Marcos junks stricter visa rules for Chinese nationals

PRESIDENT Marcos on Thursday said there will be no stricter visa rules and regulations for Chinese nationals wanting to enter the country, only stricter scrutiny of visa requirements.

"There are no stricter rules for anyone. The rules are the same for all our friends who come," the President said in a media interview.

The government, however, will intensify efforts to scrutinize visa applications and documents submitted amid reports of abuses, Mr. Marcos said.

"The problem is very clear: It's coming out in the reports that there are people abusing it, so we'll keep an eye on it. What we're gonna do now is to be more strict about it. Before, we didn't really pay much attention to it, but we've seen a lot of problems arise because of that, like getting fake documents and doing all sorts of things," he said.

PRESIDEN t Ferdinand Marcos is in favor of the ongoing investigation

on the citizenship of Bamban Mayor Alice Guo, citing the questionable background of the latter.

“We've been monitoring that for a long time. Because we conducted

a raid in Bamban and we saw the documents. We are now questioning if these are really true, and how did she run for mayor?” the official said.

PRESIDENT Ferdinand Marcos on Thursday said he would not allow any destabilization plots against his administration.

“We will also not allow agents within the country to destabilize our government and create division within our nation,” President Marcos said in his Talk to Troops at Camp Edilberto Evangelista in Cagayan de Oro City.

While speaking to troops from the Ar-

It's so sad that we are here in our country, within Philippine territory, and then we are told to leave because it's a territory of China. It's both alarming and infuriating.” The same radio challenge was also received by a Philippine Air Force plane carrying a group of journalists who covered the senators' visit.

“We must be prepared to fight false narratives, disinformation, and digital operations that seek to sow conflict against us and among us,” Marcos warned.

"We will treat everyone equally, but we will tighten the enforcement during the examination for those applying for visas or converting from tourist visa to student visa, and for those buying land because they pretend to be Filipino," the chief executive added.

The President said the government will crack down on individuals engaging in illegal activities, regardless of nationality.

"Anyone who does that, we'll catch them," he said.

The Department of Foreign Affairs last week announced it would tighten the visa requirements for Chinese tourists amid a high number of fraudulent applications received in its embassy and consulates in China.

The department clarified this has nothing to do with national security issues, adding that this would even benefit Chinese citizens who are often victims of Philippine Offshore Gaming

Mr. Marcos expressed bewilderment regarding the mayor's political background, noting that he knew a lot of politicians from Tarlac, but no one seems to have information on Guo's personal background.

"I know all the politicians from Tarlac, but nobody knows her. That's why we're wondering where she came from. Why is it like this? We can't figure it out," the President said.

The chief executive emphasized the need for a thorough investigation on the mayor's citizenship.

"So, it really needs to be investigated. Along with the Bureau of Immigration, maybe there will be questions about citizenship. We will investigate all of that together with the hearing being conducted by the Senate," the President said.

Meanwhile, the Office of the Solicitor General (OSG) has already created a special team of solicitors to determine whether Guo has the legal right to hold a public position.

Solicitor General Menardo Guevarra said the team was created last week to look into the case of the mayor.

“I created a special team of solicitors to look into the matter and determine if there is good reason to believe that the subject is unlawfully holding or exercising public office,” Guevarra said in a text message.

President Marcos emphasized that the government is not behind the redtagging accusations.

A Filipino consul general also defended the additional visa requirements for Chinese tourists, saying these were intended to ensure that the rights and welfare of the travelers are protected.

"I believe that this is an issue that is purely consular in nature and this has something to do with our efforts to make sure that the rights and welfare of travelers going to the Philippines are also protected, by making sure that legitimate travelers are the ones that obtain their visas while still here at the post," Minister and Consul General Arnel Talisayon of the Philippine Embassy in China said.

Meanwhile, Senator Francis Tolentino clarified on Thursday he was only extending an “open invitation” and not formal summons to Chinese embassy officials as the Upper House launches an investigation into the alleged wiretapping of conversations involving members of the Armed Forces of the Philippines.

Tolentino said it was a friendly and

A quo warranto, which literally means "by what authority," is a special civil action to determine if an individual has the right to exercise or hold a public office. If proven that they are not, they will be removed from office or stripped of the privilege.

Moreover, the President pointed out that former rebels are now being assisted rather than fought against, thanks to NTF-ELCAC's efforts, which have greatly reduced internal security threats.

He stressed the need to fulfill existing commitments before considering the abolition of NTF-ELCAC.

Recently, the senator said Chinese diplomats risks expulsion and being declared persona non-grata should they be proven guilty of disrespecting the laws of their host country.

Acidre’s statement was in response to Justice Secretary Jesus Crispin Remulla's directive for the National Bureau of Investigation to conduct an investigation into the alleged wiretapping done by Chinese diplomats based in Manila.

“To make it simple, diplomats are guests of our country. While they have their own privileges and immunity, it still boils down to the reality that they are guests of the receiving country,” he said.

“Wiretapping is illegal in the country. If it can be established that this Chinese diplomat has wiretapped or made a recording of phone conversations and leaked these documents, then they must be held accountable under our laws,” Acidre said.

Hontiveros said she is waiting for her bill sponsorship to be put on the agenda at the Senate plenary.

Meanwhile, the Catholic Bishops' Conference of the Philippines (CBCP) said it will continue to oppose the legalization of divorce in the country, saying it will only cause more harm than good to Filipino families.

The CBCP shepherds an estimated 79% of Filipinos who are Roman Catholic.

Fr. Jerome Secillano, executive secretary of the CBCP’s Episcopal Commission on Public Affairs (ECPA), said that some legislators would rather focus on "breaking marriages than fixing them or strengthening marital bonds."

"The unreasonable penchant of these legislators to the divorce bill while we are reeling from economic devastation tells me that it's no longer about helping Filipinos rise up from economic poverty but a matter of pride and subservience to whoever is behind this measure," he said.

“We remain steadfast in our position that divorce will never be pro-family, pro-children, and pro-marriage. Divorce is actually anti-family, anti-marriage, and anti-children,” he added.

Javier said the current Philippine deployment near Pag-asa Island consists of a Navy ship and a Philippine Coast Guard vessel.

After seeing China's vessels near the island, Zubiri, in his speech at the groundbreaking ceremony, called on the Chinese to back off from the Philippine territory. "I want to say to them—in case they are listening—this is the territory of the Republic of the Philippines. This is not yours... Even before Magellan arrived, this was already ours. So, please leave,” Zubiri said.

The same call was echoed by his fellow senators.

More solons oppose early renewal of Meralco franchise

MORE lawmakers have expressed opposition to the early renewal of the franchise that Congress has given to the power distribution utility Manila Electric Company (Meralco).

Some legislators have filed bills to renew the utility’s franchise four years ahead of its expiration in 2028.

Among those who joined the opposition to the move was Surigao del Sur Rep. Johnny Pimentel, vice chair of the House legislative franchise committee, which is currently discussing Meralco’s renewal bid.

Pimentel echoed the appeal made previously by a colleague, Sta Rosa City Rep. Dan Fernandez, for the House to carefully review the Meralco franchise before acting on it.

Pimentel said he agreed that the power distribution giant should first answer the issues presented to the committee against the utility’s practices.

At a hearing of the committee on Monday, Pimentel raised questions about Meralco’s change of ownership from the Lopez clan to the group of billionaire Manuel V. Pangilinan. The ownership change took place in 2009 yet but 25 years later, Congress has not been formally informed of the process. The law granting the Meralco franchise passed by Congress was for the Lopez company.

"Did you seek permission from Congress for the change of ownership?” Pimentel asked Meralco representatives at the hearing.

Lawyer Ray Espinosa, Meralco director, said there was “no change in controlling interests” which meant no approval was needed from Congress.

Pimentel said he deemed the failure to ask Congress permission as “illegal.” He said the situation is similar to that of Sonshine Media Network Inc. (SMNI) which also failed to declare to Congress its change of ownership.

PBBM backs revised Rice Tariffication Law

PRESIDENT Ferdinand Marcos on Thursday assured that he would certify the Rice Tariffication Law as urgent as part of the administration's efforts to combat the rising rice prices.

"Yes. It will be certified, but it seems there has been a good discussion between the House and the Senate, we have found a solution so that the government can import for us to lower it," President Marcos disclosed.

"When the price of rice is high, we will release rice, we will sell it at a lower price so that the market will follow," Mr. Marcos explained.

While the specifics of the solution are yet to be finalized, President Marcos expressed confidence that it will effectively address the issue.

"Well, I don't want to preempt the bicameral committee but I think we have already found the solution. So that somehow, maybe the mechanism will be different from what was proposed but in the end, the net effect will still be the same, the national government will be able to import," he stated.

President Marcos said he is currently coordinating with relevant agencies to implement the solution promptly.

"I don’t know which agency first. They will have to decide which is best. Of course, we are coordinating, and I think we may have found the solution and we will see that immediately," the President explained.

Ombudsman sacks

Silang, Cavite mayor

THE Commission on Elections

(Comelec) has revealed that Silang, Cavite Mayor Alston Kevin Anarna, along with bids and awards committee chairman Nathaniel Anarna Jr., was suspended for six months without pay over alleged anomalies in the purchase of flowers and other materials for the town’s fiesta celebration.

The two local officials were charged with grave misconduct, serious dishonesty, and conduct prejudicial to the best interest of the service.

The Office of the Ombudsman which issued the suspension order said there was strong evidence showing the respondents’ guilt, and their continued stay in office might prejudice the investigation of the case.

Complainant Edgardo Arenco Bayan accused the two officials of irregularities in the procurement of flowers and string lights used during the Silangueño Ball on Jan. 28, 2023, in honor of the town’s patron saint. Vito Barcelo

Maute mom convicted of terrorism

THE Department of Justice (DOJ) on Thursday announced that the Taguig City Regional Trial Court (RTC) has sentenced Ominta Romato Maute, the matriarch of the Maute family in Marawi City, to up to 40 years of imprisonment for terrorism financing.

In a 39-page decision, Taguig RTC Branch 266 found Maute “guilty beyond reasonable doubt” of violating Section 4 of the Terrorism Financing Prevention and Suppression Act of 2012.

