DFA eyes illegal actions of foreign diplomats

THE Department of Foreign Affairs

(DFA) on Monday said it will investigate any leads of illegal and unlawful activities by diplomatic officials in the Philippines.

The DFA warned that it will undertake necessary action in line with existing laws and regulations.

PH rice imports to soar to 4.2-m MT in 2025

PHILIPPINES rice imports are forecast to hit a record level of 4.2 million metric tons (MT) in 2025 on continued growth in consumption.

The Philippines is expected to again be the largest global rice importer, according to a recent grains report released by the US Department of Agriculture (USDA) on May 10, 2024. Rice importation forecast for 2025 is estimated to be 2.4 higher than 2024’s estimated importation of 4.1 million MT. Based on recent grains statistics released by the Philippines Statistics Au-

thority (PSA) on May 8, 2024, the January to March 2024 seasonally adjusted palay production was recorded at 5.23 million metric tons (MT).

This is an indication of 5 percent increase from the previous quarter’s seasonally adjusted estimate of production at 4.98 million MT.

In comparison to the March 2024 rice stocks levels, month-on-month increments were noted from the households by 35 percent, from the commercial sector by 5.1 percent, and from the NFA depositories by 0.7 percent.

Of this month’s total rice stocks, 57.1 percent were from the households, 40.3 percent were from the commercial sector, and 2.5 percent were from the NFA depositories.

37 local officials join LAKAS-CMD

TWO town mayors, three city and municipal vice mayors, and 32 other local officials on Monday joined Lakas-Christian Muslim Democrats (Lakas-CMD).

House Speaker and Lakas-CMD president Ferdinand Martin G. Romualdez administered the oath of membership to the new party members. He welcomed the recruits, expressing gratitude that the local officials chose to join the largest political group supporting President Ferdinand Marcos Jr.

“The 16,200 student visas that the BI granted to Chinese nationals in 2023 is simply unacceptable. Nevermind if other countries grant more, we should never use that as our yardstick given our tense relationship with China,” Barbers said.

Comelec chairman George Garcia issued the statement following questions from several lawmakers on the real identity and citizenship of Guo, who was being linked to Philippine Offshore Gaming Operators (POGOs).

In an interview, Garcia explained that the Comelec approved her application as a registered voter in April 2021, more than a year ahead of the May 2022 polls.

“Our law says if you just submit a government-issued ID, you can be a registered voter unless somebody questions or opposes your application. Nobody questioned or opposed her application so she became a registered voter,” he said.

However, Garcia said Guo could be charged with perjury if she mis-declared herself as a Filipino citizen.

The law does not require you to submit or bring your mother and father to prove that you are Filipino, Garcia added, saying the poll body presumes the declaration of aspiring candidates is true until a disqualification or cancellation of candidacy case is filed by a registered voter.

NSC: No to abolishing NTF-ELCAC

THE National Security Council (NSC) rejected all calls for the abolition of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) saying that such calls are unfounded and uncalled for.

“The NTF-ELCAC has been the game changer in the battle against the New People’s Army and their allied and front organizations. Because of the NTF-ELCAC, the NPA has been strategically defeated with its last remaining nine weakened guerilla fronts with around 1,000 remaining armed members scattered in remote areas. Peace is finally within our reach,” NSC Asst. Director General Jonathan Malaya said.

SENATOR Francis Escudero yesterday expressed hope that the intent of the special body on human rights formed by President Ferdinand Marcos Jr. will truly be implemented “down the line.”

“It will not only help erase human rights issues against the ‘previous’ Marcos but against the previous administration and the country in general,” Escudero said.

Senate Minority Leader Aquilino Pimentel III said establishing the special body on human rights body is a “good idea.”

“I support the initiative’” he said.

Senate Majority Leader Joel Villanueva thanked the President for placing the protection of human rights as a top priority.

“Human rights are primordial, and every Filipino citizen deserves to have them upheld and protected as enshrined in our Constitution.”

Villanueva added that he and his colleagues have advocated for an increase in the budget of the Commission on Human Rights this year to enhance their capacity-building initiatives.

President Marcos earlier ordered the creation of a “Special Committee on Human Rights Coordination” to carry out Administrative Order No. 22 which aims to enhance the mechanisms for the promotion and protection of human rights in the Philippines.

The special committee is chaired by the Executive Secretary and co-chaired by the Department of Justice (DOJ) secretary with the Department of Foreign Affairs (DFA) and the Department of Interior and Local Government (DILG) secretaries as members.

“The Supreme Court never said that the NTF-ELCAC is a notorious redtagger. In fact, the NTF-ELCAC is not a party to the case nor was it impleaded so why it is now being linked to this decision boggles the mind? It’s non sequitur,” Malaya said.

He also said that President Ferdinand Marcos Jr. will never abolish a task force that has been very successful in bringing peace and development to remote areas of the country.

“In the last NTF-ELCAC meeting in Malacañang, the President, as task force chairperson was very happy with the achievements of the NTF-ELCAC. In fact, he directed the task force to Immediately implement Amnesty Program, increase financial support to the 846 barangays under the NTF-ELCAC’s Barangay Development Program, and directed the Cabinet to study the task force’s 20242028 Roadmap,” Malaya said.

