Senate panel to investigate cause of power outages

THE Senate Energy Committee will start on May 6 its investigation into the alarming unstable power supply that is causing massive brownouts in several parts of the country.

AT LEAST 44 areas across the country will have dangerous heat index today (Saturday), the state weather bureau said, with Dagupan City in Pangasinan forecast to sizzle at 48°C.

Based on the computed two-day forecast of PAGASA as of 5 p.m. Friday, at least 10 locations will experience a heat index ranging from 44°C to 46°C, including parts of Ilocos Norte, Ilocos Sur, La Union, Cagayan, Zambales, Cavite, Palawan, Catanduanes, Camarines Sur, Capiz, and Eastern Samar.

Xi tells Blinken: Let's be partners, not rivals

BEIJING—Chinese President Xi Jinping on Friday told top US diplomat Antony Blinken that the world's two biggest economies should be "partners, not rivals," but that there were a "number of issues" to be resolved in their relations.

Blinken, in China for the second time in less than a year, met leading Chinese politicians in the capital Beijing, where US officials said he would directly raise crucial areas of difference including Russia, Taiwan and trade.

NEW DELHI—An Indian minister has blamed his fainting while addressing an election rally on hot weather as the country's weather bureau warned of a severe heatwave in parts of the country during the poll. Scorching temperatures have hit many Asian countries this week, prompting the school closures in the Philippines and Bangladesh due to extreme heat forecasts.

Roads minister Nitin Gadkari fainted during his speech on Wednesday at a small town in the western state of Maharashtra, where he was campaigning for the re-election of Prime Minister Narendra Modi's government.

Footage of the incident showed the minister falling unconscious and being carried off the stage by handlers.

"I felt uncomfortable due to the heat during the rally," Gadkari wrote on social media platform X later that day.

"But now I am completely healthy," he said, adding that he was going ahead with his election campaigning.

The Indian Meteorological Department said on Thursday that severe heatwave conditions were likely to continue in at least nine eastern and southern states over the next five days.

"Heatwave to severe heatwave conditions (are) very likely to prevail," the statement said, with temperatures already reaching 44 degrees Celsius (111.2 Fahrenheit) in some locations.

Large outdoor campaign rallies are being staged across India with the country in the middle of a marathon election staggered across six weeks.

Tens of millions of people are due to vote in the poll's second phase on Friday. India's election commission said this week that it was reviewing the impact of heatwaves and humidity before each round of voting with a view to "mitigatory measures" that would still allow citizens to cast their ballots.

Itago ang Mt. Fuji? Japan town tired of troublesome tourists

A HUGE black barrier to block Mount Fuji from view will be installed in a popular photo spot by Japanese authorities exasperated by crowds of badly behaved foreign tourists.

Construction of the mesh net—2.5 meters (8 feet) high and the length of a cricket pitch at 20 meters—will begin as early as next week, an official from Fujikawaguchiko town said Friday.

"It's regrettable we have to do this, because of some tourists who can't respect rules," leaving litter behind and ignoring traffic regulations, he told Agence France Presse (AFP).

It is the latest direct action in Japan against overtourism after residents of Kyoto's geisha district banned visitors from small private alleys this year. Record numbers of overseas tourists are travelling to the country, where monthly visitors exceeded three million in March for the first time ever.

Mount Fuji, Japan's highest mountain, can be photographed from many spots in the resort town of Fujikawaguchiko.

But this viewpoint is particularly popular because the majestic volcano appears behind a Lawson convenience store, which are ubiquitous in Japan.

Due to this visual juxtaposition, "a reputation has spread on social media that this spot is very Japanese, making it a popular photo location," said the town official who declined to be named.

The mostly non-Japanese tourists

are overcrowding a stretch of pavement next to the Lawson shop, he said.

After traffic signs and repeated warnings from security guards fell on deaf ears, the town in Yamanashi region decided on the huge screen as a last resort.

The measure is also meant to protect a nearby dental clinic against the onslaught of tourists.

They sometimes park there without permission and have even been seen climbing on the roof of the clinic to get the perfect shot, the official said.

The town wishes it hadn't come down to this, he said, adding that the current plan is for the screen to be maintained until the situation improves.

Tourism to Japan has been booming since pandemic-era border restrictions were lifted, and the government has been working hard to boost visitor numbers.

But this has not been universally welcomed, including in Kyoto, where locals have complained of snap-happy tourists harassing the city's immaculately dressed geisha.

And this summer, hikers using the most popular route to climb Mount Fuji will be charged $13 each, with numbers capped to ease congestion.

SAUDI Arabia could have its first Miss Universe contestant this year, organizers said this week, after a fashion model and influencer claimed she had been selected.

The Miss Universe Organization "is currently undergoing a rigorous vetting process qualifying a potential candidate to be awarded the Saudi Arabia franchise," Maria Jose Unda, the organization's coordinator of international relations, said in a statement to AFP.

"We'll have a decision on the National Director for Saudi Arabia very, very soon," she said, noting it was "possible" for Saudi Arabia to have a contestant in place before the next edition of the competition, scheduled for September in Mexico.

The statement came after Saudi model Rumy al-Qahtani created a buzz online in late March when she posted to her hundreds of thousands of Instagram followers that she was "honored" to represent Saudi Arabia at Miss Universe at the upcoming event.