The trial court sentenced her to suffer the penalty of imprisonment from 17 years, four months, and one day to reclusion per-

petua or a jail term of up to 40 years.

The court also ordered Maute to pay a fine of P500,000. She was arrested with some suspected Maute Group members in June, 2017 in Lanao del Sur.

“After judicious review of the records and evidence of this case, the Court finds that the prosecution was able to

prove the elements of the crime of financing,” the court ruled.

In a statement, Justice Secretary Jesus Crispin Remulla viewed the conviction to be a “big win” for the government, saying the State would never let terrorism prevail.

“This conviction exhibits our nation’s unity and resilience to fight the evils lurking in our society,” Remulla said.

“I am very proud of our DOJ family, particularly the Counter-Terrorism and Terrorism Financing Task Force I, for overcoming the odds and risking their lives to safeguard peace and order,” he added in a statement.

Campaign vs. unconsolidated PUVs in full swing

THE Land Transportation Franchising and Regulatory Board (LTFRB), the Land Transportation Office (LTO), the Metropolitan Manila Development Authority (MMDA), and the Philippine National Police (PNP) have started apprehending unconsolidated public utility vehicles (PUVs) after the 15-day leeway period lapsed on May 15.

The LTFRB on Wednesday began

flagging down PUVs over failure to comply with the government’s consolidation scheme under the PUV Modernization Program.

It reminded the reconsolidated jeepneys to display their franchise documents on their dashboard or windshields to avoid apprehension.

“Authorities will check the serial number on the document issued by the LTFRB displayed on their jeepneys during the operations that started on

May 16,” the agency said. The consolidation scheme ended on April 30 after several suspensions. The LTFRB and Department of Transportation (DOTr) allowed drivers and operators a 15-day grace period on April 30 to modernize by joining the cooperatives.

Apprehended PUVs may face a one-year suspension for the driver, a P50,000-fine for the operator, and 30day impounding of the vehicles.

In its ruling, the RTC noted that a vehicle registered under Maute’s name was found with an improvised explosive device (IED) after it was abandoned at a checkpoint.

“Clearly, were it not for the checkpoint conducted at Barangay Mapandi near the center of Marawi City, and for the timely interception of the Toyota Innova containing an IED, an act of terrorism would have surely been consummated,” the court said.

The court said the vehicle will be forfeited in favor of the government.

House ratifies bill on overseas absentee voting

THE House of Representatives has unanimously approved on third and final reading a bill seeking to expand the options for registration and voting for Filipinos abroad.

Voting 188 against 0, the chamber approved House Bill (HB) 10178 further amending the Overseas Absentee Voting Act of 2003.

“The bill aims to make voter registration and voting easier and more accessible for Filipinos overseas so that we can ensure the efficient exercise of their constitutional right to suffrage,” Speaker Ferdinand Martin G. Romualdez said.

“The proposed legislation allows the registration, certification and transfer of registration of overseas voters by mail or by electronic means, including but not limited to web-based portals, and other internet-based technologies,” he added. Once enacted into law, the measure would also authorize electronic voting as an option for overseas voting, apart from in-person and mail-in casting of ballots.

HB 10178 also seeks to remove the Joint Congressional Oversight Committee’s approving authority after review to allow voting by mail in an overseas territory.

PBBM intervenes in CDO’s water woes

PRESIDENT Ferdinand Marcos Jr. has intervened to solve Cagayan De Oro’s water supply problem, promising to resolve the issue and ensure a continuous water supply for the city residents.

In his speech at the assistance distribution in Cagayan de Oro, the President said he had talked with business tycoon Manny V. Pangilinan regarding the resumption of water supply in the city.

“So when I found out about this, I talked to Mr. Manny Pangilinan of Cagayan de Oro Bulk Water to restore the normal water supply while we look for a long-term solution to this problem,” Mr. Marcos said.

Pangilinan’s Cagayan de Oro Bulk Water recently halted water supply to the Cagayan de

Oro Water District due to a debt of more than P400 million, According to the President, Pangilinan has agreed to cooperate and is ready to meet with the city mayor to address the issue and provide necessary water supply to over sixty thousand residents in CDO.

Furthermore, President Marcos instructed the Local Water Utilities Administration to study the possible management of the Cagayan de Oro Water District to promptly find solutions to the water supply situation in the area.

This includes setting appropriate water rates and ensuring compliance with obligations to consumers and suppliers.

“We will not let the people of Cagayan de Oro be deprived of their right to have sufficient, clean, and safe water supply,” the President said.

‘House probe on EJKs will be impartial’

THE House of Representatives is set to begin on May 22 its inquiry into the alleged extrajudicial killings (EJKs) in connection with the war on drugs by the Duterte administration.

The House Committee on Human Rights, which will conduct the probe, said it plans to invite former officials who served under the previous administration, including former Philippine National Police (PNP) head Oscar Albayalde and former Justice Secre -

tary Menardo Guevarra.

Former President Rodrigo Duterte and Senator Ronaldo “Bato” Dela Rosa, were not invited in the said hearings.

Manila Rep. Bienvenido Abante Jr., chair of the House of Representatives Committee on Human Rights, said the House “”would like to maintain courtesy with the sitting senator and also with the former president.”

Abante meanwhile assured the public that the inquiry into the alleged EJKs would be “impartial, fair, and respectful” in its efforts to obtain information and to hear all sides regarding the issue.

Abante said “the purpose of these proceedings is to conduct a thorough inquiry into these alleged EJKs.”

“Why we conducting an inquiry into the deaths of alleged drug addicts or drug dealers? First we must begin with the principle that each life is valuable, that each life lost is a profound tragedy,” Abante said.

Lawmakers OK new measure on midwifery law

THE House of Representatives has approved on third and final reading the updated bill strengthening the local midwifery industry and repealing two old laws, one of which ran as long as 64 years ago.

With an overwhelming 186 votes, Speaker Ferdinand Martin G. Romualdez lauded the passage of House Bill (HB) 10079, entitled “An Act Strengthening the Practice of Midwifery as a Profession in the Philippines” on Wednesday.

“This bill is equipped with provisions that will help existing midwives to gain more knowledge in the practice of their profession. This is a tribute to our midwives who have been serving our country for almost all their lives,” the bill’s main author, Bulacan Rep. Salvador Pleyto said.

The measure, if enacted into law, will repeal two old policies – the Philippine Midwifery Law (Republic Act 2664) enacted in June 1960 and the Philippine Midwifery Act of 1992 (Republic Act 7392), which is already 32 years old.

Enhancing energy infrastructure and governance

WHILE the general power situation has been favorable in the past few days, the recent yellow and red alerts raised in the Luzon and Visayas grids have highlighted the pressing need to bolster our power generating capacities to meet the growing energy demands of consumers and help sustain economic growth.

Luzon’s power demand surged by around 2,400 MW at the height of these grid alerts, breaching the peak demand last year and the peak forecast for this year.

This happened as some 30 power generating plants went on forced outage or on scheduled maintenance – glaring evidence the current crop of generating plants is now unreliable to supply the needs of this nation.

As some provinces experienced rotating power brownouts, consumers were urged by the Department of Energy to avoid the use of high-energy consuming appliances such as air conditioners amid unbearable heat index levels to mitigate the strain on the grid. Consumers shoulder the burden of addressing these supply crunches and suffer from power interruptions, instead of government solving the main problem which is the lack of additional generating capacity injected into the grid system.

With power demand outpacing available energy supply, the imperative for additional power plants cannot be overstated.

And this is where private sector investments in the energy sector come in.

While there are a few renewable power plants sprouting all over the country, we need 24/7 baseload capacities to really resolve the supply deficit and meet growing demand.

In the near-term, a major incoming baseload capacity injection is the $3.3-billion (P184.89 billion) integrated liquefied natural gas facility of Aboitiz Power Corp., Meralco PowerGen Corp. and San Miguel Global Power Holdings Corp.

Ensuring around 2,500 MW dependable supply by end-2024, this massive project will be a necessary support to stave off power outages and help the nation achieve energy security.

Under the deal, MGen and Aboitiz Power will invest in SMGP’s 1,278-megawatt Ilijan gas-fired power plant and a new 1,320-MW facility slated for completion by the end of the year.

The three companies will then acquire nearly 100 percent of the LNG import and regasification terminal owned by Linseed Field Power Corp., a local unit of global infrastructure firm Atlantic, Gulf & Pacific Co. that received the country’s first LNG cargo delivery in April 2023. According to the companies, the facility will be used to receive, store and process

LNG for the two power plants that supply electricity to the main island of Luzon.

LNG power plants offer a compelling solution to augment our energy portfolio given its inherent versatility, cleanliness, and efficiency, allowing us to diversify our energy sources and, at the same time, mitigate environmental impacts as we push for sustainable energy development.

Based on the Department of Energy’s data, there are several proposed LNG power plants with an indicative combined capacity of 8,000 MW.

They include Therma Subic Inc.’s 1,310MW project in Pagbilao, Quezon and Quezon Power’s proposed 1,200-MW plant in Mauban, Quezon.

We need to modernize our aging infrastructure to reduce transmission losses and enhance service reliability across the country

Beyond generation, energy investments should also extend to transmission and generation to modernize and fortify transmission and distribution networks to improve the delivery of power to all consumers.

The recent completion of the Cebu-Negros-Panay 230-kilovolt Stage 3 backbone project of the National Grid Corporation of the Philippines is a welcome development for consumers in Visayas as this will enhance the reliability and efficiency of power transmission in the region.

Investments in distribution facilities should also be prioritized since having efficient distribution utilities will also play a pivotal role in ensuring seamless access to electricity.

We need to modernize our aging infrastructure to reduce transmission losses and enhance service reliability across the country.

But all these efforts will be wasted if there is no seamless synergy between effective governance, strategic infrastructure investments, and forward-thinking policies and the Department of Energy and the Energy Regulatory Commission that are central to this narrative.

