotiation between individual rights and the collective interest of all Filipinos in maintaining a functional legal system was carefully discussed.
There are settled tests, and each was carefully discussed by ponente Justice Leonen, to support the conclusion of indirect contempt.
Among these are the clear and present danger test, which determines whether speech is protected based on its potential to present a clear and present danger to public safety, and the Brandenburg test, which even further narrows the scope of earlier standards for the restriction of speech, limiting the threshold to when the use of force of law violation is advocated. In these tests, a common element is the
likelihood that the speech will actually cause harm.
Badoy, with her position of power being a former government official and a current influential figure in Philippine politics, does possess not only a significant audience but also significant sway over that audience.

Given Badoy’s considerable influence, her statements carry a weight that could potentially translate into real-world actions, making the assessment of her speech’s impact under these tests both pertinent and necessary.

Threat of sea level rise
WHILE the Philippines, an archipelagic country, lies at an altitude of 442 meters above sea level, satellite imagery, physical evidence and other studies suggest many parts, including Metro Manila, are sinking.
No thanks at all to sea level rise or SLR – the average increase in the water level of the Earth’s oceans – as a result of climate change.
Over the last century sea level has increased, and continues to rise, due to global warming caused by the human activities that have increased greenhouse gases in the atmosphere.
Between 1901 and 2018, average global sea level rose by 15–25 cm, an average of 1–2 mm per year. This rate accelerated to 4.62 mm/year for the decade 2013–2022.
Climate change due to human activities is the main cause. Between 1993 and 2018, thermal expansion of water accounted for 42 percent of sea level rise.
Being an archipelago, the Philippines is experiencing sea level rise three to four times faster than the global average rate.
Some studies have shown up to 9 million people in the Philippines living on land are expected to be under sea level by 2100.
Most of Metro Manila is between 5-10m above sea level, with higher elevations toward the east.

However, some waterfront areas are slightly below sea level, and others are rapidly sinking due to groundwater extraction in the 1990s and 2000s.
Based on a screening tool provided by Climate Central, Metro Manila cities like Manila, Navotas, Malabon, and Pasay are likely to be affected by coastal flooding. In Central Luzon, Bulacan
is threatened to be underwater by 2050. Experts warn Manila Bay seawater is rising 13.24 millimeters per year. Metro Manila is sinking by 10 centimeters annually due to rapid urbanization and extraction of groundwater. Among the most vulnerable cities projected to be inundated due to rising sea level is the City of Manila.
According to Greenpeace East Asia, the Philippines’ national capital (14.1 million population as of 2022) will be submerged in seawater and coastal flood by 2030 should extreme sea level rise and subsequent storm surge occur. Its highly populated residential, industrial, and commercial areas are projected to have a GDP loss of US$39 billion.

Taiwan’s Lai to bolster ‘porcupine’ defense against China threat
TAIPEI – The incoming Taiwanese president’s best strategy to stop China from seizing the self-ruled island will likely be to bolster an agile defensive “porcupine” approach by spending more on missiles and drones.
Lessons learned from Russia’s war in Ukraine about how rapidly developing drones can outfox traditional heavy weaponry suggest that Lai Ching-te will boost Taiwan’s production of modern military technology after he takes over as president on Monday.
“Taiwan is taking the Chinese military threat more seriously,” said Raymond Kuo, Taiwan Policy Initiative director at RAND Corporation.
“It has ramped up its production of anti-ship missiles, tested new anti-air missiles, and is on track to manufacture several thousand military drones,” he said.
“I would expect those efforts to continue (under Lai) alongside purchases of US equipment and development of large platforms like the indigenous submarine.”
Lai, a vocal supporter of preserving the island’s sovereignty, swept to power in January elections despite warnings from Beijing that he would bring “war and decline” to Taiwan.
Beijing has vowed to eventually take control of Taiwan, by force if necessary.
Lai’s victory secured an unprecedented third term for the Democratic Progressive Party, which rejects China’s claim to Taiwan.
Lai will succeed Tsai Ing-wen, who angered Beijing during her eight years in power by boosting military spending, developing Taiwan-made equipment such as submarines and ships, and strengthening ties with the United States.
Washington switched diplomatic recognition from Taipei to Beijing in 1979, but it has remained Taiwan’s most important partner and biggest arms supplier.

