THE Chinese Embassy in the Philippines on Thursday refuted President Marcos’ pronouncement that he was not aware of any gentleman’s agreement that was reached during the Duterte administration with Beijing.

In a statement, the embassy stressed that it even “repeatedly briefed” the Marcos administration about such an agreement, which had previously prevented the escalation of tensions between the two nations.

“In addition to the meetings of China-Philippines Bilateral Consultation Mechanism on the South China Sea (BCM), the Chinese side invited the Envoy of the President to China for Special Concerns of the Philippines to Beijing last September to discuss how to properly manage the situation at Ren’ai Jiao, which resulted in an internal understanding,” the embassy statement said.

PCG to join Balikatan for 1st time

THE Philippine Coast Guard said Thursday it will participate for the first time in an annual joint military exercise conducted by the Southeast Asian country and the United States.

More than 16,700 Filipino and American troops will take part in this year’s drills, which kick off Monday.

The exercises will be focused in the northern and western parts of the archipelago nation -- near the potential flashpoints of the South China Sea and Taiwan.

Beijing claims almost the entire waterway and considers self-ruled Taiwan part of its territory.

Other countries, including the Philippines, have overlapping claims to parts of

the sea. The United States has no territorial claim over the waters or features, but regularly conducts patrols there.

The United States has been deepening its defence cooperation with regional allies, including the Philippines, as it seeks to counter China’s growing assertiveness.

Philippine Coast Guard (PCG) spokesman Rear Admiral Armando Balilo said Thursday it would be the first time Philippine Coast Guard vessels join the drills

dubbed Balikatan, which means “shoulder to shoulder” in Tagalog.

Previously, PCG boats had patrolled the waters around the exercises to prevent interlopers.

Six vessels would participate, Balilo said, including four 44-metre multirole response boats and two larger patrol vessels.

The coast guard’s special operations force would also “undertake joint interoperability exercises” with the Philippine Navy and their counterparts from Australia, France and the United States.

Despite China’s aggression within the disputed waters, China’s embassy also told the government to stop the Philippines’ supposed provocations and “return to the right track of dialogue and consultation as soon as possible, and work with the Chinese side to properly manage the situation at Ren’ai Jiao, and safeguard the hard-won peace and stability in the South China Sea.”

Meanwhile, the Philippines’ decision to step-up relations with Japan and the United States was defended by the Department of Foreign Affairs (DFA), saying it is a “sovereign choice.”

As a response to China’s criticism of the recent trilateral summit, the DFA also urged China to “reflect upon its own actions” in the South China Sea. “The source of tension in our region is well known to all,” the DFA said in a statement.

“When the HPA ridge affects a specific area, we can expect lower cloud development, lower rainfall, resulting in higher temperatures in those areas,” weather specialist Veronica Torres said.

The ongoing El Niño phenomenon has triggered droughts and dry spells over vast areas of farmlands.

Temperatures in various areas have already surpassed government projections for the month of April.

The weather bureau said it expects the hottest days to come in May.

In its bulletin, PAGASA meanwhile said the following areas are expected to experience heat indexes ranging from 42°C to 45°C on April 18.

There have been several minor collisions between Philippine and Chinese coast guard vessels in recent months, raising fears of a wider conflict that could involve the United States and other allies.

“The Senate should look into the reported presence of Chinese nationals around EDCA sites. This is a national security concern that must be addressed,” Senator Risa Hontiveros said.

and other inter-agency meetings concerning these allegations. We welcome and shall cooperate should any investigation be required,” the CHED chairman added.

Sen. Francis Escudero said CHED can investigate the matter by issuing show cause orders to SPUP.

He urged security analyst and founding president of the International Development and Security Cooperation (IDSC) Chester Cabalza to file a complaint regarding this with CHED.

“A complaint is necessary as this is an ‘academic freedom’ issue that can have a serious pushback against government regulators with oversight function over tertiary schools,” said Escudero, chairman of the Senate Committee on Higher, Technical and Vocational Education.

THE Department of Justice appealed to Timor Leste authorities for the immediate extradition or deportation of fugitive Arnolfo Teves, Jr. after receiving reports that his son allegedly bribed a cop in exchange for special treatment of his father.

In a statement, the DOJ said that it received reports that the son of Teves offered a S2,000 (over P114,000) bribe to a member of Timor Leste’s Criminal Investigation Police for “security” inside and outside Becora Prison, where Teves senior is being held.

Teves is currently in pre-trial detention at Becora Prison following his arrest in March by Timorese authorities acting on an INTERPOL red notice. He is wanted in the Philippines on charges of corruption, assassination, and suspected terrorism.

