PRESIDENT Marcos will address the Parliament of Australia today—becoming the first Filipino leader to do so— and provide his vision to strengthen the two nations’ commitments and vision for the future.

MMDA bans e-bikes on big roads

Starting April, electric vehicles such as e-trikes and e-bikes, will be banned on major thoroughfares in Metro Manila.

The Metro Manila Council (MMC), through the Metropolitan Manila Development Authority (MMDA), approved a resolution on Wednesday prohibiting e-vehicles from accessing major thoroughfares for certain types of transportation and other types of conveyances.

Jemboy’s family unhappy with court ruling, intends to elevate case to CA

THE family of Jemboy Baltazar, shot dead on Aug. 2, 2023 by policemen who claimed it was a case of mistaken identity intends to elevate the case to the Court of Appeals (CA) because of their dissatisfaction with a trial court ruling finding only one of the six suspects guilty of homicide.

Ejercito denounces alleged corruption in San Juan ayuda

SENATOR Joseph Victor “ JV” Ejercito has denounced alleged “ayuda scam” involving the Tulong Panghanapbuhay sa Ating Disadvantaged/ Displaced Workers (TUPAD) program, and other social assistance initiatives in San Juan City. The TUPAD program and similar initiatives were being implemented by the Department of Labor and Employment (DOLE), supposedly to uplift quality of life of the marginalized sector by providing essential government assistance.

In his privilege speech during Tuesday’s plenary session, Ejercito presented two video clips showing certain San Juan local officials allegedly exploiting the system.

However, San Juan Mayor Francis Zamora belied allegations that anomalies marred the city government’s distribution of cash aids to the needy residents.

Ejercito charged that the videos indicated that the city officials were taking advantage of transaction fees and kickbacks to divert funds intended for the needy.

“A victim from Brgy. Balongbato in San Juan City states that he was approached by the staff of a councilor. The victim was given transaction code for Palawan Express. The victim was instructed to claim P7,500-TUPAD,” the senator said.

“The Department of Justice (DOJ) vowed to help us appeal the case so it will be reopened,” she added.

The Baltazar family claimed that the Navotas City Regional Trial Conrt’s (RTC) decision was “disappointing and unacceptable” because only one of the six accused will be imprisoned.

“Why only one will be imprisoned, but the five are free? We are very disappointed with the decision on my son’s case,” Rodaliza said.

“It was unacceptable,” Jemboy’s father Jesse added.

The court found only SSgt. Gerry Maliban guilty of homicide, not the capital offense of murder, and sentenced him to four to six years in jail, plus P50,000 in moral and civil damages.

Four others—SSgt. Niko Pines Esquilon, MSgt. Roberto Balais Jr., Cpl. Edmard Jake Blanco, and Pat. Benedict Mangada—were convicted of the lesser offense of illegal discharge of firearm and sent to only four months in prison.

Asked if the family would present more evidence during the appeal,

Rodaliza asserted that the police conspired to supposedly cover up the crime and limit the prosecution’s access to evidence.

According to her, a civilian, not the policemen, retrieved Jemboy’s body from the river, adding that the cops did not bother to look for evidence or witnesses to the slaying.

“It seems that they conspired to shield their fellow policemen. That has become the culture in our area. We are poor and we are also struggling to find justice for my son,” Rodaliza noted.

In a press conference at the Senate, Rodaliza said the court decision essentially “killed” their son twice. “I feel so much pain right now. Their decision was to just detain them for four months,” she stressed.

DOJ: Teves now in Interpol red list; DFA cancels his passport

THE Department of Justice (DOJ) on Wednesday confirmed that expelled Negros Oriental Rep. Arnolfo Teves Jr., tagged as the brains behind the assassination of Negros Oriental Gov. Roel Degamo, has been included in the red notice list of the International Criminal Police Organization (Interpol).

Justice Secretary Jesus Crispin Remulla made the confirmation following reports that a red notice was issued by the Interpol on Tuesday containing Teves’ name.

Besides the Interpol red notice, Remulla said the Department of Foreign Affairs (DFA) had cancelled Teves’ passport.

“Aside from the Interpol red notice, his passport was already cancelled as the DFA has complied and cancelled his passport,” Remulla said.

The Interpol explained that a red notice refers to a request to law enforcement worldwide to locate and arrest a person pending extradition, surrender, or similar legal action.

The Interpol clarified however, that a red notice is not an international arrest warrant.

Reports indicated that it was like Teves visited Cambodia.

Earlier, authorities said Teves was shuttling between Timor-Leste, Cambodia, and Thailand. It was in Timor-Leste where he sought asylum but was rejected.

The Interpol also noted that Teves has a warrant of arrest for murder, frustrated murder, and attempted murder over the March 4 attack on Degamo and several visitors while the governor was distributing aid at his residence in Pamplona, Negros Oriental.

Proposed law eyes tax-free hazard pay for fiscals, judges

THE House Committee on Ways and Means has approved the tax provisions of two unnumbered substitute bills that exempt state prosecutors and other members of the judiciary from paying taxes on their hazard pay.