Tacloban Airport repairs to affect 12 flights: CAAP

THE Civil Aviation Authority of the Philippines (CAAP) said the Tacloban Airport will implement temporary operational hours 6 a.m. to 6 p.m. from May 2 to August 2 due to scheduled maintenance repairs on the runway.

The runway repair will affect 12 daily flights operated by three airlines to and from Ninoy Aquino International Airport (NAIA) in Manila.

CAAP spokesman Eric Apolonio said after the issuance of a Notice to Airmen (NOTAM) on April 24 that measures are being taken to facilitate the runway scheduled maintenance, including asphalt overlay.

THE Department of Justice (DOJ) has approved the filing in court of a libel case against Manibela transport group leader Mario Balbuena based on a complaint lodged by Department of Transportation Secretary Jaime Bautista.

In a 17-page resolution, Assistant State Prosecutor Maria Kristhina PaatSalumbides endorsed that Balbuena be charged with libel under Article 353 of the Revised Penal Code (RPC) in relation to Section 4(c)(4) of Republic Act (RA) 10175, the Cybercrime Prevention Act of 2012.

But the prosecutor recommended the dismissal of the grave threats complaint filed against Balbuena.

DOE sees P0.90/l rollback next week due to global slide

THE Department of Energy (DOE) expects domestic pump prices to roll back next week by as much as P0.90 per liter to reflect the movement of world oil prices.

The DOE estimates the rollback at P0.20 to P0.45 for gasoline, P0.40 to P0.60 for diesel, and P0.70 to P0.90 for kerosene.

DOE director for the oil industry management bureau Rodela Romero said this is based on the movement of the four-day trading in the global oil market and final adjustments would be determined after the Friday Mean of Platts Singapore trading.

Lawmaker eyes review of PH’s vax program

A LAWMAKER on Friday sought

a review of the Philippines ‘vaccination program, saying he finds it "unacceptable" that the country still faces outbreaks of measles and pertussis during the celebration of World Immunization Week.

"We call on the Department of Health (DOH) to urgently review our vaccination program. We need to make sure that our kababayans (countrymen) remain protected especially against preventable diseases," Rep. Ray Reyes of party-list AnaKalusugan said.

According to the DOH, pertussis cases are still rising and as of April 13, there have been 1,566 cases recorded nationwide.

Meanwhile, 1,817 measles cases were reported from Jan. 1 to April 13, which is five times higher compared to the figure during the same period last year.

Reyes urged parents to ensure that their children have a complete dose of vaccines needed according to their age.

“The vaccine is free at our centers. Pertussis and measles are preventable diseases and it is very important to vaccinate children against it. So we urge our countrymen not to hesitate to vaccinate their children,” he said in a mix of English and Filipino.

Angeles City streets to have solar lights

ANGELES City—All major and secondary roads here would be illuminated with solar lights by October 2024.

Agents seize P4-m marijuana, vape pens at CMEC

GOVERNMENT agents assigned at the Ninoy Aquino International Airport (NAIA) have intercepted smuggled shipments of high-grade marijuana and vape pens worth more than P4 million at the Central Mail Exchange Center (CMEC) in Pasay City.

The five parcels, containing a total of 2, 536 grams of marijuana and 70 pieces of vape pens, came from Canada and the United States. The shipments were consigned to certain residents of

Quezon City, Mandaluyong City, and Angeles City in Pampanga.

The contrabands were falsely declared as car seat covers, coffee mugs, books, and decors, a clear case of technical smuggling.

Customs agents and members of the NAIA - Inter-Agency Drug Interdiction Task Group (IADITG) conducted the operation in line with the directive of President Ferdinand Marcos Jr. to intensify their campaign against illegal drugs in the country.

The Bureau of Customs stated that

UP launches 2nd project on media, info literacy

THE University of the Philippines (UP) Department of Journalism on Thursday launched the second batch of its Media and Information Literacy (MIL) project at the UP College of Mass Communication Auditorium in Diliman, Quezon City.

Initiated in October 2023, the project previously produced a series of vlog tutorials and teacher’s modules on topics ranging from news literacy and production to information disorder and fact-checking.

Makati mayor gives financial support to robotics teams competing in Dallas

MAKATI City Mayor Abigail Binay has provided financial support to the West Rembo Elementary School Robotics Team competing in the 2024 VEX Robotics World Championship in Dallas, Texas in the United States. The team, composed of fifth and sixth-grade students Rio Pauline Dames, Cassandra Elyze Cruz, Andrew Lijarso, and Zyric Abines, visited Binay at the Makati City Hall before their US trip. West Rembo Elementary School is no longer part of Makati, but the mayor still used her funds to support the team.

Binay praised the team for their dedication and encouraged them to make the country proud. Meanwhile, the Makatrix Robotics Team

of Makati High School, the country’s lone public high school representative in the same competition, was also given full support by the mayor.

The robotics program was introduced in Makati public schools during the school year 2007-2008. In 2017, a new robotics program was integrated into the curriculum for Grades 3 to 12 in the city’s public schools.

The Makati robotics curriculum is designed to hone problem-solving and critical thinking skills.

Badoy’s redtagging and freedom of expression

THIS is a three-part series on a recent Supreme Court decision.

What happens when two cornerstone rights of our democratic society seemingly come into conflict?

Freedom of expression, including the right to free speech, is Constitutionally protected and given preferential status among our guaranteed rights.