BATAAN First District Board Member Tony Roman is urging campus journalists “to seek and tell the truth.”

DOJ creates special team to handle Dizon case

THE Department of Justice (DOJ) said it has created a special investigating team (SIT) to handle the murder case of Kidapawan broadcaster Eduardo “Ed” Dizon after one of the suspects was acquitted, while another was granted bail. Dizon, a radio commentator for Brigada News FM in Kidapawan City, was gunned down on the night of July 10, 2019. He sustained five bullet wounds and died on the spot.

Task force formed to go after ‘colorum’ vehicles

THREE government agencies have formed a task force to go after unauthorized cars and public utility vehicles illegally operating in the National Capital Region (NCR).

The joint task force--composed of the Metropolitan Manila Development Authority (MMDA), Department of Transportation (DOTr), and Department of the Interior and Local Government (DILG)-was formed following President Ferdinand Marcos Jr.’s directive.

The task force will work closely in coordination with the Special Project Group of the Philippine National Police in the conduct of traffic, clearing, and all kinds of anti-colorum operations within Metro Manila.

Members of the task force will have the authority to determine transportation violations within the NCR and will have the authority to use and issue violation or citation tickets. They will also be deputized by the DILG, the DOTr, and/or the MMDA when necessary.

MMDA Acting chairman Don Artes said the agreement signed by the three agencies is a huge step in the campaign against colorum vehicles.

He said that the MMDA sought the assistance of the DILG, through Secretary Banjamin Abalos Jr., last month to help in carrying out and implementing the anti-colorum operations, especially when the enforcement teams are experiencing bullying and harassment from violators.

BUREAU of Customs (BOC) agents assigned at the Ninoy Aquino International Airport have intercepted a smuggled shipment of shabu worth more than P218 million.

The shipment, which arrived from Zimbabwe on April 13 at the Paircargo warehouse facility in NAIA, was misdeclared as “machinery mufflers,” which authorities said, was a clear case of technical smuggling.

“Our Customs Intelligence and Investigation Service (CIIS) at NAIA verified the information we received. After which, we tasked the X-ray Inspection Project (XIP) to check the dubious images that were then found to be suspicious,” BOC Commissioner Bien Rubio said.

“The examination of the shipment and K-9 sweeping discovered what was described as white crystalline substances hidden inside the mufflers. The initial test conducted on these substances yielded a positive result for the presence of methamphetamine hydrochloride or shabu,” he added.

THIS is good news for nurses and careworkers looking for jobs abroad.

The Department of Migrant Workers (DMW) is currently accepting applications from nurses and careworkers who want to work in Japan under the JapanPhilippines Economic Partnership Agreement (JPEPA).

The DMW said Japan needs 50 nurses and 300 careworkers who would be employed for three to four years under the auspices of the Japan International Corporation of Welfare Services.

Accepted candidates will undergo Japanese language training for six months in the Philippines and six months in Japan, prior to their employment at Japanese hospitals and caregiving facilities.

Japanese language training fee is free of charge and daily living allowance will be provided for the whole duration of the language training.

Candidates are encouraged to eventually obtain the Japanese license for Kangoshi (nurses) and Kaigofukushishi (careworkers) to give them the opportunity for longer employment term in Japan.

The SC acted on the petition by requiring the LTO and Dermalog to file their respective comments. The plea for a temporary restraining order (TRO) sought in the petition would be acted upon by the SC as soon as the comments were filed.

Laguna water purifier wins award in London

A LOCAL facility that purifies water taken from the Laguna Lake emerged as the “Water Project of the Year” in the prestigious Global Water Awards presented in London on April 15.

Also known as the Laguna Lake Drinking Water Treatment Plant (DWTP), the project was chosen for having “the greatest innovation in terms of optimizing its physical or environmental footprint,” the awards-giving body said.

The annual Global Water Awards were presented at the Global Water Summit, a major business conference for the water industry worldwide. They aim to recognize excellence in the international water industry by rewarding initiatives that contribute significantly to the advancement of the industry.

The Laguna Lake DWTP was the lone awardee from the Philippines.

The state-of-the-art drinking water treatment plant is being built in two phases and will have a capacity of 150 million liters per day. It will help solve the problem of poor water quality in the area, using advanced sludge and algae treatment processes, among other technologies.

Maynilad tapped the consortium composed of Spanish company Acciona and Consunji-led DMCI Holdings, Inc. for the design, construction, operation, maintenance, and commissioning of the Laguna Lake DWTP. Global firm Arup serves as a consultant.

