THE Philippine economy grew at a moderate pace in the first quarter of 2024, expanding by 5.7 percent, according to the Philippine Statistics Authority (PSA).
This is an improvement over the previous quarter of 5.5 percent, but slower compared to the 6.4 percent in the first quarter of last year.
The latest gross domestic product (GDP) figure, however, fell short of the government’s target range of 6 per-
cent to 7 percent for the year.
The PSA said the main contributors to the first quarter 2024 growth were: financial and insurance activities, 10 percent; wholesale and retail trade; repair of motor vehicles and motorcycles, 6.4 percent; and manufacturing, 4.5 percent.
National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan said the economy continues to demonstrate remarkable resilience and growth despite the challenges on both domestic and international fronts.

SENATOR Raffy Tulfo, despite being a frontrunner in recent surveys for the 2028 presidential elections, on Thursday said he is not keen on seeking the highest elective position.
At the most, Tulfo said he is likely to seek reelection in 2028.

THE Department of Social Welfare and Development is seeking an automatic adjustment of cash grants for the beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps), Assistant Secretary for Disaster Response Management Group Irene Dumlao said on Thursday. She said the department has been working with the National Economic Development Authority (NEDA) and the Philippine Statistics Authority (PSA) to find an appropriate index to use for the automatic adjustment.
Earlier this year, President Marcos directed the DSWD, NEDA and PSA to study the current cash assistance given to indigents and recipients of the 4Ps to make these more responsive to economic shocks.
“Part of the directive of the President is for the DSWD, NEDA, and PSA to come up with a proposal to ensure that the cash grants are responsive to present socio-economic conditions and automatically adjusted even without legislation,” Dumalo said.
She also reiterated what DSWD Secretary Rex Gatchalian said that “adjusting the cash grants of 4Ps beneficiaries is not just timely but that it also preserves the value of the grants.”
The inflation rate has inched to 3.8 percent in April from 3.7 percent in March.
The 4Ps is a national poverty reduction strategy and human capital investment program of the Philippine government that currently caters to 4.4 million household beneficiaries nationwide. Under the program, beneficiaries receive their cash grants if they comply with the conditions of sending their children to school, bringing them to health centers for check-ups, and attending the monthly Family Development Sessions (FDS).
Based on the provisions of Republic Act 11310 or the 4Ps Act, cash grants given to qualified families for a maximum of 10 months a year include P300 a month for each child enrolled in daycare or elementary school; P500 a month for each child enrolled in junior high school and P700 a month for each child enrolled in senior high school. Each beneficiary household also gets P750 a month in health and nutrition grants and P650 monthly rice assistance.

According to Comelec, of the 1.69 million registered overseas voters, including OFWs, only around 600,000 or 35.5 percent actually voted in the last 2022 National and Local Elections.
While the poll body has shown progress in implementing internet voting for the 2025 midterm elections, Magsino also stressed in her speech the necessity of a specific statutory basis to solidify and support Comelec’s initiatives.

THE Civil Aviation Authority of the Philippines (CAAP) held its Third Coordination Meeting with the Civil Aviation Authority of Singapore (CAAS) on May 8, focusing on collaboration between the CAAP Air Traffic Service and the Singapore Area Control Centers.
The CAAP welcomed a delegation of seven Singaporean representatives, including Air Traffic Management senior chief Magnus Teo and Air Traffic Control Centre senior chief Yeo Khung Hui, along with officials from the Asia Pacific Regions, who will be in the country until Thursday, May 9.
CAAP spokesman Eric Apolonio said the two-day coordination meeting focuses on enhancement of airspace capacity, efficiency, and safety by updating the Air Traffic Management Contingency routes structure between Manila and Singapore’s Flight Information Region.
They also discussed the seamless transfer of datalink at the common FIR through the application of Next Data Authority.
“The Letter of Agreement between the Manila ACC and the Singapore ACC is set to be amended to incorporate new procedures which facilitate coordinated flight operations and to use certain spacing protocols,” Apolonio said.
Regular meetings between adjacent ACCs are convened annually or as required. The primary objectives of these meetings include enhancing cross-border coordination and air traffic control procedures, facilitating the implementation of Aviation System Block Upgrades, and upholding the commitments outlined in the Beijing Declaration.
Immigration operatives nab 3 Korean fugitives
THREE South Korean fugitives wanted for robbery in their country were arrested by Immigration agents in Cebu province.
The foreigners, identified as Han Jungwoo, Jo Woongje, and Lee Chihoon were nabbed in Talisay City, Cebu by elements of the BI’s fugitive search unit (FSU).
The suspects were facing charges of using sophisticated instruments such as tracking devices and surveillance cameras to secretly monitor their victims and obtain their passwords and personal information.
The data obtained were then used to breach security in the homes of their victims which they burglarized and robbed of properties worth more than 4.5 million won, or roughly US$3,300.

