By Maricel V. Cruz A JOINT committee of the House of Representatives has directed the Department of Trade and Industry and the Department of Agriculture to increase the senior citizen’s discount on basic goods from P65 per week to P125 per week, or a total of P500 per month.

This as Albay Rep. Joey Sarte Salceda led the joint committee hearings of the House committees on ways and means, senior citizens, and persons with disabilities to ensure that the discounts that should be enjoyed by senior citizens are being followed and implemented.

“Using food inflation rates, we determined that by now the total value of the discount should have been adjusted to around P126.31 per week.

So, adjustment to P125 is more or less where we should be by now,” Salceda, chair of the House Committee on Ways and Means, said.

At the same time, Salceda said the joint committee will draft a bill that aims “to enhance discounts for special sectors.”

The joint committee made the determination by choosing between either consumer price index levels or food inflation from 2010 to 2024.

ESCUERS at a landslide site in Maco, Davao de Oro province reportedly made a grim discovery of 67 human remains and four body parts, the local municipal

government said on Tuesday.

A total of 6,356 people or 1,637 families were staying in 13 evacuation centers due to the landslide, the National Disaster Risk Reduction and Management Council (NDRRMC) said Tuesday.

The program, funded by the Rice Competitiveness Enhancement Fund (RCEF), aims to improve the produc-

tivity and competitiveness of local rice farmers and increase their income through the provision of farm machinery and equipment, rice seed development, propagation, and promotion, expanded rice credit assistance, and rice extension services.

“In our quest for food security for all under President Marcos’ vision of Bagong Pilipinas, we will continue to support programs that boost the local production of major agricultural commodities, including rice, which is a staple food in almost every Filipino household,” Budget Secretary Amenah Pangandaman said.

The funding will cover operating requirements for various programs of the implementing agencies of RCEP from January to March.

These agencies include the Land Bank of the Philippines (P133.64 million), the Development Bank of the Philippines (P120 million), and the Philippine Rice Research Institute (P178.14 million).

Araja THE Commission on Human Rights (CHR) on Tuesday lauded Speaker Ferdinand Martin Romualdez and the other lawmakers for supporting the “longawaited and necessary” passage of the CHR Charter that seeks to strengthen, institutionalize and broaden the agency’s mandate and capacity as the country’s national human rights institution.

The CHR thanked the representatives and the senators for “tirelessly advocating human rights.”

The bill would pave the way for the establishment of a national preventive mechanism to further promote, protect and advocate human rights works in the country.

Romualdez eyes enhanced benefits from PhilHealth I

N A bid to bolster the health and welfare of the Filipino people, Speaker Ferdinand Martin Romualdez on Tuesday directed the House Committee on Health to conduct a thorough review of the Philippine Health Insurance Corporation (PhilHealth) Charter to expand patients’ benefits, including early detection of cancer.

The directive seeks to explore avenues to enhance benefits for Filipino patients, emphasizing the need for a more comprehensive healthcare coverage.

Romualdez’s order specifically targets an increase in benefits that would cover at least 50 percent of the costs in private hospital wards and the provision of free examinations for the early detection of deadly diseases, such as cancer.

These preventive measures would include critical diagnostic exams like xrays for lung cancer, mammography for breast cancer, and the human papillomavirus (HPV) vaccine to prevent cervical cancer, among others.

The Speaker highlighted the necessity for PhilHealth to function akin to a Health Maintenance Organization (HMO), focusing its resources on safeguarding the health

of the populace rather than investing in commercial banks and bonds.

“With substantial annual allocations from Congress and regular contributions from private employees, there is no excuse for PhilHealth to scrimp on coverage. The effectiveness of the Universal Health Care system depends on our ability to provide for our citizens, ensuring they receive the medical attention and preventive care they deserve,” Romualdez said.

The directive comes at a critical time when healthcare is of paramount importance, reflecting the government’s commitment to improving health services and making healthcare more accessible and affordable for all Filipinos.

Romualdez explained that the review seeks to address and eliminate any barriers to quality healthcare, ensuring that PhilHealth’s operations align with the best interests of the people it serves.

THE Bureau of Immigration (BI) reminds all foreigners living in the Philippines to register, saying the March 1, 2024 deadline is non-extendible.

Immigration chief Norman Tansingco said a total of 88,072 registered foreign nationals have already presented themselves to the agency last month for the annual report.