The first unnumbered substitute bill is a consolidation of House Bills 7775 authored by Speaker Ferdinand Martin Romualdez, Majority Leader Manuel Jose Dalipe, Senior Deputy Majority Leader Ferdinand Alexander Marcos, and Tingog Party-list Reps. Yedda Marie Romualdez and Jude Acidre; HB 1835 by Davao de Oro Rep. Ruwel Peter Gonzaga; and HB 8364 by Cagayan de Oro City Rep. Rufus Rodriguez.

It grants the government prosecutors tax-free hazard pay.

The tax provision contained in Section 5 of the unnumbered substitute bill reads “the hazard pay is not subject to tax and nothing in the measure shall be construed to diminish, in any manner, any benefit granted to duly appointed public prosecutors under existing laws, rules and regulations, local ordinances and other issuances.”

In his explanatory note, Romualdez explained that public prosecutors play a vital role in the administration of criminal justice. He said the prosecutors are primary responsible for the preliminary investigation and prosecution of all criminal cases. Maricel V. Cruz

Army seizes 16 high-powered firearms after clashes with Reds in Negros Occ.

AFTER a series of encounters with remnants of the Communist Terrorist Group (CTG) Negros Occidental, the Army’s 79th Infantry Battalion achieved a significant breakthrough with the seizure of 16 high-powered firearms.

Ten out of the 16 high-powered guns were confiscated during a series of clashes in the hinterlands of Toboso and Escalante City on Feb. 21-22..

Among the captured weapons are one M16 rifle, one AK47, one M653 rifle, four M1 Garand rifles, two M1 Carbines, and an M14 rifle.

Additionally, four minor firearms, several explosives, including one anti-personnel mine, eight rifle

grenades, and one hand grenade, explosive paraphernalia and other war materials were also seized. The encounters also resulted in the neutralization of three remnants of the dismantled Northern Negros Front (NNF) of the Komiteng Rehiyon –Negros Cebu Bohol Siquijor (KRNCBS), the Army said.

Taiwan donates P11.2m for flood victims in Davao

THE Taiwanese government donated $200,000 (P11.2 million) in cash assistance to the Philippines for the families severely affected by the flooding and landslides in three Davao provinces, according to the Taipei Economic and Cultural Office in Manila.

The donation was received by Silvestre Bello III, chair of the Manila Economic and Cultural Office (MECO) intended for distribution by the Department of Social Welfare and Development.

“By providing this humanitarian funding, Taiwan hopes to extend a helping hand in support of the (government’s) disaster response efforts and aids to the survivors in Davao region,” Ambassador Wallace Chow of the Taipei Economic and Cultural Office in the Philippines said.

“The donation will go a long way to help the families of those who perished in that disaster, and assist those who survived the tragedy to recover their lives,” Bello said.

“We are deeply touched by your government’s sincere concern and display of compassion for our people at this time of great grief and need,” he said. Bello added, “And we are most thankful for your generosity, not only as a neighbor but more so as as a long-time friend of the Filipino people.”

“On behalf of our President, Ferdinand Marcos Jr. and the grateful Filipinos, we thank your government and the people of Taiwan for your very kind assistance,” he also said.

THE League of Municipalities (LMP) said it is supporting the implementation of the United Nations 2030 Agenda for Sustainable Development Goals (SDGs) at the local level.

The SDGs are 17 global goals set by the United Nations member countries which provide a roadmap on how to transform the planet where everyone can live in peace, prosperity, and dignity.

The localization of the SDGs is said to be essential as it is at the core of the Philippine Development Plan (PDP) 20232028 which is based on the administration of President Ferdinand Marcos Jr.’s eight-point socio-economic agenda.

Earlier, the President told members of the LMP to not waste their mandates from their constituents on petty things, but rather use them for “grand things.”

In his message to the LMP’s General Assembly on Tuesday in Pasay City, Mr. Marcos told public officials that they should innovate their problem-solving skills to align with the current challenges the local government sector is facing.

“These SDGs can only be achieved through unified action. One municipality at a time can build a better Philippines and bring Bagong Pilipinas in full fruition. And this is where the localization of SDGs matter. The best practice is to learn from each other while adapting to progress”, President Marcos said.

‘Dual citizens can join board of Maharlika’

PRESIDENT Ferdinand Marcos Jr. can appoint Filipinos with dual citizenship as independent directors of the Maharlika Investment Corporation (MIC), the Department of Justice (DOJ) said Wednesday.

In Opinion No. 13, series of 2024 dated Feb. 19 and furnished to Presidential Management Staff head Undersecretary Elaine Masukat, Justice Undersecretary Raul Vasquez also said foreigners may not be appointed as directors of the state firm.

“(T)his department is of the opinion that foreign nationals cannot be appointed to become independent director of the MIC, while natural-born Filipino citizen with dual citizenship at birth may be appointed as an independent director of the MIC, without the need of renouncing his/her foreign citizenship,” the DOJ noted.

“(N)atural-born - (a) Filipino citizen who was naturalized in another country, and later on retained or re-acquired Filipino citizenship, may be appointed as an independent director of the MIC, provided that complies with the requirements imposed by the RA No. 9225 (Citizen Retention and Reacquisition Act of 2010) and the pertinent rules and regulations by the CSC (Civil Service Commission),” it added.

A TOTAL of P438.16 million has been allocated to fund the assessment of senior high school (SHS) students in the technical-vocational livelihood (TVL) track.

Pasig Rep. Roman Romulo, chairman of the House of Representatives Committee on Basic Education and Culture made the disclosure during the panel’s resumption of its deliberation on House Bill 8242.