“Does that sound like the NTF-ELCAC will be abolished? I don’t think so,” he added, He added that in the decision, the SC explained that it is “not making a categorical ruling on the merits of the writ of amparo. Ultimately, the RTC must determine the relevance and consistency of the evidence presented by both parties.”

THE House of Representatives has approved on second reading a bill that repeals the 64-year-old widwifery law. The lower chamber led by Speaker Ferdinand Martin G. Romualdez passed House Bill 10079 or the Philippine Midwifery Act that proposes to strengthen the regulatory and professional practice of midwifery. Once enacted, it will repeal Republic Acts 2644 or the “Philippine Midwifery Law,” and 7392 or the “Philippine Midwifery Act of 1992.” Rep. Salvador Pleyto Sr, principal author of the bill, thanked the House leadership for supporting the measure.

“There is a need to address the challenges in the midwifery profession to become well-equipped and highly-skilled in offering quality healthcare services for the Filipino people locally,” Pleyto told his colleagues in plenary session.

REP. Wilbert T. Lee of AGRI party-list group on Monday welcomed the arrest order issued by the Valenzuela Metropolitan Trial Court Branch 109 against officials of Allied Care Experts (ACE) Medical Hospital in Valenzuela City who were allegedly involved with “palit-ulo” scheme.

“Palit-ulo” is the illegal hospital detention of relatives of deceased patients and the refusal to release the death certificate and other relevant medical documents due to unsettled bills of the patient, forcing those detained to find a replacement before

they are allowed to leave the premises of the hospital.

Lee, who earlier filed House Resolution 1674 to probe “palit-ulo,” said the arrest order was a “good development.”

“Someone should be held accountable immediately in this demonic practice so this has to stop and never happen again. Those responsible should be imprisoned. Think about it: a person whose loved one has died and is mourning and yet put the dead relative under hospital arrest,” Lee said.

TO address the rising cases of motorcycle crashes and promote better discipline among riders, the Metro Manila Development Authority (MMDA) has opened an academy in Pasig City in collaboration with the Land Transportation Office (LTO). The MMDA said motorcycle crashes have increased in the National Capital Region from January to March this year, with 4,068 cases reported thus far. In 2022, authorities documented a total of 26, 599 road motorcycle-related mishaps—up from 31, 186 the previous year. MMDA chairman Romando Artes signed an agreement with the LTO for the accreditation of the MMDA Motorcycle Riding Academy and its facilities as a

Practical Driving Examination Center. Under the agreement, riders enrolled in the academy must be able to perform the following motorcycle maneuvers: serpentine maneuver, left turn and stop in the box, cone weave and U-turn, and acceleration and sudden braking.

AGROUP of legislators on Monday urged the Department of the Interior and Local Government (DILG) to support a measure resetting next year’s Barangay and Sangguniang Kabataan elections (BSKE) to 2026.

THE House of Representatives on Monday began its plenary debate on a bill amending the Rice Tariffication Law (RTL) to include sufficient safeguards in restoring the power of the National Food Authority (NFA) to stabilize rice prices and regulate the supply of the staple food.

As this developed, Rep. Mark Enverga of Quezon sought to allay concerns raised by his Senate counterpart, Sen. Cynthia Villar, regarding the grant to the NFA the authority to directly import and sell rice.

Enverga stressed that such actions would only trigger emergency situations.

“Before, the NFA had monopoly in terms of rice imports, they had monopoly in terms of regulation. I would like to assure our counterparts in the Senate that this is a different scenario. In fact, very limited ang kanilang (NFA) magiging presence dito (their

presence here will be very limited) —only in case of emergency situations and importation is merely a last resort,” Enverga said during a press conference at the House of Representatives.

Villar, chair of the Senate Committee on Agriculture and Food, had expressed opposition to reinstating the NFA’s authority to import and sell rice, citing concerns about corruption and questioning the agency’s commitment to safeguarding the welfare of rice farmers and consumers.

While acknowledging Villar’s concerns, Enverga stressed the necessity of entrusting the NFA with its technical expertise and the critical function of price stabilization.

“I think NFA is the rightful agency or administration that could handle this matter, especially the price stabilization function,” Enverga explained.

A BICOLANO lawmaker on Monday hailed President Marcos’s fresh commitment of ample funding to fast-track the Philippine Coconut Authority (PCA) program to plant 100 million coconut trees by 2028, Rep. “Spending big on the proposed CPRP (coconut planting and replanting project) of the PCA, which aims to plant 100 million coconut trees by the time the President leaves office in 2028, is pivotal to the goal of the

Because the last BSK elections were held in October 2023, the incumbent officials will serve for only two years if the next balloting would be done as originally scheduled in 2025.

The shortened term “actually contravene(s) the three-year term of office for these elective officials” as mandated by the 1987 Constitution and the 1991 Local Government Code, the lawmakers said.

BBM’s options on ICC

AFTER the Department of Justice briefed President Marcos Jr. on the legal options open to him if he were to make the country rejoin the International Criminal Court established by the Roman Statute, BBM now is in a quandary in case the ICC would issue a warrant of arrest, possibly by midyear, on former President Rodrigo Duterte and other personalities, including his daughter Vice President Sara Duterte, concurrently Secretary of Education.