Three heads are better than one

PRESIDENT Ferdinand Marcos Jr. recently took part in an unprecedented trilateral meeting with the United States and Japan in Washington to further strengthen economic and defense cooperation with our two staunchest allies.

In that three-way meeting, President Joe Biden reaffirmed Washington’s ‘ironclad’ commitment to Philippine defense.

Marcos has made it clear since he took office in mid-2022 the Philippines will not give up one inch of its territory even as Chinese aggression in the West Philippine Sea steadily increased since he assumed the presidency in 2022.

The Philippine government stands on solid ground in building a united front of its allies, partners and friends in the international community to counter China’s aggressive actions in our EEZ.

Our international allies have offered to help us in protecting our sovereignty, sovereign rights and jurisdiction to ensure peace and stability in the IndoPacific.

This form of multilateral diplomacy involves cooperation and consensusbuilding and we have obtained the support of countries such as Japan, Australia and the members of the European Union for our efforts to gain international support for a rules-based order in the Indo-Pacific region.

Such united front is timely amid recent developments.

“Horrified” is how Marcos Jr. described the supposed “gentleman’s agreement” or a secret deal forged by his predecessor Rodrigo Duterte with Chinese President Xi Jinping years ago on keeping the status quo in Ayungin Shoal in the West Philippine Sea. He then said he had rescinded it, if indeed it exists at all.

“We don’t know anything about it; there is no documentation, there is no record. We were not briefed…When I came into office, nobody told me there was such an agreement. If the agreement states that we must get permission from another country just to navigate within our territory, it would be difficult to follow that,” Marcos explained. He is right.

If the Chief Executive is taking an increasingly assertive stance on our maritime dispute with China in the West Philippine Sea, it is consistent with our advocacy of a rules-based international order, not one where might is right.

The Marcos Jr. administration has in fact begun to craft a “proportionate, deliberate and reasonable” response to the “unabated, illegal, coercive, aggressive and dangerous attacks” by the China Coast Guard and the Chinese Maritime Militia in the West Philippine Sea.

“We seek no conflict with any nation, more so nations that purport and claim to be our friends, but we will not be cowed into silence, submission or subservience. Filipinos do not yield,” the President pointed out.

Our Department of National Defense has expressed full agreement with the President: “The Philippines is not seeking a fight or trouble in the South China Sea but will not be cowed into silence, submission, or subservience.”

The agency also slammed Beijing’s “illegal and uncivilized activities” in the South China Sea, and the “inability of the Chinese government to conduct open, transparent, and legal negotiations…Their repertoire consists only of patronizing and, failing that, intimidating smaller countries.”

This is the correct position of the Philippine government amid Beijing’s continuing harassment of our vessels and personnel in our Exclusive Economic Zone as mandated by the United Nations Convention on the Law of the Sea.

We support the efforts of the DND and our National Security Council to put together “a response and countermeasure package” to address China’s bullying tactics in the South China Sea.

We recall the Philippines and China created a Bilateral Consultation Mechanism in 2016 to discuss issues and concerns related to the South China Sea.

The first BCM was convened in 2017 and has held eight meetings since.

But little, it would seem, has been achieved by discussions and negotiations by officials of the Foreign Ministries of our two countries on bilateral issues concerning territorial and maritime disputes in the South China Sea.

While the Philippines has persisted in negotiations with China to resolve disputes peacefully, we see no sign that open dialogue has led to a win-win solution for both sides.

Beijing has been adamant in claiming ownership of virtually the entire South China Sea on the basis of a fictional “ten-dash-line” that has no historical nor legal basis and debunked by the Permanent Arbitral Tribunal of Unclos.

Travels and travails of a retiree

THE road to “paradise” was long and winding like the 33.5-km Kennon in Benguet with its cliffside zigzags at a less perilous level. “Paradise” actually referred to Camp Paraiso where my family and I celebrated the 3rd birth anniversary of my youngest child during a recent road trip.

The “paradise on earth” was ensconced downhill in a well-appointed campsite with aircon huts resembling a modern-day version of American Indian tepees.

The well-paved road along the Bongabon-Baler Route looked Instagram-able, a picture-perfect product of an engineering feat marvelously carved out of the mountains leading to Aurora, a coastal province facing the Pacific Ocean.

On another road trip during the most recent Holy Week, we spent two days in Talisay, Batangas and rented a unit at Club Balai Isabel for an overnight stay.