Failure to register on or before the set deadline may be subjected to a fine or prosecution for violating Republic Act No. 562 or the Alien Registration Act of 1950.

Foreigners holding immigrant and non-immigrant visas with alien certificate of registration identity card (ACR I-Card) are required to register with the bureau during the first 60 days of the year for the annual report.

“We have transferred our annual reporting operations to more accessible locations, and have put up an online portal for virtual reporting. What we are doing is facilitative—we want to make it easier for foreign nationals to comply with the law to ensure better regulation,” Tansingco said.

To further streamline the process, the BI has outlined specific requirements, including a completely filledout online registration accessible format via the BI’s e-services website.

Reporting aliens must also present their original valid ACR I-Card with valid visas, along with a valid passport.

BI alien registration division chief Jose Carlitos Licas said exempted from physically reporting to the BI are foreign nationals who are below 14 years old, 60 years old and above, mentally or physically incapacitated, pregnant women, and those with medical conditions.

SENATOR Imee Marcos filed a Senate resolution seeking an inquiry into the “impolite intrusion” and “unwarranted presence of various intergovernmental organizations” in the country.

In Senate Resolution No. 927, Marcos said she was referring to the United Nations (UN) and International Criminal Court (ICC) representatives.

Marcos’ four-page resolution cited the supposed visit of ICC investigators to the country in December.

The senator said the supposed unwarranted presence of these groups “poses a threat to the country’s independence and sovereignty.”

She said that it is the prerogative of the Philippines to formulate, launch, and implement programs that address the peace and order situation of the country and ensure the general welfare of the people.

“These undue interferences could prove counterproductive to the country’s staunch fight against terrorism, armed conflict, illegal drugs, crimes, and other acts that pose a serious threat to public security and public order,” she said.

Marcos also mentioned the visit of UN Special Rapporteur Irene Khan from late January to early February where the UN official recommended, among others, the abolition of the National Task Force to End Local Communists Armed Conflict (NTFELCAC).

“The abovementioned actions of the representatives of the UN and the ICC have become allegedly an impolite intrusion against the independence, sovereignty, and prerogative of the Philippines to formulate, launch, and implement programs that address the peace and order situation of the country and ensure the general welfare of the people,” Marcos said in her resolution.

RESIDENT Ferdinand Marcos Jr. has approved the 10year Maritime Industry Development Plan 2028 (MIDP) as the country’s roadmap for the development and strategic direction of the maritime industry.

“To fully realize our potential as a maritime nation, the country requires a clearly defined and coordinated roadmap that shall accelerate the integrated development of the Philippine Maritime Industry,” President Marcos said.

Executive Order (EO) No. 55, which was signed by Executive Secretary Lucas Bersamin on Feb. 8, aims to build a strong Philippine Merchant Fleet to meet vital sea transport needs for national progress, in line with “AmBisyon Natin 2024” vision.

EO 55 also creates the MIDP Technical Board (TB) to assist the MARINA Board

in implementing, monitoring, updating, and reviewing the plan. The MIDP TB will be composed of MARINA Board representatives with rank not lower than an assistant secretary, or its equivalent.

President Marcos highlighted that the MARINA Board is tasked with implementing a mechanism for the effective execution, surveillance, and evaluation of the MIDP and its constituent programs.

These programs encompass the modernization and expansion of domestic shipping, bolstering the overseas shipping sector, fostering the

growth of shipbuilding and ship repair industries, nurturing a highly skilled and competitive maritime workforce, enhancing maritime transport safety and security, and championing an environmentally sustainable maritime landscape.

The MIDP also includes creating a sustainable maritime innovation hub, promoting digitalization, and developing a knowledge center, while establishing an effective maritime administration governance framework.

To ensure smooth implementation, all concerned government agencies must align their policies with the MIDP. Other component programs include the implementation of sustainable maritime innovation, transformation, digitalization and knowledge center; and the adoption of an effective and efficient maritime administration governance system.

Reports said among the agencies that received the bomb threats are Bataan’s Department of Education division office; Iba, Zambales’ local government; and Quezon City’s

According to the CICC, the email containing the bomb threats originated from Japan. It had a locally registered domain name that also hit multiple government agencies in Seoul, South Korea.

The CICC said similar bomb threats also hit several government agencies

The Bureau of Immigration meanwhile is conducting an investigation against a Japanese man who allegedly sent the bomb threats.