It is one of the rights we instinctively know and intimately hold close.

It’s a “should be” – this is the way it should be; this is something that must be allowed.

As individuals, we treasure it as a recognition of our place and power in the larger picture of society. Our ability to speak truth to power.

In the same fundamental law, the sanctity of the dignity of our legal system, of our courts and judiciary, is affirmed.

The courts are how we defend our rights from invasions and abuses of others, after all.

For as much as we need to be able to turn to public fora or media and publications to air our grievances with decisions and actions of the government, we also need to have faith that any abuse committed against us can be addressed through the rule of law.

We need to know we are not alone in protecting our own rights, our privacy, our person, our property. We have the courts to rely upon whenever we need help.

It is a delicate and intricate dance between the state and the individual, where the rights of both must be protected and upheld.

However, in this case, some toes were stepped on.

Through two petitions, A.M. 22-0916-SC and G.R. 263384, the Supreme Court was tasked to settle the case of Lorraine Marie T. Badoy, former spokesperson of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). Badoy, who boasts a significant social media following, posted a series of social media rants which attacked the Sept. 21, 2022 135page decision of Manila Regional Trial Court Branch 19 presiding judge Marlo Magdoza-Malagar.

Magdoza-Malagar’s decision ruled to dismiss the Department of Justice petition seeking to declare the Community Party of the Philippines-New People’s Army a terrorist group.

ries explaining the ratio behind the decision.

The ruling to dismiss the petition by Judge Magdoza-Malagar drew its fair share of criticism from the public, not just Badoy.

This was not surprising, given the highly controversial and political subject matter of the petition.

However, Badoy’s particular exercise of her right to have an opinion gravely overstepped the bounds of what is allowable and caught the attention of the Supreme Court for, among others, its calls to violence against the person and family of Judge Magdoza-Malagar and its insults against the court.

Badoy’s disagreement with the decision was to be expected, given her personal politics and former position within the previous administration.

And her right to disagree is wellprotected and even encouraged to be exercised.

However, how she acted on these feelings of discontent led her to find herself at the center of a legal maelstrom where she drew strong reactions from members of legal institutions, practicing lawyers, and the Supreme Court itself following her incendiary social media comments.

Now, she has been held liable.

The decision, written by Senior Associate Justice Marvic Leonen, highlights the specific words and passages from Badoy’s posts that cross the line into unprotected speech.

The Court underlines the exact points where Badoy goes over the line and how.

To support its conclusions, the Court also discusses the right to freedom of expression, the power of the courts to hold people in contempt, the sanctity of the judiciary as a right of the people, and the exact tests used to determine what speech is not and cannot be protected.

In this way, the Court clearly supports its conclusion that Badoy did not exercise her right to freedom of expression, she in fact abused it.

Partnership to boost feeding program

NUTRITION affects not only children’s physical growth but also their school performance and educational outcomes.

According to the Philippine Statistics Office, of the 108.67 million household population in 2020, 33.4 million (30.7 percent) were under 15 years of age (young dependents) and the school-age population (5 to 24 years old) accounted for 42.78 million (39.4 percent).

Future leaders of the country will come from this young population.

The human resources the country will need for economic growth in the coming years will come from this young population.

Therefore one of the most important investments should be for the education and health of the youth.

The Philippine Development Plan aims to strengthen school-based feeding program to address malnutrition.

The PDP says the government, state universities and colleges, and private sector shall intensify the development of safe, affordable, nutritious, and energy-dense food products to address malnutrition.

These food products include enhanced Nutribun; sesame seeds-based, and rice–

mongo-based complementary foods developed by the Department of Science and Technology’s Food and Nutrition Research Institute.

There are programs to ensure proper nutrition for undernourished children in public day care, kindergarten and public elementary school.

An important legislation to combat malnutrition among Filipino children is Republic Act 11037 signed by President Rodrigo Duterte on June 20, 2018.

The law establishes a comprehensive National Feeding Program and institutionalizes the feeding programs of the DSWD and the Department of Education.

Some of those in the elementary grades in the 1970s are familiar with the government feeding program in public schools where pupils get nutribuns.

Nutribuns were considered ready-toeat complete meals to fight malnutrition among pupils in targeted schools.

These were round and compact breads unlike the soft and fluffy breads commonly sold in the local bakeries. These were distributed as part of the school feeding program.

In 2020, the DOST-FNRI launched the “Enhanced Nutribun” or e-Nutribun. As the name suggests, it is an improved version of the 1970s nutribun. Reformulated

Protect safety of learners, teachers

ON BEHALF of school children and their parents, we are grateful that schools in some areas, given the unabating constant high heat index in the 40s, have suspended classes, at least before the weekend.

Schools, both private and public, in these areas have been advised by the Department of Education or DepEd to shift to asynchronous classes or alternative delivery modes in cases of extreme heat and other calamities that may compromise the health and safety of learners, teachers and nonteaching personnel– with private schools not identified given the discretion to suspend in-person classes.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration or PAGASA has projected a heat index of 46 degrees C over Metro Manila, Dagupan City in Pangasinan, and Sangley Point in Cavite before the weekend.

Based on its computed two-day forecast, PAGASA said Filipinos

across 33 locations will continue to feel extreme heat measured at 42 to 45 degrees C..