The bill, authored by Zambales Rep. Doris Maniquiz, proposes to exempt senior high school (SHS) students under the SHS TVL track and other SHS tracks requiring certifications from paying assessment fees.

Romulo explained that under Special Provision 8 of the General Appropriations Act (GAA) or national

government budget for 2024, the Technical Education and Skills Development Authority has a P438.16-million allotment for the Senior High School Assessment and Certification Support Program. The Department of Education (DepEd) and TESDA shall jointly develop guidelines for the operationalization of the program.

Romulo said senior high school students under the TVL Track should not only get a diploma from DepEd but also a National Certificate (NC) from TESDA if they qualify in the competency exam.

Leila Areola, director of the DepEd Bureau of Learning Delivery, said it will be advantageous for learners to be exempt from assessment fees, adding that talks are ongoing with TESDA about the matter.

COMBINED operatives from the Bureau of Customs (BOC) and the Philippine Drug Enforcement Agency (PDEA) seized more than P76 million worth of high-grade dried marijuana or “kush” at the Manila International Container Port (MICP).

Agents from the Customs Intelligence and Investigation Service (CIIS) intercepted over 63 kilos of smuggled weed in total last Tuesday, Feb. 27, following an alert order from MICP district collector Romeo Allan Rosales. Authorities examined the shipment at the MICP examination area container freight station 3 and found the contraband in 126 heat-sealed transparent plastic bags.

“Based on the information we received, the alert order was issued against this shipment because of the suspected presence of illegal drugs. We found around 12 kilos of marijuana per balikbayan box during the inspection,” said CIIS Director Verne Enciso.

The shipment was consigned to a local freight forwarding service based in Pasay City and addressed to a recipient in Dasmariñas, Cavite. It was originally declared as consolidated balikbayan boxes/personal effects from Thailand.

Impressions of the Vice President

THIS is not an endorsement of the Vice President who might be president in the near future.

I did not vote for her in the last elections, as I was rooting for an Isko Moreno-Doc Willy Ong tandem.

In mid-January 2021, I had dinner with then President Duterte in the palace. Present were ES Bingbong Medialdea and the ubiquitous Sen. Bong Go, along with four of us who were not from Davao, but supported the mayor as early as January of 2015, when he had yet to make up his mind on gunning for the top post.

On that occasion, when the president asked me for my honest opinion, I said it would not look good if he were to be immediately succeeded by his daughter, even if she was topping the surveys.

He did not take offense, and in fact said his daughter will not seek the presidency, and would just run Davao City. Father and daughter were not in the best of terms, as far as the public then knew. He expressed a desire for Bong Go to run, but even the senator himself admitted he was not up to it.

Old-timers in MECO were so impressed at her demonstrated humility, so unlike so-called government VIPs who prior to my stint there, expected preferential treatment.

But it did not come as a surprise to me.

When I was NFA administrator during the PNoy presidency, I wanted to make a courtesy call on then Mayor Inday Sara when I first visited our regional office in her city. I was told that she was doing barangay visits and will instead see me in the afternoon at the lobby of the Marco Polo Hotel where I was billeted.

I felt awkward, as being an appointive official, I should be the one making a call at her office.

At around four in the afternoon, she arrived, a sleeping child in her arms, and profusely apologized for not seeing me in City Hall. There was no “yaya” in tow, as she entered the lobby still carrying her daughter.

Not for her the trappings of “power.” We spoke for about half an hour where she assured me that our regional officials were always welcome to visit her and coordinate their programs with her.

I asked her to convey my best regards to her vice-mayor, Rodrigo Duterte, who was a long-time friend. She merely smiled and said “thank you.”

The simple demeanor, with absolutely no sense of entitlement left a deep impression on me.

It is widely accepted that the president would not have won as handily as he did if Mayor Inday Sara did not accede to the persistent efforts of friends like Senator Imee Marcos for her to play second fiddle in a united team.

It is thus understandable why the senator-sister continues to be supportive of the Vice President as the latter endured the demolition efforts against her of late.

As I was tied down in Manila during the 2016 Duterte campaign, I did not get to see Inday Sara in the hustings, as she campaigned in Visayas and Mindanao.

When her father became president, I was appointed as chairman and resident representative of the Manila Economic and Cultural Office in Taiwan, and found myself detached from the goings-on in the local political scene.

One day in 2017, I got a call from her chief of staff, who said that the mayor would be visiting a friend of hers who had become a permanent resident in Taiwan. Later, an advance team of two PSG members coordinated with the MECO office for security and protocol arrangements.

To our surprise though, Mayor Inday Sara, who was met by our protocol officer, refused to be given any special treatment, and along with three friends, lined up at the immigration counter like an ordinary foreign traveler.

Then, she checked-in at a mere three-star hotel near the Tamsui district where her friend lived, and politely declined any privileges which

There are three Cs that voters consider as metrics when they decide on their president: Competence, Character, and Compassion.

In 2015, we captured the Rodrigo Duterte persona in terms of Tapang at Malasakit: Courage (character) and Compassion. Davao City’s progress was testament to Competence.

Inday Sara needs to define herself more clearly given those three metrics.

Her competence as a member of the cabinet needs to be proven.