Manila Rep. Bienvenido Abante Jr. also cited the release by the Chinese Embassy in Manila of transcript of a phone call purportedly between a Philippine military official and a Chinese diplomat.
Abante filed House Resolution 1703 seeking the legislative investigation amid reports that more than 1,000 Chinese students have enrolled in schools in the northern province of Cagayan.
“By releasing the transcript, the Chinese government has tipped its hand and admitted that it may have the capacity to conduct illegal wiretapping operations in our country,” Abante stressed.
“This unacceptable and detestable action only serves to remind us of the need to review and improve our internal security measures,” he added.
“We must recognize that there is an ongoing disinformation campaign intended to sow doubt and disunity among our ranks. It is in this context
that we must carefully examine developments such as this unprecedented number of Chinese nationals who suddenly want to study in an area within close proximity of EDCA (Enhanced Defense Cooperation Agreement) sites,” the lawmaker said.
Abante also said he welcomed Speaker Ferdinand Martin Romualdez’s support to the measure.
The Speaker has given the green light for the inquiry. The alleged wiretapping, Abante said, raises questions about the risks of allowing large numbers of Chinese nationals to live and work in the Philippines.

THE Philippine Space Agency (PhilSA) has raised serious concerns about potential aviation and maritime accidents stemming from China’s rocket launched on Thursday morning. In an advisory on Thursday, PhilSA said it expected debris from the Long March 38/E rocket to have fallen within identified drop zones estimated at 28 nautical miles (NM) from the Rozul Reef and 38 NM away from Patag Island.
Both areas are within the country’s exclusive economic zones in the West Philippine Sea.
The rocket was launched from the Xichang satellite center in Sichuan, China at approximately 9:50 AM on Thursday, PhilSA reported.
Details of the rocket’s drop zone were disclosed through a Notice to Airmen, warning of aerospace flight activity.
PhilSA had previously disseminated a pre-launch report to pertinent government agencies and authorities.
While unburned debris such as boosters and fairings are typically designed to be discarded as rockets enter outer space, they pose potential risks to ships, aircraft, fishing boats, and other vessels passing through the drop zone, PhilSA said.
“There is also a possibility for the debris to float around the area and wash toward nearby coasts. Additionally, the possibility of an uncontrolled re-entry to the atmosphere of the rocket’s upper stages returning from outer space cannot be ruled out at this time,” it added.
PhilSA advised the public to report any suspected debris sightings to local authorities. It also warned against retrieving or coming into close contact with the materials, which may contain toxic substances like rocket fuel.
A similar warning was issued last May 3, concerning the Long March 5 rocket, which was launched from the Wenchang Spacecraft launch site in Wenchang, Hainan, China.

