IN GAZA, NO JOY AS RAMADAN MONTH BEGINS

PALESTINIAN TERRITORIES—For Muslims worldwide, Ramadan is a time of prayer, reflection and joyful evening meals, but all Gazans wish for this year is an end to five months of war and suffering.

It is a hope shared widely across the Islamic world, where the thoughts of many are with Gaza ahead of the fasting month which starts with the sighting of the crescent moon on Sunday or Monday.

The war sparked by Hamas’s October 7 attack against Israel has devastated Gaza, killed tens of thousands of Palestinians and triggered violence elsewhere in the Middle East, from Lebanon to the seas off Yemen.

Amid the ruins of southern Gaza, Nevin al-Siksek sat recently outside her makeshift tent, distracting her young daughter from the carnage around them with a plastic Ramadan lantern.

The colourful fanous lanterns are an iconic symbol of Ramadan, the ninth month of the Islamic calendar marked by dawn-to-dusk fasting and, in better times, festive evening iftar meals with family and friends.

Across Gaza this year, the lights are among the few signs signalling the coming holy month, amid dire warnings of mass starvation.

DA STARTS FULL AUDIT ON NFA’S RICE DEAL PRACTICES

THE Department of Agriculture is launching a full audit of the National Food Authority’s rice management practices following the controversial sale of 75,000 bags of government rice buffer stocks to private traders worth an estimated P93.75 million.

Agriculture Secretary Francisco P. Tiu Laurel Jr. ordered the agency’s Internal Audit Service to examine all rice disposition data since 2019, the year the Rice Tariffication Law came into effect.

“DA-NFA officials and personnel are directed to extend their full assistance and cooperation to DA-IAS to ensure the successful conduct of this audit,” he said. The RTL restricts NFA’s ability to sell rice directly to consumers, raising concerns about potential misuse by officials or traders, particularly regarding the sale of older buffer stocks.

“We want to see if there is a pattern of rice disposition that is disadvantageous to the government,” the DA chief said. The audit coincides with the recent

suspension of 139 NFA personnel, including administrator Roderico Bioco and assistant administrator John Robert Hermano, by the Ombudsman. The anti-graft body is investigating allegations of corruption linked to the supposedly disadvantageous sale of roughly 75,000 bags of rice to private entities. NFA records indicate that as of Feb. 1 this year, the agency held 361,396 bags of milled rice, with nearly half or 193,386 bags, in storage for more than three months.

LOOK AT OUTSIDE THREATS, EXPERTS ADVISE ON WPS

THE Philippines must strengthen its maritime and air capabilities to defend and protect its territory from the threat of foreign invasion, an analyst said on Saturday.

At the Saturday News Forum in Quezon City, De La Salle University professor Renato de Castro even suggested that the Marcos administration should now focus on external threats, particularly China’s provocative actions towards the Philippines in the latter’s waters.

HOUSE Speaker Martin Romualdez announced plans to distribute P1.2 billion in cash aid and programs to approximately 50,000 residents of Oriental Mindoro during the two-day Bagong Pilipinas Serbisyo Fair (BPSF) over the weekend.

This started with 7,000 Oriental Mindoro residents receiving P23 million in scholarship, farm, and livelihood assistance on Saturday under three separate programs under the House of Representatives in cooperation with national agencies upon the directive of President Marcos.

The Speaker led the distribution of financial assistance to beneficiaries

in the province under the Integrated Scholarships and Incentives Program (ISIP) for the Youth; the Start-up, Investment, Business Opportunity, and Livelihood (SIBOL) program; and the Farmers Assistance for Recovery and Modernization (FARM). An additional 2,000 residents received more aid under the Cash and Rice Distribution (CARD) Program, which is distributed by legislative districts of the House of Representatives.

Romualdez, a key proponent of the BPSF, emphasized the government’s commitment to bringing services closer to the people, particularly in providing financial assistance and essential provisions such as rice.

Meanwhile, President Marcos’ decision to hold off on invoking the Philippines-US Mutual Defense Treaty after the latest skirmishes with Chinese ships in the West Philippine Sea was the correct call, according to maritime law expert Professor Jay Batongbacal.

Batongbacal stressed the importance of peaceful and diplomaticsolutions for issues in the WPS, pointing out that the MDT, while outlining mutual defense in case of an armed attack, also emphasizes cooperation in broader security challenges.

As director of the University of the Philippines Institute for Maritime Affairs and Law of the Sea, Batongbacal said the government must take an unconventional approach to defend the country’s territory.

KINGDOM of Jesus Christ leader Pastor Apollo Quiboloy is only an honorary chairman of Sonshine Media Network International and does not have the information the House Committee on Legislative Franchises is summoning him for, his lawyers said Saturday.