Character needs clarity, and the recent flip-flop on her posted, then deleted statement on the EDSA anniversary raises doubts on strength of character.

She has shown compassion oftentimes, and that last C is what matters most to the lowest of the “masa.”

Any person with moist eyes towards the presidency in 2028, assuming the system is not altered by then, will best measure up to these.

Rotational deployment

HOW do we deal with maritime issues with China in our Exclusive Economic Zone in the West Philippine Sea?

That question has again surfaced after another recent incident where Chinese ships, including a China Coast Guard vessel, reportedly blocked Philippine Coast Guard vessels near Ayungin (Second Thomas) Shoal, where the decrepit BRP Sierra Madre has been grounded since 1999.

The CCG vessel with bow number 5203 and two Chinese maritime militia ships, the report said, moved to block access to Ayungin Shoal as PCG vessels BRP Cabra and Sindangan passed south of Ayungin Shoal and Panganiban (Mischief) Reef.

The PCG vessels, “did not approach the BRP Sierra Madre,” the PCG said. “They passed by the [Ayungin] shoal and continued north.”

THE recent polling conducted by OCTA Research and SWS indicate there is a growing acceptance by the public of the International Criminal Court investigations of the anti-drug campaign of the past administration. Both surveys show more than 50 per cent of the public now believe the ICC investigation is fair.

There is also a growing number of people that favor rejoining the ICC. This is in stark contrast to about a year or two ago wherein the public was largely against the ICC investigations.

Times, therefore, appear to be changing which may indicate the public may be shifting away from the right of the Duterte years towards the middle.

What could this mean to our politics?

Perhaps the midterm elections next year will tell us more if the shift is real or only an aberration.

There is also the question whether the government will change its position and cooperate with the investigations.

But this seems highly unlikely due to the firm pronouncements of the President. The main reason why the ICC was established was to “investigate and, where warranted, prosecute individuals charged with the gravest crimes of concern to the international community.”

These crimes include war crimes, genocide, crimes against humanity and the crime of aggression.

Another corollary reason is to serve as a warning to would-be dictators that if they abuse their own people, there is a process wherein they can be held accountable.

We have to remember that throughout history, we have seen many leaders who have abused their political power and caused untold sufferings to the people they governed.

This is intended to protect Filipino fisherfolk and food security and not to provoke or worsen tensions.

“The objective of the President is to make sure that government vessels will see to it that Filipino fishermen are able to fish there to support our food security,” according to Commodore Jay Tarriela, PCG spokesperson

for the West Philippine Sea. “Our objective is not to provoke anybody, nor escalate the tension in Bajo de Masinloc. Our objective here is to protect the Filipino fishermen, to make sure that Filipino fishermen can fish there.”

This is the correct approach, as far as we’re concerned. Henceforth, the PCG and BFAR ships will take turns in patrolling Panatag Shoal, also known as Bajo de Masinloc.

BFAR’s BRP Datu Tamblot has been deployed to the shoal since Feb. 14, along with its Cessna 208B aircraft or RP-1077 that flew from Clark, Pampanga. Earlier, the PCG’s BRP Teresa Magbanua also patrolled the same waters in early February.

Panatag Shoal is a traditional fishing ground for fisherfolk from Zambales, Pangasinan, and other communities along the Northern Luzon coast. We see the rotational deployment as part of a win-win solution to defuse the tension in the West Philippine Sea. After all, the maritime and territorial dispute in the vital sea lane is only one aspect of our over-all relations with China and, as far as possible, should be resolved through diplomacy and dialogue.

Changing mood

Because of this, there have been criticisms that the ICC is just another Western instrument established by them that only goes after Third World leaders. Western leaders who commit what could be perceived as crimes against humanity are never brought to justice.

The ICC therefore is not entirely without its own controversies.

This is perhaps one reason why only 123 countries out of the 193 UN member

blasphemy and arrogance.

Yet, the glaring hypocrisy of such assertions is laid bare by the glaring atrocities committed under the subsequent administration of Corazon Aquino. From the bloodshed of the Mendiola massacre to the shameful exemptions of her family’s vast estates from land reform, Aquino’s reign was marred by corruption and betrayal. With regard to cases being investigated by the ICC, there are currently 52 people under indictment with ongoing proceedings against 20, 15 are at large as fugitives and five are on trial. Proceedings against 32 have been completed while two are currently serving sentences.

Four have been acquitted while seven have had the charges against them dismissed.

Four also have had their charges withdrawn while eight have died before the conclusion of the proceedings against them.

What this tells us is that the process is long and tedious.

It takes years before a trial could start and not all who are brought to trial end up being found guilty. There are also cases that have been withdrawn or dismissed outright. For some reasons, the ICC calls the investigations it is doing in 17 countries, situations.

The Philippines is one of two Southeast Asian countries on that list. The other is Myanmar.

One cause why the Philippine ICC investigations is controversial is because of the general belief that FPRRD, who remains very popular and politically influential, is a target although this has never been officially confirmed by the ICC.

The recent rumors about the release of an arrest warrant for him are just that, wild rumors.

The ICC does not release those kinds of information in advance. Those eager beavers, therefore, should just wait.

It is time for Filipinos to rise up against the tyranny of deception and reclaim their rightful place as agents of change.

We must reject the false prophets and charlatans who seek to divide us for their own gain.