The other personalities involved are Senator Ronald “Bato” dela Rosa, then Philippine National Police Chief during the six-year bloody and brutal war by Duterte, Oscar Albayalde, the PNP Chief after de la Rosa became a senator, and others involved in that war against illegal drugs.

The other options of course would involve the political implications that could ensue because rejoining the Rome Statute could mean the breakup of the UniTeam Alliance between BBM and the Dutertes, fragile as it is, with the former President accusing BBM of being a drug taker, worsened by rallies in Davao City, joined in by Duterte and daughter where BBM was claimed to be drug taker, Santa Banana!

It has been claimed the ICC investigators had been able to come to the Philippines without the permission of the Marcos administration to investigate Duterte’s alleged crimes against humanity and violations of human rights during that brutal and bloody war against illegal drugs.

It will now be President Marcos Jr.’s job to decide whether or not the Philippines will rejoin the Rome Statute from which Duterte had withdrawn in 2019.

President Marcos Jr. had always been strong in his stance the ICC has no jurisdiction in the Philippines, having withdrawn membership from the Rome Statute.

To him, it will now be a big question whether or not to rejoin the Rome Statute and allow the entry of the ICC to serve that warrant of arrest.

I cannot second-guess what BBM will do considering all the legal and political options that would ensue. . Santa Banana, it would definitely be a choice between a rock and a hard place!

WASHINGTON, DC -- Anyone who missed the dazzling auroras dancing across night skies earlier this weekend will get another chance Sunday evening, as the powerful geomagnetic storm hitting the Earth is expected to intensify yet again.

“Several intense Coronal Mass Ejections are still anticipated to reach the Earth’s outer atmosphere by later today,” the US National Weather Service said.

Those ejections -- expulsions of plasma and magnetic fields from the Sun, known as CMEs or coronal mass ejections -- have since Friday produced spectacular celestial shows across swaths of the Earth, far from the extreme latitudes where the auroras are normally seen.

(Editor’s note: A coronal mass ejection is a significant ejection of magnetic field and accompanying plasma mass from the Sun’s corona into the heliosphere. CMEs are often associated with solar flares and other forms of solar activity, but a broadly accepted theoretical understanding of these relationships has not been established.).

PORTO ALEGRE, Brazil – River levels rose again Sunday (Monday in Mnila) as strong rains lashed waterlogged southern Brazil, where flooding has killed 145 people and forced hundreds of thousands from their homes. Residents of the state of Rio Grande do Sul were bracing for more misery from the new rains, after two weeks of downpours saw rivers burst their banks, swallowing up towns and parts of the regional capital.

More than two million people have been affected by the deluge, which experts link to climate change exacerbated by the El Nino weather phenomenon.

The levels of “practically all the major rivers in the state are tending to rise,” state authorities said Sunday.

The probability of further flooding is “very high” in most regions of the state, according to the National Center for Monitoring and Warning for Natural Disasters (Cemaden).

A total of 132 people have been reported missing and 619,000 have been forced from their homes, civil defense officials said in an update Sunday evening.

The new threat comes as rescue operations are still underway, with some 130 people missing, while more than 619,000 were forced to leave their homes.

Japan to begin online booking for Mount Fuji

TOKYO – An online booking system for Mount Fuji’s most popular trail was announced on Monday by Japanese authorities trying to fight overtourism on the active volcano. Japan’s highest mountain has become increasingly crowded during the summer hiking season, raising concerns over safety and environmental damage.

To ease congestion on the Yoshida Trail, the preferred route for most hikers, the Yamanashi region is planning to cap daily entries to 4,000 people, who will be charged $13 each.

But to address some climbers’ fears that they will be rejected once the daily limit is reached, this year online bookings will also be introduced for the first time.

The system will guarantee people entry through a new gate, “allowing them to plan ahead,” Katsuhiro Iwama, an official from the Yamanashi regional government, told AFP.

Online bookings open on May 20 for the July-September hiking season. Each day at least 1,000 places will be kept free for on-the-spot entry.

Mount Fuji is covered in snow most of the year, but in the summer more than 220,000 visitors trudge up its steep, rocky slopes, many climbing through the night to see the sunrise. Some attempt to reach the 3,776-metre (12,388-foot) summit without breaks and become sick or injured as a result.

Australian man accused of crystal meth sale faces 20-year jail term

DENPASAR, Indonesia – An Australian man faces up to 20 years in prison on the resort island of Bali and a fine of more than $600,000 for allegedly attempting to sell crystal meth, police said Monday.

Indonesian police said the 49-yearold suspect -- named by his initials TAS and identified by Australian media as Troy Smith -- was arrested on April 30 at his hotel on the popular tourist island.

He was allegedly found with 3.19 grams of crystal methamphetamine and his wife, a foreign national only identified by her initials TIM, was also held but found not to be involved.

Smith was charged with a “drug transaction”, which means offering to sell or become a broker of narcotics, Ponco Indriyo, Bali police deputy director of drugs investigation told a news conference.

The charge carries a maximum prison sentence of 20 years and a fine of 10 billion rupiah ($622,000).

Smith was also charged with drug possession, which carries a lower maximum sentence of 12 years in prison and a maximum fine of 8 billion rupiah. AFP

TANAH DATAR, Indonesia – The number of people killed by flash floods and cold lava flow from a volcano in western Indonesia over the weekend has risen to 41 with 17 more missing, a local disaster agency official told AFP Monday.

