HE Office of Civil Defense said it is not yet recommending placing the entire country under a state of calamity even as more than 50 provinces are expected to experience severe drought in the coming month due to the El Niño phenomenon.

“Our biggest challenge is that it is only March, and based on PAGASA’sforecast, things will worsen in April. As of now, at least 20 provinces are experiencing drought or severe dry spell,” OCD Administrator

Undersecretary Ariel Nepomuceno said during his visit yesterday to Oriental Mindoro. The town of Bulalacao in Oriental Mindoro declared a state of calamity due to El Niño last Monday.

Fernyl Buca said they are still verifying the objective of the vessels.

AGRICULTURE Secretary Francisco Tiu

“Of course, we have to presume in-

“Come April, more than 50 more provinces will experience severe dry spell. And we only have 82 provinces —so that means almost the entire country will be hit,” Nepomuceno added.

The OCD chief, however, said he will not recommend to the President placing the entire country under a state of calamity due to drought.

“The situation varies per province,” he said.

The Department of Agriculture said the government will provide credit and insurance assistance to farmers and fisherfolk affected by the dry spell.

“The government is allotting P500 million for credit assistance. This is P25,000 per affected farmer and fisherman. And then for the insurance claims, about P1.8 billion was allotted at a maximum of P20,000 to be distributed,” Agriculture Assistant Secretary Arnel de Mesa said.

The Department of Social Welfare and Development also earmarked more than P1.4 billion to fund projects geared toward easing the effects of the El Niño phenomenon, including the Local Adaptation to Water Access (Project Lawa) and Breaking Insufficiency through Nutritious Harvest for the Impoverished (Project BINHI).

Philippine Coast Guard spokesman Rear Adm. Armand Balilo said an investigation would be conducted on the foreign ships’ agenda.

The Philippine government designated the resource-rich rise as a “protected food supply exclusive zone” in May 2017.

Earlier, President Marcos told members of the Australian parliament that Beijing’s recent actions in the West Philippine Sea were “worrisome,” in particular the deployment of Chinese Navy boats.

“It’s worrisome because there are two elements to that: one is that previously only China’s Coast Guard was moving in our area. Now, also its Navy and fishing boats,” Mr. Marcos said.

PRESIDENT Marcos on Saturday ordered concerned government agencies and local government units to develop further Basilan and former “conflict areas” in the region as he made history for being the first Philippine President to witness the decommissioning of some 400 illegal firearms seized in the province.

“Although the ceremonies that we have here are really very simple, it is symbolic of a very important day because this is a testament to the commitment of all stakeholders to peace,” Mr. Marcos told reporters in an ambush interview in Sumisip town.

“I’m the first President to be able to come here because this was ground zero in the time of the fighting. And so, it is a very clear landmark on the progress we have been making in bringing peace to the southern Philippines,” he added.

He said the government and its stakeholders are continuing their efforts to convince rebels to return back to the fold of the law.

“We will continue to support everything that they need in terms of housing, in terms of livelihood, in terms of schools, in terms of infrastructure. That’s the role that we will play,” the commander-in-chief added.

The President said the development of Basilan and other regional areas would be a huge milestone for the administration.

An NFA official earlier accused several agency executives of improperly disposing of rice buffer stocks without going through a bidding process, and at a price allegedly disadvantageous to the government.

Tiu Laurel issued the order on Friday for NFA Administrator Roderico Bioco and Assistant Administrator for Operations Lemuel Pagayunan to take a leave of absence to ensure a fair and impartial probe, DA spokesperson Assistant Secretary Arnel de Mesa said. The NFA executives denied any wrongdoing, saying the sale followed established procedures.

SPEAKER Ferdinand Martin G. Romualdez has spearheaded the distribution of 500,000 kilos of rice to 28,000 residents in Sultan Kudarat to bring public services closer to the people.

Assisted by provincial officials including Governor Pax Mangudadatu and some members of the House of Representatives, Romualdez distributed rice and cash assistance to the province’s impoverished residents as part of the Marcos administration’s Cash and Rice Distribution Program (CARD).

The launching of the CARD program coincided with the inauguration of the Bagong Pilipinas Serbisyo Fair (BPSF) in Sultan Kudarat on Feb. 25.

CARD is a collaborative initiative between the Romualdez-

led legislative chamber and the Department of Social Welfare and Development (DSWD). It was developed in response to the call of President Ferdinand R. Marcos Jr. for the House to extend rice assistance to poor Filipinos.

“Through this and other programs implemented by the government, our beloved President Bongbong Marcos Jr. his concern for his fellow Filipinos here in Mindanao - that even if you are far away, you are still close to his heart and mind,” Romualdez said. “Under the Bagong Pilipinas movement, no one will be

left behind, everyone is included in development.”

In response, Mangudadatu expressed gratitude to Romualdez, whom he gave the moniker “Mr. Rice,” for the service caravan and rice distribution initiatives in their province.

The governor also affirmed Sultan Kudarat’s support for President Marcos’ Bagong Pilipinas vision, aiming for a peaceful and progressive Philippines.