Our collective future depends on our ability to break free from the shackles of ignorance and apathy, and embrace the values of truth, justice, and accountability.

As we reflect on the legacy of EDSA, let us heed the lessons of history and forge a path towards a brighter future.

Only by standing united against the forces of corruption and oppression can we truly achieve the progress and prosperity we so desperately seek. The time for action is now.

Biden rebuked by Gaza protest vote in primary

DEARBORN—Joe Biden scored an easy win in Michigan’s presidential primary Tuesday but was dealt a stinging rebuke over the war in Gaza in an Arab American-led protest that raised concerns over his bid to win the swing state in November’s election.

There was little suspense over the outcome for both parties, with the president almost unopposed in the Democratic nominating contest and his predecessor Donald Trump declared the victor the Republican vote as polls were closing.

But tens of thousands of Democrats in a swing state crucial to Biden’s reelection hopes ticked the “uncommitted” box as part of a push by the “Listen to Michigan” campaign to jolt the president into backing off from his support of Israel.

With almost two-thirds of polling stations still to report, the “uncommitted” share accounted for 50,000 votes, more than double the final totals in each of the last three election cycles.

Biden released a statement thanking voters, touting his record on working for Michigan’s middle class and acknowledging that there was “much left to do”—but made no mention of the Gaza conflict and ignored the protest vote.

“Listen to Michigan” had set a modest goal of rallying 10,000 uncommitted voters in its aim to censure the president over US military funding for Israel, and to pressure him to call for an immediate ceasefire.

“President Biden has funded the

bombs falling on the family members of people who live right here in Michigan -- people who voted for him, who now feel completely betrayed,” the campaign said in a statement claiming victory.

The Gaza war started when Hamas attacked Israel on October 7, resulting in the deaths of about 1,160 people in Israel, mostly civilians, according to an AFP tally of official Israeli figures.

But concern has mounted amid the high civilian death toll in Israel’s retaliatory campaign, now at almost 30,000, according to the health ministry in Hamas-run Gaza.

The bloodshed has weakened Biden’s standing among Muslims and Arab Americans, a bloc crucial to his 2020 victory in Michigan over Trump.

The Midwestern state has the largest proportion of residents who identify as being of Middle Eastern or North African descent in the country, with most of the population concentrated around Detroit.

The protest never threatened Biden’s easy march to the nomination, and his sole challenger, Minnesota congressman Dean Phillips, was trailing with under three percent support late Tuesday. AFP

US: Iranian agents in Yemen aiding Huthi attacks

WASHINGTON, DC—Operatives from Iran and its Lebanese ally Hezbollah are working inside Yemen to support Huthi insurgents’ attacks on international shipping, a US official said Tuesday.

Tim Lenderking, the US special envoy for Yemen, told a Senate subcommittee that Iran’s clerical state was “equipping and facilitating” the Huthi attacks, which have triggered retaliatory US and British strikes on Yemen.

“Credible public reports suggest a significant number of Iranian and Lebanese Hezbollah operatives are supporting Huthi attacks from inside Yemen,” Lenderking said.

“I can’t imagine the Yemeni people want these Iranians in their country. This must stop,” he said.

The White House said in December that Iran was “deeply involved” in planning the attacks, which the

Huthis say are acts of solidarity with the Palestinians in the Israel-Hamas war. Lenderking, who has dealt with the Huthis since the start of President Joe Biden’s administration as he helped diplomacy to freeze a brutal civil war, acknowledged that the rebels have not been deterred.

“The fact that they continue this, and have said publicly that they will not stop until there’s a ceasefire in Gaza, is an indication that we’re not yet at the point, unfortunately, where they do intend to dial back,” Lenderking said.

The bombing campaign drew skepticism from some senators from Biden’s Democratic Party.

Chris Murphy, who heads the Senate Foreign Relations subcommittee on Middle East, agreed that the United States has “an obligation to respond”

to attacks on shipping but added, “I do worry about the efficacy.”

He noted that US and UK strikes have hit a number of sites struck by a massive 2015-2022 Saudi-led air campaign against the Huthis.

“If 23,000 air strikes by the Saudis weren’t effective in moving the needle militarily and restoring deterrence, how can we be confident that our campaign of air strikes is going to have a different outcome?” Murphy asked.

The Huthis, who control war-torn Yemen’s most populated areas, have previously reported the death of 17 fighters in Western strikes targeting their military facilities.

TAIPEI—Eleven Chinese naval vessels were detected around Taiwan, Taipei’s defense ministry said on Wednesday, the highest number this year as a row between the island and China over a fatal fishing boat incident drags on.

A Chinese speedboat carrying four people capsized on Feb. 14 near Taiwan’s Kinmen islands while being pursued by the Taiwanese coast guard, throwing all on board into the water.

Two of the crew died and two others were rescued and temporarily detained in Kinmen -- a territory administered by Taipei but located just five kilometres (three miles) from China’s city of Xiamen.

The incident occurred against a backdrop of already-heightened tensions between China and Taiwan, a self-ruled island that Beijing claims as part of its territory.

A survivor reportedly claimed the boat was “rammed” after returning to the mainland, though Taiwan insists the coast guard was following legitimate procedures.