THE war on illegal drugs waged by the Rodrigo Duterte administration starting from July 2016 and reached its crescendo around 2019 managed to rack up a record of sorts: more than 6,000 suspected drug traffickers and users shot dead by law enforcers who claimed their prey drew weapons and fought back when accosted in legitimate police operations.

Human rights groups here and abroad, however, insist the death toll in Duterte’s bloody war on drugs actually led to between 20,000 and 30,000 casualties.

This is the reason the former president now faces the prospect of arrest and trial for “crimes against humanity” before the International Criminal Court. Did Duterte’s violent war on drugs

The third-floor unit had a spacious veranda that ushered in a magnificent view of the Taal Lake in an early morning.

A view to chill out, indeed. My family and the other “staycationers” enjoyed wallowing in several swimming pools built within a few meters away from the lake.

Even after I have declared my retirement from this paper, libel suits continued to pester me like a swarm of angry bees.

At one time during my career in the Standard, I had to face several libel charges all at the same time.

My usual role as respondent took an

With the advent of social media, AI and work-from-home setup, I’m afraid the exciting world of journalists will never be the same again

One of the most recent libel cases pertained to a retired general who charged me and Joyce Panares, the incumbent managing editor, with cyber libel over something we didn’t write or know about.

For over a year, we were unaware of a warrant of arrest issued against us. Panares and her quizzical mind came

to know of the warrant, prompting her to alert the office which fielded a legal team to bail us out.

When mediation failed because the accuser refused to face us, the RTC judge scheduled a pre-trial on April 16, 2024, but the judge later on decided on a pushback and reset the hearing to June 14.

We thought the long wait would end soon.

Newsmen of yesteryears used to glamorize libel suits as a badge of honor, a proof of one having gained his/her spurs as a true-blue journalist. It’s an entirely different story now. A libel case means extra expenses in terms of lawyer’s fees, cost of transportation to and from the trial court and wasted hours during the hearings.

Those things reminded me of late afternoon coffee breaks we had in the Editorial newsroom. Brown-bag sessions weren’t the norm yet since editors didn’t usually eat lunch in the office; they didn’t chew up death threats for breakfast, either.

On one occasion where the topic of discussion was libel and how it could be avoided, I said: One of us should take

towards the nation’s ascent to uppermiddle-income economy status by the dawn of the next decade.

Under his stewardship, the House of Representatives stands poised to play a pivotal role in realizing this ambitious goal, leveraging its influence to enact key legislations and create an environment conducive to investment and growth.

Editors and reporters also made it a habit to huddle together usually in the afternoon or early evening for some small talk (chismis) before calling it a day. There was no template for a bannermaterial scoop, but the camaraderie was priceless. With the advent of social media, AI and work-from-home setup, I’m afraid the exciting world of journalists will never be the same again. MOSCOW – Russia on Thursday said it had neutralized 20 drones and two ballistic missiles in areas bordering Ukraine, including Rostov where its command headquarters for the Ukraine offensive is.

THE Philippine Sports Commission and the Municipality of Salcedo in Ilocos Sur expressed their hundred-percent readiness for the inaugural leg of the Indigenous People’s Games this year.

The IP Games’ technical working group from the sports agency made a courtesy visit to Municipal Mayor Ninya Grazielle-Itchon to iron out the final details for the smooth staging of the games, which is specialized in promotion of traditional practices and establishment of harmony among indigenous communities.

The lady town leader informed the PSC team that all logistics needed are in place to achieve a safe staging of the games and give all the indigenous participants the excellent experience of engaging into sports.

The games will feature traditional sports namely patalunton match, kadang-kadang relay and individual race, pika (javelin), lippay battle, gabbo, sinangduan, binnurang-itan, bekang (archery), sunay spin challenge, and banga relay to be played out in Salcedo Central School where 269 participants are already registered for showcasing their strength, as of writing.

“We are totally ready for this year’s IP Games. We thank the LGU of Salcedo for helping us spread the agenda of PSC for the sake of indigenous communities using sports,” said IP Games project head Elias Samorin.

A total of 14 participating towns from Ilocos Sur will be at the centerstage of the games namely Cervantes, Gregorio del Pilar, Lidlidda, Suyo, Banayoyo, Burgos, Galimuyod, Nagbukel, Quirino, Salcedo, Sugpon, Alilem, San Emilio, and Sigay.

The playing venue is just a walk away from the Salcedo Municipal Hall, and beside the St. Joseph Parish Church that enjoys the backdrop of the portion of a scenic view from the Cordillera Central Mountain Range.