“Ito na po ang pinakamalaking distribution ng bigas sa kasaysayan ng aming probinsya, kaya kung mamarapatin po ninyo maliban sa Mr. Speaker, nais ko kayong tawaging Mr. Rice,” Mangudadatu said.

(This is the largest distribution of rice in the history of our province, so if you deserve it except for Mr. Speaker, I would like to call you Mr. Rice)

Each of the 18,000 beneficiaries of CARD, identified by the DSWD,

received P1,000 in cash along with 25 kilos of rice valued at P1,000. Romualdez thanked the DSWD for its their cooperation in the program, which benefits thousands of Filipinos, particularly those from vulnerable sectors.

“Ang bigas ay buhay, at alam ito ng pamahalaan ni Pangulong Marcos Jr. Kaya naman tayo po ay nakaisip ng isang programang magbibigay ng bigas sa ating mga kababayan alinsunod sa kanyang naging hamon. At para sigurado na walang maiiwan, gagawin natin ito per district ng Kongreso,” said Romualdez, one of the primary proponents of CARD program.

IN BRIEF AVIATION AUTHORITY HOLDS COMPETENCY TRAINING WORKSHOP

THE Civil Aviation Authority of the Philippines (CAAP) has initiated a three-day training with local air operators and training organizations focused on competency-based training and assessment (CBTA) and evidence-based training (EBT).

CAAP spokesman Eric Apolonio said the main objective of the workshop was to raise awareness about the application of CBTA-EBT in aviation training and assessment.

The French Directorate General for Civil Aviation (DGAC) and Airbus provided insights and shared their experience in implementing CBTA-EBT, as well as supporting international working groups and regulatory authorities.

The CBTA has been evolving within the international aviation landscape since its introduction with the Multi-Crew Pilot Licence (MPL) standard in 2006. Joel E. Zurbano

AGENTS ARREST SENEGALESE WITH FAKE SCHENGEN VISA

BUREAU of Immigration officers at the Ninoy Aquino International Airport (NAIA) arrested a Senegalese woman who attempted to depart for Europe with a fake Schengen visa.

BI Commissioner Norman Tansingco identified the passenger as 23-year-old Binetou Dieng, who was stopped from leaving at the immigration departure area of NAIA’s terminal 1.

She attempted to board an Eva Air flight to Taipei en route to her final destination in Milan, Italy when she was subjected to secondary inspection by the immigration supervisors who were tipped that she was in possession of counterfeit travel documents.

Dieng is now detained at the BI warden facility in Camp Bagong Diwa, Taguig City pending deportation proceedings, Tansingco said, adding that the African will later be expelled for using spurious immigration documents and placed on the BI blacklist to prevent her from re-entering the Philippines.

“We suspect that this woman’s trip was facilitated by a syndicate engaged in the trafficking of Africans to Europe. We learned that she just arrived from the Middle East two days ago with a companion whom we suspect is a courier for the syndicate,” the BI chief said.

MIGRANT AFFAIRS TO PROBE ILLEGAL RECRUITMENT OF PINOYS IN SOUTH KOREA

THE Department of Migrant Workers (DMW) on Saturday said it will probe 66 persons linked to the illegal recruitment of Filipinos seeking temporary employment in South Korea after the agency received 150 complaints of abuse and non-payment of salaries from their employers.

DMW Officer-in-charge Hen Leo Cacdac said the seasonal workers’ program was rolled out back in 2022 through agreements signed between local governments.

However, Cacdac said that several individuals were taking advantage of the seasonal workers program (SWP), where Filipinos are hired in South Korea for at least two months to augment the number of farmworkers during the East Asian country’s peak harvest season.

The DMW chief revealed that some individuals were asking P20,000, P30,000, or P40,000 in exchange for deployment as workers jobs to South Korea.

The department said the deployment can only be made possible after the OFWs undergo the mandatory Pre-Departure Orientation Seminar (PDOS).

The DMW will also issue the OFWs with Special Exit Clearance for their deployment to South Korea.

The seasonal workers program allows short-term employment for agricultural workers in a bid to address labor shortages during the peak planting and harvesting season in South Korea.

“There are reports that South Korean counterparts are involved in the scheme,” he said when asked about the modus of hiring.

Some Filipinos fell victim to these illegal brokers as they can earn around P80,000 a month as a temporary farmhand in South Korea, Cacdac said.

He said they would file illegal recruitment and estafa cases against individuals who are part of the modus.

Meanwhile, the government, through the (DMW, is eyeing to forge a binding legal agreement with South Korea concerning the seasonal deployment of Filipino farm workers to the Asian country.

The DMW is in talks with the South Korean government to establish a “national governmentto-national government approach” in relation to Seoul’s seasonal workers program (SWP).

“What I meant is we would have a binding legal agreement between the two nations, the Philippines and South Korea,” Cacdac said.

Cacdac said the agency is in talks with the South Korean government to establish a “national government-to national government approach” in relation to Seoul’s seasonal workers program (SWP).