These include parts of La Union, Cagayan, Isabela, Zambales, Pampanga, Nueva Ecija, Aurora, Bataan, Quezon Province, Batangas, Occidental and Oriental Mindoro, Palawan, Albay, Catanduanes, Masbate, Camarines Sur, Capiz, Iloilo, Eastern and Northern Samar, Zamboanga del Norte, Zamboanga del Sur, and Agusan del Norte.

The months of March, April and May are typically the hottest and driest in this archipelago near the equator of 114 million population, but conditions this year have been exacerbated by the El Niño weather

phenomenon.

In light of the high heat index experienced in different parts of the country this month, DepEd has reiterated the provisions of Department Order 037 issued in 2022, which provides guidelines on the cancellation or suspension of classes and work in schools in the event of natural disasters, power outages/power interruptions, and other calamities.

While we applaud the quick reaction of DepEd, we are disconcerted that there are schools that have not suspended classes despite the stridently heinous heat of from 36 degrees C to the 40s.

We are aware that graders have been prohibited from going out during recess and play in the sun as they were allowed previously, with at least one second grader suffering epistaxis or nosebleed before class dismissal.

But a sensible step would have been to suspend the physical attendance in school and shift, as advised by higher education authorities, to alternative delivery modes.

It is not enough that we ensure the students are well hydrated and advise them to wear loose fitting summer clothing to prevent heat fatigue and allow them regularly scheduled rest periods in the classrooms while staying in cool areas.

Russian women face violence from Ukraine veterans

WARSAW – Olga drew her index finger

abruptly across her neck as she recounted the threats her husband levelled at her after he returned to Russia, wounded from fighting in Ukraine.

“I’m going to cut your head and hands off and beat you up. I’ll burn you in acid,” he threatened her, she said.

Even before her husband went off to fight in Ukraine, he was a violent alcoholic, Olga -- not her real name -- told AFP.

When he returned home seven months later, he was even worse. And now he was

a war hero, endowed with a sense of impunity and moral righteousness.

“He became even more radical,” she said. “He said that he was untouchable, that nothing could happen to him.”

Long before Russia invaded Ukraine, rights groups had sounded the alarm over the country’s woeful record on protecting women from domestic violence.

In 2017, lawmakers -- with the blessing of the Orthodox Church -- reduced penalties for Russians convicted of beating family members.

And the Kremlin under Vladimir Putin has in recent years argued that abuse within families should be resolved by families, not law enforcement.

With the war in Ukraine, campaigners say that an already widespread problem could now be getting even worse.

While there are no publicly available figures on the scope of violence perpetrated by veterans, campaigners have identified a slew of survivors.

“Women often tell me that their attacker said he wouldn’t be punished,” Rusova told AFP. “These men flaunt their status.”

But that feeling among veterans also has roots in the failure of the Russian judicial system to tackle domestic violence, she added. AFP

UNIVERSITY of Santo Tomas and defending champion De La Salle dispute the remaining twice-to-beat slot in the UAAP Season 86 women’s volleyball Final Four on Saturday at the Smart Araneta Coliseum.

With both teams tied at 11-2, the Tigresses and the Lady Spikers go all out in the 6 p.m. match as the league’s traditional powerhouses try to avoid getting a twice-to-beat disadvantage in the semifinals.

National University, which went undefeated in the second round, secured the Final Four bonus and the No. 1 ranking after finishing the eliminations with a 12-2 record.

With a 9-5 slate, Far Eastern University has already locked the No. 4 spot.

The Lady Bulldogs, who are gunning for a third straight Finals appearance, will play the Lady Tamaraws in the Final Four.

UST outlasted La Salle, 25-18, 2523, 14-25, 16-25, 15-12, in the first round last Feb. 25.

It’s a virtual best-of-three showdown between the Tigresses and the Lady Spikers, with the Final Four incentive at stake in the 6 p.m. match.

In 2019, both teams faced a same situation as UST bagged the twiceto-beat advantage in the Final Four as it beat La Salle in a playoff and later arranged a Finals showdown with Ateneo after repeating over the Taft-based side in the Final Four.

9 Filipino volunteers chosen for Olympics

FOR Ezra Balingit, going to the 2024 Paris Olympics as a volunteer will be a great opportunity for her to gain experience and better understanding in managing sports events.

The 24-year-old Balingit, a coach and former junior national athlete in taekwondo, will be assigned with the events’ management group that will handle the men’s football games, to be held in Nice, France from July 24 to March 10.

“I wanted to get into sports industry, specifically in sports management. When I saw this opening, I thought this will be the first time for me to do this. And this will be the first step towards my goals,” she said.

Balingit is one of nine volunteers picked to be among those who will do specific tasks without pay during the quadrennial meet.

“My task would most likely be about the venue itself. But I will know more when I get there,” said Balingit.

Football matches will also be played in Bordeaux, Décine-Charpieu, Marseille, Nantes, Nice and Saint-Étienne.

The Filipino volunteers were presented to the Philippine Sports Commission following a training course over the last two days.

The rest of the volunteers, like youth leaders Jeneca Rambaon, John Vincent Balawen, Monica Chavez and Romina Manahan, will get to help in the Athletes’ Village and with the various National Olympic Committees involved.

The volunteers, who were chosen from 112 applicants, will be given jobs as committee assistants and sports assistants of the different sports bodies involved. It will be part of their mission to ensure that the Games go on smoothly.