ZAMBOANGA City was a familiar fixture in my previous life. Aside from being the first ones from Manila to arrive and cover the unforgettable Zamboanga siege in 2013, the city has been my team’s unofficial “forward operating base” whenever I was deployed to cover conflicts and other worthy coverages in Sulu, Tawi-Tawi and the nearby island of Basilan. Speaking of reconnecting, I had the opportunity to hear from good friend and former Defense beat colleague Alcuin Papa the other day. The former editor of ABS-CBN news online and reporter of Philippine Daily Inquirer, Alcuin now teaches Journalism at the University of Perpetual Help System Dalta. He is now tasked to help manage the media relations concerns of UPHSD especially with its varsity teams competing in the NCAA.

Alcuin said the university is quite on a high despite losing the title in the juniors’ tournament of the NCAA to the traditional powerhouse Letran Squires in the game 3 of the best of three finals.

“It was kind of disappointing because we really thought that our never-say-die spirit will carry us through Game 3 after we were able to extend the series to a rubber match. But hats off to Letran because they played a well executed game plan. I guess, at the end of the day, their experience was a big advantage over a finals’ newcomer like us,” he said.

On a personal note, congratulations to my nephew, Jacob Marcus Puno Navarro for helping his team, the Ateneo de Manila Grade School’s Midget D Born-2013 Football Varsity Team win the Rizal Football Association title recently.

Jacob and his squad routed Claret School, 7-2 in the finals to win the championship and the bragging rights. Jacob scored a hat trick and assisted on two more goals, a corner pass to best bud Miguel Tagarda and winger Ryujin Famorcan, in the finals enroute to winning the Most Valuable Player plum. Good goalkeeping from Niall Enciso also helped the Katipunan boys get the win.

Credit should also go to Coach JP Merida who has done a superb job with the boys. Jacob, Miguel, Ryujin, Daniel Guerrero Jr., Ryan Moti and Red Alminar will see action in the Palarong Pambansa that will start tomorrow. The Ateneo grade school booters will be part of the Quezon City squad that will compete in the national games.

Next stop for Jacob is to clinch a spot in the national Under-11 team. He is a future Azkal and a homegrown player to boot. As the saying goes “malayo pa, pero malayo na” indeed. Good job and keep it up, Jacob!

THE moment of truth is at hand for Fil-American gymnast Levi JungRuivivar. Ruivivar, an underdog, barged into women’s uneven bars final in the Doha, Qatar leg of the FIG Artistic Gymnastics World Cup Series on Wednesday night.

The 17-year-old Ruivivar, who is in Doha with Emma Malabuyo and Carlos Yulo, landed in eighth place with a score of 13.2, 7.7 points on difficulty and 5.5 in execution.

This now gives her a chance to earn a podium finish, move up in points and get an Olympic qualification slot to Paris on a good ranking score and by being among the top two of the uneven bars tally at the end of the four-leg World Cup Series.

Ruivivar, whose family is from Los Angeles, California, is behind top notcher Kaylia Nemour of Algeria, who leads with 15.44, followed by Alena Tsitavets of Belarus with 13.666 points and Georgia-Rose Brown of New Zealand with 13.4 points.

THE Philippine Olympic Committee is leaving no stone unturned in its preparations for the historic 2024 Paris Olympics, which mark the centennial celebration of the games.

In a groundbreaking move, the POC is sending Filipino athletes to a monthlong training camp set to unfold in Metz, France, as revealed by POC President Bambol Tolentino.

This unprecedented initiative was unveiled during the partnership announcement between the POC and Cignal TV for the forthcoming Paris Games.

Under this collaboration, the POC has secured agreements with La Moselle President Patrick Weiten for the use of sports facilities in Metz, including the accommodations and meals for

Filipino qualifiers starting in June.

“Everyone will be departing after the June 21 sendoff, then, the following day, on June 22, they will depart for the training camp a month ahead,” said Tolentino.

This meticulous planning underscores the commitment to provide optimal conditions for the athletes’ preparations.

“In Metz, the contract was signed

However, the central hub will be in Metz, with other facilities accessible within a 15 to 20-minute drive,” he explained. CEBU Pacific said Thursday said it teamed up with the Manila International Airport Authority (MIAA) to deploy mobile lightning shelters at the Ninoy Aquino International Airport (NAIA) Terminal 3. The installation will strengthen Cebu Pacific’s operational resiliency and ensure the safety of passengers and airport ground personnel in the event of a red lightning alert (RLA). Cebu Pacific said it would also install five units of lightning shelters, including two that have been deployed at the terminal’s remote parking bay and one at ramp 2. FINANCE Secretary Ralph Recto called on the World Bank and the International Monetary Fund (IMF) to act decisively and ramp up support for developing nations.