Hours of heavy rain caused large volcanic rocks to roll down one of Indonesia’s most active volcanos into two districts on Sumatra island Saturday evening, while flooding inundated roads, homes and mosques.

“Data as of last night, we recorded 37 dead victims... But from this morning it has grown again, the figure reached 41 (dead),” Ilham Wahab, West Sumatra disaster mitigation agency official, told AFP. Rescuers were searching for 17 still missing, three in Agam district and 14 in Tanah Datar, both the worst-hit areas of the flood and home to hundreds of thousands of people, he said.

Meanwhile, a volcano in eastern Indonesia erupted on Monday, spewing a huge ash tower more than five kilometers into the sky after authorities raised its alert level to the second-highest last week.

No damage or casualties were immediately reported but images showed a column of ash soaring into the sky on Halmahera island in North Maluku province. Authorities said it reached more than five kilometers above the volcano’s peak, one of the biggest eruptions in recent months.

RUSSIA has said it had captured four more villages in Ukraine’s Kharkiv region, as thousands of residents were evacuated from the offensive in an area where Russian troops were repelled in 2022.

President Volodymyr Zelensky said “fierce fighting” was under way and governor Oleg Synegubov said “all areas” of the regional border with Russia were now “under enemy fire almost around the clock”.

In Moscow, Russian President Vladimir Putin replaced defense minister Sergei Shoigu, in what would be a major shake-up of the military leadership.

Across the border in the Russian city of Belgorod, emergency services said 15 people were killed when a residential building was hit by a Ukrainian missile after it was intercepted by air defenses.

BASEBALL is undoubtedly the leading pastime in Japan.

The Asian country’s national team is world caliber and a powerhouse in the region since last century, when the Philippines used to be in the continent’s Top 4 along with South Korea and Chinese Taipei.

But time flew as fast as the speed of a homerun hit as the Japanese, Koreans and Taiwanese reached the status as baseball powers in the world stage, while Filipinos were left reigning in their regional kingdom of Southeast Asia.

But the new leaders of the sport in the Philippines want more.

They’re now moving heaven and earth to regain the country’s glory in baseball and put it once again in the Asian map of competition in the near future.

Barely-there has become our brand of basketball.

And then all of a sudden, an awakening, a resurgence.

It’s like many mid-40s men collectively decided to wake up from slumber and torpidity and return to playing basketball again. They even have a name for it: Balik laro.

Don’t mistake it for Sunday Club -- a gathering of the elite few who never stopped playing basketball long after their speed, steady knees, and a thick head of hair have abandoned them. This is Division A basketball for older men, who never went pro. Balik laro, on the other hand, is a reintegration program. It is the shallow water you wade into; if you ever want to rediscover your sea legs, this is where you will find it, if it is still inside you.

But why do we -- the mid-40s men -- go back to playing basketball?

This is a sport that demands skills many of us no longer have, and we’re better off playing darts, billiards, or badminton.

Try to jump higher and you’ll hurt your back. Try to run faster and I guarantee you, you will feel it in your knees and ankles when you go to bed that night, the pain undeterred by your cold compress, your heat pack, or your post-game massage, even if you spent half a bottle of Omega. We weren’t very good at our peak, and now in our mid-40s, we didn’t get any better; we are not even good at not having it our way - half the time spent on the court is arguing with the refs, and all that frustrated jawing is actually what got us tired, not the running back on the defense many of us - if not all of us - participated very poorly in.

So why do we still play basketball? It has become much harder to play, now that our lateral movement is snail-paced and our verticals feel like our feet hardly

left the floor. It is torture, and we look like sweaty masochistic middle-aged men because we pay for this abuse with our own hard-earned money.

Yes, we are no longer those shameless young boys who knock on neighbors’ doors with solicitation letters in hand, guilting them with the idea that supporting sports activities will keep us away from drugs when in truth we just want to get free basketball uniforms.

Now, the mid-40s men spend thousands of pesos on basketball shoes named after NBA players we’ll never be able to imitate, but we’ll still convince ourselves we always hit nylon like Kevin Durant or dribble like Kyrie Irving or do a graceful fall-away jumper like Michael Jordan.

We also buy apparel and accessories - sleeves, knee support, shoulder support, headband, leg compression, and ankle support; we used to wear these before for porma only, but now, it is a necessity. And none of us mid-40s men will go to all the trouble of suiting up just so our near-pristine, kept-in-the-box basketball shoes can get scratched and dirtied playing on a kalye court with cracked, uneven pavement carpeted with dust or dried mud, depending on the time of the year. No sir -- we pay an hourly rent to use basketball courts, and we cannot participate in a balik laro tournament without paying an entrance fee.

Djokovic to undergo scans after Rome exit

ROME—Novak Djokovic described his shock third-round elimination from the Rome Open by Alejandro Tabilo on Sunday as “concerning”, two days after he was hit on the head by a bottle which he said has caused nausea and dizzy spells.

Djokovic’s bid for a record-extending 41st Masters 1000 title was ended in just over an hour by Chilean Tabilo, who is ranked 32nd in the world and claimed his first win over a top-10 opponent, 6-2, 6-3.