Two para-athletes, Daisy Jane Omega and Brylle Arombo will work with organizers during the Paralympics.

HARD work is paying off for Paris Olympics-bound Aleah Finnegan as she prepares for the biggest competition of her life.

Finnegan contributed big time as Louisiana State University won its first Division 1 title in the 2024 US National Collegiate Athletic Association women’s gymnastics national championship on Saturday at the Dickies Arena in Fort Worth, Texas.

With the 21-year-old Finnegan winning the individual crown in the floor exercises, the LSU Tigers advanced to the finals and finished with 198.2250 points, ahead of rivals from California, Utah and Florida.

Finnegan, the team’s final performer, stuck her landing (had a perfect landing) in the beam exercises. She also had an almost perfect score of 9.95, helping LSU rise from second to first place in the standings.

California went on to get second place with a total 197.8500 score.

“We all worked hard for this entire season. I looked forward to winning this. And we wanted it so bad,” said an emotional Finnegan, a third year student who will represent the Philippines in the Paris Olympics, in an NCAA broadcast interview.

During the championship final, Finnegan almost came out clean with a 9.9125 on floor exercise followed by a 9.8375 on vault.

In the last rotation, she anchored the Tigers on the balance beam with a 9.950, clinching LSU’s first national championship title in the program’s history.

While Finnegan was busy competing with LSU for the NCAA, another Filipino-American, LeVi Jung-Ruivivar managed to earn a Paris Olympics slot for the Philippines on that same day.

The 17-year-old Ruivivar grabbed a silver medal in the uneven bars finals of the 2024 World Cup series of Artistic Gymnastics’ fourth and final leg in Doha, Qatar.

Peso rebounds to 57.71 a dollar

THE Philippine peso slightly rebounded to 57.71 against the US dollar Friday from a 17-month low of 57.78 Thursday on increased trading volume.

Data from the Bankers Association of the Philippines (BAP) showed that trading reached nearly $1.7 billion Friday, up from $1.4 billion the day before.

The peso is among the regional currencies that depreciated against the dollar in recent weeks amid the tension in the Middle East and the delayed interest rate cut by the US Federal Reserve.

“The peso will remain challenged as the huge import bills for infrastructure, crude oil and rice continue to push up trade deficits to reach $55 for the year,” First Metro Investments Corp. economists said.

“The peso-dollar rate should have a depreciation bias as large importations for the infrastructure projects and rice imports keep trade deficits elevated,” the said.

THE Philippine Economic Zone Authority (PEZA) proclaimed MetroCas Industrial Estates in Cavite as a special economic zone.

PDIC appoints new independent directors

PHILIPPINE Deposit Insurance Corp. (PDIC) chairperson and Bangko Sentral ng Pilipinas (BSP) Governor Eli Remolona Jr. administered the oath of office of directors John Mark Frondoso and Luis Rey Velasco. Both will serve the PDIC board until Nov. 16, 2028.

The seven-member PDIC board is composed of the BSP Governor as chairperson, the Finance secretary as vice chairperson, the PDIC president and chief executive and four independent directors representing the private sector.

Frondoso and Velasco bring with them a wealth of experience and expertise in the fields of investment banking and digital finance; and agriculture innovation and public-private sector partnership in rural development, respectively. The approved ICC guidelines will be published on the websites of NEDA, the Department of Finance and the PPP Center. They are effective immediately.

“With the right policies and enabling investment ecosystem, we hope our partners from the private sector can join us in the crucial task of nation-building as we continue on our journey toward a Bagong Pilipinas,” NEDA Secretary Arsenio Balisacan said.

The NEDA Board also approved the proposed revisions to the UP-PGH Cancer Center PPP Project’s parameters, terms and conditions.

The increase in the center’s project cost from P6.05 billion to P9.49 billion will cover the rise in a built-up area from 20 to 27 floors and the procurement of cutting-edge technology and equipment to provide patients and medical students with world-class services and facilities for education.

With cancer as the second leading cause of death in the Philippines, the UP-PGH Cancer Center will be a 300bed hospital providing state-of-the-art cancer treatment to both charity and paying patients. At the same time, the hospital will also serve as a teaching and research facility to meet the country’s demand for more medical professionals specializing in cancer prevention and treatment.

Cemex PH’s stock plummets 28% after DMCI’s acquisition announcement

Philippines Inc. (CHP) plunged on Friday after DMCI Holdings Inc. reported that it is acquiring a controlling stake in CHP’s parent firm at P1.42 per share, below market expectations. CHP shares were heavily sold down, dropping by as much as 28.4 percent to P1.36 per share from the previous day’s close of P1.90. It was the second top decliner Friday.

CHP’s stock went as high as P2.30 a few days before news broke out that DMCI was in talks to purchase CHP.

DMCI on Thursday reported that it signed a share purchase agreement to acquire 100-percent stake in Cemex Asian South East Corp. (CASEC) for $305.6 million. CASEC owns 89.86-percent equity interest in CHP.

Friday it is aiming to grow its earnings by an average of at least 20 percent annually over the next five years.

FDC president and chief executive Rhoda Huang said during the company’s annual stockholders meeting Friday the sustained growth of its core property, hospitality, banking and power generation businesses support the group’s plan.