In the 24 hours leading up to 6:00 am on Wednesday, Taiwan’s defence ministry said China sent 15 warplanes, 11 naval vessels and one balloon into the waters and skies around the island. AFP

TIRANA, Albania—Ukrainian President Volodymyr Zelensky was due to meet with Balkan leaders in Albania on Wednesday, seeking to keep support and weapons flowing to Kyiv as Russia makes gains on the battlefield two years after invading its neighbour.

Zelensky has been crisscrossing the globe in recent weeks to rally support for his beleaguered country, as Ukraine’s armed forces face a critical shortage of ammunition and struggle to hold back Russia’s military advances on the ground.

He arrived in Albania late Tuesday and on Wednesday was set to meet in Tirana with several leaders from

across the region during the “UkraineSoutheast Europe Summit” -- his first visit to the Balkan nation since Russia’s invasion in February 2022.

US nuke weapons plant open despite largest wildfires

HOUSTON, Texas—A nuclear weapons plant in the US state of Texas said it would be open as usual on Wednesday after pausing operations due to wildfires in the area.

“The Pantex Plant is open for normal day shift operations for Wednesday, Feb. 28; all personnel are to report for duty according to their assigned schedule,” plant operators said in a post on X, formerly Twitter. The Texas A&M Forest Service reported early Wednesday that 25 of 31 fires raging in the state were under control, but the largest blaze —known as the Smokehouse Creek Fire—had burnt 300,000 acres and remained uncontained.

Satellite imagery showed fires spreading near the northern city of Amarillo, fanned by strong winds and unseasonably warm temperatures, according to the local office of the National Weather Service.

The Pantex plant, 34 kilometres from Amarillo, had earlier announced it was halting operations and had constructed a fire barrier to protect its facilities.

2(1), Article IX-D of the 1987 Philippine Constitution vests in the Commission on Audit (COA) the power, authority, and duty to examine, audit, and settle all accounts pertaining to the revenue and receipts of, and expenditures or uses of funds and property, owned or held in trust by, or pertaining to, the Government, or any of its subdivisions, agencies, or instrumentalities, including government-owned or controlled corporations with original charters.
6, Common Provisions, Article IX-A of the 1987 Constitution, states that the COA en banc “may promulgate its own rules concerning pleadings and practice before it or before any of its offices which, however, shall not diminish, increase, modify substantive rights.” On September 15,2009, this Commission promulgated the 2009 Revised Rules of Procedure of the COA (RRPC) which became effective on October 28,2009. Paragraph 3(item c), Section 1, Rule II of the 2009 RRPC states that the jurisdiction of COA extends over the determination of policies, promulgation of rules and regulations, and prescription of standards governing the performance of COA of its powers and functions. Rule IV of the 2009 RRPC refers to the proceedings before the Auditor while Rule V thereof refers to the proceedings before the Directors. However, these rules do not include the rules on pleadings, mode of filing of pleadings, docketing of cases, and payment of filing fee on cases within their respective jurisdictions. With regard to cases on requests for write-off within the jurisdiction of the Assistant Commissioners of COA Audit Sectors pursuant to COA Resolution No. 2016-0221 dated December 19, 2016, the guidelines and procedures on the write-off of accounts under Section 8.1 of COA Circular No. 2016-0052 dated December 19, 2016 provides that “as a general rule, pleadings, mode of filing, docketing of cases, and filing fee shall be governed by the 2009 RRPC, unless specified in this Circular.” However, the pertinent rules, specifically1hose under Rule IX of the 2009 RRPC, pertain only to the docketing and other duties of the Commission Secretary on cases within the jurisdiction ofthe Commission Proper. No such rules are intended for the adjudication of cases by the Assistant Commissioners. Thus, the COA sees the need to provide a unified, efficient and systematic guidelines on the rules on pleadings, mode of filing of pleadings, docketing of cases, and payment of filing fee at the different adjudication levels of the Auditors, Regional/Cluster Directors, and the Assistant Commissioners to ensure prompt and speedy disposition of cases before them. The issuance of this Circular is consistent with the mission and mandate of this Commission to promote transparency, help improve government operations, and be an enabling partner of government.