We need strong DOE and ERC oversight. They must meticulously craft and execute a strategic energy blueprint that will work and encourage innovation and progress, instead of discouraging investors and creating uncertainties. (Email: ernhil@yahoo.com)

Jeu de mots or pun for fun

DID YOU know? There’s a street in Cabanatuan City within the vicinity of NEUST, or the Nueva Ecija University of Science and Technology, where people have been flocking to lately. The street is named after Manuel Tinio, folk hero and youngest general in the Katipunan-era Revolutionary Government. Cashing in on the popularity of this street corner, an enterprising man put up a carinderia and named it “Kanto Tinio”! Old hat, but catchy and Rabelaisian, don’t you think? It’s one hell of a marketing come-on, far hotter than the summer heat index in the 40s in this area. The general must be turning in his grave because of this irreverence. I don’t mean to offend or disrespect anyone, but this only goes to illustrate just how creative and playful the Novo Ecijanos can be. Farther down the road, with greasy spoons and lunch counters, chances are likely you will end up in another pun-laden place called Bebicomebaka. Bibi (duck) and baka (cow).

In English, it means “Baby come back,” a lamentation (probably from a jilted lover) with a gastronomic twist. The entrees there must be so appetizing to refuse that a fitting tagline would be something like “Babalikcarinderia”! For this delightful one-liner, credit goes to this paper’s Opinion Editor. Somewhere in Magalang, Pampanga, Internet cafes have mushroomed, and this one gets a good rave for its offering: Kanto’t Coffee. And farther north, travelers – this was be-

fore the global health emergency in 2020 –along the meandering MacArthur Highway that goes up to Ilocos Norte – one roadside eatery aptly called Goat-together in Pangasinan offered nothing but different cards of goat meat. Still, along the same highway, one was a big winner for Ilokanos, particularly the distaff side. The Barya Balls eatery offered, among others, batillog: bangus, tilapia, and itlog, with free second serving. How the womenfolk chuckled and loved batillog.

With Nick Joaquin as its foremost exponent, it can be said then ‘the pun also rises’ to hit a new level in Philippine literature

These are just a few examples of the wit and humor embedded in the Filipino pysche.

Billboards also abound with humorous quips. This ad display for an optical store which proudly claims wearing its eyeglasses improves one’s vision. The intended line “I love you Ruby” becomes “I love you Rudy” to dramatize the plight of the vision impaired.

Reclamation projects: Good or bad?

EARLIER this month, two environmental groups, Pamalakaya and Kalikasan People’s Network for the Environment, filed administrative charges against officials of the Philippine Reclamation Authority and the Department of Environment and Natural Resources over reclamation and dredging projects in Manila Bay they said caused widespread and “irreversible” damage to coastal communities and the marine environment.

“It is high time to formally question the legality of reclamation and dredging projects in Manila Bay,” the Pamalakaya said. “Just because most of the projects have acquired necessary documents doesn’t

mean they went through the proper process, including but not limited to public consultation and evaluation of their cumulative impacts,” the group said. Both groups, assisted by the Community Legal Help and Public Interest Center in filing the complaint, said the projects have decimated fish populations, depleted other marine resources, increased invasive species, caused severe coastal erosion and disrupted livelihoods dependent on fishing, among others.

We can perhaps draw lessons from the experiences of other countries that have managed to expand their land area through reclamation

The two groups also sought an impact assessment report examining the combined effects of all reclamation and dredging across Manila Bay, hydrodynamic modeling studies of how the projects have altered tidal flows and currents and detailed development plans and area plans from the PRA. But that’s one side of the story. Those involved in reclamation projects cite the benefits. One, the Philippine economy as a whole

IN A spectacle that has both alarmed and dismayed observers, the Senate probe into the so-called “PDEA leaks” has become an unwelcome distraction from pressing national issues.

Former senators Panfilo “Ping” Lacson and Antonio “Sonny” Trillanes IV have rightly criticized this investigation, spearheaded by Senator Ronald “Bato” Dela Rosa.

Their criticism is not only justified but necessary, as the proceedings have devolved into a farce that undermines the integrity of our legislative processes and endangers the stability of our government.

Lacson, with his extensive background as a former Philippine National Police chief, offers a scathing critique that should make any serious lawmaker reconsider the merit of this probe.

He points out the fundamental flaw in the basis of the investigation: the dubious credibility of Jonathan Morales, a dismissed Philippine Drug Enforcement Agency intelligence officer.

Morales’s so-called “intelligence report,” which allegedly implicates President Marcos in illegal drug use, lacks any official standing.

As Lacson succinctly puts it, “An agent can type an intelligence report. The said report was never submitted even for initial evaluation by his immediate superior. There is no official report on record. It is a scrap of paper.”

This revelation is not merely a technicality; it goes to the heart of the investigation’s legitimacy.

If the cornerstone of the probe is a piece of paper that has not undergone any formal vetting process, then what are we doing here?

Why are we wasting valuable legislative time and resources on what amounts to nothing more than hearsay?

Trillanes, ever the incisive critic, takes it a step further by suggesting the entire probe is a component of a larger, more in-

capable of pungent sarcasm.

Just for the “funds” of it, newsmen will agree. There are no hot potatoes even in the case of “confidential funds” which aren’t peanuts, figuratively.

This topic has been the butt of joke a few months ago when lawmakers scrutinized the budget of each department. Before we get ahead of the real put-down, let’s step back in time. (Sound of wind chimes ringing...) Who could forget the election campaign slogan of Inday Sara Duterte?

“Inday will always love you” helped her garner a landslide victory at the polls.

Later into her vice presidency, the controversial issue of confidential funds broke out.

A Facebook user, commenting on Carol MacGregor’s FB page, wrote in mocking fashion: “Inday will always rob you!”

This is a stinging yet unproven sally and I believe it’s foul to utter this phrase. It’s even

can benefit from reclamation projects that can create new cities and townships for a growing population.

Reclamation projects, once completed, can provide additional employment to the labor force.

Businesses and industries that will locate in reclaimed land will have to pay taxes to the government and contribute to GDP growth annually.

It’s not just the economy that will benefit.

Society as a whole will also benefit in terms of a reduction in poverty levels since jobs can be made available in reclaimed land.

With the growth of the national economy, the government can raise more money to fund the education of the youth and provide better health services particularly for the poor and disadvantaged sectors.

As to the perceived environmental costs of reclamation, scientists and policy makers can work together to minimize these through innovative engineering solutions that will prevent floods, land subsidence and other environmental hazards. The fact is that reclamation is being done in other countries with the benefits far outweighing the costs.

The Netherlands, for instance, is located below sea level but the Dutch have successfully protected themselves from flooding with the right technology.

We can perhaps draw lessons from the experiences of other countries that have managed to expand their land area through reclamation.

Dela Rosa’s PDEA

leaks probe is beyond a joke

sidious plot. He claims the hearings are part of a “communications plan” designed to destabilize the government and lay the groundwork for an ouster plot against President Marcos.

While such assertions may sound like the stuff of political thrillers, they are disturbingly plausible in a country where political machinations often unfold in the shadows.

The Dela Rosa-led investigation has not only failed to produce credible evidence but has also been tainted by the character of its star witness.

Lacson’s meticulous attention to procedural integrity and Trillanes’s fearless confrontation of political manipulation are qualities that should be lauded

Morales’s credibility has been thoroughly dismantled, especially after former PDEA director general Arturo Cacdac revealed Morales’s history of planting evidence. Such serious allegations against Morales render his testimony worthless and raise serious questions about why he was ever considered a reliable witness in the first place. So why does this probe persist?

The answer, perhaps, lies in the intersection of incompetence and ulterior motives.

Dela Rosa, himself a former PNP chief, should know better than to pursue such a flimsy case. His persistence, despite the mounting

unthinkable.

But then again, the Bard of Avon in “Macbeth” once said: “Foul is fair and fair is foul.” That is antimetabole, the repetition of words in successive clauses. That Netizen, obviously not an Inday fan, is now humming another tune, and it’s not Whitney Houston’s coda. In the newspaper industry, headline writers are among the creative and highly imaginative lot. Pun and double-meaning words are trade tools.

The National Artist for Literature Nicomedes “Nick” Marquez Joaquin tops my shortlist of favorites.

Writing for the Philippine Graphic magazine, he had crafted a story on the then rising Ferdinand Marcos Jr with this title, “The Son Also Rises” when he became vice governor of Ilocos Norte in 1980 at the age of 22.

evidence against Morales’s credibility, suggests that there are other forces at play – forces more interested in political theater than in the pursuit of justice or truth.

The probe must be terminated immediately.

It serves no public good and distracts from the real issues the Senate should be addressing.

The longer this charade continues, the more it erodes public trust in our institutions.

Moreover, it creates unnecessary turbulence in an already volatile political landscape. We cannot afford to indulge in these games when so much is at stake.

In contrast, Lacson and Trillanes have demonstrated the kind of principled leadership sorely needed.

Lacson’s meticulous attention to procedural integrity and Trillanes’s fearless confrontation of political manipulation are qualities that should be lauded. They remind us that there are still public servants who value truth and accountability over political expediency.

The Senate must refocus its efforts on genuine issues that affect the lives of ordinary Filipinos.

Our lawmakers should be working to improve healthcare, education, and economic opportunities, not chasing ghosts conjured up by discredited operatives. The real dangers facing our nation – poverty, corruption, and a fragile democracy – cannot be addressed through spurious investigations that only serve to divide and distract.

The PDEA leaks probe is a dangerous distraction that must end.

It has been exposed as a baseless endeavor driven by questionable motives and supported by unreliable testimonies. We should heed the calls of Lacson and Trillanes to terminate this farce and redirect our energies toward the real work of governance. Only then can we hope to build a stronger, more resilient Philippines.

It is a most appropriate takeaway from the first book of Ernest Hemingway’s “The Sun also Rises,” befitting their stature as literary giants.

(Editor’s note: The British economist Gregory Clark published in 2014 ‘The Son Also Rises’ which is a non-fiction book on the study of social mobility. ‘The Sun Also Rises,’the first novel by the American writer Ernest Hemingway, published in 1926, portrays travelers watching bulls running and the bullfights). With Nick Joaquin as its foremost exponent, it can be said then “the pun also rises” to hit a new level in Philippine literature. *A book “The Pun Also Rises” – by John Pollack, a former World Pun Champion and presidential speechwriter for Bill Clinton –explains why puns matter and published in 2011, seven years after Joaquin’s death. Arab leaders go to Bahrain for Gaza summit

MANAMA, Bahrain --Arab leaders are gathering Thursday in Bahrain for a summit dominated by the Israel-Hamas war which has been raging in the Gaza Strip without a ceasefire in sight.