‘MAKATI CITY HAS NO RIGHT TO ACCUSE TAGUIG OF TRESPASSING’

THE City of Makati has no right to accuse Taguig of trespassing or land grabbing. This was the reaction made by the local government of Taguig to the accusation of Makati saying its traffic management personnel forcibly entered the Makati Park and Garden situated at the villages now under the jurisdiction and control of Taguig.

“It would be better for Mayor Abby Binay to give way to the peaceful governance of Taguig instead of continuing to carry anger over the defeat in the case against Taguig and

the loss of the 10 EMBO barangays,” the Taguig City government said in a statement released on Saturday.

Last Friday, the Makati City government stated that it foiled the attempt of Taguig personnel to forcibly enter Makati Park and Garden.

“They want to seize properties they do not own. They want to indulge themselves in the investments made by the city government of Makati that were funded by the taxes of the citizens of Makati,” Makati said. Makati Park and Garden is situated in Barangays West Rembo

and Cembo, which were previously under Makati City’s jurisdiction.

In September 2022, the Supreme Court rejected Makati’s Motion for Reconsideration assailing the High Court’s 2021 decision that ruled that Fort Bonifacio Military Reservation, consisting of parcels 3 and 4, psu-2031, including the ten EMBO barangays, was part of the territory of Taguig City.

The EMBO barangays include the villages of Cembo, Comembo, Pembo, East Rembo, West Rembo, South Cembo, Pitogo, Post Proper Northside, Post Proper Southside, and Rizal.

IN BRIEF PARAÑAQUE HOMEOWNERS’ VILLAGE DISPUTE FINALLY OVER

FOLLOWING the previous decisions of the Supreme Court at the Court of Appeals, the Housing and Land Use Regulatory Board (DHSUD) has formally recognized the former board members of the Multinational Village Homeowners Association Inc. (MVHAI) as the legitimate village officers.

In a three-page decision dated Feb. 29, 2024, lawyer Norman Jacinto Doral, DHSUD-NCR regional director, said the MVHAI election conducted last April 2022 wherein businessman Julio Templonuevo, was elected president, is null and void.

The election of MVHAI’s 2022 board of directors was also nullified as a consequence of the Court of Appeals decision in the case docketed as CA-GR No.169167 promulgated on May 26, 2022.

The decision of CA was in effect affirmed by the SC in its resolution dated April 26, 2023, which the resolution has become final and executory on November 6 last year.

In its ruling, the DHSUD recognized the election of the association’s board of directors held in January 2019 headed by its president, Arnel Gacutan. Doral said the 2019 board members remain sitting board of MVHAI in a holdover capacity until today.

In his directive, Doral ordered Templonuevo and the board members who were elected during the 2022 elections to immediately turn over the association’s books, records, funds, properties and other assets to Gacutan’s board within 15 days.

MASSIVE INFO CAMPAIGN ON RABIES

AFTER raising an alarm over the death of five Albay residents due to rabies in just two months, the Albay Provincial Government is now working double time to control the spread of rabies by conducting a massive awareness campaign.

A 9-year-old child from the town of Pio Duran is the latest casualty this week according to the Provincial Epidemiology and Surveillance Unit (PESU).

PESU-Albay Coordinator Jan Edmund Dominic Bailon said the 4 other victims are from municipalities of Jovellar, Bacacay, Tiwi, and Pio Duran.

March is rabies awareness month. But despite repetitive information campaigns, rabies cases are on the rise.

CALLS FOR PROBE, CEASEFIRE FOLLOW ISRAELI GUNFIRE NEAR AID CONVOY

TERRITORIES— World leaders have called for an investigation and a ceasefire nearly five months into the Gaza war after dozens of desperate Palestinians were killed rushing an aid convoy.

Vowing to “do more” to address the worsening humanitarian situation, President Joe Biden said Friday that the United States would start delivering relief supplies into Gaza via air drops – as some of its allies have already—in a bid to get aid into hard-to-reach areas.

Israeli troops opened fire as Palestinian civilians scrambled for food supplies during a chaotic melee on Thursday that the Hamas-run territory’s health ministry said killed more than 100 people in Gaza City.

The deaths came after a World Food Programme official had warned: “If nothing changes, a famine is imminent in northern Gaza.”

The Israeli military said a “stampede” occurred when thousands of Gazans surrounded the convoy

NAVALNY BURIED IN MOSCOW AMID THOUSANDS OF DEFIANT MOURNERS

MOSCOW—Russian opposition leader Alexei Navalny was laid to rest in Moscow on Friday, surrounded by crowds of mourners who chanted his name and blamed authorities for his death in prison.

Outside the cemetery where he was buried, some supporters shouted in grief while others yelled out slogans against the Kremlin and its offensive in Ukraine.

Despite a heavy police presence and official warnings, thousands ofmourners paid their respects to the 47-year-old anti-corruptioncampaigner whose death in an Arctic prison was announced on February 16.

Navalny’s death has been widely condemned by Western leaders and his allies have accused President Vladimir Putin of responsibility and oftrying to prevent a dignified public burial.

