THE worst of El Niño has yet to come, state weather forecasters warned yesterday, noting that temperatures could soar to as high as 40 degrees Celsius once the Amihan season ends this month.
The state weather bureau said the heat index, also known as the discomfort index, can go even higher with the Amihan season expected to last for at least three more weeks.
“We have yet to experience the worst of the heat until the termination of the Amihan season. We predict that in some areas, the temperature could reach as high as 40 degrees especially in areas in Cagayan Valley by April or May,” said PAGASA Climate Monitoring and Prediction Section chief Ana Solis.
While the strong and mature El Niño peaked in February, its lag effect will remain in the next three months, she said.
“Historically, El Niño always has a lag effect...It is only now at the start of March that we will experience its possible impact,” Solis added.

THE policeman cleared in the “mistaken identity” slaying of a teen-ager in Navotas City last year will not be automatically reinstated in the police service, the Philippine National Police (PNP) said on Friday.

THERE will be no let-up in the Land Transportation Office’s (LTO) campaign against unregistered vehicles and colorums, the agency reiterated on Friday. Meanwhile, the LTO opened a new extension office in San Mateo, Rizal, replacing the one damaged by the flood in 2020.
LTO chief Vigor Mendoza II said the crackdown will continue, adding that vehicle registration was “one of the ways to determine the roadworthiness of the vehicles aimed to ensure the safety of all road users.”
A total of 1,653 motor vehicles were impounded across the country last month alone.
The campaign against delinquent motor vehicles complements the intensified drive against colorum vehicles.
Based on reports from the regional offices, the LTO chief said 243 motor vehicles were apprehended for picking up passengers without the necessary permits from the Land Transportation Franchising and Regulatory Board.

SENATOR Cynthia Villar on Friday virtually indicated that moves to rewrite certain economic provisions of the Constitutions were much ado about nothing.
Villar, a veteran legislator, rejected proposals to amend three provisions of the 1987 Constitution, saying they were insignificant and minor to help boost the national economy.
Interviewed during the National Federation Hog Festival 2024 in Quezon City, Villar stressed that the purported restrictive provisions to be amended in the Constitution were just minor.
“They were not important,” Villar said. The provisions sought to be amended pertain to public utilities, advertising, and education.
“If you want to improve the economy, we can just legislate what we need to improve,” she said.
“Because businessmen were actually talking about the problems on widespread corruption and (non-adherence)
to the Ease of Doing Business (Act),” the senator added. “Just minimize corruption and we will be ok,” Villar asserted.

THE Philippine National Police (PNP) on Friday said it has initiated preparations for the security of the 2025 midterm elections in the country.

DOH: Incidents of dengue in PH on downtrend
INCIDENTS of dengue cases in the country are generally decreasing, according to the Department of Health (DOH).
“Based on data as of February 23, 2024, there is a notable 11 percent reduction in dengue cases nationwide observed from January 14 to 27, 2024, with 7,434 cases, in comparison to the preceding period from January 1 to 13, 2024, which had 8,368 cases,” the DOH said in a statement.
The DOH clarified however, that the figures may still change because of delayed reporting of cases.
But Northern Mindanao and Caraga regions showed case increases from Jan. 14 to 27 at 1,384 compared to 715 cases from Jan. 1 to 13.
From Jan. 1 to Feb. 10, a total of 67 deaths were reported, resulting in a case fatality rate of 0.32 percent for the year 2024.
The DOH said it continues to monitor and assess the situation to implement necessary measures and interventions.

Amadeus Fernando Pagente was arrested late Thursday and charged with three counts of the offense of “immoral doctrines, obscene publications and exhibitions and indecent shows”, police said Friday.

SENATOR Imee Marcos admitted she has misgivings on the use of medical cannabis or marijuana, although it has long been prescribed by their family’s doctors for glaucoma.
According to Marcos, she would like “to see very, very clear lines of control and regulation” as well as a mechanism for genuine enforcement of medical marijuana.
“They would say it’s for medical use, but in the end, it is being used for recreational and other purposes. So, the regulation and control should be closely watched,” said Marcos as she cited several fake IDs like PWD (persons with disabilities) to access medical cannabis.