WHAT’S new in the West Philippine Sea?
Chinese embassy officials in Manila recently disclosed the Armed Forces of the Philippines Western Command had entered into an agreement with China on a “new model” to manage disputes over the Ayungin Shoal.
This agreement was supposedly approved by officials of the National Security Council and the Department of National Defense.
The embassy revealed all “communication and negotiation on this subject matter is kept on record in every detail by the Chinese side,” emphasizing these “are facts, not narratives or inventions.”
The statement claimed: “Thanks to the ‘new model,’ frontliners of both sides had guidance to follow on how to interact with each other, which made the resupply mission last Feb. 2 a smooth one.”
One of those resupply missions was described by the AFP Wescom spokesperson as “flawless” following the implementation of the new model.
National Security Adviser Eduardo Año reacted thus: “No one in the Philippine government is, nor have been, empowered nor authorized to enter into or commit to any sort of agreement, understanding, or arrangement – more so informal ones, by our President.”
He labeled the embassy’s claim as “fake news” and “disinformation.”
DND Secretary Gilbert Teodoro also denied the Philippines is a party to any new arrangement with China in relation to the disputed shoal.
He wondered why the disclosure came right after a quadrilateral meeting with the defense ministers of Australia, Japan, and the US that he attended in Hawaii last week.
We recall that Chinese Ambassador to the Philippines Huang Xilian paid a courtesy call on Teodoro at Camp Aguinaldo in Quezon City when the latter assumed the DND’s top post in July 2023. Teodoro insisted though that there was no discussion or briefing on this new model or even the “gentleman’s agreement” between former President Rodrigo Duterte and Chinese President Xi Jinping in 2016. Both Duterte and the Chinese Embassy have confirmed the existence of the ‘gentleman’s agreement’.
According to the embassy, the Philippines agreed not to deploy any of its aircraft or vessels beyond 12 nautical miles of Scarborough Shoal or its corresponding airspace, and would limit the fishing area of Filipino fishermen.
Embassy officials said they are confused because more and more questions are cropping up, such as: “Why does the DND refuse to properly manage maritime
differences through dialogue and negotiation? Why does the Philippine administration keep denying and resisting the understandings and arrangements?”
After admitting a ‘gentleman’s agreement’ was reached during the previous government under Duterte, the embassy claimed a “new model” was agreed upon during the administration of President Ferdinand Marcos Jr.
The key points of the “new model, according to Beijing, were:

Will the embassy release the transcripts of the discussions that led to the formulation of the new model?
Meanwhile, the world’s second largest bank, the Bank of America, warned a further deterioration in diplomatic relations between China and the Philippines could inflict serious economic damage to the Philippine economy in terms of trade, tourism, and investments.

Accomplishment billing not an actionable document
“[A] WRITTEN instrument or document is ‘actionable’ when an action or defense is based upon such instrument or document.
“While no contract… [may] be set up as [an] exhibit which is not the foundation of the cause of action or defense, those instruments which are merely to be used as evidence do not fall within the rule on actionable document[s]” (Young Builders Corporation v. Benson Industries, Inc., G.R. 198998, June 19, 2019).
“To illustrate, in an action to enforce a written contract of lease, the lease contract is the basis of the action and therefore a copy thereof must either be set forth in the complaint or its substance must be recited therein, attaching either the original or a copy to the complaint.
“The lease contract is an actionable document” (see Section 7, Rule 8; G.R. 198998, June 19, 2019).
“Any letter or letters written by the lessee to the lessor or vice versa concerning the contract should not be set forth in the complaint.”
“However, the 2019 Amendments to the Rules of Civil Procedure now requires that every pleading stating a party’s claims or defenses shall state, among others, the documentary evidence in support of the allegations contained in the pleading” (Section 6, Rule 7).
With the 2019 amendment, documents that are not actionable but material and relevant, and support the cause
of action or defense of a party, must be alleged and copies attached or annexed to the complaint or answer.
However, if a document qualifies as an actionable document, it must be pleaded in the manner provided in Section 7, Rule 8.
This means “the substance [of the actionable document must be] set forth in the pleading, and the original or a copy thereof attached to the pleading as an exhibit[; only] then [can] the genuineness and due execution thereof [be] deemed admitted[,] unless the adverse party, under oath, specifically denies them, and sets forth what he claims to be the facts…” (G.R. 198998, June 19, 2019)
On the contrary “a simple specific denial without oath is sufficient: ( 1) where the instrument or document is not the basis but a mere evidence of the claim or defense; (2) when the adverse party does not appear as a party to the document or instrument; and (3) when compliance with an order for an inspection of the original instrument is refused” (G.R. 198998, June 19, 2019).
In the case of Young Builders Corporation (YBC) v. Benson Industries, Inc. (BII), “[t]he complaint filed by YBC is an action for a sum of money arising from its main contract with BII for the construction of a building. YBC’s cause of action is primarily based on BII’s alleged non-payment of its outstanding

