FLEXI-WORK ARRANGEMENT FOR STATE WORKERS PUSHED

CSC SAYS HYBRID MODE WILL HELP IMPROVE NCR TRAFFIC

THE Civil Service Commission urged government agencies in Metro Manila to adopt the Policies on Flexible Working Arrangements (FWA) to help improve the traffic situation in the capital.

“The National Capital Region has the largest number of government workers in the country, with 440,009 or 22.30 percent of career and non-career personnel. The prevailing traffic conditions in the metro not only hinder their mobility but also impact their productivity, particularly for those who commute daily,” CSC chairperson Karlo Nograles said in a statement.

“By adopting the FWA, we can not

only enhance their efficiency but also safeguard their health, safety, and welfare,” he added.

Last month, the National Capital Region topped 387 cities worldwide with the slowest travel time in the 2023 TomTom Traffic Index.

The index noted that the average travel time for 10 kilometers in the metropolitan area would take 25 minutes and 30 seconds, compared to only 8 minutes and 40 seconds in

Kansas City in the US. Nograles said the Policies on FWAs in the government, crafted through CSC Memorandum Circular 6 in 2022, sought to institutionalize “adaptable and responsive work schemes for civil servants to promote [their] efficient and effective performance.” He, however, said the approval of the FWA is at the discretion of the head of the agency, provided that stakeholders and clients are assured of continuous delivery of services from 8 a.m. to 5 p.m., including lunch break, throughout the workweek. “Let’s ensure that even with the FWA, we continue to deliver efficient, speedy, and reliable public service,” he said.

Under MC 6, government agencies may choose to adopt any of the six FWAs to enable support mechanisms for government officials and employees.

Flexiplace is an output-oriented work arrangement that authorizes government officials or employees to render service at a location away from their office on a temporary basis, including working from home.

The compressed workweek is an arrangement whereby the 40 hours workweek for five days is compressed to four days or less, as may be applicable, while a skeleton workforce provides for a minimum number of government officials or employees to staff the office when full staffing is not possible.

PRESIDENT Marcos is amenable to a proposal to give a “First 1000 day-grant” for Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries who are pregnant, nursing a child, or those with two-year old children as part of efforts to address malnutrition in the country.

“This is just a proposal. I told the President during our sectoral meeting that we might introduce a First 1000 day-grant wherein beneficiaries who are pregnant and those with two-year old children will have additional grants that only last until they have passed through such life stage,” said Secretary Rex Gatchalian of the Department of Social Welfare and Development (DSWD).

Gatchalian said the President appeared receptive to the idea and has

instructed the DSWD to work with concerned agencies, particularly with the National Economic Development Authority (NEDA) and Philippine Statistics Authority (PSA), to refine the proposal.

He explained that this projected additional grant will serve as an incentive for the target beneficiaries to avail themselves of health services.

will be motivated to go to the health center, register, avail of pre-and postnatal care, and post-partum  treatment, including immunization for their 0 to two-year old children,” he added.

The DSWD chief said the idea would only be for 4Ps subset beneficiaries who are pregnant, nursing babies, or those with 0 to two-year old children and is just temporary until such time that they have passed through the critical stage.

The DSWD serves as lead agency of the Inter-Agency Task Force on Zero Hunger (IATF-ZH) which has been directed by the President to prioritize the implementation and monitoring of nutritionspecific and nutrition-sensitive programs to address food insecurity in the country.

Meanwhile, the Malusog at Matalinong Bata Coalition (MMB Coalition), an alliance of advocacy groups, academics, and nutrition advocates committed to fighting stunting in the Philippines

through policy reforms, has expressed support to the proposal of the DSWD chief. In a statement, the MMB Coalition described stunting as a critical condition where children suffer from restricted growth and cognitive development due to malnutrition. The group also cited that stunting currently affects approximately 26.7 percent of Filipino children between infancy and five years of age.

“Although stunting is most visibly marked by limited physical growth, its more profound impact is on cerebral development, with 80 percent of brain growth occurring by the age of two and 90 percent by five,” the coalition said.

Suboptimal brain development contributes to diminished academic achievements and reduced economic prospects in adulthood, it said.

PHLPOST HAS 4 NEW DIRECTORS; EX-JUSTICE IS NEW CHAIRMAN

THE Philippine Postal Corp. (PHLPost) has announced that four professionals—Justice Stephen C. Cruz (ret.), director Patrick David R. De Leon, Commodore Raul B. Leyritana (ret.) and director Maura Baghari-Regis— have joined the state-run company’s board of directors.