“The peace and prosperity of future generations rest in our hands. We cannot afford any delay or inaction,” Recto said in his opening remarks as chair of the Intergovernmental Group of Twenty-Four (G-24) on April 16, 2024.

Formed in 1971, G-24 helps coordinate the positions of developing countries on international monetary and development finance issues to ensure that their interests are adequately represented in negotiations on international monetary matters.

The Philippines serves as the

chair of the G-24 Bureau for 20232024. Recto said this is a defining moment that will shape the fate of developing nations.

The ministerial meeting, under the theme, “Building Resilience to Meet Global Challenges”, provided an opportunity for ministers and the international finance institutions to exchange insights on world developments and for the latter to discuss critical reforms to support developing economies in facing global headwinds.

Recto cited the urgency for the

World Bank Group (WBG) and the IMF to intensify their efforts in assisting developing countries to mitigate and reverse the factors threatening their growth prospects, which entails immediate access to shortterm liquidity and affordable longterm financing solutions.

“Alarmingly, one in every four developing countries is now poorer than before the pandemic. Any slowdown in global economic performance will surely hit the developing economies the hardest. This poses a grave threat to the peace, economic security, and prosperity of all our people,” he said.

Recto underscored the need for innovative and responsive financing solutions that will help developing countries navigate the turbulent waters ahead.

Economic team woos more US investors to PH

THE government’s economic team is wooing more American investors to consider the Philippines as a destination of choice for business expansion.

National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan, together with other members of the economic team, made the case to potential investors during the Philippine Investors Dialogue at the Ritz-Carlton Hotel on April 17. Balisacan said that despite various external risks, including the global economic slowdown, geopolitical tensions and election-related uncertainty in major economies, the Philippine government is actively seeking out investment and trade opportunities as it implements projects crucial to the country’s socioeconomic transformation.

“We have undertaken several transformative initiatives to substantially improve the investment climate. These reforms and initiatives clarify ambiguities in the rules, expand markets for our local industries, streamline government processes and promote more competition,” Balisacan said.

“Through the President’s policy issuances, we have underscored the government’s strong commitment to promote the ease of doing business,” he said.

The government is expecting a significant boost to growth and job creation from the accelerated rollout of the ‘Build-Better-More’ infrastructure flagship projects, valued at about $161.7 billion or P9.14 trillion, and the government’s flagship housing program which aims for the construction of about 3.3 million housing units by 2028.

Bloomberry bullish on opening of Solaire Resort in QC on May 25

BLOOMBERRY Resorts Corp. is bullish about the prospects of the company this year with the upcoming opening of its second Solaire Casino & Resorts in Quezon City next month.

Bloomberry chairman and chief executive Enrique Razon Jr. said during the company’s virtual annual stockholders meeting Thursday the company is focused on the launch of Solaire Resort North in Quezon City on May 25, 2024.

“Solaire Resort North will introduce

our signature five-star brand of gaming leisure entertainment to a broader market within the country and elevate the regional competitiveness of the Philippine gaming industry,” Razon said.

Razon said he expects Solaire Resort North to fully ramp up its operations two years after opening.

Razon said the group would not start any expansion plans within its flagship casino in Paranaque City or new developments within its newly-acquired property in Cavite until Solaire North is at full capacity.

“Once Solaire North is fully rampedup, and both properties are generating certain expectations that we have, then we will start developing our property in Ternate, Cavite,” he said.

Razon said the company also increased its focus on the group’s online business by offering enhancements to the existing platform and expanding its online gaming team to work on more modifications.

“Putting Bloomberry far ahead of the competition, our trifecta of offerings—Solaire in Entertainment City, Solaire Resort North and Solaire On-

line—places us in a very strong position to take advantage of increasing demand for gaming entertainment in the Philippines and within the Asia-Pacific region,” Razon said.

Aside from continued growth of the domestic economy, Razon said Bloomberry would also likely benefit from improving inbound visitation. BOC blocked P18.1-b smuggled goods in Q1

THE Bureau of Customs (BOC) said Thursday it stepped up its campaign against smuggling in the first quarter of 2024, resulting in the seizure of P18.11 billion worth of illegal goods.

The agency said it also marked 4.81 billion liters of fuel, collecting P61.1 billion in duties and taxes. The program discourages illicit trade and protects customs revenue.

It said in a statement it also the revoked accreditation of 11 importers

and three customs brokers and filed 16 criminal charges against unscrupulous stakeholders, bolstering the agency’s efforts to enforce customs regulations and maintain trade integrity.