Heads of state and government began touching down on Wednesday in Manama, capital of the Gulf nation, where the flags of the Arab League’s 22 members were flying.

It is the first time the bloc has come together since an extraordinary summit in Riyadh, capital of neighbouring Saudi Arabia, in November that also involved leaders from the 57-member Organisation of Islamic Cooperation, based in the Saudi city of Jeddah.

At that meeting, leaders condemned Israeli forces’ “barbaric” actions in Gaza but declined to approve punitive economic and political steps against the country, despite growing anger in the region and widespread support for the Palestinian cause.

That could change this time around as backing builds globally for a two-state solution long advocated by Arab countries, said Kuwaiti analyst Zafer al-Ajmi. Western public opinion has become “more inclined to support the Palestinians and lift the injustice inflicted on them” since Israel’s creation more than 70 years ago, Ajmi said.

Meanwhile, Israel has failed to achieve its war objectives including destroying Hamas and is now mired in fighting that has dragged on for more than seven months, he said.

The war broke out after Hamas’s Oct. 7 attack on southern Israel which resulted in the deaths of more than 1,170 people, mostly civilians, according to an AFP tally of Israeli official figures. AFP

Xi, Putin hail ‘stabilizing’ ties

Lai Ching-te: Coal miner’s son to Taiwan president

TAIPEI– Son of a coal miner, Taiwan’s Lai Ching-te takes the helm Monday as president of the self-ruled island, tasked with navigating the widening rift with an increasingly assertive China.

The 64-year-old Harvard graduate swept to the presidency in January’s elections on the promise he would defend Taiwan’s democracy and resist Beijing’s claims on the island.

BEIJING – Leaders Xi

Jinping and Vladimir Putin framed their nations’ ties as a stabilising force in a chaotic world as they met Thursday in Beijing, where the Russian president is seeking greater Chinese support for his war effort in Ukraine and isolated economy

It is Putin’s first trip abroad since his March re-election and the second in just over six months to China, an economic lifeline for Russia after the West hit it with unprecedented sanctions over its military offensive in Ukraine. Putin was greeted by Xi at a grand welcoming ceremony outside Beijing’s Great Hall of the People, footage by state broadcaster CCTV showed. The national anthems of both countries and martial tunes played as the two leaders met, kicking off a two-day visit by Putin that is expected to see the countries deepen a relationship they have declared has “no limits”.

In a meeting, Xi then told his “old friend” Putin that China-Russia relations were “conducive to peace”.

“Our democracy is constantly under the pressure of foreign disinformation, military threats, and economic coercion,” Lai told a recent summit.

“China’s coercion has only strengthened our resolve to remain democratic and free. We refuse to submit to fear.” Lai has vowed to continue outgoing

Lai said his victory, which delivered an unprecedented third consecutive term for the Democratic Progressive Party (DPP), was a clear message to China that the Taiwanese “rejected authoritarianism”.

President Tsai Ing-wen’s policies of building up Taiwan’s military capabilities as a deterrence against a potential invasion from China.

But his outspokenness -- which he has moderated in recent years -- has drawn Beijing’s ire. China regards him as a “stubborn worker” for Taiwan’s independence and a “saboteur of peace,” warning that the soft-spoken politician would be the cause of “war and decline” for the island. AFP

“China is ready to work with Russia to... uphold fairness and justice in the world,” Xi added.

“The China-Russia relationship today is hard-earned, and the two sides need to cherish and nurture it.” Putin, in turn, told Xi the two countries’ relations were “stabilizing factors in the international arena”.

“Relations between Russia and China are not opportunistic and not directed against anyone,” Putin said, according to a Kremlin readout. AFP

Singapore’s Lawrence Wong sworn in new prime minister

SINGAPORE – Singapore has sworn in Lawrence Wong as its new prime minister, replacing Lee Hsien Loong following two decades in office, with the new leader warning the trade-dependent city-state faced a riskier, more conflict-ridden world.

Wong, formerly deputy prime minister, became only the second person outside of the Lee family to helm the affluent nation as he was inaugurated at the Istana government office shortly after 8:00 pm.

“We will lead in our own way. We will continue to think boldly and think far,” the 51-year-old said in his maiden speech, adding “the best chapters of our Singapore story lie ahead.” Members of Wong’s Cabinet were also sworn in, including his predecessor Lee, 72, who was appointed to the advisory role of senior minister. Wong also said Singaporeans “face a world of conflict and rivalry”, with geopolitical tensions, protectionism and nationalism possibly stretching for years.

“We must brace ourselves to these realities and adapt to a messier, riskier and more violent world,” said Wong.

The US-educated economist is widely seen as a social media-savvy stalwart who effectively handled the COVID-19 crisis when he oversaw the government’s pandemic task force.

“He brings a style of leadership that’s more attuned to a different generation,” said Mustafa Izzuddin, a political analyst with the Solaris Strategies Singapore consultancy.

“The core principle of what Singapore is about will remain because it is a system that has worked for many years. But I think his style may be slightly different because he comes from a different generation.” AFP

Top UN court hears calls to stop Israel Rafah offensive

THE HAGUE, Netherlands – South Africa will ask the top UN court on Thursday to order an immediate halt to Israel’s incursion in Rafah, describing it as a “genocidal” operation threatening the “very survival of Palestinians.”

Top lawyers for Pretoria will kick off two days of hearings at the Peace Palace, home of the International Court of Justice, imploring judges to order a ceasefire throughout Gaza.

Israel will respond on Friday. It has previously highlighted its “unwavering” commitment to upholding international law and described South Africa’s case as “wholly unfounded” and “morally repugnant”.

In a ruling that made headlines around the world, the ICJ in January ordered Israel to do everything in its power to prevent genocidal acts and enable humanitarian aid to Gaza.

But the court stopped short of ordering a ceasefire and South Africa’s argument is that the situation on the ground -- notably the Rafah operation -- requires fresh ICJ action.

“As the overwhelming evidence demonstrates, the very manner in which Israel is pursuing its military operations in Rafah, and elsewhere in Gaza, is itself genocidal,” South Africa said in its submission.

“It must be ordered to stop.”

The orders of the ICJ, which rules in disputes between states, are legally binding but it has little means to enforce them. AFP

New Canadian firefighters train for brutal fire season

SAINT-GABRIEL, Canada – Being a forest firefighter in Canada means knowing how to handle a water mist lance but also pumps and axes: in Quebec as in the other provinces, hundreds of new recruits are training to beat down blazes ahead of another possibly harsh wildfire season.

Amid fears the coming months will be apocalyptic for the second largest country in the world by geography, the recruits could very quickly find themselves hard at work in the wilds.

Last year, all regions of the country were scorched by fires, particularly Quebec. The worst ever fire season in the nation’s history came as a warning shot and led to the training of hundreds more firefighters.

“It got me thinking. I said to myself, ‘It’s my turn, I’m going to go do this, it seems like something important to do,’” Jean-Philippe Lavoie, originally from Windsor, Ontario told AFP.

This 36-year-old forestry technician was considering a career change and last year’s fires convinced him to take the plunge. To master firefighting techniques and the handling of equipment such as pump systems and lances, he underwent a week of training near Quebec City at the beginning of May. AFP was invited to observe.

Among the dozens of new recruits, several are forestry technicians, others are mountain guides, but most have never faced a real fire. AFP

LFG, Futsal!

FIRST, this awesome news!

The Philippines will host the firstever FIFA Women’s Futsal World Cup next year after the International Football Federation Congress made the official announcement two days ago. I don’t know how the country pulled this off, but who cares? This will definitely boost futsal, especially women’s, in the country that hopefully will also help football as well. The name futsal came from Futbol Sala or Futebol de Salao. Alexander Para was credited with coining the word which is loosely translated as indoor soccer (fut from futebol and sala or salao which means indoor).

Futsal or five-a-side soccer originated in Montevideo in Uruguay when Juan Carlos Ceriano thought of a miniversion of soccer in 1930. Originally played in YMCAs, the game gained rapid popularity throughout South America especially in Brazil. Futsal games were held in basketball sized courts. The great Pele, Zico and other famous Brazilian soccer greats played futsal before making their names in the football pitch. The initial futsal world championship was held, as expected, in Sao Paulo, Brazil in 1982, since then the Brazilians have figured prominently in the championships. It was in 1989 that FIFA would eventually adopt the sport. In the Philippines, the sport traces its roots in the 60s when it was played as part of training of football players indoors when they can’t play on the regular pitch when it rains.

Futsal was officially introduced in the country in the early 80s via an exhibition match organized by Manuel Tinio, then president of the Philippine Football Federation, Michael Keon of Gintong Alay program, San Miguel Corporation and a shoe brand with three stripes. Futsal gained popularity due to its faster pace, creativity, level of skills and practicality. Unlike a regular pitch, futsal can be played, ironically but most welcome, inside a regular basketball court, whether in cement or wooden floor. The country’s rainy season somehow was also a factor in many ways. When kids can’t play football because of the rains due to the numerous typhoons the country usually has every year. They brought the sport inside the basketball courts. Even the streets provided good venues for futsal too. Eventually, futsal became a training ground of sorts for future football players in the country. Former Azkals’ team captain and now One Taguig FC player Misagh Bahadoran honed first his soccer skills playing futsal.

coaching from the Coaches Formation Center CENAFE in Madrid.

The professional teams that Ferré has handled includes the Indonesia’s Persis Solo and India’s East Bengal FC both for which he was the assistant Coach.

He was also with the Thai Premier League’s Bangkok Glass FC and Ratchaburi for which he was the Head coach, along with FC Bayamon Puerto Rico.

On the youth level, Ferré served as the head coach of Thailand Premier League’s Buriram United Team B and Academy Director, U19 Head Coach of Kitchee SC of Hong Kong, and FC Barcelona Escola Egypt Academy Director.

He, and good friend Sasan Maher, were members of the national futsal team before. Bahadoran eventually switched to football when he was recommended to try out for the Azkals. His futsal skills came in handy while playing for flag and country.