In the face of the failure of Project Myoushu and the “transparency strategy,” our Department of Foreign Affairs has reverted to reemphasizing diplomatic work while the PCG has reduced its bellicosity and maintaining a lower profile.
Then lo-and-behold the Bureau of Fisheries and Aquatic Resources takes over the bellicosity.
On Feb. 17, 2024 the BFAR was splashed across the front pages of almost all Philippine mainstream newspapers with headlines like this from the Philippine Star, “China using cyanide to ‘destroy’ Scarborough on purpose — BFAR” alleging that Chinese fisherfolk, “maritime militia” have used deadly cyanide to damage the Scarborough Shoal.
“BFAR spokesperson Nazario Briguera had this to say about the said traditional fishing grounds, an area claimed by the People’s Republic of China even if it’s well within the West Philippine Sea. ‘They intentionally destroy Bajo de Masinloc to prevent Filipino fishing boats to fish in the area.’ Briguera claimed a baseless estimate the damage could exceed P1 billion.”
Two days later, the PCG reversed the BFAR announcement saying in headlines, “We do not have any scientific study or any evidence that would suggest the cyanide fishing at Bajo de Masinloc can be attributed to the Chinese or even the Vietnamese fishermen,” PCG-West Philippine Sea spokesman Commodore Jay Tarriela said.

We have been hit by incredulity as we watched developments in the West Philippine Sea where the Chinese have continued to torment Philippine vessels going to Sca5rborough Shoal on humanitarian reasons.

Trinidad noted such interference usually happened during the cooperation stages for rotation and resupply missions to the WPS.
The area where Philippine ships and China Coast Guard vessels often have run-ins is the Scarborough Shoal, clearly inside Manila’s exclusive economic zone but which China, under its mythical nine-dash line, claims as its own.

IN PREVIOUS articles, I have written about the importance of partnership between the government and the private sector in pursuing the country’s goal of a sustainable economic development.
Our country is not wanting of businesses who are actively involved in the projects of government through the public-private partnership scheme that became popular post EDSA People Power Revolution.
One of these is San Miguel Corporation, with its President and CEO Ramon S. Ang, which has been here for over a century and has witnessed the changing of political leaders through the years.
Unlike other business entities that had been identified with certain political factions, SMC has remained apolitical to date. Its commitment to help the government has not wavered no matter who sits as Chief Executive.
Beyond its private interests, SMC has trained its sights to helping improve the general climate for investments, provide economic opportunities for other Filipinos and advocate the protection of the environment for future generations. ISTANBUL, Turkey – Russia Foreign Minister Sergei Lavrov headed Friday to Turkey which has sought to revive moribund Russia-Ukraine peace talks and ways to ensure safe navigation in the Black Sea.
Lavrov will attend part of the annual diplomatic forum in the Mediterranean resort of Antalya where he is to meet with President Recep Tayyip Erdogan and Foreign Minister Hakan Fidan.
The Russia-Ukraine war will be a key talking point at the forum that runs from Friday to Sunday, though Russia’s top diplomat is to leave again Saturday.

“Tablet shipments dropped to prepandemic levels after averaging over a million units per year between 2020 and 2023. This was the lowest annual shipment recorded since 2012,” said IDC Philippines senior market analyst Angela Medez.

Adopt-an-Estero/Waterbody is one of DENR’s priority programs being implemented nationwide through the Environmental Management Bureau (EMB).
Private company partners commit to enhancing the environment of the waterway they’ve chosen to adopt under the program.
This involves various initiatives such as routine cleanup endeavors, dredging, educational campaigns, community engagement efforts and training sessions for relevant stakeholders.
Standard Insurance adopted the KayAlamang River, while Filipinas Paradise Homes, also owned by the Echauz family, adopted the Sahing river.
“We will be dredging the rivers, as well as coordinate with the nearby piggeries not to discharge their waste into the water. We will also conduct activities to clean, maintain and preserve our rivers,” Echauz said.
It said PWEI was implementing proper mitigating measures to minimize erosion and was compliant with all conditions of various environmental permits approved by the DENR.
DENR inspections also revealed that civil works spoils were immediately hauled and transported to approved spoils disposal site outside the project location, that drainage system was in place and siltation barriers were installed in the construction area.

