HOUSE BACKING PEOPLE’S INITIATIVE FOR CHARTER CHANGE—SPEAKER By Maricel V. Cruz
VOL. XXXVII • NO. 300 • 3 SECTIONS 12 PAGES • P20 • TUESDAY, DECEMBER 12, 2023
SPEAKER Ferdinand Martin G. Romualdez revived talks to amend the 1987 Constitution during the Philippine Economic Forum in Iloilo on Monday. Romualdez said the House of Representatives is inclined to support the people’s initiative as a mode to study proposals to rewrite the Charter. “There are three modes to amend the Constitution, but we have had problems
in addressing it, procedural problems,” said Romualdez during the Philippine Economic Forum in Iloilo. “I am going to be sharing with you things that I have not shared with the public... I will actually be preempting our all-party leaders’ caucus this afternoon and sharing it with you here in Iloilo. We are thinking of addressing the procedural gap or question as to how we amend the Constitution. Next page
PBBM: PH resolve ‘steeled’
Protest filed, envoy summoned, but China puts up new sea barriers By Charles Dantes, Vince Lopez, and Rey E. Requejo
P
RESIDENT Marcos on Sunday night said China’s latest acts of aggression against Filipino boats in the West Philippine Sea (WPS) merely strengthened the country’s resolve to defend its sovereignty.
“The aggression and provocations perpetrated by the China Coast Guard and their Chinese Maritime Militia against our vessels and personnel over the weekend have only further steeled our determination to defend and protect our nation’s sovereignty, sovereign rights, and jurisdiction in the West Philippine Sea,” the President said in a lengthy post on his X account. Despite this, China put up new floating barriers at the mouth of Scarborough (Panatag) Shoal after the Philippines cut them down last September to let Filipino fishermen access the fish-rich area, an ABS-CBN TV report showed using footage from the Philippine Coast Guard. During the weekend, Chinese ships used water cannons and rammed Philippine Coast Guard vessels on a routine resupply mission to BRP Sierra Madre in Ayungin Shoal. The Department of Foreign Affairs (DFA) summoned China’s envoy on Next page

Convoy ship slips past ‘shadows’ to reach Lawak Is. DESPITE shadowing by Chinese Coast Guard and militia vessels on the main “Christmas Convoy” headed to the West Philippine Sea on Sunday, a smaller supply boat managed to reach Lawak Island and deliver provisions to Filipino troops and fishermen, the convoy organizer said on Monday.
Although the main ship of the “Atin Ito” convoy, MV Kapitan Felix Oca, had to turn back, the coalition said MV Chowee, a smaller supply boat that took a different route, managed to bring supplies and Christmas packages to Lawak. MV Chowee did not have volunteers or media aboard.
“ATIN ITO’s supply boat slipped [past] Chinese marine vessels arriving at Lawak Island on 11 December, 5:00 am. Nakalusot (It got through)!” the Atin Ito statement read. “They are now in the process of dropping off donations and supplies with Next page

THE House of Representatives on Monday approved House Resolution 1499 urging the National Telecommunications Commission (NTC) to suspend the operations of a broadcasting network linked to the spiritual advisor of former President Rodrigo Duterte. Earlier, the House committee on legislative franchises endorsed the measure for plenary action, putting pressure on the NTC to suspend the operations of Swara Sug Media Corp., operating under the business name of Sonshine Media Network International (SMNI) over violations of its congressional franchise as outlined in Republic Act 11422.
As an attached agency of the Department of Information and Communications Technology, the NTC serves as the regulator and principal authority for telecommunication services in the country. Its mandate includes the regulation and supervision of radio and TV broadcast stations, cable television, and pay TV. Throughout its hearings, the House franchise committee discovered that SMNI breached Section 4 of RA 11422, which pertains to its obligation to the public to refrain from using its stations or facilities for the intentional spread of false information or deliberate misrepresentation to the detriment Next page