THE number of El Niño-hit provinces dropped from 50 to 41, the state weather bureau said as the Department of Agriculture assured Filipinos the country will have a sufficient supply of agricultural and basic commodities to last in coming months.

The US Department of Agriculture earlier said the Philippines may import as much as 3.9 million metric tons of rice this year with the dry spell starting to affect farms even as the government said damages are within expectations and not as large-scale as predicted.

“First off, a bit of good news. In the initial or the last report from PAGASA, some 50 provinces were affected. Now, it’s been reduced to just 41,” said El Niño Task Force spokesperson Joey

Among these 41 provinces, Villarama said 17 are grappling with dry conditions, while 10 are enduring a dry spell, and 14 have drought.

Agriculture Secretary Francisco Tiu Laurel, for his part, reported to the President that all crops commodities, especially for rice and corn, pork and chicken, were very stable, DA Undersecretary Roger Navarro said.

“There will be no problem in the coming months. So, we don’t need to worry,” he said in a Palace briefing.

According to the DA’s Rice Supply and Demand Outlook for 2024, the projected rice availability will remain steady until year-end, boasting an annual surplus averaging 3.7 million metric tons or 99 days’ worth of buffer stock.

QUEZON City Mayor Joy Belmonte on Tuesday’s strongly condemned the dispersal of university students rallying in front of the House of Representatives asking to be included in the congressional hearing on bills that would merge the Polytechnic University of the Philippines (PUP) and other state universities and colleges in the country.

“This kind of action has no place in the city, especially Quezon City is known as a place where different groups can freely gather and express their thoughts and rights,” she said in a statement.

Belmonte’s reaction stemmed from an incident wherein protesting PUP students were reportedly hurt after they were dispersed by operatives of the Quezon City Police District.

Taguig villages get 2 new ambulances THE Taguig City government has turned over brand-new ambulances to Barangays Comembo and Rizal to ensure swift health emergency response for residents.

These two barangays were formerly under the jurisdiction of Makati City.

Comembo village councilor Cielita Cortez expressed gratitude to Mayor Laarni Cayetano for her dedication to the health and welfare of their community.

She said that the new ambulance will ensure their constituents receive unhindered and quality health services.

Ash Wednesday and Valentine’s Day FOR Christians, the 40 days of Lent, Holy Week, and Easter Sunday hold unparalleled significance, marking the most pivotal event in human history and the greatest love narrative ever relayed.

As Christians, we understand the entirety of life and any prospect for existence beyond this earthly realm hinge upon the life and sacrifice of the Son of God, Jesus Christ, our Lord and Savior.

In a supreme display of love, Jesus endured the agony of the cross, offering himself as a sacrifice to atone for our sins, thus granting forgiveness to all who believe.

His resurrection, celebrated joyously at Easter, epitomizes the triumph of hope over despair and underscores the boundless grace bestowed upon humanity.

This year’s Ash Wednesday falls on Valentine’s Day, the day of the hearts.

At the heart of Christ’s Passion beats the profound love God holds for humanity.

The Apostle John beautifully captures this sentiment in his gospel, declaring, “For God so loved the world that he gave his one and only Son, that whoever believes in him shall not perish but have eternal life.”

This love transcends mere emotion; it is a dynamic, sacrificial force aimed at our redemption and reconciliation with God. Through Jesus’ ultimate act of love on the cross, where He willingly lays down His life, we are offered salvation from sin and granted eternal life.

As we reflect on the Passion of Christ, our hearts should overflow with joy, gratitude, and awe.

Joy emerges from the triumph of our salvation and the renewal of our relationship with God through Christ. Gratitude wells up within us as we grasp the enormity of the sacrifice Jesus made on our behalf, revealing the depths of God’s love.

In the midst of a world marred by sin, it is easy to lose sight of God’s love.

Doubts may arise about His care in the face of widespread suffering and evil.

Nevertheless, the Passion of Christ serves as a poignant reminder of God’s unwavering love and His willingness to undertake extraordinary measures to rescue us.

Even amidst life’s trials, we can anchor ourselves in the certainty of God’s love and discover hope.

God’s love for humanity is the transcendent kind of love, one that is selfless, and unconditional.

This is the kind of love that Christ has shown to mankind when he offered himself as the ultimate sacrifice to die on the cross.

Sometimes, in fact most of the times, we spurn the cross. oftentimes feeling that we do not deserve any kind of suffering. We rebel, complain, and disdain the cross.