“We believe we are well positioned to achieve our target given our strong performance in 2023. We will push for transformation across the group to attain faster earnings growth with a healthy balance of higher return on invested capital and revenue growth,” said Huang. Huang said the company would also shape and optimize its portfolio to achieve this goal and support its subsidiaries in areas such as capital allocation, business development and initiatives to accelerate value creation.

It also expects its real estate leasing income to be more diversified, as the share of leasing earnings from retail and industrial estates increase over time from their sustained growth trajectory, while office leasing continues to improve occupancy.

Meanwhile, FDC declared a 58-percent increase in dividend per share, underscoring robust growth.

The company declared cash dividend equivalent to P0.10346 per share to shareholders. This is a 1.93-percent yield based on FDC’s end-December 2023 share price.

OceanaGold eyes P6b in IPO proceeds to reduce debt

OCEANAGOLD Corp., the mother unit of Oceana Gold Philippines Inc. (OGPI), confirmed Thursday that it plans to raise P6.08 billion from an initial public offering (IPO) of 20 percent of the common shares of its wholly-owned Philippine subsidiary.

The company, as stipulated by the renewed financial and technical assistance agreement (FTAA), needs to list its common stock on the PSE to maintain its control over the Didipio Mine via OGPI.

The IPO is a secondary offering of common shares, with proceeds to be received by OGPI.

The final offering price will be P13.33 per share, as determined by the market through a book-building process involving international and Philippines institutional investors.

The retail offer period will run from April 29, 2024 to May 6, 2024, with listing of OGPI on the PSE expected on May 13, 2024.

Funds raised from the IPO, after accounting for fees and taxes, are expected to be used to pay down debts. OceanaGold’s existing bank debt was at $135 million as of Dec. 31, 2023.

OceanaGold has provided preliminary first-quarter 2024 operating results for the Didipio mine for inclusion in the prospectus for the offering.

OGPI’s Didipio mine produced 26,312 ounces of gold and 3,015 metric tons (MT) of copper for the quarter ending March 31, 2024, inline with its full-year plan and 2024 guidance.

Gold sales in the quarter totaled 31,863 ounces of gold and 3,180 MT of copper.

Ayala keeps ‘constructive outlook’ on PH economy

POWER retailer Manila Electric Co. and San Miguel Corp.’s power unit Limay Power Inc. are asking the Energy Regulatory Commission to provisionally approve their 400-megawatt power supply agreement (PSA) that would redound to the benefit of consumers.

The parties said in a joint filing the Meralco-LPI PSA has a competitively-procured contract price for interim baseload capacity supply after undergoing competitive selection process or bidding.

They said the contract price is even lower than the recent offers received by Meralco for an interim baseload supply.

LPI owns, operates, manages and maintains the Limay circulating fluidized bed coal-fired thermal power in Barangay Lamao, Limay, Bataan.

“Meralco notes that the delivered rate of P5.6150 per kWh [line rental inclusive and VAT exclusive] is lower by about P2.3151 per kWh than the effective cost of P7.9301 per kWh, if the equivalent capacity under the Meralco-LPI PSA is to be sourced from the Wholesale Electricity Spot Market [WESM],” the filing said.

German firms seek suppliers from ASEAN

THE German-Philippine Chamber of Commerce and Industry (GPCCI), together with the German Association of Supply Chain Management (BME) and other German chambers in the ASEAN, are pursuing a major initiative to connect German companies with potential suppliers across Southeast Asia.

The project “German Purchasers Initiative” falls under the market access program of Berlin’s Ministry of Economic Affairs and Climate Action. It aims to revitalize trade relations between Germany and the ASEAN region.

“With initiatives like this, we advance our core goal of fostering partnerships between businesses in the Philippines and Germany,” said GPCCI president Marie Antoniette Mariano.

Launched on April 22, the initiative recorded the highest participation rate of any German purchasing initiative in the ASEAN to date.

Nestle denies adding sugar to baby food in poor countries

SWISS food giant Nestle on Thursday rejected accusations from an NGO that it added sugar to products in developing countries that it sold sugar-free in European markets.

“There is no double standard,” the company said in a statement. “We apply the same nutrition, health and wellness principles everywhere.”

In a report published last week, Swiss NGO Public Eye said that “two of the best-selling baby-food brands marketed by Nestle in lowand middle-income countries contain high levels of added sugar, while such products are sugar free in its home country, Switzerland.”

Nestle, which owns infant milk brands including Laboratoire Guigoz and Nestle Nidal, said its formula for

babies under 12 months of age do not contain added sugars. It said it has been phasing out added sugars worldwide in products for children older than one year.

“Our range of cereals for infants and young children are available with and without added sugars in many parts of the world -- in Europe as well as in markets in Asia, Latin America, and North America,” the company said.

“We are continuing to roll out options with no added sugar, and our ambition is to have these available everywhere we offer infant and nutrition products,” it said.

In its report, Public Eye cited the Cerelac brand of flour-based cereals for six-month-olds, which it said had more than five grams of sugar per

portion in Ethiopia and six grams in Thailand while it had none in Germany or Britain.

Published the day before Nestle’s annual general meeting, the report added to the pressure the company was already facing from the ShareAction NGO and activist shareholders who demanded a vote on the health impact of Nestle products.

The motion failed, but it forced company executives to address the issue at the AGM.

Public Eye’s report also came on top of warnings by French regulators about contamination of Nestle-branded mineral waters in France.