The 24-time Grand Slam winner said that his subdued performance on a court where he has won six titles might have been due to the blow suffered while greeting fans on Friday night. He had initially laughed off being accidentally struck on the head by a hard water bottle following his straightforward second-round win over Corentin Moutet, by wearing a cycling crash helmet to training on Saturday morning.

“I don’t know, to be honest. I have to check that. Training was different. I was going for kind of easy training yesterday. I didn’t feel anything, but I also didn’t feel the same,” Djokovic told reporters.

“Today under high stress, it was quite bad -- not in terms of pain, but in terms of this balance. Just no coordination. Completely different player from what it was two nights ago.”

Djokovic also said that he would have scans to “see what’s going on” before the French Open in Paris, where he will head not just worried by the after-effects of the bottle incident but also his form.

‘Different player’

The last time Djokovic got to Roland Garros without a title to his name that season was in 2018, when his first honour of the campaign came at Wimbledon. With the French Open getting underway in two weeks and where he is the defending champion, Djokovic admitted that “everything needs to be better in order for me to have at least a chance to win” a 25th Grand Slam.

Playing as a duo for the first time, Agra and Gumulya hurdled the best in Asia, including Chinese pairs Michelle Wu and Shaiya Chaiu whom they beat, 6-0, 6-4 in the finals of this tournament sanctioned by the Federación Internacional de Pádel, the world governing body for the sport of padel.

Padel Pilipinas, headed by Sen. Pia Cayetano, is the governing body for the sport in the Philippines and recognized by the Philippine Olympic Committee.

in the APPT ranking following their victory.

Guermali, a Fil-Morrocan runner competing for the first time here, won his second gold medal after he ruled the men’s 1500 meter run, making his decisive moves in the final lap, to get past national team member Sonny Wagdos.

The 29-year-old Guermali, who earlier topped the men’s 5000 meter run for his first gold, overtook Wagdos in the last 400 meters, to finish first in three minutes and 53.26 seconds.

“It came down to the last lap. It was fast. It was both my first time running in two events here. It was fun,” said Guermali, who now prepares for the Seiko Grand Prix in Tokyo this weekend.

Spectrum runner Dhem Monton landed second in 3:54.60, while Wagdos settles for third, in a close finish with Monton at 3:54.63.

Nicolas, a Fil-Am standout from San Jose, California, was 10 cms short of her personal best, claiming the gold in 3.7 meters.

Kawachi, an Ateneo standout who recently set a record in the University Athletic Association of the Philippines, was second at 3.4 meters, far from her

3.61 meter mark in the UAAP meet last November.

Ruzol, a University of Santo Tomas student-athlete, jumped higher from her UAAP-bronze medal winning feat of 3.10 to a better 3.3 meters.

Nicolas said she felt the pressure, with the absence of retired rival Natalie Uy, and with Kawachi and Ruzol stepping up.

“It must be the pressure with Natalie not here, and me filling in her shoes. But I did pretty well,” said Nicolas, whose family from San Pedro, Laguna migrated to the United States when she was 10.

Inc. (ICTSI), a port development company led by businessman Enrique Razon Jr., said Monday it is investing $800 million to build a new international container terminal in Bauan, Batangas.

ICTSI said the new terminal would be the largest privately-funded marine terminal investment in the country’s history and would ultimately be the second-largest container facility after the Manila International Container Terminal (MICT) in the Port of Manila.

The company said with design and engineering studies well underway, it would begin construction in the first quarter of 2025.

The terminal, whose first berth is

scheduled for completion by end2027, is seen to become a catalyst for economic growth across Southern Luzon, creating jobs and accelerating regional development. It is also expected to play a role in providing the marine handling needs required by the country’s renewable energy transition strategy for Southern Luzon.

Upon completion, the terminal will feature up to 900 meters of quay and at least 8 ship-to-shore gantry cranes and an estimated capacity of over 2

million TEUs (twenty-foot equivalent units) per annum.

“The new terminal represents a significant leap forward for Southern Luzon. We are building a world-class facility that will unlock a wave of economic benefits for the region and the country,” said ICTSI executive vice president Christian Gonzalez.

“It will create new employment opportunities, improve the quality of life for our host communities and the industries located around the terminal, and solidify Southern Luzon’s position as a key player in global trade,” Gonzales said.

Gonzalez said the new terminal complements ICTSI’s strategy of providing a national network of ports with ICTSI’s brand of operational synergy to further improve the country’s supply chain and competitiveness in global trade.

LIVELIHOOD AID. Five indigenous peoples (IP) associations in the towns of Impasugong and Manolo Fortich, Bukidnon receive P500,000 worth of livelihood projects from Hedcor, a renewable energy subsidiary of Aboitiz Power Corp. and Aboitiz Foundation Inc. Cebu Pacific set to finalize $12-b aircraft deal in Q2

CEBU Pacific said Monday it expects to finalize a deal worth more than $12 billion within the second quarter to acquire 100 to 150 narrow-bodied jets, translating into a 9-percent annual increase in seat capacity by 2027.

Cebu Pacific chief finance officer Mark Cezar said the company is in the final stages of coordination with both Airbus and Boeing on the request for proposal for 100 to 150 narrow-bodied jets.

“We expect to announce the results by the second quarter of the year,” Cezar said.