Indonesia evacuates hundreds near volcano
JAKARTA – Hundreds of people living near an erupting volcano in eastern Indonesia have been evacuated after authorities raised its alert status to the highest level, an official said Friday. Authorities raised the alert status for Mount Ibu, on remote Halmahera island, to the highest level of a four-tiered system on Thursday after recording two huge eruptions for the second day in a row.
Residents in seven villages near Ibu -which spewed ash and smoke 5,000 meters into the sky -- began evacuating to several shelters late Thursday after authorities raised the alert status, local disaster mitigation agency official Muhammad Ade Fabanyo told AFP.
“Until today, the evacuees continue to arrive and as of this morning, the preliminary data that we have is around 400 people (evacuated),” Ade said Friday.
He said the evacuation was a “preventive” measure taken by authorities since the residents were living around seven kilometers from the volcano -- within the exclusion zone set by officials.
Ibu erupted again on Friday morning, spewing a tower of volcanic ash 4,000 meters above its peak, the country’s geology agency head Muhammad Wafid said in a statement.

Taiwan president takes office under close scrutiny
TAIPEI – Taiwan’s president-elect Lai
Ching-te, a staunch defender of the island’s democracy, will be sworn into office Monday as Beijing ratchets up military and diplomatic pressure on Taipei.

Israel to respond to ‘genocide’ claims at UN court
THE HAGUE, Netherlands – Israel is scheduled Friday to hit back in the United Nations’ top court at allegations from South Africa that it has escalated a campaign of “genocide” with its military operation in Rafah.
Pretoria has urged the International Court of Justice to order a stop to the Israeli assault on Rafah, which Israel says is key to eliminating Hamas militants. Israel has previously stressed its “unwavering” commitment to international law and described South Africa’s case as “wholly unfounded” and “morally repugnant.”

Kim’s sister denies N. Korea exporting weapons to Russia
SEOUL – The powerful sister of North Korean leader Kim Jong Un on Friday denied widespread allegations Pyongyang is shipping weapons to Russia, calling the claim “absurd”.
South Korea and the United States have repeatedly accused North Korea of supplying weapons to Moscow, despite a raft of UN sanctions on both countries that would ban any such arms transfers.
Analysts have also warned that ramped-up testing and production of artillery and cruise missiles by the nuclear-armed North could be in preparation for shipments to Russia for use in Ukraine.
But Kim Yo Jong said Pyongyang had “no intention to export our military technical capabilities to any country,” according to a statement carried by the official Korean Central News Agency on Friday.
She further accused Seoul and Washington of “misleading the public opinion with a false rumour that the weapon systems produced by ... “However, heading to No. 14, I was extremely nervous because I was 1-up, so I just decided to aim for the green and two-putt,” he added.
For her part, Lee mentioned that she didn’t expect to win, as her focus was on finishing around 15-over over 72 holes.
“I wasn’t really expecting to win. But I’m very grateful,” said Lee. “I was just trying to keep my score and do better than my previous tournaments. My goal was to finish around 15-over for four days.”

By Darwin G. AmojelarPHILIPPINE Airlines (PAL) said Friday it signed a temporary lease agreement with Wamos Air, one of Europe’s leading charter and wet lease carriers, to ensure smooth operations during the upcoming peak travel season.
The airline unit of tycoon Lucio Tan said the accord would take effect on June 1, 2024. In a wet lease arrangement, the lessor provides aircraft, crew, maintenance and insurance to another airline for a specified period.
PAL is leasing two Airbus A330200s with a dual-class configuration for its Manila- Sydney and ManilaMelbourne routes for a five-month period.
It said passengers would enjoy amenities comparable to PAL’s A330 and receive the same onground and inflight services available on a PAL flight. PAL cabin crew members will be on board to ensure the delivery of PAL’s trademark brand of service, it said.
“We have additional maintenance requirements during this period due to global supply chain issues that continue to impact the industry,” said PAL president and chief operating officer Stanley Ng.
“We see the need to temporarily add these aircraft to ensure that we have sufficient capacity to meet the demand that we are anticipating across our network,” he said.