They will be working with incumbent board directors Ambassador Vidal E. Querol, director Liberty C. Avila and postmaster general Luis D. Carlos. Lawyer Wendell V. Dimaculangan is the new PHLPost corporate secretary.

Likewise, Justice Cruz was elected as the new chairman of the board with Carlos as vice chairman. Justice Cruz is a graduate of the Ateneo Law School Class of 1976. He served as legal officer under former President Ferdinand Marcos Sr. in 1977, the same year he passed the bar.

In 1980, Cruz worked as senior associate attorney at the law office of Rustico V. Nazareno.

He also served as Presiding Judge of the Lucena RTC Branch 60 for 6 years from 2000-2006, before being appointed to the Court of AppealsManila in 2006 until 2020.

With more than 37 years of law practice, Justice Cruz taught at the University of the East College of Law, the Enverga University College of Law, the San Carlos University in Cebu and the Philippine Christian University College of Law.

GOV’T EXPANDS ETRAVEL TO INCLUDE CUSTOMS

THE government has taken a step towards digitalization by integrating the Customs baggage and currency declaration form into its eTravel System.

The move was a part of efforts to consolidate all Customs, Immigration, and Quarantine (CIQ) forms in one electronic platform.

The Quarantine’s health declaration form and the Immigration’s departure and arrival cards have also been included in the system.

Outbound and inbound passengers are required to register on the eTravel portal 72 hours before their flights.

The eTravel System is a digital platform for collecting data on passengers arriving in and departing from the Philippines. It will be used for border control, health surveillance, and economic data analysis.

The Bureau of Customs launched the eTravel System at the Ninoy Aquino International Airport in November. It was developed in collaboration with the Bureau of Immigration (BI), the Bangko Sentral ng Pilipinas (BSP), the Anti-Money Laundering Council (AMLC), and the Department of Information and Communications Technology (DICT).  Joel E. Slated for March 6 at the YouTube Theater in California, United States, the ceremony coincides with Women’s Month, celebrated from March 1 to 31.

THE Taguig City government, in collaboration with Senator Pia Cayetano and the Department of Social Welfare and Development, has organized a financial assistance distribution for vendors who are beneficiaries of the Assistance to Individuals in Crisis Situation (AICS) program.

The payout was held at Dueñas Gymnasium in Barangay Central Signal over the weekend, whereby at least 3,000 vendors from Districts 1 and 2 received their AICS assistance. Mayor Laarni Cayetano expressed gratitude to Senator Pia for the support and emphasized the importance of assisting hardworking vendors who have always been diligent and self-reliant.

“Senator Pia Cayetano’s office aims to support hardworking vendors in Taguig City,” the mayor said.

When national government officials request assistance from local government units, Mayor Cayetano carefully selects beneficiaries from various sectors, ensuring that those who demonstrate diligence will benefit. She believes it’s beneficial to help those who help themselves.

AGRICULTURE Secretary Francisco Tiu Laurel, Jr. has said the country is focused on making agriculture a source of higher-paying jobs, competitive products, and viable investment alternatives.

Addressing a regional gathering of the United Nation’s Food and Agriculture Organization (FAO), Laurel elaborated on President Ferdinand Marcos Jr.’s vision for a modernized agriculture sector, enunciated at the high-level ministerial session of the 37th FAO Regional Conference for Asia and the Pacific (APRC) in Colombo, Sri Lanka last Feb. 20.

“We need to urgently improve productivity, resilience, inclusivity, and sustainability of our agri-food systems to make our farmers and fisherfolk more prosperous and our people more food secure,” Laurel said.

The APRC is the highest regional governing body of FAO and provides guidance to the UN organization. The Philippines has been a member of the FAO since it was established in 1945.

To modernize the agriculture sector, Tiu Laurel said the DA plans to increase investments in sciencebased technologies and innovations; develop a blue economy to protect, leverage and optimize the country’s coastal and marine resources.

The need to enhance the country’s capacity to collect, use and analyze agricultural data that would foster food security, poverty alleviation, and sustainable development is also of paramount concern that will catalyze all plans and goals. Laurel also sought greater regional cooperation in addressing the impact of climate change on Philippine agri-food systems; adopting a “One Health” approach against threats to human, animal, plant, and environmental health and the associated food security and nutrition risks.

The DA stressed that regional cooperation must also extend to ensuring open, predictable, and fair trade of agri-food inputs and products; and empowering family farmers, women, and youth as change agents in the transition to sustainable and resilient agriculture.