“While the weight of our responsibilities may be heavy, our unified efforts have not only met but surpassed expectations. I extend heartfelt appreciation to the entire BOC community for their commitment and hard work,” BOC Commissioner Bienvenido Rubio said.

The BOC generated P219.385 billion in revenues in the first quarter, surpassing its target for the period by P8.489 billion.

Balai ni Fruitas acquires 40% interest in Sugarhouse

Balai ni Fruitas Inc., a leading Philippine counter service bakery operator owned by businessman Lester Yu has expanded its portfolio with the acquisition of a cake shop Sugarhouse.

Balai ni Fruitas said Thursday in a disclosure to the stock exchange it signed an agreement to acquire the 40-year-old legacy brand and various assets related to the Sugarhouse. It did not disclose the value of the acquisition.

Sugarhouse, which started in 1983 on Anza Street near Makati Avenue, sells baked goods, cakes and pastries. Over the years, it expanded its menu to include a wide array of breads, pastries, and meals. It has two branches in San Juan and Power Plant Mall in Makati.

Balai ni Fruitas said the acquisition would enable it to expand its product offerings, particularly in the cake category and tap a broader customer base. It will also allow it to gain additional production capacity to fuel its growth. The deal will have significant synergies with its existing brands.

The acquisition includes assets such as intellectual property, technical knowhow, delivery, commissary and store equipment and catering business of Sugarhouse. The acquisition is expected to close on or before May 1, 2024.

“In line with our aim of delivering shareholder value, we are complementing our organic growth with a key acquisition that will allow us to serve more products to more Filipinos,” Fruitas president Lester Yu said.

ICTSI eyes Asia, Latin America, ME expansion

INTERNATIONAL Container Terminal Services Inc. (ICTSI) said Thursday it plans to explore further international expansion to sustain its growth in 2024.

“We are very actively looking for investments in the regions where we have been successful. Meaning Asia, Latin America, Africa and Middle East,” ICTSI chairman and president Enrique Razon Jr. said during the company’s virtual annual stockholders’ meeting.

“So, we are very active in pursuing these investments and hopefully we continue to be successful in that area,” he said.

PETROGREEN Energy Corp., a subsidiary of listed PetroEnergy Resources Corp. and its Chinese supplier Trina Solar, a global leader in smart photovoltaic and energy storage solutions, signed a master supply agreement (MSA) for 117 megawatts of high-performance PV solar modules.

The solar modules will be delivered to various projects of PetroGreen’s subsidiary, Rizal Green Energy Corp.(RGEC). Trina Solar will also supply modules to PetroGreen’s projects including those in the provinces of Nueva Ecija, Pangasinan and Isabela.

“Our continued partnership with Trina Solar signifies our commitment in ensuring that highest quality components and innovative technologies are deployed in our solar projects,” said PetroGreen vice president for commercial operations and business development Maria Victoria Olivar.

“We are delighted that this cooperation will significantly boost Philippine’s energy transition to renewable energy through solar power projects and will contribute to achieving a low-carbon future,” said Olivar.

ECCP pushes investments in PH aviation

THE European Chamber of Commerce of the Philippines (ECCP) is pushing for key priorities for 2024 with emphasis on investments in the aviation sector ahead of the 2024 Aviation Summit in October 2024.

The ECCP, in a meeting with Philippine Economic Zone Authority (PEZA) director-general Tereso Panga, laid the groundwork on formulating a national aerospace plan, upgrading airport infrastructure and addressing regulatory gaps within the Civil Aviation Authority of the Philippines (CAAP) and the Philippine Transportation Safety Board (PTSB).

STATE-RUN National Electrification Administration (NEA) said it granted P263.78 million worth of loans to 12 electric cooperatives (ECs) as of March 31, 2024.

Bulk or around P178.45 million was used for the capital expenditure (capEx) projects of nine ECs, according to the latest data from the NEA Accounts Management and Guarantee Department (AMGD).

BDO Unibank Inc., the country’s largest lender led by the SM Group, said Thursday it delivered a net income of P18.5 billion in the first three months of 2024, a 12-percent increase from the same quarter last year on sustained performance of its core businesses.

The Toll Regulatory Board (TRB) has postponed the initial target of July due to ongoing system preparations.