He said the order is expected to result in a 9-percent compounded annual growth rate on seats beginning 2027 when it anticipates initial deliveries to commence.

Cezar said, however, the delivery schedules are still under discussion.

The airline operates one of the youngest fleets in the world, with its diversified fleet mix of 74 aircraft enabling the widest network coverage in the Philippines.

It has six Airbus 330, 33 Airbus 320, 19 Airbus 321 and 16 ATR turboprop aircraft.

Cebu Pacific flies to 35 domestic and 25 international destinations across Asia, Australia and the Middle East.

The airline posted a net income of P2.24 billion in the first quarter of 2024, up by nearly 108 percent from P939 million in the same period last year.

Cebu Pacific generated P25.3 billion in revenue in the first three months, a 21-percent increase from the previous year.

The Ophthalmologist Magazine named Dr. Robert Edward Ang, director of the AEI’s Cornea and Refractive Surgery Service, the lone Filipino among 100 eye physicians that make up its 2024 Power List.

Ayala’s renewable energy arm unveils plan to develop Texas wind project

ACEN Corp., Ayala Group’s listed energy arm, said Monday its subsidiaries are investing in a 165.6-megawatt wind project in Texas, United States.

ACEN said in a disclosure to the stock exchange the board of its subsidiary ACEN International Inc. approved on May 10 the acquisition of and investment directly by ACEN International or through an affiliate in the Hackberry Wind Project in Shackelford County, Texas.

The company said the transaction is subject to finalization of commercial terms, satisfaction of agreed conditions precedent and execution of de-

finitive documentation.

“Such acquisition and investment are intended to be made by UPC Power Solutions LLC, the existing US joint venture company of ACEN USA LCC, PivotGen and UPC Wind and Solar Investments, LLC,” ACEN said.

UPC Power Solutions received US regulatory approval for the acquisition of eight operating wind projects in Texas last year. Established in April 2022 UPC Power focused on acquiring operating wind projects in the US and exploring strategies for extending useful life and enhancing performance through preventative maintenance and new investment.

Stocks climb; peso closes at 57.86 a dollar

PHILIPPINE stocks rebounded Monday, but the peso fell as investors anticipate a slower US inflation rate that may lead the Federal Reserve to cut its interest rates.

The 30-company Philippine Stock Exchange index jumped 92.32 points, or 1.42 percent, to close at 6,604.25, while the broader all-shares index added 30.63 points, or 0.88 percent, to reach 3,507.76.

REFLECTING on our class discussion on sustainable development and the impactful TED Talk by Greta Thunberg entitled, “The Disarming Case to Act Right Now on Climate Change”, I find myself standing at the crossroads of awareness and action. Greta’s powerful statement, “The climate crisis has already been solved. We already have all the facts and solutions … all we have to do is to wake up and change.”

In our discussion, we looked into the definition of sustainable development as meeting the needs of the present without compromising the ability of future generations to meet their needs. Hans Sy of SM emphasized that sustainability is not merely an option for businesses but an imperative decision. The numerous challenges facing our world today – poverty, inequality, global health risks, natural disasters, environmental degradation, freshwater scarcity, and climate change – highlight the urgent need to embrace sustainable practices. The urgency of the climate crisis cannot be overstated, and it is upon us to act now.

Greta Thunberg’s TED Talk provided a stark reality check, emphasizing the need for immediate and tangible actions to combat climate change. Her call to start taking preventable actions and holding rich countries accountable for reducing emissions resonated deeply with me. The lack of awareness about environmental injustices, coupled with the indifference of those who are aware, has fueled my sense of responsibility. One of the key takeaways from the class discussion was the 12 sustainability mindset principles, categorized into four quadrants: Ecological Worldview, Systems Perspective, Emotional Intelligence, and Spiritual Intelligence. Reflecting on Greta’s message, I see a harmonious alignment with these principles, guiding personal and collective action. Greta’s plea for awareness and responsibility echoes the principles of ecological encompassing—understanding the interconnectedness between nature and humanity. Her emphasis on the lack of policies and restrictions for industries aligns with the protective or restorative action under the ecological quadrant, highlighting the competency needed to drive change. In addition, Greta’s call for a shift in consumption, particularly reducing meat and dairy consumption, aligns with the sustainability mindset principles of emotional intelligence. It emphasizes the importance of reflection, selfawareness, and creative innovation in fostering a sustainable lifestyle. In my daily life, I have already taken steps like choosing sustainable products, practicing responsible consumption, which includes upcycling clothes, retaining a functional phone instead of immediately replacing it, and cultivating a mini garden at home.

Building on these practices, I pledge to deepen my ecoliteracy by continuously seeking knowledge and understanding of sustainable practices. I will explore new ways to minimize my impact on the environment, making informed choices that align with sustainability principles. I pledge to continue practicing conscious consumerism that involves scrutinizing the products I buy, opting for sustainable alternatives.

Greta’s emphasis on the role of individuals in effecting change aligns with the principle of long-term thinking within the Systems perspective. I recognize the need to adopt a holistic view of sustainability, understanding that my choices today impact the well-being of future generations. This awareness motivates me to support and vote for leaders who prioritize environmental issues and advocate for sustainable policies.