Requestor - the accountable officer who files the request for relief from accountability for losses due to fortuitous events or natural calamities, and the request for write-off of dormant accounts before the auditors 4.0 ADJUDICATION FUNCTIONS The adjudication functions of the Auditors, Regional/Cluster Directors, and the Assistant Commissioners of COA Audit Sectors are laid down in the 2009 RRPC and in other COA Resolutions and Circulars, as follows: a. Form of Pleadings. - Pleadings, motions, appeals and other pleadings shall contain a caption setting forth the name and address of the head of the auditing unit, the Regional/Cluster Director, or the Assistant Commissioner, as the case may be, the title of the case, the docket number and the description of the pleading. They shall be · printed or typewritten double-spaced on legal size bond paper. Proof of service of such papers on the adverse party or auditor, Regional/Cluster Director, Assistant Commissioner or other parties having a direct interest in the case is necessary and must be shown therein. The acceptable modes of service are as follows: a) Personal service - Proof shall consist of a written admission of the party served, or the official return of the server, or the affidavit of the party serving, containing a statement of the date, place, and manner of service. . b) Registered mail - Proof shall be made by the affidavit of the person mailing and the registry receipt issued by the mailing office. The registry return card shall be filed immediately upon its receipt by the sender, or in lieu thereof, the unclaimed letter together with the certified or sworn copy of the notice given by the postmaster to the addressee. c) Private courier service - Proof shall be made by an affidavit of service executed by the person who brought the pleading or paper to the service provider, together with the courier’s official receipt or document tracking number. Section 2. Number of copies of pleadings. - Every initiatory pleading, appeal, answer, reply, motion, notice and other papers required by these rules to be filed in a case before the Auditor, Regional/Cluster Director or the Assistant Commissioner, shall be made in three (3) legible copies. Section 3. Mode of Filing. - The filing of pleadings and other papers may be done either by personal delivery or by registered mail. If the filing is made by personal delivery, the receiving clerk shall promptly and legibly stamp on the face of the first page of the pleading the exact date and time it was received and filed and thereafter affix his initials. If the filing is by registered mail, the date of mailing stamped by the post office of origin, shall be considered as the date of filing. The envelope or a portion thereof showing the date of mailing and registry stamp containing the pleading, motion and other papers shall be attached thereto. The date of actual receipt shall also be legibly stamped or indicated on the first page of the pleading. When an initiatory pleading or appeal does not have the complete annexes or the required number of copies, the requestor/appellant shall be required to complete the annexes or file the necessary number of copies of the pleading before the case is docketed. The basic annexes or supporting documents required under the following COA issuances should be filed together with the appropriate pleadings, otherwise, the case is not considered filed, viz.: a. Auditors [for amounts not exceeding PI00,000.00] (i) COA Memorandum No. 92-751 dated February 24, 1992,6 in relation to Section 105(1) of Presidential Decree (PD) No. 1445, for requests for relief from accountability for losses of government funds or property; and (ii) COA Circular No. 2016-005 dated December 19,2016 for requests for write-off of dormant accounts. b. Other Modes of Filing. - Initiatory pleadings, appeals and other papers sent by ordinary mail, by private messengerial services, or by any mode other than personal delivery or registered mail, shall be deemed filed only on the date and time they are actually received. The date and time of actual receipt shall be stamped and signed by the receiving clerk. Section 5. Rules on Payment of Filing Feea) A filing fee equivalent to 1/10 of 1% of the amount involved, but not exceeding P20,000.00 shall be imposed on the following: - appeals from’ audit disallowance/charge and disapproval of request for relief from accountability filed before the Regional/Cluster Director; and - money claims, except if the claimant is a government agency. b) In addition, an LRF shall be collected equivalent to 1 % of the filing fee herein imposed but in no case lower than Ten Pesos (P10.00).9 c) The assessment form shall be issued by the Receiving Personnel of the respective offices which shall be reviewed by their supervisors, as follows: i. For the Regional Director Receiving Personnel may come from the Administration, Training & Finance Services, the Legal Department, or any office in-charge of receiving case records, and the assessment form shall be reviewed by their respective supervisors. ii. For the Cluster Director Receiving Personnel may come from the Legal Group or any office incharge of receiving case records, and the assessment form shall be reviewed by their respective supervisors. For appellants [of cases within the jurisdiction of Cluster Director] residing outside of the National Capital Region, the filing and other legal fees may be assessed by the receiving personnel of the nearest COA Regional Office. Sample format of Assessment Form: Rates: Filing fees : 1/10 of 1 % of the amount involved but not exceeding P20,000.00 LRF : 1% of filing fee but not less than P10.00 d) Payment shall be made at the COA Central Office Cashier or at the Cashier of the respective COA Regional Finance Office. If not practicable, payment may be remitted through postal money order payable to the COA or through bank transfer to a duly authorized account of COA. e) Printed electronic receipt issued by the digital payment gateway (Le., credit cards, debit cards, prepaid/e-money, and/or bank transfer) may be accepted as proof of payment of filing and other legal fees pursuant to COA Circular No. 2013-007 dated September 18, 2013. However, these fees can only be considered paid upon issuance of a separate electronic official receipt (eOR) after reconciliation of the validity of the digital payment by the cashier or authorized official of the lower adjudicating body. The fees are deemed paid on the date specified in the eOR. f) Any appeal without the required filing fee shall be returned to the party concerned for compliance with such requirement and the same shall not toll the running of the prescriptive period. Section 6. Docket and Assignment of Number - Upon the filing of the initiatory pleading or appeal, the receiving clerk, after having determined compliance with the requirements of these Rules, shall docket the same and assign a case number. The numbering of initiatory pleading/appeal must be consecutive according to the date they are received, and prefixed as follows: After docketing and numbering, the original copy of the initiatory pleading/appeal shall be fastened or bound to a folder. Subsequent pleadings and other papers that will be filed in the course of the proceedings shall also be entered in the docket book. The excerpts of the decision, and the original copies thereof shall be fastened to the same folder of the case. Every page thereof shall be numbered accordingly in continuous sequence. The higher adjudicating body should adopt the paging used by the lower adjudicating body and continue the paging of the documents received by it (higher adjudicating body) from the last page of the document submitted by the lower adjudicating body. All docketed case records shall be kept and safeguarded by the Audit Team Leader and/or Supervising Auditor and by the concerned official of the Legal Division, as well as by the concerned Regional/ Cluster Director and Assistant Commissioner of the COA Audit Sectors where the case folders are submitted for resolution. 6.0 REPEALING CLAUSE This Circular amends Rule IX of the 2009 RRPC. Data center firm plans to expand capacity by 600%

STT GDC Philippines said Wednesday it recorded an 83-percent rack utilization rate across its operations, highlighting the efficiency and reliability of its services and the increasing demand for data center capacities. It said to meet the growing demand, it is embarking on an expansion program to increase its IT capacity by 600 percent from 22 megawatts to over 150 MW. It aims to attain 33 MW by 2025 and 52 MW by 2026 to propel STT GDC Philippines into its next phase of growth.