Lawyers Ferdinand Topacio, Joselito Lomangaya and Raphael Antonio Andrada wrote panel chair and Parañaque Rep. Gus Tambunting, saying their client “does not possess the specific details or documents.”

Tambunting declined to comment on the letter on Friday night but reiterated that the subpoena is

“personal” to Quiboloy. “It is within the discretion of Congress to subpoena the particular persons who would best answer the questions posed in the inquiry,” the lawmaker said in a text message to ABS-CBN News. The committee resumes its hearing on March 12. It is also tackling a bill revoking the congressional

franchise of Swara Sug Media Corp., SMNI’s corporate name.

The lawyers said that Quiboloy “has not been involved in the management and operations of SMNI since the last quarter of 2018” and since the franchise renewal in 2019.

They said the Securities and Exchange Commission had been informed of Quiboloy’s replacement as executive pastor by Marlon Acobo in December 2022. The change is also reflected in the network’s amended Article of Incorporation released in January 2023, they added.

“Thereafter, the only title, (if one may call it that) that [Quiboloy] has continued to hold in SMNI is that of

‘Honorary Chairman’ which, as the name implies, is purely honorific in character,” they told the House committee.

They said the panel should instead direct its inquiries to Acobo, lawyer Eunice Ambrocio and Maria Norfelly Marimon.

“Therefore, we respectfully request that the Committee issues the corresponding subpoenae to the aforementioned individuals in the stead of [Quiboloy],” they said.

The Senate is also conducting a separate investigation into allegations of abuse within the KOJC religious group, where Quiboloy bills himself the Appointed Son of God. With Maricel Cruz

US TOP-LEVEL EXECS TO VISIT PH IN TRADE, INVESTMENT MISSION

THE government anticipates a boost in business partnerships with US firms as a high-powered US trade delegation arrives next week, a Department of Trade and Industry (DTI) official said on Saturday.

In a news forum in Quezon City, DTI Foreign Trade Service Officer Jollan Margaret Llaneza reported that the US trade delegation “will be a high-level delegation comprised of 22 business delegates and C-level representatives from strategic sectors.

“Our goal here is to foster the relationship between our Philippine business sector and their American counterparts, so we can have commercially meaningful partnerships,” she added.

The White House also made this announcement in a March 7 press release along with the names of individuals who are part of the US Presidential Trade and Investment Mission to the Philippines set to visit the country from March 11 (Monday) to March 12 (Tuesday).

US Commerce Secretary Gina Raimondo leads the upcoming visit, which fulfills a promise made by US President Joe Biden during President Ferdinand Marcos’ US trip last year.

GROUP HAILS MARCOS ON DELAY OF SEAFARERS’ MAGNA CARTA LAW

A GROUP of seafarers on Saturday thanked President Ferdinand Marcos Jr. for his decision to delay the enactment of the Magna Carta for Seafarers law acknowledging the oppressive provisions against seafarers.

The Seafarers Rights Philippines said the President did the right move as well as the Congress for retracting House Bill 7325, which contain an ‘unjust provision’ on the cash bond or surety, thus imposing an additional burden to the seafarers.

“One provision of the bill runs contrary to its rationale, in particular, the provision that requires the filing of a bond by seafarers who have won their cases with the National Labor Relations Commission (NLRC) or the Voluntary Arbitrator under the National Conciliation and Mediation Board (NCMB) before the award can be released to them,” lawyer Melgen Sarra, director of the group’s legislative affairs, said in a statement.

Sarra explained that requiring certain conditions, either a cash bond or surety, before a seafarer can access the awarded benefits is another burden to the seafarers who have already lost their jobs, are injured, or under disability.

“The bond requirement is antilabor, alien to the purpose of Magna Carta and a counter measure to the very essence of the legislation which is to protect this exploited class of overseas workers. Therefore, this particular provision on bond requirement must be completely scrapped,” Sarra said.

HOUSE CONFERS AWARDS TO NINE EMERGING CREATIVE ARTISTS

THE Arts, Culture, and Creative Industries Bloc (ACCIB) in the House of Representatives honored nine young emerging talents with the inaugural CREATE (Celebrating Rising Excellence in Artistic Talent and Expression) Awards 2024 during the culmination of the month-long National Arts Month celebration in the House on Feb. 26.

The awards highlight outstanding achievements by artists, 35 years old and below, across nine domains of the Philippine creative industries in lieu of Republic Act 11904 or the Philippine Creative Industries Development Act—audiovisual media, digital interactive media, creative services, design, publishing and printed media,

performing arts, visual arts, traditional cultural expressions, and cultural sites.