The concept of Ikigai further resonates with Thunberg’s message. Finding one’s purpose at the intersection of passion, skills, societal needs, and the environment is crucial in the context of climate action. Thunberg’s dedication to her cause shows the impact individuals can make when they align their purpose with the world’s pressing needs. Moreover, the discussions on sustainable development and the enlightening TED Talk by Greta Thunberg have changed my perspective on climate change. It has inspired a commitment to actively contribute to the solutions rather than being a passive observer. I am motivated to vote for leaders who prioritize climate action, advocate for environmental justice, and actively participate in movements and organizations dedicated to sustainability.

Reflecting on Thunberg’s TED Talk has deepened my understanding of the urgency of climate action and ignited a personal commitment to live more sustainably and inspire others to do the same. It’s not just about waking up to the reality of the climate crisis; it’s about awakening to the responsibility we all bear in shaping a more sustainable and equitable future.

HE Philippine government asked the Asian Development Bank (ADB) to increase its support for physical and digital infrastructure and capacity building for micro, small and medium enterprises (MSMEs).

The Philippines, during the recentlyconcluded ADB annual meeting, outlined its key areas of focus for collaboration with the Manila-based lender, which focuses on digitalization, infrastructure development, human capital enhancement and MSMEs.

These key areas are to be endorsed by the ADB board and integrated into its 2024-2029 Country Partnership Strategy (CPS) for the Philippines.

Data showed that as of Dec. 31, 2023, the ADB was the Philippines’ second-largest official development assistance (ODA) partner with total ODA commitments of $11.40 billion.

The Marcos administration has secured $4.48 billion in ODA loan financing from the ADB for priority programs and projects for business and employment, agriculture, inclusive finance, domestic resource mobilization and infrastructure development.

Some of the bank’s big-ticket projects in the Philippines are the Malolos-Clark Railway Project (MCRP),

Landfill closure puts Central Luzon in garbage crisis

THE government’s plan to close the largest waste disposal facilities in Central and Northern Luzon before the end of the year has raised fears of a massive garbage crisis in the two regions.

Local government leaders, business and industries and economic zones are set to stage a protest rally against the plan of the Bases Conversion and Development Authority to close down the Kalangitan sanitary landfill in Capas, Tarlac.

BCDA and unit Clark Development Corp. (CDC), the principal proponents of the 25-year contract with Metro Clark Waste Management Corp. (MCWMC), are not inclined to extend nor renew the

agreement that expires in October.

The government said engineered sanitary landfill builder and operator MCWMC should immediately cease its operations.

Local government officials first raised their alarm during a meeting called by the National Solid Waste Commission, where the Environmental Management Bureau of Region 3 reported the planned closure of Kalangitan waste disposal facilities as advised by CDC officials. Central Luzon alone is home to 12 million people.

WATER and power companies started implementing their contingency plans to ensure water security in response to the supply shortage caused by El Niño.

In a recent virtual briefing convened by the Philippine Disaster Resilience Foundation (PDRF) for its private sector partners, experts from the water and power sectors shared their plans and strategies for addressing these challenges and what to expect in their service amid El Niño and the onset of La Niña.

Manila Water Co. Inc.’s initiatives include strict enforcement of allocation protocols, deployment of mobile treatment plants and continuous monitoring of dam levels.

Maynilad Water Services Inc, meanwhile, stressed innovation with a new treatment plant in Parañaque, while Aboitiz Infra Capital leverages technology with its Smart Water Network to optimize operations and conserve resources.

In preparation for the more severe impact of El Niño outside Manila, Manila Water Ventures Philippines activated its business continuity plans and is exploring other water sources to ensure the sustainability of water supply and optimize its network operations.

SM Supermalls of SM Prime Holdings Inc. has unveiled the company’s largest self-used rooftop solar photovoltaic (PV) system to date at SM City in Santa Rosa, Laguna, installed across over two hectares of the mall’s building.

The milestone of scaling the company’s efforts towards energy efficiency reaffirmed SM Prime’s commitment toward building for a sustainable future as it progresses towards its net-zero ambition by 2040.

The solar PV system at SM City Santa Rosa, which has recently received the certificate of compliance (COC) from the Energy Regulatory Commission (ERC), is composed of 5,772 panels at 3.088 MWp capacity. It has an annual solar energy production of up to 4.292GWh. The installation of the solar PV system at SM City Santa Rosa will power 15 percent of the mall’s energy consumption needs.

SM Supermalls first started installing solar PV systems in 2014 at SM City North EDSA—the first mall in the Philippines to harness solar energy. In 2016, the solar power facility in SM Mall of Asia with twice the capacity of SM North EDSA was installed.

Sustainable forest management remains a UN goal

THE 19th session of the UN Forum on Forests (UNFF19) opened last week with focus on achieving Global Forest Goals and increasing progress towards sustainable development by 2030.

The UNFF serves as a body under the UN Economic and Social Council (ECOSOC) and aims to support the goals of the International Arrangement on Forests (IAF) and to advance other international forest-related instruments, processes, commitments and objectives.

At the forum’s opening ceremony, Juliette Biao, director of the UNFF Secretariat, said the world currently faces numerous natural disasters, worsening

climate change as well as conflict, growing poverty and unemployment, among other crises.

She said making a difference amid these global challenges can be achieved by meeting Global Forests Goals (GFG) by 2030. However, they remain off track.