STT GDC Philippines operates five data centers across the country. Two new facilities, STT Fairview and STT Cavite 2, are expected to be operational by 2025, adding a combined 130 MW of IT capacity (124 MW in Fairview and 6 MW in Cavite).

“The country’s capacity today is roughly around 60 megawatts.

Aboitiz Power pursues expansion of TVI coal project

ABOITIZ Power Corp. will award next month the engineering, procurement and construction (EPC) contracts for subsidiary Therma Visayas Inc.’s planned coal expansion in Toledo, Cebu.

“We are still looking at the EPC. We are going to get binding bids in the next two weeks from two suppliers for TVI 3,” Aboitiz Power president and chief executive Emmanuel Rubio said.

He said they were considering both 130-MW and 150-MW units, depending on the availability, “because not many are making coal plants.”

Rubio said the existing TVI 1 and 2 are GE units with a capacity of 150 MW each.

“We are looking at delivering this unit by 2027. Once we receive binding offers from EPC, we will go to our board for approval. We have the certification from DOE [Department of Energy] allowing this to be built and recognizing the need for self-sufficiency in Cebu and the endorsement from the government and Gov. Gwen [Garcia],” he said.

New Azkals’ coach Tom Saintfiet said this as he continues to get a glimpse of Philippine football in the last two weeks that he has been in country.

With players from overseas not expected to get slots in the national squad in the coming days, Saintfiet said he will make his decision on who will comprise the squad when they start holding training camps and open tryouts this Friday.

“We will prepare these players for the time that they are accepted and the

coaches we have will see who are good enough,” said Saintfiet, who has been visiting games of the ongoing University Athletic Association of the Philippines men’s football tournament.

Santfiet’s presence at the University of the Philippines-Diliman turf gave him an idea of what to expect of the national pool that he is forming.

A pool of five squads will be formed as Saintfiet and his group of coaches make their choices.

“We will work with the local players

Both White and Ajido were standouts of the Batang Pinoy National Championships staged at the Rizal Memorial Sports Complex in Manila on December 17 until 22, last year.

White, a 16-year-old tanker, hatched seven gold medals during the PSC’s flagship grassroots project under the banner of Parañaque City, while Ajido, who represented Mandaluyong City, emerged as the most bemedalled athlete of his class.

Their keen understanding of current market trends stems from their broad musical knowledge, distinguishing between what’s outdated and what’s on-trend.

Arnoldg’s natural hold for what is viewed as the music of Gen Z complemented his producer’s mentality, along with that of the mix and master specialist Chi Capulong Safe to say Arnoldg is a hopeless romantic and equally a picture of cool in his own right. He shared, “I am trying much newer stuff and reaching more audiences. I wish to put out an EP of songs for my great crush.”

A fan is said to have quipped that Arnoldg, pun intended, had her at “Hi! He fell in love with singing and joined a choir the moment he could. He got interested in melody and lyrics and would sit in front during music class.

“I love making melodic rhythms. What was a hobby became a passion and I now have a hundred or more compositions,” he said.

The singer-songwriter debuted with “Lucky Star” and then “Goodnight” in early 2020 just before lockdown. The lull resulted in a full album “Amethyst” being released the following year. Some of his tunefully notable singles include the alluringly ambient “Grey” and the pretty pop rock “Umasa.”

Apart from music, Arnoldg also dabbles in other art forms like designing, as he spends quality time cooking and reading novels, and engages in boxing and muay thai.

The actress rushed back to Manila upon hearing that her pet, Phoebe, a 17-year-old Shih Tzu, was battling cancer and needed her presence.

“Phoebe had been with me through every stage of my life. She was fine when I left, but her condition worsened upon my return. That’s why I came back—to spend precious time with her before saying goodbye,” Lovi told the showbiz press during an intimate junket held a day before she flew back to the States.

The event also featured Registered Nutritionist, Dietitian, and Chef Fia BatuaMambuay from Doctor Diet Manila, a meal plan delivery service, who provided a handson demonstration regarding the preparation for nutritious “ baon ” options such as her own recipe of Peri-Peri Chicken.

Participants were given their own stations to work on along with pre-prepared ingredients that they needed for cooking the dish. Throughout the demonstration, BatuaMambuay and Mercado spoke about certain facts when it comes to food and nutrition such as the importance of balance and portioning in maintaining a healthy lifestyle.

“When it comes to nutrition, very important yung control and moderation,” said Mercado.

“We’re trying to control yung sodium content ng ating kanin ,” agreed BatuaMambuay, further noting how there are many people who fail to think about the amount of sodium in their food.

“We have to be mindful [of] all the herbs and spices, no? And even, especially salt. Anything [like] sauces na may sodium,” Batua-Mambuay added.

The meal prep event was held at The Cookery Place in BGC last Feb. 5.