LAWMAKER URGES FLEXIBLE SETUP FOR WORKING WOMEN

RIZAL Rep. Fidel Nograles, chairperson of the House of Representatives Labor and Employment Committee has urged for more flexible work arrangements that would help women tasked with overseeing domestic activities be productive at home.

“Unpaid domestic and care work hinders women from fulfilling their potential and engaging in paid labor. Especially in a climate where it is increasingly becoming difficult for sole breadwinners to provide for their families, we must exert more effort so that women can have opportunities to become productive and be able to contribute to the family’s financial capability,” Nograles said.

Besides flexible working arrangements, Nograles also underscored the need for social protection programs that would allow women to engage in paid work without feeling like they are neglecting their family’s wellbeing.

“Free daycares, for example, would provide mothers with a safe venue to leave their children as they attend to their jobs. We can also perhaps study how women in rural areas can be remunerated for many unpaid tasks that are crucial to farmwork, but are not recognized as such,” the lawmaker said.

He also called for “a change in attitude in how we view domestic work,” which could pave the way for redistributing unpaid work between men and women in families.

“It is high time that we discard old notions of domestic work being the sole responsibility of women,” Nograles said. He noted that by addressing these hindrances, parity in the labor participation force could be achieved.

DSWD WELCOMES FUND INCREASE FOR 4PS BENEFICIARIES

THE Department of Social Welfare and Development (DSWD) has welcomed the higher 2024 budget allotment of P112.8 billion for the 4.4 million beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps).

“We thank the Marcos administration for this higher budget allocation for the 4Ps program. This will benefit the qualified and compliant beneficiaries, ensuring that they will continue to receive the grants that will help them attain self-sufficiency and eventually break the intergenerational cycle of poverty in their families,” DSWD Assistant Secretary for Strategic Communications Romel Lopez said.

Lopez, who is also the agency’s spokesperson, made the statement in response to the announcement of Department of Budget and Management (DBM) Secretary Mina Pangandaman that the budget allocation for the 4Ps under the 2024 General Appropriations Act (GAA), which is higher compared to the Php102.6 billion in the 2023 GAA.

Lopez said the increased allotment for the 4Ps this year signifies the government’s intensified effort in supporting poor families anchored on President Ferdinand R. Marcos Jr.’s vision for a “Bagong Pilipinas.” Maricel V. Cruz

PRESIDENT GRANTS CLEMENCY TO 22 PRISONERS

Alvaran’s sentence was commuted to determinate prison terms of 19 years. Alvaran was convicted for three counts of violation of Presidential Decree 533 or the Anti-Cattle Rusting Law and one count of PD 1612 or the Anti-Fencing Law.

Meanwhile, Justice Secretary Crispin Remulla upon the recommendation of BuCor approved the release of eight PDLs whose time served with time allowances have already reached at least 40 years.

Ordered release were Zaldy Francisco, Benedicto Ramos, David Garcia, Bernardo de Guzman, Rodel Garcia, Armando Canillo, Edilberto Platon and Josefina Patanao.

Based on their prison records,  they were sentenced to at least one count of reclusion perpetua or life imprisonment.

US-LED COALITION SHOOTS DOWN 15 YEMEN REBEL DRONES IN ADEN

DUBAI—US and allied forces shot down 15 one-way attack drones fired by Iran-backed Yemeni rebels into the Red Sea and Gulf of Aden, the US military said on Saturday.

It was one of the Huthis’ largest attacks since they began in November a campaign of drone and missile strikes against ships in the Red Sea area, vital for world trade, in professed solidarity with Palestinians during Israel’s war against Hamas militants in the Gaza Strip.

The US Central Command, or CENTCOM,

said the “large-scale” Huthi attack occurred before dawn into the Red Sea and adjacent Gulf of Aden.

CENTCOM and coalition forces determined that the drones “presented an imminent threat to merchant vessels, US Navy and coalition ships in the region”.

It added, in a post on social media platform X, that “US Navy vessels and aircraft along with multiple coalition navy ships and aircraft shot down 15” of the drones.

“These actions are taken to protect freedom of navigation and make international waters safer and more secure.”

On January 9, US and British forces shot down 18 drones and three missiles fired by the rebels

toward ships in the Red Sea, the US military said at the time. Britain said it was the largest attack to that point by the Huthis.

The United States in December announced a maritime security initiative to protect Red Sea shipping from Huthi attacks, which have forced commercial vessels to divert from the route that normally carries 12 percent of global trade.

Since January the United States and Britain have also launched repeated strikes on Huthi targets in Yemen in response to the ship attacks, but the rebels have continued to attack merchant vessels and have also targeted American and British ships.