Imported white onions were priced between P90 and P180 per kilo.

Dela Cruz said the prices in Cagayan de Oro markets must have been due to depressed market prices of onions from Luzon that stood at P35 to P55/kg in January 2024.

The BPI report said data from the Plant Quarantine Office also showed a total of 307.1 metric tons of local red onion and 17.6 metric tons of imported white onion arrived in seaports and airport of Cagayan de Oro City last month.  Meanwhile, a total of 302.8 metric tons of local red onions arrived in the city in mid-February.

Further, according to the report, imported onions from China arrived via the Port of Davao in December, trans-

ported by land to Cagayan de Oro City, and kept in a warehouse. About 9.66 metric tons  were yet to be release to the market due to slow demand for imported onions, based on the domestic plant quarantine permits issued by BPI.

NKTI EYES AMENDMENTS TO ORGAN DONATION ACT

THE National Kidney Transplant Institute (NKTI) is consulting with with Congress and the Department of Health (DOH) on possible amendments to Republic Act (RA) 7170 or the Organ Donation Act and other related policies.

NKTI chief and transplant coordinator Peter Paul Plegaria told reporters the talks were underway to introduce possible amendments to the organ donation law and policies to increase the number of potential donors.

Plegaria described as “very small” the number of donors in the country despite digitalization efforts to intensify the organ donation campaign.

He also admitted that becoming a living donor is more of an “altruistic act,” considering that the sale of organs is currently prohibited.

“It’s more of we abide (by) the law. ‘Yung lang po kasi talaga ang ina-allow ng law natin (that is what our law just allows). And we (have) ongoing communication with the Congress po and the DOH about the amendment of RA 7170, our DOH Administrative Order po.”

Plegaria was referring to DOH administrative orders establishing policy guidelines for all organ donation and transplant activities in the country.

NKTI Public Health Unit head Maria Angeles Marbella noted an increase of 8,000 hemodialysis patients from 2023 to 2024, higher than the estimated 2,000 to 3,000 reported in the past years.

DHSUD AIMS TO CREATE COMBINED DISASTER AID

THE Department of Human Settlements and Urban Development (DHSUD) has issued an order creating the Integrated Disaster Shelter Assistance Program (IDSAP) in a bid to ensure the effective and efficient delivery of assistance for families affected by disasters, added the department.

Department Order No. 2024-004, signed by Secretary Jose Rizalino Acuzar on February 6, 2024, establishes the IDSAP as DHSUD’s postdisaster initiative. The said program defines the interventions and provides implementation guidelines during its three phases: emergency response, early recovery, and rehabilitation and recovery.

“We want a dependable government under Bagong Pilipinas and this program will ensure that the assistance we will be providing is holistic, from the disaster’s onset up to rehabilitation and recovery,” Acuzar said.

In the emergency response phase, coordinated efforts among different agencies and organizations shall ensue, following the onset of the disaster to mitigate its effects. It likewise includes the provision of a one-time emergency shelter support (ESS) for households with totally damaged houses to address their immediate housing needs.

A LEGISLATOR has lauded the “historic ratification of the International Labour Organization (ILO) Convention 190 on Violence and Harassment in the World of Work,” making the Philippines the first Asian country to do so.

“On February 20, 2024, we deposited the instrument of ratification with ILO Deputy Director-General Celeste Drake, marking our nation as the 38th ‘State Party’ to ratify Convention No. 190. This underscores our commitment to promoting workplaces grounded in dignity and respect for all workers, particularly our Overseas Filipino Workers (OFWs),” said OFW party-list Rep. Marissa Magsino.

ILO C190 sets crucial global standards to end workplace violence and harassment in public and private organizations, in urban and rural areas, and in the formal and informal economy. This is a significant step towards creating safer and more inclusive work environments, locally and, especially, for the Philippines workers abroad.

In 2023, President Ferdinand Marcos Jr. submitted ILO C190 to Congress for its concurrence. His push for this policy action further underscores this administration’s thrust in promoting and protecting the rights and welfare of OFWs as our migrant workers continue to endure harassment, discrimination, and abuses in their host countries. UKRAINE VOWS TRIUMPH OVER RUSSIA ON WAR ANNIVERSARY

UKRAINE on Saturday vowed to triumph over Russian “darkness” as it entered a new year of war weakened by a lack of Western aid and with Moscow emboldened by fresh gains.