The Kremlin, which has dismissed the accusations as “hysterical,” warned against “unauthorized” protests around the funeral.

Navalny’s body first lay in an open casket in a packed church in Maryino, southern Moscow, for a ceremony attended by his parents.

The coffin was closed immediately after the service, meaning many mourners who had wanted to file past were not able to pay their last respects at the Mother of God Quench My Sorrows church.

It was transported to the Borisovo cemetery, near the banks of the Moskva River, where several large wreaths were arranged around the grave.

“We won’t forget you!”, “Forgive us!” some mourners shouted as the coffin arrived.

“No to war!” some also chanted while others yelled “Down with the power of murderers!” and “We will not forgive!”

Rights monitoring group OVD-Info said police had arrested at least 128 people attending tributes to Navalny in 19 cities across Russia on Friday.

“Any unauthorized gatherings will be in violation of the law and those who participate in them will be held responsible,” Kremlin spokesman Dmitry Peskov said, according to TASS news agency.

“What are they afraid of? Why so many cars?” one mourner, Anna Stepanova, told AFP outside the church.

of 38 aid trucks, leading to dozens of deaths and injuries, including some who were run over.

An Israeli source acknowledged troops had opened fire on the crowd, believing it “posed a threat.”

Gaza’s health ministry called it a “massacre,” and said 115 people were killed and more than 750 wounded.

A UN team that visited some of the wounded in Gaza City’s Al-Shifa Hospital on Friday saw a “large number of gunshot wounds,” UN chief Antonio Guterres’s spokesman said.

The hospital received 70 of the dead and treated more than 700 wounded, of whom around 200 were still there during the team’s visit, spokesman Stephane Dujarric said.

“I’m not aware that our team examined the bodies of people who werekilled. My understanding from what they saw in terms of the patients who were alive getting treatments is that there was a large number of gunshot wounds,” he said.

The aid convoy deaths helped push the number of Palestinian war dead in Gaza to 30,228, mostly women and children, according to the latest toll from the territory’s health ministry.

The war began on October 7 with an unprecedented Hamas attack on southern Israel that resulted in the deaths of about 1,160

people,mostly civilians, Israeli figures show.

Israel’s military says 242 soldiers have died in Gaza since ground operations began in late October.

“The Israeli army must fully investigate how the mass panic and shooting could have happened,” German Foreign Minister Annalena Baerbock wrote on social media platform X.

Her French counterpart Stephane Sejourne said: “There will have to be an independent probe to determine what happened.”

European Commission chief Ursula von der Leyen, meanwhile, said that “every effort must be made to investigate what happened and ensure transparency.”

Aerial footage of the incident made clear “just how desperate the situation on the ground is,” a US State Department spokesman said.

Despite warnings from within his administration that air drops “are a drop in the bucket” compared with what is needed, Biden said Washington would begin deliveries from the sky “in the coming days.”

“We need to do more, and the United States will do more,” he told reporters at the White House.

Biden said Thursday’s deaths happened because Gazans were “caught in a terrible war, unable to feed their families,” adding he would “insist” Israel let in more aid trucks. AFP

IN BRIEF

POPE IN FRESH ATTACK AGAINST ‘DANGEROUS’ GENDER IDEOLOGY

VATICAN CITY—Pope Francis launched a fresh critique Friday of gender ideology, saying it was “the worst danger” which “erases differences.”

“It is very important that there is this meeting, this meeting between men and women, because today the worst danger is gender ideology,” the 87-year-old told a meeting with participants of an international conference on marriage and faith.

“I asked for studies into this ugly ideology of our time, which erases differences and makes everything the same. Erasing differences is erasing humanity.”

The Argentine pontiff has repeatedly railed against gender theory, also called gender ideology, which broadly speaking is the idea thatyou do not have to adhere to the gender you were born with, and that gender is a product of societal norms, rather than purely biology. AFP

WTO TALKS END WITH NO MAJOR WIN, THROWING TRADE BODY INTO ‘CRISIS’

ABU DHABI—A high-level WTO conference ended Saturday with a temporary extension of an e-commerce moratorium but no deals on agriculture and fisheries, throwing into doubt the effectiveness of the multilateral trade body.

The outcomes of the World Trade Organization’s 13th ministerial conference in Abu Dhabi highlighted the sharp divisions between the body´s 164 members amid geopolitical tensions and economic headwinds that are threatening global commerce.

“The WTO needed a good crisis and perhaps this will lead to a realisation that we cannot continue like this,” said a senior European Union official participating in the talks.

Speaking at the closing press conference, the Emirati chair of the socalled MC13 gathering, Thani Al Zeyoudi, acknowledged the shortcomings.

“Despite our best efforts, we failed to agree on some texts which are of great importance to many of our members,” said Al Zeyoudi, who also serves as the UAE’s foreign trade minister. For her part, WTO Director-General Ngozi Okonjo-Iweala said the talkscame up “against an international backdrop marked by greater uncertainty than at any time I can remember.”