Moving forward, hosting of the first-ever Futsal world cup for women will definitely boost the sport to say the least. This will complement the current popularity of women’s football in the country which has sustained its momentum after the Filipinas, the women’s national football team, scored a win in their debut in the FIFA Women’s World Cup last year. With the country as the host, who knows what history will be set, this time by the women’s futsal team, when the world cup happens next year.

Good friend, classmate and Bedan brother Peter Lopez is set to open his basketball summer camp in June and July. His Audience of One Skills Academy will offer the basics, the rudiments, mindset and other worthy skills needed in basketball for boys aging from 12 years and under; 14 and under; 16 and under; and 18 and under. The camp will run for eight two hour sessions at the Alabang Hills Village Clubhouse (AHVC) Covered Court.

“This is different from your typical basketball camp simply because the modules are designed to address the level of skills of every individual player. It is going to be more of a transformational basketball rather than just learning how to shoot, pass or dribble the ball,” Lopez explained. Aside from being an excellent follower of the sport, Lopez is also a top-selling author, he co-penned the best-selling Coach Joe Lipa’s Basketball 101. Application forms, for those interested to know how to improve their basketball game whether mentally or physically, are available at the AHVC office.

On a personal note, we would like to extend our condolences and prayers to the family of my Ninong Bert Dimson, who passed away two days ago. Ninong Bert was a very important person in my life. He was more than just a Bedan brother, a friend and a mentor. He was a great photographer and an equally good singer too. But more than these, he was like my second father especially during the time when I was starting my own family. I was supposed to be his apprentice for a wedding shoot before, but I was not able to do so because I got called to report for RPN 9 a day before the event. I could have gone to a different path if I showed up with my camera instead of going to Broadcast City then. Rest in peace, Ninong Bert. You will be greatly missed. We love you very much. Stay safe. Stay happy peeps!

Auckland-based sprinter breaks Lydia record, eyes PH team stint

AUCKLAND-BASED sprinter Marielle Venida, an accounting student, has shown that she can run as fast or even faster than the late Lydia de Vega-Mercado when the latter was still 18 years old.

And now that she has proven herself, Venida, who studies at the University of Auckland, said she is getting ready for more challenges a possible stint with the Philippine team. Born in the Philippines, Venida will try to prove herself in a tougher setting after she took the women’s under-20, 100-meter finals’ title in 11.65 seconds to claim her second gold medal in the recent ICTSI-Philippine Athletics Championship. With her time, Venida surpassed De Vega-Mercado’s feat at the junior girls’ level, which was at 11.76 seconds, achieved in the 1982 Asian Champion-

ships in New Delhi. De Vega-Mercado’s Philippine record has already been surpassed by Kayla Richardson, who also at 18 years old, beat her mark with an 11.70-second finish during the 2015 SEA Games. In three weeks’ time, Venida will join the New Zealand’s national senior squad, an older group of athletes, when they take part in the 2024 Oceania Championships from June 1 to 9 in Suva, Fiji.

“It’s going to be tough. And it’s going to be my first time competing in the senior division,” said Venida in an interview with the Manila Standard.

After hitting the entry standard of 11.78 seconds in the World Under-20 Championships in Manila, Venida will also go to the trackfest in Lima, Peru from Aug. 27 to 31.

Sarines pulls o thriller; Zaragosa scores in Splendido

LAUREL, Batangas—Vito Sarines demonstrated remarkable grit and determination, battling back from eight strokes down to edge out Race Manhit in a thrilling finish and snatch a one-shot victory in the boys’ 11-14 age category of the Junior Philippine Golf Tour Luzon Series I at the Splendido Taal Golf Club here Thursday.

Despite initially struggling with rounds of 90 and 89, Sarines remained hopeful. Starting with a bogey on No. 10, he bounced back with an eagle-par-birdie run from No. 11 in a flight ahead of Manhit, then weathered a challenging five-bogey stretch over eight holes from No. 15. He closed out with five gutsy pars, finishing with an impressive round of 75, ultimately claiming the title with a 254 total over 54 holes.

Sarines had no awareness of his standing during the final round, allowing him to play with virtually no pressure.

“I had no idea of my position and only learne d that I had won after holing out,” said Sarines, who sank a 15-yard putt for eagle on the par-5 11th. “Going to the 18th, I told myself that I needed to make par to have a

Coach Tolin’s big heart shapes little minds

UNIVERSITY of the East coach Kenneth Tolin did not formally run a race on a warm Sunday morning, on April 28, along the flat roads around SM Mall of Asia in Pasay City. But three young runners he was teaching to conquer long distances did and two of them became champions in the Manila Leg of the National MILO Marathon.

This made Tolin feel like a champion himself when it was over as varsity athlete Sheila Mae Bugarin ruled the female 5km run, Iber Megan Palad took the top honors in the female 3km event, and Palad’s running mate John Maxell Chico landed sixth to earn a medal in the male 3km category.

“Masarap ang pakiramdam. Nakakatulong pa,” said Tolin, whose big heart for teaching kids strive to be the best version of themselves, has fueled his passion.

Knowing what his wards were capable of, Tolin encouraged the three to push themselves to their limits and join

a much longer distance. So it wasn’t a shock they they excelled in them the first time that they participated.

Bugarin, 18, a secondary education sophomore, took the women’s 5km honors in 22 minutes and eight seconds, her first race in this category, considering that she usually joins only the 3km events.

“Challenging siya pero exciting.

Mababa ang time ko,” said Bugarin. Since Tolin graduated back in 2009 as an Informational Technology student, he has taken the passion of coaching students from UE and youngsters who are seeking a chance to have scholarships when they reach college.

The fruit of Tolin’s dedication to his wards bore fruit that Sunday morning, when the two kids from Margarita Roxas de Ayala Elementary School earned success under his tutelage.

The 12-year-old Palad kept a disciplined pace in the female 1-km run to finish first in 14 minutes and 14 seconds, while Chico followed her into the finish line to end up in sixth.

out most of the round. He briefly pulled ahead of Sarines in the last flight with a birdie on No. 6. But a costly double bogey on the next hole dimmed his chances, as Sarines parred the last four holes. Manhit ended up with an 84, setting for second place with a 255 total, while Gallardo placed third with a 263 after a 91. In the girls’ 11-14 division, Precious Zaragosa fended off a spirited challenge from twins Mona and Lisa Sarines to clinch a four-stroke victory, closing with a 76 for a 231.

Zaragosa maintained her two-stroke lead over Lisa Sarines after 36 holes by making crucial birdies to offset some struggles at the front, including a double-bogey on No. 4. She then pounced on Mona Sarines’ double-bogey and bogey on Nos. 12 and 13, respectively, finishing with a birdie and two bogeys at the back to seal her commanding win.

“I’m happy to win this tournament as part of my preparation for the Junior World in July,” said Zaragosa. “I learned a lot here, especially that I need to improve my putting and iron game.”

takbo,” said Palad. Tolin said the two were supposed to run with a pacer, someone who helps runners complete the course at a managed pace and finish within a certain, predesignated time. But the designated pacer for Palad did not arrive on time. So Tolin himself ran beside Palad and Chico from a distance to make sure that they maintain their speed.

“Marami po akong na-coach na first timers sa race. Pero itong tatlo na ito ang mapapalad na nagka-medal,” said Tolin, one of UE head coach Arthur Fronda’s assistants. Tolin’s accomplishment’s on that day goes hand in hand with MILO’s theme for its 60th anniversary—“Let’s bring out the champion in every Filipino.”

“Tinutulungan ko silang magpalakas. Para balang araw, ay magkaroon sila ng chance na magkaroon ng scholarship, at libreng makapag-aral,” added Tolin. On that wondrous Sunday morning, Tolin’s three wards did not just earn medals for their achievements. Tolin taught them to believe in themselves, and that bears more weight than any medal in the

Bangko Sentral keeps interest rates steady to combat inflation

THE Monetary Board of the Bangko

Sentral ng Pilipinas (BSP) on Thursday kept its key interest rates steady to combat inflation.

The Monetary Board said it maintained the overnight borrowing rate at 6.50 percent and the overnight deposit and lending facilities at 6.0 percent and 7.0 percent, respectively.

“The risks to the inflation outlook continue to lean toward the upside. Potential price pressures are linked mainly to higher transport charges, food prices, electricity rates, and global oil prices,” the BSP said. It said the latest forecasts indicate that inflation would settle close to the upper end of the target range of 2 percent to 4 percent.

The risk-adjusted inflation forecast for 2024 eased to 3.8 percent from 4 percent in the previous meeting.

Meanwhile, the risk-adjusted inflation forecast for 2025 rose to 3.7 percent from 3.5 percent previously. Inflation expectations remain well-

anchored.

It said that based on the latest gross domestic product (GDP) data, the expected path for domestic output growth over the medium term remains largely intact, even as recent indicators point to continued moderation under tight financial conditions.

The Philippine economy grew by 5.7 percent in the first quarter of 2024, slower than the government’s target of 6 percent to 7 percent this year.

“The Monetary Board deems it appropriate to ensure sufficiently tight monetary policy settings until inflation settles firmly within the

target range,” the BSP said.

“A restrictive policy stance will also help keep inflation expectations anchored amid a possible buildup in upside risks to future inflation,” it said.

The Monetary Board reiterates its support for the national government’s non-monetary measures to address persistent supply-side pressures on food prices and to prevent further second-round effects.

“Moving forward, the BSP remains ready to adjust its monetary policy settings as necessary, in keeping with its primary mandate to safeguard price stability,” it said.

Filipino nationals accounted for P161.03 billion (52.0 percent) of the total approved investments in the first quarter, while foreign investors contributed P148.43 billion.

Out of the total generated employment, 23,378 employments would be absorbed by foreign investment projects,” the Philippine Statistics Authority (PSA) said Thursday. These projects were registered in investment promotion agencies (IPAs) including the Board of Investments (BOI), Clark Development Corp. (CDC), Cagayan Economic Zone Authority (CEZA),

Philippine Economic Zone Authority (PEZA), Subic Bay Metropolitan Authority (SBMA), Authority of the Freeport Area of Bataan (AFAB), Bases Conversion and Development Authority (BCDA), BOI-Bangsamoro Autonomous Region in Muslim Mindanao (BOIBARMM), Clark International Airport Corp. THE National Economic and Development Authority (NEDA) Board on Wednesday approved the lifting of import duties on electric bicycles (e-bikes) and other electric vehicles (EVs) to promote cleaner transportation and reduce reliance on fossil fuels.