As individuals belonging to Christ’s body, our experiences of suffering can

This doesn’t imply any inadequacy or imperfection in Christ’s suffering; rather, it signifies Christ’s gracious invitation for us to participate in his redemptive mission.

Yet, every pain we endure with love, every burden carried with resignation, holds profound benefits for every individual within the Mystical Body of Christ.

HE Philippines is preparing the 39th edition of its annual ‘Balikatan’ exercises, with organizers considering parts of Northern Luzon, including Mavulis island in far north Batanes province.

Mavulis, only 98 kms from the southern tip of Taiwan, has a newly constructed military and fishermen shelter, a water desalination plant, a helipad, lighthouse and a flagpole atop the hill, part of a scenery known for its green waters, terrain and clean environment.

This year’s three-week iteration of the Balikatan joint military exercises with the United States has been projected to be bigger than ever before and could include drills staged in areas of Batanes close to Taiwan.

Waste-to-energy may not be a bright idea after all

ARDENT advocates of waste-to-energy or WtE insist it is a viable solution to mountains of trash accumulated on a daily basis by households and various industries.

They claim incinerating solid waste to fuel electricity generators is the future of waste management and clean energy.

The rationale for a bill now pending in the Senate is the assessment of the Environmental Management Bureau of the DENR that the country is projected to generate 92 million tons of waste between 2022 to 2025.

Hence, the proposed measure “seeks to help address our solid waste management problems by encouraging the development of environmentally sustainable innovations in the recovery, conservation, processing, treatment, and disposal of solid waste by using WtE technologies.”

The proposed law, however, overlooks other waste management technologies that evidence suggests represent a much safer and cleaner way to convert garbage dumps into a repository of fuel sources.

It would take more than just a law, however, to kickstart the waste-to-energy industry.

It requires a paradigm shift in mindsets and lifestyles as well as the active participation of at least three government departments: DENR, DOE and DILG. The DENR should be involved because it has jurisdiction over solid waste management; the DOE because the WtE system will produce electricity; and the DILG because it is local governments that will implement waste management operations.

It is true that WtE facilities can help divert waste from landfills. By converting waste into energy, we decrease the need for large landfill sites, which can be environmentally damaging and spaceintensive.

But what the proposed law does not clearly state is that there is no other currently available method to produce elec-

The NGO also believes that WtE is not likely to reduce the volume of waste being dumped in landfills and open dumps.

“Burning the waste doesn’t cause it to disappear,” the group said, adding that 15 to 25 percent of the waste thrown in incinerators “remains as ash in the end.”

“The incineration process produces highly toxic filter cake which will need to be disposed of in hazardous waste landfills,” the group said.

Some ash can be used in construction materials, but managing it can be a challenge.

While modern WtE facilities have strict emission controls, incineration still releases pollutants such as nitrogen oxides, sulfur dioxide, and particulate matter.

These emissions can impact air quality and human health.

Though in minute amounts, the air we breathe, because of pollution, is laden with some of the most toxic substances on Earth—arsenic, lead, mercury and a host of other deadly chemicals.

While in very minuscule amounts, these poisonous chemicals will build up in the human body and act like slow poison.

And we’re likely to just watch helplessly as new forms of waste, a more toxic one, add to our growing garbage pile.

BOI clears P244-b renewable projects for faster processing

HE Board of Investments (BOI) said Tuesday it endorsed multiple renewable energy projects for green lane certification with combined investments of P244.25 billion.

The biggest among them is the Guimaras Strait Wind Power Project of Triconti Southwind Corp. and the Guimaras Strait II Wind Power Project of Jet Stream Windkraft Corp. with combined project cost of P221.6 billion.

Operating from offshore Negros Occidental and Iloilo province with total capacity of 1.2 gigawatt (GW), the two projects were among the first to be awarded offshore wind energy service contracts by the Department of Energy (DOE).

The projects are being undertaken in partnership with Sea Wind Holdings AG (Seawind), a Liechtensteinbased developer.

The BOI also endorsed the P7.58billion Mt. Labo geothermal project under Philippine Geothermal Production Company Inc. (PGPC). The project straddles Camarines Sur and Camarines Norte with potential for 105 megawatts (MW) of geothermal power.

Adding to this is the P6.66-billion geothermal project in Daklan, Benguet which is expected to yield 51 MW of power. Meanwhile, the P5.03-billion Mt. Malinao project in Camarines Sur and Albay is estimated to have at least 50 MW of geothermal power.