“We have achieved some important things and we have not managed tocomplete others,” she said, while insisting that the “glass was half full.”

The WTO, the only international body dealing with the rules of tradebetween nations, requires full consensus from all members to chalk up deals.

It was hoping the MC13 would replicate the landmark success of its 2022 ministerial in Geneva, which yielded a deal on fisheries and saw members agree to restore a now-

defunct dispute settlement system by the end of this year. But the latest ministerial fell short of that objective.

“The unexpected weakness of the overall (MC13) package should... serve as a wake-up call,” the secretary general of the International Chamber of Commerce, John Denton, said in a statement. After a 2022 deal that banned subsidies contributing to illegal, undeclared and unregulated fishing, the WTO was hoping to conclude a second package focusing on subsidies that result in overcapacity and overfishing.

Negotiations in recent months at the WTO headquarters in Geneva had enabled a draft text to be brought forward for a second fisheries deal, which provided flexibility and advantages for developing countries. AFP

NEW SM MALL EMPOWERS BATANGAS ENTREPRENEURS

LOCATED near the scenic Mount Makiling, SM City Sto. Tomas marks a significant milestone in SM’s expansion plans.

The new mall, conveniently located south of Manila, caters not only to Santo Tomas residents but also serves as a gateway to nearby areas in Laguna and Quezon.

It’s the fourth SM mall in Batangas, following the successful launches of SM City Batangas, SM City Lipa and SM Center Lemery.

SM Investments Corp. president and chief executive Frederic DyBuncio highlights the potential in regional development, citing unexplored areas that offer immense growth possibilities for diverse businesses.

“The regions are providing a lot of growth potential for all of our businesses as we continue to expand in many underserved areas,” said DyBuncio. Santo Tomas City Mayor

Arth Jhun Marasigan said the mall’s arrival has brought a wave of positive change to the community.

“Many of our residents have found opportunities to open their own businesses within the mall and its surrounding areas. The provision of employment brought by its opening has catered to thousands of job-seekers, most especially Tomasinos, and, in turn, has impacted the city’s economy,” he said. The SM Group is a major job provider, with new projects like malls and stores creating local employment opportunities. Watsons Philippines, an SM affiliate, boasts of an 80-percent Santo Tomas workforce. Similarly, Tomasinos make up a significant portion of the staff at SM Supermarket, Sports Central Inc., Surplus and Ace Hardware.

“SM Supermalls is committed to being more than just a destination for shopping, but a pillar of community growth and development. We view ourselves as partners in the areas where we operate, helping create jobs and livelihood opportunities to spur economic progress,” said SM Supermalls president Steven Tan, emphasizing their commitment to community development.

HOMEGROWN BRANDS

For Batangas resident Sherwin Libuit, owning a restaurant at SM City Sto. Tomas isn’t just about business; it’s a chance to share the region’s iconic noodle delicacy - the Batangas lomi.

Before becoming an SM tenant, Libuit used to frequent SM malls, spending his time as a regular patron. Witnessing mall operations as a mall “tambay” inspired him to become the entrepreneur he is now.

“To me, SM isn’t merely a business partner; it’s also a silent supporter that played a crucial role in turning my modest vision into reality,” he said.

Juddie’s Bulalohan owner Juddie Alegre has long held the dream of serving her signature nilagang bulalo in a mall. Her opportunity came when SM City Sto. Tomas offered her a spot in the food court.

“That was always my dream. And it’s even made more special because we were able to open it in SM,” she said.

Lubuit and Alegre represent countless Tomasinos who now have opportunities closer to home. SM City Sto. Tomas mall provides comfort, convenience and community, becoming a hub for locals to relax and connect with loved ones, said Mayor Marasigan.

FOLLOWING the Metro Manila Development Authority’s (MMDA) recent announcement regarding the prohibition of certain vehicles on national, circumferential, and radial roads in Metro Manila, Gogoro Philippines seeks to provide clarity regarding its e-motorcycles and their compliance with road regulations.

The MMDA’s Regulation No. 24022 series of 2024 stated that e-bikes, e-trikes, tricycles, pedicabs, pushcarts, and kuligligs are not allowed to travel on specified roads in Metro Manila. However,

Gogoro Philippines wishes to emphasize that their Gogoro SuperSport, Gogoro Delight, and Gogoro S2 Premium models fall under the Category L3 e-motorcycle classification.

THE 2024 Dealer Conference hosted by Honda Cars Philippines, Inc. (HCPI) was held last February 21, 2024, at Okada Manila, Pasay City.

Through the annual conference, HCPI gives the rightful recognition to its dealers who excel in sales and after-sales operations each year. HCPI awards top-performing individual Honda personnel as well. With this, HCPI hopes the ceremony can motivate and inspire all Honda employees to maintain their hard work and continuously improve to serve customers in the best way they can.