This would make our neighbor in our western flank responsible for the “unconscionable and irremediable damage it inflicted on the environment when it embarked on the large-scale reclamation of parts of the West Philippine Sea, including areas indisputably within the Philippines’ exclusive economic zone.”
The former jurist pointed out the 2016 arbitral award “shredded to pieces China’s hallucinations about its infamous nine-dash line.”
Moreover, the award or ruling clarified the extent of the country’s territorial waters that forms part of our Exclusive Economic Zone. And it declared none of the features of the South China Sea qualifies as an island.
Will the Marcos Jr. administration authorize the filing of this proposed environmental arbitration against China?
Jardeleza asserts the arbitral award already pinpointed China’s responsibility and accountability for its largescale degradation of the environment and marine resources.
It also held China directly responsible, as a state and a party to the United Nations Convention on the Law of the Sea, for the damage to the environment. It also found China engaged in “unlawful, artificial island-building in, among others, the Mischief Reef, which is indisputably within the Philippine EEZ.”

In sync with this view, Justice Secretary Jesus Crispin Remulla said last October the Philippine government is inclined to support the filing of an environmental case against China, and they would be working on this for possible filing by the end of the first quarter of 2024. That deadline has passed, but we hope the DOJ can finish the job in the coming months.
We understand former Supreme Court Senior Associate Justice Antonio Carpio also fully supports the filing of such a case, so his legal expertise can also strengthen our position.
Jardeleza also proposes that to save on resources, the Office of the Solicitor General should be mandated to handle the new arbitration case, since it has lawyers who know their international law and have experience from the previous arbitration.
The government, he emphasized, should prepare the evidence carefully and start trial preparations at the soonest possible time.
This will entail costs, to be sure, but it would also require moving fast, as it takes about three years to produce a verdict on an arbitration case such as this. Will the Marcos Jr. administration authorize the filing of this proposed environmental arbitration against China?
We’ll have to wait and see.

Instead, YBC should have proven the due execution and authenticity of the Accomplishment Billing, it being a private document, in accordance with Section 20, Rule 132 of the Rules on Evidence, which it failed to do so (G.R. 198998, June 19, 2019).

China planes detected around Taiwan as US destroyer passes Strait
TAIPEI – Taipei’s defense ministry said Thursday it had detected 23 Chinese warplanes and five navy warships around the island, a day after a US warship sailed through the sensitive Taiwan Strait.
The military presence around Taiwan comes less than two weeks before its inauguration of incoming president Lai Ching-te, who Beijing regards as a “dangerous separatist.”
China, which claims self-ruled Taiwan as part of its territory, frequently sends warplanes and naval ships around the island.
The 180-kilometer Taiwan Strait separates Taiwan from China and is an important transport artery for cargo ships.
Taipei’s defence ministry said 23 Chinese warplanes and five navy vessels were detected around Taiwan in the 24 hours leading up to 6 am Thursday.
“8 of the aircraft crossed the median line,” the ministry said, referring to a line bisecting the Taiwan Strait that is unrecognized by Beijing.
The Chinese military presence coincided with a US warship -- the USS Halsey -- sailing through the narrow body of water on Wednesday.
The destroyer “conducted a routine Taiwan Strait transit on May 8 through waters where high-seas freedoms of navigation and overflight apply in accordance with international law,” the US 7th fleet said Wednesday.
It added that the Halsey’s transit “demonstrates the United States’ commitment to upholding freedom of navigation for all nations as a principle”.