PGPC is a subsidiary of SM Investments Corp., which operates the Tiwi and Mak-Ban Geothermal Steam

Fields. The company and its predecessors ushered the birth of the Philippine geothermal industry in 1971.

The BOI also cleared Pan Pacific Power Phils. Corp.’s (PPPPC) P689.9-million geothermal exploration aimed at assessing the viability of geothermal potential of the municipalities of Lal-lo, Gonzaga and Sta. Ana in Cagayan province.

The seven-year exploration is under the Baua-Sikaw Geothermal Power Project of PPPPC. Initial estimates showed potential for 61 MW of geothermal energy.

The project is expected to generate more than 500 jobs. PPPPC said it was looking at new projects in the pipeline.

Meanwhile, the BOI’s One-Stop Action Center for Strategic Investments (OSACSI) recently assessed and approved the eligibility for green lane processing of the P2.7-billion solar power project of Burgos Pangasinan Solar Energy Corp. (BPSEC).

Seen operational by September 2026 as a ground-mounted solar power plant, the project is expected to produce an installed capacity of 65 MW peak (MWp) or 50 MW alternating current (MWac). The project to be built within a 75-hectare property in Burgos, Pangasinan will support 500 workers.

It said in a statement it raised P212.7 billion from the 30th RTB offering with a coupon rate of 6.250 percent for the five-year security.

The BTr said the auction received overwhelming support, with P272.7 million in total tenders, or nine times the P30-billion initial offer. The offer period will run from Feb. 13 to 23, 2024.

JAPANESE conglomerate Tokai Corp. is increasing its stake in Repower Energy Development Corp. (REDC) with the acquisition of 65.1 million common shares worth P486.3 million.

Tokai, an anchor investor in REDC’s initial public offering last year, said it would purchase additional 65.1 million REDC shares at P7.47 apiece. This will increase Tokai’s stake in REDC to 20.1 percent.

The price was based on REDC’s average daily volume-weighted price from Jan. 1 to 31, 2024.

STATE-RUN Philippine Deposit Insurance Corp. (PDIC) said Tuesday it is weighing an increase in the maximum deposit insurance coverage (MDIC), potentially marking the first adjustment since 2009.

PDIC president and chief executive Roberto Tan told reporters the agency was in talks with the Bangko Sentral ng Pilipinas and the Financial Stability Coordination Council (FSCC) to study the possible increase in maximum deposit insurance coverage.

“For now, we are in the process of studying how we will be increasing our deposit insurance coverage,

to what level, and what measures are needed to instill market discipline and to avoid moral hazard and riskier behavior by banks as well as depositors in this respect,” Tan said on the sidelines of the launch of the Financial Stability Report (FSR) in Manila.

The MDIC is currently set at P500,000, a level that took effect on June 1, 2009.

ERC asks Meralco to validate costs of power suppliers

By Alena Mae S. Flores THE Energy Regulatory Commission (ERC) on Tuesday asked Manila Electric Co. to validate the costs of power suppliers before passing them to consumers.

It renewed its call on distribution utilities (DUs), including Meralco, to remain diligent in validating costs being imposed by generation companies.

The ERC, in a letter to Meralco dated Feb. 12, 2024, urged the distributor to complete the validation to justify the rate adjustment during the month.

“On the basis of the foregoing, we are constrained from giving any clearance for the recovery of such costs if Meralco itself has not completed its validation or provided the results of such validation to the commission. Pending Meralco’s validation of the basis of such charges, passing on of such costs to the consumers may be premature,” ERC chairperson and chief executive Monalisa Dimalanta said.

The ERC said that as a regulatory body, it is committed to upholding transparency and protecting the consumers.

ANNY Pacquiao, the legendary Filipino boxer and eight-time world division champion, has kicked off his preparations for an upcoming exhibition bout against Thailand’s Muay Thai legend, Buakaw Banchamek in April.

While gearing up for this match, though, Pacquiao is keeping his eyes on an Olympic stint in Paris.

Sean Gibbons, Pacquiao’s top executive at his MP Promotions, expressed the team’s eagerness for a decision on Pacquiao’s Olympic participation.

“If the right opportunity comes up for Manny, we will look at it. But we are also waiting on the decision for the Olympics,” Gibbons told World Boxing News.

“We expect the decision to be made on Manny fighting at the Olympics in March. We will see if we can get that before making any decision on other fights,” he added.