Agriculture trade rose 2.6% in first
THE Philippines’ agricultural trade in the first quarter of 2024 reached $6.07 billion, an increase of 2.6 percent from the same period in 2023, the Philippine Statistics Authority said Friday. This followed annual declines of 0.8 percent in the fourth quarter of 2023 and 8.4 percent in the first quarter of 2023. Agricultural exports totaled $1.72 billion in the first quarter of 2024, representing 28.4 percent of the total agricultural trade, while imports accounted for $4.34 billion, or 71.6 percent.
The first quarter of 2024 saw a trade deficit in agricultural goods of $2.62 billion. This decreased by 6.5 percent
year-on-year, following a 6.6-percent decline in the fourth quarter of 2023. However, the deficit in the first quarter of 2023 showed a 9.8-percent annual increase.
The Philippines’ agricultural export revenue grew 10.7 percent to $1.72 billion in the first quarter of 2024 from $1.56 billion in the first quarter of 2023. Agricultural exports accounted for 9.6 percent of the country’s total exports during this period. The top 10 commodity groups contributed $1.66 billion, or 96.5 percent, to the total agricultural export revenue in the first quarter of 2024. The combined value of these top exports increased by 10.3 percent year-overyear.

PAG-IBIG Fund’s home loan releases in the first quarter of 2024 reached P28.09B—the highest amount released by the agency for any January to March period, its top officials said during the North Luzon leg of the Stakeholders Accomplishment Report (StAR) on May 10. It said that from January to March, the amount of home loans released by the agency increased by P520.81 million from P27.57 billion disbursed in the same period in 2023. This enabled 19,817 members to acquire their own homes.

Aboitiz hikes STEAG coal plant stake to 85%

SPI developed the 210-megawatt (MW) coal-fired power plant, including the transmission line and related facilities at the PHIVIDEC Industrial Estate in Misamis Oriental.
The power plant was built through a build-operate-transfer agreement with the National Power Corp. for 25 years.
“The STEAG power plant will continue to be a vital component of the Mindanao grid. With the energization of the Mindanao-Visayas Interconnection, it further contributes to the aggregate supply and supports grid integrity without adding new coal capacity,” AboitizPower said.

Sectoral indices ended mixed. Property led gainers, increasing 1.39 percent, followed by mining and oil, with 0.46-percent gain. Services declined 1.6 percent, while financial dropped 0.43 percent.
Meanwhile, the Philippine Stock Exchange (PSE) suspended the trading of three listed firms Friday for missing the deadline on the submission of 2023 annual financial reports.
The PSE said in a notice posted on its website it suspended the trading of two Dennis Uy-owned firms Phoenix Petroleum Philippines Inc. and Chelsea Logistics and Infrastructure Holdings Corp. It also suspended the trading of Philippine Infradev Holdings Inc., a company owned by businessman Antonio Tiu.
Another Tiu-owned firm AgriNurture narrowly escaped trading suspension after it submitted its annual report Thursday.
Megawide’s construction projects lifted Q1 income
MEGAWIDE Construction Corp. said Friday its consolidated net income reached P183.4 million in the first three months of 2024, reversing the P7.4-million net loss it booked in the same period last year.
The performance came on the back of a 19-percent improvement in consolidated revenues to P5.2 billion, which carried over from 2023’s performance.
“The results of the first three months of the year reflect the impact of a normalizing operating environment, allowing our businesses to thrive. On the construction side, accomplishment levels in our existing order book remain generally on-track with schedule. Our real estate operations is slowly pitching in and will continue to see an increasing share of revenue down the road, together with our landport operations, as foot traffic continues to grow, and office occupancy starts to recover,” said Megawide chairman and chief executive Edgar Saavedra.
“All these factors are expected to contribute to a stronger 2024 and sustain the gains from the previous year,” Saavedra said. Construction remained the biggest contributor to consolidated revenues at P4.9 billion—16 percent more than 2023–and accounted for a 95-percent share.

Access to these services is highest in Singapore (100 percent), followed by Malaysia (99.7 percent), Vietnam (96 percent), Brunei (94 percent) and Cambodia (88 percent).
PUV drivers urged to avail of livelihood programs
THE Department of Transportation (DOTr) on Friday asked public utility vehicle (PUV) operators and drivers who failed to meet the April 30 deadline for consolidation to avail of government livelihood programs.
Transportation Secretary Jaime Bautista said PUV drivers and operators may join the government’s Tsuper Iskolar and enTSUPERneur programs that provide free skills training, skills assessment and entrepreneurship training as alternative sources of income.
“We have a program called Entsuperneur and Tsuper Iskolar that TESDA will teach them and give them training for other livelihood opportunities,” Bautista said.
“Those who are no longer able to operate, we are happy to give them training for other sources of livelihood,” he said. Under the Tsuper Iskolar initiative, beneficiaries are provided scholarship grants and skills training to improve their livelihood in line with the Public Transport Modernization Program (PTMP).
The EnTSUPERneur” program is in partnership with the Department of Labor and Employment (DOLE) that aims to provide alternative sources of income to PUV drivers and operators.
Bautisa said unconsolidated drivers and operators may join existing transport cooperatives to continue their livelihood.