The board, chaired by President Ferdinand Marcos Jr., agreed to maintain the zero-tariff rate on 34 tariff lines of battery electric vehicles (BEVs) currently covered under Executive Order (EO) No. 12 (s. 2023).

The order, which temporarily modified import duties on EVs, will be expanded to include e-motorcycles, e-bicycles, and nickel metal hydride batteries.

The tariff on these items will also be reduced to zero until 2028.

NEDA Secretary Arsenio Balisacan said the move is designed to “stimulate the electric vehicle market in the country, support the transition to emerging technologies, reduce our transport system’s reliance on fossil fuels, and reduce greenhouse gas emissions attributed to road transport.”

Sari-sari stores have no doubt become fixtures in the every day lives of Filipinos. Thus, if a brand can make it to the stores, they can make it out there—and a direct connection to these sari-sari stores is precisely what Puregold has been providing the brands.

One more way that Puregold gives back to its members is through its annual Negosyo Convention, a big shopping event happening today until May 18 at the World Trade Center in Pasay City.

Promising three days of fun and festivities, it’s intended for micro, small, and medium enterprise

owners, where they can snag basic and essential commodities that come with exclusive value deals, and bulk promos offered by participating trade partners and brands like Nestlé, CocaCola, and Monde Nissin.

Because items at the Negosyo Convention are sold at lower-thanusual rates, many sari-sari store and food establishment members can get the most of their monthly budget for their inventory. Members of Tindahan Ni Aling Puring can accumulate cashback points and rewards from purchases, too.

This year, Puregold is

commemorating significant milestones: first, they are just four doors away from reaching 500 Puregold stores, and that 2024 marks the 20th year of their TNAP program.

This year’s theme, “Asenso Tayo,” underscores their commitment to boosting the profitability and longterm viability of Filipino businesses. Brands conduct daily seminars, give away freebies, and host games while allowing them to network with eager business owners including sari-sari store operators.

The convention, which has welcomed a record-breaking

number of over 12,000 TNAP members on its first day, allows Puregold to help MSMEs further widen their reach to sari-sari stores all across the country.

“The solid participation of global and local brand partners, along with the impressive turnout of Aling Puring members at our annual SariSari Store Convention, reflects the trust and confidence our suppliers and members place in us,” said Puregold president Vincent Co.

The TNAP convention is open to registered and potential members looking to grow their business.

SEC approves Maynilad’s P15-b ‘blue bond’ offering

THE Securities and Exchange Commission (SEC) on Thursday approved the P15billion blue bond offering of Maynilad Water Services Inc., the concessionaire of the west zone of Metro Manila. Maynilad is the first company to issue blue bonds under the guidelines released by the SEC in 2023.

Maynilad is the first company to issue blue bonds under the SEC’s blue bond guidelines released in 2023. Based on the registration statement filed with the SEC, Maynilad will issue up to P12 billion of fixed-rate, peso-denominated blue bonds, with an oversubscription option for another P3 billion, subject to

the company’s compliance with certain remaining requirements. The water utility firm said it would use the proceeds from the fund-raising activity to finance sustainable water and wastewater management projects, which are aligned with the SEC’s guidelines on eligible projects for blue bonds issuance in the country. Blue bonds refer to a subset of green bonds and sukuk whose proceeds will exclusively be used to finance or refinance new and/ or existing eligible blue projects and activities.

Eligible blue projects are classified into several categories, including sustainable fisheries management, sustainable aquaculture, wastewater management and marine and offshore renewable energy that do not harm marine ecosystems, among others.

The bonds will be offered at face value from May 27 to 31, in time for listing at the Philippine Dealing & Exchange Corp. on June 7, according to the latest timetable submitted to the SEC. Maynilad tapped BPI Capital Corp. as the sole issue manager for the offer.

BPI Capital will also act as joint lead underwriter and joint bookrunner, together with BDO Capital & Investment Corp., First Metro Investment Corp. and East West Banking Corp.

PHILIPPINE stocks rebounded Thursday along with most Asian markets as US inflation rate eased in April, renewing hopes that US Federal Reserve will start cutting rates by the second half of the year. The bellwether Philippine Stock Exchange index jumped 69.57 points, or 1.06 percent, to close at 6,628.20, while the broader all-shares index added 25.10 points, or 0.72 percent, to 3,524.52. China Bank Capital managing director Juan Paolo Colet said market participants also priced in expectations that the Bangko Sentral ng Pilipinas (BSP) would keep its policy rates unchanged.

The BSP in its Monetary Board meeting on Thursday decided to keep interest rates on the overnight deposit and lending facilities at 6 percent and 7 percent, respectively. It also maintained its target reverse repurchase rate at 6.5 percent. Gov’t eyes sale of stakes in 3 expressways

FINANCE Secretary Ralph Recto is exploring the possibility of selling the government’s stake in the three expressways operated by Metro Pacific Tollways Corp. (MPTC) to the Social Security System (SSS) and the Government Service Insurance System (GSIS).

“I don’t think we had a meeting with them, but we’re looking at selling those shares. Maybe the SSS and GSIS can buy them. So that the pension fund will earn,” Recto said when asked about the proposal of MPTC to buy

Ancillary rates seen increasing P0.10 per kWh

GRID operator National Grid

Corp. of the Philippines expects an average increase of more than P0.10 per kilowatt-hour (kWh) in the ancillary charges of consumers in the June billing following the Energy Regulatory Commission’s decision to allow the recovery of partial costs in the reserve market.

The Energy Regulatory Commission (ERC) recently ordered the partial lifting of the suspension on settlement amounts in the reserve market to allow power generators to partially recover costs for trading transactions for the March billing month amounting to P1.7 billion.

NGCP revenue management department head Ryan Datinggaling said the P0.10 per kWh computation, which is expected to be passed on to consumers in the June billing, is only an estimate covering 30 percent of the transactions in March.

He also said the anticipated increase in ancillary charges differ per grid.

The P0.10 per kWh increase is lower than the previous estimates of around P0.20 to P0.60 per kWh.

Power retailer Manila Electric Co., the country’s biggest power distributor, has yet to determine the actual rate impact of the reserve market cost recovery.

“Following the ERC’s order on the partial lifting of the suspension on settlement amounts in the Reserve Market, the NGCP can start recovering costs for trading transactions made in the Reserve Market. While we have yet to determine the actual rate impact, this will be reflected in the ancillary services component of the transmission charge in the June bills,” Meralco spokesperson Joe Zaldarriaga said.

“For the overall adjustment, we still have to consider the movement on the generation charge which is still the single biggest rate component,” he said. Alena Mae S. Flores

SAN Miguel Corp. (SMC) said Thursday

it posted a 13-percent increase in consolidated revenues to P392.7 billion in the first quarter of 2024.

It attributed the growth to the performance of key businesses, including its spirits, food, power, fuels and infrastructure units, which reported significant volume growth on higher demand.

Operational efficiencies and strategic cost management led to a 15-percent rise in its operating income to P40.5 billion.

its shares in Subic-Clark-Tarlac Expressway.

“I think it’s better off that we sell those shares to raise revenue and better if the pension funds buy from us. So that SSS and GSIS will benefit,” he said.

Recto said the DOF would soon meet with GSIS and SSS to discuss the sale of the government shares in the tollway companies.

State-run Bases Conversion and Development Authority (BCDA) earlier said MPTC offered to buy its shares in SCTEX for about P20 billion.

The SCTEX, funded by Japan International Cooperation Agency, is a 91-kilometer or 362 lane-km. expressway, stretching from Subic-Tipo to La Paz, Tarlac, connecting the special economic zones in Olongapo City, Subic and Clark to Tarlac City.

Project TRANSFORM builds climate resilience

THE Department of Environment and Natural Resources’ (DENR) flagship program, Project TRANSFORM, aims to empower communities to combat climate change and achieve sustainable development received strong support from local government units (LGUs).

Project TRANSFORM was launched in Ormoc City in Leyte; Malimono, San Francisco and Burgos in Surigao del Norte; and Limay, Mariveles and Orion in Bataan; Rizal province; and Quezon City.

The project is an LGU-led multistakeholder partnership that aims to engage local governments in in increasing their capacities for environment and natural resource management, climate and disaster resilience, and socio-economic development.

Ormoc City Mayor Lucy Marie Torres-Gomez, highlighting the city’s role as a pilot site, emphasized the program’s effectiveness. Torres-Gomez has made climate change a top priority for her admin-

istration, having personally experienced the devastation caused by typhoons and floods.

She said the program provides the city with useful resources like training on disaster management, greenhouse gas accounting, and biodiversity profiling.

“The ultimate gratification is not only seeing the environmental, social and economic improvement in the lives of our constituents but being recognized by the DENR as a successful case study for LGUbased climate action that can be replicated across the nation,” said Torres-Gomez.

Quezon City Mayor Joy Belmonte echoed this sentiment, expressing gratitude for national recognition of their environmental efforts and looking forward to more green, sustainable, and inclusive climate initiatives for QCitizens.

Surigao del Norte Rep. Francisco Jose Matugas II emphasized the project’s importance in improving disaster preparedness and sustainable development through public-

private partnerships.

Project TRANSFORM’s pilot testing areas include towns like Del Carmen, Burgos, Malimono and San Francisco, which were severely damaged by super typhoon “Odette,” demonstrating how important the project is in helping communities who are at risk.

Rizal Governor Nina Ynares underscored the transformative impact of Project TRANSFORM on communities.

“It would help us based on the transformation of our communities into a more resilient and sustainable home, where our children, our future, and our dreams can be nourished and nurtured,” Ynares said.

“Project TRANSFORM is one concrete application of how local governments may move together and continuous consultation with the DENR and all the stakeholders in government and in the private sector as well as academia,” Environment and Natural Resources Secretary Mari Antonia Yulo-Loyzaga said.

The MPTC also offered to buy the government’s interest in the Manila-Cavite Expressway (Cavitex) project for P2.5 billion. Cavitex covers R1 (7.5 km.), R1 Extensions (8.6 km.) and Cavitex-C5 (7.7 km.) or a total of 23.8 kms.