To mark the second anniversary, a virtual summit of G7 leaders was due to take place at Kyiv’s Saint Sophia Cathedral later Saturday with Ukrainian President Volodymyr Zelensky attending.

When Russian President Vladimir Putin announced a “special military operation” at dawn on February 24, 2022, many expected victory within days, but Ukraine fought back, forcing Russian troops into humiliating retreats.

Since then, however, Ukraine has suffered setbacks with the failure of its 2023 counteroffensive.

The Russian army has in turn built up a position of strength thanks to booming war production, while Ukraine’s troops are short of manpower and running low on Western-supplied ammunition for artillery and air defences.

Saturday’s anniversary will see visits by Western leaders including EU commission chief Ursula von der Leyen, who praised Ukraine’s “extraordinary resistance” as she arrived in the capital.

Italian Prime Minister Giorgia Meloni and Canadian Prime Minister Justin Trudeau also arrived in Kyiv to take part in the G7 summit.

But the overall picture remains bleak for Ukraine due to the US Congress blocking a vital $60 billion aid package, on top of delays in promised European deliveries.

US President Joe Biden renewed calls for Republican lawmakers to unblock the additional funding, warning that “history is waiting” and “failure to support Ukraine at this critical moment will not be forgotten.”

Still, Ukrainian officials voiced defiance on the anniversary.

“I am convinced that unity is our victory. And it will definitely happen. Because light always conquers darkness!” the Ukrainian army’s chief Oleksandr Syrsky said on social media.

Russia is attacking hard in the east, with the destroyed town of Maryinka near Donetsk the latest hotspot after it captured the heavily fortified town of Avdiivka on February 17.

Ukraine’s economy has also been hit by a border blockade by Polish farmers that Kyiv says threatens exports and has held up deliveries of weapons.

In Kyiv, the mood was grim but still defiant as people said they had grown accustomed to wartime conditions.

MORE than 100 people were reported killed early Saturday in overnight strikes across Gaza, as Israel’s spy chief was in Paris for talks seeking to “unblock” progress towards a truce and the return of hostages held by Palestinian militants.

The Paris negotiations come after a plan for a post-war Gaza unveiled by Israeli Prime Minister Benjamin Netanyahu drew criticism from key ally the United States and was rejected by the Palestinian Authority and Hamas on Friday.

A POPULAR Hello Kitty-themed amusement park in Japan closed for the day on Saturday after receiving an “email threatening terrorism,” its operator said.

Sanrio Puroland in the capital Tokyo is known for its rides, shows and cutesy cartoon mascots including the beloved feline-like heroine.

“We decided to temporarily close for the day because the safety of visitors, performers and staff cannot be guaranteed at the moment,” the indoor theme park said in a message on its website.

“Today, Saturday, February 24, 2024, we received an email threatening terrorism,” it added.

The unspecified threat prompted police to scour Sanrio Puroland for suspicious objects, but none were found, public broadcaster NHK reported.

Authorities were trying to identify the sender of the email, NHK added, citing unnamed police sources.

AT LEAST 15 KILLED IN EAST CHINA FIRE

AT LEAST 15 people have been killed and 44 injured in a fire at a residential building in eastern China’s Nanjing, local authorities said Saturday.

The fire broke out early Friday morning, officials said at a press conference, with a preliminary investigation suggesting the blaze started on the building’s first floor, where electric bikes had been placed.

The building is located in the Yuhuatai district of Nanjing, a city of more than eight million that lies about 260 kilometers (162 miles) northwest of Shanghai.

Twenty-five fire trucks were mobilized to fight the blaze, emergency services said.

Footage circulating on Chinese social networks showed a skyscraper on fire in the middle of the night, with black smoke pouring from it.

Google tapped Monica Regalario-Cacatian a Filipina artist who uses sand as an art medium to spread positive messages online. She first rose to prominence on TV5’s Talentadong Pinoy talent competition. Aside from inspiring content, she uses her art to promote advocacies such as raising awareness for gender equality, and victims of sexual violence, child abuse, and displacement, to name a few.

In collaboration with Google, Monica created a 60-second sand art content on YouTube Shorts focused on simple tips that netizens can follow to be safer on the internet. To also show the use of responsible AI, Google and Monica used Bard (now called Gemini), Google’s generative AI, to develop the script of the YouTube Shorts content.

“Google is committed to helping people be safer online. We believe that by collaborating with Filipina artists like Monica, we can support local creatives and at the same time, champion internet safety,” said Mervin Wenke, Head of Communications and Public Affairs of Google in the Philippines.