Banks’ lending standards unchanged in first quarter

LENDING standards for corporate and household borrowers remained unchanged in the first quarter of 2024, according to the Bangko Sentral ng Pilipinas (BSP). The results of the BSP’s Q1 2024 Senior Bank Loan Officers’ Survey (SLOS) showed that majority of the participating banks, or 86.3 percent, maintained their credit standards for loans to businesses and consumers as shown by the modal approach. Meanwhile, the diffusion index (DI) method reflected a net tightening of lending standards for loans to businesses and unchanged credit standards for loans to households. For the next quarter, the modal ap-

proach showed participant banks’ anticipation of steady lending standards for enterprises. Meanwhile, the DI method pointed to expectations of tightening loan standards, given the deterioration in the profitability and liquidity of banks’ portfolios and borrowers’ profiles.

The survey also showed a higher number of respondents (88.9 percent) that maintained overall credit standards for commercial real estate loans (CRELs).

Meanwhile, the DI results indicated net tightening credit standards for CRELs largely due to banks’ reduced tolerance for risk and a deterioration in borrowers’ profiles and profitability of banks’ portfolios.

SteelAsia borrows P8.3b from GSIS, banks

As an IIPS, Higala will serve as a financial superhighway that will connect thrift banks, rural banks and microfinance institutions that are cur-

rently excluded from payment networks because of high switching and on-ramp costs.

Despite the presence of 400 rural banks in the Philippines, a mere 18 are part of InstaPay.

“Higala will help modernize our country’s digital financial infrastructures and enable the participation of financial institutions through our network,” said Higala president and chief executive Vice Catudio.

“Our goal is to make banking more inclusive, especially to the underserved segments of the population that have limited access to traditional banking services,” Catudio said.

Higala promotes inclusion by lowering the cost of real-time payments, which helps financial institutions to reasonably price their instant payments. It also aims to provide inclusive financial solutions to the underbanked as well as rapidly enable

merchants to accept digital payments. It is also building a core instant payment technology that can accommodate financial institutions of all sizes and turn banks into digital banks through white label app services.

A luxurious family getaway in Batangas

FINDING a vacation spot nowadays is becoming more tedious than before. It’s not because of a lack of destinations but the opposite. One quick search on the Internet for “getaway locations in the Philippines” will produce numerous results as possible options. Families also have to consider whether the areas are kid-friendly–among other factors.

During the summers, it’s natural for people to flock to the beach to cool off–either that or the cool, refreshing Baguio breeze. More often than not, Batangas and Laguna are top choices among eager vacationers looking to escape the heat and hectic city. Yet besides the well-loved beaches or resorts or Nasugbu or Pansol, Lian, Batangas is developing to become a getaway destination for beach lovers.

It’s also in Lian, two to three hours away from Metro Manila, depending on the traffic, where we visited TANA Beach Villas. This beach resort values the guest experience and promises luxury throughout their stay.

TANA, managed by Approche Hospitality, began its operations in October 2023 and has since welcomed guests from all walks of life. Upon entering the premises, we could already feel the serenity in the area despite the warm summer sun. The resort only has nine villas, priced at P20,000 to P23,000 a night, which can only accommodate two adults and two children or three adults.

According to TANA Operations Manager Allan Dollesin, the limited accommodations enable them to maintain the tranquil vibe within the resort. Even though there were occupants in eight of the nine villas, we didn’t feel crowded.

FIT FOR A FAMILY

My husband, child, and I enjoyed many aspects of TANA during our stay–one being a family-friendly destination. As a mother, traveling means I have to plan for my child, including her meals and activities she can engage in during our stay. Fortunately, TANA offered options for those two concerns.

The resort is just a few steps from Lian’s fine, black-sand beach, which can entertain kids who

can play with the sand or swim in the water. There’s also an infinity pool overlooking the beach four to five feet deep and constantly filtered, eliminating excessive chlorine use that can damage the skin. The pool also has a strategic location that gives guests a front-row seat to the stunning Batangas sunsets.

When it came to the food, TRESE Clubhouse, Tana’s in-resort restaurant, offers a kid’s menu with spaghetti and chicken fingers. Yet the food goes beyond keeping kids well-fed. When our daughter ordered the chicken fingers, I couldn’t resist a taste to see if she’d like it. I was surprised to see the chicken had a generous serving and was tender, crunchy, and fresh. It shows TANA’s dedication to giving guests a unique, luxurious experience.

It’s also refreshing to experience that their blended drinks aren’t overly sweet, and they serve breakfast with a cup of mixed fruits for a healthy, balanced meal.

In the meantime, we indulged in their Salmon Pesto, Orange Chicken, Beef Teppanyaki, Oriental Beef Stew, and Beef Tapa dishes.

Another thing to appreciate about TANA is their secure environment and the frequent presence of their staff, who were always all smiles as they accommodated any requests.

As the day drew to a close, we had a relaxing bonfire by the beach where our little one enjoyed roasting marshmallows and making s’mores, which TANA provided. Overall, it’s safe to say our daughter enjoyed her experience at TANA Beach Villas.

We adults also had an in-room full-body massage to complement the already relaxing vibe we got from the resort. It’s only one among the other spa services the beach resort offers.

The Philippines is also still part of the top ten in the world searching for “disinformation” and “fact-checking” as topics. This points to how Filipinos remain curious to learn more and combat these important issues that impact their lives.