The DOF earlier tapped a consultant for the valuation of the 649,198 shares in North Luzon Expressway (NLEX) owned by the national government. NLEX spans about 105 kilometer or 598 lane-kms. and serviced an average of 323,791 vehicles per day as of end-2023.

Lopez Group vows to help protect Verde Island Passage

POWER producer First Gen Corp. (First Gen) and the ABS-CBN Foundation, both of the Lopez Group, on Thursday signed a memorandum of understanding with the Department of Environment and Natural Resources (DENR) and the Department of Energy (DOE) for the conservation and protection of the Verde Island Passage.

The memorandum of understanding (MOU) formalizes the group’s collaboration with the government, cementing their shared dedication to preserving what is described as a “natural treasure.”

“Batangas, where we pioneered natural gas-fired power generation in the Philippines, is now home to four of First Gen’s power plants. It was and still is incumbent upon us to do all we can to make sure our presence is not just benign but enhancing to the environment,” said Federico Lopez, chairman and CEO of First Gen and its parent firm First Philippine Holdings Corp.

“Our support for VIP also adheres to our group’s mission of forging collaborative pathways for a decarbonized and regenerative future. As COC Program steward, we are optimistic that closer cooperation with the DENR and the DOE will better protect VIP’s marine and coastal areas to help sustain present and future generations of Filipinos living there,” said Lopez.

DENR secretary Maria Antonia Yulo Loyzaga expressed gratitude for the Lopez Group’s renewed commitment to safeguarding the VIP, acknowledging their efforts in preserving this ecological gem for 20 years.

It said that despite some global economic challenges, its net income grew 61 percent to P14.5 billion before accounting for foreign exchange adjustments. After these adjustments, net income remained steady at P8.9 billion.

“SMC’s performance for the first quarter sets a solid foundation for the remainder of the year. Our strategic business decisions and market leadership continue to drive sustainable value creation for our shareholders. With our diversified business model, we are optimistic that

2024 will sustain our history of growth,” SMC president and chief executive Ramon Ang said.

San Miguel Food and Beverage Inc. (SMFB) posted strong financial results in the first quarter of 2024, with consolidated operating income climbing 13 percent to P13.1 billion, fueled by increased sales in its food and spirits divisions. PHINMA Corp. said Thursday it began 2024 with consolidated revenues of P5.45 billion in the first quarter of 2024, up by 14 percent from P4.78 billion registered from January to March last year.

The company also reported a consolidated net income of P490.9 million, along with a core consolidated net income of P448.29 million.

The strong performance from PHINMA Education primarily drove the group’s first-quarter results. PHINMA Construction Materials Group (PHINMA CMG) also sustained positive figures despite challenges in the industry.

PHINMA Properties cut down its marketing costs to help its bottom line, while the hospitality business logged improvements in occupancy and average daily rates in the first three months of 2024.

PHINMA Education Holdings Inc. owns nine schools in the Philippines and manages one in Indonesia which gained full university status last year.

PHINMA Education recorded P1.877 billion in consolidated revenues in the quarter—up 26 percent year-onyear due to robust enrollment growth, as second semester figures for School Year 2023-2024 also rose 14 percent from the same period last year. Improved collection efficiency also brought down provisions for expected credit losses. These all led to PHINMA Education posting a consolidated net income of P701.38 million from January to March.

“We always advise the public to avoid clicking any links from unknown or suspicious senders,” Ramos said.

Ramos said the number of scam text messages declined significantly since the implementation of the SIM Registration Act or Republic Act No. 11934 on Dec. 27,2022.

“The scammers are bypassing our SMS systems by using emails as

StB Giga plans to triple PH investments

CENTURY Properties Group Inc.

(CPG) said Thursday its net income grew 35 percent in the first quarter of 2024 to P410 million from P302 million in the same period in 2023 on higher sales from its affordable housing unit and leasing business.

CPG said in a stock exchange filing its first-quarter revenues rose 7 percent to P3.6 billion from P3.3 billion a year ago, driven by the sustained robust contribution of CPG’s FirstHome Residential Development Platform (PHirst).

PHirst accounted for P2.1 billion or 58 percent of total revenues, while its

vertical developments and commercial leasing segments contributed 34 percent or P1.1 billion and 9 percent or P314 million, respectively.

The balance came from its property management segment, which contributed 3 percent or P99 million.

“The affordable residential market’s sentiment for quality homes defied the odds of elevated interest and stubborn inflation rates as shown by our strong first quarter performance. Sales take-up of our PHirst home products remains strong and we see this further improving for the rest of the year,” CPG chief finance officer

Ponciano Carreon Jr. said.

“We are bullish on this resilient

segment of the industry without losing sight of the niche market for luxury homes,” he said.

CPG’s earnings before interest, taxes, depreciation and amortization (EBITDA) surged 29 percent yearon-year to P865 million on a healthy gross profit margin of 44 percent, as the PHirst segment sustained its higher contribution and all business segments continued to improve operating efficiencies.

CPG fully redeemed its P3-billion fixed-rate retail bonds in March 2024, which resulted in a decrease in its total liabilities. It also issued P2 billion worth of preferred shares during the month.

that could possibly lead to financial exhaustion should they be left unattended,” PhilHealth president and chief executive Emmanuel Ledesma Jr. said during the simple signing ceremony at the PIA Head Office in Quezon City. Both agencies acknowledged and formalized their joint responsibility of instilling awareness on Konsulta as well as other important information about the member’s PhilHealth benefits as mandated by Universal Health Care Law. PH switches to green transport plan

THE Department of Transportation is pushing forward with ecofriendly transportation initiatives to minimize the country’s carbon footprint and create a cleaner future.

Transportation Secretary Jaime Bautista said many of its transport projects are directed towards protecting the environment. “The mission is to make travel comfortable, accessible, safe, sustainable and affordable,” he said.

Bautista highlights specific projects like the North South Commuter Railway (NSCR) and the Davao Public Transport Modernization Project (DPTMP), both projected to significantly reduce carbon emissions annually.

He said the $15-billion North South Commuter Railway (NSCR) is expected to reduce carbon dioxide emissions by 375,000 tons every year.

Meanwhile, the $1.7-billion Davao Public Transport Modernization Project (DPTMP) is projected to cut CO2 emissions by up to 375,000 tons. The road system in Davao City will used by more than a thousand public buses, including 380 electric public utility vehicles.

The government is also building the EDSA Greenways Project—an elevated pedestrian walkway that stretches along five pre-selected

stations of the MRT Line 3. The plant-lined walkway offers a breathable alternative to road transport pollution.

Bautista said these three projects, funded by Asian Development Bank, are expected to reduce CO2 emissions by nearly half a million tons annually

“We have a list of big-ticket railway projects advocating trains use in lieu of private vehicles because electric railways have almost the same carbon footprint as walking,” Bautista said.

“We also reasoned that using trains and other public utility vehicles contribute to easing of worsening metro traffic,” he said.

Being constructed simultaneously with the NSCR is the country’s first underground railway system—the Metro Manila Subway.

The 33-kilometer subway, dubbed as the “project of the century”, stretches from Valenzuela in the north to NAIA Terminal Terminal 3 and the Food Terminal Inc. (FTI) in the south.

DPWH says Panguil Bay Bridge nears completion

THE Department of Public Works and Highways (DPWH) is nearing completion of the Panguil Bay Bridge Project, which will soon become the longest sea-crossing bridge in Mindanao.

DPWH Senior Undersecretary

Emil K. Sadain said that the inter-island bridge project in Northern Mind-

anao is currently 90 percent completed, with only 38.75-meter gap to link the superstructure from Tangub City, Misamis Occidental to Tubod, Lanao del Norte.

“We are currently rushing works on both sides of the Tangub and Tubod approaches as well as the remaining three gaps to fully connect the whole

Panguil Bay Bridge,” Sadain said.

According to Sadain, the Panguil Bay Bridge is among the infrastructure flagship projects of the agency , having been initiated in the previous administration and continued under the term of President Ferdinand R. Marcos Jr., as it is seen as a landmark infrastructure that would boost economic growth of Mindanao.

When completed, this will be able to reduce travel time between Tangub City, Misamis Occidental and Tubod, Lanao del Norte to only seven minutes, from the current travel time of one and a half hour to two and a half hour via Roll-On, Roll Off (RoRo) or land travel with over a distance of 100 kilometers.

The project is funded through a loan agreement between the Government of the Philippines (GOP) and Korean Export-Import Bank (Korea Eximbank).

Angkas enhances emergency response team for passenger safety

motorcycle taxi industry with its Emergency Response Team (ERT). The leading MC Taxi app has recently announced further enhancements to its emergency response initiatives. Angkas ERT Lead Marlon Abilong, a licensed emergency medical technician, detailed the expanded and upgraded training processes designed to boost the

merous accessible hospitals and ambulance networks, and includes certified EMTs skilled in performing on-site responses that include real-time triaging and interventions. Abilong also mentioned that the ERT facilitates seamless insurance procurement for stakeholders when needed.

Angkas Biker Representative and certified EMT, Bernabe “Jhun” Romerosa, shared his rigorous journey of training and certification before joining the ERT.

“Basic life support training is essential, as well as EMT certification to join the Angkas emergency response team. It took me about three months of study to get certified. However, certification alone is not enough; a genuine passion for responding to emergencies is crucial,” Romerosa said.

It is expected to serve around 370,000 passengers a day in its first year of full operations, with capacity to serve up to one million passengers a day in later years.

Another major transport project with ADB support is the privatization of the Ninoy Aquino International Airport or NAIA, the country’s main gateway.

Bautista said the private concessionaire is mandated to use renewable energy in partially powering the operations of the whole airport, which include putting up solar panels at terminals and building a new sewage treatment plant.

In the maritime sector, Bautista said the DOTr is strongly advocating for the blue economy.

“We are grateful to ADB for the grant that commissioned a study on how domestic maritime shipping can be supported,” Bautista said.

“Specifically, ADB wants to determine opportunities to finance replacement and modernization of existing domestic ships with green technology, while financing the upgrade and construction of green ports,” he said.