The 2024 Dealer of the Year award was given to Honda Cars Marcos Highway, successfully clinching the top spot this year after placing 3rd in 2021 and 2nd place in 2022. Coming in at 2nd and 3rd place,

Category L3 e-motorcycles are twowheeled vehicles capable of reaching speeds exceeding 50 km/hr. In accordance with the Land Transportation Office’s Administrative Order No. 2021-0039, these vehicles require proper LTO registration and a valid driver’s license to operate. Importantly, Category L3 e-motorcycles, including Gogoro models, are permitted to travel on all types of roads, including national, circumferential, and radial roads, with the exception of limited access highways such as expressways.

Gogoro Philippines reaffirms its commitment to promoting road safety and compliance with road rules and regulations, working collaboratively with the MMDA and other national agency partners. By providing accurate information about their e-motorcycles’ classification and adherence to LTO guidelines, Gogoro Philippines aims to ensure that riders are well-informed and can safely enjoy the benefits of electric mobility on the designated road networks in Metro Manila.

CHRISTIAN JOHN DOYON: FOLLOWING IN HIS FATHER’S OFF-ROAD TRACKS

IN THE world of sports and motoring, the age-old saying “like father, like son” holds true for many individuals. Christian John Doyon, a talented young off-road racer, has chosen to pursue the same sport that his father, Geronimo, once ruled. Inspired by his father’s achievements, Doyon has set his sights on becoming a national champion off-roader himself, to which today, he has finally achieved.

The journey to success was far from easy for the now 22-year-old Doyon - the recentlycrowned Golden Wheel Awards “4x4 Driver of the Year”. He first stepped behind the wheel at the tender age of 13 in his hometown of Ormoc City. Even at such a young age, Doyon experienced the challenges and financial commitments involved in off-roading, gaining a firsthand understanding of the rigors associated with the sport. Despite the obstacles, his love for off-roading only grew stronger. “Hindi basta biro ang hirap sa off-road, but I really enjoy it since I love it very much,” shared Doyon, who dominated the national off-road scene last year.

Despite his youth, Doyon fearlessly competed against some of the country’s best off-roaders. His talent and dedication earned him prestigious titles such as the 2015-2017 Visayas NASFOR - Golden Wheel Driver of the Year Award, the 2018 EcoTrail 4x4 Challenge, the 2019 Sinulog 4x4 Challenge, and the 2019 NASFOR Digos City Challenge.

However, it was in the National Association of Filipino Off-roaders (NASFOR) Extreme 4x4 Challenge 2023 that Doyon faced his ultimate test. This premier 4x4 competition, held annually in different provinces from January to December, pitted him against the nation’s finest off-roaders. After a hiatus during the pandemic, Doyon made a triumphant comeback at the urging of his father, testing their newly-created buggy. Although he briefly switched to downhill and enduro biking in 2022, his return to off-roading proved to be a turning point in his career.

Back in the driver’s seat of a newly-built buggy, Doyon showcased his skills and determination, securing four victories in the Zamboanga, Davao, Digos, and Dipolog legs of the series. He also achieved three other podium finishes. His exceptional performance, including a first runner-up finish in the Philippine Tough Truck Challenge 2023, solidified his claim as the OffRoad Driver of the Year.

Looking ahead, Doyon is determined to defend his title despite not yet participating in this year’s series. With three legs already completed, he remains hopeful. “There are already three legs disputed, but only two of them would count. I can still catch up, and I’m very hopeful to do well once again so I can defend my title,” he affirmed.

Furthermore, Doyon’s excellence in the world of sports has not gone unnoticed. He is the proud recipient of the Garbo Awards (Pride of Ormoc), a prestigious accolade presented by the Ormoc LGU to individuals who excel in the world of sports.

NLEX: CANDABA 3RD VIADUCT PROJECT REACHES HALFWAY MARK

NLEX Corporation announces the successful installation of the first girder on the Candaba 3rd Viaduct, marking the halfway point of the project. With a completion target of November 2024, this achievement signals a pivotal shift from groundwork-heavy construction to road-level work, reducing the project’s reliance on ground access and enabling construction to proceed

regardless of weather conditions. The installation of the first girder coincides with another significant accomplishment for the project: the attainment of one million safe manhours. This milestone reflects the project’s adherence to a culture of safety and the creation of a conducive work environment throughout the construction of the Candaba 3rd Viaduct.

Spanning a distance of five kilometers, the Candaba 3rd Viaduct Project is located between two existing bridges that connect the towns of Pulilan, Bulacan, and Apalit, Pampanga. Once completed, the Candaba Viaduct will be expanded to three lanes, with inner and outer shoulders in each direction, enhancing safety and improving mobility for motorists.

Indeed, Christian John Doyon is a name to watch out for in the off-road racing world. With his remarkable talent, unwavering determination, and a supportive father by his side, Doyon is poised to leave a lasting mark as he continues his journey to become a national champion off-roader.