with the general effluent standards for total suspended solids (TSS).
“We spent nearly five years just securing all the necessary government approvals for this 13.2 MW investment before we started project development. We have also expended about P175 million more on slope protection than what is required and it is thus in our interest to ensure faithful and effective compliance to our environmental commitments to the DENR and the DOE,” said PWEI assistant vice president for environment and community relations Yrel Ventura.
THE Philippine stock market started the month of March in the red, as stocks succumbed to profit-taking after hitting an intra-day high of 7,000 level.
The 30-company Philippine Stock Exchange index (PSEi) declined 25.12 points, or 0.36 percent, to close at 6,919.59, while the broader allshares index inched up by 0.15 percent to close at 3,06.21.
Analysts said the market faced strong resistance at 7,000 level.
Rizal Commercial Banking Corp. head economist Michael Ricafort said the decline was a healthy technical correction after two-straight days of gains.
Ricafort said the PSEi was still up 6.38 percent year-to-date despite Friday’s retreat. Foreign investors remained net buyers, while net market value reached P4.3 billion.

Fresh personal consumption expenditures (PCE) price index figures helped shore up confidence that those long-awaited cuts were likely this year. The PCE, the Fed’s preferred inflation gauge, increased at an annual rate of 2.4 percent in January, down from 2.6 percent in December, the Department of Commerce said.
A slowing key inflation figure could move the Fed to begin cutting rates sooner rather than later, although reduction expectations have gradually been pushed to later this year due to data showing US inflation remained above the Fed’s two percent target.
The closely watched “core inflation” measure, which removes volatile food and energy costs, increased by 0.4 percent from the month before, indicating an uptick in underlying inflation from December to January, according to the Thursday release.

THE Philippines registered $76 million in net outflows of foreign portfolio investments or hot money in January, lower than the $205-million net withdrawals in December 2023, the Bangko Sentral ng Pilipinas (BSP) said Friday.
It also marked a reversal of the $291-million net inflows recorded a year ago, data from the BSP showed.
The BSP said transactions on foreign investments registered through authorized agent banks (AABs) showed gross outflows of $1.3 billion and gross inflows of $1.2 billion in the first month of the year.
Hot money refers to foreign funds temporarily parked in the equities and money market to take advantage of short-term interest.
The BSP said the $1.2-billion investments in January went up by $170 million, or 15.9 percent, from $1.1 billion recorded in December 2023.
It said 62.7 percent of investments went to Philippine Stock Exchangelisted securities amounting to $775 million, while about 37.3 percent were in peso government securities worth $460 million. The balance was placed in other instruments.
The January investments came mostly from the United Kingdom, the United States, Singapore, Luxembourg and Hongkong with combined share of 85.5 percent.
SAN Miguel Corp. said Friday it opened a new access ramp of the NAIA Expressway (NAIAx) at Tramo in Pasay City to alleviate traffic congestion and provide smoother access to Ninoy Aquino International Airport (NAIA) and surrounding areas.
SMC president and chief executive Ramon Ang said the 800-meter access ramp provides another option for motorists heading to the airport and other areas in Paranaque City and Cavite province.
“We believe it can help relieve overall traffic congestion in the area, and improve traffic flow within the vicinity of the airport,” Ang said.
Public Works Secretary Manuel Bonoan credited the company for supporting the government’s efforts to build vital infrastructure to sustain the country’s economic growth.
“The Tramo access ramp has been in San Miguel’s drawing board for a long, long time because they knew it would enhance the efficiency of NAIA Expressway and improve the mobility of motorists going to the airport,” Bonoan said. Bonoan said further improvements on NAIAx were being studied by the DPWH, as grantor of the concession, in partnership with SMC, to improve the flow of traffic to airport terminals, given growing demand. Meanwhile, the $1.31 billion gross outflows in January also increased 3.2 percent from $1.27 billion in December.
The US remained the top destination of outflows, receiving $600 million or 45.8 percent of total outward remittances.
Data showed that on a year-onyear basis, registered investments in January increased 23.1 percent from $1 billion, while gross outflows went up by 84 percent.
Registration of inward foreign investments delegated to AABs by the BSP is optional under the rules on foreign exchange (FX) transactions. It is required only if the investor or its representative will purchase FX from AABs and/or their subsidiary/affiliate foreign exchange corporations for repatriation of capital and remittance of earnings that accrue on the registered investment.
The BSP said that without such registration, the foreign investor could still repatriate capital and remit earnings on its investment but the FX would have to be sourced outside the banking system.