PALESTINIAN TERRITORIES—An international effort is gathering pace to get desperately needed humanitarian relief into Gaza by sea in a bid to counter overland access restrictions blamed on Israel as it battles Hamas militants.

The dire conditions more than five months into the war have led some countries to airdrop food and other assistance over the besieged Gaza Strip, but a parachute malfunction turned the latest operation lethal on Friday.

Five Palestinians were killed and 10 wounded north of the coastal Al-Shati refugee camp, said Mohammed al-Sheikh, emergency room head nurse at Gaza City’s AlShifa hospital.

A witness told AFP he and his brother followed the parachuted aid in the hope of getting “a bag of flour”.

“Then, all of a sudden, the parachute didn’t open and fell down like a rocket,” hitting a house, said Mohammed al-Ghoul.

Jordanian and US military officials denied that aircraft from either country caused the fatalities.

“We express sympathies to the families of those who were killed,” the US Central Command said in a statement.

“Contrary to some reports, this was not the result of U.S. airdrops.”

Belgium, Egypt, France and the Netherlands were also involved in the airdrop.

In the Cypriot port of Larnaca, European Commission chief Ursula von der Leyen expressed hope that a maritime corridor could open this Sunday, although details remained unclear.

She said a “pilot operation” was to be launched on Friday, aided by the United Arab Emirates which secured “the first of many shipments of goods to the people of Gaza”. AFP

Biden criticized election rival Donald Trump on Friday for meeting Viktor Orban, saying the Hungarian premier was “looking for dictatorship.”

Orban traveled to Florida on Friday to meet his “good friend” former US president Trump. He has frequently expressed hope for the Republican’s return to power. “You know who he’s meeting with today, down in Mar-a-Lago?” Democrat Biden told supporters in a campaign rally that repeatedly slammed Trump.

“Orban of Hungary, who stated flatly he doesn’t think democracy works and is looking for dictatorship.”

He added: “I see a future where we defend democracy, not diminish it.” Biden referred to the Orban

meeting immediately after blasting Trump for having encouraged Russian President Vladimir Putin to invade NATO countries that did not pay their financial dues.

Orban Friday evening posted photos and videos to social media showcasing the visit to the former US leader’s Mar-a-Lago residence, writing in English, “Make America great again, Mr. President!”

Trump is seen in the posts offering a tribute to the prime minister during a reception at the Florida estate.

“There’s nobody that’s better, smarter or a better leader than Viktor Orban. He’s fantastic,” Trump said in one video, standing on stage with the band.

“He’s a noncontroversial figure

because he said ‘This is the way it’s gonna be,’ and that’s the end of it. He’s the boss,” the real-estate mogul added.

“The visit emphasized building relations between American and Hungarian conservatives, and the benefits that could come from the election of President Trump in November,” Orban aide Gladden Pappin told AFP.

Hungary is the only EU member that has maintained close ties with the Kremlin following the Russian invasion of Ukraine.

KANO, Nigeria—Nigerian President Bola Ahmed Tinubu on Friday sent troops to rescue more than 250 pupils kidnapped by gunmen from a school in the country’s northwest in one of the largest mass abductions in three years. The Kaduna state attack was the second mass kidnapping in a week in Africa’s most populous country, where heavily armed criminal gangs on motorbikes target victims in villages and schools and along highways in the hunt for ransom payments.

Local government officials in Kaduna state confirmed the kidnapping attack on Thursday, but did not provide figures as they said they were still working out how many children had been abducted.

At least one person was shot dead during the attack, local residents said.

IN THE northern Spanish region of Cantabria where he grew up, Chef Chele Gonzalez would spend lunches with his mother eating canelon (their equivalent of cannelloni) or ravioli. We have one of the most beautiful seafoods and steaks in the world,” Chef Chele said during the opening of the “Cantabria by Chele Gonzalez” at The Westin Manila that specializes in one-ofa-kind seafood, creative tapas, comfort meats, and traditional Spanish favorites.

FROM only two women in the 12-member top management team of Novotel Manila Araneta City years ago, the number now stands at seven – a testament to the hotel’s commitment to providing equal opportunities to female employees.

Steering the team is Maria Manlulu-Garcia , who holds the distinction of being the first-ever Filipina general manager of an international Accor hotel brand in the country.

“This is a big accomplishment. We are opening doors to Filipino women in the hospitality industry,” said ManluluGarcia, who also leads ibis Styles Manila Araneta City.

The youngest in the team, Chef de Cuisine Athena Tuble , is thankful for her colleagues who paved the way for women like her working in a traditionally male-dominated environment.