The two men, who fought for the White House in 2020, are set for a rematch in November that polls show the American public is unenthusiastic about.
In an interview with CNN, Biden raised the prospect of Trump not accepting the outcome of the ballot. “I promise you he won’t, which is dangerous.”

If our collective memory is correct, Bustamante won the tournament. Pinoy cue masters followed the footsteps of Jose “Amang” Parica and began to win international tournaments and even world titles, including the World Cup of Pool where the country has won four times.

LOS ANGELES—Shohei Ohtani’s former interpreter has agreed to plead guilty over charges of illegally transferring nearly $17 million from the baseball star’s bank account in order to pay off gambling debts, the United States Justice Department said Wednesday.
Ippei Mizuhara, 39, will plead guilty to one count of bank fraud—punishable by up to 30 years in prison—and one count of filing a false tax return, which carries a maximum sentence of three years, the Justice Department said.
Federal prosecutors have said Mizuhara —Ohtani’s long-time friend and confidant —plundered millions from the Los Angeles Dodgers ace’s bank account to fund an “insatiable appetite” for gambling.
Mizuhara is expected to formally enter his guilty plea in the coming weeks, with arraignment scheduled to take place in Los Angeles on May 14.
“The extent of this defendant’s deception and theft is massive,” United States Attorney Martin Estrada said in a statement on Wednesday.

These players will receive monthly pay from the teams, depending on their individual skills, just like professional basketball, volleyball and football players do, and other benefits. But like any sporting event, Trinidad is aware of the criticisms, as early as now, being thrown to the recently launched league.

TWO Filipina boxers are set to headline a triple world championship event titled “Champions Arise” on May 30, hosted by Highland Boxing Promotion co-owned by Filipino promoter Brico Santig.
The event will take place at the SpacePlus Night Club in Bangkok, Thailand.

PHILIPPINE team aspirant Victoria Bossong was supposed to be in the finals of two events in the 2024 Ivy League Heptagonal Outdoor Track & Field Championships at the Weaver Stadium in Princeton, Jersey over the weekend.
But the 20-year-old Bossong skipped the championship round of the women’s 200-meter and 400-meter finals, because of her flight to the Philippines for the 2024 ICTSI-Philippine Athletics Championship and the advise of her coach Kebba Tolbert.
“I skipped it. I was not feeling great. It was pretty cold and it was raining,” said Bossong, who is set to compete in the 800-meter run this SatBossong, a third year student athlete at Harvard University, was first in her heats in the in the 200-meters, clocking a time of 24.04 seconds, and she had a 55.01 second time in the 400-meters.

Bossong ran the 800-meter finals of the Pepsi Florida Relays in the last week of March in two minutes and 92/100ths of a seconds for a gold medal, and a clocking which was close to the Olympic entry standard time of 1:59.30.

“I’m still alive. It [selection for new CEO] is ongoing. I have seen two or three candidates. I think in the shorter period because I do not intend to stay in this seat for longer,” Pangilinan said when asked about the search for the new top executive of the company.
“I do hope that by the start of next year, not quite on Jan. 1, we will have a visibility of a CEO position,” he said.
Asked about the quality of the new CEO, Pangilinan said: “Somebody very dissimilar to me.” Pangilinan stepped down as PLDT’s president and CEO in June 2021 after the appointment of Alfredo Panlilio. He returned to the position in December 2023 after Panlilio quit over health reasons.