Upper Wawa Dam has a capacity of at least 710 million liters per day (MLD) which would provide a steady source of raw water and reduce dependence on the aging
Angat-Iba System. Its development eases concerns on climate change-related challenges, including a prolonged El Niño dry spell. “With its substantial capacity and innovative design, the dam holds immense potential to enhance water security and resilience, which will be a massive step in avoiding a water crisis in Metro Manila and nearby provinces,” said WawaJVCo.
Greater Metro Manila Area, including the province of Rizal and parts of Cavite, is being serviced by Metropolitan Waterworks and Sewerage System (MWSS) through two concessionaires—Maynilad for the west zone and Manila Water for the east.
WawaJVCo has an active 30-year agreement to deliver 518 MLD from
Upper Wawa Dam’s 710 MLD to Manila Water, leaving 192 MLD of excess supply.
WawaJVCo said the benefits of Upper Wawa Dam could be maximized through collaboration and efficient use of its 710 MLD capacity.
“The Upper Wawa Dam will help address water security and ensure sustainable water supply to benefit over 700,000 households or about 3.5 million Filipinos within the service area of MWSS,” the company said. Its design was based on gold standards for such facilities and built through state-of-the-art technology that would ensure the dam stays efficient and reliable in the long term. Commercial operation is expected to start by late 2025.
THE national government (NG) ended January 2024 with a total outstanding debt of P14.79 trillion, a 1.19-percent increase from the previous month, data from the Bureau of the Treasury showed Friday. It said that of the total debt stock, 31.29 percent represented external debt and 68.71 percent was domestic debt. Domestic debt rose P144 billion, or 1.44 percent, to P10.16 trillion as of end-January following the net issuance of government securities. Gross issuance of domestic debt reached P211.11 billion, while principal payments totaled P69.67 billion, resulting in a net issuance of P141.44 billion.
INTERNATIONAL Container Terminal Services Inc. (ICTSI) on Friday reported a 17-percent drop in 2023 net income to $511.53 million from $618.46 million in 2022.
The port operator led by businessman Enrique Razon Jr. blamed the decline in net income last year to the non-recurring and non-cash impairment of goodwill attributed to the acquisition of Pakistan International Container Terminal (PICT) in Karachi, Pakistan and other non-current assets; increases in depreciation and amortization, interests on loans, lease liabilities and concession rights pay-
able; and equity share in net loss of joint ventures.
It said that excluding the impairment of goodwill attributed to PICT and other non-current assets, net income attributable to equity holders would have grown 7 percent to $676.83 million.
“While the geopolitical backdrop remains complex, 2024 is set to be ripe with opportunities as we continue to invest in new and existing terminals,” said Razon, ICTSI chairman and president.

Meanwhile, the valuation effect of local currency depreciation against the US dollar on foreign currencydenominated domestic debt added P2.81 billion to the January total. External debt reached P4.63 trillion, up by P29.66 billion or 0.65 percent from the end- December 2023 level.
“The increase was attributed to the P81.73-billion upward revaluation caused by local currency depreciation against the USD,” the BTr said. This was partially offset by favorable movements in third currencies (P28.52 billion), reducing the net increase by P52.07 billion. External loan availment contributed P61.86 billion for the month.

A RECENT Kaspersky study revealed that more than 40% of companies worldwide are facing a shortfall of qualified cybersecurity professionals. Most understaffing can be found among Malware analysts and Information security researchers.
As the frequency and complexity of attacks increase, and the demand for InfoSec professionals in business grows, the number of practitioners meeting the company’s requirements for skills and level of expertise is declining. Studies carried out by cybersecurity companies and international organizations have already highlighted the lack of InfoSec professionals. Research conducted by (ISC)2 cybersecurity workforce study revealed that the workforce gap was almost 4 million InfoSec workers in 2022.
Kaspersky conducted its own research “The portrait of modern Information Security professional” in order to evaluate the current state of the labor market and analyze the exact reasons for the cybersecurity skills shortage. The research surveyed more than 1,000 InfoSec professionals from Asia-Pacific, Europe, the META region, North and Latin America. The study found that 41% of the

However, the research results show that these measures are not always enough. The growth rate of the domestic IT market in some developing regions is changing so rapidly, the labor market cannot manage to educate and train the appropriate specialists with the necessary skills and expertise in such tight deadlines. On the contrary, regions with developed economies and matured businesses do not report such an acute shortfall of InfoSec professionals as their rates are below market average,” comments Vladimir Dashchenko, Security evangelist, ICS CERT, Kaspersky.
To minimize negative consequences of global cybersecurity staff shortfall, Kaspersky experts recommend the following:
• Adopt managed security services such