“Google’s mission is to organize the world’s information and make it universally accessible and useful. Core to this mission is to provide people with trustworthy content, and opportunities for freedom of expression while addressing misinformation,” said Mervin Wenke, Head of Communications and Public Affairs at Google Philippines.

mrld represents PH at major music fest in Indonesia

RISING Filipino star mrld is the sole representative of Original Pilipino Music (OPM) at the Connx Off The Weekend (OTW) Festival 2024 on May 4.

Recognized as one of Indonesia’s premier music events, the annual event will take place at the picturesque Lapangan Rampal in Malang, Java.

The 19-year-old singer-songwriter will share the stage with Singaporean act Sezairi and prominent Indonesian artists including Vierratale, Nadin Amizah, Happy Asmara, Shaggydog, and Rumah Sakit

“It feels surreal,” shares mrld. “My lifelong dream was simply to perform on a stage, but now, I’m blessed with the opportunity to perform outside the Philippines.”

Acknowledging the significance of her inclusion, she adds, “Being the only OPM act on the lineup and headlining is a tremendous leap for me. While I do feel a lot of pressure, I’m mostly fueled by excitement.”

Having been with O/C Records for three years under the mentorship of Kean Cipriano and Chynna Ortaleza, mrld currently holds the top spot among female artists with the highest number of monthly listeners on Spotify, boasting nearly 4.4 million. Earlier this year, she was honored as the RADAR Artist of the Year by the music streaming platform.

SHer popularity extends beyond borders, with Indonesia alone contributing over two million streams monthly to her repertoire. Much of this acclaim stems from her hit track “An Art Gallery Could Never Be As Unique As You,” which has amassed over 140.5 million streams overall.

Looking ahead to her performance at OTW, mrld promises an unforgettable experience for her Indonesian fans. “I’m eager to showcase who MRLD is. I have one song that’s particularly popular there, and I can’t wait to perform it live. I hope to demonstrate more of my artistic essence and leave a lasting impression.”

Korean-American star Ma Dong-seok to visit Manila

KOREAN-AMERICAN actor Ma Dong-seok is planning a visit to Manila, according to former Ilocos Sur Governor Luis “Chavit” Singson The businessman and politician extended the invitation during a recent trip to Korea, where he met the Korean star alongside boxing legend Manny Pacquiao.

The visit aims to allow Ma Dong-seok to experience Manila and potentially lead to future collaborations.

This invitation follows discussions between Singson and Korean business associates on projects such as filming Vagabond 2 with Lee Seung-gi in the Philippines, a cosmetics manufacturing manpower exchange program, and introducing electric jeepneys.

Singson views South Korea as an ideal partner due to geographical and cultural similarities, recognizing Filipinos’ strong interest in Korean entertainment.

A magical wedding at The Farm in San Benito

CORPORATE executive Pianne Tobiano Sinfuego tied the knot with long-time boyfriend Ryan Lavares in a dreamy event last month. The romantic venue, stunning bridal gown, and celebrity singers made the Sinfuego-Lavares nuptials a truly memorable occasion attended by family, friends, and notable guests.

Pianne’s mother, chemist Pinky Tobiano, was emotional as she walked down the aisle of St. Therese of the Child Jesus Church in Lipa City, Batangas. Fr. Macwayne Maniwang officiated the ceremony. The bride’s second father, Juancho Robles, walked her down to the altar.

The reception took place at The Farm at San Benito, Batangas—a picturesque location ideal for weddings. The atmosphere was joyful as loved ones witnessed the couple’s union on a sunny afternoon straight out of a fairy tale.

The Farm at San Benito, with its lush greenery and serene ambiance, provided the perfect backdrop for Pianne and Ryan’s dream wedding, enveloping guests in peace and beauty from the moment they arrived.

“The Farm is a beautiful venue and we were so blessed to be able to have our celebrations there,” gushed Pianne. “The place is known

for its good energy and we felt it would be a wonderful place to start our new chapter in life surrounded by all this good energy and share it with the people that we love.

“My family frequents the farm. Ryan and I have had good memories together there as a couple.”

The Farm hosted a lavish feast for Pianne, Ryan, and their guests under a canopy of twinkling lights and stars. Erik Santos performed Pianne’s bridal march, delivering a special rendition of “A Thousand Years” that deeply touched the bride. For the reception, Erik serenaded the couple with “Got To Believe,” a song dedicated to them.

Yeng Constantino sang “Ikaw” for their first dance, choreographed by D’Grind Moira dela Torre followed with “Ikaw at Ako” after sharing a heartfelt message for the newlyweds.

Planning the wedding was enjoyable for Pianne, drawing on her experience organizing events for her mom and friends. The process was smooth, thanks to their coordinator, Christine Ong Te, and the support of family and friends.

Pianne’s elegant wedding gown, designed by Francis Libiran, shimmered in the afternoon sun, a dream fulfilled for her.

The couple’s journey began as acquaintances at Ateneo de Manila University in 2013, leading to a surprise proposal in Paris in June 2023.

“We had both been talking about settling down for a while, but I was really surprised when he popped the question while we were on vacation in Paris in June last year,” said Pianne. “Over time, I realized Ryan was someone I would like to grow old with, start a family with, and continue sharing new experiences with.”