Megaworld’s Q2 net income rose 10% to P5b on higher sales
PROPERTY developer Megaworld Corp. said Thursday net income attributable to shareholders of the parent company rose eight percent yearon-year to P4.4 billion in the first quarter of 2024 on higher sales from its residential, mall and hotel businesses.
Reported net income grew at a faster rate of 10 percent to P5 billion, Megaworld said in a disclosure to the stock exchange.
Consolidated revenues from January to March expanded by 16 percent to nearly P19 billion as core businesses registered solid growth during the period.
“We started 2024 by consolidating our strength and forging stability for our core businesses as we look forward to many more opportunities for growth in the coming years. This year, we hope to finish 2024 with 35 townships to coincide with our 35 years in the Philippine real estate industry,” said Kevin Tan, chief executive officer, Alliance Global Group, the parent company of Megaworld.

SNACKS and noodle maker Monde Nissin Corp. reported Thursday core net income attributable to shareholders for the first quarter climbed 53.4 percent to P2.9 billion on the back of stronger performance of its food and beverage unit.
Monde Nissin said in a stock exchange disclosure its reported net income in the first quarter also grew 79.9 percent to P3.5 billion, mainly due to the fair value gain on guaranty asset, foreign exchange gain and interest income.
Consolidated revenues increased 2.1 percent to P20.3 billion on a comparable basis despite fewer selling days in Asia-Pacific branded food and beverage (APAC BFB) due to the timing of the Holy Week holiday in the Philippines.
“The first quarter saw significant expansion in gross margin and overall profitability driven by our APAC BFB business. This was despite top line growth being moderated during the quarter, partially due to the timing of the Holy Week holiday here in the Philippines,” said Monde Nissin chief executive Henry Soesanto.
Gross profit grew 20.9 percent to P7.2 billion, while gross margin improved by 553 basis points year-on-year on a comparable basis to 35.4 percent due to lower commodity costs and pricing in the APAC BFB business, tempered by the decline in gross margin from its alternative meat business.
APAC BFB’s net sales in the first quarter went up 2.2 percent to P16.9 billion. The sales from domestic business alone improved 2 percent year year-on-year to P15.8 billion.

THE Philippine Charity Sweepstakes Office (PCSO) said it could have remitted higher dividends to the government if illegal gambling operations in the country were neutralized.
PCSO general manager Mel Robles issued the statement after the agency was recognized by President Ferdinand Marcos Jr. for its significant contribution to the national treasury. The recognition was given dur-
ing the 2024 Government-Owned or Controlled Corporation’s Day at the Philippine International Convention Center in Pasay City.
PCSO turned over to the national treasury a dividend contribution of P2.68 billion. The amount represents a significant increase from its 2022 contribution of P2.67 billion.
PCSO said it achieved a notable revenue of P61.45 billion in 2023, marking a 7-percent rise from the total gaming revenue of P57.467 billion in 2022.
“We have been working very hard to raise as much revenue as we can, so that we can hand higher remittances to the national treasury which the government could use in its socioeconomic initiatives, and high prior-
ity programs,” Robles said.
“However, our goal is being stymied by the proliferation of illegal gambling operators who were using the PCSO-sanctioned games to line their pockets while greatly affecting our potential earnings,” he said.
Robles said illegal gambling operations had a detrimental impact on the revenue generated by the agency, as the income losses deprive poor Filipinos of the healthcare and other assistance and benefits the PCSO provides.
Among the illegal games that the PCSO is trying to combat are bookies, jueteng, unauthorized small-town lottery draws and illegal online lotto operations, he said.
Authorities estimate that the PCSO
is losing billions of pesos in potential revenue to illegal gambling operators annually.
Robles said, however, he is confident that PCSO would surpass its target income this year despite the continued operations of illegal gambling. He vowed to intensify their campaign against illegal lotto operators while urging the gaming public to support the fight against illegal gambling by patronizing only PCSOsanctioned games.
Under Republic Act 7656, government-owned and -controlled corporations (GOCCs) such as the PCSO should remit at least 50 percent of their annual net earnings to the national treasury.