“These sustainable transport projects form part of the country’s commitment to the United Nations’ Sustainable Development Goal, specifically goal number 9 - Industry, Innovation and Infrastructure – directing us to build resilient infrastructures,” he said.

THE Department of Transportation (DOTr) is pushing for the use of personal mobility devices such as bicycles, e-bikes, e-scooters, other non-motorized vehicles – even walking – as part of the advocacy for sustainable transportation.

During the Asia and the Pacific Transport Forum organized by Asian Development Bank (ADB), DOTr Assistant Secretary Leonel De Velez said the agency is focused on providing commuters with alternative modes of transportation especially those that address climate resiliency and climate mitigation.

“The main choice is active transport (cycling)—not just here in NCR but also other parts of the country,” De Velez said. He cited the EDSA Greenways Project - complementing Active Transport – as a form of climate mitigation, promoting walking along stretches of Metro Manila’s main highway.

Other climate resiliency and climate mitigation efforts include jeepney modernization, EVs (electric

vehicles), electric trains, sustainable aviation fuel (SAF), crew training on use of methanol for sea vessels, solar panels for airport terminals, hybrid ferry boats (along Pasig River) and more.

“Climate resilience and climate mitigation have been at the top of the DOTr’s mind. This is part of our thrust to have a more affordable, accessible, sustainable and affordable transportation system,” Velez said. Underscoring the role of sustainability in harmonizing the country’s transport ecosystem, he added, “What the DOTr is doing for the last couple of months and what we are going to be doing over the entry couple of years is we are re-balancing and diversifying our portfolio of transportation projects of the last six years.” President Ferdinand Marcos Jr. recently announced the national government will prioritize active transport by creating facilities such as “safe walkways and secured bike lanes to promote healthier and more sustainable modes of travel.”

bags another Best Actor win for ‘Mallari’

The award is Piolo’s second Best Actor award for the film, following his win at the inaugural Manila International Film Festival in January, held in Hollywood, USA.

Mallari, which debuts on Netflix on June 21, is produced by Mentorque Production. It was an entry in the 2023 Metro Manila Film Festival. The film delves into the psyche of Fr. Juan Severino Mallari, the Philippines’ only documented serial killer from the 19th century.

It’s a meticulously crafted film, the first Filipino movie distributed by Warner Bros. Pictures, blending historical accuracy with psychological horror.

Accompanied by Mentorque producer John Bryan Diamante aka Bryan Dy, executive producer Rona Banaag, Clever Minds co-owner and supervising producer Omar Sortijas, director Derick Cabrido, and co-stars Janella Salvador and Ron Angeles, Piolo personally accepted the prestigious award.

The film’s impact extended far beyond domestic borders, becoming an official part of

the inaugural Manila International Film Festival, a visionary project launched by Metropolitan Manila Development Authority/MMFF Acting Chairman Attorney Romando S. Artes Mallari’s success and positive reception have opened doors for numerous collaborations, much to the delight of the budding producer.

Meanwhile, Mentorque Productions, in collaboration with Project 8 Projects owned by directors Dan Villegas and Antoinette Jadaone, is gearing up for the 2024 Cinemalaya Film Festival this August.

The transition from hobby to business wasn’t without its challenges. “Before, it used to be just my mom and dad and an assistant for my mom. She had to bake until midnight at the start to provide all the orders and have freshly baked bread in the morning.”

Anna’s admiration for her parents’ dedication is evident. She said, “Their dedication to their business was what made it last this long.”

Growing up surrounded by the sweet scents of a bakery left a lasting impression on Anna. “I usually played in the kitchen watching my mom create all these beautiful cakes and pastries. Smelling home-baked goodness as I wake up in the morning.” With this, it comes as no surprise that Anna then followed in her mother’s footsteps.

“I started managing a whole store four years ago, Anna recalled how she and her mom worked hand in hand to build the business. “I remember her saying that you should be very hands-on in the business, wake up early, and be passionate about what you are doing. Be knowledgeable in all aspects of the business,” she added. When asked about the specialties of Edna’s Cakeland, Anna beamed, “Our bestsellers are our wide array of cakes, breads, and pastries that are home-baked every day.” She emphasized the enduring appeal of quality, “I think that it’s the passion for maintaining the home-baked goodness and quality of our products that keep us successful and also the continuous innovation of creating cakes and pastries.”

With its growing popularity over the years, Edna’s Cakeland caught the attention of Kris Aquino and had the brand featured in her show a few years ago. “It was an amazing experience. To have to talk to and be interviewed by her was such an honor,” Anna raved. “To know that she loved everything that we made her try was

GLOBAL popstar Dua Lipa’s highly anticipated third album Radical Optimism has been met with critical acclaim, and Filipino fans now have a chance to experience it in a whole new way.

An interactive “Radical Optimism” Pop-Up is happening this weekend at the Glorietta Activity Center.

The album, praised for its infectious energy, opens with the catchy “End Of An Era,” followed by the high-octane “Training Season” and the euphoric dance track “Houdini.” All eleven songs are sure to get fans moving and lost in the music. Lipa herself describes Radical Optimism as a “psychedelic pop” experience, filled with unexpected musical breaks and a blend of sounds that create a vivid soundscape when listeners close their eyes.

The album was inspired by Dua’s own self-discovery and speaks to the pure joy and happiness of having clarity in situations that once seemed impossible to face. It’s a musical representation of how hard goodbyes and vulnerable beginnings can become milestones once you choose to see the brighter side of things.

“It struck me – the idea of going through chaos gracefully and feeling like you can weather any storm,” she shared.

Rolling Stone has called this album “pop bliss,” while highlighting how it’s “uniquely and utterly Dua Lipa: confident dance pop full of witty Instagramcaption-ready one-liners.”

Dua also recently returned to Saturday Night Live, where she was both the host and the musical guest for the night. She gave an electrifying version of “Illusion,” followed by a passionate performance of “Happy For You.”

Cebuano lawyer Oliver Moeller’s breakout moment

CEBUANO lawyer Oliver Moeller, 32, has made an unexpected leap into showbiz following his viral appearance on the It’s Showtime segment “EXpecially For You.”

Moeller revealed that twelve years ago, Cornerstone founder Erickson Raymundo had already invited him to join the industry. However, Moeller’s priority at the time was his law studies.

Growing up, he shared having admired the lawyers he saw on television, the ones wearing black suits, not yet fully understanding what they went through to get to where they are.

Fast forward to today, he is not just a lawyer but an emerging influencer aiming to merge his legal, fitness, and sports advocacies with the entertainment world.

During his official contract signing with Cornerstone Entertainment on April 24, Moeller expressed his enthusiasm about this new chapter.

Manila (ACM) has made waves in the local creative industry through how it represented stylists, photographers, makeup artists, hairstylists, production designers, and fashion filmmakers. With the help of the agency, the high-quality work of its esteemed artists has been prominently put on display in posters, magazines, and advertisements, among many others, allowing them to make a name for themselves in the industry, both locally and abroad.

The whole thing was made possible through the vision and mentorship of creative businessman Jed Root. During ACM’s anniversary celebration on April 24, Manila Standard Life had the chance to sit down and chat with him about the creative agency’s journey throughout the years. Before Root began his journey in the industry, he admitted that had no idea that it existed as a job in the first place. His introduction to the creative world came when he met his first boyfriend in Louisiana.

“We moved to New York together in 1982 because he wanted to be a makeup artist…I worked at a model agency for a short time then I was his agent… he became a very, very big makeup artist and then I just kind of fell into it that way and realized I really liked it,” said Root. After years of making a name for himself, he established artist management agency Jed Root, Inc. in 1989, growing its offices in New York, Paris, London, and Los Angeles. With an office in Tokyo that allowed Root to further explore the Asian market, Root eventually made his way to the Philippines as he discovered its

The rising star is excited about potential collaborations with industry talents such as Kathryn Bernardo and Piolo Pascual, noting that some people have even commented on his resemblance to Pascual.

“From what I heard, I haven’t personally met them yet, but I’ve heard they’re amazing people. So, if I’m fortunate enough to get any sort of project with them or even to meet them, I’d be pretty happy,” he said.

Although he’s been linked to actress-host Kim Chiu and beauty queen-actress Michelle Dee Moeller remains single and focused on his career.

A key aspect of Moeller’s public persona is his array of tattoos, which carry deep personal significance. He explained, “Yeah, I’ll start first with my tattoo sleeve. It’s the god of the sea, Poseidon. This is a tribute to my father who’s a retired marine biologist.”

He also shared the ones, “I have shark jaw on my knee, two dinosaur skulls and skeletons on the right side of my calf because I used to grow up watching Jurassic Park studying all about dinosaurs and stuff. Right on my shin is a Visayan tribal tattoo because I grew up in Cebu. My mom’s

Root immediately noticed the difference that there was a stark difference between how the West handled their creatives compared to how it was in the Philippines.

”In the US and Europe, people are used to the whole agency system. That’s been probably the bigger challenge here is kind of educating,

now, for the foreseeable future, I’ll still be based in Cebu,” he said.

Nevertheless, Moeller is open to new opportunities. “I don’t mind flying in and out of Manila if ever I’ll be fortunate enough to get projects. Weeks ago, who would have thought I’d be in this position now? Keeping my options open, keeping my doors open.”

especially the clients, about what an agency does. We represent the artist and we’re gonna help the artists grow and manage the hours but then we also provide a service to the clients to make their life easier, more organized,” said Root.

When ACM first opened in 2014, Root said they welcomed a small group of artists into their roster.

”When we opened, we [started] with a group that was like four photographers, several makeup artists, a few hairstylists, and a few fashion designers,” said Root.

He also recounted how during the first few years of ACM, magazines were how the agency got to build its portfolio.

“We didn’t make a ton of money from them, but they had a big budget to produce the pictures… take five girls digitally for a week to shoot 25 pages of editorial. It was great. So when that came to an end, that was a challenge,” he said, adding how grateful he was for everything that he had experienced in the industry as ACM’s mentor.

“We’re really looking to build up more [and] find more artists. We’re gonna continue what we’ve been doing. We want more set designers or more filmmakers, we want more photographers and all the other things we have,” said Root.

“I don’t want to talk too much about it but we have other things planned for the future about ways we can give back and create more of a community for the artists to exchange ideas… and how we can help people who want to be in this business,” he added.
