PBBM bares vote-buying attempts in Ilocos Norte By Charles Dantes PRESIDENT Marcos and Vice President Sara Duterte-Carpio led the nation in casting their vote in their respective polling places during yesterday’s

Barangay and Sangguniang Kabataan Elections (BSKE). Mr. Marcos arrived early at the Mariano Marcos Memorial Elementary School in Batac City, Ilocos Norte, where he urged Filipinos not to waste

their right to suffrage by voting wisely. “My advice to our fellow citizens is not to waste your right to choose your barangay officials because these officials are the ones you face every day,” Next page

1-week BSKE transition sought Comelec wants more turnover time for incoming village execs

T

HE Commission on Elections (Comelec) wants a one-week transition period for the proclaimed winners of the 2023 Barangay and Sangguniang Kabataan Elections (BSKE) before they assume office. Comelec chairman George Garcia said Monday night this was the commission’s position in the wake of the recent Supreme Court decision that found the postponement of the BSKE to October 30, 2023 unconstitutional. “The Supreme Court said the start of term of office of those who will win the 2023 BKSE should start January 1, 2023, but that date has long passed,” Garcia said. “That means if they win and get proclaimed tonight, they should assume office tomorrow (Tuesday),” he added. Election boards started canvassing votes at around 8 p.m. last night and the Comelec expected to proclaim some winners soon after, except for the 245 that have pending disqualification cases (see related story on A1 – Editors). Garcia said he had asked Interior Secretary Benhur Abalos if the Department of the Interior and Local Next page

4 deaths in Mindanao, confusion tarnish ‘generally peaceful’ polls AT LEAST four people were killed in Mindanao on Monday as millions turned out to vote in the Barangay and Sangguniang Kabataan elections (BSKE) following months of deadly poll-related violence. As in the last nationwide village elections five years ago, violence and

confusion still marred the proceedings, but the Commission on Elections (Comelec) said polls were generally peaceful this year. Including the four killed yesterday in Maguindanao del Norte, Lanao del Sur, and Basilan, total fatalities came to 12 with seven injured for this year’s elec-

‘High ratings of House leaders shows Pinoy awareness on CIF’ By Maricel V. Cruz THE high performance rating of the House leadership as indicated in a recent survey reflects people’s sentiments on pressing issues, including the need to realign confidential and intelligence funds (CIFs) to security agencies, lawmakers said yesterday. “The OCTA Research 2023 third quarter survey was conducted between Sept. 30 and Oct. 4. tions, compared to 35 election-related incidents in the 2018 contests, Comelec and police records showed. Scuffles were also noted in Abra, where a group of men carrying handguns in a sling bag were stopped – in a province that was under watch by authorities as over 290 candidates with-

drew before the polls -- and in Palawan, where a group destroyed ballots in voting precincts in Puerto Princesa City. Security forces were on high alert across the country for the long-delayed nationwide vote for more than 336,000 council positions.

THE Commission on Elections (Comelec) has suspended the proclamation of at least 245 candidates in the Barangay and Sangguniang Kabataan elections (BSKE) due to pending disqualification cases. “We have suspended the proclamation of 245 candidates,” Comelec Chairman George Garcia said. “In fact, we want to file [disqualification cases against] an additional 60 [candidates] before they get proclaimed. This is so that the Comelec [can] still assume jurisdiction of the disqualification case,” he said. Except for a few incidents, including the tearing of ballots in Palawan, a physical confrontation in Lanao del Norte, teachers suddenly backing out of their voluntary poll duty in the Bangsamoro Region, and at least two shooting incidents in Lanao del Sur, the elections went as expected (see main story – Editors). Israel tanks advance into Gaza City; PH still backing two-state solution ISRAELI tanks advanced into the fringes of Gaza City on Monday, witnesses said, as it ramped up its war on Hamas, saying it had killed dozens of militants in hundreds of strikes. “We have hit more than 600 targets in the past 24 hours,” a military spokesperson said, up from 450 the previous day, with Hamas militants also reporting “heavy fighting” in northern Gaza. Tanks entered the Zaytun district on

the southern fringes of Gaza City, cutting a key road from the north to the south of the war-torn Palestinian territory, witnesses said Monday. “They have cut the Salahedin Road and are firing at any vehicle that tries to go along it,” said one resident who did not give his name. Israel has on several occasions warned the 1.1 million people living in