To get back on target, Ms. Biao said countries need to “bolster political commitment and partnerships” in support of the GFGs.

“We want a world where all types of forests are sustainably managed. A world where healthy forests are recognized as powerful nature-based solutions to most of the sustainable development challenges we face today,” she said. UN News

Soil doctors teach remedies to recharge lands, boost farm production

In the training course, soil doctors learned to conduct field assessments and make informed decisions to treat various soil problems. Educational soil test kits—tools to assess soil condition— distributed by the program, enabled the trainees to tackle soil fertility issues and optimize soil health.

One of these certified soil doctors is Davlatova Farishta. According to her, the main difficulties faced by farmers in her district are delayed access to fertilizers and their high cost.

“The Global Soil Doctors Program educates farmers about other ways to nourish plants without relying solely on fertilizers,” she explains.

With the education and tools from the program, Davlatova is now helping other farmers to visually diagnose their soils and learn to implement crop rotation with leguminous species and incorporate plant residues to enhance soil organic matter instead of just using synthetic fertilizers.

In an effort to tackle soil infertility—a main

concern in the Savannakhet province of Lao PDR— FAO provided training on enhancing soil organic matter, understanding soil pH and recognizing the presence of volcanic ash, crucial factors that affect nutrient supply in plants. Having this knowledge means farmers can correctly diagnose and treat their land’s soil problems.

Sisavath Keochaleunsouk, a soil doctor, is utilizing a crop rotation system on his farm to produce crops year-round. He shares, “We sow watermelon during the dry season, and we cultivate rice during the rainy season. Now we understand that we need to rotate our crops because our soils lose their productivity over time.” With the knowledge and skills from the training course, he is learning to better understand how to enhance soil nutrient availability. In addition to watermelon, he will now include other crops and add organic fertilizers.

With a hundred soil doctors already trained and sharing their knowledge, the program in Lao PDR is expected to reach 1 000 farmers in 50 more villages.

Harnessing solar energy as a clean and renewable source of energy, SM Supermalls has reduced reliance on the power grid, which is helpful during times when rising electricity demand is caused by increased temperatures.

SM Supermalls is also part of the Interruptible Load Program (ILP) of the Department of Energy that provides 110 megawatts of power for communities across the Philippines. Its 56 malls use their own generator sets instead of relying on the power grid, which has proven helpful when there are local power interruptions and supply needs to be rationed.

SM has the largest contribution among the private sector with SM Mall of Asia providing the highest committed capacity at 15.92MW for the program.

All 85 malls of SM Supermalls are energy efficient. Every mall maximizes natural lighting, through skylights and windows, and all malls have used LED lighting since 2018, ensuring energy efficiency.

THE Philippines and Canada unveiled a new climate change adaptation program that leverages nature to minimize climate impacts.

The Philippines-Canada Partnership on Nature-based Solutions (NbS) for Climate Adaptation (PCP4NbS), an initiative led by Forest Foundation Philippines in partnership with the Embassy of Canada, seeks to enhance the climate resilience of communities, empower women and ensure that the strategies implemented benefit natural resources and promote healthy ecosystems.

PCP4NbS will pilot good practices on nature-based solutions (NbS) in the Philippines by improving the knowledge base for evidence-based decision making, creating platforms for learning exchange and capacity enhancement, and conducting research on the nexus between biodiversity, gender, and climate adaptation.

The program will also develop learning modules and implement genderresponsive, community-based NbS, and co-create policy recommendations to mainstream NbS for climate adaptation. These solutions not only address climate challenges but also provide valuable ecological services.

NbS are cost-effective actions that protect, regenerate and enhance ecosystems while responding to the needs of the community and safeguarding biodiversity.

The four-year program aims to utilize these solutions by collaborating with communities, civil society, government agencies, private sector and other stakeholders.

This will involve jointly identifying and implementing innovative NbS initiatives tailored to address environmental and social challenges of climate-vulnerable communities in both terrestrial and coastal areas. Implementation will be supported by a robust monitoring and evaluation framework to ensure that resources will be maximized towards achieving the program’s goal.

Canada has committed P332 million for program implementation. It will be managed by Forest Foundation Philippines to support local organizations in implementing holistic, community-based, and genderresponsive initiatives based on NbS principles.

overtook them on the next day with a come-from-behind win and adept strategies. On third and fourth ranking were Cariño of Monchu Garcia and Captain Napoleon of Napoleon Paterakis, respectively.

Most of the participants of the Punta Fuego Regatta are business leaders belonging to the country’s elite and influential circle by day.

On weekends or when they have spare time, they become seafarers who are devoted to

this invigorating water sport in the open seas, giving them a sense of freedom and pleasure no other sports can. ‘Kingdom’ swings to top spot

RILLANTE Mendoza’s crime drama, Pula, on Netflix, has sparked a buzz about a third-class municipality in Oriental Mindoro. While the film has garnered mixed reviews, its undeniable success on the platform has thrust Pola, the film location, into the spotlight.

Pula quickly climbed the charts, reaching the number one spot on Netflix’s top 10 movies in the Philippines upon its release on May 3. This unexpected popularity has brought joy to Pola’s mayor, Ina Alegre, who was also part of the film alongside Coco Martin and Julia Montes