COACH JOE LIPA SPECIAL

UAAP TITLE AND ASIAD GOLDEN BRONZE

Tfth year as head coach of the Fighting Maroons, with a pair of future PBA Hall of Famers in Venancio “Benjie” Paras and Ronald “Ronnie” Magsanoc, pooled their talents with former San Beda Red Cubs, Eric Altamirano, former NCAA Juniors’ MVP Duane Salvaterra, Joey and Jigs Mendoza, Herbert Wenceslao, then with holdovers (+) Ramil Cruz, Bobby Noriega (+), Chris Somera, Primo Rodriguez, Rey Madrid, Joey Guanio, and Erwin Guttierez.

With great breaks in crucial games against Adamson and FEU along the way, the 47-year-long wait was nally over. State U was the champion of UAAP Season 49. Then UP Chancellor and future Senator, Atty. Eduardo Angara was moved to say; “Basketball lang pala ang magiging dahilan ng pagkakaisa ng buong community.”

CJL shared his fondest memories when he led a

homegrown team that won the golden bronze in the Seoul Asian Games in 1986, featuring the future second wave of PBA superstars which included Alvin Patrimonio, Ronnie Magsanoc, Jojo Lastimosa, Elmer Reyes, Allan Caidic, Samboy Lim, Dindo Pumaren, Eric Altamirano, Glenn Capacio, Jojo Villpando, brothers Harmon and Jerry Codiñera and the late Jack Tanuan. In an interview with the Manila Standard’s Designated Kitman, Erel Cabatbat, CJL intimated. “’Yung team na ‘yun parang nasa penitensya kami araw-araw. Araw-araw nasa Rizal Memorial Coliseum kami noon from 6 to 8 a.m. Ang init-init. Tapos marami pa ang nagsabi noon na ang team na ‘yan wag na papuntahin sa Asian Games.

Labing dalawa ang maglalaban, pang labing tatlo ang mga yan. Araw-araw bugbog kami ng mga batikos at mga negative comments,” he recalled. Character-building experiences that implied transformation for every ward entrusted to him, were CJL’s imprimatur.

Essentially, it is the reason why his legacy is still relevant and will endure into the next generation.

This led netizen, Ramon Coronel to post a comment on Facebook about CJL’s 1986 Asian Games RPNMBT;

“Most of these players later became coaches and team managers in various basketball leagues. Thanks to Coach Joe Lipa’s guidance in molding them to become better examples of being best players in their younger years and

being responsible persons after their playing days.”

AS PET owners, we have grown familiar with seeing the unattractive reddishbrown marks near the eyes of our pets, usually those with white fur. While dogs that have tear stains are not bothered, as pet guardians, we see them as troublesome.

What do tear stains on dogs signify?

Tear stains on dogs manifest as reddishbrown marks stretching from the inner corner of the eye onto or along the sides of the dog's muzzle. While those with white dogs are often familiar with this appearance, identifying the distinctive color in dogs with darker fur can be challenging for many pet owners.

Tear stains pose various issues. They can indicate an underlying health issue. Neglecting to clean them can result in infection, and they can be visually unappealing for pet owners.

What leads to tear stains on dogs?

“In humans and dogs alike, tears usually flow from the eyes to the inside of the nose via a structure known as the nasolacrimal duct,” said Dr. Nathaniel Barberet in “What Dogs’ Tear Stains Mean” published in the Pets United website.

“Tear stains in dogs are commonly triggered by differences in the structure of the eyelids, leading tears to drain onto the face rather than through the nasolacrimal duct,” Barberet added.

While it is possible for a dog to have a blocked nasolacrimal duct or an issue causing excessive tear production, the majority of dogs with tear stains do not have an underlying eye ailment. However, it is advisable to consult

PETS

TEAR STAINS IN DOGS

your veterinarian if your pet suddenly develops tear stains.

How to effectively and safely address tear staining in dogs

Eliminating tear stains from dogs may

require some trial and error to determine the most suitable approach for your pet.

Before attempting to remove tear stains, it is important to rule out any underlying medical issue. If a medical condition is suspected, it is essential to follow your veterinarian's guidance on removing the tear stains and treating your pet's condition.

According to Barberet, there are several straightforward methods for addressing tear staining in dogs:

1. Maintain short hair around your dog's eyes and nose.

2. Keep your dog's face clean and dry by using a warm washcloth and mild baby shampoo to gently cleanse the area. After washing, ensure to thoroughly dry the area with a clean towel to prevent wet skin-related issues. Various eyelid and cleaning pads are also available for this purpose.

3. Consider administering probiotics to your dog, as they may help reduce tear staining. Ensure to wipe away from your dog's eye and take care to prevent the product from entering the eye. You can apply cleansers to cotton balls or soft wipes.

It is essential to consult your veterinarian before introducing any new solution to your

pet's eyes, particularly if your pet is already receiving prescribed eye medications. Trimming the hair may be necessary to aid in the removal of the tear stain.

Avoiding Tear Stains in Dogs

While tears in certain dogs, particularly those with specific facial structures, may be unavoidable, we can prevent staining by regularly cleaning their faces. To deter the development of tear stains, ensure the hair around your pet's eyes is kept short.

Clean the area around the eyes at least twice daily using a slightly damp washcloth or cotton ball. You can utilize standard contact lens cleaning solution containing boric acid to cleanse around the eye (avoiding contact with the eye itself).