“My profession is hard and competitive. Us women have to fight a little more to have a spot in this industry. But we can lift things in the kitchen, too,” Tuble said.

WE ALWAYS hear of women empowerment but what exactly does this oft-used phrase entail?

Women empowerment is believing that women can be catalysts of change, it is recognizing their strengths and qualities. Women need to be supported not just inside their homes but also in their chosen professions and advocacies.

Century Park Hotel (CPH) is known for supporting women, where else can you find a company that champions women in supervisory and management roles? “There is an openness and connection within the team that is reflected in the way we serve our customers, too,” she said.

Therese Galindo , Novotel’s Director of Guest Experience, said they have logged a high number of customers who have praised female employees in their hotel stay experience reviews.

“I think women in general pay attention to the little things,” she said, noting that in the hospitality industry, the little things truly matter.

May Malagamba , the Director of Food and Beverage, said the positive outcome of having an inclusive policy was felt even among the hotel’s employees.

“We now have more engagement among our employees and less turnover. We value our staff’s recommendations. They see they have a voice and a stake in our brand,” she said.

For Malagamba, being a leader does not necessarily make a woman “hard.”

“I think it also empowers our male colleagues. They realize softness does not necessarily make you weak, that it’s okay to be in touch with your softer side,” she added.

“We have each other’s backs. Even as all of us have strong personalities at work, we know where we stand and how to do our job well while still maintaining balance in our personal lives,” Tolentino said.

Novotel’s Director of Sales, Michee Crudo , added: “We have had our share of sacrifices. We have juggled different roles and worn different hats. We have been through all these because as women, we are passionate about what we do and eager to give value to the company we work for.”

For Manlulu-Garcia, the goal is to ensure female leaders and employees get their respective seats at the proverbial table without having to curry favors from male leaders or act like they are one of the boys just to belong.

She said having women in top management positions is not a token form of feminism but a truly inclusive policy.

“Gender equality is a strong pillar of our brand,” she said.

“We don’t want to be treated special just because we are women. Just give us equal opportunities.”

Magic Hurts, a romantic comedy written and directed by Gabby Ramos The film revolves around the story of Olivia (Mutya), a young woman faced with loss and struggles throughout her life, and Ernest (Beaver), a young man torn between his family and his dreams, who unexpectedly find themselves crossing each other’s path amidst the beautiful scenery of Atok, Benguet. During the film’s press conference, Ramos revealed that one of the initial ideas for the film was to shoot in either Japan or South Korea as there was a current trend of films shot in such locations. However, the process of finding a location for the shoot eventually led them to Atok, Benguet as the premise of the film required a provincial setting. Ramos noted that as he toured around the municipality beyond what was offered in the tourist guides, he found out that there were still a lot of untapped culture and locations in the area that looked far more beautiful than what can be seen in media from other countries featuring their own tourist spots.

THE National Search for the Philippine Champion (NSPC) sets forth on a quest to select a Philippine representative for the 2024 International PublicSpeaking Competition (IPSC) to be held in London, United Kingdom (UK).

The nationwide tilt aims to promote English language proficiency and bring together articulate communicators.

Through this platform, students engage in knowledge sharing, cultural exchange, and vibrant dialogue to foster a deeper understanding among diverse communities.

With the theme “A great leader can change the world in an instant,” participants must deliver a four- to five-minute speech for the elimination round. Afterward, there will be an open panel for three to four minutes.

The top six challengers will proceed to the semi-finals. They will be given 15 minutes to prepare for a three-minute discourse based on a handpicked idea, which will be announced during the tourney.

Only three individuals will move to the grand finals, wherein they will showcase a four- to five-minute talk based on the topic “There is

nothing either good or bad, but thinking makes it so.” They will likewise respond to the queries of the moderators and spectators.

The top performer will represent the Philippines at the 2024 IPSC.

The event is organized in partnership with the EnglishSpeaking Union Philippines (ESUP), British Council (BC) in the Philippines, De La Salle-College of Saint Benilde (DLS-CSB) School of Multidisciplinary Studies (SMS) Communication and Literature Department, and Toastmasters International (TI). The ESUP will cover the winner’s

participation fee for the IPSC, while the BC will aid in fulfilling the UK visa requirements. Benilde SMS, on the other hand, will organize the venue and programs, while TI will supply a panel of judges for the NSPC.

The NSPC will be held at the Benilde Atrium on March 15 from 7:00 a.m. to 5:30 p.m.

The IPSC features the highest standard of verbal presentation and allows competitors to meet and engage with people from different walks of life. The worldwide contest brings attendees from more than 50 countries for a week of social and heritage discussion and debate.