DOE lauds NEDA’s expansion of tax breaks for e-vehicles

FloresTHE Department of Energy (DOE) on Friday welcomed the approval by the National Economic and Development Authority (NEDA) Board of the expansion of tax breaks for two and three-wheeled battery electric vehicles (BEVs), hybrid electric vehicles (HEVs) and plug-in hybrid electric vehicles (PHEVs) until 2028.
The NEDA Board, chaired by President Ferdinand Marcos Jr., approved on May 15, 2024 the expansion of the coverage of Executive Order (EO) No. 12, which originally decreased tariffs on electric vehicles (EVS) until 2028.
The program now includes e-motorcycles, e-bicycles, nickel metal hydride accumulator batteries, e-tricycles, hybrid EVs and plug-on HEV jeepneys or buses.
“By broadening the scope to include a wider range of electric and hybrid vehicles, we are not only simplifying environmentally friendly choices for consumers but also fostering innovation and growth within the country’s electric vehicle indus-
landscape and as important business hubs in the region, these latest openings are aimed at strengthening our expansion plans, while levelling up the quality of the nation’s infrastructure to drive its economy into the future,” said Lars Wittig, senior vice-president for APAC North of IWG.
“These new centers are a testament to the fact companies are realizing flexible working is an enabler of employee productivity and improves sustainability, while increasing scalability so that businesses can grow faster while exerting greater control over costs,” he said.

Gov’t secures $10-m grant from Green Climate Fund
THE Department of Finance (DOF) said Friday it secured a $10-million grant from the Green Climate Fund (GCF) to bolster the government’s readiness in addressing climate hazards.
The GCF is an international fund under the global climate treaty––the Paris Agreement under the United Nations Framework Convention on Climate Change (UNCCC)––created to support low-emission development and climate resilience projects in developing countries.
“It is our desire that this partnership with the GCF will deliver a powerful message and serve as a promising model to the international community in striking collective action in addressing climate change,”
Finance Secretary Ralph Recto said.
“The projects that will be developed with the GCF will not only have a lasting impact on our local communities, but also globally in building a more secure and sustainable world,” he said.
Under the stewardship of the DOF, the grant will accelerate the implementation of climate-resilient projects in agriculture, energy, biodiversity conservation, environment, transportation and waste in collaboration with the Philippines’ Direct Access Entities (DAE) to the GCF––the Land Bank of the Philippines (LBP), Development Bank of the Philippines (DBP), and as candidate DAE, Foundation for the Philippine Environment (FPE). BSP eyes lower reserve requirement
By Darwin G. AmojelarTHE Bangko Sentral ng Pilipinas (BSP) said it expects to reduce banks’ reserve requirement ratio (RRR) by a “quite a bit” within the year.
“I have only one vote, but I would say we can reduce it to 5 percent. Right now, it’s 9.5 percent. That’s one of the highest in the region,” BSP Governor Eli Remolona told Bloomberg TV on Friday.
“The timing is important. We don’t want to do it while we’re still hawkish,” he said.
The BSP in June 2023 slashed the
RRR by 250 basis points or 2.5 percent for universal and commercial banks and non-bank financial institutions with quasi-banking functions or NBQBs, 200 bps or 2 percent for digital banks and by 100 bps or 1 percent for thrift banks, rural banks and cooperative banks.

Alsons’ net income slipped 13% to P479m in Q1 on plant outage

(ACR), a publicly listed company of the Alcantara Group, said Friday it posted a net income of P479 million in the first quarter of 2024, down 13 percent from P542.27 million in the same period in 2023.
ACR said in a disclosure to the stock exchange net earnings attributable to its parent were 3 percent lower than the previous year at P151 million from P155.8 million.
“The lower income figures were mainly due to the forced outage experienced by Sarangani Energy Corporation’s Plant 1 from Dec. 3, 2023 to Feb. 20, 2024, caused by the magnitude 6.8 earthquake that hit Sarangani province” said ACR deputy chief financial officer

First-quarter revenues also decreased 21 percent to P2.62 billion from P3.31 billion.
ACR said that despite the slowdown in growth, it remained optimistic about ending the year with strong performance.
ACR has an aggregate capacity of 468 megawatts, serving more than eight million people in Mindanao. The company is set to commence commercial operations of its 14.5-megawatt Siguil Hydro Power Project in Sarangani this year.
It is also developing two other renewable energy projects in the Visayas and Mindanao: the 42-MW Bago Hydro Power Project in Negros Occidental and the 37.8-MW Siayan Hydro Power Project in Zamboanga.