The Philippine Olympic Committee has formally requested the International Olympic Committee to grant Pacquiao a direct route to the boxing competition in Paris, citing his marketability and outstanding accomplishments in the boxing world.

“Pacquiao’s presence will be good

HE may not have the luxury of a long and careful preparation, but Roger Gorayeb, the well-loved coach of newcomer Capital1 Solar Energy, is banking heavily on his players’ big fighting heart in their bid to pull off some surprises in the Premier Volleyball League (PVL) All-Filipino Conference which starts next week.

“In this league, time is a good investment considering the level of competition. It’s very tough, so I am pinning my hopes on their big fighting hearts as we begin our journey,” said Gorayeb during the team dinner Monday night, Feb. 12, hosted by amiable owners Mandy and Milka Romero.

Gorayeb’s concern is valid as the Solar Spikers are barely three-week old when the league opens shop on Tuesday next week.

Meanwhile, under DHSUD’s partnership with the Philippine Coast Guard, sevetal DHSUD officials took their oath as members of the PCG Auxiliary.

The event will also witness various DHSUD initiatives related to its core functions and on institutional development, including the presentation of the commemorative stamps and cover with PhilPost, the awarding of ISO 19001:2015 Certification with Certification International Philippines Inc., launching of the KSA Dashboard and signing of Codified Rules of DHSUD. Meanwhile, the DHSUD regional offices across the country has also prepared their respective activities to celebrate the anniversary as a means to further reach out to the sector stakeholders, both in the national and local levels.

He highlighted the big role of the National Home Mortgage in strategizing on the development and operation of the

secondary mortgage.

“The corporation has remained true to its mandate of increasing the availability of affordable housing loans to Filipino homebuyers,” he said.

The issuance was offered in two classes and is backed by quality affordable housing loan receivables, buffed with credit enhancements to ensure protection of investors. It is a 5-year mortgage-backed security with a coupon of 6.329% p.a. and with stable rating of PRS A+.

“I couldn’t be any prouder of NHMFC’s accomplishments under the leadership of President Renato L. Tobias. The corporation has remained true to its mandate of increasing the availability of affordable housing loans to Filipino homebuyers,“ the housing chief stressed.

Since its inauguration, the showcase area has been attracting numerous people from all walks of life and featured in social and mainstream media.

Dubbed as Pasig Bigyang Buhay Muli (PBBM), the project aims to transform Pasig River into a center of tourism and economic activity, while also helping address traffic issues in the cities along the river by creating a seamless connection between road and water transport.

The project is divided into nine sections traversing across several cities in the metropolis that intersect the river, from Manila Bay to Laguna de Bay. When completed, pedestrians and bikers can travel through the entire 25-kilometer stretch of the pathway with seamless connectivity.

Commuters can also transition from surface roads to water transport through bridge-walks, which will be constructed at major points that will serve as pickup and drop-off points for the water ferries.

In addition, eight other showcase areas similar to the one recently constructed at the back of the Manila Central Post Office will be built along the banks of the river “to provide people with the ideal environment to enjoy a day or evening with their family or friends in a well-lit openspace, park-like setting,” Acuzar said.

“Unang phase pa lamang po ‘yan at asahan niyo tuloy tuloy ang aming trabaho,” he added.

The entire project is estimated to be completed in three to five years and will also be funded through private donations.

The revitalization project aims to capitalize on the full potential of Pasig River and bring it to the level of other major waterways in the world such as the Thames River in London, the Chao Phraya in Bangkok and the Seine River in Paris.

Notable among these waterways, aside from being popular tourist attractions, are the commercial and mixed-use developments that surround it, Acuzar said. “ That’s what we want to see around Pasig River. We want not only to bring back its old glory and restore its place in history, but to also breathe new life into it by bringing new and functional development around it,” Acuzar pointed out.

Bulautian, on his part, recalls that he and his fellow artists were just students back then, excited to share their craft with the world. “Winning the competition got our names out

there—an invaluable chance to introduce ourselves to the public and establish our names as artists. Over a decade later, we’re even more excited to once again share our art with Avida.”

Bring the district’s essence of “Part City. Part Nature. Pure South” to life, one 3D painting shows a lush flower garden with butterflies in the air. The production of this artwork was led by none other than Emil Aldrine Alarcon. Alarcon has had many successful exhibits through the years, with another one, titled Rebirth, to be mounted at Arte Bettina in February.

The second 3D painting showcases a green roundabout amid a cityscape.