“The TRB, in coordination with the DOTr, DPWH, the Tollway Concessionaires/Operators, are still in the process of preparing all the toll systems which are included in the said program,” Alvin Carullo, executive director of TRB told the Manila Standard

“There are ongoing testing and system audits, as well as alignment of business rules and policies being undertaken as part of the Program’s preparatory works,” he added. Carullo said the implementation of

the Interoperability Phase 3 is initially scheduled in July 2024 but maybe moved to October 2024 at the latest, due to the aforesaid reasons,”

The toll collection interoperability project was launched in 2017 with the signing of a memorandum of agreement (MOA) between the Department of Transportation, Department of Public Works and Highways (DPWH), Land Transportation Office, TRB, San Miguel Group, Metro Pacific Group and the Ayala Group.

The agreement states that the toll road companies are required to make adjustments in their systems to enable

interoperability and an integrated toll collection.

According to Carullo, the average penetration rate of ETC transaction across all tollways is at 90 percent.

He added that the Toll Collection System Interoperability Project is designed to provide motorists the ease and convenience of maintaining only one RFID sticker and one account/wallet.

“The RFID/ETC subscribers will only reload one account which is more economical and convenient,” he said, adding that there would be no additional fees for using a single account across multiple toll systems.

THE Department of Transportation (DOTr) has inaugurated a network of bike lanes and pedestrian infrastructure in Kalibo, Aklan, providing a safer and more enjoyable experience for cyclists, walkers, and other non-motorized travelers.

Transportation Secretary Jaime J. Bautista said bike lanes and pedestrian infrastructure can attract tourists to come to renowned destinations in Aklan such as Kalibo and Boracay. “We need a bike lane here. Kalibo, Aklan, and Boracay are tourist destinations and we can attract many tourists,” Bautista said.

He likewise said that active transport infrastructure is a safe space for cyclists, pedestrians, and other road users.

APOLYMER clay workshop in Makati in 2018 led me on an unexpected creative path. At the helm stood Ingrid Guerrero-Puzon, or Teacher Izzie to her students, as her warmth and enthusiasm radiated all over the room. Little did I know that day I spent as a kid once again would mark the beginning of a mentorship and friendship I deeply treasure.

Izzie’s love affair with crafting has deep roots. “I was in elementary when I started to enjoy drawing for my school projects. By the time I reached high school, I was busy making props for our school projects,” she recalled.

“I guess I got my fondness for crafting since both of my parents, especially my mom, were equally creative.” The seeds of creativity, sown at a tender age, would flourish into a fulfilling passion.

Her foray into handmade products is as diverse as it is inspiring: accessory making, polymer crafts, metal stamping, leatherwork, perfume, candle making, and even floral crafts and bespoke fragrances. This diversity speaks to a limitless curiosity – a manifestation of artistic spirit.

While Izzie initially pursued a traditional path with a degree in business, fate had a different plan. Crafting became her outlet and source of strength after the loss of her parents. “Crafting helped me with the loss of my parents,” she shared. “I decided to pursue a handmade business in honor of my mom and dad.” It’s this heartfelt connection that adds a deeply personal layer to her creations.

Beyond personal fulfillment, Izzie’s drive stems from a desire to make crafting accessible and empower others. She shared, “I wanted to create products and activities that could be readily accessible to people no matter the distance. Hence, my DIY Kits, on-site and virtual workshops, and events.” There lies the beauty of her approach –she does not merely create; she builds bridges, enabling others to find joy in their own creative explorations. I am proof to that as a former student.

Izzie’s impact as a teacher is undeniable. “As a craft teacher, I find great fulfillment in being able to share my knowledge with my workshop participants. It makes me happy to have the opportunity to create handmade creations and at the same time get to know different people.”

Izzie’s talent has reached impressive heights, even gaining the trust of media outlets, including an international TV network. “My most memorable experience was when I became one of the workshop facilitators for an international cable channel which had a live streaming event here in the Philippines.” Yet, with every achievement comes a humble heart and just pure dedication to her craft.

The three-day workshop brought together environmental experts, international stakeholders, and delegates – including country representatives from Indonesia, Thailand, Laos, the US, Singapore, and South Korea – to discuss regional best practices in recognizing forest land rights and sustainable landscape management.

In a world often dominated by the digital, crafting provides a grounding counterpoint, offering tangible rewards and encouraging much-needed human connections.

When asked about her future vision, Izzie’s generosity of spirit shines through. “My dream for Provenance [her business] is to continue to grow and someday be able to provide an affordable venue where other artisans from different crafting communities could hold their workshops.” She is not just building her own brand, she envisions a thriving creative industry where everyone has the chance to shine.

My own crafting path has been lovingly shaped by Izzie’s influence. She’s both a mentor and an inspiration – a constant reminder that crafting can heal, uplift, and empower us to create lives defined by passion, purpose, and conviction.