By Nickie WangACTRESS Kathryn Bernardo dazzled attendees at the Century Tuna Superbods 2024 VIP Night earlier this week as she flaunted her well-toned body while gracing the stage alongside the competition’s finalists.
Sporting a striking two-piece red dress with a daringly high slit, the 28-year-old star showcased a sculpted midsection, standing out among the bevy of beauties and dashing men in swimwear.
But how exactly did she attain her killer abs?
Despite the demanding schedule typical in her profession, Kathryn shared her fitness routine and emphasized how “commitment and dedication” played main roles in maintaining her physique. She disclosed that even amidst her busy schedule and numerous engagements, she still prioritizes her workouts.
Kathryn attributed her enviable physique to her coach, Mauro Lumba, winner of Century Tuna Superbods 2014, who created a program focusing on enhancing her core strength and muscle mass.
“I’m embracing fitness and wellness more than ever before,” Kathryn said. “I hope the ‘Best You Ever’ campaign by Century Tuna Superbods becomes a way for Filipinos to start or continue their journey to becoming the best versions of themselves.”
“We all begin somewhere,” she added. “By focusing on our overall well-being, we empower ourselves and those around us to strive for greatness.”
Her fitness journey included a variety of activities such as running, tennis, Lagree, weightlifting, and functional training, all aimed at cultivating vitality, confidence, and empowerment.
Expressing her dedication to fitness and wellness, Kathryn encouraged others to start on their own journeys toward selfimprovement. She highlighted the importance of discipline, determination, proper exercise, nutrition, and a strong support system in achieving personal fitness goals.
Meanwhile, the premier fitness competition in the country, Century Tuna Superbods 2024 is now in its 9th season. Together with Kathryn, the 36 Century Tuna Superbods Finalists continue to reinforce the Best You Ever campaign as they inspire more Filipinos to become the best version of themselves through incorporating the Superbods spirit in their diet, exercise, and overall wellness.
Two months leading up to the finals night, the 36 Century Tuna Superbods Finalists brought their A-game as they showcased their fit and healthy bodies perfectly embodying what it is to be a Superbod.

This infusion to the Philippine economy mobilized businesses and empowered families to achieve their goals. This growth indicator was highlighted during the company’s 2024 annual stockholders’ meeting, attended by its board of directors, shareholders, and senior managers.
Ruben Y. Lugtu II, Global Dominion Chairman of the Board, opened the meeting with great appreciation to the company’s stakeholders, especially the employees.
“I believe we were able to achieve all these because of the values and the attitude our leaders, management team, and employees brought to bear,” Lugtu said.
Global Dominion employees grew to more than 1,000 in count when 2023 ended.
“I invite everyone to carry these values, the good attitude, and mental fortitude in discharging our duties,” Lugtu added as he closed his speech, referring to the organization’s core values of integrity, excellence, innovation, care, fun, and grit,” Lugtu added.
The organization also boasted more of its performance numbers from its consolidated financial statement, including its 19 percent net income growth, seven percent return-on-assets, and 0.89 percent non-performing loans ratio.
Global Dominion vice chairman and CEO Robert B. Jordan Jr. said that 2023 was “no easy feat,” but it was successfully journeyed by the team through “strategic investments, innovative solutions, and relentless focus on quality.”
“And we will continue to accelerate growth in people and organizations as we continue with our expansion plans through 2024,” Jordan shared.
Lugtu and Jordan started Global Dominion in 2003 to help the underbanked small and medium enterprises (SMEs) in the country. Years later, they have proven how a purpose can drive a business to success, with the virtue of shared prosperity and desire for nation-building.
During the meeting, the board approved the report of the company’s president and managing director, Patricia Poco-Palacios. She highlighted the team’s growth and development among its people, processes, and platforms.