ASIA United Bank (AUB) said it posted record-setting profit in the first three months of 2024, with a return on equity (ROE) of 20 percent, the highest in the bank’s 27-year history. It also registered a return on assets (ROA) of 2.8 percent, the highest since AUB’s initial public offering in 2013. Based on unaudited financial results, AUB saw its consolidated net income grow 16 percent in the first quarter to P2.3 billion from the previous year. This was attributable to higher net interest margin (NIM) and lower loan loss provisions. Its net interest margin rose 10 percent to P4 billion due to revenue growth from the bank’s loan portfolio and investment activities. This resulted in an NIM ratio of 5.2 percent from the previous year’s 4.8 percent.
ASIA-PACIFIC Islamic banks can expect steady expansion and broadly stable asset quality in the next few years, according to S&P Global Ratings.
“We expect financing growth to remain favorable for Islamic banks in Asia-Pacific over the next few years,” said S&P Global Ratings credit analyst Nikita Anand. “That’s thanks to stable economic conditions in the core Islamic banking markets of Malaysia and Indonesia.”
It said Malaysia would remain the biggest Islamic banking market in Asia-Pacific, with about two-thirds of the sector’s total assets of about $400 billion.
“The launch of new Islamic banks in Malaysia and other Asia-Pacific markets this year could improve access to financial services for underserved regions and segments, such as small businesses,” said Anand.

These struggles are reflected in the 2023 Urban Mobility Readiness Index (UMRI) by think tank Oliver Wyman Forum and the University of California, Berkeley.’
Manila ranked 60th in “urban mobility readiness” among 65 cities studied around the world with the worst public transit systems.
Despite the low ranking, Manila improved by two spots compared to the 2022 UMRI. However, the gap remains significant.
The report places Manila at the bottom compared to its Asian Pacific neighbors, with Singapore ranking 6th, Seoul (13th), Hong Kong (15th), Tokyo (16th), Sydney (22nd), Melbourne (29th), Beijing (30th), Shanghai (32nd), Kuala Lumpur (42nd), Bangkok (45th), Jakarta, (49th), Delhi (54th) and Mumbai (55th).
Globally, Helsinski ranked first in urban mobility readiness, followed by Amsterdam, Stockholm, San Francisco, Munich, Singapore, Zurich, Paris, Copenhagen and Berlin.
The Philippine capital also ranked 60th for public transport and 51st for sustainable mobility.
The UMR Index uses five basic dimensions to rank the cities― infrastructure, social impact, market attractiveness, systems efficiency and innovation.
The report said that despite low car ownership levels, Manila has not invested in active mobility infrastructure such as bike lanes and car—free zones.
The Department of Transportation earlier set a target of building over 1,840 kilometers (1,100 miles) of protected bike lanes by 2028.
“Manila has a low density of public transit stations, a limited rail network and an under maintained road network,” it said.
“In recent years, however, the city has made progress by introducing a new generation of light rail trains, extending the light rail network to accommodate more passengers and shorten travel times, starting work on the Metro Manila Subway Project, with completion targeted for 2027,” the report added.
It also said that riders of Manila’s bus service often struggle with long commutes due to low transit speeds.
“To help improve service, the city can build dedicated bus lanes to avoid traffic slowdowns. During the pandemic, the government converted a section of one of the city’s busiest highways, Epifanio delos Santos Avenue, into a dedicated busway,” the report said

Transportation Secretary Jaime Bautista said the DOTr is focusing on creating safe spaces for cyclists and pedestrians as it pushes for cycling and walking as well as the use of non-motorized transport as efficient and sustainable modes of mobility, and key solutions to ease traffic congestion in Metro Manila and its adjacent areas.
“As DOTr seeks to solve the problem of traffic, it is designating and reclaiming road space to provide safe infrastructure for more efficient and sustainable modes of transport such as bike lanes and walkways,”Bautista said.
President Ferdinand Marcos Jr. recently announced that the national government would prioritize active transport by creating facilities such as “safe walkways and secured bike lanes to promote healthier and more sustainable modes of travel.”
Active transport, according to the DOTr, is in line with the National Transport Policy (NTP) and the Philippine Development Plan 2023-2028 (PDP).
Under the initiatives of the NTP and PDP, pedestrians and non-motorized vehicles are being accorded the highest priority in the hierarchy of road users. It also mandates the government to prioritize the development of active transport infrastructure.