Some supplements claim to diminish the amount of porphyrin in tears, potentially reducing fur staining.

It is important to note that what works for one pet may not be effective for another. With patience and experimentation, you can establish a cleaning routine that effectively removes tear stains and maintains your dog's facial hygiene.

Nail glues with polyurethane can lead to vomiting, stomach pain, and lack of appetite if ingested by pets. Inducing vomiting is not recommended, as it may cause esophageal damage.

Steroid Creams: Topical steroid creams can harm pets if ingested or absorbed through the skin, potentially causing endocrine disorders. Veterinary advice is crucial if exposure is suspected.

Hair Mousse:

Ingredients in hair mousse can cause tissue damage if ingested or absorbed through the skin. Dr. Kraemer advises pet owners to seek veterinary care if signs of intoxication are observed.

Tea Tree Oil: Tea tree oil, commonly found in beauty products, can be poisonous to pets even in small amounts. Signs of poisoning include weakness, tremors, and lack of coordination.

Hair Growth Products:

Minoxidil in hair growth products can cause severe cardiac issues if ingested by

pets. Keeping such products sealed and out of reach is essential.

Mouthwash:

Mouthwash containing xylitol is extremely toxic to dogs, causing seizures, liver failure, and

death. Immediate veterinary attention is required if ingestion is suspected.

Nail Polish: Some nail polishes contain toluene and formaldehyde, upsetting pets' stomachs. Dr. Flansburg-Cruz advises against painting pets' nails to avoid potential harm.

Nail Polish Remover:

Nail polish removers with acetone can cause skin, mucous membrane, and lung problems in pets. Pet owners are cautioned against using such products on their animals.

Deodorants: Deodorants containing aluminum can be toxic to pets, causing stomach upset. Veterinary attention is recommended if pets exhibit signs of vomiting.

Hand Sanitizers: Hand sanitizers, with a high concentration of isopropyl alcohol, pose a risk of aspiration pneumonia and gastrointestinal irritation to pets. Keeping them away from pets is crucial. While our beauty routines are an integral part of self-care, it is essential to be mindful of the potential dangers these products may pose to our pets. Awareness of harmful ingredients and responsible storage can help ensure the well-being of our furry companions. Seeking veterinary advice when in doubt is crucial to safeguard the health of our beloved pets.

The outcry from concerned viewers who saw Jaymarkdestor’s Tiktok post, underscores the need for greater awareness and accountability among

content creators on social media platforms. As influencers reach wide audiences, they hold a responsibility to set a positive example and promote ethical behavior. This includes fostering respect for all living creatures and refraining from actions that could potentially harm or distress animals for the sake of online engagement.

Moreover, social media platforms also bear a responsibility to monitor and regulate content that could potentially promote animal mistreatment or unethical behavior. Implementing stricter guidelines and ensuring the removal of content that violates animal welfare standards could contribute significantly to maintaining a safer online environment.

As discussions about the video continue, it serves as a reminder of the power and responsibility that come with sharing content online. Ethical considerations should always guide our actions, especially when they involve the wellbeing of animals, who depend on us for their care and protection.

While the intention of the video might not have been malicious, the importance of respecting boundaries, particularly those concerning animal welfare, cannot be overstated. It is vital to approach content creation with empathy, mindfulness, and a deep understanding of the ethical implications of our actions, especially when they involve the lives and well-being of innocent creatures.

SB19’s Justin surprises his fans with his debut single “surreal,” now available via Sony Music Entertainment. With this release, Justin officially embarks on a solo career as a recording artist.

The single, which the P-pop star composed two years ago, is a lighthearted anthem that captures the beauty of significant aspirations and serendipity. In his own words, “Portraying how, when we face major changes in our lives, seemingly impossible dreams become achievable through the perfect combination of hard work, dedication, and the right timing.”

The song is a collaborative effort between Radkidz’s Josue and Pablo, where both producers enhance Justin’s first attempt at introducing his own brand of music. Their main goal was to ensure that Justin’s vision was compassionately and carefully understood by his listeners.

During an interview at the single’s private launch held on Feb. 27, guests had the chance to watch the single’s four-minute dreamy music video, which also showcases Justin’s personal interpretation of the song through visuals.

“Actually, ever since I was a child, growing up, it’s like there’s something special with nature, forests, and trees. I don’t know why, but there’s something that I always like whenever we go on vacation, it’s like I want to be in the forest,” Justin said of the inspiration for his visual for the single.

Justin expressed his gratitude to his fans for their unwavering support, explaining that “surreal” refers to the experience of having someone who shares “your vision and imagination.”

The catchy yet laid-back song also features Gelou from the Filipino girl group Yara on the bridge and final chorus. Gelou, a friend and colleague of Justin, adds a unique dimension to the track with her additional vocals.

When asked about his decision to release “surreal” and do a solo project, Justin said that he was hesitant at first. But with the support of his fellow SB19 members, he finally found the courage to showcase his own work.