THE Department of Transportation (DOTr) is shifting towards “moving people and not cars” with its $140 million EDSA Greenways Project, a five-kilometer elevated walkway along EDSA.
Transportation Undersecretary Timothy John Batan said the EDSA Greenways Project will prioritize moving people and improving active transport experience, while promoting the use of public transportation, according to Batan said the pedestrian infrastructure is expected to enhance active transport by connecting the project to mass transit stations.
According to Batan, the EDSA Greenways Project is the agency’s largest pedestrian infrastructure project.
“This is the Department of Transportation and perhaps the government of the Philippines’ largest investment in pedestrian infrastructure projects,” he said. Being the DOTr’s pilot investment in high-quality pedestrian infrastructure, Batan said that the execution of the project must be done right from development, design, and procurement with the help from the Asian Development Bank.
“One of the ways for us to make sure that we’re getting this right is by using our infrastructure and innovation from ADB,” he said.

In an interview with Manila Standard Entertainment , one of its main vocalists, Miguel Benjamin, opened up about the resurgence of local musicians.
The vocalist then explained that it was a good sign that Original Pilipino Music (OPM) is slowly dominating the music scene again. He also emphasized that as music fans, it also gives more listeners, like them, a wide range of music they could listen to.

In a separate interview with some members of the press, Miguel highlighted how great it is to have such kind of diversity right now in the local music scene.
“I think one of the obvious things that we have right now unlike five years ago was the diversity [in music] today,” said Miguel.
“It’s like there’s something for everyone.
If you like [to listen] to P-pop, there’s P-pop. If you’re more into bands, there’s a lot. If you want upbeat songs, there’s also a lot. And if you want
to listen to mellow music, you can. It feels so good. Because, I think, ultimately, it feels good to be a listener because there’s really a lot of choices,” he explained.
The vocalist further explained how artists became each other’s inspiration in creating and bringing music—no matter what genre they belong to.
“And for an artist, it’s so good. Because I think, when you’re surrounded with so many different kinds of music and of musicians, you’re bound to inspire each other,” added Miguel.
Andrew, handling percussion and backing vocals, highlighted the growing appreciation for local music among Filipinos today.
Meanwhile, Miguel gave credit to all music listeners who were open to exploring new music.
“Ultimately, we throw it back to the listeners. Because there’s no artist if there’s no listener. And no one will thrive to different sounds if there are no people who are open to trying new sounds. That’s why, aside from the music scene in terms of the artists, there is a big change in terms of listeners,” continued Miguel.
On the other hand, the nine-member Pinoy band is making their comeback in the music scene with the release of their newest single “COMETS”.
Under Sony Music Entertainment, member Paolo Benjamin explained that “COMETS” was written way back in 2020 during their stay at Ben&Ben House. It was also played multiple times on their gigs, however, they felt that it wasn’t still the right timing to officially release the song. Until they met this Indonesian music producer who had helped them with “COMETS.”
“Fast forward to this year, we met an Indonesian music producer named Petra Sihombing and basically, he completed the picture of what music we had created for “COMETS” that you guys are about to hear. It’s a fouryear process, basically, and four years in the making,” he added.
Talking about the much-anticipated track, Miguel shared that it delved into the fleeting nature of love that was lost.
“As we matured, we realized not everyone chooses us daily. Over our four-year career, we’ve grown to understand that some people are temporary, and that’s okay—it’s part of life,” he shared.
“But as you remember your memories with them, you’ll think of the good ones, and that’s what ‘COMET’ is about,” added Miguel.
